Mena Mayor Smith addresses Highway 71 improvements and changes to Mena parks Last week, during a Mena-Polk County Chamber of Commerce breakfast, the guest speaker was Mena Mayor Seth Smith. During his speech he brought up a couple of subjects that are of interest to the people of Mena: the city’s roads and parks. Monday morning, the Mayor made time for the Pulse to ask him some questions regarding city streets and parks. Smith says the state is scheduled to do roadwork on Hwy 71 from near Bethesda Road to the Hwy 71/88 split. He went on to say the state also plans to repave Mena Street/Hwy 88 north towards Grandview Heights, but how far the state will go in that direction with paving is yet to be determined. Smith said from what he can see the state proposes to mill up the current road surface and lay a new surface. According to Mayor Smith it’s been at least 15 years since a road project of this scale has been undertaken on Hwy 71 in Mena and with the amount of

traffic from cars, trucks and 18 wheelers, the current project is long overdue. Mayor Smith points out that for 2019 the city has budgeted $350,000 for road improvements and he has submitted a state aid street proposal. If accepted the state will engineer the road project, bring in people to help do it, and cover up to $250,000 of the cost. Smith said he is looking at using state funds to pave Janssen Avenue/ Reeves Avenue from Mena Street past the park to Reine Street. He proposes to mill up the current road surface and repave it, not just overlay existing surface, which would cause drainage issues. In regards to parks, such as Tapley and McMillian, there are some proposed changes coming. The city and University of Arkansas Rich Mountain are in talks for the college to take over the baseball fields at Lee McMillian Park. The park was funded with grant money in the 1970’s and because the park was funded by a grant, the city will get appraisals on the section of the

park that UARM will assume control over and UARM will give the city a property or properties of equal value in return. If this takes place Smith said the skate park in McMillian Park would probably be relocated to Tapley Park to centralize activities to that location. Smith said UARM would remodel the current tennis courts at McMillian and add a third court, all three would be available to the public. However, all of this is contingent upon the two parties reaching an agreement. The pavilion, swimming pool, and recreation equipment are not included in the proposal. Over at Tapley Park a new soccer field will be constructed which could help bring high school regional and state tournaments to Mena. The new soccer program at UARM will also reap some benefits by using the new field. This is great news for Coach Byrd at UARM and can only help in

Hatfield Mayor Earns Certification from Municipal Leauge The Arkansas Municipal League congratulates Hatfield Mayor Linda Denton who is a graduate of its Voluntary Certified Continuing Education. The certified municipals were honored at the League's 2019 Winter Conference held Jan. 16-18 in Little Rock. Numerous municipals representing cities and towns from across the state completed 21 hours of study in subjects such as budgeting, personnel management, methods of effective leadership and more. To maintain certification, graduates must complete six hours of continuing education classes each year. The program continues in 2019 with classes held at the League's North Lit-

To whom it may concern, I am against open pit mining for quartz near Mount Ida. Anything that removes topsoil removes the food supply for some wildlife as well as nesting areas. I cannot hike, but enjoy what I see. Trees that would have to be removed have roots that prevent erosion from the rain. Someone makes a few bucks and we have an ugly scar in our area as well as muddy water runoff. I say no open pit mining in our forest land. Sincerely, Mrs. Barbara Emery

The scholarship is given without regard to race, disability, religion, national origin or gender of applicants. The name of the recipient will be announced at the close of the school year. The student may apply the scholarship funds toward tuition, fees, or campus housing for any course of study beginning the fall after the recipient’s high school graduation and leading to an academic degree at any accredited college or university. The Foundation makes payment directly to the school the recipient selects.

Applications and additional information about the Shelter Foundation Scholarship will be available in January and should be completed and returned to the school official serving on the selection committee by March 31st. Don’t fall for calls about fake water, electric or gas bills Scammers are recycling an old con to scare Arkansans into turning over prepaid debit cards or wiring money to pay off an unpaid utility bill. The Arkansas Attorney General’s office has received over 100 reports since the first of the year of con artists posing as utility company employees threatening to shut off utility services due to an unpaid bill. Attorney General Rutledge released the following tips to ensure payment is sent to the utility company safely, securely and timely: • Add the utility payment due date on a calendar when the bill is received. • Drop off the payment at the utility office or an authorized payment location.

• Pay online on the utility company’s website with a credit card or call the company directly. • Consider participating in an automated bank account draft system, if it is offered. • Mail the payment to the company directly. The scam involves Caller ID spoofing to make the name of the utility company display on the phone’s screen. Be cautious of unsolicited calls and consider hanging up and finding the company’s phone number from an independent source and calling them to confirm any outstanding balance. Arkansans should notify the company if they have been contacted by one of these scammers.

Reflections From Faith and History Churchgoing or Christ Showing? -by Jeff Olson Over the years I have heard a number of people describe a specific town as being a good community and would add perhaps for validation that it has a lot of church-going folks. At some point, the comment about church-going folks caught my attention and provoked some deeper thought and reflection. While certainly being complimentary, it also brought to my concern a mind-set and assumption that has become prevalent in our culture. Evangelist Billy Sunday (1862-1935) once declared: “Going to church doesn’t make you a Christian any more than going to garage makes you an automobile.” Though the analogy is quite striking, it is nevertheless true. While this is not questioning the sincerity or spiritual condition of any specific persons or local churches, the fact of the matter is that in some cases we have substituted church attendance for the Christian life and the Christian religion for the Christian faith. Too often it is believed that

church is just a Sunday morning fix for the week, and then we’re good to go until the next fix is due in seven days. The Church, by Biblical definition, is the Body of Christ (Ephesians 4:12). Living bodies do not and cannot function just one or two days a week. The true Church of the Son of God, of which every local fellowship is to be a part, functions on a continual sustaining source 24/7 (to use a modern expression). 1 Corinthians 12 provides the definitive analogy of the Body of Christ, where Paul describes how the Church is to function, individually and corporately. While our ingatherings on Sundays and at other times are essential and should be times of worship, praise, Bible study, prayer, and fellowship, they do not in themselves define the Church. The Church, by design, is a composite of individual relationships with Jesus Christ and with each other as manifested through His love as expressed to

Mena School District approves paving project The Mena School Board met on Tuesday, January 22nd. The board approved the paving of the south parking lot at Louise Durham Elementary by Sealco Contractors. Paving should be completed in the coming week. A motion was made and seconded to purchase a student tray slide shelf for the Holly Harshman cafeteria. Board members were given an update on the upcoming FFA Alumni Auction and the regional

basketball tournament. Head football coach Tim Harper spoke to the board about football helmets, stating that a large number of the helmets needed to be replaced in the coming year and now would be a good time to make those changes. The board approved the reconmendation by a unanimous vote. The board ended the meeting by voting to extend the contract of Benny Weston as Superintendent through 2022.

In Jesus’ high priestly prayer in John 17:21, He prayed, “That they may be one; as thou, Father, art in me, and I in thee, that they also may be one in us; that the world may believe that thou has sent me.” And in John 13: 34-35, Jesus said, “A new commandment I give unto you, That ye love one another; as I have loved you, that ye also love one another. By this shall all men know that ye are my disciples, if ye have love one to another.” As the song lyric so truthfully express, “And they’ll know we are Christians by our love.” This agape, this Christ-originated and Christ-centered love, is the sustenance and chief characteristic which defines and authenticates the Church, showing our neighbors what we are really all about and giving true purpose and motivation for “going to church” and true evidence that we have been! Yes, we are a churchgoing people, but each of us must ask ourselves if we are a Christ showing, Christ-loving people? None of us are completely there yet, but we should be journey-

ing in that direction, getting closer and closer day-by-day, in love and in obedience. Once this becomes a reality in every local fellowship in Mena and beyond, then the Church will once again have the controlling presence, blessing and power of God and consequently – become a source of positive change in our declining culture. This will be seen and manifested most explicitly through our unity as God’s people; a unity based not on our agreement on personal preferences or secondary issues but on our oneness with Christ, individually and collectively. To quote the words of a song, “We Are One in the Bond of Love.” This is God’s desire and His design, so why can’t it become more of a reality in Mena, Arkansas and beyond? It can if we choose it to be so (Philippians 2:3, 4:13).

Mena Police Department Report January 20, 2019 A local woman reported that she and her boyfriend were being harassed by an acquaintance. Case is pending. A Mena woman reported that her husband has been making threats and harassing her. Case is pending further investigation. Robert Earl Jones, 34, of Mena was charged with third degree battery. The arrest followed a call to a local residence regarding an altercation. A local woman reported seeing two young men break a window in a building. They were charged with criminal mischief and referred to juvenile authorities. January 21, 2019 A local man reported that his wife had stolen a gun from him. Case is pending further investigation. Audrey Simmons, 32, of Mena was arrested on an outstanding warrant from the Mena Police Department. January 22, 2019 A local man reported that someone had stolen a pickup from his residence. Case is pending location and interview of suspect. Report was made of someone forging checks on a local business account. Case is pending further investigation. January 23, 2019 Two 15-year-old Polk County youths were charged with disorderly conduct, third degree battery, and insult or injury of an authority figure. Case was referred to juvenile authorities. Tyler Ray Ruiz, 23 of Muldrow, OK was arrested on an outstanding warrant from the Mena Police Department. He was stopped in Sebastian County and Mena officers traveled there to bring him back to Polk County. January 24, 2019

Report was made of a local man harassing and threatening a local woman. Case is pending further investigation and interview of suspect. January 25, 2019 Michael Phillips, 50, of Mena was charged with DWI, having no driver’s license, no vehicle tags, and no insurance. The arrest followed a traffic stop. January 26, 2019 Patricia Miner, 47, of Mena, was charged with theft of property (shoplifting) after officers responded to a call at a local retail store. Matthew Whitehead, 33, of Mena was charged with DWI and failure to stop after an accident. Charles Czarnetzki, 44, of Mena was arrested on an outstanding felony warrant from Sebastian County.

Polk County Sales and Road Tax Collections Polk County Treasurer Tonya K. Fretz released the December 2018 Sales Tax General and Road improvement Sales Tax amounts collected this week. Both are 1% taxes. For December 2018 both taxes generat-

ed $135,539.37 each totaling $271,078.74. This is a $5,546.29 increase for each tax compared to the same period one year ago, December 2017, or a total increase of $11,092.58.

In closing our talk with Mayor Smith, he said it’s been a busy few weeks since the swearing in and that he looks forward to working with the people of Mena to improve the city for now as well as to build toward the future.

Weekly Publication GERALD RAY MCNEW Gerald Ray McNew, age 82, of Mena, Arkansas passed away Sunday, January 20, 2019 in Hot Springs, Arkansas. He was born September 5, 1936 in Ashland, Nebraska to the late Hobert James McNew and the late Blanche Albert McNew. Gerald proudly served his country in the United States Air Force and was an Electronic Tech for Bell Helicopter by profession. Gerald was a faithful member of the Faith Missionary Baptist Church in Mena. A favorite hobby of his was putting together model railroads, aircraft models and classic car models. He enjoyed taking care of his dogs, Hope and Buddy who was always by his side. He was a loving father, grandfather, great grandfather, greatgreat grandfather, brother and friend. Gerald McNew is survived by sons: Daniel Ray McNew of The Colony, Texas, Timothy Lee McNew of Woodstock, Ohio, and Philip Alan McNew of Lewisville, Texas; daughters: Kathryn Ann Philpot of Wolfe City, Texas, and Patricia Lynn Ragan of Denton, Texas; twelve grandchildren, twenty-two great grandchildren and two great-great-grandchildren; as well as a sister Rose Marie Bolton of Blair, Nebraska. MELVIN AUTRY HARRISON Melvin Autry Harrison age 70 of Mena, Arkansas passed away Tuesday, January 22, 2019 in Mena, Arkansas. He was born on October 27, 1948 in Mena, Arkansas to the late J.V. Wilhite and May Jo Strothers Wilhite. Melvin was happily married to Beverly Kay Trowbridge Harrison. He worked as a heavy equipment operator in construction until he retired. Melvin loved working and enjoyed being with family and friends hunting and fishing. He enjoyed going to lake and most of all sitting on his porch drinking coffee. Above all he appreciated and adored his family and serving God. He was a loving husband, father, grandfather, great-grandfather, brother, and friend to all who knew him. Mena, Arkansas passed away Wednesday, January 23, 2019 in Mena. He was born November 5, 1947 in Mena, Arkansas to the late Wilbur Walter White and the late Juanita Brown White. James was married to Phyllis Phillips White for 47 years. He proudly served his country in the United States Air Force. He also was a farmer and a crucial part of the VFD at Cherry Hill. He was a very outgoing person who loved to hunt, fish and spend time with grandchildren. James was an excellent role model for family and friends. He enjoyed serving his community and above all he loved his family. He was a loving husband, father, grandfather and great-grandfather, and friend to all who knew him. He will dearly be missed. He is survived by his wife, Phyllis White of Mena, Arkansas; sons: Jamie White and wife Lorene of Mena, Arkansas, Aaron White of Mena, Arkansas; grandchildren: Alissa and Michael White, Haley White, Cody and Chelsee Shores, and Breanna White; five great-grandchildren and a host of nieces and nephews. He was preceded in death by his parents, and a great-granddaughter, Bexley White. MARJORIE AVIS MARTHALER Marjorie Avis Marthaler age 95, of Mena, Arkansas passed away Thursday, January 24, 2019 in Mena. She was born on May 27, 1923 in Toledo, Illinois to the late Oscar William Lowry and the late Maudelene Caroline Wilkin Lowry. Marjorie was a loving homemaker and worked as a CNA. Marjorie loved the Lord and served Him with her powerful faith. She enjoyed sewing, singing and gardening. The family would like to give special thanks to the staff at Mena Manor for their love and care. She was a loving mother, grandmother, great-grandmother, and friend to all. She will be dearly missed. She is survived by sons: Richard Warner of Mena, Arkansas, Raymond Warner and wife Linda of Mena, Arkansas, George Parkhurst of Topeka, Kansas, William Parkhurst and wife Nancy of Beaver Dam, Wisconsin; numerous grandchildren and great-grandchildren. The Polk County Quorum Court met Tuesday eveningfor their first meeting of 2019. The 11 Justices of the Peace were present, as well as other officials and citizens. County Judge Brandon Ellison called the meeting to order and afterwards welcomed the newest member of the Quorum Court, Chris Daniel. The JP’s approved the minutes from last month's meeting and the treasurer's report was also approved. An ordinance setting the time and place of the monthly meeting was approved. Quorum Court meetings will continue on the fourth Tuesday of each month at 6 pm in the Quorum Court Meeting Room in in

the Polk County Office Complex on Pine Street in Mena. In addition, JP Tawana Gilbert was elected to serve as the Polk County Delegate to the Arkansas Quorum Court Association. JP Terry Terrell recognized law enforcement and the Polk County Sheriff's Department for their work reminding those present that every day LEOs are in danger while protecting the public. Retiring Polk County Extension Agent Carla Vaught thanked the Quorum Court for their years of support. The next Quorum Court meeting will be February 26th at 6 pm Quorum Court meetings are open to the public

AR Highway Commission approves bid for improvements in Polk County The Arkansas State Highway Commission approved a bid for improvements to roadways in Polk County, according to Arkansas Department of Transportation (ARDOT) officials. The purpose of this project is to resurface .6 miles of selected sections of various

city streets in Grannis to include Frachiseur Road and Line Road. Tri State Asphalt, Inc. of De Queen was awarded the contract at $249,148.57. Construction is scheduled to begin in two to four weeks, weather permitting. Completion is expected in mid 2019.

Mena’s Strother, Lua Named to All-Star Game The Mena Bearcats will have two participants in the East-West High School All-Star Football Game this year. The Arkansas Activities Association announced Wednesday that 6’4” 245 pound Brock Strother and 5’10” 155 pound Christian Lua will play for the West squad in the upcoming contest. Strother played both ways for the 8-4 Bearcats squad. On offense, Strother had 17 receptions for 213 yards and two touchdowns. Defensively, Strother was credited with 36 tackles and one quarterback sack.

Lua was a kicking specialist for the Bearcats. He connected on 23 out of 24 extra point attempts, and drilled his only field goal attempt from 35 yards out, accounting for 26 points for Mena during the 2018 season. Lua also punted three times with a 37.7 yard average. The 2019 Arkansas High School Football All-Star Game will be played on the University of Central Arkansas campus in Conway in June.

Mena Senior Teams Peaking for Post-Season The Mena Bearcats and LadyCats enjoyed an open date on Friday, January 25th. On Tuesday, January 22nd, the Mena senior teams claimed a couple of victories on the road at Malvern. The Ladycats fell behind 24-16 in the first half before ripping off 11 unanswered points to take a 27-24 lead, and never looked back to post the 44-38 victory. The

LadyCats are 6-2 in 4A Region 7 play and 11-8 overall. The Bearcats exploded for a 33-6 run themselves to pull away from Malvern for an impressive 86-60 win over the Leopards. Coach Thomas Powell’s Bearcats are now 7-1 in conference play, and 16-5 overall. The Bearcats and LadyCats are peaking

at the right time with post-season action coming up in February. The Mena teams will host the 4A-Region 7 Tournament February 11th through the 16th at the Union Bank Center. The top four teams in the girls

and boys brackets advance to the regional tournament the following week. The regional tournament will also be hosted by Mena at the Union Bank Center.

Zachary Jewell continuing to excel

Former Bearcat, Zachary Jewell, is representing Mena and his college the University of Central Arkansas admirably. The UCA men’s track and field team competed in Birmingham, Alabama at the Sanford University January Open where Jewell was a double winner. He set a new school record in the 200 meters at 21.47 secs, winning this event. He also competed and won the long jump with an impressive 23’ 2”.
