Cong walk-out as FM explains price rise

NEW DELHI, AUG 1 (AGENCIES): Union minister Nirmala Sitharaman, responding to the debate on price rise in the Lok Sabha today, gave an account of all the parameters to assess the economy, and said there is no chance of the country going into recession or stagflation. In the middle of her response, the Congress staged a walkout, saying they were not satisfied with her response. “The pandemic, second wave of Covid, Omicron, Russia-Ukraine—in spite of all this we have held the inflation at 7 per cent or below. And that has to be recognised,” Sitharaman said. “Currently retail inflation is at 7 per cent. During UPA rule from 2004 to 2014, the inflation went into double digits. During that period, the inflation was above 9 per cent for 22 consecutive months,” she said. Most of the inflation,

NPAC appeals on Aug 5 public rally D I M A P U R , AU G 1 (NPN): Nagaland People’s Action Committee (NPAC) has appealed to all citizens of Dimapur and neighbouring areas to participate in its August 5 rally to press for an early Naga political solution. In a statement, the committee said the motive behind organising the rally was to express public sentiments and anguish over the unending negotiations that had been dragging on for the past 25 years. NPAC said that it would like to send a clear message to Government of India on behalf of citizens of Nagaland that enough was enough and that the public had suffered enough, adding that it would continue to press for an early solution through democratic process.

CNC to hold ‘goodwill prayer fellowship’

CNTC asks hohos, CSO to pressurize govt for oil exploration, peace process D I M A P U R , AU G 1 (NPN): Central Nagaland Tribes Council (CNTC) has appealed to all apex hohos and civil society organisations (CSOs) to put more pressure on the State government for resumption of oil exploration and extraction as early as possible. CNTC said some oilbearing land fell under Niuland and Changpang areas in Wokha district and some foothill areas under Mokokchung, Longleng and Mon districts. But due to the negligence on exploration by the State government, it claimed that Nagaland was incurring heavy losses to the tune of several crores of rupees. CNTC president T Lanu Imchen reiterated that Lothas in particular were facing losses due to non-exploration of oil from their land. The council also

appealed to all CSOs and NGOs to pressurise the Central government and negotiating parties to sign the final Naga solution at the earliest as various NPGs were levying exorbitant taxes on their own people by taking advantage of the prolonged peace process. CNTC and Central Nagaland Women Association (CNWA) took up these issues at separate meetings with various Sumi organisations of Zunheboto district and Ao organisations of remote areas in Mokokchung, including Ao Senden. Status on the Foothill Road construction was also shared at the meeting along with the recent amount sanctioned by the State government. The council acknowledged the responsibilities shouldered by the public of bordering villages for

defending rights for welfare of entire Nagas and called for peaceful co-existence with neighbours. CNTC leaders explained the vision and purpose of the formation of the council, clarifying that it was not a political party or organisation but a pressure group to voice the grievances and needs of the entire Nagas in general, particularly to establish unity of the three tribes, for their social, economic and political betterment. At the meeting, CNTC vice-president Hukiye Yepthomi alleged that people were losing crores of rupees everyday due to non-exploration and extraction of oil. NEW DELHI, AUG 1 (AGENCIES): The Election Commission of India (EC) on Monday launched a nationwide drive to link voter ID cards with Aadhaar cards. As per the EC, the voter ID and Aadhaar linking drive will help in establishing identity of the voters and prevent duplicate entries in the electoral roll. The Election Laws (Amendment) Bill that authorised the linking of Aadhaar with voter ID was passed by the Lok Sabha last year, according to a report by Mint. The EC has decided to set up camps across Maharashtra to assist people to

link their Aadhaar with their voter IDs. Why is it needed? Linking of voter ID with Aadhaar will establish the identity of an elector and will prevent a person from registering his or her name in more than one constituency. The move will also make voters aware about the latest updates from the Election Commission through mobile notifications, according to an Indian Express report. The drive to link voter ID with Aadhaar is voluntary and voters can choose not to link their cards. The name of a voter will not be deleted from the

voter list if he or she doesn’t provide his or her Aadhaar number. How to link voter ID with Aadhaar? Following self-authentication, voters can fill form 6-B either online or offline, available at the election commission website or at electoral registration offices. The Aadhaar number will be provided by the voters in the same form, which is notified by sub-rule 26B of the Electoral Registration Rules of 1980. In addition to this, booth level officers (BLO) will conduct door-to-door visits to get people to fill the form after which records will be digitised accordingly.

DIMAPUR, AUG 1 (NPN): Tizit civil society organisations (CSOs), which launched “indefinite bandh” on NH-702 starting 6am of August 1, as part of its phase-II agitation, have temporarily called off the bandh. The CSOs launched agitation against the failure to resume construction of N-M road (NH-702). In a press release, Konyak Union Tizit unit president T Wangdun Konyak and Tizit Area Students’ Union president James Konyak stated that the concern contractor has “wilfully complied” with the demand made by Tizit CSOs and have resumed the work along NH-702. CSOs had decided to launch phase-II agitation after the contractor failed to resume construction work on NH-702.Tizit CSOs had cautioned that the bandh would not be withdraw until the work resumed in full swing.

ANGTF urges DoSE to keep proposed LDE on hold D I M A P U R , AU G 1 (NPN): All Nagaland Graduate Teachers’ Forum (ANGTF) has urged Department of School Education (DoSE) to keep in abeyance its proposal on Limited Departmental Exam (LDE) till such time ongoing revision of department service rules was completed. In a representation to DoSE commissioner & secretary, forum’s general secretary Temjenyapang, adviser Ponchulo Wanth and convener Kekuolhouthie stated that due to presence of various inherent anomalies in Nagaland School Education Service Rules, 2017, employees’ associations of the department had demanded its review. Thereafter, after

a series of consultative meetings on the issue, the State government had on March 21, 2018 decided to set up a Review Committee to review the service rules. However, due to Covid-19 pandemic, the revision of the service rules could not be completed in time and the exercise was still currently on. The trio therefore requested the commissioner & secretary to keep the proposal on LDE in abeyance till such time the revision of service rules was completed. Further, they pointed out that the seniority list of graduate teachers (GTs) was under preparation in DoSE. So long GT seniority list was under preparation, they reasoned that there could

be no basis to determine the actual seniority of GTs. And since the list could not be finalised to date, they said they did not know who was senior or junior in the list and who were eligible for the proposed LDE because some GTs did not have both appointment and regularisation orders. Moreover, the forum leaders said the professional degree of B Ed in the proposal was made equivalent to pre-service teacher education (PSTE) programmes and Diploma in Elementary Education (D El Ed), which was unbecoming and unacceptable since the hard-earned professional degree of B Ed had been compromised from the purview of the proposal.

They also brought to the notice of the commissioner & secretary that the posts of AHM/JEO were the immediate higher posts for trained GTs to be filled up through promotion, adding the post of GT was the feeder post AHM/JEO in the department’s promotion hierarchy. Hence, they insisted that AHM/JEO post could not be reserved for PT/PGT, etc, through exam or by other means. Doing so, they warned would lead to supersession and encroachment of GTs’ promotional avenues. Over and above this, the nature of appointment, the cadre, nature/level of work and scale pay of PT & GT were different.

NEW DELHI, AUG 1 (PTI): A 35-year-old Nigerian man, living in Delhi and having no recent history of foreign travel, has tested positive for monkeypox, taking the total number of infected people in the country to six, official sources said on Monday. He is the second person in Delhi to test positive for the infection. The man, who has been staying in Delhi for a year now, has no recent history of foreign or local travel, sources told PTI. Meanwhile, two suspected monkeypox patients, both Nigerian nationals, have been admitted to the Delhi government-run LNJP Hospital, the nodal hospital for treat-

ment of the infection, since Sunday. The 35-year-old man, with blisters and fever, were admitted to the LNJP Hospital two days ago. His samples were sent to the National Institute of Virology (NIV) in Pune. The report which arrived Monday evening showed he was positive, an official source said. The two suspected patients of monkeypox also have fever and rashes. They too do not have any recent travel history. One of them was admitted to the hospital on Sunday and the second on Monday and samples sent for testing. Sources said Delhi’s first monkeypox patient is doing fine and is likely to be discharged from the hospital soon.

NSCN (I-M) observes 25 years of ‘Indo-Naga’ ceasefire

D I M A P U R , AU G 1 (NPN): NSCN (I-M) observed the 25 years of the “Indo-Naga” ceasefire at the Mission Centre, WBCC, 7th Mile here on Monday. According to MIP, the chairman of Cease Fire Monitoring Group (CFMG), Lt. Gen. Amarjeet Singh Bedi, attended the programme as a special invitee. Delivering the keynote speech, “lt. gen.” (Retd.) V.S. Atem, Member Collective Leadership, NSCN and Team Leader, Cease Fire Ground Rules Review Committee (CFGRRC) said (Cont’d on p-8) “25 years is a long period in

human life and 25 years of ceasefire is not a joke.” Atem said that many things have happened during this period, good and bad, but NSCN was still struggling to solve the problem. According to MIP, various organizations who attended the meeting included leaders from Naga Hoho, Eastern Nagaland People’s Organization (ENPO), United Naga Council (UNC), Naga Council Dimapur (NCD), Naga People’s Movement for Human Rights (NPMHR), Forum for Naga Reconciliation (FNR), Naga Mother’s As-

sociation (NMA), Naga Students’ Federation (NSF), Global Naga Forum (GNF) and Tenyimi Union, Dimapur (TUD). MIP said they all expressed concern over the long years of the “IndoNaga” ceasefire, “which is yet to find a solution to the Naga political issue.” The occasion was marked by releasing a booklet “25 Years of Indo-Naga Ceasefire (1997-2022)”. NPGs extend Tsüngremong, Naknyulüm greetings DIMAPUR: Niki-led NSCN (K) has conveyed Tsüngremong and Naknyulüm greetings to the Ao and Chang communities. In a message, the group through its MIP hoped that the grace of God would be upon the members of the communities as they celebrate their festivals and that the spirit of the festivals would strength the brotherhood and unity among people. NMSUB organises medical camp in Bihar

DIMAPUR: Nagaland Medical Students’ Union Bihar (NMSUB) organised a free medical camp at Khoksa village, Bihar in collaboration with Patna Mission Field, Presbyterian of India on July 29. In a press release, NMSUB office informed that the medical camp was organised in commemoration of its third general conference and the necessity to promote healthcare facilities in rural areas of

Bihar. During a short programme, Dr. Nyemwang W Konyak acknowledged Patna Mission Field for providing platform to the union to carry out the camp. Altogether, 157 patients availed medical facilities and free medicines. The medical team comprised of three specialist doctors, three interns, 22 medical students, one nurse and several non-medical

volunteers. The camp was led by senior resident, psychiatry, ANMMCH, Gaya, BiharDr Takum Mokholee, senior resident, surgery NMCH, Patna Bihar-Dr Nyemwang W Konyak, PG, Anesthesia, IGIMS, Patna-Dr Manom Konyak and Longzochang Imchen. Screening for NCD, free check-ups, consultations, counselling and awareness on various health issues were also carried out.

DIMAPUR: District and Sub-Division administrations have been conducting meetings and trainings on intensive revision of electoral rolls for municipal/town council election. In Dimapur, the training of supervisors and enumerators of East Dimapur Town Council election conducted on Monday, in the conference hall of deputy commissioner (DC) Dimapur. According to a DIPR report, the training was conducted by ADC Dimapur and administrator East Dimapur Municipal Council and EAC and AERO, East Dimapur Town Council. ADC Dimapur informed that government was all set to go for intensive summary revision and for which, house to house enumeration would be conducted from August 3-September 24. ADC Dimapur appealed all to extend cooperation to enumerators for successful conduct of the scheduled summary revision. DIMAPUR: National Vector Borne Diseases Control Programme (NVVDCP), Dimapur district observed “anti-dengue month” in the month of July, on the theme “dengue prevention and control is everyone’s responsibility. Together we can make a difference”. In a press release, District Programme Management Unit (DPMU) Dimapur informed that DPO, CD-1 Dimapur, Dr. A. Kavito Zhimomi said several interventions and awareness activities were carried out to prevent and control dengue in rural areas of Dimapur.

Informing that one of the main activities included mosquito-elimination activity, Dr. Kavito said with the involvement of communities, mosquito breeding places in and around residential areas were removed. The communities also carried out social work and cleanliness drives in their respective localities to get rid of mosquito breeding grounds. Meanwhile, NVBDCP staff including senior malaria inspector, malaria inspector, district VBD consultant, malaria technical supervisor, surveillance inspectors,

surveillance workers and ASHAs conducted awareness programmes on vectorborne diseases in 50 villages. The teams also carried out sample collection in several villages to prevent and control outbreak of any vector borne diseases in the district. Further, health workers also carried out awareness activities focusing on use of mosquito nets and mosquito repellants, removal of mosquito breeding sites and recommended fever patients to get tested for vector borne diseases for early detection and treatment.

NBSE informs schools offering financial literacy courses DIMAPUR: Nagaland Board of School Education (NBSE) has informed schools offering Financial Literacy courses in Class IX & X that the Financial Literacy Examination 2022 will be conducted by the schools through online mode from August 29 to 31. According to a DIPR report, NBSE informed that no examination routine will be given out by the board; schools have the liberty to fix date and timing of the examinations for students on any of specified dates and schools can conduct in batches if necessary. Question paper will consist of 100 multiple choice questions carrying one mark each; schools are requested to obtain the link of examination from authorised contact number as follows—schools in Kohima, Mokokchung, Tuensang, Mon, Phek, Longleng, Noklak, Tseminyu and Shamator districts at 943640392, and schools from Wokha, Zunheboto, Dimapur, Kiphire, Peren, Niuland and Chümoukedima districts at 9436821905. The link to the examination will be provided to schools two hours ahead on days of the examination; the board will allot the roll number and share it with schools in the NBSE Financial Literacy WhatsApp group at a later date; only students who are allotted roll number by the board are eligible for the examination. It was started without any support from government for the first 10 years and later, in recognition of their services, founder Neithonuo Liegise was awarded with a Department Special Award by the department of Social Welfare on October 1, 2013. The state government recommended and forwarded the project proposal to ministry of Social Justice and Empowerment and was provided Grantin-Aid for 2017-2019 for maintenance of the senior citizens’ home. After the grant stopped in 2019, the Home has been running on the support from individuals, sponsors, churches and communities till date. The Home presently houses 25 elderly persons (five males and 20 females).

The agitating teachers under the banner of All Meghalaya Government LP School Contractual Teachers’ Association (MGLPSTA) were later asked by the district authorities to move to a place near the

Meghalaya Board of School Education (MBoSE) which is opposite the Raj Bhavan. Chief Minister Conrad Sangma was not inside the bungalow as he is on an official visit to Thailand. The contractual teachers were demanding reinstatement despite the fact they failed in Meghalaya Teacher Eligibility Test (MTET) exams. At least 800 teachers are demanding their reinstatement after their services were terminated in 2021.

G U WA H AT I , AU G 1 (IANS): A 22-year-old youth of Amguri town in Assam’s Sivsagar district has been in jail for more than two months after he had allegedly posted a comment on Facebook in support of banned terror outfit United Liberation Front of AsomIndependent (ULFA-I). Bitupan Changmai, who had commented on a Jorhat college girl-student Barshashree Buragohain’s poem that she posted on Facebook, was subsequently nabbed by the police on the allegation of supporting ULFA-I. Changmai was arrested from his house on May 19, and presented in

the Sivsagar district court the next day. He was booked under 120B/121/121A sections of the IPC and the stringent Unlawful Activities (Preventions) Act has also been slapped on him. He was lodged in the Sivsagar district jail after the magistrate sent him to judicial custody. The Officer-In-Charge of Amguri police station told IANS that they were informed by the cyber cell of the ‘unlawful’ activities of Changmai, and was instructed to take him in the custody. The police then went to his house and arrested Bitupan. The police officer also said that the 22-year-old has completed

With the revocation of suspension, the House resumed normal business. The ball for revocation of suspension was set rolling with the Speaker convening a meeting of floor leaders on Monday to end the stalemate in the House.

As the House reconvened at 2:00 pm, Birla said he was hurt by the incidents that took place in the House over the past two weeks and urged members to work towards upholding the dignity of the Lok Sabha. “There should be a consensus that we do not get placards in the House. I will urge all political parties not to bring placards to the House. I am giving a final warning, if anyone gets placards to the House I will neither listen to the government nor the opposition and will take action,” the Speaker said. Congress leader in Lok Sabha Adhir Ranjan Chowdhur y said the Opposition had to raise some issues vociferously in the House, and at times resort to protests if the government does not give them a patient hearing. He assured the Speaker that he will convey the views expressed by the chair to the

members who have been suspended. Chowdhury said it was not the intention of the opposition to hurt the chair. The Congress leader also suggested that the Speaker call a meeting of the General Purposes Committee to decide on the modes of protests in the House. Parliamentary Affairs Minister Pralhad Joshi said he had told the all-party meeting that Finance Minister Nirmala Sitharaman was suffering from COVID-19 and the discussion on price rise would be taken up as soon as she recovered. However, the opposition continued with the protests despite the assurance from the government. “I am not able to understand why the Lok Sabha productivity was lost for the last two weeks,” Joshi said.

ise in price Rise in prices of almost all items in the market has provided the ammunition for the opposition to aim at the government for creating the current market crisis. However, the government at the Centre has managed to place the opposition in suspended animation on the demand for a house debate. The prices of almost all commodities are showing a steady rise across cities and states and this has sent alarm bells in various states. In metro cities the prices of consumable items such as tomato or onions have shot up beyond the tolerance limits. People in general understand what is inflation and what is expected of the reflection in the market. However, when market prices do not only reflect the economic situation. Prices of all essential commodities from rice to tomatoes have shot up. A kg of rice that used to be sold for Rs.30 in metro cities recently has shot up to Rs.35. Also the price a kg of tomato, which was available for Rs 30 till last month, has now touched Rs 45. In far flung areas the price of a kg of onion sold at Rs.45 has shot off to Rs.60 and more. The government at the Centre has not taken enough steps to check price rise which has been reflected in the inflation which recorded at around 7.01 %. Food inflation is back on the national political agenda. In August, food inflation rose to 18 per cent, the highest in nearly three years. It is no more a unilateral onslaught of onion price rise on the political class. All food items now compete with onion in being unaffordable. Given that an average household in India spends nearly 50 per cent of its earning on food—the poor spend more than 60 per cent—price rise will precipitate a crisis. Going by the survey findings, the impacts will be severe in India. The poor will face double whammy: one, they will be forced to spend much more on food by diverting funds for other pur-poses and two, their health will further deteriorate. India’s poverty level may increase sharply and the country may not achieve results in its fight against infant and child mortality and malnutrition. The urban poor have been the worst affected by inflation since the start of the Covid-19 pandemic last year. Over the coming year, however, even the urban rich might feel the heat of high prices. On the other hand, GST has been like a golden goose for the government when it collected around Rs.1.5 lakh crore in July last. The gross goods and service tax (GST) revenue collected in the month of July stood at Rs 1,48,995 crore, which is the second highest ever since the introduction of GST and up 28% year-on-year, the Finance Ministry. Monthly GST revenues have been more than Rs 1.4 lakh crore for five straight months. The growth in GST revenue till July 2022 over the same period last year is 35%. The government should have no excuse nor problem, to discuss the cause of price rise. This cannot be left at the mercy of the politics since it affects every household in India.

India’s millions consume more than the country can sustain

W

hether we’re running a country or a household, we always need to spend within our budget. The Earth also has a budget – the ecological budget, where income and expenditure take the form of natural resources. Like every budget, the Earth’s is limited. Today, humans are using the resources replenished by one year of the Earth’s natural processes in only seven to eight months. Earth Overshoot Day is the date by which all of the Earth’s ecological resources and services for the year are consumed. This year, it falls on July 28. According to a report from advocacy group Global Footprint Network, Earth Overshoot Day was on December 25 in 1971 and has been creeping earlier each year. Currently, humans are consuming 1.7 times the resources the Earth can replace in one year. By 2030, humans will require the resources produced on two Earths. In the Indian context, the country will require 2.5 times more natural resources to meet its demand by 2030. Overexploitation of resources by a growing population has reversed the demand-and-supply relationship. Even if its

birth rate continues to decline, India is projected to be home to around 1.51 billion people by 2030. India has lower per-capita consumption of natural resources than many countries, but overshoot occurs due to its high population and limited resources. India has about 18 percent of the world’s population, while its land, forest and clean water make up a meagre 2.4, 2 and 4 percent of the world’s respective totals. Represented as land area, the natural resources available to sustain people in India take up 0.5 hectares per person, while consumption is around 1.1 hectares per person. According to the Global Footprint Network report, overfishing, indiscriminate deforestation and excessive carbon-dioxide emissions are the main reasons for the Earth’s overshoot. The Ear th cleans the atmosphere by absorbing carbon dioxide. The report finds the natural resources needed to scrub carbon dioxide from the atmosphere make up about 60 percent of the total ecological footprint. One hundred and fifty years ago, the human carbon footprint was negligible. The world relies heavily on carbon dioxide-releas-

ing fossil fuels to meet its energy demand. According to the BP Statistical Review of World Energy, about 61.74 per cent of electricity demand in 2021 was from fossil sources. About 78.5 per cent of electricity in India comes from fossil fuels, followed by renewable sources (19 percent) and nuclear sources (2.5 per cent). Coal has the largest share (44 per cent) of India’s electricity supply. India ranks third in global electricity generation and consumption. The energy sector in India is the largest greenhouse gas emitter. According to the GE Gas Power report, although greenhouse gas emissions from the energy sector in India are more than the global average, they have declined – mainly due to the shift in government policy towards renewable energy since the 2015 Paris Agreement. With a total installed capacity of more than 160 gigawatts in March 2022, renewable energy generation capacity has increased about 400 per cent in the past nine years. Electricity demand is expected to grow at 5 percent each year over 2018–40, and India has rich potential for renewable energy sources such as solar,

hydro, wind and biomass. As a tropical country, India receives plentiful sunlight. According to the National Institute of Solar Energy, if the country installed solar on just three per cent of its degraded land areas, its solar energy potential would increase to 750 gigawatts. The National Institute of Wind Energy has estimated that the country has about 700 gigawatts of wind energy potential at 120 metres above the ground. About 230 million tonnes of surplus agricultural residues are produced every year in India, representing 28 gigawatts of electricity-generation potential. The country also possesses more than 7,500 kilometres of coastline for tapping tidal, wave or offshore wind energy. In short, India has the renewable resources to meet its current and future energy demands. By 2050, India can achieve a net-zero carbon footprint by reducing emissions from the energy sector and deploying renewable energy quickly and strategically. India is very much on track to achieve 175 gigawatts of installed solar power capacity by 2022 and 500 gigawatts of non-fossil electricity by 2030. The

Government of India also has various initiatives such as the National Clean Air Programme, Bharat StageVI vehicle-emissions regulation, the National Action Plan on Climate Change and the UJALA scheme to promote energy-efficient light globes. O ve r c o n s u m p t i o n of the Earth’s resources means anything consumed after July 28 is debt borrowed from the Earth’s future. If it is not slowly repaid, exhaustion of the existing resources on Earth will put human existence in danger. The Global Footprint Network report suggests that if we make Overshoot Day later by five days every year from now until 2050, the resources produced by the Earth will be enough for human consumption. This means natural resource efficiency and energy conservation are essential. Only then can this Earth continue to support life for all. Rationalization of Dobashis: Much awaited and welcome move

N

agaland is one of the few states in India where the unique customs and traditions have been duly acknowledged; to this effect Article 371A of the Indian Constitution clearly states that…….. “ (ii) Naga customary law and procedure, (iii) administration of civil and criminal justice involving decisions according to Naga customary law” etcetera, shall have no interference by the act of parliament. These are the provisions and essence upon which the state of Nagaland was established and known across the world. The rule for administration of justice and police in Nagaland 1937, is another guiding principle that governs the state of Nagaland; the second amendment act 1982, (nagaland act no. 4 of 1983) “15A states that the Dobashis henceforth shall try and decide such criminal cases only as they are referred to them by the Deputy Commissioner, Addl. Deputy Commissioner or Assistant to Deputy Commissioner as the case may be”. “23A further states that the Dobashis henceforward shall try and decide such Civil cases

only as they are referred to them by the Deputy Commissioner, Addl. Deputy Commissioner or Assistant to Deputy Commissioner as the case may be”. These are the few provisions, among many, how Dobashis perform their duties. Let me put on record that the Dobashis were in existence as early as 1842- it’s a legacy of the British Raj. Accept it or not, the sacrifices made by Dobashis opened the gate of civilization in Nagaland. The distinctive, indomitable, and sacrificial spirits exhibited by Dobashis in performing duties have led the Dobashis thus far. From the time of the Britishers, the Dobashis were assigned to adjudicate cases of civil and criminal in tune with the customs and traditions of the Nagas. Thus, by the 19th Century, the Dobashis began to run independent Customary Courts in Nagaland, duly acclaimed by visiting Chief Justice of Supreme & High courts of India. However, it is unfortunate and disappointing to see that the provisions laid & accorded, recognizing our unique customs and tradition are never put to

the test even after attaining 60th years of statehood by successive lawmakers and politicians. It remained as folklore on the pages of the Indian Constitution; not a single letter was extracted from the provisions to ensure safe practices and usage. Dobashis as the oldest statutory institution in Nagaland has been managing the Courts and adjudicating cases both civil and criminal with all sincerity and commitment as defined in the rules for administration of justice and police in Nagaland (second amendment act 1982). However, the aged-old institution has been sullied by the involvement of politicians, revolutionists, etc. by appointing their candidates to serve their vested ends. It’s a wonder to see even non-indigenous persons being appointed as Dobashis, which is killing the very essence of traditions. Practically, the Dobashis as the custodian of our customs traditions manage the Customary Courts in Nagaland although not formally constituted by the Government- the rules for administration of justice and police in Nagaland (third amendment

act 1984 (Nagaland act no.1 of 1987) Chapter IVA provides for constitution of customary courts in Nagaland viz. Village courts, subordinate District customary courts, and District customary courts. However, due to the non-constitution (absence) of these courts, there have been instances of legal ramifications while adjudicating cases of civil and criminal even though endorsed by Deputy Commissioner, Addl. Deputy Commissioner, or Assistant to Deputy Commissioner because in reality there are no Customary Courts in Nagaland; although the Commissioner office Nagaland may have designated Customary Courts for all administrative Offices of Nagaland. In light of the above, the call for rationalization of Dobashis by Hon’bel Chief Minister Nagaland Neiphiu Rio at the 2 day DCs Conference on 1st & 2nd July 2022 at Kohima is a much awaited topic and welcome move. I urge and appeal to the government of Nagaland to consider the following points while rationalization of Dobashis is taken up. 1.

Qualification for Dobashis- to have mandatory graduate degree having experience in the field of customs and traditions. 2. Nonindigenous, bastard, fugitive, criminal, and persons married to sisters should be debarred entry into Dobashis service. 3. The criteria for appointment to Dobashis be made on a merit basis and no political or outside elements ruin the age-old institution. 4. A voluntary retirement scheme may be introduced for persons with permanent sickness and non-performing Dobashis. 5. Physical fitness, efficiency and obedience may be given due emphasis for regularization of in-service casual employees. 6. Perks and wages may be looked into accordingly. It’s high time we wake up from our slumber, and look back to where we came from, and what history holds for us, and make use of the provisions the Government of India has accorded us for a better and glorious Nagaland. ‘A Response to NSF’s allegation that the Naga Club was formed only in 2017/18’

(From Previous issue....) This so-called Naga Club is actually a Naga Football Club and has no relation to the socio-political Naga Club formed in 1918 and well known for the Memorandum to the Simon Commission. On revival of the Naga Club on 7th Jan. 1982 at Kohima Vill. Panchayat under the auspices of the Naga Elders’ Conference, there ensued a claim of ownership by the so-called Naga Club formed by the NFA and a case filed in the Court of DC. Subsequently the two contending parties met on 20th Aug. 1983 at the initiative of Angami Public Organization (APO) and resolved the dispute. This matter of some individual laying claim of ownership of the Naga Club therefore has been disposed of and the so-called new Naga Club formed by the NFA was dissolved and the old Naga Club revived under the patronage of the Naga Elders’ Conference bestowed the legitimate rights of the Naga Club. Therefore, the unfounded fears of the NSF’s claim of individual laying

claim to the ownership is unwarranted and null and void. The Naga Club, in the early part of 2018 conveyed to the NSF of its plan to raise a monolith to commemorate 100 years of Naga Club and had even requested the NSF to come forward as co-owner of Naga Club to which their response was very positive. However, after the Federal Assembly of NSF held at Senapati, Manipur in the month of Sept, 2018 for reasons best known to the NSF, they took a ‘U-turn’ and refused to meet the Naga Club, stating that their meeting with the Naga Club would legitimize the Naga Club, a stand which they have adamantly taken to this day, and refused to even respond to the Club’s various letters of requests for meetings till the end of June 2022. The Naga Club is unable to comprehend the reasons as to why NSF has taken such a stance, which the Club considers as very unfortunate. As stated by A. Kevichüsa in 1983, the Naga Club once again reiterate that the Naga Club and its

history and assets “belongs to the Nagas as a whole” including the NSF. The Naga Club, therefore, appeal to all the Nagas to come together to leave a good legacy for future generations. 3. The Centennial Celebration of the Naga Club: As far as the allegation made by NSF (quote) “the claim seemed to have ulterior motives as it was during its decision to celebrate 100 years of Naga Club in 2018 and honor our ancestors who had laid the foundation of Naga nationhood that ‘this Naga Club’ was formed suddenly to hijack the celebrations …..” (unquote) is a figment of the immature imagination of the NSF. The Naga Club is to once again clarify to all concerned that it did not stop any organization in celebrating the existence of 100 years of Naga Club. The NSF as a separate entity has the full freedom to celebrate the 100 years of Naga Club and as a matter of fact, the NSF organized and celebrated the 100 years of Naga Club in Oct. 2018 and had even raised a monolith to commemorate the NSF celebration of 100

years of Naga Club at NSF Solidarity Park, behind Nagaland Govt. Secretariat, Kohima. The Naga Club as an Organization that had survived and existed a hundred years, celebrated its Centennial Celebration on 29th Nov. 2018 at Jotsoma Village. Therefore, the question of hijacking the celebration as wildly alleged does not arise. Also, the Naga Club hereby clarifies to all that it has no intention whatsoever, to hamper the celebration of 75 years of existence of NSF nor has any intent as in the words of NSF (quote) “to turn our celebrations into a nightmare” as blatantly alleged by NSF. 4. The reconstruction of the Naga Club Building and the vision: Although the Naga Club started as a social club, because of its connection to the Simon Commission, it has been immortalized and has become a living Institution for all the Nagas that became a forerunner and a father to all other subsequent Naga organizations. And though the Naga Club lay dormant for some period of time, it has been reactivated into a vibrant functional body.

The Naga Club is deeply concerned with the historical significance of the Club and its building and the historical relevance to the Nagas, rather than the commercial returns that the building may yield. It is on this account that a reconstruction of the Naga Club building is imperative and thus gains significance. It is the earnest endeavor of the officials and representatives of the Naga Club to restore the Naga Club Building to its rightful owner, which is the institution of the Naga Club, and that it may continue to stand tall without fear or favor to shelter and provide a platform to all organization that works for the interest and welfare of every Nagas both far and near. The Naga Club possesses all the relevant documents including construction permit and a construction committee comprising of many Naga tribes. Once the reconstruction of the Naga Club Building near the Old Secretariat Complex Kohima is completed, it is envisioned to house a large MUSEUM to preserve and display the Naga traditional artifacts such as

antiques, ornaments, tools and equipments, alongside a LIBRARY where all the literature referring to the Naga people, its history, social, political, economic, literary, and important aspects of the Nagas are made available so as to exhibit the illustrious history, culture, heritage and legacy of the Nagas. In consonance with the old tradition where the Naga Club building served as an amenity for the Naga public, it will also house an office as a Morung, a Conference hall and also make provisions to house the various representation of all the Nagas encompassing an inclusive Pan-Naga community to foster unity and to pave way for better understanding so as to usher progress, development and peace. It is therefore hoped that wisdom will prevail over youthful brashness in the good interest of the Nagas. In view of this benevolent mission with a vision, the Naga Club welcomes every Naga to be a part of this historical legacy without any misgivings. Uddhav hails Raut, slams Nadda Centre forms task force to monitor monkeypox over remarks on family-run parties

NEW DELHI, AUG 1 (PTI): A task force on monkeypox has been constituted to closely monitor the emerging situation in the country and decide on response initiatives to tackle the spread of the disease, official sources said on Monday. It will also provide guidance to the government on expansion of diagnostic facilities in the country and explore emerging trends related to vaccination for the disease, the sources told PTI. Samples of a 22-yearold man, who died in Kerala last week, have come out positive for monkeypox on Monday. The man had recently returned from the UAE where also his samples had tested positive for the disease, official sources said. India has reported a total of five cases of the disease so far. The decision to constitute the task force was taken at a high-level meeting held on July 26 at the level

Ministry has undertaken a number of initiatives which includes strengthening of health screening at Points of Entry and operationalisation of 15 laboratories under the ICMR to undertake testing for monkeypox disease. It also issued comprehensive guidelines on the disease covering both public health as well as clinical management aspects and regular interaction with states were held virtually as well as Central multidisciplinary teams were deployed to affected states. According to the WHO, monkeypox is a viral zoonosis -- a virus transmitted to humans from animals -- with symptoms similar to smallpox although clinically less severe. It can also be transmitted through direct contact with body fluids or lesions, and indirect contact with lesion material such as through contaminated clothing or linen of an infected person. Animal-tohuman transmission may occur by bite or scratch of infected animals or through bush meat preparation. The incubation period is usually from six to 13 days and the case fatality rate of monkeypox has historically ranged up to 11 per cent in the general population and higher among children. In recent times, the case fatality rate has been around three to six per cent.

JABALPUR (MP), AUG 1 (PTI): Eight people, including four patients, were charred to death and five others injured in a major fire that broke out at a private hospital here on Monday afternoon officials said. Jabalpur Collector Dr Ilayaraja T said four patients, a caregiver and three staffers of New Life Multispeciality Hospital, housed in a ground plus three-storey building, died in the fire which has been put out. Of the five injured, he said, two were in critical condition and admitted to the ICU of the government medical college in Jabalpur. He said evacuation of patients and other people from the 30-bed hospital was over and no one was trapped in the building. The Collector said there were 20 to 25 people in the hospital when the blaze started. The fire erupted at New Life Multi-speciality Hospital near Damoh

IMD issued red alerts for Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Ernakulam and Idukki districts. In view of the development, Kerala Chief Minister Pinarayi Vijayan has called a meeting of the District Collectors to assess rain damage and coordinate relief work, a release issued by the Chief Minister’s Office (CMO) said. The CM has asked people to be very careful, not go into rivers, water bodies, streams etc. to bathe, wash clothes or bathe animals, avoid night travel as much as possible and be ready to strictly follow the warnings given by the Disaster Management Authority, the release said. The police, fire brigade and other government agencies have been instructed to be alert, fishermen have been advised not to go into the sea under any circumstances and people living in areas prone to landslides have been asked to evacuate and move to relief camps, it said. Besides the red alerts, the IMD also issued orange alerts in Thrissur and Malappuram districts and yellow alerts in the remaining districts of the state for the day. 5G auction ends; Reliance Jio top bidder with Rs. 84,500 cr

NEW DELHI, AUG 1 (IANS): Led by Reliance Jio, the mega 5G spectrum auction ended on Monday after receiving record bids worth over Rs 1.5 lakh crore in 40 rounds spanning across seven days. 5G airwaves worth Rs 1,50,173 crore has been sold so far and the final tally is being prepared by the government, according to sources. Day six of the 5G spectrum auction on Sunday saw an incremental increase in the bidding figure after 37 rounds, with bids worth Rs 1,50,130 crore. According to industry analysts, Reliance Jio has placed bids for more than Rs

84,500 crore, while Airtel’s bids are worth more than Rs 46,500 crore. Vodafone Idea has placed bids of around Rs 18,500 crore, while a unit of Adani Enterprises has bids of around Rs 5,000 crore. Jio and Airtel were fiercely engaged in intense bidding in Uttar Pradesh East circle for the 1800MHz band. Devroop Dhar, Cofounder and board member, Primus Partners, said the auction stands testimony to the fact that the industry is willing and ready to expand further than ever before. “That is also the reason behind the key players finally going for the 700MHz

The army seized power on February 1 last year from the elected government of Aung San Suu Kyi. It cited alleged fraud in the November 2020 general election, which Suu Kyi’s National League for Democracy party had won in a landslide while the military-backed party did poorly. on its official blog for announcing broad schedules for the band’s comeback that the group will prerelease some of the upcoming album’s tracks this month and officially drop the album in September. In October, the group will begin its largest-ever world tour to meet its international fans, the agency added without giving exact dates or hours. “The name for this

comeback project is ‘Born Pink,’ which implies the identity of BLACKPINK, which is never ordinary and will exude a fatal aura,” the agency said in a press release. The upcoming album will mark the band’s first project with all four members in one year and 10 months. bacteria that causes a rare but serious disease has been discovered in soil and water samples in the Gulf Coast region of Mississippi after two people who live near each other fell ill. In a notice issued Wednesday, the U.S. Centers for Disease Control and Prevention advised Gulf Coast residents, particularly those with certain health conditions, to take precautions against Burkholderia pseudomallei and prevent a disease it causes called melioidosis. Symptoms of melioidosis can include fever, joint pain and headaches. It can also cause pneumonia, abscesses and blood infections. Melioidosis is fatal in about 10% to 50% of people who are infected worldwide, and it typically surfaces in tropical and subtropical areas, such as South and Southeast Asia, northern Australia, Puerto Rico and parts of Central and South America. Unfortunately, the environmental conditions found in the Gulf Coast states are conducive to the growth of this bacteria, the CDC noted. Though it is a serious illness, risk to the general population still remains low, the CDC added.

One of the two known cases happened in 2022. The other occurred two years earlier. That they lived in close geographic proximity but were unrelated to each other prompted state health officials and the CDC to test household products, soil and water in and around both patients’ homes, with their permission. He lifted 143kg in snatch and 170kg in clean and jerk to top the field ahead of Malaysia’s Erry Hidayat Muhammad, who took silver with a total of

303kg, while Canada’s S. Darsigny claimed bronze with a total of 298kg. COVENTRY, AUG 1 (PTI): Indian judokas L Shushila Devi and V i j a y K u m a r Ya d av signed off with a silver and a bronze medal in women’s 48kg and men’s 60kg respectively at the Commonwealth Games here on Monday. The 27-year-old Shushila fought hard before losing the final via ‘Waza-Ari’ in the 4.25-minute final against South Africa’s Michaela Whitebooi, while Yadav dished out a dominating show to take down Petros Christodoulides of Cyprus with a ‘Ippon’ in the bronze medal match.

For Shushila, it was her second silver medal at the showpiece event. She had finished runners-up at the 2014 Glasgow games as well. A sub-inspector with Manipur Police, Shushila had progressed to the final, beating Priscilla Morand of Mauritius. She had beaten Harriet Bonface of Malawi on way to her quarterfinals earlier in the day. The 26-year-old Yadav, on the other hand, produced a superlative performance as he pounced on the mistake of his opponent and pinned him down for 10 seconds to end the contest in just 58 seconds.

Ippon is a move in which a contestant throws his opponent to the mat with considerable force and speed so that the opponent lands on his back. An ippon is also awarded when a contestant immobilizes his opponent with a grappling hold-down for 20 seconds, or when an opponent gives up. Ya d a v, w h o h a s won the Commonwealth Championships in 2018 and 2019, had lost to Joshua Katz of Australia in the quarterfinal, but he produced a superb performance in 60kg repechage to advance to the bronze medal match with

a win by ‘Waza Ari’ over Dylon Munro of Scotland. A ‘waza-ari’ is awarded after a player throws his opponent with control and accuracy, but not to the extent of an ippon. Jasleen Singh Saini will also fight for a bronze medal after losing the men’s 66kg semifinal to Scotland’s Finlay Allan. Saini, who sailed into the semifinals earlier in the day, lost after the Scot performed an ‘Ippon’ in a match that lasted a little less than two and half minutes. The 24-year-old Saini, however, has a chance to earn a podium finish as he will compete in the bronze medal play-off against Australian Nathan Katz later tonight. Suchika Tariyal has already reached the bronze medal round after defeating Donne Breytenbach of South Africa in the women’s 57kg repechage. India had won two silver and two bronze at the Glasgow 2014, their best ever show in judo.

Hussamudin cruise into QFs

BIRMINGHAM, AUG 1 (PTI): Indian b ox e r A m i t P a n g h a l began his campaign at the Commonwealth Games with a facile win as he stormed into the men’s flyweight (51kg) quarterfinals on Monday. Pa n g h a l , a wo r l d championship silver medallist, out-punched Namri Berri of Vanuatu via an unanimous verdict. Featherweight boxer Mohammad Hussamudin made it two out of two as he also advanced to the quarterfinals with a similar 5-0 win over Mohammad Salim Hossain of Bangladesh in the round of 16. Panghal, who is participating in his first big tournament after the disappointing show at the Tokyo Olympics, looked in control throughout the three rounds. He used his combination of right and left punches effectively and fought from a distance, compelling Berri to come forward and attack.

Amit Panghal Panghal was quick to land a flurry of punches in each of the three rounds as Berri was no match for the Indian. With the opening two rounds going in his favour, Panghal was content with defending in the final three minutes, saving his energy for the tougher challenges ahead. He is now one win away from securing his second CWG medal. He will face 20-yearold Lennon Mulligan of Scotland. Last edition’s bronze medallist, Hussamudin also put up a dominant display in his fast-paced bout. He will fancy his chances of a second CWG medal as he faces Namibia’s Tryagain Morning Ndevelo in the quarterfinals.

LO N D O N, AU G 1 (AFP): England won a major women’s tournament for the first time as Chloe Kelly’s extra-time goal secured a 2-1 victory over Germany at a sold out Wembley on Sunday. In front of a record crowd of 87,192 for any match in the history of the European Championships, Kelly prodded home a loose ball from close range to end English football’s 56-year wait for a World Cup or Euro victory. England looked set for victory in the 90 minutes when substitute Ella Toone’s sublime chip over Merle Frohms put the hosts in front.
