According to DIPR report, to meet CNCCI’s principal demand over multiple taxation, the government decided that collection of any kind of tax/fee on items/goods falling under GST regime by all municipal and town councils would be stopped immediately. It was also decided that the administrators of all ULBs would take steps for including representatives
of business community of their respective cities/towns in their advisory committees for taking decisions in respect to various businessrelated activities. The meeting also instructed any government department/agency collecting tax on any item falling under GST regime to give directions for immediately stopping such collections. Further, on the demand to prevent/stop extortion, the meeting directed commission of police, Dimapur to immediately put in place a security grid and take other measures, including stationing sufficient security personnel at various locations to check illegal taxation/extortion, in consultation with police headquarters. The orders/directives for the decisions taken at the meeting would be issued shortly by the government. The meeting therefore appealed to CNCCI
to give support and cooperation to the government departments for tackling the menace of illegal taxation/ extortion and in further improving the ease of doing business in the State. Regarding application of the Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest (SARFAESI) Act, 2002, the meeting noted that the matter was under examination of Select Committee of Nagaland Legislative Assembly, whose meeting was scheduled on September 14. The meeting was attended among others by Adviser urban development and municipal affairs, chief secretary, director general of police, additional chief secretary &finance commissioner and principal secretaries of urban development and municipal affairs and home commissioner, along with other senior officers.

everal organisations have extended support to the one-day total shop closure call given by Dimapur Chamber of Commerce & Industr y (DCCI) and Confederation of Nagaland Chamber of Commerce & Industry (CNCCI)’s state-wide closure of all shops and business establishments to show solidarity with DCCI’s protest against
multiple taxation by Naga political groups and government agencies on September 16. NPCC: Nagaland Pradesh Congress Committee (NPCC) through its communication department said that DCCI’s closure call was a grim reminder of how the elected government has failed the people and the state. NPCC alleged that the state government run by
regional parties like NPF and NDPP together with BJP had only managed to “create a situation where they have allowed illegal taxations to flourish while condemning law abiding citizens to live under constant threat posed by nefarious elements who were allowed to hijack the writ of the state.” NPCC asserted that the state government can-

KOHIMA, SEP 14 (NPN): The state government on Tuesday proposed to introduce the SARFAESI Act 2002 and Land reforms bill in the forthcoming winter session of the Assembly. Talking to media persons after the meeting of the NLA select committee on SARFAESI Act, planning &coordination, land revenue and parliamentary affairs minister Neiba Kronu said that the government will convene a meeting with State Level Bankers’ Committee (SLBC) at the level of chief secretary. He hoped that the issue would be resolved soon and the State government would be able to introduce a Bill in this regard in the next Assembly session. On potential conflict of the SARFAESI Act with Article 371 (A), Kronu said the issue was examined and assured that land would be protected. He remarked that banks might confiscate land, but they would not be allowed to sell it to outsiders and thus Naga lands would be protected. Mentioning that the issue of land reforms too was discussed, he informed the media that the draft prepared for land reforms was examined by advocate general of Nagaland at the meeting. He claimed that the draft was acceptable and there was no complication, assuring that all efforts would be made to table the Bill in the next Assembly session.

DIMAPUR, SEP 14 (NPN): Nagaland chief minister Neiphiu Rio, along with deputy chief minister Y. Patton, ministers, Advisers, MLAs and bureaucrats bade state farewell to outgoing governor RN Ravi was at the State Banquet Hall, CM’s residential complex, Kohima on Tuesday. According to DIPR , Rio described Ravi a genuine and a down-to- earth person who worked without any pretension in discharging his duties. Rio also said Ravi was a sincere and hardworking professional who did what he thought was right without any fear. He lauded Ravi for his commitment not only for the development of Nagaland but also in pushing for early solution to the Naga political issue. According to Rio as Interlocutor, Ravi did his best for the Naga political issue which led to signing of the landmark Framework Agreement with NSCN (I-M) on August 3, 2015, followed with the signing of Agreed Position with
NNPGs on November 17, 2017. These bore ample testimony to his hard work and negotiating skills, Rio added. Rio also thanked Ravi for the many things he had achieved in a difficult situation. He said Ravi was well acquainted with the Nagas and their long history of struggle and aspiration and also admitted that Ravi’s tenure had its fair share of challenges too. As a governor, Rio said showed genuine concern for development and welfare of Nagaland and carried out whatever was possible within the State’s limited resources to expedite implementation of infrastructure and welfare projects. Mentioning that Ravi had helped immensely in management of Covid-19 crisis too, Rio said people of Nagaland would remember him as someone who gave his best, both as a governor and Interlocutor. In his speech, the outgoing governor said he was touched by the love and affection of the people of Nagaland. Ravi begged to differ
with Rio’s earlier remark that Tamil Nadu is more advanced then Nagaland. He said though Tamil Nadu may be more advanced industrially ; yet Nagaland was not behind in terms of civilised human values. Ravi said as a governor, adviser and well-wisher, he worked with the intention of bringing some good to the people of Nagaland, while as an interlocutor he tried to bring the talks from abroad to the land and people where it belong. Meanwhile, Ravi’s farewell function was boycotted by the Kohima Press Club (KPC) on the ground that he refused to give any interviews or hold interactions with the local press during his entire tenure. In a statement KPC president Alice Yhoshü said “This unprecedented step is being taken keeping in mind how Ravi has treated the Press and Media fraternity with utter disregard during his two years in office.”

KOHIMA, SEP 14 (NPN): NPF legislature party leader, TR Zeliang Tuesday informed that a joint meeting of the PDA (NDPP, BJP), Independent and NPF legislators will be held on September 18, during which the members will finalise the all-party government (Nagaland United Government). Talking to media persons on the sidelines of the NLA select committee meeting on border, Zeliang said that the meeting will be held at the State Banquet hall in Kohima. He was optimistic that everything will be finalized on that day, after which the government will formally write to the NLA speaker, and a copy to the governor, to change the nomenclature from People’s Democratic Alliance (PDA) to Nagaland United Government (NUG).

It may be mentioned that an all-party meeting comprising NDPP, BJP, NPF and two Independent legislators on August 11 agreed in principle to form an all-party government under the nomenclature “Nagaland United Government”. Zeliang further clarified and reiterated that his party has not put forth any preconditions/demands to form an all-party government. “Our intention is very clear. We have come together for solution to the Naga political issue and will stand by it. Truth will prevail in the coming days,” he added. “We wish the Naga issue is resolved before Christmas,” Zeliang said. DIMAPUR, SEP 14 (NPN): Nagaland governor RN Ravi has conceived to set up a 100-room patients’ hostel facility in Dimapur to mitigate the problem of people coming from remote areas for medical treatment. According to a Raj Bhavan statement, Ravi, has been concerned about people coming from remote areas of Nagaland to Dimapur for medical treatment and unavailability of affordable lodging facilities. Ravi expressed gratitude to Union Minister of Power, NRE, Raj Kumar
Singh, who readily agreed to meet the cost of the project. As instructed by governor, the DC Dimapur has tentatively located the land and has been tasked to prepare building plan and management of the patients’ hostel. It said that the state government has been requested to provide the needed assistance and guidance to DC Dimapur in this regard for early completion of the project. Raj Bhavan stated that the proposed facility would soon be finished and would start serving the needy people of Nagaland.
State logs 37 fresh Covid cases, 1 death
DIMAPUR, SEP 14 (NPN): Nagaland on Tuesday recorded 37 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, 18 were from Dimapur, Kohima-13, three in Phek, two in Mokokchung and one in Peren, taking the total caseload to 30694. With one more patient succumbing to the virus in Dimapur, the death toll rose to 646 (including 14 non-Covid deaths but with positivity).

NEW DELHI, SEP 14 (NPN): Ministry of Finance has granted permission to eleven states including Nagaland to borrow an additional amount of Rs. 15,721 crore as an incentive for achieving the target set by the Ministry for the capital expenditure in the 1st Quarter of 2021-22. The eleven states include Andhra Pradesh, Bihar, Chhattisgarh, Haryana, Kerala, Madhya Pradesh, Manipur, Meghalaya, Nagaland, Rajasthan and Uttarakhand. The additional open market borrowing permission granted is equivalent to 0.25 percent of their Gross State Domestic Product (GSDP). Additional financial resources thus made available would help the States in pushing their capital expenditure further. The capital expenditure has a high multiplier effect, enhances the future productive

Zeliang said that Mishra, who retired as special director of Intelligence Bureau, has the confidence of the Prime Minister. “There should not be any doubt that he can break the ice. The issue has been prolonged for many years,” he said. He said Mishra, who had been holding talks with the NSCN (I-M) since 2019, understood the contention of NSCN (I-M) and that there should not be a problem for NSCN (I-M) to continue talks with the Centre. To another query, Zeliang said that when NSCN (I-M) refused continue negotiations with RN Ravi, the Centre had worked out a formula and assigned Mishra to hold discussions with the NSCN (I-M). And now with Mishra being appointed as full-fledged Interlocutor, Zeliang was hopeful that he (Mishra) will be able to take the talks forward.

KOHIMA, SEP 14 (NPN): Advisor for Border affairs Mhathung Yanthan informed that the border affairs department has been entrusted to work out the modalities to settle the border issue by having proper discussion with the Assam government outside the court. He said this was in pursuance of the resolutions adopted at the recently concluded Assembly session- to amicably settle the Naga-
land-Assam border issue outside the court. Yanthan said the local communities of both states will also be involved in the joint effort. Yanthan said this while talking to media persons after attending the first meeting of the Nagaland Legislative Assembly (NLA) select committee on NagalandAssam border. Yanthan said that the committee held discussions on the background and genesis of the problem to understand the entire issue. He said that various
suggestions and opinions were given by the members, who also stressed the need to have regular discussions before meeting the Assam government for an amicable settlement of the issue. Nagaland chief minister Neiphiu Rio, the convenor of the committee, informed members at the meeting that it was decided to increase committee members and also include officials from the geology and mining department since there were a lot of oil operations going on along the
border area, which would enable the committee to understand more on that part. After Lok Sabha MP, Tokheho Yepthomi raised a question on the matter in the Parliament, Rio said the state government received good information and were deliberating on it.

DIMAPUR: District level workshop on “building capacities for taking forward the SDGs” was held in the conference hall of the deputy commissioner (DC) on September 13. The programme was chaired by district planning officer, P. Nchumbemo Kikon. According to a DIPR report, while delivering the keynote address, DC Wokha, Orenthung Lotha introduced the Sustainable Development Goals (SDGs) and emphasised on how there should be concentrated efforts by all stakeholders to bring about sustainable development. Climate change is a global phenomenon which involves loss of human lives and property thus we need concerted efforts to bring sustainable develop-

DIMAPUR: The second quarterly meeting of National TB Elimination Programme (NTEP), National Tobacco Control Programme (NTCP) and District Aids Prevention and Control Committee (DAPCC) was held in the conference hall of DC Dimapur on September 14 under the chairmanship of Deputy Commissioner (DC) Dimapur, Rajesh Soundararajan. According to a DIPR report, Rajesh lauded the medical department for working actively in all the three programmes while striving to achieve the target objectives, with all mechanisms and infrastructure set in place. He impressed upon them to give more focus on creating awareness in sensitising the people so that the efforts of setting up infrastructures would not go defeated. Rajesh encouraged health workers to continue to work with renewed vigour
while focussing on conducting more awareness programmes. DC advised the NTCP officials to highlight measures to be put in place to HoDs in the next DPDB meeting in order to make smoke free offices. DIMAPUR: Training on COVID-19 containment and management in periurban, rural and tribal areas for senior medical officers, medical officers and community health officers was held in the conference hall of the chief medical officer (CMO) Wokha on September 14. During the training, CMO Wokha Dr. C. W. Tungoe said the training was organised for healthcare workers to intensify COVID testing and contact tracing at rural areas in the district. Expressing concern over the low testing rate in the district, CMO urged
the healthcare units with low testing rate to ramp up testing. Resource person of the training, epidemiologist, Dr. Khesheli Awomi presented a brief report of the district COVID-19 profile from 2020 till date. She informed that during the first wave of the pandemic, the positive cases were confined to the armed forces and were mostly asymptomatic in the district. In the second wave, young people between the age group of 15-29 years were mostly affected and positivity rate in the district was 2.2 percent in Septem-
ber, she added. Dr. Khesheli also conducted a session on COVID-19 containment plan which included topics on cluster containment strategy, role of district rapid response team, containment zones, etc. Session on role and responsibility of health workers to contain the disease was conducted by deputy chief medical officer, Dr. Zuben Kikon, who informed that out of 378 positive cases in the district, 273 were not vaccinated. Dr. Zuben noted the active role of block rapid response team in containing the disease.

AIZAWL, SEPTEMBER 14 (PTI): In a fresh influx from trouble-torn Myanmar, more than 1,800 people have reportedly crossed over to Mizoram in the past few days, Home Minister Lalchamliana said on Tuesday. The minister also clarified that he was yet to access documents pertaining to the matter. Myanmar nationals have been fleeing the country since February following a military coup that left its democratically elected government in exile, and sparked protests and subsequent crackdowns. Lalchamliana stated that the Myanamarese who have entered Mizoram are mostly from the neighbouring country’s Chin state. “I have learned that around 1,850 people from Myanmar entered the border districts of Champhai, Hnahthial and Lawngtlai in Mizoram in the past few days. I am yet to receive any official record as I am undergoing quarantine after having come in contact with my COVID-affected grand-

He further said that the Centre has not responded to the state government’s letters seeking asylum for the Myanmar nationals in the country. “The central government did not make any arrangement yet to provide asylum and relief to the Myanmar nationals, who fled their country fearing for their lives. It is also no longer asking Mizoram to send the refugees back as it did earlier,” the home minister pointed out. Lalchamliana had informed the state assembly last week that the state government has already released Rs 30 lakh to assist
the refugees on humanitarian grounds. Earlier in March, Chief Minister Zoramthanga had written to Prime Minister Narendra Modi requesting him to provide asylum and assistance to the Myanmar nationals. A delegation from the state, led by lone Lok Sabha member C Lalrosanga, had also visited Delhi in mid-March and discussed the matter with Union ministers. Six Mizoram districts -- Champhai, Siaha, Lawngtlai, Serchhip, Hnahthial and Saitual -- share a 510-km-long border with Myanmar’s Chin state. The Chin community and Mizos share the same
ancestry. Official sources said villagers residing along the India-Myanmar border have raised funds and set up relief camps for the refugees who have made their way to the state. The residents have also provided them food and other aid, they said. PC Lalremkunga, village council president of Thingsai in Hnahthila district, said locals have erected temporary camps for over 400 than Myanmar nationals who entered the state. “Altogether 417 people, including children and elderly, entered the village in the past four days after Chinland Defence Force (CDF) apparently attacked
and seized a military camp at Myanmar’s Lungler village on September 10 and 12,” he stated. According to Lalremkunga, Thingsai currently houses over 700 Myanmar nationals, 200 of them camping near Tiau river along the India-Myanmar border. Members of a women’s organisation in the village have collected utensils, clothes and mattresses to aid the refugees, he added. Similar reports arrived from villages in Champhai district. Members of the Young Mizo Association (YMA) said at least 449 more people from Myanmar have taken shelter in Tuipuiral area of Champhai district in the past one week. Tuipuiral area, comprising 21 hamlets, currently accommodates 1,437 Myanmar nationals, MC Lalramenga, the president of YMA’s local chapter, told PTI. Police records show that as many as 11,035 Myanmar nationals are currently residing in the state. A senior police officer, however, said that the number keeps changing amid fresh influx and outflow along the porous international border.
Correspondent SHILLONG, SEP 14: Meghalaya Home Minister Lahkmen Rymbui on Tuesday informed the Assembly that former Hynniewtrep National Liberation Council (HNLC) militant Cherishterfield Thangkhiew was involved in the IED blast at Laitumkhrah last month. “After the blast, the police department investigated and the lead was that Cheristherfield Thangkhiew was involved in the blast,” Rymbui told legislators during the Question Hour. The Laitumkhrah blast occured behind a tea stall in the busy Laitumkhrah market area and two persons escaped with minor injuries. An IED weighing 1.524 Kg made with the highly explosive Neo Gel commercial gelatine sticks. The Home Minister informed the House that three persons have been arrested in connection with the blast and and investigation is on. Admitting that there were lapses although the police had specific intelligence inputs about potential blasts in the state capital, Rymbui said, “We already

The police job is to prevent the crime, arrest the culprit and it is for the law to gather evidence and produce in the court and it is up to the court to do,” the Home Minister asserted “ T h e g o ve r n m e n t wants to come clear and we will wait for that report,” he said when asked by opposition members if the police officers responsible for the incident would be suspended. Replying to a question raised by Opposition member Mohendro Rapsang of the Congress, the Home Minister said, “The specialized branches of the police department are also undertaking various stringent security measures to ensure that such incidents do not occur in future and law and order situation is being closely monitored from time to time.”

Assam aims to pay pension on retirement day: CM
GUWAHATI, SEP 14 (PTI): Assam Chief Minister Himanta Biswa Sarma on Tuesday said that the state government is working towards putting in place a system in which pension can be disbursed to government employees on the day of retirement itself. Reviewing the functioning of Directorate of Pension and Public Grievances, he issued directions to the officers concerned to integrate both Krityagata and AMTRON pension portals along with linking them with treasury offices within January 2022 to make pension disbursement system swift and paperless, an official statement said. The state-run AMTRON is the nodal implementing agency of the
Information Technology department, while Kritagyata is an online pension sanction and payment tracking system implemented by the Directorate of Pension and Public Grievances. The chief minister further directed AMTRON to provide one scanner in the office of every Drawing and Disbursing Officer (DDO) where an operator will upload documents of the pensioner and the Directorate will download and disburse after digital signature. “This system would eliminate the need for physical documents and expedite the pension disbursal,” Sarma said. He also set the target of disposal of 1,500 pension cases per month, an
increase from the present 1,000 cases every month. The chief minister stressed on the need for the pensioners to submit their documents before six months from the date of retirement so that their Pension Payment Orders (PPOs) can be generated on the day of retirement. He highlighted that 272 unmarried daughters of state government employees have been provided family pension and compensatory family pension has been disbursed among 2,115 beneficiaries through Kritagyata portal as fulfilment of the state government’s commitment to make pension system hassle free and efficient, the statement said.

The processes for the appointment of jemadar remained suspended after the written test was held and without declaring the results till date, he added. As the elections to the state Assembly were just a few months away, they were afraid of keeping the recruitment process incomplete until the election processes were over. The general elections to the state Assembly are likely to come up by February-March next year (2022). As the recruitment processes remained suspended, they were afraid of losing their careers as many of them were going to be barred from applying for government jobs because of their age, he said.

The AJP alleges that the contentious CAA violates the Assam Accord as it seeks to provide Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis who came to India on or before December 31, 2014 from Bangladesh, Pakistan and Afghanistan after five years of residence here. The AJP leaders also alleged the percentage of Assamese-speaking population will decreased by 10 per cent over a 20 year period. “The percentage of Assamese-speaking population in Assam was 47 per cent as per 2011 Census. to 37 per cent by 2031. Once the Assamese-speaking population becomes a minority, it will be no good trying to protect their identity,” they said. They demanded action from the government in the form of proper implementation of clause 6, which deals with Constitutional, legislative and administrative safeguards to protect, preserve and promote the culture, social, linguistic identity and heritage of the Assamese people, before it is too late. A few days ago, in his letter to the prime minister, the CPI(M) general secretary had alleged that the party’s offices in Tripura were attacked by “mobs of BJP men” in a “pre-planned fashion” on September 8. In the letter, Yechury has alleged the “impunity” with which the attackers operated shows the “connivance of the state government”.
“Clause 5 of the Accord specifies the cut-off date for identifying foreigners. But it will become irrelevant when the CAA is implemented. It will tantamount to killing the Assam Accord and its spirit,” they said. This vital clause has been ignored by the government when it recently formed a committee to implement the Accord, they added. Yadav told reporters that the UP government is not working according to the law and warned officials that his party is preparing a list of those who violated the law, stressing that they won’t be spared once his party’s government comes to power. When his attention was drawn to the PM’s comment over the law and order, Yadav said, “He should ask for the data of the Home Department or Dial 100 to see who is increasing the crime.”
5 NHRC notices to four govts, police chiefs over farmers protests ‘adverse impact’ NEW DELHI, SEP 14 (PTI): The NHRC has sent notices to governments of Delhi, Uttar Pradesh, Haryana and Rajastan and their police chiefs, over allegations that the ongoing farmers protests have “adversely impacted” industrial units and transportation, and Covid safety norms have been breached at the agitation sites. The National Human Rights Commission (NHRC), in a statement, said it has also asked the National Disaster Management Authority, Union Ministry of Home Affairs and the Union Health Ministry to submit reports with respect to the “adverse impact of farmers agitation on various aspects and observance of Covid protocols at the protests sites”. “The NHRC has received several complaints regarding the ongoing farmers protest. There are allegations of adverse impact on the industrial units, seriously effecting more than 9,000
micro, medium and large companies,” it said. Allegedly, transportation is also adversely impacted, causing the commuters, patients, people with disability and senior citizens to suffer due to the heavy congestion on roads occupied by the protesting farmers, the rights panel said. There is an allegation that there is “breach of the corona protocols by the agitating farmers at the protest sites”. There is further allegation that the inhabitants are not being allowed to move out of their houses due to the blockade of the passage, it added. There are also reports that people have to travel long distances to reach their destinations due to the ongoing agitation, and barricades have been put on the state borders, it added. Accordingly the commission has issued notices to the chief secretaries of Uttar Pradesh, Haryana, Rajasthan and Delhi; and
director generals of police, of the three states and Delhi police commissioner, asking them to submit their respective action taken reports, the statement said. Since the agitation involves the issue of human rights, whereas the right to agitate in a peaceful manner is also to be respected, the commission needs to take care of various human rights issues, the statement said. Hence, the Commission besides issuing notice to various states has also taken a few more actions, officials said. The Institute of Economic Growth had been asked to examine the adverse impact of the farmers agitation on industrial and commercial activities and production, and disruption of transport services on commercial and normal consumers, including inconvenience and additional expenditure, among others, and to submit a comprehensive report in the matter by October 10, the statement said.

Addressing a function organised on the occasion of ‘Hindi Divas’, Shah also appealed to the parents to communicate with their children at home in mother tongue even if they study in English medium schools. Otherwise, the children will be cut-off from their roots, he said. “Hindi has no conflict or contradiction with any local language. Official language Hindi is the ‘Sakhi’ of all local languages of India and its development can be done only by mutual cooperation of each other,” he said. NEW DELHI, SEP 14 (IANS): The Special Cell of Delhi Police said on Tuesday that it has busted a Pakistan-based terror module and arrested six persons, including two people who were trained in Pakistan. Furnishing details of the multi-state operation, a Delhi Police Special Cell official said that they had received inputs from the central agencies that a conspiracy was being hatched to conduct terror strikes in major cities of the country. After receiving this input, the Special Cell constituted a team under the supervision of DCP Pramod Khushwaha and ACPs Hridya Bhushan and Lalit Joshi. “After analyzing human and technical inputs, we realized that it was a very big network that was spread in different states. On Tuesday morning we concluded this operation by conducting multiple raids in different states,” Special Commissioner of Police, Special Cell, Neeraj Thakur, said at a press briefing. The first person named Sameer, hailing from Maharashtra, was arrested from Kota while he was travelling in a train while two other were nabbed in the national capital. From more human and technical inputs, the Special Cell in close cooperation with the Uttar Pradesh Anti Terrorist Squad (UP-ATS) conducted raids in the state and arrested three more people. Thakur said of the six arrested, two had been taken to Pakistan via Muscat where they were trained to use explosives and firearms, including AK-47.

illagers of Thanamir of the Yimkhiung tribe under Kiphire district have taken a very big step towards protection of flora and fauna in their area in a modern way through collaboration with a Delhi-based NGO called Wildlife Protection Society of India (WPSI). Thanamir village is located at the foothill of Mount Saramati, Nagaland’s highest mountain peak (3,842 meters above sea-level). The village collaborated with the WPSI to record rare animal species some of which were going extinct. In their effort to protect wildlife in their community forest, Thanamir villagers have found a host of rare and endangered wildlife in the forests in their own backyard. Many camera traps were set up that captured thousands of pictures showing the rich wildlife that inhabit Thanamir forests, and many of these animals are globally endangered. The local youth and leaders have taken a keen interest in protection of their forest and wildlife. The village council and student union have instituted various resolutions to curb over-hunting of wildlife and protect the forest. The joint research was conducted to strengthen these management systems through an evidence-based approach. The most encouraging development is that the surveys have documented over 23 animal species, including Indian muntjac, stump-tailed macaque, dhole, Asiatic back bear and the elusive clouded leopard. Besides these, State bird Blyth’s Tragopan was also photographed. The local community-based groups across Nagaland is a very promising aspect that will transform the state as among the few nature spots in the country. Across Nagaland, local communities are mobilising themselves to protect their forests, and the wildlife is now bouncing back in previously denuded and overhunted forests. There are currently over 400 community conserved areas across Nagaland – the highest in any State in the country. Several villages in Nagaland have woken up to the fact that the flora and fauna has all but vanished from the face of their world and issued ban on hunting, fishing and rampant jungle burning but in most cases, call has had little impact. Perhaps like a case of bolting the stable after the horses have fled, the bans may be described as an attempt in futility as they appear to be a case of bolting the stable after the horses have fled. Protection of the flora and fauna has been an issue since the eighties and a lot had been said and written on the issue. It is easier to issue ban orders against hunting and fishing but these will not serve the long term purpose. Bans cannot do wonders unless they are tackled on two fronts- enforcement and awareness. Like fishing, even on the issue of hunting, what is needed most is that the government machinery should take the initiative to take strong action against VVIPs who flout environmental concerns. While the rural folks are realising the value of their God-given natural bounty upon which generations depended, the urban elites are proving to be the insensitive and unresponsive lot who violate rules they frame. The need for greater awareness on preservation and conservation among the urban people, has not been given the attention it deserves. If all these measures were adopted and implemented then there would have been some significant progress in this direction.

You cannot think through spiritual confusion to make things clear; to make things clear, you must obey. In intellectual matters you can think things out, but in spiritual matters you will only think yourself into further wandering thoughts and more confusion. If there is something in your life upon which God has put His pressure, then obey Him in that matter. Bring all your “arguments and…every thought into captivity to the obedience of Christ” regarding the matter, and everything will become as clear as daylight to you (2 Corinthians 10:5). Your reasoning capacity will come later, but reasoning is not how we see. We see like children, and when we try to be wise we see nothing (see Matthew 11:25). Even the very smallest thing that we allow in our lives that is not under the control of the Holy Spirit is completely sufficient to account for spiritual confusion, and spending all of our time thinking about it will still never make it clear. Spiritual confusion can only be conquered through obedience. As soon as we obey, we have discernment. This is humiliating, because when we are confused we know that the reason lies in the state of our mind. But when our natural power of sight is devoted and submitted in obedience to the Holy Spirit, it becomes the very power by which we perceive God’s will, and our entire life is kept in simplicity.

Why motivated critics of India’s Economic Recovery are wrong?
E
xactly a year back, we had predicted an imminent Vshaped recovery in GDP growth after its sharp decline. At that time, most doubted the prediction. A former Finance Minister wrote “In a barren desert without any sign of water, the Finance Minister and the Chief Economic Adviser saw green shoots!” His lack of nuanced understanding was of course clear from the statement “about one quarter of the gross domestic output as on June 30, 2019, has been wiped out in the last 12 months.” Unlike the level of water in a tank, GDP is not a measure that captures the level of stock. Instead, like the amount of water flowing over a period of time, GDP measures the flow of economic activities in a period of time. Only if GDP were a stock measure could one say that the stock depleted by a certain percentage. Politics as the art of pushing convenient narratives and witnessing an obsequious audience applaud can be too compelling to incentivise the hard job of acquiring a nuanced understanding of the economy. Let us examine the evidence. After declining by 24.4% in the first quarter last year, the economy has registered growth rates of -7.5%, 0.4%, 1.6% and 20.1% in subsequent quarters. If these numbers are plotted, the graph looks like a “V” and no other letter. Incidentally, this commentary on a K-shaped recovery is focused on sectoral patterns, not the macro-economy. Like the five fingers in a hand, sectoral patterns are never identical. Crucially, the V-shaped recovery is testimony to the strong fundamentals of the economy – an assertion that I have consistently made after assuming office. As shown carefully in the Economic Survey 2019-20, the pre-pandemic slowdown was only due to the problems in the financial sector, which originated from the crony lending and gross mis-management of the banking sector before 2014. Research across the globe shows that the economic overhang engendered by such messing
around with the financial sector lasts very long. After all, bank loans given to cronies come up for repayment 5-6 years post such dubious lending. Combined with bankers’ incentives to ever-green loans by lending to zombies, messing around with the financial sector eventually spills over to other sectors thereby creating longlasting damage. Some commentators attribute the pre-pandemic slowdown to demonetisation and GST implementation. However, research on the economic impact during the time of demonetisation, which included the GST implementation, finds no effect on GDP growth, thereby questioning such commentary and emphasizing the strong fundamentals of the economy. Even during the pandemic, quarterly growth patterns have only reflected the presence or absence of economic restrictions, thereby reflecting strong fundamentals again. While the Q1 decline last year followed the national lockdown, the recovery till Q4 reflected the easing of restrictions. In Q1 this year, malls, shops and other establishments were closed in most states in May and June during the devastating second wave. Google’s daily indicator of retail activity was down from its 31-March level all through Q1 till mid-July. At its peak, retail activity was down 70% from the 31-March level. Despite such supply-side restrictions on consumption, from its low base last year, consumption has grown 20%. Since mid-July, easing of restrictions has enabled significant recovery in the high frequency indicators. Following path-breaking reforms, the economy now is poised for strong growth. The corporate sector has become leaner by cutting costs and paring down its debt, thereby ready to invest. The banking sector has become profitable and has created cushion to withstand imminent bad loans in retail and SME lending. About 88% of every rupee of expected bad loans has been provisioned by the public sector banks. Fur-
ther, the capital adequacy ratios are the highest in recent times as banks have raised capital from the markets. These successive lines of defence equip the banking sector to lend for corporate investment. In stark contrast to the double-digit inflation following the Global Financial Crisis (GFC), inflation has averaged 6.1% over the last year because of the several supply-side measures taken by the Government now. Such lower inflation in a crisis is despite the severe supply-side frictions caused by lockdowns and night curfews, which did not manifest following GFC. Also, carefully targeted and calibrated fiscal spending has ensured that India’s fiscal deficit is comparable to its peers. Because of profligate revenue expenditure, it became significantly higher compared to peers following the GFC. The supply-side measures have ensured a comfortable current account as opposed to the drastic deterioration following GFC. While $10 billion of FPI flowed out of the country following GFC, over $36 billion came in last year. FDI inflows have been about 10 times higher at $80 billion when compared to $8 billion following GFC. While the currency depreciated by close to 60% following GFC, it has held steady now. These macro-fundamentals are supported by the startup ecosystem, which was in shambles in 2014. Not only is the number of unicorns highest ever in Indian history, the number of IPOs in August is the highest in 17 years. The unicorns have grown on the quality of their idea and not due to dynastic money or connections. This meritocracy is a wonderful sign for the economy. In sum, unlike the economic disarray following the Global Financial Crisis, nuanced understanding and clarity in thinking have enabled India to judge and implement salutary economic policy amidst this once-in-acentury crisis. Strengthening democratic resilience in the face of future crises

emocracy is a common word in India as we are the largest democracy in the world. It is a form of government in which the people have the authority to deliberate and decide legislation or to choose governing people. The idea of democracy has evolved over time considerably and is being practiced in most of the countries in different forms. It is a universally recognized ideal and is one of the core values and principles of the United Nations and many other countries like India. It provides an environment for the protection and effective realization of human rights. It provides opportunity for good governance and participation of citizens though the true spirit is not seen as many things are misused by people with their own vested interest. The unprecedented COVID-19 crisis has resulted in major social, political and legal challenges globally. As states around the world adopt emergency measures to address the crisis, it is critical that they continue to uphold the rule of law, protect and respect international standards and basic principles of legality, and the right to access justice, remedies and due process. The values of freedom, respect for human rights and the principle of holding periodic and genuine elections by universal suffrage are essential elements of democracy. In turn, democracy provides the natural environment for the protection and effective realization of human rights. These values are embodied in the Universal Declaration of Human Rights and further developed in the International Covenant on Civil and Political Rights, which enshrines a host of political rights and civil liberties underpinning meaningful democracies. The International Day of Democracy which is observed on 15th September provides an opportunity to review the state of democracy in the world. Democracy is as much a process as a goal, and only with the full participation of and support by the international community, national governing bodies, civil
society and individuals, can the ideal of democracy be made into a reality to be enjoyed by everyone, everywhere. António Guterres, the Secretary-General of the UN in his message said that “as the world struggles to emerge from the COVID-19 pandemic and its devastating consequences, we must learn from the lessons of the past 18 months to strengthen democratic resilience in the face of future crises. This means identifying and developing good governance practices in situations of emergency – whether public health, environmental or financial. It means addressing the egregious global injustices laid bare by the crisis, from pervasive gender inequalities and inadequate health systems to unequal access to vaccines, education, the internet and online services. Along with the profound human toll borne by those most deprived, these persistent historical inequalities are themselves threats to democracy.” He also said that “strengthening democracy also means embracing genuine participation in decision-making -- including peaceful protests -- giving a real voice to people and communities that have traditionally been excluded. The silencing of women, religious and ethnic minorities, indigenous communities, people with disabilities, human rights defenders and journalists is an impediment to creating healthy societies. Democracy simply cannot survive, let alone flourish, in the absence of civic space.” On this international day, as we look beyond the COVID-19 pandemic, let us commit to a future in which we recognize human rights and the rule of law as fundamental to democracy. We can commit to safeguarding the principles of equality, participation and solidarity so that human rights of each and everyone are upheld. Servants, not saviour of the people-follow the mandate of constitution of India

ivil service is described as the body of government officials who are recruited in civil administration that are neither political nor judicial. There are 23 different Civil Services, the most popular services are Indian Administrative Services (IAS), Indian Police Services (IPS), Indian Revenue Services (IRS) and Indian Foreign Services (IFS). It is the legacy of the British Government brought into existence during their rule, to promote their interest. Post-independence, when the Government attained the role of Welfare State, civil services had an imperative role in implementing national and state policies of welfare and planned development. After the coming into force of the Constitution of independent India, the civil services have undergone considerable sea changes. For years, civil services have been among the most coveted jobs in India. Secured after cracking the toughest exams, the social status of a civil servant in India is considered to be highly reputable and sought after. While just like any other job a civil servant is paid, along with salary, he/ she also enjoys various perks and privileges- such as stay, travel, security, exposure to multiple angles of life at the highest level etc. At the same they are also faced with lots of challenges, social and political pressures and responsibilities, etc. However, the Public focus is only on perks, powers and privileges, lifestyle and VIP treatment and hyped image of civil servants. Thus, after clearing the UPSC or PSC exams and on being appointed to the post, one witnesses change in behavior and attitude of people all around him. People begin to pay respect to him, some out of admiration, and many due
to fear while others in hopes for favors. With so much attention and hype from the people, ‘some’ civil servants become arrogant and begin to see themselves as God-like figures among the helpless public. This air of arrogance, coupled with lack of awareness of rights on the public’s part is enough for ‘some’ to feel a sense of entitlement while dealing with the people, keeping their duties in the backseat. The so called Aura of being a part of elite ‘SERVICE’ and the sense of being in ‘POWER’ is often being seen to have been carried forward with career progression of Officers. Previously, a big part of the VIP culture was the Red Beacon or lal batti which had huge psychological impact on masses. In 2017 this practice was banned under the ruling government on the grounds that such practice symbolized power and a stark differentiation between those who are allowed to use it and those who are not. While this may have symbolically ended the VIP culture, however, there are still many ways through which few arrogant officers like to display their position and power. Even though the Lal Batti has gone, the aura of fear and status still exist. In most advance European countries, where Civil Service exists simply in a dormant ‘facilitation’ mode of operation, people over there never encounter such incidents of psychological manifestation of power which ‘We The People of India’ still get to witness in different forms in every corner of the country. There are also many loopholes in the system the advantages of which are taken by corrupt/unprofessional officers. Little things like traffic diversions, roadblocks when these officers
pass, use of sirens, etc very much contribute to the VIP culture and exhibition of clout of power in the society. Recently, instances have come to light in the media where some officers were seen showing inappropriate and rather aggressive behavior in their dealings with the public. In one such instance, a Haryana Sub- Divisional magistrate was captured in a video instructing the police to lathi-charge protesting farmers and to leave anyone crossing the barricades with broken heads. Similarly an SDM in Rajasthan who was accompanied by several police officers, amid confrontation whilst on duty, has been seen kicking a farmer. Even during the trying times of covid it has been witnessed that some government servants along with powerful politicians used their position to demand priority and quick treatment from hospitals burdening the health system. In another case, during lockdown a DC was seen slapping a person and slamming his phone on the ground on account of violating covidlockdown guidelines. A recent case within Nagaland would be an assault of a Jawan by an SP following an accidental damage of a wall at the SP’s residence. The SP reportedly slapped the Jawan several times and repeatedly kicked him in his stomach. Further the latter was also repeatedly asked for his tribal identity and made to repair the damages. Also, how can we forget the latest molestation case wherein an FIR has been filed against the DC of Noklak Reny Wilfred. We are waiting for the official Government stand and investigation update on the matter. Everyone is Equal before the eyes of Law. While previously, there was secrecy surrounding these excesses done by the
officers. In recent times, thanks to social media and smart phones, many such incidents have come to light with proper evidence. Further, what makes the system dreadful is the lack of accountability. As such, even in case of blatant misdemeanors, it has been found that some officers are “suspended” only to be revoked once the wrong has faded from public memory. At the same time, the incentive systems that do not appreciate upright and outstanding civil servants instead reward the corrupt and the incompetent. Thus, often civil officers end up working in the directions of self-serving politicians. While the government is said to be working to bring needed reforms in the civil services, some being rather controversial, in the meantime civil servants also need to remind themselves that they are to assist the people and not to ride over them. Being at the apex of jobs, it is inevitable for civil servants to shun the attention of people. It is also true that civil services demand vigorous work on the part of the officers. However, in the process they should not give-in to the temptations of greed, ego, anger and frustration losing sight of their greater purpose. They are responsible for providing “continuity and change” to the administration and governance. Thus, need to prepare themselves to tackle new challenges. Civil Servants ought to deal with the public and/ or their subordinates in an ethical manner as per the mandate of the law of the land with sensitivity to their rights and aspirations. And in doing so to remain grounded and maintain selfcontrol. They are to provide their services effectively, impartially, courteously and
professionally. It has also been observed that often, in case of failures or shortcomings, civil servants are labeled as burdensome, corrupt or low-level performers by the public. On the public’s part, they should avoid generalization of officers. There are many officers who have and continue to uphold the spirit of civil service. As a democratic country, the final power here confers with the people which is exercised through designated political representatives and through Judiciary. Civil services are considered as the backbone of the ‘Governance of the Nation’. The civil servants by quality of its knowledge, experience and understanding of public affairs support the chosen representatives to devise effective policy and have great responsibility to turn these policies into realities for the welfare of society and enhancement of the nation. There is a need for change in the attitude of society too; people need to look beyond the glamour and privileges that comes with Indian civil services. The public should remain
informed of their rights and duties, which can happen only when there is literacy and awareness of their rights. Representatives of the Civil Service of India are the servants of the people of the nation. It is ‘WE THE PEOPLE OF INDIA’ are supreme- this is the Constitutional mandate. Therefore, I request all my brothers and sisters to not to fear Government Servants but support them in performing their legal and constitutional public duties and functions. If you think that they are failing in their PUBLIC duties, you can always invoke your Constitutional Rights under Article 226 and Article 32, and also the rights under Right To Information Act 2005 etc; to make them accountable. Let us know that the Indian Nation is not just protected by its soldiers, but also by the strong Constitution which has wellarticulated, defended and protected the ‘SUPREMACY’ of a common man in the Democracy and Governance of the country. The modern society has made it so hard for kids to have proper manners. Of course, bad parenting may be one thing but I remember how my parents and parents of my peers would make sure the kids display good manners and etiquettes wherever they go. It’s not just that some parents are too busy to instill values into their children today, they, too perhaps from spending too much time with technology may not feel equipped to teach proper manners. Phones and digital communication in general have completely changed the way people interact. LJP MP Prince Raj booked in rape case SEEKS PROTECTION FROM ARREST; PARTY CALLS IT ‘POLITICAL CONSPIRACY’
NEW DELHI, SEP 14 (PTI): Lok Janshakti Party MP Prince Raj has been booked on rape charges by the Delhi Police while the lawmaker moved a court here on Tuesday for anticipatory bail alleging that he had been blackmailed by the complainant. The police said a complaint was filed three months ago by the alleged victim, who is a party worker, and the case was registered on the directions of a court under sections related to rape, criminal conspiracy and destruction of evidence. LJP spokesperson Shravan Kumar defended Prince Raj, claiming that the allegations against him are a “political conspiracy” to malign him, and suggested it could be a case of “honey trapping”. He said the Member of Parliament from Samastipur in Bihar had lodged a complaint of “extortion and blackmailing” with Delhi Police on February 10 against the woman who has
accused him of rape. Prince had in June tweeted denying all the allegations levelled by her. The alleged rape took place in 2020, according to the woman complainant. “The court’s direction came on September 9 and a case has been registered (against Prince Raj) under relevant sections at the Connaught Place Police Station,” a police officer said. Police said that an investigation is underway and nobody has been questioned in this regard yet. On Tuesday, Prince filed an anticipatory bail application which is likely to come up for hearing before Special Judge M K Nagpal on Thursday. The application, moved by advocate Nitesh Rana, claims that the alleged victim and her male friend were extorting money and blackmailing Prince and a case had already been filed in that regard earlier, in which the woman and her associate were granted
Prince Raj anticipatory bail. Prince Raj is the cousin of LJP leader Chirag Paswan who, according to police, was also mentioned named in the FIR. The victim alleged that Chirag pressured her not to file the complaint against Prince, the police said. Chirag Paswan had earlier said that he had spoken to his cousin and the complainant when the matter was brought before him. He had asked both of them to pursue the matter with police, he had said. Chirag Paswan and Prince Raj are estranged now with the latter joining the party faction headed
by their uncle and Union Minister Pashupati Kumar Paras. Advocate Sudesh Kumari Jethwa, who is representing the woman, said, “A complaint was filed at Connaught Place Police Station by the victim in May this year. When no action was taken, we moved an application before Rouse Avenue court in July. “The court then directed the police to lodge an FIR and carry out the investigation in a fair and unbiased manner.” In her complaint, the victim claimed that she met Prince first at the party office. They later met on many occasions and at one such meeting, the accused allegedly gave her something to drink. When she became unconscious, he made physical relations with her, the police said. When she confronted him later, he showed her a video recorded by him in which he was seen making physical relations with her. She also alleged that
he proposed to marry her and threatened her that he would put the video on the internet, they said. She also alleged that Prince then started visiting her at odd hours. Without naming anyone, LJP’s Shravan Kumar alleged that it was a political conspiracy and said the police should swiftly probe the case lodged by Prince. “We have absolute faith in the judiciary,” he added. In his police complaint filed in February, Prince had alleged that the woman developed a physical relationship with him after taking him into confidence. The act was also videographed by her with the help of a man with whom she was in livein-relationship, according to police officials. Prince further alleged the woman and the man also demanded Rs 1 crore from him but he gave them Rs two lakh. Later on the advice of his legal team, he approached the police, the officer said.

PM Modi to attend Quad summit in Washington on Sep 24: MEA NEW DELHI, SEP 14 (PTI): Prime Minister Narendra Modi will travel to the US next week to participate in the first inperson Quad summit that is expected to broadly focus on contemporary global challenges, including the Afghan crisis, the Covid pandemic and ensuring a free and open Indo-Pacific. In his first visit to to the US since President Joe Biden took office, the prime minister will participate in the summit of the four-nation grouping on September 24 in Washington and address the 76th session of the UN General Assembly in New York the next day, the Ministry of External Affairs (MEA) said while announcing the visit. In Washington, Modi is expected to hold separate bilateral talks with President Biden and Australian Prime Minister Scott Morrison. The Modi-Biden bilateral meeting is expected to take place at the White
Narendra Modi House on September 23. Both leaders have spoken virtually on multiple occasions after Biden became president in January. The last time Modi visited the US was in September 2019 when he and then US president Donald Trump addressed the Howdy-Modi event in Houston. “Prime Minister Narendra Modi would be participating, along with Prime Minister Scott Morrison of Australia, Prime Minister Yoshihide Suga of Japan and President Joseph R Biden of USA, in the Leaders’ Summit of the Quadrilateral Framework in Washington DC, USA, on September 24,” the
MEA said in a statement. It said the leaders will review progress made since their first virtual summit on March 12 and discuss regional issues of shared interest. “As part of their ongoing efforts to contain the COVID-19 pandemic, they will review the Quad Vaccine initiative which was announced in March this year,” the MEA said. This will be Modi’s first foreign visit in nearly six months and his second since the outbreak of the pandemic coronavirus. In March, Modi travelled to Bangladesh to attend events organised to mark the birth centenary of Bangabandhu Sheikh Mujibur Rahman and 50 years of the war of liberation of that country. The US is hosting the in-person summit of the leaders of Quad to boost practical cooperation in the Indo-Pacific region as well as to send a strong signal about Washington’s commitment to the grouping.

Ford India employees protest closing of factory
CHENNAI, SEP 14 (PTI): A section of employees at the manufacturing facility of auto maker Ford India near here on Tuesday staged a protest against the decision of the USbased company to close the factory and sought the intervention of the Tamil Nadu government, Union sources said. Chief Minister M K Stalin, Industries minister Thangam Thennarasu and senior government officials reportedly held a meeting at the Secretariat to decide on further course of action. In a statement, the Chennai Ford Employees Union expressed ‘shock’ ove r t h e d e c i s i o n t o shut the manufacturing unit and demanded that the management take alternative steps towards ensuring that the livelihood of the nearly 2,700 employees does not get affected. The Union urged the company not to close the facility and in the exigency
of a closure, it should ensure the management accommodates the employees to another production unit so that livelihood of the employees does not get affected. A meeting between the employees and management held over the last two days did not yield desired results which lead to the protest by the employees in front of the factor y at Maraimalai Nagar situated about 50 km from the city. Gold declines marginally; silver gains Rs 73 NEW DELHI, SEP 14 (PTI): Gold in the national capital on Tuesday fell marginally by Rs 36 to Rs 45,888 per 10 grams in line with decline in international precious metal prices and rupee appreciation, according to HDFC Securities. In the previous trade, the precious metal had closed at Rs 45,924 per 10 grams. Silver, however, gained Rs 73 to Rs 61,911 per kg, from Rs 61,838 per kg in the previous trade. “Spot gold prices for 24 carat in Delhi fell by Rs 36 in line with fall in COMEX (New York-based commodity market) gold prices and rupee appreciation,” according to HDFC Securities Senior Analyst (Commodities) Tapan Patel.

Cabinet considers relief package for telcos
NEW DELHI, SEP 14 (IANS): In what may come as a major relief for the telecom sector, more so for the severely-stressed Vodafone Idea, the Union Cabinet is likely to consider and discuss a relief package for the sector on Wednesday, sources said. Other commanders with significant military presence, who might have been expected to get cabinet positions, are not represented at all, said Martine van Bijlert of Afghanistan Analysts Network. In particular, two major commanders from the south, Sadr Ibrahim, head of the military commission for the western zone and a close associate of the previous supreme leader, Mullah Akhtar Muhammad Mansur, who had taken the interior ministry after the Taleban captured Kabul on August 15, and Qayyum Zakir, head of the military commission for the eastern zone, who had taken de-
fence, do not have posts in the new cabinet. Also missing is Gul Agha Ishaqzai, the powerful head of the Taleban finance commission and another close associate both of Mullah Omar and Mansur. “They may have lost out in the complicated regional and tribal balancing act or became sidelined because of their fraught relationship with Pakistan,” Bijlert said. Although both celiac disease and wheat allergy are serious conditions, the mechanisms involved in either of them differ. Some people experience reactions to gluten even though they do not have celiac disease or an allergy to wheat. Experts refer to this type of gluten intolerance as NCGS which is much more common than celiac disease and may impact up to 13% of the population. People with NCGS experience symptoms that include bloating, gas, and diarrhea, as well as symptoms, such as fatigue, anxiety and headaches. These symptoms often improve on a glutenfree diet. Experts believe there is a link between NCGS symptoms and an immune response, although there is still some controversy surrounding the precise cause.
