DIMAPUR, APR 2 (NPN): Nagaland governor PB Acharya on Monday said the current education system in the country was based on what the British had outlined and was promoting a kind of knowledge that made people selfcentred, besides leading to obliteration of indigenous languages. Speaking as chief guest at the “Academic Assembly & Felicitation to Prominent Personalities, Governor Award and Scholarship to Students” programme organised by Janjati Shiksha Samiti (JSS), an NGO, at Kevijau village here on Monday, the governor said knowledge should make people realise their debts to society and the country. Pointing out that English was being favoured in the country, he stressed that content of a speech should really matter and not the language in which the speech was delivered. NEW DELHI, APR 2 (AGENCIES): Fuel prices on Monday inched up further, resulting in petrol hitting a fresh four-year high and diesel climbing to an all-time record high across India. The price of petrol stood at Rs 73.83 per litre while diesel was priced at Rs 64.69 a litre in Delhi, according to official data from Indian Oil Corporation (IOC). In Nagaland’s capital Kohima, price of petrol stood at Rs 72.31 per litre and diesel at Rs 63.09 a litre. According to TOI, global crude oil prices hold the key to the prices you’re charged whenever you go to refuel at a fuel pump. That is not all. A major share of petrol and diesel prices are made up of taxes- excise duty collected by the Centre and Value Added Tax (VAT) collected by the states. As a matter of fact, 48.2 per cent of what you pay for petrol is central and state taxes while for diesel, excise and VAT add up to 38.9 per cent. Finance Minister Arun Jaitley had raised excise duty nine times between November 2014 and January 2016 to shore up finances as global oil prices fell, but then cut the tax just once in October last year by Rs 2 a litre.

Ao, the Neiphiu Rio-led PDA government is now on two minds about the matter in view of strong objections from various quarters.

Ao, who had captained the Indian football team at the 1948 London Olympics, by renaming the stadium after him to coincide with his birth centenary. stadium after Dr. T. Ao was likely to be reviewed at the next cabinet meeting. The reason for the PDA’s quandary comes in the wake of stiff objection to the State government’s decision from the main opposition NPF during the recently concluded session and several sections of the society. In the past 24 hours to Monday evening, maximum temperatures were recorded at least 10 notches above the season’s average at Srinagar in J&K, Manali in Himachal Pradesh, several regions of western Rajasthan and isolated parts of Gujarat, Nagaland, Assam and Arunchal Pradesh. “The temperature recorded on Monday showed a rise of 1 to 3 degrees Celsius in most parts of Uttar Pradesh, Punjab, Haryana, Delhi and North Eastern states, in some parts of Rajasthan, and in one or two pockets of east Madhya (Cont’d on p-11) Pradesh, Odisha, Gujarat,

However, the IMD has predicted respite from heat wave conditions, especially in Rajasthan, from April 5. “There is a possibility of rise in relative humidity over northwest India from April 5, 2018; as a result, heat wave would abate over west Rajasthan,” it said.

IMPHAL, APR 2: In one of the biggest seizures, security forces in Manipur, manning ImphalMoreh section of NH-102, on Monday seized illegal drugs worth around Rs 16 crores. According to official sources, the Assam Rifles personnel detected the contraband (World is Yours) tablets from a bus at its check post at Khudengthabi at around 4:30 p.m. The recovered drug, around 3,20,000 of WY tablets will cost around Rs 16 crores in the international market, officials said. The drug was found concealed in a specially modified compartment below the drivera seat. The driver and the seized items were handed over to Directorate of Revenue Intelligence (DRI), officials said. In another incident, one person has been arrested while trying to smuggle gold worth around Rs. 5 lakhs concealed in his shirt and trouser buttons. He was apprehended by personnel of the Central Industrial Security Force (CISF) stationed at Imphal International Airport on Sunday. Around 160/170gm gold was found neatly concealed inside 120 buttons. The arrested person has been identified as Pradip Kumar (45) of Gorakhpur of Uttar Pradesh. Kumar was about to board an Indigo flight to Kolkata scheduled for departure from Imphal airport at 3.20 p.m.

Non-subsided LPG reduced by Rs 35/ cylinder, jet fuel cut NEW DELHI, APR 2 (IANS): Prices of nonsubsidised LPG, or cooking gas, have been reduced by Rs 35.50 per cylinder, and that of the subsidised one by a marginal Rs 1.74, according to state-run oil marketing companies, even as public sector Indraprastha Gas Ltd hiked the rates for piped and compressed natural gas (CNG) supply to cities in the national capital region. The price of the subsidised cylinder, which a consumer has a quota of 12 per year, was also cut marginally by Rs 1.74. OMCs revise LPG and aviation turbine fuel (ATF), or jet fuel, prices on the first of every month. Monday’s revision marks the fourth reduction in LPG cylinder prices so far this year. Every household in the country is entitled to 12 LPG cylinders of 14.2 kg each at subsidised rates in a year. Meanwhile, Jet fuel prices have been cut by Rs 231 in Delhi and now sells at Rs 61,450 per kilolitre. Prices vary with airports depending on local taxes.

Mokokchung Battalion, Longleng: Mokokchung Battalion of Assam Rifles conducted an operation, along with a police representative, based on specific information, in the general area of Longleng, Mokokchung on April 1. According to PRO HQ IGAR (North), during the operation Assam Rifles troops apprehended one NSCN (R) cadre along with three civilians for illegal possession of arms and ammunition. TDLSA conducts training for GBs & DBs of Panso circle DIMAPUR: Tuensang District Legal Services Authority (TDLSA) organised a training programme for Gaon Buras (GBs) and Dobashis (DBs) of Panso circle on March 28 at Panso town EAC headquarters. Panso Circle consists of eight villages namely: Panso village, Panso town, Panso Nokeng, Yokao, Lengnyu, Ekhao, Tsuwao and Kingniu. A press release from NSLSA public relation assistant stated that Principal District & Sessions’ Judgecum-Chairman TDLSA, Victo Sema gave a perspective and brief historical background of the customary courts and its functionaries in Nagaland. mitted and sincere leader who had selflessly rendered his services toward the Chakhesang community in particular and Nagas in general and stated that his demise was a great loss that created a huge vacuum that would be hard to fill. Correspondent KOHIMA, APR 2 (NPN): In commemoration of 25 years since recognition of Zhadima Village and getting a new name, villagers celebrated the occasion with much pomp and traditional gaiety on Monday. The village name was changed from Keruma to Zhadima and it got its recognition from the government in 1993. It was unveiled by the then PWD minister Neiphiu Rio, now the chief minister of Nagaland. Zhadima village was established in 1528 AD (approximately), according to the book on history of Zhadima village that was brought out to mark the occasion.
Ex-VDB secretary, Peter Kuotsu, in his address said the village had already celebrated 75 years of Christianity including the golden jubilee of the students’ union and village youth and sports association. Kuotsu said the village registered significant progress on many fronts in the 25 years. He listed the facilities and infrastructure the village had like a standard badminton stadium, sports complex with standard playground, Govt. High School, Primary Health Centre, 220 KV power station etc. He maintained that developmental activities had been possible because of the complete sense of unanimity among the villagers and he was
optimistic that the village would continue to shine as long as unity and a congenial atmosphere prevaild. Kuotsu said the village had produced an international football player in the person of Roko Angami. Shillong, April 2 (PTI): Meghalaya Chief Minister Conrad K Sangma Monday lauded the Centre for launching the North East Special Infrastructure Development Scheme (NESIDS), a special scheme for North Eastern states. In the scheme the Centre will fund 100 per cent of the project cost for infrastructure relating to water supply, power and connectivity including those in social sectors. Calling on the Union DoNER Minister Jitendra Singh in New Delhi, Conrad briefed the Minister of the various proposals in which the state government has taken up under the NESIDS, an official statement from the chief minister’s office said. The Chief Minister was especially lauding the Government at the Centre for launching the important scheme which could bring about development in fundconstraint NE region. NESIDS is fully funded by the Government of India to fill up gaps of infrastructure relating to water supply, power, and connectivity especially for promotion of tourism. It also funds
VHP demands ban on cow slaughter in Tripura
Aga rtala , A p r 2 (Agencies): The Vishwa Hindu Parishad (VHP) on Sunday demanded a ban on cow slaughter in Tripura and threatened to launch an agitation otherwise. According to Hindustan Times, a group of VHP activists, accompanied by Bajrang Dal workers, staged a protest at South Joynagar in Tripura West district, which shares a border with Bangladesh. “Cow slaughtering is done by a section of Bangladeshis who have intruded here in the Marxist regime. We want this practice to be stopped immediately, or else we will go for agitation,” said VHP, organisational secretary, Amal Chakraborty. The protest was withdrawn after the police intervened, but no complaint was lodged. Soon after, a group of minority community people gathered in front of local BJP MLA, Surajit Datta’s residence in Ramnagar and raised the matter of protest by the VHP men. Datta promised to look into the issue and sent them away. Mizoram tops the list of HIV+ cases among pregnant women

Aizawl, Apr 2 (Agencies): With 1.19 per cent HIV positive cases among pregnant women, Mizoram has recorded the highest rate of HIV among pregnant women. According to Mizoram State Aids Control Society (MSACS) officials, the percentage of HIV prevalence among pregnant women in Mizoram is the highest in India, higher than the national average of 0.28 per cent. They said no other State has crossed one per cent, reported NElive. Another Northeastern State – Nagaland follows Mizoram with 0.82 per cent. A source in MSACS said Tamil Nadu, Maharashtra, Karnataka and Andhra Pradesh that used to have high prevalence of HIV have witnessed significant decline while the HIV rate is increasing in Mizoram. Five districts of Mizoram – Aizawl, Champhai, Kolasib, Lunglei and Mamit – also figure in the top 20 “key population districts” or the districts with highest population of high risk groups among the Northeastern States. Of these, Aizawl, Champhai and Kolasib are in the top three, the source added. The study was conducted during April 2015 to September 2017. During this period, 620 HIV cases were detected in Kolasib in
Aizawl district, the highest among the eight districts in Mizoram. The study attributed this to the fact that Aizawl is a key population district which means that it has high number of injecting drug users and commercial sex workers. The highest number of HIV positives found during this period are aged between 25-35, followed by 35-49 age group and 15-24 age group. Unprotected sex is the commonest mode of HIV transmission in Mizoram with 64.1 per cent, followed by sharing of syringes with 33.4 per cent. What has worried HIV activists is that the rate of HIV among injecting drug users has increased during the last three years. The rate of transmission through sexual intercourse is said to be static during this period. Meanwhile, Mizoram Government has recorded 322 AIDS related deaths between April 1, 2017 and mid- March this year, Health Minister Lal Thanzara has recently informed the Assembly. In the year 20142015, a record number of 569 HIV related deaths was recorded. Mizoram SACS has started testing blood randomly from 2013, and out of the 3, 17,356 blood samples tested, 7,641 were found HIV positive.
Shillong, Apr 2 (PTI): The Election Commission has announced that polling in Williamnagar Assembly constituency will be held on April 27, Meghalaya’s Chief Electoral Officer F R Kharkongor said here Monday. Elections to Williamnagar seat in East Garo Hills district had been postponed following the murder of Nationalist Congress Party candidate Jonathone N Sangma in a militant attack on February 18, nine days before the Assembly polls in the state. Kharkongor said the last date of filing nomination is April 10 and scrutiny of nomination papers will be held the next day. The last date of withdrawal of nomination is April 13. Polling will be held from 7 am to 4 pm on April 27 and votes will be counted on May 2, he said. Elections to the 59 of the 60 seats were held on February 27 as there was polling in Williamnagar. Meghalaya threw up a fractured mandate and National People’s Party president Conrad Sangma became chief minister of a coalition government in which is a constituent. Leader of Opposition Mukul Sangma has also vacated his Ampati seat and retained Songsak seat. The elections for Ampati is yet to be announced.
Assam Cong seeks privilege motion against minister Guwahati, Apr 2 (PTI): Congress MLA Sherman Ali Ahmed Monday sought to bring a Privilege Motion against Minister of State for Power Pallab Lochan Das for “misleading the House” in giving replies to the questions raised in the Assembly. Assam Assembly Speaker Hitendra Nath Goswami disallowed the motion, but cautioned all ministers to be more careful in replying inside the House as the questions represent issues of the common people of the state. “On March 26, 2018 and February 12, 2018, I had asked two questions regarding electrification of villages in Mandia block. Minister Pallab Lochan Das misled the House by providing wrong information. This is a contempt of the august House and
is a fit case for reach of Privilege. Hence is the Privilege Motion against him,” Ahmed said in his appeal to introduce the motion. Elaborating, he said Das had replied to his queries on the two dates that some villages under discussion were either partially or fully electrified by the government, but even electric poles were not erected in most of these villages. “On February 12, an annexure was provided saying that nine villages were electrified. But, tower lines have to be built over Jaljali river for electrifying these villages and it is not done yet. Das jas misled the House,” Ahmed said. On August 13, 2016, the government had announced in the House to float tender “within a short period of time” to construct tower lines over Jaljali, but
it did not happen despite giving an assurance, the Congress member said. “Again on September 11, 2017, the concerned Minister said in the House that electrification will be done within March this year. So, how could he say on March 26 and February 12 that electrification have already done? Under these circumstances, I request you to kindly allow me to move a Motion of Breach of Privilege against the Minister,” Ahmed urged the Speaker. Reacting to the request, Goswami said that there are some procedural deficiencies in raising the Privilege Motion, but he allowed it to be raised by the opposition member because of seriousness of the issue. “I allowed you to speak because a message should go from here. It is better if the answers are
proper as the questions are asked for the people. It is a serious matter. I do not want to allow this Motion, but taking it very seriously. The message should be loud and clear from here,” he added. The Speaker also said that Breach of Privilege Motion is for giving wrong answers willfully, knowingly and intentionally, but it has to be examined first before accepting. “The ministers should note this and reply carefully. If any wrong information is given, then it should be corrected,” he added. Accepting the Speaker’s decision, Ahmed concluded by saying “We do not want to put any minister in an awkward position by bringing in a Privilege Motion. But giving wrong information have been happening repeatedly for the last two years”.
Ita naga r , A p r 2 (PTI): Arunachal Pradesh Chief Minister Pema Khandu Monday sought cooperation from the state’s electricity regulatory commission to cut down huge Aggregate Technical & Commercial (AT&C) loss and also for efficient power distribution in the state. Inaugurating the new office premises of the Arunachal Pradesh State Electricity Regulatory Commission (APSERC) here in presence of Power (Electrical) Minister Tamiyo Taga, the chief minister said that in coming days, Arunachal would see huge investment in works for setting up of transmission lines across the state. Khandu also sought support of the commission in capitalising on the state’s huge hydropower potential. “The state is looking forward to working with public sector companies, such as NEEPCO and NHPC Ltd,” he added. The chief minister suggested that wherever possible, the state government should take up hydropower projects on feasibility basis.
GUWAHATI, Apr 2 (Agencies): The MHA on Monday partially withdrew the Armed Forces (Special Powers) Act of 1958 from Ar unachal Pradesh in two police station areas in West Siang and East Siang districts bordering Assam after a review suggested improved situation in these areas. According to TNN, the Act has however been extended by another six months in the state’s three eastern districts of Arunachal Pradesh—Tirap, Longding and Changlang, which border Myanmar and specific areas under eight police stations of seven other districts bordering Assam. The three districts have been under the AFSPA, 1958 since January, 2016. The MHA notification states that a review of the law and order situation was undertaken in Tirap, Changlang and Longding districts of Arunachal Pradesh and in the area falling within the jurisdiction of 11 police stations bordering the state of Assam. “Now, therefore, Tirap, Changlang and Longding districts in Arunachal Pradesh and
the areas falling within the jurisdiction of the following eight police stations in the districts of Arunachal Pradesh, bordering the state of Assam, are declared as disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2018 w.e.f. April 1, 2018, unless withdrawn earlier,” the notification said. The two police station areas from where the Act has been withdrawn are Likabali police station in West Siang district and Ruksin police station in East Siang district. The eight police stations where the Act will stay are Balemu and Bhalukpong police stations in West Kameng district, Seijosa police station in East Kameng district, Balijan police station in Papumpare district, Namsai and Mahadevpur police stations in Namsai district, Roing police station in Lower Dibang Valley district and Sunpura police station in Lohit district. These areas have been declared as disturbed area due to various violent activities by NSCN(K), ULFA(I), and NDFB(S).

(File/Representational) G u wahat i , A p r 2 (Agencies): The National Register Citizen (NRC) authorities have identified more than 4000 people who were declared foreigners by the Foreigners Tribunal but found to have been trying to get their names included in the NRC by submitting fraudulent papers. Informing that authorities have also found that among those declared foreigners at least 700 have produced voters identity card as evidence for inclusion of their names in the NRC, sources in the NRC told this newspaper that people who are not eligible
for getting their names included in the NRC are using different modus operandi to get their names included in the citizenship document, which include using the legacy data code of other persons, bribing people to use their legacy, submission of forged documents etc. Pointing out that verification of family tree has revealed various modus operandi, sources said that there were instances in which persons who used same legacy data code could not recognize each other. It is significant that around 48 lakh mismatches in family trees have been
detected so far and NRC authorities are calling such individuals for on the spot verifications. Pointing out specific cases, sources said that in one such case of Nagaon district, one person claimed himself to be Suresh Das, son of Robi Das. He used the legacy data code of Robi Das. Interestingly Robi Das could not recognize Suresh. During questioning, Suresh admitted that his real name is Fakaruddin, son of Umed Ali. The most disturbing finding was that Fakaruddin had even managed to get a voters’ identity card in the name of Suresh Das.
Northeasterners term petrol price hike as ‘unending saga’
Shill o n g, A p r 2 (Agencies): The price hike in petrol and diesel in the country did not go down well with the public, who complained that this ever rising price is affecting the common man even as they termed this development as an ‘unending saga’ of oppressing the common folks of the country. Petrol price hit a fouryear high of Rs 73.73 a litre while diesel rates touched an all-time high of Rs 64.58 in the national capital, renewing calls for the government to cut excise tax rates. While petrol is being sold at Rs 73.73 in the national capital, in Meghalaya and other northeastern states, petrol is being sold at Rs 73.28 per litre while diesel is being sold at Rs Rs 64.53 a litre. According to TNT, irked with the ever increasing price in petrol, the common people of the state have stated that this will adversely have an impact on other sectors like transportation. “If the price of petrol is hike, then definitely, taxi fares will also go up and this trend has been going on for a long time,” a concerned
citizen of Shillong said adding that due to the absence of proper regulation in checking price of necessity commodity and services, traders and service providers will take advantage. Another youth from Karbi Anglong in Assam, Arak Mohesh Lindokpo Ronghang expressed “The price hike won’t bring development but more crisis in ground level. Frankly speaking, don’t hope the government will fulfill its promise because what we are seeing and experiencing now is the opposite of what was promised.” Ronghang fur ther stated that if neighbouring countries like Bangladesh, Nepal, Bhutan, Sri Lanka etc are selling petrol in a reasonable price compared to India, “Our country, which is more develop than them, should be able to rise up to the need of the people,” he added. It is just another day of business at any of the petrol pump but the customers are not so happy about the unending climb in petrol prices. While the metres calculating the amount is increasing, the display meter of the num-
ber of litres poured is decreasing. Unhappy customers at the petrol pump vented out their frustration when enquired about the problems they are faced with due to the rise in petrol prices and also urged the central government to do something about it at the earliest. “Rise in a rupee or a paisa, it is going from our hard-earned money and the steady rise in petrol price is only making it difficult for us as we travel to and fro on a daily basis,” said a two-wheeler rider refuelling his scooty near the Fire Brigade petrol pump in Shillong. Echoing similar sentiments, a college-going student from Nagaland, said, “ I wonder when will the price ever go down or atleast stop the climb. The central government should take a look at it as it is making our life difficult”. Meanwhile, the manager of a local petrol pump located in Shillong, Lamphrang Warjiri said, “Yes the prices are rising and it is the doing of the oil company. We have nothing much to say as we do not really have a say”.
In another case of Morigaon district, a person who was declared as a foreign national by the Foreigners’ Tribunal, used legacy data code of another person and declared that his father is dead. But later it was found that the person, whose legacy data code he had used is very much alive and they have no relation. In a case in Barpeta, one Abdul Salam submitted application for inclusion of his wife Kanchan Nessa in the NRC and gave the legacy data code of one Gazi Sheikh. But during the process of verification, the other siblings of Gazi Sheikh did not recognize the woman who claimed herself to be Kanchan Nessa. Later during investigation, it was found that Kanchan Nessa was the name of the first wife of Abdul Salam and she died some time back. Salam, while submitting the application for inclusion of names in the NRC, mentioned the name of his second wife Kadbanu as Kanchan Nessa and used the legacy data code of the father of his first wife. India’s 2nd longest bridge to come up in Arunachal I t a naga r , A p r 2 (Agencies): After Dr Bhupen Hazarika Setu, the longest river bridge of India over the river Lohit connecting Dhola with Sadiya in Tinsukia district in Assam, the Northeastern region is going to have the country’s second longest bridge soon. This time, it will be a 6.20 kilometre long bridge over the river Dibang connecting Meka with Bomji in Lower Dibang Valley district in Arunachal Pradesh. It is under construction at a distance of only 50 kilometre from Dr Bhupen Hazarika Setu. The new bridge is almost ready for traffic and will be inaugurated by April or May. Navayuga Engineering Company which constructed Dr Bhupen Hazarika Setu is engaged in construction of this new bridge by Union Ministry of Road Transport and National Highways. An official of the Company said that the technology used in Dr Bhupen Hazarika Setu is also being used in this new bridge. With the opening of this new bridge, road connectivity in Arunachal Pradesh will have a significant development as Lower Dibang Valley district will be connected with Lohit, East Siang, West Siang district and Assam.

Huge cache of arms recovered from M’laya’s Garo Hills Shillo n g, A p r 2 (PTI): A huge cache of arms and ammunition has been recovered from Meghalaya’s East Garo Hills district, the police said Monday. Acting on a tip off, a team of officers raided Dorengkigre village in the district last night and dug out 21 rusted pistols and magazines, two walkietalkie sets, some arrow heads and Garo National Liberation Army (GNLA) literature, Superintendent of Police Ringran T G Momin said. Momin suspects that GNLA militants had hidden the cache in the village a long time ago. “Going by the rust formation on the pistols, it seems that the arms were buried in the village many years ago,” the SP said. The founding member of the militant outfit, Sohan D Shira, was gunned down at his hideout in February. He was on the run since 2010. Shira, who carried a reward of Rs 10 lakh on his head, was accused of killing of NCP candidate Jonathone N Sangma, ahead of the February 27 Assembly elections. Two weeks after Shira’s death, eight of his close aides surrendered before the new home minister James Sangma at police headquarters in Shillong.
Corruption complaints against 8 Cong MLAs, MP in Assam G u wahat i , A p r 2 (PTI): The Assam government Monday said it has received various corruptionrelated complaints against eight current and former MLAs and MP, including three ex-ministers, of Congress party over a period of time. In a written reply to a query by the Leader of the Opposition and Congress MLA Debarata Saikia, Parliamentary Affairs Minister Chandra Mohan Patowary said two complaints have been received against former Congress minister and MLA Rakibul Hussain and enquiry is in progress in both the cases. While the first complaint was registered in May 2017 pertaining to an alleged misappropriation of government money by misusing official power and position in the P&RD department, the second complaint of alleged disproportionate assets was registered against Hussain last month. Replying on behalf of Chief Minister Sarbananda Sonowal, who also holds the Home portfolio, Patowary said another exCongress minister, Atawa Munda, has been named in a complaint pertaining to misappropriation of P&RD department money along with Hussain. According to Shilllong Times, hundreds of tourists coming from the neighbouring state complain that there should be better public transportation from Shillong to different parts of Assam as not many can afford to book private vehicles. Several tourists spoke
to The Shillong Times, but on condition of anonymity, and narrated their difficulty in reaching the closest hill city. One tourist said he recently went to the Assam State Transport Corporation (ASTC) counter at the Meghalaya Transport Corporation (MTC) office in Police Bazar to enquire about bus service to Tezpur (Assam). He was told that the service has been stopped. Later, he learnt from local shop owners that there was one bus to Tezpur that left on the day. IMPHAL, Apr 2: Manipur Congress has alleged that the recently exposed missing arms case of the state police department was a political conspiracy, as no such issue related to security took place during Congress rule. Senior state Congress leader and former deputy chief minister Gaikhangam, who expressed doubt on the issue said there was no report of missing arms in the state police department during his tenure as home minister. “What is happening in the security related matter during the one year rule of the BJP-led government is a matter of concern. There is something questionable,” he said. “We doubt having a political conspiracy of maligning the state security matter for political gain, the former home minister. Gaikhangam made this statement, while talking to reporters on the sidelines of a function at Imphal Congress Bhavan, where three rooms of the Manipur Pradesh Congress Committee (MPCC) office were dedicated to late former chief ministers of the state. Meanwhile, Manipur government has placed three more police officers under suspension based on the preliminary findings.

G u wahat i , A p r 2 (PTI): The Congress in Assam Monday urged Prime Minister Narendra Modi to file a review petition in the Supreme Court to modify its recent order that, it claimed, would make it more difficult for SC/ST people to protect themselves from atrocities. The Supreme Court on March 20 diluted the provisions of the SC/ST Prevention of Atrocities Act and said government servants should not be arrested without prior sanction and private citizens, too, should be arrested only after an inquiry under the law. The Supreme Court’s March 20 judgement in the case of Subhash Kashinath Mahajan Vs State of Maharashtra has caused distress among SC and STs as it will make it more difficult to protect themselves from

arliament session is in danger of being washed out when repeated disruptions marred House proceedings in the last four weeks, with TDP members agitating for a special category status for Andhra Pradesh and AIADMK members raising the Cauvery waters dispute. In the Lok Sabha, MPs belonging to AIADMK disrupted proceedings over their demands for early constitution of the Cauvery water management board. In the Rajya Sabha, vociferous protests from Opposition members forced Chairman Venkaiah Naidu to adjourn the House. The Congress, TDP, YSR Congress and CPI(M) have filed notices for a no-confidence motion against the NDA government and regional parties like the TRS, DMK, TMC and others have extended their support to the motions. The AIADMK said it would not hesitate to file a no-confidence motion over the Cauvery dispute and demanded the Congress to back it. A no-confidence motion will only be allowed in the event of 50 or more Parliament members are signatories. The AIADMK has 37 members -13 short of the required number. The government is primarily responsible for ensuring smooth functioning of the House, as per parliamentary procedure. Yet, it seems that although the BJP-led government has the numbers to defeat a no-confidence motion, it is using the divisions in the non-BJP camp to ensure that it does not come up for discussion. This is because the Opposition is not only energetic but more united after the recent defeats of the BJP in Uttar Pradesh. The opposition demanded that the protesting lawmakers be suspended for a day in order to allow passage of the No Confidence Motion. The demand was turned down by the Speaker and House was adjourned for the day. However, despite the government and the opposition agreeing, the notice could not be taken up, since the Speaker placed a rider that decorum be restored inside the House. Both houses now stand adjourned till Wednesday, without any business being conducted yet again. The BJP is not worried about the no confidence motion since it has a simple majority of 274 and with allies such as Akali Dal, Shiv Sena etc it can sail through with added support from AIADMK. However, what has riled the BJP is the surge in regionalism that poses a political and ideological challenge to it’s thrust for one nation, one party; one nation, one language, etc. The NDA does not really fear the numbers. Even after the exit of the TDP, the NDA combine enjoys a comfortable majority. The Shiv Sena, despite some initial anxiety, has sent positive signals to the BJP by calling the no-confidence motion an immature step. The Akalis have reinforced their confidence in Modi. The AIADMK, despite its political posturing on the Cauvery issue, is not ready to oppose the BJP given the serious corruption allegations on the government and the internal fragility in the party. The TRS is sending confusing signals to the Opposition by holding parleys with senior leaders of the anti-BJP camp and adopting tactics inside Parliament that ultimately benefit the BJP. The pandemonium in the House seems to be engineered as the AIADMK and TRS are determined to disrupt order, thus helping the government realise its objective. In the ultimate analysis the washouts and futile no confidence motions have exposed the severe deficit of Indian democracy and made a mockery of parliament.

n interesting scientific experiment took place last year. Two reasons. One is because it is about the air expelled from the anuses of living beings, popularly known as farting. The other, because the scientists investigating asked the public to send them information through a twitter handle called #doesitfart. The information has been printed in a book with the same name. Fart, also known as flatulence, describes gas generated or held in the stomach or intestines and expelled through the anus. The scientific study of farts is called flatology. Those who have the talent to fart at will are known as flatulists (or comedians). Few people, and even less scientists, have been brave enough to even talk about this issue. It is usually a matter for pre-teenage boys’ jokes. But the study of the diet and digestive systems of animals is an important part of understanding how they survive and even how they affect climate change. The data gathering mission was spearheaded by Daniella Rabaiotti, a Ph.D student at the University College of London, a member of the Zoological Society of London, and environmental researcher. She was asked whether snakes fart, and wrote asking a colleague, David Steen, a biologist at Auburn University. “Snakes sometimes discharge faeces and musk as a defensive strategy, and this is often
accompanied by what I would consider classic fart noises,” he said. Rabaiotti decided to make a large study of different animals. From there #DoesItFart was born. Hundreds of biologists, researchers, wildlife enthusiasts and laypersons have written in from all over the world. Nick Caruso, a PhD student at the University of Alabama, created a spreadsheet. Each entry was submitted to researchers to verify. Here are some interesting details about gastric gases and how they are discharged out of the posterior portal: Guinea pigs produce clouds of brown mist that “stink to high heaven.” Lions fart and so do Orangutans. Bobcats are supposed to be the smelliest with their “squirrel-based farts” (I doubt that they would be smellier than the person who sits next to you on a plane or in a closed car) They are in close competition with woodlice who excrete ammonia. Some snakes, like the Sonoran Coral Snake, also weaponize their farts and use them to scare off unsuspecting predators. The gases vary in different species. Most farts contain hydrogen, carbon
dioxide, nitrogen and sulphurous gases (with the latter responsible for much of the smell), but scientists are concerned about another common component, methane, since it is a potent greenhouse gas. According to a paper published in the latest issue of the Journal of Experimental Biology, nearly 30 percent of Earth’s methane emissions originate from plant eating animals grown for meat. According to the EPA, cows are among the top methane makers. Cows release an estimated 551 to over 1,100 pounds of methane per day. Goats produce a lot of methane in their stool, farts, belches and even breath. In 2015, an airplane in Singapore was forced to make an emergency landing when the smell of goat farts was mistaken for smoke in the cargo hold. The flight was diverted, inspected and delayed for hours, according to the Daily Mail. NASA’s Goddard Institute for Space Science determined that a pig emits about 3.3 pounds of methane per year and a sheep produces 18 pounds of methane. A horse can produce 45.5 pounds of methane gas per year, but amounts vary. A lactating mare, for example, only releases 34 percent of the methane released by a lactating dairy cow. While elephants are not ruminant animals, they do produce an incredible amount of gas, however. According to the International Elephant Foundation, a car “could travel 20 miles on the amount of methane produced by one elephant
in a single day.” Each adult person emits about a third of a pound of methane per year, according to the Goddard study. That is a fraction of what cows produce. The United Nations, however, estimates that there are at least 7 billion people on the planet now, so total methane output stacks up by sheer numbers alone. Termites may be tiny, but they are mighty methane emitters. While an individual termite cannot produce much gas, a study published in the Journal of Environmental Science and Technology, from Tamil Nadu Agricultural University, determines that termites contribute methane “that accounts for at least 5% of all global emissions.” Other researchers say that the percentage is much higher. According to Rentokil the pesticide company, cockroaches release more methane in relation to their body size than any other creature they’ve ever had to deal with. A methyl mercaptan gas leak at a Dupont facility in Texas killed people . Farts contain not just methyl mercaptan, but other asphyxiants like flammable methane, nitrogen and dimethyl sulphides. The amounts depend on your diet. However, since each fart has only 110 millilitres of gas you cannot make a homemade weapon. Have fun! Though we purchase, we never feel loss spending more in brands than of ordinary goods, for we are all satisfied with what we have gained. Gaining is something we all humans want in life. We want gain in all spheres and walks of life. Maybe this is why many youths prefer governmental jobs then of private jobs for throughout their life they’ll gain pension money after retirement. But I stand here not in against government services for I respect all kinds of jobs if it is about work. Trends has place is in such a ground that we boss round if we have governmental tag. And people go round and round seeking ‘respectful’ government jobs only. If they don’t get one, they don’t have any job. Brands are something unique, different and always a better than all others. Thousands of clothes in the markets but yet brands are
brand. You don’t need to go all where the world’s going. Be you. Be a brand. Don’t be pressured with lot of pressures pressing your ears. Set your vision. Work on your mission. Don’t be any other ordinary standing in line with the crowd. Don’t be in Waiting list. Be creative, show your creative power and how brand are you in your ways. You don’t need to involve everywhere making yourself known. Just be best where you are and you won’t make efforts asking people to turn to you. You are beautifully and wonderfully made. CAUT alleges major pensioners’ “Scam”published on 22.2. 2018. The undersigned pensioners are not the residents of Dimapur district, nor the members of the Dimapur District Pensioners Associations (DDPA) and we cannot give any comment on the collection of Rs. 2000/ or any other collection by the DDPA. However, as member pensioners of Nagaland pensioners community-we may like to clarify some points raised by the ACAUT-on jurisdiction, power, duties and functions of the pensioners association. Pensioners Associations are non-governmental organizations registered under the registration of societies Act. It has got its own memorandum of association and rules and regulation (approved) by the government. The present case is to fill up the form prescribed by the finance department, government of Nagaland in the form of
Annexure-II and submit to the accountant general, Nagaland through treasury/ sub treasury for those drawing pension through bank branches. ACAUT: i) if the department of treasury has not authorised the Dimapur district pensioners association (DDPA) distributing it? The form was prescribed by the government of Nagaland to be used for the revision of pension/ family pension of pre-2008 pensioner/ family pensioner and the government have neither authorised nor forbidden/ restricted to issue the form by any government department or NGO. Therefore, the question of not been authorised by treasury does not arise. Besides, such are the main functions/ responsibilities of the district pensioners associations to collect information/ orders and instructions relating to pensioner/ pensionary benefits and help its members to process / settle and get their

Pricing regulation For the tourism industry to thrive, it is all about the experience and in order to welcome our guests warmly they need to have a pleasant journey. Not just expediting the completion of our four lane but ensuring all roads in Nagaland are as good and lasting such as as the German-technology road built in Dimapur leading to Dhobinullah-Signal BastiThahekhu. Without good roads and connectivity, tourists would have to think twice before coming to Nagaland. There has been several complaints of the food being sold in Kisama as overpriced. However, we must understand that Governments cannot enforce pricing regulation but can only levy taxes on goods and services being sold by entrepreneurs.
It is up to the business owner to fix the price of his product or service and it is up to the customer to decide whether the price of a certain product or service is worth paying for. Food stalls in Kisama should note that their over-priced products will leave a bad impression on the value for money factor on visitors and should reconsider the pricing of their goods and services during Hornbill. HOW TO IMPROVE HORNBILL? 1. RESTRUCTURE THE ENTIRE FESTIVAL: The Government should make Hornbill more people and tourist-centric by doing away with the typical VIP Government culture especially during the inauguration function. These are outdated third world cultures which we are picking up and should be done away with. 2. SET EXPECTA TIONS, TARGETS, FOCUS AREAS AND OUTSOURCE THE ENTIRE EVENT MANAGEMENT: There is a need to work with strategic, marketing and branding consultants
by way of reducing the burden of departments and improving sponsorship, quality of festival, and keeping a focus on revenue expenditure & generation. For one year, Government can test a strategic outsourcing model with top event management companies with target KPI and SLA’s such as return on investment, global reach, attendance, tourist feedback, local economic impact assessment etc without having the need to give away a title sponsorship. This year is declared by Ministry of tourism as year of adventure. The Government can also include this theme to be delivered in the plan of action by the event implementing agency. 3. IMPROVE GOVERNMENT TAX ADVISORY: Governments across the world earn revenue only through levies and taxes or a few successful Public Sector Undertakings. The Nagaland Government will earn during Hornbill mostly through indirect taxes such as GST where tourists spend on accommodation, food, taxi, products etc so long as these
businesses include GST in their invoices and collect commercial taxes on behalf of the Govt and deposit these taxes to the Government. However, most of our local products and services are usually sold without including GST. Our Government will need to work with commercial taxes department and also consult with tax advisory consultants to devise strategic taxation models for enabling a financially inclusive economy wherein Government treasury also becomes a beneficiary of the tourism industry without increasing burden on local business and tourists/ visitors. Innovation and bringing in new elements each year by making it more interesting and engaging for the tourist will make Hornbill an attractive destination without losing out to competition from Arunachal, Manipur and other neighbouring states which are aggressively progressing ahead. That rejecting the filled forms submitted by individual beneficiaries or though DDPA will only be victimising the aged pensioners/ family pensioners causing more delay to settle the case and get their dues. A stitch in time saves nine
Some of the articles featured in newspapers have truly enlightened many of us on the real meaning of Easter Sunday, otherwise to be correctly used as Resurrection Sunday. All these years, as a mother I had been making easter eggs and hiding them in the garden for the children to hunt on easter morning. All those hours of labour, hand painting the eggs no matter how creative has been a waste of my time and energy. I should have been teaching my children the word of God and the reason why Jesus died on the Cross for our sins, instead of revelling in easter egg hunts. My children are still young and impressionable but getting over the age of collecting easter eggs now. I will have to tell them that those games were not meaningfull and must now tune them into the true meaning of Resurrection. Going through the Sunday Post feature on Resurrection of Christ has truly enlightened me and made me more grateful as I still have time to re-train my children. Above all, I hope that young mothers like me will also take a moment to reflect on this. We can still do away with all those unnecessary trappings and fripperies. A stitch in time saves nine. DMK, others protest over Cauvery waters

CHENNAI, APRIL 2 (IANS): It was a day of protests in Tamil Nadu on Monday against the Central government’s failure to set up a Cauvery Management Board (CMB) despite a Supreme Court order. Activists of the DMK and other organisations staged noisy demonstrations protests here and in other parts of the state. DMK members protested at several places in the city including the arterial Anna Salai stretch in Saidapet, disrupting traffic. I n C o i m b a t o r e, around 500 km from here, DMK members stopped a train by squatting on train tracks. The party and its allies have called for a shutdown on April 5 over the Cauvery issue.
Members of some fringe organisations picketed post offices and Central government offices in the state. In Mannargudi, students protested outside their colleges. The Centre has failed to set up the Cauvery Management Board within six weeks of the Supremem court’s order of February 16. The six-week deadline ended on March 29. Tamil Nadu political leaders say the BJP is acting in favour of Karnataka, which is opposed to the CMB and where Assembly elections are due. The DMK has said black flags would be shown to Prime Minister Narendra Modi whenever he comes to Tamil Nadu. Meanwhile, police in Thiruvannamalai rounded up several youths who showed
black flags to BJP Tamil Nadu cief Tamilisai Soundararajan on Monday. According to reports reaching here, Puducherry’s Lt.Governor Kiran Bedi has written to Modi to constitute the CMB in the interests of people of the Union Territory.
SC to hear TN Cauvery plea next Monday
The Supreme Court will hear on next Monday (April 9) Tamil Nadu’s plea seeking contempt proceedings against the Central government for its “wilful disobedience” in carrying out its direction to set-up the Cauvery Management Board (CMB) and Cauvery Water Regulation Committee (CWRC) as directed by the top court. “We will hear it on Monday and
resolve the issue,” a bench headed by Chief Justice Dipak Misra said after Advocate G. Umapathy, appearing for the Tamil Nadu government, mentioned the matter for an early hearing. The Chief Justice assured that it will ensure that Tamil Nadu gets its allocation of Cauvery water. He also said that the “scheme” for the implementation of modified 2007 tribunal order does not mean the CMB alone. Tamil Nadu government had moved the top court on March 31 seeking contempt action against the Central government for its failure to constitute the CMB and the CWRC as directed by the top court by its February 16 judgment. At the same time, the Central government too moved the Supreme Court by filing a clarification petition and asking for three months for implementing its judgment in view of the May assembly elections in Karnataka. It had said that due to divergent views expressed by four governments - Karnataka, Tamil Nadu, Ketrala and Puducherry - on the “framing of the scheme”, it is felt that if any scheme was framed by the Central government by itself, the states may again approach the court. It had cited the stands of Kerala and Kar nataka governments that any scheme proposed under the inter-state water disputes act should first be shared with them before its notification.

Selja blames Centre for not presenting full facts regarding SC/ST Act in SC NEW DELHI, APRIL 2 (AGENCIES): Rajya Sabha MP from Haryana and former Union Minister Kumari Selja on Monday hit out at the NDA government for allegedly not presenting sufficient facts before the Supreme Court which led to an order by it diluting the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. After her party’s protest in the Rajya Sabha on the issue, Selja said outside Parliament that the Attorney General did not submit full facts before the court as part of an ill-design of the BJP-led government against the Dalits and Adivasis. The BJP-led government is driven by right wing RSS ideology. “The RSS and the BJP

have been against reservations and other welfare measures given to Dalits and other weaker sections,” Selja said. The Dalits and tribal population have hit the road across the country today in large numbers against the government. With regard to the review petition filed in
the apex court against its order, the Congress leader said the government has indulged in double standards by first allowing things to come to a sorry pass, and then trying to project itself of being sympathetic to the Dalits and tribals. “The government had tested waters. The Congress has forced it to move the review petition,” she said. She cautioned the government that the Congress will always step in against its misadventures. A delegation of Congress led by its president Rahul Gandhi had recently called on President Ram Nath Kovind in the matter on dilution of the provisions of the Act. The government must desist from playing with the emotions of the downtrodden, she added.
Supreme Court slams Centre over unauthorised construction in Delhi
NEW DELHI, APRIL 2 (IANS): The Supreme Court on Monday slammed the Central government and other authorities over their inability to stop unauthorised construction in national capital and asked it to justify its stand supporting laws protecting unauthorised constructions. A bench of Justice Madan B. Lokur and Justice Deepak Gupta expressed anguish over the protest against the ongoing sealing drive in Delhi, saying there is a “complete breakdown” of law and order in the city.
“You cannot go on destroying Delhi. There has to be some reason,” the bench told Additional Solicitor General (ASG) A.N.S. Nadkrani, appearing for the Central government. “Tell us that there will be no ‘dharnas’ in Delhi. There is a complete breakdown of law and order in Delhi,” it said. The bench put questions to the Central government relating the Delhi Laws (Special Provisions) Act, 2006 and subsequent legislations, which protects unauthorised construction
from being sealed in Delhi. It asked what action has been taken on unauthorised constructions which were not protected under the law and also sought to know whether there were facilities and infrastructures like sewage, drainage, parking, green areas, schools in unauthorised colonies here and whether the residents there were paying the taxes. The bench asked why Central government why it kept extending immunity to illegal constructions in Delhi, and preventing their demolition or sealing.

VIJAYAWADA, APRIL 2 (IANS): An Iraqi student died in a road accident in Andhra Pradesh’s Guntur district late on Sunday, police said on Monday. Saad Abdul Bari Zabeth, a Ph.D. student of Acharya Nagarjuna University in Guntur district, was killed when he was knocked down by a bus near Guntur town. According to police, he was going to the town on his motorbike. His two friends were accompanying him on another bike. A bus of the state-owned Andhra Pradesh State Road Transport Corp (APSRTC) hit his two-wheeler from the rear at Gaddipadu on the outskirts of Guntur. He died on the spot. Saad, who was doing Ph.D. in law, had submitted his thesis and was expecting the degree in another month. Besides challenging the re-conduct of the exam, the petitioners have sought a probe into the leak and declaration of results on the basis of the exams already conducted. However, it also stated that subjecting his married partner to have oral or unnatural sex was akin to cruelty. The court made these obser vations in a case pertaining to a lady doctor’s complaint of rape and physical harassment against her husband, who too happens to be a medical professional. The complainant said that her husband forced her to have sexual intercourse with him against her wishes and that he would also subject her to have oral sex and indulge in unnatural sexual activities, other than torturing her for dowry. New Delhi, Apr 2 (PTI): The income tax collections during the 201718 fiscal has exceeded the Budget target at Rs 9.95 lakh crore, helped by addition of one crore new assessees who have started filing income tax returns. However, the government has missed its ambitious target of Rs 10.05 lakh crore as per the revised estimates set in the Budget for 2018-19. CBDT Chairman Sushil Chandra said that as per data collected so far, tax collections for 2017-18 is Rs 9.95 lakh crore, which is 17.1&% higher than net collection of 2016-17. The Budget estimate for the 2017-18 fiscal was Rs 9.80 lakh crore. “We have already crossed the BE and we are in process of getting the Revised

The eight infrastructure sectors -- coal, crude oil, natural gas, refinery products, fertilisers, steel, cement and electricity -had grew by just 0.6 per cent in February 2017. The core sectors expanded by 6.1 per cent in January. New Delhi, Apr 2 (PTI): Pendency of patent applications at the examination stage has come down to 1.72 lakh as of February end this year on account of measures such as hiring of manpower and use of IT, the government said Monday. The ministry has taken multi-pronged approach to increase disposal of patent applications, Minister of State of Commerce and Industry C R Chaudhary said in a written reply to the Lok Sabha. As on March 2017, the pendency of applications was 2.04 lakh. He said that 6,235 applications were examined in February alone as against 3,925 during the same month last year.

Growth trajectory for the pharmaceutical industry is likely to be moderate, in single digit, according to rating agency Icra, on the back of slowing growth from the US given the relatively moderate proportion of largesize drugs going off patent and increased competition leading to price erosion in low double digit. Generic adoption reaching saturation levels and regulatory overhang along with base effect catching up were also cited as the major challenges impacting growth. The agency said while the demand prospects from domestic market are likely to remain healthy given increasing spend on healthcare along with improving access, regulatory interventions, especially relating to price control and mandatory genericisation remain a concern.

Mumbai, Apr 2 (PTI): Even though the banks will see their dud assets piles peaking, rating agency Crisil Monday warned that the ongoing probes into the frauds and allegations of improprieties against bankers will dent credit growth in the new fiscal year. The massive revision of bad loan resolution norms announced on February 12 will lead to a spike in impaired assets in the March 2018 numbers, but will peak by mid 2018-19 and will gradually slide down, Crisil said and described FY19 as a “year of reckoning” for banking system. The agency expects gross NPAs to shoot up to up to 11 per cent in the March quarter from 9.4 per cent a year ago, and inch up further to hit a peak of 11.5 per cent during the fiscal but will slip to 10.3 per cent in March 2019, senior director Somasekhar Vemuri told reporters over a concall. Bahrain discovers largest oil and gas reserves DUBAI, Apr 2 (Agencies): Bahrain on Sunday announced it has discovered the largest oil and gas field in the history of the small kingdom, which unlike its Gulf neighbours is not energy-rich. “The new resource is forecast to contain highly significant quantities of tight (light crude) oil and deep gas, dwarfing Bahrain’s current reserves,” said the country’s Higher Committee for Natural Resources, which is chaired by Crown Prince Salman bin Hamad. The find in the Khaleej al-Bahrain, off the west coast, was “the largest discovery of oil in the country’s history”, it said in a statement. Prince Salman tweeted that a press conference on Wednesday would “provide additional details on the discovery, including initial findings of size and extraction viability”. Manama is the smallest producer of hydrocarbons in the Gulf Cooperation Council (GCC), which also groups Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

In 1990 the world watched when Nelson Mandela finally walked out of prison -- hand in hand with Winnie. Nepal to deploy drones along India border Kathmandu, Apr 2 (IANS): Nepal has decided to deploy drones to patrol the border with India, Home Affairs Minister Ram Bahadur Thapa announced on Monday. While unveiling the Home Ministr y’s 82point reform plan, he told the media: “We need to change the present guidelines on use of drones and it was now essential to use drones at Nepal-India border for patrolling.” He said India has deployed border security posts at every kilometre but “we have hardly stationed one in every 25 km. Hence, we will use drones to address the challenges we are facing at the border”. Nepal and India share an about 18,000 km joint border which is open and can be crossed without a visa. While people living in the bordering areas can cross it without any valid documents, travellers need to provide a valid ID card. Thapa only named India in his speech even though Nepal shares a significant length of border with China.

Death penalty for 10 terrorists: Pak Army chief Islamabad, Apr 2 (PTI): Pakistan Army Chief Gen Qamar Javed Bajwa Monday approved death penalty for 10 terrorists including those who shot dead Amjad Sabri, one of the country’s finest Sufi Qawwals. In a statement, the military’s media wing said the terrorists, tried by special military courts, were involved in killing of 62 people and heinous crimes against the state including attack on security forces and a five-star hotel in Peshawar. The terrorists were identified as Muhammad Ishaq, Muhammad Rafique, Muhammad Arish, Habibur Rehman, Muhammad Fayaz, Ismail Shah, Muhammad Fazal, Hazrat Ali, Muhammad Asim and Habibullah. Ishaq and Asim were involved in the killing of Sabri and attacking the law enforcement agencies/ armed forces of Pakistan, which resulted in death of 17 officials, the statement said, adding that they were awarded death sentence.

However, turnout was lower at 41 percent, despite efforts to get as many Egyptians as possible to polling stations during last week’s vote. Sisi had been virtually guaranteed a landslide win, confirmed by early tallies as voting ended on Wednesday. The election featured only one other candidate - himself an ardent Sisi supporter - after all serious opposition contenders halted their campaigns in January. The main challenger was arrested and his campaign manager beaten up, while other presidential hopefuls pulled out, citing intimidation. London, Apr 2 (Agencies): The Syrian government appears poised to regain control of the last rebel-held town in the Eastern Ghouta region close to the capital Damascus. State media said the first members of the Jaysh al-Islam rebel group had left Douma on buses and were due travel to the northern town of Jarablus. The government’s key ally Russia announced on Sunday that Jaysh al-Islam had agreed to an evacuation. However, there has so far been no confirmation from the group. Jaysh al-Islam continued to hold out after two other rebel factions - Faylaq al-Rahman and Ahrar alSham - agreed last month to be evacuated from towns under their control to the mainly rebel-held northern province of Idlib. There were conflicting reports on the number of rebels versus civilians killed in the strike which was believed to have been carried out by the Saudi-led coalition. The coalition said it was investigating the reports and could not immediately comment. The strike occurred in the district of AlHali in Hodeida province, which is controlled by the Iran-backed insurgents. Upon completing his training, he began his Apostolic Mission, in the year 1973, as a Touring Catechist putting his wholesome learning into practice. He subsequently took over the responsibility of St Paul Catholic Church, Longsa village, as Catechist from the year 1977 to 2007. While at Longsa village, he also initiated the founding of St Peters’ School, taking over as the schools’ first Headmaster. On relinquishing the post of Catechist, he was assigned with the responsibility of Home Evangelist. He gave 38 years of unflinching and faithful service for the cause of the Church. Rajya Sabha adjourned for the day amid protest

NEW DELHI, APRIL 2 (IANS): The Rajya Sabha was adjourned for the day on Monday after the opposition parties created pandemonium over their demands. Soon after the House met, the AIADMK, TDP and other opposition members trooped near the Chair’s podium shouting slogans and holding placards. Amid the pandemonium, the papers were laid on the table of the House. Leader of Opposition Ghulam Nabi Azad said there were many issues related to bank fraud, Dalits and minorities that needed to be discussed. Chairman M. Venkaiah Naidu urged the agitating members to maintain order as he was ready to allow every party to raise their concerns but they did
not relent. “Entire countr y is watching you. You are not going to achieve anything this way. You are making mockery of the democracy. The chair is ready to discuss each issue,” he said. Minister of State for Parliamentary Affairs Vijay Goel also appealed to the agitating members to let the House function as important bills like triple talaq and motor vehicle amendment were pending. “I am not being able to understand why they are disrupting the proceedings when the government and the Chair were ready to discuss their issues. They are disrupting the House with their smaller issues related to their states. We have long list of bills that need approval of the House. I appeal you all to let the House function,” he said.
As the din continued, Naidu adjourned the House for the day. The Upper House has witnessed disruptions over different issues including demands for special status to Andhra Pradesh, setting up of the Cauvery Management Board (CMB) and the multi-thousand crore Punjab National Bank (PNB) fraud since March 5 when Parliament reassembled for the budget session after recess. The TDP is demanding special status to Andhra Pradesh while the AIADMK members are asking for constitution of the CMB to manage water distribution between Tamil Nadu and Karnataka.

Cabinet to review renaming of IG stadium (From p-1) Four days after the budget session concluded, Kohima Village Council (KVC) expressed strong reservations against the proposal to rename the Indira Gandhi Stadium to Dr T Ao Stadium. While appreciating PDA government for giving priority to sports, KVC, viewed that the renaming of the I.G. Stadium would tantamount to disrespecting former Prime Ministers- Indira Gandhi in whose memory it was constructed and Atal Bihari Vajpayee, who inaugurated it in 2003. KVC expressed shock at the sudden decision of the new government to do away with the legacy of the former Prime Min-
isters without consulting the stakeholders, land owners and public leaders. KVC pointed out that the foundation stone and the inauguration stone were laid prominently at the entrance of the gallery for all to see and to destroy these historical monoliths physically was not a wise decision. It may be recalled that the foundation stone of the stadium was laid by former Prime Minister Rajiv Gandhi on October 6, 1987 and its construction commenced on September 19, 2002. After its construction was completed on October 9, 2003, then Prime Minister Atal Bihari Vajpayee inaugurated it on October 28, 2003.
Bodies of four IS victims from HP to be cremated on Tuesday
SHIMLA, APRIL 2 (IANS): The mortal remains of four construction workers hailing from Himachal Pradesh -- whose bodies were flown in from Iraq to Amritsar in Punjab -- will be taken to their native places late Monday and consigned to flames a day later, officials said. Aman Kumar, 27, Inderjeet, 26, and Sandeep Kumar, 38, all from Kangra district, and Hem Raj, 32, of Mandi district were among the 39 Indians who were killed by the Islamic State terror group in Mosul in Iraq in 2014. The body of Sandeep Kumar will be kept in a mortuary at Nurpur town, while those of Inderjeet and Aman Kumar will be kept at Dharamsala town on Monday night. The remains would be handed over their families on Tuesday. The body of Hem Raj will be sent directly to Sundernagar town in Mandi district. Earlier in the day, Union Minister of State for External Affairs V.K. Singh had accompanied the mortal
remains of 38 Indians back home. The coffins carrying the remains of 31 victims -- 27 from Punjab and four from Himachal Pradesh -were handed over to respective authorities at the Guru Ram Das Jee International Airport in Amritsar, seven coffins were shifted to another aircraft to be flown to West Bengal (3) and Bihar (4). Himachal’s Food and Civil Supplies Minister Kishan Kapoor was among those present at the airport to receive the coffins, along with officials of the other states to which the victims belonged. External Affairs Minister Sushma Swaraj had informed Parliament on March 20 that all 39 Indian construction workers kidnapped in 2014 from Mosul have been killed. The Minister had earlier said that she will not consider them dead unless there was proof in this regard, rejecting lone survivor Harjit Masih’s claim that the captives were shot dead.

Soon after he surrendered, Singh was sent to 14 days judicial custody, Aurangabad Superiintendent of Police Satya Prakash Singh said. Singh, who is also associated with the Hindu Seva Samiti, is said to have played the key role in inciting violence in Aurangabad during a Ram Navami procession late last month. The verdict is being widely criticised by the Dalits and the Opposition who claim that the dilution of the Act will lead to more discrimination and crimes against the backward community.

Mortal remains of Iraq victims arrive in Amritsar
AMRITSAR, APRIL 2 (IANS): The mortal remains of 38 Indian men killed by the Islamic State terror group in Mosul, Iraq, in 2014 arrived here on Monday afternoon on a special IAF aircraft. Union Minister of State for External Affairs V.K. Singh accompanied the mortal remains. “We are thankful to the authorities in Iraq for the help (they rendered) to locate the victims and exhume the mortal remains. The government of India did its best to know about the missing Indians,” Singh told the media. Although 39 Indians were killed as the Islamic State took over Mosul in June 2014, the mortal remains of 38 were brought back as the identification of one body is still pending. While the coffins of 31 victims -- 27 from Punjab and four from Himachal Pradesh -- were handed over to the respective authorities at the Amritsar airport here, seven coffins were shifted to another aircraft to be flown to West Bengal (3) and Bihar (4). NEW DELHI, APRIL 2 (IANS): The Supreme Court on Monday extended, till April 27, the interim protection from arrest it granted to Congress leader P. Chidambaram’s son Karti Chidambaram in an alleged INX Media money laundering case. The court ordered the relief as it adjourned the hearing on the matter relating to Karti Chidambaram since a pending matter that was being heard by the court was likely to last long. On March 26, the top court extended till Monday (April 2) the Delhi High Court’s March 9 order directing the Enforcement Directorate (ED) not to take any coercive action against him till March 20. On March 15, a top court bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud extended the relief to Karti Chidambram till March 26 while transferring to itself the cases pending before the Delhi High Court relating to adjudication of the ED’s power to arrest an accused under Section 19 of the Prevention of Money Laundering Act.
NEW DELHI, APR 2 (AGENCIES): Union Minister Arun Jaitley and Delhi Chief Minister Arvind Kejriwal today moved joint pleas before the Delhi High Court and the trial court to “settle” their over two-year long litigation regarding alleged defamatory statements made against the BJP leader after the AAP supremo apologised for his remarks. The move by Kejriwal came as no surprise as he has already apologised to some others, including Union Minister Nitin Gadkari and Congress leader Kapil Sibal’s lawyer son Amit, who had filed defamation suits and complaints against him. While in the high court, Jaitley had filed a civil defamation suit in December 2015 claiming Rs 10 crore as damages, he had also lodged a criminal defamation case against Kejriwal for his remarks relating to alleged large-scale financial irregularities in the Delhi and District Cricket Association (DDCA) during his tenure as the president of the cricket body. Along with Kejriwal, five other AAP leaders -- Sanjay Singh, Raghav Chadha, Ashutosh, Deepak Bajpai and Kumar Vishwas were facing proceedings in

According to the first joint application in the high court, apart from Kejriwal, other AAP leaders -- Chadha, Singh, Ashutosh and Bajpai -- have tendered an “unqualified” apology for their statements against Jaitley and his family members in connection with the irregularities in DDCA and also “unequivocally” withdrawn their allegations. “Plaintiff accepts the apology and does not wish to further prosecute the suit (against the five AAP lead-
ers),” the application said. With regard to the second defamation case against the AAP supremo, the application said that “defendant (Kejriwal) has categorically stated that disparaging and malicious statements made by Ram Jethmalani were without his knowledge and/ or instructions”. “In view of the categorical statement by defendant, plaintiff (Jaitley) does not wish to prosecute the suit,” the application said regarding the second Rs 10 crore defamation case. NEW DELHI, APR 2 (AGENCIES): Facing flak over paper leaks, the Central Board of Secondary Education (CBSE) on Monday put in place a ‘leak-proof ’ system of “encrypted” question papers, which are supposed to be printed by the schools. With just one dummy run, the system was implemented on Monday and it faced multiple glitches. The CBSE sent a confidential note to all examination centres in Delhi on Saturday, which carried a set of ten instructions to be followed to introduce the new system. “In the light of the recent developments, CBSE has devised a mechanism of providing encrypted question paper at the examination centres just before the commencement of examination,” the note

PATNA, APRIL 2 (IANS): The Enforcement Directorate (ED) has attached property with a market value of over Rs 10 crore of Bihar gangster Ashok Yadav who is an accused in cases of murder, kidnapping, extortion and dacoity, an official said on Monday. The attached property includes a house in the name of Yadav’s wife Bibha Devi, 25 plots in his name and in the names of his other family members, and three bank accounts. The ED said that Yadav was named in 26 FIRs. On the basis of an FIR filed by the Bihar Police, the ED had initiated investigation against him under the Prevention of Money Laundering Act. During investigation, the ED found that Yadav had amassed huge properties in his name and in the names of his family members from the proceeds of crime, the official said. In order to launder the ill-gotten money, Yadav allegedly deposited cash in the bank accounts of others, from whom he got cheque for equal amount issued in the names of his family members. “Yadav acquired huge properties through cash,

With limited time to understand and implement the robust “leakproof ” system, schools on Monday struggled and the exam was delayed at a few centres. However, students were compensated for the lost time.

Russia ridicules West over spy poisoning case
London, Apr 2 (Agencies): Russian Foreign Minister Sergei Lavrov has accused the UK and Western partners of playing “children’s games” in their response to the poisoning of ex-spy Sergei Skripal and his daughter. He accused countries of “disregarding all accepted behaviour” and resorting to “open lies and disinformation”. Twenty-nine nations have expelled diplomats over the poisoning, which the UK holds Russia responsible for. Mr Lavrov also issued fresh denials at the news conference on Monday. He made the comments in response to a question by the BBC’s Steve Rosenberg about how dangerous growing tensions were between Russia and the West in comparison with the Cold War. “In the classic Cold War,” Sergei Lavrov said, “there were rules and accepted behaviour”. “I think our Western partners, I think firstly Great Britain and the USA and a

Russia said their deeper cut is so the two nations have parity in representation. Other governments also ordered expulsions of scores of Russian diplomats from their countries, deepening the row. Washington, Apr 2 (IANS): US President Donald Trump, blaming Democrats and the Mexican government for an increasingly “dangerous” flow of illegal immigrants, unleashed a series of fiery tweets in which he vowed “no more DACA deal”, media reports said. Minutes after wishing the nation a happy Easter on Sunday, Trump denounced “liberal” laws that he said were preventing Border Patrol agents from doing their jobs, reports The New York Times. “Border Patrol Agents are not allowed to properly do their job at the Border because of ridiculous liberal (Democrat) laws like Catch and Release. Getting more dangerous. ‘Caravans’ coming. Republicans must go to nuclear option to pass tough laws now. No more DACA deal,” Trump tweeted. In two more tweets, Trump threatened to dismantle the North American Free Trade Agreement (NAFTA), which he called Mexico’s “cash cow”, if the country does not reduce the flow of immigrants coming across the southern US border, reports CNN. Washington, Apr 2 (Agencies): The process of filing petitions for H-1B visa has begun amidst unprecedented scrutiny by United States President Donald Trump’s administration. The United States Citizenship and Immigration Services (USCIS), which is the federal agency responsible to process the visas, has indicated that there will be zero tolerance for even minor errors, reported ANI. H-1B is considered the most sought-after work visa among highly-skilled Indian professionals. It is a non-immigrant visa that allows US companies to employ foreign workers in specialty occupations that require theoretical or technical expertise. Earlier in March, the United States Citizenship and Immigration Services had announced that it would temporarily suspend the premium processing for the H-1B visa. “The USCIS will begin accepting applications for the fiscal year 2019 (October 2018 to Septem-
ber 2019) from April 2. The suspension will last until September 10,” the body had said. “This temporary suspension will help us reduce overall H-1B processing times. By temporarily suspending premium processing, we will be able to process long-pending petitions, which we have currently been unable to process due to the high volume of incoming petitions and the significant surge in premium processing requests over the past few years,” the USCIS added. The Donald Trump administration recently announced a new measure, making the approval
of H-1B visa tougher. As per the new policy, any company will have to make one more clarification to prove that its H-1B employee at a third-party worksite has specific and non-qualifying speculative assignments in a specialty occupation. The updated policy is a part of Trump’s ‘Buy American and Hire American’ Executive Order, which directs to protect the interests of US workers. According to the US administration officials, the scrutiny is needed to ensure the integrity of the controversial visa programme, which according to critics has cost American jobs.

Algeria endorses Morocco’s bid to host 2026 WC
Algiers, Apr 2 (IANS): Algerian Minister of Sports El Hadi Ould Ali has confirmed that his country endorses neighbouring Morocco’s bid to host the 2026 FIFA World Cup. “Supporting Morocco’s bid is a decision of President Abdelaziz Bouteflika, and we are very proudly committed to fulfil it,” Ould Ali told reporters on Sunday. Several days ago, the Algerian iconic ex-footballer Lakhder Belloumi had announced that he will be ambassador for Morocco’s 2026 World Cup bid, reports Xinhua news agency. Belloumi was reluctant to accept the offer of Morocco due to diplomatic tension between Algiers and Rabat, but the Algerian government has finally given him the green light for this mission. NEW DELHI, Apr 2 (Agencies): Former India cricket team captain Mahendra Singh Dhoni and multiple world-champion cueist Pankaj Advani on Monday received the country’s third highest civilian award, Padma Bhushan, from President Ram Nath Kovind at the Rashtrapati Bhavan in New Delhi. Dhoni came to the ceremony in his honorary Lieutenant Colonel uniform, which was conferred by the Indian Territorial Army to him on November 1, 2011, months after India won their second World Cup under his K Y M C
leadership. The 37-year-old Dhoni is the second Indian cricketer after Kapil Dev to receive this honour. Dhoni has been the recipient of many awards, including the ICC ODI Player of the Year award in 2008 and 2009 (the first player to win the award twice), the Rajiv Gandhi Khel Ratna award in 2007 and the Padma Shri, India’s fourth highest civilian honour in 2009. Advani also has a distinguished career having won gold twice in Asian Games in 2006 Doha and 2010 Guangzhou. He is also a multiple world champion.

Sumit Rabha (26) who has represented Assam besides playing for several city-based clubs has been suffering from kidney related illness. Guwahati City FC officials who first brought the matter to the attention of the sports minister said that both the kidneys of Rabha have been damaged. “He needs a kidney transplant which is highly expensive. Spurs end Stamford Bridge hoodoo
L o n d o n , A pr 2 (Agencies): Tottenham ended their 28-year Stamford Bridge hoodoo as Dele Alli struck twice in a 3-1 win to severely dent Chelsea’s top-four hopes on Super Sunday. Not since the days of Gary Lineker and Paul Gascoigne had Spurs triumphed at the Bridge and their first Premier League win there came the hard way having fallen behind to Alvaro Morata’s opener (30). With a fit-again Harry Kane back amongst the substitutes, Christian Eriksen’s stunning 30-yard strike was a real game-changer (45+1) for Spurs before Alli, who was making his 100th Premier League appearance, struck twice in four minutes (62, 66) after half-time. The result leaves Antonio Conte’s men eight points behind Tottenham in fourth with their only hope of silverware being the FA Cup, where they play Southampton in the semi-final. IWL: ESU register 2-0 win over Gokulam
Eastern Sporting Union continued its unbeaten run with a 2-0 victory over Gokulam Kerala FC.
S hill o n g, A pr 2 (IANS): Eastern Sporting Union (ESU) registered their fourth consecutive victory with a 2-0 triumph over Gokulam Kerala FC in the Indian Womens League (IWL) football tournament at the Jawaharlal Nehru Stadium here on Monday. Mandakini opened the scoring in the first half with her strike in the 24th minute before Kamala Devi doubled the lead after the break in the 50th minute. The win took ESU to 12 points from four matches.
ESU came into the match on the back of three victories while Gokulam Kerala FC thumped Indira Gandhi ASE 6-1 in their previous encounter. Both teams started off on a positive note, putting the ball into each other’s boxes. Gokulam won a couple of corners with ESU’s Kamala combining with Prameshwori to have a go at the goal. The breakthrough came in the 24th minute when Mandakini struck from outside the box. Her shot from 30 yards out found
the far post corner. Kamala had a chance to double the lead in the 29th minute but her shot was blocked as Gokulam found it difficult to get the ball forward. Fazila made a run into the box in the 31st but was unable to find the net. A serious injury to Naocha in the 42nd minute made her leave the field on a stretcher as the half ended 1-0 in ESU’s favour. The second half saw ESU doubling their lead as Kamala Devi struck in the 50th minute. Her curling left footer made it 2-0 for the reigning champions. Meanwhile, at the other end Fazila was unable to show her usual set of skills as Umapati Devi and Manisa Panna kept her under check. Tempers flared when the Ugandan lost her cool as she elbowed Sweety in the face to earn a yellow card in the 62nd. Umapati clearly had the striker under control as she made crucial interceptions to stop her supply line. Apart from a save by Rashmi to deny Kamala in the 77th no other noteworthy chances were created as Eastern Sporting Union notched up their fourth consecutive win to top the table. ESU will next face KRYHPSA on April 6 while Gokulam will square off against India Rush SC on April 6.

Caballero redeemed himself somewhat after the break with a flying one-handed save to deny Heung-Min Son but minutes later Spurs were in front, with a goal which showcased the talent at the disposal of Gareth Southgate. Dier picked out his international team-mate Alli with a super 50-yard pass over the top and the 21-year-old controlled the ball into his stride before finishing past Caballero. Four minutes later, Alli wrapped up the game. This effort was much scrappier than his first but nonetheless important as he fired home from sixyards after a goalmouth scramble, where Chelsea’s defenders failed to clear their lines. Kane was introduced with 15 minutes to go as Spurs dealt with a wave of Chelsea pressure that was full of oomph but lacked a killer touch as another Premier League title defence is left in tatters.

Kohima, Apr 2 (NPN): Esa Warriors and Diphu XI have reached the final of 9th edition of Silver Cup T-20 Cricket Tournament organized by Youth Department of Nepali Baptist Church Kohima. The tournament is being played under the theme “Peace and unity through Cricket.” Playing the first semifinal, Esa Warriors defeated Valour Cricket by 84 runs. Favoured in toss, Esa Warriors decided to bat and set a target of 148 runs in 20 overs losing. Suresh scored 38 runs while Deepak Chetri
remained not out on 24 runs. Valour CC bowlers Bashir claimed 3 wickets while Bittu and Sunil claimed 2 wickets each. Chasing the target, Valour CC were bundled out in 12.3 overs for 59 runs. Deepak Sahu and Nayan scored 11 and 10 runs respectively. Esa Warriors bowlers Muktar, Washim and Musuf claimed 2 wickets each while Along, who was adjudged the man of the match, claimed 3 wickets. In the second semifinal match, Diphu XI defeated Kohima Hornbill by 5 wickets. Diphu XI won the toss
and put the rivals to bat. Kohima Hornbills could score only 87 runs in 20 overs. Anga contributed 14 runs while Diphu XI bowlers Pranjal took three wickets while Shivram and Mridul took two wickets each. Chasing 87, Diphu XI comfortably reached the target in 16 overs losing five wickets. Sarklimso and Pranjal scored 26 and 17 runs respectively. Pranjal of Diphu XI was adjudged man of the match for his 3 wickets and 17 runs. The final between Esa Warriors and Diphu XI will be played on April 4 at 10:00 a.m.
Stephens breaks into WTA top 10

PARIS, Apr 2 (Agencies): American Sloane Stephens’ victory in Miami saw the 25-year-old break into the top 10 of the WTA rankings, to ninth, for the first time in her career on Monday. Ro m a n i a ’s S i m o na Halep (8,140 points) remains top of the pile with Denmark’s Caroline Wozniacki trailing far behind in second (6,790).
Stephens’ move up three places to ninth pushed Petra Kvitova (10th), Angelique Kerber (11th) and Daria Kasatkina (12th) down one place respectively. Meanwhile, Rafael Nadal reclaimed top spot in the men’s ATP rankings on Monday with Swiss rival Roger Federer slipping to the second spot following his defeat to American John Isner at the Miami Open. Klaasen replaces Smith in RR squad NEW DELHI, Apr 2 (Agencies): South African wicketkeeper-batsman Heinrich Klaasen has been confirmed as the replacement for Steve Smith in Rajasthan Royals’ squad for the 11th season of the IPL starting April 7. Smith had last week stepped down as captain of Rajasthan following the ball-tampering controversy that broke in Cape Town, and then had his IPL contract torn up once Cricket Australia suspended him for 12 months. A BCCI press release today confirmed that Klaasen, 26, has been pur-
chased by Rajasthan for his base price of Rs 50 lakh having been overlooked during the player auction in January. This will be his first stint with an IPL franchise. In 49 career T20s, Klaasen has scored 1043 runs at a strike-rate of 146.28, with six fifties. He has 28 catches and 12 stumpings too. He made his T20I debut against India in February and was Man of the Match in his second game, scoring 69 off 30 balls as South Africa chased down India’s total of 188 with six wickets and eight balls remaining.

Gold Coast, Apr 2 (PTI): In a huge relief for India’s Commonwealth Games contingent, its boxers were cleared of any doping violation, but they remained under the scanner for breaching the Games’ strict ‘no needle’ policy. The Commonwealth Games Federation (CGF) though continued to avoid naming the country involved in the matter, which
is highly suspected to be India. The concerned Commonwealth Games Association has been summoned for a hearing tomorrow, said the CGF, but clarified that there was no doping offence involved in the matter. The CGF ‘no needle policy’ prohibits the administration of injections without strong medical support. The policy is relaxed
only for athletes requiring prescribed medication or nutritional supplements under the supervision of a medical practitioner. However, the CGF insists that athletes should take prior permissions, failing which can result in unspecified sanctions. A hearing will now take place in front of the CGF’s Federation Court, the organisation’s disciplinary body, to determine a
possible punishment. The Indian contingent has been insistent that there has been no wrongdoing on its part. After claiming that the syringes found could have belonged to other teams who are staying in the same compound of the Games village, a top official Monday confirmed that the recovery was indeed made from an Indian but denied any dope violation. “There has been no doping violation because the syringe had been used to inject multi-vitamins. The boxers have been tested and had there been a violation, we would have known by now,” a top official in the Indian contingent had told PTI. “We are now waiting for what the CGF decides.” The CGF CEO had said sanctions would be in order depending on the explanations put forth by the concerned unidentified Commonwealth Games Association.
