SC directs Nagaland to complete local body elections by Jan 2023

DIMAPUR, JUL 29 (NPN): After the public of Changki village resolved to set aside all differences and misunderstanding including that with the Ao Senden in May 26 this year, the Ao Senden on July 29 revoked the 30-year expulsion/ex-communication order on Changki Ayim Asem Senso Mungdang (CAASM) from the Ao community. A joint statement by CAASM president Aostungba, Changki in-laws core committee secretary Dr Rev Temjen Ozukum; Ao Senden president Chubawati Longchar and general secretary Imtipokyim said CAASM, citing the May 25 agreement of Changki village, wrote to Ao Senden to accept them as part of the Ao community. The Senden Friday called for a meeting of all stakeholders and revoked its order and absolved CAASM. It, however, said any violation of Ao customs and practises in the future would not be accepted and tolerated.

DIMAPUR, JUL 29 (NPN): Nagaland on Friday recorded 14 fresh Covid-19 positive cases while no deaths were reported during the day. Kohima reported six cases, three in Mokokchung, two in Dimapur and one each in Longleng, Mon and Tuensang, taking the total caseload to 35,765. The active cases rose to 102-- 10 admitted to Covid hospitals and 92 under home isolation. The death toll remained unchanged at 769 (including 5 non-Covid deaths but with positivity). India logged 20,409 new Covid-19 cases on Friday pushing the total tally to 4,39,79,730, while the death toll climbed to 5,26,258 with 32 new fatalities.

To mark this year’s Independence Day celebration, the citizens of the State have been encouraged to hoist the National flag at their homes from August 13-15, 2022. ‘Har Ghar Tiranga’ is a campaign under the aegis of ‘Azadi Ka Amrit Mahotsav’ to encourage people to bring the Tiranga home and to hoist it to mark the 75th year of India’s independence. NDPP congratulated chief minister Neiphiu Rio for “once again” using his wisdom and political acumen in continuing the alliance. NEW DELHI, JUL 29 (IANS): A team of Indian scientists have found that the monkeypox virus strain circulating in the country is different from the strain that caused ‘superspreader events’ in Europe, leading to a global outbreak of the disease. The team from Indian Council of Medical Research-National Institute of Virology (ICMR-NIV), Pune, conducted genetic sequencing of two monkeypox cases from Kerala. The data showed that the virus strain present in the country is A.2, that was recently imported to India from the Middle East. It was earlier present in Thailand and the US during the 2021 outbreak. However,

This largely is represented as the B.1 lineage

of the virus and encompass the predominant lineage for genomes in 2022,” Vinod Scaria, scientist at CSIRInstitute of Genomics and Integrative Biology (IGIB), tweeted. He noted that A.2 is in contrast to the majority of the genomes across the world which belong to B.1 lineage; and the A.2 cluster,

A bench of Justice Sanjay Kishan Kaul and Justice MM Sundresh was hearing a plea filed by the People’s Union for Civil Liberties (PUCL) concerning local body elections in the state. The court further directed that a report in this regard be filed by the second week of February 2023. NEW DELHI, JUL 29 (IANS): Two in five eligible children in India are missing out on preventive vitamin A supplementation designed to ward off the health problems associated with deficiency of the vitamin, according to an analysis published in the open access journal BMJ Global Health on Friday. Vitamin A is important for many cellular processes

in the human body that are critical for eyesight, growth and development, wound healing, reproduction and immunity, among others. The analysis based on representative survey data showed that there are a large number of ‘cold spots’ in provision across the country, and wide variations in coverage within and among states. Out of 204,645 children, 123,836 -- that is 2 out of every 5 -- eligible Indian children hadn’t been supplemented with vitamin A. Overall coverage was 60.5 per cent, which is low compared with that of most

other South Asian countries. It also varied widely, ranging from 29.5 per cent (Nagaland) to 89.5 per cent (Goa) across the various states/ union territories. Among districts, coverage ranged from just under 13 per cent (Longleng district, Nagaland) to 94.5 per cent (Kolar district, Karnataka). To find out levels of coverage, the researchers mapped provision by all 640 districts, encompassing each of the 29 states and 7 union territories, drawing on nationally representative cross-sectional data collected during wave 4 of the

National Family and Health Survey 4 (NFHS-4) and the Comprehensive National Nutritional Survey (CNNS). Of the 640 districts, 71 (11 per cent) achieved coverage above 80 per cent. But in 13 districts coverage was 20 per cent or below: 4 from Nagaland (Longleng, Mon, Phek, and Zunheboto); 3 from Manipur (Ukhr ul, Chandel, and Senapati); 3 from Uttar Pradesh (Muzaffarnagar, Bareilly, and Bahraich); 2 from Rajasthan (Dungarpur and Rajsamand); and 1 from Arunachal Pradesh (East Kameng). DIMAPUR, JUL 29 (NPN): Power department has informed that there would be shutdown of power supply in and around Dimapur town in a phased manner from 3am to 8am starting August 1-18, 2022. In a press release, Dimapur electrical division executive engineer Er.Y Akito Sema informed that the proposed power supply shutdown was being necessitated as the department would be carrying out maintenance work for shifting of existing 11 kV lines as well as LT lines to the newly constructed trunk lines.

DIMAPUR: The homegoing service of former Nagaland chief secretary, late P. Talitemjen Ao, who passed away after a brief illness on July 28, was held at The Heritage, Officers’ Hill, Kohima, on Friday. According to a DIPR report, the homegoing service was attended by a host of dignitaries, government officials, representatives from various public organisations and well-wishers who paid their final respects to late Talitemjen. In their eulogies, the guests described him as a role model, who served the government with utmost integrity and dedication. They said that his humble nature and his unfaltering faith in God were what set him apart from the rest. “A man of few words who chose to lead by example, his contributions to the state are unmatched and one notable achievement was how under his

leadership as the first chief information commissioner of the state, the Nagaland Information Commission was set up”, the guests said. After the homegoing service, the mortal remains of late Talitemjen was taken to his native village Akhoya, under Mokokchung district, where he was laid to rest. NNQF seeks review of eligibility criteria DIMAPUR: Nagaland NET(/PhD) Qualified Forum (NNQF) has urged the state government to review the eligibility criteria for assistant professor recruitment in the higher education department through the Common Educational Ser vices Examination (CESE), Nagaland Public Service Commission (NPSC). In a memorandum submitted to the commissioner secretary and the directorate of higher education, NNQF while highlighting certain limitations and inconsistencies with regard to the issue appealed to the higher education authorities to initiate a more egalitarian approach to the CES examination by including MPhil/PhD degree, academic publi-

cations in peer-reviewed journals and teaching experience as part of academic performance marking. The forum also sought modification of rules pertaining to marks scored by candidates in the annual/ semester system. Regional training camp on HCES conducted in Kohima DIMAPUR: The national statistical office, (Field Operation Division) under the ministry of Statistics and Programme Implementation, Regional Office Kohima conducted a threeday regional training camp on Household Consumption Expenditure Survey (HCES): 20222023 from July 27–29 at the office of the national statistical office, regional office Kohima. During day one of the training camp, additional director general (ADG), national statistical office (Field Operation Division), North East Zone, Kal Singh who attended as an observer, highlighted the importance of HCES conducted by the national statistical office. He said the survey aims at generating estimates of household monthly per capita consumer expenditure which helps in calculating the demand dynamic of the economy and to assess the living standard of the people. As data collected by the national statistical office is used by the policy makers, for planning purpose and as better decision comes from the correct data/ information, he urged upon all the field officials/enumerators participating in the training programme, to be sincere, honest and get the correct information. Indigo flight skids off runway in Jorhat

GUWAHATI, JUL 29 (PTI): An IndiGo flight from Jorhat in Assam to Kolkata skidded off the runway during take off and a pair of its wheels got stuck in the muddy outfield, the airline said on Friday. The incident took place on Thursday when the aircraft was taxing out for take off with 98 passengers on board and the flight was cancelled, it said. “IndiGo flight 6E-757 operating from Jorhat to Kolkata returned back to bay during departure. While taxiing out the pilot was advised that one of the main wheels had partially run over the grass adjacent to the taxiway,” the airline said in a statement. The pilot held the taxi procedure as a precaution and asked for necessary inspection, it added. “The aircraft was taken back to the bay at Jorhat for inspection. During the initial inspection no abnormalities were observed. As a matter of caution the maintenance team initiated a thorough inspection. The flight was cancelled,” the IndiGo statement said. In a letter to Deputy Chief Minister in-charge Power, Prestone Tynsong, Gokhale said, “On 23.07.2020, Government of India issued an amendment to the General Financial Rules, 2017 through notification number F.No.6/18/2019PPD which banned bidders from countries that share a land border with India on grounds of national security.” “However, it seems prima facie that Government of Meghalaya found a way to circumvent the rules by offering the contract to Satnam Global (which is an Indian company) and allowed them to procure the smart meters from China which is in violation of Govt of India rules pertaining to national security,” the TMC spokesperson noted in the letter. The smart meters that are being provided by the company are manufactured by a China based company called Inhemeter with its headquarters at 8/F and 9/F, Software Park,

The TMC leader further inquired whether security audits were conducted and whether the smart meters were tested for backdoor vulnerabilities before the installation process began in Meghalaya.

NEW DELHI, JUL 29 (PTI): The Congress on Friday stepped up its attack against Union minister Smriti Irani for having a face-off with Sonia Gandhi earlier in the lower house over Adhir Ranjan Chowdhury’s “rashtrapatni” remark and demanded action against her. Congress MPs staged a protest in front of the Gandhi statue in Parliament complex demanding an apology from the government for Irani’s confrontation with Congress president Sonia Gandhi on Thursday. The Congress MPs met in the Parliament and decided on their strategy at a meeting of Congress Parliamentary Party chaired by Sonia Gandhi, after which they caused disruption in both houses of Parliament with slogans against Irani and demanding her sacking as a minister. The Congress has accused Irani of “heckling” Sonia Gandhi inside the lower house. The party has already complained against Irani to Lok Sabha Speaker Om Birla with a demand that

the matter be referred to the privileges committee for action against her. The Congress also took strong objection to the manner in which Union ministers Nirmala Sitharaman and Piyush Goyal made references to party chief Sonia Gandhi in the Rajya Sabha. Leader of Opposition in Rajya Sabha Mallikarjun Kharge sought to raise the issue in the house, but was not allowed to speak during

Congress leader Jairam Ramesh said, “Leader of the Opposition Kharge ji not allowed to raise a legitimate point of order in the Rajya Sabha because of hungama by BJP MPs and Ministers. Chowdhury’s remark on India’s first tribal president has drawn a fresh battleline between the Congress and the BJP, which too has demanded an apology from Sonia Gandhi. As the Lok Sabha adjourned soon after 12 noon on Thursday, Gandhi walked across to the treasury benches and sought to know from BJP member Rama Devi why she was dragged into the issue. Irani intervened and was seen gesturing towards Gandhi and apparently protesting against Chowdhury’s remark. Gandhi tried to ignore Irani’s protestations, but was soon seen gesturing towards the minister and speaking angrily.

Adhir writes to Murmu, apologises for his remark NEW DELHI, JUL 29 (PTI): Congress leader Adhir Ranjan Chowdhury on Friday wrote to President Droupadi Murmu and apologised to her for his objectionable remark. In a letter to the President, he said that he mistakenly used an incorrect word for her and it was a slip of tongue. “I am writing to express my regret for having mistakenly used an incorrect word to describe the position you hold. I assure you that it was a slip of the tongue. “I apologise and request you to accept the same,” Chowdhury said in his letter to the President. While talking to reporters during their protest at Vijay chowk on Wednesday, Chowdhury had used the word ‘rashtrapatni” for President Murmu, that created a row with the ruling BJP raising the issue in Parliament, demanding an apology from him and Congress President Sonia Gandhi.

5 Cong leaders issued summons on Smriti Irani’s defamation suit NEW DELHI, JUL 29 (PTI): The Delhi High Court on Friday issued summons to Congress leaders Jairam Ramesh, Pawan Khera and Netta D’Souza on a civil defamation suit filed by BJP leader Smriti Irani, and asked them to take down tweets and other social media posts on allegations levelled against the minister and her daughter. Irani, the Minister for Women and Child Development, has sought damages of over Rs 2 crore from the Congress leaders for allegedly making baseless and false allegations against her and her daughter. The court said in case the defendants fail to comply with its directions to remove tweets, retweets, posts, videos and photos from social media in relation to the allegations made against Irani, and her daughter within 24 hours, social media platforms Twitter, Facebook and YouTube shall take down the material. Irani’s action came after the Congress leaders alleged that her 18-year-old

daughter Zoish Irani ran a bar illegally in Goa and also targeted the minister over this, demanding that Prime Minister Narendra Modi sack her from his Cabinet. The high court said “slanderous and bogus” allegations were made against Irani and added that, “Plaintiff has made out a prima facie case and balance of convenience lies in favour of the plaintiff and against the defendants”. “I am of the prima facie view that slanderous allegations were made against the plaintiff without verifying actual facts. Grave injury has been caused to the reputation of the plaintiff in view of the tweets and retweets carried out due to the press conference of the defendants, “ the judge said. The judge further said, “I deem it proper to pass an interim injunction directing defendants 1-3 (Congress leaders) to delete and remove the allegations made during the press conference from all social media platforms including YouTube, Facebook, Instagram and Twitter.”

The 69-year-old leader, who is in the custody of the Enforcement Directorate, was taken to ESI hospital at Joka on the southern outskirts of the city for a medical-check up during the day. As he deboarded a vehicle and was approached by reporters, Chatterjee said he was just a “victim of a conspiracy”. Later, on his exit from the hospital, Chatterjee also said that

NEW DELHI, JUL 29 (PTI): The Indian Air Force has drawn up a timeline of three years to phase out the remaining four MiG-21 fighter squadrons with one of them likely to retire from service in September, people familiar with the development said on Friday. The IAF also plans to start the phasing out of the three squadrons of MiG-29 fighter jets in the next five years, they said. At the same time, they added that the plan to phase out the Soviet-origin aircraft fleet is part of the IAF’s modernisation drive and it not related to the accident of a MiG-21 in Rajasthan’s Barmer last night. Wing Commander M Rana and Flight Lieutenant Advitiya Bal, the two pilots of the jet, were killed in the crash that once again put the

spotlight on the ageing fleet. The plan is to retire all the four MiG-21 squadrons by 2025, people familiar with the development said. The Srinagar-based No 51 squadron will be numberplated on September 30. The number plating refers to the retirement of a squadron that generally comprises 1720 aircraft. The squadron, also known as ‘Swordarms’ was part of Operation Safed Sagar’ during the Kargil

conflict in 1999 as well as to repulse Pakistan’s retaliatory operation on February 27, 2019, a day after India’s Balakot air strike inside the neighbouring country. Scam probes

n another scam that has struck the ruling TMC in West Bengal , ED sleuths raided various residence premises of Arpita Mukherjee , a small time actress-turned-political aide of West Bengal cabinet Partha Chatterjee and seized a whopping amount of cash totalling over over Rs.50 crore and gold and jewellery worth over Rs.5 crore and counting. The raids are related with the case dating back to April, 2021 when several writ petitions were filed in the Calcutta high court by aspiring school teacher- candidates alleging that they didn’t get jobs in government schools despite qualifying the exam. The seizures were more than enough to arrest Arpita Mukherjee and her political patron, Partha Chatterjee, a heavyweight minister in- charge, department of industry, commerce and enterprises, department of information technology and electronics, department of parliamentary affairs and department of public enterprises and industrial reconstruction. The cash and jewellery are supposedly the kickbacks from the West Bengal School Service Commission recruitment scandal that has been ongoing in the state for several years. For the TMC, it is no stranger to scams as it has, in many ways, become inured to them. In fact, TMC has survived and flourished despite staggering revelations of close connections between several party leaders and Ponzi schemes and even straightforward barter deals of cash for influence. In 2013, the Saradha chit fund scam shone a very powerful light on shady connections between TMC leaders and Sudipta Sen. In 2016, the Rose Valley chit fund scam revealed more connections between money and TMC politicians. Mamata Banerjee described the BJP’s modus operandi as a washing machine. Tainted politicians who defect to the BJP miraculously drop off the ED-CBI-IT radar. The TMC has become immune to scandals with over the years with its candidates accused in scams winning elections. The party has distanced itself from the arrested minister and Arpita but the BJP has not let go of the scam to affix the public perception that the TMC and the chief minister are connected to this teacher recruitment scam dating back to her previous term. For Mamata Banerjee the multi-score teachers for cash scam is indeed very damaging at a time when she seeks to play a pivotal role in opposition unity. The fact that central agencies are intent on targeting opposition leaders as well as political parties challenging the BJP is well established. The central agencies have also been focussing on the AAP to defang and defeat it politically. Senior Delhi AAP minister, Satyendar Jain, is in ED custody for a money laundering case . ED claimed cash of around Rs 2.85 crore was seized from him in raids earlier. Even though ED filed a prosecution complaint against Jain, AAP supremo Kejriwal has not dropped him. The next on BJP’s scanner is Delhi deputy chief minister Manish Sisodia who the CBI claimed was involved in a quid pro quo amounting to around Rs.400 crore with a liquor baron. Summons and raids on leaders of main rival opposition parties – Congress, AAP, TMC etc-has everything to do with harassment than on corruption. If corruption is the objective, then there is no reason why central agencies should not do likewise in BJP-ruled states.

Clouds are the sorrows, sufferings, or providential circumstances, within or without our personal lives, which actually seem to contradict the sovereignty of God. Yet it is through these very clouds that the Spirit of God is teaching us how to walk by faith. If there were never any clouds in our lives, we would have no faith. “The clouds are the dust of His feet” (Nahum 1:3). They are a sign that God is there. What a revelation it is to know that sorrow, bereavement, and suffering are actually the clouds that come along with God! God cannot come near us without clouds— He does not come in clear-shining brightness. It is not true to say that God wants to teach us something in our trials. Through every cloud He brings our way, He wants us to unlearn something. His purpose in using the cloud is to simplify our beliefs until our relationship with Him is exactly like that of a child— a relationship simply between God and our own souls, and where other people are but shadows. Until other people become shadows to us, clouds and darkness will be ours every once in a while. Is our relationship with God becoming more simple than it has ever been? There is a connection between the strange providential circumstances allowed by God and what we know of Him, and we have to learn to interpret the mysteries of life in the light of our knowledge of God. Until we can come face to face with the deepest, darkest fact of life without damaging our view of God’s character, we do not yet know Him. “…they were fearful as they entered the cloud” (Luke 9:34). Need for a comprehensive plan to deal with disasters A ll indications suggest that climate change is going to further worsen the rain and flood related human and livestock fatalities in India, apart from drowning of Indians that is the third largest cause of all accidental deaths in the country. Many states in the country from Arunachal Pradesh in the East to Gujarat in the West and from Himachal Pradesh in the North to Tamil Nadu in the South are suffering during this monsoon, and disaster management agencies are unable to deal with the situation and provide succour to distressed masses. Over one million people stood affected by floods in Gujarat and five million in Assam until mid-July in 2022. Hundreds of people have already died across the country not only due to floods but also due to lightning, landslides, cloudbursts etc. Exact details of the livestock lost are not known yet, but according to rough estimates, these figures may be in millions.

Such things are happening in India year after year. We have been destroying our climate, and the climate change has been exacerbating the erratic rains. Quite clearly, while individual businesses and industries with little concern for the environment must share the blame for the climate change, flawed government policies are primarily responsible for it. The scale of devastation is getting accelerated over time. Data given by Central Water Commission in Parliament of India pegged the damage caused by floods and heavy rains between 1953 and 2017 at around Rs 3782.5 billion. Besides this, 107,535 people were killed, over 80 million houses destroyed and about 466.4 million hectares of crops affected. Nearly, 30 per cent of the total damage was suffered by the farmers, and more than 6 million cattle perished. Though heavy rain and f lood are natural causes, the Union and state governments cannot

shed their responsibilities for saving lives and livestock, especially after passage of National Disaster Management Act, 2005. Many measures can be taken to prevent the scale of devastation to life and property in the first place, and then in providing relief to the affected. India, in fact, needs a comprehensive plan beyond the present ad hoc approach to deal with the issues related to flooding and waterlogging. A National Crime Records Bureau report titled ‘Accidental Deaths & Suicides in India 2020’ is the latest available data that gives another alarming picture regarding deaths and destruction due to forces of nature. It mentioned 7,405 deaths in the country due to causes attributable to forces of nature. Out of these deaths, 38.6 per cent were caused by lightning and 13 per cent due to flood. The largest number of people struck dead by lightning was from Bihar that witnessed 436 deaths, fol-

lowed by Madhya Pradesh (429), Jharkhand (336) and Uttar Pradesh (304). The problem of lightning is specifically suffered by rural areas because the government is yet to provide for lightning conductors which can be installed easily in and around human habitations. It should also not be out of place to mention here, especially in reference to climate change, that 10.5 per cent of accidental deaths happen due to exposure to severe cold in the country, and the victims are invariably poor and destitute persons. It should be a matter of shame for the government that it cannot prevent such deaths which can easily be done by providing proper shelter and warm clothes or blankets. NCRB record for 2020 says that 46.1 per cent of victims who died due to accidents caused by forces of nature were reported to be belonging to the age-group of 30-45 years (24.5 per cent) and above 60 years (21.6 per cent). Moreover, these problems are not

limited to rural area, since a total of 311 (4.2 per cent) deaths were reported from 53 mega cities of the country. Deliberate and negligent conduct of people and the lack of skill for saving oneself from drowning is also a major cause of death in India. In all accidental cases (5,88,738), about 3,66,992 people died and 3,38,903 injured in 2020 as per the NCRB report. It mentions drowning as the third major cause of accidental death, accounting for about 10.1 per cent (37,238 in absolute terms), after traffic accidents and sudden deaths. People also died by suicide by drowning themselves, but the figure stood at 5.2 per cent of all suicides (1,53,052) in 2020, a sharp increase from 1,39,123 in 2019. This aspect also calls for attention. Where are the risks of drowning? A recent WHO report says that where there is water, there is the threat of drowning. Floods certainly increase the threat, and the number of people

exposed to this hazard is rising with the increased frequency and severity of flood disasters and unplanned urbanization and other faulty developmental works carried out in rural India. A WHO report has found that drowning risks increase with floods, particularly in low and middleincome countries where people live in flood-prone areas and the ability to warn, evacuate, or protect communities from floods is weak or only just developing. Of course, India is among the vulnerable countries with a very large population living or working around the areas prone to flooding. Is it not possible for India to launch special programmes to enable the people to save themselves by swimming and other skills, providing them with equipment, enforce safety standards, and more perfect warning services, alerts and evacuation, and required reliefs? Transforming rural education in India

ural education plays a pivotal role in resolving many of India’s key problems – youth disillusionment, poverty, crime to name a few. It is the rural education scenario which is the yardstick of a nation’s development. According to a Report the number of kids who do not attend school in India is probably more than ninety-five million. Rural India accounts for a devastating majority of this figure. This awfully alarming statistic seems even worse when we know that boys form much higher percentage of children in rural India who gain a high-school diploma, making the girl child, in particular disregarded, and deprived of a basic education. Nevertheless, more than half of the students in the class 6th are not capable of reading a text

book of class 3rd. They hardly know how to solve elementary mathematical questions. Therefore, in preference to focusing on elevating literacy rate, it is time that we target quality education. It is much needed that youngsters are imparted quality education and the knowledge that can be useful in their actual life. As compared to urban India, the state of education is worse in remote areas of the country. State is required to take certain steps so that the rural education in India can be upgraded. Innovative teaching techniques The level of education has gone up in town areas with newer teaching methods being introduced; the teaching techniques employed are still conventional in rural India. The rural schools are still focused on inculcating rote learning in its students. This needs to be transformed. Holistic development of student is the need of the hour. Promoting computer proficiency India is progressing technically; however, miserably, the impression of this development has yet not reached to the rural areas. This has led to a digital

divide in city and rural students. The schools in rural area are required to get prepared with computer literacy and technical education as well. This will help them with the level of city education and develop them better. All that is needed is a huge shift in mindset. People in rural area believe that kids need to be at home to sustain the household. This perception is very short sighted, a life that holds the opportunity of a good living, I am confident, will drive families and their children to adopt a good education across rural India. n 16th July 2022, barring one legislator who was undergoing treatment, fifty nine Nagaland state legislators unanimously adopted an unprecedented, unequivocal and decisive four point resolutions, shedding off all apprehensions and ambiguity by appealing to the political leadership of India to announce and sign an inclusive, honorable Indo-Naga political agreement with the Naga negotiators, as per official conclusion of negotiation declared on 31st Oct. 2019. All Naga stakeholders appreciated the wisdom of the elected representatives of Nagaland for openly declaring and informing the Naga people and the Government of India (GoI) that they are prepared to facilitate and pave the way for a transitional arrangement. This, the Naga people felt, was a conviction, commitment and sacrifice of the highest order, respecting the overwhelming desire, sentiment and demand of the Naga people. Ten days after the resolutions were adopted by fifty-nine legislators, on 26 July, 2022, the joint press statement of BJP and NDPP, appended by Nagaland BJP in-charge Mr. Nalin Kohli and NDPP General Secretary Abu Metha has come as a tight slap to the Naga people. The fourth point which declared 40-20 seat sharing formula between the two parties in the coming months, wholly betrayed the integrity of all sixty legislators and United Democratic Alliance (UDA) partners who, ten days earlier, had appealed to the Hon’ble Prime Minister of India to ink an inclusive, honorable Indo-Naga political agreement. Who is NDPP General Secretary Abu Metha? He owes an explanation to the Naga people as to why, at this hour, he desires elections more than Indo-Naga political solution. What political, historical, social and moral authority has he to attempt a pre-emptive strike on a possible Indo-Naga political solution? n the glorious identity of an independent judiciary, rule of Law is Supreme. The Constitution of India was enacted on 26th of January 1950. Article 3 of the Constitution empowers for formation of new States. It is the source of the State of Nagaland Act, 1962 which was enacted on 4th of September, 1962 giving effect to the embryo of the State of Nagaland as the 16th state in the Union of India on 1st of December, 1963. Article 214 of the Constitution also provides that there shall be a High Court for every State. A quintessential State is when three pillars viz., Legislative, Executive and Judiciary are established to the extent of maturity. However, it is disheartening to state that Nagaland even after attainment of 58 years of its Statehood is lacking behind with the rest of the States in the Union of India even in the legal field. Evidently, the most distinguished requirement at hand is the Separate High Court for the State of Nagaland. Since Statehood, Nagaland has been functioning under the jurisdiction of Gauhati High Court with the inauguration of the Circuit Bench at Kohima on 1.12.1972. Subsequently, on 10.2.1990, to further the cause, a Permanent Bench known as the Gauhati High Court Kohi-

ma Bench was inaugurated by the then Chief Justice of India Hon’ble Mr. Justice Subyasachi Mukherji. It is astoundingly humbling and gratifying to acknowledge the fact that Nagaland has introduced many imminent legal personalities ascending to the extent of being the Judge of the Supreme Court of India, Hon’ble Mr. Justice H.K. Sema. With utmost regard to the guardianship of the Hon’ble Gauhati High Court, it is further acknowledged that a separate fully fledged High Court is the need of the hour. Nagaland as a State is incomplete without a Separate High Court of its own and it should not be further procrastinated. As such, it is to be understood that establishing a separate High Court would not only serve and benefit the State in general and the public/citizens in particular but would also be an ultimate representation of the governance of the Rule of Law. As for any given society or State to emerge and evolve prosperously, Rule of Law has to be prioritized. The notion of a more vibrant and stronger Nagaland can only be attained at the cost of fulfilling this requirement. It is only then a new dawn on Nagaland will be witnessed. The cardinal point of note is that without a separate High Court, the State of Nagaland is being deprived of its Constitutional

status amongst the equals. It is absolutely disheartening to acknowledge that the Foundation Stone for the construction of the Nagaland High Court which was laid on 21.5.2007 by the then Chief Justice of India Mr. Justice K.G. Balakrishnan is nowhere near completion. While on the contrary, the Foundation Stone which was laid down on 30.4.2006 for the construction of Manipur High Court was inaugurated on 25.3.2013. During such deprivation, the visit at the construction site of the Nagaland High Court for status review by our Hon’ble Governor Mr. Prof. Jagdish Mukhi is highly appreciated. His Excellency’s concern speaks volume and it will not be wrong to admit and apprehend that such addressal from all the competent authorities shall surely pave way for speedy accomplishment. Fifty-Eight years and counting since statehood but the vision of our pioneers of a vibrant, vigilant and vigorous Nagaland is still unattained. Therefore, the Concerned Authorities are further ardently encouraged to embrace the necessity of a separate High Court and expeditiously invest for a full-fledged Nagaland High Court in the fair interest of the State. Mr. Abu Metha waited all these years to stab the Naga people in the heart with Indian election strategy. He has failed to measure the overwhelming desire and demand of Naga people for political solution. He has taken his jack-of-all-trades, cheap showboating antics and mannerisms a bit too far. Is he playing with fire? He will have to ask himself. From Jan.10, 1929 submission of Naga memorandum to British statutory Commission to the present, Naga political struggle has had many traitors and saboteurs. Anti-Naga deeds or documents are recorded and preserved. Many have paid dearly with their lives. This is a crucial period in Naga history. WC, NNPGs negotiated with GoI and completed the same with complete transparency and in partnership with Naga tribes, hereditary institutions, the church and apex civil societies. The open, direct involvement and contribution of Naga tribal bodies and intellectual groups at various stages of WC, NNPGs political negotiation with GoI is unprecedented in Naga history. NNPGs talk was decidedly a people’s negotiation which is why those who put personal ambition before Naga people’s political aspiration will have to understand the gravity of their actions. Scam probes

n another scam that has struck the ruling TMC in West Bengal , ED sleuths raided various residence premises of Arpita Mukherjee , a small time actress-turned-political aide of West Bengal cabinet Partha Chatterjee and seized a whopping amount of cash totalling over over Rs.50 crore and gold and jewellery worth over Rs.5 crore and counting. The raids are related with the case dating back to April, 2021 when several writ petitions were filed in the Calcutta high court by aspiring school teacher- candidates alleging that they didn’t get jobs in government schools despite qualifying the exam. The seizures were more than enough to arrest Arpita Mukherjee and her political patron, Partha Chatterjee, a heavyweight minister in- charge, department of industry, commerce and enterprises, department of information technology and electronics, department of parliamentary affairs and department of public enterprises and industrial reconstruction. The cash and jewellery are supposedly the kickbacks from the West Bengal School Service Commission recruitment scandal that has been ongoing in the state for several years. For the TMC, it is no stranger to scams as it has, in many ways, become inured to them. In fact, TMC has survived and flourished despite staggering revelations of close connections between several party leaders and Ponzi schemes and even straightforward barter deals of cash for influence. In 2013, the Saradha chit fund scam shone a very powerful light on shady connections between TMC leaders and Sudipta Sen. In 2016, the Rose Valley chit fund scam revealed more connections between money and TMC politicians. Mamata Banerjee described the BJP’s modus operandi as a washing machine. Tainted politicians who defect to the BJP miraculously drop off the ED-CBI-IT radar. The TMC has become immune to scandals with over the years with its candidates accused in scams winning elections. The party has distanced itself from the arrested minister and Arpita but the BJP has not let go of the scam to affix the public perception that the TMC and the chief minister are connected to this teacher recruitment scam dating back to her previous term. For Mamata Banerjee the multi-score teachers for cash scam is indeed very damaging at a time when she seeks to play a pivotal role in opposition unity. The fact that central agencies are intent on targeting opposition leaders as well as political parties challenging the BJP is well established. The central agencies have also been focussing on the AAP to defang and defeat it politically. Senior Delhi AAP minister, Satyendar Jain, is in ED custody for a money laundering case . ED claimed cash of around Rs 2.85 crore was seized from him in raids earlier. Even though ED filed a prosecution complaint against Jain, AAP supremo Kejriwal has not dropped him. The next on BJP’s scanner is Delhi deputy chief minister Manish Sisodia who the CBI claimed was involved in a quid pro quo amounting to around Rs.400 crore with a liquor baron. Summons and raids on leaders of main rival opposition parties – Congress, AAP, TMC etc-has everything to do with harassment than on corruption. If corruption is the objective, then there is no reason why central agencies should not do likewise in BJP-ruled states.

Need for a comprehensive plan to deal with disasters A ll indications suggest that climate change is going to further worsen the rain and flood related human and livestock fatalities in India, apart from drowning of Indians that is the third largest cause of all accidental deaths in the country. Many states in the country from Arunachal Pradesh in the East to Gujarat in the West and from Himachal Pradesh in the North to Tamil Nadu in the South are suffering during this monsoon, and disaster management agencies are unable to deal with the situation and provide succour to distressed masses. Over one million people stood affected by floods in Gujarat and five million in Assam until mid-July in 2022. Hundreds of people have already died across the country not only due to floods but also due to lightning, landslides, cloudbursts etc. Exact details of the livestock lost are not known yet, but according to rough estimates, these figures may be in millions.

Such things are happening in India year after year. We have been destroying our climate, and the climate change has been exacerbating the erratic rains. Quite clearly, while individual businesses and industries with little concern for the environment must share the blame for the climate change, flawed government policies are primarily responsible for it. The scale of devastation is getting accelerated over time. Data given by Central Water Commission in Parliament of India pegged the damage caused by floods and heavy rains between 1953 and 2017 at around Rs 3782.5 billion. Besides this, 107,535 people were killed, over 80 million houses destroyed and about 466.4 million hectares of crops affected. Nearly, 30 per cent of the total damage was suffered by the farmers, and more than 6 million cattle perished. Though heavy rain and f lood are natural causes, the Union and state governments cannot

shed their responsibilities for saving lives and livestock, especially after passage of National Disaster Management Act, 2005. Many measures can be taken to prevent the scale of devastation to life and property in the first place, and then in providing relief to the affected. India, in fact, needs a comprehensive plan beyond the present ad hoc approach to deal with the issues related to flooding and waterlogging. A National Crime Records Bureau report titled ‘Accidental Deaths & Suicides in India 2020’ is the latest available data that gives another alarming picture regarding deaths and destruction due to forces of nature. It mentioned 7,405 deaths in the country due to causes attributable to forces of nature. Out of these deaths, 38.6 per cent were caused by lightning and 13 per cent due to flood. The largest number of people struck dead by lightning was from Bihar that witnessed 436 deaths, fol-

lowed by Madhya Pradesh (429), Jharkhand (336) and Uttar Pradesh (304). The problem of lightning is specifically suffered by rural areas because the government is yet to provide for lightning conductors which can be installed easily in and around human habitations. It should also not be out of place to mention here, especially in reference to climate change, that 10.5 per cent of accidental deaths happen due to exposure to severe cold in the country, and the victims are invariably poor and destitute persons. It should be a matter of shame for the government that it cannot prevent such deaths which can easily be done by providing proper shelter and warm clothes or blankets. NCRB record for 2020 says that 46.1 per cent of victims who died due to accidents caused by forces of nature were reported to be belonging to the age-group of 30-45 years (24.5 per cent) and above 60 years (21.6 per cent). Moreover, these problems are not

limited to rural area, since a total of 311 (4.2 per cent) deaths were reported from 53 mega cities of the country. Deliberate and negligent conduct of people and the lack of skill for saving oneself from drowning is also a major cause of death in India. In all accidental cases (5,88,738), about 3,66,992 people died and 3,38,903 injured in 2020 as per the NCRB report. It mentions drowning as the third major cause of accidental death, accounting for about 10.1 per cent (37,238 in absolute terms), after traffic accidents and sudden deaths. People also died by suicide by drowning themselves, but the figure stood at 5.2 per cent of all suicides (1,53,052) in 2020, a sharp increase from 1,39,123 in 2019. This aspect also calls for attention. Where are the risks of drowning? A recent WHO report says that where there is water, there is the threat of drowning. Floods certainly increase the threat, and the number of people

exposed to this hazard is rising with the increased frequency and severity of flood disasters and unplanned urbanization and other faulty developmental works carried out in rural India. A WHO report has found that drowning risks increase with floods, particularly in low and middleincome countries where people live in flood-prone areas and the ability to warn, evacuate, or protect communities from floods is weak or only just developing. Of course, India is among the vulnerable countries with a very large population living or working around the areas prone to flooding. Is it not possible for India to launch special programmes to enable the people to save themselves by swimming and other skills, providing them with equipment, enforce safety standards, and more perfect warning services, alerts and evacuation, and required reliefs? What a revelation it is to know that sorrow, bereavement, and suffering are actually the clouds that come along with God! God cannot come near us without clouds— He does not come in clear-shining brightness. It is not true to say that God wants to teach us something in our trials. Through every cloud He brings our way, He wants us to unlearn something. His purpose in using the cloud is to simplify our beliefs until our relationship with Him is exactly like that of a child— a relationship simply between God and our own souls, and where other people are but shadows. Until other people become shadows to us, clouds and darkness will be ours every once in a while. Is our relationship with God becoming more simple than it has ever been? There is a connection between the strange providential circumstances allowed by God and what we know of Him, and we have to learn to interpret the mysteries of life in the light of our knowledge of God. he Naga National Council is the first political institution for the Naga people as a whole based on the social, economic and political consciousness of the people. Therefore, NNC is more than a mere political organization but the first and the only political institution for the Naga Nation. Throughout its journey for the last 80 years, NNC came across many hurdles from time to time on account of enemy’s political games. But NNC could overcome all these problems and is surviving with God on our side. It was unfortunate that many short sighted and visionless Naga leaders felt easy prey to these spy network gimmicks and defected from NNC one after the other in the course of our turbulence political journey, however, under any circumstances the defectors cannot legally and morally represent NNC or our Naga Nation. In spite of all these NNC, the only “Mandated Political Institution” in 1951 remains strong, committed and firm as ever holding its strong fort of Sovereignty, the Naga

Sovereignty based on 1951 Plebiscite. NNC shall continue to stand on this unique foundation which can never be colonized or compromised at any cost. In 1964, a Cease-Fire Agreement was signed between the Government of India (GOI) and the Federal Government of Nagaland (FGN) and political dialogue started at Prime Ministers’ level, but unfortunately, the talked failed and situation turned back to square one. In the meantime, many Naga leaders defected then separated themselves from NNC and founded new political organizations in self- style. NNC has no comment for all these organizations but in our heart of hearts we blame those agencies who conducted stage managed dramas in Nagaland continuously even to this day. Be it known to the leaders of those managing agencies that we are, today, living in the 21” century. One will not find savages in any part of the world today. Naga Nation belongs to a classless society, a purest form of

democracy and as a result, we treat every human being as equal. The precious metal had closed at Rs 51,528 per 10 grams in the previous trade. Silver also surged by Rs 1,610 to Rs 58,387 per kg from Rs 56,777 per kg in the previous trade. KYIV, JUL 29 (AP): Russian-backed separatists said Friday that a Ukrainian attack with US-supplied missiles on a separatist eastern region hit a prison and killed 53 Ukrainian prisoners of war who were captured in Mariupol. There was no immediate confirmation of the attack from Ukraine. The attack with HIMARS multiple rocket launchers on the prison in Olenivka, in the Russiancontrolled Donetsk region, also injured 75 Ukrainian POWs, said Russian Defence Ministry spokesman Lt Gen. Igor Konashenkov. Speaking before the latest update from the separatists, he put the death toll at 40. Konashenkov described the strike as a “bloody provocation” aimed at discouraging Ukrainian soldiers from surrendering. He said that eight prison guards were also wound-

ed by the shelling. The attack could not be independently verified and officials in Ukraine have not yet commented on the reports. The flooding also left more than 25,000 homes and businesses without power as of Thursday, Xinhua news agency quoted state Governor Andy Beshear as saying to the local media. Expecting deaths to rise into the double digits, Beshear has declared a state of emergency for all of Kentucky and called in the National Guard to assist in the hardest-hit parts. C O L O M B O, J U L 2 9 (PTI): The World Bank does not plan to offer new financing to crisis-hit Sri Lanka until an “adequate” macroeconomic policy framework is in place, the global funding body has said. The statement by the World Bank was released on Thursday, two days after the International Monetary Fund-- another financial lending body under the United Nations -- asked the cash-strapped Sri Lanka to begin debt restructuring talks with its creditors, including China, before it can hope of getting the bailout package. The island nation of 22 million is in the midst of an unprecedented economic crisis that has led to severe shortages of fuel and other essentials. “Until an adequate macroeconomic policy framework is in place, the World Bank does not plan to offer new financing to Sri Lanka,” it said in a statement. “This requires deep structural reforms that focus on economic stabilisation,

and also on addressing the root structural causes that created this crisis to ensure that Sri Lanka’s future recovery and development is resilient and inclusive,” the statement added. The World Bank said it was deeply concerned about the dire economic situation and its impact on the people of Sri Lanka. “To help alleviate severe shortages of essential items such as medicines, cooking gas, fertiliser, meals for school children and cash transfers for poor and vulnerable households, we are repurposing resources under existing loans in our portfolio,” the statement said. The World Bank said

North East India Festival begins in Bangkok D T he second edition of the North East Festival began in Bangkok Friday with discussions taking the centrestage as top Thai tour operators interacted with tourism stakeholders from the northeastern region. The meet, organised at the Centara Grand Hotel here, began with a presentation by the festival’s chief organiser Shyamkanu Mahanta. Moderated by Meghalaya’s Tourism Director Cyril Diengdoh, it also saw presentations on Arunachal Pradesh, Assam, Mizoram and Nagaland. In her welcome address, Ambassador of India to Thailand Suchitra Durai termed this as a pathbreaking initiative to promote Indo-Thai relationship. North East India Festival begins in Bangkok D T he second edition of the North East Festival began in Bangkok Friday with discussions taking the centrestage as top Thai tour operators interacted with tourism stakeholders from the northeastern region. The meet, organised at the Centara Grand Hotel here, began with a presentation by the festival’s chief organiser Shyamkanu Mahanta. Moderated by Meghalaya’s Tourism Director Cyril Diengdoh, it also saw presentations on Arunachal Pradesh, Assam, Mizoram and Nagaland. In her welcome address, Ambassador of India to Thailand Suchitra Durai termed this as a pathbreaking initiative to promote Indo-Thai relationship. Union Minister R K Ranjan, Assam minister Urkhao Gwra Brahma, Mizoram minister Robert Romawia Royte and top officials of tourism agencies of Thailand spoke about shared efforts to promote tourism between both the regions. The speakers focused on historical relationship between India’s Northeast and Thailand.

More than 50 tour operators and officials from the Northeast interacted with Thai tour operators. Nagaland Chief Minister Neiphiu Rio termed the festival as a “historic initiative which will change the entire dynamics of India’s Act East Policy”. Abu Metha, adviser to Rio, interacted at a special session with Thai tour operators and informed that Nagaland will organise a fam tour of prominent Thai tour operators for 10 days to give a feel of the state. Durai hosted a special lunch session which was attended by chief ministers, Cabinet ministers, top officials from the Northeast besides Bangkok-based industrialists and policymakers. The main festival will begin Saturday and is likely to be attended among others by Deputy Prime Minister of Thailand Jurin Laksanawisit. Song, dance and fashion events, exhibition of MSME products, state specific exhibitions, Northeastern cuisines, collaborative art show, and business-to-business meets are on the agenda. (PTI)

CWG: India beat Ghana 5-0 in women’s hockey opener

BIRMINGHAM, JUL 29 (PTI): The Indian women’s hockey team defeated a lowly Ghana 5-0 to start its Commonwealth Games campaign on a winning note here on Friday. The Savita Punia-led team was, however, far from impressive in its first Pool A game. Gurjit Kaur (3rd, 39th minutes) scored a brace, while Neha Goyal (28th), Sangita Kumari (36th) and Salima Tete (56th) struck a field goal each for India. Even though India dominated the match in all departments, it was a lacklustre performance from them in the first two quarters as Ghana’s defence produced a resolute show to frustrate their fancied opponents. Birmingham CWG 2022 begins with spectacular opening ceremony

BIRMINGHAM, JUL 29 (PTI): The region’s rich musical heritage and inclusivity were at the heart of the 22nd Birmingham Commonwealth Games opening ceremony here as a joyful evening offered a stupendous cornucopia of colour, light and dance. Drummer-percussionist Abraham Paddy Tetteh started things off at the Alexander Stadium that was packed to the rafters, and then, Indian classical vocalist and composer Ranjana Ghatak took the lead, the section intended to showcase the diversity of the city. It was refreshing as the Birmingham Games is the first multi-discipline event since the start of the pandemic to be held without major COVID-19 restrictions. Meanwhile, as many as 70 cars in red, white and blue got together to form a Union Jack, even as Prince Charles, representing Her Majesty Queen Elizabeth II, arrived in his Aston Martin car along with the Duchess of Cornwall. LGBTQ+ activist and British Olympic champion Tom Daley, a winner of four Commonwealth golds in the pool, brought the Queen’s Baton into the Alexander Stadium accompanied by a entourage of LGBTQ+ flag-bearers. BIRMINGHAM, JUL 29 (PTI): Indian swimmer Srihari Nataraj clocked 54.68s to qualify for the semifinals of the men’s 100m backstroke event of the Commonwealth Games here on Friday. The 21-year-old from Bengaluru was the third fastest swimmer in his heat and fifth fastest overall. If he had clocked his personal best of 53.77s he would have topped the heats. The fastest swimmer in the field was South Africa’s Pieter Coetze who clocked 53.91. However, seasoned Sajan Prakash and debutant Kushagra Rawat failed to advance to the semifinal of their events respectively.

Prakash finished eighth in the heats with a timing of 25.01 men’s 50m butterfly event. The best 16 athletes progressed to the semis. Kushagra too finished last in the men’s 400m freestyle event as he stopped the clock at 3:57.45s.

Both Prakash and Kushagra are still alive in the competition as they will compete in other events. While Prakash will present his challenge in men’s 100m and 200m butterfly, Kushagra will compete in men’s 1500m freestyle and 200m freestyle.
