India logs biggest one-day spike of over 2L cases Cases increased from 1 lakh to 2 lakh in 10 days NEW DELHI, APR 15 (PTI): India added a record over 2 lakh new COVID-19 infections in a day pushing the total tally of cases to 1,40,74,564, while the active cases surpassed the 14-lakh mark, according to the Union Health Ministry data updated on Thursday. A total of 2,00,739 new COVID-19 cases have been registered in a span of 24 hours. The death toll increased to 1,73,123 with 1,038 daily new fatalities, the highest since October 3, 2020 the data updated at 8 am showed. KOHIMA, APR 15 (NPN): State chief minister Neiphiu Rio has attributed scarcity of water in many parts of the State to improper management. Speaking as a special guest at the launch of a two lakh-litre capacity rainwater harvesting tank at Gariphema village here on Thursday, the chief minister called for a collective public effort in locating good water sources and harnessing them for public use. He observed that while torrential rains caused havoc during the summers, water shortage in the winter months had become a

major problem all over the country. Keeping this in mind, he said Prime Minister Narendra Modi had launched “Jal Shakti Abhiyan” campaign on March 22, 2021 under the banner “Catch the rain where it falls, when it falls”. He explained that the campaign was basically to encourage people to learn the importance of water management by means of harvesting it during summer and storing it for use later. Rio observed that with climate change, droughts were becoming more severe each year thereby sounding an alarm for “all of us” to act now.

Fuel prices slashed after 15-day pause DIMAPUR, APR 15 (NPN): State-owned oil marketing companies (OMCs) on Thursday decreased prices of petrol and diesel across the country after a 15-day hiatus passing the benefit of softer global oil prices earlier this month to the consumers. According to India Oil Corporation Limited (IOCL) website, prices of petrol and diesel fell by 16 paisa and 14 paisa per litre respectively on Thursday. After today’s rate revision, petrol price in Dimapur was cut to Rs.89.44 per litre while diesel price was lowered to Rs.82.97 per litre. In the state capital Kohima, price of petrol was brought down to Rs.90.35 and diesel price was decreased to Rs. 83.70 per litre. Oil marketing companies align the rates of domestic fuel with the global crude oil rates by taking into account any new changes in foreign exchange rates. New changes in fuel prices are implemented with effect from 6 am every day.

Konyaks affirm not to pay tax till NPGs unite DIMAPUR, APR 15 (NPN): The members of the Konyak community have affirmed to temporarily refrain from paying any tax to any Naga political groups (NPGs) until they stand united for a unified Naga solution. In a press release, Konyak Union (KU) president S. Howing and press secretary Pangmei Konyak said that the decision was taken at an emergency meeting held at KU Conference Hall, Mon on April 13 and April 14, 2021. The meeting, which discussed the “present impending crisis and situations,” was attended by all Konyak stakeholders, all the village councils, all the Konyak Anghs, VDB secretaries, village guard, Goan Buras, KBBB (Church), KNSK(Women organisation), Konyak Stu-

dents’ Union, Konyak exparliamentarian, Ex-MPs, Konyak gazetted officers’ union, Konyak representative to ENPO, Konyak village council union, Mon District VDB Association, Mon district Dobashi Association, 15 KU Unit Branches, Konyak intellectuals, Konyak retired officers, representative from all the Naginimora town wards, Mon town wards, Tobu town wards, Tizit town wards, Aboi town wards along with the nine Konyak elected representatives. NPCC demands state govt to implement RIIN panel’s report DIMAPUR, APR 15 (NPN): Nagaland Pradesh Congress Committee (NPCC) has accused the ruling PDA government in Nagaland of engaging in prolonged distractions and delay tactics in implementing Register of Indigenous Inhabitants of Nagaland (RIIN) with December 1,1963 as cut-off date in order to prolong its stay in power. NPCC in a press release, maintained that the interest of the people of Nagaland and their future generations cannot be bartered or sacrificed for the interest of the PDA government. F u r t h e r, N P C C termed the proposed consultative meeting convened by the government on April 16 with various apex tribe organisations on RIIN as “total sham”.

It said this exposed the directionless objective of the government which was unable to implement what it started off nearly two years ago when it constituted the commission headed by Banuo Z Jamir.

JCPI urges tribe bodies not to compromise on Dec 1, 1963 as cut-off date for RIIN Thursday to deliberate on the consultative meeting convened by the government on modalities and systems to achieve the RIIN, said it also insisted that the standing notification of April 28, 1977 should be enforced in toto covering the entire State. Though JCPI has been spearheading the demand for ILP and RIIN, it has not been invited to the consultative meet by the government. According to JCPI ,members at Thursday’s meeting overwhelmingly expressed their resentment at JCPI not being invited

to the consultative meeting. The members also decided to inform their respective apex bodies that there was documented data on indigenous inhabitants only on the standing notification and changing the cut-off year would open up a Pandora’s box of controversies. Therefore, JCPI said any resolution that contradicted and defeated the very purpose of ILP/RIIN implementation should be opposed by all means. The meeting urged upon all stakeholders to uphold the collective decision on the fundamental issue.

DIMAPUR, APR 15 (NPN): Nagaland is witnessing a steady rise in COVID-19 positive cases since the past few days, with 42 new cases having been reported on Thursday, taking the total caseload to 12,482. On Thursday, 23 cases were recorded in Kohima, 13 in Dimapur and two each in Longleng, Mokokchung and Phek. With this, the active cases also rose to 121. Meanwhile, a higher secondar y school in Mokokchung has been closed for a specific period of time after a faculty tested positive for COVID. Though the State government has urged everyone to strictly follow COVID-appropriate behaviour, medical practitioners have expressed serious concern that many have become complacent despite knowing the fact that the India has been gripped by a more deadly second wave with multiple COVID variants. It may be mentioned here that the High-Powered Committee (HPC) on COVID-19 at its meeting held on April 6 had decided to place teams from District Task Force (DTF) at Dimapur airport for thermal screening of all incoming passenger and check if they have negative report of COVID test done not earlier than three days prior to arrival in Nagaland.

And on April 14, Commissioner of Police, Dimapur issued directives that inter-State entry of people into the district by road, train and flight without wearing mask would be strictly restricted. On April 13, 331 passengers had arrived Dimapur by air and tests were conducted on 47, out of which six tested positive. The next day, 282 passengers had arrived, out of which tests were conducted on 46 and on April 15, out of the 361 passengers that arrived, samples of 80 persons were taken, and results of both the days are awaited. Meanwhile, with regard to reports about suspected cases in Dimapur not being reported to the authorities and individuals choosing to self-quarantine themselves after having symptoms similar to COVID, health department officials said they did not come across any such report. Parents fear students’ safety: On the other hand, parents of students appearing for their Class X and XII board exams are expressing concern over the safety of their wards. A parent, whose ward is currently appearing for Class X board exams, expressed apprehension about his safety. DIMAPUR, APR 15 (NPN): A day after the state government decided to keep in abeyance the Dr T Ao Trophy 2021 following detection of COVID-19 positive cases from among the participants, the NPF has asked what prompted the state government in the first place, on holding such tournament when people were reeling under the fear of pandemic?. NPF through its press bureau claimed that Nagaland was again under health threat because of “callous attitude” of the government and exposing the lives of participants and spectators under big threat. NPF alleged that elected representatives at the helm of power, were “so insensitive” and not paying enough attention to the danger of the pandemic. It said that the government should have done proper screening and mandatory testing of all players before the tournament. NPF also said that organisers should have also followed proper SOP. NPF said it was believed that some districts played without even testing for COVID, adding that such a tournament should not have been hosted in such perilous situation. “It has cancelled the tournament but too late. Union (CLCSU) president, Ramdihei and Kohima Law College Students’ Union (KLCSU) general secretary Imtila S Pongen mentioned that the second wave was proving to be more dangerous, infectious and lethal than the first wave. The student leaders said that the students were apprehensive of the impending situation for the wellbeing and safety of their healthcare.

While appealing for online mode of examination, the students said they do not wish to be “victim of COVID-19 effect like last year”, where the students have lagged behind by a semester in addition to the “already existing lagging system”. A single bench of Justice MV Muralidaran declared the result of election to the 15-Wangkhei Assembly Constituency of Imphal East district in which Okram Henry was elected null and void. The judge further declared election of Y Irabot of BJP who secured the second position in the election result of 2017 general election to the 11th Manipur Legislative Assembly. 97 new COVID-19 cases in Meghalaya Correspondent Shillong, April 15: Meghalaya recorded 97 new COVID-19 cases on Thursday surging the active cases to 457 in the State, even as only three recovered, taking the number of recoveries to 13,974. to 10th Manipur Assembly elections. Irabot further pointed out two cases pending against O Henry including a special trial case pertaining to narcotic drugs in his election affidavit. Interestingly, Henry had already resigned from the state Assembly more than six months ago before he joined BJP after quitting Congress. He, then, became a cabinet minister of social welfare in the BJP-led coalition government. However, his position became uncertain after no by-election was held even after completion of six months in which he can be the minister without election as legislator of the Assembly. The maximum six months period for Henry to be a minister without election to the state Assembly had expired on March 24 last. The by-election was not conducted as the election petition was pending. Soon after the pro-

nouncement of the judgment, Y Irabot met Speaker Y Khemchand of the state Assembly and conveyed the verdict of the high court by handing over a copy of the judgment. He reportedly urged the Speaker for necessary steps so that he can be sworn in as a member of the Assembly. Today’s judgment was the second such case in the history of elections to the state Assembly, that too in the current 11th Manipur Legislative Assembly. In November 2020, the same court had declared election of Y Surchandra who won in the 11th Manipur Legislative Assembly 2017 from Kakching assembly constituency on Congress ticket null and void and declared M Rameshwar of BJP who secured second position as elected. Following the verdict of the landmark judgment by the same judge, Justice M V Muralidharan, Rameshwar was sworn in as an MLA of the state Assembly later.

AMWJU has come to learn that three Mizzima journalists who have fled their country are now taking shelter in Moreh,” AMWJU president Bijoy Kakchingtabam stated in a statement. Of the 10 fresh cases, six were reported from the Capital Complex region, two each from Lower Dibang Valley and East Siang districts respectively, the official said. Mizoram reports record 37 fresh COVID-19 cases

Aizawl, Apr 15 (PTI): Mizoram on Thursday reported 37 fresh COVID-19 cases, the biggest single-day spike this year, pushing the tally to 4,722, an official said. The new infections include 33 cases from the state capital, he said. The northeastern state now has 240 active cases, while 4,470 people have recovered from the disease. At least 12 people have succumbed to the virus so far. Altogether, 2,68,697 samples have been tested till date, including 2,317 on Wednesday, the official said. Meanwhile, State Immunisation Officer Lalzawmi said 91,547 people, including 24,397 senior citizens, have been administered the first dose of COVID-19 vaccine till Wednesday, and 29,011 have received the second dose, she said.

ven almost a year ago during the first COVID-19 wave scientists had predicted that India was most likely to witness the second COVID-19 wave by March-April 2021 which would be worse than the first. The prediction has proved true as India stares at record fresh COVID-19 spikes since March,2021 from 15,522 cases on March 2 to 61,117 cases by March 31 and an upward spiral from April 2021 when 72,330 fresh cases were recorded on April 1, then 93,249 on April 4 and by April 5, the figure broke the one lakh barrier when 1,15,736 fresh cases were recorded on April 7. The number smash through the roof when on April 15, a total of over two lakh fresh cases were recorded. This is the second wave that had been predicted and makes the earlier claim by the Ministry of Health and Family Welfare (MoHFW) that its strategy had succeeded in checking the spread of COVID-19. The prediction by scientists was based on mathematical models from different groups which said India will witness unprecedented growth in cases, much more than what it saw in the first wave. It may also be recalled, that a study in April 2020, by a group of noted scientists of the Indian Institute of Science Centre, Bangaluru, predicted that by the New Year on January 1,2021 India would have possibly reached close to 30 million infected cases (over 6 million ‘active’ cases and 1 million fatalities). They said that the pandemic is not expected to ‘peak’ before March 2021. At a time when the Centre felt the nation can halt the virus through mass vaccinations or Tikka Utsav, the second wave finds the nation unable to fathom on how to check the second wave which is worse than the first. Desperate for an explanation, some health experts have said that it was possible that the new ‘double mutant variant’ of coronavirus could be causing the ongoing surge in new Covid19 cases. India’s quest for safe motherhood

ach year, India celebrates Safe Motherhood Day on April 11 to renew and reaffirm our commitment to ensure that every woman in India has access to essential and universal maternal health services, with dignity and respect. The survival and well-being of mothers is not only important in their own right but central to solving broader economic, social and developmental challenges. In spite of the unprecedented challenges brought on by the ongoing pandemic, India, like many countries, declared that no matter what, ensuring access to safe delivery and antenatal and postnatal care is a non-negotiable agenda. India has made rapid strides in the reduction of maternal and newborn mortality through massive and strategic investments made under the National Health Mission (NHM). Today we have brought the Maternal Mortality Ratio (MMR) down to 113 from 556 in 1990. Our MMR has fallen faster than the global decline and we have

done remarkably well to be on track to achieve the Sustainable Development Goal 3 (SDG 3) of an MMR below 70 by 2030. Safe motherhood is closely tied to the continuum of care, which is a crucial interplay of prepregnancy and pregnancy factors including family planning, nutrition, adolescent health and access to safe abortion services. It also encompasses a positive birthing experience to ensure that women give birth in an environment that is safe and allows them to have control through decision-making. Among the many pathbreaking schemes that support this mission, the Janani Surakhsa Yojana (JSY) under the NHM, a demand promotion scheme, was the first to be implemented. This was followed by the Janani Shishu Suraksha Karyakram (JSSK), which gives numerous free entitlements including free dietary support, drugs, diagnostics and ambulance facilities to expectant women, helping to reduce out-of-pocket

expenditure. As a result of these interventions, institutional deliveries have risen to nearly 80%. Carrying forward the vision of Prime Minister (PM) Narendra Modi, the Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) was launched in 2016 to provide special free antenatal care to pregnant women across the country in order to detect and prevent high-risk pregnancies. In 2018, PM Modi launched the ambitious Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PMJAY), to provide financial cover for secondary and tertiary care, including for services related to childbirth. Additionally, the government has also taken a giant leap towards providing accessible and affordable health care by setting up Ayushman BharatHealth and Wellness Centres (AB-HWCs), to deliver a comprehensive range of services encompassing care during pregnancy and childbirth. Even with such landmark moves, the schemes, by themselves, are not

enough to achieve the numbers set by our policies and commitments. There is scope for greater improvement in the quality of health care services. Thus, in 2017, the government launched Labour room Quality improvement Initiative (LaQshya) to improve quality of care in labour room and maternity operation theatres in public health facilities by focusing on intra-partum and immediate post-partum period and upholding the agenda of respectful maternity care and birth companionship. In another landmark policy decision, the government rolled out the Midwifery Initiative in 2018 to provide womencentric essential maternal, newborn, and reproductive health care through a specialised workforce comprising Nurse Practitioners in Midwifery (NPMs) in designated Midwifery-Led Care Units (MLCU). Nevertheless, there is a need to go beyond service delivery to assured service delivery. In the same spirit, in 2019, Surakshit Matritva Aashwasan (SUMAN) was

launched, assuring delivery of maternal and newborn health care services with respect and dignity and ascertaining zero tolerance for denial of services. This initiative envisages to provide service guarantee along with large-scale community engagement and a responsive grievance redressal system. The 360-degree approach builds on the success so far and pushes for momentous change that powers quality service delivery with human dignity. In this regard, the Medical Termination of Pregnancy (Amendment) Bill, 2021, has now received the assent of the President of India and is duly notified. It increases the ambit and access to safe abortion services and will ensure dignity, autonomy, confidentiality and justice for women who need to terminate pregnancies. Another noteworthy milestone in the arena of women’s health is the interministerial convergence of my ministry of health and family welfare with the ministry of women and child development for the

POSHAN Abhiyaan. As the government strives to bring about a visible improvement in health outcomes for women and children through newer initiatives, a stronger national commitment becomes a prerequisite to success. We are committed to withstand new challenges and envisage assuring safe motherhood for all. In this endeavour, everyone has a role to play. Collaborative efforts are needed to meet the health needs of women, but as it is with every endeavour for the people, it can never happen without the people’s involvement. Hence, I urge all stakeholders and, most importantly, members of civil society to come together and make concerted efforts with solidarity and compassion to prioritise the health of women which shall ultimately contribute to building a prosperous, healthy and empowered New India. Board exams cannot always work; find better ways to assess students

I

n the wake of the pandemic, the government has decided to cancel the Class 10 examination and postpone the Class 12 examination conducted by the Central Board of Secondary Education (CBSE). In the run-up to the decision, the questions most frequently asked included: Should we hold exams or not? Will colleges be comfortable accepting grades without the formal exam? But the question that needs to be asked is this: How can an externally-administered, endof-year board exam be the only way to obtain an authentic and valid assessment of a child’s abilities? In my almost three-decadelong career, I have come across many students who did not make the 95%-above mark and were considered “unworthy”. Maybe they did not make it to the top colleges but are doing very well for themselves, despite scoring 80% or 60%. Board exams, clearly, end up categorising those who have great skills in pen-and-paper tests as successful and the others as not. It is sad and ironic that the assessment carried out by the school where the child has spent 12-14 years is less authentic/or of no consequence. Our internal assessment systems are not robust enough to give authentic and valid data on student achievements, which is why we cannot trust the grades we get in schools, and instead

rely on the external exam. The answer also cannot lie in aping other international boards — they cater to either a tiny population, or a less varied social and cultural group. Continuous and Comprehensive Evaluation (CCE) — a grade-based framework mandated by the right to education and then scrapped in 2017 — gave a glimmer of hope. A progressive idea, if did not stand the test of time perhaps because it focused more on reporting rather than assessing. More importantly, it continued to believe in a one-size-fits-all system. Only if we look at skills that are required in the workplace, and skills that make us more sensitive and participative global citizens, can we review and improve our assessment system, because only then will we give opportunities to develop these in the classroom. These include information literacy, digital and media literacy, collaboration, communication, research, data analysis, critical thinking, problem solving, among others. The traditional assessment system has not been able to develop these skills and cannot do so. Better teachers might still try and give opportunities in the classroom but constraints of time and of syllabus eventually lead them to encourage memorising and learning meaningless, outdated facts. Here, then, is what needs

to change. First, recognise India is diverse. Every individual comes from a different set of cultural and social norms, has different abilities and talents, and cannot and should not be assessed in one way. Assessments will have to include elements of research, personal perspectives, and opportunities for displaying creativity/innovation. Children should also be allowed to show work that has been developed when given the opportunity to work at their own pace, with little constraints on time. Educating a child entails preparing the child for a life beyond school. Only when these skills are clearly listed and articulated will they become a part of the content and the pedagogical processes, and only then will schools give opportunities to develop these. Assessment will then have a clearly defined purpose, to evaluate whether the planned learning outcomes have been achieved, and to what extent. We will therefore have to develop assessments in school, often also called internal assessments. This will have to include student work through the year, be it a research piece in science, a critical appreciation of a book the child has read in languages, or an essay on contemporary issues in humanities, identified by the child. This will not only give an opportunity to the child to take time on a project but also allow her to form and

express opinions. It will also allow for diversity – because contemporary issues vary from region to region, from floods in Bengal to cyclones in Odisha to pollution in Delhi to migration in the Northeast. Second, assessments will have to allow students flexibility in presenting their ideas via any medium, a movie or a monologue, in the written form or a painting. Languages will need to be assessed in not just all four skills — reading, writing, speaking and listening — but also in presenting ideas, comprehending what has been read or heard, discerning between real and fake facts, and in appreciating good forms of expressions, whether in the written form or spoken or in reel. We will also have to move from the idea of teaching a text to teaching the skill to appreciate and comprehend language in all its forms. Students will have to be given opportunities for collecting, processing and interpreting data and ideas. They will have to learn to wade through all sorts of information and choose the most appropriate resource. Each subject area will have to identify important attitudes and skills that need to be developed and provide opportunities within the classroom and subject area to develop and assess these skills. If we are able to achieve this, we will be armed with enough information about the student to be able to com-

ment with confidence on skills and abilities. We will also give ample and diverse kinds of opportunities for every individual to demonstrate knowledge, understanding and abilities. Increasing the weightage of internal assessment grades in calculating the final grade is the way forward. The problem of standardisation can be easily met by using percentiles and not absolute scores. This might sound utopian and impractical. But we are already developing many skills and assessing these as we go along, informally. Both CBSE and NCERT have been progressively pointing in this direction. Every good teacher knows the value of a class discussion, of customised assessments and assessing varied skills. Every Holiday homework, which encourages research and interpretation, is assessing skills of data interpretation and information literacy. Every assessment of speaking and listening skills, which asks for personal ideas, and every book cover that children design, assesses creativity. We now need to formalise these, train teachers, create exemplar schools who walk the talk and support others. Ahmedabad, Apr 15 (PTI): The Gujarat High Court on Thursday pulled up the Vijay Rupani-led government, saying that the state was facing a “tsunami” of coronavirus cases as it did not pay heed to the suggestions made earlier by the court as well as the Centre, and also because the dispensation was not “as cautious as it should have been”. A division bench of Chief Justice Vikram Nath and Justice Bhargav Karia also raised doubts over the state government’s claims about the availability of beds, testing facilities, medical oxygen and Remdesivir injections. “In anticipation that the situation may get worse in the future, this court had in February made some suggestions. We told you to get ready with more COVID-designated hospitals, sufficient beds should be available, testing should be increased, make sure people wear masks and strict vigilance at public places,” the bench said. “But, it seems that the state government did not give due consideration to our suggestions. That is why we are seeing a Tsunami of Corona at present. Though the Centre was also continuously reminding the state about it, the government was

Not satisfied by the reply, the bench said, “We have serious doubts about this figure. You are saying only 53 per cent are occupied. Yet patients are not being admitted. In that case, how can this figure be true?” asked the Chief Justice. Trivedi explained that 71,021 beds include those created in Covid Care Centres.

Mumbai, Apr 15 (PTI): Maharashtra Health Minister Rajesh Tope on Thursday said they have requested the Centre to allow the Remdesivir stock, which has not been exported after a ban on it, to be distributed in the domestic market to bridge the gap in its demand and supply. In view of a sudden spike in demand due to the surge in COVID-19 cases, India on Sunday banned the export of Remdesivir injections till the situation improves. Remdesivir is listed for use in serious COVID-19 patients in the Clinical Management Protocols for COVID-19 as an investigational therapy. “We have requested the Centre to allow the exportable Remdesivir stock to be distributed in the domestic market. It will help in bridging the gap between the demand and supply of the medicine,” Tope told reporters here. According to officials in the Food and Drug Administration (FDA), around 40,000 injections of the medicine are currently being supplied in the state, but it is not adequate and there is a need of another 10,000 vials. Tope said they have asked all the doctors treating COVID-19 patients to use Remdesivir judiciously.

There has been speculation in the media that the last three phases of the assembly elections on April 22, 26 and 29 could be clubbed into a single phase. “(There is) no such plan of clubbing phases,” an Election Commission spokesperson in response to queries. There are suggestions that some political parties may raise the issue at an all-party meeting called by the chief electoral officer of West Bengal on Friday.

At least four persons died outside a polling booth in Sitalkuchi assembly constituency on April 10 when CISF personnel opened fire in “self defence” allegedly after coming under attack from locals. The Election Commission had suspended the voting exercise at the booth following the incident. In its statement, the EC said, “The joint report of the two special observers has been received ... wherein they interalia stated that recourse to open fire by the CISF personnel became absolutely necessary in order to save the lives of the voters, those of other polling personnel and their own lives as the mob had attempted snatching their weapons.” The poll panel had also banned political leaders from entering the district for three days. Banerjee met the family members of those killed in the firing on Wednesday.

Opting to bowl, RR pacer Jaydev Unadkat took three wickets for 15 runs to restrict the Capitals to 147 for eight.
