DIMAPUR/KOHIMA/ MOKOKCHUNG/ WOKHA, SEP 16 (NPN): Normal functioning of shops and business activities throughout Nagaland were paralysed due to the one-day closure called by Confederation of Nagaland Chamber of Commerce & Industry (CNCCI) and Dimapur Chamber of Commerce & Industry (DCCI) on September 16 from 6 a.m. to 6 p.m. in protest against multiple taxation by Naga political groups and government agencies. The protest closure passed off peacefully without report of any untoward incident. Dimapur: All business establishments, including pharmacies, remained shut while vehicles also went off the road during the band period in Dimapur. Volunteers were seen stationed at strategic locations to ensure smooth and peaceful observance of the shutdown.

Prof. Mukhi to take oath as Gov today DIMAPUR, SEP 16 (NPN): Assam governor, Prof. Jagdish Mukhi, who has been given additional charge as Nagaland governor, will take oath on September 17 afternoon. According to a notification, Gauhati High Court, Kohima bench judge, justice S. Serto will administer the oath of office to Prof. Mukhi at Raj Bhavan, Kohima. Prof. Mukhi was given additional charge of Nagaland, until regular arrangements are made, after incumbent Nagaland governor R.N. Ravi was transferred as governor of Tamil Nadu, in a series of gubernatorial changes on September 9.

32 fresh Covid-19 cases, 2 deaths

DIMAPUR, SEP 16 (NPN): Nagaland on Thursday recorded 32 fresh cases while two more succumbed to the infection. Of the fresh cases, 11 were from Dimapur, Kohima-10, five each in Mokokchung and Phek and one in Wokha, taking the total caseload to 30763. Further, two more patients succumbed to the virus in Dimapur, pushing the death toll to 648 (including 14 non-Covid deaths with positivity).

Dr. Muru said CNCCI had submitted four demands before the State government immediate resolution of multiple taxation by NPGs; removal of all forms of taxes/fees collected by civic bodies on items that

come under GST regime (which has subsumed all taxes under “One Nation, One Tax”); immediate implementation of SARFAESI Act and nominee representation of trade bodies in all municipal, town and ad-hoc town councils. He said though the government (on September 14) responded to all the four demands, yet CNCCI after thorough examination of the government’s response, found that two issues were not addressed as expected– immediate resolution of multiple taxation and nominee representation of trade bodies in civic bodies. Dr. Muru said though the government had directed the commissioner of police, Dimapur to immediately put in place a security grid and take other measures, yet

CNCCI demand for a strong State-wide mechanism to keep check on multiple taxation/extortion and not just for Dimapur district was not met since the issue affected the entire State. On nominee representation in civic bodies, Muru said they were not satisfied with the government’s assurance to include members from trade bodies in the advisory committees. He said their demand was for reserved nominee representation/member in the civic bodies, and not to have an advisory role. He also disclosed that the CNCCI will be submitting another representation to the government and that if the government still failed to address the demands, CNCCI will not hesitate to opt for more se-

vere agitation. “The one-day shutter-down programme was a token of expression of our angst. But, if our demands are not met, we will step up our agitation,” he warned. The CNCCI president claimed that the one-day closure of shops was successful due to the overwhelming support from various quarters and not just business bodies. Meanwhile, DCCI president Akashe Zhimomi said the business community can no longer bear multiple taxation. “A shopkeeper cannot serve 13 governments,” he exclaimed. He also clarified that DCCI was not against any particular NPG but mainly because the State government gave no concrete assurance or took a decision on multiple taxation.

Zhimomi said the State government will have to decide whether multiple taxation by several NPGs were actually extortion or taxation and that if the latter regarded it as “legitimate tax”, then the business community could pay but prices will shoot up as per the tax paid. Kohima: The total closure of shops in the State Capital passed off peacefully. Speaking to Nagaland Post, Kohima Chamber of Commerce & Industry (KCCI) president Medozhatuo Rutsa said the shutter-down protest was a huge success and ended peacefully. He acknowledged Kohima Village Youth Organisation (KVYO) and Angami Youth Organisation (AYO) and traders for their support and cooperation in this re-

gard. He also mentioned that KCCI would abide by the decision of CNCCI vis-à-vis the next course of action. He said more concrete response was expected from the State government, instead of just deploying security forces in some areas. SOP for reopening schools in rural areas PDMGDVA temporarily suspends stir

DIMAPUR, SEP 16 (NPN): State government has issued standard operating procedure (SOP) for reopening of schools for conduct of regular classes for students of Classes V-X in rural areas of the State with up to 50% attendance. In an order, chief secretary, J Alam, informed that the government has permitted the re-opening of schools in the rural areas (Classes V-X) with effect from September 20. In this regard, the government has directed that the re-opening would be subject to all teachers and non-teaching staff of the school concerned being fully vaccinated (taken

both the doses) against COVID-19 or having taken the first dose of vaccine against COVID-19, and at least 15 days having passed since taking the first dose. However, if the aforesaid criteria for vaccination was not fulfilled, then all teachers and non-teaching staff of the school should have been tested negative for COVID-19 through either RT-PCR or TrueNat or CBNAAT once in every 15 days. Further, the re-opening of schools would subject to adherence to all the provisions of the SOP on the preventive measures to contain spread of COVID-19.

the first phase of 48-hour total road blockade after six hours of imposition. It said that DC Phek held an emergency meeting with the association at Chozuba town. At the meeting, DC assured that state government would also give full support to the demand of the association by pressing upon the Centre the urgency to file its affidavit-inopposition within three weeks. The association has, however, affirmed to resume the second phase of agitation if Centre failed to file its reply to the court.

Centre allocates Rs 9,800 cr to NE states for Jal Jeevan Mission G U WA H AT I , S E P 1 6 (PTI): Centre has allocated Rs 9,800 crore as a grant to the North-eastern states under the Jal Jeevan Mission (JJM) which will enhance living conditions of crores of people in the region, Union Jal Shakti Minister Gajendra Singh Shekhawat said on Thursday. The JJM aims at providing tap water to all households in the country by 2024. Despite the Covid-19 pandemic and related disruptions, the government could provide 4.87 crore new tap

water connections during the last 23 months as compared to 3.23 crore connections in 70 years since independence, Shekhawat said. He was addressing a conference of the public health engineering department (PHED) ministers of North-eastern states. The Centre’s focus on the development of the region has led to an allocation of Rs 9800 crore this year as a central grant for these states under the JJM, he said. This mission is not only a programme to provide connec-

tions, but its primary aim is to ensure functionality, regular operation and maintenance to achieve assured water supply with quality, quantity and regularity, he added. The minister said the JJM will help in bridging the gap between urban and rural areas. The Mission will bring tap water to every home, thereby ending the drudgery faced by women and girls who now fetch water from outside, Shekhawat said. The minister pointed out that the soul of the programme is ‘community

participation’. “Therefore, under JJM, a lot of emphasis is given on support activities like empowering Village Water and Sanitation Committees or Pani Samitis, preparation and approval of Village Action Plans that will have the components of drinking water source augmentation, water supply infrastructure, grey water treatment and reuse, and operation and maintenance of in-village water supply systems,” he said. The states are organising intensive training and skilling

programmes for people in every village on water quality surveillance and related works, he added. The topics discussed in the conference include planning, implementation and progress made so far as well as the way forward so that all remaining households in NE states get tap water connections at the earliest. Covid vulnerability may increase in Oct-Nov: Govt

NEW DELHI, SEP 16 (AGENCIES): Without mentioning the third wave, the threats of which are looming large in India, the Centre on Thursday said that the country’s Covid vulnerability may increase in October, November. Several projections earlier stated that the third wave of the pandemic may hit the country during that time. However, with over 62% of the population partially vaccinated, the situation will be different from the first and the second wave. The coming two, three months are crucial as whenever any surge is seen anywhere in the country, it has to be curbed immediately, Niti Aayog member (health) Dr VK Paul said during the press meet of the Union health ministry. On the question of increased vulnerability later this year, Dr Paul said projections say October and November are the most crucial months. “There are enough data regarding this in the public domain. These are also the months of festivities

DIMAPUR: A two-day online training programme on “doubling of farmers income: market led agri extension” for Agriculture Technology Management Agency (ATMA) functionaries was held from September 13-14 by State Agricultural Management and Extension Training Institute (SAMETI). DIMAPUR: A video conference meeting was held in the office chamber of state agricultural production commissioner (APC) on September 16, under the chairmanship of additional secretary (digital agriculture), ministry of agriculture & farmers welfare, Vivek Aggarwal, for the project proposal submitted under National e-Governance plan (NeGPA)/ digital mission agriculture (DAM) for 2021-22 titled “soil & water resource management and meteorological analysis and

forecasting system using remote sensing, GIS mapping, drone and emerging technologies” submitted by the state government. According to a DIPR report, APC Y. Kikheto Sema congratulated the ministry for the innovative digitals MoU with five firms to provide various farmers advisories services launched by union ministry on September 15. He gave a brief introduction on the proposal being forwarded and thanked the ministry for sanctioning of setting up

of soil testing labs in all districts and mini labs in all 74 blocks. Kikheto said that farmers in the state still practiced a traditional form of agriculture and there was a need to incor porate moder n and emerging technologies in order to transform the agriculture sector of the state by adopting settled/ permanent agriculture. He highlighted that rapid change in climatic conditions such as rainfall pattern, temperature etc., were leading to drought

like situation and emergence of pests such as fall army worms that was never experienced in the state. Kikheto said that it had become important for the state to adopt latest emerging technologies so as to mitigate any eventualities by use of technologies such as weather forecasting, various farmers’ advisory services and also by use of drones for quick assessment of the damages for interventions in real time. The officials of the department of soil & water conservation and Nagaland GIS and remote sensing centre, government of Nagaland presented the proposal. The additional secretary (digital agriculture) in principle, agreed with the proposal and invited the state officials to the ministry of agriculture and farmers welfare for the finalisation of the project proposal. The meeting was also attended by director, department of soil & water conservation K Zhekheto Awomi, project director, Nagaland GIS and remote sensing centre, Mhathung Kithan and other officials.

District level workshop on SDGs in Peren

DIMAPUR: SDG coordination centre, planning & coordination department, organised a district level workshop on building capacities for taking forward the Sustainable Development Goals (SDGs) in the conference hall of the deputy commissioner (DC), Peren on September 16. According to a DIPR report, DC Peren Sentiwapang Aier in his opening remark said SDGs was adopted by all United Nations Member States in 2015 as a universal call to action to end poverty, protect the planet and ensure that people enjoy peace and prosperity by 2030. In the 1st technical

session, SDG officer, Abilo Humtsoe gave a brief highlight on SDGCC Nagaland wherein she said that SDGs were a collection of 17 global goals, 169 associated targets and 232 indicators designed to achieve a better and more sustainable future for all. She also said SDGCC of planning & coordination de par tment, was established with a mandate to act as a centre for knowledge dissemination, SDG monitoring, policy strengthening and as an accelerator of SDG implementation across the state. Abilo in her PowerPoint presentation also spoke on SDG locali-

sation & integration in Nagaland with focus on Peren district, screening of the Nagaland SDG Vision 2030 video, national level preparedness, state level strategy for achieving SDGs goals, state and district level institutional mechanism, district SDG monitoring framework and NER district SDG indexoverall performance of Nagaland and Peren. Later, an interactive session was led by SDG consultant where identification of locally relevant challenges and root cause for identified challenges and identification of viable solutions to the challenges was held.

DIMAPUR: SDEO Office, Noklak organised a sensitisation programme on scholarship scheme, sponsored by Directorate of School Education (DoSE), in the conference hall of the deputy commissioner (DC), Noklak on September 16. According to a DIPR report, while speaking at the programme, DC Noklak Hiazu Meru advised the teachers to stay updated and know what was happening around them. He also advised them to be well-equipped and to update their skills.

Seeing the economic challenges in the district, Hiazu said that this was an important scheme for students of the district. He pointed out that many parents and students might not be aware of the schemes and hence requested the teachers to reach out to all the eligible students. M e a n w h i l e, U DA (scholarship), Jangsemba Tsudir spoke on guidelines & criteria on scholarship. He informed that the objective of scholarship, pre-matric scholarship schemes for minorities and schedule tribe students of

IX and X was to encourage parents to send their children to school and lighten financial burden. Jangsemba also emphasised on networking system, banking and Aadhaar cards where everything was online and digital. In his PowerPoint presentation, special educator, Zurhetho Nyuthe explained how to apply scholarship through online mode for both fresh and renewals. He advised trainees to read all the guidelines properly before applying online. Zurhetho Nyuthe also mentioned on pre-matric scholarship scheme for minorities and pre-matric scholarship for scheduled tribe students studying in class IX and X. The programme was chaired by sub-divisional education officer W. Nzanbemo Humtsoe and vote of thanks was delivered by sub-inspector of school, Noklak B. Ngon. More than 44 trainees attended the training from both government and private schools under Noklak district.

DIMAPUR: A workshop/seminar on “awareness on schemes of development commissioner (handicrafts) and GI registration E–Commerce, GeM portal, GST etc” for ST artisans under research & development schemes (2021-22) was held on September 15 in Kohima. The workshop was inaugurated by director, industries & commerce, K. Hokishe Assumi. In a press release, senior assistant director (H), informed that the workshop/seminar was organised by the office of the development commissioner (handicrafts), Government of India, ministry of textiles, handicrafts service centre Kohima. Speaking at the programme, Hokishe expressed happiness to share with the participants to be more productive and to be ready to export any time when the demand arises. Senior assistant director (H), T. Rollee Vareishim, HSC- Kohima highlighted and explained various schemes of the development commissioner (handicrafts) for artisans.

Meanwhile, managing director, Nagaland women vocational training institute, Dimapur Temjenla Jamir shared the process and practical usage of E-Commerce and benefit of productive artisans for marketing. To recognise Taliban or not?

or the USA, the 20th anniversary of 9/11 on September 11, 2021 was a reminder of the horrific terror attacks in its soil and also the mess of the unforgiving 20 years war in Afghanistan. In the aftermath of 9/11 the US set out to mete out justice on a global scale. The enemy was not a rival hegemonic power, but an amorphous concept (“terror”) that American leadership linked to both a web of Islamist extremists and adversarial autocratic regimes. The results were the costly invasions of Afghanistan and Iraq, the massive expansion of the U.S. security state, and a new global awareness of the limits -rather than the potency - of American power. Fact is that 9/11 was hatched and funded by the USA’s closest ally, Saudi Arabia. It happened because Americans failed to act on tips passed on to the over-rated US intelligence agencies. The Islamic terrorists exploited the freedom and opportunity provided by the American system and humiliated the USA by obliterating the fames twin towers. In retaliation, invaded Afghanistan in 2001 in pursuit of the ‘war on terror’. Then in 2003 the US also invaded Iraq and overthrew Saddam Hussein. The war on terror in Iraq ended in 2011 after the US withdrew but left the region more unsafe as ISIS eventually rose to become a grave threat. The same fate befell Afghanistan where the US withdrew and left the country in a bigger mess and eventual return to power of the dreaded Taliban. In other countries as in Syria and other regions during the post second world war, wherever the US went, it caused more problems than solving them. The messy and catastrophic US withdrawal from Afghanistan also marks another chapter in the country’s chequered military adventures across the globe. In the full bloom of its post-9/11 mandate, the George W. Bush administration shrugged off the growing concerns of some European allies over its invasion of Iraq and the reprimands of top officials at the United Nations. No matter the messiness of the U.S. withdrawal last month, polling shows the overwhelming majority of the American public still supports pulling troops out of Afghanistan. Few serious politicians in either of the country’s major parties call for new military interventions overseas. A growing body of lawmakers also want to curb the White House’s powers to wage war in the first place. Americans live in the past glory of the cold war era where it was the unchallenged super power. However, after a series of failures that forced American withdrawal from regions across the globe, there is an undeniable fact that today the USA cannot boast of being the supreme super power anymore. Today, the US is challenged by China in Asia, Africa, Middle East and even the American continent. Western Europe is just waiting to do business with the Chinese. The US will be forced to confront China anywhere and it is certain that the former will have no stomach to fight since its military will not be the top or the best anymore. Changes are taking place and China is emerging as the next super power in terms of economic as well as military might. Unless the US accepts the reality, it will be relegated to the pages of history, like the British Empire.

Your motivation should not be the desire to be known as a praying person. Find an inner room in which to pray where no one even knows you are praying, shut the door, and talk to God in secret. Have no motivation other than to know your Father in heaven. It is impossible to carry on your life as a disciple without definite times of secret prayer. “When you pray, do not use vain repetitions…” (Matthew 6:7). God does not hear us because we pray earnestly— He hears us solely on the basis of redemption. God is never impressed by our earnestness. Prayer is not simply getting things from God— that is only the most elementary kind of prayer. Prayer is coming into perfect fellowship and oneness with God. If the Son of God has been formed in us through regeneration (see Galatians 4:19), then He will continue to press on beyond our common sense and will change our attitude about the things for which we pray. “Everyone who asks receives…” (Matthew 7:8). We pray religious nonsense without even involving our will, and then we say that God did not answer— but in reality we have never asked for anything. Jesus said, “…you will ask what you desire…” (John 15:7). Asking means that our will must be involved. Whenever Jesus talked about prayer, He spoke with wonderful childlike simplicity. Then we respond with our critical attitude, saying, “Yes, but even Jesus said that we must ask.” But remember that we have to ask things of God that are in keeping with the God whom Jesus Christ revealed.

Whenever a new individual comes to power in China or North Korea, the recognition of their govts is never questioned despite the absence of democratic legitimacy. uch has been made of the tortuous hurdles faced by the Taliban in obtaining international recognition as the government of Afghanistan. It has been asserted that India should wield its recognition powers punitively, refraining from conferring governmental status on the Taliban to rebuke it for previous acts of terrorism. Equally, arguments have been proffered that the Taliban’s violent takeover of Afghanistan and its protracted history of human rights abuses are sufficient grounds to repudiate its governmental status. There appears to be a belief that international recognition of the Taliban ought to be withheld until sufficient guarantees are obtained from them that they will be willing to comply with international law. Some have even suggested that a de facto recognition may be extended to the outfit, to enable minimal diplomatic engagement, but that de jure recognition (i.e. legal recognition) should be withheld as lever-

age to avoid any ‘adverse consequences’ at the hands of this regime. To anyone working in the field of public international law, such conversations are perplexing. They seem to misunderstand the nature and purpose of recognition. The recognition of governments is not a legitimacy-conferring exercise whereby the entity granted recognition is absolved of all past wrongs and welcomed into the international community with open arms. To the contrary, recognition simply acknowledges a political reality: that a particular entity possesses effective control of the territory of a State. Nothing more and nothing less. As such, not only is withholding recognition of the Taliban government a futile exercise that achieves little more than political posturing, it might actually be counter-productive to those who wish to hold the Taliban legally accountable for their actions. Effective control or democratic legitimacy In the Tinoco Arbitration case, Great Britain sought to uphold concessions granted to it by a revolutionary Costa Rican government perceived to be illegitimate by the in-

ternational community at large. However, as the arbitrator noted in that case, “when recognition vel non of a government is by such nations determined by inquiry, not into its de facto sovereignty and complete governmental control, but into its illegitimacy or irregularity of origin, their non-recognition loses something of evidential weight on the issue with which those applying the rules of international law are alone concerned…[s] uch non-recognition for any reason, however, cannot outweigh the evidence disclosed by this record before me as to the de facto character of Tinoco’s government, according to the standard set by international law”. The standard referenced in the preceding quote is that of effective control. Whichever entity possesses factual control over the territory of a State is the government of that State and ought to be recognised as such. International law does not look towards the means through which a particular entity comes to power in this assessment; instead, recognition hinges on “demonstrable and sustainable effective control over the majority of the territory and over the state

institutions”. Although there was a brief instance in the late 20th century that seemed to augur the emergence of a new requirement for democratic legitimacy, with the non-recognition of governments established through military coups in Haiti in 1991 and in Sierra Leone in 1997, it was short-lived. As Professor de Wet has argued, subsequent practise by States on this requirement has been ambivalent, with governments that came to power through illegitimate means routinely gaining international recognition, including in São Tomé and Príncipe (2003), Côte d’Ivoire (2010), Mali (2012) and Egypt (2013). Indeed, whenever a new individual comes to power in China or in North Korea, the recognition of their governments is never questioned despite the absence of democratic legitimacy. As a result, there is nothing to indicate that the sole requirement for governmental recognition in international law has ever been displaced. Effective control remains the only decisive factor in determining whether an entity has acquired governmental status. After the fall of Panjshir Valley, there is little doubt that the Taliban now have effective

control over the territory of Afghanistan. Therefore, there are no compelling legal reasons to withhold recognition of their governmental status. Recognition creates accountability There are also strong political reasons that support extending legal recognition to the Taliban government. For better or for worse, international law is a system primarily geared to regulate the conduct of States. As a non-State actor, the Taliban will remain poorly regulated through international law. However, by recognising the Taliban as the government of Afghanistan, new avenues for accountability open up. Recognition enables diplomatic engagement with the Taliban, with the possibility of concluding treaties that bind the latter entity to enforceable human rights and anti-terror commitments. Simultaneously, through Art.10(1) of the Articles on State Responsibility, recognition of the Taliban as the government of Afghanistan makes its actions attributable to the State of Afghanistan, creating a mechanism for international legal responsibility to be borne by it. This means that it can now be brought to justice for breaches of

customary human rights law, humanitarian law, and for sponsoring terrorism. Moreover, for those who fear the worst, if the Taliban government were to perpetrate violence beyond its borders, recognising it as the government of Afghanistan enables third States that suffer such attacks to respond against them in self-defence. Notably, Art.51 of the UN Charter only creates a right of self-defence against an armed attack perpetrated by a State. No such direct right to take armed action exists for violence perpetrated by non-State actors, which is what the Taliban would be were they not to be recognised. By withholding recognition, the Taliban’s actions are left in a legal vacuum with little accountability. On the other hand, by recognising them as the government of Afghanistan, India and the international community have an opportunity to make the Taliban shoulder international legal responsibility for its actions. UNITED NATIONS, SEP 16 (PTI): India is expected to grow at 7.2 per cent in 2021 but economic growth could decelerate next year, according to a United Nations report which said the recovery in the country is constrained by the ongoing human and economic cost of the COVID-19 pandemic and the negative impact of food price inflation on private consumption. The UNCTAD Trade and Development Report 2021, released here on Wednesday, sounded a cautiously optimistic note to say that the global economy is set for a strong recovery in 2021, albeit with a good deal of uncertainty clouding the details at the regional and country levels over the second half of the year. After a 3.5 per cent fall in 2020, the United Nations Conference on Trade and Development (UNCTAD) expects world output to grow 5.3 per cent this year, partially recovering the ground lost in 2020. The report said that

Madras HC stays sub-clauses of new IT Rules CHENNAI, SEP 16 (PTI): The Madras High Court on Thursday stayed the operation of certain sub-clauses of the recently introduced Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, holding there was prima facie substance in the petitioners’ contention that a control mechanism would rob the media of its independence and democratic principles. Incidentally, the Bombay High Court had last month pronounced similar order on a related case. The sub-clauses -- (1) and (3) of Rule 9, which were stayed today, stipulated the adherence to the Code of Ethics. They were inserted to the original IT Rules in February this year. The first bench of Chief Justice Sanjib Banerjee and Justice PD Audikesavalu granted the stay while passing interim orders on a batch of PILs from carnatic musician T M Krishna and Digital News Publishers Association, consisting of 13 media outlets and another individual, challenging the constitutional validity of the new rules.

Osama and Zeeshan Qamar were imparted the training of making bombs and IEDs and committing arson with the help of daily use items at a farmhouse in Thatta in Sindh province. During his hospitalisation, he remained on ventilator support for a month and then on oxygen support. He still needs oxygen support for a few hours every day. “All this time, I was away from my family and saw people around me dying every day. The doctors kept me motivated and prompted me continuously to fight Covid,” he told reporters. Saini, whose face has scars due to continued use of oxygen masks, told reporters, “It feels great to be back home with my family after such a long period of time. When I saw people dying at the hospital, I got worried, but my doctor motivated me and asked me to focus on my recovery.” Dr M.C. Saini, who treated Vishwas, said that the patient had tested positive for coronavirus on April 28 and was initially kept at home. “He was later shifted to the hospital after his condition deteriorated,” the doctor said.

External Affairs Ministry Spokesperson Arindam Bagchi said ensuring the security of the prime minister and his delegation was an important issue when asked about reports that a banned Khalistani group is planning to hold protests in Washington and New York during Modi’s visit to the two cities. Refer ring to a report by leading American think-tank Hudson Institute about the Khalistani groups, he said it reflected how Pakistan was continuing efforts to undertake activities against India from the US. “I do not know about the specific call given by the banned outfit. I am not going to comment on that. But we certainly take a lot of interest in ensuring the security of the prime min-

ister and his delegation,” Bagchi said at a media briefing. “We convey and share (this) with the host country, in this case, the US. If the organisation is banned, it should not be undertaking these kinds of activities,” he said. The external affairs ministry spokesperson said the issue is not about protest. “This issue is about security and these are organisations that have had problems in the past in terms of terrorist activities etc. I would not like to go into details,” he added. The US-based Sikhs for Justice (SFJ), a pro-Khalistan group, was banned by the Indian government in 2019 for its alleged antinational activities. Modi will travel to the US next week to participate in the first in-person summit of the Quad that is expected to broadly focus on contemporary global challenges including the Afghan crisis, the coronavirus pandemic and ensuring a free and open Indo-Pacific. He will attend the Quad summit on September 24 in Washington and address the 76th session of the UN General Assembly in New York the next day. NEW DELHI, SEP 16 (PTI): The national capital registered 906 cases of crime against senior citizens last year, the highest among 19 metropolitan cities in the country, according to the latest National Crime Records Bureau (NCRB) data. H o w e v e r, c r i m e s against senior citizens in Delhi dropped in 2020 as against 2019 when 1,076 such cases were registered in the city, the data showed. Mumbai registered 844 cases of crime against senior citizens last year, Ahmedabad 709, Chennai 321, Bengaluru 210, Hyderabad 170 and Jaipur 157, it stated. No such case was registered in Ghaziabad, Kanpur and Patna, it said. The NCRB, which functions under the Union home ministry, classified 19 cities with a population of over 20 lakh as metropolitan cities. These are Ahmedabad, Bengaluru, Chennai, Coimbatore, Delhi, Ghaziabad, Hyderabad, Indore, Jaipur, Kanpur, Kochi, Kolkata, Kozhikode, Lucknow, Mumbai, Nagpur, Patna, Pune and Surat. Out of the 906 cases registered in Delhi, seven

were related to murder, two were of culpable homicide not amounting to murder and one was of attempt to murder, the data showed. At 15, Chennai reported the highest number of murder cases last year among all metropolitan cities, followed by 12 in Mumbai and 10 in Bengaluru, according to the data. Delhi registered 37 cases of simple hurt (section 323 and 324 of the Indian Penal Code) and six cases of grievous hurt (sections 325, 326, 326A and 326B of the IPC) last year, the data stated. Indore registered the highest number of simple hurt cases at 71, followed by 64 in Chennai and 42 in Hyderabad, it said. Delhi is the only metropolitan city where cases of rape of senior citizens were registered. Four such cases were registered in the city, it added. The national capital reported eight cases of assault on women with intent to outrage modesty (section 354 of the IPC), followed by six in Mumbai, five in Bengaluru and four in Ahmedabad, the data showed.

NEW DELHI, SEP 16 (PTI): The Delhi Police on Thursday opposed the anticipatory bail plea of Lok Jansakti Party (LJP) MP Prince Raj in an alleged rape case and said his custodial interrogation was required. Police submitted before special judge MK Nagpal that it needed Raj’s custody to recover the alleged video clips having objectionable content as claimed by the complainant. Senior advocate Vikas Pahwa and lawyer Nitesh Rana, representing Raj, opposed the submission made by police, and claimed that the matter was rather of honey trap and extortion. Raj, nephew of late Ram Vilas Paswan and cousin of Chirag Paswan, is a Member of Parliament from Samastipur in Bihar. Pahwa termed the case as “frivolous” and told the court, “There is no rape victim here, its a false case.” Rana submitted before the judge that the complainant and her friend have been extorting from Raj since 2020 and an FIR

The court will further hear the matter on Friday. Raj moved the application for anticipatory bail after a case was registered on the direction of a court here on September 9. On May 31, the woman filed a complaint against Raj for allegedly raping her,

Rana said the woman later approached the court seeking registration of an FIR against Raj on her complaint, following which the court had sought an Action Taken Report (ATR) from police. In its ATR, the police submitted before the court that nothing was found on her complaint and that it was a matter of extortion, he said. The lawyer further claimed that in her own complaint field before the police in May, the woman did not appear before the police to help in the investigation. ‘Meghalaya won’t agree to the terms of Assam to resolve border disputes’

SHILLONG, SEP 16: Meghalaya Chief Minister Conrad Sangma informed the assembly on Thursday that if the government does not agree with Assam on a certain area of difference it won’t agree to the terms and conditions of that State. “We are very clear in our mind if there is going to be an area where we don’t agree and where Meghalaya says it is impossible for us to surrender, there is no question for us to agree,” the Chief Minister said in the course of his reply to a special motion on the prevailing boundary dispute between the neighbouring States. “Assam has also made clear to Meghalaya that the areas where both can agree on, the process of resolution can start,” Conrad said, adding that there were 12 areas of difference between the two states. “Those which we cannot agree on, let us keep on the side, we will discuss it when the time comes. But let us at least try to move forward,” the Chief Minister said. He also said that both the States have agreed

to first start discussion on six areas of differences in the first phase - Tarabari, Zizang, Hahim, PilangkataKhanapara, Boklapara and Ratacherra. Sangma said that these are smaller areas, lesser complicated compared to the other areas like Langpih, Khnaduli, Psiar, Block I and II. “We are not going to say that we will solve all six of them,” he said, even as he informed the House that there are no disputes in 30 per cent of border areas with Assam. On the demand of the opposition Congress members to discuss the border dispute with Assam based on the documentation finalized when it was in the government, the Chief Minister said that historical facts and documentations and land records are definitely going to play a very important role. “But the other side of the story is that while we have our documents, Assam also has their documents and therefore, the question arises whose documents will be more valid and of course that can be only decided either when we mutually

agree on it or a court has to decide it,” Conrad emphasised. Taking part in the special motion moved by Congress legislator Mayralborn Syiem, several legislators rejected the idea of ‘give and take’ to resolve the long pending border dispute with Assam. “My mind is very clear on this issue, not an inch of land should be given to Assam. Rather, we should take away all our land that are ethnically and culturally dominated by our people which are in Assam,” Congress legislator Himalaya Muktan Shangpliang said. Lyngdoh asked as to what was the stance of the State government pertaining to the statement of Assam government that they are going to place 4000 troops along all state boundaries. The militants were identified as Alindra Reang (25), Anida Reang (35) and Drawkumar Reang (30), residents of different villages in Ananda Bazar police station area in North Tripura district. They told the police that they joined the militant outfit in 2019 and underwent training at its camps in Bangladesh, an official said. They were involved in extortion activities in the interior areas of the state, he said. “They suffered hardship of jungle life and got frustrated with the ill behaviour of their socalled leaders, who enjoy luxurious lives in Bangladesh and Myanmar,” the official said.

SHILLONG, SEP 16: The Meghalaya Government has detected and pushed back illegal migrants from neighbouring Assam and Bangladesh since 2018, Home Minister Lahkmen Rymbui said on Thursday. “The State Government had detected 16,400 inter-state migrants without proper documents from 2018 till September 1 this year and these migrants have been pushed back to Assam,” Rymbui told the House during the Question Hour. Of these, 5,460 were detected in the year 2018, 7,626 in the year 2019, 2,122 in the year 2020 and 1,192 up to September 1 last, the Home Minister said in reply to Opposition Congress legislator, Winnerson D. Sangma. Apart from these interstate migrants, Rymbui said the anti-infiltration branch of the police had also detected 116 illegal Bangladeshi infiltrators into the state from 2018 till August 31 this year. He said 36 foreign nationals were detected during 2018, 18 in 2019, 37 in 2020

and 25 up to August 31 last. Out of these total illegal Bangladeshis detected, 44 are lodged in different jails of the State and 72 have been deported to Bangladesh, the Home Minister said. The government has established 30 infiltration posts in the state to stop such illegal infiltrators, the Home Minister informed, adding that there are three districts in the State which have Superintendents of Police (Infiltration). The maximum number of such infiltration posts are in South Garo Hills district with eight, followed by four in Ri-Bhoi district, three each in East Jaintia Hills district , East Khasi Hills district and North Garo Hills district, he said. Police rescue three truckers kidnapped by militants in Manipur Correspondent

IMPHAL, SEP 16: Police rescued three truckers kidnapped by suspected underground cadres a few days ago in Manipur’s Senapati district, an official source said on Thursday. A combined team of special commando squad of Manipur police and Senapati district police rescued the truckers- two drivers and one handyman – from Lairouching area of the district last night, around 9pm, the police said. The truckers of two trucks loaded with Batomen were reportedly kidnapped by the suspects on their way to Imphal from Guwahati along NH-2 on September 13 last, allegedly on monetary demands. The rescued truckers were driver Davinder Singh (45) from Punjab, presently residing at Beltola Chariali of Assam, second driver Nagen Das (42) from Kamrup district of Assam and driver Jadwinder Singh (37) from Punjab and presently residing at Beltola Chariali of Assam.

The police also recovered the two trucks from a place not so far away from the area where the truckers were rescued. The police said that the combined team launched the operation based on reliable information that three truckers kidnapped by the suspected underground cadres were kept in the Lairouching area of Senapati district. The operation commenced around 6pm and by around 9pm, the combined team recovered the two hijacked trucks found

parked at a bush in the forest area of Lairouching. Further operation led to the rescue of the three truckers from a nearby place where the kidnappers abandoned them on seeing the police force approaching them, the police said. The police suspected that the truckers were kidnapped in connection with extortion activities of an armed underground group actively operating in the area and carrying out extortion on the highway, particularly from the interstate truckers. Kohli to quit national T20 captaincy after World T20, Rohit set to take over

DUBAI, SEP 16 (PTI): Virat Kohli on Thursday announced he will step down as India’s T20 skipper after the T20 World Cup in UAE but will continue to lead the side in ODIs and Test cricket, a decision that paves the way for Rohit Sharma to captain in the shortest format. “I’ve decided to step down as the T20 captain after this T20 World Cup in Dubai in October,” the 32-year-old Kohli, who is here to compete in the IPL that resumes on Sunday, said in a statement posted on his Twitter page. For some time, there has been speculation surrounding Kohli’s future as white-ball captain especially in the backdrop of Rohit’s brilliant track record of winning five IPL titles for Mumbai Indians. The 34-year-old Rohit is Kohli’s deputy in the white-ball formats and is most likely to take up the leadership role when India clashes with New Zealand in a home series in November that will feature three T20 Internationals along with two Test matches.
