TARRANT COUNTY CONSTABLE PRECINCT 4

It is the mission of the Tarrant County Constable, Precinct 4’s office to serve the citizens of our community in a professional and respectful manner while executing our duties. As the Constable of Precinct 4, it is our duty to work closely with the Justice Courts and to execute both civil and criminal processes issued by local, state, and other jurisdictions in a fair and impartial manner. The men and women of the Precinct 4 Constable’s Office are dedicated to serving our community and will work closely with other agencies to ensure that all orders are completed diligently. Public safety will always be our most important responsibility, all while helping to promote a safe community for the citizens of Tarrant County.

Located in Northwest Tarrant County, in the City of Lake Worth, Texas, Precinct 4 has an estimated population of 250,000 residents. Precinct 4 includes some or all of Lake Worth, Azle, Pelican Bay, Lakeside, Haslet, Saginaw, Blue Mound, Westworth Village, Westover Hills, Sansom Park, River Oaks, White Settlement, and Fort Worth.

Our deputies have an average of 20 years of experience. They all come from large established departments and diverse backgrounds, ranging from fugitive warrants, narcotics, patrol supervisors, and theft detectives. This makes our office a well-balanced department. Most of our deputies are Master Peace Officers including Chief Deputy Fred Rogers and Constable Joe D. Johnson. We currently have a staff of seven full-time deputies, three part-time deputies,

eighteen reserve deputies, and two administrative clerks.

ABOUT THE CONSTABLE

Constable Joe D. Johnson is a lifelong resident of Northwest Tarrant County. He began his highly decorated and distinguished career at the Fort Worth Police Training Academy in 1985. Starting as a patrol officer, he was soon assigned to street crimes and narcotics. From there, he was assigned to be a member of Fort Worth’s elite SWAT team where he

spent 15 of his 30 years as a Fort Worth police officer before retiring in 2016 as a member of the Fort Worth Police Mounted Patrol Unit. He was elected and took office as Tarrant County Constable in January 2017.

Constable Johnson’s focus since taking office has been the education and training of his deputies and office staff. He has increased specialized courses, including active shooter training, and encourages every deputy to participate in as much Civil Process academics as possible. His office hosts many of these educational courses, reaching out to other precincts and Law Enforcement agencies to attend. He has been a strong advocate for improving and updating the equipment needed for his deputies to provide a safe and secure environment for the citizens of Precinct 4.

Constable Johnson is a member of the Tarrant County Northwest Lions Club as well as sits on the Executive Committee for the Windy Ryon Memorial Roping; which provides scholarships for the local youth. He is active throughout the community supporting the handicapped, seniors, and various other civic organizations throughout Tarrant County.

DEPUTY IN THE SPOTLIGHT

The Tarrant County Constable’s Office of Precinct 4 has a proud history of serving and protecting the citizens of Tarrant County. We believe that every Deputy works very hard to maintain a high level of quality service to the fine people of Tarrant County and Precinct 4. In keeping with this belief we feel that some outstanding efforts of that service to the community should be given special recognition.

On October 6th of this year Deputy Darrell Carothers was recognized by Constable Joe D. Johnson for his quick and decisive action in saving a Tarrant County Citizens life. Deputy Carothers was notified that a person had collapsed on the second floor of the Northwest Sub-courthouse and without hesitation he responded and assessed that the civilian had gone into cardiac arrest and was no longer breathing. He immediately began CPR applying several sets of chest compressions until the person regained consciousness and began to breath.

Deputy Carothers was given a Letter of Commendation and a Life Saving Award for his heroic actions. His years of Law Enforcement as well as being a Paramedic makes his position in our office highly notable and deserving of this recognition. His quickness to respond without hesitation and his diligent focus makes him not only an incredible asset to our Precinct 4 family but to the citizens of Tarrant County.
