6.4 quake strikes Assam, 10 aftershocks; tremors in NE India logs over 3.60 lakh GUWAHATI/NEW DELHI, APR 28 (PTI): A series of earthquakes jolted Assam and most of the Northeast on Wednesday, causing extensive damage to buildings and forcing people to scamper out of their homes. There were no immediate reports of deaths, but three people were injured as the first quake of 6.4 magnitude struck Tezpur, the headquarters of Sonitpur district in Assam, at 7.51 am, officials said. The impact was felt in almost the entire North Eastern region, parts of West Bengal, Bhutan and Bangladesh. The first quake was followed in quick succession by lesser intensity tremors of 4.7, 4, and two 3.6 magnitudes at 8.03 am, 8.13 am, 8.25 am and 8.44 am, Regional Meteorological Centre (RMC) Deputy Director Sanjay O’neil Shaw said. NPSC final results DIMAPUR, APR 28 (NPN): Nagaland Public Service Commission (NPSC) has declared the final results of NCS, NPS & Allied Services Examination-2019. In a notification, the NPSC secretary John Tsulise Sangtam stated that the provisional results have been declared on the basis of marks obtained in the main written examination, vivavoce and medical & police fitness tests and options exercised by the candidates. NPSC has informed that the results could be accessed from the commission’s website www.npsc. co.in and also in the notice board of the commission.

PTI. Several roads in the region developed wide cracks, affecting traffic. Besides, in many areas fissures were seen in fields with water oozing out, officials said. Many religious structures, including Maha Mrityunjaya Temple in Nagaon and several mosques, developed cracks. An earth portion of a hillock in tourist spot Bhairabkunda in Udalguri district came down due to the impact of the tremors. In Guwahati, the chief minister’s block at ‘Janata Bhawan’ complex, the state secretariat, witnessed some damage, sources said. The luxury Taj Vivanta hotel in Guwahati also witnessed massive damage with several glass panes, ceilings and walls falling apart, hotel spokesperson Indranee Phukan told PTI. Healthcare facilities such as Dispur Hospital, Apollo Clinic, Down Town Hospital and Excelcare Hospital also saw damage, hampering services. A multi-storied building in Nagaon tilted on the adjacent

structure, triggering panic. Dozens of homes, apartment buildings and shopping malls across the state also developed cracks. Many vehicles were damaged after concrete blocks fell on them due to the jolts. “The preliminary analysis shows that the events are located near to Kopili Fault closer to Himalayan Frontal Thrust (HFT),” the NCS said in a report. The area is seismically very active and falls in the highest Seismic Hazard Zone V, it said. In Nagaland’s commercial hub-Dimapur, the tremor woke up people and many ran outside their homes in panic. Strong tremors were also felt across Arunachal Pradesh, Meghalaya and Manipur. “The timing of the earthquake saved a lot of lives. People were already awake when the earthquake hit, so they could run out in time. There would have been several casualties if this quake struck two-three hours early,” a disaster management official in Guwahati said.

NEW DELHI, APR 28 (PTI): India saw a record single-day rise of 3,60,960 coronavirus cases, which pushed the total tally to 1,79,97,267, while the death toll crossed two lakh following 3,293 fresh fatalities, according to Union health ministry data updated on Wednesday. The number of people who have recuperated from the disease is 1,48,17,371, while the case fatality rate stands at 1.12 per cent, the data updated at 8 am showed. Registering a steady increase, the active cases have risen to 29,78,709, comprising 16.55 per cent of the total infections, while the national COVID-19 recovery rate has further dropped to 82.33 per cent, it said. The death toll stands at 2,01,187, the data stated. According to ICMR, 28,27,03,789 samples have been tested up to April 27 with 17,23,912 samples being tested on Tuesday.

SII, which is producing University of Oxford and AstraZeneca’s Covid-19 vaccine, had earlier priced the doses at Rs 400 for states. The decision is a philanthropic gesture on behalf of the Serum Institute, said Poonawalla. He went on to add that this will save thousands of crores of state funds and enable more vaccinations. Sources within SII say supply to states will begin in the next four days. As many as five states will get supplies this week, including Maharashtra, the state worst-hit by the Covid-19 pandemic. The other states will start receiving their supply of Covishield in three weeks’ time, added sources.

DIMAPUR, APR 28 (NPN): Agriculture Production Commissioner (APC) Nagaland, Kikheto Sema, Wednesday said that the state was facing a drought-like situation with reports coming in from across the state. Expressing concern over the contentious dry spell, the APC said that due to shortage of water and shortfall of rain seeds have not germinated. Few seeds that have germinated have also failed to survive, APC said while speaking at the “need base” meeting of all agriculture and allied departments at the Nagaland Civil Secretariat Conference Hall, Kohima. According to an official bulletin, the meeting discussed various difficulties and challenges being faced by the state. APC also stated that reports of hail storm and attack of crops by fall armyworm across the State have affected the crop production. Sema said that livestock farming has also been hit by the African swine fever and the foot and mouth disease. Asserting that extra ordinary times called for extra ordinary measures, the APC called upon the

agri & allied departments to take stock of the situation and take up the challenges faced by the people of the State. He said that immediate action should be taken in affected areas. APC instructed the agriculture and horticulture departments to assess the damage of seeds and replace them on an urgent basis so the farmers could use the season to replant and grow the crops. He also suggested purchasing seeds from other allotted funds because of the urgency. Further, APC advised the veterinary department to sensitize the people on alternate livestock farming such as goat farming and poultry. He said fishery was also another alternative towards sustaining food production in the State. He urged the fisher department to encourage people to practice rearing fishes. He also urged the sericulture department to create awareness on the importance of silk worm and its importance’. APC, who is also the nodal officer for Jal Shakti Abhiyan, stressed on water conservation and rainwater harvesting.

KOHIMA APR 28 (NPN): Health & family welfare (H&FW) department has dispatched samples of COVID-19 positive cases for genome sequencing to Kolkata and their results are expected after 15 days. Informing this at a press conference at the H&FW directorate here on Wednesday, H&FW principal director (PD) Dr Kevichusa Medikhrü said as per the Centre’s directive, 5% of COVID positive cases have to be sent for whole genome sequencing and hence the State had dispatched them on April 26 and results are awaited. 11 oxygen plants for Nagaland: Dr. Medikhrü said the State would receive 11 oxygen plants – three under PM Cares Fund, which would be installed at Kohima, Dimapur and Mokokchung, and eight from UNICEF and UNDP for other districts. He said the plants were expected to arrive before May 15, adding that once the sites were ready, the equipments would be installed. He expressed the hope that there won’t be much problem, especially in district hospitals. pandemic. The judge issued notice the National Investigation Agency (NIA) and sought its response by May 18 on Alemla’s interim bail application. Alemlawas arrested in December 2019 by the special cell of Delhi Police here on the charges of carrying Rs 72 lakh and the

However, during the complete lockdown, a defined set of essential ser-

vices will be allowed to function, India Today report stated. As per the media report, this was suggested by the Union health ministry at a high-level meeting on Tuesday, but a final decision will be taken by the Centre in consultation with state governments. According to reports, a senior official has said that stringent lockdown measures were a necessity in districts with high positivity rates in order to break the chain of transmission and it is the rising positivity rate in various cities that has concerned the authorities the most.

The Central government on Sunday had advised state governments to impose stringent containment and lockdown measures in districts reporting either more than 10% positivity rate over the last one week or more than 60% occupancy of beds supported by oxygen or in ICU. On April 22, India’s tally of fresh COVID-19 cases breached the three lakh mark for the first time and since then the country has been reporting a rise of more than three lakh coronavirus cases daily. The worst affected states are Maharashtra, Uttar Pradesh, Chhattisgarh, Del-

were rescued on April 24 after an encounter near the Indo-Myanmar border in Mon district of Nagaland. “We have got specific information from Assam Rifles, Army and Nagaland Police that Ritul Saikia is still in captivity of ULFA(I). They are hiding in Mon district,” Singh said. “We will be able to rescue him very soon,” he added. Hours after the rescue of Gogoi and Saikia, the banned ULFA(I) had issued a statement claiming that the outfit all the three ONGC employees in a village of Mon district during the encounter.

DIMAPUR, APR 28 (NPN): Nagaland on Wednesday registered 124 fresh Covid positive cases-Dimapur- 107, Kohima- 11, Mokokchung- 3, Mon- 2 and Tuensang- 1 taking the total caseload to 13569. With this the active cases also rose to 952, while a total of 32 patients have recovered from the infection. Meanwhile, the state also reported two more deaths. Though one was due to Covid, the other was under investigation, taking the death toll 100 (90 Covid deaths, 10 non-Covid and 1 under investigation). Fur ther, a total of 1,97,549 beneficiaries have been inoculated till April 28-- 1,56,890 first dose and 40,659 second dose.

Covid-19: NTCA for closure of all theological colleges DIMAPUR, APR 28 (NPN): Nagaland Theological Colleges’ Association (NTCA) has requested theological institutions to cooperate with the new partial lockdown norms under which schools, colleges, educational institutions and hostels will have to remain closed in the State and online education permitted and encouraged. The fresh surge in Covid cases across the country prompted the association to call for shutdown of theological colleges again and remain closed until further orders from the State government. NTCA president Dr Rushulo Seb also asked all the theological colleges to include prayers for “our country India and especially our State Nagaland” for God’s wisdom upon the leaders as they try to contain the outbreak. STPF decries ADC’s absence DIMAPUR: Shamator Town Public Forum (STPF) has expressed dismay over the absence of administrative head in Shamator, which it said has put the entire area of Shamator town “under staggeringly grim condition”. Hankiu stated the officer has not turned up since the recent reshuffle even as the entire community was impatiently waiting for his presence. Guwahati, Apr 28 (Agencies): In the second wave of Covid19, Assam for the first time reported more than 20 deaths due to the virus on Wednesday. With these deaths, the toll of Covid19 fatalities in Assam reached 1,255, Northeast Now reported. On Wednesday, Assam reported 22 Covid19 deaths, which is the highest number of fatalities in the second wave of the pandemic. Itanagar, Apr 28 (PTI): At least 123 more people including 15 security personnel tested positive for COVID-19 in Arunachal Pradesh, pushing the total caseload in the northeastern state to 17,898, a senior health department official said here on Wednesday. Of the fresh cases, 109 were detected through rapid antigen tests, while nine through RT-PCR and five through TrueNAT methods, State Surveillance Officer (SSO) Dr Lobsang Jampa said. Barring 13, all the fresh cases are asymptomatic, the official said. Thir ty fresh cases were reported from the Capital Complex Region, Lower Dibang Valley (22), Lower Subansiri (15), Papumpare (14), eight each from Tawang and East Siang and West Kameng (6), he said.

The incident occurred at the JSB Civil Hospital in Chirang district’s Kajal Gaon area, NDTV reported. An official of the hospital said the patients fled the hospital at around 1.30 pm after their test reports came in positive. They have been identified as Malik Seikh (48), Madan Mahato (41), Sarbeswar Mahato (25) and Basudev Mahato (26). All of them are from Bongaigaon district. “Four Covid-19 patients have fled from our civil hospital. We don’t know why they have fled. We tried to contact them through the mobile numbers given by them, but nobody responded. We have informed the matter to police,” an official of the hospital said. CHANDIGARH, APR 28 (AGENCIES): The central government’s CoWIN website and Aarogya Setu app faced glitches and server problems on Wednesday within minutes of opening registration for people over 18 as several thousand Indians tried to register for the vaccination drive amid a growing surge of COVID-19 cases in the country. Several people took to Twitter and Facebook about server problems as registrations opened at 4 pm on Wednesday. Initial complaints were about people not receiving one-time passwords required for the process, but servers crashed less than 30 minutes into registration. Some said although they could register, slots were still unavailable for people over 18. Congress spokesperson Supriya Shrinate said people are unable to log on to the CoWIN web portal for registering themselves for the next vaccination phase start-

NEW DELHI, APR 28 (PTI): The Indian Air Force has ordered round-the-clock readiness of its entire heavylift fleet and substantial numbers of its mediumlift fleets to rapidly meet COVID-19 related tasks across the country and overseas, Air Chief Marshal R K S Bhadauria told Prime Minister Narendra Modi on Wednesday. Bhadauria also told Modi that the Air Force is deploying big as well as medium-sized aircraft to cover all terrains, the PMO said in a statement. He briefed the prime minister about a dedicated ‘Covid Air Support Cell’ set up by the IAF to ensure faster coordination with different ministries and agencies on COVID-19 related operations. Vaccine or lockdown

A

t a time when India is witnessing more than three lakh fresh coronavirus infections every day, there are questions in the minds of the people whether a total lockdown will be imposed yet again. Largely due to a sense of helplessness, voices are growing louder for a short-duration national lockdown or in severely-hit states/UTs while health experts urged upon the Centre to immediately plan and execute a 15-day lockdown to break the chain of infection and manage the second and deadlier wave of the pandemic. Ten states have been worst hit in the second wave and almost all have imposed either limited lockdown or night curfews etc. In order to curb the rapid spread of the infection, various states including the national capital have decided to impose lockdowns. Initially, the Delhi government imposed lockdown in the union territory from April 19, 2021, to April 26, 2021. Again, it has been extended till May 3, 2021. Other states like Karnataka, Rajasthan have also entered into a lockdown. The voices in favour of another lockdown comes against the backdrop of ‘uncontrollable spikes’ and the belief that in the first 21-day national lockdown in March 2020, the total number of active Covid cases had dropped to around 11,000 per day. Today, India is in the grip of a second and deadlier COVID-19 wave. The health system has been thoroughly exposed as much as the premature declaration of total success by the government. Hospital services across India are up to the brim and more and more people are dying, mostly due to lack of beds and oxygen. Even vaccination has also been halted because of lack of access at many centres. On April 6, amid a surge in COVID-19 cases in the country, the Indian Medical Association (IMA) has written to Prime Minister Narendra Modi suggesting that vaccination be allowed for all people above the age of 18 years. Even the chief ministers of Delhi and Maharashtra had urged upon the prime minister to permit vaccination for those above 18 years of age. The IMA also suggested that private sector family clinics should be included actively in the vaccination drive along with private hospitals. However, the government lost no time in rejecting the IMA’s suggestions on grounds that it needed to prioritise the vulnerable groups. As spikes in covid cases continued relentlessly, the government on April 20, did an about-turn when it announced that every person above the age of 18 years will be eligible to be vaccinated against Covid-19 from May 1. On re-lockdown, there are many voices in support as the covid mutant virus causing the rampage, is proving deadlier. However, there are also those in the medical fraternity who don’t favour complete lockdown. They say it requires planning and preparations and don’t see it as an option. They said that instead, there is need to understand the dynamics of disease transmission rather than rushing to lockdown since if cases are not detected well then, a total lockdown will be of no help. However, the debates have less relevance since the biggest contributors for the spread are public including leaders, who continue flout covid protocols.

Already, many are asking if this is too little, too late. In particular, there is anger that the United States did not move faster to help India just months after the country was identified as a key democratic ally in Asia. trong evidence suggests that the SARS-CoV-2 virus is primarily airborne, what does this mean and do we change the way we protect ourselves? A recent re por t in the medical journal The Lancet, gave scientific evidence to support that the SARS-CoV-2 virus, that has caused the COVID-19 pandemic, could be primarily airborne. In the study, six experts from the US, UK and Canada, said, “There is consistent, strong evidence that SARS-CoV-2 spreads by airborne transmission. Although other routes can contribute, we believe that the airborne route is likely to be dominant.” To support their case the team highlighted ten scientific reasons. This included super-spreader events that “account for substantial SARS-CoV-2 transmission.” This, they said, is consistent with airborne spread of SARSCoV-2 and couldn’t be explained by droplets or fomites (fomites are surfaces and objects contaminated by droplets expelled by infected individuals). The report also mentioned long range transmission of the virus between people quarantined in adjacent rooms in a hotel, who had never been in contact with each other. “SARS-CoV-2 has been identified in air filters and building ducts in hospitals with COVID-19 patients; such locations could be reached only by aero-

sols,” was another piece of evidence the Lancet study raised to corroborate its theory. Respiratory infectious diseases can be spread in two ways–either through aerosols suspended in air or droplets. If it is transmitted in the former way, the disease is considered airborne. According to The BMJ, “Aerosols are tiny liquid particles from the respiratory tract that are generated when someone exhales, talks, or coughs, for example. They float in the air and can contain live viruses, such as measles and chickenpox.” Both are highly infectious diseases that are classified as airborne as they are known to be spread by aerosols. According to Dr Jacob John, who formerly headed ICMR’s Centre for Advanced Research in Virology, and Christian Medical College (CMC), Vellore professor emeritus, calling a virus airborne is just a matter of definition. “If you didn’t get a disease via say a mosquito bite or through contact with fecal matter, but the virus entered your system through your nostril then it has to be airborne,” says Dr Jacob John speaking to TNM. He cites the example of Influenza which is usually transmitted via droplets “In some cases the droplets get smaller and smaller, these can be called aerosols which can travel a certain distance and infect someone,” says

According to him the SARS-CoV-2 virus for a short period of time and for a short distance is airborne. “So, it is a matter of gradation between droplet infection and airborne infection,” he adds. Now that we know that the SARS-CoV-2 virus could primarily be airborne, what does this mean? Do we have to change the way we protect ourselves from the virus? “We have had a year’s experience with the virus and have learnt more about it,” says Dr Shahid Jameel, a virologist and the Director of the Trivedi School of Biosciences at Ashoka University, speaking to TNM. “It isn’t that the behaviour of the virus has changed, it is not that it wasn’t airborne before and now is.” He says that based on the spread of the virus and studying it further, it is now known that it possibly spreads through aerosols. “When people hear the word airborne they think if they step out their house the virus will catch them, it is nothing like that,” says Dr Jameel. “If you are indoors where the air is being recirculated and there is somebody else in the room who is shedding virus, you are likely to get it.” Both doctors agree that the best way to protect yourself from the coronavirus continues to be wearing masks and improving the air circulation in closed spaces. “If you are in an office space or in a closed room with

Is there a particular mask that needs to be used? “If you are walking in a COVID-19 ward, then yes you need an N-95 mask,” says Dr John. “But for regular people most masks will do, you can use a surgical mask or even a double-layered or triple-layered cloth mask. Anything that will hold dust particles and keep it from getting into your nostrils.” The point is to wear the mask in the right way stresses Dr Jameel. “If worn properly, covering the nose and mouth, then even a double or triple-cloth mask will provide enough protection,” he says. Dr Jameel adds that while double masking is more efficient it isn’t always necessary. Though if your mask is flimsy then you definitely need to double mask. “Hold your mask up against light,” says Dr Jameel. “If light can be seen through it, then you need to add another layer.” Moreover, it is very important that everyone wears a mask– infected or otherwise. “If an infected person does not know he or she has the virus but is wearing a mask, they will stop a droplet or aerosol getting into the air and infecting others,” says Dr. John. With India being in the middle of a war with Coronavirus, we should all know that none of us are exempted from this double mutant Covid variant. Our negligence and disobedience had led to the surge in the positive cases and we have no one to blame but ourselves for the spike. Nagaland has very few well equipped hospitals and it would be an impossible task for the health department as well to accommodate lacs of positive cases. Therefore in order to suppress the growth of positive cases and to keep ourselves safe as a last minute precaution, every sensible inhabitants of Nagaland should adhere to the SOP guidelines and follow the restrictions imposed by the State government. Everyone should be extremely cautious and follow instructions laid out by the government carefully. Meribeni, Dimapur

L-G now effective in-charge of Delhi: MHA

According to the legislation, the “government” in Delhi now means the “Lieutenant Governor”. “In exercise of the powers conferred by subsection (2) of section 1 of

the Government of National Capital Territory of Delhi (Amendment) Act 2021 (15 of 2021), the Central Government hereby appoints the 27th April 2021 as the date on which the provisions of the said Act shall come into force,” stated the notification signed by additional secretary in the MHA, Govind Mohan. The act has been notified at a time the Centre and the Arvind Kejriwalled Delhi government are under the spotlight over the handling the pandemic and the subsequent scarcity of oxygen, hospital beds and essential medicines. On Tuesday, the Delhi High Court came down heavily on the AAP government over its “failure” to check black marketing of oxygen cylinders and crucial medicines needed by COVID-19 patients. If the state cannot handle the situation, it will ask the Central government to take over gas re-filler units as it can’t let people die, the court said.

When the bill was passed by Parliament last month – in the Lok Sabha on March 22 and in the Rajya Sabha on March 24 -- Delhi Chief Minister Arvind Kejriwal had termed it a “sad day for Indian democracy”. “The said bill will promote harmonious relations between the legislature and the executive, and further define the responsibilities of the elected government and the L-G, in line with the constitutional scheme of governance of the National Capital Territory of Delhi, as interpreted by the Supreme Court,” the statement of objects and reasons of the bill stated. “When a bill has been passed by the legislative assembly, it shall be presented to the lieutenant governor and the lieutenant governor shall declare either that he assents to the bill or that he withholds assent therefrom or that he reserves the bill for the consideration of the President...,” the bill said.

The Centre maintained it is in line with the Supreme Court’s July 2018 ruling on the ambit of powers of the lieutenant governor and the Delhi government after a series of run-ins between the two. Union Minister G Kishan Reddy had said when the bill was introduced in parliament that the amendments would lead to transparency and clarity in governance in NCT of Delhi and enhance public accountability. The minister said Delhi is not a full-fledged state and does not have full power and the executive powers of the L-G of Delhi are different from the powers of governors of the state. Explaining the rationale behind the bill, he said the amendments have been brought to remove ambiguities in the existing Act and stressed that changes in the law have been sought in the spirit of what has been said in a Supreme Court judgment.

Noida, Apr 28 (IANS): As the mad scramble to register for the Covid vaccine among those in the 18-44 age group began on the CoWIN portal, some of those who got lucky in Noida were shocked to see that there was not even one centre, government or private, available for scheduling appointments for the jab in the third phase. Rajiv, 43, who got through along with registering his wife Geetanjali, 41, on the portal had nowhere to go as the centres available for vaccination scheduling were only available for people age 45 and above. “The whole exercise went in vain. I was trying to register since 4 p.m. as soon as the portal went live. It crashed several times and when I finally got through, there was no centre in entire Gautam Buddha Nagar district that was available for scheduling,” Rajiv told IANS.

State chief minister Neiphiu Rio has sought the intervention of the union defence minister Rajnath Singh to airlift the Oxygen Plants from Delhi to Dimapur. In a letter to the defence minister, the state chief minister said the state government has been in constant touch with the Ministry of Health & Family Welfare for obtaining the Oxygen Plants. Rio said the

state has been informed that the manufacturer was ready to ship it now. However, he said that on account of the road journey time of around 10 days between Delhi and Nagaland, and the fact that COVID cases were rising fast in Nagaland, the state government has approached the Ministry of Defence for airlifting three Oxygen Plants from Delhi to Dimapur airport. The chief minister has urged the defence minister to direct the concerned authorities to help in airlifting the equipment on an urgent basis.

On Tuesday, the poll panel had barred victory processions after counting to check large gatherings amid rising coronavirus cases. It had also restricted the number of people who could accompany the candidate to collect his or her election certificate from the returning officer. As per the latest guidelines, there should be sufficient number of personal protective equipment (PPE) kits for counting agents and candidates. “The counting agents’ sitting arrangement shall be made in such a way that between 2 counting agents 1 agent shall be in PPE,” the guideline read. The counting hall, according to the EC, should be sufficiently big to maintain social distancing, and should have proper ventilation, windows, exhaust fan as per available protocol of the State Disaster Management Authority. The counting centres should be disinfected before, during and after the counting, while sealed outer boxes of electronic voting machines and paper trail machines should also be disinfected.

Issued amid spiralling coronavirus cases, the guidelines bar public gatherings outside venues during the counting process, but allow candidates to name a fresh agent if the first one tests positive for Covid-19. The RBI on April 7 announced the setting up of a committee to undertake a comprehensive review of the working of ARCs in the financial sector ecosystem, Business Today reported. The committee has been tasked to recommend suitable measures for enabling such entities to meet the growing requirements of the financial sector. New Delhi, Apr 27 (IANS): The government has provided relief to GST taxpayers from a physical visit to tax office for verification of digital signature required on return forms. The Central Board of Indirect Taxes and Customs has allowed taxpayers to file return forms GSTR-1 and GSTR 3B through an electronic verification code (EVC) that would be a kind of one time password (OTP). This would eliminate the need to verify the returns forms filed by taxpayers through digital signature by visitation to GST offices. According to the CBIC notification, EVC facility to authenticate returns filed under the two forms will be available to taxpayers during the period from April 27 to May 31.

BEIJING, APR 28 (PTI): Sixteen children and two teachers were injured in a knife attack on a kindergarten school in China’s Guangxi Zhuang Autonomous Region on Wednesday, police said. The suspect has been arrested and all the injured have been sent to hospital, state-run China Global Television Network, (CGTV) reported. An investigation into the incident is underway, the report said. Knife attacks mainly targeting kindergarten and middle schools and unarmed civilians in China are a common occurrence. Such attacks are mostly attributed by the police to disgruntled or mentally deranged people who have unaddressed grievances. Fighting has been raging daily in northern Myanmar in territory controlled by the Kachin Independence Organization, representing the Kachin minority, and in the east by the Karen National Union, representing the Karen. Both g roups have struck alliances with the popular movement opposing the military junta that seized power in the country in February after ousting the elected government of Aung San Suu Kyi. Climate change altering Earth’s axis for over 30 years C limate change has been altering Earth’s poles since at least the 1990s, new research finds. The planet’s spin on its axis is determined, in part, by the distribution of weight around the globe, in the same way the spin of a top is determined by its shape. Satellite data from 2002 and later had already shown that climate change is altering this weight distribution, largely because melting glaciers and ice sheets have caused the North and South poles to drift. Scientists had also observed polar drift in the 1990s, but uncovering the cause of that drift was tricky, because there were no direct satellite observations of water distribution around the globe from that era. Now, researchers have compared possible scenarios of total water distribution around the world and found that the best explanation for the changes to the poles in the 1990s is human-caused climate change. Melting ice sheets, combined with groundwater pumping for agriculture, altered the water distribution on the planet enough to make the planet’s axis shift. “The findings offer

a clue for studying past climate-driven polar motion,” said study co-author Suxia Liu, a hydrologist at the Chinese Academy of Sciences. A changing axis Earth’s axis shifts for a lot of reasons, ranging from long-term changes in the heat-driven process of convection within the mantle to annual changes in ocean currents and winds. In 2002, NASA and the German Aerospace Center launched the Gravity Recovery and Climate Experiment (GRACE) satellites, which used measurements of Earth’s gravity field to monitor changes in ice, liquid water and Earth’s crust. GRACE’s precise measurements allowed geoscientists to break down the various causes of polar shifts in the

post-2002 era. It was clear that ice melt, driven by climate change, was having an influence. In 2013, for example, researchers reported in the journal Geophysical Research Letters that rapid melt of the ice in Greenland had caused an eastward shift of the North Pole around 2005. Figuring out what caused polar shifts before 2002, though, required creativity. Researchers knew that polar drift shifted eastward in 1995 and that it sped up by 17 times between 1995 and 2020 compared with 1981 to 1995. But they didn’t know why. Liu and her colleagues used the real-world observations of how the poles shifted in the 1990s and created two possible global water-distribution scenarios

to see which best explained the changes. In the first scenario, the changes in water distribution around the world between 1981 and 2020 were similar to what was recorded by GRACE between 2002 and 2020. In the second, the researchers took into account observations of ice melt during the earlier period. The second scenario, which accounted for ice melt, better matched what really happened with polar drift, Liu and her colleagues found. Ice melt from the polar regions explained most of the polar drift, the researchers reported March 22 in the journal Geophysical Research Letters; the rest was explained by water loss from nonpolar regions. Human activity Like climate change, these shifts in water distribution were human-caused. “[W]atching distribution of the hotpots of the change of the TWS [terrestrial water storage], they related to popular groundwater pumping regions,” Liu wrote in an email to Live Science. Humans pump an incredible amount of groundwater for agriculture. For example, in India alone in 2010, people moved 92

trillion gallons (351 trillion liters) of water from underground reservoirs onto agricultural fields, the researchers wrote in their paper. California and northern Texas also showed large mass changes due to groundwater pumping. Because of the physics of rotation, the movement of groundwater at the midlatitudes has a stronger effect on polar drift for the same amount of water at higher latitudes, they added, so these changes add up quickly. Overall, the changes in polar drift aren’t noticeable in daily life. They might alter the length of the day by a millisecond or so over time, Vincent Humphrey, a climate scientist at the University of Zurich who was not involved in this research, said in a statement. However, there are 176 years of data on polar drift — years in which scientists have no direct measurements of water distribution around the globe. Using polar drift, scientists can work backward to figure out where the water was. “Our next step is to extend the relationship into operational forecasting with longer reconstructed data,” Liu said. According to Boing Boing, the negative review of Citizen Kane was first published by The Chicago Tribune

on May 7, 1941. Titled ‘Citizen Kane Fails to Impress Critic as Greatest Ever Filmed’, it states: “It’s interesting. It’s different. As part of the Plant Habitat-04 experiment, the Kennedy Space Centre will send pepper seeds to the space station later this year. The pepper seeds will fly on SpaceX’s 22nd Commercial Resupply Services mission and will grow in the Advanced Plant Habitat. They were grown for 64 days, the longest leafy greens have grown on station, the US space agency said. The pak choi grew for so long that it began to flower as part of its reproduction cycle. Hopkins’ efforts in eclipsing the mark included using a small paintbrush to pollinate plant flowers. “I wasn’t all at surprised that he chose this route to make sure the plants were fully pollinated because he has always wanted to be very involved,” Matt Romeyn, a space crop production project scientist and science lead on the four-plant experiments, said in a statement on Tuesday. “After he used the paintbrush, we saw a high seed production rate,” he added. Hopkins ate the pak choi as a side dish, with leaves marinated in an empty tortilla package. He added soy sauce and garlic, and put it in a small food warmer for 20 to

The women’s 4x100m and the men’s 4x400m relay teams were to board a KLM flight to Amsterdam in the wee hours on Thursday but the Dutch government has suspended flights from India effective Monday evening. The Athletics Federation of India is trying to book an alternate flight available to any European city en route to Silesia in Poland where the event will be held. There is no direct flight to Poland from India. “There is a serious doubt that our team may not be able to take part in the World Relays. Many European countries have suspended flights from India. So, we may be stuck and there is a high possibility that the team may not go for the event,” a top AFI official told PTI. “But still we are trying, talking to the government and to our embassies if they can help our athletes to fly into any European city like Frankfurt from where they can proceed to Poland. IPL: CSK beat SRH by 7-wkt; climb to top

New Delhi, Apr 28 (IANS): A 129-run opening stand between Ruturaj Gaikwad and Faf du Plessis helped Chennai Super Kings (CSK) beat SunRisers Hyderabad (SRH) by seven wickets in an Indian Premier League contest at the Arun Jaitley Stadium here on Wednesday. The win was CSK’s fifth on trot which helped them leapfrog Royal Challengers Bangalore to the top of the table while Hyderabad stayed at the bottom. Gaikwad made 75 off 44 balls (12x4) while du Plessis scored 56 off 38 balls (6x4, 1x6) as CSK chased down 171/3 put up by SRH with nine balls to spare. Mumbai, Apr 28 (Agencies): The Women’s T20 Challenge is likely to be postponed amid the rising cases of COVID-19 in the country and the potential unavailability of overseas players due to travel restrictions. Even though the Board of Control for Cricket in India (BCCI) hasn’t made an official announcement, sources in the know have confirmed that it would be a logistical challenge to fly in overseas cricketers from England, Australia, West Indies, New Zealand and South Africa. “With various countries imposing travel restrictions to India, it definitely looks impos-

sible for now to fly in the players. So at this point, things look difficult,” the source said. Earlier, the Board had planned to host the tournament in Delhi. When asked, Delhi and District Cricket Association (DDCA) officials confirmed to Sportstar on Tuesday that they have not heard anything about the tournament so far, Sportstar reported. Zoysa banned for six years for trying to fix matches
