reek Tourism, as the main lifeblood of the country’s economy, contributes to the national income, creates jobs, and supports local communities. The reform policy of the Ministry of Tourism is based on a structured, realistic and workable plan of a broader government strategy, and deals with all big or small challenges. At the same time, special emphasis is placed on the human capital of Greek tourism, entrepreneurs and employees. The criteria we take into account and on which we base our policy planning and implementation are respect for the standards, the capacity and identity of each single destination, including the preservation of locals’ lifestyle. According to data so far, 2023 is proving to be a great year for Greek tourism, with performance likely to reach pre-pandemic record numbers and hopefully record higher levels of revenue and arrivals. But our basic position, as I have said before, is that we should look beyond the logic of numbers and short-term gain. Our main concern is to ensure the stability and sustainability of our tourism product, to protect destinations and the identity of our tourism offering, taking care of the prospects of local communities based on the income that comes from tourism. At the same time, the positive messages in recent months urge us to make even

more effort during the government’s fouryear term, setting as a dominant goal in 2024 to advance the country’s modern image as a sustainable destination, with social sensitivity towards issues related to climate change and the environmental footprint. At the same time, our objectives also include to highlight experiences in Greek destinations which have so far been less popular. To achieve our vision, we enjoy the assistance of the resources of the National Recovery and Resilience Plan. The actions included in the plan by the Ministry of Tourism for the optimal absorption of these funds have been designed with respect for the principles of Blue and Green

Development. They include infrastructure projects, such as the upgrading of tourist ports, ski centers and thermal tourism facilities, projects to promote special forms of tourism such as agritourism, mountain and diving tourism. In addition, our action also includes incentives for the modern management and promotion of destinations through Destination Management and Promotion Organizations. At the same time, action is being taken for the digital transformation of the Hellenic Tourism Organization (EOT) and its services, as well as the specialization and reskilling of those employed in tourism. As I have already emphasized since my first day in office at the Ministry of Tourism, we are optimistic about the future of tourism. With a high sense of responsibility and in cooperation with industry bodies and regional authorities, we aim for even better results to consolidate Greece as a globally attractive tourist destination beyond the few months of summer, combining the alternative forms of tourism and the country’s beauty. It is indisputable, after all, that we have a rich cultural reserve, tradition, folklore, archaeological interest, gastronomy, ancient and modern history. Such privilege, combined with the infrastructure, the high quality of services and the renowned Greek hospitality, make up the unique character of the place.

A

large number of plans for large hotel and tourism investments for the next three to five years are recorded in Greece’s tourism sector, carrying on the increasing investment activity that has been ongoing since the end of the pandemic to date. Even though it is not easy to determine precisely the total amount of upcoming new hotel-tourism investments, the fact, for instance, that the regions of Crete and Halkidiki alone add up new hotel investments valued up to 1.0 billion euros for the next three years, demonstrates a further increase in the already rising rate of hotel development moves in Greece in the past two years. Also noteworthy is the fact that these are large investments by international chains or individual investors, both in popular Greek island destinations as well as in coastal areas of the mainland and in the country’s two major urban centers, Athens and Thessaloniki, totalling several billion euros. Furthermore, according to the

Institute of the Association of Greek Tourism Enterprises (INSETE), the total investments by the hotel industry for the construction of new and renovation/repair/maintenance of existing hotel rooms in the years 2021 and 2022 was estimated at approximately 1.9 billion euros and 2.04 billion euros, respectively. The Recovery fund A major factor favouring this flourishing of investments in the tourism sector, as pointed out by the president of the Halkidiki Hotels Association, and until recently president of the Hellenic Hoteliers Federation (FFH), Grigoris Tassios, are the resources of the Recovery and Resilience Facility (RRF) which allow domestic but also foreign investors to avoid the pitfall of high Greek interest rates. It should be noted that projects funded by the RRF must be completed by 2026, therefore the investment projects in question must run quickly, which pushes for speedier tourism investments in the country over a horizon of at least three years.

A large number of new investments are focused on the regions of Halkidiki, Corfu, Crete, Rhodes, but also popular Mykonos and Santorini and other islands of the Cyclades, as well as the Peloponnese. Big brands Alexandros Vasilikos, president of the association of Hotels, Restaurants, Bars & Cafés in Europe (HOTREC) and president of the Hellenic Chamber of Hotels, has a positive view on hotel investments in Greece in coming years, emphasizing that such investments are being made not by distress funds, but by large and established investors in the sector and big brands, which are confident in Greece and its tourism and hotel industries. Beyond that, however, as Mr. Vasilikos points out, “the bet is global and needs a regulated landscape”, that is, a strategy at national and local levels for each destination and over time. Quality tourism investments, he adds, are made under measurable sustainability criteria and there must

be cooperation between all parties involved for the infrastructures. "We are a country where there is no zoning for tourism. Land uses must be mapped for each destination so that there is a clear picture for investors as well," Mr. Vasilikos said. This strategy should be based on sustainability and, of course, take climate change into account and go through strategic infrastructure.

The hotel industry in Athens continues to lure very strong investment interest, with numerous major projects currently launched or in the planning stage.

Greece, both on the islands and in all the coastal regions/prefectures of the country, and indeed at increasing rates, which give a pulse of develop ment over time, with climate change seeming to work in favour of the lengthening of Greece’s summer tourism season. Major projects transforming Athens The hotel industry in Athens continues

to attract very strong investment interest, with numerous major projects launched or planned, some of which are listed below:  “One & Only Aesthesis”, formerly known as the historic “Asteria Glyfada” hotel, is expected to start operating on the Athenian Riviera in October. The investment, by Grivalia Hospitality, is valued at 280 million euros.  The overhauled iconic Hilton Athens ►

► hotel is expected to be operational by the end of 2024 or the beginning of 2025, following an investment of 130 million euros and renaming it to "Conrad", carried out by a partnership between Ioniki Hotels SA, TEMES SA and the Olayan Group.  Two hotels, combined with tourist residences, are being planned in the coastal front of Hellinikon by Lamda Development in collaboration with TEMES SA. The investment is valued at 500 million euros and is to be carried out by the companies BELT Riviera and MALT Riviera, in which TEMES holds a 70-percent stake and Lamda owns the remaining 30 percent. BELT Riviera will develop a 5-star hotel with 160 rooms and a residential complex of 17 branded residences, with the company having recently signed an agreement with Mandarin Oriental Hotel Group. MALT Riviera will build a 5-star hotel with 200 rooms and a residential complex of 49 residences.  A listed property on central Athens’ Panepistimiou and Harilaou Trikoupi streets, is to be converted into a fivestar hotel by the Mitsis Group Hotels. The building is part of a complex of four houses built by Heinrich Schliemann and is owned by EFKA (National Registry of Administrative Public Services. Mitsis Group Hotels won the tender with a contract duration of 35 years and the option for an extension of an additional 10 years. According to EFKA, the investment will be in the order of 36 million euros.  EFKA also owns the listed building at 7-9 Zalokosta St. which will be converted into a boutique hotel by Lampsa Hellenic Hotels SA. The duration of the contract is 30 years, with the right to extend for another 10 years.  During the summer, e-EFKA also proclaimed a tender for the lease of a 4-storey property in its ownership in Klathmonos Square, central Athens, for the conversion of the building into a hotel or other type of tourist accommodation. Bids were to be submitted by October 18. A similar tender was held by EFKA for the use as a hotel of a building on Sokratous St., in the area of central Athens Omonia Square, which operated as

"Ambassadeur" hotel until 1980.  Another new hotel in the Omonia Square area, the Radisson Theatrou Square Athens, is expected to be put into operation in mid-2024 following a deal between Radisson Hotel Group and Gnosis Investments. Radisson is also making an investment valued at 30 million euros for the conversion of an office building, located on Mitropoleos Square, into a serviced apartments complex, under the brand name “Radisson RED Mitropoleos Square Athens”.  The French group Accor is planning a 33.5-million-euro investment to convert the property of the former summer theatre "Athinaion", on Patision St., into a new establishment to operate under the Ibis brand.  A nine-story office building situated at the corner of Stadiou and E. Benaki streets is to be converted into a four-star hotel, an investment valued at 25 million euros. The owner and developer of this project is Blend Development, and the largest investor in this particular project is the EuSIF fund.  Fattal Group Hotels’ central Athens “NYX Esperia Palace Hotel Athens” was completed in the early days of summer 2023, through an investment valued at over 20 million euros. The building, located on 22 Stadiou and Edward Law streets, was the former Esperia Hotel, which closed down in 2010. Israel’s Fattal has leased the property from EFKA since 2019 for a period of 30 years with the option of a 10-year extension. years include the following:  Electra Group Palace Hotels is

soon to embark on its second fivestar hotel investment, to be situated a stone's throw from the Thessaloniki International Fair venue, at the junction of Tsimiski and Ethnikis Aminis streets. The development will be on a plot of land owned by the Church of Greece, which has been leased for a period of 49 years (with the option for another 49 years) through a tender. This investment is valued at over 30 million euros.  The construction of Fattal Group Hotels’ four-star "NYX Thessaloniki" is expected to commence by the end of this year, at the junction of Tsimiski and Katuni streets. The investment is estimated to be in the order of 22 million euros.  The listed building of the former "Aigyptos" hotel on Ptolemaion Street, is to be converted into a modern four-star boutique hotel. According to market sources, three investors are looking to purchase the building from its current German owners -who acquired it in 2016, through Remanagement Hellas Single Member SA.  The opening of Brown Hotels’ two

new establishments in Thessaloniki has been postponed to 2024. One of the new hotels will be situated at 2-4 Egnatia Street, in the historic and listed former "Vienna" hotel building, built during the interwar period. The investment also concerns the conversion of two buildings of the "Sakka-Michailidis" tobacco warehouse into a five-star and a four-star hotel unit, respectively.  The Aristotle University of Thessaloniki (AUTH) has signed a deal with Papazoglou A. - Tsitsigani S. OE (distinctive title Diolkos OE) for the lease and repair of a building under its ownership at 2 Taskou Papageorgiou Street. The new establishment will be used as a boutique-hotel-style, short-term

The investment for the repair of the building will be in the order of 2.5 million euros.  The construction of a hotel is expected to be included, among other things, in the redevelopment of the iconic industrial property "FIX", situated at the western entrance of Thessaloniki, by DIMAND.  The development of a hotel is also included in a plan to renovate the Thessaloniki International Fair (TIF) site, even though work on the project has been delayed. Recently, it has been leaked that the government was seriously considering changing the way the project will be implemented, opting for privatization instead of publicprivate partnership (PPP).

The university has also signed a similar contract with the same company for the Mandalideion Mansion, also owned by AUTH, at the junction of Niki Beach Avenue and Vogatsikou Street in the city centre, planned to be repaired and converted into a hotel.  Keeping up its activity in the hospitality infrastructure sector, following the creation of the hotel "MonAsty Autograph Collection by Marriott International", Environmental Engineering SA in 2024 will begin a major overhaul of an abandoned building adjacent to "MonAsty", on

TIF site redevelopment The president of the Thessaloniki Hotels Association, Andreas Mandrinos, has joyfully welcomed several new investments planned in the city, emphasizing once again the need for a strategic plan for Thessaloniki’s tourism development. He has also called for the immediate settlement of outstanding issues about the TIF redevelopment, urging the government to stick to the agreed plan for implementation of the project through PPP. A new and modern, bioclimatic International Exhibition and Conference Center will reasonably act as an additional pole of attraction in the city in general and the local economy, but also for the hotel industry. Investors attracted to N. Greece and Halkidiki The region of Halkidiki, according to Halkidiki Hotels Association president Grigoris Tassios, is expected to be the focus of several investment activities, valued at more than 150 million euros, in the next three-year period, to be carried out by both Greek companies and foreign funds and investors. Some major projects, worth several tens of millions of euros, are already underway. One such major new investment in the region is the model hotel complex to be built by Stavros Andreadis, a notable tourism entrepreneur and honorary president of the Sani/Ikos Group, through the company STANTA AEDA, on the small island of Diaporos, on a 25-acre expanse. This investment, as Mr. Andreadis told "N", will be valued at 40 million euros for a very modern luxury hotel comprising 74 suites, half with a private swimming pool. The unit will be fully selfsufficient in terms of energy and will have a zero environmental footprint, with sophisticated photovoltaic systems that will be placed on the planted building roofs, so that they are not visible. The establishment is to be supplied with water by pumping water from underground reserves or, in case these are not sufficient, from a desalination unit. A waste management unit will also be built and the treated wastewater will be used to irrigate the green areas. Electric vehicles will be used to transport visitors to the complex, as well as to pick them up from the pier to be built. The goal is for the operation of the new unit to commence in the summer of 2026. In the summer of 2025, meanwhile, a Goldman Sachs Asset Management (GSAM) investment, valued at 108 million euros, is expected to be completed and put into operation, concerning the renovation and expansion of three of the six G-Hotels that have come under its ownership, namely the: Athos Palace, Pallini Beach, and Theophano Imperial Palace in Kallithea, Halkidiki. ► to be soon completed and operational in Sarti, following a 20-year management deal signed between the Greek group Mitsis Hotels and Happy Holidays SA. The investment is valued at around 20 million euros. The second investment phase in the AMMOA luxury resort of the Mendekidis Group in Agios Ioannis Sithonias, managed by the international group Zeus International Hotels & Resorts, is expected to exceed 50 million euros. The second phase regards the construction of a tourist village of 150 houses of over 200sqm each, and a marina. A new round of investments, valued at approximately 4 million euros, for the renovation of ACROTEL Elea Beach Hotel in Akti Elias, is being made by Acrotel Hotels & Villas, which has already concluded investments of 6.0 million euros in five of its hotel complexes. The Acrotel chain owns seven hotels in Sithonia Halkidiki, as well as the Acrotel Sofia's Guest House in Sideras, Kozani. A new luxury resort, the “Zoetry Halkidiki”, is expected to open its doors in mid-2024 in Sani, Kassandra, Halkidiki. This is the second establishment of the Inclusive Collection under the ownership of the Zoetry Wellness & Spa Resorts brand, which is part of World of Hyatt's European portfolio. The resort will have 105 rooms and suites. An investment valued at 55 million euros has been planned by the Savvidis Group for the refurbishment and upgrading of Porto Carras complex’s Sithonia hotel, as well as the expansion of Sani/Ikos Group’s Porto Sani hotel, as the Radisson Hotel Group and China’s Fosum both seem to be interested in investing in Halkidiki. Considerable tourism investment activities are also recorded in the region of Eastern Macedonia-Thrace, especially on Kavala’s coastline. In addition to the many residential complexes and small hotels that have been acquired by Bulgarian nationals and/or investors for exploitation, some major projects have been announced in the area, such as the Alexandrou Chora Resort, Village & Theme Park, already underway by Kourtidis Group. In terms of infrastructure, work has already begun, while all the necessary

approvals and permits have been obtained; it is designed as a unique multiplex tourist complex in an ideal seaside area, in the Ofryniou Beach of Kavala, expanding over an area of 175,000sqm. The complex is to be divided into three different sections, the "Alexandrou Chora Resort", the "Alexandrou Chora Village" and the "Alexander Theme Park". In Kavala, the Iranian-Canadian businessman Alex Haditaghi has announced the construction of five-star luxury hotels under the brand name "The Hamptons", on a plot of land acquired through a tender by TAIPED in the area of Nea Iraklitsa on a former property of TAIPED. Recently, a project was announced for Glamping, i.e. Glamorous Camping, on the coast of Bati in Kavala, under the brand "LAAS glamping” or “LAAS Mediterranean Tented Experience", an investment which according to Ms Tzeni Papadimitriou, representative of the investment company, will be valued at 15 million euros. In Pieria, the Mediterranean Hotels of the Vassilios Lambrou SA company is going ahead with launching an investment valued at 10 million euros, to upgrade "Mediterranean Princess", situated at Olympiaki Akti Katerinis, from a four-star to a fivestar establishment. At the same time, the firm is also investing 20 million euros for a hotel on a 12-acre land plot on Mykonos island’s Super Paradise beach. The company's goal is to operate the new unit on Mykonos in the summer of 2024. the island of Crete is expected to draw in even more tourism investments. The vice-president of the Hellenic Hoteliers Federation and president of the Chania Hotels Association, Manolis Giannoulis, says investments planned for the next three-year period are expected to be in the order of 700 million euros to 800 million euros, while he estimates that the completion of Greek Motorway 90, around 2029, and the new airport in Kasteli, Heraklion (to be completed in 2027), will further boost tourism investments in Crete. The largest of such new investments already underway in Crete is the "Elounda Hills" project by Mirum Hellas, valued at a total of 400 million euros. A major part of this project is expected to be completed by the summer of 2026. Mykonos - Santorini Mitsis Hotels has received approval from the Interministerial Committee for Strategic Investments for the development of a tourist complex on Mykonos island, which includes a fivestar hotel. This investment is valued at 61 million euros. Blue Iris Investments SA is planning an investment in a five-star hotel on Mykonos’ Ano Mera, estimated to amount to 33.4 million euros. On Santorini island, the Municipality of Thira has pre-approved a building permit for the development of a five-star hotel by Skybay IKE Hotel Enterprises, as well as a review permit for the construction of a main tourist accommodation facility, a 4-star hotel, in the area of Megalochori, owned by Development IKE. Also, in Thira, the development of a five-star hotel is being launched in the Megalochori community by Ermis Monoprosopi IKE. On Amorgos island, Aigialis SA has officially received the green light for the design modification and construction of a 5-star hotel in Aigiali, in the Municipality of Amorgos.

Peloponnese wins five stars The region of Messinia has been the focus of several major tourism investments in recent years. Recently, in mid-August, the first guests were welcomed at the "Mandarin Oriental Costa Navarino", TEMES' new ultra-luxury investment in Costa Navarin. The new establishment marks Mandarin Oriental’s debut in Greece. The total investments carried out by TEMES in the specific region now reach up to 850 million euros, of which some 250 million have been made in the two years 2022-2023. The company management has also announced further investments in themed hotel complexes, to be built in the areas Navarino Hills and Navarino Blue. In Messinia, South Cost Tourism and Real Estate SA is about to commence a project for the construction of a five-star hotel in the Vounaria Koronis area, an investment valued at 5.34 million euros. In addition, Porto Milos Kalamata IKE is also going ahead with the development of a five-star hotel, with an investment of 5.5 million euros. Also in the Peloponnese, a major investment project expected to reach 80 million euros regards the resort "Six Senses Porto Heli" in Porto Heli, by CBE Capital, expected to be operational in 2026. In Laconia, Sparta Gourmet, owned by the Valiotis family, is going ahead with the creation of a five-star hotel complex, investing some 10 million euros for the conversion and upgrading of the former famed hotel "Lakonis" in Gythio.

ourism numbers in Greece recorded an increase between January and October 2023, with international arrivals at the country’s main airports rising compared to 2022, and travel receipts hitting record numbers, according to data from the aviation market and the Institute of the Greek Tourism Confederation (INSETE), the body’s research tool. Several Greek regions were winners in this year's tourism season, as more than 2.0 million additional international air arrivals were recorded in the tenmonth period of 2023. Data from all of the country's airports are of special interest, showing that the best performance in 2023 so far is recorded by the Athens International Airport (AIA). Specifically, passenger traffic at the Athens airport showed a significant increase in September, with the number of passengers at 21.68 million in the 9-month period. In particular, the airport's passenger traffic in September 2023 rose to 3.0 million, up 16.3% compared to the same month in 2022, and up 11.8% compared to the same month in the pre-pandemic year of 2019. Both domestic and international passenger traffic exceeded 2022 levels by 14.6% and 17.2%, respectively. Compared to 2019, domestic and international passengers rose 16.3% and 9.9%, respectively. The increase in both domestic and international passenger traffic sets the tone for the autumn and winter months. Domestic passenger traffic, with more than 940,000 travelers, recorded an increase of 14.6% compared to 2022 and a corresponding increase of 16.3% compared to 2019, with September's momentum matching that of June. September recorder an increase by 9.9% compared to 2019 for international passenger traffic, which compared to 2022 recorded a 17.2% increase. Overall, in the 9-month period of 2023, AIA passenger traffic reached 21.68 million, up by 25.7% compared to the same period in 2022, and up 8.6% compared to same period in 2019. Both domestic and international passenger traffic exceeded 2022 levels by 20.3% and 28.3% respectively, while also registering an increase compared to 2019, by 11.3% and 7.3% respectively. In terms of flights, the number of flights at AIA in the first nine months of 2023 rose to 186,174, recording an increase of 12.9% compared to same period in 2022 and 5.1% compared to same period in 2019. Both domestic and international flights rose by

7.8% and 17.4% respectively compared to 2022, and by 9.1% and 2.2%, respectively, compared to 2019, reflecting the strong demand that Greece, specifically Athens, enjoy as a destination. Regional airports In the same vein, 2023 is estimated to be a record year also for Fraport Greece, which operates 14 Greek regional airports, according to company CEO Alexander Zinell. As he outlined at a recent conference, "our estimate, for the whole year of 2023, traffic is expected to rise to 33 million passengers compared to 31.19 million passengers in 2022.” Expounding on specific details about regional airports managed by Fraport Greece, Mr Zinell noted that there are differences per destination. "For example, Thessaloniki is performing extremely well

this year, compared to recent years which saw the shutdown of several companies based in Thessaloniki, while we also encountered the loss of flights from Russia, Ukraine and Belarus," he said. Referring to the airports of Santorini and Mykonos, Mr Zinell noted that "they are lower than last year's [2022] levels. However, this does not surprise us, as they saw remarkable growth a year earlier." Finally, he addressed the issue of dealing with the effects of natural disasters, stressing that Fraport Greece was called upon to deal with tough conditions at some airports, such as in Rhodes and Skiathos, with the company's staff demonstrating the necessary reflexes. In particular, in the 9-month period of 2023, the 14 regional airports managed by Fraport Greece registered a record number of passengers, at 29.24

Santorini in 2023 was at the same levels as 2022, with traffic at 2.4 million passengers, a marginal drop of just 0.1% (-10.1% for international passengers). Mykonos airport’s performance in the 9-month period of 2023 was down, with 1.53 million passengers, at -2.4% (-6.3% for international passenger traffic) compared to same period in 2022. On the other hand, losses due to the catastrophic fires on the island of Rhodes have been more than covered, as traffic rose to 5.29 million passengers, an increase of 4% (2% for international passenger traffic), compared to the same period in 2022. On the island of Crete, the Chania airport recorded an excellent performance, with a double-digit increase at 11.1% (7.9% for international passenger traffic) compared to 2022, with 3.15 million passengers. The leading destination in the Ionian Sea, the island of Corfu, also recorded a significant increase of 8.3% (8.1% for international passenger traffic), to 3.67 million passengers. Overall, the 14 regional airports recorded an increase of 6.2% in the total passenger traffic in the 9-month period of 2023 compared to the same period in 2022, with the number of passengers rising to 23,531,696. It is a given that this year Greece is winning the tourism revenue bet for the 2023 season, as Greek tourism bodies regard it almost certain that this year the receipts of 18.2 billion euros recorded in 2019 will be exceeded.

Of the 14 regional airports ( Aktion, Chania, Corfu, Kavala, Kefallonia, Thessaloniki, Zakynthos,

Kos, Mytilini, Mykonos, Rhodes, Samos, Santorini, and Skiathos), Thessaloniki shows a total recovery with an increase, even if marginal compared to 2019, and is now on an upward trajectory, with more new connections and an increase in flight frequencies. Based on the data of the nine months of 2023, the Thessaloniki airport handled 5.46 million passengers compared to 4.55 million passengers in the same period of 2022, recording an increase of 20% in domestic traffic and an increase of 20.3% in international passenger traffic. Compared to the January-September period of 2019, a marginal increase of 0.9% was recorded. However, the two regional airports of Mykonos and Santorini islands, recorded a drop in passenger traffic compared to the record year of 2022, although with an increase compared to 2019. Especially

In particular, the Promachonas border station recorded the largest increase of 85.4% with road arrivals reaching 2.1 million, followed by the Kipi border station, which recorded an increase of 63.2%, with road arrivals amounting to 643 thousand. Receipts in the seven months of 2023 marked an increase of 20.2% compared to the same period of 2022. In the period January-July 2023, travel receipts in Greece showed an increase of 20.2% compared to the corresponding period of 2022 and amounted to 10,321 million euros. This development is due to an increase in receipts from residents of EU-27 countries by 14.7%, amounting to 5,649 million euros, as well as receipts from residents of countries outside the EU-27 by 27%, which amounted to 4,403 million euros. ►

► Crete sets new record Destinations dominated by the mass tourism model continued to attract larger numbers of foreign visitors. At the same time, South Aegean, Ionian and Halkidiki are the geographical areas where visitor arrivals were recorded until the end of October. Specifically, Crete will achieve record arrivals and revenues this year, while the curtain for this season will fall later than last year. As regards smaller island destinations in the country, local tourism bodies and operators emphasized the following:  Alonnisos recorded a very good season that continued into September, setting new records. Notably, according to data so far, the number of boats that visited the Marine Park this year (2023) rose an incredible 130% compared to a year earlier.

Greece is winning the tourism revenue bet for the 2023 season as it is considered almost certain that this year the 18.2 billion euros recorded in 2019 will be exceeded.

 Samos saw significantly higher traffic in 2023,

recording a total increase in air arrivals by 5.3% compared to 2022 until the end of August.  Ios also saw a significant increase in arrivals. The four-month period May-August 2023 recorded an increase in ferry arrivals by 7.1% compared to the same period a year earlier, an increase by 8.2% compared to the pre-pandemic levels of 2019.  Despite some tough conditions this summer, Patmos was at the center of domestic and international tourist interest. In the period June-August 2023, arrivals rose by 5.48% compared to the same period in 2022. In addition, cruise performance was also impressive, with a passenger increase by 47.49% as of the the beginning of the year, compared to 2022.  For the first time in history, the coastal ferry arrivals on Naxos island exceeded 150,000 in August, while a decade-long record was set in June, and July's performance was also upward. Overall for the summer quarter, the increase reached 5.7% compared to the same period in 2022.  September was also a positive month for Karpathos island, while interest in the island was maintained in October, too. The June-August 2023 quarter ended with a 10.24% increase in air arrivals compared to same period in 2022.  Sifnos island achieved record arrivals this year, recording its highest performance in a decade for the months of May, June, July and August, with an increase of 6.7% compared to same months in 2022

ollowing a tough three-year period of the pandemic, 2023 has so far proven to be a growth year for the cruise market in Greece, and according to estimates by industry officials, by the end of the year some 5,000 cruise ships will have set sail for the Greek islands, with more than 5.2 million passengers. The Greek cruise sector has already surpassed the levels of 2019 - the last year before the pandemic restrictions - in terms of number of ships, while it is now also quite close to outperforming passenger numbers, too. Specifically, based on data by the Hellenic Ports Association, four years ago some 3,980 cruise ships with 5.5 million passengers had called at the country’s

The total number of passengers in the same period registered an increase of 106.4% (494,164 passengers) compared to 2022 (239,416 passengers). The country’s top port in terms of cruise receipts is the Port of Piraeus, with a share of 43.7% of the total

and a 68.5% increase (222,016 passengers against 131,766 passengers) in transit passengers. The Port of Piraeus is on track to reach 2019 levels, when 622 ships with over 1 million passengers arrived. Remarkably, by the end of 2023, as many as 765 cruise ship arrivals are scheduled. Another very popular Greek port is that of Mykonos. Based on official data by the port authorities, some 770 cruise ship arrivals are planned in 2023, compared to 550 in 2019, with 787,940 passengers. In fact, the port of Mykonos has prospects of being the top Greek port in terms of passenger and ship arrivals this year, outperforming even the Port of Piraeus. Corfu is approaching its 2019 levels as this year it is expected that a total of 410 ships will call at its port, compared to four years ago when that number was 420 cruise ships with 767,673 passengers. Rhodes is recording an upward trend, expecting to welcome 426 ships in 2023, compared to 385 in 2019, with 334,191 passengers. The port of Heraklion is also on the rise, with data presented by the management of the Port Authority, upon the arrival - for the first time - of the Crystal Symphony, showing that in the first nine months of 2023, 179 ships with 274,969 passengers called at the port. than 307,000 passengers docked at the port, fueling optimism that Heraklion will exceed the levels of four years ago in 2023. In the past three years, the port of Thessaloniki has emerged as a cruise destination with excellent prospects, constantly gaining ground on the homeporting map. In 2023, a total of 69 cruise ship arrivals are planned to call at the port of Greece’s co-capital, compared to 61 in 2022 and 17 in 2021, while in 2024 some 67 cruise ship approaches are already scheduled, with the trend of arrivals, according data, expected to further rise. About half of this year's cruise ship calls at the port of Thessaloniki are homeporting.

The financial footprint The cruise market makes a significant contribution to Greece’s economy, and as the president of the Association of Cruise Ship Owners and Maritime Agencies (EEKFN) George Koumbenas has said, it has been estimated that each passenger of a cruise ship calling at a port, spends an average of 100 euros in the local economy. If a passenger is on a homeporting trip, then their spending exceeds 400 euros, an indication to the benefits of a port serving arrivals and departures. According to revised data by the Bank of Greece (BoG), in 2022, total receipts from cruise passengers rose by 145.7% compared to 2021, reaching 493.4 million euros. Compared to 2019, total receipts from cruise passengers dropped 11.2% in 2022. However, this year, receipts are expected to outperform the levels of four years ago, as estimated by cruise operators. The country’s top port in terms of cruise receipts is the port of Piraeus, with a share of 43.7% of total receipts, followed by the port of Santorini and the port of Heraklion, with 10.0% and 8.4% of total receipts, respectively. With an abundance of tourist ports, a huge coastline and thousands of islands offering endless cruise options, Greece is a top destination for boat holidays By George Georgiou ggeorgiou@naftemporiki.gr

reece is an ideal destination for pleasure boats as the country boasts an extensive coastline of 16,000 kilometers and more than 3,000 islands, with unique seas and an idyllic climate. To date, 168 tourist ports have been located and operate throughout the country, according to a survey by diaNEOsis , which, based on the planning, comprise as many as 25,712 berths. Specifically, 12 ports are part of hotels, while 72 are shelters, 22 moorings and 62 marinas. Most of the marinas (i.e. 10), are located in Attica, followed by 9 each in Western Greece and Crete, 7 in the Peloponnese, 6 in the South Aegean, 5 in the Ionian, 4 in the North Aegean and Central Macedonia, while marina infrastructure is available in Eastern Macedonia-Thrace, Epirus, Thessaly and Central Greece. At the same time, in Greece it is estimated that there are approximately 170,000 pleasure boats, of which 6,109 are professional. The commercial boat sector contributes 1.42% of GDP to the Greek economy, according to data by the Hellenic Professional Yacht Owners Association (EPEST).

Μega yacht champions Greece is every year visited by very large luxury yachts over 35 meters long, the so-called mega yachts. According to diaNEOsis, a large boat of 40-60 meters in length means spending almost 100,000 euros per week, an amount that includes charter costs, boat supplies, crew costs and passenger expenses. This is a subset of the market that is growing rapidly as there are now 8,538 mega yachts in the world, and around 350 of them are in Greece. Interestingly, Greece boasts one of the largest fleets of very large pleasure boats in the world. According to the IYC Yachts platform, a motor yacht of approximately 30-35 meters is chartered in Greece for one week on an average price of 31,500 euros to 105,000 euros. Accordingly, the charter for

a 40-60 meter motor yacht varies between 40,000 and 340,000 euros per week, while for boats over 60 meters, prices exceeding 615,000 euros per week are recorded. Tourists - tycoons Certainly, vacationing on a luxury yacht in the Greek islands is a magnet for billionaires from all over the world. As CharterWorld's Director of Charter, Nicolas Benazeth told Forbes, “Greece continues to be one of the top superyacht destinations, thanks to its hundreds of beautiful islands that offer endless yachting options, beauty, culture and a well-deserved reputation for safety and hospitality”. The most popular islands for superyachts are, according to Benazeth, Hydra, Lefkada, Folegandros, Zakynthos,

Symi, Santorini and Mykonos. Among the superyachts that visited the Greek islands this summer was Infinity, 117 meters long, owned by the American tycoon Eric Smidt, the 90m-long Phoenix 2, chartered by NBA legend Magic Johnson and owned by Polish billionaire Sebastian Kulczyk, and Australian-American media mogul Rupert Murdoch’s 67m-long Vertigo.

► Among them are six with a Greek signature. These are boats 77 to 125 meters long. The tradition is kept alive today by the Greek shipyard Golden Yachts of the Dragnis family. The list of the largest and most luxurious superyachts to hit the global yacht market in 2023 includes O'Rea, which was built in Golden Yachts. It is a 77-meterlong vessel, which can accommodate guests in eight spacious suites and was chartered for the entire summer season. Golden Yachts was founded in 1996 and builds luxury yachts either for commercial use or on behalf of third parties. A new perspective for the construction of large pleasure boats opens up through the Skaramangas Shipyards, which came under the control of the leading Greek shipowner George Prokopiou. Prokopiou has the know-how, as Olympic Marine in Lavrio, also under his ownership, has a privately owned, fully-equipped and staffed shipbuilding repair unit, which makes it the only marina in Attica that offers comprehensive boat maintenance, repair and upgrade services. The shipowner intends, based on reports, to transfer the production base of Lavrio to Skaramangas, and with the appropriate investments to boost construction capacity. As"N" has previously

Lead in Mediterranean arrivals In the top place among the main competitors in yacht approaches this summer was once more Greece, attracting tourists from all the main, but also alternative - emerging markets. According to data published by "N" with help from the shipping portal MarineTraffic, from May 1 to July 15, 2023, a total of 2,651 yachts of 24 meters and above arrived at domestic destinations. The Greek market not only saw its share rise compared to last year, but also widened the gap with competitors in the wider Mediterranean region. In second place this year was Italy, which welcomed 1,995 boats, and France rounded out the top three with 1,457 pleasure boat arrivals. Spain followed with 1,106 arrivals, Turkey with 665 and Croatia with 646 arrivals. The main customers of the Greek yacht industry remain the Americans and Europeans, but this year increased flows were also recorded from new markets, with Latin America and Australia as illustrative examples.

he Greek Shipowners Association For Passenger Ships (SEEN) is an institutional body for passenger shipping, with a substantial contribution to the cohesion, geographical continuity of the country and the EU, to maritime employment but also to the employment and development of wider productive sectors, as well to the national economy, tourism, development of island regions, and support of insularity as a whole. SEEN's mission is to develop a flexible, competitive and modern environment in passenger shipping, to attract investments that promote the country's productive forces in order to achieve a strong, efficient, competitive national asset in the European and global economic environment. Passenger shipping is the connecting link between the country and the EU, with lines between Greece and Italy, and between Greek islands and the country's mainland. We are handling approximately 18 percent of European shipping traffic, compared to a population of 2 percent of the EU's total population. Passenger shipping connects the Greece's 115 inhabited islands with the mainland on a daily basis, 89 of which are served exclusively by ferries, as there is no air connection. The intra-island connections are also served exclusively by coastal ferry boats. In the country's four island regions, only 26 islands have an airport, while the number of ports connected to mainland Greece is more than 70. The main element that highlights the sector's contribution and entrepreneurship to insularity, development, tourism, cohesion and geographical continuity is the fact that 95 percent of the traffic is served by routes without state aid or subsidies, compared to the remaining 5 percent of the traffic in 44 islands carried out through government contracts for the assignment of maritime transport services. Notably, these public contracts are the compensation for chartering ships, which

barely cover the operating costs of the coastal shipping connections of the so-called unprofitable island routes, and are not in any way state aid or subsidy to the shipping companies as incorrectly believed. The implementation of the "Fit for 55" measures, which began to be gradually implemented as of the beginning of 2023, to reduce pollution emissions by at least 55 percent (compared to 1990 levels), and ships' energy footprint by 2030, without a national strategy and support measures, will have a serious impact on our insularity, cohesion and geographical continuity in our contribution to the national economy and tourism development as a whole. The inclusion in the EU Emissions Trading System (ETS) for the purchase of ETS allowances without support measures for fleet renewal or retrofitting of existing vessels to more environmentally friendly ones will result to an increase in vessels' operating costs. It should be noted that the average age of coastal ships in 2030 will be 36 years, while there will be 15 ships over 50 years old. This additional expense alone, without taking into account other essential factors that affect coastal shipping such as the seasonality of traffic but with stable coastal connections in the winter season, energy costs, geopolitical tensions, etc., without support mechanisms, is estimated to lead in a disruption of the coastal transport network and harm insularity, as well as on the sustainable mobility of island regions, on cohesion and geographical continuity, and on the development tourism with wider effects on the economy. of existing ships into more environmentally-friendly ones are a challenge. It should be pointed out that to date there is no investment or state financial facility to support the financing and construction of new, green ships or for the purchase of more environmentally-friendly ships of an age of less than 20 years. Coastal vessels that can currently operate in most of the Aegean islands must meet certain specifications in terms of size and capacity, as well as traction capabilities. Shipyards have stopped building small- and medium-sized ships as only larger ships, of 200 meters in length, are being built. Consequently, the renewal of the coastal shipping vessel fleet sailing to the Aegean islands should be done mainly with larger, newly built ships. The renewal of the Greek shipping fleet is estimated to require investments of more than 3.0 billion euros to replace existing ships over 25 years old. Investments for the technological upgrade of ships less than 20 years old serving coastal shipping lines are estimated to cost more that 200 million euros. Assessing and evaluating the data on the coastal transport network, we believe that the coordination of the Minister of Maritime Affairs and Island Policy (YNANP) with other ministries is required to draw up a long-term National Strategy for the renewal of the fleet and coastal shipping's green transition. Our sector expects support that is proportionate to its size, capacity and position it holds in the global and EU space and its contribution to insularity, tourism and the economy, and in this direction the YNANP and SEEN are already speeding action to catch up with developments. To maintain adequate, regular and reliable maritime transport, passenger shipping also expects the implementation of relevant direct policies by the State to ensure the required level of support for our national economy, tourism, cohesion and insularity.

COASTAL SHIPPING LOOKING TO GREEN TRANSITION In the summer of 2023, 150 coastal ships served 115 islands of the country daily By Paris Tsirigotis ptsirigotis@naftemporiki.gr

reece operates one of the largest coastal ferry networks in Europe that daily serves the islands, tourism and international trade. According to the association of coastal shipping companies, up to 95 percent of the country's shipping traffic is served by free commercial ship routing, without any form of government aid or subsidy, compared to the remaining 5 percent that is served through public service contracts. In the summer of 2023, at least 150 coastal vessels served the country's 115 islands daily, either con-

necting them to the mainland or making connections between them. The passenger transport project in 2022 saw an increase of 36 percent compared to a year earlier, having transported 17.5 million passengers, while vehicle traffic rose 12 percent, to 3.7 million vehicles. Two of the largest shipping groups in the European market are active in the domestic coastal shipping, Attica and Minoan Lines. According to the magazine Shippax Market 2023, Grimaldi Lines occupies the first place among the 10 largest

shipping groups managing conventional passenger/ ferry ships worldwide, both in terms of fleet size (gross ton size) and vehicle capacity. Attica Group ranks 4th and 5th, respectively, proving the size of the Greek shipping market. The goals set by the Ministry of Maritime Affairs and Insular Policy for the coming period is to map out a plan for the renewal of the coastal shipping fleet towards the green transition in view of the new international regulations of the IMO for a zero carbon footprint in 2050.


Notably, the new Minister of Maritime Affairs, Christos Stylianidis, is highly experienced in the management of European issues as he has been European Commissioner for Humanitarian Aid and Crisis Management from 2014 to 2019, while he was also selected as the EU Coordinator for ebola virus disease (EVD) by the European Council. Green transition As the subject of the coastal shipping sector's green transition is on the agenda of the Hellenic Chamber of Shipping, the body, in collaboration with institutional shipping partners, has started and is implementing a study, within the framework of the Recovery and Resiliency Facility (RRF), aimed at the creation of a large green fund for the renewal of the coastal shipping industry fleet. The implementation of a pilot application of financing the small green unprofitable lines of coastal shipping is also expected in cooperation with the European Commission. The financial tool "Nearchos", already implemented in this field, enables long-term contracts in coastal shipping, with the aim of allowing shipping companies to build new green ships. Shipping market officials also point out that in view of the new implementation of the ETS emissions trading system as of 2024 on the Patras-Italy and Crete international coastal shipping lines, this is something that will lead to an increase in the operating costs of ships.

The ETS emissions trading system is what every shipping company will have to buy for every tonne of fuel that uses the market value of the carbon dioxide it emits, while the implementation of the FuelEU Maritime regulation forces shipping vessels to consume low sulfur fuel, which is, however, more expensive than common fuel oil. Increase in operating costs It should be noted that based on a relevant study by the Foundation for Economic & Industrial Research (IOBE), the implementation of the climate policies proposed by the European Commis-

For Greece, with regard to the FuelEU Maritime regulation, an exemption has been granted until December 31, 2029 to coastal shipping

However, ships operating on the Patras-Italy routes and on islands with more than 200,000 inhabitants as of 2024 will have to apply the two EU regulations concerning the ETS emissions trading system and FuelEU Maritime. Research In view of the new environmental regulations, the Association of Passenger Shipping Companies (SEEN) in the context of its purposes and actions to promote research, technological and/or development programs and projects for Passenger Shipping, continues to finance with its own resources the development of research projects through assignment of contracts to the country's Higher Education Institutions and research centers. In particular, it signed a three-year cooperation framework with the Technical University of Athens (Maritime Transport Laboratory/School of Naval Mechanical Engineering) with the aim of the optimal development and operational structure of integrated onshore power supply systems (OPS) on passenger vessels in ports of Greece and abroad in which the members of the association are active. The Marine Chamber of Greece has a similar activity and acts as an advisor to the Ministry of Maritime Affairs. The two parties are investing hundreds of thousands of euros in the research and development of the coastal shipping industry by researching alternative fuel sources

reece’s fine 2023 summer season is seen as a signal to European tour operators to further boost their travel plans for next year, as shown by data by the Civil Aviation Authority (CAA) of the United Kingdom, Greece’s largest travel market which also sets the mark for other European markets. Airlines and tours operators are already adding seats, itineraries and new destinations to their travel schedules for 2024 with the aim of meeting the growing demand for Greece. The heads of three of the UK’s biggest tour operators, Jet2, TUI UK and easyJet, do not believe that destinations affected by extreme weather this summer, such as Greece, will suffer a long-term drop in demand. In a characteristic example, representatives of the British tourism market expressed the belief that Greece will be among the countries with the most bookings in 2024. “In press reports following the summer fires on Rhodes Island there was a narrative that there would be a mass movement of tourists to Northern Europe, which is absolute nonsense,” easyJet holidays CEO Garry Wilson remarked. British Airlines’ Jet2 CEO Steve Heapy said, “I don't doubt that the climate is changing, but we have to be careful of all this hysteria about events that happen all the time." Tui UK and Ireland chief executive Andrew Flintham estimates that it is rare to see a sustained drop in demand for destinations affected by unusual weather conditions. On the contrary, many travel agencies and airlines have announced that

their schedules and services to Greece would start even earlier and continue to operate until November. TUI UK is adding as many as 250,000 seats to its summer 2024 schedule for Greece, while also adding more mainland destinations. Jet2 has announced Lesvos Island on its list of destinations for 2024, as well as Kalamata from Bristol Airport. It also increases its flight activity to Crete, Rhodes, Kos, Corfu and Zakynthos islands. In addition, the airline has included Athens in its Winter 24/25 City Break program. In addition, easyJet will serve Corfu from Belfast, and Skiathos from Gatwick, Bristol and Manchester airports. Discover Airlines, a Lufthansa airline formerly known as Eurowings Discover, has added Kalamata and Kefalonia to its extensive schedule from Munich in 2024.

Transavia is strengthening its connections to Thessaloniki in 2024 from Brussels Airport, also adding Heraklion and Zakynthos. New packages At the same time, travel operators are boosting their programs with new destinations and packages. For example, the organization Der Touristik Nordic/Apollo, which specializes in outbound travel in the Nordic countries, will offer more than half a million seats to Greece in 2024. Southern destinations Notably, tourist numbers are spread out over periods of time that until now were off-season. The southernmost and warmer destinations of Rhodes and Crete are in 2023 retaining their tourist flows until November, while next year they are expected to open the season earlier. After all, there is an increasing number of reports presenting Greek islands as ideal destinations for winter holidays. For example, the American website Traveloffpath includes Crete in its recommendations of the five hottest European holiday destinations this winter. "Although swimming in winter is extremely unlikely, the many days of sunshine will make you happy and ready to explore the island and, of course, enjoy its amazing cuisine," the website reports. In conclusion, the climate crisis can indeed benefit tourism, as can be seen from the response by Greece's tourism markets so far.

e, hoteliers, know how to swim in the deep end. We have proven that we can set the bar high and outperform ourselves. Even in the tough conditions of recent years, Greek hotels continued to be at the forefront of development. They dared and they took risks, they invested in their modernization and upgrading, and kept employment high. The contribution of hotels to Greek society and the country's economy is measurable and irreplaceable, and this makes us truly proud of our industry. With such experience we have gained and the legacy of the successes we have achieved, we look forward. We highlight as an absolute necessity to boost the adaptability of Greek tourism to the realities and trends of each occasion, as challenges are now the new normal in a world of constant uncertainty. When the entire planet continues to be in the zone of unpredictability, what really counts is to emphasize not the pursuit of some quantitative goals, but the qualitative parameters that allow us to be optimistic about the future of sustainable hospitality. The climate and energy crisis require solutions marked by sustainability and sustainable management of natural resources. The 4th Industrial Revolution with the enormous changes it brings, imposes the one-way of digital transformation. Just as the global problem of attracting human resources is also looking for an immediate solution. European issues can only have common European solutions. It is obvious that the future of European tourism passes through Brussels, since that is where the public policies and financial tools for the solutions that must be given are formed. Obviously, "all for all" does not apply. Diversification and thematic enrichment in modern terms are the features that will provide the qualitative dynamics that Greek tourism needs in order to be sustainable and to continue delivering high added value throughout Greece. Magical solutions do not exist and tourism is a vital size for the economy. It takes planning, preparedness, monitoring, innovation in thought and practice, and adaptability to changing trends and needs. Above all, institutional cooperation is needed at the European, national and local levels. In order to win the bet of sustainable tourism, many agencies and bodies must unite forces. The State, Local Government, the market and the civil society, have a role to play so that, based on clear choices, we can achieve tangible and measurable results for everyone.

Greece's two major urban centers of Athens and Thessaloniki seem almost certain to extend their tourism season over wintertime By Fanis Zois fzois@naftemporiki.gr

he lengthening of Greece's tourism season, primarily in the country's two major urban centers of Athens and Thessaloniki, aspiring to welcome visitors also in the wintertime, is the source of tourism market expectations for setting fresh records. Notably, airline bookings for November and December 2023 are up in Athens by 10 percent and 20 percent, respectively, compared to the same months in 2022, and up more than 10 percent compared to 2019, a record year for tourism in the Greek capital, while the increase is similar also in Thessaloniki. Athens and the beaches of Attica have seen large numbers of tourists in 2023, and it seems that the trend will continue in winter. A major role in transforming Athens into a destination in itself was played by the promotional activities of the Athens International Airport (AIA), in combination with access to beaches with quality infrastructure, a higher number of hotels in recent years, an increase in housing available for short-term rental and, in general, the quality of life. Similarly, Fraport Greece, which manages Thessaloniki's "Macedonia" airport, helped in boosting international arrivals, which up to August had increased by 21.1 percent compared to same period in 2022. In any case, Athens was the top preference of foreign visitors this year, with international arrivals in October rising by 9 percent compared to the same month in 2019, which recorded the highest historical performance so far. In fact, the picture is expected to improve further, as the airlines' seat availability planning to Athens for November and December shows an increase of 10 percent and 20 percent, respectively, compared to 2022 and more than 10 percent compared to 2019. Athens remains competitive compared to other Mediterranean capitals such as Rome, with overnight costs remaining lower despite an average 30 percent increase compared to 2019 and a 100 percent-plus rise in five-star hotels. Besides Athens, international air arrivals in Thessaloniki also registered a significant gain.

Athens remains competitive compared to other Mediterranean capitals such as Rome, with overnight costs remaining lower despite an average 30 percent increase compared to 2019

The Athens airport's passenger traffic during September 2023 rose to 3 million visitors, up 16.3 percent compared to 2022 levels, but also up 11.8 percent compared to the pre-pandemic year of 2019. Both domestic and international passenger traffic exceeded 2022 levels by 14.6 percent and 17.2 percent, respectively. Compared to 2019, both domestic and international passenger traffic rose 16.3 percent and 9.9 percent, respectively. At "Macedonia" airport in Thessaloniki, international arrivals in September rose 15.6 percent. The total number of international and domestic passenger arrivals and departures in the country's airports in January-August 2023 rose to 50.152 million compared to 43.788 million in the corresponding period of 2022 and 44.895 million in 2019, recording an increase in passenger traffic by 14.5 percent compared to 2022 and by 11.7 percent compared to 2019. Soaring Airbnb A typical example of higher demand is the fact that the properties registered on short-term rental platforms, especially Airbnb, saw demand rise by leaps and bounds in several areas of Attica, the Municipality of Athens and even more in Athens' so-called "commercial triangle". Based on the data, the growth rates in the number of registered properties on short-term rental platforms between September 2022 and September 2023 were very large, with an average increase of 19 percent, while the top-10 increases are recorded in the following Athens neighborhoods and suburbs: Maroussi 42.22 percent, Kallithea 37.65 percent, Zografou 35.87 percent, Piraeus 32.53 percent, Paleo Faliro 28.97 percent, Alimos 28.82 percent, Vouliagmeni 23.78 percent, and Glyfada 21.01 percent. With regard to Athens' inner suburbs, the top 10 includes: Pagrati 40 percent, Kolonaki 31 percent, Neos Kosmos 29 percent, Koukaki-Makryianni 28 percent, Ampelokipoi 23 percent, Thisio 21 percent, Exarchia-Neapoli-Museum 20 percent, Kerameikos 16 percent, commercial triangle - Plaka 9 percent. In fact, this upward trend is spreading out throughout the country. Indicatively, demand for short-term rental rose in the following municipalities: Thessaloniki 28.88 percent, Patras 26.26 percent, Heraklion 24.69 percent, Kalamata 10.22 percent, and Chania 10.03 percent. Finally, the sharing economy turnover, which from June 2018 to May 2019 was 1.15 billion euros, skyrocketed to 3.3 billion euros in 2022. Taxes to be paid to the state by short-term rental platforms in 2023 are expected be in excess of 600 million euros

hessaloniki is being redefined, and in the coming years, with the major projects being implemented, the city's image will change and all the advantages that make it attractive, competitive, and modern will be further highlighted. All of us involved in tourism have a common concern: the country's good image, the promotion of Thessaloniki and through this, our country's promotion as a whole. Supporting Thessaloniki's tourism and development is a complex puzzle as is the character of the city. The cultural assets the city possesses, the monuments included in the UNESCO cultural heritage list, its culinary excellence, its pivotal position on the map, its proximity to areas of incredible natural beauty that combine sea and mountains, its religious background and the vitality of its people, are all elements not easily found as concentrated in a single destination. Thessaloniki is the ideal destination in the new global tourism culture. It is with this best primary material that the Thessaloniki Tourism Organization (TTO) designs and implements its promotion strategy. It looks like we're on a...good track. This year the Thessaloniki Tourism Organization came back home from the winners night of the Tourism Awards 2023 with one Platinum, three Gold and two Bronze awards. We won the Platinum award for managing and enhancing the image of the destination. The three golds were for the promotion of Thessaloniki's gastronomy, the production of "Tourist in my city" in collaboration with Eutychis Bletsas, and the city's strong, comprehensive social media presence. The two bronze awards were given for TTO's UK market approach strategy and

the Fam & Press event Trips. Every year the bar is raised. Our response to our collaborations with the foreign offices of the EOT in Italy, Germany, Austria, the Netherlands, Serbia, Spain, and USA was immediate and effective. In actively supporting the cruise sector, we decorated the Port of Thessaloniki's 2nd passenger terminal, where we welcome all cruise ships, offering useful information material. Our aim has been to boost promotion in specific markets. In July, we took Thessaloniki to the heart of London, in Leicester Square, through the major campaign we prepared alongside National Geographic Traveller Food Festival. The Israeli market was in our priorities. The presence of Israeli visitors in the city was felt. After many years, Hebrew was heard again in the streets of Thessaloniki. Our participation in Tel Aviv's expo International Mediterranean Tourism Market (IMTM), the organization of the press trip with Sun d'or and the actions we implemented were all fruitful. Israelis were the first foreign nationality in the city in three years. Unfortunately, all plans and expectations were reversed as a result of the current Israel-Hamas conflict in the Middle East. But at this moment it is unholy to talk about a blow to tourism when so many thousands of people are loosing their life. Let's pray for our fellow human beings and for an end of this madness. "Madre de Israel" will welcome them again. Thessaloniki is also the largest student

town in the Balkans. More than 100,000 students are getting about the center and its neighborhoods. This new blood that flows in the city veins, gives it vitality, and creates artistic currents and trends. We support actions related to special forms of tourism such as Sports Tourism, Festival Tourism and Conference Tourism. In the context of strengthening the profile of Thessaloniki as a gastronomic destination through its distinction as a member of the UNESCO Creative Cities Network in gastronomy, we support actions to further promote the multicultural culinary identity and the specialization that a destination has in traditional and modern cuisine. We keep saying that tourism is the strong pillar of the Greek economy. But it's not just that. Tourism is the mainstay, the support of social cohesion in the Greek periphery. The Thessaloniki Tourism Organization has made huge strides in recent years in promoting the destination. As President of the Organization, I always seek the maximum possible synergies. Tourism is changing globally and the people of Thessaloniki know how to see the needs of the market. It is in our multicultural DNA to recognize what the world is asking for. reece may be famous around the world for its enchanting islands, but the country is basically a mountainous place, with unique natural and cultural wealth from one end to the other of its highland backbone. After all, who doesn't know Mt Olympus, Greece’s highest mountain with an altitude of 2,918 meters and the most internationally famous mountain since ancient times as the home of Greece’s twelve ancient gods? Or Meteora, in the region of Thessaly, with its huge eerie and highly impressive Paleolithic rocks and Byzantine monasteries on their steep peaks, which take your breath away? Or Mount Idi on the island of Crete, better known in modern Greece as Psiloritis, one of the highest mountains in the country with five peaks above 2,000 meters, in a cave of which, according to Greek mythology, Zeus’ mother, Rhea, had hidden her son - god of heaven and lightning, to save him from his father, the titan Saturn, who was eating his children to save himself from being overthrown! The country’s largest mountain range is Pindos, which dominates almost all of western Greece and is essentially a continuation of the Illyrian and Dalmatian mountain ranges, extending from the Koritsa plateau in southeastern Albania to the Corinthian Gulf, in a direction from the northwest to the southeast, with a length reaching 230 kilometers and a maximum width of

70 kilometers. The mountains of southernmost Greece, such as Mt Vardousia, Mt Giona, Mt Parnassos and Mt Oiti, are also considered part of the wider Pindos mountain range, while its highest peak is in Smolikas and has an altitude of 2,637 meters, also featuring two of the most impressive gorges in Europe, Vikos and Aoos, as well as the renowned mountain valley of Valia Kalda, areas that have all been declared national parks and make up the national park of Northern Pindos. Unique routes Although it has also been designated as a National Park for nearly a century, Mt Olympus is one of the most popular mountain tourism destinations in the country, boasting an extensive network of hiking and trekking routes and trails, the total length of which exceeds 160km. At the same time, there are five running routes of varying distances ranging from 22km to 100km, including the classic Olympus Marathon, but there are also fascinating cycling routes. The Olympus National Park also features a total of eight shelters that serve the needs of visitors, walkers, hikers, climbers and mountaineers. In addition, at key points of the main routes to the top of Mt Olympus, there are six other emergency shelters. At the same time, the European long-distance trail E4, which is under the

supervision of the European Mountaineering Association and crosses many European countries, also passes through the National Forest of Mt Olympus, from the city of Litochoro and the Enipeas gorge, ending at the Enipeas waterfalls. According to a 2015 survey, Mt Olympus is annually visited by approximately 150 to 200 thousand climbers, making it the most popular mountain destination in the Balkans, while according to a recent survey by the Greek Ministry of Tourism on mountain tourism, tourists’

However, the area’s carrying capacity (i.e., the maximum number of visitors in an area without negatively affecting the area’s environment, but also the experience of visitors and the local population), remains crucial even in the case of moderate tourism development. The selection of the mix is largely the responsibility of the governing bodies;  The formation of packages that satisfy different visitor profiles, both in terms of cost and services offered;  Ensuring the provision of high quality services through the creation of certifications - special signs for businesses active in the field of agritourism and rural tourism. In addition, the acquisition of recognized signs, especially at European or international levels, is considered to increase the chances of successful promotion of agritourism packages by travel agents;  Ensuring the use of traditional products in the preparation of dishes in restaurants and accommo-

dation, but also the development of their promotion channels. Diversification trends As pointed out in the same research, in recent years there has been an international tendency to diversify the tourist product provided by ski resorts, with the aim of extending their tourism season during the summer months. In sunny Greece, and given the climate change which has already brought about a reduction in the snowfall season in recent years, such efforts have already begun and this trend is one of the main proposals/suggestions by the Mountain Hotels Group of the Panhellenic Hotelier Federation to government bodies and authorities. What is certain is that the mountainous regions of Greece have wonderful landscapes and unique traditional villages and settlements (for example, the region of Epirus alone has 82 traditional villages), but also a unique feature: despite its strongly mountainous character, no village in Greece is situated at a distance of more than 137 kilometers away from the sea, allowing visitors to combine the sea and the mountain. A typical example is Mani, in the Peloponnese, which is just as charming in its mountainous part as it is in its coastal areas

arking an end to the biggest crisis experienced by the tourism sector, the year 2023 has so far been accompanied by several new challenges. Among them, issues of cost, management and operation of destinations and infrastructure, energy, human resources development and climate change, all of which bear an effect on Greek tourism, which, internationally, require specific policies to be dealt with. Tourism in Greece, according to the most recent data published by SETE's Institute (INSETE), continues to grow trouble-free. In the period January-August 2023, as many as 17.4 million international air arrivals were recorded in the country's airports, while receipts reached 10,32 billion euros by July 2023. Many factors contributed to this positive trend. Greece is now an established popular tourism destination, ranked in 5th place in the list of global tourism brands, enjoying the appreciation and preference of travelers worldwide. This is partly due to the country's effective management of the COVID -19 pandemic. In addition, the private sector has invested significantly in tourism infrastructure and services, including hotels, restaurants, transportation and attractions, creating an all-embracing tourism destination for visitors. In spite of all this success, however, there are still some challenges that need to be addressed. Climate change, geopolitical developments and new trends in consumer behavior are factors that affect tourist traffic. In addition, the increase in the cost of energy and the operating costs of businesses in general, affects tourism in various ways depending, for instance on the destination and other factors, and is of course also related to the quality-price ratio.

The private sector has invested heavily in tourism infrastructure and services, including hotels, restaurants, transport and attractions, creating a all-embracing tourism destination for visitors.

To ensure sustainable development, cooperation between the public and private sectors is a must. The rational management of tourist destinations and protection of the environment are becoming priorities, as climate change affects travelers' preferences. Priorities are now changing, with tourism businesses being in a phase of transformation and requirements of modern realities now in need of a change in the tourism development model in terms of sustainability. Tourism in Greece, according to the most recent data published by SETE's Institute (INSETE), continues to grow trouble-free.

The vote of confidence from travelers in 2023 boosted traffic and revenue in Halkidiki, Thassos, Pieria, Kavala and Thessaloniki, but high operating costs were a thorn for hoteliers

orthern Greece’s most popular resorts recorded an increase in both tourism traffic and revenue in 2023, however, with inflation and increased operating costs eroding profits, as pointed out by the hotel industry. Halkidiki performance Northern Greece’s tourism flagship of Halkidiki this year saw an increase in both tourist numbers and income, and also enjoyed an extension of the tourism season. "Tourism performance has been similar to that of [record year] 2019. We are happy with the income but unhappy with the costs (energy, salaries, raw materials)", says the First Vice President of the Halkidiki Hotels Association, Ioannis Laspas. Regarding tourist traffic, it is estimated that this year it was higher by 5% to 10% compared to 2019, and by approx. by 30% compared to 2022, with the top nationality in arrivals being the Germans, followed by the British. In fact, as Mr. Laspas notes, the opening of the British market is expected earlier in 2024, that is as of April until the beginning of November, while a program from Easy Holidays is also expected to boost tourism numbers. Notably, there are already reservations from the UK for 2025. Good traffic numbers are being recorded this year in terms of air arrivals at Thessaloniki from the Netherlands, Denmark, France and Poland, while road tourism from the Balkans, specifically Romania, Bulgaria, Serbia and North Macedonia, also performed very well.

Mr. Laspas expresses the hope that order will soon be brought to the market, to check unfair competition by short-term leases by enforcing a recent draft law on the issue. Thassos sees tourism growth The island of Thassos is also experiencing an increase in tourist traffic and a longer season this year, although with an overconcentration of tourists in the two months of July-August. Arrivals, according to the president of the island's hoteliers, Paris Paraschoudis, were up this year by 3% to 4% compared to 2019, and by 7% to 8% compared to 2022. In June, road tourism did not record good numbers, but on the contrary September was very good, he said. Romanians, Serbs, Bulgarians, Hungarians and Turks visited Thassos by road this year - the latter even came back this year following several years of

the island, as did Latvians for the first time. On the contrary, domestic tourism was not particularly noticeable on the island, with Greeks visiting the island mainly in August, around the 15th of August. Tourist traffic in Thessaloniki recorded an increase from the Easter period onwards, with traffic at the Macedonia airport, according to operator Fraport Greece, showing an increase of 1% this year, compared to the milestone year 2019, even though during the summer months most of these arrivals had as their final destination the beaches of Halkidiki and Pieria or short-term rental accommodation. he Region of Central Macedonia (RCM) plays a leading role in the tourism development of mainland Greece, with an enviable performance and a constant orientation towards achieving a twelve-month tourism season. Notably, the regional authority’s data show that in the first half of 2023, the region of Central Macedonia recorded a 24% increase in tourism revenue and a 23% increase in tourist arrivals by air, compared to the same period in 2022. Central Macedonia was also the country’s first region to create a Film Office, succeeding in putting the region on the world map of film productions. The fruits of this work and collaborations, as pointed out by the recently re-elected Regional Governor of Central Macedonia, Apostolos Tzitzikostas , are already bringing fantastic results, as the 80 film productions that have come to the region and are shot with the support of the RCM’s Film Office have benefited the region, generating revenues of 145 million euros, as well as 130,000 overnight stays in the city's hotels and 4,000 jobs. At the same time, the RCM subsidizes 152

investment projects by tourism businesses trough EU and national funds, while also creating the first in Greece -together with INSETE and the Bank of Greece- Observatory of Economic Dimensions of Tourism, an open database for professionals and investors. At the the initiative of PKM, the brand name of Central Macedonia, "Do Something Great", was created to showcase the region in more than 30 tourism exhibitions and fairs around the world, highlighting all alternative forms of tourism, from religious and historical tourism, to city-break, culinary and of course yachting and cruise tourism. In fact, recently, the region’s powerful brand name "Macedonian Cuisine" was named among the top three cuisines in the world cooking cup. ourmet" trips are a hidden asset for tourism development in Greece, which must be exploited as the country has all the characteristics to become a strong player in the field of culinary tourism. It is a tourism trend that is gaining momentum internationally as it is a different way of being introduced to the culture and heritage of a region, making the travel experience unforgettable in a completely unique and personal way. The global culinary tourism market reached the level of $1.1 trillion in 2019 and is expected to hit $1.3 trillion in 2025. The industry is on a growth trajectory worldwide and the promotion of Greece's culinary identity is emerging as a powerful tool that can lead to even higher performance for the domestic tourism industry. It includes any tourism experience in which a


person learns about, appreciates, consumes or dares to enjoy food and drink that reflects the local cuisine, heritage or culture of a location. Leading role A recent conference co-organized by the World Tourism Organization (UNWTO) with the Basque Culinary Center, focused on the strong link between product, gastronomy and tourism. As UNWTO Secretary General Zurab Pololikashvili pointed out while opening the forum, “Culinary tourism can play a leading role in promoting responsible agricultural practices, protecting biodiversity and reducing the environmental footprint. It can also create new opportunities for communities to develop and protect their heritage and traditions and become a driver of growth and diversification for destinations, supporting the roadmap for achieving the Sustainable Development Goals."

The profile of gastro-tourists according to two surveys carried out by SETE concerns: firstly, age groups between 30-50 years, and secondly 51►

► 64 years, professionally established with a higher disposable income than the average tourist, as well as a higher education level than the average tourist. They are adventurous and experienced travelers who are interested in the culture of the destination while spending a large part of their travel budget on culinary activities. The main countries of origin for gastro-tourists are the USA, France, Italy, Germany, Spain, the Netherlands and Britain. A careful reader will notice that the above countries also include the main markets of Greek tourism. This means that visitors from these countries have "bought" the Greek product, primarily the so-called "sun and sea". By including gastronomy in the Greek tourism portfolio as a new or enriched product, we could more easily penetrate already established markets instead of new ones. Unexplored wealth Greece enjoys a great competitive advantage that lies in its "kitchen", as it has an undiscovered culinary wealth with a wide variety of recipes, but also products in every corner of the mainland and on every island. For example, there are dozens of local cheeses produced throughout Greece, while the country is

At the same time, the domestic cuisine, in addition to the ingredients of the Mediterranean diet, also has hidden "secret" flavors such as mastic or sheep's yogurt that may be common dietary choices for Greek consumers, but seem seem exotic and strange to many foreign visitors. At the same time, the domestic geographical diversity emerges as an integral element of enjoyment as it offers visitors another strong aftertaste: the Greek landscape can combine thrilling historical monuments and magical sea or mountain destinations composing a special atmosphere during the culinary experience. should two major weaknesses had been addressed: the quality problems across the entire spectrum of culinary service provision, and the absence of effective promotion of the country’s culinary wealth. From time to time, there have been some notable individual initiatives and efforts in this area. However, to date, the course of gastronomy in the context of the offered tourism product has shown an inability to exploit its real advantages. This results in a fragmented tourism product in terms of the Greek culinary offer, since there is no targeted planning. Due to these weaknesses, Greece lags behind other Mediterranean countries, such as Italy and Spain, both in relation to the dissemination of Greek cuisine abroad and the quality of cuisine offered to the country's visitors. Culinary identity According to the SETE study "Gastronomy in the Marketing of Greek Tourism", gastronomy should be integrated as a separate product in the Greek tourism

portfolio. Then, the promotion of gastronomy should be based on a marketing plan that has three stages: the formation of a culinary portfolio, the development of a culinary brand, and its promotion through the appropriate communication agenda. Furthermore, as the SETE study states, should Greece systematically approach the connection between gastronomy and tourism and integrates it into an overall marketing plan, then Greek tourism will certainly gain a clear comparative advantage, with the country also gaining an additional major source of revenue. Notably, at European level, destinations that stand out in culinary tourism are mainly France, Italy and Spain, having demonstrated a successful culinary identity. Italy and France have stood out for offering complete culinary experiences through trattories and osteries (Italy) and bistros and brasseries (France). As far as French gastronomy is concerned, UNESCO decided for the first time to include food, specifically the creations of French cuisine, in the list of the intangible cultural heritage of humanity (UNESCO, 2010)

H

ealth tourism is regarded as a strong link in the chain of support to Greece’s economy. It is one of the fastest growing industries combining medicine and wellness therapy with vacations. Greece's tourism product remains, to a large extent, one-dimensional and is still plagued by strong seasonality. The organized approach to new markets and the enrichment of services could be a remedy to this problem. This, however, requires unified planning, flexibility and preparation at a collective level. The World Tourism Organization predicts that tourism in emerging economies will reach 57 percent of the global market by 2030, compared to 47 percent in 2010. The extension of the tourism season is based on the development of special thematic forms of tourism, such as medical tourism which is increasingly gaining significant shares of travelers. In Greece, the development of health tourism is an important challenge as the country country has comparative advantages to strengthen its position in the global market, since it has a wide range of public and private structures, as well as an abundance of specialized scientific personnel. However, a clear national strategy framework in needed in order to shape the competitive profile and international visibility of medical tourism service packages, and to strengthen and develop health tourism for the benefit of local communities as well. Greece’s advantages The country’s climate, its cultural heritage, the Mediterranean diet, its excellent scientific human resources and personal communication, its fully equipped private clinics, the capacity of direct interconnection with most states of the world, the affordable prices and the security of the state are some of the very

positive assets of Greece on the world tourist map. In addition, the large number of specialized scientific staff enables the country to offer many medical treatments. Even though all kinds of treatments may be available, statistics show that interest is focused mainly on the following treatments:  Preventive examinations/diagnostic tests  Dental and plastic surgery  Wellness treatments  Phototherapy  IVF  Plastic surgery  Cardiology  Neurosurgery  Orthopedic surgery  Climate therapy (people suffering from asthma and seasonal affective disorder). The statistics Dr. Dimitris Batakis, of the Technical University of Crete, (Financial Engineering Laboratory M.Sc. LSE International Health Policy , M.Sc. Health Economics and Management), explains that Greece currently accounts for a mere 3 percent of global medical tourism, while Turkey, Poland and the Czech Republic account for 13 percent and Belgium for 8 percent. It is estimated that Greece could draw at least 100,000 patient travelers every year for the next five years, generating more than 400 million euros in revenue annually. The figures are interesting, especially for a country like Greece that looks to tourism: contribution of tourism to the country’s GDP is expected to exceed 43 billion euros in 2023. But Greece has another advantage that has to do with the cost of providing such services. Estimates show that healthcare costs in Greece are 60 percent - 90 percent lower

and waiting lists are shorter compared to similar services in the UK, Canada or the United States. For example, an IVF in Greece costs around 3,000-5,000 euros, while in the US and Canada it costs around 20,000 euros, and in England 8,000 euros. However, based on the study of the Medical Tourism Magazine and the Medical Tourism Index 2020-2021, Greece ranks 34th among 46 countries and 9th in Europe as a medical tourism destination. Advertising and promotion To promote medical tourism in Greece, as Mr. Batakis puts it, there are various means and initiatives that can be adopted. First, it is vital to create a national strategy for the promotion of medical tourism, in collaboration with the Greek Health Tourism Council (ELITOUR), the Greek National Tourism

Organisation (EOT), and the Ministries of Tourism and Health. Second, medical tourism should be integrated into EOT’s tourism campaign, according to the directions of the marketing strategy, and distinctive medical tourism elements should be developed on the official EOT websites, such as visitgreece.gr. In addition, it is important that local EOT offices, embassies, and international networks of business and socio-economic organizations are interconnected. Additionally, promotion through print materials such as in-flight magazines can be an effective tool.

Finally, the creation of informative material, such as electronic and printed "Guides of Medical Tourism Destinations", which provide information on health care, medical centers, hospitals, rehabilitation centers and clinics, can help highlight the potential of medical tourism in Greece. Weaknesses A future strategic plan for Greek medical tourism that has to deal with vital financial deficiencies, such as the fact that many Greek hospitals are not certified, the absence of an agreement with foreign insurance funds, the fact that private insurance companies are not billed for the services provided in public hospitals, and the non-issuance of a visa by Greece. The main source behind these inadequacies lies in the malaise of the Greek state, as well as the lack of an

appropriate legislative framework and the lack of a coherent national policy on the matter, together with the state's indifference to medical tourism as a drive for economic development. Regarding the role of the state, there is much that still needs to be done. First of all, medical associations must be enhanced to promote medical tourism. However, there are more potential initiatives that can be taken, such as informing embassies, organizing international conferences, establishing communication channels, facilitating the passport and visa process,

and giving incentives to airlines and travel companies to participate in the medical tourism sector. In addition, it is critical to secure the necessary certifications. Finally, for the successful implementation of medical tourism in Greece, it is necessary to take some essential measures. It may be proposed to create a Deputy Ministry of Medical Tourism or a special Chamber of Medical Tourism Businesses, which will undertake the comprehensive support of efforts in this field. Greece’s strong assets The exchange of know-how and broad synergies for the development of health and wellness tourism have emerged in recent years and are constantly expanding. Recent collaborations which boost Greece’s prospects for a greater opening of medical tourism include the following: cooperation between the Medical Group of Athens and Egypt’s Ministry of Health, as well as between Biomedicine also with the Ministry of Health of Egypt; the interconnection of university and hospital institutions in Greece and China; the expansion of the development prospects of Greece with officials from the field of tourism and health in Brazil; synergies between international bodies including the International Health Tourism Center and the World Institute of Greek Doctors for the networking and integration of existing and new clusters with the aim of having a central coordination for the country’s promotion; an initiative by the International Health Tourism Center of Greece (IHTC) with the Hellenic Medical Society of the United Kingdom (ΗΜS UK) for the exchange of patients between Greece and Great Britain; an agreement of cooperation between the Medical Association of Athens and the Greek Community of Montreal; and, contacts with the Greeks in America and Australia

following Americans who spend 1,102 euros each, are the Swiss with 880 euros, Germans with 748 euros, Austrians with 741 euros and the French with 727 euros. According to the Hellenic Confederation of Commerce & Entrepreneurship (ESEE), the top commercial products preferred by tourists in Greece are souvenirs (24.3%) and local traditional products (19.2%), with the main reason for this being the tendency of foreign visitors to purchase souvenirs from the place they visit (29.6%). Most foreign tourists choose to buy mainly from local stores/local markets (62.4%), while most of them (47.6%) state that they are likely/very likely to buy a Greek product

Employment In addition to its vital contribution to the country's economy, tourism also makes a great contribution to employment and, in recent years, it has significantly contributed to a drop in the country’s unemployment rates. However, the positive trend was disrupted due to the Covid-19 pandemic in 2020 and 2021, but recovered in 2022 reaching almost the record levels of 2019, dropping marginally by 1.4%, from 381.9 thousand in 2019 to 376.7 thousand in 2022. In Q3 of 2022, tourism sector recorded the second highest number of employees at 445.1 thousand. With regard to individual quarters in the period 2021-2022, employment in Accommodation and Food Service activities rose by 67.3% in Q1 compared to an increase of 8.4% recorded by Other Sectors; employment in Accommodation rose by 26.6% compared to 4.7% in Other Sectors in Q2, while it dropped 0.01% in Q3 and by 1.6% in Q4, in contrast to Other Sectors recording a small growth of 2.7% and 2.4%, respectively. Similarly, in the individual quarters in the period 2019-2022, employment in Accommodation increased by 0.3% in Q1 against an increase of 6.6% in Other Sectors, and by 3.7% in Q3 against a rise 6.4% in Other Branches, while it dropped by 0.5% in Q2 and by 9.5% in Q4, against an increase recorded in Other Sectors by +6.0% and +7.6%, respectively. If the total direct and indirect employment created by tourism is taken into account with a multiplier corresponding to the country’s GDP (2.2 or 2.65), then the total employment created by tourism amounts to 36.7% or 44.2% of the total. The corresponding contribution to employment created by tourism during the peak of 2019 (Q3) and 2021 is estimated at 678 thousand/703 thousand workers, or 17.1% of total employment, respectively. Key to this is the use of digital channels as a two-way means of communication and commercial relationship at a distance. As emphasized by trade people, a great opportunity is to provide small- and micro-sized commercial enterprises with the tools to sell their products to foreign tourists remotely, after their departure from Greece, which can have a multiplying effect on the country's income, trade and employment. The average per capita expenditure by incoming tourism in Greece in 2021 rose to 702.4 euros, up 24.5% compared to 564.0 euros in 2019, while in the period 2019-2022 it recorded an increase by 9.9% to 620.0 euros. GREECE'S TOURISM MAP BY REGION Which visitors prefer Greece as a destination, where and for how long they stay, and how much they spend

ritish, Germans, French, Americans, Bulgarians, Italians, Romanians, Dutch, Albanians and Poles make up the top ten nationalities starring on Greek beaches in the post-pandemic summers and/or in the country's two major urban centers of Athens and Thessaloniki. According to the relevant statistics by the Institute of the Association of Greek Tourism Enterprises (INSETE), in 2022 a total of 31,367 thousand visits were recorded in Greece's 13 Regions, marking a drop by 14.4% compared to 2019 when 36,643 thousand visits were recorded. The number of visits is greater than the number of visitors, which in 2022 amounted to 27,836 thousand (-11.2% compared to 2019), as a visitor can visit more than one Region during their trip to Greece. Based on the number of visits in 2022, the top place is taken by the United Kingdom with 4,781 thousand visits, or an increase by 25.5% compared to 2019. Germany fell into second place with 4,697 thousand visits, registering an increase of 5.9%. France came in third place with 2,146 visits, recording an increase of 12.2%, followed by the USA with 1,913 thousand visits, down 12.4%. In fifth place is Bulgaria with 1,866 thousand visits, which fell three places in the ranking table, registering the second largest percentage drop of the countries under consideration, i.e. by 52.8%. It is followed by Italy, which remained in sixth place in 2022 with 1,566 thousand visits, recording a drop of 15.6%. Romania also remained unchanged in the ranking table with 1,427 thousand visits, although it recorded a marginal drop of 1.7%. The number of visits from the Netherlands registered an increase by 26.5% to 1,159 thousand, with the country moving up to eighth place from 12th in 2019. Albania remained in ninth place with 961 thousand visits, recording a drop of 9.4%. Poland, in tenth place, gained three places in the ranking table registering 840 thousand visits, although the number of visits dropped by 6.7%. Cyprus rose to 11th place, even though it recorded a drop of 8.6%, with 819 thousand visits. On the contrary, North Macedonia fell one place in the ranking and was

in 12th place with 771 thousand visits, recording a drop of 19.8%. Serbia fell to 13th place, losing three places in the ranking, with visits reaching 735 thousand, marking a drop of 29.9%. Austria rose to 14th place, gaining four places in the ranking table, with visits reaching 656 thousand, although it recorded a drop of 2.3%. In the last place of the Top-15 was Turkey with 599 thousand visits, recording the largest drop of 53.7%. Visitors from most countries visited fewer Regions in 2022 than in 2019. The marginal exception is visitors from Bulgaria, while the same number of Regions were visited by visitors from Albania and Cyprus. On average, each visitor to Greece (corresponding to one arrival) visited 1.13 Regions in 2022, while in 2019 they visited 1.17 Regions. Significant differentiation is observed in

visitors from " long haul " markets, as they tend to visit a significantly larger number of Regions on a trip to Greece. Examples: Canada (1.81 visits per visitor), USA (1.76) and Australia (1.55). More Regions compared to the average are also visited by travelers from Spain (1.50) and France (1.22) and marginally from Switzerland (1.17), Sweden (1.16) and Lithuania (1.13). Travel receipts Travel receipts amounted to 17,257 million euros in 2022, showing a drop of 2.4% compared to 2019. The majority of Greece's Regions also showed a drop in travel receipts. The average spend per visit increased compared to 2019 (+14%, from 482 euros to 550 euros), mainly due to an increase in the average length of stay (+9%, from 6.3 to 6.9 days) and to a lesser extent due to an increase in the overnight cost (+4.6%, from 76 euros to 80 euros). Significant changes were recorded in the three indicators among the Regions:

corded in the Ionian Islands with 821 euros, registering an increase of 30.9%. The lowest expenditure per visit was recorded in the Region of Epirus, just 240 euros, dropping by 5%. The expenditure per visit in the four Regions of South Aegean, Thessaly, Central Macedonia and Epirus registered a drop, while in the remaining Regions registered an increase.  The highest expenditure per night in 2022 was recorded in the Ionian Islands Region at 109 euros, showing an increase of 34.8%. On the contrary, the lowest expenditure per night was recorded in the Region of Central Macedonia at 45 euros, registering a drop of 19.2%. The overnight expenditure in four Regions of South Aegean, Peloponnese, Thessaly and Central Macedonia recorded a drop, while registering an increase in the remaining nine Regions.  The highest average length of stay in 2022 was recorded in the North Aegean Region with 10.9 nights, showing an increase of 35.4%. The lowest average length of stay was 2.9 nights and was recorded in the Region of Epirus, registering a drop of 24.3%. The average length of stay in four Regions of the Ionian Islands, Western Greece, Epirus and marginally the South Aegean showed a drop, while increasing in the remaining nine Regions. Greece's most important tourism markets in 2022, based on revenue, were Germany, United Kingdom, France, USA and Italy. The five countries collectively accounted for 48.1% of visits, 54.9% of overnight stays and 56.7% of travel receipts. The main markets With regard to visits, the top place among the country's 13 Regions is held by the South Aegean Region with 6,696 thousand visits. Most of the visits came from Germany (1,333 thousand), followed by travelers from the United Kingdom (1,176 thousand) and the USA (596 thousand). In second place was the Region of Attica, with visits amounting to 5,624 thousand, with the main sources being the USA (732 thousand), the United Kingdom (678 thousand) and Germany (468 thousand). In third place was the Region of Central Macedonia with 5,568 thousand visits, with the majority of visits coming from Bulgaria (1,230 thousand), followed by visits from Germany (854 thousand) and North Macedonia (758 thousand). In sixth place was the Region of Eastern Macedonia-Thrace, where tourist visits amounted to 1,096 thousand, primarily from Romania (325 thousand), Turkey (283 thousand) and Bulgaria (151 thousand). In seventh place, the Region of Epirus with 1,083 thousand visits, with Albania as its main market (196 thousand), followed by United Kingdom (52 thousand) and Germany (50 thousand). In eighth place was the Peloponnese Region with 891 thousand visits, with the main sources being the markets of Germany (132 thousand), France (109 thousand) and the United Kingdom (94 thousand). In ninth place, the Region of Thessaly registered 646 thousand visits, with the main sources being the United Kingdom (141 thousand), Italy (73 thousand) and Germany (66 thousand). The Region of Western Greece. In tenth place, registered 582 thousand visits, with Albania as its main market (101 thousand), followed by Germany (70 thousand) and France (54 thousand). In 11th place, the Region of Central Greece recorded 521 thousand visits mainly from Germany and the USA (71 thousand each) and France (61 thousand). Overnight stays The Region of the South Aegean remained in the first place of the ranking, with 51,371 thousand overnight stays, showing a drop of 3.4%. The Region of Crete retained second place with 41,891 thousand overnights, and recording a drop of 3.2%. The Region of Attica rose to third place with 35,135 thousand overnight stays, registering an increase of 3.3%. The Region of Central Macedonia fell to fourth place with 33,926 thousand overnight stays, showing a drop of 16.9%, while the Region of the Ionian Islands retained fifth place with 24,026 thousand overnight stays, up 1.2%. The Region of Peloponnese, with 8,042 thousand nights, registered an increase of 24.4%, gaining one place in the ranking table. On the contrary, the Region of Eastern Macedonia-Thrace, with 5,891 thousand

overnight stays, recorded the largest drop by 42.1%, and fell to seventh place. The Region of Thessaly, with 4,436 thousand overnight stays, maintained its position, showing a decrease of 9.3%. One place was won by the Region of Epirus, with 3,178 thousand overnight stays, in spite of registering a 20.6% drop. The Region of Western Greece fell to tenth place with 2,977 thousand overnight stays, marking a drop of 34.3%. The Region of Central Greece remained in 11th place, although there was a marginal drop of 0.5%, with 2,962 thousand overnight stays. The North Aegean Region remained in 12th place, in spite registering a drop of 26.1%, with 2,144 thousand overnight stays. The last place was taken by the Region of Western Macedonia with 971 thousand overnight stays, registering a drop of 36.1%. According to the distribution of overnight stays in the 13 Regions of Greece, 85.9% of overnight stays took place in the following five Regions: South Aegean (23.7%), Crete (19.3%), Attica (16.2%), Central Macedonia (15.6%) and the Ionian Islands (11.1%)

reece’s further tourism development will largely depend on the sector's ability to adapt to the major new trends that are currently emerging worldwide and are bringing about changes to market realities, according to analysts. As Mr. Tasos Iosifidis, Partner and Head of the Corporate Strategy and Transactions Department of Ernst & Young Greece emphasizes, "we are noticing an evident shift towards travelers of higher purchasing power, as well as a tendency to lengthen the tourism season. The next major challenges for the industry are adaptation to the strong demand for a sustainable tourism product, the industry’s digitization, and the provision of personalized experiences to visitors that can meet their changing expectations. At the same time, we should address the problem of saturation of some popular destinations, and highlight alternative, lesser-known locations that offer equally good prospects".

Digital technology and sustainability With regard to consumer preferences, there is a strong trend towards combining work and leisure, in the context of pursuing of a greater work-life balance, the search for lesser-known and lesser-crowded destinations, and the preference for holidays that promote personal well-being. Alongside the changes in consumer preferences, changes are underway that are transforming the industry itself, with a focus on sustainability and digital transformation. Technological tools can be the digital workers of a tourism business. The need for sustainable tourism includes concepts such as the optimal use of environmental resources, respecting the social and cultural identity of local communities, and ensuring economic and social benefit for all stakeholders on a long-term basis. Up to 81 percent of travelers consider sustainable tourism important, while 50 percent have been influenced by recent climate change news to make more sustainable travel choices. At the same time, digital technology opens up significant new prospects for the rationalization of tourism business expenses, a more effective promotion of tourism destinations, and an improvement in traveler experience. ► Enterprises (INSETE) in its latest study presented the 12 digital technology applications available in the tourism sector and hotel businesses. Analysts emphasise that tourism businesses should focus on the day ahead in order to take advantage of the emerging opportunities, moving from conventional to intelligent tourism and unlocking the trapped value of data. The general term “Intelligent Automation” (IA) is used to describe a wide range of technological solutions, mainly software-based automation, that mimic the capabilities and activities of so-called "knowledge workers", i.e. the visual, linguistic, executive, cognitive and learning ability. These software applications are installed on computers and mobile devices or in the cloud and allow the automation of certain tasks/activities or more complex actions within the business, such as communication with customers (e.g. virtual assistants, chatbots, voice portals), scheduling meetings, extracting information from documents/invoices/emails/social media reviews/passports, and entering this information into a desktop or cloud-based application, billing and refund decisions, answer to elementary questions of customers, etc. These solutions make up the "digital workforce" of a hosting business.

Contribution of tourism to Greece’s economy In 2023, Greek tourism performance and its contribution to the country’s economy prove how important the development of the Greek tourism product is, with the aim of long-term benefit. The rise in the trade deficit was to some extent offset by an increase in the surplus in the balance of services, to 19.4 billion euros in 2022, from 12.8 billion euros in 2021, with tourism contributing significantly to this result, as travel receipts rose by 68 percent year-on-year, covering the trade deficit by 45 percent. Drones are capable of capturing stunning aerial photos and videos of a hotel and its surrounding area, providing material that can be used to market and promote the establishment, as well as to attract guests to the hotel and/or destination. In addition, drone demonstrations can be organized with impressive lighting for the entertainment of tourists. They must also take into account the size of the business and its operational service processes, the requirements of partners and the actions of competitors, the compatibility of each individual solution and its ability to be integrated with the technological solutions already in use, as well as a multitude of other factors. Obviously, certain technological means (e.g. smartphones, websites and social media) can be used at all stages of the journey. In addition, some others play a more important role in a certain stage, such as transport vehicles, robots and stands during the journey. For guests, it is important that technology is easy to use, secure, interactive and reliable, and that it adds value to their overall travel experience. For the use of technology solutions in a tourism and hospitality business to be successful, the business must have a clear technology strategy to guide its technology investment decisions. Otherwise, the company may end up having either technological solutions that it does not need or use as much as it should, and that customers or employees do not want to use, or solutions that do not work well together and in practice create greater workload for employees

Specifically, in the period January-July 2023, travel receipts amounted to 10.3 billion euros, exceeding by 1.7 billion euros the corresponding receipts last of the previous year and by 1.2 billion euros the performance of 2019, which was a record year for Greek tourism. The large increase in tourism receipts, combined with the contraction of the trade deficit by 3.4 billion euros, in the first seven months of 2023, resulted in the percentage of coverage of the trade deficit by travel receipts rising to 57.4 percent against 40.1 percent, in the corresponding period of 2022, approaching the figures recorded before the pandemic disruption. At the same time, among other factors, tourist receipts boosted the revenues of the General Government, during the first seven months of the year, which amounted to 57.4 billion euros compared to 52.9 billion euros , in the same period of 2022, and 42.4 billion euros in 2021.

e are living in a fast-changing world. The extreme weather events, the wildfires and the catastrophic floods we had to cope with this summer underline the necessity to plan and organize the next day for our country’s tourism development as the travel industry is probably the most important one for Greece contributing to the Greek economic output in 25%. It is necessary for the tourism sector to respond to climate change challenges to remain competitive and further develop towards sustainability, evolving into a product of high quality and economic value, with a lower environmental footprint. In addition to the climate change, the economic conditions and the expenses are factors that influence travelers’ decision in terms of length of stay and budget. The phenomenon of hikes in the cost of living in Greece is equal to our guests’ market countries. Speaking as the President of the Hoteliers Association of Laganas Zakynthos, as well as the Vice-President of the Hellenic Chamber of Hotels, our goal for all Greek hotels is not only to see an increase in arrivals and consequently a rise in in numbers. There is now a clear path to unlock the true potential of the country, aiming to show what Greece really stands for. A

major bet by Greece’s Privatization Fund at the moment is the listing the Athens International Airport (AIA) on the Athens bourse (Hellenic Exchanges), specifically a package of shares accounting for 20 percent of the share capital of the Eleftherios Venizelos airport. According to reports, the preparation process is currently entering the final stretch. The prospectus for the listing of the shares on the stock exchange is in the drafting phase and will be based on the financial data of this year's nine-month period. In addition, the Hellenic Republic Asset Development Fund (TAIPED) and other shareholders of AIA expect the amended concession agreement to be tabled in Parliament soon, which will be adapted to the requirements of corporate governance. It is believed that the contract will be tabled in Parliament within November, opening the way for AIA going public. Meanwhile, the expansion projects at the airport are in full swing, carried out within the framework of a contract with Intrakat, for a total contract value of 22 million euros, plus VAT. Specifically, the project includes the construction of a new aircraft apron, north of the Y2 taxiway, which will accommodate six Code C aircraft bays on an area of 25,530sqm, while the existing General Aviation apron will be rearranged to accommodate four more lots for aircraft of the same type. In addition, two new buildings are to be built to host support services, of a total floor space of 2,120sqm, which will serve aircraft operations of the new apron. New airport aprons are still being built, north of building 056 of the Technical base, which will cover a total floor space of 23,600sqm to accommodate General Aviation & Business Aviation aircraft. The expansion of AIA - as the main point of entry to the country - is of utmost importance, according to airport officials, as it will significantly boost its capacity to handle more aircraft and passengers, while also improving functionality. Intrakat is expected to complete the expansion project by the end of 2023. Fraport Greece Six years ago, since April 11, 2017, as many as 14 of the country’s regional airports were contracted out to Germany’s Fraport, Fraport Greece, which has since then been implementing one of the largest private investments ever made in Greece. The journey to date has marked several major milestones, great successes, but also unforeseen troubles. The past few years have coincided with the historically greatest test for the aviation industry, which has been faced with

almost total stagnation as a result of the Covid-19 pandemic. However, the country’s 14 regional gateways exhibited particular resilience, with 2022 traffic recovering and almost even exceeding the levels of 2019, which was a record year for Greek tourism. The concession of the regional airports to Fraport Greece marked the begining of Greece’s largest nodal infrastructures upgrade program, valued at 440 million euros. When the company took over the regional airports, the infrastructure in many of them could not cope effectively with the increasing requirements of higher passenger traffic. The need

to develop a comprehensive plan for improvement and development of these airports, which are mostly gateways to popular tourist destinations in the country, was imperative. The broad investment plan, which transformed regional airports into modern passenger, commercial, tourism and transit hubs, was a major challenge. It ran in 14 different regions of the country, each having its own special characteristics, and with the airports remaining in operation, as passenger traffic was carried out normally. 42 months The time required for the completion of the largest construction project implemented in the country during the past decade, with a positive impact on 11 islands and 3 continental destinations, was 42 months. The implementation of works proceeded at an unabated pace, even during the months of high passenger traffic. Not even the steep drop in the airports’ main activity during the restrictive measures to avoid the spread of the Covid-19 pandemic interrupted the steady progress of the project, which was delivered three months earlier than the company’s contractual commitment. The total facelift of the 14 regional airports by Fraport Greece included the construction of five new modern terminals, five extensions, four terminal remodeling projects, the construction and renovation of 12 fire stations and renovation of 12 runways. The projects involving buildings had a total floor space of 330,000sqm. A major milestone in this particularly productive six-year period, which gave a new boost to Greece’s national tourism product, was the simultaneous opening ceremony for all 14 airports. The host of this festive event, on May 19, 2021, was Thessaloniki's Macedonia Airport, the largest of the airports managed by Fraport Greece. The opening marked the official completion of the pioneering and demanding program for the airports’ modernization and upgrade. In fact, this was a period when the country was investing in restarting the locomotive of Greek tourism for the economy’s recovery from the crisis. After all, the company's vote of confidence in the prospects of Greece’s economy, and also in the growth and production dynamics of the Greek region, was provided by its participation in the international tender for the concession, with a one-off price of 1.2 billion euros, as well as the commitment to the investment plan of 440 million euros. Taking care of the social, economic and environmental footprint of the operation of the 14 regional airports is a basic principle of Fraport Greece.

REGIONAL AIRPORTS TO BE UPGRADED THE PROCESS of exploiting the remaining 22 regional airports that are in the portfolio of the Hellenic Corporation of Assets and Holdings (EESYP), with the exception of Kalamata airport, is regarded as the next stage of maturity. These are the airports of Karpathos, Chios, Alexandroupolis, Araxos, Lemnos, Ioannina, Milos, Naxos, Paros, Ikaria, Kythira, Leros, Sitia, Nea Aghialos, Kalymnos, Skyros, Syros, Astypalaia, Kastellorizo, Kastoria, Kasos and Kozani. As referred to in the initial announcement, the exploitation of the airports through the concession for their operation (along with the required major investments), will be done through a public-private partnership structure (PPP) and/or concession. The consultant is called upon to provide consulting services with the aim of mapping out the structure of the relevant contract and granting management rights to a strategic investor (concessionaire). Two teams Most of the 22 regional airports are in need of extensive investment and major upgrading works, while some of them airports are considered low-traffic, situated in areas that are not particularly regarded as “touristic”, while some others are regarded to be impacted by military factors. However, there are also some very popular airports in areas of high tourism (e.g. Paros, Naxos, etc.), which are already undergoing upgrade work or for which tenders have been already held. In addition, there are airports with an upgraded geopolitical status (e.g. Alexandroupolis). Since some airports are of higher significance and others of lower importance, there have been some thoughts of dividing them into clusters, while later scenarios were surfaced for their concession as a single package. However, this remains to be seen along the way and depending on indications and advise by experts, but also on the interest to be shown from investors or any concessions to be granted by the the State (e.g. tax incentives, etc.). Overall, however, upgrade procedures are currently running for the country's domestic airports, following the example of the major regional airport upgrades that have been carried out by Fraport Greece. Notably, expression of interest in the development of the Kalamata airport were submitted by major domestic schemes and by large international

Voula beaches According to the current plans, next summer the fully renovated Voula Beach-A will open to the public, and will also host the new development "91 Athens Riviera”, featuring Greece’s first glamping and private club, in an investment that is still in progress and has so far absorbed funds amounting to 12 million euros. In fact, the Public Properties Company (ETAD), owner of 11.2-acre plot, the municipality, and the investor, Grivalia Hospitality are currently in discussions to extend the concession term from 20 years to 38 years. The "91 Athens Riviera", named after National Highway 91 (the "national highway of Attica" that connects the center of Athens with the Athenian Riviera, ending at Sounio), will officially

commence operation in the spring of 2024. The new project will introduce Greece’s capital to the philosophy of luxury camping: it will comprise 30 luxury tents, a wide range of facilities, direct access to the sea, eight (8) large tennis courts and two (2) smaller ones for sports enthusiasts, indoor/ outdoor gyms with state-of-the-art equipment, as well as a beach volleyball court. Grivalia Hospitality has entered into a long-term project management contract with the hospitality lifestyle group Domes, adopting the notable Domes Reserve concept. Guests at "91 Athens Riviera" will also have the chance to relish the delicious dishes of the famous Barbarossa Paros restaurant. The project involves less heavy construction and more geotechnical works, and was planned to commence after the summer season was over. Contacts are currently being made with ETAD to extend the concession term to 38 years, and also to modify the lease to a 50% - 50% share between the municipality and ETAD. What will make the difference in this particular investment is that it will connect one of the most iconic and promising projects currently being implemented in the center of Athens, the renovation of the former Athens Hilton hotel with the Attica waterfront. The former Athens Hilton is to be renamed Conrad Hotel, and the development is to include branded residences and commercial spaces, a project also implemented by TEMES with an operational horizon of early 2025. to create a pedestrian and bicycle route as the end of a single walk, with a range of activities free to the public. Tennis courts, basketball courts, sports fields, a playground, a 300-seat outdoor cinema and a 100-seat amphitheater are some of the intended uses and activities that are proposed to be designed, to be open to the public, creating a new identity in the inactive part of free beach. The objective is for the Varkiza Coast to operate beyond the summer months as a public meeting place, like a park and a square of high standards and of great interest. Vouliagmeni Marina Finally, the Asteras - Four Seasons project turns out to be a major intvervention in Vouliagmeni, as of the 59 berths that the marina has, contracts have already been signed for almost 50%, while for another 20 berths the process is at the stage of legal documents. In fact, more than half of the berths that have been signed are for large vessels, with berths for smaller vessels starting at 3.0 million euros, an amount covering a period of 30 years

ourism entrepreneurship is to be supported through an aid scheme amounting to 160 million euros, aimed at the establishment and operation of new very small-, smalland medium-sized enterprises --selected by tourism NACE codes-- which will be allocated by the NSRF, specifically under the program’s “Competitiveness” section. The program is entitled "Supporting the Establishment and Operation of New Small- and Medium-Sized Tourism Enterprises", and the subsidized budget for each investment project ranges from 80,000 euros to 400,000 euros, while the aid will amount to 45% of the submitted expenditure. The action can apply for financing of micro-, smalland medium-sized enterprises, either newly established or under establishment that are expected to be active in the tourism sector, as defined in Commission Recommendation 2003/361/EC. The term newly established businesses is defined as businesses which have not yet completed twelve (12) months of continuous operation from the date of the commencement of operation of the business up to the date of the announcement of the action. The NACE codes will be defined in the detailed call of the action, as the program is currently in pre-publication status. The basic conditions for participation of potential beneficiary companies are the following:  To invest exclusively in one Region of the country. The Action excludes investment plans located in the Mykonos Regional Unit, the Thira Regional Unit, and the Municipality of Thira, but includes the Municipal Community of Thirasia;  To operate exclusively under eligible NACE codes, as these will be defined in the detailed invitation to be issued, throughout the implementation of their investment plan. The newly established enterprises should have started operation only under the action’s eligible NACE codes;  To provide accurate details and location data of the place of implementation of the investment on a specific property (field, building or other type of self-contained space);  Have an approved building permit or at least a submitted application for the issuance of one, in cases of construction and completion of buildings from the opening date for electronic application submission, to be set in the announcement of the program;  To provide a Land Use Certificate for the above investment implementation site;  To provide details of the rights of use (ownership, usufruct, lease) they hold on the property;  To provide evidence of the ability to cover the private participation at a percentage that will be set in the detailed invitation; and,  To meet the application conditions of EU Regulation 1407/2013 (De Minimis) on which the program is based. In the event that the investment concerns a tourist accommodation, it must have a specific capacity and specifications as follows:

Main Hotel Accommodation > Hotels - Classification in four-star category and above; - Capacity of twelve (12) beds or more; > Hotel accommodation within traditional buildings as provided for in Presidential Decree 33/1979 > Organized tourist camps - Classification in three-star category and above Non-main Hotel Accommodation > Self-catering accommodation - tourist furnished houses Minimum number of houses: three (3) It should be noted that all self-catering accommodation - tourist furnished houses must necessarily be incorporated in the same company registration number (MHTE). > Furnished rooms for rent - apartments - Classification in a category of four (4) keys and above

- Minimum capacity of twelve (12) beds All of the terms for participation will be defined in the detailed call of the Action. Important points:  the corporate/shareholder composition of the investment project should remain the same during implementation, until the completion of the physical and economic object and the repayment of the investment, and for a five-year period thereafter;  participation of a natural person/legal entity as a partner/shareholder in more than one submitted application for aid is not allowed;  the participation of a natural person/legal entity as a partner is not permitted if they are already involved in a business activity in operation under the NACE code of the investment in the same or in another region;  it is not permissible to substantially change the physical object of the project and the investment NACE code during the implementation, until the completion of the physical and economic object and the repayment of the investment, and for a five-year


porting documents, obligations of the beneficiaries as well as the remaining terms of implementation will be described in the detailed call of the program. During the assessment and examination of the applications, cross-checks will be made through the National Databases in order to verify the accuracy of the data contained therein and to avoid fraud at the expense of the EU budget. The methodology that will be applied for the assessment of the action is the comparative assessment, i.e. the applications with the highest score will be qualified. Initially, a check of participation conditions will be carried out and then they will be graded based on criteria that will be defined in the detailed invitation and its corresponding annexes. Indicatively, the following may be taken into account in the assessment:  the description, clarity, completeness and viability of the investment plan;  the experience and relevance of the knowledge of partners/shareholders of the business implementing the investment plan;

Budget and aid rates As mentioned above, the subsidized budget of each investment project ranges from 80,000 euros to 400,000 euros, and the subsidy will amount to 45% of the submitted expenditure. However, the aid rate can be increased by: (a) 10 percent if the investment is carried out in a remote or fire-affected or flood-prone area or small islands; and, (b) an additional 5 percent if the employment target of at least 0.2 EME is reached in the first year after the completion of the investment. The duration for the implementation of the physical and financial object of the investment plan is strictly set at 24 months, not accepting any extension. Subsidized expenditure The main categories of subsidized expenditure are

the following: - Buildings, Facilities and Surrounding Space - Machinery - Equipment - Digital Equipment and Software - Other Equipment - First operation (SME start-up) subsidies - Promotion and Extroversion Expenses - Technical Engineering Designs - Consultation Services - Means of Transport - Indirect expenditure (up to 7 percent of the eligible direct expenditure of the investment plan) The eligible categories of expenditure as well as the maximum ceiling will be defined in the program's detailed call, while expenditure shall be eligible from the date of announcement of the call. Submission and assessment of applications Funding applications will only be submitted electronically, without requiring the submission of a physical file of supporting documents, through the Integrated State Aid Information System (OPSKE). The deadline and the method of submission, the required sup-

 the securing of private participation by grading the availability of partners/shareholders' funds;  the maturity of the investment plan in terms of the required permits for the commencement of its implementation;  consistency with the National Smart Specialization Strategy 2021-2027; and,  the realism of the implementation schedule. The minimum acceptable total score for the approval of an investment project is set at 60 points.

The performance of tourism in recent years confirms the central role of this economic activity in the national income and employment. At the same time, as the tourism business unfolds on the one hand in an extremely competitive international environment, and on the other in a domestic environment that still has great untapped potential, it is critical for the industry to continue its growth and development. For these reasons, the Ministry of National Economy and Finance observes a policy of dynamic support of the country's tourism product, with key priorities:  the creation of new businesses that will offer high quality, internationally competitive products and services;  the extension of the tourism season through the development of new forms of tourism and new tourist services of high added value; and,  the creation of new job positions

GREECE’S AID TO TOURISM INVESTMENTS The tools, methods and tourism sector areas to receive aid through the new Development Law By Stamatis Zisimou szisimou@naftemporiki.gr

T

he second round of applications for the Greek State’s "Tourism Investment Support" scheme may be submitted by December 29, 2023. The aid scheme is budgeted at 150 million euros. However, as the evaluation of the investment plans submitted in the program’s first round has not yet been completed, interested parties who applied in the first round may also submit an application in the second round provided that they request the withdrawal of the first round application or the withdrawal of a prior decision that rejected the first round application. Applications in the second round are submitted through OPS-An (https://opsan.mindev.gov.gr). The support program’s 150 million euros will be divided into two parts: (a) 75 million euros will be allocated as aid in the form of tax exemption, and (b) the remaining 75 million euros will be allocated in the form of grants, leasing subsidies and subsidies for the cost of the employment created. Investment projects that may be eligible for inclusion in the program "Tourism Investment Support" concern the establishment or expansion of hotels of at least four stars, the upgrading of an integrated form of hotels that fall under or are upgraded to at least a three-star category after five years from the start of operation or from the date of completion of the previous investment to modernize the integrated form of the hotel, as well as the upgrade of ancillary (not main) tourist accommodation facilities, as long as they can be upgraded to a category of at least three stars. Also, investment projects concerning the expansion and modernization of an integrated form of hotels that have ceased operation are supported, provided that during the period of cesession the use of the building has not changed and that, through the extension or modernization of an integrated form, they are upgraded to a category at least four stars. In addition, the following projects may be eligible for support:  establishment, expansion and upgrading of an integrated form of organized tourist camps, falling under

or upgraded to a category of at least three stars;

Minimum eligible cost In order to be included in the "Tourism Investment Support" program, a minimum amount of the eligible cost of the investment plan is required, which is determined on the basis of the the size of the organization, and specifically amounts to: (a) an amount of 1,000,000 euros for large companies; (b) an amount of 500,000 euros for medium-sized enterprises; (c) an amount of 250,000 euros for small businesses; (d) an amount of 100,000 euros for very small businesses; and, (e) an amount of 50,000 euros for Social Cooperative Enterprises (KoinSEp), as well as Agricultural Cooperatives, Urban Cooperatives, Producer Groups, and Agricultural Partnerships. Rates of support The aid rates for the eligible costs of the initial investments are granted based on the maximum intensity limits of the Regional Support Charter as follows: For very small and small enterprises, the aid rates for all types of incentives, except for the grant, are granted at the maximum rate of the Regional Support Charter. The incentive of the grant is given at 80% of the upper limit of the Regional Support Charter. Especially for investment projects of the special aid categories, the incentive of the grant is given at one hundred percent (100%) of the upper limit except in the case of the establishment, expansion and upgrade of an integrated form of organized tourist camps,

For medium and large enterprises, the incentives are granted at 80% of the upper limit of the Regional Support Charter, in addition to the grant incentive. Especially for the investment projects of the special support aid categories, incentives are granted at 100% of the upper limit, except for the grant incentive. However, increased support rates are granted for investment projects implemented in: a. Mountainous areas, according to the classification of the Hellenic Statistical Authority (ELSTAT), excluding municipal districts that are part of the urban complex of Athens; b. areas located at a distance of 30 kilometers from the border; c. islands with a population of less than 3,100 inhabitants; d. buildings classified as listed; and, e. areas affected by natural disasters, according to a decision of the Government Committee for State Support. Decoalization Zones For investment projects implemented in the Decoalization Zones, (Regional Districts of Florina and Kozani, and the Municipality of Megalopolis), the support rates are the highest stipulated in the Regional Support Charter, depending on the size of the business and in accordance with the defined types of aid in Law 4887/2022, art.9, par. 3. For investment projects implemented in the Regional Districts of Kastoria and Grevena, and the Municipalities of Tripoli, Oichalia and Gortynia, the subsidy rate for small- and very small-sized businesses is set at 90%, and for medium and large-sized businesses the tax exemption rate is set at 90% of the upper limit of the Regional Support Charter. Investment projects carried out by medium-sized enterprises in the districts of Rhodopi, Evros and Xanthi are also provided with the incentive of a grant, at a rate of 60% for the Regional District of Evros, and 30% for the Regional Districts of Rhodopi and

Xanthi, of the prescribed percentage of aid, with the remaining tax exemption rates to be at 40% and 70%, respectively. (a) The total amount of aid per investment project submitted by very small and small businesses cannot exceed 3,000,000 euros for all types of aid; (b) The total amount of aid per investment project submitted by medium and large enterprises cannot exceed: (i) the amount of 3,000,000 euros for the aid for the leasing subsidy or the subsidy for the cost of the employment created, as well as the subsidy in the case of par. 4 of article 9 (subsidies for medium-sized enterprises in the Regional Districts of Thrace); and,

(ii) the amount of 5,00,000 euros to enhance the tax exemption. (c) the total amount of aid per investment project that concerns the eligible costs outside regional aid of article 7 cannot exceed the amount of 100,000 euros. (d) the upper limit for medium- and large-sized enterprises of 3,000,000 euros concerning the aid of the leasing subsidy or the subsidy of the cost of the employment created or the subsidy in the case of par. 4 of article 9 (capital incentives), as well as the amount of 5,000,000 euros for the support of the tax exemption, is also applied in the case of combining the aid. For the limit of 3,000,000 euros, the grant is first calculated in the case of par. 4 of article 9 (aid for medium-sized enterprises in the Regional Units of Thrace), then the leasing subsidy (if requested in the investment proposal), and finally the tax exemption for the balance up to 5,000,000 euros.

Up to 30 million euros The aid provided to each investment plan entity, including aid to cooperating or affiliated companies, cannot cumulatively exceed the amount of 20,000,000 euros for an individual company and the amount of 30,000,000 euros for all cooperating or affiliated companies. The eligible investment costs are as follows: a. Investment costs in tangible assets:  construction, expansion, and upgrade of building facilities, and special and auxiliary facilities of the buildings;  purchase of all or part of the existing fixed assets, such as buildings, machinery and other equipment of a business site;  purchase and installation of new, modern machinery and other equipment, including technical installations and means of transport that are used within the site of the eligible facility;  leases of new, modern machinery and other equipment, the use of which is acquired, provided that the leasing contract stipulates that the equipment becomes the property of the lessee at the end of the contract; and,  upgrade of special facilities (not related to buildings) and mechanical facilities. b. Investment costs in intangible assets:  technology transfer, through the purchase of intellectual property rights, licenses, patents, know-how and non proprietary know-how; and,  quality assurance and control systems, certifications, procurement and installation of software and business organization systems. c. Expenditures other than Regional Support  Consultant fees for SMEs. They are supported only for new small- and medium-sized enterprises and for an amount of up to 50,000 euros (up to 5% of the total supported cost). A business is considered a newly established business if it hat has not completed one fiscal year at the time of submission of the application for support;  Expenses for vocational training; and,  Participation of SMEs in trade fairs
