Lockdown may continue with some relaxations

KOHIMA, JUN 8 (NPN): While the High Powered Committee (HPC) is scheduled to meet on Wednesday to review the current total Lockdown which will end on June 11, there are indications that it might be extended further but mostly likely, with certain relaxations. It has been learnt that while representatives of two districts had sought relaxations, representatives of the remaining districts have suggested extension of the lockdown as Covid cases were lately being reported from rural areas. The HPC is scheduled to hold video conferencing with all District Task Forces (DTFs) during Wednesday’s meeting. At video conferencing, the Health & Family Welfare (H&FW) department officials is to also present a ground report and observations obtained across the state. After reports of new

covid cases were reported from rural areas which are spiking up, highly placed sources told Nagaland Post that the State government was most likely not going to expose the rural areas by lifting the lockdown. As reported earlier, the rural areas of the state, excepting Kohima and Dimapur and to some extent Mokokchung, are unprepared to tackle the situation, in the event of significant rise in Covid positive cases. Some of the hospitals in rural districts are not only short of medical staff but also do not have oxygen concentrators or ICUs. This was earlier revealed in a comprehensive report issued by the opposition NPF through a press statement. The other area that is considered as pre-requirement is for mass vaccinations across Nagaland so as too provide a protective herd immunity. However, given the State’s population,

even vaccination rate is very low at the moment. Medical practitioners have repeatedly reminded that unless mass vaccination is ramped up and continuous testing undertaken, efforts to check further spread of the virus won’t be achieved early.

Some medical doctors working in private and government hospitals also disclosed that as recovery rate of Covid positive patients was very low and death rate due to covid and comorbidities high, the best way to prevent fatalities due to

Covid, was to vaccinate as many people as possible to check its spread. Meanwhile, daily records of new covid cases in Kohima and Dimapur districts has been showing some a decline.

Covid caseload breaches 23k-mark, 3 deaths DIMAPUR, JUN 8 (NPN): Nagaland’s total Covid caseload breach the 23,000 mark on Tuesday after 133 fresh Covid-19 positive cases were reported while three more patients succumbed to the infection. Of the fresh cases, 36 were from Dimapur, Mokokchung-28, Wokha27, Kohima-16, eight from Mon, seven from Phek, five from Longleng and three each in Kiphire and Zunheboto, taking the total caseload to 23051. Dimapur for the first time recorded nil deaths while Kohima registered two deaths and one in Mon,

A total of 81,466 new cases were recorded in a span of 24 hours on April 2. Also, 18,73,485 tests were conducted on Monday taking the total cumulative tests conducted so far for detec-

tion of COVID-19 in the country to 36,82,07,596. The daily positivity rate has dropped to 4.62 per cent. It has been less than 10 per cent for 15 consecutive days, the ministry said. The weekly positivity rate has declined to 5.94 per cent. The active cases reduced to 13,03,702 comprising 4.50 per cent of the total infections, while the national COVID-19 recovery rate has improved to 94.29 per cent. A net decline of 97,907 cases has been recorded in the COVID-19 caseload in a span of 24 hours.

In a letter to all states and union territories, the Health Ministry suggested that appropriate strict action be taken against private vaccination centres for overcharging. The maximum price of Covishield for private COVID-19 Vaccination Centres (CVCs) has been

fixed at Rs 780 per dose, while that of Covaxin is Rs 1,410 per dose and Sputnik V Rs 1,145 per dose, it said. Health Ministry asked states to ensure that the prices declared by various private CVCs do not exceed the ceiling. Serum Institute of India sells its Covishield to private hospitals at Rs 600 per dose (excluding GST). Bharat Biotech has set the cost of Covaxin at Rs 1,200 a dose for private establishments. Both vaccines are supplied to the Centre at a cost of Rs 150 a dose. Sputnik-V is supplied to private hospitals at Rs 948 per dose. “The private hospitals may charge up to a maximum of Rupees 150 per dose as service charges. State governments may monitor the price being so charged,” the ministry said. The ministry also requested states and

union territories to regularly monitor the prices being charged by the private CVCs from the citizens. “It is also requested that wherever instances of overcharging as compared to the price declared by the CVC come to notice, appropriate strict action is taken against any such private CVCs,” it said. In an address to the nation on Monday, Prime Minister Narendra Modi announced that the Centre will provide free vaccine to states for inoculation of all above the age of 18 from June 21. Centre decided to buy 75% of jabs from vaccine makers for free supply to states, while private sector hospitals will continue to procure the remaining 25% but they cannot charge more than Rs 150 per dose over the pre-fixed price.

NPF reminds PDA to answer queries on covid expenses DIMAPUR, JUN 8 (NPN): Responding to the ruling PDA’s rejoinder, that the opposition was “hurling allegation without any authenticity”; NPF Tuesday said it was “nothing but an attempt to divert the attention of the general public.” NPF through its press bureau said its legislature wing had raised pertinent issues with facts and figures to allege misuse of fund by the PDA government on the pretext of tackling Covid-19. NPF said that the government had no answers and was evading the questions. The party said it had also raised some vital issues with data obtained from various district hospitals, CHCs and PHCs on the shortfall of the basic medical necessity in government-run hospitals. NPF said that whatever the party and the legislature wing had raised till date in the public domain, were all supported with facts and

figures. It maintained that the PDA government cannot run away without answering them, “as the matter pertains to public interest and not NPF interest.” It also asserted that the PDA government was yet to answer to five questions posed by NPF particularly as to on what ground the government will spend Rs. 30 crore on CIHSR, a private hospital, when almost all government hospitals were lacking basic facilities? NPF also claimed that other states were providing ex-gratia to the family of the deceased and also additional grants to the families of those affected besides the central grant. Rising People’s Party gets registered with ECI Staff Reporter

DIMAPUR, JUN 8 (NPN): Rising People’s Party (RPP), the newly-floated regional political party, received recognition from the Election Commission of India (ECI) on June 6 and was now a registered party. Confirming this to Nagaland Post, RPP’s founding member Joel Naga asserted that the party would strive to fulfil the aspirations of Naga people yearning for change. He said it would field candidates for the 2023 Assembly elections. Joel, who was also the founding member and former chairperson of ACAUT, mentioned that while his party would fight the elections on issues, other political parties would use money power to win the elections. “Other parties will contest the elections with money, but we will fight with ideals,” he added. Asserting that RPP has been formed to fulfil the

aspirations of Naga people yearning for a change, Joel assured that the party would strive to empower young people and women, and which was one of its key objective. He said the party would be a “younger generation-oriented party” and that it would strive to create a “new Nagaland”. Lamenting that even after more than 60 years of attaining Statehood Nagaland did not have a single woman legislator in Nagaland Legislative Assembly, Joel said the newly-registered party would field women and youth as candidates in the forthcoming elections. It may be mentioned that RPP was formed and its constitution adopted on October 2, coinciding with Gandhi Jayanti. Joel said the formal launch of the party would take place after Covid19 pandemic was over, adding that the names of party workers would be declared on the day of its launch.

US govt lab found it ‘plausible’ Covid-19 leaked from Wuhan laboratory: report WASHINGTON, JUN 8 (AGENCIES): A report on the origins of Covid-19 by a U.S. government national laboratory concluded that the hypothesis claiming the virus leaked from a Chinese lab in Wuhan is plausible and deserves further investigation, according to people familiar with the classified document. The study was prepared in May 2020 by the Lawrence Livermore National Laboratory in California and was drawn on by the State Department when it

conducted an inquiry into the pandemic’s origins during the final months of the Trump administration. It is attracting fresh interest in Congress now that President Biden has ordered that U.S. intelligence agencies report to him within weeks on how the virus emerged. Mr. Biden said that U.S. intelligence has focused on two scenarios— whether the coronavirus came from human contact with an infected animal or from a laboratory accident. People familiar with

the study said that it was prepared by Lawrence Livermore’s “Z Division,” which is its intelligence arm. Lawrence Livermore has considerable expertise on biological

issues. Its assessment drew on genomic analysis of the SARS-COV-2 virus, which causes Covid-19, they said. Scientists analyze the genetic makeup of viruses

to try to determine how they evolved and spread in the population. Proponents on both sides of the debate over the origins of Covid-19 have cited such analysis to try to make their case. A spokeswoman for Lawrence Livermore declined to comment on the report, which remains secret. The assessment is said to have been among the first U.S. government efforts to seriously explore the hypothesis that the virus leaked from China’s Wuhan Institute of Virology along

with the dominant hypothesis that the virus spread naturally from animals to humans. Although some prominent scientists have called for a fuller probe of the lab hypothesis in recent months, many scientists still insist a natural spillover remains the most likely explanation. China’s government has repeatedly denied that the virus escaped from a Chinese laboratory and said it is cooperating fully with international efforts to find the pandemic’s origins.

Many scientists and officials from other countries dispute that Beijing has provided sufficient access and transparency in the investigation. The Wuhan Institute of Virology has also denied that the virus leaked from its facilities and said that none of its staff have tested positive for Covid-19. NSF affirms commitment to early Naga political solution

DIMAPUR, JUN 8 (NPN): Affirming that it stood committed to the “Indo-Naga” political issue, the Naga Students’ Federation (NSF) has said that it would leave no stones unturned to push for early settlement to the “protracted Indo-Naga political issue vis-a-vis peace process.” In a press release, NSF president Kegwayhun Tep and general secretary Süpuni Ng Philo have appealed for peace and unity among the Nagas. The NSF also appealed to all the Naga Political Groups (NPGs) and civil society organisations (CSOs) to come together under one table for “an early inclusive, honourable and acceptable solution to the protracted Indo-Naga political issue.” Further, the federation urged the Government of India to expedite

the process with the negotiating parties and ink the final agreement without delay. Further, asserting that it was “deeply committed” to ensuring all students welfare issues were effectively dealt with, the NSF has vowed to actively pursue several other issues including Nagaland Staff Selection Board (NSSB), SSA & RMSA teachers, 2010 & 2013 batches, egovernance and COVID19 related issues. With regard to NSSB, the federation has appealed to the state government not to further delay the implementation of NSSB. It demanded that the government make NSSB fully functional as there was rise in the number of educated unemployed youth in the state. The federation cautioned that it would no longer tread lightly on the matter if the state government did not honour the agreement. On e-governance, the federation said effective implementation of e-governance would bring about ‘transparency’ in governance. Access to accurate and updated information with regard to various State Government’s functionaries, departments (including District Admin-

istration) and agencies, the NSF said must be made readily available in the public domain in compliance with the laid down guidelines for departmental websites (GIGW). In this regard, the federation strongly maintained that e-governance was a tool to bring ‘transparency’ and check corruption. Acknowledging the hardships of the student community and parents in general, the NSF has appealed to all the educational institutions to waive off school fees owing to the COVID-19 pandemic. The federation also appealed to the state government not to shut down stationery shops and bookstores during the lockdown in order to readily make accessible the basic needs and requirements of the student community. Further, NSF urged the state government to

NE COVID-19 UPDATE Manipur’s COVID-19 death toll crosses 900-mark with 12 deaths in 24 hour IMPHAL, Jun 8: Manipur’s death toll due to Covid19 reached 908, with 12 more deaths being reported on Tuesday. The day also saw 748 new cases recorded, taking the overall count to 56,576. The state health department, in its latest bulletin, also saw the discharge of 579 taking the cumulative number of recoveries to 46,527. As the new cases are more than the recovered cases, it led to the rise of the number of active cases to 9,141. The active case was down below 9,000-mark on Monday. The recovery rate was 82.23%. Imphal West, the worst affected capital district accounted for 205 of the 748 fresh cases and four of the 12 deaths. At 20,215, the district has reported the highest number of cases in Manipur with 337deaths. The second worst affected Imphal East district reported 162 and four deaths, taking its infection and death toll to 13,098 and 249 respectively. (Correspondent)

As per reports, a young man named Rahul Amin, who introduced himself as the General Secretary of the District Youth Congress, allegedly attacked Dr Ali and his wife at the healthcare centre. According to the reports, the Congress leader along with his sister Pinki Begum visited the hospital for treatment. As the doctor was looking for another patient at that time and told him to wait, he burst out in anger and allegedly started to misbehave with the doctor and attacked him physically. This is the third death in the state among people who have taken the vaccine against COVID-19. State chief minister had assured an inquiry to ascertain the exact cause of her death. Laishram Kiranbala Devi, a mother of a sevenmonth-old child, got the first dose of Covidshield yesterday (Monday) around 1.30 and was in observation for half an hour. She went to bed in the evening, around 5.30 pm, with a complaint of illness and uneasiness but was found in an unconscious state when her husband L Sarat woke her up some minutes later. She was immediately rushed to Thoubal district hospital where she died without regaining consciousness, Sarat added.

Following a complaint lodged by the family, Thoubal police retrieved the dead body from the district hospital and transferred it to the morgue of JNIMS hospital, Imphal for post-mortem examination. Locals of Khangabok Part-1 of Thoubal district where the deceased hailed from, formed a joint action committee (JAC) and submitted a memorandum to the state chief minister, demanding an inquiry to ascertain the exact cause of her death. In a meeting with a delegation of the JAC, the chief minister assured a one-man inquiry to ascertain the exact cause of the death of the woman, the JAC claimed. In the memorandum, the JAC alleged that the woman died of the Covid vaccine while claiming that she had no history of suffering from any chronic illness. The JAC sought an inquiry to find out the exact cause of death of the woman while demanding conduct of the post-mortem examination

Shillong, Jun 8 : The Meghalaya Government will now allow citizens in the age group of 18-44 years to book vaccine slots on the spot, health officials said on Tuesday. “On-the-spot vaccination for the 18-44 group will begin tentatively from June 11 in selected centres. Spot booking of slots will continue till the existing stock of vaccine lasts,” an official in the state health and family welfare department said following the announcement of Prime Minister Narendra Modi that the Central Government would ensure free vaccination of all citizens across the various states. “The state is set to receive 66,000 doses of vaccines against COVID-19 for the K Y M C

18-44 group in the next few days. An advance payment has already been made for the doses,” the heath official informed. Meanwhile, Meghalaya on Tuesday recorded nine deaths due to COVID-19 infection, taking the casualty toll to 678 and 379 fresh cases of infection taking the active case count up to 4924, even as 773 more recoveries from the viral disease surged the number of recovered cases to 33, 933 in the State, which has so far registered 39, 535 confirmed cases of Coronavirus infection. Shillong, Jun 8: Veteran Congress parliamentarian Vincent H Pala has written to Prime Minister Narendra Modi urging him to personally instruct the PMO (Prime Minister’s Office) to provide sufficient funds and necessary assistance to the poor farmers of Meghalaya who in majority are indigenous tribal, to enable them to sustain themselves and their families during this pandemic. “85 per cent of the population of Meghalaya is farmers. Therefore, if only 8967 farmers have been provided financial assisted under this flagship programmed - PM-Kisan Scheme, by the Government of India, then, the Government of India has done a grave injustice to the farmers of this state,” the three-time sitting Congress Lok Sabha noted in his letter a copy of which was also sent to Meghalaya Chief Minister Conrad K Sangma. Drawing the attention of the Prime Minister to the plight of the farmers, which, he said, required the “immediate attention and remedial measures” of the PMO, Pala urged Modi to graciously consider enhancing the necessary financial assistance to the farmers and daily labourers of Meghalaya. This has adversely affected the families of the small and marginal farmers who depend solely on seasonal crops,” Pala wrote. “You (Prime Minister) have been considering the ‘Aatma Nirbhar Bharat Abhiyan’ or ‘Self- Reliant India Mission’, where special economic packages were announced which focus on the economic benefit of the labourers, farmers, and the cottage industry. In the process, the Government of India had announced an amount of Rs 20 lakh crores to tide over the COVID-19pandemic crisis,” the Congress parliamentarian noted. NEW DELHI, JUN 8 (PTI): Defence Minister Rajnath Singh on Tuesday invited leading Swedish defence majors to set up manufacturing bases in India as he showcased the country as an attractive destination for investment to produce military equipment and platforms. In an address at a conference on India-Sweden defence industry cooperation, he said the government has rolled out a series of reforms to help the defence industries serve not only Indian requirements but also meet global demands. The defence minister also mentioned allowing up to 74 per cent foreign direct investment (FDI) through automatic route and up to 100 per cent through government route in the defence manufacturing sector. Hyderabad, Jun 8 (IANS): The Telangana government on Tuesday decided to extend the lockdown for another 10 days but with an increased daily relaxation time. The decision was taken at the state Cabinet meeting presided over by Chief Minister K. Chandrasekhar Rao. The lockdown, which was to end on June 9, has been extended for 10 days from June 10. The cabinet, however, decided to increase the relaxation from 6 a.m. to 5 p.m. from present 6 a.m. to 1 p.m. According to a statement from Chief Minister’s Office, a grace period of an hour will be given to enable people to return home. The Chief Minister directed the administration to ensure strict implementation of the lockdown from 6 p.m. to 6 a.m. the next day. However, the Cabinet decided that the lockdown with existing relaxation timing will continue in seven Assembly constituencies as the Covid situation there has not yet come totally under control. These constituencies are Sattupalli, Madhira, Nalgonda, Nagarjuna Sagar, Devarkonda, Munugode, and Miryalguda.

NEW DELHI, JUN 8 (PTI): The Centre on Tuesday said it has placed orders for 44 crore doses of Covishield and Covaxin, a day after Prime Minister Narendra Modi announced that the Centre would take over the state procurement quota and provide free jabs to state governments for inoculation of all above the age of 18. These 44 crore doses of COVID-19 vaccines will be delivered by their makers between August and December 2021, the Union Health Ministry said. “In immediate followup of the prime minister’s announcement of these changes in the Guidelines of National COVID Vaccination programme yesterday, the Centre has placed an order with Serum Institute of India for 25 crore doses of Covishield and with Bharat

or over a century, millions of indigenous peoples of the north American continent, presently the USA and Canada, inhabited 19,816 million square miles. The land areas in the US is 9.834 million square kms while the total land area of Canada is 9.985 square kms. The indigenous Indian tribes are natives of the continent but have been gradually dispossessed off their lands by white aliens who arrived from 1492. According to the U.S. Census Bureau, there are about 4.5 million Native Americans and Alaska Natives in the USA today making up around 1.5 percent of the country’s population. The native Indians are scattered across reservations or corralled in zones in a geographical area of 56,200,000 acres. As of the 2016 census, Indigenous peoples in Canada totalled 16,73,785 people, or 4.9% of the national population, with 9,77,230 First Nations people; 5,87,545 Métis and 65,025 Inuit. Around 7.7% of the population under the age of 14 are of Indigenous descent. In 2003, the Department of Indian and Northern Affairs stated there were 2,300 reserves in Canada, comprising 28,000 square kilometres (11,000 sq mi). While Native Americans resisted European efforts to amass land and power during this period, they struggled to do so while also fighting new diseases introduced by the Europeans and the slave trade. Over the first century and a half after Columbus’s voyages, the native population of the Americas plummeted by an estimated 80% (from around 50 million in 1492 to eight million in 1650), mostly by outbreaks of Old World diseases introduced by the European colonials which could be rightly also termed as the first biological warfare. There are many stories of how the colonial conquerors from Britain, Netherlands, France, Spain etc systematically erased the languages, religion and history of millions of native Indians. These were done in a systematic manner where native children were forcibly separated from parents and housed in residential schools and taught alien languages and barred even from speaking their own native languages. The white colonialists had committed untold atrocities and also deprived them of any rights. A particular case that erupted in Canada was in the month of May,2021 when the remains of 215 children, some as young as 3 years old, have been found buried on the site of what was once Canada’s largest indigenous residential school. The remains of the 215 children found buried in unmarked graves is one of more than 150 institutions in a defunct system that for well over a century forcibly separated Indigenous children from their families to assimilate them into Canadian society. From the 19th century until the 1970s, more than 1,50,000 First Nations children were required to attend state-funded schools as part of a programme to assimilate them into Canadian society. Many were beaten and verbally abused, and up to 6,000 are said to have died. The Canadian government apologised in Parliament in 2008 and admitted that physical and sexual abuse in the schools was rampant. To date, Canada has made only limited progress to not only unearth the magnitude of the past terrible inhuman acts but to ensure that the indigenous natives are adequately compensated and provided with the economic benefits out extraction of oil, gas and minerals from their traditional lands. Both the US and Canada champion human rights across other nations but they conveniently remain silent about their own dark past and have done little to mete out justice for the indigenous peoples.

You did not do it because there seemed to be no immediate call to do it. But now you have no insight or discernment, and at a time of crisis you are spiritually distracted instead of spiritually self-controlled. It is a dangerous thing to refuse to continue learning and knowing more. The counterfeit of obedience is a state of mind in which you create your own opportunities to sacrifice yourself, and your zeal and enthusiasm are mistaken for discernment. It is easier to sacrifice yourself than to fulfill your spiritual destiny, which is stated in Romans 12:1-2. It is much better to fulfill the purpose of God in your life by discerning His will than it is to perform great acts of self-sacrifice. “Behold, to obey is better than sacrifice…” (1 Samuel 15:22). Rise of techno-feudalism in the digital era T W echnological disruptions are causing far-reaching upheavals in the economy, society and polity. The latest standoff between India and foreign companies over IT regulations is part of a worldwide trend. It is indicative of the growing power of tech companies to defy and undermine State power. Technological revolutions are the only true revolutions in history that transform a society’s economic, social and political organisation. Over the past few centuries, technological progress enabled the decline of feudalism due to industrialisation, the rise of industrial cities, induced labour mobility, and the transfer of economic power from the landed elites to the industrial- and middleclass. It culminated in the rise of the nation and nation-State and a central government strong enough to curb the arbitrary powers of feudal and aristocratic elements. But the same technological progress is now giving rise to a new tech-aristocracy while the State’s power slowly withers away. This phenomenon can be called techno-feudalism, which rests on three pillars: Sheer computing power, the unprecedented concentration of economic power in a few private hands, and the ability of tech-aristocracy to shape society. Old feudalism rested on control of land, while technofeudalism rests on control over digital real estate. The old feudal class enjoyed exemptions designed to facilitate the accumulation of arbitrary powers. Technofeudalism has exemptions such as intermediary rules, loopholes

to bypass data localisation and tax compliance. Old feudalism preached a doctrine of birth-based inequality. Techno-feudalism fetishises meritocracy to justify its breaks on social mobility, except at the very top of the tech-aristocracy. Old feudal fiefdoms were small and deliberately fragmented to control the concentration of too much power by making economies of scale impossible. Such restrictions are gone under techno-feudalism, as is evident by the rise of the Big Tech, which dwarfs the industrial and financial elites. Big tech are not monopolist but they own the market itself. The old feudal class presented itself as the champion of liberty against the tyranny of the king and spoke a language of rights and duties while suppressing those at its mercy. Techno-feudalism positions itself as upholding liberty against the State and speaks a language of rights and civic duty while amassing arbitrary power. Like old feudalism, technofeudalism corrupts and subverts the law and all branches of government to such an extent that governments find it impossible to take any action that could control their rapacious behaviour. And just like the old feudal class, the new tech-aristocracy is constantly engaged in a turf war to capture more digital real estate and augment its control over data and emerging technologies such as artificial intelligence (AI). Many Big Tech companies resemble the East India Company. They exercise monopoly power, are rich, indulge in corrupt practices and subversion of the system while

refusing to pay legitimate taxes or follow sovereign laws. The new tech-aristocracy can reshape society. Never in history have so few people had the power to decide the public consensus while remaining detached from the masses. It is this ability that has made them too powerful for any country to handle. It was visible during the Australia-Google standoff or in Twitter’s shenanigans in India and across the world. And the less we talk about behemoths such as Amazon, the better. Tech-aristocracy has the power to intervene in local politics and unseat governments via subtle manipulation of political discourse by leveraging their control over data and means of communication. This new aristocracy has spawned its own brand of ideological constructs and foot soldiers to take on the power of the State. It has acquired stakes in newspapers, magazines, and new means of entertainments such as over-the-top (OTT) platforms. It is moving fast to control the future of education by setting up edutech companies. We already think about fintech when talking money, and not banks. The anarchist and woke ideas empowered and favoured by techno-feudalism serve the function of weakening the existing political order and legitimacy of the State, while deflecting attention from the concentration of power by the new tech-aristocracy. The rise of social media and extreme socio-political polarisation has gone together. The political intermediation process is breaking down, and the democratic consensus is ever more difficult

to achieve. It is making societies increasingly ungovernable, thus weakening the State and sapping it of its legitimacy. Tech-aristocracy enjoys arbitrary powers in matters of free speech. It seeks to impose its narrow homogeneous worldview over the rest of the world. Defiance can invite censorship, defamation, de-platforming, even purge from the internet, which in today’s world is as good as an exile in the wilderness. The ideas of due process, the rights guaranteed by the Constitution, and the right to appeal and seek judicial redress are being rendered meaningless, with the new tech-aristocracy imposing its private laws and acting as judge, jury and executioner and recreating a world eerily similar to medieval feudalism. This is accompanied by a stagnation in the socioeconomic mobility of the masses due to restructuring of the economy caused by the same tech disruption that has created the conditions for techno-feudalism. Jobs are disappearing. The middle-class is being squeezed. And more people are trying to eke out a living from the gig economy, which effectively reduces them to a new serfdom. It is difficult to predict the future as technological transformations cannot be stopped. But starting a discussion outside the academic and intellectual orthodoxy and narrow political contestations may be a step forward. hen we moan in pain due to sickness it is medical doctors and nurses who put all their medical expertise and efforts to cure us. So, should we keep quiet when our doctors and health workers are attacked and hurt mercilessly? The recent attack on Dr. Seuj Kumar Senapati, on Covid duty at Udali Model Hospital in Hojai, Assam is extremely shocking. Such acts of barbarism must be condemned in no uncertain terms. This is not the first time that such brutal acts have been inflicted on doctors. There are instances where Covid patients or people in quarantine had spat at and beaten up health workers and police personnel on duty. This reflects a wrong upbringing and a psychological imbalance. Following the uproar, the Assam Chief Minister, Hemanta Biswa Sarma has promptly initiated legal action against the arrested culprits. Well, the cruelty of any kind towards anyone should not be tolerated. Doctors’ security is important to ensure public health and safety. Imagine the situation in the country if during this Covid crisis all medical doctors health workers and police abstain from their duties. There will be unprecedented chaos and catastrophe leading to an exponential rise in fatality rates. Then, even imposing a longer lockdown will not help at all. One feels the government should come up with “harsher laws” to deal with such inhumane acts of people who attack our frontline medical professionals and the police. RNPC memo to Union Home Minister Amit Shah Battle against COVID-19: Sub: Demand for Creation of Rengma Hills Autonomous District Bifurcating from Karbi Anglong with Headquarters at Bokajan for Rengmas and Non Karbis We, the undersigned, on behalf of the Rengma Naga Peoples’ Council (RNPC), Karbi Anglong, Assam, have the honour to state the following few lines in connection with the above cited matter for your kind consideration and necessary and immediate action. 1. Historical Background of Rengma Nagas : i ) . Re l a t i o n s h i p w i t h T h e Ahoms: The indigenous Rengma Nagas have been living under the present Karbi Anglong District of Assam since time immemorial. During the 1st and 2nd Burmese invasions of Assam, in 1816 and 1819, the Rengma under the Chieftain Keyhang Rengma, gave shelter to the Ahom Refugees. It is said that the ‘Relief Camps’ were constructed on the hill-so called Keyhang Rencho to accommodate the Ahom Refugees. When the Burmese were defeated by the Rengmas and withdrawn from Assam, the Ahom Refugees were escorted to a place, which is now called “Murphulloni” for resettlement by Keyhang Rengma. Thus, in recognition of his assistance during the Burmese invasions, the Ahom King conferred on him the tittle ‘Phukan’ and was known as ‘Keyhang Phukan’. So, the relationship between the Rengmas and Ahoms was cordial. The Ahoms and Rengmas lived side by side as brothers even during the British rule. ii) The Rengma Hills: The Rengmas were the first tribal people in Assam to encounter with the British and came into contact with Mr. Grange, the then SubAssistant Commissioner of Nagaon District in 1839 in the plains of Mohondijua. After the British took Rengmas as guides for further annexation of hill areas. Hence, the entire homeland of Rengmas was declared as the Rengma Hills in 1841 by the British. iii) The Extent of Rengma Hills: The Rengma Hills was extended to Bora Dikharu, Ban Inkuparbat and Tarapung Nallah In the North, the Jamuna and Diphu rivers on the south, Bora Dikharu and Horu Dikharu In the west and Dimapur on the east. iv) Payment of Land Revenue: In 1848, Mr. Master, the then Sub-Assistant Commissioner made settlement for the first time with the Rengma Nagas at the rate of one rupee per house, there were 52 Rengma Villages in Rengma Hills, and 32 of these villages paid

revenue at the rate of one rupee to the British India Government, the Chiefs of the villages were given a commission of 8-12% for taking trouble of collecting the taxes through the dense wet forests. v) Division of Rengma Hills: For the purpose of collecting of revenue the Rengma Hills was divided into three Mouzas. They are as follow: (i) West Rengma Mouza (ii) East Rengma Mouza (iii) Naga Rengma Mouza. vi) Elimination of Rengma Hills: The existing Rengma Hills was eliminated from the political map of Assam and replaced with that of Mikir Hills in 1951, after long 85 years of its existence. vii) Partition of Rengma Hills: The Rengma Hills was partitioned in 1963 between the states of Assam and Nagaland at the time of creation of Nagaland state. A considerable size of Rengma Hills was merged with the state of Nagaland. 2. The Karbis: The term Mikir was first coined by the Rengmas from the two Rengma words; Min and Kero. Min means body and Kero means the burning. Rengma Nagas called this group of neighbouring tribal people Minkero because they used to burn the dead body. So, the term of the word means the cremation of the corpse. The name Mikir is a corrupt word made by the British. Karbis who were known as Mikirs till 1976 are the indigeneous tribal people of Mikir Hills which bounded with Rengma Hills on the east along Kaliani River. The Mikir Hills extends to Kaliani river on the east to the Jamuna River on the west of Duboka, about sixty miles in length. On the north the Mikir Hills is bounded by the plains of Mikirpar Mehal, the Mongahs of Rungabegur, Kaziranga and Bokakhat. On the south it extends to Jamuna river. The distance from north to south in a straight line is about 35 miles. Beyond Kaliani rivers on the east Rengma boundary commences and terminates with Dhansiri river. (Travels in Assam by John Butler). Thus, the Rengma Hills and Mikir Hills were two separate entities till 1951. Karbis have no history in the Rengma Hills. People who are presently living in Rengma Hills are immigrants who have come from Tezpur, Sibsagar, Darang, Lakhimpur and Silchar districts of Assam and the states of Arunachal Pradesh and Meghalaya. They speak different dialects and do not know Karbi language of Karbi Anglong. 3. Creation of Mikir Hills Autono-

mous District Council (1951): The Mikir Hills Autonomous District Council was created vide the Gover nment Notification No.TAD/R/13/50/205 Dated 8th November 1951 declaring to form Joint Mikir Hills and North Kachar Hills District Council to be affected from 17th November that year. Again issued another Notification No.TAD/R/31/148-151 Dtd 13th April 1952, carving out a large part of neighboring districts constituencies and Mouzas inhabitated by non-Karbi people, namely (1) East Rengma, West Rengma, Naga Rengma, Surupathar, Barpathar and Morongi Mouzas from undivided Sibsagar district with 34, 905 population, (2) the extensive areas of Ghilader, Lanka, Guba, Lumding, Nomati and Duarchalara Mouzas of the Nowgong district with 68,328 population (3) the Block No. 1 and Block No. 2 of the Jowai-Ribhoi districts of Meghalaya state with 22,544 population and (4) the North-Cachar with 39,663 population. 4. Prolong Delay of Demand for Autonomopus District. The Rengma Nagas have been submitting memoranda to the govt. for many years for creation of autonomous district for Rengmas and non - Karbis. However, it has been unfortunate that the matter has been prolong delayed till date. Justice delayed is justice denied. Whereas the govt. has recently announced to sign accord with the Karbi militants with bigger packages without taking into account the legitimate rights of the sons of the soil or the Rengmas and other communities. Provision of autonomous district under the 6th Schedule of the constitution of India has pushed the Rengmas into the dark side of democracy which the government fails to see. In the light of the statements cited above, the RNPC, hereby, once again urges your honourable authority to not ignore and not overlook the legitimate historical facts before taking concrete decision but consider the same for peaceful coexistence among the people. The demand of the RNPC is as follows: 1. Demand for immediate creation of Rengma Hills Autonomous District with Hqs at Phentecho by upgrading the existing Bokajan Sub-divsion. 2. remembered back in 2020, many of the churches in Nagaland were praying for the COVID-19 vaccine. God has now answered our prayers. The vaccine is at your door to save your life and the others. Instead of believing the halftruths, we Christians must give thanksgiving to God. The Bible, after all, speaks of medicine as a common grace discovered by human beings but given by God. The vaccine is not only for your safety, but also for your family and the people around you. Right now, everyone is so powerless, and all the activities are closed. The vaccine is the only solution to get back to normal life. By getting vaccinated, we can go back to normal life for what we have been praying for — churches filled with people and singing loudly together. It is a humble request, especially to elders and some church leaders, not to spread the false news against COVID-19 vaccines (as the Mark of the Beast). Remember, there are many brilliant scientists whose brain are behind these vaccines, and some of these scientists are more spiritual than the rest of us. In one of the recent article, Professor Steve (Member of Christian Medical Fellowship, UK) has said this in response to those debunk theories about the COVID-19 vaccine “We have to remember that God enables science and medicine.” Let us Spread positive, and if you are not willing to take the COVID-19 vaccines, please do not advocate against the vaccines, which is a serious crime. We need to understand that many epidemic diseases have crippled globally in the past decades, just like the one we have now. One such instance is the Polio disease. Back in the 70s, when the polio vaccine was rolled out, these conservative Muslim clerics in Pakistan circulated the false information that the Polio vaccine contained ‘Pork Products,’ which caused a big failure to fight against the Polio disease in the Muslimmajority countries. Likewise, if you look into history, the most deadly disease like Smallpox that is now eradicated thanks to the vaccine. Especially in our Naga society, many people often hear half-truths and little stories that make them scared about vaccines. Delhi riots: HC grants interim custodybail to Jamia student Tanha for exams

NEW DELHI JUN 8 (PTI): The Delhi High Court has granted interim custody-bail to Jamia Millia Islamia (JMI) student Asif Iqbal Tanha, arrested in a case related to the northeast Delhi riots last year, for two weeks to stay at a hotel here for studying and appearing in exams scheduled from June 15. A bench of Justices Siddharth Mridul and Anup Jairam Bhambhani noted that it is imperative for Tanha to sit in his three remaining backlog or compartment examinations to complete his BA (Hons) (Persian) programme and said he be released on interim custodybail on the morning of June 13 and shall be brought back to prison by guards on the evening of June 26. As agreed by the counsels for the state and Tanha, he will be staying at a hotel in Kalkaji here under the custody of two prison guards deputed by the Jail Superintendent. Tanha has undertaken to bear all charges and ex-

As the exam would be conducted online, the court asked Tanha to arrange for a laptop and basic mobile phone along with a dongle for internet connection through a pairokar (representative pursuing his case) which will be first checked by the police officer concerned and then delivered to him. The court also allowed

Tanha to make a phone call to his family or counsel for 10 minutes once a day during his stay at the hotel. Tanha has been directed by the court not to use the devices for any other purpose except studying and also not to erase or tamper with browsing history on the laptop or SMSes and call records of phone. “It is clarified that even before the commencement of interim custody bail, the applicant is permitted to receive all books and reading/ study material, as he may consider necessary, through the Jail Superintendent, after being checked as per usual procedures. “During the period of interim custody bail, the applicant shall be entitled to receive all books and reading/ study material that he may require for his examinations, at the said facility, which would be delivered to him after being checked by the SHO, Police Station Special Cell, and unless there is compelling reason to do otherwise, the SHO

shall permit all such books etc. to be handed-over to the applicant with due expedition,” the court. It also made clear that considering the subjects of Tanha’s study, the books and reading material may be in Persian or Arabic and permission to have such books and reading material shall not be withheld for that reason alone. The court said Tanha shall not in any way misuse or abuse the guarded liberty granted to him by way of interim custody bail and added that the period spent by him in interim custody bail would be counted as period undergone in prison as an undertrial. In December last year also, the high court had granted a similar relief to the accused by directed the jail authorities to take him to a guest house to enable him to study and appear in exams. Tanha was arrested on May 19 last year in the case for allegedly being part of a premeditated conspiracy in the riots.

It will be Jaishankar’s first visit to Kuwait as the external affairs minister. “External Affairs Minister Dr S Jaishankar will visit Kuwait on June 9-11 at th invitation of Sheikh Ahmed Nasser AlMohammad Al-Sabah, Foreign Minister and Minister of State for Cabinet Affairs, State of Kuwait,” the Ministry of External Affairs (MEA) said. “During the visit he will hold high-level meetings and also address the Indian community in Kuwait,” the Ministry of External Affairs said, adding Jaishankar will also carry a personal letter from the prime minister to the emir of Kuwait.

NEW DELHI, JUN 8 (PTI) Four new members of Rajya Sabha, including Swapan Dasgupta and Mahesh Jethmalani, took oath on Tuesday, with Chairman M Venkaiah Naidu noting that the public representatives have a great role to play during the challenging times of the ongoing pandemic. The other two members were John Brittas (CPI-M) and V Sivadasan (CPI-M), both elected from Kerala. Dasgupta, who had quit his membership to contest the West Bengal Assembly election, and eminent lawyer Mahesh Jethmalani

are both nominated. Sivadasan took oath in Malayalam, while others chose English. Congratulating the new members, the chairman said the oath-taking ceremony is usually held in his chamber but was held in the Rajya Sabha chamber due to the prevailing pandemic situation while adhering to Covid-appropriate behaviour. “The oath or affirmation has been arranged now as the convening of the next session will take some time,” the Chairman noted. session is due to be held in July, Parliamentary Affairs Minister Pralhad Joshi told PTI on Tuesday that the government is hopeful it will begin on its normal schedule. Since the pandemic began, three sessions of Parliament were curtailed and the winter session last year had to be cancelled. Last year, the Monsoon Session, which usually starts in July, had begun in September. Sources said the modalities of holding this year’s Monsoon Session are still being discussed. After administering oath to the members, Naidu said as representatives of the people “we have a great role to play during the ongoing pandemic and these challenging times have presented themselves with the problems that required coordinated effort from different entities”. MoE releases guidelines to develop e-content for CwDs Maha CM meets PM, discusses NEW DELHI, JUN 8 (PTI): The Ministry of Education released guidelines on Tuesday for the development of e-content for children with disabilities (CwDs) with an aim to fulfil the goal of inclusive education. The guidelines have been prepared by a committee constitute by the MoE, which had submitted its report comprising 11 sections and two appendices. The report was accepted by the ministry on Tuesday. According to the guidelines, content for CwDs should be developed based on four principles -- perceivable, operable, understandable and robust.

The committee has also recommended that in a phased manner, textbooks may be adapted into accessible digital textbooks (ADTs). “The content of ADTs should be provided in multiple formats (text, audio, video, sign language etc.) with turn-on and turn-off features. Further, ADTs should provide flexibility to children with disabilities to respond to its content or exercises in multiple ways,” it said. The recommendations include that the distribution platforms on which the content is uploaded and the reading platforms and devices on which it is accessed and interacted must

comply with the technical standards. Reasonable pedagogical accommodations have been recommended to meet specific needs of CwDs. The report, while suggesting the technical features by UNICEF for the development of ADTs, stated, “However, these are not sacrosanct and can be customised according to local conditions, and discussions with technical experts of digital publishing.” These features include that “the software should be able to store such information as preferences, layout and answers to exercises, and to mark where the student last opened the book”.

“All audio recordings must be converted into text and videos must have subtitles in local language and subtitles for the deaf and hard of hearing. Centre says door-to-door vaccination not possible Mumbai, Jun 8 (PTI): The Centre told the Bombay High Court on Tuesday that a door-to-door COVID-19 vaccination programme for senior citizens, specially-abled, bed-ridden and wheelchair-bound people is currently not possible, but it has decided to start “near-to-door” inoculation centres. The Union government in its affidavit filed in the HC said the National Expert Group on Vaccine Administration (NEGVAC) has considered the issue of door-to-door vaccination and opined that “near-to-door” vaccination would be an appropriate solution, and not door-to-door vaccination. The court noted that almost 25 crore people have been vaccinated in India. “Which other country has been able to do so with so much population. The government can do this (door-todoor vaccination) too. You (government) need to find your own way,” Chief Justice Dipankar Datta said. However, the NEGVAC agreed that since the elderly and speciallyabled people have limited mobility, there is a need to increase access by bringing the vaccination services closer to such communities while maintaining all necessary precautions and safety measures. The affidavit said the Union Ministry of Health and Family Welfare formulated standard operating procedures (SOPs) related to the ‘Near to Home Vaccination Centres’ on May 27. These vaccination sessions can be conducted in non- health facilities and will be linked to an existing Covid-19 vaccination centre, it said. The HC noted that while it appreciates the efforts taken by the committee and the Union government, the concerns raised by the panel on why door-todoor vaccines cannot be started do not seem to be very serious.

PUNE, JUN 8 (AGENCIES): A new Covid variant that needs more antibodies to fight it and has more severe symptoms has been found by the National Institute of Virology in Pune. The variant - B.1.1.28.2 - was detected in samples from two travellers from Brazil but not from anyone in India. The new variant is seen to have “increased severity” and higher levels of antibodies are needed to neutralise the B.1.1.28.2 variant, NIV sources told NDTV. The strain was found in people who came from Brazil and the UK. “We found it earlier but it is not in circulation in the country now so we do not see it as a matter of public health importance,” the sources said.

Citing complaints on her Twitter timeline the Finance Minister said that ease of compliance for the taxpayer should be or higher priority. “The much awaited e-filing por tal 2.0 was launched last night 20:45hrs. I see in my TL grievances and glitches,” she said in a tweet. “Hope @Infosys & @ NandanNilekani will not let down our taxpayers in the quality of service being provided. Ease in compliance for the taxpayer should be our priority.” Infosys has developed the next-generation income tax filing system to reduce processing time for returns from 63 days to one day and expedite refunds.

Central banks continue to remain positive on gold: WGC Survey New Delhi, Jun 8 (IANS): Central banks continue to be positive on gold and around 21 per cent of the central banks around the globe intend to increase their gold reserves over the next 12 months, according to a survey jointly undertaken by the World Gold Council and YouGov. The ‘2021 Central Bank Gold Reserves (CBGR)’ survey also noted that central banks are also increasingly valuing gold’s performance during periods of crisis as this attribute now tops their rationale for holding gold. “These results come amid ongoing uncertainty stemming from the Covid19 pandemic, a situation which has added significant complexity to central bank reserve management,” said the report. It noted that this year’s CBGR survey indicates continuing central bank interest in gold. Potentially driving this interest is a growing recognition of gold’s financial characteristics, particularly

during periods of crisis, said the report. “At the same time, ongoing concerns about global market volatility and the path of the post-pandemic economic recovery continue to inform central banks’ views of gold. These same factors may also be clouding respondents’ opinions on the overall direction of central bank gold holdings despite having more certainty on their own plans for gold,” it added Looking ahead, the World Gold Council report said that central banks will need to balance financial and geopolitical uncertainty with a potentially strong pickup in global growth. “We believe that central banks will continue to be net buyers of gold, although total purchase volumes may

not be as large as in the previous decade.” The slightly stronger conviction towards gold amongst respondents in this year’s survey may suggest that central banks have a clearer picture of their plans for the coming year, and is supportive of continued gold purchases from the official sector, it added. Several of the survey’s findings point to a growing complexity. Around 84 per cent of respondents report that uncertainty over the post-Covid economic recovery is relevant for their reserve management decisions. The same proportion of respondents say that negative rates -- the most relevant factor in last year’s survey -- continues to inform their investment decisions. The continuation of expansive monetary and fiscal policies, now combined with the prospect of rising inflation, will likely be at the forefront of central bankers’ concerns for the foreseeable future, said the report.

Now, the Supreme Court will be considering whether the claims should be rejected based on the government’s state secret privilege, a legal doctrine, at times used when national security interests are invoked. The case holds importance as reports of many American Muslims being interrogated and checked by the US intelligence agencies have surfaced. Several Muslim American families living in the US have complained of being harassed by police officials, while many reports of hidden surveillance have also surfaced. The September 11, 2001 attacks on the World Trade Centre (WTC) were the most horrific terror attack in the US history that prompted an all out offensive against pro-Taliban and Al-Qaeda outfits.

9 Internet outage hits websites, services being restored SAN FRANCISCO/NEW DELHI, JUN 8 (IANS): After a huge global web outage caused by a “service configuration” took popular websites, including leading news portals, off the grid on Tuesday, the services resumed for some websites although it was a slow process. The technical glitch happened at the end of Fastly, a popular content delivery network (CDN) provider. The Cloud computing services provider said that the issue has been identified. “The issue has been identified and a fix has been applied. Customers may experience increased origin load as global services return,” Fastly said in an update.

“We identified a service configuration that triggered disruptions across our POPs [points of presence] globally and have disabled that configuration. Our global network is coming back online,” a Fastly spokesperson was quoted as saying in media reports. A CDN refers to a geographically distributed group of servers that work together to provide fast delivery of internet content. Several popular websites were down, including Reddit, Spotify, Twitch, GitHub, Hulu, HBO Max, CNN, the Guardian, the New York Times, BBC, Financial Times and many more. “Error 503 Service Unavailable,” was the message that appeared on the affected websites earlier.

Taliban captures another Afghan district for 3rd straight day

Kabul, Jun 8 (IANS): For a third consecutive day, Taliban insurgents have captured yet another district in Afghanistan on Tuesday, officials said. Government forces abandoned the Dawlat Abad district centre in Faryab province before dawn and fled to neighbouring Andkhoi district without engaging the militants, dpa news agency reported citing the local officials as saying. The fate of more than a dozen members of the security forces in the district remained unclear because the telecommunications system was down, provincial councillor Abdul Ahad Alibek said. Dawlat Abad was under siege for three years. Forces could only receive logistical support by air, ground support was impossible because the militants controlled all routes leading to the district, Alibek added. In Ghazni province, the militants overran two security checkpoints in Ab Band district. Officials said on Monday that heavy clashes were ongoing in at least three districts of the province. The districts could collapse if the government fails to send air support, warned Arif Rahmani, an MP representing Ghazni.

The team modelled three different flow rates -7.5, 15 and 30 litres per minute. The model showed greater virus deposition at lower flow rates. The findings also have implications for the development of targeted drug delivery devices that can deliver medicine to the areas of the respiratory system most affected by the virus. The World Health Organisation recently updated its advice about the importance of aerosol transmission, warning that because aerosols can remain suspended in the air, crowded indoor settings and areas with poor ventilation pose a significant risk for transmission of Covid-19. LONDON, JUN 8 (AP): The English Football Association nominated Debbie Hewitt on Tuesday to be its first female leader of soccer’s original national body created 158 years ago. The experienced businesswoman is set to join the English FA in January, 14 months after Greg Clarke resigned in fallout from making offensive comments on race, gender and sexuality at a parliamentary hearing. Hewitt said in an FA statement she would “relish the opportunity to chair an organisation that has the potential to be a very positive force for good throughout the game and across society.” The FA said its ruling council will be asked to formally ratify Hewitt’s appointment at a July 22 meeting. Hewitt will join an organization which is weighing a bid to host the 2030 World Cup jointly with the rest of the United Kingdom and Ireland.

UEFA says UK-based ticket holders aged 11 or over can show proof of full vaccination, with both doses received at least 14 days before the match. Those not fully vaccinated must show proof of a negative lateral flow test taken within the previous 48 hours.

England play Croatia in their opening group game on Sunday. Ticket holders for matches taking place at Hampden Park will not be required to show proof of vaccination or a negative Covid-19 test.
