NEW DELHI, APR 16 (PTI): Supreme Court today directed the Election Commission of India (ECI) to consider a representation seeking modification in the voter-verified paper audit trail (VVPAT) machines to enable an elector to cancel his vote if it has wrongly been cast in favour of a candidate.

A plea by an engineer today came up for hearing before a bench headed by Chief Justice Dipak Misra alleging that the machines were not “error free” and there should be a system to stop casting of votes if they went in favour of candidates to whom the electors did not intend to vote.

The bench refused to entertain the plea and directed the petitioner to make a representation before the ECI with his petition that alleged that the VVPAT machines were not error proof.

The petition had sought a direction to the ECI to “modify the VVPAT machines so that there is adequate facility available to stop wrong voting, if the same is detected by the voter in the VVPAT machines.”

Despite warnings, vehicles still ply on Nagarjan bridge Staff Reporter

DIMAPUR, APR 16 (NPN): Despite repeated warnings from authorities concerned, vehicles continue to ply on the British-era bridge at Nagarjan (Kuda) over the Dhansiri river.

It may be recalled that cracks appeared on the bridge after its foundations went off-kilter on July 20 last year, barely 10 days after the collapse of the 4th Mile bridge that resulted in four deaths.

On Sunday, fresh photos of cracks under the bridge circulated widely on social media, thereby highlighting severity of the danger.

However, when contacted, Roads & Bridges Executive Engineer, Talitemsu Jamir told Nagaland Post that these cracks were not new and that they had been there since last year.

“But that does not make the bridge any less dangerous,” he was quick to add.

According to him, the fact that vehicles were still using the bridge despite warnings was now an administrative issue.

DIMAPUR, APR 16 (NPN): Nagaland chief minister, Neiphiu Rio, Monday said that since Nagas did not have work culture they had no concern about the state’s economy.

Asserting that life was all about economy, Rio said “unless you are self sufficient, you are at the mercy of others.”

According to an official bulletin, the chief minister was speaking at the Kohima District Planning and Development Board (DPDB) meeting cum felicitation programme for the newly elected members of Kohima district in the DPDB conference hall, Kohima on April 16, 2018 Pointing out that the economy of most of the vil-

lages was agrarian, he said the agriculture and allied sectors should particularly produce sufficiently for sustenance. Rio requested all the heads of departments of the district to make an effort and sincerely work with the villagers closely and built their economy.

Further, the chief minister asked the government servants to collectively serve the people so as to ease their life and uplift the economy of the people particularly in rural areas.

He suggested that whatever schemes have been given to one village in a year or for a period could be monitored by the deputy commissioner for any overlapping or duplication. He also asked to come up with

rangements to enable commuters to cross the river by using hume pipes or some other similar arrangement, Talitemsu lamented that this was not possible due to land ownership issues.

“It’s almost like we are waiting for the disaster to happen, although of course that is not really the case,” he explained.

On the current construction work underway to build a new bridge, the executive engineer said work

was progressing quite fast given the circumstances.

He said the contractor, who took up the work in October 2017, was given 18 months to complete the task. However, the contractor had not been paid even once, he added.

“Considering that he has started work without payment in the interest of public service, it would be good if he starts getting paid,” Talitemsu remarked.

DIMAPUR, APR 16 (NPN): Amid the growing public outrage all over the country over the Unnao and Kathua rape cases, the Naga Mothers’ Association (NMA) has also strongly condemned the heinous crimes against young girls in Kathua and Unnao as well as in other places.

In a press release, Naga Mothers’ Association joint secretary, Malsawmthangi Leyri, stated that the rising crimes against women including children in the country as well as in Nagaland called for an end to such inhumane activities.

The Naga mothers called upon the leaders of the respective governments of Jammu and Kashmir, Uttar Pradesh and Gujarat to ensure the “strictest punishment” on all the perpetrators as per the law.

It NMA also urged the government of India to bring out a stricter law against the rape of children.

Further, the association appealed to all sections of society to end all forms of violence against women and children and ensure their right to peace, dignity and security.

Naga Mothers’ Association also extended solidarity with all those grieving families.

Correspondent KOHIMA, APR 16 (NPN): In compliance with the cabinet decision of March 8, land resource department (LRD) plans to develop coffee over 300 hectare of land within 100 days by distributing coffee seedlings.

aviation and railways minister P Paiwang Konyak while formally distributing coffee seedlings at LRD conference hall here on Monday.

Addressing a brief meeting on the occasion, the minister asserted that the mission was an achievable target. He said coffee was once considered a failed crop, before the efforts put

in by officials and staff of the department changed the situation for the better.

He said cultivation of rubber, tea and cardamom could be spread rapidly, but coffee as a crop required scientific assistance.

The minister said the LRD had targeted coffee, rubber roller and construction of spring-sheds and added that the project was meant to improve the economy.

Stating that the springsheds would be constructed both for domestic use and for farmers, he added that it was the bounden duty of the department to take care of people in rural areas.

In his brief address, secretary Kikheto Sema said about five lakh Arabica and Robusta coffee seedlings would be distributed in all the districts. He said the State government had allocated Rs 4 crore for coffee plantation in 2018-19.

Announcing that the department would distribute rubber rollers to rubber growers in Wokha, Mokokchung, Dimapur and Peren, Sema added that the department intended to develop rubber in 50,000 hectares by 2027 and that the current activity was a step forward to achieve the target.

He said with market linkage being set up, there was no reason now to make coffee a failed crop.

The secretary said the ultimate objective of the department was to improve economy of the rural people by creating employment opportunities for the unemployed youth.

Speaking on the occasion, land resource director Hoto Yeptho said 5,75,000 Arabica coffee seedlings and 60,000 Robusta coffee seedlings would be distributed to the farmers for plantation within 100 days.

DIMAPUR, APR 16 (NPN): Nagaland Governor, P.B. Acharya, has forwarded to the chief minister’s office (CMO) a petition seeking amendment of law in Nagaland to award death penalty as punishment for child rape.

According to Raj Bhavan PRO, the governor extended supported to the petition and forwarded the same for necessary legislation on the matter.

The petition, received from chairperson Confederation of Women Entrepreneurs of India (COWEI), Uma Ghurka, stated that “we need to play our role in the protection of the girl child”.

RD deptt, DDVDBSA refute NPF allegation on fund misuse DIMAPUR, APR 16 (NPN): Rural development department has denied any irregularity in the department at the behest of principal secretary, Lhoubeilatuo Kire as alleged by NPF. In a statement issued to the media on Monday, rural development director Imlimeren Jamir said the department was constrained to issue the clarification with regard to the press release issued by the opposition party that appeared in local dailies on April 13 with the caption “NPF accuses PDA Government of misusing MGNREGA Fund”.

Denying the allegation that the new principal secretary was implementing MGNREGS at his own whims and fancies due to which the department and village development boards (VDBs) were facing difficulties, the director clarified that the principal secretary,

being the commissioner of MGNREGA by default, allocated and sanctioned all fund to the districts.

Jamir explained that all proposals and allocations were made by the rural development department based on requirements of the districts, blocks and villages and placed before the MGNREGA commissioner for approval and sanctioning. Therefore, the question of funds being allocated at the whims of the principal secretary/commissioner MGNREGA did not arise, he added.

On NPF’s allegation that the Centre had sanctioned Rs 285 crore and that the present PDA government had misused the fund by deducting high percentage, instead of disbursing it to the VDBs for development, the director clarified that Rs 140 crore had been released to the VDBs and that the remaining amount

was awaiting clearance from the State government and not as alleged.

He further clarified that Nagarjan (Kuda) village C khel, being a bona fide recognised Naga village having a total job card of 1820, was entitled to demand and take up any work at the village based on the requirement under the MGNREGS as per guidelines.

While appreciating the initiative taken up by political parties for proper implementation of MGNREGS, the director felt that it might be too premature for any party to judge the credibility of the officer in question, who took charge on April 1 only. He also urged all parties, organisations and individuals concerned to extend fullest cooperation and support to the department in facilitating the interest and welfare of VDBs.

DDVDBSA: Reacting to the NPF allegations over misuse of MGNREGA fund by principal secretary rural development, the Dimapur District VDB Secretary Association (DDVDBSA) Monday issued clarification on the issue at hand that concerned the welfare of the VDBs. In a press release, DDVDBSA general secretary, Thrilongse Sangtam, said that the association to deliberate on the issue held an emergency meeting on April 14, 2018, wherein it was resolved to examine and unearth the truth of the allegation levelled against the principal secretary RD. After a thorough examination and as per the finding, the association stated that it went through the Management Information System (MIS) of the Nagarjan village and found out that there were 1820 active job cards in the village.

The association said the village had received the fund as per the approved labour budget. It was also found out that the village could even receive more funds then what has been received in the recent release on MGNREGA if the labour budget was approved.

As such, the association said there was no question of unfair means or nepotism in the allocation of the fund to Kuda village by principal secretary RD. Clarifying that MGNREGA was a demand driven scheme, DDVDBSA said there was no uniformity in the allocation of funds.

It said that funds varied from village to village as per the approved labour budget. Therefore, the association stated that variation in the allocation of fund should not be confused or be viewed as an unfair means.

The order, issued by the GPRN vice president’s office, through the secretary LH John, in consultation with the collective leadership stated that the six tribes-- Khoibu, Aimol, Zeme, Liangmai, Rongmei and Ollo shall be affiliated to all apex and frontal Naga organizations.

Meanwhile, Rongmei Naga People’s Organization has expressed happiness and gratitude to GPRN for officially issuing the order of the tribe recognition and the affiliation to all the Naga apex and frontal organisation, a press note from the RNPO media cell stated.

All 5 accused in Mecca Masjid blast case acquitted

HYDERABAD, APR 16 (IANS): Nearly 11 years after a bomb blast killed nine worshippers at the historic Mecca Masjid here, a special NIA court on Monday acquitted all five Hindu activist accused.

The National Investigation Agency court held that none of the charges framed against the accused, including Swamy Aseemanand, had been proved, a lawyer for one of the accused told reporters outside the Nampally criminal court complex.

Righwing Hindu activists Nabakumar Sarkar alias Swamy Aseemanand, Devender Gupta, Lokesh Sharma, Bharat Mohanlal Rateshwar alias Bharat Bhai and Rajender Chowdhary, against whom the charges were framed, were all acquitted.

DIMAPUR: NSCN (I-M) has mourned at the untimely demise of ‘sergeant major’ Lutuho Kiba, (Army no.

44086/15) son of late, Yehoshe Kiba from Ashukomi village Sumi region of the GHQ, Naga Army, who breathed his last on April 14, at Eden Hospital, Dimapur after a prolonged illness while in active service.

A condolence note by NSCN (I-M) through its MIP stated that late Lutuho Kiba had joined national service on November 20, 2015. MIP also stated that office of the adjutant general, GHQ, Naga Army, in recognition of his service rendered towards the Naga nation and as a mark of tribute had bestowed upon him, posthumously, the rank of ‘2nd lieutenant’.

MIP said that Lutuho Kiba had been loyal and dedicated to the national service until his demise and that his contribution to the national cause would ever be cherished. The note further stated that the Naga Army, together with the Longvibu pay homage to the departed soul and salutes this great son of the soil. It also extended heartfelt condolences to the bereaved family members, and conveyed prayers for his soul to rest in eternal peace.

DIMAPUR: India Northeast Tribal Community Welfare Society (INTCWS) under the aegis of Libra Consultancy, its education wing, Notun Bosti, Dimapur, visited universities, medical and technology colleges and other professional course institutes in Tamil Nadu, Rajasthan, Dehradun, Uttar Pradesh, and Punjab.

The visits also included Delhi Public School in Delhi and NCR. This was to mark the 10th annual inspection of colleges from April 1 to 12 for the welfare and benefit of tribal students. The society has inspected a total of 361 universities, colleges and schools in India till date.

These colleges have provided a few seats in the medical, engineering, schools and other professional courses and reserved seats for tribal students with both high and low percentages also. DIMAPUR: The NSCN/ GPRN (Reformation) has indefinitely suspended two of its members with immediate effect on the grounds “breach of national ahza and party discipline”. The decision was taken during a cabinet meeting held on April 16.

India’s 1st counselling course in state

KO H I M A , A P R 1 6 (NPN): For the first time in the country, a certificate course in school counselling for the teachers, initiated by Nagaland SCERT, was inaugurated at SCERT Conference Hall in Kohima on Monday. The 6 month certificate course in school counselling was inaugurated by Rtd Director SCERT and former member NPSC, Vipralhou Kesiezie at a function in which he was the chief guest.

Kesiezie in his address said school counselling courses were a long felt need to guide and nurture school children with love and care because the modern world was complicated.

He appreciated SCERT Nagaland for introducing the certificate course in school counselling, and congratulated the SCERT director T. Sekhose and Dr. Zavise Rume the nodal officer guidance and counselling cell SCERT for making the course a reality.

Stressing on the importance of counselling in schools, Kesiezie pointed out that many students were disinterested in their studies, dropping out at alarming rates and getting

inner needs of a child. He said today’s children not only face pressure from parents, peer groups and friends but they also face an onslaught of multimedia and technological revolution pressure to perform.

He said SCERT aimed to train one male and female teacher from all the schools in the state so that they could address issues of children.

The director said the certificate course in school counselling was the first course launched not only in the state but in India, making it a historic and unique.

On the sidelines of the programme, the Nodal Officer Guidance and Counselling Cell SCERT and former president of All Nagaland Counsellor Association, Dr. Zavise Rume said the proposal for introducing the school counselling course was proposed in 2008 and finally the state government had approved it. When queried about the objective of this course, Dr. Rume said that the need for counselling in the present day increases due to complexities, stresses and emotional anxiety among students. Due to this, the government recognized the need for counselling in schools.

He said that initially, the training will start with gover nment secondar y schools teachers, then teachers of GMS, GPS and private schools.

The programme was chaired by Jt. Director Moatemjen; an opening prayer was said by Sr. Pastor Baptist Mission Church Kohima, Rev. Moa Longchari; a special song was presented by Mesenti UDA DIET Chiechama.

3 Construction activities at Chandalashung B stopped DIMAPUR: As per the directives of the DC Wokha, the Adhoc Commandant SSB has agreed to stop the construction activities at Chandalashung B Village immediately till the matter was resolved at the highest level.

According to DIPR, DC Wokha along with Wokha SP and Border Magistrate, Ralan, visited the spot of the alleged construction works being undertaken at Chandalashung B Village, SSB Camps

under Ralan Sub-Division on April 14. DC held a meeting with the Commandants of CRPF and SSB at BM Ralan’s Office.

He expressed his view that neutral forces should work in a neutral and impartial manner while executing their duties.

KSTH dedicates building for charitable cause

DIMAPUR: A thanksgiving programme for a building owned by Kohima Sumi Totimi Hoho (KSTH) dedicated towards charitable cause at Nagarjan, was held at Dimapur on April 7.

18. All schools have been requested to cooperate with the department since the end results from this data produces Gross Enrolment Ratio (GER), Net Enrolment Ratio (NER), Dropout Rates and Teachers data etc. which reflect

All school authorities have been notified to submit authentic and accurate information pertaining, to their respective schools. In the event of failure to provide duly filled-in-formats

Staged gunfights in Manipur: SC wants officers named in FIR into as many as 1,528 cases of extra-judicial killings in Manipur.

The court’s direction came after advocate Menaka Guruswamy, the amicus curiae assisting the court in the matter, said that 11 FIRs were registered in March but none named any Army, Assam rifle or Manipur police personnel despite their being specifically named in the judicial inquiries’ reports and the high court’s findings.

These 11 FIRs were registered on the basis of judicial inquiries and cases in which the Gauhati High Court had given its findings.

Taking note of the submissions of Guruswamy that FIRs were registered against “unknown personnel”, the bench said that going by the records of the judicial inquiries, the high court’s order and witnesses “there is not just the name of offending unit but also the officer under whose command it was done”.

Shillong, Apr 16 (PTI): Admitting that “bank scams tarnish the image” of the country, Vice President Venkaiah K Naidu Monday said the “leaders of Brand India should possess “uncompromising honesty, integrity and ethical values”.

The absence of fear f o r l aw a m o n g s o m e people has led to the increase of scams over the years, Naidu said while addressing students at the convocation ceremony of IIM-Shillong here.

“It is important to adhere to values of honesty, integrity, truthfulness and adopt the best practices.

Corporate ethics should not be violated,” he said, asking students to display moral standards to make India proud.

The Vice President also quoted the Asian Development Bank predictions about India’s economic growth to say there will be opportunities galore for young people in the coming years.

He lauded the NDA government’s new tax regime and said it “will propel India’s future growth”.

“The robust FDI flows attracted by liberalised regulations and the government’s steps to improve the ease of doing business will further bolster growth.”

Every decision taken by the students should bear a testimony to these qualities, he said.

On the research front, the Vice President cited the 2018 National Institutional Ranking Framework, (NIRF) to highlight that India’s overall share in world publications is extremely low.

“Of the total 83,09,449 research publications in 2016-17, only 3,36,978 are from India. In the management discipline, the share is just two per cent,” he said.

Earlier in the day, IIMShillong chairman Shishir Bajoria said the Board of Governors at the institute is expected to strike a deal soon with a top B-School in the US for the benefit of its students.

The Centre has approved the institute’s proposal to increase the sanctioned student strength from 390 to 680 and the built-up area from 45,500 sqm to 55,717 sqm on its new campus at the New Shillong Township, Bajoria said, thanking the Union government for its support.

The bench, which had asked the National Human Rights Commission (NHRC) to depute three persons with the SIT to carry out investigations in 13 of the 42 cases, said: “We would like the NHRC to get involved in other cases too.”

When the ASG said that “substantial progress” has been made in the cases filed by the SIT and it has been collecting evidence, examining witnesses and waiting for forensic reports, the court sought the presence of the director of the Central Forensic Science Laboratory to ensure there was no delay in the reports.

The ASG also told the bench that the FIRs lodged against the victims will be cancelled. On February 12,

the court slammed the SIT for not properly probing the issue and asked why FIRs were lodged against the victims and not against the officers.

The bench also took note of the contentions of the SIT that it was having some difficulty in understanding the local language in Manipur and asked it to approach the Manipur University which may help in translation.

The court then posted the matter for May 11.

On July 14, 2017, the apex court set up the SIT comprising five Central Bureau of Investigation (CBI) officers and ordered registration of FIRs and investigation into the alleged extra-judicial killings in Manipur.

The court had ordered the registration of FIRs in 81 cases including 32 probed by a Commission of Inquiry, 32 investigated by judicial authorities, 11 in which compensation was awarded and six probed by the commission headed by former Supreme Court judge Santosh Hegde.

Due to increase in the level of river waters since last Sunday, the sluice gate in the embankment in the Kakorikata-GoalgaonBokora area in Majuli has faced threat.

The people of the area are left worried as the Geo bags on the embankment have been washed away by the waters during the first flood of the season.

The flood waters due to overnight increase in the water level of the river Brahmaputra, have disconnected the KamalabariBhakat Chapori connecting Road.

The people of the area have faced major problem in communication as the road connecting 17 villages of the area has been submerged by flood waters.

Though a bridge was constructed in this area last year but due to heavy flow of water the bridge has also been washed away due to which the people of the area in massive trouble.

CPI-M to discuss Tripura political violence Agartala, Apr 16 (IANS): The CPI-M will raise post-poll political violence in Tripura at its party Congress beginning on Wednesday in Hyderabad, a party leader said on Monday.

“We will circulate a booklet detailing the violent incidents in Tripura after the BJP-led government came to power,” Communist Party of India-Marxist (CPI-M) Central Committee member Bijan Dhar told the media.

Dhar, before leaving here for Hyderabad, said a team of six Left Front leaders met Chief Minister Biplab Kumar Deb on Saturday and apprised him about the political violence

after the counting of votes of Assembly election on March 3.

“The Chief Minister assured us that he would take appropriate steps,” said Dhar, who is also the Tripura Left Front convener and state Secretary of the CPI-M. He said Deb told him, “Some ‘evergreen’ members and workers of other political parties, including the CPI-M, joined the BJP (Bharatiya Janata Party) and they are creating problems.”

Dhar said the Left Front leaders told the Chief Minister that 602 offices of the party and frontal organisations were attacked,

occupied or burnt down across Tripura since March 3 by workers of the BJP and its ally Indigenous People’s Front of Tripura (IPFT).

“Over 2,055 houses and shops of Left members and supporters were burnt down, ransacked and attacked by BJP-IPFT workers. A large number of various assets including rubber gardens have been damaged or set on fire.”

The CPI-M leader said within 48 hours of the Left leaders meeting the Chief Minister, the BJP-IPFT workers attacked party offices at Mohanpur, Melaghar and Mandai and damaged furniture and other properties.

M’laya govt mulls coal challans for validation Shillong, Apr 16 (PTI): The Meghalaya government is mulling introduction of high security barcodes and tamper proof holograms in challans issued for transportation of coal to prevent revenue loss, Chief Minister Conrad K Sangma informed the Assembly Monday.

Coal mining was banned by the National Green Tribunal (NGT) in 2014, but there is huge quantity of extracted coal lying in different areas of the state and fake challans are being used by a section of traders, Sangma said.

The NGT allowed transportation of coal after payment of royalty and obtaining a special permit - the Mineral Transport

Challan (MTC) - as the NGT felt that these extracted stock of coal has the potential to degrade the environment, the chief minister said.

“The government is mulling to introduce enhanced security features such as barcode with hologram, tamper evident hologram” in MTCs for authentication, Sangma said replying to a call attention motion moved by Opposition MLA H M Shangpliang. A number of counterfeit MTCs have been detected in checkgates in various districts such as North Garo Hills, West Khasi Hills and Ri Bhoi, he said adding that the security features being thought of are difficult to forge.

Woman assaulted in ‘moral policing’ case in Meghalaya; 1 held Tura, Apr 16 (PTI): In a case of ‘moral policing’, a woman was allegedly assaulted by a group of men for enjoying a picnic with her friends in Garo Hills of Meghalaya with a video of the incident uploaded on social media, police said Monday.

A person was taken into custody in connection with the incident, the police said.

The video which was shot near Chibinang village in West Garo Hills, shows a mob purportedly assaulting and shaming the young woman. The date of the

incident was not known.

The place of the incident was narrowed down to the Mronggre-Bikonggre area where the woman had gone out with her friends for the picnic, the police said. The police have identified and arrested the main accused Biren Sangma, while his accomplice Martin B Sanhave managed to escape.

Superintendent of Police (SP) of West Garo Hills Dr M G R Kumar said, “She was assaulted by the group, led by Biren Sangma, who did not like her

presence in a picnic along with her other friends.

“We have contacted the South West Garo Hills district (SWGH) police for further action in the case.

While Biren Sangma has been taken into custody yesterday night, the other

accused in the case have fled. Police squads have been mobilised to arrest the other culprits,” he said.

The incident occurred in the presence of a number of people. Most of them were bystanders and watched the woman’s as-

sault. A resident of the area said on the condition of anonymity, the culprits caught hold of the woman and began to thrash her, “accusing her of selling herself ”.

“She was thrown on the ground before she was

kicked in the stomach, legs and hands,” the resident said.

Though the victim, who is from SWGH district has not filed an FIR yet, a suo motu FIR was lodged by the police at Phulbari police station yesterday.

New Delhi, Apr 16 (IANS): The Supreme Court on Monday directed the CBI’s SIT to file a supplementary FIR naming the officers involved in the alleged extra-judicial killings and staged gunfights by the Army, Assam Rifles and Police in Manipur.

A bench of Justice Madan B. Lokur and Justice U.U. Lalit asked the Special Investigation Team (SIT) to file the supplementary FIR in the existing FIRs which will include the name of officers or commanding officers of the units, and told the NHRC to also assist the team.

The top court said the judicial inquiries and the Gauhati High Court’s findings have named the commanding officer of the unit of the Assam battalion (involved in the alleged shooting) or the officer who shot “but these personnel have not been named in the FIR”.

Manipur CM flags off Road to London car expedition

Imphal, Apr 16: Manipur chief minister, N Biren Singh Monday flagged off ‘Road to London, 2018,’ the longest cross border road expedition of India from Imphal’s Hotel Classic Grande.

A total of 26 individuals from different corners of the country and three organizing members are taking part in the expedi-

tion in 15 sport utility cars, organized by Adventures Overland.

The expedition from Imphal to London will cover 18 countries, 16,000 kms in a span of 49 days.

Two avid travellers of the organizing company Sanjay Madan, an offroad expert and Tushar Agarwal, a travel writer are leading the expedition.

Local guides and escorts will accompany them in

all the 16 countries.

Thailand tourism department will be supporting the expedition by hoisting welcome flags and organizing networking dinner with cultural dance and flag off ceremony in Tak and Chiang Khong, Thailand.

Rape victims demand anti-rape law in Mnp Correspondent

IMPHAL, Apr 16: Rape victims and their family members Monday demanded an anti-rape law in Manipur which awards capital punishment for rapists.

Victims of rape and sexual assaults, who staged a protest in Imphal, showed solidarity to the demand of Delhi Commission for Women chairperson, Swati Maliwal who is on fast demanding death penalty for rapists.

At Pishumthong in Imphal, victims of sexual assaults joined social activists working for the cause of women and children. The protest was organized by Sexual Assault and Youth Forum for Protection of Human Rights (YFPHR).

The protestors demanded an anti rape law for speedy investigation and trial of the accused.

Talking to reporters, a leader of YFPHR, Wa-

hengbam Premila Devi, lamented that despite the increasing crime against women and children, particularly related with sexual assault, state government has failed to initiate any action to check it.

Even as public launched a series of prot e s t s w h e n eve r c r i m e against women and children happened, the government remained silent, she alleged.

“Many crimes against women have occurred in our state but still the government fails to take up any appropriate action to deliver justice to the victims,” she added.

While demanding speedy trial to cases related with crime against women and children, Premila said that the punishment awarded to the accused were unsatisfactory.

The protestors also carried out a rally on the streets in Imphal. However, police prevented them from

proceeding towards chief minister’s secretariat.

A similar protest was staged at the Western Gate of Kangla Fort in Imphal under the aegis of the women wing of the same body, YFHR. Merina Konsam, secretary of YFPHR Women Wing lamented that government has failed to take up any concrete step to provide safety for women and children.

Asserting that as many as 15 rape cases were reported in 2018, she alleged that state government has not taken up any proper initiatives to deliver justice to the victims and their families.

“Are the women of Manipur not like other women of other states? Is the Beti Bachao, Beti Padoa scheme for the BJP-led government is to rape women and children? Is our government waiting for our girls to be rape to take action,” Merina questioned.

Manipur ginger festival to kickstart on April 20 CHURACHANDPUR, Apr 16 (Agencies): The first two-day long statelevel Ginger Festival cum Business Summit will be held at Parbung village of Pherzawl district on April 20 and April 21.

The festival aims to stabilise and promote the ginger market for the interest of cultivators and farmers who earn their livelihood through ginger farming, said Rangkai, the organising committee secretary.

More than 500 farmers will attend the festival and various companies and agencies are invited to take stock of the ginger plantation and its market, he added. Currently more than 1200 metric tons of ginger are said to be produced at Pherzawl district site which is priced at Rs.9 per kg. The organising committee said that the price has been planned to be fixed at Rs.15 per kg.

Mnp CM chairs cabinet meeting in Senapati Correspondent

IMPHAL, Apr 16: In line with BJP-led coalition government’s popular slogan ‘Go to Hills,’ Manipur chief minister N Biren along with his cabinet ministers Monday visited Senapati district headquarters and hold a cabinet meeting.

Such meeting was earlier held in Churachandpur, Chandel and Tamenglong.

Earlier, the chief minister and his cabinet colleagues were given a rousing welcome by the people and leaders of various civil society organizations on reaching the district headquarters.

Before convening the cabinet meeting, the chief minister inspected some development works at the district headquarters including under construction new market complex exclusively for women.

Affairs (DCA) minister, James Sangma said the pension liability of ex-MDCs of the GHADC for the year 2013-14 was cleared while the pension of ex-MDCs of KHADC has not been cleared as the matter is pending before High Court of Meghalaya.

He added the source of funding for clearing the pension liability of the ex MDCs of the GHADC was through the grant in aid of the state government.

“The state government in 2011 was not able to give assistance to the KHADC,” Conrad said adding the state government could not give one-time assistance but to meet from the share of royalty of minerals.

S H I LLO N G, A p r 1 6 (Agencies): Meghalaya Chief Minister Conrad Sangma, said the state government would make an endeavour to ensure equality is maintained in terms of financial assistance to the Garo Hills Autonomous District Council (GHADC) and Khasi Hills Autonomous District Council (KHADC).

Independent MLA, SK Sunn pointed out the grant in aid of the state government was released to the GHADC but the request of the KHADC was not met and asserted there should be uniformity.

planning and implementation, and project management and governance.

It is expected to be completed by June 2023.

During the visit, the chief minister inaugurated a public convenience at Kathikho, Karong in Senapati district in the presence of ministers, officials of the state government and (Central Reserve Police Force) CRPF. New Delhi, Apr 16 (IANS): India on Monday signed a $48 million loan agreement with the World Bank to strengthen community-led landscape management in Meghalaya.

Meghalaya’s natural resources such as land, water and forests is a source of livelihood for a majority

of the population in the state.

An official statement said that the loan sanctioned for the “Meghalaya Community-Led Landscapes Management Project” will help manage these depleting resources, in selected landscapes, by strengthening the communities and traditional

institutions.

“Restoration of degraded and highly degraded landscapes under the project will increase water for local communities and improve the soil productivity which will in turn increase incomes and reduce poverty,” the statement said.

Opening a window

n the light of repeated criticism that the education system in India was meant to serve the interests of the British colonial rulers over the natives and that the system was not relevant nor useful to Indians; it only serves to drive a point that fits into being nationalistically correct. However, the fact is also that even the entire India as we know, is also a legacy of the British Raj. It was a forceful subjugation of hundreds of princely states and kingdoms ruled by monarchs or heads of different races and cultures. Be it in whatever style, the true essence of education is to enable the use of knowledge to open the first window of the mind and to make it attuned to education.

This in turn, inspires a person to become a useful member in participating of building up of any society. Contemporary society cannot progress without useful knowledge and which invariably means being adequately aware that education can helps study various aspects of life. Education should not be restricted to curriculum; instead it should be a catalyst to open the human horizon to the vast world of potentialities, some of which remain to be discovered. If society is in need of reform, then public institutions such as schools and colleges must also gear up to face the challenges. They can do so if there is a genuine and realistic reform in the education system. While in some, the desire for reforms speak of conquering new horizons or to excel; in others it is about finding solutions to the problem. If at all there still remains the belief that the quality of education has not kept pace with demands of changes, it is mainly owing to the annual increase in number of students, which have only led to quantitative increase in educational institutions especially in the private sector. On the other hand, though private institutions lack the resources that government institutions have at their disposal, yet they have managed to exceed and excel over the latter.

Earlier during the formative years of the state of Nagaland , the contributions of the government department in the field of education was noteworthy since it was the sole player in the field.

With growth of education and entry of private institutions, the onus has shifted away in most urban areas to private institutions while even in the rural areas, private institutions are making a big impact.. The young generation in the state between 15-35 are facing a crisis of confidence in themselves because education has only one perspective- job centric. One way to solve the problem could be by way of encouraging private institutions with necessary financial and other assistance; after all they are result oriented because the staff are motivated. One inescapable fact is that science subject is not at all popular in Nagaland, yet the planners talk about their immense vision. Unless the standard of education (college and University) improves to the desired level, the upcoming generation will lag behind others. Today contemporary society is plagued with various problems and therefore not only infrastructure development but the equipping and nurturing a positive personality requires a great deal of thought which can be achieved if educational institutions are properly guided to deliver.

We must learn to live in the ordinary “gray” day according to what we saw on the mountain.

alifornia has a very interesting political system. This allows organisations and individuals to bypass politicians and put potential laws directly to a vote by the general population – as long as they can get enough signatures to support the measure in the first place.

This makes sense to me, because, in India, we are at the mercy of politicians who will rarely do anything in public interest, or even think about issues that affect people adversely and need to be corrected. Instead, they will come up with grandiose schemes that never get implemented and, even if they did, are so poorly conceived that they destroy far more – the damming and linking of rivers, the MNREGA scheme, the badly conceived feeding of children which has led to widespread malnourishment, the giving of forests to supposed tribals without verification, the lack of maintenance of heritage and complete ignorance of the value of museums, the lack of a trained teaching system for farmers, and using a defunct system called Krishi Vigyan Kendras, which do nothing and never did… I can think of a million things. The reckless import and use of pesticides and urea is top of my list, along with the export of meat, as that is destroying the country’s forests and water systems. The slaughterhouse export trade

is run by NRIs and foreign nationals who loot India. Also on my list is the agriculture ministry’s refusal to even see that animals / fish / birds, grown for meat that are kept badly, injected with hormones, pesticides and antibiotics and eaten by humans, will make the human population ill– as we can see in the steeply rising statistics of people who are going to hospital every day.

So many people campaigned for NOTA on the ballot paper – None Of The Above. It has resulted in nothing. No one makes the trek to a booth to not vote. They stay at home if they don’t like any of the candidates. There is a movement, that comes in fits and starts, on the right to recall an elected person. This will result in mayhem if it ever happens, because anyone who loses an election will spend a lot of money getting signatures. Then there is the movement that women should get one third of the seats by law. None of these movements actually will bring about change to make governance participatory.

What is needed is what California is doing. Even if we go halfway and take the route, that if an issue can generate enough interest through people signing a minimum of a mandated X votes , then it deserves to be put into Parliament, or the state assembly, and voted on. Let us see where

At the moment California voters are on the street for an issue we have been fighting here for some years, both in the ministries and courts; which is, to Change the factory farm system so that animals, grown for meat, are not caged for their entire lives.

Is this an issue for just “animal lovers” as we are called? No. It is an issue of health that should be understood and pushed with your local MLA, MP and municipal chairman. Birds, pigs, cattle – especially poultry – are stuffed into small cages. They cannot even raise their wings, so small is the space and so large the number of birds in each cage.

To prevent them from fighting for space, owners of poultries cut off their beaks and toes without anaesthesia. They cannot stand without pain but there is no space to sit. They stand in their own faeces, covered with mites that suck their blood. They get very, very sick immediately and are then

kept alive with antibiotics, hormones and pesticides. All these go into the meat when the bird is killed and has created major sickness in humans, starting with the superbug which is untreatable, and going on to cancer, epilepsy, kidney failure and every other major disease.

This could all be prevented if the birds were allowed to roam freely in the sun with natural food (instead of spoilt grain, cardboard, the dead bodies of fellow chickens and marble mixed with veterinary drugs), given fresh sources of water and allowed to live naturally before being killed. It takes the same space that the poultry now has .

The same problem is with piggeries. The pig is an intelligent and emotional animal and locking her up in a small crate and feeding her badly with only disgusting restaurant waste, inseminating her forcibly and then taking away the babies, makes her very sick. She gets worms, serious illnesses, and all these are passed on to the consumer of

pork. Veal is from baby calves who are locked into tight crates so that they cannot move and then starved to death so that they become anaemicand their meat turns white. They are killed in six weeks.

In California, hundreds of volunteers are on the street going from door to door collecting signatures from the mandatory 3,65,000 signatures. They have, by law, a finite time to collect the signatures . Some of them eat meat – they simply don’t want to be sick from it. The new law, if it comes into being, will ban the sale of all eggs, pork or veal from a caged animal – if campaigners can get enough signatures. If passed, it would be the most progressive farm animal welfare law and the most progressive human health law in the world.

The new measure would ban cages of any kind for hens, gestation crates for mother pigs, so narrow they can’t turn around, and veal crates for calves, which restrict movement for their entire lives. By the end of 2019 all hens would have to be cage-free – living, at minimum, on an open barn floor or in an indoor aviary with multiple levels for birds to go up and down.

It would have national implications, applying not just to in-state famers but to any farmer doing business with the world’s sixth largest economy.

The deadline is May 1st and they have 2 lakh signatures so far. This is history in the making. It will put California ahead of the European Union, which banned battery cages for poultry in 2012 across Europe– and even cage-free leaders such as Germany and the Netherlands..

In 2008 California passed Proposition 2 in 2008 which banned battery cages and said animals must have space to turn around, lie down and stretch their limbs. In 2016, Massachusetts made history with the first sales ban on products from confined animals, which passed by a landslide 78%. California is now working to top that .

And India?? Sigh!! Committee after committee has been formed from BIS to FSSAI, the Health ministry, the Drug Controller of India. Each one agrees that something has to be done. But they pass it on to another committee. There is no political will and, in the absence of a clear order, no bureaucrat will move. On top of that there are lobbies of slaughterhouses that will pay bureaucrats and politicians not to change the filthy unhealthy status quo. I wish politicians would put human health on the top of their agenda – everything else would fall into place.

Lettter to pm Modi ‘Darkest hour, failed as a Nation’: Ex-bureaucrats

mid criticism against Prime Minister Narendra Modi’s delayed response to the Kathua and Unnao rape cases, a group of 50 retired bureaucrats has written a strongly worded open letter to the Prime Minister questioning him, his government and the party.

The letter accused the PM of choosing to remain silent and said he broke silence only when public outrage both in India and internationally reached a point when he could no longer ignore it.

The retired bureaucrats also listed a set of demands such as to reach out to the families of the victims in Unnao and Kathua and seek their forgiveness on behalf of all of us. It also demanded steps be taken to remove from Government anyone who has been associated with hate crimes and hate speeches.

Here’s the full text of the ex-bureaucrat’s open letter to Prime Minister Narendra Modi: Honourable Prime Minister, We are a group of retired civil servants who came together last year to express our concern at the decline in the secular, democratic, and liberal values enshrined in our constitution. We did so to join other voices of protest against the frightening climate of hate, fear and viciousness that the ruling establishment had insidiously induced. We spoke then as we do now: as citizens who have no affiliations with any political party nor adherence to any political ideology other than the values enshrined in our Constitution.

We had hoped that as someone sworn to upholding the Constitution, the Government that you head and the party to which you belong would wake up to this alarming decline, take the lead in stemming the rot and reassure everyone, especially the minorities and vulnerable sections of society that they need not fear for their life and liberty.

This hope has been destroyed.

Instead, the unspeakable horror of the Kathua and the Unnao incidents shows that the Government has failed in performing the most basic of the responsibilities given to it by the people. We, in turn, have failed as a nation which took pride in its ethical, spiritual and cultural heritage and as a society which treasured its civilisational values of tolerance, compassion and fellow feeling. By giving sustenance to the brutality of one human being against another in the name of Hindus we have failed as human beings.

The bestiality and the barbarity involved in the rape and murder of an eight year old child shows the depths of depravity that we have sunk

into. In post-Independence India, this is our darkest hour and we find the response of our Government, the leaders of our political parties inadequate and feeble. At this juncture, we see no light at the end of the tunnel and we hang our heads in shame. Our sense of shame is all the more acute because our younger colleagues who are still in service, especially those working in the districts and are required by law to care for and protect the weak and the vulnerable, also seem to have failed in their duty.

Prime Minister, we write to you not just to express our collective sense of shame and not just to give voice to our anguish or lament and mourn the death of our civilisational values - but to express our rage.

Rage over the agenda of division and hate your party and its innumerable, often untraceable offshoots that spring up from time to time, have insidiously introduced into the grammar of our politics, our social and cultural life and even our daily discourse. It is that which provides the social sanction and legitimacy for the incidents in Kathua and Unnao.

In Kathua in Jammu, it is the culture of majoritarian belligerence and aggression promoted by the Sangh Parivar which emboldened rabid communal elements to pursue their perverse agenda. They knew that their behaviour would be endorsed by the politically powerful and those who have made their careers by polarising Hindus and Muslims across a sectarian divide. In Unnao in UP it is the reliance on the worst kinds of patriarchal feudal Mafia Dons to capture votes and political power that gives such persons the freedom to rape and murder and extort as a way of asserting their own personal power. But even more reprehensible than such abuse of power, it is the response of the State Government in hounding the victim of rape and her family instead of the alleged perpetrator that shows how perverted governance practices have become. That the Government of UP finally acted only when it was compelled to do so by the High Court, shows its hypocrisy and the half-heartedness of its intent.

In both cases, Prime Minister, it is your party which is in power. Given your supremacy within the party and the centralised control you and your Party President exercise, you more than anyone else have to be held responsible for this terrifying state of affairs. Instead of owning up and making reparations however, you had until yesterday chosen to remain silent, breaking your silence only when public outrage both in India and internationally reached a point when you could no longer ignore it.

And even then, while you have condemned the act and expressed a sense of shame, you have not condemned the communal pathology behind the act nor shown the resolve to change the social, political and administrative conditions under which such communal hate is bred. We have had enough of these belated remonstrations and promises to bring justice when the communal cauldron is forever kept boiling by forces nested within the Sangh Parivar.

Prime Minister , these two incidents are not just ordinary crimes where, with the passage of time, the wounds inflicted on our social fabric, on our body politic and the moral fibre of our society will heal and it will soon be business as usual. This is a moment of existential crisis, a turning point - the way the Government responds now will determine whether we as a nation and as a republic have the capacity to overcome the crisis of constitutional values, of governance and the ethical order within which we function.

It is possible that even this may be too little too late but it will restore some sense of order and give hope that the free fall into anarchy can be arrested.

May justice prevail

“Rape”, the worst word of the dictionary, becomes very much associate with the so-called civilized society of our country and no more shock us like then. Though the victim’s family has to go through the poignancy for several years and most of us habitually limit our acknowledgement by passing some text and pics mechanically like an android. And other opportunistic sections of society tend to be calculative with the case on the basis of political merits. If they get any political flavour then they wait no moment to propagate the incident with rainbow colours.

Otherwise they love to be under the cloth. According to the National Crime Records Bureau (NCRB) India has been failed to protect her almost 20000 daughters annually (average data) from their rapists. But how many times movements like Asifa case of Jammu or Nirvaya case of Delhi we did see? Unfortunatly we get hardly any satisfactory answer then.

Are we classified the rapists? Is the Rapist of Asifa is more blameworthy than the Rapist of Punjab who did the same with a teenager under the gun point just after two days of Asifa case? Are the victim of other rape cases not deserved the similar treatments from the so-called civilized people who raised their voices for Asifa or Nirvaya cases? It is disheartening that they never get and it is not justified at all. People are becoming unrest, opportunistic and materialistic by as day progresses. Education has failed to discipline us. Spirituality has failed to light up our conscience. And when education and spirituality are valued no more; savageness, lust and other cannibalistic vices displace consequently our ethics. We have loosen our fair minded, we have loosen our unprejudiced opinion, we have loosen our unbiased visionary abilities and we have loosen our humanity overall. And ultimately we are heading towards the very fierce world where everything would be scattered around and we would be failed to recover our fellow feeling.

We the people of so-called society who love to propagate the temporary movements on the basis of political merits are doing no lesser shameful job unlike the plunder. All the Rapist are the beast and no words, no movement and no punishment are enough to condemn the evil spirits. We should not only be non discriminated and unbiased but should be viewed each case comprehensively also. People of other countries consider India as the rape capital of the World.

We are already late and should not be too late to wait for the ultimate destruction of our social system. We should be assembled under the same umbrella forgetting colour, creed, race and religion to eradicate the evils from the society and obliterate the beasts before its ruin us. I am confident that, in the end, good sense and justice will prevail.

‘Surat victim may have belonged to Odisha’ Surat (Guj), Apr 16 (PTI): The minor girl, whose body was found 10 days ago with signs of rape and torture, may have originally hailed from Odisha, a Gujarat minister said today amid intensified efforts by the police to establish her identity.

The body of the girl, aged between nine and 11 years, was found in the bushes near a cricket ground in Bhestan locality here on April 6, the police said. The

body bore 86 injury marks, including on her private parts. A doctor at the city Civil Hospital here had said that the nature of injuries suggested that she was possibly held captive, tortured and raped.

Patna, Apr 16 (PTI): All the 11 nominees, including Bihar Chief Minister Nitish Kumar and Deputy Chief Minister Sushil Kumar Modi, are set to be elected to the state Legislative council in the biennial election.

Only 11 candidates have filed papers against as many vacancies in the state Upper House, Bihar Assembly Secretary Ram Shresth Rai, who is also the returning officer for the polls, told PTI. The last date for nomination filing was today.

Though Kumar, Modi and others are set to enter the council, the ruling

Mumbai, Apr 16 (PTI): The rupee Monday plunged by 29 paise or 0.44 per cent to close at a six-month low of 65.49 against the US currency on widening trade deficit concerns amid heightened geopolitical worries.

The Indian unit was the biggest loser among Asian currencies which suffered due to a strong US dollar after the strike on Syria by the US, the UK and France.

Among Asian currencies, Chinese yuan and Singapore dollar dropped 0.1 per cent, the Philippine peso and Malaysia’s ringgit declined up to 0.2 per cent against the dollar following hopes that the strikes would not lead to a broader escalation in the conflict.

New Delhi, Apr 16 (PTI): The power ministry has categorised charging batteries of electric vehicles as a service, a move which will help such stations operate without licence and encourage the use of evehicles.

Transmission, distribution and trading of electricity need licences under the Electricity Act. Therefore, all utilities have to seek licences for sale of power to consumers.

The ministry said in a clarification that during the charging of e-vehicles, a station does not perform any activity related to the transmission, distribution or trading of electricity.

“Hence charging of batteries of electric vehicles through charging station does not any require licence under the provision of the Electricity Act 2003,” it said.

It is a progressive step, said Sohinder Gill, Director Corporate Affairs, Society of Manufacturers of Electric Vehicles (SMEV).

New Delhi, Apr 16 (PTI): Telecom regulator Trai Monday unveiled beta version of a portal that aims to bring on one platform the telecom tariffs offered by different operators and in different service areas. The move is expected to provide more transparency and information on multiple tariff offerings by telcos, helping consumers at large.

“To enable consumers see tariffs of different TSPs (telecom service providers) and different Licensed Service Areas (LSAs) at a single place, a beta version of portal namely www.tariff. trai.gov.in has been released

by Trai today,” the Telecom Regulatory Authority of India (Trai) said in a statement. Emphasising that it has a mandate to ensure transparency in the sector, Trai said various tariff plans and other tariff instruments are being provided at its website in a downloadable format, for easy access.

Besides, January WPI inflation has been revised upwards to 3.02 per cent from the provisional estimate of 2.84 per cent.

As per data released last week, retail inflation slipped to a fivemonth low of 4.28 per cent in March on account of decline in food prices.

The RBI takes into account retail inflation while deciding on monetary policy.

In its first monetary policy review for 2018-19, the Reserve Bank earlier this month maintained status quo on interest rate citing inflationary concerns. It revised downwards forecast for retail inflation to 4.7-5.1 per cent for April-September and 4.4 per cent for October-March.

New Delhi, Apr 16 (PTI): Inflation based on wholesale prices slipped marginally to 2.47 per cent in March on falling prices of food items, especially vegetables and pulses.

On the basis of Wholesale Price Index (WPI), inflation was 2.48 per cent in February and 5.11 per cent in March last year.

According to a government data released today, food articles witnessed deflation after about eight months as vegetables, cereals, pulses, eggs, meat and fish, turned cheaper.

Wholesale prices of food articles fell 0.29 per cent in March compared to a 0.88 per cent rise in the previous month.

Deflation in pulses was 20.58 per cent, in vegetables (2.70 per cent), wheat (1.19 per cent) and egg, meat and fish (0.82 per cent) in March. Inflation in onion continued to rule high at 42.22 per cent and in potato at 43.25 per cent.

Manufactured products inflation was at 3.03 per cent even as sugar prices fell 10.48 per cent during the month.

Comey calls Trump ‘serial liar’; ‘morally unfit’ to be President

WASHINGTON, APR 16 (IANS): Former FBI Director James Comey, in his first interview since being fired last May, said that Donald Trump is “morally unfit” to be US President, a “serial liar” who treated women like “meat” and it was “possible” that Russians had material that could be used to blackmail him.

In an exclusive interview with ABC News’ chief anchor George Stephanopoulos on Sunday night, he also described him as a “stain” on everyone who worked for him.

The former head of the Federal Bureau of Investigation compared the Trump administration to a “mafia family” and said that the President was incinerating the country’s crucial norms and traditions like a “wildfire”. Comey’s remarks were the latest salvo in a war of words with the US President, who blasted

James Comey the former FBI director on Twitter earlier. “Slippery James Comey, a man who always ends up badly, will go down as the WORST FBI Director in history, by far!”

Trump wrote on Sunday.

The FBI chief was fired while the agency was probing possible collusion between Trump’s 2016 presidential campaign and Russia’s meddling in the US election. Comey is now a crucial witness for Special Counsel Robert Mueller’s investigation into the Russia probe. Mueller is also a

former FBI chief.

Comey however dismissed claims that Trump was medically unfit to hold office. “I don’t buy this stuff about him being mentally incompetent or early stages of dementia... I think he’s morally unfit to be President.” “A person who treats women like they’re pieces of meat, who lies constantly... and insists the American people believe it, that person’s not fit to be President of the US, on moral grounds,” he added.

The interview came ahead of the release of his tell-all book “A Higher Loyalty: Truth, Lies, and Leadership” on Tuesday.

Also a lawyer, Comey made an allegation that Trump had cavorted with prostitutes in Moscow that left him vulnerable to blackmail by the Russian government. “I think it’s possible, I don’t know... These are more words I never thought

I’d utter about a President of the US, but it’s possible.”

Comey said that he would not favour impeaching Trump, because that “would let the American people off the hook” and the public was “duty bound” to vote Trump out of office in the next election.

The former FBI chief also took aim at Trump’s personal appearance, saying his hands are “average-sized” and his skin is “orange”. “He had impressively coiffed hair, his tie was too long as it always is, he looked slightly orange up close with small white halfmoons under his eyes, which I assume are from tanning goggles,” he said.

During the interview, Comey repeated his assertion, made at a Congressional hearing that Trump told him that he expected loyalty and pressured him to drop an investigation into Michael Flynn.

Giving the decision on over two dozen petitions filed against “anti-judiciary” speeches by Sharif, Maryam Nawaz, Prime Minister Shahid Khaqan Abbasi and other party leaders, the court ordered the Pakistan Electronic Media Regulatory Authority (PEMRA) to decide on the petitions in 15 days.

COLOMBO, APR 16 (IANS): Thirty-nine people were killed in accidents across Sri Lanka during the New Year period which began on April 12 and ended on Monday, police said.

The accidents were mainly due to drunken driving and speeding, police spokesperson S.P. Ruwan Gunasekara told Xinhua news agency.

Over 515 drivers were also arrested for drunken driving from various districts during the period.

Security had been tightened across the country since April 12 to nab drunk and speeding drivers.

G E N E VA , A P R 1 6 (IANS): The UN Human Rights Committee on Monday urged the Maldivian government to allow former President Mohamed Nasheed to stand for office, including the upcoming presidential election.

Nasheed, who was the President of the Maldives between 2008 and 2012, was charged with crimes related to terrorism after his term ended and sentenced to 13 years in jail in 2015 as well as barred from running in a presidential election for 16 years, reports Efe news.

“The UN human rights experts found that the judicial proceedings in which Nasheed was convicted were based on vague legislation, contained serious flaws and violated his right to a fair trial under the

International Covenant on Civil and Political Rights (ICCPR),” the Committee said in a statement.

It also observed that restrictions on Nasheed’s right to stand for office violated his right to political participation under article 25 of the ICCPR. “Political rights can be suspended or restricted only in exceptional circumstances and under certain

And judicial proceedings that violate the right to fair trial can render the resulting restriction of political rights arbitrary,” said Sarah Cleveland, a member of the committee.

The committee’s decision, taken on April 4 and made public on Monday, urged the Maldives to quash Nasheed’s conviction and if necessary conduct a new trial to ensures fair trial guarantees. “As a party to the ICCPR, Maldives is obliged to make full reparation to individuals whose rights have been violated.

We have asked Maldives to inform us within 180 days about the measures they have taken to implement our decision,” said Yuval Shany, vice-chair of the Human Rights Committee.

The school, ‘The Gender Guardian’, was inaugurated on Sunday by the NGO Exploring Future Foundation (EFF), which has attempted its first project, Dawn News reported.

“We will be providing skill-based training and curriculum to the transgender community that has enrolled with us,” said Moizzah Tariq, EFF Managing Director.

Seoul, Apr 16 (IANS): Ousted South Korean (SK) president Park Geun-hye on Monday decided not to appeal the 24-year jail term handed to her for her involvement in a corruption scandal which had led to her impeachment in January 2017. Park presented her appeal waiver to the Seoul Central District Court that had handed her the sentence on April 6, although the appeal trial will still go ahead as the prosecution had filed an appeal citing dissatisfaction over the ruling on the very same day, reports Efe news. of a book with the recipes of all the cakes she had baked over the years. She said that the book should help people bake their own cakes.

She also recalled her early years as a baker and how her mother and husband helped her in her journey of becoming a professional baker. She also said that the book is an easy to follow baking book and she has incorporated a section which uses local ingredients.

The author Jenny Kath Thong is a self taught baker and an alumna of Tata Institute of Social Science (TISS) Mumbai and is currently working as Rural Development Officer in the RD department. Her love for baking has resulted in ‘Sweet Station’ a favourite destination for cake lovers.

After acquiting 5 in masjid blast case, judge resigns

Hyderabad, Apr 16 (AGENCIES): A National Investigation Agency (NIA) Special Court at Nampally in Hyderabad on Monday, citing lack of evidence, acquitted five accused, including Naba Kumar Sarkar alias Swami Aseemanand, in the case of the bomb attack on the Mecca Masjid in the city 11 years ago.

The blast, using an improvised explosive device, killed nine persons inside the masjid near the historic Charminar of Old City.

The others acquitted are Devendra Gupta, Lokesh Sharma, Bharath Mohan Lal Rateshwar and Rajendra Choundary.

The NIA had originally charged 10 persons with plotting and carrying out the attack on May 18, 2007.

Accused Sunil Joshi of Madhya Pradesh, a former Rashtriya Swayamsevak Sangh (RSS) pracharak, was murdered when the case was investigated.

Two other accused, former RSS pracharak Sandeep V. Dange and RSS activist and electrician Ramchandra Kalsangra, also from Madhya Pradesh, have been eluding the investigators. Investigations against two others from the

Cong questions NIA; BJP says defamation politics exposed

The acquittals of five accused in the Mecca Masjid blast case today prompted the Congress to question the functioning of the National Investigation Agency under the Modi government, but the BJP asserted that the court’s decision had exposed the opposition party’s politics of “defaming” Hindus for votes.

Congress leader Ghulam Nabi Azad said the accused in such cases had been acquitted ever since the BJP-led NDA gov-

ernment was formed four years ago, and claimed that people were losing faith in investigation agencies.

A special anti-terror court in Hyderabad acquitted Swami Aseemanand and four others in the Mecca Masjid case, ruling that the prosecution failed to prove charges. A massive blast had ripped through the Mecca Masjid on May 18, 2007, during Friday prayers, killing nine people and wounding 58 others.

Hyderabad MP and AIMIM president Asaduddin Owaisi said justice was not done in the case and accused the premier investigation agency NIA of not pursuing the case properly.

The BJP, however, latched on to the verdict to fire a fresh salvo against the Congress for the use of terms such as “saffron terror” and “Hindu terror” by its senior leaders and former Union home ministers P Chidambaram and Sushil Kumar Shinde.

Its spokesperson Sambit Patra accused Congress leaders of practising “politics of appeasement” in their stand on the court’s verdict and wondered what the UPA government did in its over seven years of rule following the blast.

SC upholds pension for ex-parliamentarians New Delhi, April 16 (IANS): The Supreme Court on Monday upheld the provision for pension and other allowances to former parliamentarians and their spouses as it dismissed a plea by NGO Lok Prahari challenging the grant to former law makers.

“The plea is dismissed,” said a bench of Justice J. Chelameswar and Justice Sanjay Kishan Kaul pointing out that the authority of Parliament is wide enough to cover the provision of the Salaries, Allowances, and Pension of Members of Parliament 1954 providing for pension and other allowances to former parliamentarians and their spouses, including unlimited free travel.

The terms and conditions, including grant of pension and other benefits, of a constitutional office to which a person is appointed or elected is a matter of policy choice and the “appropriate legislature would be the constitutionally designated authority to determine” the same, the judgement said.

TRAI unveils beta site for comparison of telcos’ tariffs

New Delhi, Apr 16 (AGENCIES): The Telecom Regulatory Authority of India (TRAI) on Monday unveiled the beta version of a portal that aims to bring on one platform, the tariffs offered by telecom operators in different service areas. The move is expected to provide more transparency and information on multiple tariff offerings by telcos, helping consumers at large.

“To enable consumers see tariffs of different TSPs (telecom service providers) and different Licensed Service Areas (LSAs) at a single place, a beta version of the portal, namely www. tariff.trai.gov.in has been released today,” TRAI said in a statement.

Emphasising that it has a mandate to ensure transparency in the sector, TRAI said that various

tariff plans and other tariff instruments are being provided on its website in downloadable format, for easy access.

At present, the operators offer information on various tariffs on their own websites. TRAI noted that the new platform would not only benefit the consumers but also help other stakeholders do a comparative analysis.

As a first step, TRAI has made tariff data available for the Delhi circle, and sought user feedback about the new site. “To get initial feedback on the look and feel of this portal from consumers, beta version of tariff data for Delhi LSA is also made available on the Trai website www.trai. gov.in. The details on the website are as reported by the TSPs of Delhi LSA,” it added.

Man arrested for raping four-yearold in Odisha Bh u b a n e s w a r , Apr16 (IANS): Odisha Police on Monday arrested a man accused of raping a four-year-old girl in Nilagiri area in Balasore district.

Nityacharan Jena alias Jiban, 24, was accused of luring the child living in his neighbourhood with chocolates on April 13 and raping her.

Virudhunagar , Apr 16 (IANS): A woman professor who allegedly tried to lure her students to extend sexual favours to top officials of a leading university in Tamil Nadu was on Monday arrested after the issue triggered a furore in the state.

Nirmala Devi, who was suspended after the episode came to light recently, was arrested by a police team which broke open into her house. She was taken into custody after a five-hour operation. Police summoned her relatives and a woman revenue official before the arrest.

The woman professor, who taught at a college in nearby Aruppukottai, was at the centre of a storm after audio clips of her talk with some students suggesting that they yield themselves to keep the ‘higher-ups’ in the Madurai Kamaraj University happy so that the college gets facilities went viral on the social media.

While Tamil Nadu Higher Education Minister Anbazhagan promised stringent action in the matter, Governor Banwarilal Purohit, the Chancellor of the University, ordered a high-level inquiry into the matter by a retired IAS of-

Ramadoss said that in the audio clip the professor was allegedly heard saying that those who can provide facilities for the university have to be kept happy and they are expecting favours from the college students.

In the audio clip, the professor does not explicitly say the students have to extend sexual favours but leaves enough hints as to what she was trying to convey.

“The shocked poor students were heard saying in a broken voice that they are not interested in the proposal. Undeterred the professor tells the students that if they agree to the proposal then the students can achieve anything relating to their course,” Ramadoss said.

“We are of the opinion that, on a true and proper construction of the text of those provisions, they do not mandate the payment of pension. They only protect the pension if payable under the relevant law applicable on the date of appointment of a person to any one of those offices by declaring that such a condition could not be altered to the detriment of a person subsequent to his appointment,” the judgement said.

New Delhi, Apr 16 (Agencies): Noted journalist and former Chief Editor of The Statesman and The Indian Express, Surendra Nihal Singh passed away here at his residence on Monday evening.

He was due to turn 89 later this month. Born on April 30, 1929, in Rawalpindi, Nihal Singh, as he was popularly known, was an authority on foreign affairs.

For the past few months, the veteran columnist was suffering from renal failure and breathed his last at about 5 pm today. Cremation would take place at the Lodhi Road electric crematorium tomorrow at 12 noon, family members said. His wife predeceased him and he was survived by his sisterin-law Indoo Nihal Singh.

International Editor of the Year Award in New York for his role in opposing former Prime Minister Indira Gandhi’s emergency in mid-1975. He was a foreign correspondent in Moscow, London, the United States, and Indonesia, and most of his assignments were for The Statesman. He took over as the Resident Editor of The Statesman at Delhi in 1973 before becoming the Chief Editor of the newspaper in Kolkata in 1975.

During 1981-82, he was the Editor-in-chief, The Indian Express, and also the founding editor of The Indian Post, Mumbai, in 1987.

His last assignment was as the Editor of the Khaleej Times, Dubai, United Arab Emirates, in 1994. After his return to Delhi, he became a noted columnist and contributed to a number of dailies, including The Tribune.

Kathua gang rape case: accused plead not guilty

Mumbai, Apr 16 (PTI): People with psychological disorders accounted for the majority of patients admitted to municipal healthcare centres in Mumbai for treatment followed by those suffering from high blood pressure and diabetes, said a civic report.

The report is based on an extensive research conducted over a period of two years on the types of ailments and morbidity patterns of patients admitted in municipal health centres. According to the report, 31 per cent of the patients admitted in these hospitals suffered from psychological disorders followed by high blood pressure and diabetes (23 per cent each).

Patients with dog/ other anim2al bites comprised 9.95 per cent. Rest of the patients were admitted for treatment for dengue, asthma and malaria, among others, it said.

The exercise was carried out by civic health officials on instructions of municipal commissioner Ajoy Mehta.

Karnataka polls: BJP announces candidate list New Delhi, Apr 16 (PTI): The BJP today announced 82 candidates, including elder brother of tainted mining baron G Janardhan Reddy and son of late chief minister S Bangarappa, for the Karnataka Assembly polls, taking to 154 the number of constituencies for which it has declared its nominees.

Polls for the 224-member Assembly are scheduled on May 12.

In the second list released today, the BJP has fielded Reddy’s elder brother G Somashekar Reddy from Bellary City while Kumar Bangarappa will contest from Sorab.

G Janardhan Reddy is an an accused in illegal mining case. Krishnaiah Setty, an old associate of Yeddyurappa, has been fielded from from Malur.

Among the seats for which the party is yet to announce candidates is Varuna, for which Yeddyurappa’s son B Y Vijayendra is seen as a strong contender.

The Cong ress has fielded Siddaramaiah’s son Yatheendra from Varuna,

currently held by the chief minister who has shifted to Chamundeshwari. The BJP has not announced its candidate against the chief minister.

The BJP released the list a day after its central election committee met here to finalise the names of its candidates for the highstakes election.

The BJP on April 8 had declared its first list of 72 nominees that included its chief ministerial candidate B S Yeddyurappa, and senior leaders K S Eshwarappa and Jagadish Shettar.

The Congress had yesterday released its list of 218 candidates.

JEE main online 2018 paper analysis: Students reaction New Delhi, Apr 16 (AGENCIES): Most students, who appeared in the JEE main online exam 2018 on Monday, said the difficulty level of the paper was average and some said they struggled to complete their paper. Siddharth Srivastava, a Class 12 student of GD Goenka Public School in Lucknow, said the mathematics portion was lengthy with a few tricky questions.

“Other than that it was an average paper,” Srivastava added.

“Chemistry part was difficult especially the questions from organic chemistry. Single question was assembled by different chapters and more number of questions from D and F orbitals,” Animesh Bisen another student from the same school said. Ishita Verma found the physics portion to be average and remaining portions lengthy. Students

in Bihar’s capital Patna also found the difficulty level of the paper as average. “I found the question paper was moderate. The mathematics section had too many descriptive questions that made the paper lengthy,” Shweta Sharma, a JEE aspirant from Patna, said.

“The paper was good.

I found it tougher than expected. I could not attempt two questions from mathematics section due to a shortage of time,” another aspirant Amit Sinha said.

“The chemistry part of the online JEE Main paper was scoring with 7 to 8 questions on reactions leading to product formation were easy. In mathematics portion, around nine questions were of lengthy calculations but in coordinate geometry questions, around 10 in number, were simple formula based scoring ones,” Palash Srivastava,

who appeared in the exam at Allahabad’s United College of Engineering and Research, said.

“Around 15 questions in physics were of Class 11 and 12 level and anyone having studied well in both classes would have answered the questions well,” he added. “Physical chemistry questions had easy calculations besides questions from inorganic chemistry on properties and reactions of compounds were based on NCERT syllabus of Class 12. In mathematics, questions from geometry portion were easy but around 5 to 6 questions of algebra and calculus were time-consuming which I avoided. In physics, around 12 questions were based on pure concepts of the subject and needed in-depth study as some were tricky in nature,” Priyanshu Das, also from Allahabad, said.

The Supreme Court on Monday issued a notice to the Jammu and Kashmir government on a petition to shift the trial of the eight accused in the Kathua gang rape and murder case out of the state and ordered protection for the victim’s family and their lawyer. Even as the trial got underway on Monday in a Kathua court, the father of the 8-year-old victim had moved the apex court seeking to shift the trial to Chandigarh, saying he would not get a fair hearing in Jammu.

The crime has evoked shock and outrage across the country and has resulted in resignation of two BJP ministers who addressed a rally in support of the accused from the Jammu and Kashmir government.

Hundreds of lawyers have also marched in support of the accused.

Ahead of the trial, the lawyer said she had been threatened with rape and death for taking up the case.

“I was threatened yesterday that ‘we will not forgive you’.

I am going to tell Supreme Court that I am in danger,” said lawyer Deepika Singh Rajawat.

Centre removes 44 districts from list of Maoist-hit areas NEW DELHI, APR 16 (AGENCIES): Among the 44 districts that are no longer categorised as Naxalism-affected, six each are in Bihar and Odisha, 3 each in Andhra Pradesh and Chhattisgarh,1 in Maharashtra and 4 in West Bengal. While Telangana has the largest number of districts to have shed the ‘Left wing extremism-hit’ tag at 19, it is more on account of carving of new districts from the those already affected.

West Bengal now has just 1 LWE-hit district, Jhargram which has been carved out of Maoist-infested areas that hitherto covered the four districts of West Medinipur, Bankura, Purulia and Birbhum.

In Odisha, Keonjhar, Mayurbhanj, Ganjam, Gajapati, Dhenkanal and Jajpur have shed the ‘Naxal-hit’ tag; while in Bihar, Patna, Bhojpur, Sheohar, Sitamarhi, Begusarai and Khagaria have been excluded. In Chhattisgarh, Sarguja, Korea and Jashpur are now no longer categorised as LWE-affected districts, as is the case with Prakasam, Kurnool and Anantapur in Andhra Pradesh. Deogarh and Pakur in Jharkhand and Aheri in Maharashtra have also been struck off the affected districts’ list.

As first reported by TOI, Dumka, East Singhbhum and Ramgarh in Jharkhand and Nawada and Muzaffarpur in Bihar are no longer worst-hit by Naxalism.

Of the 90 LWE-affected districts listed now, the maximum (19) are in Jharkhand, 16 in Bihar, 15 in Odisha, 14 in Chhattisgarh, 8 in Telangana, 6 in Andhra Pradesh, 3 each in Maharashtra, Kerala and Uttar Pradesh, 2 in Madhya Pradesh and 1 in West Bengal.

IRCTC case: Lalu Prasad, wife, son charge-sheeted New Delhi, Apr 16 (IANS): The CBI on Monday filed a charge-sheet against former Railway Minister Lalu Prasad, his wife Rabri Devi, son Tejashwi Yadav, a top Railway Board official, RJD MP P.C. Gupta and others in connection with its probe into the alleged irregularities in the 2006 IRCTC hotels maintenance contract case.

Ko lkata , A pr 1 6 (IANS): The Central government is in favour of a single tribunal for speedy settlement of inter-state water disputes, Union Minister of State for Water Resources Arjun Ram Meghwal said here on Monday.

The first conference of five eastern states - Bihar, Jharkhand, West Bengal, Odisha and Chhattisgarh was held here on Monday with the objective to resolve the water disputes among these states. “Instead of having state-wise multiple tribunals, the Centre is proposing for a single tribunal so that inter-state water disputes can be settled at the earliest.

The decision of the single tribunal should also be mandatory,” said Meghwal.

According to him, water disputes between the five states were pending for a long time and the development of irrigation projects was not progressing on the expected lines.

In October last year, the Central Bureau of Investigation (CBI) had also questioned Lalu Prasad and his younger son Tejashwi Yadav at its Delhi headquarters.

2017 filed a corruption case against Rabri Devi, Lalu Prasad and Tejashwi Yadav for alleged irregularities in the allotment of contracts of two IRCTC hotels in Ranchi and Puri in 2006 to a private firm.

The contracts were given to Sujata Hotels, a company owned by Vijay and Vinay Kochhar -- both named in the CBI FIR -- in lieu of a bribe in the form

of a three-acre commercial plot at a prime location in Patna district.

A preliminary CBI inquiry reportedly found that the said land was sold by the Kochhars to one Delight Marketing Company and payment was arranged through Ahluwalia Contractors and its promoter Bikramjeet Singh Ahluwalia, another accused in the case.

Delight Marketing, which bought the property from the Kochhars, was later taken over by Rabri Devi and Tejashwi, the CBI discovered.

Sarla Gupta, wife of Rashtriya Janata Dal (RJD) chief Lalu Prasad’s close associate Prem Chand Gupta and a director of Delight Marketing, is a co-accused in the case.

The Enforcement Directorate (ED) is probing the money laundering aspect in the case and it had on July 27 last year registered a separate case following the CBI FIR. The ED is probing Lalu Prasad and others for alleged transfer of money through shell companies.

K AT H UA , A P R 1 6 (AGENCIES): The eight people accused of raping and killing an eight-year-old in January last in Kathua, Jammu and Kashmir, on Monday pleaded not guilty and asked the judge for a narco-analysis test.

As the trial in the case, which has become the focal point of outrage across the country, began in Kathua, seven of the accused were produced before District and Sessions Judge Sanjay Gupta, who asked the State Crime Branch to give them copies of the charge sheet and fixed April 28 as the next date of hearing.

The eighth accused is a juvenile, who has moved a bail application before the chief judicial magistrate.

The matter was posted for April 26. The child from a minority nomadic community was allegedly held in captivity in a small village temple in Kathua district for a week in sedation and sexually assaulted before being bludgeoned to death.

China says ties with India now see progress

BEIJING, APR 16 (IANS): China on Monday said its ties with India hold “great potential” and have witnessed new progress after a flurry of high-level exchanges.

Beijing and New Delhi are making efforts to repair the relations damaged by the 73-day military standoff between their armies last year.

It is evident from the increase in visits by top diplomats from both countries, including the low-key one by NSA Ajit Doval last week.

“This year, under the guidance of the two leaders, China-India relations have been developing with a sound momentum. We have seen close exchanges at all levels and new progress in all around-cooperation,” Foreign Ministry spokesperson Hua Chunying said.

Syria ready to cooperate in attack probe DAMASCUS, APR 16 (IANS): Syria is ready to cooperate in a probe into an alleged chemical weapons attack that took place last week, Deputy Foreign Minister Faisal Mekdad said on Monday.

Mekdad said that investigators of the Organisation for the Prohibition of Chemical Weapons (OPCW) arrived in Damascus three days ago and held meetings with Syrian government officials, reports Xinhua news agency.

The minister said the government urged the investigators to carry out their work with transparency, impartiality and accuracy.

He also stressed the government’s willingness to cooperate and facilitate the work of the OPCW team, which arrived to look into the allegations of chemical weapons use by the Syrian army on April 7 in the formerly rebel-held Douma district, east of Damascus.

State Minister for Health Roger Cook announced on Sunday that the WA government has committed 2.2 million Australian dollars (US $1.7 million) towards protective equipment for frontline health and security staff in major hospitals and other health institutions, to address increasing levels of violence and aggression, reports Xinhua news agency.

During 2016-2017, more than 11,000 incidents of violence and aggression were reported.

antasy epic Game of Thrones is to honoured with a special award at this year’s Bafta Television Craft Awards.

Actors John Bradley (who plays Samwell Tarly) and Hannah Murray (Gilly) will accept the award on 22 April on behalf of HBO drama’s production team.

Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said: “As long as the film does not denigrate Sikhism and it only seeks to glorify Guru Nanak Dev we will not interfere...”

The order came on a plea by the Shiromani Gurdwara Parbandhak Committee (SGPC) which contended that there could not be any portrayal of Sikh Gurus, their immediate family members and the Panj Payaras by any mortal beings.

India on right path to become sporting powerhouse: Batra NEW DELHI, Apr 16 (IANS): After the Indian contingent finished third in the medals tally at the just concluded 21st CWG, an elated Indian Olympic Association (IOA) Chief Narinder Dhruv Batra on Monday said the nation is on the right path to become a sporting powerhouse.

With a total of 66 medals, which included a grand haul of 26 Gold medals, 20 Silver and 20 Bronze at the Gold Coast Games, the Indian contingent surpassed the tally of 64 with 15 golds, achieved at the last edition of the quadrennial event at Glasgow in 2014.

Congratulating the athletes, Batra said, “On behalf of the IOA, I would like to congratulate each and every athlete who participated in the Commonwealth Games and brought glory to the country.”

CWG organisers apologise for ‘shameful’ closing ceremony

Canberra, Apr 16 (IANS): The organizers of the 2018 Gold Coast Commonwealth Games have apologised for Sunday’s closing ceremony which has been roundly criticised for not including athletes.

Athletes, including the competing countries’ respective flag-bearers, marched on to the arena before the ceremony commenced, meaning the audience at Carrara stadium could see them, but the TV audience couldn’t. Many athletes were seen leaving the stadium while the closing speeches were still in progress, reports Xinhua news agency.

The ceremony was even criticised by Australian broadcasters, Channel Seven, with former CWG bronze Medallist Johanna Griggs saying during the live coverage she was “furious” with the decision. “ T h e y ’r e a c t u a l ly wrecking a tradition that is so important and part of the Commonwealth Games,” Griggs said, live on air. “Unfortunately tonight, the organizing committee, together with the host broadcasters, just didn’t get it right.”

In a social media post on Monday morning, Beattie said the closing ceremony telecast should have been organised more appropriately.

“The speeches were too many and too long.

I was part of that and I acknowledge it. Again, we got that wrong,” he wrote.

Queensland Premier Annastacia Palaszczuk, who actually spoke at the closing ceremony, also criticised the organisers on Monday.
