KOHIMA, APR 5 (NPN): Nagaland chief minister Neiphiu Rio on Thursday, expressed the belief that the National Investigation Agency (NIA) was only carrying out its job in collecting evidence against several departments over deduction of money for alleged terror funding. The chief minister was interacting with media persons on the sidelines of a felicitation programme held in his honour at Chiephobozou. Rio said NIA had come to the Nagaland neither with the knowledge or consent of the state government. He said this in response to queries posed by media over the NIA probe on several officials under the CMO and also the summons issued on former chief minister and current opposition leader T.R. Zeliang. On CANSSEA’s demand that NIA withdraw the probe, Rio opined that NIA had begun probe over

alleged terror funding in 2016. He also said though he was unaware of what the Zeliang ministry had done, he (Rio) would look into the entire issue. It may be recalled that CANSSEA had demanded suspension of the probes against the backdrop of summons and arrests of some government officials over alleged payment of illegal taxation to NNPGs. Meanwhile, the chief minister also informed media persons that he would be laying the foundation stone for the Dr. T. Ao Football Academy at Seithekema in the current month of April. Rio recalled that during his tenure as chief minister, the state government had acquired land at Seithekima for construction of Dr. T. Ao Football Academy. He said Rs. 90 lakh was also released for the purpose.

However, after he left for Delhi, Rio said the previous government shifted the academy to Niuland but that the proposal could not get through. Rio also disclosed that since NEC has given around Rs. 13 crore and another Rs. 15 crore by Tata Trust, the project would now be carried out. On the issue of renaming Indira Gandhi Stadium to Dr. T. Ao stadium, Rio clarified that it was only a proposal but in the light of strong objections, the decision would be reviewed. The chief minister also disclosed that a private firm from Australia, as part of Corporate Social Responsibility, was willing to provide an air ambulance for the interior areas of Nagaland for free, provided the villagers agree to part with 500 meters of land for construction of a runway. Describing the initiative as “a welcome step”, Rio said a committee has been set up to oversee the matter and the Australian company would be visiting the state this month to discuss the possibility of the project. He said it was indeed a welcome move that the firm would be “bringing its own plane and

pilot and give free ambulance service.”. Rio also added that the only condition was that the villagers would have to provide land. The chief minister said that the state will be allocating grants from the Village Development Board (VDB) funds for the construction of a runway. He also informed that on the occasion of Communization Day on April 24, VDB allocation would be distributed, which was not done for the last two to three years. On NPF’s accusation of fund diversion for roads, Rio said as opposition they will be raising objections and complaints even on non-issues. He maintained that the question of diversion of funds from road projects did not arise. Rio explained that where there was some money which was not utilized and where works did not have administrative approval nor work orders, NPF cannot say funds were diverted. Asked about the appointment of advisors and chairman, Rio said the MLAs were elected to work for the people and so “should not be kept idle”.

NEW DELHI, APR 5 (AGENCIES): Supreme Court Thursday observed that Aadhaar can do little to stop banking frauds and also questioned the Centre for asking the entire population to link their mobile phones with the unique identity card “just to catch a few terrorists”. The apex court also observed that bank officials were “hand-in-glove” with fraudsters and that scams do not happen because the culprits are unknown. The court made the observations after the Centre argued that Aadhaar would help curb ills like terrorism and banking frauds. It then asked the Centre what will happen, if tomorrow, the authorities such as the UIDAI, by way of an administrative order, asks the citizens to part with their DNA, semen and blood samples as part of their Aadhaar demographics. A five-judge constitution bench headed by Chief Justice Dipak Misra, hearing a clutch of petitions challenging the validity of Aadhaar and its enabling 2016 law, while prima facie disagreeing with Centre’s submissions said Aadhaar was “not the solution” to banking frauds. DIMAPUR, APR 5 (NPN): Leader of opposition and former chief minister TR Zeliang has threatened legal action against Swarajya.com and its associate editor Jaideep Majumdar, if the latter did not issue a clarification and apologised regarding a news item before 6 p.m. of Sunday, April 8. In an open letter issued through his press secretary Azeu Namcyn Hau, the leader of opposition sought “unambiguous clarification” from Majumdar for his news article “NIA’s Naga terror-funding probe reveals insidious role of top bureaucrats, politicians and church leaders” in Swarajya.com that appeared at 12.25 pm on April 2. The letter warned that since the factual position of Zeliang with National Investigation Agency (NIA) was misinterpreted, “inten-

tionally or otherwise”, legal recourse would be taken against him and his firm, if the clarification was not provided at the earliest. According to the press secretary, the author’s mention in the article that information of Zeliang being personally involved in collection of taxes on behalf of NSCN (K) was gathered from NIA, Army’s Rangapahar based 3 Corps Hqs, IGAR (N) Hqs Kohima and a Central intelligence agency was not only incorrect, but a direct challenge to the integrity and honour of the former chief minister. The letter warned that failure to issue the clarification and apology through leading print, electronic and social media, including Swarajya.com, before the deadline ended would be viewed in the most serious matter.

DIMAPUR, APR 5 (NPN): State government has appointed former minister, A Nyamnyei Konyak as chairman of Development Authority Nagaland (DAN) with immediate effect. In a notification, the urban development department notified that appointment was in accordance with Section 8A of the Nagaland Town & Country Planning Act, 1966 and in pursuance to Cabinet Secretariat (Cabinet Cell) Notification No.CAB-1/2008 dated March 27, 2018. It may be mentioned that former chief minister, KL Chishi, declined the post of chairman DAN announced by the state government, saying he was much concerned with unresolved Indo-Naga political issue and would prefer to devote his time for public service.

While welcoming and fully supporting the government’s decision in doing away with VIP culture like banning of VIP escorts, removing nameplates, no appointment of parliamentary secretaries, etc, NLSF said it failed to understand the government’s subsequent move for creation of 13 ex-cadre posts to the extent that a mere political party worker and citizen who was not a government employee could now hold the position of commissioner & secretary, secretary, joint secretary, Class 1 gazetted officer. The federation pointed out that only few Nagaland Civil Service (NCS) officials could reach the position of commissioner & secretary after being nominated as IAS, and that too on the verge of their retirement. Similarly, many sincere and hardworking officers retired before reaching the

position of secretary to become gazetted officers while having to work very hard to pass the competition exams conducted by Nagaland Public Service Commission and Union Public Service Commission and get promotions, it added. Warning that the proposal of creating 13 excadre posts in the ranks of commissioner & secretary, secretary, joint secretary and Class 1 gazetted officers by appointing mere party workers and ordinary citizens would act as discouragement to bright students and government servants who worked hard and rendering services faithfully, the statement added that the move would also cost the public exchequer dear. It would affect the prestigious and respectful positions in bureaucracy, it added. The federation asked if the government had the money, then why not spend on opening a government law college in Nagaland, repair river belt roads and construct broken bridges, besides providing better health and education facilities to the people.

JODHPUR, APR 5 (IANS): Bollywood superstar Salman Khan was sentenced to five years of imprisonment by a court here on Thursday in the 1998 blackbuck poaching case, while the other four co-accused stars -- Sonali Bendre, Saif Ali Khan, Tabu and Neelam -- were acquitted of all charges. Salman, 52, was found guilty under Section 9/51 of the Wildlife Protection Act, 1972 for killing two blackbucks, an endangered species, hunting of which is prohibited by law. The incident took place in Kankani village near Jodhpur on October 1-2, 1998, during the shooting of Bollywood film “Hum Saath Saath Hain”. (More on p-5, p-10)

DIMAPUR, APR 5 (NPN): In a major development, Nagaland Law Students’ Federation (NLSF) has red-flagged several key decisions taken by the PDA government recently. The federation has opposed the proposal for creation of 13 ex-cadre posts to be associated with the chief minister’s office, appointment of Priyang Pandey as officer on special duty (OSD) of Nagaland House, New Delhi, appointment of advisors, appointment of chairmen and one day salary deduction of all government employees towards the Chief Secretary’s Welfare Fund (CSWF). In a statement issued to the media by its president Imliben Lemtur and vicepresident Yuwang Konyak, NLSF stated that it was shocked to learn of the proposals and appointments from local newspapers and

top priority would be resolution of the Naga political issue, Rio added that if the issue was resolved during his government’s tenure, then peace would prevail and the State could focus more on development and progress. Asserting that special focus would be given to the farming community, the chief minister said soil testing would be done to find out suitability of crops, which would assist the farmers in boosting their agricultural produce. Terming the victory of NPF in 38 seats in 2013 Assembly election as “too much blessings”, Rio said at times too such blessings did not augur well, adding he had left for Lok Sabha since there was disgruntlement within the legislators over portfolio distribution. However, he as crisis began, he said he had to return to State politics and claimed that he had wanted to remain

with NPF. But, his attempt at reconciliation did not work and he had to join NDPP, he explained. Rio assured of giving his best in bringing all-round development not only to his constituency, but across the State. NEW DELHI, APR 5 (AGENCIES): Petrol and diesel prices were hiked further Thursday. Indian Oil Corporation (IOC), the country’s largest fuel retailer, increased petrol and diesel prices by 3 paise per litre across Delhi, Mumbai, Kolkata and Chennai, according to its website - iocl.com. From 6 a.m., April 5, petrol and diesel prices in Delhi were at Rs. 73.98 per litre and Rs. 64.85 per litre respectively, rising further from a four-year high and an all-time high hit earlier this week on rising international oil rates. Including Thursday, petrol and diesel prices have been raised on 15 occasions in 18 days. Petrol and diesel prices have been on an upward trend since March 18. As on April 5, 2018, price of petrol in Kohima stood at Rs. 72.46 per litre and price of diesel at 63.24 per litre.

NEW DELHI, APR 5 (NPN): Union Health and Family Welfare ministry has notified new sets of specified health warnings for all tobacco product packs by making an amendment in the Cigarettes and other Tobacco Products (Packaging and Labeling) Rules, 2008. According to an official communiqué, the amended rules will be applicable with effect from September 1, 2018. According to the ministry, the new set of specified health warnings shall be: image-1, which shall be valid for a period of 12 months following its commencement and image-2, which shall come into effect following the end of 12 months from the date of commencement of specified health warning of image-1. It also stated that one of the most important key

features of the new set of specified health warnings will include telephone quitline number “QUIT TODAY CALL 1800-11-2356”. This will help in creating awareness among tobacco users, and give them access to counseling services to effect behavior change, it said. The ministry also said that the same set of warning images shall be on both smoking and smokeless forms of tobacco products. As per the recent second round of Global Adult

Tobacco Survey, 2016-17 conducted in the age group 15 years and above, 61.9% of current cigarette smokers, 53.8% of current bidi smokers and 46.2% of current smokeless tobacco users thought about quitting because of warning label on packets of cigarette, bidi and smokeless tobacco. B Dubey along with three other officers held a coordination meeting with Wokha District Disaster Management Authority (WDDMA) at Wokha DC conference hall, on April 5. The central team visited the district for assessment of damages caused by floods and landslides dur-

ing the year 2017. During the meeting, DC and Chairman WDDMA, Dr. Manazir Jeelani Samoon (IAS) explained the disaster scenario, vulnerability and hazard analysis of Wokha district. The DC also told the central team that the district was not only victim to natural calamities but also faced instances of human and animal conflicts, a situation which needed special attention as the

rural people depend on agriculture and its allied productions. Disaster Management Officer Wokha, Mercy, also presented a damage assessment and utilization of funds report. While giving a briefing about Human-Elephant Conflicts in the District, DFO Wokha, Zuthunglo Patton said Wokha district held more then 2/3rds of Nagaland’s Elephant population which was the second highest density per Sq. Km after Karnataka. Zuthunglo also highlighted some mitigation measures and some challenges which lay ahead for the WDDMA. She suggested “rolefollowing points” such as Convergence, relief/ compensation for crop, property damages, injuries or loss of life. She also suggested conducting awareness programmes and exercises (village to village, door to door) in High Conflict areas and various other low cost techniques for early warnings during crop raiding or elephant presence in villages.

Dr. Neitsalie N. Zhasa DIMAPUR: Dr. Neitsalie N. Zhasa, retired IFS officer, S/O Neipitso Zhasa of Kigwema Village died at the age of 62 on Thursday at 1:15 p.m at Apollo Hospital, Guwahati after a prolonged illness. He is survived by his wife, 2 sons and a daughter. Late Dr. Zhasa served as Principal Chief Conservator of Forests, Government of Arunachal Pradesh, Itanagar and Principal Secretar y of Forests, Government of Nagaland. A funeral service will be held on March 6, at 1 p.m at his private residence, Sovima Village, 6th Mile, Dimapur.

According to Metsubo, the departed had single-handedly uplifted the quality of life of thousands of Nagas, through his contributions to the private health sector in particular. In spite of his great success, he had been a humble individual, grounded to his roots till the end, he added. The minister expressed hope that future generations would take his legacy forward by inculcating his values into our lives. “I offer my sincerest condolences to his bereaved children, grand children and other family members…” the note said, and conveyed prayers for God Almighty to give the bereaved strength and comfort during this difficult time. chairman DPDB Dimapur. According to DIPR, reviewing the last DPDB meeting, the house has forwarded, to the government, the proposal for registration of Highway Area Sumi Sports Association, Ikishe village and up-gradation of Spring Valley School Chekiye village, as all req-

uisite criteria were found to be in place. The house also forwarded the matter of registration of House of Friendship Old Age Home Society, Landmark Home, Diphu Road and Act of Kindness Society, Dimapur. With regard to registration of Cleaning Brothers Foundation, East Police

Colony, Dimapur, the house forwarded the matter to the Dimapur DMC chairman for further verifications. The matter of registration of Pine Firewood Dealers Union, the house entrusted SDO(C) Sadar with the task of verification. Veterinary dispensary inaugurated at Kezoma KOHIMA: Director Animal Husbandry and Veterinary Service Nagaland, Dr. I.P. Khala has formally inaugurated a veterinary dispensary post at Kezoma under Kohima district on March 27. Speaking on the occasion, Dr. Khala said the post was inaugurated so that proper care could be delivered to domestic animals. The dispensary post should help give timely medication to the sickly and infirm and prevent deadly diseases as well. He said that setting up the dispensary post at village level was solely for the safety and health of animals, for the welfare of the people and for the betterment of their economy. The director urged the villagers to utilize the dispensary with care and make it a domestic hub of

animal care. He assured the people that the concerned department would send their staff equipped with proper medication on time and the Khuzama veterinary surgeon would be officially assigned to look after the dispensary at Kezoma. Assam spent 70 pc of total Budget in 2017-18: Himanta

Beyond that, it is difficult to cross for any government,” the finance minister said. Of the total spending last fiscal, around Rs 20,000 crore was from the state’s own revenue, while the rest came from the Centre, he said. Sarma said that out of the expenditure, Rs 12,817 crore was in the Capital segment and Rs 57,288.30 crore in Revenue category. The Pension & Public Grievances Department has topped the list with 103.37 per cent utilisation

of funds in the last fiscal, followed by Education at 95.45 per cent, Governor Secretariat at 92.70 per cent, Public Health Engineering at 90.14 per cent and Handloom, Textile & Sericulture at 86.13 per cent. The least fund utilisation was by Guwahati Development Department at 19.53 per cent, followed by Water Resources (Flood Control) at 19.81 per cent, Welfare of Plain Tribes & Backward Classes at 28.95 per cent, Tea Tribes at 29.30 per cent and Industries & Commerce at 31.14 per cent. “During 2017-18, we received 13,542 FoC (Fixation of Ceiling) proposals, of which 13,161 were approved and it is over 97 per cent. Three hundred and eighty one proposals were rejected as these were received at the very fag end of the financial year,” Sarma said. Addressing a press conference inside the Assembly complex after making the statement inside the House, he refuted allegations of not releasing money to the Departments not held by him.

Khandu said the state government has also allocated funds to study the status of dialects in the state in view of the UNESCO categorising 26 of them as highly endangered. S hillo ng, A p r 5 (PTI): The construction of a border fence, along the Zero Line, has displaced at least 100 families in Meghalaya’s South Garo Hills, forcing them to live on the other side of the fence, an NPP legislator told the Assembly Thursday. Rakkam A Sangma, an MLA from Rongara Siju constituency, demanded that the construction work should be limited to a distance of 150 yards from the Zero Line and urged the state government to take up the matter with the Centre. During a debate on the Governor Ganga Prasad’s address in Assembly, which resumed business after a gap of 12 days, the National People’s Party (NPP) MLA said, over 100 families have moved to the other side of the border due to the construction work. Meghalaya shares 443-km-long border with Bangladesh. To make matters worse, he said, these families do not get any support from the state for health, electricity and other facilities, he asserted. “As per convention, the fencing should be erected

IMPHAL, Apr 5: Security forces have nabbed a “senior insurgent” of NSCN (IM) from Nungba area of Manipur’s Noney district on April 1 last. A statement of the PIB (Defense Wing), Imphal said that the insurgent is an active ‘self styled’ captain of NSCN (IM) and has been involved in several illegal activities in Noney and Tamenglong district. Initial investigations revealed that he was involved in the firing incident on convey of vehicles on NH 37 during the economic blockade last year. He was also involved in the killing of one Dhikuinaug of Tamenglong during the economic blockade, stated the PIB (Defense Wing) press release. He was also involved in the incident in March this year in which one army soldier was martyred, the statement added. The individual along with a pistol which was recovered from his possession was later handed over to Imphal police station, the PIB statement said without disclosing the details of the nabbed individual.

Construction of Assam police outpost in Meghalaya stopped: CM Shillong, Apr 5 (PTI): The construction of an Assam police outpost in the disputed Block II Ri-Bhoi district of Meghalaya has been stopped after the district deputy commissioner and the Meghalaya chief secretary requested their counterparts to stop the work, the Assembly was informed Thursday. Meghalaya and Assam have 12 areas under disputes along the 884 km long interstate border. “The constr uction work at Umru village (disputed area) has been stopped by the Government of Assam on March 23, 2018,” Chief Minister Conrad K Sangma said while replying to a zero-hour notice tabled by Umroi MLA George B Lyngdoh. He said the Assam officials had visited the village in November last year with

a view to set up a police out post, the work began on March 14 after construction materials were unloaded at the site and 10 labourers employed. The work was stopped on March 20 after strong opposition from the local villagers and the Ri-Bhoi deputy commissioner but construction resumed the following day on the instructions from authorities in West Karbi Anglong district of Assam, the chief minister said.

Earlier, replying to supplementary questions during the question hour Sangma said the cause of the dispute between the two neighbouring states was because both have political maps prepared by the respective state. Assuring that the state government is trying to find a solution to this long pending problem, the chief minister said Meghalaya will stick to the political map that is available to it to claim the areas in dispute. Sangma said the Centre had constituted the Y V Chandrachud Committee in 1985 to solve the matter and demarcate the border between the two states. Revenue Minister Kyrmen Shylla informed that the total area of difference between Assam and Meghalaya is approximately 2729.14 sq km.

Meghalaya still imports 21,000 MT of fish annually Shillong, Apr 5 (PTI): Fish production has doubled in Meghalaya in the last five years, but it still imports 21,000 MT of fishes annually, the Assembly was informed Thursday. The state produced only 12,330 MT in 2016-17 while the total requirement was about 33,000 MT annually, Fisheries Minister Comingone Ymbon said during the Question Hour. “About 21,000 MT of fishes is met by importing from Andhra Pradesh and Assam,” Ymbon said. The fisheries minister said the production in the state has more than doubled in five years as it produced only 5,417 MT in 2012-13. The production gradually increased to 6,040 MT in 2014-15, 11,343 MT in 2015-16, and 12,330 MT in 2016-17.

Guwahati, Apr 5 (PTI): Assam Finance Minister Himanta Biswa Sarma Thursday said the state has spent over 70 per cent of the total budgetary provisions of Rs 99,453.08 crore during 2017-18 financial year. Tabling the Expenditure (Provisional) Statement for 2017-18 in Assam Assembly, Sarma said various departments under the state government could spend Rs 70,105.50 crore out of the total budgeted amount of Rs 99,453.08 crore in FY’18. “We have achieved a milestone by crossing the Rs 70,000 mark in expenditure of total Budget. It is a highly credible jump of 22.12 per cent over the previous fiscal,” he added in the statement in the House. In 2016-17, the state spent Rs 57,406.81 crore, which was 69.15 per cent of the total budgeted amount of Rs 83,017.21 crore, Sarma said. He informed that the Tarun Gogoi-government’s last financial year of 201516 saw an utilisation of 55.98 per cent by spending Rs 41,929.51 crore out of

NEW DELHI, APR 5 (IANS): The Lok Sabha was once again unable to take up the no-confidence motion notices given by opposition MPs amid ruckus on the penultimate day of the Budget Session, the second half of which appears to be headed for a washout. So far there are no signs of the logjam getting resolved. Parliamentary Affairs Minister Ananth Kumar, meanwhile, again blamed the Congress for disruptions, and also announced that MPs of the ruling party and allies would not take allowances for the days the House did not function. The first adjournment came in less than two minutes of the House meeting at 11 a.m., when Speaker Sumitra Mahajan adjourned it till 12 p.m. When the House reassembled at 12 p.m., MPs from the AIADMK and others trooped near the Speaker’s podium, showing placards and shouting “we want justice”. Congress Leader Mallikarjun Kharge said the Opposition wanted debate. “We want to have a debate... Don’t say the Congress does not want a

debate,” Kharge said referring to statements by the Parliamentary Affairs Minister. Kharge was supported by other opposition leaders who said they wanted to participate in a debate. Blaming the Congress, Kumar said: “If the House is not functioning... Congress, Sonia Gandhi and Rahul Gandhi are to be blamed.” “We are not taking allowances for 23 days. This is public service and it is public money...” he said. A huge uproar was heard from Congress benches as the Minister made his remarks, and soon after Speaker Mahajan once again tried to take up the no-confidence motion. With the ruckus continuing, the Speaker said she was unable to ascertain how many MPs were in support of the motion, and adjourned the House for the day. This is the last week of the Budget Session, which started on January 29 and went on break on February 9. The Session was resumed post break on March 5, and is to conclude on April 6 (Friday). The post-break part of the Session has witnessed a logjam in the House, which

has not transacted any major business, and the Budget as well as few bills was passed without debates in din.

The Rajya Sabha on Thursday saw repeated adjournments and was finally discontinued for the day amid pandemonium. As soon as the House met at 2 pm after an earlier adjournment, members belonging to the AIADMK, the TDP, the Trinamool Congress and YSR Congress came near the Chair’s podium, holding placards and shouting slogans on different issues. While TDP and YSR Congress members demanded “justice for Andhra Pradesh”, the AIADMK pitched for setting up a Cauvery Management Board and the Trinamool members protested with placards against the shutting down of loss-making public sector unit, Burn Standard Company Ltd in West Bengal. Deputy Chairman P.J. Kurien said he would resume the division of votes on the Prevention of Corruption (Amendment) Bill that could not be done on Wednesday due to disorder

in the House. “If a member asks for the division of votes, the Chair has to comply. So I will start from where I left yesterday (Wednesday),” Kurien said, asking the agitating members to go back to their seats so that voting could start. However, the protesting members did not budge and kept on shouting slogans. Minister of State for Parliamentary Affairs Vijay Goel asked the protesting members to allow the House to pass the anti-corruption bill and other legislations. But this was not conceded. Soon, Congress members too joined others near the podium. Kurien then adjourned the House for 15 minutes, observing that he was unable to proceed with discussion “due to unruly behaviour of some members”. The House then reassembled at 2.26 pm but the members resumed their protests. Kurien threatened to suspend the protesting members, saying: “I have two options. Either I go for division of votes or a motion is moved to remove all the members in the ‘well’. Thereby you will lose all your voting rights.”

Shah, who is on a tour of Odisha, tagged on Twitter a short video of a Gandhi’s speech in which he is heard telling people in a rally that “atrocities against Dalits and tribals are rising and the SC/ST act is revoked. See how Rahul Gandhi fictitiously revokes the SC/ ST Act to incite hatred in society.” A recent ruling by the Supreme Court on the Act, which, several Dalit groups say, has diluted the law, had triggered protests with the opposition parties accusing the government of not doing enough.

The 52-year-old actor was in the middle of shooting ‘Race 3’ but it is not clear whether his work is complete on the film, being directed by Remo D’Souza. “Whatever is left of ‘Race 3’ will have to be completed soon because the film is releasing in June. ‘Kick 2’, ‘Dabangg 3’ and ‘Bharat’ were yet to start so there isn’t much monetary

Medical colleges to have PG courses

NEW DELHI, APR 5 (PTI): All existing medical colleges will have to start PG courses from academic year 2020-21, according to amendments made to the Post-Graduate Medical Education Regulations, 2000, of the Medical Council of India (MCI). The regulations will also apply to new medical colleges, besides dealing with existing private and government colleges, and they will have to start PG courses within three years of receiving recognition for running undergraduate courses. Institutions failing to do so would lose their recognition,

a senior Health Ministry official said. The ministry has approved the amendments and the new regulations would to be notified soon. “The move is aimed at addressing the scarcity of doctors in the country. Once the amendments get implemented, around 10,000 post-graduate seats would be created over the next four years,” the official said. The official said medical colleges would have to apply for new seats for starting P-G courses. The MCI will conduct an inspection before giving its approval for increasing seats for 2019-20 academic session.

NEW DELHI, APR 5 (IANS): Supreme Court on Thursday told the Centre that Aadhaar is not a panacea for all ills in the system like corruption, tax evasion, money laundering, leakage of subsidies and terrorism, and wondered how far it can cast the net of Aadhaar. Saying that “Aadhaar is not a catch for all frauds”, the five-judge constitution bench comprising Chief Justice Dipak Misra and Justices A.K. Sikri, A.M. Khanwilkar, D.Y. Chandrachud and Ashok Bhushan, asked: “How far the State can cast the

net of Aadhaar that goes beyond Section 7 of Aadhaar Act and the money laundering?” “Frauds are not happening because of multiple identities” a person possesses, the court said as Attorney General (AG) K.K. Venugopal tried to impress upon the constitution bench the virtues of having one identity-Aadhaar. Summing up the broad submissions of the AG, Justice Chandrachud said: “The core of Centre’s case is that there are legitimate State interests which are to be protected. Lakhs of

crores of rupees are spent which should reach the poor. You want to prevent money laundering. You want to protect collection of taxes. “The question is how far you pass the test of proportionality. Many of the problems are unrelated to Aadhaar which may not satisfy the rigours of Section 7 of the Aadhaar Act, 2016. How far you pass the net?” Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services)

Act, 2016, says that the proof of Aadhaar number is necessary for availing certain subsidies, benefits and services. “There are wide economic disparities, 67 per cent of the country’s wealth is concentrated in the hands of less than one per cent people. The disparity has further widened after the country became independent,” Justice Sikri said as the AG tried to defend and justify Aadhaar by pointing to the large section of vulnerable population. Finding the AG’s sub-

mission that “Aadhaar will prevent bank frauds” unpalatable, Justice Sikri said: “When loans are given you know the person. You give loans after due diligence. NPAs (mon-performing assets) don’t happen unless banks are hand in glove with those who secure loans.” Blaming the banks for the lack of due diligence in granting loans, AG Venugopal said: “That (due diligence) ought to have been taken at the level of banks. If it had been done, Nirav Modi would not have happened.”

NEW DELHI, APR 5 (IANS): Private data of over 5.6 lakh Indian Facebook users was compromised by a private marketing firm that later sold the personal details acquired through a quiz app to Cambridge Analytica, a UK-based company at the centre of a global privacy breach storm. The social media giant informed the Indian government on Thursday about the details of compromised accounts in response to a notice over the user data breach and details of the steps Facebook was taking to ensure safety and prevent misuse of personal data. A Facebook spokesperson, sharing the response with IANS, said a possible breach of data of 562,455 users happened after 335 Facebook users in India installed a quiz app, “thisisyourdigitallife” between November 2013 and December 2015. The response comes after Facebook Chief Technology Officer Mike Schroepfer in a blog post showed country-specific break-up of people affected by the data breach, saying information of up to 87 million people, mostly in the US, may have been “improperly” shared with the British political consultancy firm Cambridge

Analytica. The app, developed by University of Cambridge psycholog y researcher Aleksandr Kogan and his company Global Science Research, pulled out data of not only these 335 users but their friends as well as friends of friends also. Some 335 people in India were said to have installed the app, which is 0.1 per cent of its total worldwide installs. But this information is limited to people who installed the app throughout its lifetime on the Facebook platform -- from 2013 to December 2015 -- when it was suspended from the platform. “We further understand that 562,120 additional people in India were potentially affected, as friends of people who installed the app. This yields a total of 562,455 potentially affected people in India.” The social media giant, however, did not reveal the identity or locations of these 335 users. From Monday, Facebook will inform all 562,455 users that their account privacy had been breached through a link at the top of their news feed so they can see what apps they use and the information they have shared with those apps.

Behind the fake issue

F

ollowing widespread criticism, Prime Minister Narendra Modi asked for a withdrawal of the order passed by the I&B ministry. The order issued on Monday night said that a journalist’s accreditation would be suspended once a complaint of fake news was registered against him, which would be later determined by Press Council of India (PCI) and News Broadcasters Association (NBA). If a publication or telecast of fake news is confirmed, the accreditation of that journalist would be suspended for a period of six months in the first violation and for one year in case of a second violation, the guidelines stated amid opposition. In case of a third violation, the journalist’s accreditation would be cancelled permanently and thus be denied access to government institutions. As the Union Minister of Information and Broadcasting Ministry, Smriti Iranai has discovered, the global menace of fake news can hardly be countered by a knee-jerk executive order targeting 2,400-odd accredited journalists whose credentials are anyway unfailingly vetted every year. There can be no justification for fake news defined as any news, story, information, data and report that is wholly or partly false. But whether at the Centre or in the states, the government can hardly become the arbitrator of fake news. Not only will this lead it to the temptation of policing the media, but also open the doors for frivolous complaints to harass journalists. Smriti Irani had issued a circular in the form of a press releases outlining guidelines for adherence against propagating or disseminating “fake news”. This was done on April 2, when the I&B ministry said the government has “amended” the Guidelines for Accreditation of Journalists. As per the new guidlines, on receiving a complaint, the Press Council of India and the News Broadcasters Association were mandated to determine if the news was fake in 15 days, the circular read. In case of a third violation, his or her accreditation would be cancelled permanently, the information and broadcasting ministry said in a release. The circular was roundly condemned by journalists fraternity while the Editors Guild found both the circular and the reconstitution of the Press Council of India(PCI) as disturbing. While acknowledging the Prime Minister’s withdrawal of the fake news order, the Guild however said it was “deeply disturbed” at the government’s selection of the Press Council. The Press Council, which has limited powers, was reconstituted by the government on March 16.Among the members nominated by the Lok Sabha is Pratap Sinha, a BJP MP from Karnataka, who defended the founder-editor of Postcard News Mahesh Hegde arrested for fake news last week. Hegde was arrested for falsely claiming on social media on March 18, that a Jain monk from Karnataka had got injured after being attacked by a Muslim youth. It was found that the monk had been injured in a road accident. Sinha was one of those BJP leaders who tweeted in Hegde’s support. Two issues crop up in this regard- the government’s ploy of cancelling the I&B ministry order only to facilitate the new role for the government’s PCI. The second is that instead, the focus should have been the social media which was left out of the purview. If at all the government is serious in tackling ‘fake news’ then it better turn its attention on social media where the worst offences are taking place on a daily basis.

In fact, He stated very emphatically that He came with the purpose of dying. His concern here was that He might not get through this struggle as the Son of Man. He was confident of getting through it as the Son of God— Satan could not touch Him there. But Satan’s assault was that our Lord would come through for us on His own solely as the Son of Man. If Jesus had done that, He could not have been our Savior (see Hebrews 9:11-15). Read the record of His agony in Gethsemane in light of His earlier wilderness temptation— “…the devil… departed from Him until an opportune time” (Luke 4:13). In Gethsemane, Satan came back and was overthrown again. Satan’s final assault against our Lord as the Son of Man was in Gethsemane. The agony in Gethsemane was the agony of the Son of God in fulfilling His destiny as the Savior of the world. The veil is pulled back here to reveal all that it cost Him to make it possible for us to become sons of God. His agony was the basis for the simplicity of our salvation. The Cross of Christ was a triumph for the Son of Man. It was not only a sign that our Lord had triumphed, but that He had triumphed to save the human race. Because of what the Son of Man went through, every human being has been provided with a way of access into the very presence of God.

e are all aware of sports and its importance. It includes all forms of competitive physical activity or games which, through casual or organised participation, aim to use, maintain or improve physical ability and skills while providing enjoyment to participants, and in some cases, entertainment for spectators. Sports are usually governed by a set of rules or customs, which serve to ensure fair competition, and allow consistent adjudication of the winner. Sport has historically played an important role in all societies, be it in the form of competitive sport, physical activity or play. sport has been increasingly recognized and used as a low-cost and high-impact tool in humanitarian, development and peace-building efforts, not only by the United Nations system but also by non-governmental organizations (NGOs), governments, development agencies, sports federations, armed forces and the media. Sport can no longer be considered a luxury within any society but is rather an important investment in the present and future, particularly in developing countries. In 2003, the UN InterAgency Task Force on Sport for Development and Peace defined sport, for the purposes of development, as “all forms of physical activity that contribute to physical fitness, mental well-being and social interaction, such as play, recreation, organized or competitive sport, and indigenous sports and games.” This definition has since then been accepted by many proponents of Sport for

Development and Peace. In 1978, UNESCO described sport and physical education as a “fundamental right for all”. But until today, the right to play and sport has too often been ignored or disrespected. Sport has a unique power to attract, mobilize and inspire. By its very nature, sport is about participation. It is about inclusion and citizenship. It stands for human values such as respect for the opponent, acceptance of binding rules, teamwork and fairness, all of which are principles which are also contained in the Charter of the United Nations. Sport is used to reach out to those most in need including refugees, child soldiers, victims of conflict and natural catastrophes, the impoverished, persons with disabilities, victims of racism, stigmatization and discrimination, persons living with HIV/AIDS, malaria and other diseases. Sport as a universal language can be a powerful tool to promote peace, tolerance and understanding by bringing people together across boundaries, cultures and religions. Its intrinsic values such as teamwork, fairness, discipline, respect for the opponent and the rules of the game are understood all over the world and can be harnessed in the advancement of solidarity, social cohesion and peaceful coexistence. To raise awareness of this potential, 6 April was declared as the International Day of Sport for Development and Peace (IDSDP) by the UN General Assembly. Appeal to CBSE chairperson, New Delhi

(To immediately revoke the decision to conduct a Pan-India Re-Examination for Class-12 Economics Paper (030) scheduled for 25th April 2018.) Respected Ma’am, The Central Board’s hurried decision to conduct the Re-Examination for the Economics Paper (030) has left the overwhelming majority of students across the country totally devastated and disheartened. We humbly state that we cannot be coerced to sit afresh for the said Re-Examination when much of our precious time, health and energy have already been devoted to do full justice to the paper. We strongly refuse to be taken as ‘baits’ because of some unscrupulous greedy elements of the society. We are appalled at the insensitivity of the CBSE’s decision to conduct the re-examination across the country rather than limiting the Re-Examination only to Delhi region from where the paper in question was leaked half an hour before the commencement of Examination as per the SIT report of Delhi Police. Having a Re-Examination would not only affect the results of the students, but would also invite serious ramifications on the morale of the students. We believe that the fine fabric of our democratic traditions would further facilitate us to air our grievances and express our legitimate right to our opinion and have them immediately redressed by the authorities concerned whenever our “Democratic rights” are in peril. Moreover the Re-Examination would put undue pressure on the students especially of this far-flung region which remains disconnected from the mainland due to problems like poor internet-connectivity and other logistical handicaps. We require adequate time for preparation for entrance examinations and also for admissions to Colleges and other Higher Studies outside the Nagaland and North-East which will be grossly hampered by your decision as we would need to reschedule our travel plans. We, therefore earnestly urge the CBSE to limit the Re-Examination of the said paper to only the region where the paper was leaked. he word CONFLICT was a word that never existed between Nagaland and India prior to August 1947. In fact, throughout all the aeons of South Asian history, Nagas and Indians had existed as two entirely different entities politically and culturally. Far from any social or cultural associations, most people in both India as well as Nagaland did not know about the other’s existence in those days. Here one can challenge any Indian historian or politician to produce even a shred of historical document to show that Nagas and Indians had socially or culturally interacted with each other prior to 1947. In consonance to these facts, Nagas and Indians had also never fought any wars prior to 1954. The actual fact is one where, in India’s long history of Hindu rule as well as Muslim (Mogul) rule, no Indian King or Ruler had ever been able to extend their ruler ship beyond the Brahmaputra river into India’s North Eastern frontier regions. Because of all these facts, words like The Naga problem, insurgency, integral part, secession, honourable solution or peaceful solution etc did not exist in Indo Naga vocabulary in the past. But if one traces the origins of these words in the IndoNaga context, one will discover that these words came into usage only after some Indian politicians and their Naga collaborators attempted to project Nagas as an integral part of India which is quite contrary to the existing historical records and facts. These modern day political collaborators have, for their own selfish ends, and against all existing historical records, tried to create the chimera of an Indian Beast with its left ears covering the whole North Eastern regions of India including the Naga territories. From the ears of this “made believe beast”, they are insisting that Nagaland too had always been an integral

part of the great Bharat kingdom called India. From the ramparts of these false claims, they had gone on to denounce the Naga struggle for self identity and independence as “A secessionist and insurgency movement.”But whatever their fantastic claims may be, the Naga National Council’s reply to this claim nullifies and puts to rest, all the tall imaginative claims of these Indian and Naga collaborators. That reply is: “THE QUESTION OF DIVORCE CANNOT ARISE WHEN THE QUESTION OF MARRIAGE DOES NOT EXIST IN THE FIRST PLACE.” The ancient Naga territories with all its ancient forests and gigantic mountains had remained almost cut off from the rest of the world for many centuries. This isolation was made all the more remote because the inhabitants of these mountainous terrains were a race of head-hunters proud in their martial exploits. They were also fierce defenders of their territories, having fought so many centuries of war with their immediate neighbours like the Meteis, the Kacharis and the Ahoms. This fierce resistance against foreign aggression continued even with the British from 1832 to 1947. Therefore, let no modern Tom, Dig or Harry ever think that these territories and this proud race of people can simply be negotiated into a floating chimera hanging in somebody’s imagination. Nagas, on their part, have no sinister plans with any neighbouring country to destabilise India or weaken her in any way. They in fact want to be India’s best neighbour in this modern global world. But make no mistake about this- that Nagas will never surrender to some modern “Nehruvian concept of history” and lose their own unique separate national identity from that of India. Kaka D. Iralu

The vitality of parks and green spaces on human health

I

nternational efforts to preserve the natural environment are mainly concerned with large, bio-diverse and relatively untouched ecosystems or with individual animal or vegetal species, either endangered or threatened with extinction. Comparatively less attention is being paid to that type of nature close to where people live and work, to small-scale green areas in cities and to their benefits to people. Increasing research evidence, however, indicates that the presence of green spaces and public parks contributes to the quality of life in many ways. Besides many environmental and ecological services, urban nature provides important social and psychological benefits to human societies. The main concern of this study is to address the importance of parks and green spaces for citizens’ well being and for the sustainability of the city they inhabit. Surveys conducted among visitors of parks and green spaces in Shillong City of Meghalaya are presented and discussed. The issues investigated people’s perception of the green settings, the emotional dimension involved in the experience of nature and its importance for their general well being. The study results confirm that the experience of nature in urban environment fulfills important immaterial and non-consumptive human needs along with conservation of environment. In this research, the notion that the benefits of green spaces and parks are only ornamental or aesthetic is argued and that the environmental and human health benefits from healthy, properly maintained green spaces are equally valued. The ever increasing human population of the world results in a continuous increase in land area devoted to urban development. Certainly, proper planning of appropriate landscapes around homes, businesses, industrial complexes, and public buildings can enhance the potential to support a representative wildlife community that residents may enjoy. Parks offer a unique setting within the urban landscape, providing opportunities for physical activity, enjoyment of nature, social interaction, and escape (Hayward and Weitzer, 1984). Properly designed urban landscape green areas such as golf courses and parks can maintain and even pro-

mote plant and animal diversity, natural habitats when compared to intensive agriculture and urban residential usage. Parks and green spaces can help children and adults learn to reconnect with nature. This can help combat a lack of understanding that feeds into a spiral of local and global environmental degradation. They also place more emphasis on social learning as a vital way to encourage people to care for the environment. These green settings support childhood and provide a freedom so often denied in congested traffic-strewn streets. They can help counter the negative effects of urban growth on the public environment and encourage children to become better stewards of the environment in future. Parks and green spaces provide natural habitats for many forms of life. The plant life and trees found within urban parks and green space play an important role in improving the air quality in urban environments and reducing pollutants. In the right circumstances, when trees are strategically planted to provide either shade or to act as wind breaks, they can generate 1015% savings in cooling expenses and 4-22% savings of heating costs. This reduces the amount of carbon-based fuels used, therefore, reducing the emissions that reduce air quality. It has also been found that maintenance of green space in urban areas is especially important for air purification, because urban areas contain the most particulate matter, due to abundance of motorized vehicles, and because of the high incidence of asthma and other breathing disorders in cities. Well maintained green space purifies and traps more than 12 million tons of dust, soil and other particulate matter annually, protecting human health and the environment .A United States study estimated that dust levels in an urban park in Georgia were 60% lower than outside the park (Aldous, 2006). Green spaces absorb carbon dioxide and water and use sunlight during photosynthesis to produce organic compounds for growth and release oxygen into the environment. The amount of oxygen released by green space alone is truly phenomenal. Urban and peri-urban habitats increase the overall vegetation cover (natural,

semi-natural and artificial), thus contributing to conservation of biological diversity (Bratton 1997; Flores et al. 1998). From an ecological/environmental perspective, green spaces support sustainable urban development by recycling carbon, absorbing pollutants, providing clean air, soil and water and stabilising urban temperatures and humidity. They also provide habitats for wildlife and can maintain or even improve biodiversity (Krisdianto et al., 2012; Pataki et al., 2006; Hussain et al., 2010; Kaye et al., 2005). Importance of green spaces and public parks on human health There is growing evidence that horticulture is important on a human level. Plants lower blood pressure, reduce muscle tension related to stress, improve attention and reduce feelings of fear and anger or aggression. Contact with plants and participation in green settings can bring a wide range of benefits to a diverse demographic. Medical studies have shown that people recover faster in a hospital when given a landscape view, rather than seeing only the walls of adjoining buildings. The study have also demonstrated that being in, or viewing green space for a short period of time, just a few minutes, reduce stress. This has been demonstrated not only for hospital patients but also for the general public. Another interesting fact about the value of green settings

is- researchers have also found that Attention Deficit Disorder (ADD) symptoms in children are relieved after contact with nature. Greenery in a child’s everyday environment-even views of green through a window-reduces ADD symptom. Children with ADD can concentrate on schoolwork and similar tasks better than usual after taking part in activities in green settings, such as walking through or playing in a park. ADD is a psychiatric disorder of the neurodevelopment type in which there are significant problems of attention, hyperactivity or acting impulsively. Over the last decade, there has been a shift in the health agenda towards promoting healthy lifestyle behaviour and choices. There has also been recognition of the role the environment can play in enhancing health. Parks and green spaces provide easily accessible recreational opportunities. Physical activity participation provides mental and physical health benefits and can also reduce the risk of many chronic diseases (Bauman 2004, Warburton et al., 2006; Kohl, 2001). A brisk walk every day in the parks can reduce the risk of heart attacks by 50%, strokes by 50%, diabetes by 50%, fracture of the femur by 30%, colon cancer by 30%, breast cancer by 30% and Alzheimer by 25% (Bird, 2002). Apropos the report which appeared in Nagaland Post on 22 March 2018 on the subject. It is indeed unfortunate that AAI, Dimapur far from taking any air pollution control or dust mitigation measures, shamelessly continues with its polluting activity on airport land behind ARTC & S at 3rd Mile. Huge volumes of toxic smoke are everyday sent out by the machines installed on the site. Nagaland Pollution control Board officials did visit the site on the day the report appeared in your esteemed newspaper but thereafter no follow up has been done by them and the polluting activity continues with impunity - now at dusk and night under the cover of darkness. NEW DELHI, APR 5 (AGENCIES): Amid mounting NPAs or bad loans in the banking sector, President Ram Nath Kovind today said honest-tax payers suffer due to wilful and criminal default on a bank loan. The number of wilful defaulters, who did not repay loans to public sector banks (PSBs) despite the capacity to do so, rose to 9,063 at the end of December

2017. The amount involved in such defaults for PSBs is reported to be Rs 1,10,050 crore. Delivering the keynote address at the Ficci Ladies Organisation’s (FLO) annual meeting here, the President said that genuine business failures can happen. “But when there is a wilful and criminal default on a bank loan, then it is families of our fellows Indi-

ans that suffer. The innocent citizen loses out, and ultimately the honest tax-payer bears the burden.” Last month, the finance ministry informed Parliament that bad loans or nonperforming assents (NPAs) in the banking sector have have been rising steadily for the past eight years and in case of state-run banks it crossed Rs 7.77 lakh crore at December-end 2017. Besides the NPA problem, the banking sector has also been hit by scams, with the most glaring one seen in the state-owned Punjab National Bank. The bank has been defrauded of over USD 2 billion allegedly by billionaire jewellery designer Nirav Modi and associates. The President further said that under MUDRA scheme, about 117 million loans have been sanctioned and close to 88 million of them have gone to women entrepreneurs.

NEW DELHI, APR 5 (IANS): The CBI on Thursday said it has filed a case against Vadodara-based Diamond Power Infrastructure Ltd (DPIL) and its directors for defrauding a consortium of 11 banks of Rs 2,654.40 crore. Apart from DPIL, the Central Bureau of Investigation (CBI) FIR filed on March 26 includes names of firm’s founder Suresh Narain Bhatnagar and his sons Amit Suresh and Sumit Suresh. The FIR also mentions some unidentified public servants. The CBI has reportedly conducted searches at the corporate office, two factory premises and at the residences of the directors of the firm. DPIL, which is engaged in the production of cables and other electrical equipment, through its management has fraudulently availed credit facilities from

a consortium of 11 banks since 2008, leaving behind a total outstanding debit of Rs 2,654.40 crore as of June 29, 2016, according to the FIR. The company managed to get term loans and credit facilities, in spite of the fact that they were already appearing in the Reserve Bank of India (RBI)’s list of defaulters and the caution list of Export Credit Guarantee Corporation of India (ECGCI) at the time of initial sanction of credit limits by the consortium, it said.

At the time of consortium’s formation in 2008, Axis Bank was the lead bank for the term loan and the Bank of India was the lead bank for cash credit (CC) limits. Bank of India, which tops the list with Rs 670.51 crore of loans, is followed by Bank of Baroda (Rs 348.99 crore), ICICI (Rs 279.46 crore), State Bank of India (Rs 266.37 crore), Axis Bank (Rs 255.32 crore), Allahabad Bank (Rs 227.96), Dena Bank (Rs 177.19 crore), Corporation Bank

(109.12 crore), Exim Bank of India (Rs 81.92 crore), IOB (Rs 71.59) and IFCI (58.53 crore). The company, allegedly with support of officials from various banks, managed to obtain enhancement in credit facilities. During 2011, DPIL had projected turnover of Rs 2,197.60 crore for the year 2012 whereas the actual turnover was Rs 1,267.60 crore only for the year 2011, the FIR said. “DPIL got credit facilities enhanced from Rs 285 crore to Rs 480 crore.” Next year, against the estimates of Rs 2,197.60 c r o r e, D P I L a c t u a l l y achieved a turnover of Rs 1,740.38 crore as on March 31, 2012, which was Rs 457.22 crore less from the projected turnover figure, despite the fact that the CC limit was fully availed by the company, said the FIR.

NEW DELHI, APR 5 (IANS): The BJP on Thursday accused West Bengal Chief Minister and Trinamool Congress (TMC) supremo Mamata Banerjee of “murdering democracy” in the state. Addressing reporters here, Bharatiya Janata Party leaders from West Bengal said that they would also meet Union Home Minister Rajnath Singh to inform him about the crimes against humanity that still continue in the state. “Crime against humanity continues in West Bengal. Be it riots or prepoll violence. Democracy is being murdered. A concerted effort is being made by Mamata di to gauge democracy,” Union Minister Babul Supriyo told a press conference jointly addressed by another Union Minister, S.S. Ahluwalia, and Rajya Sabha MPs Rupa Ganguli and Swapan Das Gupta. Showing some video clips of alleged atrocities against its cadres, the BJP leaders said that an atmosphere of fear is being created by the TMC and Banerji to stop party workers from filing nomination for the panchayat polls.

Mr Jaitley, 65, is undergoing diagnostic tests and doctors have so far indicated that it was a kidneyrelated ailment, they said. The minister, however, has not yet been hospitalised but has been advised to avoid going out in public for fear of infection. He has not been attending office since Monday and even skipped taking oath after being reelected as Rajya Sabha MP from Uttar Pradesh. Shops, public transport, businesses and educational institutions opened after four days of shutdown in Srinagar. Rail service was also restored in the valley. Separatist leaders Syed Ali Shah Geelani and Mirwaiz Umar Farooq, who tried to defy restrictions to hold protest rallies on Wednesday, remain under house arrest. Yasin Malik, who was arrested on Wednesday, has been lodged in Srinagar Central Jail. The Kashmir Valley has been on the boil since Sunday when security forces in a major anti-terror operation gunned down 13 militants in separate shootouts in south Kashmir. Three security personnel were also killed in the fighting. People across the valley held protest rallies against the killing of militants. At several places, they threw stones at security forces. At least four civilians were also killed in clashes with security forces in south Kashmir, sparking widespread anger in the valley.

In neighbouring Puducherry, transport services were affected while three buses belonging to Tamil Nadu State Transport Corporation were damaged. The Supreme Court on February 16 reduced Tamil Nadu’s share of Cauvery water from 177.25 thousand million cubic feet (TMC), which was less than the 192 TMC allocated by a tribunal in 2007. Karnataka’s share of water was increased by 14.75 TMC. The Centre failed to set up the CMB within six weeks of the apex court’s February 16 order. The deadline ended on March 29.

Mumbai, Apr 5 (PTI): The Reserve Bank Thursday deferred the implementation of the Indian Accounting Standards (Ind AS) by one year as many banks are not prepared to migrate to the new accounting system. The earlier deadline for banks to switch to the Ind AS was from April 1 2018. “Ind AS was to be implemented from this year. As part of this, we’ve also been requiring banks to submit half-yearly returns based in Ind AS format. The Monetary Policy Committee (MPC) headed by RBI Governor Urjit Patel expects the growth rate to accelerate to 7.4 per cent in 2018-19, up from 6.6 per cent last fiscal, ended March 31, mainly on account of revival of investment activity. With regard to prices, the MPC lowered retail inflation target for the first half of current fiscal to 4.7-5.1 per cent on sharp moderation in food price rise. The status quo policy of RBI will be neutral to the EMIs for housing and vehicle loan borrowers, but banks are free to tinker with both deposit and lending rate depending on their asset liability position. SEOUL, APR 5 (AGENCIES): Officials from North and South Korea discussed protocol headaches and other logistics of a rare summit later this month, which will see Kim Jong Un become the first North Korean leader to set foot in the South since the end of the Korean War, reports AFP. Kim and the South’s president Moon Jae-in are due to meet on April 27 at the South’s side of the demilitarized zone for the landmark inter-Korean summit. Thursday’s workinglevel meeting was aimed at ironing out the protocols, security measures and media coverage of the summit, the South’s presidential office said.

“We had sincere talks for four hours straight”, said Kwun Hyuk-ki, one of the five-member South Korean delegation to the talks. He declined to give details, saying the two sides will meet again for further discussions on a date yet to be fixed. The founder of Lashkar-e-Taiba (LeT) alleged in a petition that the government was interfering in his party’s welfare projects because it had bowed down to pressure from India and the US, Dawn online reported. The petition argued that barring an organisation or party from indulging in charity work was against the Constitution. Justice Ameenud Din Khan, who heard the petition filed by lawyer A.K. Dogar on Saeed’s behalf, also directed the authorities to submit their responses by April 23. Saeed had filed a nearly identical petition through Dogar before the same judge in March. That time, Justice Khan had directed the federal and provincial governments to submit their responses by April 27. However, due to the similar nature of both petitions, the court decided to club the cases. After hearing Saeed’s arguments in Thursday’s hearing, Justice Khan issued notices to the federal and provincial governments again, directing them to file their replies. The hearing was subsequently adjourned until April 23. On January 1, the Securities and Exchange Commission of Pakistan had barred JuD and several other such organisations named in a list of banned outfits by the UN Security Council from collecting donations in the country. BRASILIA, APR 5 (AGENCIES): Brazil’s Supreme Court early on Thursday rejected former president Luiz Inacio Lula da Silva’s plea to avoid prison while he appeals a corruption conviction, in a vote that likely ends his political career and deepens divisions in the country, reports Reuters. The pivotal vote was cast by Justice Rosa Weber against Lula’s request to avoid jail and begin serving his 12-year sentence for accepting bribes. Weber was seen as the only swing vote and her decision sealed Lula’s fate. He may be jailed within a week. Lula is still Brazil’s most popular politician, despite his conviction and six separate pending corruption trials. He is the frontrunner in all opinion polls for the presidential election in October, but his conviction will likely bar him from running. The decision against Lula is a serious blow to the political survival of Brazil’s first working-class president whose career from a factory shop floor to high office is sinking in the corruption scandals that have rocked the political establishment and especially his Workers Party, which held power from 2003 until mid-2016. Brazilian society remains deeply divided after Lula’s successor, President Dilma Rousseff, was impeached and removed from office amid a corruption scandal and economic crisis. Lula’s conviction was upheld on a first appeal. Under Brazilian electoral law, a candidate is forbidden from running for elected office for eight years after being found guilty of a crime. Nearly one million British users were also affected by the Cambridge Analytica data leak. On a question if he would testify in front of Parliamentarians in the House of Commons in the UK, the Facebook CEO said: “We announced today that I’m going to be testifying in front of Congress. I imagine that is going to cover a lot of ground. “I am going to be sending one of our top folks. I believe it’s going to be Schrep, the CTO, or Chris Cox, the product officer. LAGOS, APR 5 (AGENCIES): Lassa fever has killed 142 people in Nigeria since the start of the year, the Nigeria Centre for Disease Control (NCDC) said on Thursday, reporting a rise of 32 fatalities in a month. “Since the onset of the 2018 outbreak, there have been 142 deaths,” it said. Cases have been recorded in 20 of Nigeria’s 36 states, it said. “Eight states have exited the active phase of the outbreak while 12 states remain active,” it said. On March 6, the NCDC reported 110 deaths in 18 states. Last month the World Heath Organization (WHO) said the e pidemic had reached record highs and promised to support efforts to contain it and treat those affected, reports AFP. The NCDC said the southern states of Edo, Ondo and Ebonyi were worst-hit.

“WHO and NCDC have scaled up response at national and state levels,” it added. Lassa fever belongs to the same family as Marburg and Ebola, two deadly viruses that lead to infections with fever, vomiting and in worst-case scenarios, haemorrhagic bleeding. The name comes from the town of Lassa in northern Nigeria where it was first identified in 1969. The virus is spread through contact with food or household items contaminated with rats’ urine or faeces or after coming into direct contact with the bodily fluids of an infected person. It can be prevented by enhanced hygiene and avoidance of all contact with rats. TIANJIN, Apr 5 (PTI): Veteran Leander Paes will make yet another attempt to create the Davis Cup record for the most doubles win as India clash with China in their den in a new two-day format for a place in the World Group Playoffs, here from Friday. London, Apr 5 (Agencies): England’s cricketers have been invited to tour Pakistan for the first time in more than a decade following a security crackdown. Pakistan was a “nogo” area for foreign teams following a terrorist attack on the Sri Lankan team bus in Lahore in 2009, which killed seven people. That led to almost six years of international isolation, with Pakistan playing all bar one series against Zimbabwe at neutral venues in the United Arab Emirates. But a recent security clampdown was followed by a three-game T20 series against the West Indies in Karachi - opening the door for more international cricket to be held in the country. “The successful staging of international matches in Pakistan is a clear proof that we have defeated terrorism and extremism,” said Pakistan’s interior minister Ahsan Iqbal. “But I also hope that it will not be long before I can welcome an England team to Pakistan. Gold Coast, Apr 5 (PTI): A record-smashing Mirabai Chanu and a perseverant P Gururaja claimed gold and silver respectively as weightlifters lived up to the pre-event hype by delivering opening-day medals for India while star badminton players added to the cheer by making a winning start in the 21st Commonwealth Games, here. Chanu smashed the Games records in 48kg category snatch, clean and jerk and overall en route her gold-medal winning performance, which fetched her a thunderous applause from the Australian fans, who queued up to take her autograph after the medal ceremony. Chanu managed to lift 196kg (86kg+110kg) in a remarkable effort. “I was not expecting to break records but I certainly wanted to break them when I came here. I can’t put in words, how it feels right now,” an exhausted but jubilant Chanu told PTI. On the squash court, Dipika Pallikal and Joshna Chinnappa, who would be defending their women’s doubles gold medal, made winning starts in their singles competitions. While Pallikal got the better of Trinidad and Tobago’s Charlotte Knaggs, Chinnappa sailed past Papua and New Guinea Lynette Vai. But Saurav Ghosal’s shock 2-3 defeat to Jamaica’s Chris Binnie came as

a massive shocker even though Harinder Pal Sandhu and Vikram Malhotra won their respective opening matches. The table tennis players got past their initial hurdles rather easily with the women’s team defeating Sri Lanka 3-0. The men’s team blanked Trinidad and Tobago 3-0 before beating Northern Ireland by a similar margin. Apart from Ghosal, the other major disappointment was the women’s hockey team’s stunning 2-3 defeat against Wales in its lungopener. In the swimming pool, Virdhawal Khade qualified for the semifinals of the 50m men’s butterfly event but could not make the final, finishing 15th overall. Sajan Prakash failed to even make the semifinals in the same event. The Indians were not much of a force on the cycling track either, finishing sixth in the Women’s Team Sprint, which ruled them out of medal contention. The men’s team did even worse, finishing seventh in their competition.

Star bags India’s home series rights for nearly $1 bn Mumbai, Apr 5 (PTI): Broadcasting giants Star India Thursday bagged the media rights of Indian cricket team’s bilateral home series as well as domestic cricket for a record Global Consolidated Rights (GCR) bid of Rs 6138.1 crore (USD 944 million approx) for a period of next five years, till 2023. With the India home cricket rights, Star now has a virtual monopoly in the cricket broadcasting world having bagged the IPL rights for a record Rs 16,347 crore (USD 2.55 billion) bid. They also own the rights for all ICC Tournaments (men’s and women’s 50-over World Cup, World T20).

Champions league: Barcelona cruise 4-1 against AS Roma

Barcelona, Apr 5 (IANS): FC Barcelona look assured of advancing to the Champions League semifinals after inflicting a 4-1 defeat on AS Roma in the first leg of quarterfinal clash. Though the Italian side were at least partly the architects of their own defeat, falling behind 2-0 on a pair of own goals here on Wednesday. After the kickoff, the hosts struggled to find their rhythm for the first half-hour or so as the Roma defenders sought to put maximum pressure on Messi, Andres Iniesta and Sergio Busquets. The opportunities grew more frequent for Barcelona as the minutes passed and Ivan Rakitic’s low shot after a corner seemed to be headed into the net until it bounced off the post. In the 38th minute, Messi and Iniesta worked a give-and-go to nudge the ball into the box and defender Daniele De Rossi’s clumsy attempt to clear sent the ball into his own net to make it 1-0 for Barcelona. Diego Perotti could have equalised for Roma

early in the second half, but his header went wide. With the match approaching the hour mark, Roma again fell victim to bad luck, as Rakitic’s ball across the front of the sixyard box took a triple deflection - hitting defender Kostas Manolas, Barcelona’s Samuel Umtiti and Manolas a second time - before finding its way past Alisson to make it 2-0. Two minutes later, the Barcelona advantage increased to 3-0 when Gerard Pique knocked in the rebound after Alisson made the initial stop on Suarez. With Barcelona hungry for more and Roma desperate to get an away goal, the match bust wide open and both teams created chances. Dzeko put the visitors on the board with a strike in the 80th minute, only for Luis Suarez to end his 10match Champions League scoring drought with a goal in the 87th minute.

Reds stun Man City

Liver pool defeated Manchester City 3-0 in the first leg of their Champions League quarterfinal tie here,

leaving the Reds poised to return to Europe’s final four for the first time in a decade. The party got under way at Anfield just 12 minutes into Wednesday’s match, when Mo Salah scored his 38th club goal of the season to put the Reds up 1-0. Eight minutes later, Alex Oxlade-Chamberlain exploited another City defensive lapse to blast the ball just inside Ederson’s right post and make it 2-0. Sadio Mane got the third goal in the 31st minute, heading into an open net after a perfect cross from Salah. City were much improved after the break, largely thanks to some tactical adjustments by Guardiola. The visitors kept the Reds pinned in their own half and the home side suffered a setback when Salah left the field injured in the 52nd minute. But Liverpool, notorious for blowing leads, managed to contain the potent City defense to preserve the clean sheet, making a second-leg comeback more difficult for Guardiola’s squad.
