World in early stages of 3rd wave: warns WHO Border issue to be resolved peacefully: DG Delta variant’s spread, along with increased social mobility and inconsistent use of proven public health measures, is driving an increase in both case numbers and deaths - Tedros Adhanom GENEVA/NEW DELHI, JUL 15 (AGENCIES): World Health Organisation (WHO) chief Tedros Adhanom Ghebreyesus warned the world about the ‘early stages’ of COVID-19 third wave amid the surge of the Delta variant of Covid-19. “Unfortunately...we are now in the early stages of a third wave”, he said. The head of WHO said that Delta variant’s spread, along with increased social mobility and the inconsistent use of proven public health measures, is driving an increase in both case numbers and deaths.

Last week marked the fourth consecutive week of rising cases of COVID-19 globally, with increases recorded in all but one of WHO’s six regions. Deaths are also rising again, after 10 weeks of steady decline. Tedros said, “The Delta variant is now in more than 111 countries and we expect it to soon be the dominant COVID-19 strain circulating worldwide, if it isn’t already.” Recalling the sustained decline in COVID-19 cases and deaths that was being driven, in recent months, by increasing vaccination

rates in Europe and North America, he sounded alarms over the fresh reversal of that positive trend, reported UN News. Tedros also drew the Emergency Committee on COVID-19’s attention to the ongoing “shocking disparity” in the global distribution of vaccines, as well as unequal access to life-saving tools, reported UN News. He reiterated his concern that inequity has created a two-track pandemic - namely, one track for countries with the greatest access to vaccines, who are lifting restrictions and reopening their societies, and a second track for those without vaccines access who are left “at the mercy of the virus.” Many countries still have not received any vaccines, and most have not received enough. Tedros reiterated WHO’s appeal for a massive push to vaccinate at least 10% of the population by September, at least 40% by the end of 2021

3rd wave likely to hit India by end of August, says ICMR

The third wave of Covid-19 is likely to hit the country at the end of August and chances are that it will not be as intense as the second wave, Dr Samiran Panda, Head of Epidemiology and Infectious Diseases at the Indian Council of Medical Research, has told NDTV. “There would be a nationwide third wave but that does not mean that it would be as high or as intense as the second wave,” Dr Panda told NDTV in an exclusive interview. Four things, he said, could lead to the third wave. The first of these is an instance where the immunity acquired in the first and second wave due drop. “If that goes down, it could lead to a third wave,” he said. Secondly, there could be a variant that can bypass

the immunity acquired. Third – the new variant may not be able to bypass immunity but can circulate fast in the population. Fourth -- if the restrictions are lifted prematurely by states, it could lead to a fresh surge, Dr Panda said. Asked if the variant involved could be Delta Plus, he said both Delta and Delta Plus have swept the country and “I’m not expecting any more public health havoc from the Delta variant”. Earlier this week, the Indian Medical Association, said the third wave is “inevitable and imminent”, pointing out that “in many parts of the country both the government and public are complacent and engaged in mass gatherings without following Covid protocols”.

DIMAPUR, JUL 15 (NPN): Nagaland on Thursday recorded 132 fresh Covid-19 positive cases taking the total caseload to 26381. Of the fresh cases, 72 were reported from Kohima, Mokokchung-26, Dima-

pur-18, seven in Kiphire, four in Tuensang, two each in Longleng and Peren and one in Wokha. The death toll remained unchanged at 517 (including 14 non-Covid deaths) as no deaths were reported during the day.

Free vax camps for Dimapur traders

Free vaccination camps will be held for all traders/ business houses, shopkeepers and vendors under Dimapur Municipal Council at Jain Hospital, Kalibari Road and Lions Club here from 10 a.m. to 3 p.m. on July 19 and 20. DMC administrator Albert Ezung said camps were being organised in view of the surge in Covid cases across the country and the impending threat to Nagaland, particularly Dimapur, and in pursuant to June 30 High Court order. DIMAPUR, JUL 15 (NPN): Petrol price on Thursday breached Rs.100per litre mark in Nagaland after state-owned oil marketing companies (OMCs) hiked the prices two auto fuels pushing the petrol price to Rs.100.07 per litre in Dimapur. With the latest hike, the price of petrol has now crossed Rs.100-per litre mark across all the districts in Nagaland. According to a price notification, petrol price was hiked by 35 paise per litre and diesel by 15 paise per litre. The increase comes after rates stayed mute for three days. Petrol price was last hiked on July 12, on a day when diesel rates had seen its first reduction in almost three months.

DIMAPUR, JUL 15 (NPN): Commissioner of police and chairman aerodrome committee Dimapur, Rothihu Tetseo, has ordered that any remotely piloted aircraft (RPA) including drones, unmanned aerial vehicle (UAV) etc would not be flown within an aerial distance of 3 km from the perimeter of Dimapur Airport. In an order, Tetseo cautioned that violations would amount to suspension/Cancellation of the UIN/UAOP of the RPA issued by the directorate general of civil aviation (DGCA) and would attract punitive action under relevant sections of Indian Penal Code, Aircraft Act 1934, the Aircraft Rules 1937 or any statutory provisions.

DIMAPUR, JUL 15 (NPN): State health & family welfare (H&FW) department has asked all District Task Forces (DTFs) to ramp up Covid-19 tests as directed by High Powered Committee (HPC) on Covid-19. In this regard, H&FW principal director Dr Neikhrielie Khimiao issued an order-- under Mission X5-- with guidelines and

directions to scale up Covid-19 testing. H&FW also instructed all chief medical officers and medical superintendents to ensure that the Covid testing targets assigned to the districts were achieved. (Read order on www.nagalandpost.com ) The order stated that testing was not only a vital epidemiological tool, but also helped people determine if they were infected or not. With the details of contacts provided by the confirmed cases, the order pointed out that persons

who came in contact with the confirmed case could be traced, tested, isolated and treated, thus breaking the chain of transmission and prevent the virus from replication and mutation. Noting that Covid testing in Nagaland was lowest in the country at 1,12,330 per million compared to national average of 3,10,790 per million, the department explained that positivity rate would be high if the number of positive tests was too high, or if the number of total tests was too low.

While the State’s overall positivity rate presently around 7%, there are wide variations in the districts– 19% in Mokokchung, 15% in Kohima, 9% in Peren, 7% in Wokha, 6% in Dimapur and 5% in Tuensang and in the remaining district the positivity rate is less than 5%. H&FW warned that hiding or concealing illness from others, refusal to undergo test and withholding or not revealing details of contacts by confirmed cases would only increase spread of the disease to others.

DIMAPUR, JUL 15 (NPN): National Highways and Infrastructure Development Corporation (NHIDCL) has terminated the EPC mode contract work awarded to Gayatri Projects Ltd. (GPL), worth Rs. 340 crores for construction of the 4-lane Kohima-Dimapur road. The decision was also upheld by the Kohima bench, Gauhati High Court. Welcoming the decision of NHIDCL, minister of planning & coordination, land revenue, parliamentary affairs, Neiba Kronu acknowledged the landmark judgement on dismissal of the writ petition filed by the GPL against termination of contract by the High Court. “This will also cement the public faith in the judiciary to mete out immediate re-

dressal to the common masses. The general public had suffered enough because of the irresponsible contractors in many ways. Enough is enough and the time has come for the people of Nagaland to appreciate such decision of NHIDCL and the High Court,” Kronu stated. He further appealed to all stake holders to join hands and cooperate with such decision for better future. It may be mentioned that GPL was awarded the contract work in April 2016. Meanwhile, the National Highways Authority of India had also declared Gayatri Projects Ltd as a non-performer and has prohibited the firm to participate in the ongoing and future bids of NHAI till the defects on the current project are not completely rectified as per contract requirement. ICAR-NRC on Mithun holds meet on commercialisation of technologies DIMAPUR: Indian Council of Agricultural Research (ICAR) - National Research Centre (NRC) on Mithun on July 4 held a virtual meeting with Agriinnovate India Ltd., a company owned by the Department of Agricultural Research & Education (DARE), Ministry of Agriculture, government of India. A press release by ICAR-NRC on Mithun informed that the meeting was held with an aim to commercialize the technologies developed by the institute. At the meeting, director, ICARNRC Mithun, Dr. M. H. Khan welcomed CEO Dr. Sudha Mysore and the team of the Agrinnovate India Ltd., New Delhi and all the scientists of ICAR who joined from different ICAR Institutes. He also briefed about the institute, scientific achievements the technologies ready for commercialization. In the keynote address, Dr. Sudha Mysore highlighted the role of Agriinovate and means of commercialisation of agricultural technologies in the country. She said Agriinovate was started in 2018 which functions as a centralized authority for licensing agriculture related technologies, cataloguing

and commercialization of selected technologies after techno-commercial evaluation and valuation. A presentation on “commercial aspect of technology” was presented by business manager, Agriinovate India Ltd., Krishan Gopal where he outlined the process of licensing and commercialisation of the developed technology. Innovators of ICAR-NRC Mithun viz., Dr. Nazrul Haque, Dr. Bhukya Prakash and Dr. Dibojyoti Borkotoky, presented a total of seven technologies namely, desave portable mineral block dispenser for animals, portable mineral block dispenser with adjustable height, area-specific mineral mixture developed for mithun rearing states, manual ectoparasite removal and drug applicator, bird feeder, dryer (meat and vegetable) and humane killing cone. A press release by AIDA informed that the training was focused on livelihood skill development and youth empowerment in observance of “World Youth Skills Day” based on 2021 theme, “Reimagining Youth Skills Post Pandemic”. It said the objective of the training was to provide skilling and trainings for unemployed youth to ensure

better livelihood opportunities and also to channelize youth energy into constructive, social activities and creating youth leadership. DIMAPUR: Chief Medical Officer (CMO) Zunheboto office has informed that eligible beneficiaries of Lizu Old Village under Zunheboto sadar has been fully vaccinated with first dose COVID-9 vaccine. In a press release, CMO Zunheboto office said the village was one of the “resistant” villages but with the constant effort of the medical team the village GBs and elders came forward to vaccinate all its eligible citizens with the COVID-19 vaccine to make the village 100% vaccinated. The release informed that vaccination drives was carried out in the village on several occasions which culminated on July 11 wherein

In a press release, DUCCF president Tsenthungo Nyamo and UVBDS assistant director Kikolul Khieya informed the public to collect free larvivarous fish at UVBDS, (old CMO office complex) during office hours. It requested the public to carry out social work, individual family social work within their compound every Saturday till dengue season ends. NPF Phek dismayed over PDA’s ‘arrogant attitude’ DIMAPUR: NPF Phek division held its consultative meeting on July 14 at Phek town and expressed dismay over the “arrogant attitude of the PDA government” which it said was least bothered for “accountability and transparency of the fund received from GOI” for COVID-19 pandemic. In a press release, NPF Phek division president Wepe Mekrisuh and general secretary Kuvera Nakro stated that the division was dismayed over the “evasive nature to come out with the expenditures” as demanded by the NPF party.

NPF Phek division demanded the PDA government to immediately address medical requirements of the district especially the shortage of doctors, nurses and equipments and to “work on war footing” to face the third wave. While stating that the rocketing of fuel prices in the state was affecting the common people, it said that the PDA government had also “totally failed” to come out with any concrete mechanism to check price escalation on goods. DIMAPUR: Two days after Vaison Vemai and VS Jonah Vemai, executive members of NSCN (I-M) steering committee, joined the GPRN/NSCN at Designated Camp, Khehoi, the NSCN (I-M) Thursday informed that the duo had been terminated from the “Naga National Service (Party and Government) with immediate effect” for their acts of depravity, violating breach of party discipline/Yehzabo and defection. NSCN (I-M) through its MIP stated that state that two brothers were on its radar for quite some time. It stated that after learning from various sources on their involvement in activities “detrimental to the interest of the Naga nation and

used by the Indian agencies”, they were asked to be stationed at the Council Headquarters (CHq), Hebron. However, MIP said that they defied the instruction “for the reason best known to them”. MIP stated that their defiance “prompted the authorities to issue a summon letter to both of them to make themselves convenient to be stationed at the CHq and produce explanation for their act of defiance.” However, MIP said that much to the displeasure of the government, Vaison Vemai and Jonah Vemai dishonoured the letter. It said that they were, however, given the final opportunity to come out clean for deliber-

ately defying the instructions for the third time consecutively. MIP stated that finally, instead of showing up at the CHq, they showed up at Khehoi designated camp, “turning themselves as fugitives and under the veil of Naga unity for the uplift of the nation.” MIP stated that failing to justify their position against various allegations, there was no iota of doubt that the “two brothers are not clean.” It alleged that “working hand in gloves with the adversaries for personal benefits overlooking the Naga national interest is an act of treason.” Further, MIP stated that deliberately abusing power for vested interest under the shadow

They failed to exhibit courage with their staggering hypocrisy and moral cowardice. They spare no effort to show disgraceful conduct and duplicity by deserting their mother organization. They are, therefore, condemned for perfidy, unbridled profligacy and overweening arrogance,” MIP stated.

‘Assamese culture superior to RSS ideology’ DON’T NEED SANGH LESSONS ON COW, GAURAV GOGOI SAYS

NEW DELHI, JUL 15 (AGENCIES): Senior Congress leader Gaurav Gogoi has hit out at Assam Chief Minister Himanta Biswa Sarma, accusing him of being “beholden to his RSS masters”, while saying that the Sangh was trying to “manipulate Assam’s diversity and Assamese culture” with bills like the new cattle preservation one. “These bills and their templates are coming from a central source. In essence, a central source, which is nothing else but the RSS headquarters in Nagpur,” Gogoi told ThePrint. “I think my Assamese culture is far more superior to the RSS ideology, or my Assamese culture does not need lessons from the RSS about how to promote the welfare of cows. It is unfortunate that in the midst of Covid, in the midst of price rise, the chief minister is beholden to his RSS masters and is making a law that has

nothing to do with Assam’s context and history.” The Assam government’s Cattle Preservation Bill, 2021, seeks to ban cattle slaughter and sale of beef in parts of the state where Hindus, Jains, and Sikhs are in a majority, or within a five-kilometre radius of a temple or satra. The proposed law has become a source of much controversy. ‘Timing’ of the bill “This is nothing but an attempt to distract the people of Assam from the mismanagement of Covid and the economic distress they are facing right now,” he added. Gogoi also pointed out that Assam has a similar law for the welfare of cattle. “Assam already has a law, which is the 1950 Cattle Preservation Act. So when there’s already a law that regulates consumption, slaughter, and transport, why is the chief minister in such a hurry?” Gogoi asked.

The ethnic versus nonethnic fault-lines in Assam have slowly blurred, giving way to a larger, newer identity that has helped the BJP, as the recent elections show. Gogoi, though, alleges that the RSS is trying to impose its ideas on Assam, just as in the rest of the country. “I think this bill is nothing but an attempt of the RSS to manipulate Assam’s diversity and culture into

what it wants the state to look like or society to look like,” the Congress MP said. “And, as I said, Assamese culture, our history, our language is far more superior and far more ancient than the 1925-set up RSS. “Whether it’s NRC or CAA, whether it is this bill, this is nothing but an attempt to make our people follow the RSS diktat. And I’m sorry, that’s not going to happen,” he added. “That’s not democracy. That’s not India; India is far bigger than the RSS. And instead of trying to fix the heterogeneous character of India into the homogenous vision of RSS, I think the RSS should take a step back and should learn from the diversity of India.” Similarities with UP The Congress MP also said the cattle bill in Assam was similar to the law brought in by Uttar Pradesh Chief Minister Yogi Adityanath.

“I read the bill and it seems to be a carbon copy of an ordinance, which was introduced in Uttar Pradesh by Yogi Adityanath. This is a simple copy and paste job,” Gogoi said. “This bill does not talk about Assamese culture with respect to cows at all. In Assam, I don’t know about other states, but we have an entire day in a year that is devoted to looking after the welfare of our cows. “So, I don’t understand why Assam and the chief minister are trying to copy a bill from Uttar Pradesh? I would say it’s vice versa. Assamese culture is far more superior. And we should take our culture to other parts of India,” he added. Gogoi also questioned the need and prudence of proposed population control policies — Uttar Pradesh has just brought in a draft bill and Assam has also been mulling over such a proposed law.

SHILLONG, JUL 15: Meghalaya police has recovered huge cache of explosives buried near the highway on Wednesday night in West Garo Hills district, police said on Thursday. “Based on reliable inputs, a West Garo Hills Police team conducted an operation last in Gabil area (WGH) and recovered the items (explosives), which were buried near the National Highway,” superintendent of police of West Garo Hills district, V S Rathore said. The explosives that were dug out included 2.25 Kg gelatin sticks, eight ‘non-electric detonators, eight ‘electric detonators’, 10 ‘clippers’, two cello tapes, approximately 3 meters of safety fuse and (Cordtex), the police revealed. “It seems the miscreants were planning to make IED. Case has been registered and investigation is on,” Rathore said. The district police official appealed to the public to inform the police “regarding any such suspicious activity promptly so that law and order is maintained in the district”.

Arunachal write to Prez over border dispute with Assam

I TA NAG A R , J U L 1 5 (PTI): Four opposition parties in Arunachal Pradesh, including the Congress, have written to President Ram Nath Kovind seeking his intervention in resolving the boundary dispute between the state and neighbouring Assam, after a recent controversy over Kimin area along the interstate border. In a memorandum to Rashtrapati Bhavan on Wednesday, the parties have also stated that a policy should be laid down by the Centre to settle the dispute between the neighbours. Outlining the chain of events that led to the row, the letter said that Kimin was passed off as Bilgarh in Assam and signboards were partially whitewashed to do away with the mention of Arunachal Pradesh on them, during a recent programme in the area, which was attended by Defence Minister Rajnath Singh. It pointed out the “fraudulent and unprecedented defacements of Kimin and Arunachal Pradesh names from signboards and foundation stones”. tion Council has claimed responsibility for the blast. A case was registered at Khliehriat, the district headquarters town for the terror activity, he said. An improvised explosive device that was retrofitted in a 20 litre oil tin can and filled with pellets went up at around 1:40 am on Wednesday injuring a policeman and damaging some buildings at the reserve police line.

The CJI, on being told that another bench headed Justice U U Lalit has been

hearing a similar plea which has been fixed for further consideration on July 27, said he would take call on posting of the matters and notify the date of hearing. Attorney General K K Venugopal, who was asked to assist the bench in dealing with the case, defended the provision and said it be allowed to remain in the statute book and the court may laid down guidelines to curb the misuse. Senior advocate Shyam Divan, appearing for the Editors Guild of India, said that a separate plea has been filed by the journalists’ body challenging the validity of section 124A (sedition) of the IPC and that plea can also be tagged along with the present one. He said that besides challenging the validity, the Guild has also sought framing of guidelines to curb misuse. The bench was hearing the fresh plea by former army officer, Major-General S G Vombatkere (Retd), challenging the Constitutional validity of section 124 A (sedition) of the IPC on grounds that it causes a “chilling effect” on speech and is an unreasonable re-

striction on free expression, a fundamental right. The bench, referring to the credentials of Vombatkere, said that he gave his entire life to the country and his motive in filing of the case cannot be questioned. The former Army officer challenged the constitutional validity of the sedition law on the ground that it causes “chilling effect” on speech and is an unreasonable restriction on free expression, a fundamental right. His plea said section 124-A is wholly unconstitutional and should be “unequivocally and unambiguously struck down”. “The petitioner contends that a statute criminalising expression based on unconstitutionally vague definitions of ‘disaffection towards Government’ etc. is an unreasonable restriction on the fundamental right to free expression guaranteed under Article 19(1)(a) and causes constitutionally impermissible ‘Chilling Effect’ on speech,” the plea said. The petition said there is need to take into account the “march of the times and the development of the law” before dealing with Section 124-A.

T H I RU VA N A N T H A PURAM, JUL 15 (PTI): Amid concerns of identifying a cluster of Zika virus in the capital city, five more people, including four women, have tested positive for the infection in Kerala, taking the caseload in the state to 28. Of the fresh cases, two were natives of Anayara here, where a cluster of the disease had been identified within a three-kilometre radius, Health Minister Veena George said on Thursday. The other infected people were those hailing from East Fort, Kunnukuzhi and Pattom here and all the samples were tested at the National Virology Institute at Alappuzha, she said. Four samples were sent from a private hospital here, while one was collected by the Health Department as part of surveillance, the minister said, adding that16 other samples tested negative. “With this, the total number of infections in the state rose to 28,” she added.

NEW DELHI, JUL 15 (PTI): Concer ned over “enormous misuse” of the colonial era penal law on sedition, the Supreme Court on Thursday asked the Centre as to why it was not repealing the provision used by the British to “silence” people like Mahatma Gandhi to suppress freedom movement. Agreeing to examine the pleas filed by Editors Guild of India and a former major general, challenging the constitutionality of section 124A (sedition) in the IPC, a bench headed by Chief Justice N V Ramana said its main concern was the “misuse of law” and issued the notice to the Centre. The non-bailable provision makes any speech or expression that “brings or attempts to bring into hatred or contempt or excites or attempts to excite disaffection towards the Government established by law in India” a criminal offence punishable with a maximum sentence of life imprisonment. “Mr Attorney (General). We want to ask some questions. This is the colonial era law and the same law was used by the British

It was used by British to silence Mahatma Gandhi, Gokhale and others. “Is it still necessary to keep this in statute even after 75 years of independence?”, asked the bench which also comprised justices A S Bopanna and Hrishikesh Roy. AICC general secretary in-charge for Punjab affairs of the party Harish Rawat said Singh will continue as chief minister when the next assembly elections are fought. “We are working out a formula where both the

chief minister and Sidhu could work together,” he told reporters. “Amarinder Singh will continue as chief minister of Punjab and the party will go to polls with him in the top position,” he also said. He, however, said that the party president’s final approval on the Punjab unit revamp is awaited. Rawat said the Congress wants that both should work towards uniting the party and steering it to victory in the next assembly polls, slated early next year.

MUMBAI, JUL 15 (PTI): The Maharashtra government has given its permission to the Anti-Corruption Bureau (ACB) to conduct an open inquiry into the allegations of corruption against former Mumbai Police Commissioner Param Bir Singh made by another police officer, an official of the agency said on Thursday. The ACB had sought permission to initiate open inquiry against Singh into the charges levelled by police inspector Anup Dange and the government gave its nod on Wednesday, he said. Dange was suspended last year and reinstated into the police service earlier this year. The ACB official said that the probe is based on the complaint by Dange, who alleged that he was approached by a man claiming to be Param Bir Singh’s relative and demanded a bribe of Rs 2 crore to reinstate him into the force. Dange was earlier attached to Gamdevi police station and is now attached to Mumbai police’s south control room. He had written a letter to Maharashtra

Dange alleged that Singh had tried to shield some people having underworld links from the law when he was the DG of the ACB. In his letter to the state government, Dange had said that in November 2019, when he went to shut down a pub in south Mumbai, the owner claimed to know Singh well. Dange, however, went on to file a complaint after a scuffle broke out outside the pub while the police were taking action against the pub. Dange alleged that after Singh became Mumbai

police commissioner, he suspended him. He claimed that a person claiming to be Singh’s relative approached him and demanded a bribe of Rs 2 crore to reinstate him. “The ACB, which was conducting two discreet inquiries against Singh based on the complaints by Dange and another inspector, had sought permission from the home department to proceed with an open inquiry (on Dange’s complaint),” he said. Singh had been transferred from the post of Mumbai police chief in March this year over the handling of the Mukesh Ambhani security scare case. A few days after that, Singh had written a letter to Chief Minister Uddhav Thackeray alleging that Anil Deshmukh, who was the home minister at that time, had asked police officer Sachin Waze to collect Rs 100 crore every month from bars and restaurants. Deshmukh stepped down as a minister in April after the Bombay High Court ordered a CBI inquiry into the allegations made against him by Singh.

ost meteorological sub-divisions and regions along the North, Northwest and Northeast India, in addition to a few areas in the East are experiencing above normal maximum temperatures (seasonal) since April. Though the year 2020 was considered to have been among the hottest years after 2016, yet this year (2021) does not seem to be any less. Due to the abnormal weather, the heat and humidity is high but with insufficient rains. What is a cause for worry is that unless something very drastic is done to slow down or reverse climate change, the world is going to become hotter and hotter. There is about a 40% chance of the annual average global temperature temporarily reaching 1.5 degrees Celsius above pre-industrial levels in at least one of the next five years- and these odds are increasing with time, according to a new climate update issued by the World Meteorological Organization (WMO). Also, there is a 90% likelihood of at least one year between 2021-2025 becoming the warmest on record, which would dislodge 2016 from the top ranking, according to the Global Annual to Decadal Climate Update, produced by the United Kingdom’s Met Office, the WMO lead center for such predictions. Forecast suggests 2021 is likely to be the seventh successive year where global temperatures are around 1C or more above pre-industrial levels. More than 200 people have died in Canada since the past week, as temperatures hit a record high of 49.1°C in the past four days. The heatwave has scorched crops across the Prairies, where farmers grow much of the world’s wheat and canola, driven up natural gas prices in the fourth-largest global producer, and increased the risks of wildfires. In the U.S. Northwest, temperatures in Washington and Oregon soared well above 100°F (38°C) over the weekend. Portland set all-time highs several days in a row including 116°F (47°C) on July 11. China is the biggest culprit responsible for contributing gas emissions including pollutants. The communist giant emits more greenhouse gas than the entire developed world combined, a new report has claimed. The research by Rhodium Group says China emitted 27% of the world’s greenhouse gases in 2019. The US was the second-largest emitter at 11% while India was third with 6.6% of emissions, the think tank said. The Asian giant has the world’s largest population, so its per person emissions are still far behind the US, but the research said those emissions have increased too, tripling over the course of two decades. Greenpeace has made a series of studies and found that China continues to suffer from abnormal weather conditions. China’s key urban centres, including the capital Beijing and its most populous city, Shanghai, are expected to face hotter and longer summers, as well as wetter rainy months, a new Greenpeace study mapping extreme weather conditions due to climate change warned. Factoring in the expected peak of global emissions around 2040, the increase in temperature in some parts of Beijing could exceed 2.6°C (4.7°F) by 2100, and summers would become longer by 28 days, the study added. Beijing and China are not far away from India or the north east and the prediction of hotter days ahead should make people prepared to face the consequences of their insensitivity to nature.

The context with which the push is being made should be taken into consideration as the elections are due in Uttar Pradesh in 2022, which is the largest state in India having huge population. The state of Uttar Pradesh is ruled by the far-right nationalist party – Bhartiya Janata Party (BJP) with a hard-core chief minister Yogi, close ally of Prime Minister Narendra Modi and Home Minister Amit Shah. This is not the first time we come across BJP is pushing for the twochild norm, even when Indira Gandhi was the Prime Minister as Congress Party at its helm of affairs particular when emergency was clamped in mid-2070s seventies, Sanjay Gandhi, being the son of Indira Gandhi used the emergency scenario vociferously argued for population control initiating a number of forced policies upon the people.

Those who believe in the population control invokes the Malthusian Theory of population which is the theory of exponential population and arithmetic food supply growth meaning population grows at geometric proportions and food supply growth at arithmetic proportions. Therefore, Thomas Edward Malthus, was a famous 18th Century British economist known for outlining the population growth in his book published in 1798 titled An Essay on Principles of Population. Many dominant economists, policy-makers and political leaders view Malthusian theory as realistic pointers and reasons for the prevalence of poverty and hunger; low GDP and per capita income. Thomas Malthus conceived a theory and predicted based on some assumptions two-hundred years ago has now become a “reality”. Governments at the Centre for decades pointing out and keep saying that India’s population is increasing at geometric proportions and food-supply is multiplying at arithmetic proportions. And so, there is hardly any converging point. In such a scenario, they suggest and offer to control population two-child norm,

family planning, methods that involves contraception and host of others. Whereas, Malthus was explicit in his theory that natural catastrophes such as tsunami, typhoon, floods, cholera, malaria, flu and what we have at present coronavirus. When such things hit it is nature and obvious that the population would get reduced. The developed and rich countries point out over-population is the main factor for the ills that the people in poor and developing societies. There are other reasons such as inequitable distribution of resources, policy paralysis, corruption, squandering of resources and widening of inequality. But they are addressed, rather concealed and given different twists and turns. The poor and developing societies portrays and thus paints gravity of poverty and hunger is due to over-population. Over-population according to the political leaders and status quasits is the most important factor that impedes development process thereby stunting progress, prosperity and growth. A question that arise at this juncture is: how can more a billion mouths be fed with a limited and scarce resources? My take on the EURO 2020: ‘The Rise of the Goalies’

he Euro 2020, for me, has thrown a new light of astral proportions on goalkeepers. They have played pivotal roles since time immemorial but never has their significance in winning games been understood as much as it was during this Euro Cup. Some of them have clearly shone brighter than the most spectacular ‘superstars’ on the pitch. From dismissing decisive goals from the best sharp shooters to saving crucial ones in penalties, these goalkeepers have taken their countries where it was never dreamt possible. Goalie Yan Sommer of Switzerland was hailed a national hero for his invincible exhibits throughout their matches and saving a crucial penalty kick from Kylian Mbappé of France to give his team a much needed victory and enter the quarter finals for the first time. Sommer helped his country provide one of the best underdog stories in football history! Later on in the Cup, Spain goalkeeper Unai Simon, who was named man of the match after saving two penalties in the 3-1 shootout win against Switzerland and booking them a berth in the semi-final, said he would have given the award to opposite number Yann Sommer who had dismissed more than 10 potential goals in the game. Then came the finale between Italy and England which was indeed a battle of the goalies. My favourite this time was, of course, the tall Gianluigi Donnarumma of Italy, the country to which I pledged my ‘football’ allegiance since the 80’s. My unconditional support for the ‘Azzurri’ was even more profound

Doning jersey No.21, Donnarumma went up against England’s Jordan Pickford, who was rated by his manager as the world’s best goalkeeper and was England’s number one player. Both of them showed exceptional skill and sportsmanship throughout the match, the likes of which the world rarely sees, or Wembley has ever seen. Finally, Donnarumma saved a goal from Bukayo Saka in the ultimate penalty shoot-out and Italy became Champions of the prestigious Euro 2020 after a long gap of 53 years! Pickford was awarded the ‘Golden Glove’ and most assuredly, Gianluigi Donnarumma was crowned the ‘Player of the Tournament’, a much coveted and sought-after title by every footballer, also called the ‘Golden Ball’. He became the first goalkeeper to officially win the award after its introduction in 1996! Donnarumma was the new international hero in football. The role of goalkeepers in changing the course of a game and the destiny of a country in football was finally understood, to some extent. They are now in the limelight, where they rightfully belong, between the anointed goalposts. And as I slowly recover from my ‘cracked’ voice, here’s another shout-out to the Champions and all the fantastic goalkeepers, while looking ahead to the World Cup to be held next year in Qatar. he situation that we find ourselves in because of Covid-19 is unprecedented. It has had a huge impact on the lives of families both children and caregivers. There has been an uproar that children are suddenly out of school and that they are missing out so much. And many schools have come forward to continue teaching the children through online classes, projects etc. What a great opportunity this is for children to learn life skills at home. They reminded us to make sure to involve the children in some of the household chores according to their developing capacity. Children can make the bed, dust a shelf, set the table and clear it, wash dishes, help with simple cooking, fold and put away clothes, water and tend to plants. Not all of them of course, but the children could choose what they would like to do and we need to help, remind them to do it consistently joyfully, in a spirit of collaboration not as a manager or supervisor. They also sent us a suggested schedule for the day with a list of many online, age appropriate resources that were carefully checked and Categorized by the teachers. The list included

sites where they could listen to stories or poems, worksheets that could be printed off, documentaries or films. After watching a documentary or film, there a list of questions that would help children think about what they just watched. They had the option to write down their answers too. The collection of work was not an overwhelmingly long list. And it was not so limited that we felt that we did not have much of a choice. All of this was optional they said if we had found other things to do, great, no problem. But the only thing the children were really expected to do and bring back with them when school reopens was their daily class activities. They had to write the date in the books along with what they did every day. Another thing the teachers did was to have an individual conference with each child. They set up an appointment with each child online and chatted with them about what was going on with their lives, asked them if they were comfortable with the activities suggested, if they had any questions etc. These meetings were very fluid and different from child to child. Many parents shared about

how they allow the children to choose, but later, they are not happy with the children’s choice. We must ensure that we give them options that we are okay with and once they choose, we cannot backtrack and say that that is not allowed. Some parents shared that their children made a choice with enthusiasm and started the work, but half way through they get distracted and lose interest. In that case, if that is not a regular occurrence, we can just join the child, collaborate with them and say, shall we finish this together? And help them finish it. And then later, at a neutral moment, we could bring up that topic and talking about completing activities. Many of the ideas and activities came from the other parents, each trying different things with their own children, some successfully and some not and we could learn from each other and help each other from the school has been both helpful and enlightening and it has helped to realise that we are not alone. Mamata to visit Delhi to form anti-BJP front

KOLKATA, JUL 15 (PTI): West Bengal Chief Minister Mamata Banerjee is likely to visit New Delhi later this month where she will hold talks with leaders of non-BJP parties, TMC sources said on Thursday, amid the renewed buzz over formation of an anti-BJP front ahead of the 2024 Lok Sabha polls. According to some reports, she will head to the national capital on July 25. Sources in West Bengal’s ruling TMC said the party supremo’s Delhi visit could happen any day after the Martyr’s Day rally in Kolkata on July 21. The TMC holds a rally every year to commemorate the killing of 13 people in police firing on Youth Congress workers on July 21, 1993, during a protest led by Banerjee, who was then its leader. The talk of an anti-BJP front got revived after leaders of various parties and prominent individuals congregated at NCP chief Sharad Pawar’s New Delhi residence last month.

After the report was submitted on Tuesday, the court had directed that its soft copies along with annexures be supplied to the counsel for the petitioners, the Election Commission, and the Additional Solicitor General of India. Baner jee, however, cried foul and claimed the report was leaked to the media by the rights panel. She also said the NHRC team did not consult the state government or take into account its views. “The BJP is now using impartial agencies to settle political scores and malign our state. The NHRC should have respected the court. Instead of leaking the findings to the media, it should have first submitted the same to the court.

NEW DELHI, JUL 15 (IANS): India’s cumulative Covid-19 vaccination coverage has crossed the landmark of 39 crore that includes 34,97,058 shots administered across the country in the past 24 hours. C u m u l a t i v e l y, 39,13,40,491 vaccine doses have been administered through 49,41,567 sessions, said the Ministry of Health and Family Welfare (MoHFW) citing the provisional report received till 7 a.m. on Thursday. In the ongoing massive vaccination coverage, 1,02,59,902 Healthcare Workers (HCWs) have been so far administered first dose of the anti-Covid jabs and 74,67,814 of them have been provided second dose. A total of 1,77,49,670 Frontline Workers (FLWs) have received first dose of the vaccine and 1,01,08,761 have been administered the second dose. The vaccination exercise, has so far covered 11,80,17,979 people aged between 18-44 who have got their first dose.

Financial inclusion for post-COVID recovery: Das

MUMBAI, JUL 15 (PTI): RBI Governor Shaktikanta Das on Thursday said financial inclusion will continue to be a “policy priority” for the central bank to make the post-pandemic recovery more equitable and sustainable. The Reserve Bank of India will very soon be coming out with the first financial inclusion index, which will assess progress in terms of access, usage and quality, Das said, while speaking at the Economic Times Financial Inclusion Summit. It is the responsibility of all stakeholders to ensure that the financial ecosystem (including the digital medium) is inclusive and capable of effectively addressing risks like mis-selling, cybersecurity, data privacy and promoting trust in the financial system through appropriate financial education and awareness, he added. Since the start of the last decade, financial inclusion has been a key focus area for the RBI to help

Das said financial inclusion is a key driver of sustained and balanced economic growth, which helps reduce inequality and poverty, and while we have made tremendous strides on this aspect, the pandemic has created newer challenges and complexities. “The financial system will have a crucial role to fulfil the aspirations and needs of our economy on the mend,” he said. During the pandemic, the RBI’s efforts on financial inclusion have helped in enabling the government to provide timely support through cash transfers under the Direct Benefit Transfer schemes, Das said, adding Rs 5.53 lakh crore was transferred digitally across 319 government schemes spread

over 54 ministries in FY21. The RBI has taken a slew of measures to mitigate the impact of COVID, including rate cuts, on-tap liquidity, cash reserve ratio exemptions and tweaks in the priority sector lending scheme, he said. Payments are the lifeline of an economy and the operationalisation of Payment Infrastructure Development Fund (PIDF) will provide the necessary impetus for the development of payment acceptance infrastructure in tier-3 to tier-6 centres and northeastern states, Das said, adding that the fund is an initiative jointly carried out by the RBI, banks and card networks. He said substantial progress has been made by banks with respect to financial inclusion plans (FIPs), which the RBI has advised them to prepare. Greater focus is now being given to addressing the vulnerable segments of the economy and population while paying attention

to consumer protection and enhancing the capacity of customers so that responsible and sustainable use of financial services can be achieved, the governor said. The RBI has encountered challenges for financial inclusion, which include how to identify the customer, reaching the last mile and provide relevant products that are safe, he added. Scaling up of the Centre for Financial Literacy (CFL) project across the country at the block level by March 2024 is expected to enhance the effectiveness of community-led participatory approaches for greater financial literacy, he said. Das also said that 15 state education boards have consented to include financial education in their curriculum to ensure kids get going on crucial knowledge. “There is a need for accelerated universal reach of bank accounts along with access to financial products relating to credit, investment, insurance and pension,” he noted.

RBI bars Mastercard from issuing new cards from July 22 MUMBAI, JUL 14 (PTI): In a major supervisory action, the Reserve Bank on Wednesday indefinitely barred the US-based Mastercard from issuing new credit, debit and prepaid cards with effect from July 22 for its failure to comply with data storage norms. Mastercard, a major card issuing entity in the country, is the third company to have been barred by RBI from acquiring new customers after American Express Banking Corp and Diners Club International over data storage issue. In a statement, Mastercard said it is disappointed with the stance taken by RBI. “The Reserve Bank of India (RBI) has today imposed restrictions on Mastercard Asia/Pacific Pte. Ltd. (Mastercard) from on-boarding new domestic customers (debit, credit or prepaid) onto its card network from July 22, 2021,” the central bank

said in a statement. The RBI, however, clarified that its supervisory action will not impact the services of the existing customers of Mastercard in the country. Announcing the ban on Mastercard, RBI said, “notwithstanding lapse of considerable time and adequate opportunities being given, the entity has been found to be non-compliant with the directions on Storage of Payment System Data”. Mastercard is a payment system operator authorised to operate a card network in the country

under the Payment and Settlement Systems Act, 2007 (PSS Act). In terms of RBI’s circular on Storage of Payment System Data on April 6, 2018, all system providers were directed to ensure that within a period of six months the entire data relating to payment systems is stored only in India. They were also required to report compliance to RBI and submit a board-approved System Audit Report conducted by a CERT-In empanelled auditor within specified timelines.

India’s OTT entertainment industry is cannibalising on the established bastion of traditional television, radio and cinema forms of media and entertainment. The size of the OTT market in the financial year 2020 was around $1.7 billion (both video and audio), and in the next 9-10 years, this industry has the potential to grow to become a $15 billion opportunity, according to homegrown independent transaction advisory firm RBSA Advisors. BERLIN, JUL 15 (AP): More than 30 people have died and dozens of people were missing Thursday in Germany and neighbouring Belgium after heavy flooding turned streams and streets into raging torrents, sweeping away cars and causing buildings to collapse. Storms across parts of western Europe in recent days caused rivers and reservoirs to burst their banks, resulting in several flash floods overnight as rainsoaked soil failed to absorb any more water. Authorities in the western German region of Euskirchen said eight deaths had been reported there in connection with the floods. Rescue operations were hampered by the fact that phone and internet connections were down in parts of the county, which is southwest of Cologne. Officials said 18 people had died in Ahrweiler county, south of Euskirchen. Up to 70 people were reported missing after several houses collapsed overnight in the village of Schuld in the Eifel,

WASHINGTON, JUL 15 (IANS): Montana has declared a wildfire emergency as massive fires were raging across the US state and the country’s western region, according to an executive order. “Facing critical fire conditions that threaten our communities, first responders, and way of life, I today declared a statewide wildland fire emergency in Montana to ensure our first responders have the tools they need to safely and aggressively respond to wildfires,” Montana Governor Greg Gianforte tweeted on Wednesday. BEIJING, JUL 15 (IANS): More than 1,000 rescuers have been dispatched to save the 14 people trapped in a tunnel following floods on Thursday in China’s Guangdong Province. The construction site of the Shijingshan tunnel, part of the city’s Xingye expressway, flooded at around 3.30 a.m., said the local emergency management bureau. Rescuers were still unable to make contact with the trapped workers as of 1 p.m., reports Xinhua news agency. The Department of Emergency Management of Guangdong Province has dispatched eight emergency rescue teams from cities surrounding Zhuhai to the scene, and cooperated with city officials to carry out rescue work. Besides the rescuers, 22 fire engines and five pump trucks have been mobilised for the rescue work.

Nagaland. Two soldiers were killed before the fighters ran out of bullets and fled into the hills. One of their commanders, who calls himself U Ba Thien, told IANS that the Tatmadaw (Burmese army) rounded up 22 of the resistance fighters during relentless combing operations. At least 16 residents may have been killed by the troops, Thien said.

KATHMANDU, JUL 15 (PTI): Nepal’s government on Thursday recommended President Bidya Devi Bhandari to summon the new session of the House of Representatives on July 18, according to a Cabinet minister. A Cabinet meeting chaired by Prime Minister Sher Bahadur Deuba made the decision to summon the meeting of the reinstated House on July 18, Home Minister Bal Krishna Khand told reporters. This would be the first meeting of the 275-member lower house of parliament after it was unconstitutionally dissolved on May 22.

Taapsee Pannu turns producer with selfstarring film ‘Blurr’

acebook-owned WhatsApp has launched a Beta version of its new multi-device capability for the instant messaging platform, where people can soon use desktop or web experiences on up to four devices, even when their smartphones are dead, with the same end-to-end encryption. WhatsApp head Will Cathcart announced the rollout of a limited public beta test for WhatsApp’s updated multi-device capability. Currently, the Beta is available with a limited group of testers who are part of the WhatsApp’s Beta programme, and will be rolled out globally soon. “With this new capability, you can now use WhatsApp on your phone and up to four other nonphone devices simultaneously -- even if your phone battery is dead,” Cathcart said in a statement late on Wednesday. Each companion device will connect to your WhatsApp independently while maintaining the same level of privacy and security through end-to-

end encryption that people who use WhatsApp have come to expect. “Importantly, we have developed new technologies to maintain end-toend encryption while still managing to sync your data — such as contact names,

chat archives, starred messages and more -- across devices,” he informed. Until now, WhatsApp has only been available on one device at a time and desktop and web support only worked by mirroring off the phone with an active internet connection. The current WhatsApp experience for companion devices on web, macOS, Windows, and Portal uses a smartphone app as the primary device, making the phone the source of

truth for all user data and the only device capable of end-to-end encrypting messages for another user, initiating calls, etc. “This architecture makes it easy to deliver a seamlessly synchronised experience between a

phone and companion device without compromising on security,” WhatsApp said. The company said that the new WhatsApp multi-device architecture removes all hurdles, no longer requiring a smartphone to be the source of truth while still keeping user data seamlessly and securely synchronised and private. Prior to the introduction of multi-device, everyone on WhatsApp

was identified by a single identity key from which all encrypted communication keys were derived. With multi-device, each device now has its own identity key. “The WhatsApp server maintains a mapping between each person’s account and all their device identities. When someone wants to send a message, they get their device list keys from the ser ver,” Cathcart informed. The company said it will also give people additional control and protections over which devices are linked to their account. First, everyone will continue to be required to link new companion devices by scanning a QR code from their phone. This process now requires biometric authentication before linking where people have enabled this feature on compatible devices. “Finally, people will be able to see all the companion devices linked to their account as well as when they were last used, and will be able to log out of them remotely if needed,” WhatsApp said.

eff LaBar has died aged 58. The Cinderella guitarist - who replaced the glam metal band’s original member Michael Schermick after three years in 1985 - has been hailed as a “hero” by his son Sebastian. On July 14, 2021, he wrote: “My father, my hero, my idol, passed away today. I’m currently at a loss for words. I love you pop!” LaBar’s former bandmates also issued a statement in his honour as they paid tribute to the “bond” they shared as a group. Director Santoshi shared about the delay in the release of the film: “Covid has disturbed the schedule of release, however we hope to release the film as soon as possible. Mithun Chakraborty is a legend. Having him in the song will only add that pinch of extra tadka.” The movie is produced by Sajid Qureshi and also features the producer’s daughter Amrin Qureshi. Robben had decided to hang his boots in 2019 after his final season with Bayern Munich. But the star footballer took a U-turn a year later by returning to play for Dutch club Groningen, where he began his career in 2000. But Robben made just seven appearances for the club in the 2020-21 season due to calf injury. Chiellini’s ‘Kiricocho’ curse on Saka before Euro 2020 final penalty ROME, JUL 15 (IANS): Italian defender Giorgio Chiellini has claimed that he put the ‘Kiricocho’ curse on England’s Bukayo Saka, who missed the last penalty in the Euro 2020 final shootout at the Wembley Stadium on Sunday. Saka’s spot-kick was saved by goalkeeper Gianluigi Donnarumma, handing Italy the Euro 2020 title 3-2 on penalties after the two teams were level on 1-1 in 120 minutes. Just before Saka took the kick, Chiellini screamed “Kiricocho” -- a word that has been used by footballers for decades to inflict bad luck on the opposition. Juan Carlos ‘Kiricocho’, or Quiricocho, according to some versions of the tale, was a die-hard supporter of Argentinian club Estudiantes de la Plata in the 1980s. The fan used to attend some of the club’s training sessions. One fine day, Estudiantes head coach Carlos Bilardo began to notice that his players bizarrely got injured whenever Kiricocho was present. Bilardo, as the narrative goes, told

Kiricocho to attend training sessions of the opponents of the Estudiantes, hoping to utilise his jinxing powers to hurt the opposition. “Kiricocho was a kid from La Plata who was always with us, and since that year we were champions (in 1982), we adopted him as our mascot,” Bilardo once said.
