KOHIMA, JUN 3 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA) began its twoday “pen down” strike Friday against the “arbitrary amendment” of service rules and reappointment of Dr. PJ Anthony as the administrative head of department (AHoD). Talking to media persons, NASSA vice president, Rocus Rino, said the main contention of the association was on the “arbitrary amendment” of the service rules by the incumbent principal secretary, Dr.PJ Anthony, to accommodate himself to the post. He also said that the association was protesting against reappointment of a retired officer to be the AHoD. NASSA vice president disclosed that the association had filed a court case against the amendment of service rules on May 25 and the court held a hearing the next day. During the hear-

ing, he said the government advocate sought two-week time, which was yet to end on June 9, 2022. Accordingly, he said the court passed an interim order that no new appointments be made during that time. However, he said the appointment order for Dr.PJ Anthony to the post of principal secretary was issued in the afternoon of June 2, Rino disclosed. He said that the appointment was in clear violation of the court’s order not to make any new appointments or promotions. The first day of “pen down” strike passed off peacefully, he said, adding
that all dag movements were also ceased. He informed that the association, which has close to 300 members, would initiate its next course of action if their current protest goes unheeded. While the staff ceased work on Friday, he informed that the same would continue on Saturday and then decide their next course of action. The protest has been called to register protest against the state government appointing Dr. PJ Antony (retired officer) as principal secretary, under the establishment of the NLA secretariat.

Therefore, the duo said CANSSEA deliberated upon the notification and

DIMAPUR, JUN 3 (NPN): Rising People’s Party (RPP) has demanded nullification of the appointment of Dr PJ Anthony as principal secretary of Nagaland Legislative Assembly (NLA) Secretariat and bring in capable and eligible officers to head the secretariat. Asserting that there was no reason why the post should not be filled up from amongst the eligible officers serving officers at the secretariat, the party in a press release termed the UDA government’s decision to extend the service of Anthony as principal secretary, who had retired, as a desperate bid to further subvert the power and authority of an established system. RPP questioned the State government and NLA speaker Sharingain Longkumer on the series of service extension granted to the present principal secretary even after his retirement from service – first as commissioner & secretary for two years from June 1, 2020 to May 31, 2022 on contract basis and then to the present post of principal secretary (contractual) from June 1,2022. Recalling that Anthony had joined the NLA secretariat as secretary (deputation) from January 2, 2020 till his retirement from regular service on May 31, 2020, the party questioned whether this meant that the government did not trust the capabilities of its own officers or if it was abuse of public office for private gain.

School Education dept to review poor performing govt schools Correspondent
KOHIMA, JUN 3 (NPN): Department of School Education (DoSE) is likely to soon sit for a meeting to review the zero/nil result of 33 government schools in the recently declared result of HSLC examinations 2022. Talking to Nagaland Post, principal director school education, Shanavas C, said that even in the previous years, the schools consecutively producing nil results were pulled up and cautioned of downgrading to a middle school. He said the factors that led to nil results would be reviewed soon. On the overall pass percentage, PD said in 2021 the total number appeared and total number passed was 75.78% for HSLC. However, in 2022 it was 68.37% of those appeared and passed— a decline of 7% overall in both government and private
school. He said government schools saw a decline of 8% in 2022. He explained that the department was not at fault and it was not a blame game, but there were many factors involved. He said that the foundation at primary and middle school was of paramount importance. PD, however, said that the current result was due to the poor foundation at primary and middle level, adding that this was what the department was trying to address. He said the department was trying its best effort, but pandemic was also one reason that led to loss of learning during the last two years. Nevertheless, he said the department was trying to invest in primary and middle school, adding that “this investment result will yield after few years but not immediately.” Admitting the limitations in the department,
Shanavas said there was also shortage issue of maths and science teachers. However, he said that since cabinet has recently approved, the recruitment process would be completed soon. Besides other factors behind the poor results from the department side and even at the school level, he said School Management and Development Committees (were not able to motivate or the department failed to provide sufficient teachers for various reasons, thus affecting the percentage. On Kiphire district at the bottom with 7% in district wise performance for government schools, Shanavas said Kiphire being the aspirational district, a lot of focus was on the district, but may take some time. He said that whatever was being invested now by the department, the result would be seen in a few years’ time.

In spite of the best efforts of the department to rationalize teachers, PD said the state faced acute shortage of Mathematics and Science teachers, adding “this too is a reason behind the decline in the examination results.” As approved by the Cabinet, PD said the department has already issued notification for recruitment of 63 numbers of Graduate Teachers (Maths) and 92 numbers of Graduate Teachers (Science). He disclosed
that recruitment process would be completed soon and would help the department to address the issue of shortage of Maths & Science teachers. PD stated that the issue of poor performance of students from government schools was a complex issue. Out of 251 government high schools, PD said nearly 135 schools were not having headmasters due to court cases between different groups of teachers. 71% Indians cannot afford healthy diet: CSE report NEW DELHI, JUN 3 (PTI): Seventy-one per cent Indians cannot afford a healthy diet and 1.7 million die every year due to diseases attributable to poor diet, according to a report released by the Centre for Science and Environment (CSE) and Down to Earth magazine. The diseases attributable to dietary risk factors include respiratory ailments, diabetes, cancer, strokes etc., the report ‘State of India’s Environment 2022: In Figures’ said. The report refers to diets low in fruits, vegetables, whole grains, and diets

high in processed meat, red meat, and sugary drinks. “71% of Indians cannot afford a healthy diet. The global average is 42%,” it said citing Global Nutrition Report, 2021. The diet of an average Indian lacks in fruits, vegetables, legumes, nuts
and whole grains. The consumption of fish, dairy and red meat is within target, it said. A healthy diet is considered unaffordable when its cost exceeds 63% of a person’s income, according to the Food & Agriculture Organisation. In India,
adults aged 20 and above have only 35.8g of fruit per day as against the recommended 200g per day and just 168.7g of vegetables per day as against the minimum 300g per day. They consume just 24.9g per day (25%of target) of legumes and 3.2g (13% of target) of nuts per day. “Despite some progress, diets are not getting healthier. Additionally, they are making increasing demands on the environment, even as unacceptable levels of malnutrition persist in the country,” the report said. (Cont’d on p-8)
Govt notifies on inter-district boundary between Peren and Chümou Rlys to invest over `95,261 cr to link NE state capitals
DIMAPUR, JUN 3 (NPN): A notification dated June 3, 2022 issued by the Home department (GAB-I) has informed about the interdistrict boundary between Peren and Chümoukedima (erstwhile Dimapur) districts. According to home commissioner Abhijit Sinha, the boundary except from point 7 to 8, is in accordance with the recommendations of the Cabinet Sub-Committee report. The decision for the stretch from point 7 to 8 of the recommended boundary, which is touching the areas covered by the three unrecognized villages-- Vihoto, Phushito and Kiyevi ‘B’/ Khehoi, will be taken
up later, the notification stated. It further said that the notified inter- district boundary is solely for administrative convenience and does not reflect the traditional boundary in any manner. The inter-district boundary between Peren district and Chümoukedima district shall be as under: i. From Point-1 as shown in the map appended, the boundary line shall move straight towards the Old Forest Rest House in the North Direction, which is approximately 300 metres away from Point-1. Leaving the Old Forest Rest House, the line shall follow the approach road in the East direction till it reaches the
ridge. From this ridge and leaving the approach road the boundary line shall move towards Daniel Village, but before reaching the Village the line again shall proceed further to meet the hilltop in the East direction. From this Hilltop the line shall move in the South East direction crossing the confluence of two unmanned stream lakes which shall continue moving further straight to meet another confluence of two streamlets. Thereafter, the boundary line shall move upstream south ward till it meets the approach road between Jalukiezangdi and Shikavi villages on the lowest point (Saddles). From here the
line shall move downwards in the Southern direction to meet R. Ketsiangkeiuki (Laidiling Disa) to wind up to Point 2. ii. From Point-2 as shown in the map addended, the boundary line shall move upstream of R. Ketsiangkeiuki for approximately 1 Km east wards Pokhaho village. Here the boundary line shall follow a small stream in the South East direction leaving the R. Ketsiangkeiuki to reach the top of the hill. Once again, the boundary line shall move downhill to meet a small stream till it ends up at R.N/ Disa (the line so followed here is South of Pokhaho Village).

The average fund allocation per year for the northeastern region in the last eight years is 254 per cent more than the yearly average fund allocation in 2009-14. According to a DPRO Dimapur report, the new chairman of DPDB Dimapur, Moatoshi, MLA, urged upon the officers to inculcate a civic sense among the public in order to keep the city clean. Addressing the first DPDB meeting after bifurcation of Dimapur district, Moatoshi asked the board members to work diligently by contributing through action and verbal inputs over and above their normal duties for the betterment of Dimapur district. Dubbing Dimapur as “the most happening district in terms of floods, clogged drains, lacking of civic sense by the general public etc.”, Moatoshi expressed hope that collective effort, the face of Dimapur could be changed. DIMAPUR: State Level Bankers Committee (SLBC) Nagaland has informed that under the aegis of the ministry of Finance, department of Financial Services, an iconic week would be observed from June 6-12, 2022 as part of the celebration of 75th Year of Independence— Azadi Ka Amrit Mahotsav. In a press release, SLBC Nagaland stated that the iconic week would begin with an event scheduled to be held in Delhi on June 6, 2022, which would be graced by the prime minister. It informed that the ministry has decided to live telecast the event in 75 districts across the country. In Nagaland, Kohima has been selected where live telecast of the event would be organized at capital convention centre, Kohima on June 6, 10 am onwards by SLBC Nagaland.
AYO to organise tree plantation drive

KOHIMA, JUN 3 (NPN): Angami Youth Organisation (AYO) will be organising a tree plantation drive in all its constituent villages on June 4 on the theme “Plant for Life” as pre-celebration of the “World Environment Day” which falls on June 5. Announcing this during a press conference at its office, AYO team leader and joint secretary, Zakie Khate said the organisation was vocal in the conservation of biodiversity and environment. As part of its effort to conserve wildlife and the rich biodiversity, Khate said AYO has been educating and sensitising people on the need to stop hunting, logging, deforestation and
other activities detrimental to the environment. For the initiative, AYO informed all its member villages numbering 104 to plant at least 100 tree saplings. The reason behind not pushing for a higher number of saplings is to ensure that the villages would properly take care of all the planted trees as there had been several cases where people neglect the planted trees, Khate said. He said AYO has also been propagating the slogan “Let us clean if it’s littered and if it’s clean let us not litter” which could be followed by people. On the types of tree sapling to be used in the plantation, Khate said they have informed every village to sort out saplings that were
suitable for their soil. Sharing the concept behind the drive, AYO president, Kekhrie Pfukha said the reality of the changing environment was collectively felt by people in every part of the world. He added that World Environment Day has become more important than ever to contribute towards real stability and sustainable and ensure required responsibility through community initiative. He said the drive was a committed venture to both individually and collectively save nature through restoration efforts. Further, he urged upon the people to cohesively work together for a constructive and progressive future through this initiative.

DIMAPUR: State principal chief conservator of forests and head of forest forces (PCCF & HoFF), Dharmendra Prakash on Friday launched a magazine titled, “Into the Wild (Vol. I)” in the chamber of the PCCF & HoFF, Kohima. ASU urges govt to consider NIDA demand DIMAPUR: Angami Students’ Union (ASU) has reiterated its appeal to the state government to reconsider its decision of re-employment of doctors and rather pay heed to the Nagaland InService Doctors Association (NIDA)’s demand of medical age superannuation. In a press release, ASU president Bisevi Nakhro and vice president Kevilelhou Zumu said that following Prime Minister’s announcement, the Centre enhanced superannuation age of doctors and amended Fundamental Rules 1922, Rule 56, clause ‘bb’. The union stated that almost all the states/ union territory had extended the age services of medical doctors according to their needs. ASU, therefore, said that the demand of NIDA be considered and put into effect without further delay.
Expressing concern over shortage of in-service medical doctors in the state, ASU said many primary health centres (PHCs), community health centres (CHCs), district hospitals and medical department wings continued to function with no requisite doctors. Since there could be “no substitute to shortage of medical doctors”, the union said NPSC should immediately conduct exams for the already requisitioned medical doctor posts. It further appealed to the state government for requisition of the resultant vacant medical posts to NPSC at the earliest for unemployed medical doctors. Meanwhile, ASU said it expected that two medical colleges-- one at Phriebagei (Kohima) and another one at Mon-- were made functional
as announced by the state government in the recently concluded state assembly. The union stated that the long-cherished dream of having Nagaland’s first medical college functional remained a dream yet, but there also seemed to be “manmade factors” delaying the process. ASU has, therefore, called upon the state government to come out clean on the issue of “fund exhaustion and turtle pace of the infrastructural development” and strengthen human resources to man the college. ASU has also cautioned individual/group against publishing “misleading circulations” so as to avoid “unnecessary hiccup against timely commencement of the proposed academic session.”

DIMAPUR: The department of Animal Husbandry & Veterinary Services (AH&VS) has informed piggery farmers in the state to get their pigs (preferably breeding stock) vaccinated against Classical Swine Fever (CSF) as prevention before the onset of monsoon, at the nearest veterinary institute. Stating that the disease was endemic in Nagaland, the department also informed all chief veterinary officers (CVOs) to collect the vaccines from the directorate office during working hours for the year 2021-22. Vaccination may be carried out in “ring or cluster” depending on the “occurrence and epidemiological” pattern of the disease in respective district, the department stated. It also informed that due importance should be given at border areas and stock routes.

IMPHAL, JUN 3: Police in Manipur’s Bishnupur district on Friday arrested three officials of a drug de-addiction and rehabilitation centre following the death of a drug user in their custody. Dr ug user Lukram Sanjoy Singh alias Ningthouba (32) of Nambol Phoijing Leikai, an inmate of the Revive Drug De-addiction and Rehabilitation Centre’, Utlou in Bishnupur district died at a hospital in the district where he was evacuated by the officials of the centre around 9pm on Thursday. Family members of the deceased alleged that he died following excessive torture by the officials and
staff of the centre as there were various bruise marks of being hit by blunt weapons all over his body. The police also transferred the dead body to RIMS morgue for necessary postmortem examination. Following the incident, the police have arrested three officials of centre after registering a case against them. The locals staged a sit-in-protest at a community hall at Nambol Phoijing Awang Leikai demanding punishment to the officials of the centre involved in the torture of the inmate. A meeting that followed the protest formed a joint action committee to press the concerned authorities to initiate befitting action against the officials.

Flood situation improves in Assam
GUWAHATI, JUN 3 (PTI): The flood situation in Assam improved on Friday with all major rivers of the state flowing below the danger mark even as nearly 70,000 people remain affected by the deluge across five districts and some new areas were inundated due to heavy rain, an official bulletin said. According to a daily report of the Assam State Disaster Management Authority (ASDMA), 69,610 people in Cachar, Dima Hasao, Kamrup Metropoli-
tan, Morigaon and Nagaon districts continued to suffer from floodwater. The count of people hit by the deluge was 74,800 in four districts till Thursday. The death toll due to the flood and landslides this year remained at 38 as no fresh fatality was reported on Friday. Four relief camps and as many relief distribution centres are still operational in the state with 705 people having taken shelter in such temporary facilities.

G U WA H AT I , J U N 3 (AGENCIES): On May 9, during regular patrolling on elephants at Orang National Park in Assam, forest guards found a rhinoceros bleeding from the nose and its signature horn missing. It was the first poaching incident in five years at Orang, famous for one of the highest densities of one-horned rhinoceros in the country, reports East Mojo. The bleeding sub-adult male rhino was discovered in the Magurmari-Juroyapukhuri area of the National Park. Park authorities initially assumed that infighting with other rhinos led to the loss of the horn but it was later found that the horn was cut off using a sharp weapon. The forest department suspects that the rhino was tranquilised and then dehorned by the poachers, making it a first-of-its-kind incident in Orang. Earlier, a few failed attempts of this kind were made in Kaziranga National Park (KNP), with 2-3 poachers caught with tranquiliser darts and drugs.

He accused the local saffron party leaders of forcing beneficiaries of the Mahatma Gandhi National Rural Employment Guarantee Act scheme to “pay commission” from their wages. “Despite the strict restriction on using machines in MGNREGA works, we came to know that heavy machinery is used in the rural employment programme. “Half of a beneficiary’s daily wage goes to the pocket of local BJP leaders who deploy such equipment for digging soil. They also seek commission from wage earners,” the leader of the opposition in the state assembly told reporters at Kailashahar.

Huge potential for dairy farming in M’laya: Murugan

SHILLONG, JUNE 3: Union Minister of State for Animal Husbandry and Dairying, Dr. L. Murugan on Friday urged the dairy farmers in Meghalaya to take full advantage of the potential of animal husbandry and dairy sector as he concluded his two-day visit to this Northeastern state. Murugan inspected the dairy establishment at Mawiong and the IndoDanish project of the cattle breeding farm in Upper Shillong and also interacted with dairy farmers. “Meghalaya has huge potential for animal hus-
bandry and dairy and farmers in the State can make a good income if they utilise the potential,” the Union Minister said and lauded the efforts carried out by the government for the development of dairy activities in the State. The Minister also interacted with dairy farmers and discussed the activities carried out by the State in the sector and schemes that are available from the central government. “There is a huge market for the products in Meghalaya and a lot is yet to be done to cater to this demand,” he said, adding that the State has huge demand for piggery and poultry.
“This is the opportunity and the concerned departments have to work to make Meghalaya self-sufficient,” Murugan said. The IndoDanish project of the cattle breeding farm in Upper Shillong works to produce improved breeding stock for development of cattle in the State to boost production of milk are taken up. The farm also supplies wholesome milk to the neighbouring urban areas and serves as the visual demonstration units in the scientific method of rearing, feeding and management of cattle which includes fodder cultivation. The Union Minister also visited the Upper Shillong-based Intensive Cattle Development Project that was established in the State to take up an integrated approach in development of cattle breeding, fodder development etc. The objective of the project is to upgrade the local cows through introduction of better germ plasm of the exotic Fresian and Jersey breeds and to induct the local tribal breeders to adopt modern scientific techniques in Animal Husbandry.

Solar-powered street lights to light up rural markets in Tripura
TREDA has taken up an ambitious project of installing solar-powered street lights. AGARTALA, JUN 3 ( AGENCIES): Tripura Deputy Chief Minister Jishnu Dev Varma, who is also the power minister of the state, said the Tripura Renewable Energy Development Agency (TREDA) has taken up an ambitious project of installing solar-powered street lights in rural markets of the state, mainly located in the tribal hamlets, reports East Mojo. “This is perhaps for the first time in the country that the state government is laying emphasis on sustainable power generation and consumption patterns in rural areas. It will give an impetus to the wheels of growth,” the Deputy Chief Minister added. Elaborating on the
initiative, the minister said, “During the Left regime, we did not hear the name of TREDA but it was constituted long back. We approved the project and now solar energy-based apparatus are being introduced in agriculture sector as well. Farmers are getting solar pumps in lieu of Rs 2,500. I must say, there is no other state in this country that is giving such a big subsidy to farmers. We are procuring the pumps at Rs 2.5 lakh and farmers are getting it by spending a very minimal amount.” According to Dev Varma, “The solar street lights are being installed in 12 aspirational blocks on priority basis. The project is now on the verge of completion.”
Assam youth starts journey on foot to convince NCERT for a chapter on NE
S I LC H A R , J U N 3 ( AGENCIES): Rajon Das of Assam’s Karimganj district has taken up it upon himself to promote Northeast India so that the region finds adequate space in NCERT books, reports East Mojo. The 22-year-old has embarked on a journey on foot to draw the attention of National Council of Educational Research and Training (NCERT) authorities for introducing a chapter pertaining to Northeast in its books, especially for classes IX and X students, to help students learn about the region. The walking tour is also aimed at promoting the cultures and traditions of the northeast. A resident of Karimganj’s Patharkandi, Rajon Das began his journey from Tripura Sundari Temple (popularly known as Matabari) in Udaipur, Tripura, on May 22, and will be travelling to Mizoram, Kamakhya in Guwahati and Arunachal Pradesh’s Tawang during his tour. Talking exclusively to EastMojo, Das, a student of National Institute of Technology Silchar, said
Rajon Das he had started his journey from Tripura Sundari Temple in Udaipur, about 305 km from Silchar, on May 22, and has been walking for about 12-13 hours every day since then. He said he is hopeful of completing the tour within the next two to two-and-a-half months. Speaking about his mission, the 22-year-old said people from mainland India do not know properly about the northeast, its rich history and culture, and it is important that the
region, which is a part of India, be explored through knowledge. People from across the nation should know about its beautiful landscapes, tradition, culture and everything related to it, he said. Das said the introduction of a chapter on the Northeast in NCERT books, particularly for classIX and class-X students, will be helpful in making students of different parts of the country know about the region, which would also help in its progress and development in the future. He hopes his endeavour will attract the attention of the NCERT authorities and they would take appropriate steps for fulfillment of his wish. During the 62-daytour, he interacted with people from different states and share with them various aspects of the NE region.

espite nearly fifty nine eight years of statehood, Nagaland is still grappling with the goal of creating a stable and sustainable economy, as till today, basic needs for good roads, efficient power and water supply remain largely unfulfilled. To broadly illustrate these, work on the much hyped 69 kms 4-lane expressway between Dimapur to Kohima began in 2015 and the project was supposed to be completed by 2019.The 4-lane expressway failed to meet the deadline and completion was later rescheduled to 2021. However even till date, there appears to be no way that the 4-lane on NH 29 will be completed even by end of 2022. It is not landslides but slow pace and poor quality workmanship that plagues the project. On the other hand the construction of the 85.9 kms 4-lane between Jorabat(Guwahati)-Shillong, despite massive landslide, could be completed in three years. On power supply, Nagaland is till struggling to provide efficient supply to consumers as power cuts on an average of five to six hours a day are a regular feature. On water supply, even the state capital, the seat of power, is practically without adequate water supply. It becomes worse during dry winter months when people have to buy water at exorbitant rates. Focus on infrastructure development should be looked at from a wide angle otherwise, they are reduced to profit making business. Infrastructures should relate to building up of the economic foundation that provides a level playing field for every enterprising citizen, be it youth, mature or old. One of the problems is within the government system itself. For one, the bureaucracy has taken it upon itself as the indispensable player in furthering or promoting state economy. This has only led to creation of an exclusive politician-bureaucracy nexus who make policies that seem to serve ‘political development’. This is because bureaucrats have learnt to fine tune themselves to focus on the reality of “now/today” and have less interest on long term benefits. Bureaucratic concepts also mean bending some when convenient and ignoring when inconvenient. There is also no debate that the government of Nagaland, needs to do some serious rethink on its welfare oriented programmes which are funded by the centre. The borrowings from various financial institutions as in the case of Nagaland is also too high. Borrowed money used for non-beneficial projects such as construction of grand government buildings have to be restrained to the barest minimum necessity. The rural folks are involved in agriculture but that is more of traditional practice and barely sufficient to meet their requirement. How successful have dozens of government schemes established during the past decades, actually proved successful is a matter of debate. The government can emulate various success stories of a few states where genuine NGOs with committed and trained members have brightened the corners of people in several states such as in Maharashtra. Economic progress is not about creating a few billionaires but to provide opportunities for small timers and the disadvantaged lot of our society. If the government seriously desires to fulfill its commitment of acting the true role as a ‘facilitator’ then the opportunity is to provide efficient and impartial services so as to lay a good foundation for a broad economic progress where projects meant for the public and not cornered by a privileged section by depriving the under privileged section.

But then we find that God wants to get us into an intimate relationship with Himself— to get us in touch with His purposes. Are we so intimately united to Jesus Christ’s idea of prayer— “Your will be done” (Matthew 6:10)— that we catch the secrets of God? What makes God so dear to us is not so much His big blessings to us, but the tiny things, because they show His amazing intimacy with us— He knows every detail of each of our individual lives. “Him shall He teach in the way He chooses” (Psalm 25:12). At first, we want the awareness of being guided by God. But then as we grow spiritually, we live so fully aware of God that we do not even need to ask what His will is, because the thought of choosing another way will never occur to us. If we are saved and sanctified, God guides us by our everyday choices. And if we are about to choose what He does not want, He will give us a sense of doubt or restraint, which we must heed. Whenever there is doubt, stop at once. Never try to reason it out, saying, “I wonder why I shouldn’t do this?” God instructs us in what we choose; that is, He actually guides our common sense. And when we yield to His teachings and guidance, we no longer hinder His Spirit by continually asking, “Now, Lord, what is Your will?”

ast month, the Bank of England issued a grim warning that there may be an “apocalyptic” increase in global food prices. Reports of adverse weather hitting crops around the world, including India, are pouring in, and some analysts estimate that the world has alarmingly low stocks of wheat. In this context, India’s decision to restrict and regulate sugar and wheat exports are laudable moves which correctly give top priority to food security and affordability for our own 130 crore people. Duty cuts on crude soybean and crude sunflower oils, tax cuts on fuel, and export duty on steel are steps in the same direction -- protecting the interests of Indians just as the developed world looks after the welfare of its own citizens first. In 2021-22 India produced about 105 million tonnes and wheat and exported 7 MT. This year, the initial estimate of wheat

production was 111.32 MT when our PM offered to export more wheat to feed the world, but the unusually high temperature in recent months cut the estimate to 105 MT. After export restrictions since May 13 prices stopped shooting up, and have fallen in recent days. Similar, restriction of sugar will ensure the country has adequate stocks and prices do not shoot up when demand surges in the festive season. It is amusing that developed countries have singled out India and criticised our decision on wheat exports as if we have conventionally been major suppliers for the world and the planet’s food security hinges on policy signals from New Delhi. The International Monetary Fund has decided to “beg” India to reconsider the restriction on wheat exports. The truth is that among wheat exporting countries, India ranked 19th in 2020, 35th in 2019, 36th in 2018, 36th in 2017, and 37th in
2016. India’s share has been less than 1 per cent in the global wheat trade. G-7 group of countries that have criticised India need to look inwards. They must be told to use data to apportion who should be blamed for scarcity. USA and Canada had a share of 13% each in the global wheat trade in 2020, while France and Ukraine were at 10% each. Australia and Argentina provided another 5% each. India’s exports rose in the last fiscal year, but they were tiny compared to shipments from these countries. Russia has a share of 19%. Add to it Ukraine’s wheat and we are talking about more than a quarter of global supply, which would not have been disrupted if the self-declared champions of global food security had adopted a negotiated approach instead of head-on conflict with Vladimir Putin. Today. Russia is unable to export wheat because of trade embargoes. Cruelly, these don’t apply to
massive energy imports by Europe. Having obstructed a major source of supply, it is foolhardy to pounce on India. Egypt, Turkey, Kazakhstan, Kyrgyzstan, Kuwait, Kosovo, Belarus have restricted wheat exports. Egypt and Turkey have also been importing significant quantity of wheat from India and have no locus standi for demanding open exports after having restricted them. Countries around the globe are guarding their food security with export controls on cooking oil, oilseeds, cattle, oats, potatoes, sugar, cereals, meat, flour, poultry, eggs, pasta, processed food, chicken meat, rice, corn, soybean, etc. Many countries such as Indonesia, Argentina, Kazakhstan, Cameroon, Kuwait, Hungary, Ghana, Algeria, Morocco have blocked food exports. Indonesia’s ban on palm oil exports shook up the market as the country accounts for about a third
of all vegetable oil exports. The restriction had a major impact on developing countries such as India and Bangladesh which depend heavily on Indonesia for cooking oil. Not something the developed world or the IMF cares about. The sanctimonious also need to learn to stop wasting food. As per UNEF food index 2021 on household food wastage, India is among the best performers. Our wastage is estimated at 50 kg per capita per year. In many countries the number is higher than 70 kg, say, Korea, Argentina, Germany, Indonesia, UK and France. France has a score of 85. Australia and Saudi Arabia exceed 100. All said, India has acted responsibly and promised to supply wheat to neighbouring and vulnerable countries and will honour contracts already signed. It will also ensure that wheat reaches the needy countries instead of being cornered or hoarded by market ma-
nipulators. Critics have also raised the issue of better prices for farmers. The fact is that every year, almost the entire procurement is completed by the middle of May. This year, farmers have enjoyed a higher price for almost their entire output. The government still advised states to keep buying wheat until the end of May. The wheat trade has hit an air pocket, which may lead to an emergency. In dealing with this, the advice for passengers in an aircraft is relevant: “In case of an emergency, wear your own oxygen mask first, before helping others.” For a smooth landing, G-7 and IMF should shed their hypocrisy and pitch for “free passage” of Russian and Ukrainian wheat or urge WTO to let India export wheat from government stocks. India is seeing its worst ‘edu-cide’, first survey after COVID shows

s I looked at the latest National Achievement Survey (NAS) report released last week, I recalled a meeting that happened more than a decade ago. The National Council of Educational Research and Training (NCERT) had invited me to a meeting to plan the next NAS for 2011. I recall saying something like this to my colleagues there: “Yours is the best and the worst survey on the quality of learning in Indian schools. Best, because your sample and question design are impeccable. Worst, because no one can read your reports or make sense of them. It provides no meaningful input for policy making”. We are looking at one of the worst instances of ‘edu-cide’ in recent times. Quality of learning is clearly the central issue of educational policy today. Almost every child in the relevant age group now goes to school. The number of schools is no longer an issue, though the number of teachers is still a serious constraint. So, the real issue is not whether children have a school to go to or whether they enrol in a school, but whether they learn something in the school and are not forced out (this cruel phenomenon is called ‘drop-out’ in official jargon) of the system. Measuring learning is an arduous task The question, then, is: How do we measure learning? Some of the experts on education, including Professor Krishna Kumar, who I respect most on this issue, opposed the very idea of such a measurement, as the numbers
of any test fail to do justice to the multi-dimensional process of learning. That is true. But the parents, as well as the policy makers, need a simple, if crude, measure to assess the quality of learning. This is the gap NAS could fill but did not. For the last 16 years, the Annual Status of Education Report (ASER) has filled this gap. Volunteers from Pratham, an NGO, go to a large number of village homes and ask children to answer some basic questions on linguistic and mathematical ability. This large annual survey provided us with a simple but powerful picture of how poor the quality of learning in rural schools was. It shocked the nation with its finding, more or less unchanging over all its reports, that more than half the children in the fifth standard cannot read a simple paragraph from a standard two textbook in their own language. A rough and ready measure like this one could not meet the highest methodological standards of survey research or provide a reliable tool for comparison over time. NAS provides an alternative. The breadth and depth of its testing are truly impressive. It tests students of standards three, five, eight and ten in all basic subjects. Tests are designed with sophistication. Even more impressive is its sample. The latest NAS, carried out in November 2021, covered 1.18 lakh schools, two-thirds rural, and included private and aided schools, besides the governmentrun schools. As many as 34 lakh students from different classes
were tested. This allows us to break down the data at the state and the district level. The NCERT and educational administrators can pat themselves on the back for carrying out one of the most extensive surveys on the quality of learning anywhere in the world. I was happy to see that reporting and presentation of NAS have also improved. There is one serious issue, though. Unlike ASER, the NAS test has always been administered on the school premises. So, it is hard to rule out the possibility of eager officials and anxious teachers ‘helping’ their students show better results. Therefore, a state-wise comparison of the level of students’ achievement, which grabbed media headlines, is best avoided. But it is an invaluable tool for comparing across time, classes and social groups. What NAS tells us about school education in India We can read four messages from the latest round of NAS. Three are easily available, but the fourth one is carefully hidden. First, the quality of school education is poor. In broad terms, taking all classes together, the average score of students is less than 60 per cent in every subject (59 in environmental studies, 55 in English, 53 in maths, 49 in social sciences and 46 in science), except their own language. This picture is a little better than what comes across from ASER surveys. But we must keep in mind that NAS includes urban and private schools as well, and that this simple test was administered in their own school under varying conditions.
Second, the achievement level suffers as we go up the school ladder. For example, in class three, the average score for language is 65 per cent. It goes down to 62 per cent in class five, 60 per cent in class eight and merely 52 per cent in class ten. There is an identical pattern for maths and more or less similar for other subjects. Unless it reflects changing quality of testing, we cannot escape the conclusion that the greater the years of schooling, the worse the performance of our students. That is a serious indictment of our schooling system. The third conclusion makes it worse. The greater the years of schooling, the wider the social gap in learning. In class three, there is hardly a gap between the performance of government and private school students. The private schools open a lead by class five, and the lead widens considerably by class ten. The same pattern holds for the difference between general category students and those from OBC, SC and ST backgrounds. The initial gap in class three is negligible but widens by the time they reach class ten. The task of education in an unequal society should be to reduce inherited disadvantages. But our school education seems to be doing exactly the opposite. It is an effective mechanism to transfer and accentuate inherited privileges. First data on pandemic education The fourth, and clearly the most crucial finding is carefully concealed in the NAS report. This
was the first nationwide survey of the quality of education after the lockdown and extended closure of schools. So, the question anyone should ask is this—how badly has the school closure hurt the quality of learning? The NAS report does not provide data on this. I assume they were instructed not to do so. We must thank the Data Point team at The Hindu for digging up the previous NAS report of 2017-18 and doing a careful comparison of scores across classes and subjects. The results are shocking. There has been a massive regress in the levels of learning during the lockdown period. The regress ranges from a decline of three percentage points in the average scores of all subjects in class three to about seven percentage point drop in maths and nine percentage point drop in science for class ten. The same effect is visible across social categories. The decline in rural schools is steeper than in their urban counterparts. Though gender does not show much difference, students from OBC, SC and ST communities have experienced much higher educational decline than others. These findings corroborate global research on educational loss due to the pandemic and lockdown. As I had argued earlier, India is emerging as one of the worst sufferers. NEW DELHI, JUN 3 (PTI): The Enforcement Directorate (ED) has issued fresh summons to Congress MP Rahul Gandhi, asking him to appear before it on June 13 for questioning in a money laundering case linked to the National Herald newspaper, officials said on Friday. He was earlier asked by the agency to depose on June 2 but the Lok Sabha member from Wayanad seat in Kerala sought a fresh date as he was out of the country. Officials said Rahul Gandhi, 51, has now been asked to appear on June 13 at the headquarters of the federal agency in central Delhi. His mother and Congress president Sonia Gandhi, 75, has also been asked to depose before the agency on June 8. Though she tested positive for COVID-19 on Thursday, the Congress party has said that she was determined to appear before the agency on the scheduled date. The case pertains to the probe into the alleged financial irregularities in the party-promoted Young Indian that owns the National Herald newspaper. The paper is published by Associated Journals Limited (AJL) and owned by Young Indian Pvt Limited. Officials said the agency wants to record the statements of Rahul Gandhi and Sonia Gandhi under criminal sections of the Prevention of Money Laundering Act (PMLA).

MUMBAI, JUN 3 (PTI): The country’s foreign exchange reserves increased by USD 3.854 billion to USD 601.363 billion in the week ended May 27, according to RBI data. In the previous week, the reserves rose by USD 4.230 billion to USD 597.509 billion. During the reporting week, the rise in forex reserves was due to an increase in the Foreign Currency Assets (FCA) and the gold reserves, according to the Weekly Statistical Supplement released by the Reserve Bank of India (RBI) on Friday. FCA increased by USD 3.61 billion to USD 536.988 billion in the week ended May 27. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. MUMBAI, JUN 3 (PTI): SBI Research revises up India’s FY23 economic growth forecast to 7.5% SBI Research has projected the Indian economy to grow at 7.5 per cent in 2022-23, an upward revision of 20 basis points from its earlier estimate. As per official data, the economy grew by 8.7 per cent in FY22, net adding Rs 11.8 lakh crore in the year to Rs 147 lakh crore, the report said, adding this was however only 1.5 per cent higher than the pre-pandemic year of FY20. “Given the high inflation and the subsequent upcoming rate hikes, we believe that real GDP will incrementally increase by Rs 11.1 lakh crore in FY23. This still translates into a real GDP growth of 7.5 per cent for FY23, up by 20 basis points over our previous forecast,” SBI chief economist Soumyakanti Ghosh said in a note on Thursday. Nominal GDP expanded by Rs 38.6 lakh crore to Rs 237 lakh crore, or 19.5 per cent annualised. In FY23 also, as inflation

CBI arrests seven for theft of valuable material from PSU NEW DELHI, JUN 3 (PTI): The CBI has arrested seven persons, including the assistant general manager of public sector undertaking Mishra Dhatu Nigam Ltd (MIDHANI), for allegedly diverting valuable material to scrap dealers in Hyderabad, officials said on Friday. Besides MIDHANI AGM S Narasing Rao, the central agency has arrested two personnel of the Telangana State Special Protection Force, Constable Saripalli Prem Kumar and Assistant Commandant Ravinder Reddy. It also nabbed scrap dealers Mohammed Nayeem Nayyar and Mohammed Waseem Nayyar and MIDHANI casual employees Bathkola Murali and Nasa Deekshith. “It was alleged that the accused entered into a conspiracy...to divert valuable raw/finished/semi-finished material in a clandestine manner from MIDHANI, Hyderabad to the godown of scrap dealers. It was further alleged that the said scrap merchants agreed to pay illegal gratification to the temporary/casual employees and other public servants,” CBI spokesperson R C Joshi said. During investigation, the CBI intercepted the vehicle while transferring 950 kilogram of precious material and caught the two scrap merchants. They were stealing precious metal scrap along with two temporary employees of MIDHANI, the driver of the vehicle and other accused.

MANSA (PUNJAB), JUN 3 (PTI): Punjab Chief Minister Bhagwant Mann visited Sidhu Moosewala’s home here on Friday, assuring the slain singer’s family that his killers would soon be behind bars and slamming those “playing politics” over the death. Mann spent about an hour with the bereaved family at Moosa village in Mansa district, condoling the death of the 28-year-old Punjabi singer who was shot on Sunday. The killing took place in the district a day after the new Aam Aadmi Party government pruned the security provided to the singer and about 400 other VIPs as a “temporary” move. “Police has got vital clues regarding the murder of Sidhu Moosewala and the day is not far when we will nab the perpetrators of this heinous crime,” the CM assured the family, a state government statement said. National Security Advisor (NSA) Ajit Doval, Army Chief General Manoj Pande, and Lieutenant Governor of Jammu and Kashmir Manoj Sinha were among those who attended the meeting. The home minister reviewed the security situation in Jammu and Kashmir, a ministry official said. Security arrangements for the upcoming Amarnath Yatra also figured in the meetings, the official said. The meeting came after terrorists carried out a series of targeted killings in the Kashmir Valley that include non-Muslims, security personnel, an artist and local civilians. BHUBANESWAR, JUN 3 (PTI): Ruling BJD candidate Alaka Mohanty continued to lead over her rivals in Congress and BJP as the counting of votes continued for the Brajrajnagar assembly by-election on Friday afternoon. At the end of 16 rounds, Mohanty was leading by a margin of 54,096 votes after securing 75,317 votes, as per Election Commission data. Her nearest Congress rival Kishore Patel got 21,221 votes, while BJP candidate Radharani Panda was in third place with 18,897 votes. The bypoll was necessitated as MLA Kishore Mohanty, the husband of the BJD candidate, died in December last year. This is the first time since the 2019 Lok Sabha polls that the BJP was struggling at the third spot, with the Congress coming up in the second spot. Four more rounds of counting are left, officials said. As the BJD took an unassailable lead, party workers started celebrations with crackers and beating drums.

KANPUR (UP), JUN 3 (PTI): Violence erupted in parts of Kanpur after Friday prayers as members of two communities indulged in brick-batting and hurled bombs over attempts to shut shops in protest against ‘insulting’ comments on Prophet Mohammed. Clashes broke out in Pared, Nai Sadak and Yateemkhana areas of Kanpur, police said. The two sides hurled bombs and opened fire as members of one of the groups attempted to shut shops over alleged insulting remarks made by BJP spokesperson Nupur Sharma during a television debate recently, a senior police official said. Those who allegedly forced shopkeepers to shut shops clashed with police personnel who had to use batons to disperse the mob. Some local leaders, including Maulana Mohammed Ali (MMA) Jauhar Fans Association chief Hayat Zafar Hashmi, had called for closure of shops on Friday in protest against the remarks. BHUBANESWAR, JUN 3 (PTI): Odisha reported two cases of swine flu on Friday after more than two years, a health department official said. The two - a 38-yearold man and a 28-year-old woman who tested positive for the H1N1 virus are undergoing treatment at a private hospital here, state public health director Niranjan Mishra said. The two cases were confirmed after their samples tested positive for H1N1 and their condition is stated to be out of danger by the hospital, he told reporters. “The state usually witnesses two peaks of the swine flu disease - one before the monsoon and another in winter,” Mishra said. The official said the government is fully prepared to tackle the situation. Also known as the swine influenza, the respiratory disease is caused by H1N1 virus. It causes nasal secretions, cough, decreased appetite and restless behavior. The World Health Organisation had declared swine flu pandemic from June 2009 to August 2010. However, it continues to circulate as a seasonal virus worldwide.

DIMAPUR: Nagaland Baptist Church Council (NBCC) youth department on Friday said that the Clean Election Movement was for all, and called upon the public to “vote for our future and give hope to our children” as they celebrate the story of grace and God’s faithfulness for the last 150 years of Christianity in Nagaland. In a press release, Nagaland Baptist Church Council youth secretary N. Suhuto Chishi stated the youth department organised a bike rally on May 31 and June 1 with 143 bikers covering eight districts in just two days, “proclaiming the faithfulness of God in Nagaland”. GENEVA, JUN 3 (AP): One hundred days into Russia’s invasion of Ukraine, the war has brought the world a near-daily drumbeat of gut wrenching scenes: Civilian corpses in the streets of Bucha; a blown-up theatre in Mariupol; the chaos at a Kramatorsk train station in the wake of a Russian missile strike. Those images tell just a part of the overall picture of Europe’s worst armed conflict in decades. Here’s a look at some numbers and statistics that — while in flux and at times uncertain — shed further light on the death, destruction, displacement and economic havoc wrought by the war as it reaches this milestone with no end in sight. THE HUMAN TOLL Nobody really knows how many combatants or civilians have died, and claims of casualties by government officials — who may sometimes be exaggerating or lowballing their figures for public relations reasons — are all but impossible to verify. Government officials,

UN agencies and others who carry out the grim task of counting the dead don’t always get access to places where people were killed. And Moscow has released scant information about casualties among its forces and allies, and given no accounting of civilian deaths in areas under its control. The man killed the two females outside the Cornerstone Church, a megachurch on the outskirts of Ames, Story County Sheriff ’s Office Capt. Nicholas Lennie told the Des Moines Register. Investigators didn’t
know the ages of those killed, Lennie said. The shooter appeared to have then shot himself but his death is still being investigated, Lennie said. The church is near Interstate 35, about 30 miles (48.28 km) north of Des Moines. The sheriff ’s office didn’t identify those killed or give details about what led to the shooting.

eff Beck has provided fans with an update about the release of his joint album with Johnny Depp, after news of their collaboration first emerged in 2020. Beck, who has been joined by Depp as a guest guitarist on his UK tour recently, told the audience at The Sage, Gateshead last night (June 2) that the album “will be out in July”. “I met this guy five years ago and we’ve never stopped laughing since. We actually made an album. I don’t know how it happened. It will be out in July,” The Guardian reports Beck told fans onstage. Depp has been performing cover versions of songs on Beck’s tour including Jimi Hendrix’s ‘Little Wing’ and Marvin Gaye’s ‘What’s Going On’. His first UK appearance with Beck was in

NEW DELHI, JUN 3 (PTI): India’s up and coming shuttlers will have an opportunity to earn ranking points and experience with the country hosting two (Badminton World Federation) BWF international challenge badminton tournaments in Nagpur and Raipur in September. BWF also awarded a junior international event to be held in Hyderabad, also in September. Following India’s historic triumph at the Thomas Cup, the Badminton Association of India (BAI) had written to BWF last month, requesting it for more international events. BWF accepted the request and allotted the two international challenge events and a junior international. “BWF has awarded three tournaments to India, which will be held in September. These events will help the young Indian players to play more international events, face quality opponents and grab crucial world ranking points,” BAI secretary Sanjay Mishra told PTI. There are a total of 31 international challenge tournaments that happen in
a year worldwide with India hosting just one of them in 2022 -- the Infosys Foundation India international challenge in Bengaluru, which was held from October 11 to 16 last year. The international challenge tournaments are grade 3 events in the BWF tournament structure and ranking points and prize money are much less than the grade 1 (BWF major events) and 2 (BWF World Tour) events. India hosts one junior international Grand Prix in Pune (August 30 to September 4), besides three BWF World Tour events -- Odisha Super 100, Syed Modi Super 300 and India Open Super 500 tournament. But now, India will be hosting at least seven international tournaments every year following the addition of the three international events. While the exact dates are yet to be ascertained, Raipur is set to host the first event, followed immediately by Nagpur, according to BAI’s calender for 2022-23. The India junior international challenge is scheduled in Hyderabad ahead of the two events.

Stop fund to NSFs not complying with SDC: Delhi HC tells Centre NEW DELHI, JUN 3 (AGENCIES): The Delhi High Court on Friday directed the Centre to immediately stop giving money, funds or other assistance to national sports federations (NSFs) that have till now not complied with the requirements of the National Sports Development Code (SDC) of India, 2011. “No money will go henceforth to any entity which does not comply with the Sports Code. That is the long and short of it. What is suffering is the rule of law,” the high court ordered while hearing a petition filed by senior advocate and sports activist Rahul Mehra, to ensure the compliance with the Sports Code by the NSFs. The Centre, in its affidavit, had informed the high court that only 10 per cent or about six of the 56 NSFs, recognised by the government, are in compliance of the Sports Code, Starsports reported. The affidavit further stated that the government has spent
approximately Rs 14,391 crores in sporting activities from 2009-2010 till 2018-19 and nearly Rs 1,237 crores has been disbursed directly to the NSFs on the explicit statutory understanding that they, including Indian Olympic Association (IOA), will comply with the Sports Code. The high court said the compliance of its order should be done by the end of one month and in the meantime, assistance to sportspersons through the Sports Authority of India (SAI) would be ensured and possibly augmented. The high court additionally ordered that the non-compliant NSFs will be put on notice of suspension.

CHENNAI, JUN 3 (IANS): All India Chess Federation (AICF) on Friday got Vipnesh Bhardwaj as its interim Secretary as the Delhi High Court on Thursday unseated Bharat Singh Chauhan from that post. However, experienced chess officials are of the view that this appointment too is not in line with law. AICF President, Dr Sanjay Kapoor, using his powers, has appointed Bhardwaj, the AICF Vice President, as interim Secretary. On the other hand, R. N. Dongre who had filed a case against Chauhan’s election told IANS that: “I am exploring (my) options. The 52-year-old Anand won the Armageddon (sudden death game) early on Friday after the regular classical match was drawn after 39 moves. The Armageddon saw the former world champion pip Hao in 44 moves to take his points tally to 7.5. He is followed by American Wesley So, who is on 6 points, and world No.1 Magnus Carlsen (5.5). This is the Indian ace’s third straight win in the Classical section after having beaten Frenchman Maxime Vachier-Lagrave and Veselin Topalov (Bulgaria) in the first two rounds. NEW DELHI, JUN 3 (PTI): Experienced Indian shooter Anjum Moudgil clinched a silver in the Women’s 50m Rifle 3 Positions as India moved up to third spot in the medal tally at the ISSF World Cup in Baku, Azerbaijan, on Friday. Anjum went down 12-16 in the gold medal match to Denmark’s Rikke Maeng Ibsen. Anjum, also a world championship silver medallist, had on Thursday qualified for the top-eight ranking round with a score of 587 out of 600, which gave her a fourth place in a field of 60 shooters On Friday, she finished second to Ibsen in stage two with a 406.5 to the Norwegian’s 411.4. She then put up a strong challenge in the final but could not put it across the Dane. It is Anjum’s second individual World Cup silver in the event.
