Gov urges CM to take action on CAG report

KO H I M A , AU G 1 3 (NPN): Taking serious note of the anomalies pointed out in Comptroller and Auditor General (CAG) report that was tabled on the floor of the house during the recently-concluded eighth session of 13th Nagaland Legislative Assembly (NLA), Nagaland Governor RN Ravi on Friday has asked chief minister Neiphiu Rio to initiate appropriate action against those involved in excess/fraudulent drawals. Sources confirmed to Nagaland Post that this was conveyed by the Governor

at a meeting he convened with the chief minister and his cabinet colleagues, at Raj Bhavan Friday. At the meeting, it was informed that the Governor expressed displeasure over excess/fraudulent withdrawal as revealed by the CAG report. The Governor therefore advised the chief minister to initiate appropriate action against all officials involved. At the meeting, it was also disclosed that the Governor insisted on introduction of online system in the treasury offices in order to keep proper track of cash withdrawals and to avoid

fraudulent drawals in future. According to sources, the Governor had also suggested that the state government implement Personal Information Management System (PIMS) towards transparency. It was also learnt that

the Governor had expressed concern over number of licensed guns permitted to individuals. On this, the Governor emphasised that gun licenses should be properly monitored as per the Unique Identification Number (UIN) and to ensure that no individual was permitted to possess guns over the limit. The Governor also reportedly pointed out that those issuing gun licenses should be made accountable and proper registry maintained. While lauding the overall law and order situation in the State, sources

said that the Governor was however sceptical about rampant extortion and taxation activities taking place in the state. D I M A P U R , AU G 1 3 (NPN): One Assam Rifles jawan and another civilian were reportedly injured in an alleged grenade attack by suspected insurgent cadres at Chenloisho under Mon district on August 12 at around 11am. According to Mon police PRO, the suspected cadres lobbed three grenades on a JCB belonging to ‘D’ Coy of 28 Assam Rifles in the vicinity of Chenloisho village. PRO said two of the grenades reportedly failed to detonate and the explosion of the other grenade caused injury to one personnel of Assam Rifles and one civilian identified as one Kaipa Konyak (60) of Chenloisho village. PRO said both the injured per-

sons, who were rushed to the medical facility located within the Assam Rifles camp, were reportedly out of danger. The injured civilian has been shifted to the district hospital Mon. PRO said that a team of 28 AR ‘D’ Coy personnel along with JCB were assisting the local populace to clear the rood at a place called Thromjon located between Chenloisho and Wongti village when they were attacked. PRO said a police team has rushed to the spot and investigation was underway. Lotha Hoho adopts 12-pt resolution on border issue

D I M A P U R , AU G 1 3 (NPN): Lotha Hoho (LH) has declared that Lotha Naga tribe did not agree with the proposal to ask Union home minister to maintain status quo on the boundary dispute with Assam since the present status did not cover the traditional ancestral lands claimed by the Lotha and other Naga tribes. In a press note Lotha Hoho chairman Mhondamo Ovung and general secretary S Aben Ngullie said that a 12-point resolution was adopted at a meeting of all Lotha organisations concerned on Assam-Nagaland boundary issue at Wokha on August 11 under the aegis of Lotha Hoho. The house also opp o s e d G ove r n m e n t o f India’s (Centre) decision to demarcate inter-State boundaries of the Northeastern States by using satellite image. Mentioning that this was not practicable as Nagaland did not have any

clear boundary demarcation on the ground with Assam, the members added that satellite imaging may be used only after physical landmarks were established. Asserting that Lotha Naga tribe stood for restoration of “ancestral, traditional and historical” lands before final demarcation of Nagaland’s boundary with Assam, the meeting urged the State government to revoke/abrogate interim agreements made with Assam since 1972 because the latter failed to honour the agreements and violated them on many occasions, besides abusing the services of neutral force. The house also called for stopping deployment of neutral force, alleging that it did not exercise fairness and always favoured Assam side and did not even allow implementation of Centre and North Eastern Council (NEC) projects in the disput(Cont’d on p-8) ed belt.

NHHDC resents usage of Naga prints without permission D I M A P U R , AU G 1 3 (NPN): Board of Directors (BoD) of Nagaland Handloom & Handicrafts Development Corporation (NHHDC) Ltd under the chairmanship of Miathou Krose has taken a strong exception to a newly-launched collection by clothing brand Fab India. The board has particularly objected to the category “Folkdelic” under the newly-launched collection by Fab India. During the 78th board meeting held on August 11,

the directors observed that Folkdelic category in the new collection had clothing with Naga prints and Nagainspired prints apparently without any permission, collaboration with local artisans or any kind of credit given to any Naga tribe or organisation. The board noted that not only had Naga prints been used without permission, but depiction of male warriors had been made on clothing meant for women, which was highly objectionable.

Stressing that Naga prints and motifs had evolved over centuries, were gender and tribe specific and passed down from one generation to another, the directors asserted that misappropriating these patterns and prints without permission and without involving the Naga community by an outside entity for profit was unacceptable and demanded that this should be stopped immediately. They pointed out that major fashion magazines in India like ELLE and

VOGUE had also carried articles on this new collection, but no mention was made of Nagaland or the Nagas, the obvious source of inspiration in this collection. The board therefore decided to pursue this matter with the appropriate authority in the government so that instances like this did not recur in the future. BJP legislators give nod to all-party government Correspondent

KO H I M A , AU G 1 3 (NPN): Nagaland BJP legislators eventually signed the resolution for an allparty government comprising of the NDPP and NPF at a meeting held here on Friday. As published in Nagaland Post on August 12, the NDPP, BJP, NPF and two Independent legislators had agreed “in principle” to form an all party government under the nomenclature of ‘Nagaland United Government’. However, the state BJP legislators then did not make any commitment since the move for opposition-less government was yet to get the concurrence of their central leaders. The BJP legislators decided to finally take the call on the all-party government, after a series of meetings held with coalition partners including the NPF. The resolution to accept an opposition-less ‘Nagaland United Govern-

ment’ and the modalities to include NPF into the government, were taken unanimously by the PDA partners– NDPP and BJP – besides the two Independent MLAs supporting the ruling coalition. So far, the reason being given for such a major political move in not having an opposition in the state stood on the premise of exerting pressure for early solution to the protracted Naga political issue that has remained elusive even after 24 years of negotiations. All political parties in Nagaland have committed themselves for achieving an inclusive, acceptable and honourable solution on the Naga political Issue, in their respective election manifestos. The parties also resolved to promote the Naga peace process with a positive approach in the greater interest of achieving peace and move forward under a positive environment that was conducive for a political solution at the earliest

time possible. The meeting also resolved to appeal to all Naga political groups (NPGs) to make serious efforts towards unity and reconciliation and stressing that political parties should ensure unity of their legislators on the issue and make all possible endeavours to achieve the same. Further, the resolution stated that political parties at this crucial juncture should encourage and impress upon Government of India and all negotiating parties to bring the peace process to a logical conclusion at the earliest and also to stand together towards achieving the goal of acceptable settlement. The resolution was signed by chief minister Neiphiu Rio, NDPP president Chingwang Konyak, deputy chief minister Y Patton and State BJP president Temjen Imna Along. According to sources, the formation of an allparty government and its modalities will be worked out after August 15.

Of the fresh cases, 24 were from Mokokchung, Dimapur-19, Kohima-11, eight in Tuensang, six each in Peren and Wokha, four in Zunheboto and one each in Kiphire, Longleng and Mon, taking the total caseload to 29036. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 594 (including 14 non-Covid deaths). PTI: India saw a single-day rise of 40,120 Covid cases, taking the tally to 3,21,17,826, while the death toll climbed to 4,30,254 with 585 new fatalities, the data updated at 8 am showed.

GANDHINAGAR, AUG 13 (PTI): Prime Minister Narendra Modi on Friday launched the national vehicle scrappage policy, saying it will help phase out unfit and polluting vehicles and also promote a circular economy. The policy will give a new identity to India's mobility and auto sector, Modi said in a video address to the Investor Summit held to invite investment for setting up vehicle scrapping infrastructure under the Voluntary Vehicle-Fleet Modernization Programme. “We are promoting a circular economy. The aim is to develop a sustainable and environment-friendly economy,” he said. The policy will give a new identity to India in the mobility and auto sector, Modi said. The scheme will be kickstarted with government vehicles that are 15 years and older, by April 2022. It will be expanded to unfit heavy commercial vehicles from 2023, and personal vehicles older than 20 years will be covered from June 2024.

He was a loving son, loving husband, loving father, loving brother and a loving friend to all and sundry. He was an angel of a human being loved and adored by all around him. He went off to sleep eternally from this world to be with our heavenly Father God in heaven on 16.07.2021. In his depart we are heavily indebted to all those who stood by us in prayer, in person and financially in our worst times braving the pandemic situation. We are unable to mention all the names of those who helped in innumerable ways including our villagers, immediate neighboring villages and church members. Senior officers to review Patton launches ‘district rural road seminar’ COVID-19 in all districts

DIMAPUR: With a view to intensively review the steps being taken to manage Covid-19 pandemic at the district level, the State government has assigned a senior administrative officer along with a senior officer from the health & family welfare (H&FW) department to each district. Each team of officers would make visits to their assigned districts and interact with officials of district task force (DTF), civil society organisations (CSOs) and others to review and guide them in refining /improving Covid-19 management. Considering the need

to be prepared for any eventuality of a third wave, the government has also decided to continue increasing Covid testing, vaccination coverage and strengthening healthcare infrastructure in the districts. According to DIPR, the decision to assign senior officers to make an intensive hands-on review of the Covid situation in all districts was taken to ensure that steps were taken to improve the overall management of pandemic throughout the State. Meanwhile, an orientation programme for the assigned senior officers was held at the conference

hall of Civil Secretariat at Kohima on Friday. Speaking on the occasion, chief secretary J Alam encouraged the teams to take the help of NGOs, CSOs, faithbased organisations and village authorities in creating awareness among the general public. He further mentioned the need for the teams to make an intensive study and review all aspects in greater detail so as to effectively deal with the Covid-19 situation and, most importantly, to ensure that the State improved its preparedness in the event of a third wave. This was stated in a DIPR press release.

DIMAPUR: State deputy chief minister Y Patton, who is also in-charge of PWD (R&B) vir tually launched the “district rural road seminar” programme on August 13. According to Dy. CM media cell, the programme is the first activity in celebration of “India @75: Azaadi ka Amrit Mahotsav” from August 15 to August 15, 2022 as part of the initiative of national rural infrastructure development agency under ministry of rural development. The yearlong activities are aimed at imparting public awareness on achievements of PMGSY schemes. Other activities also include maintenance drive on 7500 roads Pan India during October 2021, launching of information booklet of PMGSY roads

Kohima traffic regulations for I-Day

DIMAPUR: In view of the 75th Independence Day celebration at secretariat plaza, Kohima on August 15, District execution Force (DEF) Kohima has enforced traffic regulations as part of the security arrangement. In a press release, DEF PRO informed that only vehicles with car pass ‘A’ (red) and car pass ‘B’ (blue) would be allowed entry to

the secretariat plaza. Vehicles with car pass ‘C’ (green) will drop their respective officers at the main gate and parked outside the secretariat complex. PRO has informed that vehicles without car passes would not be allowed to enter the secretariat complex and would be parked along the assembly secretariat road.

EAC Chumukedima notifies village councils along NH-29 stretch DIMAPUR, AUG 13 (NPN): After taking note of shops and business establishment not maintaining their premises resulting in accumulation and scattering of waste along the NH-29 under Chumukedima circle, the extra assistant commissioner (EAC) Chumukedima has notified all village councils along Purana BazarChumukedima four-lane stretch (NH-29) to ensure that all shops and business establishments mandatorily clean the area around the shops on a daily basis. In an order, EAC Chumukedima, Seyiekhrietuo Solo stated that due to improper disposal of waste, the storm water drainages were being completely clogged. EAC also

observed that due to the unchecked scattering of sand from dumpers and trucks especially at the entry and exit of Sand Mahals, the carriage way was now almost completely lined with sand resulting in a lot of dust pollution and inconvenience for the commuters as well as pedestrians on NH-29. EAC has cautioned that proprietors would be held responsible for any litter/waste found in the premises of the shop/business establishment during inspections. EAC also ordered that all waste must be disposed off in a proper manner and anyone found throwing garbage into the storm water drains would be strictly dealt with.

As sand left behind by trucks and dumpers were scattered on the highway and the footpath around the exit/entry of sand mahals on the highway, EAC has directed the proprietors to ensure that the immediate periphery—10 metres to the left of the exit/entry and 10 metres to the right of the exit/ entry—must be swept dean on a daily basis. Sand mahal proprietors have been directed to ensure that the sand was stocked at a suitable distance from the footpath. Anyone found violating directions would be penalized or called for mandatory “Community Service” in lieu of the penalties so prescribed, EAC warned.

In a press release, MITE informed that during the webinar, resource person, director of NASSDOC, ICSSR, New Delhi Ramesh Yernagula shared insights about ICSSR, roles of NASSDOC, ICSSR schemes, etc. He advised the participants to become a member of NASSDOC library in order to get up to date details, which would be resourceful especially in research. AGARTALA, AUG 13 (PTI): Ahead of the 75th Independence Day, four Bangladeshi nationals were arrested from Maharaja Bir Bikram (MBB) Airport, here on Friday, who made an attempt to fly to Chennai with forged identity cards, police said. Acting on a tip-off from state intelligence sources, police arrested them from the airport who identified themselves to be Indian citizens and furnished Indian Aadhar cards, which were proved to be forged. NEW DELHI, AUG 13 (AGENCIES): It is more than two weeks since an interim agreement was reached between Assam and Mizoram on state police vacating the disputed Lailapur-Vairengte border area, but the Central Reserve Police Force (CRPF) is nowhere near taking complete charge of the area, ThePrint has learnt. With neither of the sides ready to retract from their positions since the police forces of the two states clashed on 26 July, the CRPF will now write to the Ministry of Home Affairs, seeking their intervention, sources in the force told ThePrint. The CRPF was expected to completely take over the area of the disputed stretch from both sides — Assam and Mizoram — latest by 13 August, the source said. “Efforts are being made at the highest level to ensure that both states leave their posts and retract, but that is not happening. The CRPF takeover of the disputed stretch from both sides has not happened since neither of the parties is ready to vacate, despite clear instructions,” a source in the CRPF said. “We will now inform the Ministry of Home Affairs for the next course of action and seek their intervention,” the source added. IMPHAL, AUG 13: All Tribal Students’ Union, Manipur (ATSUM) has appealed to the Chief Minister and the Agriculture minister of Manipur on Friday for allocation of “urea fertiliser” in the hill districts of the state. In a press statement issued by T P Dining who is ATSUM’s secretary in-charge of Agriculture, Horticulture, Sericulture, Veterinary, Forest and Environment, the apex tribal student body of Manipur said that the need for fertiliser in the state is seasonal, and now is the exact season for such use of fertiliser. “Therefore, should the appeal for immediate allocation of fertilisers in the hills be not paid heed to, during this period of time, the allocation of the same in the following months will remain futile,” the student body added. ATSUM then said that the Agriculture minister of Manipur is frequently

LUCKNOW, AUG 13 (IANS): The Central Bureau of Investigation (CBI) has given a clean chit to former Bahujan Samaj Party (BSP) MLA Puja Pal, her brother and five others in the Lalit Verma murder case of Prayagraj. The CBI had registered an FIR in September 2019 and started a probe on the orders of the high court. Lalit Kumar, 28, was shot on February 3, 2016, after which his father Vinod had lodged a case, alleging that former BSP MLA Puja Pal’s brother Rahul Pal, Dilip Pal, Prithvi Pal, Rajesh Tripathi, Sandeep Yadav and Mukesh Kesarwani had attacked him, his son Lalit and nephew Vikram Kumar when they were going to meet a lawyer. Vinod said the accused, travelling in an SUV, had intercepted the bike of Vikram on which Lalit was riding pillion and shot him dead. Vinod claimed that he had a property dispute with the former MLA and her brother. A senior officer said, “We scanned CCTV footage and found no SUV

NEW DELHI, AUG 13 (PTI): Farmers protesting against the three contentious agriculture laws will celebrate India’s 75th Independence Day as ‘Kisan Mazdoor Azaadi Sangram Diwas’. Following a national call by the Samyukt Kisan Morcha, farmers across the country will mark the day with “tiranga rallies” at block and tehsil levels. However, the farmers stressed that they will not enter Delhi. “On August 15, Samyukt Kisan Morcha has given a call for all constituents to mark the day as Kisan Mazdoor Azaadi Sangram Diwas, with tiranga marches to be organised on that day,” said Kavitha Kuruganti of AIKSCC (All India Kisan Sangharsh Coordination Committee). “On that day, tractors, motorcycles, cycles, and carts will be taken out in tiranga marches by farmers and workers to block, tehsil, district headquarters or to their nearest kisan morchas or dharnas. Phase 1 clinical trial has been completed in age groups ranging from 18 to 60 years, it said. “Bharat Biotech’s intranasal vaccine is the first nasal vaccine that has received the regulatory approval for phase 2 trials,” the DBT said in a revised statement. In a statement issued earlier, the DBT had said the regulator’s nod was given for phase 2 and 3 clinical trials. The regulatory approval has been received for conducting “a Phase 2 randomised, multi-centric, Clinical Trial of Heterologus Prime-Boost Combination of SARS-CoV-2 Vaccines to evaluate the immunogenicity and safety of BBV152 (COVAXIN) with BBV154 (Adenoviral Intranasal COVID-19 vaccine) in healthy volunteers”. This is the first of its kind COVID-19 jab to undergo human clinical trials in India, it said. BBV154 is an intranasal replication-deficient chimpanzee adenovirus SARS-CoV-2 vectored vaccine. “The company reports that the doses of the vaccine administered to healthy volunteers in the phase I clinical trial have been well tolerated. No serious adverse events reported,” the DBT said. Previously, the vaccine was found to be safe, immunogenic and well tolerated in the pre-clinical toxicity studies. The vaccine was able to elicit high level of neutralising antibodies in animal studies, it added. The Mission COVID Suraksha was launched to accelerate COVID-19 vaccine development efforts as part of the third stimulus package, Atmanirbhar 3.0.

Defeat of War on Terror

W

ith the imminent fall of Kabul, the capital of Afghanistan, to the Talibans, it marks the end of the US goal to totally destroy terror networks and preventing Afghanistan from becoming a terror hub. The withdrawal of the US forces from Afghanistan also marks the end of another chapter of America playing the role of global policeman. The US had spent twenty-long years in trying to prop up a western-style liberal democracy and spending trillions of dollars to woo Afghans away from guns, drugs and terror. It also lost nearly four thousand American lives in Afghanistan while defending the weak Afghan ‘democratic government’ against the Talibans. The Afghan war also cost the Americans nearly $1 billion militarily and nearly $2 trillion overall. The US had invaded Afghanistan by October 7, 2001 in pursuit of Al Qaeda chief Osama Bin Laden and Al Qaeda operatives responsible for the terror attacks on the Twin Towers, New York City. During the 90s, the US had allied with Al Qaeda as well as trained, armed and funded the Taliban with the help of Pakistan to fight a proxy war against the Soviet occupation army in Afghanistan. While most countries were aware that both Al Qaeda and the Taliban would one day point their guns at the USA, it was strange that this was largely ignored in Washington. It was only after the 9/11 Twin tower attacks that America was rudely shaken from its make believe world. Al Qaeda and the Talibans are ideologically on opposite sides of the US and it wasn’t long before they became mortal enemies. The Americans have always failed to correctly analyse the geopolitics in the regions they got involved militarily. It was the same with the Russians in the 40s, Korean War in the 50s, the Cuban fiasco in the early 60s, the Vietnam war in from 1961 to the 70s, involvement with the Shah of Iran in the 70s, the Gulf war in 1991, the Iraqi invasion in 2003 , intervention in Libya in the post-Gaddafi period, war with ISIL since 2012, involvement in Syria against the Assad regime etc. According to many analysts, the US should have been aware of the nature and ideology of Al Qaeda and the Taliban with whom it forged the unholiest alliance directed against the Soviets. By ignoring or choosing not to acknowledge the danger of creating terror Frankenstein, the US had to ultimately pay a heavy price. What has the USA gained after 20 years of occupation of Afghanistan? It trained the Afghan military, provided weapons, tanks, jet planes and sophisticated equipments for the nearly 3 to 4 lakh personnel. Yet the Afghan military with 3 to 4 lakh personnel are unable to halt the advance of around 60 to 70 thousand armed Talibans. The US used to spend over $3 to $4 billion for the Afghan army in contrast to hardly $1 billion that the Talibans mange through extortion, heroin trade and smuggling. In the end, for the US it was a déjà vu again like as in Vietnam where it propped up a South Vietnamese Army that was incapable of fighting the lightly armed but determined Vietcongs. Afghanistan will become the most dangerous terror-ruled nation after the Talibans eventually overrun the entire country. This will affect India as both Pakistan and China will seek to play prominent roles in Afghanistan.

And if you are not sensitive enough to detect His voice, you will quench it, and your spiritual life will be impaired. This sense of restraint will always come as a “still small voice” (1 Kings 19:12), so faint that no one except a saint of God will notice it. Beware if in sharing your personal testimony you continually have to look back, saying, “Once, a number of years ago, I was saved.” If you have put your “hand to the plow” and are walking in the light, there is no “looking back”— the past is instilled into the present wonder of fellowship and oneness with God (Luke 9:62 ; also see 1 John 1:6-7). If you get out of the light, you become a sentimental Christian, and live only on your memories, and your testimony will have a hard metallic ring to it. Beware of trying to cover up your present refusal to “walk in the light” by recalling your past experiences when you did “walk in the light” (1 John 1:7). When-ever the Spirit gives you that sense of restraint, call a halt and make things right, or else you will go on quenching and grieving Him without even knowing it. Suppose God brings you to a crisis and you almost endure it, but not completely. He will engineer the crisis again, but this time some of the intensity will be lost. You will have less discernment and more humiliation at having disobeyed. If you continue to grieve His Spirit, there will come a time when that crisis cannot be repeated, because you have totally quenched Him. But if you will go on through the crisis, your life will become a hymn of praise to God. Never become attached to anything that continues to hurt God. For you to be free of it, God must be allowed to hurt whatever it may be.

Over the years of political negotiations, we have spared no effort in pursuing a practical approach towards resolving the Indo-Naga issue. y dear Naga brothers and sisters, I am very glad to extend my warm wishes to everyone of you in the name of 75th Anniversary of Naga Independence Day which Naga used to observe every year on 14th August since 1947. My dear Nagas, naturally we Nagas are free and peaceloving people, since the period of our ancestors no Nation had conquered, annexed and ruled our country. Nagaland and India are historically, racially, politically, culturally and geographically two different nations. Before the advent of the British, Nagas and Indian did not know each other. In 1929 when the British attempted to include Nagaland into reform scheme of the British India, the Nagas rejected it. As a result, the British treated Nagas areas as “Excluted Areas” from the colony of the British India. But when British left India, India got independent from British, the India claimed that Nagaland would automatically become a part of independent India. How can they claim it? Even the Pakistan and the Bangladesh (previous East Pakistan) or Burma which were parts of British India did not automatically become part of independent India. Because of this false claim over Nagaland by India, war between the two nations (India and Nagaland) started in 1955.Since then, the rulers of India are Persecuting, oppressing and killing innocent Nagas. Therefore, basing on the

desire for freedom of recognition and acceptance is more vocal, loud and clear to the world and particularly India (GOI). The flame of freedom will be even greater if GOI apply further delay tactics knowing fully well the Naga rights of freedom. Thousands of Naga lives have been sacrificed for the purpose of Sovereignty of the homeland to be a full-fledged nation, and hence any attempt to extinguish this has and will always be a failure. Today as we celebrate this occasion, let us sincerely remember and honour in prayer our brave heroes who sacrificed their lives for the freedom of Naga sovereignty. Also today, I salute our frontal organisations (NGOs) for their immense efforts in supporting and working for Naga unity and freedom even at the international level. May God Almighty bless them abundantly to succeed in their able endeavour for Naga long desired freedom. I also appeal the Nagas of the western side of divide to remember our down trodden Eastern Naga peo-

ple who are immensely suffering in the hands of military junta of Myanmar who are suppressing and oppressing the ethnic nationalities like Nagas, Kachins, Karens, Shans, Chins, etc with brute force for so many years. Therefore, the democratic countries of the world must come forward to liberate these nationalities from the clutches and brutality of Myanmar military junta. The NNC being the oldest political institution in the North East region must tell the present leadership of the state of Assam to think and work for the best welfare of the North-East people first than to implement religious agenda of political extremist party. Secondly, stop bringing foreign nationals and immigrants to grab the lands of the indigenous people of the Hills who were and are from time immemorial. The ancestral lands of the Nagas, Manipur, Meghalaya, Mizoram and Arunachal will never be compromised, our lands belongs to us therefore respect the rights and sentiments of the Hill people. 75th Naga Independence Day Message

oday, 14.08.2021 is the 75th occasion of declaring Naga Independence. And on this most auspicious day I, General (Retd) Thinoselie M Keyho, President of Naga National Council would like to address the Nation with a few choice words. First of all, I ascribe my deepest gratitude and sublime glory and honour to Almighty God. I then greet my dear fellow Nagas with the happiest of good tidings. Dear fellow Nagas, let this hardest of facts be ever most steadfastly registered in us all that the eternal Naga Independence had been most officially and legally declared 74 years ago on 14.08.1947. However, we are yet to enjoy our most cherished Freedom till date. How and why has this scenario come about? The Government of India has absolutely no legal or any other rights whatsoever, to claim Nagas/Nagaland: no locus standi in legal terminology. But most oblivious to the changes the civilised World has undergone for the better; Government of India is still clinging to the ancient school of “Might is Right” thought, instead of just the other way round; and is continuing to bask in and bragging about her detested armed might in the most blatant haughty disdainful stance. The present day Indian Union is but that of a forced union in the truest sense of the term. And she is desperately attempting to compel the Nagas into this morass. She thereby chooses to pursue the military option in this regard instead of the humane peaceful solution; most befitting her nefarious nature. I would hereby most explicitly indicate the two ways in which Government of India has been dealing with the Nagas right from the beginning of this epic confrontation. They are 1. The Disturbed Area Act (DAA) and 2. Armed Forces Special Power Act (AFSPA); the two BLACK LAWs with which the Nagas are being kept most brutally suppressed. Firstly, she would employ the former one to indulge in all the barbaric evil deeds of mammoth sinful proportions and numbers. Then with the latter evil she would cover up and whitewash all the horrible misdeeds and crimes. It is most sincerely believed and ardently expected that the concerned and discerned noble minds would come to understand at least a fraction of what the Government of India has been suppressing

When British Government withdrawn from South East Asia Colonial Countries, the Nagas National Council (NNC) was formed on 2nd February 1946 to voice for the future of Naga peace. The Indian National Congress (INC) delegation came to Kohima and offered an autonomous State to the Nagas and asked to join the Indian Union but the Nagas rejected the offer saying the Nagas were Sovereign Independent before India became Independent, to make the India leaders on the Naga National stand, the NNC sent it’s delegation to New Delhi. The delegation met Indian National leader Mahatma Gandhi on 19th July in 1947 and told him that Nagas are not Indian and Naga territory does not belong to India and the delegation told him that the Nagas will declare Nagaland’s

the Nagas with these primitive draconian laws even in this 21st Century World. The extended and unduly prolonged period of stalemate in the Indo-Naga Political Conflict is all due to the pathetic lack of noble Indian leadership, absolute poverty of humane fellow-feeling, utter depravity of moral values, but worst of all - her damnable haughty domineering frame of evil mind; and most unfortunately, at this rate and pace there virtually is no immediate favourable end to the conflict in sight. But for just how much longer could she continue to muzzle the Naga Rights and lord over her in these restrictive ways? As the wise saying goes “Everything has a beginning and an ending”; the ending time has most wondrously arrived at hand. But let me be quick to assert that this windfall has nothing to do with the nobility of the Nagas nor of her capability. The Nagas have absolutely nothing to boast of or brag about in this regard as in all others, for that matter. The Omnipotent God of the Universe has profound eternal plans to show humanity at large and India in particular, about His greatness in and through the agency even of the unworthy Nation of Nagaland. Therefore, God has always been abiding with and siding the Nagas in all her endeavours all along. And now He has begun to unfold His grand plans and designs all the more overtly. Our one great hope and belief is, “If God be for us, who can ever prevail against us in any manner?”! SET THE NAGAS FREE The living God JEHOVAH, through various words of prophecy has been commanding India to set the Nagas free right from the time of Mrs Indira Gandhi even up to that of Mr Narendra Modi’s, most audaciously persistent; ranging from mild reprimands and courteous requests to even outright stern warnings galore. It is hereby being earnestly requested that Government of India may most kindly set the Nagas free at the earliest. Why should India continue to bear and face the ire of Divine retributions any further on this account? For the elite set of concerned individuals who would desire to peruse a few samples of the multitude of the Divine words of prophecy directed at New Delhi; Mr Zapuvisie Lhousa’s book “American Influence in Christianity” pages 110 – 126 may kindly be referred to. We were free as any sovereign nation, self governed, free outside interference, but unfortunately after the British left, our woes began. We were left as a fragmented nation divided between two sovereign countries, India and Myanmar (Erstwhile Burma) The concept of Naga Nationalism and political activities started with the formation of the Naga Club in 1918 by the returnees (labour corps) of the World War 1. Independence on 14th August 1947 to which Mahatma Gandhi said the Nagas have every right to become Independent outside India, we do not want the British and they are going, if you said, you are not Indians and your country does not belong to India, then the matter ends there. Nobody will force you to join Indian Union, you can even declare your Independence today. Accordingly, the Naga National Council (NNC) declared Naga Independence on 14 August 1947 to the outside world by hoisting it’s own flag (Naga Flag) which is still in used officially. And also, on 24th January 1950, the NNC declared the Nagas didn’t accept the Indian Constitution. Moreover, the NNC conducted the Naga National voluntary Plebiscite on May 16th 1951 in which 99.99 of people voted to remain independent as in ancient times. This was solemn pledge and final verdict of the Naga people for the future of Nagaland. When the first general election of India was attempted to conduct in Nagaland in January 1952, the Nagas did not participate in the Indian election because the Nagas were Sovereign Independent Nation outside India. The policy of the NNC was non-violent but 1st Indian Prime Minister Shri. Jawaharlal Nehru sent armed forces of India to Nagaland in 1954 and started war against the Nagas thinking he could force the Nagas to join Indian Union at gun point. Again, the Nagas

institution and parent body of all the Nagas had put forward Naga unity proposals in 1980s, 1990s , 2000s , which was not accepted or worked out by other groups, so till date Naga National unity could not become a reality as desired by the people within, outside and even by other agencies. Therefore, let us especially the National workers of all groups sit together to thrash out our differences and work out the best possible political stand for the sake of our people and freedom. This is the only way we can go forward with the strength of National unity to achieve our long desired struggle for freedom. Therefore, in conclusion the NNC sincerely appeal once again to all Naga National Political Groups to come forward without further delay for Naga National Unity Government. The infamous AFSPA, DAA in Naga Inhabited areas, unlawful raids, detention, killing of civilians, rapes, burning of granaries etc. The first ceasefire agreement signed on September 6,1964 paved the way for peaceful and conducive atmosphere for talks. The conglomeration of 7 NNPGs Working Committee came into being as a result of quest for peace and lasting solution to the decades old Naga Issue and to carry forward the legacy of our pioneers and as a representative and voice

t the very outset, I on behalf of rank and file of the NPGN/NNC, I gave glory and honour to our Almighty God for his mercy and faithfulness. I take this moment to salute all the departed freedom fighters who served the nation and have sacrificed their lives so that we can all see a better tomorrow. As we celebrate the 75th Naga Independence Day let us remember not only the sacrificed soul but remain firm and steadfast to the aspirations and vision for which they laid their precious lives. In 2017, after many consultation with the political leaders, tribal leaders, senior and prominent citizens of Nagaland, the working committee (WC) of the Naga National Political Groups(NNPGS)took the responsibilities and my deep appreciation to the civil societies, all sixteen apex Hoho/tribal bodies of Nagaland for coming forward, expressing their opinion to the NNPGS on the critical issues by confronting the people of Nagaland. The formation of Working Committee has

firmly decided not to surrender their Sovereignty at any cost and counter violent for self defense measure. During this time Nagas have suffered alot in the hand of Indian Armed forces, some of Nagas have lost their precious lives as well as wealth. But now by the Grace of God after many years the Government of India has recognised our Naga history as unique, it is not law and order issue but it is a matter of political issue. Accordingly, a series of talks have been taken place between the Government of India represented by Shri. R.N Ravi interlocutor for peace talk for Naga Political settlement and Nagas headed by Shri. Th. Muivah G. S, NSCN (IM) and chief Negotiator for Naga Political settlement and the talks have been almost concluded, left only some serious agendas to be finalised so the final agreement for Naga Political settlement is yet to be signed. Therefore, all of us must pray to our Almighty God and expect solution for Naga Political settlement to be arrived at without much delay and I hope the solution for Naga political settlement would be done on the basis of Framework Agreement signed between Indian Government and Nagas on 3rd August 2015 and I have confidence that would be lasting and acceptable to all sections of people of Nagalim so that Nagas can live in harmony unlike in the past. SRINAGAR, AUG 13 (PTI): Security forces achieved a major success as a Pakistani terrorist planning an attack along the national highway in Jammu and Kashmir was killed in an encounter in Kulgam district, officials said Friday. They said the overnight encounter began after two terrorists, who had positioned themselves in a building, started firing “indiscriminately” on a BSF convoy on the JammuSrinagar National Highway.

SHIMLA, AUG 13 (PTI): Three more bodies were recovered from the site of the landslide in Himachal Pradesh’s Kinnaur, taking the death toll to 17, while two people were injured on Friday after stones falling down a mountainside hit their bus near the area, a senior official said. Search and rescue operation had to be suspended for several hours on Friday as boulders were falling in between at the landslide site near Chaura village in the district, Kinnaur Deputy Commissioner Abid Hussain Sadiq told PTI. State Disaster Management Director Sudesh Kumar Mokhta said that stones falling down a mountainside hit an HRTC bus, which was crossing the site around 4.40 pm on Friday, injuring a woman and a boy. The bus was on its way to Reckong Peo from Mandi, he added.

Intensifying the Congress offensive against Twitter, Gandhi, in a video statement on YouTube titled “Twitter’s dangerous game”, alleged that it was not a neutral and objective platform and was “beholden to the government.” Questioning Twitter’s action, Gandhi said the company was denying millions of his followers the right to an opinion, which was unfair. “It’s obvious now that Twitter is actually not a neutral, objective platform. It is a biased platform. It’s something that listens to what the government of the day says,” Gandhi alleged.

ASTD PRESS NOTE This press note is directed to the recent press items published on several dates in the local Dimapur based English dailies regarding Naga Council, Dimapur (NCD), wherein, Ao Senso Telongjem, Dimapur (ASTD), has also been tracked into the so created crisis by certain local Tribal Hohos. In this regard, the ASTD is of the firm stand that right from tradition, the Ao Naga societies are governed by the decision of majority view with due regard to the minority opinion in all matters of policy making and executive decision. The ASTD is also of the firm view that brother societies of various Naga tribes in NCD are also governed by the similar customs and practices. It is a fact that the ASTD is one of the organizing founding tribes member in the formation and establishment of the NCD way back in the year 1949. Since then, the NCD had been in smooth sailing rendering welfare activities to the people in Dimapur. The NCD being a voluntary social organization, it is guided by the principles of the Nagas social customs and practices as well as the wisdom of good conscience. However, by the progress of civilization rendering the society confronted by complex issues, the fundamental principles of structures of the society have been formulated being the Constitution of the NCD. That so far the ASTD is aware during the past, at no point of time, the NCD has been tracked to judicial court by anybody in any case and any differences arose have been settled indoor as a matured cultured society, and moving to judicial courts or approaching the print media have been unknown to the history of NCD in any dispute. However, the beauty of the functioning of society have been badly blurred and tarnished when two member representatives nominated and deputed by ASTD to NCD, instead of taking administration of the oath of affirmation as Councilors and commence active participation, without any information to ASTD, the said two representatives along with some others filed suit in Civil Court against NCD sometime in the year 2020. In this regard, the ASTD is of the firm stand that in all propriety, the two representatives nominated and deputed by ASTD ought to have brought to the notice of the ASTD instead of filing the suit before the Civil Court. Therefore, the two representatives from ASTD having been acted badly undermining the sanctity and authority of ASTD and tarnished its reputation in the public domain, they have been rightly recalled back. The ASTD is also on strong stand that as a cultured Naga society, if any member thereto having any differences are to be settled by resorting to thorough and open deliberation, and majority view must be accepted as binding decision, notwithstanding the fact that the minority opinion has been overruled by the majority decision. Thus, in all justness and fairness conforming to the broad principles of our customs and practices, those dissatisfied with the majority decision or dissatisfied with the fundamental principles governing the society, have the ample avenue to garner the support of majority members to the understanding of their side, and not to track the matters to the civil court or to rush to the print media, the practice of which is unknown to our social customs and practices. It is rightly to be said that any part of the Constitution of NCD can be amended by way of alteration, addition and variation. It is to be mention that NCD comprised of representatives from 19 tribal hohos, and only a handful of representatives are attempting to track the NCD, wherein, the ASTD is also unnecessarily tracked-in there by the far minority group by invoking so called MOU. However, the ASTD is of the firm stand that ASTD has never undertaken to shoulder any responsibility to solve the grievances of any constituent tribes of NCD or with any others, since, the ASTD is only a constituent representative tribe of the NCD. On the contrary, the ASTD has full faith on NCD and any differences that may arise are to be solved indoors without invoking the jurisdiction of Judicial Courts or bringing to the public domain by rushing to the print media. The ASTD also does not find any rationale to agitate against the functioning of the NCD by filing suit before judicial courts even without becoming a bonafide member/councilor therein as have been acted upon by the members in the minority group. Therefore, the ASTD is of the firm understanding that our social customs and practices have the efficacious avenue to solve the differences, whatsoever, through open discussion indoors instead of rushing to the court or frequent approach to the print media. In fact, the ASTD does not believed to solve any issue by approaching the print media frequently as have been done in the instance case. On the contrary, the ASTD rightly recalled the two representatives who were among the members those tracked the NCD to Civil Court instead of taking administration of the oath of affirmation to become bonafide and active NCD Councilors. Thus, they themselves abandoned the right of active participation in the proceedings of NCD where their grievances may be discussed. In the premises, it is reiterated that the ASTD has no duty bound to discharge any responsibility towards anybody. That despite frequent approach to the print media by certain group relying on the so called Memorandum of Understanding (MOU) dated 06.05.2021, and tracking the individual name Mr. Meren Longchar, President Ao Senso Telongjem, Dimapur (ASTD), the said so called MOU has never been replicated in the print media, thereby, the esteem readers of the print media are left at dark as to what are the contents of MOU, so that, the said Meren Longchar or the ASTD would be mulcted with any liability or responsibility as the case maybe. Lotha Hoho adopts 12-pt resolution on border issue

MUMBAI, AUG 13 (PTI): The country’s foreign exchange reserves increased by USD 889 million to a lifetime high of USD 621.464 billion in the week ended August 6, 2021, RBI data showed on Friday. In the previous week ended July 30, 2021, the reserves had surged by USD 9.427 billion to reach USD 620.576 billion. In the reporting week, the increase in the forex kitty was due to a rise in foreign currency assets (FCAs), a major component of the overall reserves, as per weekly data by the Reserve Bank of India (RBI). FCAs rose by USD 1.508 billion to USD 577.732 billion in the reporting week. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. Gold reserves were down by USD 588 million to USD 37.057 billion in the reporting week, the data showed. The special drawing rights (SDRs) with the International Monetary Fund (IMF) dipped by USD 1 million to USD 1.551 billion. The country’s reserve position with the IMF also fell by USD 31 million to USD 5.125 billion, as per the data.

If that happens, scrap material from all over the world would come here for recycling,” he said. “The PM has requested us to create an integrated scrapping hub in Alang, where ships are being recycled. Now, we will try to make it a scrapping hub. Our dream is to make India the scrapping hub of South-East Asia by bringing old vehicles of neighbouring countries for recycling,” he added. As the primary criteria for scrapping a vehicle is fitness, and not its age, Gadkari said the government also wants investors to start fitness centres in each district under the Public Private Partnership model.

GANDHINAGAR, AUG 13 (PTI): The National Automobile Scrappage Policy unveiled on Friday will benefit all stakeholders as it will boost manufacturing, create jobs and help both the Centre as well as state governments in earning up to Rs 40,000 crore each in GST, Union Road Transport and Highways Minister Nitin Gadkari said. Cheap raw material acquired from scrapped vehicles would bring down the price of vehicles and boost their sales, thereby raising GST collection, he said. Gadkari said both the Kandla port in Kutch and Alang ship-breaking yard in Bhavnagar can play a crucial role in realising India’s dream of becoming the scrap recycling hub of entire South-East Asia. He was speaking at the “Investor Summit” ahead of the launch of the National Automobile Scrappage Policy at Mahatma Mandir here in Gandhingar. For SARS-CoV-2, it will support the rapid undertaking of recommended studies outlined in the March 2021 report,” the WHO said in a statement

on Thursday. WHO last month proposed a second phase of studies into the origins of the coronavirus in China, including audits of laboratories and markets in the city of Wuhan. Beijing, meanwhile, had rejected WHO’s proposal. In a statement issued on Thursday, WHO called for all governments to depoliticize the situation. “To move forward, WHO calls for all governments to depoliticize the situation and cooperate to accelerate the origins studies, and importantly to work together to develop a common framework for future emerging pathogens of pandemic potential,” the statement read. Humankind must choose climate action

T

IPCC climate report

he Intergovernmental Panel on Climate Change (IPCC), created in 1988 by the UN Environment Programme and the World Meteorological Organisation, has been engaged in providing “policy-neutral information” to policy makers about climate change since its inception. It is uncanny that the latest report of the IPCC with dire warnings of a catastrophe in the making had to be released in the middle of another unprecedented crisis that humanity finds itself in – a global pandemic showing no signs of abatement. Admittedly this may not be the right time for those hundreds of climate experts who prepared such a mammoth report that runs to 3900 pages, to unveil a climate emergency scenario and issue a warning, sternest in its phraseology ever made by them – that humanity is reaching a point of no return. The report sounded alarm bells of an impending catastrophe, which compelled the UN secretary-general to call the IPCC climate report “code red for humanity” – a turning point indicating either recovery or death. The recent IPCC document, a compilation of research work conducted by about 200 authors from more than 66 countries, informs point blank that there is irrefutable evidence of human conditioning of

climate due to increased concentration of atmospheric carbon dioxide and other greenhouse gases, resulting in spiralling heat affecting the entire planet and the resultant ecological transitions are becoming i r r e ve r s i b l e thus putting the very existence of humanity in peril. These projections now made are based on better observational data, thus leading to better constrained climate models. But the report also emphasises that there is still a small window of time that may facilitate some remedial measures to lessen the projected impacts of climate change. The current estimate of warming is 1.1º C as compared to pre-industrial records, a revision based on improved methods and data. The report estimates that for every 1,000 metric gigatonnes of cumulative carbon dioxide emissions will result in a global temperature rise of 0.45º C. The report explores

various scenarios of average warming and predicts that 1.5º C is very likely to be reached within the next 20 years. In fact, arresting the temperature increase at 1.5°C forms a major target of the Paris climate accord. Thus, the message sent out by the report carries an unambiguous call to take immediate and decisive action by every country, especially those who top the list of major emitters. These projections also mean that we still have a small leeway to keep the 1.5º target within reach, provided the countries join hands in the scheduled UN Climate Change Conference, in Glasgow in November this year, and come up with viable and swift programs. The reports expected to be released in the coming months by the IPCC will discuss how the emergent climate policies will address the issues like reduction in emission and what steps to be taken

to adapt to extreme events like floods, heat waves and droughts. The current report projects two scenarios- one in which the warming is expected to reach either 1.6º or 2.4º C by the 2030s. The key is to reach the goal of net zero emissions by then, so that the temperature is kept at the former value. In a business-as usual scenario, the temperature is likely to reach 4.4º C or it could go up to 5.5º C by 2100. The report details what would happen if we cannot reach the emission targets. A drastic change is taking place in the Arctic where the ice cover is melting away because of the current rate of temperature rise. The meltwater is flowing into the Atlantic which will eventually mess up the density-driven oceanic current system – acting as a climate regulator for the landmasses in the temperate latitudes. Another major impact of thawing of ice due to rise in temperature would be the sea level rise, currently estimated to be 3.7 mm per year. It is reported elsewhere that the amount of excessive melt water that is produced in Greenland these days would be enough to submerge the entire state of Florida in 2 inches of water. (C.P. Sad that songs are fading away from Hindi films: Javed Akhtar

oted screenwriterlyricist Javed Akhtar says filmmakers today use songs in movies as a source of revenue and not as a narrative tool. Akhtar, who has penned lyrics for some of Hindi cinema’s biggest soundtracks, right from “Silsila” (1981) to “Gully Boy” (2019), said fast-paced storytelling in films has directly impacted the tradition of songs. “The tempo of films has increased, the tempo of life has increased, so the tempo of the music has increased... A word can only be appreciated, liked, and understood where there is a medium pace tune, so people can concentrate on the word. So, the tempo of the music is not in favour of the word,” Akhtar told PTI. The 76-year-old writer said films these days avoid melodrama, and songs that would earlier be used to underline emotions have as a result started fading away. “They feel sentimentality and emotion should be cut. So the situation is not

emotional enough and then songs cease to be a part of the narrative.” Akhtar, the wordsmith behind well loved songs from films such as “1942: A Love Story”, “Dil Chahta Hai”, “Kal Ho Na Ho”, said filmmakers today, having grown under the influence of western cinema, don’t know how to use songs in a narrative. Songs even when incorporated in the narrative are pushed in the background and used purely for the “greed of money” as music rights generate revenue, the lyricist said. “They (filmmakers) find it embarrassing and awkward that somebody is singing at a party. So, the songs have gone in the background. Why they are there is because there is still a demand for music and it is a source of revenue. That’s why they have songs in films... It is only the greed of money that makes them put songs in the pictures.” Akhtar said the attitude of filmmakers, who view film songs as a “necessary evil”, is reflected when they use a track that has no relation to “whatever is happening in the foreground”. Speaking at an event organised by Adidas here on Friday, Mirabai said the amount of love she has received from fellow Indians since her feat last month has left her overwhelmed. “It wasn’t like that before Tokyo but I am seeing a marked interest in weightlifting for the first time. It makes me confident that more women will represent India in the next Olympics. “The sport is a lot about strength and power but there is not a lot of difference between weightlifting and other sports. I see lot of youngsters taking up to the the sport especially women,” she said. The 62-year-old from Sweden replaces Maymol Rocky who quit a couple of months after a four-year stint, The Indian Express reported. Maymol, a former India international from Goa, was coaching the team since 2017 but quit early this year for personal reasons. In 2018, India set a record of sorts when they reached the second round of the Olympic qualifiers for the first time. As per the federation, she did not wear the name of the official sponsor of the Indian team and also refused to stay along with the Indian contingent. The federation had given a notice to Vinesh on three counts and gave her time until August 16 to answer the notice. However, the wrestler broke her silence on the controversy and revealed her struggles during the Games and also gave her reason on why she decided to stay away from the team. She said that she did not want to risk her teammates with the virus and that is the reason she wanted to stay away from them for 2-3 days. “When these things have happened, why will I stay with the Indian team? TOKYO, AUG 13 (IANS): International Handball Federation (IHF) president Hassan Moustafa has shown his keenness to develop the sport in India following a meeting with Handball Federation of India’s (HFI) executive director Anandeshwar Pandey during the recently concluded Olympic Games here. Handball has been identified as a priority sport by the Union Sports Ministry under the Target Olympic Podium Scheme (TOPS) and has close to 80,000 registered players in India. The meeting involved discussions about how IHF can extend its support to give international exposure opportunities to Indian handball players and also provide top foreign coaches and experts to train local coaches and technical officials, helping them upscale their skillsets. “It was a meaningful meeting with the IHF president. We have so much potential in handball in India, it just needs some backing and efforts in the right direction. IHF is interested in supporting us in order to popularise this sport in the country. We

also discussed how IHF can help us in our mission to further take this sport to new heights,” Pandey said. Handball has received a boost in India in recent times, especially with the launch of the Premier Handball League (PHL) and, the sport has also been included in Khelo India, facilitating grassroots development. IHF also promised to support the league, which is expected to bolster the progress of handball in India and attract more players to take up the sport professionally. “The league (PHL) will definitely play a crucial role in developing this sport. We had a detailed discussion on PHL during the meeting and IHF is ready to support in every possible way, knowing that the league will help us in creating a large pool of talented players and also giving them a much-needed financial stability in their careers,” added Pandey. India has been earmarked as the next big destination for handball by the International Handball Federation.
