CM to inaugurate 2-lane Dhansiri bridge on Apr 13 DIMAPUR, APR 9 (NPN): The much awaited RCC T-Beam bridge over Dhansiri river, near Urban Haat Dimapur will be opened to traffic after chief minister Neiphiu inaugurates the bridge on April 13, 2021. The opening of the two-lane bridge is expected to bring a major relief to commuters and address the problem of traffic congestion to a certain extent. It may be mentioned that the bridge, which connects Super Market and Purana Bazar, was almost ready for use, but opening of the bridge faced delays owing to some issues. The urban development department issued work order in February 2010. However, the bridge construction could not begin reportedly due to ownership claim by the border roads organisation. The construction commenced only in 2016-17 after the intervention of the state government.

7 new COVID cases in State DIMAPUR, APR 9 (NPN): Nagaland on Friday reported seven new COVID-19 positive cases-6 in Dimapur and 1 in Kohima, taking the total caseload to 12387. Further, with the recovery of four more patients from the dreaded disease, the active cases stood at 147. Till date a total of 11988 patients have recuperated from the infection.

Niki recalled that his group had abrogated the ceasefire in 2015 citing Centre’s “insincerity” in finding a solution to the decades-old Naga political issue. He clarified that it was

not in his interest to rejoin the negotiating table. But upon pleas and requests from various Naga tribal leaders and also the Centre’s stance on an “inclusive and one solution” for the Nagas, he said his conscience gave in to respond to this call. Claiming that the goal of Naga Independence was always in his thoughts, he

hoped that he would be the last man standing in this pursuit. With the Naga people desiring peace and settlement, he said he felt that his group should not be a stumbling block towards “an inclusive and one solution” proposed by the Centre and therefore decided to return to the negotiating table. Niki admitted that the past Naga accords, including the 16 Point Agreement that led to the formation of Nagaland, had “good points” that could have been advantageous for Nagas. He however lamented that Nagas spoke in different tunes regarding these accords with condemnations and even killings of some signatories. He claimed that Nagas were still enjoying the

According to DIPR report, the deputy commissioner (DTF) Dimapur, Rajesh Soundararajan, who is also the chairman of Dimapur DTF, told a joint meeting of Dimapur DTF for COVID 19 and vaccination, which was held in the conference hall of DC Di-

Taking note of the increase in the number of COVID-19 cases, the DC Dimapur stressed on the importance of preparedness against resurgence of COVID-19 in Dimapur district amid second wave of pandemic that was prevalent in many states across the country. Stating screening of returnees would commence at the airport, DC has informed that all travellers were to carry negative COVID-19 test report and produce the same on arrival. At the meeting, chief medical officer (CMO) Dimapur, Dr. Mereninla, highlighted on the rise in complacency amongst the public. She requested all the members to create awareness among the communities in collaboration with the medical department.

Giving a presentation on the status of COVID-19 vaccination in the district, the district immunization officer, Dr. Rebecca, informed the house that vaccine session centres would be set up in offices with minimum 50 registered beneficiaries above the age of 45 years. Observing that most of the officers in Dimapur would not have 50 eligible beneficiaries, DC Dimapur requested the medical department to consider forming clusters of officers. DC also requested all the members to render their best efforts and extend cooperation for management of Covid-19 activities. Compulsory vaccination for police personnel DIMAPUR, APR 9 (NPN): State Police department has informed that COVID-19 vaccination would be compulsory for all police personnel and directed unit commanders to ensure that all personnel were inoculated. In a statement, PRO police headquarters said that the Director General of Police Nagaland and senior officers of PHQ have taken second dose of COVID-19 vaccine. Informing that COVID-19 vaccine was not a preventive measure, the PRO has, therefore, stated that all standard operating procedure (SOPs) for prevention of COVID19 like wearing of masks etc. were still mandatory for all including those vaccinated.

Persons above 18 free to choose religion, says SC NEW DELHI, APR 9 (PTI): Supreme Court Friday said persons above 18 years of age are free to choose their religion as it refused to entertain a plea seeking directions to the Centre and states to control black magic and religious conversion. A bench of Justices RF Nariman, BR Gavai and Hrishikesh Roy told senior advocate Gopal Sankaranarayana, appearing for petitioner advocate Ashwini Upadhyay, “What kind of writ petition is this under Article 32. We will impose

a heavy cost on you. You argue on your own risk.” The bench said there is no reason why a person above 18 can’t be allowed to choose their religion. It further told Gopal Sankaranarayana, “there is a reason why the word propagate is there in the Constitution”. Sankaranarayanan then sought liberty to withdraw the petition and permission to make representation to the government and the law commission. The bench also refused to grant permission to a representation to the law commission and said,

“no we can’t grant you this permission.” It dismissed the petition as withdrawn. The plea filed by Ashwini Upadhyay has also sought directions to ascertain the feasibility of appointing a committee to enact a Conversion of Religion Act to check the “abuse of religion.” Religious conversion by “carrot and stick” and by “hook or crook” not only offends Articles 14, 21, 25, but is also against the principles of secularism, which is an integral part of the basic structure of the Constitu-

tion. “Petitioner states with dismay that the Centre and States have failed to control the menace of black magic, superstition and deceitful religious conversion, though it is their duty under Article 51A,” said the plea filed through advocate Ashwani Kumar Dubey. Alleging that the government has failed to take any concrete action against them, the plea said the Centre may enact a law with minimum imprisonment of 3 years that may extend up to 10 years and a hefty fine may be imposed.

India records highest one-day spike of over 1.31L Covid cases; 780 deaths NEW DELHI, APR 9 (PTI): India registered a record single-day spike of 1,31,968 new COVID19 cases on Friday, pushing its infection tally to 1,30,60,542, while the death toll increased to 1,67,642 with 780 more fatalities in a day, highest since October 18, the Union Health Ministry data showed. Registering a steady increase for the 30th day in a row, the number of active COVID-19 cases increased to 9,79,608, which is 7.5 per cent of the total infections, according to the data updated at 8 am. The recovery rate in the country has further dropped to 91.22 per cent, it added. The active COVID-19 caseload in the country was recorded at its lowest of 1,35,926 on February 12, comprising 1.25 per cent of the total infections. The number of people who have recuperated from the disease surged to 1,19,13,292, while the case fatality rate has dropped to 1.28 per cent, the data stated. According to the Indian Council of Medical Research (ICMR),

19 sentenced to death in Myanmar; 10 killed by troops YANGON, APR 9 (REUTERS): Nineteen people have been sentenced to death in Myanmar for killing an associate of an army captain, the military-owned Myawaddy TV station said on Friday, the first such sentences announced in public since the February 1 coup and crackdown on protesters. Meanwhile, troops fired rifle grenades at anticoup protesters on Friday in the town of Bago, near Yangon, witnesses and news reports said. At least 10 people were killed and their bodies piled up inside a pagoda, they said. However, Myanmar Now news and Mawkun, an online news magazine, said at least 20 people were killed and many wounded. It was not possible to get a precise toll because troops had cordoned off the area near the pagoda, they said. The military however claimed that the protest campaign against its rule was dwindling because people wanted peace, and that it would hold elections within two years, the first timeframe it has given for a return to democracy.

Prince Philip, husband of Queen Elizabeth II, dies at 99 PRINCE PHILIP 1921 - 2021 LONDON, APR 9 (PTI): The husband of Britain’s Queen Elizabeth II, Prince Philip - the Duke of Edinburgh and Britain’s longestserving royal consort passed away on Friday aged 99, Buckingham Palace announced. In a statement issued on behalf of the 94-yearold monarch, the palace said that Prince Philip died peacefully at Windsor Castle on Friday morning. The Duke, who was to mark his 100th birthday on June 10, was discharged from hospital after a month since he had been admitted there and went on to have a successful heart procedure. The prince married Princess Elizabeth in 1947, five years before she became Queen, and was the longest-

serving royal consort in British history. The Duke retired from official royal duties in 2017 after years of service in the armed forces and then as a consort to the monarch, with several charity endeavours. UK Prime Minister Boris Johnson paid tribute to the royal, whom he hailed as an environmentalist and a champion of the natural world long before it was fashionable. The Union flag at Buckingham Palace has been lowered to half-mast in his memory. No official details have been released yet, but it is understood he will be given a royal ceremonial funeral rather than a State funeral, in line with his wishes. The Queen will sign off the final plans in the coming days.

CYO reacts to opposition against shifting DC office DDGBA clarifies on election of office bearers DIMAPUR, APR 9 (NPN): Reacting to the “destructive and detrimental backlashes” on the issue of shifting of the Dimapur district deputy commissioner’s (DC) office to Chümoukedima, the Chakhroma Youth Organisation (CYO) Friday said that Chümoukedima was the district headquarters of Dimapur “without any unreasonable doubt” and required no refutation from any angle. In a statement, Chakhroma Youth Organisation president Seyieneilhou Keyho and general secretary Noseho Peter pointed out that the major stretch of

the district was “beyond the parameter of the small, tiny and congested confinement of Dimapur town.” The youth front further reminded that the people from as far as Tsiepama, Piphema, Zhuikhu, Hekishe, Tsii-iima, Medzipherna areas in the south, Rüzaphema, Zutovi, Shokhuvi, Bade in the West and in the East, Nihokhu areas and the plains of Niuland areas do exist as major part of the district of Dimapur. Asserting that Dimapur district covered a vast area with huge population spread across its length and breadth, the CYO

questioned how only a few and certain Dimapur town-based unions or organisations, “who fails to see beyond their comfort, stake claim or decide the fate of the whole district of Dimapur?” CYO has, therefore, called for immediately shifting the administrative office to Chümoukedima. The youth body termed as “very unbecoming” that the matter was being pitched on tribal lines with “some vested organisations deliberately using erroneous details to confuse and sway public opinion”. CYO also clarified that the new DC Complex

fell under Chümoukedima urban administered municipality and not as alleged. It said that the intent of “those vested organizations are dangerous to societal coexistence and will have irreparable consequences if left unchecked.” CYO has, therefore, urged the DC Dimapur entirely ban the mushrooming of unrepresented and unmandated organisations in the district. It may be mentioned that the State cabinet during its meeting on April 7 decided, that a team of ministers would meet with civil society organisations over shifting of DC office.

DIMAPUR, APR 9 (NPN): Dimapur District GBs Association (DDGBA) has clarified that names proposed by a search committee for the post of president and other office-bearers did not qualify at that given point of time as these individuals had failed to pay their membership fee. DDGBA adviser Tokuho Suhoi Neho in a press note claimed that two of the search committee members refused to sign the committee’s report. Therefore, report was disapproved by the house during its general conference at Diphupar B on November 24, 2018, he added. Subsequently, he said

DDGBA held a meeting with its administrative units on December 1, 2018 and, after deliberation on the issue, the house resolved to reschedule selection/election of the new team within January 2019. And as resolved by the house for a rescheduled date to install the new team of office bearers and since the report of the search committee was rejected by the November 24, 2018 general conference, the association’s president was duly and through a consensus elected unopposed by 25 out of the 37 members in the presence of NGBF officials as election observers on January 22, 2019. DDGBA claimed

that the election of president or any other office bearer was done as per the resolution and purely in the interest of the association, adding that the present office bearers were smoothly working for the wellbeing of society. It said the association is constituted by eight administrative units– Dimapur GBs Union (Sadar), Chumoukidema GBs Union, Medziphema GBs Union, Dhansiripar GBs Union, Kuhuboto GBs Union, Niuland GBs Union, Ato Area GBs Union and Aghunaqa GBs Union– and did not represent any particular area of Dimapur district nor a particular community or tribe. DIMAPUR: Kiphire District Commercial Vehicle Union (KDCVU) has strongly backed the joint appeal of United Sangtam Likhum Pumji (USLP), Yimchunger Tribal Council (YTC) and Eastern Sumi Hoho (ESH) urging different NPGs to abstain from imposing taxation against aspirational development activities in Kiphire district.

Assam Rifles provides aid to fire victims

DIMAPUR: Mokokchung battalion of Assam Rifles under the aegis of HQ IGAR (N) provided aid to the victims of April 6 fire incident at Yongnyah Chingong village, Longleng. According to PRO HQ IGAR (N), on learning about the fire incident, troops of Assam Rifles swung into action and evacuated the individuals and their possessions from the site. Three seriously injured persons were administered with basic first aid by the medical team. Essential items were also provided to the victims.

H&FW assures ambulance for Satoi PHC

DIMAPUR: A delegation of Ikiye-Itovi Youth Front (IIYF) met principal director, Health & Family Welfare (H&FW), Dr. Kevichusa Medikhru at his office chamber on April 8 to address public grievances with regard to Primary Health Centre (PHC), Satoi under Satakha sub-division, Zunheboto. A press release by its media cell stated that a representation was served to provide at least one ambulance at PHC, Satoi. In this regard, Dr. Kevichusa Medikhru said that the department had put on record and would give priority in providing an ambulance after it was allotted and made available to the department. IIYF also briefed about the recent accident which occurred between IkiyeItovi, Satoi area on February 22. Liangmai community launches vernacular dictionary DIMAPUR: Liangmai community launched its vernacular dictionary for public consumption at Tening village council hall on April 7. The book was officially launched by advisor of water resources, Namri Nchang. Addressing the gathering, advisor Namri Nchang expressed disappointment on the attitude of the present Naga generation which had developed admiration towards western culture and literature without any regard for its own culture and language. Stating that languages of the respective tribes were a gift from God, Namri Nchang said it would be a sin to demean one’s own language. On the contrary, he implored the upcoming Liangmai generation to promote their language and enable it for studies at a university level. He was optimistic that the newly launched dictionary in Liangmai language would be a base towards developing a common literature among Zeliangrong

community. Liangmai Literature Committee Nagaland (LLCN) chairman, N Wizabo and the convenor of alphabets and dictionary committee, M Ringsangbo also spoke on the occasion. Meanwhile, LLCN elected a new team headed by Neiba Newmai as chairman, Kaibakam as vice chairman, Mezikam as secretary, Dibai as assistant secretary, Raithu as treasurer. LLCN also appointed one member each from all the Liangmai villages including representatives from Peren town, Jalukie valley, Dimapur and Kohima. It may be mentioned that publication of the book was an outcome of arduous research by members of the committee entrusted by LLCN. Guwahati, April 9 (IANS): To avoid “possible horse-trading by the BJP”, the Congress and its ally AIUDF on Friday sent at least 22 of their candidates in the just held Assembly polls to Congress-ruled Rajasthan in a chartered plane, party sources said. The leaders of the Congress and the All India United Democratic Front (AIUDF) unofficially told the media that so far 22 candidates of the two parties have been sent to Jaipur and they are now lodged in a private hotel there. “More candidates of the Congress and the AIUDF would be dispatched in the coming days as the ruling Bharatiya Janata Party might try for horse-trading after the declaration of the results (on May 2) to remain in power,” a Congress leader said in Guwahati on condition of anonymity. He said Rajasthan Chief Minister Ashok Gehlot has been looking after the arrangements for their

12 Mizoram cops test covid positive after poll duty in Assam Aizawl, Apr 9 (PTI): Mizoram on Friday reported 36 new COVID19 cases, taking the tally to 4,558, an official said. Seventeen of the new cases were reported from the Aizawl district, 12 from Kolasib district, four from Champhai, two from Lunglei district and one case was detected in the Serchhip district, he said. Twelve policemen, who returned from Assam after election duty, and seven children were among the newlyinfected people, the official said. In all, 23 people who returned from different states are among the new patients. Eighteen patients have symptoms of COVID-19, while the rest are asymptomatic, he said. Mizoram now has 93 active cases, while 4,454 people have recovered from the infection. The COVID-19 death toll in the state is 11. The state has tested 2,59,943 samples till date, including 1,388 on Thursday. According to state immunisation officer Dr Lalzawmi, a total of 64,399 people have been administered the first dose of COVID-19, of whom 20,287 people have completed the vaccination process after receiving the second dose.

ArrayAgartala, April 9 (IANS): Assam Minister and top BJP leader Himanta Biswa Sarma on Friday said that the party would get around 84 seats against the earlier target of 100 plus in the 126-member assembly. Sarma, pointsman of the ruling Bharatiya Janata Party in Assam, said that there is no doubt that the BJP-led alliance would retain power in the state. “Our earlier target was to win in 100 plus seats. But our present assessment is that the BJP would get in and around 84 seats. We are 100 per cent certain that the BJP-led alliance would form the government in Assam after the declaration of results (on May 2),” he told the media in southern Tripura’s Gomati district headquarters Udaipur. The BJP’s top leaders including Sarma have been saying that the ruling alliance would get 100 plus seats in the assembly elections, which ended on April 6. State Education Minister, Lakhmen Rymbui on Friday held a meeting with his department official on the infection of students with COVID-19. “Students who are infected with COVID-19 would be allowed to sit for their board examination after they recover, provided they have a RTPCR report confirming COVID-19,” Rymbui said after the meeting.

Guwahati, Apr 9 (PTI): The Assam Health and Family Welfare Department on Friday notified COVID appropriate guidelines for the upcoming Bohag Bihu and other festivals in the state in view of the fresh spike of COVID-19 cases in many parts of the country. The notification stated that the guidelines to be strictly adhered to and followed by all the event organisers /visitors/participants of functions and other festivals in the state for the general safety and security of all participants against COVID-19. It said that the guidelines for public gathering during the Bohag Bihu and

other festivals such as Ram Navami, Ramadan, was for ensuring that people are able to celebrate their festivals with joy and simultaneously adhering to COVID-19 protocols. The notification said the event organisers are to seek permission from the concerned district administration for organising any event resulting in public gathering. It said all programmes/ festival/events should conclude by 11 pm and all the organisers and volunteers involved in the organisation of functions and festivals must test themselves for COVID-19 three days prior to and after the

event mandatorily. Stating Assam has geared up its COVID management strategies and is taking up various need-based steps to contain the spread of COVID-19, the notification said every participant is to be screened for fever using thermal scanners and anyone with higher temperature than normal may be advised to report to the nearest health facility for testing and should not be allowed to enter the event area. Use of mask and hand sanitiser has been made compulsory for visitors/ organisers, besides keeping hand sanitizer at the entry gate and other areas, including parking lot.

ITANAGAR, APR 9 (PTI): Arunachal Pradesh reported 12 new COVID-19 cases on Friday, taking the tally to 16,873, a health official said. Seven of the new cases were reported from the Lower Dibang Valley district, three from Leparada, and one each from Namsai and Capital Complex, he said. Three Indo Tibetan Border Police (ITBP) jawans and an Army personnel were among the new patients, State Surveillance Officer Lobsang Jampa said. Three of the new patients are symptomatic, he said. COVID: Tripura suspends classes for standard 1, 2

AGARTALA, APR 9 (PTI): The Tripura government on Friday suspended classes of standard 1 and 2 in all schools across the state for an indefinite period following a surge in COVID-19 cases, Education Minister Ratan Lal Nath said. Students of classes 3 and 4 would now attend classes on alternate days from next week, the minister said. However, the classroom teaching from class five onwards will continue as usual and hostels of educational institutions will remain open, Nath told reporters. Schools reopened for students in Tripura in various phases since December 8 last year after they were closed in the wake of the pandemic in March. The minister said that sports competitions and gathering of students in educational complexes will not be allowed. These decisions have been made following a surge in Covid 19 cases in the state, he said. “Even as the Covid situation is better in our state than any other state in the country, we do not want to take any risk,” said Nath, also the cabinet spokesperson. The state now has 116 active COVID-19 cases while the total caseload is 33,644. Altogether 390 patients died and 33,080 people recovered from the disease, an official said on Friday. The number of active cases was 87 on Thursday.

Manipur government allowed reopening the schools for Class-VI to XII from March 8 last after gradual improvement of the pandemic situation in the state. He had also made an appeal to the public to come up for timely testing, if they observe any symptoms, as prevention is the most effective way to successfully fight the pandemic. M e a n w h i l e, s t a t e ’s COVID-19 active cases rose to 91 on Friday after 12 more persons, including two air passengers, tested positive in the past 24 hours, state health department said in its daily update report. NEW DELHI, APR 9 (PTI): Congress leader Rahul Gandhi on Friday wrote to Prime Minister Narendra Modi, demanding an immediate moratorium on COVID-19 vaccine exports and opening up of the vaccination to “everyone who needs it”. In the letter, Gandhi also sought more say to the state governments in vaccine procurement and distribution. He also asked for a provision of a direct income support to the vulnerable sections amid the disastrous second wave of COVID-19 in India, as he extended his support to the vaccination program. “I humbly request you to provide vaccine suppliers with necessary resources to increase manufacturing capacity and place an immediate moratorium on vaccine export,” Gandhi said in his letter to the prime minister. “Open up vaccination to everyone who needs it,” he demanded, seeking fast-tracking of approval of other vaccines as per norms and guidelines. Myanmar close to civil war

B

rutal reprisals by the military junta in Myanmar against anti-coup demonstrators during the past few months has led to the killings of at least 570 people, including more than 40 children. The brutalities will not stop as Myanmar faces the prospect of escalation of violence as the military junta is hell bent on crushing down all forms of dissent. As authorities gunned down ordinary people gathering in the streets, more radical factions among the protesters are starting to embrace armed resistance. The military staged a coup on February 1 this year following a general election which Ms Suu Kyi’s National League for Democracy(NLD) party won by a landslide. The military placed Aung San Suu Kyi and members of her NLD party under house arrest. More than 2,720 politicians, activists and civil society figures have been detained by authorities. At least 25 journalists are in detention, while others covering protests have been brutalized by state forces. In the past week, authorities issued arrest warrants for at least 60 artists, writers, thespians and other cultural celebrities accused of spreading information that supposedly endangered national stability. Numerous countries have condemned the military takeover and subsequent crackdown. The Biden administration’s Secretary of State Antony Blinken has accused the security forces of a “reign of terror”. Besides the US, other countries such as UK and European Union have all responded with sanctions on the junta-ruled Myanmar. Internet shutdowns over recent months in Myanmar has cost the nation dearly in terms of economy. However, it appears that the military rulers appear happy to pay the price to deter protesters from coordinating their actions and disseminating further information. As the military junta seeks to exert an iron grip over the nation, the anti-coup movement won the backing of multiple militia groups that claim to represent various marginalized ethnic minorities scattered around the country’s borderlands. The military is locked in clashes with ethnic armed groups on at least two fronts; government airstrikes on villages and suspected militia positions in southeastern Karen state have forced thousands to flee across the border with Thailand. For some in Myanmar’s big cities, the viciousness of the junta has awakened a newfound solidarity with communities long battered or neglected by the state. The junta, which is backed by a military that boasts of being among the largest armies in Asia however,appears unable to respond to the spontaneity of the leaderless anti-coup movement’s creativity and courage. The junta is more interested in trying to crush its perceived enemies such as the anti-coup protestors and its long-standing target, the ethnic armed groups. Desperate anti-coup protestors have fallen on using improvised weaponry and tactical gear and being active in pockets on protest front lines. China has opposed international sanctions against Myanmar and its appeal on the military junta to restore democracy is as ironic as the fact that the communist giant is no friend of democracy. So far, the U.N. Security Council and the Association of Southeast Asian Nations, or ASEAN, the region’s main geopolitical bloc, have failed to muster any meaningful diplomatic response to what seems a spiralling crisis.

Jesus appears to those for whom He has done something, but we cannot order or predict when He will come. He may appear suddenly, at any turn. Then you can exclaim, “Now I see Him!” (see John 9:25). Jesus must appear to you and to your friend individually; no one can see Jesus with your eyes. And division takes place when one has seen Him and the other has not. You cannot bring your friend to the point of seeing; God must do it. Have you seen Jesus? If so, you will want others to see Him too. “And they went and told it to the rest, but they did not believe them either” (Mark 16:13). When you see Him, you must tell, even if they don’t believe. O could I tell, you surely would believe it! O could I only say what I have seen! How should I tell or how can you receive it, How, till He bringeth you where I have been?

here is no coronavir us vaccine on Earth more closely scrutinized than AstraZeneca’s right now. The vaccine, developed by the Anglo-Swedish drug giant with Oxford University researchers, was widely hyped in the early days of the pandemic for its speedy development and innovative technology. But the rollout has been plagued by issues including questions over misleading data and missed deliveries that clouded public perceptions of AstraZeneca as other vaccines raced ahead. This week, renewed concerns about rare but serious blood clots among those who have received the vaccine were bolstered by Europe’s top drug agency. The European Medicines Agency said Wednesday that it was “plausible” the blood clots were linked to the vaccine, but also “stressed that the benefits of vaccination still outweigh the risks,” my colleagues reported. Even so, the latest news from Europe will travel far beyond the continent’s borders — and AstraZeneca’s woes are likely to have an outsized global impact. Unlike many of its peers, the vaccine is relatively cheap and easy to administer. And crucially,

it forms a major part of the supplies planned for Covax, a global vaccine initiative linked to the World Health Organization that aims to ensure supply to lower-middle and low-income nations. Research published last month by the Think Global Health program of the Council on Foreign Relations found that AstraZeneca was expected to make up almost 50 percent of global vaccine supply in lower-middle income nations and a third of vaccine supply in low-income nations. This scramble to receive AstraZeneca doses contrasts with the concurrent concerns about its safety. A number of European countries had already made changes to their vaccination programs before the EMA’s announcement, with Denmark and Norway pausing use of the vaccine completely. Peltzman Effect: Why Covid cases are soaring after jabs

n increasing number of people, including doctors, are testing positive from the Covid-19 infections even after taking both doses of vaccinated. The reason could be an increase in the risktaking behaviour, prompted by the rollout of vaccines against the deadly virus, better understood as the “Peltzman Effect”. Peltzman Effect has been termed after Sam Peltzman, an economist at the University of Chicago, who first described it in 1975. According to the theory, when safety measures are mandated, people’s perceptions of risk decreases, making them take riskier decisions. Peltzman postulated about mandating the use of seatbelts in automobiles, leading to more accidents. It implies that safety perception increases risk appetite. In other terms, people become more careful when they sense greater risk and less careful if they feel more protected, according to his theory. Similarly, in the case of Covid-19, vaccines are giving a sense of security, leading to increased risky behaviour that is low adherence to preventive measures such as mask usage, social distancing and hand sanitisation. While it is a known fact that vaccines neither give immediate protection or full protection (against infection as against death), the sense of security unfortunately starts much earlier, even before the actual injection: people wear masks with less caution, do not maintain distance as soon as they reach vaccination centres -- the

The increase in the number of people being innoculated gives rise to a “misplaced sense of security in ‘herd immunity’ long before widespread immunity is truly present,” said doctors from New York University’s Langone Health in a comprehensive review of the Peltzman Effect, published in the ACP Journals on March 2. As a result “...the very optimism that is necessary to encourage widespread acceptance of the vaccine will undoubtedly contribute to the overconfidence” and lead people to forgo the preventive measures. “Consciously or not, even those who have not received a Covid-19 vaccine may forgo masks and social distancing if they know that others are receiving the vaccine,” the doctors added. Although pandemic fatigue is a reason for low adherence to preventive measures, the Peltzman effect cannot be ignored. The theory is also evident in the drastic decline in the usage of PPE kits by the healthcare workers. This risk-taking behaviour can be dangerous for general public. But for a health care worker dealing directly with Covid-19 patients, it can prove detrimental and impair the health care services, as is seen in the recent report of 37 doctors in a Delhi hospital testing positive even after taking both doses. SRINAGAR, APR 9 (PTI): Seven militants, including terror outfit Ansar Ghazwatul Hind’s chief Imtiaz Ahmad Shah, were gunned down by security forces in two encounters in Jammu and Kashmir’s Shopian and Pulwama districts, police said on Friday. “Five terrorists have been killed in a Shopian operation, while two others were killed in the encounter at Nowbugh in Tral area of Pulwama district,” a police official said. Earlier, the Kashmir Zone Police had said that efforts were being made to get two militants hiding inside a mosque in Shopian after an overnight encounter to surrender. “Brother of holed up terrorist and local imamsahab sent inside mosque to persuade the terrorists to come out and surrender. Efforts are on to save the mosque,” police had said in a tweet. They had also tweeted about the Ansar Ghazwatul Hind (AGuH) chief being trapped inside the mosque. “Chief of proscribed ter-

He said acting on inputs that the militants had moved towards orchards in the Tral area, another operation was launched in Nowbug and the two ultras were killed. One of the slain militants was identified as Imtiaz Shah, Kumar said. The officer said three people, who hurled stones on security forces when they were laying the cordon, suffered pellet injuries.

The 11th round of the Corps Commander-level talks began at around 10:30 am at the Chushul border point on the Indian side of the Line of Actual Control (LAC) in eastern Ladakh, they said. In the previous trade, the precious metal had closed the day at Rs 46,160 per 10 gram. In contrast, silver dipped Rs 275 to Rs 66,253 per kg, from Rs 66,528 per kg in the previous trade. “Spot gold prices for 24 karat in Delhi were up by Rs 97 supported by rupee depreciation,” said HDFC Securities Senior Analyst (Commodities) Tapan Patel. The rupee depreciated 17 paise to 74.75 against the US dollar in opening trade on Friday. In the international market, gold was quoting lower at USD 1,745 per ounce and silver was flat at USD 25.15 per ounce. “Gold prices witnessed some profit-booking with dollar gain,” he added.

Mumbai, Apr 9 (PTI): The rupee depreciated 17 paise to 74.75 against the US dollar in opening trade on Friday tracking weakness in other Asian currencies. Traders said the domestic unit is trading on a weak note as investors believe that the central bank’s bond buying plan could be bearish for the currency due to inflationary concerns. At the interbank forex market, the domestic unit opened at 74.75 against the US dollar, registering a fall of 17 paise over its previous close. On Thursday, the rupee had settled at 74.58 against the American currency. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.09 per cent to 92.13. The Indian central bank’s quantitative easing (QE) program could lead to inflationary concerns and could cap appreciation bias of the rupee, Reliance Securities said in a research note, adding that Reserve Bank of India (RBI) could be present this Thursday to curb volatility and could cap losses.

Mumbai, Apr 9 (Agencies): Commercial banks in India gave almost one fourth of loans (about Rs 1.55 trillion) in the last fortnight of the financial year, reflecting a surge in year-end activity. The total lending was Rs 5.80 trillion in Fy21 lower than about Rs six trillion in Fy20. The outstanding credit stood at Rs 109.51 trillion as of March 26, 2021, according to Reserve Bank of India data. On a year-on-year basis, the lending by commercial banks rose by 5.6 per cent in the financial year (Fy21), a period marked by economic contraction due to COVID-19 pandemic as against 6.1 per cent in Fy20. New Delhi, Apr 9 (Agencies): The Department of Telecommunications (DOT) has issued show-cause notice to Vodafone Idea (Vi) for non-payment of licence fee and spectrum dues for the last quarter of FY21. The telco has not paid fees for seven circles — Bihar, Gujarat, Jammu and Kashmir, Kerala, Maharashtra, Uttar Pradesh (East), and Odisha — which was due on March 25, Business Standard reported. The DoT has directed Vi to show cause by April 12, 2021, why action should not be taken against the company under relevant clauses of licence agreement. New Delhi, Apr 9 (IANS): The provisional figures of direct tax collections for the financial year 2020-21 showed that net collections are at Rs 9.45 lakh crore. The net collection is around 5 per cent higher than the revised estimates for the 2020-21. The net direct tax collections include corporation tax (CIT) at Rs 4.57 lakh crore and personal income tax (PIT), including security transaction tax (STT) at Rs 4.88 lakh crore. “The net direct tax collections represent 104.46% of the Revised Estimates of Rs 9.05 lakh crore of direct taxes for the FY 2020-21,” said a Finance Ministry statement. Mumbai, Apr 9 (IANS): India’s foreign exchange reserves fell $2.415 billion during the week ended April 2. According to the Reserve Bank of India’s (RBI) weekly statistical supplement, the reserves decreased to $576.869 billion from $579.285 billion reported for the week ended March 26. India’s forex reserves comprise foreign currency assets (FCAs), gold reserves, special drawing rights (SDRs), and the country’s reserve position with the International Monetary Fund (IMF). On a weekly basis, FCAs, the largest component of the forex reserves, edged lower by $1.515 billion to $536.438 billion. Similarly, the value of the country’s gold reserves fell by $884 million to $34.023 billion. The SDR value slipped by $4 million at $1.486 billion. On the same note, the country’s reserve position with the IMF inched lower by $12 million to $4.923 billion.

Sharma Oli and form a coalition government under its leadership. Nepali Congress President, Sher Bahadur Deuba, had called a meeting of the opposition parties on Friday which ended on a positive note, according to party leaders. Oli is under pressure to resign after his decision to dissolve the house on December 20 and call for fresh elections was overturned by the Supreme Court on February 23. In wake of the verdict, opposition parties had been demanding his resignation on moral grounds but he has been holding fast. The “constitutional carry” law which takes effect July 1 will allow most citizens over 21 years old and legally in possession of their handguns to carry them in public without further authorisation, dpa news agency quoted the Tennessean newspaper as saying in its report. “I signed constitutional carry today because it shouldn’t be hard for lawabiding Tennesseans to exercise their (2nd Amendment) rights. WSYF says disputed area yet to be demarcated DIMAPUR, APR 9 (NPN): Expressing dismay over various statements in the media, that mentioned the “so-called non-existent Lamhainamdi village” as under Peren district, the Western Sumi Youth Front (WSYF) stated that when the disputed area was yet to be demarcated, the same cannot be attributed to be under the jurisdiction of either Peren or Dimapur district. WSYF through its media cell, also expressed surprise at the State government’s own Information & Public Relations department mentioning Lamhainamdi as under Peren district while reporting on the recent visit to the area by leader of opposition T.R. Zeliang on April 5. WSYF mentioned that Kiyevi village was established in 1939 even before Nagaland’s statehood and claimed that documentary evidences clearly showed that the disputed area fell within the jurisdiction of Kiyevi village under Dhansiripar sub-division in Dimapur district. While acknowledging the fact that the boundary was yet to be demarcated between the two districts and that the State government expected to give a just decision, taking into account the documentary evidences, the Western Sumi Youth Front said it has not been vociferous to attribute the disputed area to be under Dimapur district, except mild mentions, for the purpose of setting the records

However, it cautioned that “keeping voices low in this matter” should not be regarded as surrendering the jurisdictional position of the disputed area being under Kiyevi village, falling under 4 GhaspaniI Assembly constituency in Dimapur district. WYSF has warned that it will “fight tooth and nail” to see that the disputed area was accorded its original position under Dimapur district. WSYF asserted that the “so-called” Lamhainamdi village did not exist and the “illegally proposed village” was set up by some encroachers from Manipur on land belonging to Kiyevi village. WYSF said the “Lamhainamdi” was only “imaginary” and did not deserve mentioning in the current context and issue. The Front also maintained that if the government was serious about resolving the particular border issue, then it should sincerely look into all causes and incidents related to the disputed area, and not just the March 22 incident, as precursor and an end to the issue. The youth front also demanded that the State government immediately set up an inquiry into the destruction of plantation and burning of houses at Khehoi village on February 19, 2021, besides reinvestigating the killing of village headman and chairman of Inavi village in 2011 with equal zeal; as in the case of March 22 incident, in order to

deliver justice equally to both the parties. According to WSYF, the 2011 incident happened when Neiphiu Rio was the chief minister, but regretted that justice was yet to be delivered. WYSF said it was an opportune time for the incumbent chief minister to prove the mettle of his government’s machinery in apprehending the culprits of all earlier incidents which gradually led to the unfortunate March 22 incident and deliver justice to all the parties involved. “Choosing and picking only a particular incident in an effort to resolve the entire issue perhaps reflects inclination to one side and denies justice to other victims of all earlier incidents,” WSYF stated. Referring to deputy chief minister Y Patton expressing seriousness of the government on the issue and harping on the constitution of Special Investigation Team (SIT) during his visit to the disputed area on April 8, WSYF asserted that the government should also accord similar sincerity to all earlier incidents related to the issue and expand the scope of SIT to investigate all previous related cases. WSYF has expressed resoluteness "in safeguarding our traditional land” but also said it would not shy away from extending cooperation to the authorities, if they were sincere in delivering justice to all concerned.

LVC ‘revokes customary permission’ to Kiyevi DIMAPUR, APR 9 (NPN): Lamhai Village Council (LVC) through its chairman Haibamko and head GB Amezi has declared that the council was "compelled to revoke the customary permission granted to Kiyevi village for acts of contempt, dishonour and disrespect to the good will and brotherhood of Lamhai village in particular and the Zeliangrong community in general." LVC maintained that its declaration was made on the strength of Zeliang Naga customs, traditions and its practices as recognised and enshrined in Article 371 ‘A’ of the Indian Constitution. Kohima, APR 9 (NPN): Venuzo Dawhuo, from Thenyizumi village, emerged as the ultimate winner of 13th Open Naga Wrestling Championship held at Khuochiezie (Local Ground), here, Friday. Dawhuo, who is also the reigning champion of Naga Wrestling Association meet, dominated Dzieselatuo Keretsü from Kohima village in two consecutive bouts and secured himself the ultimate championship title in the final match. Dawhuo had earlier emerged as the winner even in the above 80 kg category, walked away with a total cash prize of Rs 2.20 lakhs while first runner-up in both ultimate championship and above 80 kg, Dzieselatuo Keretsü, pocketed a total cash prize of Rs 1.70 lakhs. Menuosetuo Yiese from Kohima village took the third position while Kevizhakho Suokhrie from Jotsoma village took the fourth position in the ultimate championship title. Neikha however lamented that only three tribes including Angami, Chakhesang and Zeliang were affiliated to NWA. He pointed out that unless an effort was made to introduce wrestling to other tribes the concept of making wrestling a common Naga traditional game would only be a far cry. He strongly appealed to the NWA to visualise the prospect of bringing other tribes into the fray of the game. Neikha opined that conducting wrestling coaching camps in other districts

of the state would have an impact to gather support from other tribes would help in making the game a common Naga traditional game into a reality. Neikha also assured that PDA government and department of Youth Resources Sports would assist the association if it wishes to undertake coaching camps in every district for promotion of the game. Athletes who have to attend classes or have to appear in examinations will be allowed to stay in the campus and will be provided all facilities. “All athletes and staff who stay back will undergo

weekly RT PCR test.” The decision comes after testing at its centres in Patiala, Bengaluru and Sonepat threw up significant number of positive cases among athletes and support staff. However, none of the affected athletes were Tokyo-bound. SAI said it will arrange for the safe return of all NCOE athletes who are heading home.

RCB beat MI by 2 wkts in last ball thriller in IPL CHENNAI, APR 9 (PTI): AB de Villiers rolled back the years with his beautiful yet brutal assault as Royal Challengers Bangalore pipped defending champions Mumbai Indians by two wickets in a last-ball thriller in the Indian Premier League opener here on Friday. De Villiers smashed 48 off 27 balls after RCB were down in the dumps at 106 for 5. Harshal Patel capped off his dream day by scraping a single off the final delivery to reach the target of 160 in 20 overs. Haryana's Harshal, an eternal peripheral presence in the IPL, finally had his night under the lights with 5 for 27, which helped RCB restrict MI to 159 for nine. MI again lost the first match as has been the tradition in the IPL but they lost it to de Villiers, who changed the script in a space of two overs by attacking the two MI spinners Rahul Chahar (0/43) and Krunal Pandya (1/25). Dimapur, Apr 9 (NPN): The two-day, 2nd State level Indigenous Games Competition organised by department of Youth Resources and Sports came to an end on Friday at IG Stadium, Kohima. The valedictory function was graced by director of Youth Resources and Sports, Akumla Chuba as special guest. In her speech, the director expressed her happiness and pleasure at seeing the successful conduct of the competition. She said that the indigenous games and sports were part and parcel of Naga culture and heritage and has been practiced and

enjoyed by all since the time by the forefathers. She further encouraged everyone to play and be part of the indigenous games not just for the sake of the competition but to keep healthy and to build friendship across cultural barriers among the Naga people. She also expressed happiness to see the overwhelming participation of women folk including mothers. The event witnessed 209 participants from 11 districts competing against each other in a number of indigenous games namely cock fight, stilt bamboo race, greased bamboo pole climbing and tug of war.
