Training on adding value to fish products DIMAPUR: The department of Fisheries and Aquatic Resources conducted a training program on Value Added Fish Products for womenfolk on March 29 at CRBC, Zunpha, Tseminyu. DIPR reports that district fishery officer Kohima along with her staff, gave hands on training on making Fish Pickle, Fish Cutlet, Fish Finger and Fish Soup, laying emphasis on hygiene, product packaging and food safety measures. At the closing program CRBC Zunpha development secretary, Arhunlo Semp thanked the department for organizing the training and also encouraged the trainees to become self reliant by utilizing the skills and knowledge learnt at the training program. DIMAPUR: Yimchungrü Tribal Council (YTC), through a press release by its information and publicity secretary, Mathew K Janger, has informed the public that as per the YTC constitution, all villages under YTC jurisdiction are prohibited from using chemicals, electric appliances, and dynamite, other than traditional methods, for fishing. The union has also declared a prohibition on hunting and use of any inorganic pesticides, chemicals, and salts. Village councils and area GB unions have been asked to strictly implement the directives, penalize defaulters as per law and report to the office of YTC, the release stated.

Election campaign gathers momentum

DIMAPUR, MAR 31 (NPN): With just ten days remaining before the April 11 polls, the fight for the lone Lok Sabha seat is all set to witness a quadrangular contest between NDPP/ PDA consensus candidate, INC, NPP and an Independent while the by-election to the 26-Aonglenden constituency will witness a straight fight between ruling NDPP/PDA candidate and Congress nominee. Campaigning for both Lok Sabha and by-election will end by 6 p.m., two days before the polling day (April 11). The two other candidates for the by-poll— Toshipokba Longkumer (NPF) and O. Tinu Longkumer (NPP) not only withdrew their candidature but announced full support to the PDA consensus candidate from the NDPP. Chief electoral officer Abhijit Sinha had informed that as per the final electoral rolls, there was a total of 12,13,777 voters in the State, including 7,490 service electors. There has an increase of 16,341 voters in 2019 as compared to 2018 electoral rolls.
Diesel prices down 8-9 paise, petrol unchanged N e w D e l h i , M ar 13 (IANS): Diesel prices across the four metro cities declined for the fourth straight day, with prices falling by 8 to 9 paise on Sunday, data on the Indian Oil Corp’s website showed. Petrol prices, however were unchanged during the day, according to the data. In the national capital, diesel was priced at Rs 66.14, down from Rs 66.22 per litre on Saturday. In Kolkata, diesel was sold for Rs 67.92, against the previous level of Rs 68 per litre. Price of the fuel in Mumbai and Chennai declined by 9 paise to Rs 69.27 and Rs 69.88 on Sunday, from the previous levels of Rs 69.36 and Rs 69.97 per litre respectively. Fuel prices in the country are based on a 15day average of global crude prices and the rupee-US dollar exchange rate. Currently, the benchmark Brent crude oil is priced around $67 per barrel. Cost of petrol in Delhi, Kolkata, Mumbai and Chennai was at Rs 72.86, Rs 74.93, Rs 78.48 and Rs 75.67 per litre, all unchanged from Saturday’s levels.

In Aonglenden constituency, there are 12,482 voters, out of which 46 were service electors, 6,290 female and 6,146 male voters. For the 2019 Lok Sabha polls, 450 polling stations have been identified as critical and vulnerable, all of which would also have web streaming and offline videography. On the other hand, 16 polling stations under 26 Aonglenden constituency have been identified as critical and vulnerable, where live web streaming and videography will be done. To encourage 6,081 persons with disability to vote, the officials said the number of ramps had been increased, while 200 wheel chairs would be placed at the polling stations. As voting would be held simultaneously for both Lok Sabha and Assembly by-election in Aonglenden, two electronic voting machines would be placed in the voting chamber. The Lok Sabha election for the lone seat from Nagaland is going to be a quadrangular contest where the ruling PDA coalition consensus candidate from the NDPP will vie with Congress, NPP and an independent. In 2018, NDPP fielded Tokheho Yepthomi as PDA candidate and won the bye-poll for the Lok Sabha against former Congress colleague and NPF candidate C. Apok Jamir. The NDPP has once again re-nominated Tokheho as the consensus candidate of the PDA. Court martial of Major Gogoi complete: army SRINAGAR, MAR 31 (IANS): The court martial proceedings against Army Major Leetul Gogoi have been completed and he is likely to face reduction in seniority for fraternising with a local woman, Army sources said on Sunday. Major Gogoi was in the centre of a controversy in 2017 when he created a human shield by tying a Kashmiri youth to the bonnet of his jeep to avoid attacks by stone pelting mobs during the discharge of duties in the Badgam district of Jammu and Kashmir. Major Gogoi’s driver, Sameer Malla, who facilitated the major’s relationship with a local woman, also faced the court martial proceedings. “He is likely to be given a serious reprimand,” sources said. After completion of summary of evidence against Major Gogoi and his driver in February, followed by the initiation of court martial proceedings, the two were held guilty on two counts, “fraternising with a local woman in spite of instructions to the contrary and being away from place of duty while in operational area”.

According to the Nagaland Congress president, NPF and Congress were standing together to protect the Naga faith and identity and to carry the political negotiations forward for a solution at the earliest. Aizawl, Mar 31 (IANS): Come Monday and alcohol will not be available in Mizoram. State Excise and Narcotics Minister K. Beichhua said the MNF government had taken the step to save future generations from the menace of alcohol and drugs, and establish a clean Mizo society. Fulfilling its pre-poll promise, the Mizo National Front (MNF) government last week unanimously passed the Mizoram Liquor (Prohibition) Bill, 2019 to again ban the sale and consumption of alcohol in the northeastern state after four years. The ban comes into force from April 1. Beichhua said the state government stands to lose Rs 70 crore annually in revenues following the decision. “But the loss of revenue is much less than the loss of human life and suffering. Larger societal benefit is more vital,” Beichhua told IANS in a telephonic interview. The Minister said that the MNF government had decided to ban production, import, sale and consumption of liquor for the common people, except defence personnel and those with medical needs. “Separate licences will be issued to defence personnel who can consume liquor. People under treatment would be allowed to drink only if it is prescribed by a doctor, Beichhua said. The state government is yet to decide on whether or not to allow domestic and foreign tourists to drink.
Deadline for linking PAN with Aadhaar till Sep 30 NEW DELHI, MAR 31 (PTI): Central government on Sunday extended the deadline for linking Permanent Account Number (PAN) with biometric ID Aadhaar by 6 months till September 30, as per an official statement. However, quoting of Aadhaar will remain mandatory for filing income tax returns (ITRs), following the Supreme Court order. This is the sixth time the Central government has extended the deadline for individuals to link their Permanent Account Number (PAN) with Aadhaar. In June last year, the government had said that PAN has to be linked with the biometric ID by March 31. “....now the cut-off date for intimating the Aadhaar number and linking PAN with Aadhaar is September 30, 2019, unless specifically exempted,” the
Central Board of Direct Taxes (CBDT) said in a statement. The Central Board of Direct Taxes said there were reports that those PANs which are not linked with Aadhaar number by March 31 may be invalidated, following which the matter was considered by the government and the date extended till September 30. “Notwithstanding the last date of intimating/linking of Aadhaar Number with PAN being
September 30, 2019, it is also made clear that with effect from April 1, 2019, it is mandatory to quote and link Aadhaar number while filing the return of income,” it added. The apex court, in September last year, had declared the Centre’s flagship Aadhaar scheme as constitutionally valid and held that the biometric ID would remain mandatory for filing of Income Tax returns and allotment of Permanent Account Number.
A five-judge constitution bench had, however, said that it would not be mandatory to link Aadhaar to bank accounts and telecom service providers cannot seek its linking for mobile connections. Till September last year, of the 41 crore Permanent Account Numbers issued, over 21 crore were linked to Aadhaar. The Supreme Court in its order upheld section 139AA of the Income Tax Act. Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities. The earlier deadlines for linking PAN with Aadhaar were July 31, August 31 and December 31, 2017, March 31, 2018, June 30, 2018 and March 31, 2019.
Srinagar, Mar 31 (PTI): Among the threads being investigated in the February 27 crash of an IAF Mi-17 helicopter near Srinagar during a tense standoff with Pakistan include the possibility that it may have been “accidentally” shot down by Indian Air Defence System, officials said. The officials, who are familiar with the investigation and spoke on condition of anonymity, believe that the Indian Air Force (IAF) helicopter may not have switched on the Identification Friend or Foe (IFF) system which identifies the flying object to radars, whether it is a an enemy or one of its own. The IFF technology developed during World War II is an instrument within the aircraft or a helicopter which sends signals to nearby radars giving its identification signatures.
The IAF refused to comment on speculation that the helicopter, which crashed in Kashmir region killing all six personnel on board, may have been shot down by the air defence system which was on the highest alert after Indian air strikes at Balakot in Pakistan on February 26. An IAF spokesperson would only say, “In any flying accident the Court of Inquiry looks into all possibilities before conclusively establishing the cause of an accident. In the instant case also, the ongoing Court of Inquiry is looking into every possibility that could have caused the accident. If you continue to have nocturia, ask your doctor to check your blood pressure and salt intake,” said study author Satoshi Konno of Tohoku Rosai Hospital in Sendai, Japan. The study examined the link between nocturia and hypertension in the general Japanese population. The researchers enrolled 3,749 people who had an annual health check in 2017. Blood pressure was measured and information (Full report on p-5) on nocturia was obtained
through questionnaire. Nocturia (one or more nocturia events per night) was significantly associated with hypertension, showed the findings presented at the 83rd Annual Scientific Meeting of the Japanese Circulation Society (JCS 2019). The risk of hypertension rose significantly as the number of nocturia events per night increased. “We found that getting up in the night to urinate was linked to a 40 per cent greater chance of having hypertension. Arunachal will witness simultaneous polls to the assembly and the Lok Sabha. The Tibetan refugees who came to India in 1959 and are settled in five refugee camps in the state, are not willing to take citizenship of India even if the Supreme Court grants it to them as they are fighting for their country’s freedom, he said. A few Tibetans who married locals and tried to obtain citizenship certificate by illegal means were denied it, he said. “When I came to know about the issue, I had said that the old Tibetan rehabilitation policy should be made clear and well defined with information on how many Tibetans are residing in the state so that in the future no refugees can get the rights and benefits of indigenous tribal people,” Rijiju said.

SDF, SKM lock horns over reservation for tribals Gangtok, Mar 31 (PTI): A war of words erupted between the ruling Sikkim Democratic Front (SDF) and the opposition Sikkim Krantikari Morcha (SKM) over the “inordinate delay” in reserving Assembly seats for Limboo and Tamang communities, which form over 30 per cent of Sikkim’s population. SDF supremo and Chief Minister Pawan Kumar Chamling had asserted in 2014 that he would resign if the two communities were not allotted reserved seats before the 2019 Assembly polls, a commitment that has now come to haunt him, with the SKM posting a clipping of his statement, published in a newspaper, on the social media. The Limboo and Tamang communities,
granted tribal status in 2002 by the Atal Bihari Vajpayee-led NDA government, have long been seeking reservation in the 32-member House, in line with the Lepchas and the Bhutias. Although there is no provision for seat reservation in the Sikkim Assembly for the scheduled tribes, the Lepchas and Bhutias have been granted 12 seats under Article 371(F) of the Constitution, which protects the rights of the local people. A petition was moved in the Supreme Court by the tribal groups, seeking adequate representation in the Assembly. The apex court on January 4, 2016 directed the Home Ministry to take necessary action. Chamling, in his attempt to skirt the issue,
alleged that the opposition parties have “misled the NDA government” on the issue. “We will continue to work hard to ensure that the Limboo and Tamang communities get their dues. No matter which government comes to power at the Centre, we will persuade it to enact a legislation to grant the constitutional right of the two tribal communities,” Chamling, who is seeking a record sixth consecutive term for his party, said recently. P D Rai, a Lok Sabha MP of the SDF, blamed the Centre for the “inordinate delay”. “It is the Centre who is to be blamed for the inordinate delay in granting the communities their rights. This time, too, we
have included the issue in our party’s manifesto,” he said on Saturday, adding that the SDF, if elected to power, will “vigorously pursue” the matter with the central government. The SKM, however, pinned blame on the SDF, a member of the BJP-led Northeast Democratic Alliance, claiming that the ruling party failed to live up to its promises. “The SDF had made a firm commitment to give the tribal communities their dues, but could not deliver They (SDF) should take the blame for the delay in granting Limboos and Tamangs their rights,” Jacob Khaling Rai, the spokesperson of opposition SKM, said. Reports stated that with hopes of rest of the bodies getting retrieved fades, the miners’ families have been left high and dry, wondering whether the state will abandon the mission. For some of these families, they have lost a breadwinner. Breadwinner or not, all of them have lost a family member and a young one at that. The state could not care less. It cares when men in uniform die as it helps them earn brownie points. In this country, if you are poor you are a non-citizen. Period.

On December 13, at least 15 miners were buried in a rat hole mine in Ksan in Meghalaya’s East Jaintia Hills after it was suddenly flooded. One miner, Saheb Ali, climbed out in the nick of time, and lived to tell the tragic tale. Ksan-like tragedy keeps happening in Meghalaya. In July 2012, 15 coal miners were similarly buried in South Garo Hills. Their bodies were never recovered. Owners of illegal coal mines in Meghalaya often never report such deaths. The miners are generally poor migrant labourers from Bangladesh and Nepal. When they do not call home for months, their families simply give up because looking for them means crossing the borders clandestinely, and that is a risky proposition. After the Supreme

work of narrow horizontal tunnels are dug to extract coal and haul it up by cranes. Mine owners in the region say any other method of extracting coal isn’t viable due to the thinness of the coal seams. In fact, until a few years ago, mine owners employed children because they were more agile and could enter the horizontal shafts much more easily. When this was reported by a non-govern-

Apparently, after the rains stop in October-November, the region’s mine owners team up and start dewatering the mines, keeping pumps running until all water is drained. They did not come forward to help, the owners claim, because they had gone into hiding for fear of being arrested for operating the mines despite the ban. The tragedy has revealed the complete apathy of the Meghalaya government, which had to be pushed by the Supreme Court time and again to step up the rescue mission even as its lawyer trotted out excuses and said everything was being done.

In a condemnation note, NPP Nagaland unit, general secretary IPR, Ricky Ozukum alleged that two NPP workers- Jaley Anna and Kham Nai Abhi –were abducted and assaulted, where the former succumbed to his injuries and the latter undergoing medical treatment. The two were supporters of NPP candidate Tirong Aboh, who is contesting from the Khonsa West assembly seat in Arunachal Pradesh.

DIMAPUR: Naga Scholars’ Association (NSA) organized a national level “Research Scholars Colloquium” at the School of International Studies (SIS), JNU, New Delhi, chaired by political scientist, professor Jagpal Singh from IGNOU on March 29. A press release from NSA president, Dr. Zuchamo Yanthan and general secretary, Dr. Lungthuiyang Reimai stated that the first speaker, Chibenthung Yanthan, PhD scholar, JNU spoke on “Understanding Russia’s sovereign democracy as a counter-narrative to the western model of liberal democracy”. The main purpose of this paper was to analyze some of the reasons Russia feels the need to reject the Western model of democracy and put forward their own model. Chibenthung concluded by
stating that if Nagas, as an aspiring nation, can come up with its own model it can be used to frame the foundation of their political practices. The second speaker Dr. Imtimangyang (Imti), consultant, NUEP spoke on “Incorporation of Christianity among the Ao Nagas: A case study of Molungkimong village”. Imtimangyang stated that the protestant Baptist Christian denomination’s flexible nature offers the possibility of a personalized way to approach Christianity without negating its core cultural ethos. The 3rd speaker, Thejalhoukho, PhD scholar, JNU gave a presentation on “Contested customs in the Naga Hills: Baptist reformers, salvage ethnography and Naga customary law”. Thejalhoukho analyzed contestations between two different discourses on “Tribal”
customs during the late 19th and early 20th century in the colonial Naga Hills District. He tried to rationalize contradictions between the objectives of the Baptist missionaries to convert the so called “tribals from barbaric & heathen customs”, and colonial ethnographers advocating for preserving tribal customs and traditions of the Nagas. He also stated that the Naga nationalist movement in the post-colonial period incorporated both the ethnographers’ romanticism and the enlightening discourse of Baptist Christianity to fashion a Naga national identity. The chairperson gave the concluding remarks and a vote of thanks was proposed by Nzanmongi Jasmini Patton. Apila Sangtam, Vide Yhokha and Pansy Jami, all JNU PhD scholars, hosted the program.

R
egionalism in Nagaland has eventually been reduced to a convenient word in the light of how political parties, in the post-80s, began associating themselves as dependent allies of national parties who ruled the centre at various intervals. Against the backdrop of the mass-based Naga national movement, when Nagaland became a state, even participating in the Indian elections was through the route of regionalism. There were political parties such as the Democratic Party (DP) formed by erstwhile NNC members and the Naga Nationalist Organisation (NNO) formed by erstwhile members of the NPC. The NNO ran the first interim government after Nagaland became the 16th state under the Union of India. NNO was a regional party that was seen as pro-Delhi while the DP was seen as representing Naga regionalism. The NNO won the 1964 and 1969 general elections and was an unofficial ally of the Congress government at the Centre under Indira Gandhi. The NNO lost the subsequent 1975 general election to the combination of United Democratic Front(UDF) and independents. By that period, after imposition of emergency, the parallels of regionalism became more inclined to symbiotic relationship with national parties. The then NNO leaders went closer to the Congress(Indira) while the UDF also went another way towards the anti-Indira conglomerate known as the Janata Party spearheaded by Jaya Prakash Narayan and former Congress dissidents. In the post-1977 Lok Sabha elections the UDF became a regional anti-Indira ally of the conglomeration called the Janata Party. In the post-1977 period, regionalism in Nagaland became less significant as in practise, the onus was to be aligned or friendly with a national party or coalition in power at the Centre. As the NNO eventually fragmented to Naga National Party(NPP) and National Convention of Nagaland(NCN), the UDF was also hit by a crisis and by 1980 it merged with the NPP to form the Naga National Democratic Party(NDPP). By 2003 a clear separation emerged when the Naga People’s Council(NPC) was reformed as Naga People’s Front(NPF) by initiated and formed by former Congressmen –Neiphiu Rio(patron of NDPP and chief minister), K.Therie(now president of state Congress) and T.R.Zeliang(now leader of NPF legislature). Regionalism became less of what it meant and more of what was political exigency when NPF joined hands with BJP as pre-poll alliance, one which could never have been thought of. After NPF split and Neiphiu Rio heading the newly formed Nationalist Democratic Progressive Party(NDPP), NPF lost BJP to the former. And most unsurprisingly, the NPF inched closer to the Congress, its sworn rival since 2003. The ground reality is that regionalism exists in theory but in practise the space for partnership as it exists between NDPP-BJP and NPF with Congress, cannot be wished away. The three main political parties which have deep roots in Nagaland politics- NPF, NDPP and Congress- are led by former Congress leaders who have gone their separate ways due to political compulsion. That alone reveals that the present generation of politicians have a vision of wider political reach explained by the phrase “ regional in content and national in outlook”. This has inspired a symbiotic relationship with national parties and so the rise in number of parties from other states is an indication. Thus a state which was known for being a regional bastion till the 80s today has reaffirmed that “politics indeed makes strange bedfellows.”

God reveals this truth about others to us not through the sharpness of our minds but through the direct penetration of His Spirit. If we are not attentive, we will be completely unaware of the source of the discernment God has given us, becoming critical of others and forgetting that God says, “…he will ask, and He will give him life for those who commit sin not leading to death.” Be careful that you don’t become a hypocrite by spending all your time trying to get others right with God before you worship Him yourself. One of the most subtle and illusive burdens God ever places on us as saints is this burden of discernment concerning others. He gives us discernment so that we may accept the responsibility for those souls before Him and form the mind of Christ about them (see Philippians 2:5). We should intercede in accordance with what God says He will give us, namely, “life for those who commit sin not leading to death.” It is not that we are able to bring God into contact with our minds, but that we awaken ourselves to the point where God is able to convey His mind to us regarding the people for whom we intercede. Can Jesus Christ see the agony of His soul in us? He can’t unless we are so closely identified with Him that we have His view concerning the people for whom we pray. May we learn to intercede so wholeheartedly that Jesus Christ will be completely and overwhelmingly satisfied with us as intercessors.

Rs 72,000 crore offer – many may call it a bribe – is keen on bagging their votes. It may cost, if implemented about Rs 18 lakh crore a year. Total tax receipt in 2018-19 is estimated at Rs 17.05 lakh crore. It may reduce next year as about 2 lakh crore taxpayers would go out of the net. The BJP has pitted Rs 6,000 a year for farmers. It is harping on pension for different classes of people. Congress general secretary Priyanka Gandhi has indirectly challenged it by saying that her party would restore pension abolished by NDA-I. It is a Congress way of trying to solve a crisis of the retired. Or is it a narration of non-success of the 2004 national pension scheme? The aggressive BJP is har ping on 431 programmes of the Narendra Modi government. Party workers, however, mostly are not aware that their government has such large number of people-oriented programmes. They are finding it difficult to argue with the voters on ujjwala, ujala, MUDRA, skill-India, toilets and valour of the government in tackling Pakistan and nationalism. The last one has silenced the voters. They are
apprehensive of expressing themselves. The youth in particular is in a daze. The job data puzzles them. As you move through the universities and educational institutions, the 4.5 crore new voters are wondering whether there is any forward thinking process. Loud campaigns put them off as do the family-held parties or jingoism. The youth wants a new political course, Shivaji dispensation and approach. They are confused that even after 70 years, religious divide that had led to Partition, is still wide; caste sways the political choice and most of the candidates are not aware of the economic issues. Doles do not attract them and jobs, despite offer to be pakorawalla, are not to be found. Rather in states like Kerala, the sinking fortunes in the Gulf countries and job losses are becoming an issue. Corruption bogs them but the refrain seems that it has become part of the nation’s culture despite vociferous post-demonetisation claims. The small traders, salaried and others find terrorised by the tax administration and higher rent seeking. The cash is a critical issue in rural and
trade sector. Bankisation of the economy has put more costs and inflation. The figures of petrol prices and inflation, unfortunately, have become suspect and so are the growth figures. Many ask if there is growth, why disparity has increased between 2006 and 2015, why more people have sub-standard jobs, why reservation is not working, why rural distress is growing and why farmers Sarkar despite doles continue to commit suicide. The issue of “chowkidar” is discussed. They discuss whether such allegations be leveled against top persons or not. The village chaupals in western UP give partial answers. Many septuagenarians recall that in the 1962 election, the opposition had given the slogan Pt Nehru chor hai but Nehru not only ignored it but never even raised his voice against such perceived indecency. During 1974, Indira Gandhi, amid such onslaught in 1974, merely said, “Haathi chalaa jaata hai”, at a rally in Lucknow. The villagers say that Hinduism is about tolerance and the big ones must have large heart. Cash is significant but
silent issue in the villages of western UP, Haryana, MP and Bihar – the BIMARU states. Poll managers need to understand. Banks are being considered oppressive. The poor are wondering why banks should penalize those who cannot maintain minimum balance. The villagers, domestic maids and the poor are losing and criticizing over Rs 5,000 crore earnings by SBI and other government banks. They question whether the banks are for the rich only and why they are in huge losses. More the parties want to address PMP more they are getting into a vortex. The roads and airports are not enthusing voters. Village elders say such mindless road constructions and airports, an obvious reference to the Jewar in Bulandshahr, would lead to desertification of the fertile regions. Political workers fend off such “unwise, anti-development” questions. Even the opposition parties are in a quandary on the development issue. These stark questions expose the hollowness of the political system. Have the leaders drifted away from the people? The rural discussion exposes that political leaders have lost the touch. The rural mass wants comfortable life but not at the cost of basics. Land holding still is crucial for them not as a family pride but to protect the nature as well. They don’t want doles. They have self-pride and want that their sugarcane dues be paid by the mills on time. The potato farmers want that they should get their price and not be hounded by tax marauders. These are strangely enough not points of discussion by leaders at rallies. People have a feeling real issues are not being touched and loud campaigns are aimed at junking it. The PMP is not working. Clueless political parties are not connecting with the masses. Elections are likely to spring many surprises and post-election India may rewrite its economy.

The booby-trapping of money
he new trends of making money in Naga style without shedding sweat reminds me of how hunters use booby-trap to trap beast or during combat soldiers use it to destroy enemy. Hunters dug out deep pit on the path of animals and covered the opening of the pit with ordinary sheets of dry leaves or grass which spot should look as natural as the surrounding area. Any animal that passes by the path and steps upon the pit unsuspectingly will be trapped in the pit. Also, during combat of war, explosive or any lethal weapon is strategically positioned underneath the ground or in the jungle in camouflage which can go off when the object is touched by unsuspecting enemy. In the context of Nagaland, I found new trends of Nagas using similar method as booby-trap to unduly earn money. Such unethical manoeuvres are used to extract money by Nagas who are mostly moral-less due to Godlessness. For those rascals who can rob any private individual or any Govt. Department on any given opportunity will not hesitate to go to any extent in using any method of booby-trap to trap money. Such people do have the atheist mentality as they consider crime to be no sin. Such people do not believe that God created mankind not to die but to live forever, and perhaps they believe that life on earth is the end. These people are bereft of shame, fear and taboo in the total composite of their characters. Thus, these people have gut to indulge in shameful acts which they consider it be a pride and achievement. There may be several of such booby-traps used by Nagas conveniently which I do not know except the following few instances. 1. RTI: The RTI has been abused by the so-called RTI activists. I believe there are professional and part time RTI activists. Every RTI petitioner is not a crook. There are those RTI activists having compassionate heart who have been doing great services to the common man by trying to bring corrective measures in the interest of Nagaland. Whereas, there are such RTI activists abusing the Act since the inception of the law. How have such opportunists been misusing the law is to file RTI petition against a given issue and then make smart bargain for withdrawal in exchange of substantial amount of money. Perhaps, the greater is the sensitivity of the issue, the bigger is the amount of money the petition fetches. Possibly, today those professional activists do not do any other business but only file petitions and earn big money since Nagaland is fertile for such business. The more corruption remains rampant, the greener is the pasture for the professionals. In my imagination, perhaps those professionals have hi-fi life style sporting clean-shaven head with dark goggles and driving SUVs. Such activists have developed-superiority complex despite being criminal as they managed to trample many powerful but corrupt bureaucrats and corrupt politicians who are prisoners to such significant criminals. 2. Assembly Questions: When an Assembly session is convened, the MLAs belonging to both ruling and Opposition are given the opportunity to put the Starred and Un-Starred questions on any subject relating to the affairs of Nagaland. Till 203, I never came
across any of such instance where an MLA, the questioner, withdrew his Assembly question in exchange for money. Whereas, there seems to have the practice of putting questions on public welfare matters by an MLA, and when the reply is considered to be entailing severe ramifications, the concerned Department negotiates with the questioner who then withdraws his question with his palms lubricated. This is how the standard of today’s NLA is lowered as the elected representatives failed to upkeep their integrity. 3. Political Party candidate for sale: Another new business trend in Nagaland is posing as winnable candidate for an Assembly Constituency in any election and apply for a party ticket. And when the ticket so applied is allotted, file nomination and then enter into negotiation with the potential opponent and finally withdraw from the fray in favour of the opponent. The elections in Nagaland is the most expensive in the country because the Nagas are unique indeed. Any candidate’s coffer is made dry unavoidably. On the contrary, the modern candidate business can possibly wet the coffer. This new trend can harass the opponent financially in lieu of causing political burden on the opponent. This business, if expanded, can become a booming business. In future, I believe more candidates will file nominations for withdrawal to make big bucks. 4. % deduction of money: Nagaland, being Christian State, does not need law to levy any tax from the public. Whereas, in any of the other States in the country, no tax can be levied unless so passed by the Assembly. Whereas, the citizens of Nagaland are found to be the most meek and compassionate human beings on earth to remain silent and obediently obliged to let anyone of both legal and illegal people to tax them without law. It is amazing to observe that the citizens of Nagaland have the magnanimity, generosity and perseverance to allow small percentage of the population to utilize 80% or more of the receipt of fund for the State and hardly anything is left for those who deserved. In the process, even the salary components are not spared in the guise of paying tax to Naga national workers which is most vague. When political solution comes, taxes will be drastically reduced. When so, rates of commodities will hopefully become cheaper, there will be no more deduction from salary component and % cut from development funds will be reduced. Therefore, political solution will give maximum benefit to 90% of the population in Nagaland. However, the remaining 10% will face inconveniences as they cannot abuse their authorities for their selfish interest in camouflage as of today. Therefore, the political negotiations be allowed to remain inconclusive without solution so as to allow the 10% population to continue its exploitation of 90%. The above are not the only boobytraps, yet, let me not add now for the sake of sharing space. We are in mess and yet who bothers. Is it not challenging to grandparents, parents, leaders and the Church to pass on the existing mess to our children? Why have the Naga Christians become the best spectators? Z. Lohe

The nature of being self-sufficient is paralyzed with pseudo-dogmas on certain grounds of inadequacy at different level. Since 1980s, Medical Oxygen generators have been in use on-premises all over the world and offer hospitals, nursing homes, and other medical facilities a reliable, uninterrupted source of Oxygen. Biomedical staffs no longer have to worry about constantly ordering cylinders or their liquid tanks going empty. The best part of producing oxygen on-premises helps the hospital tremendously in the long run. The next questions comes in mind, is the oxygen produced on-site pure and same as the Cylinder Oxygen? Nagaland has around 130 primary health centers, 28 community health center and 11 district hospitals which requires an urgent concern relating Medical Oxygen Supply System. It’s time we do away with stiff and rigid systems, with the help of advanced technologies, to promote flexibility in health care curriculum and embrace the speed of good life saving medical oxygen plants in our hospitals and relent revenue wastage from future dependence. Appeal for strict invigilators and supervisors

The standard and reputation of NPSC exams are lowered by unfair exam invigilators and supervisors. One small example is that after the final bell, some candidates engage in discussion with each other while the invigilators just ignore this. They also fail to give proper instructions which make candidates commit mistakes in filling up the attendance and answer sheets. It is felt that proper instruction on “Dos and Don’ts” are not given or are not followed by the exam invigilators and supervisors. It is hoped that NPSC and the officials on exam duty will maintain absolute integrity all throughout the exam cycle. Those who fail should not be made to feel that those who cheated have passed. Rahul to contest from Wayanad and Amethi
New Delhi/Amethi, Mar 31 (AGENCIES): Congress president Rahul Gandhi will contest from Wayanad Lok Sabha seat in Kerala apart from Amethi in Uttar Pradesh. Announcing the decision at a news conference at the party headquarters in Delhi on Sunday, senior Congress leader AK Antony said Rahul Gandhi has accepted the demands of thousands of workers from Kerala, Karnataka and Tamil Nadu to contest from a second seat in south India. “There were many considerations while selecting Wayanad and the foremost one was that it is a tri-junction and borders both Karnataka and Tamil Nadu,” he said. The constituency was carved out from Malappuram, Kozhikode and Kannur during the restructuring of constituencies in 2008. The ruling Left Democratic Front has fielded CPI’s PP Suneer and the National Democratic Alliance (NDA) has left the seat for BDJS (Bhartiya Dharma Jana Sangam,
an outfit being floated by backward Ezhava community). CPI state secretary Kanam Rajendran had earlier said there was no question of withdrawing the party candidate. Pressure had been building up on Rahul Gandhi to contest from south India apart from Amethi to boost the morale of the cadre with leaders from Karnataka, Tamil Nadu and Kerala urging him to select a second seat of his choice in their respective states. The Congress boss was given the option of Bangalore Central, Bidar and Mysore from Karnataka, Kanyakumari and Sivaganga in Tamil Nadu and Wayanad in Kerala. With this decision, Rahul Gandhi becomes the third member of the Gandhi family to select a second seat from south India. Prior to him, his
grandmother and former Prime Minister Indira Gandhi had contested from Chikmagalur in Karnataka in 1978 while his mother and United Progressive Alliance (UPA) chairperson Sonia Gandhi fought from Bellary in the same state in 1998. Indira Gandhi had contested the Lok Sabha by-elections from Chikmagalur in 1978, a year after she was defeated by Raj Narain of Janata Party from Rae Bareli post the Emergency.

day announced Congress President’s decision to contest from two seats -- Amethi and Wayanad. Gandhi has represented Amethi undefeated since 2004, but faces a stiff competition from BJP’s Smriti Irani this time. His winning margin narrowed to just over one lakh votes against Irani in 2014. Asked if the voters in Amethi will support Gandhi after his new decision, Congress District Chief Yogendra Mishra was quick to bring in the “son versus the outsider” analogy in his party leader’s support. He claimed that Gandhi will get no less then five lakh votes in Amethi despite his decision to contest from two seats. “Here everyone considers Rahul Gandhi a part of their family. Rahul promises 3-year-tax holiday for entrepreneurs BENGALURU, MAR 31 (IANS): Slamming the “hollow” promises of the National Democratic Alliance (NDA) government, Congress President Rahul Gandhi on Sunday said his party, if elected to power, would allow anyone to start business without any permits or clearances and offer them a tax holiday for their first three years of business. “The Congress manifesto promises to allow anyone to start business without permits or clearances, with tax holiday for the first three years to encourage entrepreneurship and create thousands of jobs across the country,” he said at a massive public meeting ahead of the polling in Karnataka on April 18 and April 23. Terming Karnataka as India’s start-up hub, Gandhi told the gathering
that his party’s manifesto also promised to provide incentives, tax credits and easy bank loans based on how many jobs an entrepreneur or a company creates in the conduct of its business. “No angel tax on investments in startups as it goes against entrepreneurship. We will abolish it to promote more startups for creating thousands of jobs,” he said. Angel tax is levied on premium paid on investments in startups and unlisted firms to curb “laundering” under the Income Tax Act, as their valuations continue to increase despite stagnant or declining revenues. Accusing Prime Minister Narendra Modi of taking money of the ordinary citizens by making them stand in queues for days during demon-
etization in November 2016, Gandhi said the party’s revolutionary Nyay scheme would remonetize India, by crediting in the bank accounts of 25 crore people Rs 6,000 per month or Rs 72,000 per year for 5 years. “We will also scrap the ‘Gabbar Singh Tax of the Modi government and replace it with a simple (saral), one rate minimum tax as the NDA government’s GST has looted traders and businesses,” he said. New Delhi, Mar 31 (PTI): Railway Board Chairman VK Yadav Sunday wrote to all zones, asking them to remove all kinds of political advertising from railway premises after a series of instances of violation of the model code of conduct. The message sent to all zonal general managers and divisional railway comes days after railways had to explain why tickets issued to passengers had photographs of Prime Minister Narendra Modi after the MCC had come into force. Just two days ago, a tea cup bearing the BJP’ election campaign slogan “main bhi chowkidaar” created a furore. “Dear GMs/DRMs, any advertisement having photograph of any political leader on railway ticket, any other railway stationery, railway coaches, railway stations, any other railway premises should be immediately removed and advertising agency should be suitable informed,” the message from Yadav says. EC sources on Saturday said that Railways have been asked to explain the prima facie violation of the model code of conduct. It has also been asked to explain the person responsible for the tea cups carrying the chowkidar slogan. The EC is learnt to have invoked the ‘party in power’ clause of the poll code in the case as it could be averred that party in power’ is using government transporter for election publicity.

Mumbai, Mar 31 (PTI): A major crisis at the struggling carrier Jet Airways was averted Sunday after its pilots’ body, National Aviator’s Guild (NAG), deferred till April 15 its call for halting operations. The decision was taken at an open house meeting of NAG members which took place in both Mumbai and Delhi on Sunday afternoon, NAG president Karan Chopra told reporters after the meeting which lasted for about four hours. The country’s per capita media and entertainment spending is likely to be capped at $32 or Rs 2,080 by 2021, the study noted. By some estimates, India is among the fastest growing OTT markets in the world and will be one of the top-10 by 2022, it said. The market size is expected to reach $52.68 billion in 2022 from $30.36 billion in 2017, it claimed. “It (India) is set to be in the top 10 entertainment and media markets globally by 2021 in terms of absolute numbers,” the study said. New Delhi, Mar 31 (PTI): The government has notified a new accounting standard Ind AS 116 that will bring in more transparency in recognition and disclosures about leases in companies’ balance sheets. The Indian Accounting Standard (Ind AS) 116 is expected to have a significant impact on various industries. Ind AS 116, to be effective from April 1, sets out the principles for recognition, presentation and disclosure of leases. The official said the standard will help in ensuring more transparency when it comes to recognition of leases by companies. “Lessors will need to re-look at their accounting policy of recognising lease income on transition to Ind AS 116 and it may have significant impact on ongoing recognition and measurement of rental income in the financial statements,” said Sandip Khetan, National Leader and Partner (Financial Accounting Advisory Services) at consultancy EY India.

However, with businesses facing trouble, the GST Council decided in November 2017 to keep filing of GSTR-2 and 3 in abeyance. It also introduced a simpler GSTR-3B to facilitate easier return filing and tax payment.

Mumbai, Mar 31 (PTI): In a first three-way amalgamation, Vijaya Bank and Dena Bank will merge with Bank of Baroda (BoB) from April 1 to create the thirdlargest lender of the country. As a result, branches of Vijaya Bank and Dena Bank will function as BoB outlets from April 1 onwards. “Customers including depositors of Vijaya Bank and Dena Bank will be treated as customers of Bank of Baroda with effect from April 1, 2019,” the Reserve Bank of India (RBI) had said in a statement on March 30. To make merger a smooth affair, the government last week decided to infuse Rs 5,042 crore in BoB to enhance its capital base to meet additional expense. According to the Scheme of Amalgamation, shareholders of Vijaya Bank will get 402 equity shares of BoB for every 1,000 shares held. In the case of Dena

Besides, provision coverage ratio would be better at 67.5 percent against an average of 63.7 percent and the cost-to-income ratio of the combined entity would come down to 48.94 percent as compared to average of 53.92 percent, he had said last year.
New Delhi, Mar 31 (PTI): The pilot project envisaged for rolling out simplified monthly GST return forms from April 1 has been deferred and the new forms would be made available once they the notified and the software is ready. The GST Council had in July last year decided that the simplified GST return forms - Sahaj and Sugam - would be rolled out on a pilot basis from April 1, 2019, while mandatory filing across the country would kick in from July. In July last year, the Central Board of Indirect Taxes and Customs (CBIC) had come out with the draft GST returns forms and sought comments from stakeholders. Under the new return filing format, taxpayers who have no purchases, no output tax liability and no input tax credit in any quarter of the financial year would have to file one ‘Nil’ return for the entire quarter. Facility for filing quarterly return shall also be available by an SMS. The new return filing format would replace the current requirement of filing final sales return GSTR-1; but as per the plan, summary sales return GSTR-3B would continue for some time. Small taxpayers, with turnover of up to Rs 5 crore in the last financial year, can file quarterly return with monthly payment of taxes on self-declaration basis. The return form ‘Sahaj’

According to BBC, the Kerem Shalom commercial crossing and the Erez transit point were reopened on Sunday morning. The past week has seen increased violence. Israel retaliated for the rocket attack by Palestinian militants in Gaza, and three Palestinians died in border protests. The reopening of the crossings came amid mediation efforts by Egypt. London, Mar 31 (PTI): A British Asian gang of fraudsters may have been involved in misusing billions of pounds of British tax-payers money to fund terrorist networks in Pakistan and Afghanistan, claims a UK media investigation based on police and intelligence files. The gang, based in London, Buckinghamshire, Birmingham, north-west England and Scotland, is alleged to have sent 1 per cent of its gains from their elaborate tax fraud to AlQaeda in Pakistan and Afghanistan, where it funded madrasas, training camps and other terrorist activities, according to the leaked files seen by ‘The Sunday Times’. ussie Smollett might have been a no-show at Saturday night’s NAACP Image Awards in Hollywood but that didn’t stop comedian Chris Rock from blasting the “Empire” star. “They said ‘No Jussie Smollett jokes’ ... What a waste of light skin. Do you know what I could do with that light skin? That curly hair? My career would be out of here! I’d be running Hollywood,” said Rock, who was on hand to present the award for Outstanding Comedy Series. He continued: “What the hell was he thinking? You’re ‘Jessie’ from now on. You ain’t getting no respect from me!” Smollett was nominated -- but lost -- for best supporting actor in a television drama for his role as Jamal Lyon on the Fox series. The award was handed out during the untelevised portion of the show Friday night. audi Arabia has hacked A m a z o n Fo u n d e r and CEO Jeff Bezos’ smartphone and allegedly shared personal information about his extra-marital affair to a media outlet, a veteran security consultant at the tech giant has said. The monarchy was “intent on harming Jeff Bezos” over The Washington Post (owned by Bezos) coverage of murdered journalist Jamal Khashoggi, wrote Gavin de Becker in a first-person account published in The Daily Beast on Saturday. “Our investigators and several experts concluded with high confidence that the Saudis had access to Bezos’ phone, and gained private information,” de Becker said. The private phone messages of Bezos sent to his lover, former TV anchor Lauren Sanchez, were published in The National Enquirer in October. “As of today, it is unclear to what degree, if any, AMI (the parent company of The National Enquirer) was aware of the details,” added de Becker. extensive discussions with top Middle East experts, Saudi whistleblowers, people who personally know the Saudi Crown Prince Mohammad bin Salman (also known as MBS), and people who work with his close associate Saud alQahtani, among others. In a post on blogging platform Medium in February, Bezos accused the publisher of National Enquirer of “blackmail” and “extortion”. “Rather than capitulate to extortion and blackmail, I’ve decided to publish exactly what they sent me, despite the personal cost and embarrassment they threaten,” Bezos wrote in the post while saying that the “top people” at the National Enquirer were responsible for the extortion and blackmail. Heggy explained that fractures within some of Mars’ craters, enabled water springs to rise up to the surface as a result of pressure deep below. ark Hamill has been cast to voice Chucky in the upcoming Child’s Play reboot. The Star Wars actor announced the news on Twitter yesterday (March 30), saying that he “can’t wait to bring such an iconic character to life”. The Lars Klevberg-directed film, which is a remake of the 1988 horror classic, is released in the US on June 21, 2019. Joining Hamill in the film is Aubrey Plaza (Scott Pilgrim vs. the World) and Brian Tyree Henry (Atlanta, If Beale Street Could Talk).
The movie will copy the original plot, with Plaza playing single mother who gives her son a toy doll, unaware that it possesses the soul of a serial killer.

Kuggeleijn has featured in two One-Day Internationals (ODIs) and four T20 Internationals for New Zealand so far. This will be his maiden appearance in the cash-rich T20 league. Chennai, Mar 31 (PTI): Mahendra Singh Dhoni’s well-calculated half-century in challenging conditions turned out to be game-changer as Chennai Super Kings won their third match of the season with a eight-run defeat of Rajasthan Royals, here Sunday. The pitch used in the previous match was a rank turner here but on Sunday it turned to be a different challenge for the batsmen since it was not conducive for stroke-play as the ball was stopping a bit. Dhoni paced his innings beautifully, scoring unbeaten 75 off 46 balls to lead his side to a competitive 175 for five, seizing momentum from Royals bowlers who were off to an inspiring start. Australia bowlers deny report of rift with Warner MELBOURNE, Mar 31 (Agencies): Australia’s four frontline bowlers, Mitchell Starc, Josh Hazlewood, Pat Cummins and Nathan Lyon, have denied a media report they were prepared to boycott last year’s fourth test against South Africa if David Warner was picked for the match. Vice captain Warner was banned for 12 months for a ball-tampering scandal. The Brazilian has been out for more than two months with a metatarsal problem during which time PSG have continued their march towards the domestic title but stumbled out of the Champions League at the last 16 stage. “Neymar is feeling good, no pain,” Tuchel told reporters on the eve of PSG’s game at Toulouse. Englishman Bairstow struck 114 from just 56 balls while Warner carried his bat for a 55-ball 100 in a record 185-run first-wicket partnership to post a mammoth 231 for two after being put into bat.
