US puts India on level 4 category

The US public health agency has warned travellers against heading for India even if they are fully vaccinated against Covid-19. If such a journey is unavoidable, the Centers for Disease Control and Prevention (CDC) has advised getting all doses of vaccination before setting forth. It has also placed the country in the highest Level 4 category which implies “very high level of Covid-19”. “Because of the current situation in India, even fully vaccinated travelers may be at the risk for getting and spreading Covid-19 variants and should avoid all travel to India,” the CDC said.

KOHIMA, APR 20 (NPN): As the demand for vaccine grows in the State in the light of the recent spike in COVID-19 positive cases, there is growing fear about possible shortage of the vaccine. State immunisation officer (UIP) Dr Ritu Thurr informed Nagaland Post that currently there were about 88,940 doses available in the State across the districts. He said if the current daily consumption of about 4,350 doses continued, the existing stock of 88,940 doses would last for another 20 days. He said the Health & Family Welfare (H&FW) department had already submitted its requirement of about 3 lakh doses of vaccine to the Union Health ministry, which was monitoring the vaccine distribution through Electronic Vaccine Intelligent Network (EVIN) across the country.

Ritu mentioned that the H&FW department intended to cover around 4.5 lakh people above 45 years of age for which, he said, about 8 to 9 lakh doses (two doses) would be required. However, he pointed out that as vaccination would be conducted in a phase-wise manner, the department requested 3 lakh doses.

Stock to last only 20 days, H&FW writes to Centre for more doses He pointed out that the current stock available in the State was meant for the ongoing drive comprising two doses. The State immunisation officer said a total of 163890 beneficiaries were vaccinated till April 20-129319 first dose and 34571 second dose. Meanwhile, it has been learnt that the Union

Lockdowns should be Legislators question Govt over constituting JCC on RIIN last resort, says Modi Correspondent

Urges states to convince migrant workers to stay put NEW DELHI, APR 20 (PTI): Amid a staggering surge in COVID-19 cases, Prime Minister Narendra Modi on Tuesday said a lockdown should be the “last resort” to deal with the raging pandemic and asked states to convince migrant workers to stay put at their places of work with a guarantee for their lives and livelihood. In an address to the nation, He also called upon all stakeholders, including the pharmaceutical industry, to deal collectively with the immediate challenge of the shortage of oxygen cylinders. Outlining a number of measures taken by his government, including ramping up of the production and supply of oxygen and medicine for allowing vaccination for everyone above 18 years of age from the next month, Modi said he also empathises with the pain of those having lost their family members. The country is fighting a very big battle against the pandemic, he said, adding that its second wave has

hit it like a storm after the condition appeared to have stabilized. “The challenge is big but we have to overcome it with our resolve, courage and preparation,” he said. The two key messages of Modi’s over 20 minutelong address was, however, to virtually rule out any immediate nationwide lockdown, a move that had triggered a massive migration of workers from big cities last year and hit the economy hard, and to reach out to migrants. Modi said, “In the current situation, we need to save our country from a lockdown. I would also request states to use the lockdown as the last resort. We have to do our best to avoid a lockdown and our focus should rather be on micro containment zones.” He further said the country can improve the health of its economy and also take care of the health of the people this way.

KOHIMA, APR 20 (NPN): Even as the consultative meet convened by the State government recently decided to constitute a Joint Consultative Committee (JCC) on Register of Indigenous Inhabitants of Nagaland (RIIN), serious questions have been raised on the government’s credibility and its overall ability in running the affairs of the State. The government had said that the decision to constitute JCC was to have an in-depth and wider consultations and “direct communication” before implement-

ing RIIN in the State. Opposition legislator Imkong L Imchen blasted the government for what he called the “usual way of governance wherein consultations or shifting responsibilities to civil society organisations (CSOs)” had become an excuse to buy time. Imchen accused the government of being scared to take any decision and hence was buying time to mislead the people, so as not to expose its own incompetency in handling the affairs of the State. Some legislators from the ruling coalition too expressed displeasure over forming committees after

committees after holding repeated consultations. One legislator who refused to be identified remarked that while it was good to take into confidence the people, but admitted that giving too much leverage to CSOs only showed the weakness of the government, stressing that sometimes the government has to take strong decision for the people. Stating they did not see copy of the Banuo Z Jamir commission’s report on RIIN, they said had it been given to tribal hohos prior to the consultative meet, the outcome would have been more fruitful.

Another MLA commented that while keeping mass-based organisations informed in the guise of transparent government was good, this should not be done on all matters as taking everything to the CSOs could lead to conflicting public opinions. However, another legislator felt that it was better that the public was made fully aware about RIIN before its implementation else, implementing without making them understand about its merits and demerits could lead to chaos. He demanded that Banuo commission’s report should be made available in

JCPI consultative meeting on Apr 23 DIMAPUR, APR 20 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) has reminded the presidents and general secretaries of Naga tribal apex bodies about the consultative meeting to be held at Hotel Japfu, Kohima on April 23, at 1 p.m. The meeting will deliberate on critical issues relating to ILP/RIIN and also issues in the light of the recent state government “sponsored consultative meeting” with apex tribes hohos of Nagaland, JCPI stated.

Of the 70 COVID positive cases registered in Dimapur on Tuesday, 49 were returnees/travellers, 18 traced contacts and three were from the armed forces/ security personnel. Meanwhile, with Dimapur registering this year’s highest single-day spike of cases, there is growing apprehension about the status of returnees from Assam, where many migrants had gone to for the Assembly polls held recently. Assam on Tuesday recorded 1,651 fresh COVID cases and seven deaths.

Some suspect that the recent spike in COVID-19 cases in Assam could be linked to election rallies and campaigns held in view of the three-phase Assembly polls that concluded on April 6. It may be mentioned that many election rallies were held across Assam, where most participants as well as politicians failed to follow COVID-appropriate behaviour. With a surge in the number of COVID-19 cases, several North East states have taken diverse actions, including imposition of night curfew and closure of educational institutions, to prevent the spread of coronavirus disease.

Various North East states impose Covid-19 restrictions G U W A H A T I / SHILLONG/AGARTALA, APR 20 (AGENCIES): With a surge in the number of COVID-19 cases, several North East states have taken diverse actions including imposition of night curfew and closure of educational institutions. Assam gover nment Tuesday ordered that all markets and shops will shut by 6 pm. The government permitted 50 per cent of lower-level staff to work from home in the districts having active coronavirus

public domain so that there was no misunderstanding among the citizens. Another MLA remarked that CSOs and tribal hohos should understand why they were being given importance and that they should not take advantage of this. He admitted that the government could be questioned over holding repeated consultations, yet as there was no time to keep arguing with each other time and again, he said the government decided to take the tribal hohos on board this time, which, according to him, should be taken positively.

Health & Family Welfare ministry was yet to issue directive to the States to vaccine individuals above 18 years of age. Over 13 cr vaccine doses administered: India has scaled another peak in its effort to contain the COVID-19 virus with the administration of more than 13 crore vaccines to its citizens. The cumulative number of COVID19 vaccine doses administered in the country stands at 13,00,27,370 as per the 9 p.m. provisional report today. More than 28.98 lakh vaccine doses administered till 9 p.m. Tuesday. A total 71,051 COVID vaccination centres (CVCs) were operational, marking a rise of more than 26,051 operational Vaccination Centres (45,000 CVCs on an average are functional on any given day). Workplace vaccinations have also enabled such a high turnout of beneficiaries.

Tripura Education Minister Ratan Lal Nath said that there will be no night curfew and lockdown in the state, but all educational institutions would remain closed for an indefinite period. In Meghalaya, the night curfew in East Khasi Hills District, in which capital Shillong falls, has been extended for another week until April 25. Night curfew and various other

restrictions continue to be in effect in Mizoram capital Aizawl and other parts of the mountainous state. Chief Secretary Lalnunmawia Chuaungo, in an order, said that the recent spurt of positive cases is alarming for the medical community. In Manipur, the state government has imposed night curfew in the entire state from 7 p.m. to 5 a.m. Meanwhile, Arunachal Pradesh has made testing compulsory for all people entering the state.

DIMAPUR, APR 20 (NPN): State government has directed all employees serving under the department of School Education to remain in station and attend duties at respective establishments and cautioned that no employee would leave station without obtaining station leave permission from competent authorities. UZYF reacts to WSYF statement DIMAPUR, APR 20 (NPN): United Zeliangrong Youth Front (UZYF) in a rejoinder, said the call of Western Sumi Youth Front(WSYF) “in the guise of demand for release of 4 arrested persons by SIT” was a “disturbing and subtle call for violence.” UZYF said the WSYF appeared “totally confused” over the matter vis-à-vis “all illegal villages set up in the land of Lamhai villages” when it (WSYF) did not envisage “interference in the due process of law” and on the other hand, demanding release of all those suspects arrested by the SIT for the March 22 incident. UZYF wondered what is to become of a state which proudly proclaims as a Christian state “if individuals holding power and civil society organisations started to demand and give ultimatum to the government” to release offenders ? Instead of helping authorities to nab

culprits, the demand of the WSYF was most uncalled for, said UZYF. It appealed to the SIT and the state government not to cower down to illogical demands but rather set a strong and exemplary precedent for criminals and murderers by delivering justice as deemed fit. Regardless of the days or months, UZYF said if the investigating agencies felt the need to keep the suspects behind bars, to unearth the true identity of all those involved in the March 22 killing, it should be left to their wisdom and that no individual or group should even feel the need to demand for their release without knowing the progress of investigation. With regard to the statement “initiate summoning all its resources”, UZYF said they undoubtedly understood what it meant and said that they should not (Cont’d on p-8) K Y M C

DIMAPUR: Hoshepu Range Puplic Organisation (HRPO) through a “public representation” has aired the grievances faced by the people of the area and urged the state government to take up the matter on top priority based on the historical grounds. The signatories- HRPO chairman, V.C Hokuto Chishi; Ghokiho Zhimomi, Akukatou Khewoto Village and G. Zhekuto Zhimomi, Akukau Khekiye Village, on behalf of the HRPO, claimed that the upgrading of EAC post was considered by the government and was inaugurated on December 6, 2012 but no officer has been posted till date. In this regard, the signatories urged the competent authority that the required staff be posted at the earliest and also the strength of the DBs be reinstated. The signatories also pointed out that the present medical sub-centre was one of the earliest established in 1968 and was manned by a compounder. ‘COVID situation in M’laya alarming’ You may have to stand in line for cremation: Dr Aman War

Correspondent SHILLONG, APRIL 20: Health officials in Meghalaya on Tuesday warned that unless people strictly follow COVID-19 protocols, they may have to queue before hospitals, burial grounds and crematoriums. “Picture this, you will have to stand in line for burial, you will have to stand in line for cremation, we will have no space in hospitals nobody will come forward to help …so follow the instructions we have given strictly,” Director Health Services (MI), Dr. Aman War said at a joint press conference with several medical specialists. Stating that the coronavirus situation in the State is “alarming”, the senior medical officer urged people to follow the three Ws diligently - wear masks, wash hands, watch the distance - to arrest the number of COVID-19 cases and to contain this pandemic.

Dr. Aman War “We should be fully prepared to contain this pandemic. We cannot depend on the government alone and the responsibility lies on you and me to prevent the spread of this infection,” War underscored. He said the surge in COVID-19 infections in Meghalaya is mainly due to complacency and inadequate enforcement of safety protocol by the people. Sharing the COVID19 statistics in the State, the senior medical official informed, till March 23,

2021 there were only 23 active cases in the State and by April 17 there were 680 cases. In 2020, there was just one active case in April 13, and only by August 5, 2020 there were 669 active cases. “The number of cases within this short span of 25 days this year is equivalent to the number of cases reported in 114 days last year and this number is increasing,” War said. He reiterated that people need to be strict in following the laid health

protocols and warned that the “worst is yet” to come. “This is the take home message,” War under scored. Meanwhile, the senior medical officer said the State health services is fully prepared to meet all eventualities, the health officials informed that the State has 32 invasive ventilators another 54 has been provided by the Central Government and there are 75 non invasive ventilators. “We have no shortage of oxygen in the State as of now, we have 609 Oxygen support beds, 65 ICU beds,” War said, adding that the State has its oxygen plant at Byrnihat in Ri-Bhoi district and there are also private firms from Assam supplying oxygen to the State. On the vaccination drive, War said, that one of the other protections in this fight against the pandemic is the vaccine and urged people to come forward and take it. He said the vaccine

provides protection against the virus and urged people not to be apprehensive about it or fall prey to rumours surrounding the vaccine. Stating that he has taken his second doses of the vaccine and further cited that all the health officials present have taken the vaccine, Dr. War said that everyone is fine and in good health with no side effects whatsoever. Meanwhile, health authorities informed that the State has 80,000 vaccines in the State which would last for the next 10 days. “We have asked for more vaccines from the central government which we would be getting soon,” health officials informed. However, the health officials emphasised on the fact that a vaccine was not a cure but only a preventive measure against the viral disease and underscored the need for maintaining all the safety protocols issued by the health department.

Assam seeks COVID vaccines from Centre Ghy HC caps junior staff presence to 50pc GUWAHATI, APR 20 (PTI): Amid an exponential rise in COVID-19 cases, the Gauhati High Court has capped the presence of junior staff to 50 per cent in all its affiliating benches and lower courts across Assam, Nagaland, Mizoram and Arunachal Pradesh for the next two weeks from Tuesday. Issuing a notification to this effect on Monday evening, Gauhati High Court Registrar General Raktim Duarah said there shall be restricted functioning with staggered roster in order to maintain social distancing. The notice said 50 per cent of staff of the principal seat at Guwahati and outlying benches at Kohima, Aizawl and Itanagar, below

the level of Administrative Officer (judicial), shall attend office alternatively. “The same arrangement is to be followed in the subordinate courts of Assam, Nagaland, Mizoram and Arunachal Pradesh,” it said. Officers and staff of all the courts must wear face masks covering the nose and mouth, it added. “Entry of outsiders shall be strictly prohibited in the court preises, unless specifically directed by the concerned authority or unless personal appearance of a party is required in a judicial proceeding. “No person, except the learned advocates/parties appearing in person who are to address arguments, shall be permitted in the

vaccines which will last for the next 6-7 days,” he said at a press conference in Guwahati. The official said that 13,58,782 vaccines were administered as first dose and 3,29,366 units as second dose. He said that 1,01,772 vaccines were wasted. “From one vial of Covishield, we can inoculate 10 people, while the number is 20 for Covaxin. When only 16 people come at a centre administering Covaxin, four doses are wasted after opening the vial as the vaccines have to be kept in a particular temperature,” Sinha said. Serum Institute of India has entered into a collaboration with the University of Oxford and As-

traZeneca to manufacture Covishield, while Covaxin is being indigenously developed by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR) - National Institute of Virology (NIV). The vaccination drive is going on through 1,200 centres across the state. “This is a large number for a small state like Assam. If we open more centres, the wastage will obviously be more,” Sinha said. On the shortage of vaccines, the official said that the state government is in constant touch with the Centre for sending more stock in the coming days. “Three days back, we received five lakh vaccines

-- three lakh Covishield and two lakh Covaxin. We hope to receive more stock in the coming days,” he said. He said that the state has inoculated an average of nearly 21,000 people during the last 10 days on the backdrop of the rising number of COVID-19 cases. The daily average of positive cases has shot up to 704 during April 13-19 from 308 during April 6-12, Sinha said. On Monday, 1,367 people were detected with the infection. Giving an update of the hospital facilities, he said that the state has a total of 4,445 beds including 252 ICU beds and 104 ventilator beds.

Aizawl, Apr 20 (PTI): Mizoram’s main opposition party Zoram People’s Movement (ZPM) has sought Prime Minister Narendra Modi’s intervention for the installation of another RTPCR machine in the state to ramp up COVID testing amid a rising number of cases. The northeastern state has only one RT-PCR machine installed at Zoram Medical College in Aizawl and TrueNat machines in 10 other districts. The party, in a letter to the prime minister on Monday, said that an RTPCR machine was donated by a Congress legislator in June last year for installation in south Mizoram’s Lunglei district but the state

administration has not yet given permission for it. The ZPM alleged that the installation has been deliberately delayed by the state government due to “political interests”, without further elaborating on it, while official sources claimed that the delay was due to infrastructural requirements and want of completion of formalities. The party said that despite being the state’s largest district and an important trade hub, Lunglei has only one TrueNat machine which severely hinders the rate of testing. It said that installation of the RT-PCR machine will not only benefit Lunglei but also neighbouring districts.

G a n gto k , A pr 2 0 (PTI): Sikkim Chief Minister Prem Singh Tamang said on Tuesday that all educational institutions in the state will remain closed till April 30 to curb the spread of COVID-19 cases. The chief minister also urged the people to not undertake unnecessary travel out of Sikkim and strictly abide by COVID-19 appropriate behaviour in order to keep the disease at bay. manufacturers. It also said the vaccine manufacturers would be free to supply 50 percent doses to state governments and in the open market for which they will have to make an advance declaration of the price before May 1. “This is a government that believes in ‘one nation one tax’, ‘one nation one election’, but this is a government that does not believe in “one nation, one price,” Congress leader Jairam Ramesh told an online press conference. He said the new policy will lead to multiple pric-

ing for COVID-19 shots at central and state government hospitals, and private facilities. “Why can’t we have ‘one nation, one price’ for vaccines. I think this is a legitimate demand,” he said, advocating the Centre, state governments and private hospitals get the shots at the same price. Ramesh alleged the Central government will get 50 per cent of the vaccines and the rest 50 per cent will be divided among private hospitals and state governments. “This is very unfair.

SC to take up only urgent matters from April 22

Maha cancels SSC exams

NEW DELHI, APR 20 (IANS): The Supreme Court on Tuesday announced that with effect from April 22, only urgent matters will be listed for hearing amid the ongoing Covid-19 pandemic. In a circular, the top court’s administration said: “In continuation of Standard Operating Procedure (SOP) dated July 4, 2020, and circular(s) issued earlier regarding mentioning of matter(s), it is hereby notified for the information of all concerned: (a) only urgent matters will be listed for hearing w.e.f April 22, 2021.” The circular elaborated that advocate-on-record or party-in-person may send the signed and verified mentioning application, along with synopsis containing the grounds of urgency not exceeding one page in fresh matter, only by e-mail by 1 p.m. (Monday to Friday) and by 11.30 a.m. on Saturday. “The same shall be processed for listing on the next-to-next working day, subject to availability of the concerned Bench and approval of the Competent Authority. The mentioning applications received thereafter shall be processed for listing on the working day after the next-to-next working day,”

it added. The circular further added: “The mentioning applications received thereafter shall be processed for listing on the working day after the next-to-next working day, subject to availability of the concerned Bench and approval of the Competent Authority.” “The advocate-on-record/party-in-person may send signed and verified mentioning-application along with synopsis containing the grounds of urgency not exceeding one page in the IA (Interlocutory Application) in pending matter and Miscellaneous Application (MA) in disposed of matter only by e-mail.” In another notice, the court administration, citing the prevailing Covid situation, said: “The competent authority has been pleased to direct as follows: 1. The matters shown in the final cause lists of miscellaneous matters and regular hearing matters for April 22, 2021 (Thursday) will not be taken up for hearing and the same stand adjourned.” In a separate notice, it said the matters shown in the final lists of Registrar’s court and chamber matters for April 22 and 23 stands adjourned.

MUMBAI, APR 20 (IANS): Amid a clamour by all the Maharashtra ministers on Tuesday to impose a total lockdown, School Education Minister Varsha Gaikwad announced that the upcoming state SSC Board exams for 2021 have been cancelled. “Earlier we had declared plans to conduct the Maharashtra State Board of Secondary & Higher Secondary Education Class 10 exams in June. However, given the current Covid-19 situation, the state cabinet has decided to cancel the state board SSC exams this year,” Gaikwad said in a statement. She added that her ministry will soon decide the process to be followed for promoting all the Class 10 students to Class 11 (Junior College) based on internal assessment and other criteria. The development comes days after other boards also decided to scrap the SSC/Class 10 exams in view of the worsening pandemic scenario in the country. Gaikwad’s announcement came as all state cabinet ministers of the ruling Shiv Sena-Nationalist Congress Party-Congress combine unanimously demanded that a complete lockdown should be imposed in the state in view of the galloping Covid-19 cases and deaths, Health Minister Rajesh Tope said here.

Centre’s responsibility to put money into bank A/C of migrant workers: Rahul

NEW DELHI, APR 20 (PTI): The Congress on Tuesday demanded financial assistance for migrant workers with former party chief Rahul Gandhi asserting that it is the responsibility of the central government to put money into their bank accounts. As Delhi went into a six-day lockdown from Monday night amid the deteriorating COVID-19 situation, hundreds of migrant workers thronged the Anand Vihar Bus Terminal here to board the buses for their native places. “Migrants are migrating once again. In such a situation, it is the

Rahul Gandhi

responsibility of the central government to put money into their bank accounts,” Gandhi said in a tweet. “But will the government, blaming the people for spreading coronavirus, take such a public assistance

measure?” the former Congress chief said. Congress general secretary Priyanka Gandhi Vadra said that looking at the horrifying COVID-19 situation, it was evident that the government would have to take tough decisions like imposing a lockdown, but migrant workers have once again been left to fend for themselves. “Is this your plan? Policies should be such that they take care of everyone. Financial assistance to the poor, labourers and street hawkers is the need of the hour. Please do this,” she said in a tweet in Hindi.

NEW DELHI/CALCUTTA, APR 20 (PTI): West Bengal Chief Minister Mamata Banerjee on Tuesday wrote to Prime Minister Narendra Modi, hitting out at the Centre’s new vaccine policy and terming it “hollow, without substance and a regrettable show” of evasion of responsibility. The central government on Monday announced that everyone above 18 years of age will be eligible to get vaccinated against COVID-19 from May 1, liberalising the vaccination drive to allow states, private hospitals and industrial establishments to procure the doses directly from manufacturers. “I am informed that the central government has announced the much-delayed universal vaccine policy on 19th April, 2021, which appears to be hollow, without substance and a regrettable show of evasion of responsibility by the central government at a time of crisis,” Banerjee said in the letter.

Mamata Banerjee

She also reminded the prime minister that she had in a letter dated February 24, 2021 requested his intervention to allow West Bengal purchase vaccines directly with state resources and give free vaccination to people of the state. “No response was received from your end. Now when the number of cases in the second wave of COVID is spiralling like anything, the Centre has chosen to tactically indulge in empty rhetoric and shy away from its responsibility for making available vaccines to the people of the country,” Banerjee wrote.

She pointed out that the announcement made on Monday did not address major issues like ensuring quality, efficacy, stable flow of supply of required number of doses by the manufacturers and also the price at which the vaccines are to be purchased by the states. “It is apprehended that the announced policy might lead to unscrupulous mechanisms in the market, including pricing of vaccines as it appears to be based on market prices which may put the common people under huge financial burden. “More importantly, the supply would also become very erratic because the vaccine manufacturers are hardly prepared to scale up their production capacities to the desired levels to meet the nationwide demand,” the Mamata said. She added that the required vaccines are not currently available in the market and requested for steps to ensure their availability at the earliest.

Wastage of vaccines a Bharat Biotech to expand Covaxin production to 700 million doses a year criminal waste: HC to Centre NEW DELHI, APR 20 (AGENCIES): Bharat Biotech on Tuesday announced scaling up the manufacturing capacity to produce 700 million doses of Covaxin annually. The current production capacity is 1.6 lakh doses a day. Manufacturing scaleup has been carried out in a ste pwise manner across multiple facilities at Hyderabad and Bengaluru, the firm said. Inactivated vaccines, while highly safe, are extremely complex and expensive to manufacture, resulting in lower yields when compared to live virus vaccines. Capacity expansion in vaccines manufacturing is a long and tedious process, requiring investments of

millions of rupees and several years. Bharat Biotech is able to expand Covaxin manufacturing capacity in a short timeline, mainly due to the availability of new specially designed BSL-3 facilities, first-ofits-kind for manufacturing in India that have been repurposed, and pre-existing expertise and knowhow to manufacture, test and release highly purified inactivated viral vaccines. Manufacturing partnerships are being explored with our partners in other countries, who have prior expertise with commercial scale manufacture of inactivated viral vaccines under biosafety containment. To further increase capacities, Bharat Biotech has partnered with Indian Immunologicals (IIL) to

manufacture the drug substance for Covaxin. The technology transfer process is well under way and IIL has the capabilities and expertise to manufacture inactivated viral vaccines at commercial scale and under biosafety containment. Bharat Biotech uses a proprietary adjuvant Algel-IMDG that has now proven to be a safe and effective adjuvant, especially to stimulate memory T cell responses. The synthesis and manufacture of the IMDG component has been successfully indigenised and will be manufactured at commercial scale within the country. This is the first instance where a novel adjuvant has been commercialised in India.

Rahul Gandhi tests positive for COVID-19

Congress leader Rahul Gandhi on Tuesday said he has tested positive for COVID19 and has mild symptoms. “After experiencing mild symptoms, I’ve just tested positive for COVID,” the 50-year-old posted on Twitter. “All those who’ve been in contact with me recently, please follow all safety protocols and stay safe,” he wrote. Prime Minister Narendra Modi wished him a speedy recovery. “I pray for the good health and quick recovery of Lok Sabha MP Shri Rahul Gandhi ji,” he tweeted. Messages for his early recovery poured in from various quarters, with former Union minister P Chidambaram saying he was deeply concerned. Congress chief spokesperson Randeep Surjewala said, “Wishing you a speedy recovery Rahul Gandhi ji. In these challenging times, the nation needs your leadership more then ever.” A number of Congress leaders, including former prime minister Manmohan Singh and Rajya Sabha MP Anand Sharma, have tested positive for COVID-9 and are admitted in hospitals. Singh is admitted in AIIMS in Delhi.

its vaccination programme to be determined by the vagaries of market forces, the senior Congress leader noted. Chidambaram said under the modified vaccine policy, states will bear the responsibility and cost of vaccinating the poorer sections who are below the age of 45 years and are neither healthcare workers nor frontline workers, as defined by the central government. The former union minister alleged that the Union government appears to have abdicated its responsibility towards the poor by excluding them from the Centre’s vaccination programme. “In a country where the median age is 28 years, to leave those who are below the age of 45 years out of a public-funded programme is, to say the least, callous,” he noted, adding that migrant workers who are lifeblood of the economy will be the worst affected by this directive.

NEW DELHI, APR 20 (PTI): The Delhi High Court on Tuesday said wastage of even a single shot of the COVID-19 vaccine was a “criminal waste” and directed the Centre to vaccinate whomsoever it can to ensure each vial is used fully. A bench of Justices Vipin Sanghi and Rekha Palli said that according to news reports there is a daily wastage of six per cent of vaccines and till now 44 lakh vaccines out of 10 crore have

been wasted, maximum in Tamil Nadu. “This is a huge wastage. Give it to those who want it. Whomsoever you can vaccinate, please vaccinate. Whether 16 year old or 60 year old, all need vaccination. The pandemic does not discriminate,” the court told the Centre. The bench said the wastage was occurring due to the restriction with regard to age and categories of persons who are entitled to take the vaccine.

This is inequitable. We want states to get greater responsibility. But, this is actually not giving the states any responsibility. So ‘one nation, one price’. We cannot have ‘one nation, multiple prices’,” he told reporters. Chidambaram claimed the Union government has finally acknowledged the problem of vaccine shortage and other deficiencies in the current policy. “While we welcome the positive changes made to the policy...the modified vaccine policy is, in crucial respects, regressive and inequitable,” he said. “Under the modified vaccine policy, the Union government is running away from taking responsibility, overburdens the states, encourages vaccine manufacturers to profiteer, and will worsen the inequality between states as well between poor and rich Indians,” he also said. Mamata writes to PM, says vax policy appears hollow, without substance

DC-363

NEW DELHI, APR 20 (PTI): A day after the government tweaked its COVID-19 vaccination policy to widen the coverage, the Congress Tuesday alleged the changes will worsen the inequality between states as well as between poor and rich Indians, and demanded uniform pricing for the jabs at all health facilities. Questioning the pricing modalities under the new policy, which allows manufacturers to fix the prices of their shots, the Congress said the plan was “regressive, inequitable and anti-competitive”. The party also said the new policy would put additional burden on states which are already cashstrapped. The Centre announced Monday that all above 18 years of age will be eligible for COVID-19 vaccination from May 1, while private hospitals and states will be able to buy doses from

Post-mortem

Vol. XXxI NO. 134 Dimapur, WEDNESDAY, APRIL 21, 2021

Second wave exposure

W

hen the first covid wave struck the world, nobody was prepared for it and neither was India. As the death toll from COVID-19 rose to 12, Prime Minister Narendra Modi on March 24,2020 announced a 21-day lockdown for the entire country, stating that it was the only way to break the chain of infection. The lockdown was further extended periodically from April 14 2020 to May 3 2020 and then from May 17,2020 to May 31,2020. From then on the government began its ‘Unlock’ series from 1.0 from June 1- to 39, then unlock 2.0 from July 1-31 till the final Unlock 7.0 from November 30 to December,2020. Covid cases gradually dipped from October 2020 till and continued and on February and leading the government to claim credit of its covid handling. While it is easy to claim credit it is also easy to blame others. The handling of the covid pandemic since March 2020 became almost a one-man show. If those in the ruling government at the Centre and supporters credited Modi for his handling of the covid pandemic through Lockdown, it is also incumbent that the blame should also be shared. Of course, the total unlock by January 2020 has made people complacent about adhering to the SOPs and has contributed to the recent spike. However, the centre was also lost focus on covid and began tom-tomming about its success. When The Washington Post, BBC, NPR, Al-Jazeera and Fortune began writing articles about how well India had done in bringing infections down, bedazzling experts and defying scientists’ dooms-day predictions, it made the Modi government proud of its achievements. What’s also unfortunate is that the false sense of pride has brought a poor response to this second wave as daily cases constantly breach the two lakh-mark. This was the consequence of the “false confidence” that the government fell into as it went a step further to become the giver of vaccines(exporting some 5.84 crore doses of vaccines) and exporter of 13,796 Metric Tons(MT) of oxygen. Today India has to import vaccines(from Russia) and also around 50,000 MTs of oxygen. If at all, these reveal that there has been a missteps by the union government in remaining focussed on COVID when itself also became complacent . Whether it was complacency or politics that has led to the present crisis; there is no doubt that the decision to hold elections to five state assemblies and allow the religious festival of Kumbh are major factors. Lakhs of people attended the political rallies across the five states and tossing away masks, leave alone maintaining social distancing. Even in Uttar Pradesh, a total of 30,596 new coronavirus cases were recorded on April 18 as the highest single-day spike in the country. Throughout India, hospitals have no more beds and covid patients are sleeping on corridors and outside hospitals. Most hospitals in Delhi have hardly a few days stock of oxygen. Many states are asking for more covid vaccines and oxygen from the Centre. Whichever way one may look at the current scenario, it unmistakably leads to the conclusion that after taking centre-stage in hogging the limelight throughout the pandemic lockdown and then counting the chickens too early, the Centre has to admit that it has been managing the show through its one-upmanship which has brought the situation to brinkmanship.

DailyDevotion Can a Saint Falsely Accuse God?

All the promises of God in Him are Yes, and in Him Amen… —2 Corinthians 1:20 Jesus’ parable of the talents recorded in Matthew 25:14-30 was a warning that it is possible for us to misjudge our capacities. This parable has nothing to do with natural gifts and abilities, but relates to the gift of the Holy Spirit as He was first given at Pentecost. We must never measure our spiritual capacity on the basis of our education or our intellect; our capacity in spiritual things is measured on the basis of the promises of God. If we get less than God wants us to have, we will falsely accuse Him as the servant falsely accused his master when he said, “You expect more of me than you gave me the power to do. You demand too much of me, and I cannot stand true to you here where you have placed me.” When it is a question of God’s Almighty Spirit, never say, “I can’t.” Never allow the limitation of your own natural ability to enter into the matter. If we have received the Holy Spirit, God expects the work of the Holy Spirit to be exhibited in us. The servant justified himself, while condemning his lord on every point, as if to say, “Your demand on me is way out of proportion to what you gave to me.” Have we been falsely accusing God by daring to worry after He has said, “But seek first the kingdom of God and His righteousness, and all these things shall be added to you”? (Matthew 6:33). Worrying means exactly what this servant implied— “I know your intent is to leave me unprotected and vulnerable.” A person who is lazy in the natural realm is always critical, saying, “I haven’t had a decent chance,” and someone who is lazy in the spiritual realm is critical of God. Lazy people always strike out at others in an independent way. Never forget that our capacity and capability in spiritual matters is measured by, and based on, the promises of God. Is God able to fulfill His promises? Our answer depends on whether or not we have received the Holy Spirit.

Russia-US Rapprochement?

he telephonic conversation between Biden and Putin has raised hopes of a breakthrough in strained relations between the two superpowers. The recent announcement by the White House sources that President Joe Biden has proposed that he and Russian President Vladimir Putin hold a summit in a third country in the coming months, has increased hopes of a rapprochement between the two old rivals. This personal invitation was extended during a telephonic conversation between the two leaders trying to address deep differences, including Russia’s recent troop build-up near Ukraine. Mr Biden during the call with Mr Putin stressed his commitment to Ukraine’s sovereignty and territorial integrity, while expressing concern over a Russian troop build-up on Ukraine’s borders. The White House said Mr Biden also made clear that the U.S. would defend its national interests in response to Russian actions including “cyber intrusions and election interference.” The call took place as Secretary of State Antony Blinken was in Brussels to meet Ukrainian officials and North Atlantic Treaty Organisation (NATO) allies.NATO has called on Russia to end the military build-up. The Russian move has sparked concerns of a major escalation in the conflict between the two countries, which has simmered since the Kremlin invaded it in 2014. Meanwhile, the Kremlin confirmed the two leaders discussed a possible summit, saying Mr Biden “expressed interest in normalising the state of affairs on the bilateral track.” Russian manoeuvres The Russian build-up along Ukraine has been impossible to be ignored by the international community. In response there

S

were reports of two US warships reportedly heading for the Black Sea and Russia’s foreign ministry warning them off “for their own good”. As the hostile rhetoric and military moves around Ukraine have intensified, Western politicians have begun fearing an open invasion and urging Russia’s Vladimir Putin to “deescalate”. In response Russia has refused to oblige. The Russian defence ministry insisted that its moves were in response to “threatening” NATO exercises in Europe. However, a rational analysis of the recent and past events leads one to surmise that it is all a part of the political brinkmanship, by both the Americans and the Russian establishment. And in this game Biden has blinked first, giving advantage to Putin. The invitation for a summit contrasts to Biden’s earlier actions and statements and his overall political ideology, which observers describe as being built on the principles of American pre-eminence. This invitation comes just weeks after the US president agreed with an interviewer that the Russian leader was “a killer”. Acomment which sparked international concern. President Biden’s new move has started a new debate – whether it is disaster prevention or a mistaken concession - but in reality, now the risk of a major military action by Russia has certainly waned. Russia’s recent ostentatious troop movement always looked like grandstanding by a country that has given up trying to be liked by and now wants the West to fear it instead. When Vladimir Putin sent troops and hardware into eastern Ukraine seven years ago, those were secret operations that are still denied to this day. However, this time, Russia seems more intent on sending

signals rather than soldiers. Another angle to the whole issue is the recent reinforcements in eastern Ukraine by Kiev government and the recent Russian actions are seen to avert any move to retake areas controlled by Russian-backed militants, by Kiev. One senior Kremlin official has warned that such military action would be “the beginning of the end of Ukraine”, whose government was children “playing with matches”. Moreover, Russia has another excuse to intervene in the region: some half a million people in the self-proclaimed “People’s Republics” of Donetsk and Luhanskin eastern Ukraine have been issued with Russian passports since fighting broke out in 2014. And it would be plausible for Russia to come to their rescue if these ‘republics’ faced any threat. Russian message However, one is led to infer that the real aim of troop amassing on the Ukrainian border is not the real intention. Instead the goal is somewhat different. It seems that Russia is trying to avert the tough, new sanctions that the Biden administration is threatening in retaliation for Russia’s election meddling, hacking attacks and more. Last week, the US president signed an order to introduce sanctions against Russia. In particular, the US prohibits its companies from buying Russian state bonds issued by the Central Bank, National Wealth Fund or the Finance Ministry after June 14, 2021. Washington also imposed sanctions against 16 organisations and 16 individuals allegedly involved in meddling in US elections. The sanctions also covered eight people and companies, connected to Crimea, including members of the regional government. Besides, the US expelled 10 diplomats work-

ing in the Russian Embassy in Washington. Which started a series of expulsions by Russia and Czech republic, as tit for tat. This game of sanctions and offer to hold a summit simultaneously is perplexing for Moscow and international community, both. Moscow considers it strange to impose sanctions and simultaneously offer to deepen the dialogue on strategic stability. Mr Putin’s intentions may become clearer next week when he’s due to make his annual “state of the nation” address, a podium he’s often used for sabre-rattling against the West. But the call from Joe Biden may have given him chance to pull back from this particular fight. The US has also decided to cancelsending two US warships to the Black Sea, a move which is seen as being conciliatory. Kremlin spokesman Dmitry Peskov has said that Moscow will act out of the principle of reciprocity towards Washington and its sanctions. According to Peskov, the new sanctions will not facilitate the summit proposed by Biden. In the end a lot depends on how the two leaders interact at the summit and what more conciliatory and mollifying steps are taken by the two to deescalate the regional tension and work towards normalising the bilateral relationship. However, chances of a rapprochement seem too far-fetched, as each rival wants to lead the new world order. Asad Mirza, @AsadMirzaND Asad Mirza is a political commentator based in New Delhi. People trust computers more than humans: Study

D

espite increasing concern over the intrusion of algorithms in daily life, a new research shows that people are more likely to rely on algorithms than humans, especially if a task becomes too challenging. From choosing the next song on your playlist to choosing the right size pants, people are relying more on the advice of algorithms to help make everyday decisions and streamline their lives. “Algorithms are able to do a huge number of tasks and the number of tasks that they are able to do is expanding practically every day,” said researcher Eric Bogert from the University of Georgia. “It seems like there’s a bias towards leaning more heavily on algorithms as a task gets harder and that effect is stronger than the bias towards relying on advice from other people,” Bogert added. For the study, published in the journal Scientific Reports, the team involved 1,500 individuals evaluating photographs. The team asked volunteers to count the number of people in a photograph of a crowd and supplied suggestions that were generated by a group of other people and suggestions generated by an algorithm. As the number of people in the photograph expanded, counting became more difficult and people were more likely to follow the suggestion generated by an algorithm rather than count themselves or follow the “wisdom of the crowd”, the researcher said. According to the researcher, the choice of counting as the trial task was an important one because the number of people in the photo makes the task objectively harder as it increases. It also is the type of task that laypeople expect computers to be good at. Facial recognition and hiring algorithms have come under scrutiny in recent years as well because their use has revealed cultural biases in the way they were built, which can cause inaccuracies when matching faces to identities or screening for qualified job candidates, the team said. Those biases may not be present in a simple task like counting, but their presence in other trusted algorithms is a reason why it’s important to understand how people rely on algorithms when making decisions, they added. Political parties claim as pro dalit-indegenous, but …

ince Independence national as well as regional political parties of all shades keep claiming that they are pro Dalit-Tribal. Put together, Dalits and indigenous communities constitute more than onefourth of India’s population. Therefore, these two communities form the critical edge, formidable permutation and combination to the electoral process as well as power politics. Hence, all the political parties vie with each other for capturing power at the Centre and the states in India. And for that political parties of all shades realize now than ever before that the indigenous and Dalit votes are important and thus adopt diverse strategies to woo them. Promises range from one party to other—in the name of politics. In the post-independent India, for instance, the status of the indigenous and Dalit communities in terms of educational, social, political, cultural and economic aspects have not moved-up even after seven decades. When compared to others—the top and the middle communities moved up in the socio-economic, politico-cultural and educational rungs systematically, but the bottom layer comprised of the Dalits and the indigenous communities remain the same. For example, secondary, graduate, post-graduate and higher levels of education – where are the indigenous and Dalit communities? The terrains of the indigenous and Dalit communities live reveal brutal atrocities and heinous crimes committed and perpetuated by the “dominant” communities. Everyday we come across incidents that reflects oppressive tendencies unleashed against the indigenous and Dalit communities ranging from gang rapes to killings to discriminatory practices

and boycotts and what not. The forms and types of atrocities meted out by these two communities have been varying and horrendous as years go-by. Political parties from Congress to BJP to Left to SP to BSP to TDP to ADMK to DMK to JDS to different regional parties that exclusively talks about indigenous and Dalits’ welfare, progress and development have failed to translate what they wrote in the manifestos of their parties. Indigenous people are treated as ‘vanachals’ and Dalits are considered as ‘avarnas’ even in the year 2021. These two communities are increasingly treated as sheer ‘vote banks’ and as sheer ‘objects’. Political parties promise many things to the indigenous and Dalit communities, but once voted to power, they are forgotten. Though things are changing little bit, but still under their benevolence. Votes of the indigenous and Dalits ‘decide and are crucial to the political parties. Take for example, the programmatic interventions of RSS which is the heart of BJP posits antagonistic tenor against these two communities. Basically, BJP and its cultural apparatus, RSS is Brahmin and Kshatriya— dominated party. It believes in the system of caste. Nonetheless, for the sakes of votes RSS-BJP has changed its strategy systematically and, in the process, appropriating indigenous and Dalit communities into their fold. For instance, in order to capture the state of West Bengal, BJP went all out wooing the electorates with all sorts of narratives especially the indigenous and Dalitcommunities.CPI (M) ruled the State of West Bengal, followed by Congress, and TMC,for about 70-odd years. Indigenous and Dalit communities in the last seven decades have notmade any significant

progress and development in their lives. West Bengal being the entry point of North-East, BJP, in 2021Assembly elections in West Bengalis going all out. For example, PM Modi said in the campaign rallies that “the countdown to Didi’s exit begins on Bangla Nababarsha”, referring to Polia Baisakh on April 15. People scored boundaries and over-boundaries in the first four phases, taking the BJP rally to 100. This is making her angry. Her people are abusing Scheduled Castes and Tribes because they are voting for BJP,”at all three election meetings in Burdwan, North 24 Parganas and Nadia. All the three districts have a substantial chunk of SC/ST voters. In such a climate, a TMC functionary said that “Scheduled Caste people were like beggars”. Responding to it, PM Modi said “It is a great humiliation for BR Ambedkar’s legacy when the country is getting set for celebrating his birth anniversary. Why is Didi silent? Humiliating the Dalits is Didi’s biggest mistake.” It reveals the mind-set of the casteist politicians. However, politicians keep twisting their narratives as they want, PM Modi is one such case.In politics one shall never expect any decency and decorum. BJP is eulogizing indigenous and Dalit communities for votes. But, within, BJP-RSS has been consistent in its attack on indigenous and Dalit communities. Since 2014, India has been witnessing how the Dalits and indigenous communities are being treated. Violence and atrocities against the Dalits in particular are on the rise at all levels, more particularly in the BJPruled states. Consumption of beef is banned in BJPruled states. For Dalits and indigenous people beef is the staple food. In the name of “Honor

Killing”, if dominant caste Hindus marries Dalit women or men are physically eliminated from the face of the earth. Needless to say, even in recent times narratives and slurs used against these communities have hit the low levels—India is a caste-riddensociety. In one of the reserved constituencies in West Bengal, where PM Modi was on campaign mode, a reporter interacted with a section of those who came to attend largely Dalitssaid that PM Modi was an incarnation of god. The game starts wherein PM Modi invokes BR Ambedkar and went to the extent saying “Dalits are like gods in a democracy” and the Dalits say that PM Modiwould take them to different levels—happening two days prior to Ambedkar’s Jayanthi. Utterances

such as these makes us to wonder how could the victims again and again fall into the traps of the casteist forces. Further, it makes some of us to raise a question: why should the Dalits and the indigenous communities enter into pre-poll or post-poll alliances and tie-ups with the parties that are against their freedom, equality, liberty and indiscriminately use them as their vote banks? It is a known fact that Dalits and indigenous communities live in volatile settings with fear and insecurity.Eevery index and data in which we find that these two communities’ figure at the bottom of the Tables. Purely because of these reasons,BR Ambedkar renounced the religion he was born into which functions on a schema premised

on birth and occupation and division of laborers., and shall never die in the same religion. He advocated to annihilate the system of caste which is the root of all evils. If this is so, why should the Dalits embrace political party like BJP and revere PM Modi as their leader? It is complex and yet sensibilities of the Dalit and indigenous communities are so deep and hard to understand. To understand some of these complex things, one should never venture into superficial analysis, but needs deeper inquiry and understanding. These two communities per se are organic and rooted in their own world views. Pragmatism runs deep into immanent and transcendent dialectic filled with vicissitudes. Dr. John Mohan Razu.

Reader’s Post Sir,

Prayer for power

Power is indispensible in modern life. It is the lifeline of survival directly or indirectly. Insufficient power-problems are faced by all the states in India due to increase of consumption. Yet, our state seems to be the worse even among the NE states who attained statehood after Nagaland. Lack of natural resources, illegal power theft and non-payment of bill are sure for contributing the multiplied power problems in the state. But does the power-shortage be viewed merely on the angle of illegal power theft or non-payment of bill? Will there be sufficient power in case if all the illegal power thefts are legally connected? Common sense tells us that as per the present trend is concerned, the capacity of generating shall be the same; insufficient powershall still be there. Of course, power debts shall be eased, but supply and consumption shall not be in the equilibrium. Thefts and non-payment of bill were not only the factors of power problems.More power amenities should be procured. More power should be purchased. Being a sincere and timely online payer of my power bill, I regretfor those illegal hookers, insincere and negligent nonpayers of power bill which multiplies theburdenof the department. Every consumer should pay powerbill on priority basis as we do for our phones. Nevertheless, I confess to admit that government should also try to enhance the power generation in the state, particularly in Dimapur where urbanisation is rapidly on the fast pace. Frequent power outage, cut and load shedding has outraged the consumers who pay bills faithfully. Frequent power cut has not been able to charged inverter-battery full. Prayers for sufficient power have not also been answered till today. May this be answered by the government: Please! Gaisan Kamei, Class X student, Ragailong Colony.

ICSE cancels class 10 boards exams NEET-UGC exams postponed NEW DELHI, APR 20 (PTI): The ICSE class 10 board exams have been cancelled in view of the worsening COVID-19 situation and the option for students to appear later has been withdrawn, board secretary Gerry Arathoon said on Tuesday. Last week, the board had postponed both class 10 and 12 exams. The Council for The Indian School Certificate Examinations (CISCE) had announced that class 10 students will get an option to either write the exams later or get evaluated on the basis of an alternative criteria. “Given the present worsening situation of the COVID-19 pandemic in the country, the CICSE has decided to cancel the class 10 examination. The option for students announced ear-

lier, stands withdrawn. The safety and wellbeing of our students and teaching faculty is of topmost priority and paramount importance,” said Arathoon, Secretary and Chief Executive of the CISCE. “We are committed to devise a fair and unbiased criterion for declaring class 10 results. The criterion as well as the date of declaration fo results will be announced later,” he said. The CISCE has advised schools to begin the admission process for class 11, if not already started. “In addition, schools should prepare a schedule to begin online classes for the class 11 students at the earliest,” Arathoon said, adding that the status of class 12 exams remains same. Last week, the Central Board of Secondary Education (CBSE) had cancelled its

class 10 board exams and deferred the class 12 board exams. Several state boards have postponed or cancelled their exams too. The CISCE exams last year had been cancelled because of the COVID-19 pandemic. Students were evaluated based on internal assessment. The education board had told the Supreme Court last year that it would not provide students with an option of re-examination and they will solely be evaluated on the basis of internal assessment. According to the scheme, candidates were assessed based on the best three percentage marks obtained in subjects for which board exams were conducted and the marks of their internal assessment as well as project work were taken into account. NEW DELHI, APR 20 (PTI): Prime Minister Narendra Modi on Tuesday urged vaccine manufacturers to continuously scale up their production capacity to inoculate all Indians in the shortest possible time. Interacting with vaccine manufacturers from across the country via video conferencing, Modi said the private sector will play an even more active role in the vaccination drive in the coming days and that this will require better coordination between hospitals and industry. He also assured all possible support and smooth approval process for the vaccine candidates which are currently under trial phase. The health infrastructure of our private sector has played a big role in the country’s fight against COVID-19, he said. According to a statement from the PMO, Modi noted that the government has now allowed the vacci-

Industries Piyush Goyal, seeking his intervention in the matter. On Monday, the Delhi government set up a 24-member committee to ensure “rational” use of oxygen for treatment of COVID-19 patients. An order issued by the Health Department said the ‘Oxygen Audit Committee’ will identify areas of wasteful consumption. The consumption of oxygen has undergone a quantum increase with the admission of a large number of serious patients who require oxygen support, it said. Delhi Deputy Chief Minister Manish Sisodia on Tuesday said the Centre should be “sensitive and active” in handling the situation so that there is no clamour among states over its supply. Sisodia, who is also the nodal minister for COVID19 management in the national capital, said he is getting SOS calls on oxygen shortage from all hospitals. He also alleged that people involved in supplying oxygen are being stopped in different states.

these are what makes them a vaccine leader in the world. He said throughout the process of developing and manufacturing vaccines, the country has constantly worked with the spirit of public-private partnership under the ‘Mission Covid Suraksha’, and created an end-to-end vaccine development ecosystem. “The government ensured that all the vaccine manufacturers not only get all possible help and logistic support, but also the process of vaccine approval is speedy and scientific,” Modi said. The vaccine manufacturers thanked him for the government’s decision of allowing vaccination for everyone above the age of 18 and various steps taken to give more incentives and flexibility, the statement said. They also appreciated the prime minister’s leadership for the support they have received from the government of India throughout the process of vaccine development and production.

NEW DELHI, APR 20 (PTI): Chief Minister Arvind Kejriwal on Tuesday urged the Centre “with folded hands” to provide medical oxygen to Delhi, saying some hospitals are going to run out of it in a few hours. “Serious oxygen crisis persists in Delhi... Some hospitals are left with just a few hours of oxygen,” he tweeted. In another tweet he said, “I urge the Central government with folded hands to urgently provide oxygen to Delhi.” Sir Ganga Ram Hospital said they have just eight hours of oxygen left. The hospital has 485 COVID beds, of which 475 are occupied. Around 120 patients are currently in the ICU. Its chairman D S Rana said, “6,000 cubic meters of it is left, which at the rate of current consumption will last till 1 am. Need urgent replenishment.” Kejriwal had on Sunday termed the shortage of oxygen for coronavirus patients an “emergency”. He had also written to Union Minister of Commerce and

or liability is yet to be crystallised. “An anticipatory attachment of this nature must strictly conform to the requirements, both substantive and procedural, embodied in the statute and the rules,” said the bench. In the 61-page judgement, the bench observed the formation of the opinion must be based on tangible

material which indicates a live link to the necessity to order a provisional attachment to protect the interest of the government revenue. “The commissioner must be alive to the fact that such provisions are not intended to make pre-emptive strikes on the property of the assessee, merely because property is available,” the bench said. The top court allowed an appeal by Radha Krishna Industries, challenging the Himachal Pradesh High Court order of January 1, 2021. The High Court had dismissed its plea against the order for provisional attachment of properties under the Himachal Pradesh Goods and Service Tax Act, 2017 for tax liability of Rs

5.03 crore. The top court stressed: “The exercise of unguided discretion cannot be permissible because it will leave citizens and their legitimate business activities to the peril of arbitrary power. Each of these ingredients must be strictly applied before a provisional attachment on the property of an assesses can be levied.” The bench noted that the High Court erred in dismissing the writ petition on the ground that it was not maintainable. “In the facts of the present case, there was a clear non-application of mind by the Joint Commissioner to the provisions of Section 83, rendering the provisional attachment illegal,” noted the bench.

Mumbai, Apr 20 (PTI): The rupee pared its initial gains to close marginally down by 1 paisa at 74.88 against the US dollar on Tuesday due to worries that the alarming surge in COVID-19 cases could derail the economic recovery in the country. At the interbank forex market, the domestic unit opened at 74.65 against the US dollar, but lost ground to close at 74.88 against the US dollar. During the session, the local unit witnessed an intra-day high of 74.64 and a low of 74.98 against the greenback. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, fell 0.04 per cent to 91.03. Traders said the local unit ended in the red as investors were concerned that the surge in coronavirus infections could result in stricter lockdowns, which in turn could hamper the country’s economic recovery. India’s total tally of COVID-19 cases climbed to 1,53,21,089 with 2,59,170 new coronavirus infections being reported in a day, while active cases surpassed the 20-lakh mark, according to the Union Health Ministry data updated on Tuesday. Registering a steady increase for the 41st day in a row, the active cases increased to 20,31,977, comprising 13.26 per cent of the total infections, while the national COVID-19 recovery rate has dropped to 85.56 per cent.

The top court emphasised that this power of attachment can’t be used as an “unguided discretion” by the authorities. A bench of Justices D.Y. Chandrachud and M.R. Rupee slips 74.88 against US dollar on COVID worries

Mumbai, Apr 20 (PTI): The rupee pared its initial gains to close marginally down by 1 paisa at 74.88 against the US dollar on Tuesday due to worries that the alarming surge in COVID-19 cases could derail the economic recovery in the country. An increase in crude oil prices and losses in the domestic equity markets also weighed on the local unit. At the interbank forex market, the domestic unit opened at 74.65 against the US dollar, but lost ground to touch the day’s low level of 74.98. T h e r u p e e f i n a l ly closed at 74.88 against the US dollar, down by 1 paisa over the previous close. “Indian Rupee depreciated amid a surge in crude oil prices and a decline in domestic markets. Brussels, April 20 (IANS): The European Union (EU) has imposed fresh sanctions on 10 individuals and two companies in Myanmar for their alleged involvement in the February 1 military coup. The individuals “are all responsible for undermining democracy and the rule of law” in Myanmar, and for “repressive decisions and serious human rights violations”, the Council of the EU said in a statement on Monday following a virtual meeting of the bloc’s Foreign Ministers. In the statement, it said the two entities, Myanmar Economic Holdings Public Company Limited

(MEHL) and Myanmar Economic Corporation Limited (MEC), were large conglomerates “owned and controlled by the Myanmar Armed Forces (Tatmadaw), and provide revenue for it”. Pre-existing EU restrictive measures also remain in place, said the press release. EU citizens and companies are forbidden from making funds available to the listed individuals and entities. A one-year state of emergency was declared in Myanmar after President U Win Myint and State Counsellor Aung San Suu Kyi, along with other officials from the National League for Democracy

Kathmandu, Apr 20 (PTI): Nepal’s former King Gyanendra Shah and former Queen Komal Shah have tested positive for the coronavirus on their return from India after participating in the Maha Kumbh at Haridwar, according to a media report on Tuesday. The 73-year-old former King and 70-year-old former Queen recently returned from India where they had taken a holy dip at Haridwar’s Har Ki Pauri during the Maha Kumbh -a religious congregation of Hindu seers and devotees, according to the Health Ministry. Their samples for the Polymerase Chain Reaction (PCR) test were confirmed positive for the COVID-19 infection, The Himalayan Times reported. According to the re-

port, hundreds of people had gathered at the airport in Kathmandu to welcome the former king and queen during their arrival back home. The authorities have also initiated a contact tracing to test anyone who came in contact with the royal couple. Shah was crowned as the king of Nepal in 2001 after his elder brother Birendra Bir Bikram Shah Dev and his family were killed in a massacre at the Royal Palace. An investigation blamed Birendra’s son Dipendra, who was among the dead, for the massacre. Shah stepped down in 2008, after a popular revolt forced him to abdicate, and the centuries-old monarchy was abolished, turning the country into a republic by

Only 1% Covid vax administered in lowest-income nations: WHO

Japan’s Osaka seeks new emergency

Geneva, April 20 (IANS) : The World Health Organization (WHO) said that only 1 per cent of the 100 million doses of the Covid-19 vaccine were administered last week went in the lowest-income countries. Close to “99 million doses of vaccines last week went into high- and uppermiddle-income and some low- and middle-income countries, but only one percent of that went to the lowest-income countries”, Bruce Aylward, Senior Advisor to the WHO Director-General on Organizational Change said at a press conference on Monday. Asked whether more vaccines should be produced, Aylward said

that “we need to be careful thinking that we can simply build additional capacity”, because “that capacity is still going to the wrong places”, reports Xinhua news agency. The world body said that it is working with manufacturers to help increase vaccine capacity for the COVAX Facility, a WHO-led initiative to distribute vaccines for lowand middle-income countries. Aylward said it will “take weeks and months” to increase vaccine supplies and “in the meantime, we’ve got to take some urgent and important decisions about how we are going to use the vaccines that exist today”.

and plant-rich diets to lower risks of various diseases. The researchers said the new findings add to evidence that effects on the gut microbiome are one reason why. “Our study provides support for the idea that the gut microbiome could be one link between diet and disease risk,” said senior researcher Dr. Rinse Weersma, a gastroenterologist and professor at the University of Groningen in the Netherlands. His team found that people who ate more vegetables, fruit, fatty fish, nuts and fiber-rich grains generally had higher concentrations of bacteria that churn out short-chain fatty acids. Short-chain fatty acids

are produced when gut bacteria ferment non-digestible fiber, and they are antiinflammatory, Weersma explained. On the opposite end of the spectrum was the “fast-food cluster,” where people had a high intake of meat, french fries, soda and processed snack foods. They were in doubletrouble, according to Weersma: Owing to a lack of dietary fiber, they had fewer bacteria that produce shortchain fatty acids. They also showed a greater abundance of pro-inflammatory gut microbes. Many factors influence the balance of bacteria in any one person’s gut microbiome, including genes, age, health conditions, medication use (particularly anti-

biotics) and stress, experts say. “But I would say diet is the number one factor for adults,” said Dr. Emeran Mayer, a professor at the University of California, Los Angeles School of Medicine. Mayer, who was not involved in the study, is author of the forthcoming book “The Gut-Immune Connection.” He said he generally recommends a largely plantbased diet, choosing the particular foods based on individuals’ needs. Diet is

the way to go, rather than taking probiotic supplements, Mayer said. “There’s no way to get around the biology. You can’t eat a bad diet then take a probiotic,” he said. “You have to make a fundamental shift in your diet and overall lifestyle.” Unfortunately, Mayer added, processed foods and other unhealthy choices are often cheaper, which makes it hard for lower-income people to eat healthfully. “That’s a real problem,” he said. eople who eat plenty of vegetables, fish and fiber may have more inflammation-fighting bacteria in their guts, but fastfood lovers may be feeding inflammatory microbes. That’s the conclusion of a new study that looked at people’s diet habits and the makeup of their gut “microbiome.” The term refers to the vast collection of bacteria and other microbes that naturally dwell in the gut. Studies in recent years have been revealing just how important those bugs are to the body’s normal processes — from metabolism and nutrient synthesis to immune defenses and brain function. In the new study, researchers found that people who ate diets rich in plantbased foods and fish — akin to the famous Mediterranean diet — had an advantage: More collections of gut bacteria that can temper inflammation. On the other hand, people who favored meat, processed foods and sugar tended to have clusters of gut microbes that are proinflammatory. Many studies have tied Mediterranean-style eating

Arundhati and Sanamacha were also dominant in their quarter-final bouts, with the Rajasthan boxer outpunching Ukraine’s Anna Sezko 5-0, while Sanamacha sent Russian Margarita Zueva packing with the referee stopping the contest in the second round. In the men’s category, Asian Junior champion Bishwamitra and Asian Youth championship silver medallist Narwal also lived up to expectations and notched up identical 5-0 victories against Serbian Omer Ametovic and Brazil’s Ezequiel Da Cruz, respectively in their lasteight clashes. Manish (75kg) and Sumit (69kg) were the only two boxers to suffer defeats in the quarter-finals on Day 7. All the 11 Indian boxers will be seen in action in the semi-finals on Wednesday. With seven women in the semi-finals, India are placed at the top of the table alongside Russia with the highest number of boxers qualifying for the semi-finals. In the men’s section, India are placed fourth with four boxers in semifinals.

Plan to demolish, rebuild Gabba for 2032 Olympic B r i sba n e , Ap r 2 0 (IANS): There are plans to demolish the Australian cricket team’s fortress, The Gabba stadium, and rebuilt it as the main venue for the 2032 Olympic and Paralympic Games, if the quadrennial showpiece is awarded to Brisbane. Sports website insidethegames.biz said on Tuesday that Brisbane is the favourite to host the Summer Games, after the International Olympic Committee (IOC) short-listed it as a leading contender. The city could spend as much as 778 million dollars for the rebuilding of the stadium. Besides cricket, the stadium currently hosts rugby and AFL football matches. The Queensland Premier, Annastacia Palaszczuk, said on Tuesday that The Gabba would stage the Opening and Closing Ceremonies if the Games were awarded to the city. “Every Games needs a home. The Gabba has been home to our sport since 1895. A home for the 2032 Olympic and Paralympic Games could be its crowning glory,” said Palaszczuk, adding, that the stadium would be “essentially demolished”. There are reports that the stadium’s capacity could be increased from the current 42,000 to 50,000, but the huge rebuilding cost could become a sore point with the people of the country.

Kielce (Poland), Apr 20 (IANS): India’s Babyrojisana Chanu outclassed defending European Youth champion Alexas Kubicka at the AIBA Youth Men’s and Women’s World Boxing Championships as seven Indian boxers stormed into the semi-finals, thus confirming seven more medals on Tuesday. Besides Chanu, Arundhati Choudhary (69kg), T Sanamacha Chanu (75kg), Ankit Narwal (64kg), Vishal Gupta (91kg), Bishwamitra Chongtham (49kg) and Sachin (56kg) also won their respective quarterfinal bouts to progress into the semi-finals.

With the confirmation of seven more medals on Day 7, India, who have sent a 20-member contingent, are assured of 11 medals. Earlier on Day 6, Vinka, Alfiya, Gitika and Poonam had moved into semi-finals. In a clash between two strong gold-medal contenders in the women’s 51kg category, Asian Youth champion Chanu put up a strong tactical performance and did not allow her Polish opponent Kubicka to score any point before securing a comfortable 5-0 win. The Manipur boxer will now take on Lucia Ayari of Italy in the semifinals.

The former world No. 1 had finished on top in the selection trials, and she is also leading the recurve women’s squad, which is trying to augment its quota for the Tokyo Games from one to three at the final qualifier in Paris in two months’ time.

New Delhi, Apr 20 (Agencies): At a time when the controversial Super League had opened an unprecedented conflict in European football, English Premier League (EPL) icon and veteran manager Jose Mourinho was relieved of his duties on Monday. Nicknamed The Special One, the Portuguese stalwart was sacked by Premier League giants Tottenham Hotspur after 17 months in charge at the North London club. The three-time Premier League winner was fired by Spurs just six days before Tottenham’s mouth-watering clash with Manchester City in the League Cup final at the monumental Wembley. After a bitter-sweet stint with Manchester United, Mourinho had joined Tottenham who had made it to the final of the UEFA Champions before his appointment in 2019. Prior to his trophy-less stint at Spurs, the 58-yearold was sacked by Chelsea and Manchester United. Here are Mourinho’s potential destination in the com-

Leeds dent Liverpool’s top 4 hopes with late draw L o n d o n, Ap r 2 0 (Agencies): Diego Llorente scored a late equaliser for Leeds to deny Liverpool a place in the top four of the Premier League - as uncertainty reigns over what that would mean following the announcement of the European Super League. The Reds are one of 12 clubs to agree to join a breakaway ESL to “commence as soon as practicable”. Even if it does not start next season, Uefa has said it could ban the clubs including six English sides - from European competition for their defection. There was a strange mood around the first game involving any of the 12 teams since Sunday night’s announcement, with protests inside and outside the ground. Meanwhile, according to Sportskeeda report, goals from Sadio Mane and Diego Llorente ensured that Liverpool and Leeds United shared the spoils in a thrilling 1-1 draw on Monday. The game was played on the backdrop of the announcement of the new European Super League as well as the ensuing threats and counter-threats. Nevertheless, both sides put aside off-field politics and gave a classic performance far removed from your typical Monday Night Football.

Diego Llorente’s equalizer was his first goal in English football.

The big news in the buildup to the game was Mo Salah’s exclusion from the starting lineup. Sadio Mane, Roberto Firmino and Diogo Jota were charged to lead the Liverpool line in his absence. Liverpool were, however, the better side and deservedly went ahead through Sadio Mane. A precise long ball into the area by Jota saw Illan Meslier hesitate to collect. Trent-Alexander Arnold beat the Leeds goalkeeper to the ball and sent a precise dink for Mane to tap into an empty net. The second half continued in the same fashion,

with end-to-end action from both sides. Roberto Firmino went close for Liverpool before Jack Harrison and Helder Costa almost drew the hosts level. Leeds United grew into the game and pinned Liverpool back, with the visitors having their goalkeeper Alisson to thank for keeping them ahead. On the one occasion that the Brazilian was beaten, the bar came to his rescue after he was left stranded by Bamford’s precise lob. T h e r e we r e l o u d shouts for a penalty from the hosts when a ball in the area struck the outstretched

arm of Alexander Arnold, but VAR Mike Dean saw nothing untoward after a review. Ju r ge n K l o p p r e sponded to the growing threat by bringing on Mo Salah and Alex-Oxlade Chamberlain. Despite the two substitutes both going close, it was Leeds United who scored the crucial second goal in the game. Diego Llorente rose highest to head home a corner from Jack Harrison for his first goal for the club. This saw Leeds United draw level and also brought a first smile of the night to Marcelo Bielsa’s face.

world by guiding FC Porto to UEFA Champions League glory in 2004. Mourinho turned FC Porto into the biggest giant killers in the Champions League history as the Portuguese club outclassed the likes of Manchester United, Lyon, and Deportivo de La Coruña before thrashing AS Monaco in the final. 3) Juventus Why not? Champions League glory is the only goal that Juventus are looking to smash after dominating the Serie A for several years. In a bid to end their Champions League title drought, they even acquired the services of Ronaldo from Real Madrid. Under club legend and manager Andrea Pirlo, the Old Lady have failed to rule the Serie A standings and Ronaldo’s men are also out of the Champions League this season. It should be noted that the European giants have planned their future with current managers but the recent availability of The Special One can lead to a changing of the guards.

London, Apr 20 (Agencies): Golden State Warriors coach Steve Kerr described Stephen Curry as “just amazing to watch” after he extended his scoring streak on Monday. Curry hit 49 points as his side beat the Philadelphia 76ers 107-96. It was the 11th game in a row the 33-year-old has scored 30 points or more. “I don’t know what else to say,” said Kerr. “It’s the same thing after every game - utter amazement at this guy’s skill level, heart, mind and focus. Just amazing to watch.” Curry’s total included 10 three-pointers - five of them in the final quarter - against the Eastern Conference leaders. It is the 21st time in his career he has hit 10 or more three-pointers in a single game and leaves him as the favourite for this season’s NBA Most Valuable Player award. “Kobe Bryant earlier in his career had a stretch, and obviously Michael Jordan had some stretches where he scored like crazy,” Kerr added. “But nobody’s ever shot the ball like this in the history of the game. And even by Steph’s own lofty standards, this is above and beyond.” Victory sees Golden State improve their season record to 29-29 as they chase a play-off place from the Western Conference. Elsewhere, Devin Booker’s free throw with 0.3 seconds of overtime remaining helped the Phoenix Suns edge past the Milwaukee Bucks 128-127. The game ended in controversy, with PJ Tucker adjudged to have fouled Booker to set up the winning free-throw for the Suns as a second period of overtime loomed. The Denver Nuggets needed double overtime to defeat the Memphis Grizzlies 139-137, with Nikola Jokic scoring 47 points. The Utah Jazz maintained their lead at the top of the Western Conference with a comfortable 111-97 win over an understrength Los Angeles Lakers. K Y M C

IPL: Delhi beat Mumbai by 6 wickets Chennai, Apr 20 (PTI): Experienced leg-spinner Amit Mishra’s four wicket haul coupled with a crucial 45 by opener Shikhar Dhawan formed the cornerstone of Delhi Capitals six-wicket win over Mumbai Indians here on Tuesday. Mishra (4/24) spun his web around the MI batsman to restrict them to sub-par 137 for 9 after the defending champions decided to bat. Opener Shikhar Dhawan then top-scored with a 45 off 42 balls as Delhi held their nerves to chase down the target with five balls to spare. Chasing 138 to win, Delhi lost opener Prithvi Shaw (7) early as he gave a return catch to Jayant Yadav (1/25). Dhawan, who started with a cut short for a boundary, was joined by Steve Smith (33) as the two resurrected the innings by adding 53 runs for the second wicket. Smith, who hammered two fours off Krunal Pandya in the 9th over, was the aggressor but a lapse in concentration saw him back in the hut as Kieron Pollard trapped him. Dhawan, who hammered five fours and a lone six, and Lalit Yadav (22 not out) kept Delhi in the hunt. With DC needing 48 runs from the last six overs, Dhawan smashed a six and

four to bring up the 100 before perishing in the 15th over with Krunal Pandya taking a diving catch in the deep. Skipper Rishabh Pant (7) also fell cheaply with Delhi still needing 23 runs. Yadav and West Indian Shimron Hetmyer (14 not out) then held their nerves to take the side home. Earlier, Mumbai suffered a middleorder collapse on a sluggish Chepauk track after they were 67 for 2 at one stage as

Delhi led by Mishra (4/24) made a spectacular comeback. Opting to bat, Mumbai lost opener Quinton De Kock (1) early, who edged a Marcus Stoinis (1/20) delivery to Pant in the third over. Suryakumar Yadav (24) then joined Rohit Sharma (44), who got his first boundary – an elegant drive, which raced to deep extra cover fence in the third over. The duo rallied the innings with their 58-run

stand. Rohit took on ace offspinner Ravichandra Ashwin (0/30) in the 4th over which fetched 15 runs. The Mumbai skipper hammered a boundary and a maximum – a loft over extra cover, while Surya also got one boundary, courtesy an outside edge. Rohit then hit Kagiso Rabada (1/25) for a six over long-off. Surya then hit successive fours off Mishra as Mumbai raced to 55 for one after six overs.

However, Delhi pegged back the defending champions by grabbing three quick wickets. First Avesh Khan (2/15) dismissed Surya, who nicked one to Pant and then Mishra removed Rohit and Hardik Pandya (0) in the 9th over as Mumbai slipped to 77 for 4. Both Rohit and Hardik holed out at long on. Mumbai then lost half its side for 81 as Krunal Pandya (1) chopped an under-cutting arm ball by Lalit Yadav (1/17) onto his stumps. Mishra then used his googly to trap Kieron Pollard (2) in front of the wicket, as MI was teetering at 84 for six. In the end, a responsible 26 from Ishan Kishan, who became Mishra’s fourth wicket, coupled with Jayant Yadav’s 23 took the side beyond the 125-run mark. cendiary scheme has been furious, with football’s governing bodies FIFA and UEFA, as well as all the leading domestic leagues condemning the “cynical” plan. While their clubs would gain financially from the move, supporters of the Premier League teams involved were united in their contempt for such a nakedly greed-motivated project. A poll conducted by

YouGov found 76 percent of fans of the six clubs involved oppose the proposals. Rejection of the plan rose to 88 percent of fans of the other 14 Premier League clubs. The Chelsea Supporters’ Trust said in a statement: “Our members and football supporters across the world have experienced the ultimate betrayal. “The CST is appalled that Chelsea FC (CFC) are among the rumoured

teams to have signed up for this alternative competition and hope that these reports are untrue. This proposal would risk CFC from being banned from other competitions and could jeopardise the future of our club. “This is a decision of greed to line the pockets of those at the top and it has been made with no consideration for the loyal supporters, our history, our future and the future of football in this coun-

try. This is unforgivable. Enough is enough.” ‘Cynical and greedy’ Liverpool supporters’ group Spirit of Shankly (SOS) said it was “appalled” by the decision of Fenway Sports Group, the club’s US-based owners, to take part in the plan. “FSG have ignored fans in their relentless and greedy pursuit of money. Football is ours, not theirs. Our football club is ours not theirs,” they said in a social media post. SOS chairman Joe Blott added: “It is purely financially, cynically, greedily driven without any thoughts for the football fan, and that’s the challenge that we have.” The Arsenal Supporters’ Trust called the club’s agreement to join “the death of Arsenal as a sporting institution”. The Manchester United Supporters’ Trust labelled the plan an insult to the legacy of the players who died in the 1958 Munich air crash.

FIFA ‘disapproves’ ESL: Infantino L o nd o n, A pr 2 0 (Agencies): There is only one topic dominating the discussions amongst the football fraternity since yesterday- The European Super League (ESL). Right from its announcement, the Super League has invited criticism for its inclusive approach, which most feel, attacks the very fabric of football. FIFA president Gianni Infantino said on Tuesday that there is “no doubt whatsoever” that the global football governing body “disapproves” of the proposed European Super League. “At FIFA we can only and strongly disapprove the creation of the Super League, of a Super League who is a closed shop, a breakaway from the current institutions, from the leagues, from the associations, from UEFA, and from FIFA,” Infantino told at a UEFA congress in Switzerland. “It is our task to protect the European

sport model, so if some elect to go their own way then they must live with the consequences of their choices,” said Infantino. “Either you’re in or you’re out. You can’t be half in and half out. Think of it, this has to be absolutely, absolutely clear.” The twelve founding clubs- Arsenal, Chelsea, Liverpool, Manchester City, Manchester United, Tottenham, AC Milan, Inter Milan, Juventus, Atletico Madrid, Barcelona and Real Madrid, headed by Madrid President Florentino Perez have received scathing attacks for participating in a competition reeking of elitism.

Babar sets sight on Kohli’s fastest 2,000 T20I runs record

Harare, Apr 20 (IANS): Pakistan cricket captain Babar Azam will aim to become the fastest and 11th player overall to score 2,000 T20I runs when his team locks horns with Zimbabwe in the three-match series at the Harare Sports Club from Wednesday. Azam, who last week was named the No. 1-player on the International Cricket Council’s (ICC) One-day International (ODI) rankings, needs only 60 more runs to break India skipper Virat Kohli’s record of fastest to 2,000 T20I runs. The Indian, who also leads the Royal Challengers Bangalore (RCB) in the Indian Premier League (IPL), achieved the landmark in 56 innings. Azam, who has scored 1940 runs at 48.50 in 49 innings, will be eyeing the feat in the opening T20I on Wednesday. The right-handed batsman struck his maiden T20I ton in Pakistan’s nine-wicket victory over South Africa in the third T20I at Centurion on April 14. He was also adjudged the ‘Player of the Series’ for his 210 runs at 52.50 in the four-match series. Under Babar’s captaincy, Pakistan have won four T20I series -- Bangladesh 2-0, Zimbabwe 3-0 and South Africa 2-1 at home and 3-1 away against South Africa - and drawn one against England (1-1). If Pakistan make a clean sweep of the three-match series against Zimbabwe, they will gain one point and narrow the gap with third-ranked Australia to four points.
