Selective relaxation in non-containment areas
NEW DELHI, APR 19 (PTI): Selective relaxation will be given in non-containment areas from April 20, but strict restrictions will continue in districts declared COVID-19 hotspots, the government said on Sunday. Addressing a daily media briefing to give updates on the novel coronavirus situation in the country, Joint Secretary in the Health Ministry Lav Agarwal said some activities in agricultural sector and rural economy would be permitted as part of ensuring “Jaan bhi hai jahan bhi hai (life and wellbeing)�. He also said a highlevel task force to work on frontiers of science related to vaccines and drug testing was formed on Sunday. Union Ministr y of Home Affairs (MHA) has readied a standard operating procedure (SOP) to be followed– from April 20 onwards– for partial lifting of the nationwide lockdown– with a stress on augmenting rural economy, and opening those industrial units which don’t come within the COVID-19 affected hotspots and containment areas. DIMAPUR, APR 19 (NPN): Nagaland Tribes Council (NTC) has demanded World Health Organisation (WHO)-approved personal protective equipment (PPE) kits for frontline health workers and security personnel engaged in combating COVID-19 pandemic, besides Isolation wards and treatment facilities for patients as per WHO standards. The council in a release issued by its president Toniho Yepthomi and general secretary Nribemo Ngullie also sought emergency response teams, services like ambulance, sufficient stock of medicines, WHO-approved gadgets and essential commodities. Seeking distribution of food and other essential items for poor and downtrodden, especially in rural areas, NTC also demanded COVID-19 rapid test kits in all sensitive areas, community-based health policing and isolation as per procedure, urgent BSL-3 lab and rapid test kits in Dimapur and tie-up between competent State government agencies and international groups for ensuring smooth and continuous supply of essential items and WHO-approved medical materials, besides demanding transparency and accountability in utilization of workforce, fund and resources. As per the SOP issued on April 19, migrant labourers who have been staying in various camps in towns and cities can be facilitated to reach those industrial units which have been given permission to operate within certain restrictions for their employment. She said even in such circumstances, restrictions such as social distancing must be strictly followed. Preference would be given to those units where there is a facility to provide lodging to the labourers. (See table for details)

Nagaland gets 3840 units of Rapid Diagnostic test kits DIMAPUR, APR 19 (NPN): Nagaland on Sunday received 3840 units of Rapid Diagnostic test kits for COVID-19 from the Indian Council of Medical Research (ICMR), New Delhi. The consignment was flown in to Dimapur by an India Air Force Dronier-228 light utility multipurpose aircraft. Informing this in his daily briefing on status of COVID-19, principal secretary home, Abhijit Sinha said as per ICMR, the gold standard of COVID-19 test is RT-PCR and Rapid test is only a supplementary test for assessing prevalence of the disease within specific parameter. The ICMR advisory on use of the rapid test is for hotspot areas and surveillance tool for epidemiological purposes, Sinha stated. Informing this during the daily briefing, principal secretary Home, Abhijit Sinha said that the state government has asked doctors and health workers-- raising apprehensions about the quality of PPEs and medial accessories-- to submit in writing to the concerned controlling officers citing reasons for replacement. NEW DELHI, APR 19 (AGENCIES): With 1,324 fresh cases registered in the last 24 hours, the total number of novel coronavirus count in India crossed the 16,000 mark, according to the latest Ministry of Health and Family Welfare data. Along with that, the country’s death toll has increased to 519, it said. According to Health ministry, at least 2,231 people have recovered from the infection, showing that the recovery rate has gone up to over 14.2%, an improvement over 13.85% on Saturday and 13% on Friday. There are currently 13,295 active patients in the country. There are also 77 foreign nationals who are affected by the virus. The mortality rate for COVID19 cases in India is around 3.2%. It also said that there are 755 dedicated COVID19 hospitals and 1,389 dedicated healthcare centres set up in country.

During the press briefing on Sunday evening, Lav Aggrawal, joint secretary of Health Ministry said: “Historical data across the

CYO also advised its members to report posts, videos or documents containing inappropriate or false contents harmful to society to authorities instead of forwarding them. It also reminded all members to maintain strict hygiene, social distancing and to remain at home unless for emergency during the lockdown to prevent the spread of COVID-19. CYO has directed all its units to follow its above directives within their respective jurisdiction.
DIMAPUR, APR 19 (NPN): Reacting to the April 14, 2020 incident involving certain youth from Vidima village, who were seen assaulting some non-locals in a video clip that had gone viral on social media, the Vidima Village Council (VVC) Sunday sought to “bring out the facts and circumstances that led to the drastic steps taken by the youth.â€? In a press release VVC chairman Pelezo ZumvĂź and secretary Keduvi Richa stated that following the outbreak of the coronavirus and subsequent imposition of lock down by the government, the village at a general meeting on March 22, 2020 resolved to impose complete lockdown within the village jurisdiction. VVC said the meet decided that no one from the village would leave the village without prior consent from the council and no per-
son from outside would be allowed to enter the village jurisdiction. Accordingly, VVC said it notified all the villagers working in other places to return to the village before March 25, 2020 after which the village would be placed under complete lockdown. VVC said the step taken was appreciated by all the villagers and everyone readily complied with the directives of the council. After the village lockdown, VVC said everything was going well in the village until the evening of April 13, 2020 when a report was received that a certain person from Assam had entered the village. Lockdown: Appeals, orders, preventive measures continue in Nagaland
DIMAPUR: Preventive measures, orders and appeals continue in the midst of COVID-19 pandemic lockdown across the state. Some agencies are conducting sanitisation drives in various places for safety of the public, while some continue to help the needy and poor people with relief rations. Respective district administrations are continuously keeping vigil, especially around the border areas and ensuring that public safety comes first. Moreover, civil organisations have been carrying out responsible duty by reminding public to adhere to government directives and also cautioning them to maintain peace during such uncertain times. The eleven districts of Nagaland are working in tune with the state government towards preventing outbreak of COVID-19 pandemic in the state.

The beneficiaries mostly belong to underprivileged background and immensely affected by the lockdown.

Dr Tsipongchem spoke on environmental decontamination, cleaning protocols like disinfection of medical equipments, transport, toilet, cleaning soiled bedding, towels and clothes from patients with COVID-19 and bio medical waste management. Advisories have been issued in this regard to chemists in states like Telangana, Andhra Pradesh, Maharashtra, Odisha and parts of Bihar. While in some states the officials have been clear that the information will be shared with authorities to ensure that people are not hiding symptoms of coronavirus, others said it was just a precautionary measure. According to the order, the medicine shops have been told to submit information to the authorities

Assistant Drug Inspector, Rohtas in a notice asked medical shops to maintain personal details of people buying medicines for fever, cough and cold in a proper format and the same (details of buyers) should be sent to the Drug Inspector on their whatsapp numbers on a daily basis for perusal of the District Magistrate. In Bhojpur, the district administration has directed the medical shops to write down name and mobile phone numbers of people buying crocin and other paracetamol tablets. They have been instructed to furnish the details to the concerned government hospitals incharge or Medical Officer. It also said that even private clinics and hospitals will provide information about such patients coming to them with symptoms of fever, cold and cough to the concerned government hospital. NEW DELHI, APR 19 (PTI): The government on Sunday prohibited e-commerce platforms from selling non-essential items during the lockdown, four days after allowing the companies to sell mobile phones, refrigerators and ready-made garments. Union Home Secretary Ajay Bhalla issued an order excluding the nonessential items from the cart of e-commerce companies. The order said the following clause -- “E-commerce companies. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions” -- is excluded from the guidelines. The April 15 order had said e-commerce platforms were allowed to sell such items from April 20. The reason for reversing the order is not known immediately. But there was a talk of some retail traders mounting pressure on
the government that local shops be also allowed to sell non-essentials items, like e-commerce giants. E-commerce platforms are allowed to sell essential commodities such as food, pharmaceutical and medical devices. Home Secretary Ajay Bhalla, however, made it clear that there will be no inter-state movement of workers during the lockdown, which has been extended till May 3. The order issued by Bhalla said that due to the spread of coronavirus, workers employed in industry, agriculture, construction and other sectors have moved from their respective places of work and are housed in relief and shelter camps being run by state and UT governments. Since additional activities, outside the containment zones, have been permitted in the consolidated revised guidelines with effect from April 20, these workers could be engaged

The local authorities shall also provide for food and water etc., for the duration of their journey, the SOP said. The lockdown was first announced by Prime Minister Narendra Modi on March 24 for 21 days in a bid to combat the coronavirus endemic. While extending the lockdown till May 3, the prime minister declared that select activities will open up from April 20 in identified areas.
SHIMLA, APR 19 (PTI): A man, who had recovered from the novel coronavirus, was again found suffering from the infection in Himachal Pradesh, officials said. The man, a Tablighi Jamaat member, tested positive for the infection on Saturday within a week of his two reports coming out negative, they said. Residents of different places in Mandi district, the man along with two other Jamaatis had been staying in a mosque of Nakroh village in Una’a Amb tehsil and all tested positive on April 2. They were admitted to Tanda’s Dr. Rajendra Prasad Government Medical College (RPGMC) in Kangra district on April 3. As per the available information, they had tested negative for the first time on April 10 and they were declared as cured as per protocol after they tested negative for the second time on April 12. Subsequently they had been discharged from the RPGMC and were kept in institutional quarantine.

Referring to the various statements issued by the State government on lockdown and pointing to the apparent lack of preparedness, the council accused the government of lacking transparency and humanity. It asked whether the substandard and poor quality safety gears like PPE kits, as alleged by the frontline workers, were donated by the Union health ministry, including ventilators and other medical devices meant for COVID-19 patients. If not, the organisation wanted to know, who were the middlemen responsible for supplying poor

It also expressed the hope that the current crisis would be won as the whole world was tirelessly working on a war-footing to get rid of it. VVC clarifies on Apr 14 incident (From p-1) It said that the next day when the village youth volunteers had gone to conduct search, they found a particular house where a highly suspected person was allegedly being put up. On enquiry by the youth, VVC said a woman in that house strongly denied the presence of any person from outside and even dared the youth to conduct search of the house. On searching, VVC said the suspected person was found hiding inside the house and therefore the youth asked as to when the person had entered the village. According to VVC, the woman claimed that it had been weeks since the person had arrived. However, VVC said that on interrogating the suspected person he confessed to have entered the village on March 13, 2020. VVC said the “lies and the adamant attitude” of the woman highly provoked the youth who resorted to “drastic measure in the spur of the moment.” Expressing concern over the incident and subsequent events that unfurled, the VVC admitted that the incident as depicted in the viral video was serious and the action taken by the youth was “extreme”. It, however, requested all concerned to “look at the incident after fully considering the events and circumstances leading to the ugly episode before passing any judgement.” Stating that it had been putting all efforts for the welfare of people, VVC said it was never its intention to harass anyone, saying it was “equally concerned” about the hardship and inconvenience faced by all due to the present pandemic.
Army takes over management of India’s largest quarantine centre LH condemns police atrocity at Wokha CHANDIGARH, APR 19 (AGENCIES): The Indian Army has taken over the responsibility of managing the Narela Quarantine Center in Delhi during the daytime. The centre is among the largest in India for housing those suspected of having COVID-19. “The army has taken the initiative to manage the facility completely under its arrangement from morning 8 AM to evening 8 PM pm and relieving the civil doctors and medical staff who are now required to manage the facility only during the night,” a senior official from the Army’s Western Command, Chandimandir, said here on Sunday. An Army team, comprising of 40 personnel, including six medical officers and 18 para-medical staff, have volunteered to stay within the centre’s premises. A small team of army doctors and nursing staff have been assisting the civil administration at the centre since April 1. Presently, 932 members of Markaz Jamaat are being housed in the facility and 367 have tested COVID-19 K Y M C
positive, the official said. The Army had received a request from the Home Ministry to take over the medical screening at the Narela quarantine camp. The Narela Quarantine Center was established by the Delhi Government in mid-March. Initially, 250 foreign nationals, returning from foreign countries, were kept in this centre. Between

Apart from providing medical cover with the civilian centre at Narela, the Army is also running its quarantine centres for civilians at Jodhpur, Jaiselmer and Manesar. This is in addition to quarantine centres set up at military stations for defence personnel. The other two services are also running their camps. To cater for isolation and treatment (Including ICU-based care) for COVID19 cases, orders notifying 50 Armed Forces hospitals as dedicated COVID hospitals and mixed COVID hospitals have been issued. These hospitals have a combined bed capacity of 9,038 patients. Also, 100 medical officers from recruiting organisations are being detailed to work in hospitals where COVID wards are being established. A list of retired AMC officers and paramedical staff has been readied who may be requested to volunteer for working in military hospitals at their current home stations in case the need arises. Forty-three officers and 990 paramedics have volunteered till date.
DIMAPUR, APR 19 (NPN): Lotha Hoho (LH) has strongly condemned the incident of highhandedness of Nagaland Police at Wokha town on April 17 while enforcing the ongoing lockdown in which Dr Mungshithung Murry was beaten up mercilessly. The hoho said witnesses and onlookers were convinced that the errant policemen were intoxicated and even the video of the incident proved that they had behaved like animals. If the doctor had violated any Lockdown, he should have been arrested and tried as per rules, but definitely not beaten up on the spot by the policemen, it stressed. Demanding to know if the controlling authority had empowered the policemen on duty to use force and violence to enforce lockdown, LH said the present crisis was a human/social calamity and not a law and order issue, and hence the policemen and everyone was together fighting a common enemy. Hence, it was stupid to fight among “ourselves behind the battlefront”, it stressed. The apex Lotha body
said the policemen were expected to assist, guide, protect and cooperate with the public and together achieve the target of social distancing, which was the main purpose of the lockdown. Under such a circumstance, it emphasised that the policemen could not use their stick to beat as though they were enforcing prohibitory orders under Section 144 CrPC. The organisation wondered as to whether the policemen were even trained and whether they knew that they were being paid for performing their duty and that they were public servants, not dictators. Immediately after the incident, LH claimed it had been mobilising public support, which was overwhelmingly, for action against the errant policemen. However, as the victim and his parents had amicably settled the issue, it had to honour the settlement. Nonetheless, the organisation demanded that the authorities concerned should identify the policemen involved in the incident and take disciplinary action against them so that they did not malign the police
profession. Also sternly warning policemen against such unruly behaviours, the hoho asked them to maintain discipline as they were public servants and cautioned that any repeat of such conduct would not be tolerated by Lotha public. LH said during a consultative meeting with Wokha district administration on April 15 it had urged policemen to maintain discipline while enforcing lockdown and had pointed out that they had chosen their profession on their own volition, none had forced them, and they were performing their bounden duty for which they were paid salary. Hence, it reasoned that the policemen could not claim extra credit for performing duty. Reminding them of their oath to serve, the apex Lotha body said the policemen were not doing any favour to anyone, adding people in other professions too were performing their duties as per the calling of their respective professions. As deadly as the disease
W
ith the COVID-19 pandemic continuing to spread across the globe there is also a noticeable rise of stigma attached to those who have tested positive. It reminds the world about the same trauma which those tested positive for HIV&AIDS had found themselves. Stigmatisation of COVID-19 carries the same danger as the stigma against HIV&AIDS. Stigmatisation of COVID-19 patients would only drive many underground and that would be a very dangerous situation. Stigmatisation will defeat the very purpose of lockdown and other measures for containing COVID-19. Even till today, the government has not done enough to assuage fears about COVID-19 and also on how to deal with those who die of the deadly disease. World Health Organisation (WHO) has issued advisories on how to deal with the bodies of COVID-19. These have to be widely circulated to all state governments for full adherence. Till some years back, there used to be opposition against burial of HIV&AIDS victims in public places or cemeteries but today this has almost disappeared. That is because of intense awareness launched by civil society groups and individuals. If the stigma attached to COVID-19 is not countered the it would be an official endorsement for discrimination. This is seen in how it has led to racism against north east people in several parts of India. COVID-19 patients and their family members are also treated like pariahs in many parts of the country. In many places, even landlords are asking them to vacate their flats or homes. Such discrimination has led to intense trauma among many COVID-19 patients to feel guilty and some have even committed suicide. There is also a need to look at one of the measures against COVID-19, called social distancing (keeping at least one metre distance between individuals). Researchers have identified social distancing as one prominent result of stigma. Invariably, when governments issue official directives on social distancing, it is meant for one purpose- protection. However, it also promotes a stigmatizing label on the victims or the risk of associating with them. Though social distancing is a preventive measure, yet it does not ensure one hundred per cent guarantee. What is needed, is to intensify tracking sources in order to halt the spread and to remain at home. Although the concerns over the coronavirus are understandable, such stereotype labelling and exclusions are not. Instead of the principle of exclusion of COVID-19 patients, there should be an attempt to try and support them as a form of solidarity. The present COVID-19 scare has also exposed how it is being used to target a particular religion.This is seen in the regular media briefing by government officials in India. They have hardly failed to hide their religious bias by accusing the Tablighi Jamaat (TJ) congregation of contributing to the spike in COVID-19 cases. SHILLONG, APR 19: Leader of Opposition in Meghalaya Assembly, Dr Mukul Sangma on Saturday asked the State government to bring back stranded citizens of Meghalaya trapped in different parts of the Country following the nation-wide lockdown to stem COVID-19. In a letter to Chief Secretary, M. S. Rao, Sangma said that there are many distress calls coming to relatives, civil society organisations and the elected representatives from the stranded citizens of the state. “A comprehensive plan for bringing back stranded students and migrant workers should be prepared immediately and submitted to the Ministry of Home Affairs for smooth co-ordination with the counterpart states,” he said. “This plan include advance and immediate action to be taken for identifying and creation of dedicated accommodation in every district to house the stranded students and migrant workers upon arrival into their respective districts,” Sangma added.

In his letter, the former Chief Minister advised the government to have a dedicated train service to evacuate stranded citizens from respective states till the nearest train station/ rail head including Mendipathar railway station in North Garo Hills district, with proper food arrangement and stringent social and physical distancing norms during the time of travel. “… the unavoidable and foreseeable development after the nationwide lockdown measures are withdrawn; the expected rush to return by the stranded students/migrant workers to their respective states of origin is likely to expose people to other

the vulnerability, if any, of contracting the virus, so as to house them in specially segregated accommodation and for necessary observation and follow up. He suggested a mock drill of all the officers/ employees in the frontlines be conducted to ensure smooth operation of the Standard Operation Procedure which can be specifically prepared by the state for the same in a very comprehensive manner. Sangma said many stranded citizens and their parents are anxious and suffering from depression and being pre-disposed to psychological stress due to loss of jobs, extreme hardships, sense of low esteem, uncertainty. In his letter, the Congress legislator also highlighted a slew of measures for bringing back stranded citizens by collecting details of all the stranded citizens immediately, and constitute a dedicated team with contact numbers under respective District Disaster Management Authority be created for the parents and relatives or NGOs to provide details of the stranded students, migrant workers. “The parents, rela-

He said a similar arrangement should be made for students, migrant workers and patients who are stranded in the State capital and other parts of the state to ensure that they reach their respective districts besides providing separate accommodations so as not to mix them up with trapped citizens when brought back from other states. “The arrangement for this group should be done keeping in mind the COVID-19 positive cases in Shillong,” he said. Moreover, the former Chief Minister said, if one waits for the current nationwide lockdown to be over, the return and arrival of the stranded students and migrant workers from other parts of the country, will invariably be required to be kept in separate accommodation and in quarantine for further observation and testing.
Manipur’s 2nd COVID-19 cured; no positive case in state Correspondent IMPHAL, Apr 19: With the latest test on the second COVID-19 patients showing negative on Sunday, Manipur is free from the contagion. Virtual classes for all students of the state schools up to higher secondary level started from Sunday in 14 local cable channels as all schools are closed due to COVID-19 pandemic, Nath said. Unless classes are started, the students would face problem, so we have decided to impart education through apps and local TV channels. GUWAHATI, APR 19 (PTI): Problems in procuring and selling milk have impacted milk cooperatives, farms and individual producers severely across Assam during the ongoing 40-day lockdown period, though distribution and sale of milk are exempted from restrictions during this period, sources in the dairy sector said. It has also become difficult to arrange fodder as most of the trucks carrying feed for livestock have stopped plying since the 21-day lockdown was announced on March 24, and then extended till May 3 to fight the coronavirus pandemic. Organised cooperatives and individual dairy farmers have laid off employees to cut the cost due to drastic fall in sales and at times threw away milk on roads and rivers as they could not sell it due to lack of transportation and closure of markets. Sitajakhala Milk Cooperative Society chairman Ranjib Sarma told PTI, “The lockdown has affected the operations of the cooperative in multiple ways. Our daily procurement at this time of the year is between 17,000 litres and 18,000 litres. But now, we are procuring around 10,000 litres of milk per day.” The Sitajakhala Milk Cooperative Sciety, one of the oldest and largest dairy cooperatives of Assam located in Morigaon district, is able to process and market an average of 7,000 litres of milk daily out of the procured raw material now, he said. Initially there was confusion about the services exempted from lockdown restrictions with the information from the Centre not percolating to the local level, thereby affecting procurement and sale of milk, Sarma said.

W u han, A pril 1 9 (IANS): Wuhan, the capital of China’s Hubei province where the global coronavirus pandemic originated last December, has now been classified as a low-risk area as the city has not reported a new COVID-19 case in the last 14 days, authorities said. By the end of Friday, Hubei province had 76 lowrisk cities and counties and none with high risk or medium risk, Xinhua news agency quoted the provincial COVID-19 epidemic prevention and control headquarters as saying on Saturday. Wuhan saw its last medium-risk district of Qiaokou classified as low-risk compared with the assessment on Thursday. It had its coronavirus risk evaluation downgraded from high-risk to mediumrisk on March 27. According to the risk criteria defined in

In an interview given to French CNews channel and during a podcast by Pourquoi Docteur, professor Montagnier who codiscovered HIV (Human Immunodeficiency Virus) claimed the presence of elements of HIV in the genome of the coronavirus and even elements of the “germ of malaria” are highly suspect, according to a report in Asia Times. “The Wuhan city laboratory has specialized in these coronaviruses since the early 2000s. They have expertise in this area,” he was quoted as saying. The theory that Covid-19 virus originated in the lab is making rounds for quite some time. Paris, Apr 19 (AFP) :The worldwide death toll from the novel coronavirus pandemic rose to 160,685 on Sunday, according to a tally from official sources compiled by AFP. More than 2,334,130 declared cases have been registered in 193 countries and territories since the epidemic first emerged in China in December. Of these cases, at least 518,900 are now considered recovered. The tallies, using data collected by AFP from national authorities and information from the World Health Organization (WHO), probably reflect only a fraction of the actual number of infections. Many countries are testing only the most serious cases. In the United States, now the worst-hit country, the death toll stood at 39,090 with 735,287 infections. At least 66,819 patients have recovered. Italy is the next mostaffected country with 23,227 deaths and 175,925 confirmed infections. It is followed by Spain with 20,453 fatalities and 195,944 confirmed infections, France with 19,323 deaths and 151,793 infections and Britain with 15,464 deaths and 114,217 cases.

NEW DELHI, APR 19 (AGENCIES): Serena Williams’ coach Patrick Mouratoglou says his tennis academy will host a fiveweek tournament starting in May that will give players the chance to get back on court during the COVID-19 pandemic. The inaugural edition of the Ultimate Tennis Showdown (UTS) - which aims to fill the gap in the tennis calendar created by the health crisis - will take place without fans at the facility in the south of France, and be broadcast live, organisers said in a statement on Saturday. The event will comply with local physical distancing requirements to ensure the safety of players, coaches and a limited number of UTS staff onsite, the statement added.
