Deschambeau announces retirement Subler set to take post as CEO of Wayne HealthCare

Staff report

GREENVILLE — Wayne HealthCare announced Thursday the pending retirement of Wayne Deschambeau, President and Chief Executive Officer (CEO), and the appointment of Jeff Subler, Vice

President of Support Services, as the incoming new President and CEO. Effective March 31, 2021, Deschambeau will retire and transition to the role of Advisor to the CEO and Subler will assume his new position. “At a time when many independent rural hospitals are struggling, Wayne HealthCare isn’t just surviving; it’s thriving and expanding again, and I attribute that in great

part to Deschambeau’s exemplary leadership,” said Eric Everman, Chairman of Wayne Subler HealthCare’s Board of Trustees. “During his 15-year tenure, Deschambeau achieved unprecedented growth for the hospital,” and, according to Everman, he had a

clear vision for what it would take to accomplish that. “First, he prioritized hiring talented Deschambeau providers and staff. Then, to ensure the hospital keeps pace with the growing community it serves, he expanded the hospital, not once, but three times, and most importantly, he prioritized

patient care and the patient experience, ensuring that Wayne HealthCare is well positioned to continue to deliver on its mission of providing quality care close to home for decades to come,” added Everman. Without question, Deschambeau is leaving on a high note. Not only did he facilitate elevating the patient experience and prioritizing patient safety, under his leadership and for the first time in the

hospital’s history, Wayne HealthCare received a 5-star patient rating in 2020 from the Centers for Medicare and Medicaid Services, which is the highest ranking any hospital can receive. During the pandemic, when providers and staff alike were grappling with exhaustion, he inspired confidence and served as a beacon of hope for hospital See RETIREMENT | 6B

Ansonia recognizes school board Staff report

ANSONIA — The Ansonia Local Schools will join more than 700 school districts throughout Ohio to celebrate January as School Board Recognition Month, Superintendent Jim Atchley announced.

“Our school board members are citizen-servants who shoulder critical responsibilities and often make difficult choices for our district, all with minimal pay,” Atchley said. “Their focus is always on the future success of the

children in our district. Celebrating School Board Recognition Month is one way to say thanks for all they do.” Serving as a link between the community and classroom, school board members are elected to establish

the policies that provide the framework for public schools. The Ansonia Local School Board is responsible for an annual budget of $8 million, 800 students, and 100 employees. See BOARD | 7A

GREENVILLE — Law enforcement agencies across Darke County worked in a coordinated effort early Tuesday morning in conducting a county wide sweep in an effort to verify the addresses and the following of community-controlled sanctions set forth by the courts of sex offenders within the county. Throughout the early morning hours of January 5, the Darke County Sheriff’s Office, in a coordinated effort with the Greenville Police Department, Adult Parole Authority, Darke County Adult Probation, the Villages of Ansonia, Arcanum, Union City, and Versailles Police Departments, verified addresses of the sex offenders in Darke County. According to a release by the Darke County Sheriff’s Office, it was noted that while verification is an ongoing process throughout the year by deputies on patrol, a mass verification at one time was an efficient way to establish sex offender address verification and focus on those subjects that need appropriate followup to ensure the safety of our community. There are a total of 93 people listed as registered sex offenders within Darke County. All of those offenders’ addresses were checked allowing law enforcement officers to verify and confirm 69 of those addresses the morning of the operation. One address was not checked because of COVID-19 concerns. The other 24 offenders were checked, but contact was not made with those offenders. Darke County Sheriff’s Office Chief Deputy Mark Whittaker expressed his satisfaction with the outcome of the sweep. “Considering the number of offenders listed within the county, I believe all the departments involved did an outstanding job in working together to not only verify the addresses of those listed as offenders in the county, but to also work with Adult Probation and the Adult Parole Authority in assisting with any other needs that were felt warranted to complete the task and make sure everyone was indeed in compliance with the sanctions set forth by the courts,” said Whittaker.

ANSONIA – The Franklin Monroe Jets battled back from what looked like a certain blowout to the home standing Ansonia Tigers after one quarter of play to stay perfect at 5-0 in Cross County Conference play with a 50-45 Tuesday night victory. “After that first quarter I didn’t think we were going to get anything right but we definitely battled and showed a lot of maturity,” said Franklin Monroe coach Troy Myers. “I am proud of the guys.” Ansonia jumped out to a double digit 14-3 lead at 2:34 in the opening period led by two Isaac Barga 3-pointers where the score would stand after one quarter of play. The visiting Jets used second quarter action to whittle away at the Tigers lead to trail Ansonia 17-15 with time winding down on the first half clock. A Ky Cool trey from the top of the key hit nothing but net with time expiring on the clock sending the teams to the halftime break with Franklin Monroe gaining its first lead of the night, a 1 point 18-17 advantage. Franklin Monroe 6-0” senior Cavin Baker paced the Jets to a 15-3 second quarter comeback with 5 points including a 3-pointer and 2-2 line. Three of the Jets 3-pointers of the night came in the team’s second quarter comeback. “They came out blazing so the first quarter – it was them dropping them in,” noted Myers, “and then it was us in the second quarter.” Ansonia opened third quarter play with an Ethan Hemmerich basket with 5:30 showing to take a 20-19 lead before the Jets would close out the period on a 15-7 run and

The visiting Jets took advantage of 8-11 shooting from the fourth quarter free throw line as the Tigers battled back to take the final period 19-18 in the loss. “The game obviously changed because we were able to create our own tempo,” Coach Myers said of the team’s second half play. “We were able to get out in transition a little bit.” The Jets’ Luchini led FM with 8 fourth quarter points including 4-4 at the charity stripe. Ansonia kept the game close with four 3-pointers in the final period; Barga with two and Ian Schmitmeyer and Hemmerich each with a trey. Garrett Stammen added 6 fourth quarter points for the Tigers. “All these guys have their individual things,” Coach Myers stated. “We’re just trying to work

with them individually on how to grow up to what they are capable of doing. I proud of them because of their growth.” Cavin Baker led Franklin Monroe and all players with a game high 17 points. ARCANUM – The Arcanum Lady Trojans used a record setting night to defeat the Tri-County North Lady Panthers 74-12 in CCC action. Arcanum junior Madelyn Fearon set a new 3-points single game record knocking down seven treys in the win while the Lady Trojans team combined for 16 triples, a new school single game record. “In my coaching career that is the most I have ever coached,” said Arcanum coach Abbey Moore. “Sixteen 3’s in a game – that’s girls setting screens to get them open and that is making good passes and flat out knocking it down. We were over 50 percent from the 3-point line which is phenomenal.” Four Lady Trojans, Fearon (7), Hailey Unger (5), Meghan McCans (2) and Kaitlyn Toy (2) combined for the record setting 3-point night. “Madelyn was on fire tonight,” Moore said. “Her teammates were able to find her and give her the ball in that shooting pocket and she knocked them down.” “Hailey knocked down quite a few (5) too – Hailey was right there as well and Kaitlyn Toy and Meghan McCans each had two. When everybody is knocking it down that’s a good night.” “We shoot a lot in practice,” continued Moore. “There are girls putting in the extra time outside of practice and that makes a big difference.” Unger nailed a 3-pointer at 7:24 in the first giving the Lady Trojans 3-0 lead before closing out opening period play with a 14-3 advantage led by Unger’s 10 first quarter points. Arcanum extended its lead to 28-8 at 4:30 in the second and would cruise to a 42-8 halftime lead. Unger paced the Lady Trojans 28 point second quarter output with 12 points including her second and third 3’s of the night, Fearnon accounted for 8 points including her first and second triples of the night, McCans buried her first trey and added a 2 point bucket for 5 points with Taylor Gray going 2-2 at the line and Toy adding a

free throw. Period No. 3 saw Arcanum drilling 6 triples; Fearon with her third, fourth and fifth of the night and McCans, Unger and Toy each adding a three to give the Lady Trojans a 62-10 lead heading to the final quarter of play. Coach Moore continued to liberally go to her bench while slowing down the pace with the team putting 12 fourth quarter points on the board, all coming from 3 point range. Unger nailed her fifth trey of the night, Toy added her second triple of the game and Fearon added her sixth and seventh 3-pointer with the record breaking triple coming with 4:40 showing on the fourth quarter clock in what would prove to be the last time the record setting foursome would see the court in the win. All the Lady Trojans second half points come from beyond the arc with the exception of 2 points coming from the charity stripe. Unger led Arcanum and all scorers with a game high 26 points. Fearon added 23 points for the Lady Trojans. Coach Moore kept the game respectable going to her bench the entire night as the visitors struggled to find its shooting touch. “It’s a game – I’ve been on that side and I know how that is,” Moore said. “Coach Jessica (Cherry) works hard with those girls and she has made big improvements there and I don’t want to do anything

to ruin a kids confidence or anything like that but at the same time we have to be able to play our game and not take a step backwards. I feel like we have been able to find that balance the last couple of games and still being able to play our game but being respectful and respecting our opponent.” “I told our girls we went into that Miami East game and we didn’t respect our opponent and what happened – we got beat,” added Coach Moore. “All of our losses, if you combine our losses it’s been 9 combined points on the year so I feel like we should be in a situation we respect every opponent we play and come out with that mindset because I don’t want to lose another ballgame – and that is what we have to do every night.” BOXSCORE: ARCANUM 74, TRI-COUNTY NORTH 12 ARCANUM – H. Commissioners discuss fund transfers, releases By Nathaniel Kubik DarkeCountyMedia.com

GREENVILLE — The Darke County Board of Commissioners met Wednesday afternoon to discuss fund transfers and releases throughout the county. Commissioners Matt Aultman and Larry Holmes were present. Commissioner Mike Stegall was absent from the meeting. The meeting began with Resolution (R-12021), which entailed the transfer of $7,254 from an outside fund to the Darke County Municipal Court for special projects. Resolution (R-22021) was approved, which provides funding from the state to Darke County Job and Family Services (JFS). In total, JFS will recieve $77,051 per month for the 2021 year. This is a part of the public assistance mandated share for the 2021 year, and these funds were transferred from the county general fund to JFS. In conjunction with the previous resolution, Resolution (R-3-2021) was also approved. This resolution provides $63,950.34 to JFS for children services. The monthly payment

amount will likely drop after the first few months of 2021 once the new state budget takes full effect. The commissioners presented County Engineer Jim Surber’s annual report. This report was published in the Jan. 6 edition of The Daily Advocate. Next, the commissioner’s addressed a release of funds from the state. On or about, but not before, Jan. 20, 2021, the commissioners will submit a request to the State of Ohio for the release of federal funds. These funds are intended for the Darke County CDGB Allocation Projects, which encompasses sewer facility improvements in Ansonia, water facility improvements in Gettysburg, and and sidewalk improvements in Hollansburg and Palestine. Another release of funds request will be submitted to the state on or about Jan. 20, 2021 for the Darke County CDGB Critical Infrastructure Project, which will provide a new flood and drainage treatment facility in Union City. Better read this if you are 62 or older and still making mortgage payments. More than 1 million seniors have taken advantage of this “retirement secret.”

It’s a well-known fact that for many older Americans, the home is their single biggest asset, often accounting for more than 45% of their total net worth. And with interest rates near all-time lows while home values are still high, this combination creates the perfect dynamic for getting the most out of your built-up equity. But, many aren’t taking advantage of this unprecedented period. According to new statistics from the mortgage industry, senior homeowners in the U.S. are now sitting on more than 7.19 trillion dollars* of unused home equity. Not only are people living longer than ever before, but there is also greater uncertainty in the ecomony. With home prices back up again, ignoring this “hidden wealth” may prove to be short sighted when looking for the best long-

mistakenly believe the home must be paid off in full in order to qualify for a HECM loan, which is not the case. In fact, one key advantage of a HECM is that the proceeds will first be used to pay off any existing liens on the property, which frees up cash flow, a huge blessing for seniors living on a fixed income. Unfortunately, many senior homeowners who might be better off with a HECM loan don’t even bother to get more information because of rumors they’ve heard. In fact, a recent survey by American Advisors Group (AAG), the nation’s number one HECM lender, found that over 98% of their clients are satisfied with their loans. While these special loans are not for everyone, they can be a real lifesaver for senior homeowners -

All things considered, it’s not surprising that more than a million homeowners have already used a government-insured Home Equity Conversion Mortgage (HECM) loan to turn their home equity into extra cash for retirement. It’s a fact: no monthly mortgage payments are required with a government-insured HECM loan; however the borrowers are still responsible for paying for the maintenance of their home, property taxes, homeowner’s insurance and, if required, their HOA fees. Today, HECM loans are simply an effective way for homeowners 62 and older to get the extra cash they need to enjoy retirement. Although today’s HECM loans have been improved to provide even greater financial protection for homeowners, there are still many misconceptions. For example, a lot of people

especially in times like these. The cash from a HECM loan can be used for almost any purpose. Other common uses include making home improvements, paying off medical bills or helping other family members. Some people simply need the extra cash for everyday expenses while others are now using it as a safety net for financial emergencies. Although these costs may be substantial, AAG does not establish an escrow account for these payments. However, a set-aside account can be set up for taxes and insurance, and in some cases may be required. Not all interest on a reverse mortgage is taxdeductible and to the extent that it is, such deduction is not available until the loan is partially or fully repaid.

AAG charges an origination fee, mortgage insurance premium (where required by HUD), closing costs and servicing fees, rolled into the balance of the loan. AAG charges interest on the balance, which grows over time. When the last borrower or eligible non-borrowing spouse dies, sells the home, permanently moves out, or fails to comply with the loan terms, the loan becomes due and payable (and the property may become subject to foreclosure). When this happens, some or all of the equity in the property no longer belongs to the borrowers, who may need to sell the home or otherwise repay the loan balance. Versailles FFA teaches preschoolers agriculture Staff report

VERSAILLES — It’s never too early to learn about agriculture. Several Versailles FFA members made four different visits to the Versailles Preschool to teach lessons on agriculture and highlight the Farm Day videos that were established by Versailles FFA in May. Versailles FFA members that assisted included: Madison Henry, Delaney Barga, Jaimee Hoelsher, Cora Trissel and Lexie DeMange. Each day the Versailles FFA members showed them a different Farm Day video and followed with an activity/ craft that emphasized the videos. The swine Farm Day video that featured Jacob Wuebker was shown and followed up with making a ration snack that highlighted different types of feeds and nutrients. The greenhouse video was shared that was taped by Mrs Wuebker and highlighted by planting a seed. The goat video which was taught by Noah Barga was highlighted by making a goat puppet as a craft and the Bee video was also shared by Noah Barga and a bee craft was made.

employees. If that weren’t enough, Deschambeau is stepping down just as the final phase of his ambitious multi-year strategic plan is nearing completion. This February — when the hospital’s 85,000-squarefoot addition opens and patients have access to a new Birthing Center, Inpatient Unit and Wellness Center — he can retire in the knowledge that despite a global pandemic and all the challenges associated with operating in one, the project will be completed on time and on budget. Deschambeau is quick to give most of the credit to his successor, Jeff Subler, who, in addition to serving as VP of Support Services, also served as project manager on all three of the hospital’s expansion projects. Subler said he is looking forward to starting his new role as President and CEO at Wayne. “I am incredibly excited, humbled, and proud to have been chosen as the next President and CEO of Wayne,” Subler said.

Cora Trissell is shown helping a Versailles Preschool student make goat puppets following watching the Farm Day goat video.

The rabbit video taught by Dalton Hesson was also watched and a rabbit craft was made. A special thank you to Amy Bartram for allowing the Versailles FFA to visit

the Versailles Preschool and highlight the importance of agriculture. This was the first time the Versailles FFA conducted a program with the Versailles Preschool students.

“Darke County in my home and my community, and Wayne HealthCare is my hospital, so I’m more committed than ever to continue delivering excellent health care and service to the people of Darke County.” In reference to Subler being selected, Deschambeau stated that, “…the Board couldn’t have done better than to select Jeff to carry Wayne HealthCare forward into the future. Jeff’s an ideal choice, and I look forward to hearing about all the great things he’ll accomplish as President and CEO of Wayne HealthCare,” Deschambeau said, adding, “Jeff has worked at Wayne for 13 years now, so it’s nice to know my successor will be someone who knows the staff and grounds, and has already done great things here.” Deschambeau’s humble attitude did relent a little when he noted how proud he is of the joint ventures that Wayne HealthCare has entered in to during his tenure. The Cancer Center at Wayne has been recognized numerous times, and Deschambeau noted the importance of

the cancer center being a place of treatment for local patients, rather than patients having to drive extended distances to another hospital. “Throughout my time here we have started numerous joint ventures that have only increased the level of local care, and that’s important — health care for our citizens close to home.” said Deschambeau. He also noted the numerous awards, local and national, that Wayne HealthCare has received under his direction. He, of course, gives credit to the hospital staff and award recipients, but his strong leadership throughout the years has played a major role in the unprecedented growth of Wayne HealthCare over the past 15 years. Deschambeau, and his wife, Sharon — who recently retired as President of the Darke County Chamber of Commerce — intend to retire to Florida, but according to Wayne and Sharon, they plan to visit often and will absolutely stay in touch with the many friends they’ve made here.
