Introduction According to State Government Victoria (2015), metropolitan’s population in Melbourne will expectedly increase by 925000 in 15 years. It is doubtless that Melbourne will need new planning strategies and expanding the urban growth area. In order to develop Melbourne further to meet the demand of population growth without compromising its vibrant multicultural qualities, the city must be moved towards becoming a social-sustainable city. With the vision of growing a social-sustainable city, we should start by implementing the vision on suburban scale. Melton, a suburb located 35km west from Melbourne CBD, is one of the highly potential areas for urban growth in metropolitan Melbourne. Its area is 25.2km2 with population of 127,677 (The City of Melton Community Profile 2014). It has potential to be develop as a social-sustainable suburb for the city growth due to its moderate current density and undeveloped land. In order to develop a social-sustainable suburb, it is essential to ensure the suburb will function in multiple aspects to meet people’s daily and social needs. Melton will be multifunctional by adapting various principles.

In order to develop Melbourne into a social-sustainable city for future urban growth, the suitable suburb is selected by GIS analysis based on its potential for various development, including more housing opportunities, better transport link, more employment opportunities, more local centres and more quality open space. The most suitable suburb is Melton, which is indicated in green on the map (right).

Precedent - Bendigo Although Bendigo is almost 6 times the size of Melton with less population density due to its distance from Melbourne, however, it is doubtless that Bendigo has been developed into social-sustainable town by creating local tram route for connectivity (Fig. 5) and various street types to encourage people to interact with one another (Fig. 6). Bendigo was established only 11 years earlier than Melton, its popularity as tourist destination and vibrant cultural quality have been strengthened by its development with various architecture and functions, which Melton must be developed with similar quality in order to create a social-sustainable, moreover multifunctional suburb.

Existing vegetation in various scale provides Melton potential to develop more public open space. Long Forest Flora Reserve in Melton West provides future residents in Melton a short natural escape, therefore connection between them must be considered. Smaller scaled vegetation is scattered within the existing activity centres in all 3 suburbs, new ‘pocket’ open space will be potentially designed in Melton.

Existing water mainly distributes at the south of Melton South and several rivers are scattered at Melton and Melton West. The water tends to flow from the north to south, west to east due to topographic gradient.

14 In order to develop a social-sustainable suburb, providing future Melbourne residents more affordable housing options. Therefore, selecting areas for residential development is on top of piority. After the ranking overlay, the most suitable areas for housing development are located at the edge of Melton and the south of it. With the use of existing topography to determine potential water flow by watershed analysis. The result will demonstrate the potential area for local produce, which further makes Melton multifunctional in terms of supporting the community food resources itself. By overlaying the potential housing areas and watersheds, the suitable area for local produce is determined. After handtracing the existing conditions and overlaying the GIS data layers, zoning plan is formed by placing different elements accroding to their suitable areas. Over 50% of Melton will be developed for residential purpose without dramatic change in existing population density (2.42 persons per hectare), and mixed use development provides future residents relatively affordable options

The initial vision is to convert Melton into a social-sustainable suburb with places for daily needs. (1) Mixed use development with tram as connection, (2) Small public green space scattered in the neighbourhood for recreational activities (3) Areas for residential development will be determined by GIS analysis and topography for pleasant view (4) Education is one of the features for residents’ daily needs, and places will be connected by local tram route in order to encourage people travelling on foot or by public transport
