U N I T E D NAT I O N S / GENEVA, JUL 15 (PTI): Be prepared for fresh COVID-19 waves, WHO chief scientist Soumya Swaminathan has warned, amid the onset of new variants that are more transmissible, immune evasive and growing concerns about greater hospitalisations. There is mounting evidence that suggests that Omicron subvariants –BA.4 and BA.5 – are infecting people who have been vaccinated. “We need to be prepared for these #COVID19 waves -- each new #variant will be more transmissible & immune evasive -- higher numbers infected will translate into greater hospitalisations & sickness. Intensive E-roll revision for 39 civic bodies DIMAPUR, JUL 15 (NPN): As per the directive of the state government, the state election commission has notified taking up intensive revision of electoral rolls for all the 39 municipal and town councils of Nagaland with reference to January 1, 2022 as qualifying date. In a notification, state election commissioner, Rovilato Mor, notified the schedule for e-roll revision: house to house enumeration from August 3 to September 24, 2022; preparation of manuscript rolls and preparation of draft e-roll from September 26 to October 3, 2022; draft publication of e-roll October 4, 2022; period for lodging of claims and objections October 5-21, 2022; period for disposal of claims and objection Oct 2229, 2022; period for filing appeal to the respective appellate authority October 31 to November 7, 2022; disposal of claims and objections by appellate authority November 8-15, 2022; preparation of list of amendments after the final disposal by the appellate authority November 16-23, 2022 and final publication of e-roll on November 24, 2022. The state election commission stated that authorized officer(s) (administrative officer), enumerator(s), supervisor(s), sector magistrate(s) etc are to be appointed during the ensuing intensive revision of e-roll. He noted that the US, France, Italy, Germany and Japan are the “drivers of the global surge” among high-income countries and Brazil, an upper-middleincome country, is leading the developing world. “Mortality rates have started to edge up slightly,” he said, adding that the US and Brazil are currently the main contributors to global mortality. WHO Director-General Dr Tedros Adhanom Ghebreyesus, at a press conference earlier this week, said he is concerned that cases of COVID-19 are climbing -- putting further pressure on stretched health systems and health-care workers. WHO chief noted that the sub-variants of Omicron, like BA.4 and BA.5, continue to drive waves of cases, hospitalisation and death around the world.
India reports over 20k new cases
NEW DELHI, JUL 15 (PTI): India on Friday logged a single-day rise of 20,038 new coronavirus infections, pushing the tally of cases to 4,37,10,027, while the count of active cases of the disease has increased to 1,39,073, the Health Ministry said. The death toll due to the disease has climbed to 5,25,604 with 47 new fatalities being reported, the data updated at 8 am showed. Active cases now comprise 0.32 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.48 per cent, the health ministry said. An increase of 2,997 cases has been recorded in the active COVID-19 caseload of the country in a span of 24 hours, the data showed. The daily positivity rate was recorded at 4.44 per cent and the weekly positivity rate at 4.30 per cent, according to the ministry.
Nagaland logs 14 fresh Covid cases DIMAPUR, JUL 15 (NPN): Nagaland on Friday recorded another spike of 14 fresh Covid-19 cases, while no deaths were reported during the day. Of the fresh cases, six were from Dimapur, five in Kohima, two in Longleng and one in Zunheboto, taking the total caseload to 35,592. The death toll remained unchanged at 763 (including 5 non-Covid deaths but with positivity). The State currently has 61 active cases—55 under home isolation and six admitted to Covid-19 hospitals.

NEAN backs NIDA’s proposed stir DIMAPUR, JUL 15 (NPN): As the Nagaland In-Service Doctors’ Association (NIDA) prepares to go on a three-day agitation starting July 18-20 over the issue of increasing superannuation age of government doctors, the National Health Mission Employees Association Nagaland (NEAN) has extended “unconditional support” to proposed agitation. In a press release, NEAN general secretary Kewetso Kenye stated that the association at an emergency meeting held in Kohima on July 14, 2022 deliberated the matter at length and unanimously
decided to support NIDA. NEAN has appealed to its concern members (doctors) to coordinate and cooperate with NIDA official during the proposed agitation. It may be mentioned that NIDA on July 11 announced that it was left with no option but pursue the agitation mode in the form of delivering emergency services only with effect from July 18, 19, and 20, 2022. NIDA further threatened to call for a total shutdown of all health centres through cease work for an indefinite period from July 21, if the issue was not resolved or no positive
response received by then and cautioned that the State government would be held solely responsible in case of any untoward incidents. According to NIDA, it had written to principal secretary health & family welfare (H&FW) on April 26 and chief minister on June 10, with a request to review the cabinet decision on the superannuation issue. In the letter, NIDA expressed its opposition and inability to accept the decision of the cabinet to raise the superannuation age of all the doctors from 60 to 62 years, through “reemployment”.

Addressing a rally in Kishtwar virtually from here, Singh, Minister of State for Personnel and in the Prime Minister’s Office (PMO), said that areas like Jammu and Kashmir, northeastern states and other hilly states suffered on many counts during the last 60-65 years, due to myopic policies of the successive central governments.
“But soon after the Modi government took over in 2014, Prime Minister had stated that every effort would be made to bring the North Eastern region, J&K and other backward regions at par with the more developed regions of the country,” he said. DIMAPUR: Khuza and Mutsale villages settled decades-long boundary dispute on Friday, at a monolith laying programme in Phek district. The boundary monolith, which was laid by NPF legislature party leader and UDA co-chairman, Kuzholuzo (Azo) Nienu testified the mutual commitment of the two villages to live in harmony. In a press release, office of the Phek Area Public Organisation (PAPO) informed that Azo in his speech, said peace was the need of the hour in Nagaland. He said Nagas were “badly divided by problems” such as tribalism, factionalism, groupism, boundary dispute etc. “If peace is not advocated among the Nagas, I will not be surprised if one fine day Naga disintegrate,” Azo stated. He said the programme was for women in rural areas who strive to make a living by engaging in business activities. Selabeituo pointed out that the importance of UVP was discussed in all the 74 RD blocks in Nagaland and said if they performed well, they could qualify and continue receiving help from the department. Under the programme, entrepreneurs were receiving loans without going through rigorous process they had to

Assam, Arunachal sign pact to end border dispute M’laya SSA teachers to launch
ITANAGAR/GUWAHATI, JUL 15 (PTI): Arunachal Pradesh Chief Minister Pema Khandu and his Assam counterpart Himanta Biswa Sarma on Friday inked a pact to end the decades-old border dispute between the two states, and they agreed in principle on restricting the number of contested villages to 86 instead of 123. Chief ministers of the two North-easter n neighbours announced in separate tweets that they met at Namsai in Arunachal Pradesh and signed the agreement. “We have decided to restrict the ‘disputed villages’ to 86 instead of 123. Based on our present boundary, we’ll try to resolve the rest by September 15, 2022,” Sarma tweeted. Of the 123 disputed villages, a consensus has been arrived on 37 and 86 others are left. According to the ‘Namsai Declaration’,

Sarma and Khandu agreed that out of the 37 disputed villages, 28 which are within the constitutional boundary of Arunachal Pradesh shall remain with the state while, three villages on which claims were withdrawn by Arunachal Pradesh, will be with Assam. Six other villages which could not be located on the Assam side would also remain with the frontier state if they exist in Arunachal Pradesh, the
agreement stated. “Both states would constitute 12 Regional Committees each covering the 12 districts of Arunachal and counterpart districts of Assam for joint verification of 123 villages to make recommendations to respective State Governments,” Khandu tweeted. These regional committees would submit their first tranche of the report on the areas or any other areas where consensus has arrived, before September 15. “As and when
the regional committees will conclude their deliberations and agreement is arrived at between the two governments, the draft MoU will be referred to the union government for its approval,” the Namsai Declaration stated. The border dispute between the two states was seven-decade-old, but sadly no earlier governments showed the political will to resolve it, Khandu said in a Twitter post and thanked the Narendra Modi government for its guidance in addressing the issue. “Namsai Declaration is hugely significant and a landmark progress towards enduring brotherhood, peace and prosperity in the North East,” Khandu said. Sarma also tweeted: “Inspired by Prime Minister Narendra Modi and guided by Union Home Minister Amit Shah, we could achieve this landmark in resolving our longpending border disputes. This is a milestone in the
history of our friendship and brotherhood.” The declaration was signed by the two chief ministers in the presence of several cabinet ministers of both states. The two states share an 804.1 km-long border. The grievance of Arunachal Pradesh which was made a union territory in 1972 is that several forested tracts in the plains that had traditionally belonged to hill tribal chiefs and communities were unilaterally transferred to Assam. After Arunachal Pradesh achieved statehood in 1987, a tripartite committee was appointed which recommended that certain territories be transferred from Assam to Arunachal. Assam contested this and the matter is in the Supreme Court. Earlier, Assam and Meghalaya signed an agreement in March this year to end their five-decade-old border dispute in six of the 12 contested locations.

SHILLONG, JUL 15: The Meghalaya SSA School Teachers Association (MSSASA) on Friday declared to launch an indefinite sit-in protest near the additional secretariat from Monday (July 18) to pressurise the government to give in to their demand. The announcement by the MSSASA came after a failed meeting with the Secretary Education R Rapthap as the government didn’t give in to their demands. According to the teachers, the government has assured that it would release only two months pending salaries, which was rejected by the SSA teachers. MSSASA President, Aristotle Rymbai said that one of the prime demands is the release of their pending salaries. He said the SSA teachers have not received their salaries for the months of
Aristotle Rymbai February and March (financial year 2001-2002) and for the months of April, May and June during this fiscal year. Moreover, the SSA teachers are demanding that their salaries be enhanced. “We (SSA teachers) received our last enhancement in their salaries in 2016. The gover nment should assure that in future there would be more allocation in the state budget for Samagra Shiksha Abhiyan,” Rymbai said. The SSA teachers are also demanding that all existing SSA teachers should be shifted from State Implementation Society to State Education department as
per provision of SSA-RTE norms. The announcement of the protest comes after a similar protest was undertaken by ad hoc school teachers recently. The ad hoc school teachers camped outside the secretariat and then adjacent to the additional secretariat for a week demanding for their salary hike and annual increment. Under pressured, the Conrad Sangma-led government partially yielded to their demand and enhanced the ad hoc school teachers’ salaries, however, there was no discussion on the annual increment. The Education department has time and again rued over paucity of funds in the department. On the SSA teachers’ salaries, Education Minister Lahkmen Rymbui had said that the central government is yet to release its share of the salaries for these SSA teachers hence the delay in release of their salaries.
Assam reports 707 new MHRC recommends compensation for atrocities by police COVID-19 cases, two deaths Correspondent
GUWAHATI, JUL 15 (PTI): Assam has reported 707 new COVID-19 cases, the highest in the last five months, and two persons have died due to the infection during the past 24 hours, according to the National Health Mission (NHM) bulletin on Friday. The two deaths took place in Darrang and Kamrup Metro districts pushing the toll in the disease has now increased to 6645, while another 1347 coronavirus positive patients have died in the state due to other reasons since April, 2020, the bulletin said. The total number of affected now stands at 7,28,616 and the positivity rate has increased to 11.55 per cent during the last 24 hours from the previous day’s 10.75 per cent, it said. The 707 new cases were detected from 6,123 tests conducted during the last 24 hours. The number of active cases have increased to 3150 as against the previous day’s 2584 while 139
patients were discharged during the day. Jorhat reported the highest number of 93 cases, followed by 69 in Kamrup Metro, 67 in Dibrugarh and 58 in Goalpara. A total of 7,17,472 patients have recovered and been discharged from hospitals so far and the recovery rate is 98.47 per cent.

Assam Health and Family Welfare Minister Keshab Mahanta on Friday formally launched the free precautionary dose of COVID vaccine for people in the 18 to 59 age group under a 75 days special drive as a part of the Azaadi ka Amrit Mahotsav. The health minister, along with Guwahati (West) AGP MLA Ramendra Narayan Kalita, launched the programme at the Primary health centre at Azara here. Mahanta urged all in
the age group of 18-59 to take the vaccine and be protected against the virus. Following the formal launch here, the Deputy Commissioners also started the drive in their respective districts. Mahanta said that the necessary directives have been issued to all the district administrations to ensure that the maximum number of people are covered under the drive. He said that the state has high percentage of coverage for the first two doses which has ensured that though the number of cases has registered an increase, the death rate is practically negligible. Assam has witnessed a surge in COVID cases since the last month with 707 new cases and two deaths reported during the last 24 hours. Altogether 4,69,94,679 doses of vaccines, including 2,45,84,811 first doses, 2,15,14,882 second doses and 8,94,986 precautionary doses have been administered so far.
IMPHAL, JUL 15: Manipur Human Rights Commission (MHRC) has ordered Manipur government to pay a compensation of Rs 50,00 each to two persons arrested and detained for human rights violations by state police. While passing the order, MHRC recommended that the state government pay the compensation as `immediate interim relief ’ to two victims of atrocities perpetrated by state police. Addressing a press conference, MHRC acting chairperson Khaidem Mani Singh, said that the arrest and detention of the two persons were not “legally justifiable”. He said that the commission made the recommendation for awarding the interim reliefs as they felt as if there was a conspiracy in the arrest and detention. Families of the two persons approached the Commission pleading for justice and ensuring protection of their human rights. During hearings of the
two separate pleas, MHRC found the charges levelled against them as baseless and illegal. The state police should pay compensation of Rs 50,000 each to the two persons - Yumkhaibam Bimol Meitei and Leishram Herojit - as it amounts to violation of their rights, the acting chairperson said. Bimol was arrested by the state police as an overground worker of proscribed Kanglei Yawol Kanna Lup (KYKL) as per the FIR case registered against him by the Lilong police station of Thoubal district. A petition filed by the daughter of Bimol stated that her father was arrested for attending an election rally for Th Brinda Devi (Cop turned politician), who contested the recently held 12th Manipur Legislative Assembly Election from Yaiskul Assembly Constituency. While hearing the petition, the MHRC also conducted an independent inquiry into the charges leveled against Bimol and after an analysis to the facts and circumstances of the case, the commission opined that

GUWAHATI, JUL 15 (PTI): A 19-year-old Assam girl arrested for her poem allegedly supporting a banned outfit, has been allowed by a Golaghat court to appear for a forthcoming semester examination with necessary police escort and other precautionary measures. The Court of the Golaghat Special Judge Dibyajyoti Mahanta allowed Barshashree Buragohain, a student of mathematics, to appear for her B.Sc second semester examination, scheduled to begin from Saturday. Buragohain was arrested on May 18 this year from Uriamghat in Golaghat district for allegedly writing on social media a poem titled ‘Akou Korim Rashtra Droh’ (Will again rebel against the nation).

NEW DELHI, JUL 15 (PTI): A Delhi court on Friday granted bail to Alt News co-founder Mohammed Zubair in a case related to his alleged objectionable tweet in 2018 on a Hindu deity, observing that “the voice of dissent is necessary for a healthy democracy”. Zubair, however, will remain in jail as he has been remanded to judicial custody in some of the FIRs registered against him by the UP Police for allegedly hurting religious sentiments. Zubair will be sent to the concerned jail in Uttar Pradesh after his release, according to a Tihar jail official here. The journalist is currently lodged in Tihar jail since July 2. Granting relief to the journalist, Additional Sessions Judge Devender Kumar Jangala said Indian democracy and the political parties are open for their criticism and that merely criticism of any political parties is no ground to invoke section 153A (promoting enmity between different groups) and 295A (outraging religious feelings) of the Indian Penal Code(IPC).

No consensus on amending anti-defection law reached NEW DELHI, JUL 15 (PTI): No consensus on amending the anti-defection law was reached at a meeting of presiding officers on Friday chaired by Lok Sabha Speaker Om Birla, who said constitution experts, legal scholars and other stakeholders will be consulted on the matter. There were two divergent views among the members of a committee constituted to examine the law, with the majority in favour of giving more power to the Chair, while the minority view was the power should be with the president of the political party. Birla had constituted the three-member committee under Rajasthan Assembly Speaker C P Joshi in 2019 after a lot of deliberation to review and amend the anti-defection law. NEW DELHI, JUL 15 (PTI): The defence ministry has set up an apex committee to conduct “performance and efficiency” audit of capital procurements, logistics, inventory and maintenance of assets of the armed forces. The committee, headed by the defence secretary, will advise Defence Minister Rajnath Singh on measures for overall improvement in strengthening of internal oversight and risk management framework in various aspects of functioning of the ministry. The panel comprises vice chiefs of the three services, secretary defence (finance), chief of integrated staff committee, controller general of defence accounts and director general (acquisition) and other senior officials of the ministry, including representatives from the Defence Research and Development Organisation. After chairing a highlevel meeting here, state Health Minister Veena George said special alert has been issued to five districts as people from Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha and Kottayam were co-passengers of the infected person in the Sharjah-Thiruvananthapuram Indigo flight that landed here on July 12. There were 164 passengers and six cabin crew on board, the minister said and added that isolation facilities will be set up in all these districts. Not a flattering achievement

ndia is set to overtake China as the world’s most populous country sometime in 2023, according to a United Nations estimate. China and India accounted for the largest populations in these regions, with more than 1.4 billion each in 2022. A report revealed that India’s population stands at 1.412 billion in 2022, compared to China’s 1.426 billion. By November 2022, the planet will be home to 8bn. More than half the growth to be witnessed in the next 30 years will happen in just eight countries - the Democratic Republic of the Congo, Egypt, Ethiopia, India, Nigeria, Pakistan, the Philippines and Tanzania. China had maintained its record as the world’s most populous nation till 2019 when it had 1.43 billion people as against 1.37 billion in India. This might be not only because the rate of population growth in India is higher than in China, but the latter is also expected to experience an absolute decline in its population as early as 2023. The story behind China’s population control was that it has one of the lowest fertility rates in the world (at 1.15 children per woman). China had announced that its population was due to start declining by 2021 much earlier than previously thought. That is despite the country abandoning its one child policy in 2016 and introducing incentives for couples to have two or more children. In the decade up to 2020, China’s population grew at its slowest rate since the 1950s. By 2021 its population stood at 141.2 crore people, with the rate of growth falling for the fourth consecutive year.This increasing population in India will put additional pressure on resources, which are already stretched. Changes in a country’s population size are always a result of the demographic transitions. One such phase is where the growth of the working age population -- aged 15-64 years -- is temporarily higher than the combined shares at younger and older ages. Population control has been an official government policy ever since India launched its family planning programme in 1952. India has always been not very far from China’s population figure. The forced sterilisation during the emergency in 1975 also had its share blame for the failure of the family planning when Sanjay Gandhi made it an agenda. Recently there are have many debates in India on population control. Unfortunately, some Muslim spokespersons and various opposition political parties feel it is all about controlling minority birth rates, not realising that it is a must for all Indians in order to develop into a first world country. India has more than three times the population of the United States and less than one third of its land mass. The issue was placed on the national frontburner two years ago when Prime Minister Narendra Modi mentioned it in his Independence Day speech in 2019. Modi highlighted India’s rising population which he said, posed serious problems for India’s future generations. He invoked national patriotism while illustrating that those who follow the policy of small family also contribute to the development of the nation. India has not option but to revisit family planning with more seriousness by getting all communities, NGOs and government agencies together.

Am I doing anything to enable Him to bring His redemption into evident reality in the lives of others? I will only be able to do this as the Spirit of God works into me this sense of indebtedness. I am not a superior person among other people— I am a bondservant of the Lord Jesus. Paul said, “…you are not your own…you were bought at a price…” (1 Corinthians 6:19-20). Paul sold himself to Jesus Christ and he said, in effect, “I am a debtor to everyone on the face of the earth because of the gospel of Jesus; I am free only that I may be an absolute bondservant of His.” That is the characteristic of a Christian’s life once this level of spiritual honor and duty becomes real. Quit praying about yourself and spend your life for the sake of others as the bondservant of Jesus. That is the true meaning of being broken bread and poured-out wine in real life.

New wave of refugees could emerge from Sri Lanka
A
mong the worst things that could happen to India at present, is greater turmoil in our region. With a failed state in Afghanistan, there is little scope for India to also be tolerant of a failed state in Sri Lanka. As Sri Lanka continues to spiral downwards to historic lows, India faces a new conundrum. Strategically speaking, a messy Sri Lanka is dangerous for India because a new wave of refugees could emerge and their frustration with their government may establish bases here. Perhaps these numbers are limited due to fuel shortages, preventing boats from carrying them. Sri Lankans look at India as a saviour, as they have always done over years of history. This cultural bond between India and Sri Lanka certainly needs revival and nurturing but it cannot ignore the harsh realities through which Sri Lanka has trussed their relationship with India. The ongoing economic mess amid the lack of a stable government, and then everything landing up in the lap of the Parliament to decide who the next leadership will be, does not solve matters. It makes them more precarious. An army coup will be the last straw. Politically, it would be a matter of grave risk to enter the political mess of Sri Lanka. President Gotabaya had the opportunity to establish a technocratic cabinet with parliamentary
approval. He missed the boat on that. There are elements in Sri Lanka who believe India should have used its heft to ease him out much earlier. But India was unwilling. Anti-Rajapaksa protests in Colombo often had unreported anti-Indian slogans; Indian economic assistance for daily use to Sri Lanka was targeted at the people but was perceived as supportive of the regime. This is a contradiction India would continuously have to deal with. No, no aid can be directly given to the people. It has to be routed to the government because it is based on G2G loans. Whichever government is in power, India will support it. The problem is within Sri Lanka. The people are in rebellion and see the entire political system at fault. This is not directed only at the Rajapaksa family, but also at Ranil Wickramasinghe, and the entire political spectrum. When all party meetings take place, and now decisions are in the hands of Parliament to elect a new president for the next 2 years and 4 months, and to appoint a new cabinet, the rebellious people see the political class taking advantage of their political efforts and reapportion the gains of power among themselves. This is unacceptable to the people who have rebelled along with the civil society movements, including former elements of the JVP, the Bar Association and younger clergy. When the political system in Sri Lanka is so
cleaved, it is difficult for India to deal with resolving these political contradictions and to play the role of a facilitator as has been suggested. The best thing for India to do would be to let Sri Lanka resolve its own political mess and deal with whichever government comes to power making it amply clear that we are supportive of the Sri Lankan people as we have been over centuries and our assistance is humanitarian in nature. On the economic side, Sri Lanka needs urgent assistance, which India provides. This should continue. This is through lines of credit or RBI swap arrangements. Colombo needs to repay these and is adding to the considerable debt of $ 51 billion; when it will be repaid is a moot point. Should India keep adding to Sri Lankan debt burden? The other option is to do it as grants. That is avoided as grants typically are from the budget of the MEA whereas LOCs are offered by the ExIm Bank of India through budgetary support of the Ministry of Finance. Some analysts in Sri Lanka mistakenly see this as a deviation between the Foreign and Finance Ministries in India. India should support Sri Lanka’s economic management by providing capacity building and human resources. A recent visit by the foreign and finance secretaries was a step in this direction. Working-level engagement with Sri Lankan institutions
to better manage them like the central bank, and the major PSUs for energy, food etc. Given the nature of Sri Lankan polity, where every politician uses an antiIndia card to secure more votes at the next election, it would be better for India to have these supporting assets based in India and not in Colombo. This remote support should be provided as the second stage of lending. This could also include credit sales of rice, fuel and fertilizer from Indian companies to Sri Lankan PSUs under a long-term guarantee credit scheme. India should support Sri Lanka with the Bretton Woods institutions and Asian Development Bank for an early bailout. Sri Lanka needs a cash infusion and then specific support. Some of that could be routed through Indian institutions because in Sri Lanka at present, the government is unstable and how institutions work remains uncertain. The IMF always carves out a hefty cost. A part of Sri Lanka’s problem has been that they have been to the IMF 16 times, almost twice every decade. Each time they followed the IMF dictum but did not manage it well. The IMF is again going to call for a reduction in civil service and defence services personnel, privatisation of government assets like airlines, port, shipping and more private sector involvement in energy supplies for instance. In this India could play an important supporting
role. India is trying to set up solar plants off the islands of Jaffna; as part of the International Solar Alliance, India should support more solar energy plants in Sri Lanka through urgent feasibility studies. These can be funded through hybrid models which the ISA is working out and which the World Bank and ADB should be able to provide. Similarly, where privatisation of airlines shipping or ports is concerned, India should encourage its private sector to step in, to invest in them with a view to making these profitable by integrating them into their own operations. It should be announced that India would do it for a period of three years and then be ready to disinvest to Sri Lankan investors if feasible. Acquisition of the Colombo port of which 70 per cent of cargo is destined for India could be a strategic move. The main point to remember is that India should not raise the debt stress of Sri Lanka but look to invest in equity to give them a reasonably fair deal for their assets at this time. Where demobilisation of the military, and reduction in civil service is concerned, India should step in with impact investment funds and capacity-building efforts which can be granted. A mixture of these would perhaps create a new entrepreneurial class, which is not dependent on the government for employment. Another important area to consider is that the Sri
Lankan economy depends a lot on tea, textile exports and tourism. Tourism assets could be invested in by Indian hotel chains and integrated with tourism in India. This will take time but the support of big Indian brands operating in Sri Lanka would generate confidence among Indian tourists and could gain from a Maldives-like boom. Similarly, with tea and textiles. They require inputs and raw materials constrained due to foreign exchange restrictions. With RBI announcing a rupee trading mechanism, Sri Lanka should be persuaded to enter into such trading with India which will allow its tea and textile sectors to obtain inputs from India and possibly export. India needs to balance its generosity as a neighbour while valuing its history with Colombo. The people of Sri Lanka are seeking major changes whose contours are unclear. India must remain available for assistance but not seen as taking advantage of a weak neighbour. Yet the engagement should include clear strategic markers outside which Colombo should restrain itself. Given the state of the world, there are too many crises for countries besides India to even focus on Sri Lanka. Gurjit Singh is India’s Ambassador to Germany, Indonesia and Ethiopia. Suggestion to curb traffic congestion in Kohima and generation of revenue

oday, traffic jams have become a daily routine in the capital town. It is observed that during Assemble Sessions, no traffic jams occur due to strict enforcement of traffic regulations. If such strict enforcement is always applied, perhaps there may not be any traffic jam. Some multi-parking buildings are coming up in the capital town and apparently, more are in the pipeline. However, no matter how many more of these multiparking buildings come up, they can neither fully meet the requirement of the people nor solve the present menace of traffic congestion. Streamlining of traffic congestion in the State in general and the Capital town in particular appears to be late but the saying goes, ‘Better late than never’. In order to curb traffic congestion and generate revenue from parking rent/fees, a few suggestions are put forward: It should be made mandatory for vehicle owners to set up a private garage. For the implementation of such a mandate, a grace period may be given. Grace period: A minimum of three months grace period may be given to vehicle owners to enable
them to arrange a private garage. Subsequently, the following options may be considered: Option 1: 1. On expiry of the grace period, any person who hasn’t conformed to the directive may be given another 15 days along with a fine of Rs. 1000/- per night. 2. After expiry of 15 days, the vehicle may be towed away to public ground etc. with a rental charge of Rs. 2000/-, Rs.3000/- and Rs.5000/per day against light, medium and heavy vehicles respectively. 3. The vehicle may be returned to the owner after payment of towing charge and defaulting charge of Rs.5000/- & Rs.10000/-, Rs.10000/& Rs.20000/- and Rs.20000/- & Rs.30000/- in r/o light, medium and heavy vehicles respectively. 4. If the owner cannot claim the vehicle within 5 days as stated in Slno. 3 above, the vehicle/s may be disposed of through public auction. This auction exercise may be completed within 5 days. Beyond 3 months, rental charge may be raised to Rs.1000/per night. For new registration: A certificate from the concerned Panchayat that there is provision/ compound to park the proposed new vehicle/registration. In case of Option 2, the Panchayat may be entrusted to implement the mandate during the initial period of 6 months and the rental charges so collected may be shared 50:50. In order to maintain transparency and accountability, a daily report with a photograph of vehicles parked on the road may be sent to the Govt. After 6 months, the Govt. may take over the whole responsibility and any negligence of duty on the part of the official in charge may be directly reported to the Head of Dept. by the Panchayat as a part of strict and successful
implementation. 2. A garage is not a road, so also a road is not a garage. If for a certain reason, the road is to be utilized for those without a garage even after the grace period, the Option 2 given above must be implemented for a specific time period only. If the vehicle owner/s is/are able to afford paying the rental fee, there will be a generation of Govt. revenue. However, it is certain that there will be a number of vehicle owners who would find the high rental fee to be beyond their economical maintenance and would voluntarily opt out of keeping a private vehicle, thereby, traffic congestion will automatically be eased. In order to solve heavy traffic congestion, it is high time to take drastic measures and stringent action sooner rather than later. 3. World Youth Skills Day
W
e are aware that there is no universally agreed international definition of the youth age group. For statistical purposes, however, the United Nations—without prejudice to any other definitions made by Member States—defines ‘youth’ as those persons between the ages of 15 and 24 years. This definition, which arose in the context of preparations for the International Youth Year (1985) (see A/36/215), was endorsed by the General Assembly in its resolution 36/28 of 1981. All UN statistics on youth are based on this definition, as is reflected in the annual yearbooks of statistics published by the UN system on demography, education, employment and health. The age differs in different countries when it comes to the definition of the youth but here we are focusing on the definition of the UN when it comes to youth. There are many issues that are affecting young people around the world. The situation varies from country to country or continent to continent. When it comes to youth then a few buzzing words that come to our mind include employment, jobs, skills, etc.
Transforming youth skills for the future Recent estimates suggest that 600 million jobs would have to be created over the next 15 years to meet youth employment needs. The proportion of young people not in employment, education or training (the youth NEET rate) has remained stubbornly high over the past 15 years and now stands at 30 per cent for young women and 13 per cent for young men worldwide. Enterprises and organizations brought skills development almost to a standstill due to lockdown measures introduced during the pandemic. Training was interrupted for 86 percent of apprentices and 83 percent of interns/trainees. Nearly half of the enterprises have stopped paying stipend or wages to apprentices, interns and trainees. The youth population will grow by more than 78 million between 2021 and 2030. Low income countries will account for nearly half of that increase. Education and training systems need to respond to this challenge. One of the important events when it comes to skill development and young people is the observance of Youth Skills Day.
In 2014, the United Nations General Assembly declared 15th July as World Youth Skills Day (WYSD), to celebrate the strategic importance of equipping young people with skills for employment, decent work and entrepreneurship. Since then, WYSD has provided a unique opportunity for dialogue between young people, technical and vocational education and training (TVET) institutions, firms, employers’ and workers’ organizations, policy-makers and development partners. This year it takes place amid concerted efforts towards socio-economic recovery from the COVID-19 pandemic that are interconnected with challenges such as climate change, conflict, persisting poverty, rising inequality, rapid technological change, demographic transition and others. Young women and girls, young persons with disabilities, youth from poorer households, rural communities, indigenous peoples, and minority groups, as well as those who suffer the consequences of violent conflict and political instability, continue to be excluded due to a combination of factors. The United Nations and
its agencies, such as UNESCOUNEVOC, are well placed to help address these challenges by reducing access barriers to the world of work, ensuring that skills gained are recognized and certified, and offering skills development opportunities for out-of-school youth and those not in employment, education or training (NEET). During this Decade of Action for the 2030 Agenda, the full engagement of young people in global processes is vital to generate positive change and innovation. Most of the countries are focusing on skill development activities to encourage innovation and engagement of youths for positive transformation. The Secretary General of the UN in his message said that “young people are disproportionately impacted by interlinked global crises, from climate change to conflicts to persistent poverty. The COVID-19 pandemic has exacerbated these fragilities. In 2020 alone, youth employment fell by 39 million. Today, 24 million young people remain at risk of not returning to school.” He further said that “together, let us build a more just and thriving
workforce, rescue the Sustainable Development Goals and leave no one behind.” Effective skill training can enhance the path towards sustainable development. Proper planning and engaging youths is important. In India, Ministry of Skill Development and Entrepreneurship is responsible for coordination of all Skill Development efforts across the country, removal of disconnect between demand and supply of skilled manpower, building the vocational and technical training framework, skill up-gradation, building of new skills and innovative thinking not only for existing jobs but also jobs that are to be created. The Ministry aims to skill on a large scale with speed and high standards in order to achieve its vision of a ‘Skilled India’. Together we can bring a positive change through effective skill training programmes. Coordinated efforts are needed amongst different stakeholders to make it more effective. The seventh edition of NIRF rankings was announced on Friday by
Union Education Minister Dharmendra Pradhan. Seven Indian Institutes of Technology (IITs) -- IIT Madras, IIT Bombay, IIT Delhi, IIT Kanpur, IIT Kharagpur, IIT Roorkee and IIT Guwahati-- figured in the top 10 in the overall rankings. The All India Institute of Medical Sciences (AIIMS) and Jawaharlal Nehru University were ranked ninth and tenth in the overall rankings In the universities category, IISc Bengaluru bagged the top spot followed by JNU and Jamia Millia Islamia at second and third rank. The BHU, which was
ranked third last year in the category, slipped to the sixth position this year. Jadavpur University, Amrita Vishwa Vidyapeetham, Manipal Academy of Higher Education, Calcutta University, Vellore Institute of Technology and University of Hyderabad, bagged the subsequent positions in the universities category. Eight IITs -- Madras, Delhi, Bombay, Kanpur, Kharagpur, Roorkee, Guwahati and Hyderabad -- have figured among the top ten ranks in the engineering institutions category. -- which was ranked ninth last year -- has bagged the eighth spot this year while NIT Surathkal has retained its 10th position. Among colleges, Miranda House retained its spot as the best college in the country followed by Hindu College which has improved its rank to make it to the second spot from the ninth position last year. Lady Sri Ram College for Women slipped to fifth rank from the second spot last year while Presidency College, Chennai climbed to the third spot from the seventh position. Loyola College in Chennai has slipped to the fourth spot from third rank.
Delhi University’s noted colleges St. Stephens and SRCC, which figured into the top ten list last year, found no mention in this year’s rankings. IIM Ahmedabad, Bangalore and Calcutta retained their first, second and third rank respectively among the B-Schools in the country. In the pharmacy category, the top institute is Delhi’s Jamia Hamdard, followed by the National Institute of Pharmaceutical Education and Research, Hyderbad and Panjab University, Chandigarh which slipped to the third position from second rank. In the medical colleges category, AIIMS, Delhi bagged the top spot, followed by PGIMER Chandigarh and Christian Medical College, Vellore. Among the dental colleges, Saveetha Institute of Medical And Technical Sciences, Chennai; Manipal College of Dental Sciences and DY Patil Vidyapeeth, Pune were the top three institutions.
NEW DELHI, JUL 15 (PTI): In the face of a fresh attack by the BJP, ex-vice president Hamid Ansari on Friday said he stands by his previous statement that he never knew or invited Pakistani journalist Nusrat Mirza to any conference. Mirza has claimed that he had visited India five times during the UPA rule and passed on sensitive information collected here to his country’s spy agency ISI. Mirza purportedly commented that he had visited India on Ansari’s invitations and also met him. Ansari, however, has dismissed the charge as a “litany of falsehood”. The BJP on Friday stepped up its attack on the Congress over the matter and cited a photograph of Ansari and Mirza purportedly sharing the stage during a 2009 conference in India on terrorism. “The for mer Vice President of India stands by his earlier statement that

Gandhi shared a graph based on the CMIE data which showed that unemployment had doubled in five years from 2017-18 to 2021-22. Three of the deaths were recorded in the last 24 hours - one each in Buldhana, Nashik and Nandurbar districts - and two persons were reported missing, it said. The fatalities were caused by incidents like floods, lightning strikes, landslides, falling of trees
and collapse of structures, among others. As per the latest data, 20 villages in the state were affected by heavy rains. As many as 3,873 people have been evacuated and sent to relief camps, the report said. Several parts of the state, including Mumbai and its adjoining areas, have

Gold drops Rs 293; silver tumbles Rs 1,075 NEW DELHI, JUL 15 (PTI): Gold prices in the national capital on Friday fell by Rs 293 to Rs 49,970 per 10 grams amid decline in international precious metal prices, according to HDFC Securities. In the previous trade, the yellow metal settled at Rs 50,263 per 10 grams. Silver also tumbled by Rs 1,075 to Rs 54,326 per kg from Rs 55,401 per kg in the previous trade. “Spot gold prices for 24-carat gold in Delhi fell by Rs 293 reflecting overnight fall in COMEX gold prices,” said Tapan Patel, Senior Analyst (Commodities) at HDFC Securities. In the international market, gold was trading lower at USD 1,703 per ounce while silver was flat at USD 18.23 per ounce.

NEW DELHI, JUL 15 (PTI): The Indian rupee nearing 80 to a US dollar will make imports of items from crude oil to electronic goods, overseas education and foreign travel costlier while raising fears that the inflation situation could worsen. The primary and immediate impact of a depreciating rupee is on the importers who will have to shell out more for the same quantity and price. However, it is a boon for the exporters as they receive more rupees in exchange for dollars. The rupee depreciation has wiped away some of the gains that would have accrued to India from international oil and fuel prices dropping to pre-Ukraine war levels. India is 85 per cent dependent on foreign oil to meet its needs for fuels, such as petrol, diesel and jet fuel. The rupee, which on Thursday closed at an all-time low of Rs 79.99 to a US dollar, appreciated 7 paise to 79.92 in early trade on Friday. TO RO N TO, J U L 1 5 (PTI): The Canadian police have said they are still working to determine the motive behind the targeted killing of Ripudaman Singh Malik, a 75-yearold Sikh man acquitted in the tragic 1985 Air India Kanishka terrorist bombing case. Malik was shot dead in Surrey, British Columbia on Thursday. Malik and co-accused Ajaib Singh Bagri were acquitted in 2005 of mass murder and conspiracy charges related to the two bombings in 1985 that killed 331 people, the CBC News said. The report cited a witness who said he “heard three shots and pulled Malik from his red Tesla bleeding from a neck wound.” Another witness from a nearby business identified that the victim of the shooting was Malik. Sur rey Royal Canadian Mounted Police (RCMP) said a “man shot

at that location at around 9:30 am succumbed to his injuries at the scene. They say it appears to be a targeted shooting and are not releasing the victim’s name.” The police said they located a “suspect vehicle” which was “engulfed in fire,” the report added. Another report in ABC News said that while police had not initially released the victim’s identity, it confirmed it after Malik’s son, Jaspreet Ma-
lik, posted a statement on social media about his father’s shooting. “The media will always refer to him as someone charged with the Air India bombing,” Malik’s son wrote on Facebook. He said that his father had been “wrongly charged” in the case and the court concluded that “there was no evidence against him”. “The media and RCMP [Royal Canadian Mounted Police] never
seemed to accept the court’s decision and I pray today’s tragedy is not related,” he said. In a statement, the Integrated Homicide Investigation Team said: “We are aware of Mr Malik’s background, though at this time we are still working to determine the motive. We can confirm that the shooting appears to be targeted and there is not believed to be any further risk to the public.” The 1985 Air India bombing is among the worst terrorist attacks in Canadian history and in the history of the airline. On June 23, 1985, the Air India flight 182, carrying 329 people, including 268 Canadian citizens and 24 Indian citizens, flew from Toronto and stopped in Montreal from where it was en route to London and then onwards to its final destination Bombay. The report added that in recent years, Malik had
served as chairman with Khalsa School and managed two of the private schools’ campuses in Surrey and Vancouver. He was also president of the Vancouver-based Khalsa Credit Union (KCU), which has more than 16,000 members. He is survived by his wife, five children, four daughters-in-law, and eight grandchildren. Inderjit Singh Reyat was convicted on various charges and spent 30 years
in prison for helping to make the bombs, and for lying during trials, including Malik’s. He was released in 2016 after serving twothirds of his perjury sentence. Reyat was the only person convicted for the Kanishka bombing blamed on Khalistani extremists seeking revenge for the Indian Army’s action at the Golden Temple to flush out militants in 1984.

The order was passed by the apex court during the hearing of a petition filed by global civil society organisation Transparency International on the economic crisis in Sri Lanka. The petition filed on June 17 had sought the court to restrict the overseas travel of the two Rajapaksa brothers, former Central Bank Governor Ajith Nivard Cabraal, and former treasury secretary S R Attygala. COLOMBO, JUL 15 (PTI): Ranil Wickremesinghe on Friday pledged to maintain law and order and revive the 19th Amendment to the Constitution aimed at empowering Parliament over the executive president as he was sworn in as Sri Lanka’s interim president until the House elects a successor to Gotabaya Rajapaksa. Rajapaksa, currently in Singapore, emailed his resignation to Speaker Mahinda Yapa Abeywardena, who said on Friday that he accepted his resignation, which he received late on Thursday. Rajapaksa’s resignation came two days after the embattled leader fled to the Maldives and then flew to Singapore in the face of massive protests against his government for mishandling the economy that bankrupted the country. Badminton trials in Kohima DIMAPUR, JUL 15 (NPN): Kohima District Badminton Association (KDBA) will be conducting selection/trials of players for the Kohima district team for the upcoming Nagaland Inter-District Tournament 2022-cum-Nagaland Olympics 2022, scheduled to be held in Longleng in the month of August 2022. The selection/trials will be held on July 30 at 8 am onwards at the State Indoor Stadium, Officers Hill. clash against Japan’s Saena Kawakami, who upset Thai shuttler Pornpawee Chochuwong in her final eight clash. The Indian shuttler made a slow start and trailed her Chinese opponent 14-11 before scoring four back-toback points to take the lead. Han Yue, however, continued
to trouble Sindhu with her deft touches and went on to win the first game. The second game, too, started as a tight affair with Sindhu going on the offensive but Han Yue staying on her coat-tails. But with the score at 14-11, the two-time Olympic medallist stepped up and took the next seven points to force a decider. In the all-important third game, Han Yue raced to a 14-9 lead and put the Indian ace on the backfoot. The Indian ace, however, dug deep and turned the tables with a flurry of seven points and proceeded to wrap up the match. However, London 2012 bronze medallist Saina failed to join Sindhu in the semi-finals after going down 13-21, 21-15, 20-21 to Japan’s Aya Ohori in a closely-fought match.The 32-year old Saina conceded a 19-16 lead in the decider to crash out of the BWF Super 500 tournament. In men’s singles, in-form HS Prannoy won the first game against Japan’s Kodai Naraoka but couldn’t make the advantage count as he lost 12-21, 21-14, 21-18, in just over an hour.

Finland replaces Russia as host of Grand Prix event LONDON, JUL 15 (REUTERS): Finland will stage a round of the Grand Prix of Figure Skating series after Russia was removed as a host following its invasion of Ukraine, the International Skating Union (ISU) said. The Nov. 25-27 event will be held in the Finnish city of Espoo, the ISU said on Thursday, as the last of the six regular Grand Prix events in the 2022-23 programme. In April, the ISU banned Russia and Belarus from hosting international skating events and after the invasion of Ukraine, which Moscow calls a “special military operation”. Belarus is a key staging area for the invasion. The governing body had earlier excluded skaters from Russia and Belarus from international competitions after the International Olympic Committee recommended sports federations to ban athletes and officials from the two countries. Russia is a dominant force in figure skating and had hosted its Grand Prix event, known as the Rostelecom Cup, every year since 1996. The ISU also said the Cup of China event, the fourth round of the series, has been cancelled for the second straight year due to the “deteriorating COVID-19 sanitary situation” in the country. No replacement host has been confirmed for the Nov. 1113 event. “The Chinese Skating Association (CSA) informed the ISU that it was no longer feasible for them to hold the annual ISU Grand Prix of Figure Skating event (the Cup of China) in 2022,” it added.

LONDON, JUL 15 (AFP): Reece Topley’s 6 for 24 combined with crucial cameos from Moeen Ali and David Willey as England cruised to a 100-run win over India in the second ODI at Lord’s in London on Thursday to level the three-match series 1-1. Defending 246, Topley and David Willey bowled a probing spell in the channel with the new ball. Topley got both Rohit Sharma and Shikhar Dhawan out in quick succession. Rohit was beaten on the inside edge by one that came in and hit him in front, while Dhawan was strangled down the leg side. Rishabh Pant, promoted to No. 4, fell for a five-ball duck when he hit a full toss from Brydon Carse straight to mid-on. Virat Kohli struck a few trademark boundaries before chasing a wide ball from Willey to be caught behind. There was a brief 42run fifth wicket partnership between Hardik Pandya and Suryakumar Yadav, but once the latter fell to Topley, India’s chase fizzled out. The visiting side was bowled out for 146 in the 39th over. The decider will
be played in Manchester on Sunday. Earlier, Yuzvendra Chahal took four wickets as England was bowled out for 246 with an over to spare. He finished with 4-47, including a burst of 3-18 in 16 balls that accounted for key batters Jonny Bairstow, Joe Root and Ben Stokes as England slumped from 72-1 to 87-4. DIMAPUR, JUL 15 (NPN): Three sports associations have been launched in Tseminyu on July 14. The associations were: Tseminyu District Rifle Association (TDRA), Table Tennis Association Tseminyu District (TTATD) and Tseminyu Athletics Association (TAA). The newly formed associations were dedicated by Rev. Haiwalo Apon, executive secretary, CRBC. DGP Nagaland and president, Nagaland Shooting Sports Association (NSSA), T. John Longkumer graced the launching ceremony as special guest. In his speech, Longkumer said modern sports provides many jobs opportunity
for sportsperson even after retirement from professional sports, they can be employed as judges, referees, coaches, sports administrators etc. He announced that Nagaland Police Sports Battalion will start recruiting cadets for the next academic session, and selection will be for those age between 8-18 years where free and quality education will be provided. On attaining 21 year, the cadets will be given the choice to opt for any profession. He also challenged the gathering that in the ensuing Nagaland Olympics, Tseminyu district should aim for the Team Championship. DC Tseminyu, Dr. Zasekoulie Chusi, who was
