Welcome to our first issue of The Hive Report, and welcome to Edcouch-Elsa ISD. I can still feel the energy at our campuses since we welcomed all our students and families to the 2022-23 school year!
In Edcouch-Elsa ISD, the Board, Administration, Teachers, and staff are firmly committed to the success of our students and to doing the very best for them. Everywhere I visit in our district, I find passionate adults working tirelessly to ensure that our students continue to thrive in spite of the difficulties presented to us as a result of the COVID-19 pandemic.
The past few years have tested our resolve, and we still have work to do to successfully connect every student with a caring adult who will provide the tools they need to reach their full potential. I am committed to supporting our district to assist our students in regaining lost learning opportunities and helping them move forward.
My grandmother raised me after raising her eight children. She believed that education provides endless opportunities. Because education transformed the lives of myself and my children, I understand the power education holds to change the trajectory of entire families and communities. That is why I approach each day in Edcouch-Elsa with a renewed sense of commitment to provide a solid educational foundation for our children.
The teaching and learning I have witnessed in our district are a joy. As the superintendent, I work to support and expand the number of brilliant classrooms in our district.
From our classrooms to the football field to the performance stage, our students continue to shine at Edcouch-Elsa ISD. In addition to the many opportunities to thrive academically at EEISD, afterschool programming through ACE provides our students with enrichment activities that you will not find anywhere nearby.

Accomplished
Reflecting on 2 Years of a COVID World
Our district, along with the rest of the world, has endured so much due to COVID-19 in the past two years. From the outbreak of COVID-19, to freezing temperatures, to unthinkable acts of violence against teachers and school children, the past two years are unimaginable. However, with the strength of our resilient community and the heart of a mighty Yellow Jacket, we were able to not only endure, but also to prosper.
Here are just a few highlights from the past two years:
OPERATIONS SUPPORT:
In response to the world events, EEISD was able to establish community wide vaccines, provide meals to the community during both COVID-19 and winter storm Uri, and provide Standard Response Protocol training and Reunification training from the Texas School Safety Center to all school administrators.
FISCAL RESPONSIBILITY:
A clear plan for the use of ESSER funds was developed to address student needs in COVID recovery. This plan has allowed EEISD to install new chillers, touchless water fountains, and air purification systems in school cafeterias, as well as purchasing PPE for all campuses and departments to provide a sanitary environment for our students and staff.
TECHNOLOGY:
We have and continue to participate in connectivity upgrades, installation of security cameras, purchasing of employee and student laptops, and a move to paperless forms in many departments. The increase of technology on campuses allows us to better prepare our students for the world.
VIRTUAL LEARNING:
When COVID-19 forced schools to close their doors, teachers pivoted quickly and were able to provide continued learning through a virtual platform to allow students to not only continue their education, but also remain connected to their classmates. In the following year, after welcoming students back, the school district was able to create a virtual learning academy for qualifying students.

ThisAugust, we welcomed all staff and students back to campus for the school year. Although COVID-19 remains present and safety precautions are still in place, the feelings of hope and excitement have returned to the hallways of our schools. Planning for the district, moving forward, builds on our strengths and addresses our gap. We believe that, by prioritizing the following areas, we will be able to grow and succeed as a district.
ACADEMICS: In the Fall of 2020, EEISD adopted High Quality Instructional Materials (HQIM) for middle school mathematics. This year, the implementation has expanded to include Reading Language Arts in grades K-12. The use of HQIM allows equal access to aligned, rigorous materials by all students.
RECRUITMENT AND RETENTION: Teachers and staff are our most valuable asset. It is a priority to not only retain the most effective teachers and staff, but to also recruit new talent. In the spring of 2022, Edcouch-Elsa ISD was chosen to participate in Teacher Incentive Allotment (TIA) which, after gathering baseline data, allows for teachers to receive financial rewards based on student growth in the classroom.
SOCIAL EMOTIONAL (SEL) HEALTH: The past two years brought the need for social emotional health into focus. EEISD has taken this need seriously and responded by developing strategies for Tier 1 behavior support district wide, increased the number of social workers on staff, and selected SEL curriculum based on grade band. This goal will expand through continued training of counselors on different crisis situations as well as full implementation of the SEL curriculum.
SAFETY: EEISD takes safety seriously. It is important that our students, staff, and families not only feel safe, but are safe at all of our district sites. EEISD has put training, plans, and protocols in place to establish safe and secure environments. (More on page 15)
EEISD remains committed to growing students and staff to ensure the highest quality education is provided in a safe learning environment. We look forward to our many successes.
COMMUNITY
LEARNING EXCHANGE
As part of this year’s theme, “Reconnecting with the Past to Reimagine our Future”, Edcouch-Elsa district and school leaders came together with EEISD alumni Drs. Miguel Guajardo and Frank Guajardo to bring the 2022-2023 theme to life, build community and create a vision for our learners.
The Guajardo brothers believe the best theories are theories in practice. District leader Dr. Miguel Guahjardo designed a weekend of reflection and learning centered around imagining the vision for our school district. Participants shared stories grounded in practice with the understanding that place and space matter. We were reminded that people are the greatest assets in communities. The learning process, known across the world as the Community Learning Exchange (CLE), allowed members of the Edcouch-Elsa school community, many of whom are graduates and residents of EEISD, sharing their wisdom and individual experiences, to help paint a picture of where we have been and where we are going.
The “Pláticas” created the weekend’s foundation for this leadership team. Pláticas are phenomena our parents, grandparents, and ancestors practiced very effectively. Based on practicing listening, sharing, and learning, it is a necessary skill and tool to use when positioning the concept of cultural competence at the core of this work.
The CLE convened at the Museum of South Texas History to encourage leaders to not only reflect on their own past but also to listen to other people’s experiences. District staff imagined how we create the idea of living knowledge in our schools every day, effectively allowing our learning institutions to become local museums of the past that will help us in the future.
We were reminded that people are the greatest assets in communities.
Welcome Back
All Edcouch-Elsa ISD staff kicked off the 2022-2023 school year with excitement and energy at the all-district Convocation. After two full weeks of professional learning and classroom preparation, teachers and staff were ready to celebrate the start of the new year. Amassed by our students, district staff were treated to musical performances by the awardwinning Mariachi Juvenil Azteca and a surprise performance by a local band, The Delta Boys. After Superintendent Dr. Greg Rodríguez celebrated the successes of the past year and goals for the upcoming school year, keynote speaker Rick Ramirez took the stage to tell his own story of hardship and perseverance. As the entire staff came together as a district, it allowed staff not only to show their campus pride but to share in an experience of shared hope and vision as a district. Welcome back, Jackets–we’re excited to see what this school year holds!
After an energetic convocation, we welcomed all families to a Back to School Bash in the afternoon. This was an excellent opportunity for families to meet campus staff and pick up school supplies they will need for the new year. ACE afterschool staff attended this event so families could register and learn more about the ACE program. The Child Nutrition department treated everyone to delicious hamburgers and hotdogs. The back-to-school bash proved successful with high attendance and a lot of positive energy heading into a new school year!
Learning& Teaching
The EEISD teaching and learning team has restructured for the 2022-2023 school year. While team member titles and roles have shifted some, the focus remains on student achievement and teacher and student growth. Our Teaching and Learning team has shown positive results and will continue to increase our district’s capacity to support every teacher and student in our district.
Capacity: This big C aligns with the Texas Education Agency’s Effective Schools Framework, Goal 1: Strong School Leadership and Planning. This year, district and campuslevel literacy coaches worked collaboratively to assist in the implementation of High Quality Instructional Materials (HQIM) and research-based instructional practices. District-level coaches are funded through the Texas COVID Learning Acceleration Supports (TCLAS) grant the district was awarded last year. Campus literacy coaches are funded through annual federal Title I funds. To further build capacity, the Curriculum Leadership Academy brought together content and grade-level curriculum leaders this summer to learn about new instructional materials, engagement strategies, and tier-one behavior supports. By building capacity through professional learning, our curriculum leaders can readily assist their teams.
Curriculum: The 2nd “C” (curriculum) aligns with the Effective Schools Framework Goal 4: HQIM and Assessments. This focus led to a partial restructuring of the T&L department. Reading Language Arts and Bilingual Education were combined to create the Biliteracy Department. The merging of these two areas allows for a deeper understanding of language as an asset to building academic success. A highlight of our curriculum focus is the implementation of HQIM Math in 6-8 grade, HQIM Math intervention (K-8), HB4545 student acceleration, and HQIM RLA intervention (K-6). To connect curriculum with capacity, the T&L team will deliver professional learning for teachers and school leaders on HQIM.
Connections: Our final big “C” is connections. Connections align with the Effective Schools Framework Goal 3: Positive School Culture and Safety. The T&L team has worked to implement district-wide, aligned systems and protocols for Tier 1 behavior. These systems focus on connections, skill building, corrections, and acknowledgments. The Social Emotional Learning (SEL) curriculum is currently in the implementation phase to help students learn about their emotional needs and build a toolbox of ways to respond to those needs.
The Teaching and Learning Department is thrilled to see the academic gains made last year and believes this year will lead to even more success.
The focus for T&L this year is on the big 3 C’s: capacity, curriculum, and connections.
SUMMER Professional Learning
Throughout the summer, the Teaching and Learning team led quality professional learning for various stakeholders to build capacity in our school district. Here you will find a sample of the preparation, planning, and hard work that went into delivering this professional learning.
Instructional Coaches Camp: At this camp, both campus and district instructional coaches were introduced to district initiatives including both HQIM and Tier 1 Behavior systems. Based on the work of Jim Knight, coaches were able to practice skills that are imperative to their work including listening skills, problem solving, providing constructive feedback, and building relationships. When asked, one coach said, “Honestly, everything we learned this week was meaning, and purposeful! We targeted many components of what our role will encompass. I’m excited to try it at a campus level.”
Curriculum Leadership Academy:
During this week-long academy, teacher leaders came together to learn about how to lead high functioning Professional Learning Communities (PLCs), the new Biliteracy Framework, and received training on HQIM being implemented. Curriculum leaders also engaged in the use of technology to record their lessons and reflect on their teaching.
At the end of the week, one teacher noted, “It’s awesome to see Teachers empowered through process development and support.”
New Teacher Orientation: Due to COVID-19, new teachers had not been onboarded to the district in a couple of years. This August, new teachers were brought together to learn about classroom management, tier one instruction, and were able to begin building a relationship with their assigned mentors. This orientation helps new teachers to feel more comfortable and confident as they step into the classroom.
The Teaching and Learning team is excited to see the new learning and collaboration with all stakeholders. There is ample evidence of the “work” being put into practice at the campus level. By practicing and sharing their knowledge, everyone is able to better work together and be successful as they strive to perfect their craft.

EOur district made an exciting return to in person teaching and learning, as we welcomed students and staff back from virtual learning.
After applying for, and being awarded, the highly-competitive federal Nita M. Lowey 21st Century Community Learning Centers (CCLC) ACE grant just in time for the new school year, Edcouch-Elsa ISD launched an engaging and successful afterschool program where students were able to enrich their learning through collaborative and interactive projects in a variety of high-interest areas such as gaming, archery, robotics, greenpower car racing, drivers’ education, and Ballet Folklorico. The main purpose of this federally grant-funded, no-cost program is to provide expanded academic services which include homework assistance, tutorials, enrichment activities, college and career readiness and family engagement components to students before and after school as well as during the summer break.
Research shows positive student outcomes and high academic achievement in programs with regular, long-term student attendance. Edcouch-Elsa is happy to report a banner inaugural year for the new ACE program.

AT EDCOUCH-ELSA ISD
Safety continues to be a top priority in Edcouch-Elsa ISD. After May 24, 2022 and the tragic event in Uvalde, Texas, safety procedures and protocols are at the forefront of everyone’s thoughts. While safety and security will always be a top priority for our district, the need for continued training and consistent practices is clearer than ever.
Last school year, all campus leaders and members of the district leadership team received training on the Standard Response Protocol (SRP) from the Texas School Safety Center. This up to date training provides a uniform, planned, and prepared response to various crisis situations. Following up this year, at the summer leadership institute, all campus leaders received a refresh update on the SRP and engaged with tabletop crisis scenarios to practice our response to various situations. Beyond the initial and refresher training, EEISD is implementing the following steps to provide a safe and secure learning environment for all our staff and students:
