Rio spells out PDA’s thrust areas

DIMAPUR, APR 6 (NPN): Nagaland chief minister Neiphiu Rio has identified infrastructure, sports, tourism, agriculture and allied sectors as priority areas which his government vows to bring change to Nagaland within the next five years. Rio said this on Friday during the 27th anniversary of Konyak Gazetted Officers’ Union (KGOU) at Council Hall Mon town while also conveying greetings on Konyak apex festival Aoleang. Reiterating key focus areas of the PDA government, the chief minister said it would focus on promoting tourism, which could help the economy as also create jobs for the people. Stating that Hornbill Festival required an investment of around Rs. 4-5 crore that fetched a turnover of approximately Rs. 51 crore, the chief minister informed the meeting that the government would train tour operators, tourist guides and agents for which the gazetted officers should document stories and legends of the tribes so that tourists get a first hand narration of “our great history and culture”.

Dimapur police to go hi-tech with body, dash cams DIMAPUR, APR 6 (NPN): In order to improve overall security environment in the commercial hub of the State, some new initiatives have been taken to augment Dimapur Police’s law-enforcing capabilities. During a review meeting held at Dimapur Police Commissioner’s office here on Thursday, DGP Nagaland, Rupin Sharma instructed Dimapur Police Commissionerate to ensure that at least one member of all patrolling parties in the town wear body camera during duty with immediate effect. The DGP further directed that all mobile patrol vehicles and quick response teams (QRTs) install dashboard cameras on vehicles by Monday. Ordering installation of more Closed-Circuit Television (CCTV) cameras in the town in the coming days, DGP maintained that these measures had been initiated to ensure a safe and secure environment to all residents of Dimapur. According to DGP, similar measures would be put in place in Kohima next week.

He said the government has also decided to promote tourism by holding mini Hornbill Festivals across the districts, which would be primarily hosted by respective tribal hohos, to showcase rich cultural heritage of each tribe to the tourists. Stating that the government would be meeting various corporate groups soon, he revealed that an Australian company was willing to provide free air ambulance service. But for this to materialise, the government and people would have to extend cooperation towards building a 500-metre runway. The government would also build a convention centre and tourist guest house in Mon town and many other areas in Eastern Nagaland districts so that basic amenities were available to the tourists, he added.

Rio also laid emphasis on air connectivity within the State for which Rio claimed that a plan had already been submitted to the Centre during his earlier tenure as chief minister. He added that proposals had also been submitted to New Delhi for Foothill Road (Express Road) to Mon without touching Assam as well as a railway line to Tizit. Hoping that these projects would soon become a reality, the chief minister urged the people to come forward to give land for such projects. “If you want development, you should cooperate with the government,” he stressed.

DIMAPUR, APR 6 (NPN): Nagaland’s deputy chief minister and minister in charge for Home and National Highways, Y. Patton vowed that road development and maintenance across the State would be his priority. Speaking at a thanksgiving service held at his private residence at Wokha on Thursday, Patton asserted that road development would not remain confined to any particular area, but would be carried out across the State. He admitted that currently almost all roads in Nagaland were in a deplorable condition. He also urged people not to create hurdles in road construction and other developmental activities in the name of landownership as any developmental activity was meant for the entire society. DIMAPUR, APR 6 (NPN): Government of India has stated that one fake advertisement for recruitment to various posts for Mid Day Meal (MDM) scheme on contract basis has been floated in many states. In a notice, Human Resource Development ministry, Department of School Education & Literacy (Mid-Day Meal Division), informed all state governments/UTs that no such advertisement has been issued by the ministry. It, therefore, stated that all such response/references in this regard may be considered as fake and be treated accordingly. Further, all states/UTs have also been requested to issue disclaimer in local media so that general public were not duped by such frivolous/ fake advertisements.

NEW DELHI, APR 6 (PTI): The washed out second leg of Parliament’s Budget Session ended Friday as both Houses were adjourned sine die, capping a month of relentless disruptions and stated to be the least productive since 2000 with nearly 250 working hours being wasted. As a blame game erupted between the BJP and the Congress over the opposition protests that paralysed both the Lok Sabha and the Rajya Sabha, the rival parties announced protest fasts by their MPs and workers next week. An anguished Rajya Sabha Chairman M Venkaiah Naidu said the budget session was “eminently forgettable”. Cabinet Committee on Parliamentary Affairs (CCPA) recommended prorogation of the Budget Session of Parliament to President Ram Nath Kovind. Nagaland Pollution Control Board (NPCB) for burning plastic waste at the dumping site. In a complaint letter addressed to the member secretary NPCB, the UNBNaga Colony Council chair-

man, Zasivikho Z Punyu said the colony was located in the vicinity of the dumping site maintained by the DMC. Over the last three weeks, the colony chairman said DMC was continuously

burning waste and adversely affecting the health of residents and polluting the environment. The colony council called upon the NPCB to impose penalty on DMC as directed in the National Green Tribunal (NGT) order. It also urged the board to immediately direct the DMC to stop burning of waste mostly containing plastic waste and to take remedial measures for pollution created. In another complaint letter to the NPCB, the Sunrise Colony Council (UNB) chairman, Hauthung Phom, and secretary, Athempu Kamei, urged the board to immediately impose penalty against DMC for violating the directions by the NGT. Fur ther, they also urged the NPCB to direct the DMC to immediately stop burning waste and take remedial measures for the harm caused.

In his condolence message, Rio said late Zhasa was a former principal conservator of forest, government of Arunachal Pradesh and principal secretary, environment, forest and climate change, Nagaland. Rio described late Zhasa as an efficient officer, who always carried out his given responsibilities with dedication and sincere commitment. “I knew him as an honest person who stood by his principles and he always executed his responsibilities with utmost integrity,” the chief minister said. Meanwhile, Rio conveyed his deepest condolences to the members of the bereaved family and prayed to Almighty God to let the departed soul rest in peace.

Amazon to expands its delivery network in NE G U WA H AT I , A P R 6 (AGENCIES): Online shopping store Amazon.in plans to expand its delivery network in the North Eastern region of the country. The online shopping store presently has its own delivery network in Assam, Tripura and Meghalaya. With the new plan it aims to cover Arunachal Pradesh, Mizoram, Manipur, Nagaland and Sikkim, said Amazon India’s vice president, Customer Fulfillment, Akhil Saxena Saxena said that Amazon now has 20 service partner nodes across the eight Northeast states. The service partner programme will enable Amazon to reach interior locations in India with its own delivery services, he added. Commenting on the expansion of its delivery network, Saxena said in line

According to DPRO Dimapur, Mhathung Yanthan exhorted them to give their best and deliver better services to people, while in service, so that there may

be no regrets after retirement. He pointed out that the department had been fortunate enough to have 32 hectares of land at a prime location like Dimapur. He encouraged them to fulfill the vision of the department by making it a hub of research and a repository of knowledge. Fire at Nepali Kashiram DIMAPUR: A fire broke out at Nepali Kashiram in Dimapur, at around 6:30 p.m. Friday. A source in the fire department informed Nagaland Post that the affected building was an “Assam Type pucca” structure. Although no concrete assessments could be made as yet, the worth of the property damaged or incinerated may come to several lakh rupees. However, the source said no casualties was reported from the incident. The structure had five rooms and all of them were completely destroyed except for the brick part of the walls, the source said. A total of four fire engines were put into action to douse the flames, three from the Fire Department and one from the Army.

CII Nagaland mourns Yashitsungba’s demise DIMAPUR: Confederation of Indian Industry (CII) Nagaland State Council has expressed shock over the demise of Yashitsungba Ao on April 3. A condolence note from CII-Nagaland state council, Neichute Doulo opined that late Yashit-

sungba had revolutionized entrepreneurship in Nagaland, at a time when locals considered the profession an alien activity and unfit for the natives. It said that he had acted as a role model in the field of entrepreneurship for many and mentored many more.

Such contribution by a self taught and self made personality needed to be acknowledged and celebrated, it said. Late Yashitsungba is not just an individual but an institution in the truest sense of that word, it added. CII also stated that his role as a dedicated en-

ATMA organises trainings & demonstrations

Noksen Block DIMAPUR: Agriculture Technology Management Agency (ATMA) Tuensang, Noksen block and ATMA Satoi block, Zunheboto conducted trainings and demonstrations at their respective blocks. Noksen block: ATMA Tuensang, Noksen block organised a training, demonstration and mobilization of farmer groups from March 27-29 at Noksen Headquarters. The programme interactions between resource persons and the farmers and the participates were trained on various topics covering packages of practices of banana in foothills and maize, air layering techniques, farm hygiene and post-harvest management of kidney beans. During the training, a new Farmers Interest Group (FIG) under the nomenclature “Thangjam Fig” was formed with 10 members. Altogether 16 farmers and one SHG participated in the programme. A separate programme on mobilization of FIGs, CIGs and SHGs was also conducted wherein BTM, Wellson Shitio apprised the participants on concepts and importance and encouraged them to work together to achieve a common goal. Correspondent KIPHIRE, APR 6 (NPN): Taking stock of various department functionings in Kiphire, Minister of Soil & Water Conservation & Geology & Mining, V. Kashiho Sangtam visited Soil Office, Civil Hospital Kiphire, Chief Judicial Office and Kiphire Jail, today. During an interaction with staff of Soil Department, District Soil Conservation Officer (DSCO) highlighted the issue of the department being understaffed which was affecting and hampering the effectiveness of the department. He further said that the condition of office building was precarious. Due to non-availabili-

ty of basic technical equipment for soil testing, he explained that the department is not in a position to conduct research. The minister assured the officials that he would look into the issues raised and work out solutions. At Kiphire Civil Hospital, Kashiho inquired about the status of the hospital. The doctor in-charge revealed that the hospital was functioning with only 11 nurses and 5 doctors making it extremely difficult to run the hospital. According to the medical officials, the hospital is short of 52 staff. Further amplifying the problem was the lack of Ultrasound and specialist doctors. Taking note of these shortcom-

ings, Kashiho directed the department to put up these issues at the next DPDB meeting. The minister expressed his displeasure that the new hospital building had not been completed. He said the health sector could not be taken for granted and warned of action against those that violate public trust. He further directed the district administration to come up with a plan for setting up a Juvenile Court and Bar Office within the premises of Chief Judicial Magistrate. He also asked Kiphire district Central Jail Officer to prepare a roadmap to alleviate the development deficit faced by the jail authority.

At the programme, resource person RBSK, medical officer Dimapur, Dr. Kadila highlighted health, hygiene, menstruation and related physiological changes that affect girls during the adolescent period. She pointed out that the period was an important stage in the phase of a girl’s life taking into account the overall development a girl goes through. Focussing more on health issues, development stages and changes, Kadila pointed out the measures that could be taken to tackle girls’ issues. She maintained that educating adolescent girls may help the girl child through the seemingly never-ending cycle of issues like dropping out of schools, which can be see more among girls, low attendance, marriage at young ages and unwanted pregnancies. Specific inputs are necessary to enhance their self-esteem and selfconfidence to familiarize them with problems related to women, she added. The resource person also mentioned school sanitation as being also equally important in the context of creating safe and hygienic environments in schools which facilitates good academic environments. She asserted that the manner in which a girl learns about menstruation and its associated changes may have an impact on her response to menarche and understanding of the health problems related to menstruation. JPC on Citizenship (Amendment) Bill to resume hearing on April 12 would not be able to take any more burden of Bangladeshi nationals irrespective of their religion as the state has already accepted the burden of the foreigners who came to the state up to the midnight of March 24, 1971 and all sections of indigenous people of the State are opposed to granting citizenship to foreigners who came to the State on or after March 25, 1971. The proposed bill has created a lot of anger in the state as a large number of organizations pleaded that the JPC should conduct its hearing in the state instead of holding it in New Delhi. The AASU chief adviser Samujjal Bhattacharya has warned that the Central and State Governments should be ready to face a vigorous movement if they try to pass the bill forcefully by not accepting the opinion of the people of the state. (File photo) Shillong, Apr 6 (PTI): The Meghalaya government is exploring the possibility of having additional roads in the Guwahati-Shillong route to minimise the vibration caused by vehicular traffic causing harm to the wall of the Umiam hyroelectric dam, the assembly was informed Friday. The Central Water Commission (CWC) recently expressed concern about the safety of the Umiam concrete dam saying the government may give priority to take up an alternative road, Chief Minister Conrad Sangma said. Presently every vehicle coming from Guwahati side has to pass the 220 sq km scenic lake, a tourist attraction, and everyday

thousands of vehicles ply by the dam, the first and the main hydro electric project in the state. “We are looking at the possibility of having multiple entry-exit points in the state. The CWC has advised that traffic is to be diverted downstream of the Umiam dam,” Sangma said in his reply to the debate on governor’s address. The issue of diversion of traffic on Umiam dam, located around 15 from Shillong, was taken up by the Meghalaya Energy Corporation (MeECL) with the state government, he said. Assam assembly passes Bills to hike salaries of MLAs G u wahati , A p r 6 (PTI): Assam assembly Friday unanimously passed three Bills to increase salaries of all lawmakers by up to 50 per cent without a single amendment. The salaries of the speaker and the deputy speaker will be raised to Rs 1.2 lakh and Rs 1 lakh per month from the existing Rs 80,000 and Rs 75,000, an increase of 50 per cent and 33.33 per cent respectively. Besides the salary component, both will get Rs 30,000 as parliamentary assistance and sumptuary allowances, according to one of three Acts. For the chief Minister, the salary will go up to Rs 1.3 lakh from Rs 90,000, while his allowances for the two categories will become Rs 34,000 from Rs 17,000. So his total take away would be Rs 1.64 lakh every month. For cabinet ministers and the leader of the opposition, the salary has been

proposed to be raised to Rs 1.1 lakh from Rs 80,000 at present, while the allowances have been doubled to Rs 30,000 from Rs 15,000. A minister of state will now get a salary of Rs 1 lakh compared to the existing Rs 75,000, while also drawing an additional Rs 28,000 as parliamentary assistance and sumptuary allowances as against Rs 14,000 a month. A deputy minister’s salary will become Rs 95,000 in place of Rs 70,000 and the allowances will increase to Rs 26,000 from Rs 13,000, the Act said. The salaries of all MLAs were hiked in a separate Act to Rs 80,000 from the existing Rs 60,000 per month, while doubling allowances for constituency, camp office and secretariat to Rs 40,000. In addition to the above emoluments, all of them will get other allowances under categories such as assembly sitting and travel among others, besides other non-cash benefits.

Guwahati, Apr 6 (Agencies): In a sigh of relief for the tea workers of four states whose legal dues have remained unpaid for a period of fifteen years, the Supreme Court on April 4 directed the States of Assam, Kerala, Tamil Nadu and West Bengal to make an interim payment of approximately Rs 127 crores to tea garden workers. According to the figures submitted by the Centre, Assam topped the list in non-payment of dues which amounted to Rs. 249 crores followed by Tamil Nadu (70 crores), West Bengal (30 crores) and Kerala (27 crores). Over three lakh tea garden workers will be positively affected by the court’s’ order. A Bench comprising Justices SA Bobde and L Nageswara Rao passed the order in a contempt petition filed by the International Union of Food Association and the Paschim Banga Khet Mazdoor Samity.

Sarma, during a discussion on education in the Assembly, said his focus is to improve the system, keeping in mind the students’ interest on top. “Students have the fundamental right of quality education. Unless we have quality teachers, it is not possible. In the venture schools or colleges, no one knows how the teachers are appointed,” he said. Conrad accords priority to education; allocates Rs 1000 cr Shillong, Apr 6 (PTI): Meghalaya Chief Minister Conrad K Sangma Friday said his government has prioritised education and allotted nearly Rs 1000 crore for the sector. Replying to a debate on the Governor’s address, Sangma said, “We have allotted nearly Rs 1,000 crore for the education sector. But this is not enough as the financial burden in this sector is high.” He said the government has also set up a task force to study the education policy and it is expected to submit its report within three months. The chief minister highlighted the need to release salary of Sarva Siksha Abhiyan school teachers which was lying pending for the last 7/8 months was a big task for the new government. The chief minister said 150 schools will be provided with additional classrooms and activity-based aids for the students to help them learn science and mathematics. “We have to inculcate

their love for the subject when they were young,” he said, calling on the parents and society to also play their part in this sector. On the safety of women and children, the chief minister also called on the society at large to change their mindset first and foremost. Stating that awareness camps and meetings need to be held to ensure that women get their due respect, Sonowal said a number of measures were taken by the government to ensure safety and security to women and children. He said the government has set up women helpline 181, the anti-human trafficking units in four districts - Ri-Bhoi, East Khasi Hills, Jaintia Hills and West Khasi Hills district - apart from women police stations which were set up in 7 districts. IMPHAL, Apr 6: The war of words between the ruling BJP and opposition Congress over the alleged multi-crore scam in the state public works department (PWD) continued. Intensifying its attack on the government, opposition Congress Friday accused the government spokesperson of concealing the actual amount involved in the scam. It was not Rs.3 crore but over Rs 30 crore that had been misappropriated, the Congress alleged while rubbishing the clarification made by the government spokesperson Th Bishwajit over the scam related with alleged fraudulent withdrawal of a huge amount fund in the PWD using forged Cheque Drawal Authority (CDA). On April 3, the opposition Congress exposed the scam in the PWD and also produced documents written from the state finance department to the PWD regarding withdrawal of fund using forged CDA. Making a clarification on the allegation, the spokesperson claimed that the government was able to save a huge amount of

fund from the attempted withdrawal. The minister, however, said that fund amounting to around Rs three crore could not be saved as it was found already withdrawn. Meanwhile, opposition Congress, unconvinced by the clarification, charged the ruling BJP of misleading the people by cheap propaganda. “If they felt that there is nothing wrong to the issue brought up by the Congress party over the misappropriation of public money, why are they delaying to hand over the case to an independent agency for investigation,” Congress spokesperson Kh Joykishan questioned. He challenged the ruling party saying that “if BJP has the guts, then let form a committee with members from both ruling and opposition as member to enquire into the scam. Representatives from media fraternity can also be invited to the committee.” Joykishan, who addressed a news conference in Imphal’s Congress Bhavan, alleged that works minister’s claim of involving only Rs three crore has clearly showed that government was trying to

mislead the people. “It was not Rs three crore only that had been withdrawn. The actual amount was over Rs 30 crore,” said Joykishan. It is a big scam of financial irregularities and the ruling government must produce a white paper on how fraud checques have been used for withdrawal from government exchequer, he demanded. The exchequer of the state government was lapsed on March 28 but there were reports of withdrawing money even after the closure of the financial year by diverting plan head to non-plan heads, the Congress spokesperson alleged. Joykishan also hurled fresh charge of issue of cheque for withdrawal of fund to the black listed contractor. He said, “What is more surprising is that the state government had issued cheque involving a huge amount of fund to a black listed contractor”. The Congress legislator also alleged that the BJP-led government was unable to clear the salaries and pensions of employees as it had not taken up steps to disburse the amount before the closure of the financial year.

IMPHAL, Apr 6: Striking employees of Manipur government have intensified their cease-work strike demanding implementation of pay structures recommended by 7th Pay Commission from Friday. Earlier, employees attended offices without discharging their official duties. However, after the striking JAC announced the intensified form of stir “No office attendance”, employees have abstained from attending offices from Friday. Employees under the aegis of Joint Administrative Council (JAC) of All Manipur Government Employees’ Organization (AMGEO) and All Manipur Trade Union Council (AMTUC) have been resorting to cease-work strike since March 22, pressing BJP-led coalition government to adopt the 7th Pay Commission in the state. M a n i p u r G o ve r n ment Services’ Federation (MGSF), another pressure group of the state government employees have also joined the strike with effect from April 2 last. While announcing the intensified form of stir late Thursday, JAC general secretary Laitonjam Biken alleged that the state government was trying to

arrest top functionaries of the strike body instead of addressing the plight of the employees. “The strike has completed 15 days on Thursday. Instead of addressing our demands, government is sending out state police and security force personnel to search and arrest JAC leaders,” he said. The government has an intention to neutralize the impact of the ongoing cease work strike, he alleged while reiterating that the JAC will not retreat from its ongoing stir until a positive response comes up from the government side. Meanwhile, extending moral support to the ongoing cease-work strike of the employees demanding 7th Pay Commission, the Manipur State Pensioners’ Union (MSPU) has also started launching series of sit-in-demonstration. The demonstration was staged in Imphal’s Singjamei on Thursday and will stage in the headquarters of other districts in the coming days, a statement of MSPU informed. While justifying the demand of the employees, the pensioners’ body asserted that the Central government had adopted the pay structures recommended by the 7th Pay Commission a year back in the backdrop of ever increasing prices of essential commodities.

G UWA H AT I , A p r 6 (Agencies): The new cancer hospital attached to the Gauhati Medical College and Hospital (GMCH) to have come up is a relief for many cancer patients, who otherwise have to wait in a long queue to avail radiotherapy and chemotherapy treatment at the B Booroah Cancer Institute (BBCI) because of the huge load of patients there. These patients now visit the cancer hospital at GMCH to avail similar services. Equipped with the latest diagnostic and radiology facilities for cancer care, it is already receiving a good number of patients every day. The hospital has three departments - medical oncology, surgical oncology and radiotherapy. The BBCI at present receives about 90,000 old cancer patients and about 12,000 new patients every year. The load of patients is very high and there have been instances when cancer patients had to get admitted to other private hospitals to avail treatment. According to data, the hospital receives an average of 30 cancer patients for chemotherapy per day and an average of 120 patients in the radiotherapy department per day. The hospital receives about 2530 new cases of cancer in its out-patient department per day and about 120 old cases per day.

NESAC to help govt fight weather woes S H I L LO N G, A p r 6 (Agencies): The Revenue and Disaster Department is coordinating with the Regional Meteorological Center in Guwahati and the North East Space Application Center (NESAC), Umiam, for weather forecast and the information is shared with all deputy commissioners. This was informed by Revenue and Disaster Management Minister Kyrmen Shylla to a call attention motion raised by Congress MLA PT Sawkmie after the havoc spread by hailstorm and heavy rain was reported in the state. Sawkmie asked on the steps taken to distribute relief to families affected by natural calamities and urged the government to enhance the monetary benefit

to affected families. As per the initial report, 237 villages have been affected by the severe hailstorm in West Jaintia Hills, West Khasi Hills, East Garo Hills and different blocks of Mawshynrut, Mairang, Laskein, Songsak, Rongjeng and Samanda in which 250 households have been affected. “Assessment is still going on and these figures may change to some extent. So far, there is no report of casualties or loss of life,” Shylla said. As for monetary relief, he said the government has earlier placed Rs 20 lakh with every DC from which they can meet immediate needs for relief and additional fund will be placed with them as and when required.

Shylla added that Chief Minister Conrad Sangma convened a meeting to take action to extend relief and other necessary relief assistance to the victims of the natural calamity, in the form of Gratuitous Relief (GR), tarpaulins, CGI sheets etc. “GR food items have been distributed to more than 2500 families initially for a period of three days, other relief materials such as tarpaulins and blankets have also been distributed. Some DCs are also arranging CGI sheets, as per actual requirement,” he said. Shylla said that DCs, SDOs have been asked to make detailed assessment of damage to dwelling houses, crops, livestock and poultry etc and to submit reports as early as possible.

She said that the Pakistan foreign minister has no business to interfere in India’s internal affairs. Heptulla told newsmen at Raj Bhavan here that in this country, individuals irrespective of religion, caste and creed, are punished on the basis of the crimes committed by them and there is no segregation based on “minority” or “majority” as claimed by the Pakistan minister. If the actor made a mistake, he has to pay the price, Heptulla added. “India has her own Constitution, laws and can solve its own problem,” she told newsmen at Raj Bhavan

Das said the Commission, after holding consultations with the 29 states, would submit its recommendations to President Ram Nath Kovind by October 31, 2019. The recommendations will come into effect for five years starting from April 1, 2020. After Arunachal Pradesh, the Commission is scheduled to visit Jammu and Kashmir and then Kerala, Das added.

emesis has finally caught up with Bollywood’s mega superstar Salman Khan in the 20-year old illegal hunting of blackbuck and chinkara in two separate incidents at Jodhpur in 1998 when the trial court finally pronounced him guilty and sentenced to five year rigorous imprisonment. Salman and his friends were accused of killing a blackbuck and a chinkara in two separate incidents in 1998, during the filming of the movie ‘Hum Saath Saath Hain’. The others who were also charged but later acquitted included - Saif Ali Khan, Sonali Bendre, Neelam and Tabu. Earlier Salman Khan was awarded a five-year jail term on April 10, 2006 under Section 51 of the Wildlife Protection Act for hunting one blackbuck, a protected animal, at Ghoda Farm near Jodhpur’s Mathania village on the night of September 28-29, 1998. Three days later the sessions court granted him bail in the case. After the same court rejected the defense plea to suspend the sentence on August 24, 2007, Salman Khan surrendered before the court on August 26, 2007 and was sent to the Jodhpur jail. He was granted bail by the Rajasthan High Court on August 31, 2007.The accounts of the driver, Harish Dulani who drove the actor and others on the fateful night in September 28 1998 provided a clear depiction of an actor who was unstoppable in his quest for a macho thrill. That meant firing at the blackbuck from the vehicle and then with the help of another person, chopping off the injured animal’s head with a knife. As it is, the poaching case has been dragging for nearly two decades, reinstating once more how wheels of justice move tardily. The judgment establishes that Chief Judicial Magistrate Khatri was focussed on meting out justice no matter what the circumstances were or whether the accused was a powerful personality or a superstar. This difference is often blurred not just by frenzied fans, but those in power too. It may be noted that Salman Khan enjoys immense popularity not only as mega-superstar with box office hits after another but also one who has massive fan following across India and for which he was made India’s Goodwill Ambassador for the Rio Olympics. Salman Khan is also acknowledged as the biggest donor of charity and one who never refuses help to anyone even including struggling stars. In fact, many Bollywood stars owe their success to him, it is said. Many testify that Salman Khan is a gem of a man with a heart of pure gold. His fans say the case is so old and thus justice has been denied to him. Further, there is the argument that Salman is the victim of his own fame. The court may have got it right in as far as penalty for the offence is involved but it has unfortunately not done any good to the Indian judicial system where biases and prejudices at rife. Those holding this view say that while those who lynch people for suspected beef eating or transportation are not even arrested, but in the case with Salman, despite having served some time in prison and despite lack of evidence, he is being hounded out. If Salman deserves to be jailed for killing an animal, what about those fringe elements who have killed hundreds of people within a span of three to four years in the name of culture?

Many people express this effect by saying that a park or green space is a good place to ‘get away from the stresses of life’. It has been found that park users reported better general perceived health, higher levels of activity and the ability to relax faster (Payne et al. 1998). Studies have found that mental fatigue and aggression was higher among urban public housing residents (Kuo, F.E. & Sullivan, W.C. 2001). Due to lack of green spaces in urban sites, people have an unhealthy quality of

A state wide study in West Virginia found that countries with greater recreation opportunities (e.g., existence of parks, number of facilities, acres of recreation lands) also had higher rates of physical activity, lower health care expenditures and lower obesity rates. Grahn (1992) also highlights the positive effects of green spaces such as stress relief, strengthened immune system, improved concentration and learning capacity. The negative implications of urbanization cannot be ousted entirely yet it can be minimized with significant efforts. One such effort is to multiplicate the available green spaces in the city. Green spaces dispense motley of purposes for different people. Green spaces have an important legacy since time immemorial providing opportunities for individuals to ameliorate their health, for communities to develop, and to fortify the environment. It is paramount that this resource be augmented for a sustainable Shillong. With additional support and succour from literature review, the study also confirmed the posit medium of green spaces’ advancement towards

the responsibilities of the church. For instance, we want to have a good church ‘bulletin’, but when it comes to responsibilities like, writing articles, contributing financial needs, reaching to unreached etc., we tend to say, “They will do it!” Likewise, there are numerous other responsibilities like, attending Sunday service, giving tithes, attending meetings (GBM), arranging the sound system, distributing song books, serving refreshment, etc. but many of us tend to think, these are not my job! One common tendency we have towards responsibilities is, “They will do it”. I think we expect too much on our leaders and failed to act on our part. I think it’s time we ask, what can I contribute for the betterment of the society rather expecting on others? Tractor accident kills 9 in Telangana HYDERABAD, APRIL 6 (IANS): Nine agricultural labourers were killed and 15 injured when a tractor plunged into a canal in Telangana’s Nalgonda district on Friday, police said. The accident occurred near Vaddipatla, about 130 km from Hyderabad. The tractor, which was carrying about 30 labourers, fell into the MR canal after the driver lost control of the vehicle.

Rushing to the scene, locals launched rescue and relief operations. They alerted the police, which pulled out the bodies with the help of the rescue workers. Police suspect the driver’s negligence led to the tragedy. Some survivors claimed that the driver was drowsy. The workers were going from one village to the other to work in the fields.

MALAPPURAM (KERALA), APRIL 6 (IANS): Protesters on Friday clashed with police here over land acquisition for a national highway development project, leaving several women and children injured. Fearing their land and houses would be taken away, the demonstrators fought with the police as a land survey work was going on. Trouble started with the beginning of the survey for a new alignment. According to the protesters there are two alignments -- in one 58 houses will be demolished and in the other a mosque and a temple will have to go. “There is enough government land near the new alignment. Why cannot they take that first and then take ours?” asked a woman who took part in the protest. A large number of people had assembled near A.R. Nagar near Vengara on Friday. The clash started when they pelted stones at the police, who retaliated by chasing them. The roads were then blocked and old tyres were set on fire. Over the past few months, Kerala has been witnessing mass protests over land acquisition. Congress leader Ramesh Chennithala accused the Left government of trying to “terrorise the people”. “The need of the hour is that the government should invite the protesters for talks. This is not the way development activities should take place.”

MUMBAI, APRIL 6 (IANS): The CBI on Friday questioned ICICI Bank CEO and MD Chanda Kochhar’s brother-inlaw Rajiv Kochhar for a second consecutive day in connection with a case of Rs 3,250 crore loan to the Videocon Group in 2012. Rajiv Kochhar is being questioned at the Central Bureau of Investigation’s (CBI) Bandra-based office since morning. Informed sources said the CBI was probing Rajiv Kochhar’s link over allegations pertaining to his Singapore-based company Avista Advisory’s dealings with the ICICI Bank. The bank, however, has denied its engagement with Avista for any services ever. The CBI on Thursday questioned Rajiv Kochhar for over five hours in connection with the case. WB panchayat polls: Supreme Court reserves order on BJP’s plea NEW DELHI, APRIL 6 (IANS): The Supreme Court on Friday reserved its order on a BJP’s plea seeking that its candidate for the West Bengal panchayat elections be allowed to file their nomination papers and re-scheduling of the election. A bench of Justice R.K. Agrawal and Justice Abhay Manohar Sapre reserved the order for April 9 as the BJP sought the deployment of paramilitary forces alleging that its candidates were being denied the nomination papers by the Block Development Officer and were being targeted by the ruling party people. The Block Development Officer has been designated Assistant Panchayat Electoral Registration Officer for giving and accepting the nomination papers. At the outset of the hearing, the bench asked the BJP to approach Cal-

cutta High Court. However, senior counsel told the court that they have approached the top court because of the twomonth-old strike by the lawyers in the High Court. Adjudication proceedings have been initiated against 567 entities involved in such trades in the first phase, according to a Sebi order dated April 5. The markets regulator came across violations by 14,720 entities while it was probing 59 entities in a case related to alleged trading irregularities in stock options segment of the BSE. Federal judge Sergio Moro ordered the arrest on Thursday just hours after the Federal Supreme Court rejected a habeas corpus to save Lula from beginning a 12-year prison sentence until he had exhausted the appeal process, Xinhua reported. Moro ordered Lula to turn himself in to the authorities in Curitiba, capital of Parana State, before 5 p.m. (Brazilian time) on Friday, and start his sentence. “Regarding the convict and ex-President Luiz Inacio Lula da Silva, I grant him, in consideration of the dignity of the post he occupied, the opportunity to voluntarily turn himself in to federal police in Curitiba by 5 p.m. on April 6, when his prison sentence must be fulfilled,” Moro said in a statement. The judge added that a special area has been readied at the federal police headquarters for Lula to begin his sentence.

Defence Ministry website hacked; 9 more sites affected

NEW DELHI, APRIL 6 (IANS): The Defence Ministry’s official website was hacked on Friday while nine other government sites, including that of the Home Ministry, also crashed in no time. But the government said it was all due to a “process of technical upgradation”. The trouble began with the Defence Ministry website where a Chinese character appeared on top of its home page when www.mod.gov.in was opened. Later, the words “the site cannot be reached” and “please try again” appeared. Minutes later, Defence Minister Nirmala Sitharaman took to Twitter to say: “Action is initiated after the hacking of MoD website. “The website shall be restored shortly. SC dismisses plea linked to Vadra

NEW DELHI, APRIL 6 (IANS): The Supreme Court on Friday dismissed a plea filed against the re-assessment notice issued by the Income Tax (IT) Department to a Delhi-based hospitality firm linked to Rahul Gandhi’s brother-in-law Robert Vadra. A bench of Justice A.K. Sikri and Justice Ashok Bhushan refused to interfere with the Delhi High Court’s order which had asked the firm, Sky Light Hospitality LLP, to join proceedings before the assessing officer. Earlier, HC had rejected the firm’s plea challenging the Income Tax notice for re-assessment of its profits from land deals in Haryana and Rajasthan for the years 2010-11. The firm had later moved the apex court. The IT Department, in a tax evasion report filed before the High Court, had said it had reason to believe that over Rs 35 crore, earned by the firm in 2010-11, had escaped from assessment. The High Court in its February 17 order while asking the firm to join proceedings took note of the tax evasion report and said: “After going through the reasons, we are satisfied that the ‘reasons to believe’ show and establish a live link and connect with the inference drawn that income had escaped assessment, which is required for issuance of notice.”

NCLAT clears decks for RCOM’s full asset sale

NEW DELHI, APRIL 6 (IANS): Clearing the decks for selling the complete assets of Reliance Communications, the National Company Law Appellate Tribunal (NCLAT) on Friday vacated the stay on its tower and fiber asset sale. It has allowed the execution of sale deeds to proceed, directing the sale proceeds to be deposited in an escrow account with the State Bank of India (SBI). The NCLAT has ordered the final hearing on the matter on April 18, when it will decide on the allocation of proceeds. “As directed by the Hon’ble Supreme Court, RCOM moved the Hon’ble NCLAT on Friday for vacation of the stay in relation to sale of its tower and fiber assets. The Hon’ble SC had itself vacated the stay in relation to spectrum, MCNs (media convergence network) and real estate yesterday,” a RCOM spokesperson said in a statement. “By an interim order passed today, the NCLAT has vacated the remaining stay, and allowed execution of sale deeds and deposit of the proceeds with SBI in an escrow account. Youth beheaded in Kashmir SRINAGAR, APRIL 6 (IANS): A youth abducted by militants this week was found beheaded on Friday in Jammu and Kashmir’s Bandipora district, drawing widespread condemnation. The torso of 25-yearold Manzoor Ahmad Bhat was found in Hajin in the Kashmir Valley. Police sources said the Lashkar-e-Taiba (LeT) had abducted the youth and his father, Abdul Gafar Bhat, from Hajin on Wednesday. “The father managed to escape from the clutches of his abductors although he sustained a bullet injury. He is now being treated,” a source said. Chief Minister Mehbooba Mufti and National Conference leader Omar Abdullah denounced the “inhuman act”. Abdullah said he was not surprised over separatists neither condemning nor calling for protests over the brutal murder. WASHINGTON, APR 6 (IANS): US on Friday imposed new economic sanctions on 17 senior Russian government officials, a state-owned weapons trading company and its subsidiary, a Russian bank, seven Russian oligarchs with ties to President Vladimir Putin along with 12 companies they own or control. “The Russian government operates for the disproportionate benefit of oligarchs and government elites,” US Treasury Department said in a statement. “Russian oligarchs and elites who profit from this corrupt system will no longer be insulated from the consequences of their government’s destabilizing activities,” Treasury Secretary Steven T. Mnuchin said, citing Russia’s occupation in Crimea and its ongoing efforts to supply the Assad regime with materials and weapons. The action targetted Russian oligarchs including Putin’s son-in-law Kirill Shamalov, senior Russian official Oleg Deripaska and Suleiman Kerimov, according to the Treasury Department.

GAZA BORDER, APR 6 (AGENCIES): Israeli troops shot dead two Palestinian protesters and wounded at least 150 along the Israel-Gaza border on Friday, Gaza medical officials said, raising the death toll to 22 in the week-long disturbances, reports Reuters. They said the men were killed at protest sites east of Gaza City and Khan Younis during a round of daily demonstrations that began on March 30 and are known as “The Great March of Return”. The protesters, including Palestinian refugees and their descendants seeking to regain homes in what is now Israel that were lost during its 1948-49 independence war, have set up tent encampments a few hundred metres (yards) inside Gaza. Pucho said after the

new setup of the BASN took over, this will be the second time the society will be sending it’s contestants to take part in the national arena. Pucho added that BASN was also working on a project for Whiso under the theme “Beauty with a purpose”, BASN member Tiarenla said Whiso will be groomed by the East Zone mentor Pooja Chopra, who was also the Femina Miss India World in 2009. Tiarenla informed that BASN will provide all logistic support to Whiso, while also welcoming any kind of assistance to help Whiso. Sharing her experience, 1st runner up of Miss Nagaland 2014, Kaheli Chophy said she had a great learning experience when she represented Nagaland.

Something that can easily come off and on because of the intricate prosthetic make-up for ‘Thugs of Hindostan’ and the time it takes. Britain has suspended high-level diplomatic contact with the Russian government after former Russian spy Sergei Skripal and his daughter Yulia were poisoned with a nerve agent in the southern English city of Salisbury last month. Gold Coast, Apr 6 (PTI): There was no stopping the Indian weightlifting juggernaut with Sanjita Chanu and Deepak Lather adding a gold and bronze to the team’s tally, while the shuttlers and boxers continued to be unbeaten on the second day of the 21st Commonwealth Games here Friday. If Mirabai Chanu was the toast of the nation yesterday, it was the turn of Sanjita Chanu to hog the limelight Friday, claiming a gold and a Games’ snatch record in the 53kg category. The diminutive Manipuri lifted a total of 192kg (84kg+108kg) to claim the gold and broke down in tears on the podium. Ensuring that the men also had a share in the day’s

exploits, Lather became the youngest Indian weightlifter to claim a CWG medal with his bronze in the 69kg category. While Lather had luck on his side as his nearest rival fouled the all-important final clean and jerk lift, Chanu had her fortitude to thank as she claimed her second successive CWG gold despite nursing a nagging back problem here. During the programme, heart touching skit, choreography and special songs were presented by the Person with Disabilities (campers). Deputy speaker Nagaland, Zhaleo Rio also attended the programme.

SETHU FC continue winning streak in IWL

Shillong, Apr 6 (PTI): SETHU FC defeated Indira Gandhi Academy for Sports and Education 3-1 to continue their winning streak in the Indian Women’s League (IWL) football here Friday. Indumathi’s 27th-minute strike and Bangladesh international Sabina Khatun’s brace helped SETHU FC collect three points after Pradeepa Sekar had pulled a goal back in the 35th minute. Both teams gauged each other in the first half and although SETHU FC tried to cajole a clear goal scoring opportunity in the 4th minute, the deadlock in the match finally broke in the 27th minute when Indumathi scored from inside the box to give SETHU FC a

solitary goal lead. Indira Gandhi Academy brought the match to level proceedings in the 35th minute when Pradeepa Sekar slyly finished her chance past the onrushing custodian. With momentum on their side, Indira Gandhi Academy almost took the lead in the 45th minute after Pradeepa once again found the net. The referee, however, cut the play short for off-side as the half-time scoreline read 1-1. Changing over, the match evolved into a battle for possession in the midfield as both teams cancelled each other out, unable to hold on to the ball. In the 56th minute, Indumathi’s

freekick was palmed away by the opposing custodian as SETHU FC upped the ante. Indira Gandhi Academy survived a howler in the 63rd minute when their custodian rushed to clear away a dangerous long ball only for the ball to bounce over her head and fall to SETHU’s attack line, who failed to find the net. In the 76th minute, SETHU FC took the lead when Sabina Khatun scored from a tight angle as her lofted shot went over the opposing custodian’s head to make the scoreline read 2-1. In the 81st minute, Sabina curved home from inside the box to extend SETHU FC’s lead.
