NEW DELHI, JUN 20 (AGENCIES): Road and rail traffic was partially affected in some regions on Monday during a ‘Bharat bandh’ called against the Agnipath recruitment scheme, while protests appeared to taper off in many states, with authorities stepping up security and imposing curbs after days of unrest. The Army on Monday issued a notification for induction of soldiers under the Agnipath military recruitment scheme. The Army said the online registration on the force’s recruitment website is mandatory for all the job aspirants under the new model. It said the online registration will commence from July. ‘Agniveers’ would form a distinct rank in the Indian Army, which would be different from any other existing ranks, the Army said. “With the introduction of this scheme, the enrolment of soldiers in the regular cadre of the Indian Army, except technical cadres of medical branch, will be available only to those personnel who have completed their engagement period as Agniveer,” it said.

NEW DELHI, JUN 20 (PTI): Farmers’ collective Samyukta Kisan Morcha (SKM), which had spearheaded the agitation against the Centre’s nowscrapped agri laws, on Monday dubbed Agnipath as another ploy to harm peasants and announced a nationwide protest on June 24 against the Centre’s new military recruitment scheme. The farmer’s body also attacked the BJP-led government, saying PM Modi had started his victory campaign by rallying support on the promise of ‘One Rank One Pension’ but has ‘now rolled out “the new ‘No

Rank No Pension’ scheme”. In a statement, SKM declared its support for the ongoing protests and appealed to the youth to hold peaceful demonstrations against Agnipath scheme, which it decried as “antimilitary, anti-farmer and anti-national”. SKM said Agnipath scheme is playing with the future of the country. “When the central government is bent upon destroying the spirit of the slogan ‘Jai Jawan Jai Kisan’, it is the duty of the farmers’ movement to stand shoulder to shoulder with the jawans in this struggle,” it said.

“Accordingly, the Samyukta Kisan Morcha will observe protest day across the country on this Friday, June 24. This decision was taken by the seven-member coordination committee of SKM in its meeting held in Karnal (Haryana) today,” according to the statement. “It is not only playing with the national security and dreams of unemployed youth, but also with the farmer families of the country. The jawan of this country is a uniformed farmer. “Most of the soldiers are from farmer families. An army job is tied to the honor and economic strength of lakhs of farmer

families,” it said. “It is a matter of shame for the country that Prime Minister Narendra Modi, who started his victory campaign by rallying ex-servicemen with the promise of ‘One Rank One Pension’, has now launched this scheme of ‘No Rank No Pension’,” the SKM said. DIMAPUR, JUN 20 (NPN): All Nagaland Hindi Students’ Union (ANHSU) has served a five-day ultimatum on the State government to allow Hindi graduates to sit for exam for recruitment of Hindi teachers scheduled on July 7, 2022. The union threatened to approach the court of law if the government failed to respond to its demand. ANHSU said Hindi graduates in Nagaland were deeply aggrieved by the arbitrary and mala fide action of the governments, particularly the Department of School Education (DoSE) for depriving them to the extent of not allowing them

to sit for the exam scheduled on July 7. Noting that the March 16, 2022 advertisement notifying vacancies of 58 posts of Hindi GTs clearly spelt out graduates/post-graduates (or equivalent) with at least 50% marks either in graduation or in post-graduation with Hindi as an elective subject at Bachelor’s Degree level from a recognised University and B Ed, BA Ed/B Sc Ed from any National Council of Teachers Education (NCTE) recognised institution eligibility criteria, the union alleged that those with equivalent qualification in Hindi as Hindi graduates/Hindi post-graduates

had been disallowed from appearing in the exam. It said many had not even been allowed to submit their forms in an act of extreme discrimination, which was unreasonable and untenable as per law. According to the union, there was no Hindi B Ed course in Nagaland. In Hindi. the B Ed equivalent course was called Parangat. Though many in Nagaland had master’s degree in Hindi, none of them had Parangat. Hence, the union termed the insistence from candidates a course that was not available in Nagaland as not only unreasonable, but also arbitrary and mala fide. Perhaps the

department had a hidden ulterior motive to favour few privileged people or welcome those from outside to deprive children of the soil, it added. The advertisement also gave weightage to those who took Hindi as an elective subject in BA in lieu of Alternative English to make them eligible to apply for the present 58 posts, which the union termed as a mockery to those who had spent years pursuing the courses. Kohima DIMAPUR: Nagaland Fire and Emergency Services (F&ES) organised a two-day basic firefighting training and fire safety audit inspection for various stakeholders across the state, which got underway on Monday. The objective of the training is to spread mass awareness on fire safety, code of practice, Dos and Don’ts, etc. Kohima: The training on fire safety and prevention was held at the State Academy Hall, Kohima where inspector NFES, Sedevizo Hibo informed that the Nagaland F&ES has been appointed as nodal department to conduct inspections and fire safety audit of hospitals and nursing homes (both

According to a DIPR report, Hibo said the main objective of conducting training and seminar was to create awareness among the masses and to disseminate advisories to prevent fire incidents in hospitals, nursing homes and other public and private places. He further informed that failure to implement such measures on the part of officers, owners and proprietors of any high-rise buildings would be liable to prosecution “under relevant sections of law.” During the practical session, fire safety mea-

DIMAPUR: Deputy commissioner (DC) Longleng, Dharam Raj on Monday, stated that the performances of government officers will be “viewed seriously and action will be initiated by reflecting in the APPAR for erring officers”. According to a DIPR report, DC while addressing the departmental coordination meeting of government officers and HoDs at DPDB hall Longleng, asked them to perform their duties with “utmost sincerity and efficiency”. He pointed out that de-

velopment would take place in the district only when officers were available in their posting place and were ready to redress grievances of the public. Dharam Raj said the district administration and the police force alone would not change the scenario of the district without active participation of other government agencies. To fulfil the challenges of the district, DC appealed to the HoDs to maintain strict discipline and dedication while discharging duties.

Bulldozer for politics

ndia’s demolition drive is of two kinds- one an administrative decision against encroachment and construction of illegal and unauthorised structures and the other and most recent, is directed against rioters responsible for causing damage to public property. Demolition drives are aimed at destroying structures and are means of enforcing a rule or law. Demolition is to get rid of something that is unwanted or illegal. In India, demolition took on a different meaning as shown at Ayodhya, UP in 1992.The demolition power could not always be carried out by human hands so technology was roped in and this gave birth to the concept of “bulldozer politics” . This has a far more literal meaning in India, where in recent years when these excavators have become an extrajudicial tool in the hands of politicians. Presently, such abhorrent means to inflict pain and loss is also called as “bulldozer justice”, a trend that has lately seen heavy machinery being deployed to demolish houses of those who have protested and have been accused of rioting. The use of excavators and bulldozers is not only abhorrent and condemnable but illegal and unacceptable. Unfortunately, the use of bulldozers and excavators, especially in UP to raze houses, shops and small establishments, is proportionately targets people from a particular religious minority. Thus, the bulldozer has become a symbol for nationalist politicians and an object of fear among minorities. The government in UP is selectively and viciously cracking down on persons belonging to a minority religion who dared to speak up and peacefully express their dissent against the discrimination faced by them, said Aakar Patel, chair of Amnesty International India Board. As commented earlier, bulldozer justice as opted by the UP government is not only barbaric but does not fit into the tenets of constitutional law. The demolition of the house of an alleged rioter at Prayagraj has shocked many across the nation mainly because it was super instant justice where the due process has been sidetracked. The Prayagraj municipal corporation destroyed the home of Welfare Party leader Javed Mohammad, a day after naming him a ‘key conspirator’ in the June 10 protests against BJP leaders’ comments against Islam. The notice was backdated, pasted hurriedly on Saturday and by Sunday the house was gone. Illegal structures can be bulldozed only after due process of law has been met and the affected party also given time to respond. The fact is the whenever members of the minority community protest they are attacked and when the respond, the homes of the alleged ringleaders are bulldozed. This bulldozer justice is also swift and instant but the process follows much later. It will be interesting to note whether the UP government as well as in Haryana and other states where several thousand youths violently protested against the Centre’s Agnipath recruitment scheme. Going by recent precedence, anyone found involved in damaging public property in any manner invites use of bulldozer justice. As per the rule book of the Haryana and UP governments, those involved in the violent anti-Agnipath protests need to be given the same treatment as stone pelters. If the same yardstick is not applicable for more serious crimes, then it proves that justice is applicable only to some communities.

Ministry of Law and Justice has taken immense strides

ay 16, 2014, was a pivotal moment in India’s history. India’s electorate voted for the visionary government of Shri Narendra Modi Ji with tremendous hope. Of course, diverse voices and dissent are an inseparable part of India, and as a true believer in democratic values, I will not dismiss criticism. But criticism must be constructive and factual. In this article, I, KirenRijiju, Minister of Law & Justice, will show the world the immense progress made by the Ministry of Law and Justice, and these will all be factually correct. Have we done enough? Of course not. Are we on the right path? Absolutely. In 2019, Shri Narendra Modi ji issued a clarion call. With over 3.30 crore cases piled up in Indian courts,the Modiled government instructed the Union Ministry of Law and Justice to “find out a way for reducing delays and arrears” in the country’s justice system. A total of 1,486 obsolete and redundant laws have been repealed by the Government during the past eight years to bring systemic legal reforms. Amendments to the Registration of Electors Rule and Conduct of Elections Rules, 1961 simplify the various forms to make them user friendly. For a convenient process of registration as an elector, we also amended the Conduct of Elections Rules, 1961 to provide for a postal ballot facility for senior citizens above 80 years, persons with disability and service voters. The enactment of the Muslim Women (Protection of Rights on Marriage) Act, 2019 for the prevention of divorce by way of talaq-e-biddat has far-reaching implications and once again shows that

This scheme gives impetus to the implementation of SDG-16 to ensure ‘Access to Justice for All’. Significant objectives of DISHA were to strengthen the pre-litigation mechanism through Tele-Law, develop an effective dispensation of pro bono legal services through its Nyaya Bandhu programme, and facilitate the disposal of pending cases in the courts through its cadre of retired Judges called Nyaya Mitra. Tele-law is one of the most ambitious-yet-rewarding platforms. Launched in 2017, Tele-Law is an e-interface platform that aims to empower people through pre-litigation advice seeking to connect the vulnerable sections of society, through a dedicated pool of Panel Lawyers via video conferencing/ telephonic facilities avail-

able at Common Service Centres (CSCs). The Legal Services Authorities have ingeniously integrated digital technology into conventional methods of justice delivery and moved Lok Adalat to the virtual platform. It enhances and improves people’s accessibility to justice and reduces the burden on courts by settling the pending cases and cases at the pre-litigation stage. Since 2016, 65.22 lakh cases through State LokAdalats, 502.11 lakh cases through National LokAdalats and 5.89 lakh cases through Permanent LokAdalats have been settled. During Covid-19, the District and High Courts heard nearly 1.90 crore cases (as of 31.03.2022) and the Supreme Court did more than 2,18,891 virtual hearings (as of 14.03.2022) making it the world leader in virtual hearings. 1,023 Fast Track Special Courts (FTSCs) were set up in 2019 including

389 exclusive POCSO Courts across the nation for time bound completion of trials relating to sexual offences. The 722 FTSCs have already been operationalized including 406 exclusive POCSO Courts. In November 2021, I inaugurated the “Online Course on Constitution of India” on the eve of Constitution Day initiated by the Department of Legal Affairs in collaboration with National Academy of Legal Studies and Research (NALSAR), University of Law, Hyderabad. The course familiarises with the text of the Constitution and examines the historical evolution through a series of 15 conceptual videos. I am glad that under the able leadership of Shri Narendra Modi Ji, the Ministry of Law and Justice has taken immense strides towards that goal. And yes, I am glad I have been a part of this process. Schemes like Agnipath must go to test beds first

rotests by young military aspirants have erupted in several parts of the country against the Narendra Modi government’s drastic revamp of the military recruitment process via the Agnipath scheme. Veterans, even those who are known to have a pro-government stand, have come out in scathing criticism of the scheme. Schemes like Agnipath, that shake up the entire system upside down, should first undergo a test bed before being implemented. However, Agnipath is not a bad scheme on the face of it. Protests or not, armed forces are not a job generating portal. Reservations within the armed forces and by the veterans is also understandable. After all, it is often said that it is most difficult to get an old idea out of a military mind, much less to thrust a new one. But there has to be a clear distinction between what Agnipath was initially thought of as and what it has turned out to be. When the scheme was first thought of and made public, it was called the Tour of Duty. Explaining the concept, then Army chief Gen M.M. Naravane had said that the idea came up after the Army learnt from visits to colleges and universities that the youth were eager to experience Army life. “When our officers addressed youths in colleges, we came across the feeling that they want to experience army life, but not as a career. Taking a cue from this, this idea

Under both the phases, the programme focused on improving the institutional capacities of key justice service providers enabling them to effectively serve the poor and disadvantaged. DoJ successfully implemented 38 projects through innovative models and practices including a partnership with State Legal Service Authorities, State Institute of Rural Developments, Government Departments, CSOs, Academic Institutions etc. In 2020, an evaluation by the National Council of Applied Economic Research (NCAER) recommended scaling up these programmes at all-India levels. So those arguing that that Army is not a tourist spot are absolutely right. The Agnipath scheme is much more than what the Tour of Duty was. And that’s where the difference lies. It is a scheme through which all future recruitment of soldiers below the rank of officers will be undertaken. It is not be confused with the Tour of Duty proposal. The positives While there are multiple arguments both against and in favour of the scheme, what is undeniable is that it will help cut the ballooning pension bill that currently stands at Rs 1.19 lakh crore. So, no matter what the government tells you, its intentions behind bringing in this scheme was to curb the rising pension costs. Since 75 per cent of the total recruits will be weeded out and the remaining will have to put in a minimum of 15 more years to get pensions, the bill will indeed come down. Another advantage of this scheme is that it will bring down the age profile of the Army, which currently stands at 32 years. With Agnipath, the number will come down to 26 in some years. This will also ensure that a majority of soldiers, especially in the

fighting arms, remain young and unmarried as it will recruit people between the age group of 17-anda-half years and twenty-one — the legal age for marriage. With exit of soldiers every four years and new ones coming in, the collective strength will remain up to date with fast-changing technologies, which is the need of the hour. Those worried about the balance between experienced soldiers and Agniveers can’t ignore the fact that in a few years, 25 per cent of the selected candidates too shall become experienced. Under Agnipath, the induction will be all-India and allclass. So even though historical regiments with caste names will remain, over the years, the strict class composition will get diluted. Something many outside the Army will be happy about. Those of the view that caste composition is important to maintain a cohesive fighting unit should look at the Navy and the Air Force. There is no doubt that the scheme will undergo tweaks with time as one learns from the experience. Government sources I spoke to sought to allay fears, saying that this is just the beginning and everything is not cast in stone and that tweaks will take place as and when needed. The drawbacks In Agnipath, there are also several red flags that the government should have thought of first. The implementation of the

Agnipath scheme is characteristic of an old problem this government suffers from – even though they might come out with a good idea, they rush through it without doing the necessary checks. It is like jumping off an aircraft and then checking whether the parachute is on your back or not. And what happens to 75 per cent of the Agniveers who will be let go by the armed forces? Agniveers will be given Seva Nidhi Package of Rs 11.71 lakh, including interest (tax free) after retirement and have an option of accessing a bank loan of up to Rs 18.2 lakh over three years or more against the Package. But are these enough to help sustain the life ahead? What about jobs? Where would a soldier of four years with Class XII qualification find themselves in the job market? Government says that the private sector is enthusiastic to employ them. But what kind of jobs will they land into? Security guards? There are people with engineering degrees in this country who remain jobless. The home ministry has tweeted saying that it has “decided to give priority to Agniveers who have completed 4 years under this scheme in the recruitment of CAPFs and Assam Rifles”. The key word here is “priority”. If the ministry is so keen, why does it not allow lateral entry from the armed forces in to the CAPFs in large numbers? This will definitely help bring down

5 NFR cancels 26 trains due to Agnipath protests, floods GUWAHATI, JUN 20 (PTI): Northeast Frontier Railways (NFR) Monday cancelled at least 26 trains due to violent agitations against ‘Agnipath’ scheme of the Centre and damages wrecked by flood at several locations in Assam, an NFR official said. A number of trains have also been short terminated, short originated, diverted or rescheduled, he added. Besides those cancelled on Monday, while another five have been cancelled for Tuesday, NFR chief public relations officer Sabyasachi De said. He said north-bound trains from Guwahati were mostly cancelled or changes were made in their schedules due to the violent agitation against ‘Agnipath’ in Bihar which lead to damage to raileway properties, including burning of railway coaches. Trains bound for eastern Assam areas were cancelled or changes made in the schedules because of

floods in the state, De said. Damages have been caused to railway tracks due to the breach caused by the flood at Chaparmukh junction in Kampur section of Lumding and at Harisinga–Tangla section of Rangiya division in Assam, he said in a statement. Among those cancelled are Kamakhya-Gaya Express, Dibrugarh-Rajendranagar T Express, Seemachal Express, Avadh Assam Express and several intercity trains. Five trains have been short terminated or short originated, four diverted and one rescheduled, the statement said. The party has blamed the ruling BJP for the attack. Barman had quit the BJP earlier this year to join Congress. SHILLONG, JUN 20: The Meghalaya capital, which is headquarters to several important military, air force and para-military forces, was witness to agitation over the Agnipath recruitment policy as hundreds of aspirants seeking jobs in the Indian armed forces on Monday took out a protest march against the new recruitment scheme for defence forces in the country. The job aspirants are demanding that apart from the roll back of the Agnipath scheme want the Common Entrance Examination (CEE) and Army recruitment rally to be conducted at the earliest. The protestors threatened that they would continue to protest till the central government rolls back the scheme.

The Agnipath scheme aims at recruiting applicants aged between 17.5 and 21. The selected candidates will be called ‘Agniveers’. In the earlier army recruitments for soldiers they served the armed forces for 20 years. In the Agnipath scheme apart from the short tenure those who would not be retained would take home 11 lakh apart from the regular salary of about Rs. 30000 per month. “It has been our dream to join the army, but the Agnipath scheme will let us work for only four years and would only spoil their career as after four years they might be jobless. The proposed new aluminium birds will be a mix of narrow and wide bodied from the two manufacturers, Airbus and Boeing, media reports said. Currently, Air India’s fleet is a mix of Boeing (777200LR, 777-300ER and 787-800 Dreamliner) and Airbus (319, 320, 320Neo and 321) aircraft numbering 113 operating flights. It will be interesting to see how the Tata Group finances the fleet expansion. It is also said that Air India has asked its pilots if they want to get trained in flying A350, which means the airline plans to induct the same in its fleet for long haul flights. However, Air India officials were not available to comment.

The Congress has denied any wrongdoing in the case, saying Young Indian Private Limited is a

non-profit company established under Section 25 of the Companies Act. It said that AJL, which was established in 1937, faced huge debts and the Congress, from 2002 to 2011, gave Rs 90 crore to the National Herald newspaper, out of which Rs 66 crore was used to pay the salaries and VRS of journalists and staffers. Other Congress leaders questioned The rest of the money was given to the government as a pending lease amount for the assets held by AJL, its electricity and building expenses and house tax, Congress leader Randeep Surjewala had said. Party leaders Mallikarjun Kharge and Pawan Bansal were questioned in this case recently, and Kharge said he gave “evidence” to the agency during his questioning. Addressing a conference on ‘cyber safety and national security’, Shah said technology is being taken to the grassroot level in India and if cyber security is not ensured, it will be a big challenge for the country. “We all know how important is cyber security and how it can contribute for the development of India. India’s progress is not possible without cyber security. Cyber security is integral to the national security and the Modi government is committed to making it robust,” he said. The home minister said everyone knows that the misuse of cyber space is not new and various kinds of cyber crimes are seen very often that include malware attacks, phishing, attacks on critical infrastructure, data theft, online economic frauds, child pornography among

others. Such crimes are expected to increase in the coming days, he said. Shah also cited the data on the increasing number of cyber crimes being reported in the country. “In 2012, a total of 3,377 cyber crimes were reported and it has gone up to 50,000 in 2020. The number of cyber crimes which were not reported could be in lakhs. We are resolved to create the most secured cyber atmosphere in the world,” he said. The home minister said the Ministry of Home Affairs has launched a cyber crimes reporting portal about three years ago and so far, 11 lakh different kinds of cyber crimes have been reported there. Besides, he said, there were over two lakh social media

complaints which were registered on the portal. “This is going to increase in the coming days, because currently, 80 crore Indians are active online. This is a big number and as the prices of data go down, there will be more users,” he said. Shah said the government wants to progress in digitisation but at the same time, ensure a secured cyber place in India. He said Prime Minister Narendra Modi’s vision is to make every Indian technologically empowered and due to digitisation, there has been empowerment and technological advancement. The home minister said because of technology, 130 crore people in the country are getting benefits through the Direct Benefit Transfer (DBT) scheme. “For a country like India, this is a big revolution. Before 2014, we just could not think about it as there there were 60 crore families in the country who did not have any bank account. Forget about transferring benefits digitally, they did not even have a bank account,” he said.

The accused have been identified as Priyavrat alias Fauji (26), a resident of Sonipat in Haryana, Kashish (24), also from the state’s Jhajjar district, and Keshav Kumar (29), a resident of Bhatinda in Punjab, they said. The trio were arrested on June 19 from Kutch in Gujarat, police said.

Eight grenades, nine electric detonators, three pistols and one assault rifle have been recovered from arrested accused, Dhaliwal said at a media briefing here. with Canada-based gangster Goldy Brar at the time of the incident. He is the main shooter and executioner of the murder, police said. Brar has claimed responsibility for the killing of the popular singer. Priyavrat could be seen in a CCTV footage of a petrol pump prior to the incident. He was previously involved in two murder cases and was arrested in 2015 in one of the cases in Sonipat and also wanted in another murder case in Sonipat in 2021, police said. Kashish was also one of the shooters and was also seen in the CCTV footage. He is wanted in a 2021 murder case in Haryana’s Jhajjar, Hthey said. Kumar was the facilitator and received the shooters just after the shootout in an Alto car. He accompanied the shooters till Mansa on the day of incident, police said, adding that he was previously arrested in a murder case in Bathinda in 2020 and suspected to be involved in other cases of extortion in Punjab.

By misinterpreting its own advertisement, the union charged the department of depriving local Hindi graduates of a fair opportunity to appear in the exams, which was a clear violation of Articles 14 and 16 of the Constitution of India. The department was in full knowledge that Nagaland had only one institution at Dimapur providing Diploma in Elementary Education (D El Ed)/Praveen, which was equivalent to PSTE for primary teachers, and that too for the in-service Hindi primary teachers. Besides this course for Hindi primary teachers, the union said there was no other institution in Nagaland that provided Hindi B Ed, which was Parangat in Hindi. Declaring that depriving local Hindi graduates the opportunity to appear for the exam by demanding something that was not offered by the State government/private institution was highly unreasonable, arbitrary and mala fide, ANHSU charged the State government, particularly DoSE, of having some hidden agenda to discriminate them. BHOPAL, JUN 20 (PTI): Three Naxals, including a woman, collectively carrying a reward of over Rs 30 lakh on their heads, were killed in an encounter with security forces in Madhya Pradesh’s Balaghat district on Monday morning, state Home Minister Narottam Mishra said. One of the slain ultras was identified as Nagesh, a Naxal divisional committee member, who was carrying a reward of Rs 15 lakh on his head. The encounter took place under the Bahela police station area in the Balaghat district, located about 450 km from the state capital Bhopal, Mishra told reporters here. Police found an AK47 rifle, a 303 rifle and a 12-bore action gun from the encounter spot. Madhya Pradesh Chief Minister Shivraj Singh Chouhan has promised “out of turn” promotion and gallantry awards for the policemen involved in the operation against ultras. “Three Naxals carrying rewards on their heads were killed in the encounter with the police’s Hawk Force,” Mishra said.

The slain ultras were identified as Naxal divisional committee member Nagesh, carrying a reward of Rs 15 lakh on his head, area commander Manoj and a woman, identified as Rame, each carrying a reward of Rs 8 lakh, he said. The Hawk Force is vigilant in all the Naxalaffected areas in MP, the home minister said. Chouhan said the state government will eliminate Naxals from MP. “The encounter between the police and Naxals took place in the forests of Lanji-Bahela post-Lodhagi on the border of Madhya PradeshChhattisgarh. It said a “distinctive insignia” will be worn by the Agniveers on their uniform during their service period and that detailed instructions on it will be issued separately. The Army said based on organisational requirements and policies, ‘Agniveers’, on completion of their engagement period in each batch, will be offered an opportunity to apply for enrolment in the regular cadre. “These applications will be considered in a centralised manner by the Army based on

objective criteria, including performance during their engagement period and not more than 25 per cent of each specific batch of Agniveers will be enrolled in regular cadre post completion of their four-year engagement period,” according to the document released by the Army. “Agniveers so enrolled as regular cadre would be required to serve for a further engagement period of 15 years and will be governed by terms and conditions of service (of Junior Commissioned Officer/ Other Ranks) currently in vogue,” it said. four-year tenure. As part of the enrolment process, each ‘Agniveer’ will be required to formally accept all terms and conditions of the ‘Agnipath’ scheme. NEW DELHI, JUN 20 (PTI): India is one of Australia’s “closest” security partners and Canberra is keen to work closely with it for an open and inclusive Indo-Pacific, Australian Deputy Prime Minister Richard Marles said on Monday as he begins a fourday visit to New Delhi. It is the first high-level visit to India from Australia after Prime Minister Anthony Albanese’s centerleft Labor Party came to power last month defeating predecessor Scott Morrison’s conservative coalition in the parliamentary elections. Marles, who is also Australia’s defence minister, said the rulesbased international order that has brought peace and prosperity to the Indo-Pacific for decades is experiencing pressure, seen as an oblique reference to China’s growing assertiveness in the region. In a statement to mark the start of the Commonwealth Heads of Government Meeting (CHOGM) in the Rwandan capital of Kigali on Monday, Johnson plugged for the “Commonwealth advantage” which added immense value to all 54-member countries of the organisation. He pointed out how India, as the largest member of the grouping, will be at the same table as the smallest for CHOGM, indicating the diverse strengths of the Commonwealth. “The Pacific archipelago of Tuvalu (population of 11,000) will be at the same table as India (population 1.3 billion). Yet for all the

differences between us, we are joined by an invisible thread of shared values, history and institutions and of course the English language,” Johnson writes in ‘The Daily Telegraph’ newspaper. “All of this creates a unique opportunity for Britain whereby the Commonwealth – and only the Commonwealth – combines vast and rapidly growing markets with a real and quantified trading advantage. DOHA, JUN 20 (PTI): The airlines’ losses globally are expected to be down from USD 52 billion in 2021 to USD 9.7 billion this year and industrywide profit should be on the horizon in 2023, Director General of IATA Willie Walsh said here on Monday. International Air Transport Association (IATA) represents some 290 airlines comprising 83 per cent of global air traffic. Walsh, in his inaugural speech at the 78th annual general meeting of IATA here, said that while the outlook for airlines globally is positive, the business environment remains challenging. Listing all the challenges, he said inflation topped 9 per cent in the Organisation for Economic Cooperation and Development (OECD)- a group of 38 developed countries - in April. “Our outlook expects (global)

China successfully carried out midcourse anti-ballistic missile test

BEIJING, JUN 20 (PTI): China has said that it successfully carried out a land-based mid-course anti-ballistic missile (ABM) technical test on Sunday w i t h C h i n e s e ex p e r t s claiming that the tests, stated to be the sixth of its kind, validated the reliability of the country’s anti-ballistic missile umbrella. The test is defensive in nature and not targeted against any country, the Chinese Defence Ministry’s official English website said in a brief statement on Sunday. According to the statement, China conducted a land-based midcourse missile interception test within its territory on June 19 and achieved the desired test objective. State-run Global Times reported that the midcourse ABM test marks the consecutive year China has conducted this kind of test. A similar test was carried out in February 2021. course is very challenging because during this phase, the missile, usually equipped with nuclear warheads, travels high outside of the atmosphere at a very high velocity, the daily quoted Chinese experts as saying. It is technically easy to intercept a ballistic missile in the boost phase because the missile is still close to the ground and accelerating, but it is difficult to get close to the launch site which is usually deep in hostile territory. In the terminal phase, the interception is also challenging because the speed of the diving missile is very high, the experts said. BEIRUT, JUN 20 (AP): Lebanon’s Health Ministry said Monday authorities have detected the country’s first case of monkeypox in a person who returned from abroad and is now isolating at home. The ministry said the person is stable and that authorities are tracking the person’s contacts. It did not provide further details. Lebanon is the latest in the Middle East to join countries with reported monkeypox cases; Israel and the United Arab Emirates identified their first cases of the illness in May. The announcement came as Lebanon prepares for a busy summer season with hundreds of thousands of expatriates and tourists expected to visit. The virus originates in primates and other wild animals and causes fever, body aches, chills and fatigue in most patients. People with severe cases can develop a rash and lesions on the face, hands and other parts of the body. The smallpox-related disease, which first causes flu-like symptoms before progressing to a rash on the face and body, is commonly found in parts of central and west Africa. But this year, 1,880 infections have been reported in more than 30 countries where monkeypox isn’t typically found.

COLOMBO, JUN 20 (PTI): Sri Lankan Prime Minister Ranil Wickremesinghe on Monday held talks with a visiting IMF team on an economic programme that could be supported by the global lender’s lending arrangement for the cashstarved government which is seeking to find USD 6 billion to keep the country afloat for the next six months. Earlier this month, Wickremesinghe, who is also the finance minister, held talks virtually with the Managing Director of the International Monetary Fund Kristalina Georgieva as Sri Lanka has decided to seek the assistance of the Washington-based global lender to combat the worst economic crisis since its independence from Britain in 1948. The talks between Sri Lanka and the IMF commenced on April 18. The Prime Minister’s Office said the IMF team is in Sri Lanka to continue in-person discussions with the Sri Lankan authorities t o r e a c h a s t a f f - l eve l agreement. The future course of the action on borrowing will depend on the conclusion of agreements between Sri Lanka and the IMF staff level, and the delegation will stay in Sri Lanka for about a week to hold discussions, the Prime Minister’s Office said.

The IMF team is visiting Colombo during June 20-30 to continue discussions on an economic programme that could be supported by an IMF l e n d i n g a r r a n ge m e n t , building on the progress made during the May 9-24 virtual mission, the Colombo Gazette news portal reported. “ We r e a f f i r m o u r commitment to support Sri Lanka at this difficult time, in line with the IMF’s policies,” the IMF said. Sri Lanka expects USD 4-5 billion in loan assistance from the IMF. Earlier, Prime Minister Wickremesinghe had stated that the loan assistance from this fund would enable Sri Lanka to obtain assistance from other countries. The IMF has placed a number of conditions in order to agree to a bailout package. Sri Lanka has already initiated measures to restructure its foreign debts -- a prerequisite for an IMF programme -- after

he Calcutta High Court on Monday asked the West Bengal government to file an affidavit on the death of the popular playback singer, Krishnakumar Kunnath, popularly known as KK, who died on late May 31, 2022 after his stage performance at Nazrul Manch in south Kolkata. A division bench, headed by Chief Justice Prakash Srivastava and comprising Justice Rajarshi Bharadwaj, directed the state government to file its affidavit within the three weeks. It also asked the government to be mindful so that such tragic incidents do not recur. Three public interest litigations (PIL) have been filed by advocates Imtiyaz Ahmed, Soumya Shubhro Roy, and Syan Bandopadhya on the unfortunate demise of KK and in one, the petitioner has demanded a Central Bureau of Investigation (CBI) probe into the matter. It was alleged there was utter mismanagement at the last stage performance of KK at Nazrul Manch on May 31, where a crowd of double the auditorium’s

seating capacity was present for the the live performance. It was also alleged that because of the overcrowding, the air-conditioning machines did not perform properly which led to suffocation within the auditorium. A number of video clips were shown to claim that KK was feeling uneasy during the performance and it was also alleged that in the middle of the show, he took 10 minute break to go backstage for rest. Challenging the demand for a CBI enquiry in one of the PILs, state Advocate General, S.N. Mukhopadhyay argued that since there had not been a single complaint from the family members of the deceased singer on this count, the demand for CBI enquiry does not stand valid. (IANS)

A study of more than 90,000 postmenopausal women found that those who drank at least one sugar-sweetened beverage a day had a 78% higher risk, compared with those who drank fewer than three a month. “Our findings suggest sugar-sweetened beverages are a potentially modifiable risk factor for liver cancer,” said senior author Dr. Xuehong Zhang, an assistant professor in the Department of Nutrition at the Harvard T. H. Chan School of Public Health in Boston. “If our findings are confirmed, reducing sugarsweetened beverage consumption might serve as a public health strategy to reduce liver cancer burden,” he said. Even though consumption of sugar-sweetened drinks declined steadily in the United States between 2003 and 2018, overall intake remains high. Sixty-five percent of white adults reported consuming at least some sweetened

The researchers emphasized that this study can’t prove sugary drinks cause liver cancer, only that there appears to be a link between the two. The findings are slated for presentation Tuesday at an online meeting of the American Society for Nutrition. For the study, Zhang’s team collected data on 90,504 postmenopausal women between 50 and 79 years of age who took part in a landmark study called the Women’s Health Initiative. Participants completed questionnaires in the mid-1990s and were tracked for a median 18 years -- meaning half were followed longer, half for less time. In all, 205 women developed liver cancer during the follow-up. About 7% of participants reported drinking one or more 12-ounce servings of sugar-sweetened drinks per day, the study found. Russian at Wimbledon after switching nationality

L O N D O N, J U N 2 0 (AGENCIES) : Doubles world No 43 tennis player Natela Dzalamidze has switched her nationality from Russia to Georgia for competing in Wimbledon, starting from June 27. In April, Wimbledon imposed a ban on Russian and Belarusian players following Russia’s invasion of Ukraine. However, Moscow-bor n tennis player Natela figured out a way to get herself into The Championships -- by changing her nationality from Russia to Georgia.

The 29-year-old is on the Wimbledon entry list as a Georgian, having competed at the French Open in May under a neutral flag. At Wi m b l e d o n , s h e w i l l compete in the women’s doubles event with Serbia’s Aleksandra Krunic. The grass-court Grand Slam starts on June 27 with Russian world number one men’s singles player Daniil Medvedev and Andrey Rublev along with top women players Aryna Sabalenka, Victoria Azarenka and Daria

The All England Club said it has no involvement in players’ change of nationality. “Player nationality, defined as the flag they play under at professional events, is an agreed process that is governed by the tours and the ITF (International Tennis Federation),” the All England Club was quoted as saying by BBC Sports. Dzalamidze, beaten in the first round of the w o m e n’s a n d m i x e d doubles at Roland Garros, is ranked 43rd in the world in women’s doubles. The 2022 Wimbledon will begin on June 27 and run through July 10. Founded in 1877, Wimbledon is one of the four majors in tennis and it is the only Grand Slam that is still played on grass, which is the game’s tradition.
