support violence pre-planned: SC
NEW DELHI, JUN 24 (PTI): The Supreme Court Friday upheld the SIT’s clean chit to then Gujarat chief minister Narendra Modi and 63 others in the 2002 riots and said there is no “tittle of material” to support the allegation that violence after the Godhra incident was a “pre-planned event” owing to the conspiracy hatched at the highest level in the state. Bringing the curtains down on the bid to reopen the probe, the apex court said the material collected during the investigation does not “give rise to strong or grave suspicion regarding hatching of larger criminal conspiracy at the highest level” for causing mass violence against Muslims. The top court said the

proceedings in the matter have been pursued since 2006 “to keep the pot boiling, obviously, for ulterior design.” “Suffice it to observe that there is no tittle of material, much less tangible material to support the plea of the appellant that the Godhra incident unfolded on February 27, 2002, and the events which followed, were a pre-planned event owing to the criminal conspiracy hatched at the highest level in the state,” a bench headed by Justice A M Khanwilkar said in its 452-page judgement, which included annexure.
The bench, also comprising Justices Dinesh Maheshwari and C T Ravikumar, dismissed a plea by slain Congress leader Ehsan Jafri’s wife Zakia Jafri who had alleged a larger conspiracy during the 2002 violence and had challenged the Gujarat High Court’s October 5, 2017 order rejecting her petition against the SIT decision. Terming Zakia Jafri’s plea as devoid of merit, the bench said “intriguingly, the present proceedings have been pursued for last 16 years (from submission of complaint dated June 8, 2006, running into 67 pages and then by filing protest petition dated April 15, 2013, running into 514 pages) including with the audacity to question the integrity of every functionary involved in the process of exposing the devious stratagem adopted (to borrow the submission of learned counsel for the SIT), to keep the pot boiling, obviously, for ulterior design.”
Nagaland ranks 7th in country in financial literacy Staff Reporter
DIMAPUR, JUN 24 (NPN): Nagaland ranks seventh among the states on financial literacy, as per 2019 national financial literacy and inclusion survey. This was stated by National Stock Exchange (NSE) Academy Ltd. chief manager, Ranganathan S during an awareness programme on financial management education for secondary students held at Greenwood School here on Friday that was jointly organised by Nagaland Board of School Education (NBSE) and NSE. mapur, Chümoukedima and Niuland districts attended the programme. Speaking on the occasion, Ranganathan said Nagaland was far ahead with bigger states and credited it to the students, for being among the top states. As financial literacy is one of
the most undermined skills that could determine the countries’ future, Ranganathan stressed that financial literacy was an important skill and students of classes 9, 10, 11 and 12 should be taught this. He asserted that when a student had financial literacy, he or shew knew and
understood the importance of savings, balancing, spending and multiple doubling. He said NSE Academy was privileged to partner with NBSE since 2014. He mentioned that every year there was an increase in financial literacy of students in Nagaland, and credited NBSE for this by driving the mission. In his speech, additional commissioner of taxes CGST, Sashi Wapang shared his personal experience and remarked that putting money under the ground earlier was the safest way to save, but now there were many ways to not only save money but also let the money grow.
He said financial literacy was about the relationship between an individual and his or her money, “how to earn, save and grow”. He maintained that, as per statistics, financial literacy rate was still very poor in the country with only 27.9% Indians being financially literate, which basically meant that three-fourths of the country’s population had no idea how to look after their money. He asked the gathering to consider themselves fortunate to learn about money and hoped that they would take this as a wisdom that would help them later in life. (Cont’d on p-8)
Newer Omicron subvariants escape immunity 30 per cent jump in daily Covid cases Over 42L deaths provided by vax, previous infection: Study prevented in India due to vax: Study
NEW DELHI, JUN 24 (ANI): COVID-19 vaccination drive in India prevented over 42 lakh deaths in 2021, according to the Lancet Infectious Diseases journal, which is based on findings on estimates of “excess” mortalities in the country during the pandemic. According to a new projection set to be published in the Lancet journal Friday, COVID-19 vaccination may have helped reduce number of deaths to almost a third of what they would have been around the world including by approximately 2.7 million to 5.3 million in India. JERUSALEM, JUN 24 (PTI): The newer Omicron sub variants of SARS-CoV-2 substantially escape neutralising antibodies induced by both vaccination and previous infection, according to a study published in the New England Journal of Medicine. The study provides the immunologic context for current surges among populations with high rates of vaccinations and previous infection, the researchers said. Since the initial highly
infectious SARS-CoV-2 Omicron variant -- known as BA.1 -- of COVID-19 emerged last year, its new subvariants continue to evolve. The researchers from Beth Israel Deaconess Medical Center (BIDMC) in Israel evaluated antibody response to multiple SARSCoV-2 Omicron subvariants in 27 vaccinated and boosted individuals and 27 individuals who had previously contracted COVID-19. They found that the three Omicron subvariants

of the Center for Vaccine and Virology Research at BIDMC. “This has important public health implications and provides the immunologic context for current surges among populations with high rates of vaccinations and previous infection,” Barouch said. The researchers noted that new variants that emerge may be more transmissible and may more effectively bypass the immune protection from prior infection or vaccination.
The daily positivity rate was recorded at 4.32 per cent and the weekly positivity rate at 3.07 per cent, according to the ministry. The count of active cases has increased to 88,284, comprising 0.20 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.59 per cent, it said. An increase of 4,294 cases has been recorded in the active COVID-19 caseload in a span of 24 hours, the data showed. The number of people who have recuperated from the disease has surged to
4,27,49,056, while the case fatality rate was recorded at 1.21 per cent.
Nagaland logs 1 fresh Covid case

Neutralising antibody responses to BA.4 and BA.5 were approximately 20-fold lower than to the original WA1/2020 strain and were 3-fold lower than to the Omicron BA.1 and BA.2 variants. “Our findings suggest that the Omicron variants have continued to evolve,” said study senior author Dan H Barouch, director

WASHINGTON, JUN 24 (AP): The Supreme Court of the United States has ended constitutional protections for abortion that had been in place nearly 50 years in a decision by its conservative majority to overturn Roe v. Wade. The decision, unthinkable just a few years ago, was the culmination of decades of efforts by abortion opponents, made possible by an emboldened right side of the court that has been fortified by three appointees of former President Donald Trump. The ruling came more than a month after the stunning leak of a draft opinion by Justice Samuel Alito

indicating the court was prepared to take this momentous step. Alito, in the final opinion issued Friday, wrote that Roe and Planned Parent-
hood v. Casey, the 1992 decision that reaffirmed the right to abortion, were wrong the day they were decided and must be overturned. “We hold that Roe and Casey
must be overruled. The Constitution makes no reference to abortion, and no such right is implicitly protected by any constitutional provision,” Alito wrote. Authority to regulate abortion rests with the political branches, not the courts, Alito wrote. Joining Alito were Justices Clarence Thomas, Neil Gorsuch, Brett Kavanaugh and Amy Coney Barrett. The latter three justices are Trump appointees. Thomas first voted to overrule Roe 30 years ago. Justices Stephen Breyer, Sonia Sotomayor and Elena Kagan — the diminished liberal wing of the court — were in dissent. K Y M C

Heroin worth Cong tells Shinde to leave flood-hit Assam All ‘tourists’ are welcome: Rs 7 crore seized
Himanta on Maha MLAs
NEW DELHI, JUN 24 (PTI): Assam Chief Minister Himanta Biswa Sarma on Friday sought to downplay the camping of Maharashtra’s rebel Shiv Sena MLAs in his state saying all “tourists” are welcome there. Sarma also said he has nothing to do with the politics of Maharashtra where the survival of the Uddhav Thackeray-led government is at stake after 38 of his party’s MLAs rebelled and are currently camping at a hotel in Guwahati after being flown there in several flights. “Some people have come to Assam. They booked hotels. I am happy for that. You also come, it will help Assam’s economy. Through this, Assam’s tourism is also getting promoted,” he said after accompanying NDA’s presidential candidate Draupadi Murmu while filing her nominations here at Parliament complex. Asked about the ongoing political developments in Maharashtra, he said he

cannot comment on it as it is a big state. “How can I comment on Maharashtra. It is a big state. I am happy that people are choosing Assam as a preferred destination,” he said. Reacting to the claims that his BJP-led government was allegedly ignoring flood relief work and busy hosting the MLAs from Maharashtra, the chief minister said he cannot order closure of hotels in the Assam capital due to floods in some parts of the state. “I dont’s know what kind of mindset these people have. Should I shut down Guwahati’s hotels because there is flood in some
part of the state. We are providing relief to the flood affected people. How can I shut the hotels in Guwahati. If tomorrow, you decide to come and stay in a hotel in Guwahati for 10 days, as a CM, should I say that you should not come,” he said. “We have spent so much money to promote tourism, (we say) visit Kamakhya, visit Kaziranga, now, should I stop those who have come to Assam,” he added. When asked whether the Shiv Sena MLAs were kept as a “hostage” in Assam, Sarma said: “What kind of hostage? They are in a hotel. They are happy. They are our guests. Generally we just see whether everyone visiting Assam is comfortable”. Asked about West Bengal Chief Minister Mamata Banerjee’s offer that the Maharashtra MLAs should come to her state, Sarma shot back, saying Banerjee wanted to take away the “Lakshmi” which came to Assam.
GUWAHATI, JUN 24 (PTI): The Assam unit of the Congress on Friday staged demonstrations near a luxury hotel where rebel Shiv Sena leader Eknath Shinde and other Maharashtra MLAs accompanying him are staying demanding that they leave the state as it is reeling under a devastating flood. Assam Congress chief Bhupen Bora also wrote a letter to Shinde telling him that their presence at such a critical juncture has “defamed” the state. Congress leaders were not allowed to enter the hotel and a police official deployed there was requested to hand over the letter to the Sena leader. Slogan-shouting party workers demonstrated near the hotel for some time. The Shiv Sena-led coalition government in Maharashtra, of which the Congress is a part, is facing a crisis following the dissidence of a section of its MLAs led by Shinde. Assam is a land where people give a lot of respect to ethics and values but “your presence in Guwahati with the MLAs of the ruling Shiv Sena from Ma-

The BJP government’s alleged support to Shinde’s presence here has sullied the image of Assam and its people, Bora alleged. The Congress leader claimed that the floodaffected people are suffer-
Shillong witnesses protests against ‘Agnipath’ Correspondent SHILLONG, JUN 24: The Meghalaya capital, which is literally dotted with headquarters of several paramilitary forces besides units and regional commands of the Army and Air Force, witnessed protest against the ambitious ‘Agnipath’ of the Centre for the second time on Friday when hundreds of aspirants seeking jobs in the armed forces hit the city streets demanding the roll back of the scheme and seeking implementation of the Common Entrance Examination (CEE) and army recruitment rally to be conducted at the earliest.
This is the second time job aspirants took out a protest march against the central government’s scheme which aims at recruiting applicants aged between 17.5 and 21. The selected candidates will be called ‘Agniveers’. In the earlier army recruitments for soldiers, they served the armed forces for 20 years. In the Agnipath scheme, apart from the short tenure, those who would not be retained would take home Rs 11 lakh apart from the regular salary of about Rs 30000 per month. The protestors raised slogans against the scheme and demanded its immedi-
ate roll back. They also threatened that they would continue to protest till the central government rolled back the scheme. “Prime Minister Narendra Modi will have to withdraw the military recruitment initiative just like the farm laws were rolled back. We will not sit idle and will continue with our protests till the government rolls back this scheme,” an agitated protestor said. “This four-year-long service will spoil our chances of getting permanent employment in government departments and the Agnipath scheme may pose a big threat to internal security
in the North East. There is a tendency among unemployed youth to join militant groups in the Northeast. The ‘Agniveers’ as they would remain unemployed after completing four years may become easy targets for militants,” Gaurav Kumar, who was leading the protest said. “It has been our dream to join the army, but the Agnipath scheme will let us work for only four years and only spoil career as after four years we might be jobless. We do not know what we will do after that,” another protestor and job aspirant said. The aspirants also raised concerns about the
delay in conducting the Common Entrance Exam (CEE). “Many of us are preparing for the exams to join the Indian Army. We dropped our further studies after our Class 12 since we wanted to join the Indian Army to defend our Country,” another job aspirant said. The age limit for the rank of soldiers (General Duty), clerks, technical, trade, and nursing under the CEE is between 17.5 and 23. The aspirants said some of them are above 21 years and if the Army recruits under Agnipath, they would not stand an opportunity to get into the services.
Mnp minister urges entrepreneurs to M’laya govt directs ADCs to reap benefits of govt infrastructures shut all toll gates on NH & SH
Minister Nemcha Kipgen in Ukhrul on Friday.
Correspondent IMPHAL, JUN 24: Manipur textiles, commerce & industry and cooperation minister Nemcha Kipgen on Friday reached out to entrepreneurs of Ukhrul district during her official visit to the district along with local MLA Ram Muivah. During the visit, the minister encouraged entrepreneurs to utilize the various infrastructures provided by the government through the commerce and industry department for improving the industrial sector of the state.
She informed that once the industrial estate of the district is fully functional, it will generate employment to the people of the district, particularly locals and nearby villages. She appealed to the people of the district to extend maximum cooperation in the proper maintenance of the infrastructures of the department in the larger interest of the people. Addressing the gathering at Ukhrul District Handloom and Handicraft Cooperative Federation, she stressed on the role of women in the society.
“Women are now actively involved in policy making, which is a sign of equality and empowerment of the women folk”, she said. The minister further stated that she will consult with the concerned departments for upgradation of the infrastructures of the centre. The minister also said that she was inspired and encouraged to witness the working style. During the visit, Kipgen also inspected the ongoing development works of the district industrial estate, cold storage, site inspection for common facilitation centre, district industries centre (DIC) at the mini secretariat complex amongst others. The minister was given a warm reception by locals with traditional Tangkhul shawl and handicraft items. Director of state commerce & industry Y Robita, managing director of Manipur Industry Development Corporation (MANIDCO) Peter Salam, concerned officers accompanied the ministerial team during the visit.
SHILLONG, JUN 24 (PTI): The Meghalaya government has directed the autonomous district councils (ADCs) in the state to immediately shut down all toll gates set up by them along the national highways (NH) and state highways (SH), a minister said. Governor Satya Pal Malik had earlier this month spoken to Chief Minister Conrad K Sangma on the affairs of the ADCs, their failure to submit utilisation certificates (UCs) and the need to shut down all illegal toll gates set up by the tribal councils along the NH and state highways. District Council Affairs (DCA) Minister Lahkmen Rymbui who attended a meeting chaired by the Chief Minister Conrad K Sangma with the representatives of the Khasi Hills Autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC), said the state government have issued directions to the Councils on the matter. Rymbui told reporters on Thursday that
the state government has not questioned the authority of the ADCs to collect tax under their respective jurisdictions but has pointed out that they are not empowered to set up such toll gates along the NH and state highways. “We have asked them (Councils) to close down all toll gates immediately and the JHADC and KHADC representatives have agreed to do that,” he said. The minister said that records are not available as to when the ADCs have started operating the toll gates. “Our point of contention is that the ADCs are not empowered by the law for any collection along the national highways and state highways,” he added. Rymbui said that the constraints faced by the ADCs and their failure to submit utilisation certificates of various developmental initiatives were also discussed during the meeting and the government has assured to extend all possible help within the parameters of the law.
ing severely in absence of adequate relief and when the state is faced with devastation, “your presence here and the activities of the state in providing royal hospitality to you, is quite unfair and unacceptable”. Assam has seen towering political personalities but the present Chief Minister Himanta Biswa Sarma has “proved himself to be nothing but a wheeler-dealer encouraging and supporting political horse-trading in the state”, he alleged. Sarma and his government machinery should be
busy with flood management but the presence of the rebel MLAs here has proved to be a hindrance, the Congress leader said. “Considering the damage that you have caused to Assam and its people by your presence, I would like to advise you to leave Assam at the earliest in the greater interest of the state,” Bora added in the letter which was shared with the media. Shinde and a group of other Maharashtra MLAs are staying in the hotel since they arrived here from Surat on Wednesday morning.
GUWAHATI, JUN 24 (PTI): A man and his son were arrested on Friday while transporting heroin worth Rs 7 crore in Assam’s Karbi Anglong district, police said. Acting on a tip-off, a patrolling team intercepted the duo and seized 1 kg of heroin concealed in a vegetable sack they were carrying in Lahorijan area bordering Nagaland, a police officer said. Chief Minister Himanta Biswa Sarma appreciated the police for the seizure. “A n o t h e r m a j o r achievement of @assam police in its drive against drugs as @karbianglongpol seizes 1 kg heroin at Lahorijan. Two accused from a neighbouring state have been apprehended. Highly appreciated! Keep up the excellent work,” he tweeted. Meanwhile, police burnt drugs worth Rs 35 crore, seized in various operations since May 2021, at a brick kiln in Hekenamra area of Morigaon district. There were 3.3 kg of heroin, 150 kg of ganja, 1,000 cough syrup bottles and 5,000 tablets among the burnt drugs, she said.

NEW DELHI, JUN 24 (PTI): The recruitment process in the Indian Air Force under the Agnipath scheme got underway on Friday with the opening of the registration window, a week after violent protests rocked several states. “Registration window to apply for #Agniveervayu is operational from 10 am today,” the IAF said on Twitter. Unveiling the Agnipath scheme on June 14, the government had said youth between the ages of 17-anda-half and 21 years would be inducted for a four-year tenure, while 25 per cent of
them will be subsequently inducted for regular service. Several parts of the country witnessed violent protests against the scheme. A number of opposition parties and military experts had slammed the scheme, contending it will adversely impact the operational capabilities of the armed forces. The government had on June 16 increased the upper age limit for recruitment under the scheme to 23 years from 21 for the year 2022. Those recruited under the Agnipath scheme will be called ‘Agniveer’. The Army has said

Uddhav Thackeray
MUMBAI, JUN 24 (PTI): Shiv Sena president and Maharashtra Chief Minister Uddhav Thackeray on Friday reached out to the functionaries of his party, which is currently battling a rebellion, and sought to allay fears surrounding the survival of his political outfit and the MVA government. The Sena has been witnessing the rebellion within the party after Eknath Shinde broke away and formed a rebel group with the support of several legislators. Shinde is currently camping with at least 38 rebel MLAs of the Sena and 10 independents in Guwahati. He has claimed that the faction led by him is the “real Shiv Sena”. In his virtual address to the party’s district unit chiefs
and ‘sampark pramukhs’ assembled at the Shiv Sena Bhavan at Dadar in central Mumbai, CM Thackeray said he may have vacated the chief minister’s official residence, but his determination is intact. “Despite the rebellions that the party has faced earlier, it came to power twice. I may have left ‘Varsha’, the chief minister’s official residence, but not my determination,” he said. Thackeray added that in the last two-and-a-half years, he battled the COVID 19 pandemic as well as his own ill-health, but opponents took advantage of this situation. Shiv Sena leader and minister Aaditya Thackeray was present at the Shiv Sena Bhavan during the chief minister’s address.
the new scheme will ensure a youthful profile of the defence forces and result in reduction of the average age of soldiers from 32 to 26 years over a period of time. The three service chiefs have strongly backed the scheme, which was unveiled after over two years of deliberations. The monthly salary of an ‘Agniveer’ in the first year of employment will be Rs 30,000. The in-hand amount will be Rs 21,000 while the rest Rs 9,000 will go to a corpus with an equal contribution from the government. S u b s e q u e n t ly, t h e monthly salary in the second, third and fourth year will be Rs 33,000, Rs 36,500 and Rs 40,000. Each ‘Agniveer’ will get Rs 11.71 lakh as ‘Seva Nidhi Package’ on retirement which will be exempt from income tax. The four-year tenure under the new scheme will include around two-andhalf months to six months of training period.
Will not arrest Karti till July 12: ED tells Delhi HC
NEW DELHI, JUN 24 (IANS): The Enforcement Directorate (ED) on Friday apprised the Delhi High Court that the agency will not arrest Congress MP Karti Chidambaram till July 12, in connection with the alleged money laundering case linked to the allotment of the visas to Chinese nationals in 2011. T h e d e ve l o p m e n t came after the bench of Justice Jasmeet Singh told the probe agency that the court will not be able to deal with the matter and slated it for July 12. During the course of the hearing, the ED’s counsel informed the court that the central agency would not arrest Karti Chidambaram till the next hearing day. Additional Solicitor General S.V. Raju, appeared on behalf of the probe agency. Karti, son of senior Congress leader and former Finance Minister P. Chidambaram, knocked the doors of the high court following the dismissal of his anticipatory bail plea by a lower court.
In ‘New India’ will only ‘friends’ be heard and not heroes: Rahul NEW DELHI, JUN 24 (PTI): Former Congress president Rahul Gandhi on Friday shared a tweet by Param Vir Chakra awardee Capt Bana Singh criticising the Agnipath scheme for military recruitment and asked whether only “friends” will be heard ‘new India’ and not heroes. Sharing the tweet, he also attacked Prime Minister Narendra Modi saying on one side is his arrogance and dictatorship and on the other is the country’s ‘Paramvir’. Last week, violent protests against the Agnipath scheme rocked several states, including Bihar, Uttar Pradesh, Madhya Pradesh, Haryana and Telangana, while peaceful agitations were held in several places. “On one side is the country’s Paramvir and on the other is the arrogance and dictatorship of the prime minister. In ‘New India’, will only ‘friends’ be heard and not the heroes of the country,” Gandhi asked in a tweet in Hindi, while sharing a screenshot of Capt Bana Singh’s tweet. Congress general sec-

retary Jairam Ramesh also shared the screenshot of Capt Bana Singh’s tweet. “The fact that a Paramvir Chakra Awardee had to delete an honest, heartfelt tweet against Agnipath scheme demonstrates that in Modindia not only Freedom of Speech, but Freedom AFTER Speech is also under peril,” he said. Capt Bana Singh, a Paramvir Chakra awardee, in a Twitter post, had shared his interview saying the Agnipath scheme will destroy the Army. “Save the country, Agnipath scheme will badly damage us, India is going through a crucial stage. Youngsters are the future of our motherland,” he had said on Twitter.

Eknath Shinde
MUMBAI, JUN 24 (PTI): A day after claiming that a “powerful national party” was supporting his group of MLAs in the ongoing political drama in Maharashtra, Shiv Sena rebel Eknath Shinde on Friday said no national party is in contact with them. Asked if BJP was backing his group, Shinde told a TV channel, “When I said a big power is backing us, I meant the power of Balasaheb Thackeray and (late Shiv Sena leader) Anand Dighe.” Responding to a query on when will the political crisis in Maharashtra end, Shinde, a minister in the Uddhav Thackeray-led government in the state, said things will be clear after some time. “Out of 55 Shiv Sena
MLAs, 40 have come with me to Guwahati. In a democracy, the majority and numbers count. So nobody has the right to take any action against us,” Shinde said, when asked about the Sena approaching the Assembly Deputy Speaker for action against the rebel MLAs. A video released by Shinde’s aides on Thursday evening showed him addressing the rebel MLAs, and claiming the support of a “national party”. He was seen saying: “No matter what happens, we will win. As you said, that is a national party, a superpower. Pakistan…you know what happened.” “They have told me, that the decision taken by us is historic. You have all the strength of ours. If you need anything, we will not let you down. This will be experienced whenever we will need any help.” Minutes later, NCP chief Sharad Pawar held a press conference in which he read out the names of national parties in the country, and asked which entity other than the BJP could be behind this.

Vertical Launch Short Range Surface to Air Missile being flight tested, off the coast of Chandipur. (PTI)
BALASORE (ODISHA) JUN 24 (PTI): India on Friday successfully flight-tested the Vertical Launch Short Range Surface to Air Missile (VL-SRSAM) from a ship at Integrated Test Range (ITR), Chandipur, off the coast of Odisha, an official statement said. The VL-SRSAM, a ship-borne weapon system, is meant for neutralising various aerial threats at close ranges, including sea-
skimming targets, the statement said. Defence minister Rajnath Singh congratulated Defence Research & Development Organisation (DRDO) and the Indian Navy on the success of the mission. “Congratulations to DRDO, Indian Navy & the industry for the successful flight test of Vertical Launch Short Range Surface to Air Missile off the coast of Chandipur, Odisha. This
success will further enhance the defence capability of Indian Naval Ships against the aerial threats,” he tweeted. The flight path of the vehicle along with the health parameters were monitored by senior officials from DRDO and theNavy using a number of tracking instruments deployed by ITR, Chandipur, according to the statement. The launch was conducted against a high speed aerial target mimicking aircraft, which was successfully engaged, it said. Chief of the Naval Staff Admiral R Hari Kumar, too, appreciated the Navy and DRDO for their efforts. The development of this indigenous missile system will further strengthen the defensive capabilities of the Indian Navy, he said. Dr G Satheesh Reddy, the secretary of Department of Defence R&D and chairman of DRDO, complimented the teams involved in carrying out the operation. He said that the weapon system will prove to be a force-multiplier for the Indian Navy and is another milestone towards Prime Minister Narendra Modi’s vision of ‘Aatmanirbhar Bharat’.
NEW DELHI, JUN 24 (ANI): COVID-19 vaccination drive in India prevented over 42 lakh deaths in 2021, according to the Lancet Infectious Diseases journal, which is based on findings on estimates of “excess” mortalities in the country during the pandemic. According to a new projection set to be published in the Lancet journal on Friday, COVID-19 vaccination may have helped reduce the number of deaths to almost a third of what they would have been around the world including by approximately 2.7 million to 5.3 million in India. Oliver J Watson and other researchers found that COVID-19 vaccination reduced the potential death toll during the pandemic by almost 20 million deaths across the globe. “Across 185 countries and territories, 31.4 million COVID-19-related deaths would have occurred during this timeframe in the absence of COVID-19 vaccination. About 19*8 million deaths were averted by COVID-19 vaccination,” said the study. The study fur ther states that more lives could
have been saved by equal distribution of vaccination coverage worldwide. “Consequently, the number of lives saved by COVID-19 vaccination markedly exceeded the death toll that has occurred. Nonetheless, even more, lives could have been saved by improving the equitability of vaccination coverage worldwide. Specifically, an estimated 156,900 additional deaths would have been averted if the COVID-19 Vaccines Global Access (COVAX) Facility’s vaccination target of 20 per cent (for each Advance Market Commitment country) had been attained, and an estimated 599,300 additional deaths would have been averted if WHO’s 2021 COVID-19 vaccination target of 40 per cent (for each country) had been attained,” stated the study. Oliver Watson, lead author of the study, from the Imperial College London, UK, in an email told ANI, “In our study, we estimate how many deaths could have been saved between December 8, 2020, and December 8, 2021, which reflects the first year in which vaccines were distributed.”
9 J&K officials sacked for corruption SRINAGAR, JUN 24 (IANS): The Jammu and Kashmir government on Friday sacked 9 officials of the Housing and Urban Development Department on charges of corruption. “The charges against the said officers, confirmed by the departmental committees and upheld by the designated review committee under Article 226(2), include misappropriation of funds, falsification of records and raising fake bills, allowing illegal constructions, committing financial irregularities and making illegal appointments during their tenure in various urban local bodies. Most of the officials have faced probes by the anti-corruption bureau and were also suspended,” the order said. The government has invoked the article of service regulation rules that permits premature retirement of employees who have served for 22 years or attained the age of 48 years. The article is basically intended to remove deadwood from public service.

India at forefront of helping SL: FS NEW DELHI, JUN 24 (PTI): India has been at the forefront of partnering with Sri Lanka in helping it come out of the economic crisis as soon as possible, Foreign Secretary Vinay Mohan Kwatra said on Friday. The island nation is facing the worst economic crisis in decades that has led to an acute shortage of essential items like food, medicine and fuel across the country. “I think India has been at the forefront of partnering with Sri Lanka to ensure that the country essentially gets back to its feet as early as possible,” the foreign
secretary said at a media briefing. His comments came a day after he visited Sri Lanka and assured it that New Delhi stands ready to help the island nation’s quick economic recovery through promoting investments, connectivity and strengthening economic linkage. Kwatra said India has also conveyed to a number of its partner countries that the economic situation in Sri Lanka is a matter that needs to be addressed seriously. The foreign secretary said India assisted Sri Lanka as a “true first responder” to the crisis in the neighbour-
hood and that the island nation is a central part of New Delhi’s “Neighbourhood First Policy”. He said peace and prosperity, stability in Sri Lanka are principal drivers of India’s approach towards the country. “With those aspects in mind, we have been in absolute forefront of going and assisting Sri Lanka in this hour of need. We have flagged this to other partners also and we hope that those partners would take a more serious look at how they would want to approach Sri Lanka in days, weeks and months ahead,” he said.

Venture birthed in Nagaland
W
hen this newspaper reported about the incomplete Nagaland Medical College(NMC) now renamed as Nagaland Institute of Medical Sciences & Research- NIMSR) at Phriebagie, Kohima, due to funds crisis, the state government jumped to deny. The government response to the report was that there was no fund shortage. The report had stated that the state government has been seeking more funds from the centre and cited the chief minister’s letter dated September 6,2021 addressed to the prime minister to take over construction and to upgrade it to the level of All India Institute of Medical Science (AIIMS).In response the minister of health and family welfare Dr.Mansukh Mandiviya in his letter dated January 22,2022 said that the Centre had already released its full share of funds to the tune of Rs.170.10 crore to Nagaland for the Rs.189 crore project. The fund of Rs.170.10 crore was to the state under a scheme: “establishment of new medical colleges attached with existing district/referral hospitals” with 100 MBBS seats and funding ratio of 90(centre) :20 (State). The official of the state health and family welfare department also pointed out that the department was yet to receive the State share amounting to Rs. 18.90 crore. Further, the official also disclosed that the department had send a proposal to the government to release Rs. 77.6 crore. The project envisages upgradation of district/referral hospitals(NHAK) having 100 beds to 150/200 to medical college. The NHAK is at one end and the proposed teaching and administrative campus is located some 6.5 kms away. The government had sought to dismiss any concern about distance between the teaching and administrative campus with the hospital by saying it was not an issue since some other medical colleges also had the teaching campus and hospital at some distance to each other. However, those who have experienced the terrible traffic snarl in Kohima will testify that during office and rush hour, vehicles in Kohima move at snail ‘s pace and it could take even an hour if not more to reach one end from the other. In what could be a subtle way of using the Kohima war angle, the state government has officially approached the Japan International Cooperation Agency (JICA) to fund another 400-bedded hospital project at the new site near the NIMSR at Phriebagie. The Japanese government had a feasibility study in May-June this year by sending a team of experts. Saini said the JICA was already considering approving loan for the purpose. JICA India chief development specialist Vineet S Sarin had informed Nagaland Post on March 3 in Kohima that the proposed loan for the project would include Rs 177 crore for civil works and Rs 72 crore for medical equipment. This means the NMC, after fully having utilised the Central fund, has been turned to NIMSR and expanded beyond the scheme for upgradation of a 100-bedded district hospital. The NIMSR will no longer be an upgraded district hospital but a totally different and full fledged medical college made possible through a subtle twist in getting fund from the Centre for the district hospital and later, funding from the Japanese government for the 400-bedded hospital.
DailyDevotion Reconciling Yourself to the Fact of Sin
This is your hour, and the power of darkness. —Luke 22:53
Not being reconciled to the fact of sin— not recognizing it and refusing to deal with it— produces all the disasters in life. You may talk about the lofty virtues of human nature, but there is something in human nature that will mockingly laugh in the face of every principle you have. If you refuse to agree with the fact that there is wickedness and selfishness, something downright hateful and wrong, in human beings, when it attacks your life, instead of reconciling yourself to it, you will compromise with it and say that it is of no use to battle against it. Have you taken this “hour, and the power of darkness” into account, or do you have a view of yourself which includes no recognition of sin whatsoever? In your human relationships and friendships, have you reconciled yourself to the fact of sin? If not, just around the next corner you will find yourself trapped and you will compromise with it. But if you will reconcile yourself to the fact of sin, you will realize the danger immediately and say, “Yes, I see what this sin would mean.” The recognition of sin does not destroy the basis of friendship— it simply establishes a mutual respect for the fact that the basis of sinful life is disastrous. Always beware of any assessment of life which does not recognize the fact that there is sin. Jesus Christ never trusted human nature, yet He was never cynical nor suspicious, because He had absolute trust in what He could do for human nature. The pure man or woman is the one who is shielded from harm, not the innocent person. The so-called innocent man or woman is never safe. Men and women have no business trying to be innocent; God demands that they be pure and virtuous. Innocence is the characteristic of a child. Any person is deserving of blame if he is unwilling to reconcile himself to the fact of sin.

A
pplication of environmental indicators uniformly to a non-uniform world is fraught with challenges Scientists have provided new evidence for a better understanding of environmental challenges. The reports of the Intergovernmental Panel on Climate Change and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services are examples. Globally, carefully constructed and methodologically rigorous environmental indicators help track trends, identify emerging problems, gauge the success of policy interventions, and help ensure greatest possible returns on investments in environmental protection. But the application of such indicators uniformly to a non-uniform world is

fraught with challenges. The 2022 Environmental Performance Index ranks 180 countries on environmental health, ecosystem vitality and climate change. While overall scores spotlight sustainability leaders and call out laggards, the question is whether these reflect reality. India has questioned its last rank in the 2022 EPI: the ministry of environment has issued a six-page rebuttal. While the government responds as it deems fit, a dispassionate individual can peruse the ranking to make up his or her mind. The EPI ranks are global and regional. Denmark and India made it to the same spot on both the lists, but at opposite ends. In South Asia, the top-ranked country is Afghanistan, accounting for about two per cent of the regional
population, and less than a per cent of the regional economy in terms of GDP. India, on the other hand, accounts for over 78 per cent of the regional economy and is home to 74 per cent of the regional population. Amongst the countries of the Global West, Denmark accounts for less than one per cent of the economy while the third-last country in the group, the United States of America accounts for 50 per cent. Is there a realistic way to compare a country that is in perpetual turmoil with another that is growing at a fast clip and pulling millions out of poverty annually? It does not take a keen eye to notice that the top three emitters of CO2 are the three most populous countries on Earth. It stands to reason that their emissions
would be higher than those of countries with a fraction of their population. For an accurate measure of whether a country’s policies are succeeding or failing to reduce CO2 emissions, it is helpful to examine not only total emissions, but also CO2 emissions per capita. Applying a set of indicators to compare outcomes of similar processes or even industries within economic sectors is one thing, but the same methodology cannot be applied to disparate countries unless their particularities are accounted for. The 2022 EPI uses 40 performance indicators grouped into 11 issue categories. Let us take a closer look at the issue category, ‘Biodiversity & Habitat’, under ‘Ecosystem Vitality’, that assesses actions
NAGALAND POST, DIMAPUR SATURDAY, JUNE 25, 2022
toward retaining natural ecosystems and protecting the full range of biodiversity. Here, India ranks last regionally and second-last globally, although India is home to rich biodiversity. It has the largest and growing numbers of tigers, Asian lions and elephants and the greater one-horned rhino. This discrepancy is due to the way Biodiversity & Habitat metrics are constructed to emphasise the importance of protected areas as an indicator of countries’ performance in biodiversity conservation. The 2022 EPI relies on spatial extents of protected areas as indicators of country-level performance. Although increasing, the spatial extent of protected areas in India, relative to its size, will remain miniscule because of its large
and growing population and population density. Does this mean that India is doing all it can in the category Biodiversity & Habitat? India can and must do better. The challenges are grave and multiple, often exacerbated by our mindset. For example, our failure to recognise vast stretches of apparently empty spaces as crucial habitats: the Challakere grassland is being developed as a science city where several organisations have set up establishments. In the Thar, the Bhadla Solar Park has come up. Grasslands are major carbon sequesters, while deserts host biodiversity, including mammals like blackbuck, chinkara, and caracal. This is something to be borne in mind. Anamitra Anurag Danda (As published in Telegraph India)

Rahul’s office in Wayanad vandalised KERALA CM PINARAYI VIJAYAN ASSURES STERN ACTION AGAINST CULPRITS
WAYANAD (KERALA), JUN 24 (PTI): A protest march of the SFI, the students wing of ruling CPI(M), against Congress MP Rahul Gandhi’s office here on Friday turned violent as a group of protestors allegedly entered the Lok Sabha member’s office and vandalised it, prompting Chief Minister Pinarayi Vijayan to strongly condemn the incident and warned stern action against the culprits. Alleging his inaction in the issue of buffer zones around forests, Students’ Federation of India (SFI) workers on Friday held a protest march towards the Congress MP’s Office in Kalpetta in Wayanad district and allegedly vandalised it, drawing widespread condemnation from the party leaders and workers. While the Congress alleged that the Wayanad MP’s office was vandalised with the knowledge of the Chief Minister, Vijayan in a strongly worded message said this land ensures space for freedom of expression and democratic protest but it was a wrong practice if it turns into violence.

Police said around eight people were taken into custody following the ruckus in front of the MP’s office and a few police officials were also injured in the incident. Following the attack on Gandhi’s office, Congress workers including the Youth Congress and KSU, have staged protest marches across the state. “As of now, eight of the protesters have been taken into custody and brought to the station. A few policemen, including Kalpetta SI, were injured in the stone pelting following the march,” police told PTI. Congress leaders alleged that three of the staff who were at the MP’s office at the time of the incident
were assaulted by the SFI activists. Television channels aired visuals of persons entering the office, creating ruckus. Stone pelting was witnessed injuring a few police personnel after they stopped the march at the entrance of of the building. Senior Congress leader K C Venugopal strongly criticised the attack and alleged that the office was vandalised with the knowledge of the Chief Minister. Venugopal said the police who witnessed the attack “remained a mute spectator” aiding the “SFI criminals” to vandalise the office of the senior Congress leader. “Instead of fighting the BJP government at the Centre, the CPI(M) was at-
tacking the Congress in the buffer zone issue. The Chief Minister is answerable to this violence planned by SFI criminals. The party strongly condemn the attack,” Venugopal told the media at the KPCC office in Thiruvananthapuram. Denouncing the attack, CM Vijayan said, “Strongly condemn the attack against Congress MP Rahul Gandhi’s office at Wayanad. This land ensures space for freedom of expression and democratic protest but it is a wrong tendency to turn such protests into a violent one. The government will take stern action against the culprits.” KPCC president K Sudhakaran welcomed the Chief Minister’s assurance but doubted his sincerity. Sudhakaran alleged that the attack was with the knowledge of the CPI(M) leadership and sought action against the police officials who allegedly “aided” the protestors. “ We we l c o m e t h e Chief Minister’s statement condemning the issue. But we doubt his sincerity. Action should be taken against those police officers who
failed to take action against the attackers. If CPI(M) fails to control their workers, the Congress will be forced to take a strong defensive stand. We also know how to retaliate,” Sudhakaran said. Leader of Opposition V D Satheesan also sharply reacted to the incident and said the attack showed lawlessness and goondaism. “Ghastly attack by SFI goons at Rahul Gandhi’s MP Office at Wayanad. It is lawlessness and goondaism. CPM has turned into an organised mafia. Strongly Condemning the attack,” Satheesan tweeted. Congress alleged that the protest march to Gandhi’s office was held without any prior announcement. SFI organised the protest alleging that Gandhi failed to intervene in the issue of buffer zones around forests in the hilly areas of Kerala. However, two hours before the incident, the Wayanad MP had posted a letter he had written to Prime Minister Narendra Modi to address the concerns of the local communities likely to be impacted by the Supreme Court judgement on buffer zones.
7 Z category Naidu administers oath to security cover for five newly-elected RS MPs Yashwant Sinha NEW DELHI, JUN 24 (PTI): The Centre has extended a Z category cover of armed CRPF commandos to the opposition’s presidential candidate Yashwant Sinha, officials said on Friday. The squad has taken over the task after the Union home ministry directed the Central Reserve Police Force (CRPF) VIP security wing to ensure protection to the 84-yearold Sinha. The armed personnel, about eight to ten working in shifts, will escort Sinha whenever he moves across the country, they said. A higher Z-plus cover of CRPF commandos has also been accorded to the NDA presidential candidate Droupadi Murmu. Sinha is expected to file his nomination on June 27 following which he will travel across the country seeking votes in his favour. The presidential election would be held on July 18 to elect a successor to incumbent Ram Nath Kovind and the result would be out on July 21. Kovind’s term will end on July 24.

NEW DELHI, JUN 24 (PTI): Rajya Sabha Chairman M Venkaiah Naidu on Friday administered oath to five newly-elected MPs from Andhra Pradesh, Telangana and Odisha. The oath was administered in the Rajya Sabha chamber in Parliament House here. Those who took oath are Niranjan Reddy Sirgapoor and Ryaga Krishnaiah (both of YSRCP) from Andhra Pradesh, Damodar Rao Divakonda and B Parthasaradhi Reddy (both of TRS) from Telangana and Niranjan Bishi (of BJD) from Odisha. While Krishnaiah, Divakonda and Reddy took oath
in Telugu, Sirgapoor did so in English. Bishi has been elected to the Rajya Sabha in the bypoll to fill the casual vacancy caused in the Rajya Sabha due to resignation of Subhash Chandra Singh. He took oath in Oriya. Rajya Sabha deputy chairman Harivansh and Minister of State for Parliamentary Affairs and External Affairs V Muraleedharan, Secretary-General of Rajya Sabha P C Mody and other senior officers of the Rajya Sabha Secretariat were present. The MPs were elected unopposed from the respective states earlier.
Dual power structure not in force, OPS India stands in solidarity Group of 75 concerned write to K’taka ceases to be Coordinator: AIADMK with Afghan people: MEA CM, say disturbed by recent developments
R Vaithilingam, speaking to reporters in Thanjavur District on Friday, batted for unity and a dual leadership structure. Speaking to reporters, senior leader and EPS loyalist C Ve Shanmugam said that amendments related to the top two party posts that were made to its by-laws on December 1, 2021 were not ratified by the General Council, which met on June 23, 2022. Last year, the party’s by-laws were tweaked to retain and further strengthen the dual system of leadership, favouring OPS and EPS. After the by-laws were amended, OPS and EPS were declared elected unopposed as Coordinator and
consignment will be handed over to the UN Office for Coordination of Humanitarian Affairs (UNOCHA) and Afghan Red Crescent Society (ARCS) in Kabul, the MEA said in a statement. “A s a lway s, I n d i a stands in solidarity with the people of Afghanistan, with whom we share centuries old ties, and remains firmly committed to provide immediate relief assistance for the Afghan people,” it said. In a separate development, India on Thursday resumed its diplomatic presence in Kabul as it deployed a “technical team” in its embassy in the Afghan capital, over 10 months after it pulled out its officials from the mission following the Taliban’s capture of power. “In order to closely monitor and coordinate the efforts of various stakeholders for the effective delivery of humanitarian assistance and in continuation of our engagement with the Afghan people, an Indian technical team has reached Kabul today and has been deployed in our embassy there,” the MEA said on Thursday.
‘Global order increasingly challenged with little or no regard to rules’
NEW DELHI, JUN 24 (PTI): The global order is being increasingly challenged with little or no regard to rules and India must reassess its strategic priorities and realign its actions to ensure that it is not left behind, Air Chief Marshal VR Chaudhari said on Friday. Listing various national security challenges, the Chief of Air Staff also said that military strategists must not lose sight of the primary objective of “warfighting”. Air Chief Marshal Chaudhari’s comments at a seminar came in the backdrop of India’s lingering
border row with China in eastern Ladakh, the situation in Afghanistan and the geopolitical upheavals triggered by the crisis in Ukraine. Without naming any country, he said “coercion” is the new strategy with cyber, information and space domains becoming the “new battlefield”. “Today, we are witnessing a rapidly evolving international order that is increasingly being challenged by a complex multipolar world with little or no regard to rules or to the traditional processes of geopolitical interplays,” he said.
as take more rational and effective decisions,” he said. “At the same time, a military strategist must not lose sight of the primary objective and that is war fighting. Hence our focus should remain on operational level critical thinking and strategy while developing a deeper understanding of the art and science of war fighting,” he added. Air Chief Marshal Chaudhary told the par-
ticipants of the programme that a well-crafted strategy may not guarantee success in dealing with security challenges, but the absence of a coherent and sustainable strategy will surely lead to failure. The discussions revolved around assessing the role of air power in the ongoing Ukraine conflict and revisiting the doctrinal and strategic precepts about India’s air power capability.

a “steep downturn” in the reputation and fortunes of our state through inaction. The signatories include retired civil servants, writers, artists and academics like Yellappa Reddy, Indian Forest Service (retd), Ravivarma Kumar (former Advocate General, Karnataka), Chiranjiv Singh, IAS (retd), Ajai Kumar Singh IPS (retd), Raghunandan IAS (retd), Shashi Deshpande (writer), Vaidehi (writer), Girish Kasaravalli (film maker) and Ramchandra Guha (historian). The group has claimed that they have been trying to secure an appointment with the CM and wished to present this letter to him in person, but since they have not succeeded in their efforts, they have decided to issue it as an open letter. They stated that they are deeply disturbed by recent developments in the State that threaten to destroy the peace, diversity and pluralism for which “Kannada Naadu” has long been known and admired. They highlighted the open-minded, cosmopoli-
tan culture of Karnataka that has made it a magnet for creative and innovative minds from across the country in more recent times. They said, given this glorious background, the recent “spate of attacks of various kinds aimed at Muslim, Christian and Dalit communities” has shocked and upset those who pride themselves on Karnataka’s receptive and inclusive nature. “It is bad enough that individuals and groups motivated by bigotry and hatred are attempting to reconfigure the idea and established reality of Karnataka by aggressively seeking to exclude, isolate, dispossess and assault communities on the basis of religion and caste,” they added. The signatories further highlighted that it is even more alarming and distressing that some people in responsible positions, including several who hold office having taken an oath to uphold and abide by the letter and spirit of the Constitution of India, now openly violate that solemn pledge and demonise members of certain minorities. They also appear to validate, support and even promote intimidation, vigilantism, violence, forcible takeover of property, as well as social and economic boycotts, all aimed at rendering them second class citizens who can no longer expect to enjoy their Constitutional rights, the letter alleged.

IAF chief Air Chief Marshal speaks during the Warfare and Aerospace Strategy Programme, in New Delhi, Friday.(PTI)
The Air Chief Marshal said diplomacy, economy and information are becoming the “primary tools” of engagement with the military instrument being used as a deterrent. “Coercion is the new strategy with cyber, information and space domains becoming the new battlefield. Therefore, we must reassess our strategic priorities and realign our actions to ensure we don’t get left behind,” he said. The seminar marked the culmination of the first ‘Warfare and Aerospace Strategy Programme’ (WASP) was conducted by the Indian Air Force. The WASP was rolled out with an aim to generate strategic thought and understanding amongst the mid-career air power practitioners. The Chief of Air Staff hoped that the programme will enable the officers to understand the whole-ofgovernment approach and generate independent opinions in dealing with national security issues. “We believe that such cross-pollination of ideas from multiple disciplines can lead to critical thinking which allows a person to formulate solutions as well
BENGALURU, JUN 24 (PTI): A group of 75 people including eminent personalities have written an open letter to Chief Minister Basavaraj Bommai, expressing concern about “recent developments” that threaten to destroy peace and diversity in Karnataka. They requested Bommai to take proactive steps to ensure that a clear message is sent to those instigating or indulging in violence and creating fear and that such unlawful behaviour will not be tolerated and will be punished. The group, calling themselves ‘concerned citizens’, pressed for restoring the State to a ‘Sarva janangada shantiya thota’ (a garden of peace for diverse communities), as mentioned in ‘Naada Geethe’ (state anthem) penned by Kuvempu. They said the “current spate of divisive actions aimed at alienating particular communities and denying them their fundamental rights” will not only hamper development but also hurt our state’s reputation, hinder progress and innovation, erode the confidence of entrepreneurs and investors, heighten insecurity, suspicion, fear and resentment among citizens. The restoration of communal harmony is an important and urgent task, they said, expressing trust that the government headed by Bommai will not wish to go down in history as the one that precipitated

CHENNAI, JUN 24 (PTI): The AIADMK’s dominant Edappadi K Palaniswami (EPS) faction on Friday asserted that the system of dual leadership that vested powers on Coordinator O Panneerselvam (OPS) and Joint Coordinator EPS ceased to be in force, a day after the General Council stood firm on the single leadership demand. The assertion makes it clear that the EPS faction is determined to move forward and make EPS the numero uno on July 11, when the General Council, the party’s top decision making body, is scheduled to meet again. NEW DELHI, JUN 24 (PTI): A day after sending relief material to earthquake-hit Afghanistan, India on Friday said it stands in solidarity with the Afghan people and remains firmly committed to providing them with required relief assistance. India has already dispatched 27 tons of relief material in two flights for the people of Afghanistan as a “true first responder” to address their difficulties, the Ministry of External Affairs said. A powerful earthquake hit Afghanistan’s eastern Paktika province on Wednesday that killed around 1,000 people and injured over 1,500. “In the wake of the tragic earthquake that struck Afghanistan on June 22, causing massive destruction and loss of precious lives, the government of India, as a true first responder, has dispatched 27 tons of emergency relief assistance in two flights for the people of Afghanistan,” the MEA said. The relief assistance, it said, consists of essential items, including tents, sleeping bags, blankets and sleeping mats. The relief

Co-Coordinator. Shanmugam said such amendments made it mandatory that the nominees to the two top posts of Coordinator and Joint Coordinator should be elected by the party’s primary members through a single vote. These amendments were effected by way of adoption of a resolution at the Executive Committee meet held at the party headquarters last year. However, since these amendments related to the top two party posts were not recognised and endorsed by the General Council on Thursday, the top two positions have now become defunct, he said. Hence, OPS is no longer the Coordinator and EPS ceases to be the JointCoordinator and the party would be run by officebearers as per AIADMK by-laws. The duo continue to hold on to their other posts of Treasurer (OPS) and Headquarters Secretary (EPS) only, Shanmugam, a former state law minister said extensively quoting from the party’s rule book.

The department said, “In particular, it is not advisable to continue the PMGKAY beyond its present extension, both on the grounds of food security and on fiscal grounds,” quoted ET. The Centre’s recent decisions to extend free ration, hike fertiliser subsidy, reintroduce cooking gas subsidy, excise duty cut on petrol, diesel and cut in customs duty on edible oils have created a serious fiscal situation, the department said. The Centre’s move last month to cut excise duty on fuel to soften the blow of inflation will cause a revenue loss of about Rs 1 trillion, the note said. To curb inf lation, the Centre last month announced a reduction of excise duties on petrol and diesel by Rs 8 and Rs 6, respectively. At the same time, it also announced a subsidy of Rs 200 per domestic LPG cylinder for up to 12 cylinders in a year.

was largely due to the monetary policy tightening in advanced economies to tackle high inflation. “In such a situation, there will be outflow of capital from emerging market economies. It is happening across emerging market economies. This is nothing but the spillover of the monetary policy actions in advanced economies,” he said. But added that India’s foreign exchange reserves are quite strong at around two-and-half times the country’s short-term foreign debt and the country’s macroeconomic fundamentals are far better than many other countries. India’s monetary policy committee (MPC) raised rates by 50 basis points earlier this month, after a 40-bps increase in May, to prevent growing inflationary pressure from becoming broad-based. Further hikes are expected in coming months.
NEW DELHI, JUN 24 (AGENCIES): The finance ministry’s Department of Expenditure has argued against extending the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) beyond September or announcing any significant tax cuts, warning of the consequences for the Centre’s fiscal position, a news report said. The government in March extended the PMGKAY, the free food ration scheme rolled out during the Covid-led lockdown, for six months till September. The Centre has allocated Rs 2.07 trillion for food subsidies in the current fiscal year, while the extension of PMGKAY till September is expected to increase the subsidy bill to nearly Rs 2.87 trillion, The Economic Times reported. If the government decides to extend the scheme further, it would cost the Centre another Rs 80,000 crore for another six months, swelling the food subsidy amount for FY23 to Rs 3.7 trillion. Until December, CPI is expected to remain higher than the upper tolerance level. Thereafter, it is expected to go below 6% as per our current projections,” Das said. Retail inflation eased marginally in May, after touching an eight-year high of 7.79% in April, but remained above the central bank’s tolerance band of 2-6% for a fifth month in a row. UN chief warns of global food shortage
BERLIN, JUN 24 (AP): The head of the United Nations warned Friday that the world faces “catastrophe” because of the growing shortage of food around the globe. UN Secretary-General Antonio Guterres said the war in Ukraine has added to the disruptions caused by climate change, the coronavirus pandemic and inequality to produce an “unprecedented global hunger crisis” already affecting hundreds of millions of people. “There is a real risk that multiple famines will be declared in 2022,” he said in a video message to officials from dozens of rich and developing countries gathered in Berlin. “And 2023 could be even worse.” Guterres noted that harvests across Asia, Africa and the Americas will take a hit as farmers around the world struggle

to cope with rising fertilizer and energy prices. “This year’s food access issues could become next year’s global food shortage,” he said. “No country will be immune to the social and economic repercussions of such a catastrophe.” Guterres said UN negotiators were working on a deal that would enable Ukraine to export food, including via the Black Sea, and let Russia bring food and fertilizer to world markets without
restrictions. He also called for debt relief for poor countries to help keep their economies afloat and for the private sector to help stabilise global food markets. The Berlin meeting’s host, German Foreign Minister Annalena Baerbock, said Moscow’s claim that Western sanctions imposed over Russia’s invasion of Ukraine were to blame for food shortages was “completely untenable.” Russia exported as much wheat in May and June this year as in the same months of 2021, Baerbock said. She echoed Guterres’ comments that several factors underlie the growing hunger crisis around the world. “But it was Russia’s war of attack against Ukraine that turned a wave into a tsunami,” Baerbock said.
B’desh PM expected to visit India in early September DHAKA, JUN 24 (PTI): Bangladesh Prime Minister Sheikh Hasina is expected to visit India in early September for a bilateral visit at the invitation of her Indian counterpart Narendra Modi, her spokesman said on Friday, a day after the Indian envoy here called on her and delivered the official invitation letter for a “substantive summit.” Indian High Commissioner in Dhaka Vikram K Doraiswami on Thursday handed over a letter from Prime Minister Modi to premier Hasina officially inviting her to visit New Delhi. “He (envoy) called on her and delivered the letter” late on Thursday, a PMO spokesman told PTI. Bangladesh Prime Minister’s Press Secretary Ihsanul Karim said she might visit the Indian capital in early September and there would be a ministerial-level meeting between the two countries days before her visit. “HC @VDoraiswami called on Hon’ble Prime Minister of Bangladesh, H.E Sheikh

A letter from PM @narendramodi was delivered, extending warm greetings, thanking her for gifting mangoes and inviting Hon’ble Prime Minister to visit New Delhi soon,” the Indian High Commission in Dhaka tweeted on Thursday. “Her Excellency was briefed on preparations for a substantive summit,” it added. The press secretary’s remarks on the possible dates of the visit came four days after Foreign Minister AK Abdul Momen said Hasina was expected to visit New Delhi in early September in line with the invitation from her Indian counterpart Modi.
Ukrainian army to leave battered city to avoid encirclement
KYIV, JUN 24 (AP): After weeks of ferocious fighting, Ukrainian forces will retreat from a besieged city in the country’s east to avoid encirclement, a regional governor said Friday. The city of Sievierodonetsk, the administrative center of the Luhansk region, has faced relentless Russian bombardment. Ukrainian troops fought the Russians in house-tohouse battles before retreating to a huge chemical factory on the city’s edge, where they holed up in its sprawling underground structures. In recent days, Russian forces have made gains around Sievierodonetsk and the neighboring city of Lysychansk, on a steep bank across the river, in a bid to encircle Ukrainian forces. Luhansk Gov Ser-

the order to retreat to new positions and continue fighting there” but didn’t give further details. He said the Russians were also advancing toward Lysychansk from Zolote and Toshkivka, adding that Russian reconnaissance units conducted forays on the city edges but were driven out by its defenders.

INTERNATIONAL
KYIV, JUN 24 (AP): The European Union’s decision to make Ukraine a candidate for EU membership offered war-weary Ukrainians a morale boost and hope of a more secure future Friday as the country’s military ordered its fighters to retreat from a key city in the eastern Donbas region. Ukrainian President Vo l o dy my r Z e l e n s k y y hailed the decision of EU leaders as vindication for his nation’s fight against Russia’s aggression and said he was determined to ensure Ukraine retained the ability to decide if belonged in Europe or under Moscow’s influence. “This war began just when Ukraine declared
its right to freedom. To its choice of its future. We saw it in the European Union,” Zelenskyy told the nation in a televised address late Thursday. “That is why this decision of the EU is so important, motivates us and shows all this is needed not only by us.” Others recalled the 2014 revolution that ousted Ukraine’s proMoscow president, sparked in part by his decision not to complete an association agreement with the EU. Russian President Vladimir Putin had opposed the agreement, just as he demanded before he sent troops into Ukraine on Feb. 24 that Ukraine never be allowed to join NATO.
Democratisation at UN necessary to address global challenges : Ramaphosa JOHANNESBURG, JUN 24 (PTI): Decision-making in the United Nations needs to be democratised so that the global challenges can be addressed effectively, South African President Cyril Ramaphosa said at the 14th BRICS Summit hosted virtually by China on Thursday. The BRICS (BrazilRussia-India-China-South Africa) virtual summit was attended by Indian Prime Minister Narendra Modi, Chinese President Xi Jinping, Russian President Vladimir Putin, Brazilian President Jair Bolsonaro and South African President Ramaphosa. “Decision-making across the entire United Nations system needs to be democratised so that multilateral institutions can effectively address global challenges,” Ramaphosa said. “We are concerned that the focus and resources of the international community have been diverted

He did not mention any specific conflict areas, including the global crisis created by the war between BRICS partner Russia and Ukraine but said South Africa continues to call for dialogue and negotiation towards a peaceful resolution of conflicts around the world. “We are here as the members of BRICS to affirm our shared desire for
a world in which all people have a meaningful stake, in which all have equal opportunity, and from which all can benefit,” he said. “BRICS must play its important role in giving leadership to the world,” the president said. Ramaphosa also called for greater cooperation in developing the economies of BRICS partners. “We need to realise the great potential of our economic partnership to strengthen intra-BRICS trade, investment and tourism. Our combined economic strength should be a catalyst for sustainable global economic recovery,” he said, adding that BRICS provides a valuable platform to address the key challenges of the global South in partnership with like-minded emerging markets. Ramaphosa also highlighted the cooperative efforts between the BRICS partners in fighting the COVID-19 pandemic.
Johnson vows to keep going after by-elections defeat LONDON, JUN 24 (PTI): British Prime Minister Boris Johnson on Friday vowed to “keep going” amid a triple blow to his leadership after the Conservative Party chairman and one of his close allies stepped down following crushing defeats for the governing party in two important by-elections. “We’ve got to recognise there is more we’ve got to do and we certainly will, we will keep going, addressing the concerns of people until we get through this patch,” Johnson, 58, told reporters on the sidelines of the Commonwealth Heads of Government Meeting (CHOGM) in the Rwandan capital of Kigali. “It’s absolutely true we’ve had some tough byelection results… I think

Both polls were seen as a de facto referendum on Johnson’s leadership of the party and as UK PM in the wake of the partygate scandal of COVID lawbreaching parties under his watch at Downing Street. The poll defeat led to Conservative Party chairman and one of Johnson’s close allies, Oliver Dowden, stepping down. “We cannot carry on with business as usual,” said Dowden in his resignation letter, which is being interpreted as a sign for the rest of the Cabinet to join him in toppling the leader.

GAYAN (AFGHANISTAN), JUN 24 (AP): An aftershock took more lives Friday and threatened to pile even more misery on an area of eastern Afghanistan reeling from a powerful earthquake that state media said killed 1,150 people this week. Among the dead from Wednesday’s magnitude 6 quake are 121 children, but that figure is expected to climb, said Mohamed Ayoya, UNICEF’s representative in Afghanistan. He said close to 70 children were injured. That earthquake struck a remote, mountainous region already grappling with staggering poverty at a time when the country as a whole is spiraling deeper into economic crisis after many countries pulled back critical financing and development aid in the wake of the Taliban’s takeover.

PUBLIC APOLOGY
I, Mr. Subhadeep Biswas, son of Lt. Jagadish Biswas, and a resident of Beltola, near Cooperative Bokajan, Assam, was an FIT Teacher cum Warden at Carewell School, Dimapur. I committed a crime against the management and the school through my live video in Instagram on 22 nd June 2022 and sending threatening messages to my colleague which amounted to outraging their modesty, causing irreparable damage to their reputation, defaming their image, harassment and social embarrassment due to my inexcusable, immature, distracting and disrespectful actions. I went live on Instagram on Wednesday, 22nd June 2022 with my username “deep_one_man_ army_bohemia”. In the video, I used derogatory words insulting the management, staff and the school. I also used indecent terms that were damaging and hateful towards the school. I played the victim card out of frustration and under the influence of alcohol , justifying my actions to my audience to gain sympathy from them. I had defamed the school’s good reputation and was summoned for questioning by West Police Station Dimapur, based on an FIR filed by the school authority. I have now realized my mistake and that my actions have consequences including facing legal measures and punishment by law. I unconditionally offer my sincere regrets and apologies publicly for the harassment and embarrassment faced by the school management. I give my word to the authority to be at my best behavior and take responsibility for any future inconveniences faced by the school as a result of my wrong actions and my content in social media. Whatever I had said in the live video is baseless and untrue. It was purely out of my frustration and alcohol influence for which I am ashamed. Sincerely,

“Facta non Verba : Deeds not Words” Regd. No. 56/222/2017-17/PPS-1
CLARIFICATION FROM NDPP 58 SHAMATOR-CHESSORE A/C
With the culmination of By-Election, a new area office was immediately setup at Shamator HQ with the directive of the NDPP Central Office. The urgent follow up steps included the appointment of all the required Office Bearers and setting up of Treasurer from Booth Level to the Area level. Further, in what may be termed an effort to evaluate & scrutinize the position of NDPP party, an extensive tour program was launched incorporating all the areas of the constituency starting from 17th March 2022 to 30th March 2022, covering all the villages under Shamator Block, Chessore & Shamator HQ which comprise of 11 wards. During the occasion, the team member had an opportunity to interact with the party officials & electorates from booth level to the area level as part of an objective undertaking to enable minute & keen evaluation of the households and electorate who pledged their unwavering support & allegiance towards the NDPP candidate Mr. S. Keoshu Yimkhiung, incumbent Hon’ble MLA & Advisor to IPR & VG, Nagaland. Thus, based upon the primary findings derived from direct interviews and information, it has unequivocally came on surface that out of the existing total electorates of the constituency, that is, 17536, there are nearly about 6000 households (which comprised of about 12000 electorates) who have voluntarily and unanimously declared their undeterred allegiance in support towards the incumbent MLA. The above highlighted total electorates of 12000 are a amalgamation of the electorates from different political parties such as NPF, BJP, JD (U) and so forth who ultimately joined the NDPP. At the moment, out of the remaining 5000 electorates, close about 3000 electorates maintaining neutrality. It is an open truth that the NDPP party of the constituency is intact and not a single bonafide member has joined the other political party. So far the party is only strengthening and augmenting at a fast pace, and it is filled with optimism that the incumbent MLA with NDPP ticket would come in power with a whopping absolute majority even during ensuing general elections. Despite spreading all the wrong informations and willful attempts to play false cards in the constituency by the opponents, the NDPP party shall not be dissuaded in any manner whatsoever. It shall rather work with more vigor and impetus in retaining its legitimate seat in the constituency and further pledge to persistently repose its faith and confidence upon the dynamic and charismatic leadership of Shri. Neiphiu Rio, Hon’ble Chief Minister of Nagaland and Shri. Chingwang Konyak, President NDPP Nagaland. Media Cell 58 Shamator-Chessore A/C NDPP DB-661/22 K Y M C

The Truth About Mail-In DNA Tests
ots of Info and Some Confusion If you’re curious about where your ancestors came from or concerned about diseases you might be likely to get, mail-in DNA tests make it easy to get some answers. Dozens of companies offer them, and they can be done with a sample of your saliva or a swab of your cheek. The catch is, you may learn “facts” about yourself that aren’t quite factual. Myth: Predict Chances of Disease These tests look for information in your genes that shows you might be more likely to get a specific disease, such as Alzheimer’s or cancer. But they can’t tell if you’ll end up getting it. They can’t even really tell you your chances of it. Other things, like your lifestyle or habits, affect your risk of getting diseases, too. M y t h : C ove r A l l Conditions The field of genetics is growing quickly, but only so many tests are available. So while you may get information about certain conditions, you might not get any about a less common disease you’re concerned about. M y t h : M a p Yo u r
Family Tree Each company has its own database of samples from people who live in different areas of the world, and they match yours against the others in the database. So your results won’t include everyone who’s been tested -- they’ll only include people who’ve been tested by the company you choose. Myth: Same Info for Siblings Everyone gets 50% of their DNA from each parent, but what’s in each half can be different. So it’s totally possible that you got more of your mom’s European DNA and your sister got more of their Asian DNA. Add your dad to the mix, and things get scrambled further. Just as siblings don’t always look alike, their DNA might not look alike, either. Myth: Nutritional Needs Some testing companies offer personalized advice on dietary supplements based on your test results. Some even try to sell them to you. But no studies show that genetic tests can give you useful information about those or dietary choices. Myth: Effects of Toxins Not everyone who
smokes gets cancer, and some DNA testing companies suggest that the reason for that is in your genes. It may be, at least in part, but there’s no strong science that proves genetic tests can tell you how well your body handles certain things in the environment. Myth: Insurance Rates
Laws are in place to protect you from being denied health insurance or charged more for it. But those laws don’t apply to life insurance, disability insurance, or long-term care insurance. That means it’s possible your genetic test results could be used by the companies that sell these types of insurance.
Myth: Government Regulations Most of these tests are made privately and can be sold to you without any proof that they work as advertised. That may soon change, though. The FDA is coming up with guidelines for genetic tests. Myth: All Tests Are the Same While no testing company can guarantee that the information it gives you is 100% accurate, some are better than others. If you decide to try at-home DNA testing, look for one that meets the U.S. standards called Clinical Laboratory Improvement Amendments (CLIA), and check to see if the tests have been approved by the FDA. Myth: Personal Info Read the fine print.

Taylor Swift releases new song Carolina
Most companies make an effort to keep personal data “private,” but that can mean different things. Make sure you understand what data they’re collecting and who will see it. Myth: Harmless Fun At-home DNA tests can be entertaining, even if they’re not always accurate. But they can cause stress, too. Sometimes genetic tests reveal not-so-happy surprises, like a family member not being related to you or the possibility that you’ll get a certain condition. You might talk with a genetic counselor before deciding whether to get tested. And if you decide to do it, the counselor can help you understand the results. Indian duo faced their stiffest challenge from El Salvador’s Roberto Hernandez and Sofia Paiz who stretched it to shoot-off. But Verma and Jyothi kept their calm to oust their 11th seed opponents, drilling in an X which made the difference in the shoot-off after their final scoreline read an identical 155-155 (19-19). Ankita made the cut at the expense of world number 3 Deepika Kumari, who slipped in the qualification round.
FIFA increases squads to 26 players for WC
DUBAI, JUN 24 (AGENCIES): FIFA has approved bigger 26-man squads for the World Cup in Qatar, to extend football’s relaxation of rules that help coaches and players during the COVID-19 pandemic. The move was expected from the FIFA Bureau — comprising the presidents of FIFA and football’s six confederations — after 23-player rosters were expanded for recent continental championships, Sportstar reported. Adding three players to the typical World Cup roster follows UEFA doing the same for the European Championship last year. There were 28-player squads also approved for the Copa America tournament in South America last year and at the African Cup of Nations in January. The extra numbers help the coaches of the 32 teams cope with possible outbreaks of virus cases. It also means additional players are already following health protocols within the camp in Qatar rather than being brought from their home country.

more demanding than anything I have driven in the past, I didn’t have any issues with my fitness. As a result, we were able to work through the run plan well and complete everything we had mapped out. We did a mixture of high-fuel long runs and as well as shorter, low-fuel runs on different tyre compounds. That gave me a good understanding of how teams operate on an F1 weekend. “Overall, I’m ver y pleased with how the two days went, how I coped and the mileage we were able to complete. I felt I was able to push closer to the limit with every lap and I can’t wait

FIFA serves ultimatum to AIFF
Get a constitution in 38 days, or else face ban
NEW DELHI, JUN 24 (AGENCIES): India has 38 days to avoid a ban from international football. They have to finalise the new constitution by July 31. That’s the biggest takeaway after a series of meetings that took place in New Delhi through the course of this week. Following a meeting with the Supreme Courtappointed Committee of Administrators (CoA) and state football associations on Thursday, the seven-member FIFA and AFC joint delegation have said the new constitution of the All India Football Federation (AIFF) must be finalised by July 31, Indian Express reported. Subsequently, the organisation’s Special General Body Meeting must be called by August 5, when the date of the elections should be finalised. The elections

for the new president must be held by September 15, the world and continental bodies have said. Any deviation from these timelines could lead to India’s suspension from world football. The saga began after the AIFF did not hold elections to appoint a new president within its set timeframe, owing to a logjam in finalising its constitution. This led to the Supreme Court appointing a three-
member CoA, comprising ex-Chief Election Commissioner SY Quraishi, former Supreme Court judge Anil Dave, and former India captain Bhaskar Ganguly, to run the day-to-day affairs of the AIFF after finding them in violation of the Sports Code. As a consequence, India risked facing action from FIFA, which saw this as a violation of their statutes, but instead of imposing an

with a score of 260.5. Radhika Tanwar, also from Haryana, won bronze. In the junior contest Manu was up against Uttar Pradesh’s (U.P) Yuvika Tomar, who was the best Shooter all-around in qualifying, topping both the women’s and junior women’s qualifiers with a
score of 584. Manu however was too good for her, sealing the final 16-12. The bronze again went to Haryana as Lakshita finished the semifinal stage with a score of 246.7, behind Yuvika’s 252.7 and Manu’s 249. Shikha Narwal won in the youth category where Lakshita picked up the silver.
immediate ban, they decided to dispatch a delegation to the country. Sources said that ahead of the meetings, the first of which took place on Tuesday, FIFA and AFC were convinced that the appointment of CoA amounted to external interference and were close to imposing a ban on India. “However, after the meetings, they realised that the state associations were
all on the same page and happy with the CoA,” the source said. “The CoA, too, has assured they will cooperate with FIFA and AFC and finalise the constitution within the set timeline.” It is learnt that FIFA and AFC will monitor the drafting of the new AIFF constitution on a day-to-day basis to ensure it is aligned with their statutes. Once finalised, the constitution has to be presented to the Supreme Court by July 15 with the next hearing scheduled to take place on July 21. The joint delegation, led by AFC general secretary Windsor John, concluded its three-day visit to New Delhi on Thursday. During this period, they held meetings with sports minister Anurag Thakur, the three-member CoA, former AIFF president and current FIFA Council member Praful Patel, officials from the AIFF and state associations, as well as representatives from the country’s top two divisions, the Indian Super League and I-League.

Ranji Trophy final: MP on top against Mumbai
Madhya Pradesh batsman Yash Dubey plays a shot during the third day of the Ranji trophy final cricket match at M Chinnaswamy Stadium, in Bengaluru, Friday. (PTI)
BENGALURU, JUN 24 (IANS): Yash Dubey, Shubham Sharma and Rajat Patidar led Madhya Pradesh’s batting domination on day three of Ranji Trophy Final against Mumbai, bringing the side in touching distance of taking a first-innings lead, ending the day at 368/3 in 125 overs, with just six runs needed to overtake Mumbai’s 374 and grab a crucial first innings lead. Friday was a day which
well and truly belonged to Madhya Pradesh. Dubey and Sharma, the overnight batters, made 133 and 116 respectively, sharing a mammoth 222-run stand for the second wicket. Once the duo fell, Patidar took centrestage with some eye-catchy shots to be unbeaten at 67. For Mumbai, it was a hard day of toil under sunshine, getting very little help from the pitch and dropping Sharma at 55 as well as get-
ting out Patidar on 52 off a no-ball added to their woes. Patidar, whose attacking intent got fans in stadium chanting ‘RCB, RCB’, began the final session with a cracking cover drive off offspinner Tanush Kotian before punching Shams Mulani beautifully between two cover fielders. His aggression continued when he created room to drive through long-off and then played a delightful late cut to keep the Madhya
Pradesh run-making juggernaut going. Patidar reached his thrilling fifty in just 44 balls by clipping Mohit Awasthi through mid-wicket. It seemed that Patidar had thrown his wicket away when he chased a wide ball from Mulani and was caught at backward point. But replays showed that the leftarm spinner had overstepped, giving the right-handed batter reprieve at 52. Post the reprieve, Patidar slowed down and played 27 balls without making a single run. E a r l i e r, M a d h ya Pradesh got 105 runs in the first session without losing any wicket. The day began with Dubey opening the ace of the bat late to get a boundary past gully. With the ball coming nicely on the bat, Sharma made full use of it, dispatching Deshpande for boundaries through cover drive and square drive. BRIEF SCORES: Mumbai 374 all out in 127.4 overs (Sarfaraz Khan 134; Gaurav Yadav 4/106) lead Madhya Pradesh 368/3 in 123 overs (Yash Dubey 133, Shubham Sharma 116; Mohit Awasthi 1/53, Tushar Deshpande 1/73) by six runs
