Nagaland to get `612.42 cr for Agri sector

KOHIMA, APR 17 (NPN): International Fund for Agriculture Development (IFAD), financial wing of Food and Agriculture Organisation (FAO), will provide Rs 612.42 crore in 2018-19 to the State government for improving the agricultural sector in eight districts. Principal secretary and APC T Imkonglemba Ao informed this to Nagaland Post during an interaction on the sidelines of a felicitation programme for agriculture minister G Kaito Aye held at the agriculture directorate office here on Tuesday. Imkonglemba said Central schemes would be converged with IFAD fund and would cover about 650 villages across eight districts of Kohima, Mokokchung, Mon, Wokha, Zunheboto, Phek, Kiphire and Longleng in the first phase. He said Peren and Tuensang would not be covered since the two districts were covered by another international project under World Bank, while Dimapur too would not be covered since there was no highland farming in the district. KVGOA flays NPF allegation against RD principal secy DIMAPUR, APR 17 (NPN): Kohima Village Gazetted Officers’ Association (KVGOA) has come out strongly against NPF’s allegation of irregularities in the department at the behest of (RD) principal secretary Lhoubeilatuo Kire . In a statement issued by its president Er Keviletuo Yiese and secretary Er Medozhazo Rutsa, KVGOA said it was deeply hurt and disturbed by news items appearing in local dailies on April 13 “NPF accuses PDA Government of misusing MGNREGA fund”. Strongly condemning the character assassination attempt on its former president and bona fide member, the association alleged that Kire, known to be an efficient and upright officer, had been made a scapegoat with certain unfounded serious allegations levelled against him under the guise of attacking the PDA government. KVGOA wondered how can there be any question of favouritism or nepotism as the principal secretary hailed from Kohima village, but was biased towards Kuda village, one of the oldest settlements in Dimapur with a multi tribe and ethnic composition, as alleged by NPF. Calling for making agriculture department an asset to the people, agriculture and cooperation minister G Kaito Aye has urged officials of the department to be supportive towards farmers. He also cautioned them against wasting money in the name of farmers’ welfare and instead use the incentives meant for the farmers judiciously. Addressing a programme organised by the agriculture department at the directorate office here on Tuesday, the minister pointed out that the department was poor in implementing projects and urged all officials to work together as positive changes had to be brought about. Aye also questioned whether the ground reality was as real as mentioned in the administrative reports and urged everyone to step beyond their assigned duties to promote the farmers. DIMAPUR, APR 17 (NPN): Nagaland minister for PHED, Jacob Zhimomi, Tuesday said that augmentation of water supply to Kohima town (Zarü project) under urban ministry would be commissioned within 45 days as part of the 100 days action plan of PDA government. According to an official bulletin, the minis-
ter announced this while inspecting the project site of augmentation of water supply to Kohima town at Mima village on April 17, 2018. Jacob said that the project was part of the Smart City plan, which would provide safe drinking water to the citizens of Kohima town. Stating that the state

NEW DELHI, APR 17 (AGENCIES): Appointment of nine advisers to ministers in Delhi government was Tuesday cancelled on the recommendation of the Ministry of Home Affairs (MHA). The nine posts are not on the list of posts approved for the ministers and chief ministers of the government of NCT of Delhi, an order from the general administration department of the Government of National Capital Territory, Delhi said quoting a letter from the MHA. MHA cancelled appointments saying that ‘Services’ under the Govt. of NCT of Delhi is a subject reserved for the Central government as per the Constitution. Those nine advisers are Amardeep Tiwari (media adviser to law minister), Arunodya Prakash (media adviser to deputy chief minister), Raghav Chadha (adviser to finance minister), Atishi Marlena (media adviser to Dy.CM). Delhi Dy.CM Manish Sisodia said that it was a conspiracy to derail the “education revolution” in the capital.

NEW DELHI, APR 17 (AGENCIES): Unusual spurt in currency demand in states like Uttar Pradesh, Madhya Pradesh, Andhra Pradesh as well as pollbound Karnataka led to dry ATMs in several parts of the country, sending the government scrambling to make contingency plans to cover the deficit. The government said it suspects that Rs 2,000 notes were being hoarded and plans to increase 5-fold the printing of Rs 500 notes. Within a month, it said, Rs 70,000-75,000 crore will be printed. The Reserve Bank said the printing of currency has been ramped up in all the four note presses, and the shortage in some pockets is due to logistical issues. DIMAPUR, APR 17 (NPN): In a significant development, aimed at further doing away with the VIP culture in Nagaland, the PDA cabinet has barred ministers and government officials from attending public functions as chief guests and also asking them to refrain from giving donations and making announcement of monetary grants while attending such functions. This was decided at a cabinet meeting held on Tuesday while discussing the issue of doing away with the pervasive VIP culture. According to a statement issued by the Chief Minister’s Office, the ministers would be allowed to attend public functions, inaugurations, launching programmes, etc and also deliver speeches and exhortations and give information on programmes and policies of the State and Central governments. The union stated that the silence of the contractor towards the queries raised by Tobu Town Students’
Union (TTSU) several times reflected “the ignorance over the concern raised by the student union.” TASU informed the contractor and implementing partner that this ultimatum would be its last reminder, adding that no justification would be accepted if the implementing partner and contractor failed to respond and act within the stipulated time. The union cautioned that it would not be responsible if any untoward incident occurred after the expiry of ultimatum. Meanwhile, the union has informed the HoDs posted at Tobu HQ to be present at the station as TASU team would be visiting all the offices under Tobu sub-division starting from May. The union stated that it would be reviewing different activities and programmes that were being implemented by the various departments.

Kohima DDMA holds its 1st quarterly meeting 2018 DIMAPUR: The first quarterly meeting of District Disaster Management Authority (DDMA) was held under the chairmanship of deputy commissioner and chairman DDMA, Rajesh Soundararajan at DPDB’s conference hall on April 16. According to DIPR report, reviewing the last meeting minutes, the chairman stressed on IDRN which was an online inventory where the information of various resources available with the line departments could be obtained. He said that the IDRN needed to be updated continuously and therefore requested the line departments to submit the same in the standard format within this month. Discussing on the agenda of monsoon preparedness, DC requested the line departments to take up necessary measures in the alternative routes to avoid any eventuality in the coming monsoon season. In the repairing work near Soul Harvest Church, he requested the concerned department to expedite the work as it was badly effecting many things in the town, for which, necessary requirements and manpower from other departments would be extended as informed by the Power department and SP’s office, Kohima.

DDMO, Kohima, Thejangulie Zao informed the members that Nagaland Emergency Preparedness Exercise (NEPEX) is a state organized exercise which was started last year and Nagaland state was the first state in india to conduct such state wide exercise apart from NDMA exercises. He said that this year mock drill exercise would be conducted in some selected locations which would be identified in the table talk exercise on April 25. He also informed the members to forward any infrastructural damage or any others in their areas so as to incorporate in the weekly situation report to the NSDMA.

DIMAPUR: Kiphire District Planning and Development Board (DPDB) meeting was held on April 5 at the conference hall of the Deputy Commissioner (DC) Kiphire wherein civil society organisations from the district highlighted the grievances faced by the citizens. According to DIPR report, in the meeting held under the chairmanship of minister, soil & water conservation and geology & mining, V. DIMAPUR: Assam Rifles battalion had conducted a series of operations in the month of April. Mon Battalion: Mon battalion of Assam Rifles under the aegis of HQ IGAR (North) established a mobile vehicle check post at Hawa Junction in the general area of Lungwa on April 7. According to AR PRO, during the spot check, Assam Rifles troops apprehended a suspected individual and recovered 22 illegal strips of ‘khani.’ The individual was identified as Palai Konyak (24) son of Khampi Konyak, resident of Lungwa village. The individual revealed that he had been working for the NSCN (K) and had brought the strips of ‘khani’ from adhoc camp, Khanmoi of NSCN (K) to sell in Mon town. The apprehended along with the recovered items has been handed over to Mon police station for further investigation. Kohima Battalion: Kohima battalion of Assam Rifles under the aegis of HQ IGAR (North) conducted an operation in the general area of Phulbari Chowk, Kohima along with a police representative on April 9. Wokha Battalion: Wokha Battalion launched a search operation along with a police representative in Upper Mt. Tiyi colony, Wokha on April 9 and recovered illegal arms and ammunition. According to PRO HQ IGAR (North), the seized materials included four 12 bore rifles, two muzzle loaded rifles, two air guns, seven rifles butt, three metal cup for modification of illegal weapons or bombs, four air gun spring, nine hollow iron rod, six live rounds of nine mm pistol, eight rounds of point 22 mm, eight point 22 empty cases and one hand made bomb. The illegal material were recovered from the house of L.D Yanthan Lano, a resident of Upper Mt. Tiyi colony Wokha, who was found to be absconding from the house. He challenged the department staff and officers to make fish self sufficiency in the state, as at present the department could produce only 30% requirement in the state and 70% import from others. All Tribal Students’ Union Manipur (ATSUM), Democratic Students’ Alliance of Manipur (DESAM) and Apunba Ireipak Maheiroi Singlup (AIMS) were demanding appointment of one of senior most native IAS officers as state chief secretary, after state government appointed Dr J Suresh Babu as acting chief secretary. secretary was tantamount to humiliation of the indigenous, qualified officers of the state, they alleged. Alleging state government of being neglecting local IAS officers, ATSUM tribunal secretary Joseph Hmar questioned why state government prefers non-local officers as chief secretary. The student bodies further demanded that the chief secretary be appointed based on seniority and not through “influences and connections”. DESAM advisor M Agamba, alleged that the new BJP-led government was following the same procedure set by the previous government of appointing a junior officer and ignoring a senior and native officer for the post.
Security tightened in Manipur ahead of Naidu’s visit Correspondent
Imphal, Apr 17: Security has been tightened in Imphal in view of the visit of Vice-President M Venkaiah Naidu to the state. Naidu is arriving Imphal on April 18 (Wednesday) to attend the inauguration function of a state level workshop on “Biodiversity and Sustainable Agriculture for doubling Farmer’s Income” which will be held in Imphal’s City Convention Centre. He will also attend another function at Manipur University. Elaborate security arrangements have been put in place at the above mentioned venues and places where the vicepresident will be visiting, a police source said. As part of the security measure, police in Imphal East and West conducted mopping operations at various places including at the peripheries of the function venues. The mopping operations were conducted Wangkhei Angom Leikai, Brahmapur Leikai, Yaiskul Police Lane and Keishamthong Kabui Khul, in the surrounding areas of Imphal City Convention. In the operation at Yaiskul area, police picked up six persons who could not produce documents to establish their identities and handed over to Imphal police station for further verification, the source said. Similar operation has been conducted in the surrounding areas of Manipur University campus. In the cordon search operation at Changangei area of Imphal Airport, another six persons who failed to produce documents to establish their identities were detained and handed over to Lamphel police station for further verification, the source added.

Assam indigenous groups oppose amendment to Citizenship Act
New Delhi, Apr 17 (PTI): Sixteen indigenous groups of Assam Tuesday told a joint committee of parliamentarians that the proposed Citizenship (Amendment) Bill will violate the idea of secularism of the Constitution by distinguishing illegal immigrants on the basis of religion. The groups also said it will threaten the existence of the ethnic communities in the state. The groups told the Joint Committee on the Bill to amend the Citizenship Act, 1955, headed by BJP MP Rajendra Agrawal, that the proposed Bill to grant citizenship to the Hindu Bangladeshis is totally unacceptable to the ethnic communities and the people of Assam. “The proposed Bill violates the very idea of secularism of our Constitution. The Bangladeshis, the illegal immigrants, must not be differentiated on the basis of religion. All post-1971 illegal immigrants must be expelled irrespective of their religion as per the Assam Accord,” All Bodo Students’ Union, president, Promod Boro said at a press conference. Boro said under no circumstances

Introduced in the Lok Sabha, the Citizenship Amendment Bill, 2016, seeks to allow illegal migrants from certain minority communities in Afghanistan, Bangladesh and Pakistan eligible for Indian citizenship by amending the Citizenship Act of 1955. It seeks to allow illegal migrants belonging to the Hindu, Sikh, Buddhist, Jain, Parsi or Christian communities coming from Afghanistan, Bangladesh or Pakistan to not be imprisoned or deported.

Imphal, Apr 17 (IANS): At least 17 persons including women were injured in a police action on Monday night while taking part in a protest demanding the construction of a hospital at Khundrakpam in Imphal East district of Manipur, police said on Tuesday. According to reports, the protesters were demanding the construction of the hospital in Sagolmang area, while the state’s Bharatiya Janata Party (BJP)-led government is believed to be giving final touches to a plan to construct the same in Keirao constituency of the state. The police resorted to a cane-charge and used tear gas shells to disperse the crowd, which left 17 persons injured. Chief Minister N. Biren Singh said: “The government had planned
some years ago to construct the hospital at Sagolmang. However, since a land dispute arose there, it was decided that the proposed hospital would be shifted to the Keirao constituency.” T. Lokeswor, a Congress MLA and a former speaker said: “If there is a land dispute obstructing the construction of the hospital, the government should put out documents in the public domain.” Some activists felt that the people of the constituency and the neighbouring areas should not be punished in this manner simply because the elected representative belongs to the opposition Congress. Chamling says ban on non-organic veg to empower people Gangtok, Apr 17 (PTI): Sikkim Chief Minister Pawan Kumar Chamling Tuesday said his government has banned sale and consumption of nonorganic vegetables in order to make the people of the state self-sufficient. The state government has banned consumption and sale of 27 non-organic agricultural and horticultural commodities from April 1, but later allowed supply of carrot, red chilly and tomato due to acute shortage in the market. “The ban on nonorganic vegetables in the market is a step to empower the village-folk of Sikkim and make them self-sufficient and selfreliant,” he said at a public meeting at Majha in East district. Chamling said the state government has decided to set up organic markets in urban areas and small towns to sell these produces. He appealed to the people yesterday to use their land for mixed agriculture and not leave any land fallow in order to maximise cultivation of organic produces. “We have to reverse the economy and make our farmers richer,” Chamling had said.

and agricultural universities have an important role to play to ensure its sustenance, Naidu said. “Knowledge makes all the difference. The educational institutions must generate new ideas, extend the frontiers of scientific knowledge and search for practical solutions to challenging problems,” he said. The farmers who toil
on the farms should be empowered with knowledge, financial credit, warehousing and insurance facilities, he said. “Achieving self sufficiency in the pulses and oilseed sector is a challenge before the country. With the dedication demonstrated by our agriculturists and the cutting-edge research being conducted in our laboratories, I am sure we will achieve self sufficiency in these two crops soon,” Naidu said. The “contemporary realities” like climate change, fatigued soil health, diminishing water resources and endangered bio-diversity are currently affecting agricultural practices, he said. Farming as a profession is becoming increasingly “uneconomical” and, therefore, “unattractive”, he said, adding that “fewer people are now opting for agriculture practices. In order to meet these challenges effectively, we need highly skilled and motivated human resources, persons who will think out of the box and institutions that foster innovation”.
Naidu urged scientists and state governments to encourage farmers to take up diversified activities, such as fishery and poultry. Expressing satisfaction with the Assam government’s efforts to revitalise the animal husbandry sector, he said: “This is, in my view, the need of the hour. Farmers should be encouraged to diversify and take up allied activities to cushion them against uncertain and uneven returns from farming”. Assam Gover nor Jagadish Mukhi, Agriculture Minister Atul Bora and other dignitaries were among those present at the programme. Talking about the agriculture growth in the state, Naidu said the farming sector in Assam is marching ahead slowly but steadily. “Presently, I believe, it is growing at around 5 per cent. Rice production has increased from 3.8 million tonnes in 2001-02 to 5.2 million tonnes in 201617. This is still far below its potential of 12 million tonnes.

All the suspects were booked under sections 3, 4, 5, 7, 8, 9 of Immoral Traffic Act at Sector 50 and Sector 29 police stations. The girls, who hail from Nagaland, Manipur and Arunachal Pradesh, were arrested from an area under Rajendra Nagar Police Station in Raipur on Sunday evening. Police claimed to have conducted two raids by separate teams headed by inspector Surender Phogat, SHO, Sector 50 police station and Vikas Kaushik, SHO, Sector 29 police station after receiv-
ing tip-offs. The team headed by Kaushik raided Alive Spa, which is at the second floor of Sahara Mall on MG Road around 6.30pm, and arrested five women and the spa manager for allegedly running a sex racket that operated out of the spa. Acting on the tip-off, we sent a decoy customer to the spa. He met the manager of spa and then finalised a deal with one of the women and gave her Rs 3, 000. After receiving a signal from him, we conducted the raid ,” said inspector Kaushik. The women, aged between 20 and 30 years, were arrested for their involvement in the sex trade. They are from UP, Bihar and Northeast states. Stating that the arrested girls would be produced

Shillong, Apr 17 (PTI): Meghalaya Chief Minister Conrad K Sangma Tuesday said his government will strive to strike a balance between economic activities and environment protection. The chief minister’s comments came in the backdrop of the impact of an NGT ban on coal mining in the state four years ago. Speaking in the state Assembly, Sangma said, “I want to stress on the fact that this government realises the importance of the economic activity of coal mining in our state, and it is very important that this must continue.” The chief minister had met Coal Minister Piyush Goyal and PMO officials last week in Delhi, and moved the Centre to consider invoking Para 12 A (b) of the Sixth Schedule to the Constitution to exempt the state from applicable Central mining laws. The Meghalaya Assembly had passed a resolution in this regard in 2015. “We are also resolv-
ing today once again to continue working for this (pressing for the Centre’s consideration). I assure that we are going to work towards it and find way forward in this particular case,” the CM told the House. Stating that the ban imposed on April 17, 2014 had affected inflow of Rs 4,000 crore coal trade, Sangma said it caused the state government Rs 700 crore royalty loss in a year. He said that paper mills in Silchar which were dependent on coal from Meghalaya were also affected, apart from cement plants in the state, whose captive power facilities run on coal. Sangma said that prior to 2014, environment protection measures were not properly undertaken, and this resulted in a number of rivers and waters getting contaminated. “The sulphur content went up, paddy fields were affected and at the same time even the land that was used, there was no land reclamation done,” he said.
Seven bodies found floating in Assam river Guwahati, Apr 17 (PTI): Seven unidentified bodies, including that of women and children, were found floating Tuesday in river Brahmaputra, by the side of Bhootnath Crematorium here, a police officer said. The staff at the crematorium noticed the bodies and informed the Bharalumukh police station, he said. It is not clear how the bodies surfaced on the river but police suspect that they were buried by the Gauhati Medical College Hospital staff in the sand bars next to the river, the officer said. As the water level rose in the river following rain over the past few days, the sand bars may have broken, causing them to float on the river, he explained. T h e s eve n b o d i e s will have to be kept in the morgue for the next 72 hours and then disposed of as per orders from the civil magistrate, the officer said, adding that the remains will be buried near the crematorium.

Dharmanagar (Tripura), Apr 17 (PTI): Six persons, including a woman, were arrested on the charges of kidnapping and molesting a minor school student from Dharmanagar Jail quarter area here, police said Tuesday. A 16-year-old school girl was kidnapped by five youths when she was on her way to a private tuition teacher at around 7.30pm on Sunday from Dharmanagar town and taken to a jail quarter, the police said, adding that the quarter was occupied by a middle-aged woman. “The the girl raised an alarm when the youths molested her there and the inhabitants of the neighbouring quarters then informed the Deputy Jail Super Dhanajoy Bhattacharya,” the sub-divisional police officer (SDPO) of Dharmanagar, Jyotisman Das Chowdhury, said. Bhattacharya immediately reported the matter to the police after which the police arrested the youths and rescued the girl, the SDPO said. The middle-aged woman, who sheltered them, was also arrested, he said. The arrested persons were produced before a court here yesterday and remanded to judicial custody till April 26, he added. The woman was illegally occupying the quarter, the SDPO said. She had been staying there for more than two years after the death of her husband, who was a jail constable, he added.

The novelty of Assam’s health insurance scheme lies in its user-friendliness. A 24x7 AAA call centre has been set up to guide beneficiaries. Besides, help desks have been set up in all empanelled hospitals and these will be manned by arogya mitras round the clock. “These arogya mitras will do the necessary handholding and shall ensure that the patients or their accompanying attendants do not face any problems. They will be the interface between the patients and the empanelled hospitals,” said Sarma. He added that a lot of attention will be given to ensure that patients covered by the scheme have a seamless treatment experience in the empanelled hospitals. Guwahati, Apr 17 (Agencies): Assam will roll out a comprehensive health insurance scheme on Wednesday (April 18) that could serve as a model for other states to emulate. Named Atal Amrit Abhiyan (AAA) after former prime minister Atal Behari Vajpayee, the novel scheme will be inaugurated by Vice President M Venkaiah Naidu in Guwahati. The scheme will provide coverage for a staggering 92 per cent of the state’s population. According to Swarajya, the scheme is the brainchild of state health minister Himanta Biswa Sarma who says he drew inspiration from Prime Minister Narendra Modi. Atal Amrit Abhiyan (AAA) will cover the cost of treatment, including surgery, of six disease groups and conditions: cardiovascular, cancer, kidney, neurology, neonatal and burns. Beneficiaries can avail free treatment up to Rs 2 lakh per person a year for a total of 438 procedures (including surgery) under the six specialties at 23 empanelled super-speciality hospitals, both government and private, in Assam and 13 superspeciality and renowned private hospices in Kolkata, Bengaluru, Delhi and Chennai. Sikkim on way to achieve 100 % literacy
Gangtok, Apr 17 (PTI): Sikkim Chief Minister Pawan Kumar Chamling has said that the Himalayan state is headed towards achieving 100 per cent literacy. Addressing a public meeting, during his ongoing 32-day tour of the state, in the East district yesterday, Chamling said his government has given top priority to education and ensured that students from poor families get access to quality education. “Sikkim is steadily moving towards being a 100 per cent literate state,” Chamling said. Chamling said that his government has set up 26 colleges and seven universities in the past two years to provide quality education to students. A medical college and a veterinary college will be set up in the state and Sikkimese students will be given free education in these colleges, the chief minister said. “We are also coming up with our own state university,” Chamling said. “The purpose of education should be to become good human beings for which the students must change their mindset,” he added.

Aizawl, Apr 17 (PTI): All 114 militants of a Hmar militant outfit, who had laid down arms on April 13, have received Rs 3 lakh each as part of the rehabilitation package, a senior Home department official said. Following the signing of the memorandum of settlement by the Mizoram government and the outfit in Aizawl, the Hmar People’s Convention (Democratic) leaders and cadres surrendered. The surrendered militants have returned to their respective villages, the official said. The Hmar rebels had laid down 45 weapons, including four sniper rifles, one grenade launcher, nine AK assault rifles, one M-16 carbine assault rifle and 13 double-barrel guns. They had also surrendered 2,892 rounds of ammunition, launcher shells and five radio sets on April 13. The surrendered weapons were handed
over to state home minister R Lalzirliana.

Time is the essence
W
hat the newly installed People’s Democratic Alliance (PDA) government has decided to do with regard to streamlining the functioning within the government and the bureaucracy is worth appreciating. Decisions to do away with the ‘VIP culture’, reduce unnecessary security escort, adoring vehicles with name plates etc are indeed welcome and hope these will be done away with and sooner the better. There is however another point that could have also added more meaning to the initiatives if the government also made delays as a serious offence. This has to be understood because any system that tolerates delay is not only perpetrating inefficiency that results in loss of precious time, money and resources but also keeps the doors open for corruption. An inefficient person many not necessarily be corrupt or a habitual late comer or someone who adorns his vehicle with an unauthorized name plate. That person, by being inefficient is guilty of delaying work or in other words, not carrying out assigned duties at the appropriate and expected time and period. Therefore, someone who is inefficient is incompetent for the job and which also means that the person is unproductive and is a waste of investment. Inefficiency has become a terrible syndrome within the government and no one cares nor has the courage to make inefficient workers accountable. Inefficient and unproductive employees have no right to perpetrate waste and delays and creating havoc. If inordinate in the state government have become a cause for deep concern. With scores of suited-booted officers in as many departments, the state machinery appears to have overgrown to gigantic, inefficient and wasteful proportion. Hundreds of employees in a department hardly do anything and most are not found in the designated place of work. It has been the experience of many people who spent weeks and months just chasing after files for approval of simple matters such as registration or permission because the particular officer or dealing clerk does not show up. There is a strange system where public are made to suffer due to a kind of practice where either one of the officers or clerks don’t show up as if on rotation. Thus office work that should have taken one week, is stretched to months. While paper work takes hardly two or three days in a private organization, the same work would takes at least a month in government offices. The pay, perks and other facilities spent on government employees and the fact that there too many of them wasting precious resources by doing nothing is a crime. It is time that the new government introduce an old system, where date and time of receipt and dispatch are noted in the files. Any undue delay in disposing off files should invite explanation call. A public-friendly government means more than mere PR. It is about timely delivery which would not only put the fat-salaried and under worked employees on their toes but also earn the admiration of the public. If any government wants to promote progress, it must first start by toning up the system so that it provides efficient service to the people. Providing efficient service, today assumes importance in the global context as it is an indication of the ability and reliability of the system to promote true progress when so much has been made available within the frame of the system. Unless some drastic changes are imposed, any plan for progress will only regress and perhaps that is what has been the manifestation.

The founder was Atal Behari Vajpayee who subsequently occupied the office of Prime Minister to lead the NDA government, a coalition of several parties. The miracle of Congres demise took place under the leadership of Jayaprakash Narain, a Gandhian socialist. There was such a strong movement that all non-Congress parties came together on one platform. The old Jana Sangh members were very particular about maintaining their link with the RSS. This meant that the Hindutva ideology would remain to define the party’s communal agenda. JP’s clothes of secularism did not fit the proHindu Jan Sangh. Then the party was called the Jana Sangh. mitted it into the opposition combination fighting the authoritarian rule of Prime Minister Indira Gandhi. JP was conscious that the Jana Sangh was a political arm of the RSS. But he had been given an undertaking that the two would part company. When the Janata Party came into being, JP insisted on the Jana Sangh members, who occupied key positions in the Janata Party and government. To sever link with the RSS. JP knew how they had created an atmosphere where a Hindu would assassinate Mahatma Gandhi. Nathuram Godse touched Gandhi’s feet and shot the Mahatma point blank. It became clear later that there was a well prepared plan. The RSS was banned. The organization’s chief M.S. Golwalkar was arrested. But he was released after a year or so on the assurance that the RSS would not enter into electoral politics. It is another matter that they hid the fact that they are
the guiding force. Today the organization selecting the BJP candidates for the state assembly. The Lok Sabha poll would see the same trend. The undertaking on the RSS had turned out to be a ruse to join the Janata party. JP’s reminders to Jana Sangh leaders to make good on the promise Kuldip had no effect. How could they have when the Jana Sangh itself was an RSS creation, with the avowed aim of creating a Hindu rashtra? Initially, the Jana Sangh members tried to explain to JP that the RSS wasn’t what it was made out to be. When it came to the crunch, they refused point-blank to break ties with the RSS. JP felt cheated. But by then he was too sick to go back the people to expose the Jana Sangh. He did make it public that his trust had been violated but he was helpless because of ill-health. When the Janata Par-
ty raised the question of membership issue, the Jana Sangh members preferred to walk out. Curiously, by that time, they had acquired the credibility which the Jana Sangh, now the BJP, had not managed even after a few decades of Gandhi’s assassination. The two-year stay in the Janata Party and Nayar the portfolios they held in the central ministry helped the BJP immensely. On the one hand, the party to saffronised the new members. On the other, they selected persons for even assertive portfolio like information and broadcasting. Today the RSS seems to run on daily basis. The BJP also adopted at time a positive stance which confused the Hindu intelligentsia. When the leader like Atal Behari Vajpayee was at helm of affairs he did a balancing act and rode two horses at the same time Ayodhya-cum-Babri
Masjid dispute and other factors, percolated down to the BJP’s winning 181 seats in 1998, against the usual single digit tally, in a 545-member house. After that, even JP’s close followers found alibis to join hands with the BJP in the NDA so as to stay in the driving seat. By then it was evident that the BJP was desperate to widen its base. Deputy Prime Minister L.K. Advani minimized the differences between the political BJP and the totalitarian RSS. He had done everything to “unify” the Hindus, the most dangerous was the rath yatra he led through northern India, dividing Hindus and Muslims who had lived together for centuries. Advani was so satisfied with the results drawing a clear line between the two countries that his equated the rath yatra to Ayodhya with Gandhi’s Dandi Salt march. Prime Minister Modi
is underlying all the time that he is bigger than the party. Even after four years’ of rule, it is not clear which direction he is taking the country. Granted that his diluted form of Hindutva is spreading in the country, but this process has stopped at the Vindhyas. The southern states do not seem to give the impression of full participants. And once again the introduction of Hindi is creating the same problem as it did during the last days of Jawaharlal Nehru. Then his successor, Lal Bahadur Shastri, assured the nation on the floor of the house that the switch over to Hindi would solely depend on the non-Hindi speaking states who could say that they were ready for the switch over. It is up to Modi to see how he is able to reconcile with the two different trends. It is obvious that he would have to nudge the Hindi-speaking states. Only time will tell if he can to do so.

Some observations regarding the present education system E ducation is the all- round manifestation of an individual. It makes a person what he/she ought to be. The parents give birth to a child, but it is through a proper system of education that the child is moulded to a complete man. Education makes a man think and act in the right direction. H.J. Van Dyke opines, “The true object of education should be to train one to think clearly and act rightly.” Education facilitates the complete development of body, mind and spirituality. A nation can flourish only through a proper system of education. Education enables a person to take his desired place in the bigger area of society. But the education, which fails to do so, cannot be called education in the truest sense of the term. According to Swami Vivekananda,“The education, which does not help the common mass of people to equip themselves for the struggle of life, which does not bring out strength of character, a spirit of philanthropy and the courage of a lion, is it worth the name? It we judge the present system of education in vogue in India, we are bound to conclude that it has failed to achieve its end. After the independence of the country, many commissions have been formed to suggest a proper system of secondary and Higher Education. The Commissions have submitted their reports. Origanisations like U.G.C, NCERT have been set up to regulate and enhance the standard of education. But the things are remaining unchanged. It is admitted on all hands that vocational education and skill development should be given proper emphasis. But still, it is far from being implemented, as a result of which, our students are deprived of receiving beneficial education. So, the country is full of litterate uneducated, forming the long que in front of the Employment Exchanges in search of white-collar jobs. But “ Delhi Dur Asths”- for them, jobs is a distant star. So, these hungry youngmen are turned into angry young men and are being dragged to moral turpitude. On April 2, 2018, Shri P.B. Acharya, Hon’ble Governor of Nagaland spoke on the “Academic Assembly of Felicitation to prominent personalities, Governor Award and Scholarship to students, Programme”, organised by Janjati Shiksha Samiti (J.S.S), Kevijau Colony, Dimapur. Commenting on the present system of education in the state of Nagaland and the whole country, Hon’ble Governor pointed out that the graduates, who are coming out of the colleges and universities are not employable and hence, have become redundant. He stressed for skill development a n d u r ge d c o l l e ge s a n d universities to introduce skill
development courses, which would open employment opportunites, avenues for selfemployment and empower graduating students. He also called for a dialogue between industries and universities, so that the latter know the kind of graduates required for the industrial sector. So, far as the system of education prevailing in Nagaland is concerned, it shows a dismal picture. Everthing is in a mess here. Right to Education (RTE) has been passed in our parliament. One of its features is that up to Cl.8, non- detention policy is to be followed, which means that weak students, f a i l e d i n r e g u l a r t e s t s, would be coached in Extra classes and would appear in Re- Tests, after which they would be Promoted to next higher classes. Theoretically, the system appears to be comprehensive, but in practice, it is faulty. Year after year, the students are getting promotion to next higher classes without getting knowledge of their original classes. The students know that even if they don’t study properly, then also, they would be promoted to next higher classes. Parents and Teachers also know it, as a result of which, a sense of apathy has developed among all concerned. In the Board Examination in cl-9, a large number of students fail and uitimately, become dropouts. Of course, now-a-days, Government of Nagaland has realised the shortcoming of the Non- Detention Policy and are trying to ractify it to some extent. But the desired outcome is yet to be achieved. N ow - a - d ay s, m o r e emphatis is laid on the objective, very short and short types of question. Of course, it has got some advantages. The students are compelled to read the whole book and they become thorough. But in this system, there is very little scope for the students to develop their originality. In our time, in the subjects like History, Geography etc., we used to consult two or three books and prepare the answers. We were made to toil hard, which helped us to develop our habit of self- sufficiency. But now-a-days, students need not do that. The whole system has been sterotyped and it does not help the students to develop their original thinking capacity. It is something like spoon-feeding. In Nagaland, most of the High and Higher Secondary Schools are under Private Management. Most of these schools are not receiving any aid from the Government. So, these schools cannot maintain themselves nicely. They are not in a position to provide basic necessary facilities like Play-ground, library, science laboratory etc. to the students. The students reading in most of the private schools are deprived of these facilities.
But these private schools are producing the results. They keep up the pass percentage of the Board Examinations. If the results of H.S.L.C & H.S.S.L.C Examinations are carefully studied, it is found that the performance of most of the Government High/ Higher Secondary schools are below average. Inspite of getting all the facilities, what is the performance of Govt. Schools. Private schools are there all over the country. But in no other state, except Nagaland, the results of H.S.L.C & H.S.S.L.C are so much depending on the performance of private schools. It is a hindrance towards the upliftment of the standard of education of this state. Due to the acute shortage of funds, most of these private schools are not in a position to pay the required salaries to their teachers. The trachers are ill-paid. The salaries, which they recived from their schools are not sufficient enough to make both ends meet. How can the standard of education be improved, if the teachers are starving? In the Teachers’ Day Celebration, many highsounding words are showered on the teachers. But does the society really feel for them? Of course, the teachers are practising private tuitions. But this cannot and should not be the means to satisfy their requirements. In most of the private schools, the teachers are receiving scanty salaries and that too, adding fuel to the fire, are not regularly paid to them. Are we not digging the grave of education? In most of the countries of the world, teaching is an honorable profession and the teachers are held in high esteem in the society. They are well- paid and are placed in a secured position. But in our country and particularly, in our state, the sitution is reverse. If we exclude the Govt. High and Higher secondary schools, the fate of all the private schools teachers are more or less the same. In most of the private schools, the security of job is not there. So, the teachers are also oscilating. Insufficient salary and absence of job security do not attract the talented persons to the profession of teaching. Teaching has been the last career option for the employment- seekers of our country. The result is the detoriation of the academic standared. Young men and women, who join this profession under the compulsion of circumstances, are something like seasonal birds. Just after joining the schools, they start appearing interviews one after another in different offices and ultimately, if fortune favours any of them, he/she rushes out of the boundary of the school heaving a sigh of relief. Now, what becomes the condition of that school, where a teacher
has resigned in the middle of the session? How can a school flourish if it does not have a set and permanent teaching staff ? How can we improve the standard of education, if the things go on in their way ? The Parents and guardians are spending a lot for the education of their children. The expenitures incurred on children education (by the parents and guardians) are being maxinised day by day. Mr. Shivaji Sarkar in his article “ Education is for the rich” (Published in Nagaland post on April 9, 2018) has written, “Fees are being continuously raised for the last over 20 years. Stusents are being forced to fund their education throgh debt. Over half of the students, who graduate attain their degrees with high debt burden. The concept of Welfare State is crumbling. Education is apparently no more the responsibilty of the government”. “Almost all educational institutions are being forced to have a cut in allocation and give undertaking that they would earn 30 to 35 percent of their budgetary expenses themselves. This has led to increase in fees by even government-run institutions like IITS, IIMS, IIMC and NIFT.” (Thanks to Mr. Shivaji Sarkar). If the cost of providing education goes up in this way, how can the target of a qualitative Education system be- achieved? The Government is deaf, the parents are frustated, the children are crying, the teachers are starving. In a nutshall, this is the picture of present education system. The College education is also not better than this. In most of the collegs, classes are not regularly held due to this or that reason. Discipline is in a miserable state. The whole blame cannot be laid on the student community. Certainly, men at the helm of affairs cannot wash their hands clean of responsibility. They have not been able to channelise the energies of the young students properly. Mal-practice has become a very common feature in every college and university Examination. But what is the way out of it ? Will the things go on in this way ? Parents and guardians are an intergral part of the Education system. Education is a quadrilateral, the four sides of which are the students, the teachers, the Management and the parents. So, parents and guardians play a very dominant role to promote the education of the children. Most of the parents fall into two categories-overconscious and unconscious. Over - conscious parents are too much concerned regarding thestudies of their children. They guide and dominate their children at very step and do not allow their children todevelop the power of free thinking. At a certain age, the
children should be allowed some reasonable freedom to develop his or her inherent qualities. But this sort of parents are not allowing this, as a result of which, their children are becoming mentally handicapped. They cannot develop the power of free thinking and depend on their parents too much, which ultimately produces negetive results. This sort of parents try to materialise their unfulfilled desire through their children. Suppose, I wanted to become a doctor. But I could not. Now, I want that my son or daughter should become a doctor. So, after passing the H.S.L.C. Examination, I am compelling my son or daughter to go for Science, though he or she may not have any aptitude for Science subjects. The result is a big zero. My son is going out at four in the afternoon and is not coming back upto nine at night and I am not asking him where he has spent so many hours. I am witnessing late night T.V. flims with my adolescent son and daughter. Out of my affection, I have presented my son, who is reading in cl-9 or 10, a bike and a costly mobile phone. All the time, he is found to be biking and his mobile phone is always by the side of his ear. I am not enquiring whether my children are going to school regularly or not. I do not enquire whether they
are preparing their studies or not. My son or daughter sits tight in front of T.V. most of the time and I do not object to it. Can I be called an idea father? Certainly not. Proper care should be taken at home to develop the mind and character of the children. Particullarly, mothers have a great role to play to mould the character of their children. Unless the parents in general and the mothers in particular are conscious, the children can never be well brought- up. It is said that an educated mother is equal to one hundred teachers. Future is taking it’s birth in the wombs of the mothers, So, unless the mothers are awake, the society as a whole cannot flourish. In some families, parents are quarelling over this or that in front of their children. In many families, the relation between the husband and the wife is not cordial. All these have a very adverse impact on the children. In such families, it is found that the children are mentally paralysed. They are diverted and ultimately become a prey to drug addiction and other derogatory practices. I have tired to draw a penpicture of the dark side of the present day education system in my humble writing. If I hurt anybody in my write-up, I fervently beg apology for this. Shifting of Sunday market
Sir,
I would like to express my sincere gratitude to the Dimapur Municipal Council for shifting the Sunday market at the clock tower which gained much resentment over time from many of the local residents around the area. This infamous market had grown with time and was creating many problems for both the people residing around the area as well as those crossing it. In a simple question, ‘How can a main street become a common market for fishmongers, butchers, hawkers, vendors, etc?’ And the proper answer is again ‘For all these activities there is a place called a MARKET where the authorities allot and allows to take place.’ The DMC has really done a commendable job this time by banning this market which had been creating lots of problems like traffic snarls, dirtying the surroundings, clogging all the nearby drains, harassing church goers and so on. Members of various churches like the Lotha Baptist Church Dimapur, Chang Baptist Church, Holy Cross Church, Khermahal Ao Baptist Church, Living Word Church, Dimapur Christian Fellowship etc. who ply through this stretch faces a lot of problem on every church service hours because of this notorious market which has caused much distress and problem. He said this while addressing a meeting with representatives from universities in Nagaland, Bharat Scouts and Guides, Hindustan Scouts and Guides, Raj Sanik Board and North East Zone Cultural Centre
(NEZCC) at Raj Bhavan, Kohima on Tuesday. According to a press release issued by PRO to governor, Acharya explained that there were a number of schemes and welfare programmes like Jan Dhan Yoyana, Jeevan Jyoti Bima Yojana, Sukanya Samriddhi Account, Mudra Bank, etc, which were beneficial for the welfare and uplift of the people. He, however, observed that most people were not aware about these programmes. The governor asked institutions to inspire
people working there, besides students, to be more aware about the schemes and take advantage of them by disseminating information about these schemes. Stressing that skill upgrade was important, he asked institutions to focus on making their students employable and entrepreneurs. Topping cyber crime charts, Mum to get 4 cyber police stations MUMBAI, APR 17 (PTI): The Maharashtra government has approved the setting up of four cyber police stations in the metropolis to tackle increasing number of such crimes, a senior police official said today. “Four new cyber police stations will come up in the city. The government has sanctioned 186 new posts for this initiative and most of them would be in the rank of assistant police inspectors,” K M M Prasanna, Additional Commissioner of Police (Crime) told PTI. The National Crime Records Bureau, in its report on crime in 2016, which was released on
November 30 last year, had stated that Mumbai stood first among all cities in the country in terms of cyber crime cases. The NCRB report stated that Mumbai stood first with 4,172 such cases reported for the year 2016, while Bengaluru was second with 762 cases and Jaipur third with 532 cases. Mumbai currently has one cyber police station, at Bandra Kurla Complex, and officials said that it would become the first city in the country to have five such police stations once the proposed four are up and running. The official said that the working of the five
cyber police stations would be overseen by a deputy commissioner of police rank official who will report directly to the joint commissioner (crime). “Mumbai Police had started cyber crime cells at all its 93 police stations a few months ago. These cells will forward serious matters to the five cyber police stations,” he said. “It will help us tackle cyber crime effectively which in turn will help the common citizen. We expect the government resolution on the setting up of these new cyber police stations in a week,” Prasanna said.

a target of awarding 20,000 km of National Highways in 2018-2019 and aims to achieve construction target of 16,420 km, Union Minister Nitin Gadkari told The Hindu. Last fiscal, an average of 26.9 km roads per day was achieved. A total of 17,055
km of National Highways were awarded and construction of 9,856 km was also achieved in 2018-2019, he added.

The comments came in the wake of reports that some state governments have already directed their police to strictly implement the March 20 apex court order, which has upset Dalits groups leading to protests. “The Centre has made abundantly clear that there should be no dilution of the SC/ST Act. It has filed a review petition in the Supreme Court for recall of its order. As far as states are concerned, they are also on board. They are in touch with the Centre and many of them are taking steps.

Singh and industries minister Chander Prakash Ganga had resigned on April 13 over their participation in an earlier rally in support of the accused in the gang rape and murder of an eight-year-old girl in Kathua district. The former forest minister said the chief minister had failed to understand the popular sentiment and was yet to seek a CBI probe into the brutal incident. It is her (Mehbooba Mufti’s) biggest failure. Mumbai, Apr 17 (PTI): The rupee extended its losing run for the second straight day, falling by another 15 paise to end at a near 7-month low of 65.64 against the US dollar amid persistent capital outflows and a fresh ripple of geopolitical tensions. Headwinds in the form of consistent widening in the trade deficit accompanied by portfolio outflows amid unsupportive global factors kept overall sentiment highly bearish. Country’s trade deficit hit USD 13.69 billion in March, climbing from USD 11.98 billion in February. This is the weakest close for the Indian currency since September 27, 2017 when it had ended at 65.72. Despite a positive start to trade, it fell victim to panic reaction to touch a fresh intra-day low of 65.70 a dollar. Consistent capital outflows from domestic equities against the grim backdrop of the ongoing geopolitical tensions between the US and Russia over the Syria strikes further dampened the trading mood.

NEW DELHI, Apr 17 (PTI): The latest ITR-1 form, largely used by the salaried class of taxpayers, has been activated on the official e-filing portal of the Income Tax Department, a senior official said on Tuesday. The single Income Tax Return (ITR) form, notified by the CBDT on April 5, has been put on its website, https://www. incometaxindiaefiling.gov. in, yesterday. “Other ITRs will be available shortly,” he said. The new ITR forms for the assessment year 201819 mandate the salaried class assessees to provide their salary breakup, and businessmen their GST number and turnover. San Francisco, Apr 17 (IANS): Cyber security representatives from the US and Britain have warned of Russian state-sponsored cyber-attacks that are targeting network infrastructure devices such as routers and firewalls, to compromise government and private sectors globally. According to a US Computer Emergency Response Team (US-CERT), the Technical Alert (TA) provided information on the worldwide cyber exploitation of network infrastructure devices (routers, switches, firewalls, Network-based Intrusion Detection Systems) by Russian state-sponsored cyber actors. Karachi, Apr 17 (PTI): A six-year-old girl was raped and strangled to death in Pakistan’s southern Sindh province, triggering violent protests that led to the death of a person allegedly in police firing, media reports said today. The girl, who had gone missing on Sunday, was found dead in the bushes in Manghopir yesterday night. She was Tuesday identified as a resident of Baloch Goth, Orangi Town. The police had confirmed that the child’s body bore marks or torture. The post-mortem at Abbasi Shaheed Hospital confirmed that she was raped and tortured. There were marks of cigarette burns as well, Samaa TV reported. Further investigations are underway as samples taken from the body have been sent for chemical examination, the report said. Relatives and area residents placed the body of the deceased girl on Orangi Road in protest but took the body back to their home after it turned violent with demonstrators pelting stones at police and nearby vehicles. Two people were injured as police resorted to firing and teargas shelling to disperse the protesters.

Investigators from the Organisation for the Prohibition of Chemical Weapons (OPCW) arrived in Damascus on April 14, reports CNN. When the team visits the site on Wednesday, they are expected to gather soil and other samples to help identify the substances, if any, used in the attack that killed over 70 people. The US envoy to the OPCW, however, expressed concern that Russia had visited the site and “may have tampered with it” to impede the investigation. But in a BBC interview on Monday, Russian Foreign Minister Sergei Lavrov said: “I can guarantee that Russia has not tampered with the site.” Lavrov slammed the US, UK and France for carrying out the strikes on targeted Syrian properties on the night of April 13 which came as a retaliation to the Douma attack, before the OPCW team could conduct its investigation.

YANGON (MYANMAR), Apr 17 (Agencies): Myanmar President Win Myint has granted amnesty to more than 8,500 prisoners, reportedly including at least three dozen political prisoners. T h e a m n e s t y, a n nounced Tuesday, coincided with Myanmar’s traditional New Year. It was granted to 8,490 Myanmar citizens and 51 foreigners. A statement from presidential spokesman Zaw Thay said those released included the aged, people in ill health and drug offenders. None was individually named. Death penalty fast-food solution for rape: Experts
As public outrage mounted over the Unnao and Kathua rapes, Union minister Maneka Gandhi announced plans to introduce death penalty for rapists of children below 12 years. States like Madhya Pradesh, Haryana, Arunachal Pradesh and Rajasthan have passed bills to this effect, while Maharashtra, Delhi and Karnataka are actively considering the proposal. Experts, however, feel such reactions do more harm than good. Child sex abuse, experts say, is a complex crime unlike murder — the societal taboo, under-reporting and hostility to the victim

Anup Surendranath, director of the Death Penalty project at Delhi’s National Law University, describes death penalty as a fast-food solution for child rape. “The demand for death penalty arises from disgust and society’s need for revenge, not out of a need to protect the child,” he says. The provision, he says, will aggravate the problem of under-reporting of child sex abuse cases. In 95% cases, the perpetrator is known to the child. In such cases, the child is under severe pressure to not report the abuse. A recent five-state study by Centre for Child and Law at National Law School of India University (NLSIU) on the Protection of Children Against Sexual Offences Act (POCSO) found that in 59% of cases, children turned hostile. This is as high as 94% in Karnataka. This, along with shoddy investigation, results in low conviction under what has been seen as a strong Act. In Maharashtra, of the 1,330 judgments passed between January 2013 and December 2016, convictions were awarded in 257 cases — that is 19% cases — with the acquittal rate being 81%. In Delhi, of the 667 judgments between January 2013 and September 2015, conviction rate was less than 17%. Only one in every six cases resulted in a conviction. The victim turned hostile in 67.5% of the cases (450 cases) and testified against the accused in only 178 (27%) cases.

Govt to move SC for Dalit, SC/ST quota: Paswan NEW DELHI, Apr 17 (AGENCIES): Stepping up its Dalit outreach, the BJP-led NDA government will now push for reservation for schedules castes and tribes in promotion in government jobs and may bring an ordinance. Union minister and BJP ally Ram Vilas Paswan, who has emerged as the government’s key spokesperson on Dalit issues, told reporters that the government will move the apex court for the repeal of its directions which, he added, have halted the reservation for these communities in promotion. Paswan, who is a member of a group of ministers constituted for issues involving these communities, said the government is open to bringing an ordinance but will first move the apex court. His announcement comes close on the heels of the government’s decision to file pleas in the apex court against its two orders
Sikkim on way to achieve 100 per cent literacy: Chamling Gangtok, Apr 17 (PTI): Sikkim Chief Minister Pawan Kumar Chamling has said that the Himalayan state is headed towards achieving 100 per cent literacy. Addressing a public meeting, during his ongoing 32-day tour of the state, in the East district yesterday, Chamling said his government has given top priority to education and ensured that students from poor families get access to quality education. “Sikkim is steadily moving towards being a 100 per cent literate state,” Chamling said. Chamling said that his government has set up 26 colleges and seven universities in the past two years to provide quality education to students. A medical college and a veterinary college will be set up in the state and Sikkimese students will be given free education in these colleges, the chief minister said. “We are also coming up with our own state university,” Chamling said.

M U M B AI , A p r 1 7 (AGENCIES): Maharashtra has recorded 696 farmer suicides in the first three months of 2018 between January and March, according to official data. The figure is higher than the 672 cases reported in the same period last year, despite a farm loan waiver declared last June. Of the 696 cases, only 206 or 29% have been declared eligible for compensation so far. These are cases which a state committee links to indebtedness. The data shows that farmer suicides have risen in the three regions
of Marathwada (an arid belt), North Maharashtra (the epicentre of the farmers’ strike in 2017) and Western Maharashtra (the sugar belt). The Vidarbha region, home to chief minister Devendra Fadnavis, continues to report the highest number of farmer suicides, but has seen a decline of 24 cases compared to the same period last year (see box). Both the Vidarbha and Marathwada regions are in the cotton-growing belt, where 80% of the crop was affected by the pink bollworm pest attack last year.
The impact of the loan waiver has yet to kick in with payouts proceeding at a slow rate, say activists. Till March 7, Rs 13,782 crore had been credited into the accounts of 37 lakh farmers, when the final beneficiary list is meant to be 69 lakh farmers. “This slow pace has affected crop loan disbursements as well with banks waiting for the waiver money to come in,” said Ajit Navle from the Kisan Sabha. Farmer groups stress that the crucial issue of pricing of crops has yet to improve, without which farm incomes will not rise. Officials admit that procurement by the government of crops under the minimum support price has been slow owing to the lack of storage space. Cotton prices have additionally been impacted by the pink bollworm attack, says activist Vijay Jawandhia. “Good quality cotton is selling at Rs 4,800 but poorer quality cotton is selling at around Rs 2,500. This is the price for 30-40% of cotton sold,” he added.

Paswan said the court has ruled in favour of reservation for SCs and STs in promotion but also introduced several conditions, which have led to nonimplementation of quota guidelines.
According to these guidelines, state and central governments have to verify backwardness and efficiency for employees to be benefitted from reservation in promotion rules, Paswan said. The Constitution regards schedules castes and tribes as backwards, he said, adding that SC and ST employees are as efficient as others so both criteria are unnecessary. The NDA gover nment had recently filed a review plea in the apex court against its order on the Schedules Castes and Scheduled Tribes (Prevention of Atrocities) Act and also a Special Leave Petition against a decision that has led to fall in the number of seats reserved for SC and ST candidates in universities. “Nobody has done so much for Dalits as the NDA government has. We are committee to ensure that their interests are not harmed,” Paswan said.

2 WWII era bombs found in WB village
HANSKHALI (WB), APR 17 (PTI): Two bombs of the World War II era were found when workers were digging a pond at a village in Nadia district of West Bengal. The bombs are 50 inches in length and 38 inches in diameter, a police officer said today. “The two bombs seem to be of the World War II period. We have informed the Army for necessary action,” the officer said. Armymen came from Kolkata, around 100 km from here, and inspected the bombs yesterday, he said adding that they would take it away after getting permission from
the authorities concerned. A pond was being dug at Chhoto Chupria village under Hanskhali police station area on Saturday when two large cylinderlike objects were found. The cylinders resemble bombs used during the World War II. The police recovered the bombs and kept them under pile of sand in the compound of Hanskhali police station. An official of Nadia district administration said, in the early 1940s, an area which is now Kalyani city, used to be known as Roosevelt Town and an US airbase was located there.

Lucknow, Apr 17 (PTI): All 13 candidates, including two ministers, who filed nominations for as many vacant Uttar Pradesh Legislative Council seats are set to sail through unopposed as their nomination papers were found valid during scrutiny today, an official said. “As many as 13 candidates had filed their nomination papers for 13 seats. The nomination papers of all the candidates were found valid during scrutiny,” returning officer Ashok Kumar Chaubey
said.
However, an official declaration of the results will be made after 3 pm on April 19, the last date of withdrawal of candidature, officials said. While the SP and the BSP have fielded one candidate each, the ruling BJP has put up 10 candidates, including two UP ministers Mahendra Singh and Mohsin Raza. CHANDIGARH, APR 17 (IANS): The Punjab and Haryana High Court on Tuesday directed that a compensation of Rs 20 lakh be paid to the wife of a Shiromani Akali Dal leader of Punjab who was killed in 2015 in a shootout by the police who mistook him for a gangster. The high court ordered the compensation to Mukhjit Singh Mukha’s wife Harjit Kaur. She had approached the high court against the Punjab government. Justice Rakesh Kumar Jain gave the order as the court found the Rs 5 lakh compensation given by the then state government was inadequate. The victim was only 38 years old when he was waylaid by a team of the Punjab Police in Amritsar district on June 16, 2015, and was indiscriminately fired upon. Mukha received 23 gunshot wounds and died. The Punjab Police later set up a special investigation team (SIT) to probe the incident. The police team responsible for the shootout admitted that they mistook Mukha to be a gangster. The Akali Dal was in power when the incident took place. The then Deputy Chief Minister and Shiromani Akali Dal president, Sukhbir Singh Badal, who was also the state Home Minister, announced the Rs 5 lakh compensation.

NEW DELHI, APR 17 (IANS): The BJP on Tuesday again criticised the Congress for allegedly coining the term “saffron terror” to defame the Hindus and sought an apology from its leadership, even though the opposition party had a day earlier denied the charge. “(Congress leaders) Sonia Gandhi and Rahul Gandhi should apologise to the Hindu community for defaming them globally and taking the Hindus for granted. You can’t take the Hindus for granted. NEW DELHI, APR 17 (IANS): The Uttar Pradesh Sunni Wakf Board on Tuesday told the Supreme Court that it won’t stake claim to the ownership of the Taj Mahal. Asking senior counsel A.D.N. Rao appearing for the Archeological Survey of India (ASI) to take instructions, a bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said that once the Board pressed its right over the monument then it has to
adjudicate the issue. “Once you have registered the monument as a Wakf property, your statement that you will not be staking claim will not help,” said the bench. The court directed the next hearing of the matter on July 27. In its earlier hearing on April 11, the apex court had asked the Wakf Board to produce an original title document bearing the signatures of Mughal Emperor Shah Jahan to prove its claim.

LUCKNOW, APR 17 (IANS): In a case with harrowing echoes of the crime in Jammu and Kashmir’s Kathua, an 8-year-old was raped and then murdered in Etah district of Uttar Pradesh, police said on Tuesday. The victim had gone to attend a wedding with her family where she went missing, only for her body to be found early next morning in a field. A drunk youth, found lying beside her, has been arrested on suspicion of raping her, an official said. The family of the victim has accused the 18year-old Sonu of luring the girl to a deserted place when the wedding rituals were underway and then raping her. He has also been accused of strangulating her later for fear of being identified later. Police officials said the case was being probed and that the accused has been charged under the Protection of Children from Sexual Offences (Pocso) Act.

Kathmandu, Apr 17 (IANS): A senior UN official on Tuesday lauded the government and the people of Nepal for the nation’s political transformation in the last two decades. UN Assistant Secretary-General for Political Affairs Miroslav Jenca expressed happiness over the success of Nepal’s peace process during several meetings with government officials including Foreign Minister Pradeep Gyawali in his recent visit to the country, the UN Resident Coordinator’s Office in Kathmandu said in a statement. “In his meetings, Jenca commended the government and the Nepali people on the success of the home grown peace process as laid out in the 2006 Comprehensive Peace Agreement, and the political transformation Nepal has undergone over the last two decades,” Xinhua news agency quoted the statement as saying. Pervez Musharraf accused of ‘Silk Road’ plan intended to serve China’s security goals selling 4,000 Pakistanis to US Islamabad, Apr 17 (Agencies): In a major revelation Javed Iqbal, a retired judge, has accused former president of Pakistan, Pervez Musharraf of selling thousands of Pakistani locals to foreign countries. Iqbal, head of the commission of missing persons, made these accusations at a briefing to the National Assembly’s Standing Committee on Human Rights. Iqbal, who also heads the National Accountability Bureau (NAB), during the briefing, said that Musharraf handed over at least 4,000 Pakistani locals to Washington in exchange of dollars, calling it a “secret handover”, India Today reported.
The revelation comes at a time when Pakistan is confronted with a major civilian stir called the Pushtun Tahafuz Movement (PTM). PTM’s primary demand include divulging the fate of thousands of missing persons from various parts of Khyber Pukhtunkhwa province and the Federally Administered Tribal Areas (Fata). The case of missing persons is also a major issue of concern that Pakistani establishment faces in Balochistan province. Declaring Musharraf ’s actions “illegal” and “unlawful”, recommendations have been put forward for further investigation into
the matter. “As per the law and the Constitution, how could someone secretly handover Pakistani nationals to any other country?” questioned Iqbal. Interestingly, Musharraf ’s actions were not questioned by any of the parliamentarians of the then elected government. The re por t by the US-based research group C4ADS questions China’s portrayal of the trillion-dollar programme, called the “Belt and Road Initiative,” as strictly meant to promote economic development. President Xi Jinping’s signature foreign policy programme, is working to reinforce China’s links to Southeast Asia, Europe and Africa through networks of roads, ports, railways, power
plants and other infrastructure projects. C4ADS, a nonprofit research institute that specializes in data analysis and security, examined official Chinese policy documents and unofficial reports by Chinese analysts to analyze the intentions of Beijing’s ambitious economic development programme, which seeks to connect 65 per cent of the world’s population in more than 60 countries. Chinese officials say the initiative, also known as a modern “Silk Road” harkening back to maritime and land-based trade routes of centuries past, is driven by commercial considerations. They have rejected assertions that it is also meant to expand Beijing’s global influence.
The report analyzed 15 Chinese-funded port projects in Bangladesh, Sri Lanka, Cambodia, Australia, Oman, Malaysia, Bangladesh, Indonesia, Djibouti and elsewhere in the Indo-Pacific region. It concluded that projects aren’t driven by “win-win” economic development for the individual host countries, as Beijing claims. “Rather, the investments appear to generate political influence, stealthily expand China’s military presence and create an advantageous strategic environment in the region,” it said. China’s foreign ministry rejected the findings, saying in a statement that Belt and Road is “essentially an economic cooperation initiative” promoting com-
mon development through infrastructure. “China is not playing a geopolitical game,” it said. While there’s no official policy document linking Belt and Road to China’s national security interests, Chinese analysts have written that developing the programme and pursuing Chinese security are “intimately linked,” the report said. The analysts don’t represent official thinking but the authors believe what they say could influence decisionmakers promoting the Belt and Road Initiative. “Many of these observers recognize that a network of maritime logistics hubs throughout the Indo-Pacific, including ports, has the potential to change the region’s strategic landscape, and
several explicitly describe the role of infrastructure investment in Chinese grand strategy,” the report said. The projects shared characteristics that, taken together, pointed to China’s security intent, the report said. These include being in strategic locations such as entrances to the contested South China Sea, in an apparent effort by Beijing to ease its worries about energy imports and potential blockades. The port projects involve dual civilian-military use, Communist Party influence through the involvement of Chinese stateowned companies and control through equity stakes or long-term leases and a lack of transparency and expected profitability, it said.

Washington, Apr 17 (Agencies): Scientists have accidentally developed a plastic-eating enzyme that may be used to combat one of the world’s worst pollution problems. According to CNN, researchers from Britain’s University of Portsmouth and the US Department of Energy’s National Renewable Energy Laboratory (NREL) made the discovery while examining the structure of a natural enzyme found in a waste recycling center a few years ago in Japan. They say the enzyme, Ideonella sakaiensis 201F6, is able to “eat” polyethylene terephthalate, PET, which was patented as a plastic in the 1940s and is used in millions of tons of plastic bottles. Their aim was to study its structure, but they accidentally engineered an enzyme which was even better at breaking down PET plastics. “We hoped to determine its structure to aid in protein engineering, but we ended up going a step further and accidentally engineered an enzyme with improved performance at breaking down these plastics,” said NREL’s lead researcher Gregg Beckham. The discovery could result in a recycling solution for millions of tons of plastic bottles made of PET, which currently persists for hundreds of years in the environment, the University of Portsmouth said on its website.

Kendrick Lamar wins Pulitzer Prize for music

apper Kendrick Lamar has won the Pulitzer Prize for music, becoming the first non-classical or jazz artist to collect the award. The 30-year-old Californian won the prize for his album Damn, released in April 2017. Organisers said it offered “affecting vignettes capturing the complexity of modern AfricanAmerican life”. Lamar won five Grammy awards for Damn in January - but lost the coveted album of the year prize to Bruno Mars. Matthew Trammell of Pitchfork said of Damn: “Storytelling has been Lamar’s greatest skill and most primary mission, to put into (lots of) words what it’s like to grow up as he did - to
articulate, in human terms, the intimate specifics of daily self-defense from your surroundings. Somehow, he’s gotten better.” As well as being a critical success, Damn went platinum in the US just a month after its release. It has now sold more than a million copies in his home country and when streaming is included, that figure rises to 3.1 million equivalent sales. The album sees Lamar question his motivations, contradictions and failings against the backdrop of political and cultural turmoil in America. His weighty, dextrous raps are framed by bleeding-edge production, while the single DNA features a sample of Fox News host

rake has broken a UK chart record previously held by The Beatles. The Canadian rapper tops the UK Singles Chart this week with ‘Nice For What’, making it the second time he’s done so this year after ‘God’s Plan’. According to a press release, the quick one-two of chart-toppers means that Drake has broken a chart record for the shortest time between UK number one debuts. The record was previously held by The Beatles when they followed ‘Get Back’ with ‘The Ballad of John and Yoko’, the group’s final UK number one, in 1969. Last week saw Nicki Minaj discussed the beef between Drake and Meek Mill, describing it as “one of the hardest parts of my career”. Minaj, who was dating Mill at the time,

Court allows Salman Khan to travel abroad

advocate Mahesh Bora after brief arguments by public prosecutor Pokar Ram. Salman was granted bail in the poaching case here on April 7 after being
sentenced to a five-year jail term. The actor spent two nights in jail following the court’s verdict, after which he was granted bail. District and Sessions Court Judge Ravindra Kumar Joshi had asked the actor not to leave the country without the court’s permission. Salman was granted bail on a personal bond of Rs 50,000. (IANS)

With the spotlight away from them, the focus shifted to the likes of paddler Manika Batra from Delhi, javelin thrower Neeraj Chopra from Haryana and weightlifter Mirabai Chanu, who all led from the front to ensure that India’s national anthem was played 26 times, across seven venues, from the Belmont Shooting range in Brisbane to the Oxenford studios which hosted table tennis, squash and boxing. The rarity of his achievement ensures that the ‘best Indian male athlete award’ of the Games should go to javelin throw champion Neeraj Chopra. On his way to gold, Chopra silenced the home crowd,
which was rooting for veteran Australian Hamish Peacock. Competing in the hostile, packed cauldron of the Carrara Stadium would have been a tough initiation for Chopra, who proved he was made of sterner stuff, coming up with a series of massive throws that took the gold away from the hosts. The same honour in the women’s section should go to another youngster table tennis champion, Manika. Haryana to honour 22 CWG medal winners
Chandigarh, Apr 17 (IANS): With one-third - 22 out of the 66 - Indian medal winners in the 21st Commonwealth Games (CWG) in the Australian city of Gold Coast being from Haryana, the state government has announced that it will honour all of them on April 26. “Every gold medal winner will get cash award of Rs 1.5 crore, silver medal winner Rs 75 lakh and bronze medal winner Rs 50 lakh,” Chief Minister Manohar Lal Khattar said while addressing a public meeting at village Siwah in Panipat. Describing Haryana as a hub of sports, he said that Haryana is a small state having just two per cent population of the country, yet the players have brought laurels at national and international level with their performances. “The Indian contingent finished third in the medal tally with a total of 66 medals in CWG. Haryana players, especially the women, led the medal tally for India with a total of 22 individual medals which is 33 per cent,” he said. Khattar said that Haryana is the only state in the country where cash award of Rs 6 crore is given for winning the gold medal in Olympics, Rs 4 crore for silver medal and Rs 2.5 crore for bronze medal. State Sports Minister Anil Vij said that players from Haryana won 9 gold, 6 silver and 7 bronze in the 2018 CWG.

Mary, 35, won gold on debut at the Commonwealth Games in Australia last week, complementing a trophy cabinet packed with five amateur world championship titles and an Olympic bronze from London 2012. But India’s most accomplished pugilist, feted at home as “Magnificent Mary”, says the best is yet to come and has rubbished suggestions she could be close to hanging up the gloves. “I have never talked about retirement, they were just rumours. IOA supports Sisodia appeal against CGF decision
NEW DELHI, Apr 17 (PTI): Days after saying that triple jumper Rakesh Babu and race walker KT Irfan will be liable to sanctions for breaching CWG’s ‘no needle policy’ , the Indian Olympic Association (IOA) on Tuesday said it supports officials who had appealed against the CGF Court decision to oust the two athletes from the Games Village in Gold Coast. Rakesh Babu and Irfan were ordered out of the Games Village after needles were recovered from their bedroom, prompting CGF to issue a strongworded reprimand to the Indian officials including Chef de mission Vikram Sisodia, general team manager Namdev Shirgaonkar and athletics team manager Ravinder Chaudhry. IOA Secretary General Rajeev Mehta had said, “The athletes would be liable to sanction as de-
cided by the Medical and Ethics Commissions of the IOA soon after Shirgaonka announced that they will appeal against the ruling.” However, the IOA on Tuesday day issued a statement saying that it stands by its officials. “It is unfortunate that the CGF Court reprimanded the Indian Officials who had made every attempt to ensure athletes fell in line with the CGF No Needle Policy. While IOA will further investigate into those athletes who were found with needles in the Games Village, we stand by our officials’ request to the CGF to review its decision,” Mehta said in a statement.
