and an elevated experience for Midmark’s customers. When the project is finished, the economic impact to downtown and the community will be very positive. Midmark’s vision is to make downtown Versailles an overnight destination, not only for its customers, but also for experience seekers across western Ohio and the Midwest region. “We are thinking through all of the modern elements and amenities that today’s adventure seekers want,”
said Monique McGlinch, Vice President of Customer Engagement and Corporate Agile Center of Excellence for Midmark. “We are also considering the impact of COVID-19 on dining or hotel experiences in the future.” Midmark will announce its branding and design plans to the public later this fall. Arcanum opera house to be restored First Friday returns with ribbon cutting By Nathaniel Kubik DarkeCountyMedia.com
GREENVILLE — The ribbon cutting for the Grand Re-Opening of Downtown Greenville First Friday presented by Park National Bank — held at Rotary Park near the circle — was a lot more than just that. It was also the first use of DORA (Designated Outdoor Refreshment Area) for downtown activities. “This is huge,” Mayor Steve Willman said. “We have the DORA open. People are ready to get out and get together. It is great for our downtown businesses. It is great for them. I have to thank our downtown businesses, Ryan (Berry) for all he has done and I really have to thank the city for all the work they have put in downtown. “The lighting, the cement, the conduits. It all looks beautiful.” The ribbon cutting was held as thank you to the City of Greenville for the investment they made into the downtown area. Since the beginning of the year, they have taken up the old brick pavers that were uneven and a tripping hazard and replaced them with stamped concrete. They also installed up lighting around the trees and ran all cables underground. Although they still have some work to do next year on the side streets, they started the process of putting in the decorative lighting on each of the side streets from Walnut to Sycamore.

ARCANUM — It has been said that history is remembered for the purpose of the present, for looking back from where we came, and for examining the mistakes we’ve grown from. The preservation of history, no matter how large or small, represents a selflessness that informs our daily lives in profound ways, and the Arcanum Preservation Society (APS) understands this all too well. Founded in July of 2019, and gaining non-profit status in April of 2020, APS has placed all of their initial efforts into preserving and restoring a major piece of Arcanum history, the old city building located at 104 W. South Street. This plan comes on the heels of the building being designated as an Ohio historical landmark. The building is currently being prepared to be toured by citizens from all over Ohio as a part of the Ohio Open Doors history connection series planned to take place September 19. This event features small guided tours of the building from 9 a.m. to noon. A virtual tour of the building is also in the works. In the past months, members of the community and APS have been attending regular clean-ups of the building, which have been going very well. The goal is to clean the interior of the building as much as possible before beginning preservation plans. It will be a costly endeavor, but the group hopes to gain funds primarily through donations and grants, and not rely at all on the city government or Arcanum residents for financial support. “I am truly inspired by the work being done by the preservation

The Arcanum Preservation Society plans to preserve and, in the future, fully restore the village’s old city building located at 104 W. South Street.
society here in town,” said Arcanum Mayor, Bonnie Millard. “There is a lot of work that still has to be done, but it is wonderful seeing members of the community join together to restore this great building.” The restoration plans for the building are quite extensive, and discussions concerning what the building will be used for are in the works, as well. As of now, the building is structurally sound, but the main focus is bringing the exterior of the building up to standard. In the 1970s, the brick on the outside of the building was sandblasted, which resulted in some minor issues. The Arcanum village government left the building in the spring of last year due to health concerns and a bat infestation. Selling or tearing down the building was discussed among the town council, but a number of Arcanum residents were opposed to the building being sold or demolished.
“This [building] is an important asset to this community,” said Arcanum Preservation Society Vice President, Jim Piel. “This is a beautiful building that we would like to preserve for the town and, in the future, restore for people to enjoy.” The primary feature of the structure is the opera house located on the second floor, with a third floor balcony. It has a rooted connection to the town’s history that can be felt immediately after stepping foot in the building. Entering the beautiful but worn down opera house is like stepping into a time machine. On the floor of the opera house rests the original piano that is over 100 years old, and graffiti marks the walls with the signatures and dates of past performers. On the third floor balcony, the walls are covered in the signatures of Arcanum alumni dating back to the late 1800s. GREENVILLE — Lowell Studebaker, 97, left his earthly home and entered his Heavenly one August 13, 2020, at Miami Valley Hospital, with family by his side. Lowell’s family often joked he was “one tough ole bird” for all that he had went through. Lowell was born in Richmond, Indiana, July 9, 1923. He moved outside New Madison, Ohio, at the age of 12. Lowell “fudged” his age and joined the Navy at the age of 17. He served his country in World War II, and was proud of his military service. Lowell kept a picture of his ship on his wall. Under it, he also kept a framed picture of a “thank you to our veterans” that his granddaughter, Rachel, had written in the fifth grade. Lowell was a unique individual. You never had to wonder what was on his mind. He would let you know (and usually rather loudly!) He was always known for his generosity to his friends. Lowell worked for Landmark of Greenville, drove truck for the former United States Chemical Company, and retired from Union City Mold. Lowell loved to coach baseball for his sons.
RICHARD RAY SKINNER
There is a brick commerating those years at the Sater Street Diamonds. Lowells children are, Toni (Brad) Henninger of Greenville, Tom (Loretta) Studebaker of Michigan, and Joe, (fiance’Sherry), of Lebanon, Ohio The Family would like to thank Kristina Aldora, of Passport Services, Comprehensive Health Services, and Medicine and More. You all helped keep Dad at home and provided his needs. The Family would also like to thank Dad’s special friend, Kris Culver. You and Dad spent many hours of friendship, companionship, sharing meals, and time together. It was always a comfort to Dad to know that he only had to travel a few doors down to find someone so special. As Lowell chose to donate his body to Wright State for anatomical research, a memorial service will be held Saturday, September 19,2020 at noon. It will take place at Radiant Lighthouse Church, Sebring Warner Road, Greenville, Ohio. A meal is planned after. Any and all that would like to remember Lowell and share memories are welcome to attend.

Civil War. He never met a stranger and loved telling stories to anyone who would listen. He was a life-long resident of Darke County, which always had a special place in his heart. However, he loved to travel and see other parts of the country. He was a devoted husband, caring father, and amazing grandfather. Richard is survived by his wife of 55 years, Barbara (Houdeshell) Skinner, whom he married on January 30, 1965; his children, Rick Skinner and his wife, Kris, of Richmond, Ky., and Julie Skinner of Greenville; his grandchildren, Katelyn Skinner Hughes, Kyle Skinner, and Brayden Skinner; his sister, Kay White of Laramie, Wyo.; and several nieces and nephews. GREENVILLE — Richard Ray Skinner, 76, of Greenville, Ohio, passed away on Tuesday, September 1, 2020, at the State of the Heart Care Center in Greenville. He was born on February 26, 1944, in Piqua, Ohio, to the late Forest and Faye (Kauffman) Skinner. In addition to his parents, Richard was preceded in death by his brother, Larry Skinner. Richard loved anything to do with the outdoors… hunting, fishing, boating, and camping. He and Barbara enjoyed many trips to Canada and traveling through Alaska with their camper. He was a huge gun and knife enthusiast and enjoyed showing off his collection. He worked extremely hard as a professional painter and took great pride in his work. He started Skinner Painting in 1965, when he was 18 years old, and continued until he retired at age 70. He was not shy about pointing out a job that he had done somewhere along a Sunday drive. He loved what he did, but he was never shy to try other things, like driving a truck, flying an airplane (private pilot), and butchering his own meat. He loved to read magazines and books about anything to do with history, and was always fascinated by the

Suicide takes tens of thousands of lives each year, and affects thousands more who are left behind. Oftentimes, the stigma surrounding suicide prevents people from talking about it and seeking the help they need to survive and recover. That’s why suicide prevention starts with each of us. Participating in awareness activities, volunteering or reaching out to somebody who you think may be depressed are all ways you can help during Suicide Prevention Month and every day.

NEW TIMES REQUIRE NEW THINKING
Better read this if you are 62 or older and still making mortgage payments. It’s a well-known fact that for many older Americans, the home is their single biggest asset, often accounting for more than 45% of their total net worth. And with interest rates near all-time lows while home values are still high, this combination creates the perfect dynamic for getting the most out of your built-up equity. But, many aren’t taking advantage of this unprecedented period. According to new statistics from the mortgage industry, senior homeowners in the
misconceptions. For example, a lot of people mistakenly believe the home must be paid off in full in order to qualify for a HECM loan, which is not the case. In fact, one key advantage of a HECM is that the proceeds will first be used to pay off any existing liens on the property, which frees up cash flow, a huge blessing for seniors living on a fixed income. Unfortunately, many senior homeowners who might be better off with a HECM loan don’t

Not only are people living longer than ever before, but there is also greater uncertainty in the ecomony. With home prices back up again, ignoring this “hidden wealth” may prove to be short sighted when looking for the best long-term outcome. All things considered, it’s not surprising that more than a million homeowners have already used a government-insured Home Equity Conversion Mortgage (HECM) loan to turn their home equity into extra cash for retirement. It’s a fact: no monthly mortgage payments are required with a government-insured HECM loan; however the borrowers are still responsible for paying for the maintenance of their home, property taxes, homeowner’s insurance and, if required, their HOA fees. Today, HECM loans are simply an effective way for homeowners 62 and older to get the extra cash they need to enjoy retirement. Although today’s HECM loans have been improved to provide even greater financial protection for homeowners, there are still many

In fact, a recent survey by American Advisors Group (AAG), the nation’s number one HECM lender, found that over 98% of their clients are satisfied with their loans. While these special loans are not for everyone, they can be a real lifesaver for senior homeowners - especially in times like these. The cash from a HECM loan can be used for almost any purpose. Other common uses include making home improvements, paying off medical bills or helping other family members. Some people simply need the extra cash for everyday expenses while others are now using it as a safety net for financial emergencies. If you’re a homeowner age 62 or older, you owe it to yourself to learn more so that you can make the best decision - for your financial future.

Reverse mortgage loan terms include occupying the home as your primary residence, maintaining the home, paying property taxes and homeowners insurance. Although these costs may be substantial, AAG does not establish an escrow account for these payments. However, a set-aside account can be set up for taxes and insurance, and in some cases may be required. Not all interest on a reverse mortgage is taxdeductible and to the extent that it is, such deduction is not available until the loan is partially or fully repaid.

AAG charges an origination fee, mortgage insurance premium (where required by HUD), closing costs and servicing fees, rolled into the balance of the loan. AAG charges interest on the balance, which grows over time. When the last borrower or eligible non-borrowing spouse dies, sells the home, permanently moves out, or fails to comply with the loan terms, the loan becomes due and payable (and the property may become subject to foreclosure). When this happens, some or all of the equity in the property no longer belongs to the borrowers, who may need to sell the home or otherwise repay the loan balance. V2020.06.30

The Arcanum Village Council met Tuesday evening to discuss a number of topics, primarily Resolution 2020-21, which shows the village’s support of anti-discrimination laws in Ohio.
ARCANUM — The Arcanum Village Council met Tuesday evening to discuss a number of topics, primarily a resolution in support of anti-discrimination laws in Ohio. Due to a member of the council having to leave early, the meeting began with members voting on new business. The village adopted and declared an emergency on Ordinance 2020-33, an ordinance authorizing the placement of stop signs at the intersections of South Locust and West First Street, and South Sycamore and West First Street. They adopted Resolution 2020-
21, a resolution in support of antidiscrimination laws across the state of Ohio. This resolution addresses a number of anti-discrimination topics ranging from proper policing practices, to who is considered to be a protected class. As a part of this resolution, the Arcanum Police Department further affirmed its commitment to perform duties in a manner that is fair to all individuals regardless of race, ethnicity, national origin, religion, sexual orientation, gender identity or expression, disability, pregnancy, genetic information, veteran status, marital status, or any other class protected by law. This resolution also amends Ohio
anti-discrimination laws to include sexual orientation, gender identity, and gender expression as a protected class. By passing this resolution, the town is able to expand legal protections in housing, employment, and access to public accommodations. Following the voting, Village Mayor Bonnie Millard, gave a short speech in which she addressed the anti-discrimination resolution and discussed matters regarding former Arcanum Police Chief Andrew Ashbaugh. He resigned in April 2019 after alleged actions of “impropriety” involving a young female were reported to the Darke County See LAWS | 2B
AIM Media hires reporter Carol Marsh Covers community, obits for area papers Staff report
GREENVILLE — AIM Media Midwest, LLC, the parent company of Darke County Media, home of The Daily Advocate and The Early Bird newspapers, is pleased to announce the hiring of Carol Marsh as a fulltime reporter, effective August 3, 2020. “We are thrilled to have Carol become part of our staff,” said Darke County Media Editor Erik Martin. “Carol brings years of experience and enthusiasm to her role. She has a sharp eye for details and a knack for bringing stories to life. We’re incredibly excited for her, for us, and the Darke County community.” As a reporter, Marsh will cover a wide variety of community happenings. Further, she is in charge of handling obituaries as well as birthday, engagement, wedding, and anniversary announcements for the papers. Marsh is a former professor of English Composition and Rhetoric for Triton Community College, College of Du Page, and Moraine Valley Community College in Illinois. She received her Master of Arts with honors in Liberal Arts Studies from Mundelein College (now part of Loyola University, Chicago). While taking a break to homeschool her two sons, Marsh performed
freelance writing work prior to being hired by Darke County Media. She Marsh resides in Piqua with her husband, Ed. Through the years, she has been a strong supporter of the arts (local youth orchestras, music programs), and has been active in a variety of charitable and philanthropic endeavors within the communityat-large. Marsh is the founding board president of the Children’s Museum in Oak Lawn, Ill., a project now in its 18th year. She enjoys writing, research and exploring new, lively topics that address community concerns and awareness, and highlighting those qualities which distinguish each city’s unique vision and agenda for the future. Her hobbies include scrapbooking, card making, playing piano and guitar, watching old movies (especially silver screen), reading Jane Austen, and trying out new recipes. Marsh, in addition to her duties at Darke County Media, also serves as an organist and musician at churches in Covington, Bradford and Versailles. “I am so thankful for this opportunity to write and share the stories that mean so much to the Darke County community,” she said. “It is such an honor to meet and work with such wonderful, talented people!”

A visitor has her temperature taken at the new thermal imaging system at Wayne HealthCare as she goes through the main entrance.
Wayne HealthCare using Thermal Imaging System By Rob Kiser

GREENVILLE — Wayne HealthCare has always been a step ahead when it comes to technology, and the hospital’s state-of-theart thermal imaging system is no exception. One of the many things required at hospitals during the COVID-19 pandemic is the check of everyone’s temperature when they enter the building. That is now a much simpler process at the main entrance of Wayne HealthCare with the new infrared thermal imaging system. It automatically takes one’s temperature when he or she walks in the door and sends it to a computer on the receptionist’s desk — which is one less thing for the receptionist to do, making things more efficient for everyone. “You don’t even have to

stop in front of it,” said Chief Information Officer and VP of Information Services Shelton Monger. “As soon as it reads you, it takes your temperature and the receptionist has it. It will send out an alert if it is too high. If that hap-
pens, we can re-scan you at the receptionist’s desk and make sure you are OK.” And it is virtually impossible for it not to be able to take your temperature. “We had one person with a hat, sunglasses and a mask,” Network Admin-
istrator Lyle Baker said. “And it was still able to read their temperature.” The idea first began as a way to save the time of a number of employees, something which will be happening soon, as the hospital plans to have the thermal imaging system, not only at every entrance at Wayne HealthCare, but at all the hospital’s other locations, including the outpatient center in Union City. “Right now, we have someone at all those places doing that,” Monger said about taking their temperature. “We are not afraid of technology. I don’t know if any of the other health care facilities are doing this, but this started out as a prototype. As soon as we saw how well it worked and how efficient it was, we were all in.” Hospital employees See WAYNE | 8B

They are also planning to begin digging up valves and making major repairs on the swimming pool. The council concluded by discussing ordinances setting water and sewer rates in the village. These rates are expected to go up as a result of the work being done on water treatment facilities. IN THE COURT OF COMMON PLEAS OF DARKE COUNTY, OHIO JONATHAN P. HEIN, JUDGE PUBLIC NOTICE OF FORECLOSURE CASE NO. 20-CV-00386 Scott J. Zumbrink vs Ralph E. Bailey, et al Darke County Treasurer Defendant Darke County Courthouse Greenville, Ohio 45331 Plaintiff Public notice is hereby given that on, the Treasurer of Darke County, Ohio, filed a Complaint in the Common Pleas Court of Darke County, Ohio, for the foreclosure of liens for delinquent taxes, assessments, charges, penalties, and interest against real property described in that Complaint. The object of the action is to obtain a judgment foreclosing the tax liens and ordering the sale of such real estate for the satisfaction of tax liens. Such action is brought against the real property only and no personal judgment shall be entered in it. However, if the property is sold for an amount that is less than the amount of the delinquent taxes, assessments, charges, penalties, and interest against it, the Court may enter a deficiency judgment against the owner for the deficiency. If that owner of record is a corporation, the Court may enter the deficiency judgment against the stockholder holding a majority of the corporation’s stock. The permanent parcel number of each parcel included in such action; the full street address of the parcel, if available; a description of the parcel as set forth in the associated Delinquent Land Tax Certificate or master list of delinquent tracts; a statement of the amount of the taxes, assessments, charges, penalties, and interest due and unpaid on the parcel; the name and address of the last known owner of the parcel as they appear on the general tax list; and the names and addresses of each lienholder and other person with an interest in the parcel identified in a statutorily required title search relating to the parcel are as follows:
feasts in at the rural cabin owned by my soon-to-be wife and her father. There I met this tiny man with a wicked sense of humor and a funny hat clamped tight above his ears. Naturally, we talked stamps. I am a lifelong collector. He called Gosia his “second daughter.” She called him Uncle with deep respect. He introduced me to his wife who dresses only in purple. Although my Polish and Zdzisek’s English were limited, it was no problem. Gosia and Zdzikek’s daughter Anna are expert translators. Like her father, Anna is an adventurer and travels all over Europe and Asia. He took me to a Sunday gathering of stamp sellers at a former high school. In my 70s, I was younger than all sellers and about half the buyers. He took me from seller to seller to build my collection of Polish authors on stamps. He did the bargaining, saving me zlotys. Soon, my own albums filled blank spaces with stamps devoted to novelist Joseph Conrad, Nobel laureate Wislawa Szymborska, and more. I visited Poland often

Last Wednesday my old friend was buried in Warsaw, Poland. My wife Gosia and I could not attend. The coronavirus quarantines U.S. visitors for two weeks. Here is what I would have read at his wake: Zdislaw Swiecki was born Jan. 22, 1934. Four days later, the independent Polish Republic and Nazi Germany signed a peace pact. Small and somewhat frail, Zdzisek (his nickname) had an early happy childhood. Like many boys, he caught the stamp collecting bug. Those who catch it get transported to worlds they can only dream of visiting. Those colorful pieces of paper can be purchased for a few cents. Rare stamps could pay off your mortgage. He lived in Poland’s era of terror. The monster Hitler’s storm troopers invaded the country on Sept. 1, 1939. On Sept. 17, the accursed Stalin followed suit with his Russian army. By October, divided Poland was a nation in memory only. Nearly six million Poles changed residence to the graveyard. Hitler shocked Russia by scrapping their demonic alliance in 1941 and sending Nazi troops
