ell here I am, back in the MWP off ce after my four-week break. It’s good to be home, but arriving back on the Coast, I was greeted by some very stormy weather (and I am not talking just about all those clouds in the sky). The de-amalgamation vote has come and gone, but rather than putting to bed old resentments and ill feelings, it’s just seemed to have stirred things up. This week Sam Walker has heard from both sides of the dividing line, as she covers the de-amalgamation vote and the response from our council. Most of our readership is in the existing Sunshine Coast and I would urge you all to read the story, especially if you’ve let yourself get hot under the collar about our cousins in the north. It is an emotive issue, and there have been plenty of spiteful words and

accusations bouncing around our region, but it seems to me that those who are calling for clear heads and co-operation are the ones we now need to listen to. Turn the page for more. TIME PREVIEW It’s time for the north and south to let bygones be bygones and set about establishing a working relationship that will benef t our whole region. WORDS Sam Walker

t doesn’t matter which side of the fence you sit on – this week marks the dawning of a new era for the Sunshine Coast. Noosa’s desire to split from the rest of the region has been at the heart of heated debate and passionate opinions since the three former Coast councils were forced to amalgamate in 2008. There was cheering and flag waving in Noosa over the weekend when residents voted a resounding yes in favour of de-amalgamation and the establishment of a new Noosa council. At the southern end of the Coast, news of the vote was met with a more subdued response. Whatever your opinion, the decision is made and we need to move forward, as two separate local government areas but one united Sunshine Coast region. Despite the council’s obvious

TO MOVE ON reservations about de-amalgamation before the vote, Sunshine Coast mayor Mark Jamieson welcomed the clear-cut result, saying it provides the certainty needed for the future of the region. He says the Sunshine Coast Council can get on with the business of developing a sustainable economy, environment and lifestyle. “We’ll continue to create the right conditions for jobs, protect the environment and preserve our lifestyle,” Jamieson says. “This is an exciting time in the history of the Sunshine Coast – and it’s all our jobs to make the most of it.” Indeed, it is going to take some effort on all sides to ensure the change goes smoothly. There’s likely going to be some argie-bargie as the two local governments settle into their separate roles, with rumblings of discord between the two regions and the start of a ‘them and us’ mentality already apparent. It’s potentially dangerous territory and University of the Sunshine Coast lecturer in politics, Bronwyn Stevens, says it calls for cool heads and strong leadership on both sides to ensure we move forward in a positive manner. “Both sides have to be careful that it doesn’t turn into dispute and disadvantage for everybody,” Stevens says. “I think the Noosa councillors and Mark Jamieson and the Sunshine Coast’s remaining
councillors really will need to be very careful not to let this turn into some kind of a dispute that will turn into some kind of ‘them and us’,” she says. “I think it is going to be about good leadership, about the leadership of both regions looking out for their own electorates but not causing clashes.” And while we ponder what the future holds, how the changes impact on the region and whether we need to embrace a new identity or rekindle the relationship with our existing identity, Sunshine Coast Business Council chair Sandy Zubrinich says we need to continue operating as an entire region. “Noosa is still part of the Sunshine Coast,” Zubrinich says. Before 2008 the region operated successfully with three councils and she says we will now move forward as two. “We have to keep the Sunshine Coast together and not think of Noosa as something outside the Sunshine Coast.” Zubrinich believes we already have a clear identity but admits it possibly needs to be refreshed and the region needs to do a better job of communicating and marketing our identity to the wider world. She says diversity and a relaxed lifestyle are our key features, but she emphasises the

need for a more modern go-getting economy. “It is time for the Sunshine coast to reinvent itself a little bit,” she says. The Business Council has already touted the need for a “new economy” in the region, moving away from our traditional economic base of construction, retail and tourism, towards opportunities in health and education. But Zubrinich says it will call for strong leadership, a united approach and consistent image in order to attract investors to the region. And north of the new border, the message is much the same. Friends of Noosa president Jim Berardo is determined that the way forward needs to be collaborative and we will need to work with a united front. But he also stresses the need for the local government areas to work together to share resources and infrastructure, from road systems to the airport. He believes this is important for tourism, for business and for residents. And Berardo is adamant that Noosa needs to pay its fair share for these resources. Passions have been running high, with many expressing resentment at Noosa’s decision to go out on its own but Berardo says this is an overreaction. continued over >

A Little Night of Music will feature Australia’s Got Talent winner Mark Vincent, musical theatre performer, Chelsea Gibb, song and dance man Dale Pengelly and versatile performer Patrice Tipoki. MontroseAccess fundraising manager Leanne Liesegang says the charity provides much-needed therapy and support for children with disabilities. She is thrilled the four artists have made time in their busy schedules to take part in the event and says the world-class performers will provide a rare opportunity for Coast music lovers. “Any one of this incredibly talented group would be a huge drawcard and MontroseAccess is privileged to have them all performing in our fundraiser for local

Artworks given to USC The University of the Sunshine Coast’s art collection has been enriched thanks to the donation of 105 artworks from a local architect and philanthropist. John Mainwaring, co-designer of USC’s award-winning library, has donated his personal art collection to the university. USC gallery curator Dawn Oelrich says the collection is significant to the university and the broader community. “He has made this gift to maintain our connection with him and to make his collection available to the public,” Oelrich says. “In addition to more than 105 artworks, John has written volumes about how his collection influenced his distinctive subtropical architecture. “This historical context is valuable for USC’s design, education, public policy, town planning and engineering students, and also for the broader community.” Mainwaring says he wants

n Australian-led medical trial has doubled the survival rate for children with an aggressive form of blood cancer, researchers say. Ten years ago, just over a third of children with high-risk acute lymphoblastic leukaemia (ALL) recovered from the illness. But research detailed in the journal Leukaemia on Tuesday has boosted the survival rate for those children to 75 per cent. The decade-long clinical trial was initiated at the Sydney Children’s Hospital Randwick and The Children’s Hospital at Westmead and conducted across Australia, New Zealand and the Netherlands. Scientists at the Children’s Cancer Institute Australia developed a way to test for the slightest trace of diseased cells in the bone marrow of children with ALL. Children with high-risk ALL were then treated with an

intensive chemotherapy protocol. Glenn Marshall, director of the Kids Cancer Centre at Sydney Children’s Hospital Randwick, says the research will save dozens of young lives in Australia alone. “Using this test we could tease out the small population of children at the highest risk of relapse and in fact predict their chance of relapse a long way before it occurred clinically,” says Marshall. Amid a fierce debate in academic circles, an upcoming book argues that social media and new technology made a key difference in successful uprisings in Tunisia and Egypt and helped foster grassroots movements in other Arab nations. The book by Philip Howard and colleagues concludes that digital media was “consistently one of the most important sufficient and necessary conditions” for the Arab Spring movements. “There was a long-standing democracy movement in these countries that for many years tried many tactics but none of them worked,” Howard says. he most interesting matters at present appear to be taking place overseas. The latest event has been the Italian election, which had the most surprising outcome. It was expected that a steady hand (Pier Luigi Bersani) would win, but as it turned out, they have a hung parliament. We know how that works. Three parties are negotiating outcomes, one led by Berlusconi, another Bersani, and Grillo, a comedian turned anti-establishment. Most surprisingly, the Italians managed to fall in love again with former Prime Minister Berlusconi (aka Bunga, Bunga Berlusconi – for the wild parties he would throw). Interestingly, he has been sentenced to one year imprisonment for leaking confidential documents, which were published in his newspaper. The incumbent, Mario Monti, came last in the race, and he has been the man guiding Italy through the choppy waters. What the above outcome demonstrates is that the Italians have had enough of austerity and are looking for growth in their economy. To achieve meaningful long-term growth, however, they must implement economic reform, and the above outcome pushes that priority back down the to-do list. From a global perspective, Italia matters. It is the third largest debtor in the world and is the third largest economy in the Eurozone. We will need to see stability and improvement. From an investment perspective, such an election outcome only 12 months ago would have had a significant impact on equity and debt markets, but with newfound confidence and the possible emergence of a bull market, this
very important matter has been pushed aside at present. It goes to show the importance of confidence and not to underestimate momentum in markets.

PREVIEW Are Australians really at risk of losing jobs to skilled migrant workers, or is Julia Gillard clutching at straws?
rime Minister Julia Gillard says the 457 skilled migrant worker visa program is “riddled with rorts” and must be f xed. She’s concerned the program is being abused by employers and Australian workers are missing out on jobs – and is proposing that employers looking to use the category be required to show they are nominating a position where there is a genuine shortage of workers. But according to the immigration department’s website, the visa rules already have a number of in-built protections to prevent local workers’ conditions being undercut. A business can sponsor a skilled worker through a 457 visa only if they can’t find a skilled Australian citizen or permanent resident to fill the position. Employers wanting to become 457 sponsors must also demonstrate they have a strong record of employing local workers and a commitment to training Australians. Visa applicants must show they have a genuine intention and the skills to perform the nominated occupation. The federal opposition says the 457 visa program

The 457 visa, which was introduced in 1996, is uncapped, demand-driven and designed to respond to the needs of local businesses to fill skills shortage. Visa holders can work in Australia for up to four years, bring their families with them and travel in and out of Australia as often as they want. They must have skills, qualifications and experience in the area they are being asked to work in and can’t be unemployed for more than 28 days while on the visa.

The star was once forced to alter her appearance for work and hated every moment of it. “The most extreme beauty look I’ve tried was when I dyed my hair red once, for work. I did not enjoy the experience. I’m just not that person who’s going to change my colour every few weeks,” Holmes told the British edition of ELLE magazine. “My approach to beauty is to be as natural as possible and make decisions that make sense. If I’m going to wear heavier make-up, it’s dictated by the event; for the Met Ball I can do something very dramatic, but I wouldn’t do that for a movie premiere.” Katie is the latest spokesperson for cosmetics brand Bobbi Brown.

The Kilkenny Draught beer hails from the house of Guinness and is handcrafted in Ireland’s oldest brewery, which dates back to the 14th century. increased more than 50 per cent in the past five years – and are expected to keep rising – it’s also a viable cost-reduction strategy for many Sunshine Coast households. Solar power involves the conversion of sunlight into electricity using photovoltaic (or PV) panels, and it’s the easiest way to produce your own power and reduce your reliance on traditional energy sources. As well as generating electricity for household use, if you are eligible for the Queensland Government’s Solar Credits Bonus Scheme, your solar power system will also reduce your electricity bills. Any surplus electricity – electricity which is generated by your solar power system but not used by the household, and is then exported to the power grid – will be credited on your bill at a rate of eight cents per kilowatt hour. Basically, when the meter reader visits your home at the end of the quarter, they will make note of the excess electricity produced, and will pass this on to your retailer to calculate your credit amount. The state government estimates the average household with a 1.5-kilowatt system on the eight-cent tariff will save around $350 on its annual electricity bill, and will also receive around $50 per year in feed-in tariff payments. There’s never been a better time to go solar, so speak to your local solar retailer and start saving.

Power to the people There are a few things you should consider when choosing a solar supplier or installer. Try to find a local supplier that is well respected, and buy from a company that has offices in Australia, in case you have any questions or concerns regarding your warranty. Most solar panels have a long warranty period – some up to 25 years – so it is good to find a supplier who has been in business for a reasonable amount of time. When it comes to choosing the panels themselves, there are two key elements that can affect your system’s performance. The first is the power tolerance, which refers to minor variations in a panel’s output. At the manufacturing stage each panel is given a wattage, which is the amount of energy it is capable of producing per hour. As a result of the construction or assembly process this wattage can vary slightly (for example plus or minus three per cent) so it is important to look for panels with a positive power tolerance – from zero to between

five and seven per cent is best. The other factor is the temperature coefficient, which at maximum power can be anywhere between 0.3 and 0.5 per cent. Panels are tested in standard conditions with a surface temperature of 25 degrees, and this percentage represents the overall energy loss for each degree the panel temperature rises above this. As the surface temperature on a 35-degree day can be as high as 60 degrees, you need to choose carefully to ensure you’re not losing too much energy in peak sunlight.

his is a story about love, loss and redemption. Well, kind of. Once upon a time, Australia fell in love with a little car. It was called the Astra – built overseas but sold here with a Holden badge and a decent price – and the people were happy. They bought it in large numbers. Then something changed. Holden found a new Astra, this time built in Belgium. It was better in just about every way than the original Astra, but much more expensive.
The people were confused. They loved the f rst Astra (built in Poland, of all places) so much, that they wanted to keep on buying it, instead of the new version. Holden relented and for a year or so, kept selling the older, technically inferior model as the Astra Classic, alongside the f ashy newcomer. Before too long, though, Holden had another change of plan. The Astra gave way to a new Holden, the locally built Cruze, and the people were happy again. The Cruze is
well-made, well-priced and it would appear, well-loved by Holden’s loyal legion of buyers. So what of the Astra? Believe it or not it’s back, but not as a Holden. The Astra (the fancier, European one) has returned to Australia wearing the Opel badge – the German brand whose Astras were previously rebadged as Holdens. Confused? Don’t be. Opel, after much fanfare and a couple of false starts, has f nally launched its brand continued over>

It’s a smart looking thing, with flashy 18-inch (45cm) alloy wheels, lowered sports suspension, a pert, crisply-styled look and a sophisticated, nicely-designed interior. As has always been the case with the Astra, it’s a pleasing thing to drive; solid handling, good brakes and a supple, well-sorted ride. The Astra is likely to be the volume-seller in the Opel stable – in its first month on sale it found 100 Aussie buyers to make up more than half of Opel’s Australian sales. It will sit in the showroom alongside models like the impressive mid-sized Insignia and the baby of the family – the compact Corsa. Of course, Holden used to sell a version of the Corsa in Australia, too – called the Barina. But that’s another story.
Local salesmen win big Four local car salesmen were recognised at the annual Mercedes-Benz Dealer of the Year awards this month, for outstanding achievements during 2012. Dean Ellis, Dean Forcone, Mitchell McDonald and Tim Hausler, all from Garry Crick Prestige at Maroochydore were among the national winners. The awards, held in Melbourne, recognise new vehicle sales, service and parts, finance and pre-owned sales, with awards presented by the heads of each business unit. McDonald won the Provincial/ Rural New Vehicle Sales Executive, Forcone won Provincial/Rural Pre-Owned Sales Executive and was runner-up in the van division. Ellis was runner-up in the van division while Hausler received runner-up in the Mercedes-Benz financial guild. “It’s pretty exciting,” McDonald says. “The dealership’s pretty proud of our achievement.” It was the second year in a row

in Australia, no longer under the wing of Holden but as a stand-alone competitor. The (Opel) Astra looks a little like its Holden predecessor, but seems better in just about every way. It’s prettier, sportier, quicker and more luxurious than the so-called ‘Euro Astra’, which never really set the Aussie market alight back in the mid-2000s. The Opel version, of course, is also more expensive than the Holden, but it arrives with far more modest market expectations as well. This is in fact the 10th generation Opel Astra – a model which has sold more than 600,000 units in Europe. Opel, founded 150 years ago and Europe’s fourth-largest carmaker, will initially offer only a handful of models for sale in Australia, but the Astra will be an important one. Rather than competing with the Cruze, it’s likely to count high-end European marques as its rivals, including Citroën and Peugeot, Renault, Volkswagen and Fiat. And it will probably give them a run for their money.

uying a home is an exciting experience. However, once you’ve settled on your dream property there is usually plenty of paperwork to sort out, and after taking care of contracts and f lling out the all-important f nance approval documents, it can be easy to move in and make mortgage payments for a few years without stopping to consider whether your loan is still working for you. With the end of the financial year approaching, it’s a good time to review your mortgage to make sure you’re in the best possible financial position. Brenden Brial is the owner manager of Bank of Queensland Mooloolaba and Chancellor Park, and says a surprising number of people don’t do this – even though interest rates have come down over the past few years, or their financial circumstances may have changed. He says many people may have taken out a loan at a particular interest rate a few years ago and don’t realise there is potential to adjust this down the track. “If you’ve fixed [at a higher rate] there may not be a lot you can do about it now – generally exiting fixed rate terms before they will expire may carry break costs which vary over time, and you can’t really tell what they are up front,” Brial says.
“But at the moment the fixed rates are below the variable. That isn’t always the case, but right now you’re talking about a variable rate that’s around 5.66 per cent, when you can fix for two years for 4.96 per cent. Fixed interest rates at the moment are quite attractive.” Buyers who have a fully variable loan should consider the option of fixing a portion of the borrowed amount, but “you don’t want to fix a portion of your loan for a period of time if there is any possibility you would want to pay that loan in full, or make a bulk reduction, during the fixed term period,” Brial says. Instead, his advice is to consider a split loan. For example, on a $400,000 loan you can leave a portion – say $60,000 – at the variable rate, and fix the remaining $340,000 for a two- or three-year period. “So that way, you get all the benefits of a variable rate [such as the ability to redraw funds] on the variable portion of your loan, but on that larger portion you know exactly what you’re going to be paying for the duration of that fixed term,” Brial says. “And if interest rates do double – which would take them to the point they were at five to six years ago – the higher interest rate will only impact on that $60,000 variable portion. “A lot of people don’t realise you can split

your loans, but most financial institutions will do that for you now.” Something else financial institutions offer is the ability to consolidate loans, often rolling credit card or car debt into a mortgage. This can be a good way to reduce your overall interest rate, but Brial says you need to be careful you’re not just extending your consumer debt over a longer term. “That [consumer debt] would normally get absorbed into a 30-year home mortgage, which can be a trap you need to avoid,” he says. “What you need to be careful of is come five years’ time when you’ve got to replace your car, you may
still have a residual debt from your last vehicle. “So while rolling credit card and car debt into your home loan would be seen as a way of getting the overall interest rate down, you need to be careful that you’re not necessarily just paying the debt off across a longer period. You still need to keep the same level of repayments up if you can, so you can pay the consumer debts off much quicker, while still reducing the amount of interest you pay.” Because a mortgage is such a large debt, many people commit to paying as much of it as they can, while neglecting other debts. Brial says if you haven’t consolidated your loans you need
to focus on paying off higher interest rates first, to get yourself debt-free as quickly as possible. “For example, If you’re making the minimum repayments on all your loans and you pay those weekly, and you’ve got $100 left over, make that payment to your credit card or car loan rather than your mortgage, as your mortgage rate is traditionally a lot lower than other forms of personal debt,” he says. And finally, don’t only reassess your mortgage: “Look at streamlining your bank accounts, consider whether you should switch to a debit rather than a credit card, and review your savings plan,” Brial says.
Play it safe and save yourself the stress of overcommitting Brad Nolan from Eastern Financial Solutions says there are a few ways to ensure you don’t overcommit yourself with a mortgage. “The f rst thing we do is look at what [a client’s] spending patterns and affordability levels are,” Nolan says. “Even if the bank says they can afford an extra $50,000, we’ll recommend staying at a more comfortable amount. “If someone is currently renting and paying $400 per week and there’s nothing left over, then we’ll make sure the loan we discuss has repayments that are similar at the maximum.”
Serviceability assessments are conducted on an ‘assessment rate’, which includes an additional 1.5 per cent to allow for potential increases. However, interest rates are quite low at the moment, and Nolan says it’s important to consider whether you would be able to afford repayments if they were to increase. A good way to determine this is to look at the f ve-year f xed rate, which is calculated on what a bank predicts will happen to interest rates over a f ve year period. “If repayments on the f ve-year f xed rate are outside our affordability range then that’s a
concern for me,” Nolan says. “On the other hand, if affordability is comfortable, I’ll suggest considering a f xed rate. “If we expect other increases over the next three to f ve years and we believe there’s going to be good capital growth in that period, we can f x for three to f ve years. As income goes up, we can go to variable rates and increase the repayments.”

SURF REPORT

The low from Cyclone Sandra is creating a swell window that should generate some great opportunities for Sunshine Coast surfers. About time, I say. Points such as the bluff, Carties and those at Noosa are the places to go. You might even need to crack open the sunscreen as it looks like we may even get some sun. Just a word of warning – learners should stay away and let the advanced surfers only enter the surf as there is still a lot of water moving due to tides and rips. With an increase in swell of this size it won’t be for the faint of heart. Bring it on!
FISHING REPORT

ESTUARY: All f sher people are eager for the weather to settle and estuary waters to clear. Mud crabs are around in numbers and quality. As the water clears, whiting will take yabbies around the sand banks in rivers. SURF: Very rough conditions are making beach f shing diff cult except for the sheltered areas like off the Mooloolaba rock walls where bream, f athead and yellow tail pike should be easy pickings. OFFSHORE: Big seas this week are giving us no reports. As conditions improve try the Gneerings for mixed reef f sh and the Blinker for cobia and mahi-mahi. The lead-up to the full moon at the end of month should improve catch numbers. FRESHWATER: Very little is being reported, which can only benef t in allowing the f sh to grow. Water levels are 100 per cent at local impoundments. Check with rangers before venturing out to the dams to see if that dam is open. Fishermen are looking forward to travelling out to the dams over Easter break.
