he other morning the younger Pearson was sorting out his money. He had liberated his piggy banks of their heavy loads of f ve, 10 and 20 cent pieces and was ‘counting his cash’, making doe eyes at me while saying “Mum, I just wish I had more money”. I hear you kiddo, I hear you. We live in a world dominated by cash, on a global, national and personal level. It dictates our choices, our movements, even our happiness. Since the federal budget was handed down there are few of us left unaffected or unconcerned by how our federal leaders are going to spend (or not spend) the many billions it has to manage each year. But while you might be feeling helpless about what global economies or our elected leaders are doing next (did someone say ‘double dissolution’?), you can take control of your personal f nances, and it’s really not that hard. That’s what this week’s cover story is all about – helping you take stock of your f nances and get them in order. We want you to approach tax time – and whatever comes after – with conf dence that your budget is in order. That’s over the page. Also this week we are taking a look at the new Sunshine Coast planning scheme. It feels like we have been talking about the upcoming scheme for years, and now it’s here. prepared? The recent announcement of the Coalition’s first budget has encouraged many Sunshine Coast families to look at their household bottom line. With the end of the financial year looming, we thought it was a good time to bring you some advice, hints and tricks to maximise your budget at tax time – and beyond.

SURVIVING THE FEDERAL BUDGET

Zack Kennie from ES&A Financial Services has some easy advice for those who need to get their household f nances in order. ith a lot of families already feeling the pinch due to the seemingly endless rise in cost of living pressures, the question on many people’s lips is, ‘how will last fortnight’s federal budget affect me?’

W

By and large, people that currently fall into the broad categories of the ‘middle class’ and selffunded retirees aren’t going to be noticing any dramatic f nancial changes in their life, either positive or negative, due to this latest budget.

However, some of the key themes to be aware of are:

• the delay of incremental increases in the Superannuation Guarantee, • the raising of the non-concessional super contributions cap from $150,000 to $180,000, • a $7 contribution fee for visits to the GP (capped at $70), • the reduction of the Family Tax Benef t B eligibility threshold from $150,000 to $100,000, and • an increase in the age of Age Pension eligibility to 70 for those born after 1965.

More broadly, what steps can you be taking to effectively manage your own household budget if you’re feeling the pressure?

1. Track your cash f ows – get it down on paper. What are you earning and where are you spending it? Having a clear picture of where your money is going is key to managing it. 2. Prepare a budget – and stick to it. Now you know what you’re spending, map out what you should be spending. This gives you a starting point for tighter control over your spending and monitoring where the blow outs occur. 3. Get your debt under control – avoid the credit card. There is nothing wrong with debt, if that debt is manageable and being used to acquire a worthwhile asset, such as your home or car or something that produces income. A maxed out credit card is not this type of debt. If the purchase can wait, put it off and pay cash rather than throwing it on the credit card and if you can, always make more than the minimum monthly repayment. 4. Professional advice – if all else fails and you still can’t get on top of it all, it may be time to seek the help of a professional to get your affairs in order. TAX RETURNS ARE GOING MOBILE ustralians will be able to submit their next tax return from their smartphone, tablet or computer through a new app called MyTax, available from the Australian Taxation Off ce from July 1. On computers it will be fully online, rather than requiring people to download special software as is the case now. Treasurer Joe Hockey told AAP he expected using MyTax would cut the amount of time people needed to spend lodging their tax return. However, not everyone will able to use the new platform. Those with more complicated tax returns – such as those with rental properties, foreign income or employee share schemes – will need to lodge via the traditional methods.

It’s the same in the United States, where couples argue on average three times a month about f nancial issues, but 55 per cent don’t regularly set aside time to talk to their partner about these concerns. Relationships Australia and the Australian Securities and Investment Commission’s Money Smart program have f ve key tips for couples who want to get on the same page f nancially.

Here are a few insiders’ tips on how to keep your budget in order and maximise your returns at tax time. • Keep your receipts. Whether you scan them in and keep them in a Google Drive folder, or simply stuff them in a shoebox under the bed, keep all the receipts and invoices you think you’ll need at tax time. This can save you valuable time and accountant’s fees and will ensure you get the most out of your yearly tax return. • Check your bank statements. When your monthly account statement arrives, take a few minutes to go over it and account for every transaction. Many people have identif ed credit card fraud this way, but even if you don’t f nd any suspicious transactions, it’s a good way to keep track of your spending habits and make note of potential deductions.

Find a local mechanic with a good reputation and be upfront about your budget – they should be able to advise you on which repairs are urgent and which can wait. • Dental check-ups. The cost of dental services can make

annual check-ups feel like a luxury, but it’s important to maintain your dental health. Budget for an annual visit to your dentist to prevent expensive procedures (or even surgery) in years to come. • Professional services. If you are buying or selling a home or business, making a will or become involved in a legal dispute, you will benef t from seeking the advice of a professional solicitor or accountant. While the fees may seem high, this advice can potentially save you thousands or tens of thousands of dollars down the track.

• Check the interest on your loans. It may sound pedantic, but it’s worth periodically checking the interest accumulated on your mortgage to ensure no errors have been made. Some banks offer this service online, or you can download interest checker software and enter the details from your bank statement.

HELP JAMES GET THE TREATMENT HE NEEDS

T

he world fell apart for the Warrington-Love family of Minyama last November when their six year-old-son James started having seizures. But it wasn’t until January that he was diagnosed with an aggressive brain tumour. They were given the

devastating news that it was inoperable and he had up to six months to live. Fortunately, Sydney brain surgeon Charlie Teo agreed to his parents Paul and Deborah’s request to operate. “It was hard making a decision for him to have the operation because obviously you’re taking a risk,” Paul Warrington-Love says. The surgery, in February, removed about 90 per cent of the tumour and was followed by seven weeks of chemotherapy and radiation treatment. But the future for James is still uncertain. “These tumours are pretty terrible,” he says. “As fast as you get rid of them they can come back again.” Recently James was rushed to hospital by ambulance because overnight he lost his ability to speak. He has also lost the use of his right arm and limps on his right leg. The couple are using their holidays and have put careers on

But they have exhausted their options in Australia and have turned to overseas programs to try and cure James, with Germany offering the greatest possibility for success. Cash boost for shelter A $20,000 donation has provided a boost to fundraising efforts to build a safe house in Caloundra for women and children affected by domestic violence. The Rise Project is an initiative of the Zonta Club of Caloundra, who received the “wonderful surprise” when incoming president Mary Henzell announced the $20,000 donation in memory of her mother, Judy Henzell. Judy Henzell, a Charter member of the Zonta Club of Caloundra, was known for her community support and generosity. The Rise Project has already received a block of land from a Caloundra developer and this $20,000 will escalate the progress of the project. Outgoing president Bev Bellet says the donation is a fitting and appreciated memorial to Judy Henzell.

HATS OFF TO OUR MILLINERS learn millinery. “I set it up to help people learn these skills because country racing is big and people just dress up for these occasions,” Mergard says. “And what surprised me is the world took hold of it.” Mergard’s students come from all corners of the globe including Nigeria, Kenya, Europe, America, Ireland and the United Kingdom. She has become so busy online, setting up new lessons, newsletters and blogging, that she has less time for making hats and is getting ready to “hand over the baton” to someone else. Jennifer Bell from Dicky Beach took up millinery when she retired from teaching about eight years ago. She was looking for a creative outlook and found it in hats. She has just returned from Dubai where she was one of seven milliners from around the globe invited there as part of the Dubai World Cup. It is the second time she has been invited and in 2008

The Beerwah milliner, who has been based on the Coast since 1990, was commissioned by former Queensland Governor and Governor-General of Australia, Quentin Bryce to make her hats. her hat was worn by the woman who won Best Dressed. Tracy Mackinnon from Hats by Tracy Mac and Sandy Aslett from Hats by Sandy A are also among the Coast’s best known milliners and both have a clientele based largely interstate. Aslett, who gave up a corporate career and took up millinery six years ago, says her signature style is “bold colours that ref ect my personality”. But Aslett and Mackinnon both say the most important part of designing headwear is to ensure the hat f ts the wearer f rmly and f atters the shape of their face. McKinnon started millinery

19 years ago when she had small children. Her husband is a race horse trainer and she knew the world of racing and used her creative talents to make her mark in the industry. One of the highlights of her millinery career was making a million-dollar hat, showcased at the Magic Millions race in Melbourne. She spent hours in a jewellery store sewing jewels to a hat, which was then escorted by security guards to the racetrack and was worn by Miss Universe 2007 Kimberley Busteed. The Coast’s milliners are certainly making their mark on the heads of women around the globe.

dedicated website for Sunshine Coast job seekers aims to make securing the perfect job a whole lot easier for locals. The new site, JobsontheCoast.com.au, was launched at TAFE Queensland East Coast (formerly Sunshine and Wide Bay TAFE) last week. Regional development manager for JobsontheCoast.com.au Anthony Dow says the

site aims to tackle unemployment in the region by quickly and cost-effectively connecting jobseekers and employers. “We are conf dent our website will become the def nitive jobs and careers resource for the region thanks to the option of free job advertisements and ease of use for jobseekers,” Dow says. Like most online job boards the site enables employers and recruitment agencies to advertise their vacancies and jobseekers can create an online prof le. “The difference is, it’s 100 per cent about local jobs being easy to access in one central location and it offers free job ads for local business, as well as economical ‘featured job ads’ and employer branding packages. “This is unlike many national jobs websites which make it hard for small businesses to get on board.” The Sunshine Coast launch of JobsontheCoast.com.au follows the website’s success in regional areas of NSW. It’s passed on quite easily through schools, day care centres, or places of work. It’s quite easy to treat, when done properly, and most symptoms are relieved as soon as the infection has been eradicated. Sunshine Coast Destination has welcomed the State Government’s announcement of a preferred operator for the zipline canopy tour project in the Kondalilla National Park. Queensland minister for tourism Jann Stuckey announced Australian Zip Line Canopy Tours has been invited to submit a more detailed proposal after meeting the government’s environmental, social and economic criteria in stage one. Australian Zip Line Canopy Tours will now be required to demonstrate that environmental checks and balances are incorporated into the plan. SCDL CEO Simon Ambrose says studies had forecast the zipline could generate more than 50 full-time equivalent jobs for the region.

And while you might not be alone in trying to navigate the technical wilderness of online music – the growth of this medium suggests it could be time get in the know. Spotify has broken a year-long silence on user numbers, announcing that 40 million people in 56 countries access the service to stream music. That’s a growth of some 16 million users since the company’s last user disclosure in March 2013. Spotify says 10 million users are subscribed to the premium, ad-free service, which costs $12 per month in Australia. The remaining 30 million use the ad-supported free version. But Spotify still lags rival music streaming service Pandora, which boasts 75 million active users. Spotify has faced criticism from some in the music industry over the supposedly meagre royalties it pays artists. The company defended such charges late last year, revealing it paid an average ‘per-stream’ sum of between $US0.006 and $US0.0084 and royalties depend on where the music is produced and listened to. One million streams would earn an American artist about $US1500 (about $1625), Spotify says.

his year’s budget speech was compelling. We did not want any negative changes to superannuation – we got this in spades. We hoped the government would allow conf dence to rebuild the sector following a few years of signif cant ‘announcements’. We use the term announcements, as many of the measures recently f oated by the Federal Government in the media never become legislated but people are wary of what may be around the corner. So, what is the state of play regarding superannuation contributions and what are the

caps for next f nancial year? The Super Guarantee will increase from July 1 to 9.5 per cent. The government is proposing it remain frozen for four years, after which it will increase 0.5 per cent a year until it reaches 12 per cent in July 2022. As there were no changes announced to the thresholds for the concessional (tax deductible) and non-concessional (after tax) contribution caps, the standard caps in 2014-2015 should move to $30,000 and $180,000, respectively. For example, an employee in the 2014-2015 f nancial year is able to contribute up to $30,000 (including salary sacrif ce and employer contributions) to superannuation – this is a concessional contribution. The non-concessional cap, which is calculated as six times the concessional cap, increases to $180,000 (six times $30,000) and in turn an individual under age 65 on July 1, 2014 may be able to bring forward future entitlements to two

In 2014-2015, there is a concessional cap of $35,000 for those lucky people aged 49 or over at 30 June, 2014. Two signif cant announcements in the federal budget, which we hope are legislated, include: allowing individuals to withdraw excess non-concessional contributions made from July 1, 2013 and reducing the company tax rate by 1.5 per cent to 28.5 per cent. The effective dates of these changes, assuming they are legislated, are July 1, 2013 and July 1, 2015, respectively.

QLD ROAD TOLL IMPROVING A decade of road safety action is paying dividends with Queensland’s road toll the lowest in more than five years. Last week the state road toll sat at 76 – down from 114 the same time last year. The RACQ’s Steve Spalding says while any life lost on Queensland roads is a tragedy, it’s promising to see improvement in the road toll. “As we near the third anniversary of the Decade of Action, we are encouraged to see the efforts of the government, communities and organisations to highlight road safety are seeing positive results.” The Decade of Action was launched in 2011 and aims to stabilise and reduce the global toll of death and injury on the roads. “Now is not the time to relax our efforts. We all have a responsibility to

reduce deaths and injuries on the roads,” Spalding says. “The global initiative calls for more road safety activities, particularly in the areas of road safety management, road infrastructure, vehicle safety, road user behaviour, and road safety education.” He says each year road crashes destroy too many lives and cost Queensland an estimated $4 billion. “The responsibility to reduce road deaths is placed not only on the government but on communities and individuals to do their bit to make the roads safer. “For drivers this means making sure they follow road rules, drive to the conditions and think about safety for every journey they make.” For more information about the Decade of Action go to: racq.com/ decadeofaction.

Design a V-dub Volkswagen is calling on talented young designers to submit concepts for an exciting car and scenario for a video game. It is the f rst global competition of its kind launched by the German marque. Students from the f elds of interior and exterior design, interface design, graphic design and/or colour and trim design are encouraged to submit concepts for a car that is perfect for a video game. The typical character of a Volkswagen should at least be recognisable within the design, which should be submitted on charts by individuals or teams. The winners of the contest will be selected by Klaus Bischoff, head of Volkswagen Design, and the management team of his design studio. “We are always interested in the perspective and attitude of young designers to mobility topics and this is why we decided to take a new approach to f nding fresh design

talents with the design contest,” Bischoff says. The aim of Volkswagen in organising the design contest is to f nd talented students. At the same time the company is interested in establishing long-term cooperation with international universities and design academies. The three winners will be announced on September 30 and will each receive a six-month internship in the Volkswagen Design department in Wolfsburg, Germany. Local area plan: 27 local area plans give more detail about what’s allowed for a particular area to help protect its unique characteristics. It can include variations to the standard planning scheme requirements. Type of approval: different types of development approvals are needed for different types of projects. The level of approval depends on the scope and scale of your project and whether it f ts within the intended use of your zone. For

example, a home-based business is generally a self-assessable use in the low-density residential zone and does not require an approval to operate. Self-assessable: development that does not require a development approval under the planning scheme, but which must comply with the selfassessable outcomes of applicable codes. It is important to note that even if you don’t need a planning approval, you may still need approval from a building certif er.

What you can find out Zoning: the zoning (for example residential, centre, industry) tells you what you can and cannot do with a block of land. It tells you, among other things, preferred land uses (such as a house, duplex or units), minimum lot sizes, maximum density and site cover. Overlays: these are restrictions on your property, to make sure development addresses issues like maximum building height, f ooding and inundation, steep land and native vegetation areas.

Highimpact home-based businesses are not suitable to establish in residential zones but may be acceptable in rural areas. SURF REPORT with MWP’s man in the water

Well if you did not surf last weekend you absolutely missed it! Head butt the nearest wall! Wow, there were amazing conditions, fun waves, warm water, offshore all weekend with glorious sunshine. My body is shattered from seven sessions in two days! And on one of those sessions a dolphin came up to say hi! Yep, life is good on the Sunny Coast. South-east winds are predicted on the weekend so get in early. The Fiji Pro is on, so no doubt some epic surfing will be taking place. Let’s hope Julian and Dimity can progress to some good results. Enjoy your weekend and make sure life does not pass you by without scoring a few good waves.

FISHING REPORT with Wayne Nilsson from Maroochydore Fishing World

ESTUARY: Bream up to a kilo have been taken this week along the Black Banks using mullet gut. Whiting are on the drift around Goat Island with yabbies best. Some nice flathead are taking lures around the markers at Bli Bli with plastics just as effective as baits. SURF: Tailor are at the Pincushion area with one whopper going over five kilos. The bait to use is WA pillies and the bigger the better. Sea bream will be around the rocks from Maroochy Beach to Alex. A few jew are in the deeper holes taking mullet fillet. OFFSHORE: Find yellowtail kingies at The Blinker, but whiptails and happy moments are a nuisance if berleying. Moses perch, scorpion cod and grassy sweetlip are taking squid and pillies at Currimundi Reef. The Barwon Banks is good for mixed reef fish on squid and pillies. FRESHWATER: There is not a lot of action at our local impoundments, but the larger dams of Somerset, Bjelke-Petersen and Boondooma have been returning quality winter bass and some nice fat golden perch on floated shrimps and shallow divers. Lures that spin and rattle seem to work when other methods fail, even out-fishing baits.
