Scentral Park continues to welcome dogs and their owners during the Stay at Home order.

Getting through these challenging times Dear Readers, Friends and Neighbors, During these challenging and trying times, it is important that we at The Early Bird - Darke County Media remind you of our commitment to keeping you — our neighbors, friends, and fellow citizens — informed on how COVID-19 is impacting daily life in our local communities. Our team of journalists is working around the clock to provide you with up-tothe-minute news on a daily basis; reporting information that is important to you and your loved ones, and highlighting the extraordinary people doing extraordinary things during this unprecedented experience. At The Early Bird - Darke County Media, we’re taking steps in an effort to do our part to slow the spread of the coronavirus and protect employees and customers while continuing to bring you the information you need to help navigate through this ordeal. First, to ensure the health and safety of our employees, where possible, we have offered staff the opportunity to work remotely. We have also increased sanitation practices throughout our newsrooms, offices, production sites, and with product deliveries. Additionally, our lobby will be closed to the public until further notice. Advertisers, customers, and readers can call us with any questions at 937-548-3151. At this time, we will continue to deliver your newspaper and provide essential news to our community. The World Health Organization states the risk of catching the virus that causes COVID-19 from packages — including newspapers — that have been moved, traveled, and exposed to different conditions and temperature is low. However, those who handle our printed products are taking precautionary measures. Second, while the home delivery and single copy sales of our printed publications will continue to remain available, we will be providing the online version of the The Early Bird free to the public. During this crisis, we have removed the paywall for our daily Digital Replica Newspaper (E-Edition). This option is available to subscribers and non-subscribers. This important step represents part of our effort to keep you informed during these uncertain and rapidly See TIMES | 3A

DARKE COUNTY — Wondering what is going on at the local animal shelters? Some social media sightings have indicated there have been local animals shelters delivering pets to people while they are unable to get out to adopt. One of them is the Friendship Animal Protective League, which reportedly delivered a companion pet to an elderly man who was too

nervous to go out and look for one during this pandemic. This apparently occurred, because those involved were pre-approved adopters. “Though the pet delivery idea is clever, I believe that violates the Stay at Home Order,” remarked Ruth McDaniel, acting president of the Darke County Humane Society (DCHS). “Luckily, our animals census is rather low right now.” McDaniel said the DCHS Shelter stayed open until the Stay at

Home Order came down. “Some of the animals are abuse cases so cannot be adopted yet,” she said. “We have a couple people that already met a pet and want to adopt. We are out there daily and can meet with them by appointment. I do think folks should meet a pet and see if there is a bond before adopting.” McDaniel is hoping the shelter can be opened back up soon. “The mandates have forced us

DARKE COUNTY — Quite a number of people in the county have stepped up to help during the face mask shortage with this COVID-19 outbreak. Many have started making masks and donating them to health facilities, other organizations and/or for personal usage. According to one website, face masks can play a role in preventing the infection to this virus, but that role is limited. A healthy individual in a normal situation does not need to wear a mask, as per CDC recommendations. A surgical face mask is highly recommended for people who have the coronavirus infection or have a high risk of exposure. It offers a certain amount of protection against infection from one’s own hands or droplets from the cough or sneeze of an infected person. “My 9-year-old granddaughter Allie Bergman and I made a dozen yesterday,” said Judy York. “We just started. Allie spent her last day before shut down here. A third-grader at Versailles, she is learning to sew and it was a great day. I made about 15 more today. I’m just trying to figure out who to donate them to. I have more fabric on order. As for elastic, no one See HELP | 3A

OSU Extension office closed to public COLUMBUS – Governor DeWine recently issued a state of emergency for the state of Ohio, and along with the Ohio Department of Health, has implemented a variety of strategies to reduce the spread of coronavirus disease 2019 (COVID-19). To do their part in reducing risk to Ohio State University Extension employees or clientele, they have implemented a teleworking plan effective immediately, and all OSU Extension offices will be closed to the public until further notice. This mirrors The Ohio State University’s decision earlier this week to close university buildings and facilities on all of its cam-

puses to “critical services” only (such as law enforcement and public safety; hospitals and health services; facility utilities; and a few others). While their physical offices will be closed, they are committed to continuing to conduct their work as fully as possible. Their employees are prepared to telework and are ready to serve their local clients and communities. In recent years, OSU Extension has invested in the technology needed to facilitate effective teleworking for our organization; and they will utilize their resources during this challenging situation to remain engaged with Ohioans. Clients, stake-

holders, and other community members should continue to connect with any OSU Extension staff member via phone or email as usual. Reopening of any county office facilities will depend on decisions from the governor and the state of Ohio, as well as The Ohio State University. The exact date when normal operations are expected resume in county Extension offices is unknown at this time. Until then, OSU Extension office staff will be working remotely and will remain accessible and available via email and phone. The health and well-being of our stakeholders, event participants, and employees is of

utmost importance. Each OSU Extension office has developed a business continuity plan that outlines how Extension staff will operate during situations such as the coronavirus outbreak. All staff will continue to work and serve local clientele through normal office hours (as previously determined by each county), and they will remain accountable for program management needs. Please note that most Extension-planned activities from now through April 20 are postponed, scheduled to be held virtually, or canceled. If you have not already been contacted about an event or activity in which you were

scheduled to participate and you have a question, check with your local contact for that event. If you have questions, contact your local OSU Extension office. Contact OSU Extension Darke County at 937-548-5215. You can also visit extension.osu.edu/lao for office phone numbers and a direct link to each office’s website and staff directory. If you reach voice mail, please leave a message with your name and contact information, and you will be contacted as soon as possible. Stage Stores has adjusted store hours HOUSTON – The safety and health of our guests, associates and store communities are our top priority. To better support their associates, serve their customers and slow the spread of COVID-19, Stage Stores and our family of brands (Gordmans, Bealls, Goody’s, Palais Royal, Peebles, and Stage) have adjusted our store operating hours. Until further notice, their reduced store hours are as follows: • Monday-Saturday 10 a.m.-6 p.m. • Sunday noon-6 p.m. Additionally, in compliance with local govern-

ment orders to shut down all non-essential businesses, as well as other location-based factors, select stores are temporarily closed and will not reopen until circumstances improve. In addition to their new store hours, they are taking the following actions to help keep our guests and associates healthy: • Increasing the frequency of store cleanings, paying special attention to frequently touched objects and surfaces such as register counters, shopping carts, door handles, restrooms, etc.; • Reminding our associ-

ates of their training on illness prevention; • Advising all employees to stay home if they are not feeling well, or if circumstances might advise them to do so, to seek medical attention if they have symptoms. They also encourage their guests everywhere to take the extra precautions necessary to safeguard their health and the health of others. They will continue to monitor the situation closely, and work with public health authorities as required. They will will continue to post updates on stage.com and gordmans.com.

Powell receives appointment COLUMBUS – Speaker Larry Householder recently appointed State Rep. Jena Powell (R-Arcanum) to the Governor’s Advisory Board of FaithBased and Community Initiatives. Powell was very pleased with the appointment. “Faith and community are an important part of my life, and I am thrilled to serve on the Governor’s Advisory Board of Faith-Based and Community Initiatives on behalf of my community and our state,” said Powell. “At

the heart of every state is strong faith and thriving communities, and I thank Speaker Larry Householder and Governor Mike DeWine for this appointment.” The mission of the Governor’s Office of Faith-Based and Community Initiatives is to promote solutions, including those from faith-based partners, to community needs and support the development of collaborative efforts to improve the well-being of all Ohioans.

This forthcoming legislation, which has the backing of Governor Mike DeWine, is “a path forward to complete this election as quickly as possible that will simultaneously protect public safety and ensure every eligible Ohio voter has the opportunity to have their voice heard.” The Ohio Voters First

Act does the following: • Authorizes the Secretary to produce and mail a postage paid absentee ballot request form to every eligible Ohio voter who did not cast a ballot during Ohio’s early voting period • Pays the postage for the voter to return their ballot • Provides the Secretary the discretion to hold in-person voting on June 2, 2020 if the Order by Dr. Amy Action is no longer in place by April 24.

Things have to get better, don’t they? I think the post I saw on Facebook in the past few weeks said it well: “Remember last week? We thought we were going to have a bad week because of the time change, full moon and Friday the 13th. We didn’t have a clue.” That really hit home and is still unbelievable. But, we have to do what we have to do….stay healthy and come together as one. In addition to all of this, I am missing the people who have left the newspaper business this year. Early Bird Publisher Keith Foutz retired; Becky Snyder (my lunch buddy), resigned as circulation manager; and others have also decided to quit, including Jane Kaiser and Amy Addis in the front office; Shannie Denney and Amber Godwin; and Denise Good in advertising. I only worked with them for 2 1/2 years, mostly from home, but they became family They welcomed me with open arms and were always nice to me. I am sure going to miss them. However, I do wish them well in whatever endeavors they have chosen. It just seems with everything going on with this coronavirus and the changes in lifestyle that came with it, it has been very challenging. And, now to lose our co-workers, it seems our everyday life may not return to normalcy. We just have to put it in God’s hands. My son Jamie said that once everything goes back to normal, “We are going to be stronger for this and will appreciate what we had.” I don’t have a clue, but he’s thinking in the right way. Jamie and I extend our condolences to the family and friends of Ruth Zumbrun, Peggy Smith Bullard, Brenda JeffersGilbert, Johh R. Sanders, Dennis Neargardner, John C. I just felt a connection there and I hope to continue that for four years.” “Anytime we can add an MAC guy to our roster, it is a positive thing,” Coach Neal added. “MAC players come from good schools and programs, have been coached at a high level and are used to playing in big games against top quality competition.” “It was a little factor but not really the main factor,” Stammen said of a short 68 mile drive from Versailles to Bluffton. “I just wanted to be comfortable where I was going for four years.” Contact Darke County Media Sports SALVAGE YARD Editor Gaylen Blosser at gblosser@ aimmediamidwest.com or 937-5483330SCHOENLEIN

The cast of Matilda at Union City Junior/Senior High School held performances with a limited audience.

Pandemic doesn’t stop the show By Clinton Randall DarkeCountyMedia.com

UNION CITY, Ind. - As the Coronavirus had led to many cancellations of all kinds across the country, the administration of the Randolph Eastern School Corporation decided the show must go on this past weekend for their annual musical. The talented students of the UCJSHS Music Company took the stage for Saturday and Sunday performances of the Tony Award-winning Roald Dahl’s Matilda the Musical. “Hosting the musical to a limited audience this weekend was a decision I made to allow one last little bit of normalcy in the midst of all the chaos. I could not be happier with how our students performed and our patrons handled the situation,” stated Randolph Eastern School Corporation Superintendent Aaron Black. Prior to the performances, Black addressed the audience to ensure everyone that all measures were taken to ensure a sterile environment, including requiring everyone to sanitize their hands prior to entering. The stresses of the outside world were replaced for several hours as the students helped bring laughter to the crowd with lighthearted humor from this popular story about young Matilda Wormwood (Kali Denney), an exquisite and intelligent little girl misunderstood by her family because she is very different from their ways of life. Matilda finds acceptance from her teacher Miss Honey (Heidi Livingston) and loyal friends at school while dealing with a sadistic principal Agatha Trunchbull (Braydon Hoggatt) who despises them all. “We were exceptionally pleased with the performances our students put out this year. They really stepped up and knocked a very difficult show out See SHOW | 2B

Maple Sugarin’ a huge success GREENVILLE – On March 7, Darke County Parks hosted its annual Maple Sugarin’ at the Prairie Festival in conjunction the Friends of the Darke County Parks Waffle Breakfast. Around 640 people enjoyed the sausage and endless waffle breakfast with coffee, tea, juice, or milk. This was a record-breaking year, with people lined up through the entire duration of the event. Fifty volunteers assisted with the waffle breakfast and festival, making waffles, serving, bussing tables, taking tickets, staffing the sugar shack, and much, much more.

Roger Van Frank, director of the park district said, “I am continuously pleased with this event. I enjoy listening to the cabin fever stories as friends and neighbors reunite after the long winter.” Throughout the breakfast, park naturalists led tours illustrating the science, history, and process of making maple syrup, culminating in a stop at the sugar shack where visitors could see maple sap boiling down to syrup. Nearly 200 people participated in the sugarbush tours this year. A backyard sugaring display also illustrated the process on a much

smaller scale. Staff and volunteers were delighted to see such a large crowd venture out to enjoy the beautiful, sunny weather and to learn more about Ohio’s cultural heritage. After the tour, everyone was encouraged to meander down the trail to the blacksmith shop and log house where historical volunteers were treating callers to a taste of history with samples of onion pie, beef tongue, and life on the frontier. Throughout the sugaring season volunteers collected around 3,000 gallons of sap from two private locations and boiled that down to over

300 pints of syrup. Before the festival, about 200 school children also visited the park to learn about this sweet treat and even sample a little of it. The Park District and Friends thanks the following business for their donations: the New Madison Kiwanis Club for the use of their sausage trailer and club members to cook sausage, The Butcher Block and Smokehouse for donating the delicious sausage for the fourth year straight, Historical Bear’s Mill for the Boston Stoker’s coffee, and KitchenAid for their donation See SUCCESS | 2B

of waffle makers in 2015 which have continued to allow the making of the waffles so much easier and faster. Also, a huge thank you to all of the generous volunteers that donated supplies for the breakfast and log house samples. The Friends

wish to extend apologies for the delay near the end of the breakfast when they ran out of sausage briefly. It was a huge success! The Darke County Park District thanks the volunteers who donated countless hours helping with collecting and boiling sap, the waffle breakfast, helping with the school groups, and doing historical interpretation.

basis across 15,000 different opportunities to get involved. In 2019 – with the support of 3.8 million volunteer hours, Great American Cleanup volunteers improved 13,489 public spaces; collected 42 million pounds of litter, debris, and recyclables; cleaned and improved more than 30,000 miles of roadways and shorelines; and completed 168,000 plantings over 132,000 acres. This year, Keep America Beautiful forged a partnership with Earth Day Network (EDN), the global coordinator of Earth Day (April 22), in support of Earth Day’s 50th anniversary and EDN’s Great Global Cleanup™ in the United States. The Great American Cleanup was poised to serve as the single largest contributor of volunteers in the U.S. for the Great Global Cleanup, which has also been postponed. The Great Global Cleanup had an ambitious goal of removing a billion pieces of litter and debris from our parks, beaches, cities, waterways, and wherever waste is found. With the postponement of live public volunteer events during the Great American Cleanup, the Great Global Cleanup, and Earth Day itself, there has been a shift in plans. In lieu of the postponed live events, Keep America Beautiful invites you to join Earth Day Network on April 22 for the first Digital Earth Day, a global digital mobilization in a collective call for climate action. “In the face of a challenge that unites us all, whether it be coronavirus or our global climate crisis, we cannot shut down,” said Kathleen Rogers, president, EDN. “Instead, we must shift our energies and efforts in new ways to mobilize the world to action.” See additional details about Earth Day Network’s shift to global digital mobilization for the 50th anniversary of Earth Day at https://www.earthday.org/ press-release/coronavirusannouncement-digitalearth-day/.

COLUMBUS – Did your usual conference get canceled? Are you looking to fill the void of the big basketball tournament? Ohio State University Extension is here to help with a new virtual education program for farmers. Agriculture and Natural Resources Madness: A Tournament of Education will include 64 educational events broken into daily brackets. Each day, a virtual educational session will be held at 9 a.m., noon, and 3 p.m. The education tournament is free of charge and will likely continue until mid-May. “This effort is a direct response to providing a variety of useful and timely sessions for farmers across the state during Governor DeWine’s stay-at-home order,” said Jacqueline Wilkins, interim director of OSU Extension. “While our ‘tournament’ is being loosely tied to March Madness, it’s not a competition, and people can join in at any time for as many or as few sessions as they desire.” The tournament opened on Wednesday, March 25 with the eFields 2019 Results webinar. Also in this bracket was a webinar from Sam Custer, interim assistant director of OSU

Extension’s Agriculture and Natural Resources program, to discuss how educators are working remotely to continue serving Ohioans during these uncharted waters of the coronavirus disease 2019 (COVID-19) outbreak. Tournament “brackets” will change daily. Topics will cover a variety of subjects and be presented in a variety of virtual platforms. When possible, questionand-answer opportunities will be included. To find complete details on the tournament’s educational opportunities and other event and webinar links, visit go.osu.edu/ agmadness. The Agriculture and Natural Resources online tournament is just one example of how OSU Extension is employing its resources during this challenging time to remain engaged with Ohioans. “The intent is to reach the agricultural community in a time of high stress,” Custer said. “OSU Extension has also updated its Ag Crisis website to include a toolbox of resources related to COVID-19. Those can be reached at go.osu.edu/ AgCrisis.” OSU Extension has implemented a teleworking

plan effective immediately, and all OSU Extension offices statewide are closed until further notice. The plan mirrors The Ohio State University’s decision last week to require all employees who can do so to work from home and to maintain only critical services on university property across all campuses. Clients, stakeholders, and other community members can continue to connect with any OSU Extension staff member via phone or email as usual. To contact your local Extension office, visit extension.osu.edu/lao for office phone numbers and a direct link to each office’s website and staff directory. If you reach voice mail, please leave a message with your name and contact information, and you will be contacted as soon as possible. OSU Extension is the outreach arm of Ohio State’s College of Food, Agricultural, and Environmental Sciences (CFAES), and works to share knowledge with every county in Ohio. Its four major program areas are family and consumer sciences, 4-H youth development, community development, and agriculture and natural resources.

Accessing mental services during pandemic TROY – By adapting their businesses to rapidly changing condition, the area’s mental health and addictions provider agencies have been able to meet the needs of clients and an anxious public during the coronavirus pandemic. Mental health crisis services are available, within the limits imposed on admission to public places such as jails and hospitals. Persons experiencing a mental health crisis, generally defined as severe, debilitating symptoms of anxiety or depression, loss of reality, or suicidal thoughts, should call the 247 Tri-County Crisis Hotline at 800-351-7347. Persons who may be

experiencing a crisis but can’t don’t want to talk may use the national Crisis Text Line by texting “4hope” to 741741. Persons concerned about suicidal thoughts may also call the National Suicide Prevention Lifeline at 800273-TALK (8255). Talking about suicide is often the best way to prevent a suicide attempt. Persons who are anxious but not in crisis may call the HOPE Line operated by SaveHaven Inc. The warm line - as opposed to a hotline for emergencies - allows people to talk about their concerns with a trained operator. The HOPE Line can be reached at 937-451-3232 or toll free at 855-276-HOPE (4673).

Hours are Monday through Friday 4-11 p.m., and Saturday and Sunday 4-8 p.m. Recovery and Wellness Centers of Midwest Ohio in Greenville asks that new or existing clients not come to the facility unless requested to do so, but rather call the central scheduling number, 937423-6356, and to check the website, recoveryandwellnessohio.org for updates and information. RWC Executive Director Cynthia Wion said their transition to alternative methods of meeting clients has gone relatively smoothly given the suddenness of the pandemic restrictions. MCRC Executive Director Thom Grim said, “We are still here for people.

We are being careful for staff who are on the front lines, but we are still providing services for those who need them.” He added that group therapy, which has been temporarily suspended due to restrictions on the size of gatherings, will soon resume through an online format. At Safehaven’s locations in Piqua, Greenville and Sidney, staff is available by phone and online, but on-site activities have been curtailed. Executive Director Doug Metcalfe stated that while SafeHaven is unable to open to members, they are adapting services to provide meals to current members along with activities and online group meetings. Online

support sessions will take place at 11:30 a.m., 1 and 2:30 p.m., and will be sitespecific. For a complete rundown of services available to SafeHaven members, go to safehaveninc.com. The Tri-County Board of Recovery and Mental Health Services has been closely monitoring updates from the Governor’s office and the Ohio Department of Mental Health and Addiction Services to help provide guidance to local providers of services. For example, existing Medicaid rules do not allow agencies to bill for counseling services by telephone. However, once the scope of the pandemic became apparent, the

Governor’s office and OhioMHAS expressed a strong inclination toward services by phone. TriCounty Board Executive Director Terri Becker communicated to the provider agencies that, pending changes in Medicaid billing rules, the Board would use local mental health levy dollars within existing contracts to enable agencies to start providing services by phone as soon as they are ready to do so. Persons wishing to contact the Board office are requested to call 937-3357727 and press 7 for a staff directory. More resources and information can be found at the Board’s website www.tcbmds.org.

time. Parents should contact Heather Sullivan, owner, at 937-423-1922 or email heathersdaycare2018@yahoo.com. Heather’s Daycare Center is and will continue to follow strict CDC and Health Department guidance’s in regards to cleaning, sanitizing and watching the health of their staff and children. Every child and staff member upon entering the center will have their temperature taken and if no fever is present will be allowed to stay. Hand washing occurs multiple times a day. It is a two-step process they adhere to at the center, where staff and children wash their hands for 20 seconds and then for those that are two-years of age and older sanitizer is applied. They are using a bleach solution to disinfect all surface and high-touch surface areas multiple times a day. They have more small group activities as a posed to large group activities throughout the day. As they receive more guidance from ODJFS, CDC, and the Health Dept, they will update everyone. They are proud to be one of the Temporary Pandemic Childcare Centers to be open at this time. Current and new enrollments will be accepted ASAP.
