Extension, Chamber of Commerce team up for class GREENVILLE – Agricultural fertilizer applicator certification is now required for farmers who apply fertilizer to more than 50 acres of agricultural production grown primarily for sale. This requirement was signed into law in June 2014, and also requires certification for commercial agricultural fertilizer applicators. Farmers who have their fertilizer applied by co-ops or custom applicators are not required to be certified. Farmers and commercial applicators need to attend a training course offered by Ohio State University Extension to become certified. Those who have a pesticide applicator license need to attend a two-hour fertilizer certification. If an applicator does not have a pesticide license, they will be required to attend a three-hour fertilizer certification. Fertilizer applicators who received Fertilizer Applicator Certification

Training in the fall of 2014, during 2015 or 2016 do not need to be trained again in 2017. Applicators who are a Certified Crop Adviser (CCA) or Certified Livestock Manager (CLM) are not required to attend the training. Fertilizer is defined for the regulation as any substance containing nitrogen, phosphorus, potassium, or other plant nutrient in a dry or liquid formulation. All application types such as broadcast, side dress, sub-surface, knifing and other are included in the certification requirement. Lime and limestone are not included as fertilizer for the certification and farmers who only use starter fertilizer in their planter boxes are exempted. The agriculture fertilizer certification is not required for manure applications as these are currently regulated, unless farmers are applying livestock or poultry manure from a Concentrated Animal

Feeding Facility (CAFF). In this case, they would need to have either the CLM or Ohio Fertilizer Certification. A three-hour certification program for any applicator who does not have a pesticide license will be offered March 17, 9 a.m., at Romers in Greenville. This event is part of the Darke County Chamber Ag Day, a sponsored lunch and luncheon speaker on weather extremes will be provided in addition to a vendor fair. The event will conclude by 2:30 p.m. Please arrive by 8:30 a.m. so that materials can be distributed and the program can start on time. This free training will meet the certification requirements for those with and without a pesticide license. Pre-registration is required by March 13. Online registration is available at nutrienteducation.osu. edu. You can also register by calling the Darke County Extension office at (937) 548-5215.

Applicators who meet the criteria for the fertilizer certification must attend training by Sept. 30, 2017. The Ohio Department of Agriculture is the agency issuing the certification for agriculture fertilizer applications. Once an applicator completes the fertilizer training, the ODA will bill them $30 for their fertilizer certificate unless the applicator currently holds a pesticide applicator license. Their website has information regarding the regulation at agri.ohio.gov. For more information about other training sessions or general materials for the agriculture fertilizer certification, visit nutrienteducation. osu.edu. For more information about OSU Extension, Darke County, visit the Darke County OSU Extension web site at www.darke.osu.edu, the OSU Extension Darke County Facebook page or contact Sam Custer, at (937) 548-5215.

Ohio Farmers Union 83rd annual convention COLUMBUS – During the 83rd annual Ohio Farmers Union Convention held recently in Columbus, delegates worked to update their policies on matters such as trying to remedy the dramatic increases in taxes on farmland and instituting a process for compiling data on the density of livestock operations within Ohio’s watersheds. Other areas of discussion and policy-making included maintaining a link between ag policy and public nutrition in the next federal Farm Bill, placing former Ohio Department of Corrections farmland into a “Community Land Trust” for use by young farmers with limited

resources, making sure that any replacement of the Affordable Care Act assures comparable or improved health insurance coverage, revisiting the nation’s dairy policy and pricing structure, and, once again, calling for a moratorium on using Class II injection wells to dispose of fracking and other oil and gas operations’ wastewater (and asking for adoption of adequate standards for Class I injection wells). These policy stances can now be used when lobbying the state legislature and serve as a basis for Ohio Farmers Union’s perspective on formatting policy at the national level.

Local delegate participants from Darke County included Todd and Amy Rhoades, Jim Zumbrink, Duane Shields, Ted and Holly Finnarn, Alison Finnarn, Joe Schmitz and Youth Delegate Tom Schmitz. The delegates were enlightened on Friday evening with an address delivered by Barbara Patterson, Government Relations Director of the National Farmers Union and a video presentation by U.S. Senator Sherrod Brown. Joseph L. Schiavoni, Ohio Senator from the 33rd District and also the Senate Minority Leader was awarded the Legislator of the Year Award. Sen. Schiavoni spoke about his legislation that would hold charter schools accountable to taxpayers, SB 39, which is similar to his widelysupported bill, SB 398, which received hearings but was never voted on in the 131st Assembly. On Saturday, Ohio Senator Cliff Hite spoke to those attending concerning the dramatic increase in farmland and woodland taxes (200600 percent in recent years) and his efforts in the Senate to look at the Current Agricultural Use Valuation which is used to figure the tax rate. The Federal Reserve interest rate, which has been very low since 2011, has driven this unforeseen consequence in the farm taxes and its input into the

valuation needs to be revisited. Fred Yoder, a member of Donald Trump’s Agriculture Advisory Committee, also spoke on Saturday and David Drake, Acting State Executive Director of the USDA attended, but could not speak due to the gag order that was imposed recently.

Local delegate Joe Schmitz and Youth Delegate Tom Schmitz attended the Ohio Farmers Union Convention in Columbus.

Local ag students get lesson in welding VERSAILLES – The Versailles Agriculture Education Mechanical Principles Class recently finished a unit in welding and fabrication. Students learned how to Gas Metal Arc Weld and Shield Metal Arc Weld. All students also learned how to properly start up and shut down an acetylene torch. Each student was responsible for welding a T, lap, corner, butt joint and beads with both wire and stick welder for welding skill grades. Students were also graded on piercing a hole in a plate, a bevel cut and a straight cut with the torch. Students also learned how to use a metal cutoff saw and various grinders for prepping the steel. Within the unit, Hobart Institute of Welding in Troy was in and spoke about their career opportunities and two students in the class are currently welding/metal fabrication as part of their SAE capstone experience with employers Dynamic Weld and Superior Aluminum. A special thanks to Dynamic Weld of Osgood for donating all the metal used for the skill grades, delivering the metal and arranging for the star plate design. Besides the skill boards, the class decided as a project to weld metal flags with stamped out 50 stars and 13 stripes. A special thanks to classmate Nathan Mescher for drawing the design on paper for the rest to follow. Several students also added creativity to the

project by adding wood to the flag and staining and painting the wood based on their preference. Special thanks to Kinninger Production Welding of New Bremen for cutting out and donating the 50 star metal plates for the small and large metal flags.

Farm Bureau believes CAUV is #1 issue COLUMBUS – Ohio Farm Bureau members recently made their case for property tax relief during testimony before the Ohio Senate Ways and Means Committee. In addition, Farm Bureau leaders met with Ohio House members as the representatives continue to explore pathways forward for CAUV reform. Farm Bureau is seeking changes to the state’s Current Agricultural Use Value (CAUV) formula, which in recent years has threatened the viability of family farms. Ohio farmers saw a 307 percent increase in property taxes between 2008 and 2014. Those higher taxes are now being paid at a time when some farm crop prices have fallen as much as 50 percent. In testimony before the Senate Ways and Means Committee, Farm Bureau State Trustee Mike Bensman told lawmakers, “For those of you who have worked in small business, ask yourselves if you would be able to manage a tax increase of 300 percent. It’s not an easy thing to budget for.” Bensman and his brothers are the fourth generation to farm in Shelby County where they currently operate 4,000 acres of crops. Katherine Harrison owns a small livestock farm in southeastern Franklin County and also is a Farm Bureau state trustee. She recently repurchased a portion of the family farm where she will be

the fifth generation to work the land. “I anticipate (the farm) can bring in about $180 per acre per year. The taxes run approximately $120 per acre per year. That leaves a possible net of $60 per acre per year to pay down a loan for $300,000 to purchase the land.” The Farm Bureau leaders testified on Senate Bill 36, which would remove incorrect assumptions in the CAUV calculation formula and make the formula less affected by non-farm factors. The bill would also remove a disincentive for farmers to adopt practices that protect water quality. The hearing took place when nearly 300 Farm Bureau members were in Columbus for their annual legislative visits. In meetings in lawmakers’ offices, the farmers shared their personal stories about the tremendous burden being felt by family farmers throughout Ohio and asked for their help in reforming CAUV. “CAUV has become the absolute No. 1 issue for our members,” Bensman said. “Farmers are deeply vested in and play a vital role in our community,” Harrison added. “Part of the responsibility of being a steward of the land, is paying appropriate levels of taxation. But the current tax situation creates pressures that make it more difficult for small farms to remain.”
