NITI meet: PM urges states to focus on 3Ts

NEW DELHI, AUG 7 (PTI): Prime Minister Narendra Modi on Sunday made a strong case for modernising agriculture, animal husbandry and food processing to help the country become selfsufficient and a global leader in the agriculture sector. Modi also asked the states to focus on promoting 3Ts -- Trade, Tourism, Technology -- with a view to reducing imports and increasing exports, said an official release after the seventh meeting of the Governing Council of the NITI Aayog. “We should encourage people to use local goods wherever possible,” he said, adding, ‘Vocal for local’ is not the agenda of an individual political party but a common goal. NFHRCC reminds PWD (R&B) to release bills D I M A P U R , AU G 7 (NPN): As per a resolution taken during its joint meeting held at Kohima on June 22, 2022, Nagaland Foothill Road Co-ordination Committee (NFHRCC) has reminded PWD (R&B) to release running bills based on performance to contractors to complete their work on time as in some sectors 90% of the allocated work had been completed. This was resolved at a committee’s meeting held here on Saturday. Further, the meeting also requested PWD (R&B) for a joint inspection of Baghty division at the earliest in consonance with the June 22, 2022 meeting resolution. NFHRCC further resolved to convene a joint meeting with all primary stakeholders along the Foothills Road stretch from Tizit to Niuland – village councils, local area CSOs, Stone Gravel & Boulder Contractors’ Union, log contractors and Saw Mills Owners’ Union, coal mining contractors, transporter unions and respective tribal hohos – at Dimapur on August 19, 2022. The meeting also decided to have an interactive meeting with PWD (R&B) adviser at the earliest. This was stated in a press release by NFHRCC convener Supu Jamir, general secretary W Lemba Chang, co-convener Hokiye Yepthomi and assistant general secretary Chenithung Humtsoe.

the realisation has improved, “the potential is much more... and it is crucial for strengthening our economic position and becoming a USD 5 trillion economy.” He said that the seventh meeting was a culmination of months of rigorous brainstorming and consultations between the Centre and States to identify national priorities. In his concluding remarks, Modi said the NITI Aayog will study the states’ concerns, challenges, and best practices and subsequently plan the way forward. The

meeting was attended by 23 chief ministers, 3 Lieutenant Governors and 2 Administrators and Union Ministers and moderated by Defence Minister Rajnath Singh. Telangana chief minister K C Rao boycotted the meeting, while Bihar chief minister Nitish Kumar could not attend the meeting as he was recovering from Covid-19. The Governing Council discussed four key agenda items-- crop diversification and achieving self-sufficiency in pulses, oilseeds and other agri-commodities; implementation of National Education Policy (NEP) in school education; implementation of NEP in higher education; and urban governance. N I T I A ayo g v i c e chairman Suman Bery said that combined efforts of the Centre and States were needed to realize the vision of a resurgent India post the pandemic.

D I M A P U R , AU G 7 (NPN): Nagaland chief minister Neiphiu Rio on Sunday highlighted several issues concerning Nagaland at the seventh meeting of the Governing Council of NITI Aayog at New Delhi, chaired by Prime Minister Narendra Modi. Speaking at the meeting, Rio said the State gov-

ernment, with support from the Centre, had been consistently focusing on changing the agriculture practices while retaining their traditional organic nature. This, he claimed had yielded good results in terms of production of food grains that jumped from 62,000 MT in 1963-64 to 7,38,260 MT presently. Rio stated that jhum cultivation was ecologically sustainable, efficiently used available natural resources and adapted diverse cropping patterns based on villagers’ specific needs. With increasing pressure of population, he admitted that the traditional practices were disrupted and became less

ecologically sustainable. As rightly recognised by the Central government, he said focus on crop diversification was essential for India and was a fundamental requirement in hill States like Nagaland for safeguarding its agro-biodiversity/ ecologically sustainable farming as well as doubling farmers’ income. He assured that this continued to be the State government’s focus, adding a number of indigenous varieties such as ginger, kolar and potato had been identified to add to the national production basket. NDPP has betrayed strong regional spirit of Naga people, says RPP D I M A P U R , AU G 7 (NPN): Rising People’s Party (RPP) has accused Nationalist Democratic Progressive Party (NDPP) of betraying the strong regional spirit of Naga people, the same people who had elected Neiphiu Rio as the chief minister on four consecutive occasions. In a statement, RPP president Joel Naga and vice-president Vitho Zao said the current chief minister had championed himself since 2003 as a regional strongman who managed to keep Delhi at bay. Keeping aside the allegations of cor-

ruption and personal enrichment, they mentioned that credit should be given to him for keeping the Naga identity flag flying high and for which RPP acknowledged his leadership. But today, they feared that “fortress” Nagaland was in danger, thanks to the merger pact. In this regard, RPP has appealed to the rank and file of NDPP to leave the party following media reports that the latter could merge with BJP post 2023 State Assembly election. Quoting a July 23 Delhi-based report that “In 2023, after election, NDPP

may merge with the BJP”, provided the alliance managed to come to power, RPP pointed out that NDPP had not refuted the news. D I M A P U R , AU G 7 (NPN): Against the backdrop of misrepresentation and incorrect usage of traditional Naga designs, Nagaland government has taken measures to preserve, protect and promote by way of documenting Naga traditional attire designs and motifs. National Handloom & handicrafts Development Corporation (NHHDC) Ltd Dimapur, managing director, Zakabo V Rotokha said this while addressing a gathering as guest of honour at the 8th National

Handloom Day celebration held at Weavers Service Centre (WSC), Toluvi Village, Sunday. Rotokha said the state government has formed a state-level committee comprising of technical experts and researchers with a primary objective to document tribal traditional attires, motifs, designs and ornaments so as to prevent misuse and misinterpretation of traditional cultural expressions. He pointed out that loin loom or back strap loom was known to be one of the oldest methods used in weaving of cloth by the tribes of Nagaland.

Rotokha said the motifs woven into the “Naga cloth” are derived from rituals, beliefs, and tribal identity and that each tribe uses different colours and motifs which establish a distinct identity for them. Expressing concern over mass production of Naga traditional attires and motifs, Rotokha said such mass production without understanding the actual cultural expression was detrimental for the Naga weaving community and Nagas at large. Citing the example of Chakhesang shawls which has been Geographical In-

dication (GI) tagged, Rotokha said the shawls of the remaining Naga tribes would also be GI tagged so as to prevent misuse or misinterpretation of the cultural significance. Chief guest, additional deputy commissioner (ADC) Dimapur, Mhalo Humtsoe said weaving has been a part of Naga tradition and culture and an integral part of Naga identity. Stressing on the need to promote and market handloom products, Humtsoe said handloom weavers were mostly concentrated in rural areas of the country thereby deprived of resources to

G U WA H AT I , AU G 7 (PTI): Assam reported 320 new COVID-19 cases on Sunday at a positivity rate of 5.49 per cent, the National Health Mission (NHM) said. Kamrup Metropolitan district, which primarily comprises the Guwahati city, reported 28 of these cases. Cachar and Dhemaji also reported 28 new COVID-19 patients each, followed by 25 in Dibrugarh and 21 in Sivasagar, the bulletin said. At present, the state has 4,426 active cases. The toll remained at 8,020 as the state recorded no death due to COVID-19 over the last two days. Among them were 1,347 people who had co-morbidities. The state has so far reported 7,41,502 COVID-19 cases, while 7,29,054 patients have recovered.

Centre should not force policies on states: Mamata KO L K AT A , AU G 7 (PTI): West Bengal Chief Minister Mamata Banerjee on Sunday emphasised that the Centre should look into the demands of the state governments “more seriously” and no policies should be forced on them. Addressing a meeting of the Governing Council of the Niti Aayog in New Delhi, Banerjee stressed that there should be a “greater cooperation” between the Centre and the states, according to official sources. The Trinamool Congress supremo also said that state governments should not be pressurised to implement the National Education Policy (NEP). The West Bengal government was not keen on implementing the NEP. It constituted a 10-member committee of experts in April to examine NEP and assess the need for a statelevel policy on education. There should be greater cooperation between the Central government and the state governments, she said during her around 15-minute speech at the meeting.

HAL developing long-endurance drone for vigil over Line of Actual Control

NEW DELHI, AUG 7 (PTI): State-run aerospace behemoth Hindustan Aeronautics Ltd (HAL) is working on an AI-driven multirole, advanced and long-endurance drone for strategic missions in high-altitude areas including along the frontiers with China, people familiar with the development said on Sunday. The rotary-wing drone will have the capability to carry a load of 40 kgs, including missiles and sensors, and it is being developed considering the requirement of the armed forces to keep a strong vigil over the mountainous areas along the Line of Actual Control (LAC), they said. The HAL has set a target of conducting the maiden test-flying of the unmanned aerial vehicle (UAV) by the middle of next year and plans to produce 60 such platforms in the first phase of the project, the people in the know told PTI. They said the operating system of the longendurance drone will feature applications of Artificial Intelligence and the armed forces will be able to use it for multiple purposes in-

cluding transporting essential supplies. “The drone is being developed in such a way that it can carry a wide range of vital military systems including sensors, missiles and various other weapons,” said one of the people cited above. Separately, HAL is also looking at the possibility of producing the Israeli Heron TP drones in collaboration with its manufacturer under an ambitious project. “This project is aimed at addressing the requirement of our armed forces as well as global supplies,” the person said. The medium-altitude Heron drones are capable of operating for nearly 45 hours at an altitude of up to 35,000 feet. The Heron TP drones are equipped with automatic taxi-takeoff and landing (ATOL) and satellite com-

munication (SATCOM) systems for an extended range. The HAL is also working on two separate drone projects with the Defence Research and Development Organisation (DRDO). The three services are planning to acquire a sizeable number of unmanned aerial platforms in the next few years to significantly ramp up their surveillance capability, particularly to monitor Chinese activities along the LAC and Indian Ocean Region. Each of the three services has drawn up plans for the acquisition of the newage platforms. The armed forces have been focusing on procuring unmanned platforms including armed drones following the eastern Ladakh standoff with China and a drone strike on the Jammu airbase last year. Explosives-laden drones were used to carry out the attack on the Jammu Air Force station in June last year in the first such instance of suspected Pakistan-based terrorists deploying unmanned aerial vehicles to strike at vital military installations in India.

Allocate funds for disaster proofing: Patnaik to Centre NEW DELHI, AUG 7 (PTI): Noting that Odisha is impacted by natural disasters almost every year, Chief Minister Naveen Patnaik on Sunday urged the Centre to make it a special focus state and allocate funds for disaster proofing. It’s important to have disaster resilient infrastructure to protect the state and its people from the vagaries of nature. I would sincerely request the central government to make Odisha a special focus state and allocate funds for disaster proofing,” Patnaik said. Irony of dynastic democracy

I

t has taken the summons issued from the Enforcement Directorate on Congress interim president Sonia Gandhi and heir apparent and Congress leader-at-large Rahul Gandhi, to kick the comatose Congress to life when it was compelled to resort to a series of protests during mid-June and late July. The protests were aimed against misuse of the ED by the ruling BJP specifically targeting opposition leaders while those who were summoned or booked by the ED are no longer harassed after they joined the BJP. The unconvincing and futile response from the BJP leaders was that the ED was ‘only doing its job’ and slammed opposition parties for politicizing the summons. Needless to say, the ED is empowered with the Prevention of Money Laundering Act (PMLA) over which no law can interfere. However, the selective use of PMLA against critics and opponents of the BJP is certainly against the very tenets of due process of equality of law and justice. Had ED used its power under PMLA then it should have also landed many BJP leaders and turncoats in the dock. The Congress protest against the ED may have found some support but the main objective of the loyalists and their foot soldiers was to protect the Gandhis, who are now in a big mess in the National Herald case. The Gandhis through Young Indian, acquired rights of the buildings and assets of the Associated Journal Limited (AJL) in Delhi and other metro cities worth a few thousand crore rupees. When AJL could not repay loan of Rs.90 crore from the Congress, it sold shares to Young Indian worth Rs.50 lakh. The Rs.90 crore loan to National Herald could not revive the party mouthpiece since the newspaper had unproductive people, who owed their jobs due to the political patronage from the Congress. Thus, the protest against the ED in this case does not have much ground because if both Sonia and Rahul and others are innocent the law will save them not street protests. However, the point of misuse of ED by the BJP government does hold water. On protest against price rise and levying GST on pre-packaged and pre-labeled food items, there is much substance since union finance minister Nirmala Sitharaman has only been following the directive policy of the ruling party. The poor and middle class are suffering while the corporate houses in the country are experiencing the soaring of their fortunes. The protests in Delhi and other states by Congress has confirmed that it has a pan-India presence and a potential to give the BJP a run for its money. However, the party’s heir apparent has been a disaster with messaging. It is an irony that when the Congress calls for opposition unity, its own house is in disarray as many of its battle hardened leaders are either being sidelined or almost pushed out to accommodate Rahul’s dream of a new and youthful Congress. The events of several years have only led to concern that freedom and democracy in India is being severely limited. But for Rahul to suggest that democracy is dead is going a bit too far when democracy in Congress itself has perished. The noose around the Gandhis is tightening and if the ED has enough evidence of some wrong doing in the Herald case then that could be fulfillment of the vow of Modi for a mukt-Bharat Congress.

The small, medium and tiny sectors are becoming restless. More cash use can reduce poverty and boost up small business. This would reduce dependence on shearing bank deposits, high NPAs and resorting to manage finances through large deficits. Finance Minister Nirmala Sitharaman recently

Interestingly enough the Manmohan Singh government also did the same post-2008 Lehman Brother meltdown by incentivizing loans, most of which turned into NPAs and were written off. Private Equity-Venture Capital (PE-VC) in-

vestments, contracting since 2012, decline 25 percent during the AprilJune 2022, at $11.3 billion across 315 deals; 2021had $15.2 billion invested in 264 deals. The RBI, in May 2019, observed that 2017-18 was the seventh consecutive year of annual contraction in private sector capex. It was Rs 1,65,000 crore in 2016-17. The RBI found it declining from Rs 94227 crore in 2020-21 to Rs 68649 crore in 2021-22. The government has taken the Shivaji load off the private sector for spurring economic revival. The Union Budget 2022-23 has increased the capital expenditure (capex) target to Rs 7.5 lakh crore, a 35.4 per cent jump from the budget estimate of Rs 5.5 lakh crore in 2021-22. The revised estimate for capital expenditure in 2021-22 came in at Rs 6.03 lakh crore. Capex accounts for 19.02 per cent of the government’s total expenditure at Rs 39.45 lakh crore for 2022-23. T h e h i g h g ove r n ment expenditure has not spurred job creation, domestic consumption and capacity expansion of private sector for a decade. Instead it has led to severe

7 percent plus consumer inflation and almost 15.9 percent wholesale inflation, too much burden on a government that is extending free food to 80 crore poor. It has added mere 7.2 lakh government jobs and the private sector, except IT, none. The private though have large profits, benefitting from Rs 10.83 trillion lakh crore loan write-offs till 2018 and Rs 8.35 trillion after that, as per Lok Sabha answer, cause high NPAs. Some individual houses alone have Sarkar over Rs 2 trillion NPAs. This has impacted the rupee slide below Rs 80 to a dollar causing severe balance of trade issues. The trade deficit in April-July has surged to $ 101.25 billion or Rs 7865 crore, says BVR Subramanyam. For stabilizing the rupee RBI is losing dollar reserves shrinking $ 571 billion from over $ 620 billion two months back. This calls for looking at small businesses and SMEs for real economic growth. The SMEs need to grow independently and not as lackey of large business. A few years back the country’s tiny sector, thriving on cash. is piqued

by many curbs. Let people earn and spend transparently. It would lead to more inflow of money, more investments, spur other sectors and if they want to buy gold let them do it. Let citizens thrive and help the nation grow. Cash circulation in six years has doubled to Rs 32.2 crore. But the small businesses are too much in constraints. Let those be removed, let them deposit in banks any amount they want without a demur. Explanations can be given at their annual return. The cash has been the strength of this society. Easy rules would revive the trades shut during the covid. This would help the government in many ways. It is not only the working classes who have been dependent on the enormous food dole but smallest businessmen as well. It would be a great boost to the Prime Minister Modi’s atmanirbharata, self dependence. The small sectors if have affordability would not themselves seek free food, a great contribution to the government’s effort at minimizing expenses. The small traders also are feeling the pinch with stringent GST rules and penalties that surpass the actual taxes due. Nobody

listens to the reasons why they delayed tax payments. The 28 percent rise in GST collection to Rs 1.49 trillion in July may have many sordid stories. The government has to make the rule humane and reduce the taxes on food and essential items. It would stop entrepreneurs’ flight to become traders and spur growth. It may earn a few crore less but would add to the people’s happiness. In a year’s time, politically crucial for the government, it would bring in a sea change in the economic pattern of overall development, growth and happiness. A government concerned of the rising prices may have many easy solutions if it changes its approach to the commoners in different spheres. These need minor adjustments that would more than pay back for it. It would also provide opportunities on infra investments and many high-speed projects. Like small touches through painter’s brush, the economy would change enormously. It does not need large efforts but a mere small Midas touch to change the Indian economy, may be as a harbinger of m(M)odification to the world economy.

here is a widely shared view that the All India Services, which provided the ‘steel frame’ of governance in a democratic India, granting Constitutional autonomy to the state administration, particularly on the police front, are failing to deliver because of a declining decision-making ability of its officers, their smugness arising from notions of total employment security and inadequacy of parameters used for evaluating their performance. Selection on the strength of a merit-based examination that is open to all - irrespective of class, creed or region - is still a huge commendation for the Civil Services and it can also be said that the pride and confidence of their young officers in the initial few years of service is still holding, by and large. However, things did not add up as the officers moving up the career graph lost their shine and took to serving their personal interests generally. The ‘steel frame’ today looks rusted. Still, no other nation has an equivalent of All India Services in terms of offering a career starting at the ‘leadership level’ in the administration of various wings of the country’s government, including the handling of foreign affairs. An entrant in the Civil Services - after the initial years of training - gets the status of Under Secretary to Government of India. The IAS and IPS are trained by the Centre before they are allocated to various states with the expectation that they would give India - which is a Union of States - a comparable quality of administration and public-oriented governance, uniformly throughout the country. The decline in ‘delivery’ mainly relates to these two services which should be in the focus of the nation’s attention and concern. A major cause behind the degradation of these Civil Services is the controlling influence that the corrupt leaders ruling the states exercise on the bureaucracy and the police in pursuit of their own vested interests.

A practice has developed whereby they put greater reliance on the pliable state service personnel at the cost of IAS and IPS officers - this results in the common phenomenon of the Chief Secretaries and Director Generals of Police appearing to be at the weakest, not the strongest, point of their career - incapable of upgrading the system presided over by them or upholding the cause of officers below who were upright and firm. The Centre should make a beginning by acquiring a say in the appointment of CS and DGP of the state by getting the UPSC to draw up a panel of suitable officers in consultation with the state government - the Supreme Court had way back in 2018 favoured this approach. This idea should have been further concretised by now. Also, since the Department of Personnel and the Ministry of Home Affairs have the right to track the performance of IAS and IPS officers, legitimacy of in-service evaluation of these officers for higher responsibilities at the end of 15, 20 and 25 years of service through appropriately constituted boards, should be firmly established so that poorly performing officers are given a decent ‘shake hand’ with compulsory retirement. All of this has to be incumbent on a firm assurance of the Centre that the IAS and IPS officers unfairly harassed will be fully protected through a stronger set of safeguards. Civil Services suffered because of a complete erosion of participatory supervision by senior officers - attributable to a tendency of evading accountability. Poor boss-subordinate relationship resulted in low efficiency and productivity. Supervision has no meaning unless it is participatory in the sense that the senior is available any time if the person below seeks guidance on official work from him. It goes with the freedom to record one’s honest opinion based on explicit reasoning, on a matter being put up to a superior author-

ity for decision. The senior, of course, has the right to overrule a suggestion from below - again for explained logic. In bureaucracy, a senior’s role has the built-in character of ‘leadership’, which is often missing these days. One way of reintroducing participative supervision in the civil administration is to emulate the management principle followed in the Army - where no soldier is punished without his NCO or JCO being held accountable as the ‘commander’ and this holds good at higher levels as well. In the civil hierarchy, the ‘supervisory’ level can not remain totally aloof from a ‘failure’ of the functionary below. In India, a major reason of decline of public administration is the shrinking of the position and authority of District Magistrate-cumCollector as the anchor of governance. The DM is the symbol of the state closest to the people and the overriding monitor of the working of all wings of the government in the district. The image of the nation takes a beating when manholes left uncovered by a careless sewage repairman or a water- filled pit or bore well left unguarded at a construction site result in the death of a child, when an old tree by a road side ‘counted’ by the forest authority but not marked as a potential hazard suddenly falls, crushing a passerby under it or when an ambulance though available is denied to an ordinary citizen admitted to a hospital and needing a shift in an emergency. It is the DM who is supposed to create a deterrence against such grave anti-people acts of functionaries in the district linked to public service, but this is now totally absent because of play of politics even at the local levels and the abdication by young IAS and IPS officers of their basic responsibilities. The Centre can not leave this matter to the whims of state politicians and must find ways and means of taking the governance back to the district. The DM has to be used as the authority to check

corruption of the municipal bodies whose gross failure on account of politicisation is a primary reason for the fall of socio-economic condition of people in our cities and towns. Perhaps the most important of the foundational strengths of a democracy is an effective management of law & order that in India’s constitutional scheme of things is an autonomous function of the state government. Working of the police machinery primarily concerned with this is totally left to the care of the states - this leaves much to be desired since very often the Centre becomes a helpless spectator to the misuse of police as a political instrument by the leaders of the state governments. Police reform is more of a slogan and it focuses on political ‘interference’, man power shortages and need for greater facilities - with little mention of the role of senior officers in preventing the chronic malfunctioning of the police station, slow computerisation of complaints and records and need for internal examination of the reasons why law-abiding citizens shun approaching the police. Policing in India is excessively dependent on constabulary and is in dire need of being made an officer- oriented service. The CrPC left behind by the British talks only of an ‘Officer of any rank’ and not of a ‘Constable’. We should move towards putting police stations in charge of gazetted officers to be assisted by inspectors, SIs and ASIs with a few constables for helping the management of the lockup and accompanying the investigating officer in the field. A section of armed police can be deployed at large and sensitive police stations. Pruning of the constabulary, abolition of the position of circle officer between SDPO and the upgraded SHO and getting an additional SP to take care of two or more sub-divisions for police work are the options for making policing cost-effective. Greater investment may have to be made on

district intelligence units in view of the increasing responsibility of the police in the sphere of internal security. The malady of ‘political interference’ can be largely contained if the IPS leadership in the state takes greater professional responsibility for the performance of the police stations that provide the police-citizen interface at the ground level. Fo l l ow i n g t h e a n nouncement of the Agnipath scheme for recruitment to the defence services at the level of ‘jawans’, some former civil servants think that replication of this pattern for induction into All India Services could be tried as the cost-effective method of making up on the man-power shortages and at the same time using the retrenched hands as messengers for spreading the awareness of the importance of public service in the society. They seem to have missed out on some basic points. First, Agnipath is not a Short Service Commission for officers - it is recruitment of ‘soldiers’ of higher quality capable of absorbing technology of war equipment and a skill-set that would give them better employability on return from a brief engagement with the defence services. Civil Services need

best-educated officers capable of absorbing the burden of handling the complex issues of administration and governance. The police in particular needs to scale down its massive constabulary to become an officeroriented service. Unlike in the case of defence forces, prospects of a short-lived employment might make the Civil Services entrants vulnerable to the temptation of making personal gains in the vast variety of administrative spheres that would be available to them. Instead of a skill set, the person might learn the ‘tricks of the trade’ to be used on return - it would also be difficult to catch up with the individual for any deliberate wrong-doing done during the short period of service. Defence services are associated with a kind of nobility and pride that are not necessarily a defining feature of public administration and political governance everywhere. The two domains are not comparable in terms of recruitment, orientation and accountability - it is not necessary to mix apples with oranges. It is disappointing to read how repeated pleas to repair roads have fallen on deaf ears in the state. The government of the day must understand that roads that serve as lifelines are critical for the development of the state. Apart from the one highlighted in Nagaland Post on August 7, there are many such roads in the interior parts of Nagaland. One cannot ply on them during the monsoons. Nagaland can only progress when we have roads in the interior areas. Bad roads are injustice and in a way even insult to the people of the areas. Nagaland can only develop when we have proper road even in the remote parts of the state as this will help in the movement of goods and services. NEW DELHI, AUG 7 (PTI): The polls to elect the president and the vice president may be over but the bitter aftertaste in the Opposition ranks is likely to linger with the schism between the Congress and the TMC widening and jibes at each other flowing thick and fast. The defeat of the Opposition’s candidates in these polls were on expected lines, but what surprised many was that the bid for unity had in effect exposed the political fault lines in the Opposition ranks. The two major Opposition forces trading barbs and the Trinamool Congress abstaining from the vice presidential poll do not augur well for the Opposition moving towards the 2024 parliamentary elections and are likely to dent their electoral prospects, analysts say. While the Congress and the TMC were seen vying for credit in forging a consensus on a joint presidential candidate, their differences came out in the open during the vice presidential election. Congress veteran Margaret Alva was fielded by the Opposition for the vice

presidential poll against the ruling NDA’s Jagdeep Dhankhar, but the Mamata Baner jee-led Trinamool Congress announced it would abstain from the election as there was no proper consultation before deciding on the candidate. Alva’s first reaction was stern, saying this was not the time for ‘whataboutery’, ego or anger, but the time for courage, leadership and unity. However, she continued to express hope that Banerjee would come around and support her, but it was not to be. And with a comprehensive defeat, the knives were out in public with Congress general secretary Jairam Ramesh going public with his disappointment with the TMC. Margaret Alva ran a spirited campaign and it was too bad the TMC didn’t sup-

port her, he said on Twitter. India will have to wait for its first woman vice president, he added. Alva herself took a veiled jibe at the TMC, saying this election was an opportunity for the opposition to work together, to leave the past behind and build trust amongst themselves. “Unfortunately, some opposition parties chose to directly or indirectly support the BJP, in an attempt to derail the idea of a united opposition. It is my belief that by doing so, these parties and their leaders have damaged their own credibility,” Alva said in what many saw as scathing indictment of the Mamata Banerjee-led party. “This election is over. The battle for protecting our Constitution, strengthening our democracy & restoring the dignity of Parlia-

ment, will continue,” Alva signed off. TMC leader Saket Gokhale told a TV channel that what it faced with Dhankhar as the Governor in West Bengal should not be used for belittling any party or a party sitting at a higher table than another one. The Congress is not TMC’s ally and they were like-minded parties, he noted. “Congress along with the CPM fought against TMC in West Bengal. The reason we decided to abstain is the manner in which the Opposition candidate was decided,” he said after the vice presidential poll. It was problems galore for Opposition parties as they not just grappled with infighting but were also hit by cross-voting in the polls. Also, Opposition parties such as the Jharkhand Mukti Morcha sided with

Assam, Jharkhand and Madhya Pradesh assemblies witnessed a significant number of Opposition MLAs voting for the BJP-led National Democratic Alliance candidate Droupadi Murmu. In the vice presidential poll, Sisir Adhikari and his son Dibyendu Adhikari voted despite their party TMC deciding to abstain. NDA candidates Murmu and Dhankhar sailed through comfortably in the presidential and vice presidential polls with the Opposition falling short of even the expected numbers. Political observer Rasheed Kidwai said the results of the polls were a foregone conclusion but the lack of unity among Opposition ranks has made the road to 2024 more difficult for the parties looking to challenge the ruling NDA. “The chinks in the Opposition ranks have been exposed. It has created a lot of problems for 2024 for the Opposition as it has exposed the lack of communication between the two major Opposition parties and reports

of renewed poaching between the two parties,” he told PTI. “It is the fault of both parties as it takes two to tango. The Congress must recognize that the Mamata Banerjee-led party is their biggest force and similarly the TMC needs to understand that the Congress remains the principal Opposition party in the country,” he said. Echoing similar views, political commentator and Jawaharlal Nehru University (JNU) professor Sanjay K Pandey said what happened in the presidential and vice presidential polls does not augur well for the Opposition parties. Public comments of criticism from both sides did not help and actually widened the differences, he noted. Their unity would not have made a difference to the result but would have sent a message for the 2024 polls, Pandey told PTI. “It shows that neither of them is concerned about unity but only concerned with scoring a point,” he added. With 2024 fast-approaching, the clock is ticking for the Opposition to get its act together.

PATNA, AUG 7 (IANS): The Janata Dal-United (JDU) on Sunday said it had decided not to join the Narendra Modi government at the Centre after its demand for two ministerial berths was rejected by the BJP. State Education Minister and JD-U leader Vijay Kumar Chaudhary said: “We are not going to join the Narendra Modi cabinet. The JD-U needed the desired respect from the BJP but it did not happen. Hence we have decided to avoid inclusion in the Narendra Modi government.” However, he added that this decision “will not affect our alliance with BJP in Bihar”. The statement of Chaudhary is an indication of sour relationship between

JD-U and BJP in Bihar, and this could be the reason for Chief Minister Nitish Kumar maintaining distance from the BJP and skipping the Niti Aayog meeting, chaired by the Prime Minister in Delhi on Sunday. Pradeep Rao, former Chairman of Warangal Urban Cooperative Bank, has been unhappy with the party for denying him ticket to contest the Assembly election and for not nominating him to the Legislative Council. He also told the media that despite facing insults, he still remained in the party, but the party did not give him an MLA ticket. “The party did not even care about my followers. We made many sacrifices for Bangaru Telangana,” he said. Pradeep Rao said the local MLA humiliated him on several occasions and no party leader condemned this. Rao, who is likely to join the BJP, said that he would join a party where he would get respect or contest as an independent.

NEW DELHI, AUG 7 (IANS): The Central Universities Common Entrance Test (CUET) UG examination, scheduled for August 4 across 17 states but postponed till August 12 due to administrative and technical reasons, will now be held from August 24. According to the University Grants Commission (UGC), now the postponed examination will take place from August 24-28 instead of August 12-14. The new admit cards for the exam will be issued on the official website of CUET. The second slot of CUET had started from August 4. According to the National Testing Agency (NTA), the examination scheduled for the first slot on August 5, was postponed at 20 test centres and for the second slot, was postponed at 30 centres across the country. As per data provided by the UGC, a total of 15,811 candidates had objected to the test being conducted from August 12-14 and had requested the exam be rescheduled. In the coming budget, the complete share of central taxes should be given to the state, he demanded. Baghel also demanded that Rs 4,140 crore deposited with the Centre at the rate of Rs 294 per tonne on coal mining from coal block companies should be transferred to Chhattisgarh soon. Noting that about 65 per cent of the mineral revenue of the state is the source of iron ore mines operating in the state, he called for revision of royalty rates as necessary in the financial interest of the state. Baghel requested a revision in the rates of royalty for coal and other major minerals. He also called for speedy action on other pending demands of the state government including refund of deposits in the New Pension Scheme and ensuring availability of jute gunny bags.

NEW DELHI, AUG 7 (PTI): Chhattisgarh Chief Minister Bhupesh Baghel Sunday reiterated his demand to the Centre seeking a five-year extension for the compensation paid to states for revenue shortfall due to GST implementation and called for revising the rates of royalty for coal and other major minerals from the state. Addressing the meeting of the seventh Governing Council of NITI Aayog chaired by Prime Minister Narendra Modi, Baghel said the state’s demand of GST compensation, transferring of the amounts collected as ‘additional levy’ from coal block companies and reimbursement of expenditure of Rs 11,828 crores made by the state government for eradication of Naxalism. On Sunday morning, in its mission to place an earth observation satellite and students’ satellite into the low earth orbit, the SSLV-D1/ EOS-02 blasted off precisely at 9.18 am amid cloudy skies from the first launch pad at Satish Dhawan Space Centre in this spaceport.

Irdai to launch grievance redressal mechanism

NEW DELHI, AUG 7 (AGENCIES): Insurance regulator Irdai will soon launch a revamped grievance redressal mechanism to make complaint redressal more efficient with the option of customers filing their complaints in regional languages. The Integrated Grievance Redressal System (IGMS), launched in 2011, is being upgraded to make it more convenient for customers. It is to be renamed as Bima Bharosa, sources said. The new portal will not only be a gateway for registering and tracking grievances online but also act as an industry-wide grievance repository for the Insurance Regulatory and Development Authority of India (Irdai) to monitor disposal of grievances by insurance companies, the sources said. All transactions, starting from registrations of complaints against various entities, processing of complaints through various stages and final closure of complaints, will happen on this portal, they said,

adding it will allow policyholders to file complaints in 13 regional languages for redressal of their grievances against insurance companies. The robust and effective mechanism would allow easy on-boarding of the complainant and s/he has to fill only eight mandatory fields to lodge the grievance. The landing page is simple with a clean design. It focusses on two actions — namely ‘register a new complaint’ and ‘track status of complaint raised’. The new portal will be more dynamic which will take care of customers’ need in a more time bound manner. SMSes will be sent to the complainant’s registered mobile/e-mail ID after registration of com-

plaint and upon attending by the insurance company. This is part of Irdai’s reform process. The regulator in its recent board meeting took several decisions for the benefit of both customers and industry. Irdai decided to do away with the prior approval requirement for raising capital through preference shares and subordinate debts by insurers. As per the decision, the issue of Other Forms of Capital (OFC) should not exceed 50 per cent of the paid-up share capital or net worth of the insurance company. The board has also done away with the prior approval requirement for exercising the call option under OFC, subject to a solvency ratio not less than 180 per cent.

The NPCC president mentioned that ceasefire was a solution for GoI and hence it did not need any settlement. He urged the people to know their enemy and remove UDA, whom he identified as the roadblock to peace.

Nikhat, who is on a winning spree since the Nationals last year, asserted her dominance over Northern Ireland’s Carly Mc Naul as she punched her way to a comprehensive 5-0 win in her maiden CWG appearance. Panghal, on the other hand, avenged his 2018 Commonwealth Games final loss against Kiaran MacDonald by clinching the title with a comprehensive 5-0 win over the favourite.

Sindhu rode on her technical superiority to outwit Singapore’s Yeo Jia Min 21-19 21-17 in a 49-minute contest to reach her second successive final. Interestingly, Paul had made a slow start compared to his peers, with jumps of 14.62m and 16.30m in the first two rounds, respectively. After

Savita stars as Indian women win hockey medal after 16 years

BIRMINGHAM, AUG 7 (PTI): Skipper Savita Punia led from the front with a spectacular display as the Indian women’s hockey team overcame the stopwatch controversy to beat New Zealand 2-1 in shootout and win the bronze medal at the Commonwealth Games here Sunday. This is the team’s first medal at CWG in 16 years. Leading 1-0, India conceded a penalty corner with less than 30 seconds to go for the final hooter, as the match went into shootout after Olivia Merry’s equaliser. In the regulation time, India got the lead through Salima Tete in the 29th minute. Coming off their heartbreaking loss to Australia in a controversial semifinal, India showed the intent to wrap up their campaign with a win and earn a podium finish. The Indians were done in by a horrendous timing faux pas in the shoot-out against Australia.

In the shootout on Sunday, India captain and goalkeeper Savita showed her class, pulling off three spectacular saves to give her side its third CWG medal. After Megan Hull put New Zealand ahead, an agile Savita denied Rose Tynan, Katie Doar and Olivia Shanon, while Sonika and Navneet scored for India to register a famous

win.

“We knew it wouldn’t be easy, so before we came, we worked every minute and every second. I am so proud. We fought as a team,” Savita said. On the pressure of being a goalkeeper in the shootout, she said, “The pressure is always there, but all credit goes to my coach (Janneke Schopman) who told me ‘you are good, so

just believe in yourself and watch the ball’.” The Indians came out attacking and made plenty of circle penetrations but failed to break the solid New Zealand defence. India gained the tempo as the match progressed and built their attacks using both the flanks. But it was New Zealand who came close to taking the lead in the first

quarter, in the form of a penalty corner which was well defended by the Indians. Minutes later Sangita Kumari’s shot on target was blocked by the Kiwi defence. Seconds later Salima’s shot zoomed across the right side of New Zealand goal. The Indians continued in the same vein in the second quarter and had the better share of ball possession, but they failed to break the resolute New Zealand defence. In the 26th minute, New Zealand came tantalisingly close to taking the lead from a counter attack. India finally broke the New Zealand defence a minute from half time through Salima, who scored off a rebound with a reverse hit after Navneet Kaur’s initial shot was saved by the opposition goalie. India kept up the pressure after the change of ends, and in the 35th minute, secured their first variation, but the chance was wasted. Minutes later, excellent work by Navneet and Neha Goyal set it up for Sonika, who just had to get her stick on the ball, but failed.
