India records 1,61,736 cases; 879 deaths NEW DELHI, APR 13 (PTI): A total of 1,61,736 new coronavirus infections have been reported in a day pushing India’s tally of cases to 1,36,89,453, while the national COVID-19 recovery rate dropped further to 89.51 per cent, according to data updated by the Union Health Ministry on Monday. The death toll increased to 1,71,058 with 879 new fatalities, the data updated at 8 am showed. Registering a steady increase for the 34th day in a row, the number of active cases rose to 12,64,698, or 9.24 per cent of the total infections. The active caseload was at its lowest at 1,35,926 on February 12, 2021 and it was at its highest at 10,17,754 on September 18, 2020. The number of people who have recuperated from the disease surged to 1,22,53,697, while the case fatality rate has dropped
JCPI convenes emergency meet DIMAPUR, APR 13 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) has convened an emergency consultative meeting of all the Dimapurbased Naga tribal apex bodies, indigenous people apex bodies and civil society organizations to discuss issues relating to ILP/RIIN. JCPI through its media cell said the meeting would be held at Tourist Lodge conference hall, Dimapur on April 14, at p.m. JCPI had recently reminded the state government of the March 31 deadline to implement RIIN through an ordinance, with December 1, 1963 as cut-off date and year.
8 NSCN cadres surrender in AP
ITANAGAR, APR 13 (PTI): Eight NSCN cadres surrendered before the police in Arunachal Pradesh’s Longding district on Tuesday, a senior official said. Among them, five were from NSCN-K (Yung Aung) and three from the NSCN-R, Longding’s Dy.SP B Tangjang said. The cadres were involved in extortion and held influential positions in the outfits, he said. Earlier, several insurgent leaders joined the mainstream in a blow to the activities of the outfits in the region, the officer said. At the ceremony, the surrendered militants appealed to other insurgents to shun violence and start a new beginning by laying down their arms.

Second Covid-19 wave trend ‘worrying’: Centre
Noting that India’s COVID-19 cases trajectory in the second wave is “worrying”, the Centre said states like Maharashtra, Chhattisgarh, Uttar Pradesh and Gujarat need to ramp up RT-PCR tests. Addressing a press conference, Union Health Secretary Rajesh Bhushan said the Centre is continuously trying to help states and union territories in tackling the pandemic in a more effective manner. He said the previous highest surge has already been crossed and
the “trend is going upward and that is a cause for worry”. “The tests per million are also growing but they are not keeping pace with the average daily cases. The share of RT-PCR tests is progressively coming down so that is something we repeatedly request the state to address,” he said. Bhushan said the ideal proportion is 70 per cent RT-PCR tests and 30 per cent rapid antigen tests as both are important. Rapid antigen tests have their value as a screening test in areas which are densely populated and in
those areas which are showing recent cluster of new cases. Those who test negative in RAT have to be mandatorily subjected to RT-PCR tests, he said. “We have offered to the states that if they desire then they could make use of mobile testing laboratories. These technologies have been perfected through the country and they are being provided in a cost effective way...,” Bhushan said. Bhushan said apart from 10 affected states, the cases are also rising in other parts of the country.

DIMAPUR, APR 13 (NPN): The much-awaited RCC T-beam bridge over Dhansiri river connecting Purana Bazar and Super Market was inaugurated by chief minister Neiphiu Rio here on Tuesday. Speaking on the occasion, Rio hoped that the newly-inaugurated bridge would lessen the hardships of commuters by easing traffic and further boost economic activities in the town. Congratulating the Urban Development department, engineering wing and the contractor, he emphasised on timely completion of road connectivity projects, adding that if a bridge construction took 11 years for completion, one could very well imagine the hardships and harassment faced by the citizens. Though con-
struction of the bridge took over a decade, he expressed happiness that it was finally complete. He also urged everyone to inculcate Christian values and principles and stop encroaching lands, stressing that whatever one strived to get or acquire, these should be done rightfully without disturbing social harmony. Pointing out how the State government had to fight legally to get back encroached lands in Agri Expo and airport, Rio remarked that land encroachment was a sign of an individual’s self interest over the community’s and urged the community to help the government protect public property. As public property like bridges and other government structures belonged to the public, he appealed to the people to protect them, pointed out that if these were not taken care of prop-
erly, people would suffer. The chief minister urged citizens of Dimapur to fully utilise and maintain the bridge for betterment of society, besides following traffic rules to avoid unnecessary accidents. Observing that six years were wasted by the department due to non-following of formalities, he asked the department and engineers to be sincere, dedicated and follow the rules and procedures and be transparent, so that work execution did not get affected. Delivering a shor t speech on the occasion, Urban Development and Municipal Affairs adviser Dr Neikiesalie Nicky Kire said many issues had cropped up during the construction of the bridge, which the department had to overcome before it could be finally inaugurated.

Not going for lockdowns in big way: FM NEW DELHI, APR 13 (PTI): Amid surging coronavirus cases in India, Finance Minister Nirmala Sitharaman Tuesday made it clear that the government would not go for lockdowns in a big way and only resort to local containment. DIMAPUR, APR 13 (NPN): Even as second wave of COVID-19 pandemic has hit several states in the country, the state chief minister, Neiphiu Rio, Tuesday called upon the citizens of the state to follow all COVID-19 guidelines, saying it was the responsibility of all to contain the virus. Speaking on the last day of the three-day Tikka Utsav or vaccination festival, which was observed at Chapel Hall, District hospital, here Tuesday as the special guest, the chief minister appealed to the people in Dimapur and bordering areas to remain on high alert and adhere to standard operating procedures (SOPs) laid down by the government. Rio, who also launched the new Covid vaccination
centres in Dimapur, stated that Dimapur registering half of overall positive cases in the state was because it was the gateway and wellconnected by rail, road and air. He, however, said it was not possible to deny entry to people from other parts of the states or countries. On vaccination front, Rio said that state’s average on vaccination was “very low” compared to other states. While healthcare workers were doing their part, he maintained that people being misguided by rumours has led to vaccine hesitancy. He called for reaching out to the people through village councils and village development boards and explain that vaccines were for their own safety. He, however, stated that vaccinated necessarily did not mean immunity to the virus, adding that people could still get affected. Despite having several positive cases in the state, the chief minister claimed that the state was still in green zone as compared to other states.
In her address, chief medical officer (CMO) Dimapur, Dr. Mereninla Senlem, gave a brief summary of handling the pandemic by the department along with district task force (DTF) Dimapur, NGOs, Churches and communities. CMO informed that the department had conducted random testing at strategic location in Dimapur, wherein out of 32 persons tested, all were tested negative. She also informed about the need of oxygen generation plant. Presenting a statistical report, district immunization officer, Dr. Rebecca Y Sema, stated that 3,003 healthcare workers, 13,244 frontline workers and 8,452 people above the age of 45 years have been vaccinated as of April 12. She informed that a total of 14,230 doses were stored in different locations across the state. Earlier, the programme was chaired by DC and chairman DTF Dimapur, Rajesh Soundararajan, and vote of thanks was proposed by assistant medical superintendent, Dr. Rokoliebi Khate.
11 fresh Covid-19 cases in Nagaland DIMAPUR, APR 13 (NPN): Nagaland on Tuesday reported 11 new COVID-19 positive cases-7 in Dimapur, 2 in Kohima and 1 each in Phek and Wokha, taking the total caseload to 12427. With this the active cases also rose to 174. Further, three more patients recuperated from the infection, taking the tally to 11995. Meanwhile, a building located at the heart of Dimapur city was reportedly sealed after five of its inmates were reportedly among those tested positive
for COVID-19 Tuesday. After pandemic was unlocked through several stages, people by and large, have not been complying with COVID protocols. Even in Dimapur public have largely not followed the protocols and leading the district authorities in directing police to impose penalty on violators. Dimapur airport has already imposed strict adherence to COVID protocols. However, there appears to be no checks at the railway station including
the inter-state check gates at Dimapur. According to officials, the state government had yet to issue any directive for implementing the protocols in the railway station, check gates and other entry-exit points. Assam where threephase polls recently concluded, is reportedly on the verge of another COVID-19 spike. Authorities in Assam are bracing for another surge in COVID after the recent election campaigns and rallies but have yet to issue any severe restriction in view of forthcoming Bihu.

DIMAPUR, APR 13 (NPN): With the second wave of COVID-19 gripping large parts of the country, authorities at Dimapur airport began enforcing strict COVID protocols. A COVID testing centre has been set up at the airport for all in-bound passengers who have not tested. The protocols include regular sanitisation of the complex and baggage, mandatory wearing face masks , scan(Cont’d on p-8) ning body temperatures of
passengers checking in , maintaining social distancing and use of hand sanitizers. Besides signage, COVIDrelated safety messages are displayed prominently at the airport. Public announcements are being frequently made both in Hindi and English to remind the passengers about COVID protocols. Speaking to Nagaland Post, Dimapur airport director Mughavi Zhimo informed that every effort was being made to ensure strict compliance of COVID protocols. As physical checking
was not being carried out except for the security checkin, which was unavoidable, he said passengers are to have COVID app Aarogya Setu installed in their mobile phones for self-declaration. Zhimo said it was mandatory for passengers to get their temperatures checked and touchless inspection of documents. Passengers in the middle row are required to wear personal protective equipment (PPE) suit while hand gloves and masks were provided by the airlines.
Passengers are to produce vaccination certificates and COVID test reports which were to be issued by the State’s health department as instructed by the state government. No passenger who does not wearface mask will be allowed inside the terminal, he said. Those not following COVID protocols will be penalised or even de-boarded he warned. Zhimo said airport and airlines staffs will strictly enforce all COVID protocols and urged passengers to extend cooperation.
SC cautions HCs over passing orders against arrest, coercive steps Centre fast-tracks approval for NEW DELHI, APR 13 (PTI): Supreme Cour t Tuesday cautioned high courts over passing orders against arrest or coercive steps pending probe even as they decide not to entertain quashing petitions, and said police had the statutory right and duty to investigate cognizable offence and criminal proceedings are not to be scuttled at the initial stage. The apex court, which observed that passing such “blanket” interim orders without assigning reasons would hamper investigation, said courts should not thwart any probe into cognizable offences and quashing of a
complaint or FIR should be an “exception rather than an ordinary rule”. “We caution the high courts again against passing such orders of not to arrest or ‘no coercive steps to be taken’ till the investigation is completed and the final report is filed, while not entertaining quashing petitions under section 482 CrPC and/or Article 226 of the Constitution of India,” said a bench headed by Justice DY Chandrachud. The bench, also comprising Justices MR Shah and Sanjiv Khanna, said that functions of judiciary and police are “complemen-
tary, not overlapping” and power of quashing should be exercised sparingly with circumspection in the rarest of rare cases. The top court said this in its 64-page judgement by which it quashed the September last year interim order of the Bombay High Court which had directed that “no coercive measures shall be adopted” against the accused in respect of an FIR lodged in 2019 on allegations of cheating, forgery and others. In its verdict, the bench noted that high courts must appreciate that speedy investigation is the requirement in criminal administra-
tion of justice. “The order of the high court must disclose reasons why it has passed an ad-interim direction during the pendency of the proceedings under Section 482 CrPC. Such reasons, however brief must disclose an application of mind,” the bench said. The bench said that while examining an FIR/ complaint, the quashing of which is sought, the court cannot embark upon an enquiry as to the reliability or genuineness or otherwise of the allegations. It said that power under section 482 CrPC is “very wide”, but conferment of wide power
requires the court to be more cautious and it casts an onerous and more diligent duty on the court. However, the court, if it thinks fit, with regard to “the parameters of quashing and the self-restraint imposed by law, more particularly the parameters laid down by this court...has the jurisdiction to quash the FIR/complaint”, the bench said. It said the high court “shall not and as such is not justified” in passing such order of not to arrest or “no coercive steps to be adopted”, while dismissing or disposing of the quashing petition under section 482 CrPC or under Article 226.

NEW DELHI, APR 13 (PTI): India has fast-tracked emergency use approval for eligible foreign-produced shots against COVID-19, in a move to expand its basket of vaccines amid the “highest” surge in Covid cases and speed up the inoculation drive that got a boost with a third vaccine Sputnik V from Russia getting clearance. The announcement by the Union Health Ministry by which the eligible manufacturers of the foreign vaccines are not required to undertake local clinical trials in India could clear the decks for imports of Pfizer,
Moderna and Johnson & Johnson shots with certain conditions. The ministry said COVID-19 vaccines which have been developed and manufactured in foreign countries and which have been granted emergency approval for restricted use by authorities abroad or listed in the WHO Emergency Use Listing may be granted emergency use approval in India. The first 100 beneficiaries of such foreign vaccines shall be assessed for 7 days for safety outcomes before it is rolled out, it added. K Y M C

DIMAPUR, APR 13 (NPN): Geology and Mining department (G&M deptt) conducted an awareness programme on judicious use of groundwater, rain water harvesting and artificial recharge of groundwater here, on Tuesday at Council Hall, landmark colony. Addressing the gathering, G&M deptt, director S Manen stated that groundwater was an important source of water for Dimapur as more than 75% of citizens were solely dependent on groundwater for drinking and cooking. He maintained that earlier, the awareness programmes were conducted in the office itself, however due to the necessity to address the issues, the department decided to conduct awareness programmes in various colonies. Manen further maintained that looking back to 15 to 20 years, well water was available at 25 to 30 feet however today, it had gone down to 200 to 230 feet in order to get fresh drinking water. WSH condoles demise of CPO VP D I M A P U R : We s t e r n Sumi Hoho (WSH) has expressed grief over the demise of vice president of the Chakhesang Public Organisation (CPO) late Vehushu Medeo, who passed away on April 10. In a condolence note, WSH president Shikaho Zhimomi said that late Vehushu Medeo was a torchbearer to the younger generation, a tall public leader and a man of integrity who was driven to give his best as a social worker. It stated that he was also a patriot to the greater Naga national cause and his demise was an irreplaceable loss to the Naga people but the legacy of work left behind would remain and always be cherished. Further, WSH shared the loss with the family members of the departed and prayed for his soul to rest in peace.

According to DIPR report, while chairing the meeting, DC Kohima, Gregory Thejawelie requested all concerned departments to give due attention in working out a plan for the next five years on various departmental activities for a fruitful development. He also asked those departments that are yet to give a presentation on the implementation of works done to highlight their presentation in the next meeting. DIMAPUR: Dr. Joyce Zinyu Angami, the first Lady doctor from KSC inaugurated the alumni PG women’s hostel with a capacity for 40 post graduate students of Kohima Science College (KSC) at the college campus on April 13. The hostel was constructed by the alumni association Kohima Science College, Jotsoma. According to DIPR report, while speaking at the inaugural programme, Dr. Joyce Zinyu Angami hoped that the hostel would not just be a place to find academic excellence but also be a place of safety, peace and serenity. KSC principal, Dr. Lily pointed out that at present, the college has four hostels, three boys’ hostels and one girls’ hostel with a total capacity of 320 students. She informed that since 2016, after adopting the choice based credit
system, the college had seen a huge increase in the intake of students. The present session has enrolled around 2000 students with female students constituting 65% of the total students. She stated that the completion of the hostel was a relief for the college as many students were from economically weaker section. Dr. Lily expressed her gratitude to the alumni association for their contributions and support. Sharing a brief history on the hostel construction, alumni association general secretary, Avelu Ruho said that the association formed in 2009, initiated a project named project alpha 1 in 2009 during which the college’s local area network (LAN) of 100 Mbps and high speed broadband service was operationalised.
Emboldened by the success of the project, the association decided to pursue the need for constructing a girls hostel and named it as project alpha 2 with an estimated budget of Rs. 1 crore. The foundation stone was then laid in 2011 by the then minister of urban development, Dr. Shürhozelie Liezietsu. Ruho revealed that the search for fund was not an easy one but after many setbacks faced in funding, the association received Rs. 90 lakh so far in donations and contributions alone from alumni, parents of students, college fraternity, well wishers and raffle draw organised in 2017. She thanked the faculty and staff of KSC, former principals of the college involved with the project for the successful completion of the project.
CM, advisor condole demise of Dr. Viyie Sekhose DIMAPUR: State chief minister Neiphiu Rio has expressed grief over the demise of late Dr. Viyie Sekhose, who passed away at his residence in Kohima on April 12. In a condolence note, the chief minister said that late Dr. Viyie was “an efficient, sincere and hardworking doctor,” who joined Nagaland government service in 1976 and retired from service in 2011 as principal director of health & family welfare. As a doctor, Rio said late Sekhose was compassionate by nature, adding that he would be remembered forever for the care and service he had rendered to the people. “It is indeed a great loss to the family as well as for the Angami community in general,” Rio said. Further, the chief minister conveyed condolences to the bereaved family members and prayed that God would
give them strength as his soul rests in peace. Meanwhile, advisor to the CM, Abu Metha, in a condolence note, said that late Dr. Viyie had “an exemplary career as a medical professional in the government service and served the state and its citizens all over Nagaland with commitment and sincerity.” He said that the late doctor put the interest of others ahead of his own, providing an “outstanding example of Christian service” and helped others through charitable initiatives. “In his demise, the people had lost a valuable citizen who still had so much to contribute with his wisdom and vast experience,” he said. Guwahati/Silchar, Apr 13 (PTI): The AIUDF on Tuesday claimed that “five-six BJP contestants” in the just concluded Assam Assembly elections have contacted the party promising support to the Congressled Grand Alliance of which Badruddin Ajmal’s outfit is a constituent. Karim Uddin Barbhuiya, one of the around 20 AIUDF candidates who were flown to Jaipur last week due to fear of poaching by the saffron party, told PTI, “five-six BJP contestants have contacted me offering their support to the Grand Alliance”. Asked who the BJP candidates were, Barbhuiya, who is All India United Democratic Front (AIUDF) General Secretary said, “the names cannot be disclosed now. You will know after May two (the day) the results are declared”. The BJP has rubbished the claim. To another query as to whether the saffron party candidates were from the Barak or Brahmaputra valley, the AIUDF leader said, “they are from all over Assam”. Guwahati, Apr 13 (IANS): Amid the Covid-19 surge, the people of Assam are geared up to celebrate ‘Bohag Bihu’ or ‘Rongali Bihu’, the beginning of the Assamese New Year, even as the government imposed various Covid-related restrictions. Normal traffic along the Imphal-Moreh road was affected owing to the sudden shutdown as hundreds of vehicles were stranded midway. Shutdown supporters came out on the highway and imposed the shutdown

36 new cases push Mizoram’s COVID19 tally to 4,655 Aizawl, Apr 13 (PTI): Mizoram’s COVID-19 tally rose to 4,655 on Tuesday as 36 more people tested positive for the infection, a health official said. Thirty-two fresh cases were reported in Aizawl district, three in Lawngtlai and one in Champhai, he said. Sixteen of the new patients had returned from other states, while two had come from Myanmar, the official said. Mizoram now has 175 active cases, while 4,468 people have recovered from the disease and 12 patients have succumbed to the infection to date, he said. The state has thus far tested over 2.64 lakh samples for COVID-19, including 1,660 on Monday, the official said. As many as 78,047 people, including 22,531 senior citizens, have been vaccinated so far, State Immunisation Officer Dr Lalzawmi said.

Kolkata, Apr 13 (PTI): West Bengal Chief Minister and TMC supremo Mamata Banerjee on Tuesday staged a 3.5-hour-long dharna in the heart of the city to protest against the Election Commission’s “unconstitutional” decision to bar her from campaigning for 24 hours. Banerjee, still confined
to a wheelchair owing to the injuries she sustained in Nandigram last month, arrived at Mayo Road here around 11.40 am and began her sit-in next to a statue of Mahatma Gandhi, with the security personnel having cordoned off the area. No TMC leaders or supporters were spotted nearby. A senior TMC leader,
when approached, said, “No party member was allowed anywhere near the site of the dharna. She sat there alone.” The CM, who had a black scarf wrapped around her neck as a mark of protest, took to painting -- one of her favourite hobbies -- during the 3.5-hour sit-in. The Election Commission (EC) has barred the TMC boss from campaigning for 24 hours from Monday 8 pm for her remarks against central forces and a statement which had alleged religious overtones. Banerjee, lashing out at the EC, had said on Twitter that she would sit on a dharna in protest against its “unconstitutional and undemocratic” decision. India, France explore ways to boost cooperation in Indo-Pacific New Delhi, Apr 13 (PTI): India and France on Tuesday explored ways to strengthen cooperation in the Indo-Pacific, including under a trilateral mechanism with Australia to address emerging challenges in the maritime and space domains. In the talks between External Affairs Minister S Jaishankar and his French counterpart Jean-Yves Le Drian, the French side also decided to be part of India’s Indo-Pacific Oceans Initiative (IPOI). The two sides also recognised the importance of fast tracking the discussions
on an India-EU trade and investment agreement, the Ministry of External Affairs (MEA) said. The two foreign ministers held extensive talks covering all aspects of the bilateral strategic ties as well as regional and global challenges. “They explored ways to strengthen cooperation in the Indo-Pacific, including the India-France-Australia trilateral mechanism, addressing emerging challenges in the maritime and space domains and working together in the area of climate action and biodiversity protection,” the MEA

“In this regard, India welcomes France’s decision to take up the ‘Maritime Resources’ pillar of India’s Indo-Pacific Oceans Initiative (IPOI),” it said in a statement. At the East Asia summit in Bangkok in 2019, Prime Minister Narendra Modi proposed setting up of the IPOI to conserve and sustainably use the maritime domain and to make meaningful efforts to create a safe and secure maritime domain. The ban on Sinha begins at 12 noon on Tuesday and will remain in force till 12 noon of April 15, the order said. KOLKATA, APR 13 (AGENCIES): Home Minister Amit Shah on Monday said the proposed National Register of Citizens (NRC) would have no impact on Gorkhas. Addressing party workers after a roadshow in Kalimpong in north Bengal, Shah said Gorkhas would not be harmed as long as the Narendra Modi-led BJP government was at the Centre. “NRC has not yet been implemented [in Assam]. Whenever it is done, not a single Gorkha will be asked to leave. The TMC is lying about the possible fallout of NRC on Gorkhas. This
is being done to create fear among them,” said Shah. He promised to set up an SIT to probe all political killings in the Darjeeling Hills if the BJP came to power in the state. “Gorkhas suffered a lot under both the CPM and the TMC. In the 1980s, CPM killed over 1,200 Gorkhas who did not get justice. Again in 2017, the TMC killed so many Gorkhas… We will constitute a SIT to investigate all political killings and give justice to our Gorkha brothers and sisters. Deadly virus resurfaces
W
ith COVID cases in India revealing record spikes during the recent week taking the total to 1,35,27, cases and surpassing Brazil(1,34,82,023 cases) for second spot, there is definitely deep concerns which have led to speculations of re-lockdown. The US with 3,11,98,055 COVID-19 cases continues to occupy the top spot. While there are clearly two contrasting positions or claims within the Indian health fraternity on COVID-19; depending on whose side one is with- the government or non-government standpoint; the spike in COVID-19 cases is indeed alarming. The government position is that COVID spikes are mainly due to non-adherence to COVID protocols and partly due to the mutating virus. There is greater weight in the government standpoint on non-adherence to COVID protocols. With Unlock 5:0 many restrictions under Lockdown have been relaxed. This has resulted in “uncontrolled spread” of the virus in closed settings like restaurants, bakery, markets and religious community gatherings. These were dubbed as “super spreader events.” The other , about COVID variants spurs discussions about the variant posing some impediments against vaccine efficacy , is largely under debate and not conclusive. However, the rising spikes leads to revisiting the debates during the pandemic last year. Some scientists had claimed that the official COVID-19 cases was way off mark. This was when despite mounting epidemiological evidence that COVID-19 had already taken on community spread even as early as April 2020, the government maintained that the rapid spread during Lockdown was due to “local transmissions.” However, the waning of COVID-19 cases by October 2020, had provided some sense of justification when the union ministry of health and family welfare claimed that the decline from the high at around 90,000 cases per day in September to just around 60,000 per day in October reflected the success of the government’s handling of the pandemic. Even months before the pandemic, an IISc study by a group of noted scientists predicted that by January 1, 2021, India would have possibly reached close to 3 crore infected cases (over 60 lakh ‘active’ cases and 10 lakh fatalities). They also predicted that the pandemic is not expected to ‘peak’ till March 2021. This clearly indicates that community transmission had already taken place even as early as April 2020. The official figures are not expected to be cent percent accurate but it does matter if an analysis in September 2020 showed that India had missed about 60-65 infections for every detected case. According to the report in The Telegraph as carried by The Print, on May 15,2020 the ICMR had put the COVID-19 figure at around 86,000 whereas the government’s own sero survey report had placed the figure to around 60 lakhs. Protest rallies, state elections and festivals are much part of Indian life and this is where non-adherence to COVID protocols or mutating virus rapidly spreading dangerously may have spurred the spike. Ultimately, the option is to achieve herd immunity, a tall order, to vaccinate at least 70% of 130 crore people. This is going to be expensive and the government will have to take a call between health and wealth.

Dr. Bhim Rao Ambedkar: A matchless nation-builder
he Nation celebrates the 130th Birth Anniversary of Dr. Ambedkar, A nationalist figure whose ideas have an indomitable spirit and inspiration for every citizen for diving into the nation-building exercise. However, his role as a social reformer, chairman of the draft committee of the Indian Constitution, and as first law minister of the Nationisprimarily known. Still, he wore many hats as a distinguished economist, active politician, eminent lawyer, labour leader, great parliamentarian, fine scholar,anthropologist, learned professor&orator, etc., among others. Now, as the Nation has marked the beginning of the AzadiKaAmritMahotsav to honour the 75 years of Indian Independence, it becomes imperative to reflect on the multifaceted Dr. Ambedkar in entirety to grasp the gravity of his ideas, his role as a nation builder and actions taken thereupon,to strengthenthe social fabric, building a just society and stronger Nation. Dr. Ambedkar greatly pioneered as Institution Builder but didn’t get deserved attention in pages of history. The central bank of the country, i.e., the Reserve Bank of India, conceptualized from the Hilton Young Commission’s recommendation, which considered Dr. Ambedkars proposed guidelines in his book’ The Problem of Rupee- Its origin and its solution.’As a labour member in Viceroy’s Executive Council from 1942 to 1946, he evolved numerous policies in the water, power, and labor welfare sector in the Nation’s best interest. His farsightedness helped in establishing Central Water Commission in the form of The Central Waterways, Irrigation and Navigation Commission (CWINC), Central Technical Power Board, Integrated water resources Management through establishing river valley authority which actively considered projects like the Damodar River Valley Project, the Sone River Valley Project the Mahanadi (Hirakud Project), the Kosi and others on river Chambal and rivers of the Deccan region. The Inter-State water dispute Act, 1956, and the River Board Act, 1956 are his well thought out vision. Dr. Ambedkar was the reasoned voice of depressed class on every platform. As their representative in the round table conference, hechampioned the cause of labours & improving the condition ofpeasants through their freedom from the clutches of cruel landlords. During
the Bombay Assembly’s Poona session in 1937, he introduced a bill to abolish the Khoti system of land tenure in Konkan. In Bombay, the historic peasant march to the Council Hall in 1938 made him a popular leader of the peasants, workers, and the landless.He was the first legislatorof the country to introduce a Billfor abolishing the serfdom of agricultural tenants. His essay titled ‘Small Holding in India and their remedies’ (1918) proposed industrialization as the answer to India’s agricultural problem, which is still relevant in the contemporary economical debates. As a member of the Bombay Assembly, The laborer’s echo Dr. Ambedkar opposed the introduction ofthe Industrial Disputes Bill, 1937, from tooth to nail as it removed the workers’ right to strike. As a labour member, he advocated for ‘fair condition of life of labour’ instead of securing’ fair condition of work’ and laid the government’s labor policy’s basic structure. His efforts resulted in bringing out progressive labour welfare measures & brought them under the ambit of social security. He significantly contributed toreducing of working hours to 48 hours per week, lifting the ban employment of women on underground work in coal mines, introducing the provisions of overtime & paid leave, fixation& protection of Minimum wage, establishing the principle of ‘equal pay for equal work’ irrespective of the sex, ensuring maternity benefit, constituting the labour welfare fund acknowledgment of trade unions. Taking on all these endeavours, Dr. Ambedkar outrightly opposed the communist labour movements, their extraterritorial loyalties’ and their Marxian approach to control all means of production. As a chairman of the constitutions draft committee, He profoundly took meticulous measures for building India a just society through the principles of liberty, equality & fraternity. His advocacy for universal adult franchise ensured women’s voting right immediately after Independence. His Advocacy for Hindu Code Bill was a revolutionary measure towards ameliorating the women’s conditionby conferring the adoption & inheritance of property rights. He majorly contributed to developing a federal finance system amongthe center& states for progressively raising their economic level & without jeopardizing their interest. As a strong supporter of strengthening national integrity &
sovereignty, He opposed the idea of Jammu & Kashmir’s special status at the planning stage itself& didn’t even include it in the draft of the constitution. He clearly expressed the dissatisfaction over Nehru’s foreign policy for taking the J&K matter to UNO suddenly, during his statement to mark his resignation from the union cabinet on 10th October 1951. The larger-than-life persona of Dr. Ambedkar has guided the Nation in all spheres through his radiating wisdom on all matters pertaining to human existence. Through a different worship system, He embraced the Indian cultural values of kindness, generosity & compassion through Buddhism. Dr. Ambedkar’s line of thinking is reflected in the pro-people, pro-poor & public welfare policies and programs of the government led by Prime Minister Narendra Modi. Women, respect your inner Queen
I
was reading a book called “Making India Awesome” written by my favourite Indian Author, Chetan Bhagat. I stumble upon a page where there was this essay titled, “Five things women need to change about themselves” which was thought provoking. Nowadays ‘Feminism’ is a word that is trending among women. We call ourselves feminists, but where are we headed to? Most of us are going nowhere. I’ll tell you why based on the essay i mentioned above and some of my thoughts that come from this little head. For all the talk of women being denied their proper place in the society, ladies need to do some self reflection too. Politically speaking, in the 57 year old history of the state, gender equity continues to be a far cry. Rano M. Shaiza was the first Member of Parliament among women in Nagaland in the year 1977. It has been four decades since then. Forget about a women becoming an MP, Nagaland has no ray of hope for women to get a seat in the NLA. Now, ladies, are we going to sit around and wait for an opportunity to be offered to us? I don’t think so. The problem lies with us too. If a women candidate comes up during the general elections. Will we vote for her? Majority will not. Because we, ourselves, think it is not right for a women to abandoned her duties as a wife or a mother and be involved in politics. We will be the ones to pull her down. Besides, we are slaves to many during elections. The constant desire to judge other women is a behaviour that needs to end among women. Despite knowing we ourselves are not perfect, we tend to judge other women from the way they dress to
the way they sit. When we ourselves set such an example, how can we expect men to respect us for who we are? STOP FEEDING MALE EGOS. Chetan Bhagat wrote, “A common female trait is the relatively quick adaptation to feed male egos. Laughing at men’s jokes when they aren’t funny, accepting a raw deal in an office assignment or playing dumb to allow a man to feel superior are just a few occasions when you do your own kind no favour”. Ladies this taking needs to end. No matter what conditions we are under, we need to be ambitious and dream big. If you are blessed with privilege to be educated, to go after your dreams, remember that you have a responsibility to make the lives of those who are less privileged than you better. Do everything you do with love and sincerity. We, women, like to call ourselves queens, whether we have a royal blood running in our veins or not, we are queens. There is, of course, nothing wrong with that. The problem starts when we don’t behave like queens. There are many of us who are stronger than men, more able than men and even more promising than men. I hope we will wake up today and respect our inner queen. We hold too much love and too much energy to keep to ourselves our whole lives. As much as our families and our nation need us, we need ourselves too. I hope you fix the crown on your head and know the responsibility that same crown carries today. The Covid-19 battle needs more transparency
A
s the daily increase in Covid-19 cases surges past 145,000, leaving the first spike far behind, there are two issues that aren’t getting the attention they deserve. And what makes matters worse is those who should be speaking to us are either silent or not asked the right questions. Consequently, the government is far from forthright whilst independent epidemiologists and virologists are not pressed for answers. In these circumstances, let me see what I can piece together from my research. The first concern is the mutant Sars-Cov-2 variants that are spreading pretty furiously. There are two I want to focus on. First, Maharashtra has a double mutant. Shahid Jameel, one of our top virologists, says one of the mutations, L452R, is similar to what was earlier found amongst minks in Denmark and, thereafter, in the human population in California. It’s more infectious. The other, E484Q, has similarities to mutations found in South Africa and Brazil and is more resistant to the AstraZeneca vaccine. As he euphemistically puts it, this is “clearly worrisome”. How much depends on how far it’s spread. The government says 15-20% of samples genome-sequenced in Maharashtra are of this double mutant variety. However, I’m told by people who know that the percentage is closer to 60. And, not surprisingly, Jameel’s hunch is the double mutant is the primary cause of the surge in Maharashtra, and it will get a lot worse. The other worrying mutant strain is in Punjab. There, 81% of nearly 450 samples genome-sequenced are of the United Kingdom (UK) variant. Jameel says this shows they’re driving the surge. In fact, he believes it’s reached community levels of spread. And this time, it’s not a hunch. It’s the “only logical explanation”. So, though Balram Bhargava, the head of the Indian Council of Medical Research, insists the mutant strains aren’t driving the second surge, there is another credible view. It’s just that we haven’t heard it fully or properly. One more thing: There’s a third mutant in Bangalore — but I know little about it — and none of these strains will be contained within state borders. This leads me to the second issue that needs urgent attention: Genome sequencing. The government says, so far, 11,064 samples have been sequenced. That’s either 0.1% of our total cases or 1.0% of the increase since February. But is it sufficient for a population of 1.35 billion? Absolutely no one says it is. The ideal percentage is five. Britain makes that figure. The United States (US) is somewhere between two and three. At one, we’re 500% below it. A recent report in the Ahmedabad Mirror reveals genome sequencing is happening slowly. Of the 646 samples sent by Gujarat to the National Institute of Virology since mid-February, the results of only 181 were received by March 31. That’s about a quarter. Doctors on the Maharashtra government’s Covid-19 panel, speaking on NDTV, have reported similar delays. They weren’t at all happy. So what’s the explanation for these delays? Jameel, who’s also chairman of the government’s Scientific Advisory Committee on genome sequencing, tells me the National Centre for Disease Control (NCDC) labs are neither short-staffed nor, any longer, under-funded. The problem is local health workers. They often send samples unsuitable for sequencing. Consequently, the right ones get pushed back. This leads to a simple-but-stark conclusion. Until these issues are resolved and sequencing sharply stepped up, we won’t know how far the mutant strains have spread beyond Maharashtra and Punjab. All we’ll have is logical explanations and hunches. I guess we’ll have to live with that for a while but, at least, let the government be more informative. This is not a moment to be economical with the truth. Why? Because only the grim truth will make us return to masks and social distancing. We need to be shaken out of our present complacency. Two more things would help. First, an immediate curb on election rallies and shahi snans. Second, sack health ministers such as Himanta Biswa Sarma who claim “there’s no need to wear masks in Assam”. he Dimapur District which is also known as the Commercial district of Nagaland is vulnerable to natural disaster such as flood and extreme temperature due to its plain topography. Unplanned urbanization in the region will create serious problems in the near future. In the recent years we have witnessed floods in Dimapur district at unprecedented level, leaving many families homeless and jeopardizing the normal activities of the people to a large extent. Places located at the lowlying areas were submerged for few days Leading to the closure of schools , offices and business establishments, thereby adversely impacted the economy and other social aspects in the past . Dimapur is growing at the unprecedented pace of development but the lack of proper Town planning at which the city is expanding is alarming. The city is still in a nascent stage of development and in the coming years there are more prospects of increasing economic activities attracting many Multinational Companies and Manufacturing Industries which is still lacking in the state hitherto. With increasing deforestation for human settlements and economic development, it led to the rising of water level in the rivers like Dansari and Chathe which flows in the middle of the Dimapur City. Thus, it posses a serious threat and challenges to the people inhabiting on the bank of these rivers and surrounding areas. Rampant construction of residential and commercial build-
ings without prioritizing proper outlets for common drainage system is another pressing concern which needs to be address by the community residing in a particular areas with concerted efforts and cooperation and a sense of responsibility to prevent flood and other natural calamities. With the onset of monsoon which will soon arrive in the 1st week of June ,it is apprehensive to witness and encounter similar incident that took place few years ago or even more severe this time induced by human activities. Hence, proper Disaster Management Strategies and Mitigation Programs at the District and State level becomes indispensable to prevent losses and destruction in the coming days. Nagaland is yet to enact Compensatory Afforestation Fund Act, 2016. This Act provides for setting up Compensatory Afforestation Fund Management And Planning Authority
(CAMPA) at both central and state level to ensure expeditious and transparent utilization of amounts realised in lieu of forest land diverted for Non- forest purpose. The Amount collected to compensate the loss of forest can be utilize for Afforestation and other Disaster Mitigation actions. “Even a correct decision is wrong when it was taken too late “. Therefore, we must take a serious note with regard to this immediate threat which is inevitable and can cause irreparable damage to life and environment. It is a common responsibility and with the holistic approach of all the stakeholders including the State Government, Municipalities, CSOs and Individuals we can combat and mitigate this challenges with proper planning and coordination in the line of Sustainable Development Goals. If there are any devotees from Nagaland who have gone to attend the Kumbh mela where social distancing and COVID protocols were flouted, the state government should ensure they must be first be isolated, tested for COVID and only then allowed entry into the state. We do not want a situation where people in the state bear the brunt because of a few careless people who do not understand the severity of the pandemic. Ten states account for over 80 % Covid cases
New Delhi, Apr 13 (PTI): Ten states, including Maharashtra, Uttar Pradesh and Delhi, account for 80.80 per cent of fresh COVID-19 cases reported in a day, the Union Health Ministry said on Tuesday as 1,61,736 new infections were registered in 24 hours. The other states in the list of 10 are Chhattisgarh, Gujarat, Karnataka, Tamil Nadu, Madhya Pradesh, Rajasthan and Kerala. As India’s daily new cases continue to rise, Maharashtra has reported the highest daily new cases at 51,751. It is followed by Uttar Pradesh with 13,604 while Chhattisgarh reported 13,576 new cases, the ministry said. Delhi has reported over 13,500 cases in 24 hours, Chief Minister Arvind Kejriwal said on Tuesday. India’s total active caseload has reached 12,64,698 which now comprises 9.24 per cent of the country’s total infections. Maharashtra, Chhattisgarh, Uttar Pradesh, Karnataka, Delhi, Tamil Nadu, Madhya Pradesh, Gujarat, Haryana, Rajasthan, Punjab, Kerala, Telangana, Uttarakhand, Andhra Pradesh and West Bengal are among the states displaying an upward trajectory in daily new cases. with 97,168 recoveries being registered in a span of 24 hours. Besides, 879 deaths were reported in a span of 24 hours. Ten states account for 88.05 per cent of the new deaths. Maharashtra saw the maximum casualties (258). Chhattisgarh follows with 132 daily deaths. Thirteen states and UTs have not reported any COVID-19 deaths in 24 hours. The cumulative number of COVID-19 vaccine doses administered in the country has crossed 10.85 crore as the ‘tika utsav’ enters the third day. Cumulatively, 10,85,33,085 vaccine doses have been administered through 16,08,448 sessions, as per the provisional report till 7 am. These include 90,33,621 health care workers (HCWs) who have taken the 1st dose and 55,58,103
HCWs who have taken the 2nd dose, 1,00,78,589 front line workers (FLWs) who have received the 1st dose and 49,19,212 FLWs who have taken the 2nd dose. Besides, 4,17,12,654 and 22,53,077 beneficiaries more than 60 years old have been administered the 1st and 2nd dose respectively, while 3,42,18,175 and 7,59,654 beneficiaries aged 45 to 60 years have taken the 1st and 2nd doses respectively. Eight states account for 60.16 per cent of the total doses given so far in the country. Over 40 lakh vaccination doses were administered in a span of 24 hours. As on day-87 of the vaccination drive (12th April), 40,04,521 vaccine doses were given. Out of which, 34,55,640 beneficiaries were vaccinated across 52,087 sessions for 1st dose and 5,48,881 beneficiaries received 2nd dose of vaccine. “In terms of the number of daily doses administered globally, India continues to remain at the top with an average of 41,69,609 doses administered per day,” the ministry said.
Curfew in Maharashtra for 15 days from April 14: Thackeray
Uddhav Thackeray Mumbai, Apr 13 (PTI): Maharashtra Government on Tuesday announced a 15-day long statewide curfew from April 14 amid the spike in coronavirus cases in the state. The curfew, which excludes essential services, will come into effect from 8 pm on Wednesday, Chief Minister Uddhav Thackeray said in his address via social media to people of the state. Section 144 (prohibitory orders) of the Criminal Procedure Code will be in force till the “lockdownlike” restrictions are in place, Thackeray said. He refrained from terming the new curbs as a lockdown.
There is a shortage of medical oxygen and beds and the demand for Remdesivir has increased in Maharashtra, he said, adding the Centre should help supply oxygen for coronavirus patients in the state by using Air Force planes. “The war against coronavirus has begun once again,” he said. There is a severe strain on Maharashtra’s health infrastructure due to the spike in COVID19 cases, he added. The state government will provide three kg wheat and two kg rice free for the next one month to every poor and needy person while the coronavirus-induced restrictions are in place, Thackeray said.
JMM founding member Simon Marandi dies RANCHI/PATNA, APR 13 (PTI): Founding member of Jharkhand Mukti Morcha and former minister Simon Marandi died after illness in Kolkata, party sources said Tuesday. Marandi died in a hospital in Kolkata, where he was undergoing treatment for heart and other ailments for some time, Monday night. He was 73. Marandi, who represented Rajmahal Parliamentary seat twice on JMM ticket was fondly called by people of santhal pargana “Dada”. Jharkhand Chief Minister Hemant Soren expressed profound grief on death of senior party colleague Simon Marandi. Soren said Marandi had played an important role in the struggle for creation of separate state of Jharkhand. Bihar chief minister Nitish Kumar condoled death of the septuagenarian leader. Kumar said Marandi, who served as MLA for five times and MP twice, was a popular leader. In his condolence message issued in Patna, Kumar said the JMM leader used to take great interest in social works.

New Delhi, Apr 13 (PTI): Delhi Chief Minister Arvind Kejriwal on Tuesday appealed to the Centre to cancel the Class 10 and 12 board exams and explore alternative methods, including online exams, as the national capital recorded 13,468 new COVID-19 cases in a span of 24 hours. Warning that conducting the exams may contribute to the large-scale spread of the virus, he said the centres could emerge as major hotspots. “Six lakh children in Delhi are going to write CBSE exams. Nearly one lakh teachers will be a part of it. These (the centres) can become major hotspots leading to largescale spreading of corona.
Children’s lives and health are very important to us. I request the Centre to cancel the CBSE exams,” he said at a press conference on Tuesday afternoon. The Central Board of Secondary Education can explore other methods, including online exams and promoting students on the basis of internal assessments, he said. “Several countries have done it, some states in India are doing it too. Some alternative methods could be thought of. Children can be promoted this time on the basis of either an online method or internal assessment. But the exams should be cancelled,” he added. The CBSE Class 10 and 12 exams are sched-
uled to begin on May 4. With the exponential increase in coronavirus cases, the chorus for cancellation or postponing the board exams is growing. Delhi Deputy Chief Minister and Education Minister Manish Sisodia also appealed for the board exams to be cancelled. “It is time that board exams be cancelled in view of increasing cases of corornavirus across the country. When whole year teaching learning did not happen the old way, then why we are adamant on conducting the exams the old way? “If exams will not be cancelled then examination centres will turn into super spreaders,” he said in a tweet.
HARIDWAR, APR 13 (AGENCIES): The Uttarakhand government has organised the Kumbh Mela in Haridwar at a time when then entire country is reeling under the coronavirus disease (Covid-19) pandemic. On Monday, when second ‘Shahi Snan’ or royal bath took place, a total of 31 lakh devotees took a holy dip in river Ganga at Har ki Pauri, reports Hindustan Times. Marching barefoot to their destination, the seers from various akharas also took the holy dip. They were showered with flower petals from helicopters arranged by the Uttarakhand government. Amid concerns that the Kumbh Mela could turn into a superspreader event, chief minister Tirath Singh Rawat said last week that “the faith in God will overcome the

NEW DELHI, APR 13 (PTI): Drug firm Cipla said it has increased the production of COVID-19 drug remdesivir two-fold since the last wave of the pandemic. In view of increased demand for the drug due to a surge in COVID-19 cases, the Centre on Sunday prohibited the exports of remdesivir injection and its active pharmaceutical ingredients (API) till the situation improves. ‘We have scaled up the production of remdesivir by 2x from the last wave of the pandemic. Given the unprecedented demand for the drug, we have now further ramped up our capacities through our network, to service the demand,’ Cipla said in a statement. Seven Indian companies are producing the injection and they have an installed capacity of about 38.80 lakh units per month, the Ministry of Health and Family Welfare had said on Sunday.

NEW DELHI, APR 13 (PTI): The government has initiated the process for inviting financial bids for the sale of national carrier Air India and the deal is likely to conclude by September, sources said. Salt-to-software conglomerate Tata Group was among the ‘multiple’ entities that had put in preliminary bids for buying loss-making Air India in December last year. The sources said that after analysing the preliminary bids, eligible bidders were given access to the Virtual Data Room (VDR) of Air India, following which investors’ queries were answered. US recommends ‘pause’ for J&J vax over clot reports
WASHINGTON, APR 13 (AP): The US is recommending a “pause” in administration of the single-dose Johnson & Johnson COVID-19 vaccine to investigate reports of potentially dangerous blood clots. In a joint statement Tuesday, the Centers for Disease Control and Prevention and the Food and Drug Administration said it was investigating clots in six women in the days after vaccination, in combination with reduced platelet counts. More than 6.8 million doses of the J&J vaccine have been administered in the US. US federal distribution channels, including mass vaccination sites, will pause the use of the J&J shot, and states and other providers are expected to follow. CDC’s Advisory Committee on Immunization Practices will meet Wednesday to discuss the cases and the FDA has also launched an investigation of the cases.

TOKYO, APR 13 (IANS): The Japanese government on Tuesday announced its decision to start releasing radioactive water accumulated at the damaged Fukushima nuclear plant into the sea after treatment, amid domestic and international opposition. Prime Minister Yoshihide Suga’s cabinet made the decision on Tuesday morning, which comes a decade after the nation’s worst-ever atomic disaster at the Fukushima Daiichi Nuclear Power Station, reports dpa news agency. Tokyo Electric Power is expected to start discharging the water into the sea in two years after it has been treated, the operator and the government said.

Indian researchers have developed a new device that can generate sweat at resting and detect markers and transmit through a mobile phone. This sweat based non-invasive point of health diagnosis technology would be an alternative to blood based invasive diagnosis. The study has been carried out by a team of researchers led byan alumnus of the Indian Institute of Technology (IIT) Hyderabad, Dr. Brince Paul. As a postdoctoral researcher, he conducted this study in the Écolepoly technique fédérale de Lausanne (EPFL), Switzerland. PARIS, APR 13 (AGENCIES): The mixed doubles event will be back at the French Open after it was cancelled last year due to the COVID-19 pandemic, though it will return with a slimmed down draw, organisers said on Tuesday. “The mixed doubles event, which was ... cancelled last year due to the health crisis, is back this year at Roland Garros,” the French tennis federation (FFT) said. “This competition will benefit from an adapted format with a 16-pair draw.” The mixed doubles usually features 32 pairs. The French Open, which has been pushed back by a week from its scheduled start, will be held from May 30-June 13.
L O N D O N, A P R 1 3 (AGENCIES): Tyson Fury believes a much-anticipated heavyweight bout with Anthony Joshua will “100% happen” and that a date and venue will be known in the coming days. Representatives of the two British heavyweights are examining offers made by venues to stage the fight. An offer from Saudi Arabia is in place and Fury says other bids are also under consideration. TOKYO, APR 13 (AGENCIES): A health adviser to Japan’s Olympic committee said on Tuesday athletes should have the option of getting COVID-19 vaccines, days after public outcry led the government to deny it was making them a priority. Japan on Thursday had dismissed a media report that it was considering vaccinating all its Olympians by the end of June after the idea sparked a social media uproar amid a slow vaccine rollout for the rest of the population. But on Tuesday, the adviser, Nobuhiko Okabe, told Reuters that although vaccines should not be an obligation, they should be available to the athletes
who want them. Okabe is an infectious disease expert who helped guide Japan’s response to the H1N1 outbreak in 2009 and advises on its COVID-19 response. “I think the recommendation should be to be immunized, particularly for the athletes,” said Okabe, who has held leadership roles in the World Health Organisation. He said choices by individual athletes to refuse the vaccine for health or religious reasons “should be
respected.” About 1.1 million health care workers in Japan have received at least their first dose of Pfizer IncBioNTech’s vaccine. After Andre Russell’s five-wicket haul in just two overs (5/15) helped KKR bowl out a power-packed MI for 152 in 20 overs, KKR batsmen lost the plot despite getting off to a flying start. At one stage, KKR were 104/2 and needed just 49 runs off 43 balls with a victory looking like a formality. A solid half-century by opener Nitish Rana (57 off 47), his second successive fifty in this IPL, had given KKR a perfect start. His 72-run opening stand with Shubman Gill (33) had pushed MI bowlers’ backs to the wall.
