‘Ravi issue’ in Naga political dialogue

NEW DELHI/DIMAPUR, Aug12 (NPN): In the pursuit of a permanent peace through an agreement to be signed between the Government of India with various Naga political groups such as-- NSCN (I-M) and the Working Committee of Naga Nationalist Political Groups (NNPGs- comprising of seven groups); there is wide speculation that the final agreement was on the offing. Negotiations have officially ended on October 31, 2019 with all groups and for which the Government of India’s Interlocutor to the Naga Peace Talks R.N. Ravi was to effect fine tuning of a broad based agreement. R.N. Ravi, who was also appointed as Governor of Nagaland, has been tasked by Prime Minister Narendra Modi to effect an agreement. However, inking of the final agreement has been temporarily put on hold over the issue of inclusion of Naga flag and Naga constitution (Yehzabo) as demanded by NSCN (I-M) but to which the government of India has not agreed. NSCN (I-M) said Naga national flag and constitution represent their “national identity” and recognition of the same is a matter of right of the Nagas for an honourable political solution. The NSCN (I-M) has accused Ravi of not adhering to the spirit of the Framework Agreement signed on August 3, 2015 and in a recent statement, even implied that he is to blame for the current imbroglio. Ravi has been meeting with various tribal hohos and NGOs. He had met the WC of NNPGs on July 14, 2020. However, the scheduled meeting with NSCN (I-M) in Dimapur could not take place as the group’s chief negotiator Th. Muivah flew to Delhi with his entourage reportedly for health check up. The NSCN (I-M) led by Muivah held a meeting with senior Intelligence Bureau officials in New Delhi on August 10. In recent developments, NSCN (I-M) through a press statement, has implied that it does not see any resolution of the issue if Ravi continues as Interlocutor. NSCN (I-M) has accused Ravi of misinterpreting the

Framework Agreement, the same charge that he made against the group last year. NH, NMA criticise Ravi: Ravi has been strongly criticised by Naga Hoho and Naga Mothers’ Association (NMA) in separate representations addressed to the Prime Minister. Naga Hoho accused Ravi of “breaking the hardearned trust and faith of the people and rendering the 23 years of negotiation meaningless” and smearing “Naga history” and political groups with whom the government was negotiating. NH also cited the self-declaration under instruction of the Governor, on employees having any family members in Naga political groups. NMA in its letter to the Prime Minister had listed out various matters involving Ravi. It pointed out that Ravi had used the words “armed gangs” to describe Naga political groups when political talks are held with them. NMA also said profiling Nagas (through selfdeclaration form) of government employees was objectionable. NMA also demanded cease fire without territorial limits.

India’s COVID tally crosses 23 lakh-mark NEW DELHI, AUG 12 (PTI): India’s COVID-19 tally went past 23 lakh Wednesday with a single-day increase of 60,963 infections, while 834 new fatalities, reported in a span of 24 hours, pushed the death toll to 46,091, data updated at 8 am showed.

The recovery rate soared past 70% on Wednesday with 16,39,599 people having recuperated from the disease so far in the country, while active cases comprise 27.64% of the total caseload, the Union Health Ministry said.

Zeliang said that attending the session for obituary reference and passing of government Bills did not make any sense when the State was confronted with numerous issues. ENPO urges negotiating parties meets Dr. Jitendra

DIMAPUR, AUG 12 (NPN): Eastern Nagaland Peoples’ Organisation (ENPO) has appealed to the negotiating parties to place all agreed points in the public domain before signing any final settlement. ENPO thought media cell also appealed to the negotiators from government of India and different Naga political groups (NPGs) to have the “final agreement acceptable to all the groups and in the best possible interest of the Naga people.” Stating that Nagas desired unity, peace and amicable settlement, ENPO expressed hope that the ongoing political talks between Centre and different NPGs would usher in a long lasting and peaceful solution at the earliest. It said that Nagas can no longer live with uncertainty with no clear future for younger generation. Further, ENPO appealed for an overall political consensus amongst the “unfortunate fragmented Naga political groups of the Naga people for an acceptable and lasting unified political solution”. For achieving lasting solution, ENPO said “we must also learn from our past mistakes and should be kept in mind of not having to repeat the unpleasant past”. It said that the expectation of the Naga people from a solution was enduring peace in the entire Naga areas. Meanwhile, ENPO has appreciated the seriousness of the government of India and all negotiating NPGs to bring about a logical conclusion to the protracted Naga political issue.

NEW DELHI, AUG 12 (PTI): A delegation of the Naga Hoho (NH) Wednesday urged the Centre for an early conclusion of the ongoing peace process with the NSCN (I-M) and find a solution to the decades-old Naga issue, sources said. A nine-member team of the Hoho met minister of state (MoS) for Development of North Eastern Region, Dr. Jitendra Singh and apprised him about the slow progress of the peace negotiations between NSCN (I-M) and the Centre’s. NH conveyed to Singh that all principles and framework agreed upon must be respected and not changed unilaterally, sources said. The delegation told Singh, also the Minister of State for Prime Minister’s Office, the 2015 ‘Framework Agreement’ was signed between the government of India and the NSCN-IM, but no tangible solution is emerging nor there is any progress in the political talk, they said. The Nagas desire the earliest clarification on the progress and position of this framework agreement from the government of India, the team is learnt to have told the minister.

Besides this, it also discussed the financial resourc-

es required for procurement of the Covid-19 vaccine and various options of financing the same. Available options in terms of delivery platforms, cold chain and associated infrastructure for roll out of Covid-19 vaccination were also taken up. Further, strategy and follow-up action on all possible scenarios to ensure equitable and transparent delivery of vaccine was deliberated upon. Issues related to vaccine safety and surveillance were taken up and strategy for community involvement through transparent information and awareness creation were discussed. The group discussed how India would leverage domestic vaccine manufacturing capacity and will also engage with all international players for early delivery of vaccines not only in India, but also in low- and middleincome countries.

D I M A P U R , AU G 1 2 (NPN): Nagaland on Wednesday recorded 87 fresh COVID-19 cases, taking the state’s tally to 3118 cases-- 1991 active, 1113, 8 deaths (one not COVID related) and 6 migrated. According to Health minister, S. Pangnyu Phom, the 48 new cases were detected in Dimapur, 35 in Kohima, 3 in Zunheboto and 1 in Wokha. Further, out of the 3,118 positive cases, the distribution across various categories of people include 1,427 cases from the Armed Forces, 1,115 cases of Returnees, 319 traced contacts, 203 cases of Frontline Workers and 54 Others. D I M A P U R , AU G 1 2 (NPN): Department of School Education (DoSE) has issued a clarification in relation to its earlier notification on providing class-wise video lessons broadcasted through Doordarshan, YouTube and Facebook from May 1 to July 30 in pen drives at certain rates. The department stated that all video lessons have been made available for free access in its YouTube Channel and Facebook Page since May 1, 2020, adding that the same was also made available for free access through Jio TV with effect from August 10, 2020. The department said it had in its notification clearly stated that the pen drives would be issued to all government schools “free of cost” and no amount was

collected from them. The department stated that only those interested individuals/private schools wish to have the pen drives loaded with video lessons other than free of cost access methods could buy the pen drives through the portal ‘https://dosenl.in’ wherein they would be paying only for the hardware and copying cost of the videos and no profit was made out. The department further reiterated it was not compulsory for any individual/private school to buy the same. It said that duration of the video lessons ranged from 6 hours to 35 hours per class and the capacity of pen drives were 16 GB, 32 GB and 64 GB. Govt sanctions `326.41 crore to Nagaland D I M A P U R , AU G 1 2 (NPN): Central government has released Rs. 32641.66 lakhs (Rs. 326.41 cr) to Nagaland as the fifth equated monthly instalment of the post-devolution revenue deficit grant for the period 2020-21. This was part of total amount of Rs. 6,195.08 crore released to 14 states, including Nagaland, as recommended by the 15th Finance Commission. In a tweet Union Finance Minister, Nirmala Sitharaman said: “The government on August 11, 2020 released Rs 6,195.08 crore to 14 states as the fifth equated monthly installment of the Post Devolution Revenue Deficit Grant as recommended by the 15th Finance Commission. This would provide them additional resources during the Corona crisis.”

Tsg incident: Khango apologizes to CKS D I M A P U R , AU G 1 2 (NPN): Khango-led NSCN (K) has tendered apology to the Chang Khulei Setshang (CKS), the Apex body of Chang community, for the “unfortunate” incident that arose due to “internal conflict” within the group at Tuensang town on August 4, 2020. In an apology letter, “Lt.Gen.(Retd)” Khango assured that the group would initiate “benefiting action” against the accused as per the Azha. On August 5, 2020, the CKS, which held an emergency meeting over the killing of late Mulong Chang of Chendang village on August 4, 2020 at Tuensang town, resolved to dissolve the Chang Region of NSCN/GPRN (Khango) faction within the Chang soil with immediate effect. Manipur govt issues gag order on teachers of govt colleges Correspondents

I M P H A L , Au g 1 2 : Teachers of government colleges in Manipur have been restricted from expressing their opinions against government policies and programmess. An office memorandum issued by director Khumanthem Diana Devi of university and higher education of government of Manipur on Tuesday (August 10) imposed a restriction on government college teachers writing or expressing their views on government policies and programmes in the media. Staffs working in the university and higher education department are also included in the restriction imposed under section 9 of CCC (CCA) Rules, 1965. The memorandum observed that, on several instances, some government teachers have been writing or expressing their views on the government policies and programmes in the media. It said that it is likely to promote defiance of authority or amounts to adverse criticism of the government of the government policies or programmes. The memorandum informed government college teachers and other staff working under the

department that due approval from the competent authority should be taken before publishing or making statements regarding any government policies or programmes in the media. It warned that appropriate disciplinary action may be initiated against them as per the relevant provisions of CCC (CCA) Rules, 1965 in case they failed to comply. The directorate reproduced section 9 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965 in the memorandum. The rule states, “No government servant shall in (any radio broadcast, telecast through any electronic media) or any documents published in his own or anonymously, pseudonymously or in the name of any other person or in any communication to the press or in any public utterance, make any statement of fact or opinion: (i) Which has the effect of an adverse criticism of any current policy or action of the Central government or a state government; provided that in the case of any government servant included in any category of government servant specified in the second provision to sub-rule (3) of Rule 1, nothing contained in this

Manipur rebels announce total shutdown on August 15

IMPHAL, AUG 12: The Coordination Committee (CorCom) of six rebel groups in Manipur has called for an 18 and a half hours “total shutdown” in the entire state on August 15 as part of its boycott of the Independence Day celebrations . The shutdown will commence at 1 am till 6.30 pm on August 15, as per a statement emailed to media houses by CorCom on Wednesday. The statement informed that essential services like medical, electricity, water supply, fire service, emergency measures, media and religious activities will be exempted from the purview of the total shutdown. Like any other rebel groups in the region, the CorCom, an umbrella body of major rebel groups of the state resorting to armed struggle “to regain Manipur’s lost

freedom” for which it has been boycotting India’s Independence Day which is being celebrated on August 15 every year. The rebel groups, in the statement, stated that the day India celebrates its independence from British was a dark day for Manipur (Kangleipak) as it reminds the people the history of the erstwhile independent Kingdom. India’s independence has nothing to do with the people of the region who are living under the colonial rule of India for the last 71 years, it stated. It reminded that Manipur was forcibly merged to Indian Union on October 15, 1947. The statement further appealed to all the people in the region to “avoid the celebration and any activity in connection with it and show display with solidarity the struggle for freedom.”

896 security men COVID positive in Mnp Correspondent IMPHAL, AUG 12: Of the total 3982 COVID-19 caes in Manipur, 896 are Central security forces personnel posted in the state. A total of 41 new cases including seven personnel of the Central security forces were detected in the past 24 hours (till 5 pm of Wednesday), an official report in the state health department said Of the 34 new cases detected among the local populace, 27 were locals without any significant travel history. Including the new cases, the COVID-19 positive tally in Manipur rose to 3982 on Wednesday. Of these, 1739 including 724 security personnel were active cases as the recovered cases rose to 2231 after 76 persons were discharged after they recovered. The recovery rate of the state stood at 56.02%, the report said.

Woman member of poor family will get Rs 830 each month under Orunodoi scheme: Sarma

Guwahati, Aug 12 (PTI): The Assam government on Wednesday announced that a minimum sum of Rs 830 per month would be deposited in the bank account of a woman member of a poor family under its ‘Orunodoi’ scheme. Addressing a press conference here Finance minister Himanta Biswa Sarma said the state government aims to reach out to nearly 17 lakh families through this Direct Benefit Grant (DBG). The state budget had already earmarked Rs 2,800 crore for ‘Orunodoi’ and it plans to spend Rs 210 crore each month under this scheme. “There are many schemes for poor families but for availing these, people have to go to different government offices and so we decided that there should be one scheme and in the next five years, all government schemes will be implemented under the Orunodoi”, he said. There will be two components - the first will be fixed at Rs 830 and the second will be variable, according to the situation the family faces, like on

Assam flood: 3 districts remain submerged

Guwahati, Aug 12 (PTI): Dhemaji, Baksa and Morigaon districts of Assam continued to remain submerged on Wednesday, even as floodwaters receded from most parts of the state, according to an official bulletin. At present, 14,205 people are suffering due to the deluge in these three districts while 7,009 hectares cropland is affected, according to the daily flood bulletin of the Assam State Disaster Management Authority (ASDMA). Dhemaji is the worsthit district with 12,908 people affected, followed by Baksa where 1,000 people are suffering, and Morigaon with 297 people hit by the calamity. On Tuesday, 13,800 persons were reported to be affected across the three districts. The total number of

people losing their lives in this year’s flood and landslide stands at 136 across the state. Of them, 110 persons were killed in floodrelated incidents and 26 died in landslides. Altogether 81 villages are under water and most of them are in the Dhemaji district, the ASDMA said. The mighty Brahmaputra is flowing above the danger mark at Neamatighat in Jorhat district, while its tributary Jia Bharali is flowing above the red mark at NT Road Crossing in Sonitpur. Embankments, roads, bridges, culverts and other infrastructure were damaged in Bongaigaon and Baksa districts, the bulletin said. One of the ten forest camps is submerged in rhino habitat Pobitora Wildlife Sanctuary in Morigaon district, it added.

Accordingly, all regular passenger carrying trains originating from and coming towards N.F. Railway will also remain cancelled. Shillong, Aug 12 (PTI): Twenty-three more people, including 18 BSF personnel, tested positive for COVID-19 in Meghalaya, raising the state’s tally to 1,165, an official said on Wednesday. Of the fresh cases, 11 were reported from East Khasi Hills, 10 from West Garo and one each from North and South Garo hills districts, he said. “Eighteen Border Security Force personnel - eight from East Khasi Hills and 10 from West Garo Hills - are among the new patients. An employee of the Indian Air Force also tested positive for the disease,” Health Services Director Aman War said. Meghalaya now has 642 active cases, while 517 people have recovered from the disease and six died of it. East Khasi Hills district, of which state capital Shillong is a part, has the maximum number of active cases at 433, followed by Ri Bhoi at 92 and West Garo Hills at 82, he said. “Of the 433 active COVID-19 patients in East Khasi, 166 are security personnel,” War said.

Tripura has 47 elephants: Official AGARTALA, AUG 12 (PTI): The number of elephants in Tripura has gone up from 38 to 47 as per the latest census report, a senior Forest official said on Wednesday. Elephants are mostly found in Khowai and Gomati districts of the state, Chief Wildlife Warden Dr D K Sharma said. In 2002 Tripura had 38 elephants but the lastest survey this year found 47 elephants, he said. “In the latest survey this year it was found ... that the number in elephants in Khowai district is 22 while it is 25 in Gomati district. Elephants are mostly found in these two districts”, Sharma said. The Chief Wildlife Warden said the erection of barbed wire fencing along the 856-km long long border with Bangladesh has stopped the migration of elephants to the neighbouring country. A forest department official said some 40 to 50 years ago, elephants were even seen on the streets of Agartala but their numbers started declining with the cutting down of forests for construction of a hydel power project on river Gomati. There was a time, according to British surveyor John Hunter’s report, when elephants outnumbered humans in the state during the British rule. With the loss of their

Anjaw district reported the highest number of fresh infections at 27, followed by Capital Complex (19), West Siang (16), Lohit (12), Papumpare (eight), East Siang (six), Changlang (four) and East Kameng and Lower Dibang Valley (two each), the official said. “Sixty-one paramilitary personnel, including 27 in Anjaw district, 14 in West Siang, seven in Papumpare, six in Lohit, five in East Siang and two in Changlang, are among the new patients,” State Surveillance Officer Dr L Jampa said.

Will oppose any territorial changes: AAPSU on Naga talks Itanagar, Aug 12 (PTI): The AAPSU appealed to the Centre on Wednesday to keep Arunachal Pradesh away from any kind of “territorial changes” while finding a solution to the decades-old Naga political problem. The All Ar unachal Pradesh Students Union (AAPSU) stated that the talks should not affect the state and its people in any way. We welcome the initiative taken by the successive governments in resolving the Naga issue. However, we would also like to make it clear that the indigenous people of Arunachal Pradesh will strongly oppose any attempts made to change the territorial jurisdiction of the state or any kind of administrative, political or other interventions while reaching a final solution to the decades-old insurgency problem in Nagaland, it

Preparation on to cap damaged OIL well spewing gas Dibrugarh, Aug 12 (PTI): Preparations are on to cap the damaged OIL well at Baghjan in Assam, which has been spewing gas uncontrollably for 78 days, the PSU said. Two attempts to cap the well, which is situated in Tinsukia district, made in a fortnight have failed. A release by the oil exploration major said enlargement of the flange bolt hole of the 11 inch spacer spool has been completed overnight at its central workshop and it has been transferred to the well site early Wednesday morning, said a release of the oil exploration major. Connection of this new spacer spool with the capping blow out preventer (BOP) stack is in progress. Following this the BOP stack shall be pressure tested again, the company said. A BOP is a very heavy metal cover weighing several tonnes that is placed at the mouth of any gas or oil well to stop leakage of the fuel from under ground. Rigging up of the repaired bull lines with the Athey wagon, the equipment for fighting oil-field fires, is also in progress at the site. The Athey wagon

will be load tested. Stating that all safety precautions are being maintained and are in place, the release said all efforts are being taken to control the well at the earliest. It said a total of 2756 families have been surveyed till August 11 in Doomdooma and Tinsukia Circle for assessment of damage for compensation. The company also said that oil and gas production

still continues to be affected due to forceful closure of few oil and gas wells connected to Baghjan EPS. Drilling and workover operation also continue to be affected at few of the locations due to forceful closure of operation. About impact on oil and gas production due to protests, blockades and bandhs staged in and around Baghjan area since May 27 due to the blowout, the

release said 26280 metric tonnes of crude oil and 63.04 million metric st. cubic meter of natural gas have been lost. Meanwhile, the environmental impact assessment study on various parameters are being carried out by TERI, ERM, CSIR-NEIST, IIT-Guwahati apart from OILs in-house monitoring of air quality, noise level, gas presence.

Rajasthan crisis ebbs

A

lmost a month after the Congress party government in Rajasthan nearly went the Karnataka and Madhya Pradesh way, somehow the arithmetic didn’t work for BJP to launch its ‘Operation ‘Kamala(Lotus)’. The Rajasthan Congress government was tottering with chief minister Ashok Gehlot fighting to keep his flocks after deputy chief minister Sachin Pilot rebelled. Gehlot, the old political warhorse went all out against his former deputy who had the tacit support of BJP. Gehlot had to face hurdles from the state Governor on one hand and court intervention against disqualifying the rebel MLAs on the other. In the end and after much heat in the media and in the court, Pilot finally decided to call a truce through the good offices of the Gandhis. The factors that led to Rajasthan crisis was the same that had led to downfall of Congress governments in Karnataka and Madhya Pradesh. In Karnataka, former Congress chief minister Siddaramaiah openly criticised the party’s coalition chief minister H.D.Kumaraswamy to such, that the latter openly wept in front of media that he wasn’t being allowed to function. Ego clashes within Congress members vying for ministerial berths was another cause. In Madhya Pradesh, the open rivalry between old Congress warhorse and chief minister Kamal Nath and emerging young leader Jyotiraditya Scindia effected ‘Operation Kamala’. The Congress government had 114 MLAs but after 22 Scindia loyalists resigned its numbers went down to 92 giving the BJP with 107, a majority. During the face off in Rajasthan between Gehlot and Pilot, there was much badmouthing going on, especially from Gehlot. The flashpoint came when Pilot received a notice from the special operations group (SOG) of the state police to record his statement regarding the alleged attempts to topple the Congress government in the state. Pilot was rightly incensed and after more than one and half year of being sidelined and often humiliated by Gehlot, he had no other way but to go towards the exit door. Unfortunately, when things were brewing, none of the Gandhis did anything to ensure that the old warhorse did no further damage. Now that Pilot has agreed to return back on the strength of assurances from Priyanka and Rahul, back in Rajasthan Gehlot won’t be too pleased with the homecoming. He has been bad-mouthing Pilot without naming him earlier during the height of the crisis, when he said: “being fluent in English or having a handsome personality doesn’t mean everything. What matters is one’s conviction, dedication and commitment to ideals and country.” On his part, Pilot has never responded in kind by attacking Gehlot. Ashok Gehlot is not naïve or timid; he is a veteran in the art of survival in facing his adversities. He has the Gandhi siblings under his spell and like a skilled conductor, has managed to have them on his side at decisive moments. This had unfortunately made Gehlot arrogant, uncompromising and arbitrary in his dealings. It is unlikely the Rajasthan crisis will end so soon given the fact that Gehlot has already fired his salvoes and would not think twice to cut to size an emerging and popular young leader. And that is a constant problem for the Congress in Rajasthan and next, perhaps Chhattisgarh.

Noklak-The nascent district of Nagaland

N

oklak the 12th District of Nagaland was established on 21 Dec 2017 and eventually became a reality on 06 Aug 20 - a red letter day for the district, when the newly appointed DC and SP took charge of their duties and an elusive dream of the populace of a remote and an underdeveloped area became a reality. The Khiamniungan Tribe are the natives of most of the Villages in Noklak District whereas the Chang Tribe dwells in the villages located in the Chingmei Range to the North. The District Headquarters located at Noklak Town can be approached from Tuensang via Chendang Saddle on NH 202in approximately 3 hours. The Patkai Mountain Range lies to the East and the watershed forms the demarcated Indo-Myanmar Boundary. The villages that are strung along the Indo-Myanmar Border are Noklak, Pangsha, Wenshoi,Nokyan, Nokhu, Panso, Chuklangan, Wui and Thonoknyu. Pangsha Village (barely 2 Kms from the International Border) is located 13 Kms from Noklak Town and has great historic relevance. In 1957 before formation of the Nagaland State when the region was part of erstwhile NEFA, the village was attacked by Myanmar based rebels. The fearless Khiamniungans villagers armed with a few weapons

were able to repulse the attack and defend the villagers successfully. This incident became the turning point in Village Defence and the birth place of the Village Guards. Also due to its easy accessibility it was the venue of numerous meetings between the representatives of Government of India and the Myanmar based Naga rebels as a prelude to the signing of the Shillong Accord in 1975. The Shillong Accord was signed in 1975 but a faction had reneged as such the deployment of the Security Forces continued in Nagaland. As a young officer, I was fortunate to be deployed at a Combined Army & Assam Rifles Post at Chuklangan Village. The road from Chendang Saddle to Noklak was not metaled and non-skid chains were fixed on wheels to prevent vehicles from getting bogged down during monsoons. Noklak was the Road head and only foot tracks emanated to the various villages, except Pangsha which had a connecting fair weather track for light vehicles till just short of the Village. The approach to Chuklangan was via Nokhu Village and it took over six hours trek through forested hilly track covered with dense bamboo and cane vegetation. Chuklangan was a unique village as it was located in a Valley whereas most Naga Villages

are on Hill tops. As such the water source was nearby. The name if we break-up into Chok (Deer) and La (Taken away by the River) The folklore says probably a deer was swept away in the river and village named after the incident. From the village two Tracks led to the International Boundary; one to the North East through Bamboo Forests was a shorter route and took two hours to the Boundary Pillar, whereas the other to the South East was a longer one and took three hours to the Boundary Pillar. Due to provisions of Free Movement Regime (FMR) trans-border movement of villagers was permitted. Khiamniungan Nagas of Myanmar used to bring Fowl in wicker baskets slung on their backs for barter trade and return after few days after collecting their requirement of Tea, Salt and Iron(for making dahs or implements) in exchange. Comparatively the movement was lesser to Myanmar of Villagers residing in India. The documentation regarding their arrival/departure was done at the Office of EAC Office Noklak. The Chuklangan Post was air maintained by Dakotas from Jorhat but due to its peculiar location in a bowl surrounded by hill, the Dropping Zone was at Wui Village to the South about 5 Kms away. Casual Porters were authorized to be em-

ployed to ferry the Rations from Wui to Chuklangan. Our interaction with the villagers was limited due to use of sign language as we could converse only through the Dobashi, the Pastor or the School Teacher as the Villagers could not converse in Nagamese. The Gaon Burra (Village Headman) was Mr. Palu and who was also the Commander of the Village Guards armed with .303 Rifles. There was another villager Mr Yamda who also acted as an Interpreter. Whenever there was a VIP visit the Village Guards presented a Guard of Honour to the visiting dignitaries at the Helipad along with the school children who would render the National Anthem despite not studying the Hindi Language. The Khiamniungan villagers are gifted artisans and wove magical bamboo products. Naga Cross bows of Chokla, Spears made at Pangsha and Dahs made at Wui were very popular crafts choices as mementoes for visitors. During the day time we conducted regular Patrolling to keep the area safe while the Villagers worked in their fields. At times we stopped to listen to the mesmerizing and melodious farming group songs and admired the community spirit of the Nagas. On Sundays I would invariably participate in the Morning Church Service and after

customary request of Pastor also deliver talk to the Villagers about need for maintenance of hygiene and sanitation, importance of education for children, dangers of forest fires from ‘jhooming’ and conservation of wildlife. At night the Ambush Parties were deployed on approaches towards the International Boundary to deter movement of undergrounds from Myanmar. The silence of the night was disturbed only by the sounds made by wild animals like Hyenas, Wild Boars, Barking Deer and the stray Mithuns that used to jump over the perimeter bamboo fence of the Post. The Area between Chuklanjan and Wui towards the Watershed was covered with dense primary forest and were rich in spices in the wild like Cinnamon, Cardamom, Basal Leaves and Ginger. Our Battalion with Headquarters at Shamator and posts in Khiamniungan Villages of Pangsha, Wenshoi Nokhu and Wui remained deployed for a year. Due to our alertness and rapport with the villagers we were successful in ensuring peace and tranquillity in our Area of Responsibility, though violent incidents did occur in contiguous areas to the North and South. I am reminded of an incident at Chuklangan when I had sprained my ankle and could hardly walk

and there was an impending VIP Visit. With No doctor available at the Post the School Teacherreferred me to the Village Witch Doctor. After the School Teacher had explained to her the ailment she examined my ankle and pulled and pressed it at various places which was quite painful after that she explained to the School Teacher about the follow up treatment. A paste of the herb was wrapped around the ankle and to my relief I was perfectly alright in two days ready to receive the VIP. Later from the smell of the paste I discovered that the Herb was nothing else but Ginger, which was available in abundance at Chuklangan. Such was the magical powers of the Witch Doctor ! 25 years later I again got an opportunity to serve at Tuensang and my visit to Noklak ignited my reminiscences of my days at Chuklangan Village. y dear Naga brothers and sisters, I am very much delighted to convey my best greeting to everyone of you on74th Anniversary of our Naga’s Independence day and I thanked our almighty God for permitting me to stand before you on this Red Letter Day for the Nagas. And let me tell you some facts about our Nagas in the past. Prior to the advent of the British the Nagas have neither king nor governing body to rule over them, yet all villages have their own Sovereign Republic that no superior village or superior community rules over small village and small community. The Naga Nation although small and people were illiterate, it might have being protected by God and thus no Nation conquered nor rule over the Nagas in human history. When the Ahom king came to Assam from Myanmar (Burma) in the 13th century A.D through Naga country, Nagas fought against Ahom king and defended their territory. The Nagas relentlessly fought against intermittent warfare against the British from 1832 to 1879 and peace were concluded with them in march 1880 but the Nagas refused to enter any written Agreement or treaty which might tantamount to surrender their sovereignty. In 1918 the Naga Club was formed and through which a memorandum was submitted to the British statutory Simon Commission on 10th January 1929 stating to leave the Nagas alone to determine for themselves as in Ancient time. In 1946’ when the imminent withdrawal of the British Government from South East Asia colonial Countries, the Naga National Council(NNC) was formed on 2nd February 1946 to voice for the future of the Naga peace. Soon as its formation, the NNC submitted Memorandum to the British cabinet commission ( camp New Delhi) on 9th April 1946 stated that” the future of the Nagas would not be bound by any arbitrary decision

of the British Government” and no recommendation would be accepted without consultation. Again on 29th march 1947 the NNC submitted another memorandum to the Prime- minister of British Mr. Clement Atlee (who was a member of Simon Commission 1929) stating “The Nagas could not be thrown into the sea of Indian Politics”. A copy of the 1929 memorandum was also enclosed with. In May1947, Indian National Congress( INC) delegation came to Kohima and offered an autonomous state to the Nagas and asked to join the Indian Union. The Nagas rejected the offer saying the Nagas were Sovereign Independent before India became Independent. To make the India leaders on the Naga National stand, the NNC sent its delegation to New Delhi, the delegation met the Indian National leader Mahatma Gandhi on 19th July 1947 and told him the Nagas are not Indians and the Nagas territory does not belong to India and as a main point the delegation told him that the Nagas will declare Nagaland Independence on 14th August 1947 to which Mahatma Gandhi said, the Naga have every right to become Independent outside India. We do not want the British and they are going, if you said, you are not Indians and your country does not belong to India, then the matters ends there. Nobody will force you to join the Indian Union, you can even declare your Independence today. Therefore, the Naga National Council declares Naga Independence on 14th August 1947 to the outside world. And also on 24th January 1950, the NNC declared the Nagas didnot accept the Indian constitution .The Indian constitution became law only on 26th January 1950. Moreover, the NNC conducted the Naga National voluntary Plebiscite on May16,1951 in which 99.9% of Naga people voted to remain Independent as in

s a concerned Naga senior citizen I’m impelled to take this moment to acknowledge the Naga Hoho for their indefatigable support on the impending Indo-Naga political issue. The reason I put down this brief opinion about Naga Hoho is because of the indispensable responsibility and role to be played by the Naga Hoho at the outcome of the much awaited Indo-Naga political settlement. Which will take place in one form or another depending on how far the Government of India is prepared to build a new relationship with the Naga people? As we all know that, the present peace talks has to deliver political solution that will cover all the contiguous Naga territory under India’s forceful occupation. Naga Hoho being the only Apex Naga civil body that represent all the Nagas irrespective of artificial boundaries needs our encouragement and not otherwise. The expedition of Naga Hoho as I observed since its inception and till today has come a long way despite of the never ending hiccups due to tribalism, groupism and regionalism inherent in the Naga society. Something every Naga citizens has contributed consciously and unconsciously and therefore, on this part we all have fallen short of being dignified as a “noble citizen” of Nagaland. In our greed to accommodate personal agenda and the never satiating thirst to control everything under the sun we have manipulated with vested interest into that of a “Naga problem” undermining the whole purposes, objectives and interest of Naga Hoho. We are in a situation where the ethics of listening and reasoning together is replaced with the chaotic race to overthrow one another drunk with self righteousness. This is such a shame which should be immediately self corrected and

eradicated at the earliest. Naga Hoho carries the burden of purposes, spirit and sentiments of all the Naga people and it will be devilish and an act of self betrayal to compromised or deviate from that cause. The movement for Naga integration and to live together all the Nagas under the same administration is the noblest objective of the Naga Hoho. We should be thankful to all the leaders who have served Naga Hoho in different capacities for their resoluteness and time tested political integrity in taking forward the interest of all the Nagas thus far. Despite of the never ending attempts to dislodge and destroy the very foundation of the Hoho by those elements averse to the success story of Naga hoho painstaking effort, the consistent activism for Naga unity and lasting political solution is paying off. The challenges ahead as Naga Hoho lead the Naga people to enter the new political dispensation will require unadulterated blessings and, an all out effort of every Naga political leaders, Churches, Naga intellectuals, Students, men and women and every countrymen of this God gifted Nagaland. Let us not be carried away by our transitory personal ambitions, but rather dwell together to the common good, interest and objectives that will strengthen the brotherhood of our people and towards resolving the long Indo-Naga political negotiation in the best way. Let us keep aside the efficiency in creating reactionary bodies but, let us nurture what we already have in the name of Naga hoho. The policy of the NNC was non-violent but Indian Prime-Minister Shri Jawaharlal Nehru sent the Armed Forces of India to Nagaland in 1954 and started war against the Nagas thinking he could force the Nagas to join Indian Union at gun point. Again the Nagas firmly decided not to surrender their sovereignty at any cost and took counter violent for self-defense measure. During that time the Nagas have suffered a lot in the hands of Armed Forces of India, some had lost their precious lives for the sake of our Naga Nation. But unlike in the past days, now Naga People want to live in Peace. Accordingly on behalf of Naga People NSCN(IM) headed by its General Secretary Th. But with just two days to go before the assembly session, the party is taking no chances, deciding to keep them together at a resort in the state capital. The MLAs in the Gehlot camp were on Wednesday flown back to Jaipur from Jaisalmer, where they were together at another hotel. They were taken straight from the airport to the Fairmont hotel on the outskirts of the city, where they had stayed before being moved to Jaisalmer. The MLAs – mostly from the Congress and some allies – are expected to remain there till the assembly meets on August

The Congress crisis in Rajasthan appears to have ended with the intervention of the top leadership of Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra who met rebel leader Sachin Pilot earlier this week Pilot had openly rebelled against Gehlot last month along with 18 other Congress MLAs. He was then sacked as deputy chief minister and the party's Rajasthan chief. Meeting reporters in Jaisalmer, Gehlot said he had urged the MLAs to bear with the develoipement, while acknowledging

that it was “natural” for them to be upset. “Forget and forgive and move on in the interest of the country, the state, the people of the state and democracy. Democracy in under threat. This was a fight to save democracy, in which our MLAS gave their support,” he said. At earlier Congress Legislature Party meetings, the loyalist MLAs had called for disciplinary action against the dissidents who defied party whips while demanding a change in the leadership in the state. Gehlot had himself

called the now sacked PCC president “useless”, using the derogatory Hindi word “nikamma” for Sachin Pilot. "It is natural for them to be upset. The way this episode happened, they had to stay in hotels,” he said Wednesday, in an apparent reference to the previous evening's Congress Legislature Party meeting in Jaisalmer. “I have exhorted them that in the interest of the country, state, people of the state and for saving democracy, sometimes we have to bear this,” he said. He said that more than 100 MLAs stayed together for such a long time, which is a big thing in itself and had never happened in the history of the country. The chief minister said all MLAs, including those who have “returned” now, will work together to fulfil the commitments made to the people of the state. In Jaipur, as the loyalist MLAs headed to the Fairmont hotel, Transport Minister Pratap Singh Khachariyawas confirmed that they are not happy with

the turn of events. “Yes, several MLAs said they are upset and saying this is their right,” he said, while reminding that a decision has already been taken by the party high command. AICC general secretary Avinash Pande, who too came to Jaipur from Jaisalmer, said the MLAs remained united. The Gehlot government will complete its fiveyear term, he said. “We will also win the next assembly elections in 2023.” Inde pendent MLA Sanyam Lodha said the dissident MLAs have returned unconditionally. Congress deputy chief whip Mahendra Chaudhary called the events a victory of the Congress and the BJP's defeat. The party had alleged that the BJP was trying to topple the Gehlot government by trying to lure away Congress MLAs. The MLAs in the Ashok Gehlot camp had moved into the Fairmont hotel in Jaipur on July 13 and were shifted to Jaisalmer's Suryagarh hotel on August 31.

NEW DELHI, AUG 12 (PTI): Perhaps for the first time in its 167-year-long history, the Railways has refunded more than it has earned from ticket bookings, registering a negative passenger segment revenue of Rs 1,066 crore in the COVID-19-hit first quarter of 2020-21, an RTI query has found. The freight earnings, however, during the period managed to hold ground, according to the RTI reply provided by the Railways to Chandra Shekhar Gaur, a Madhya Pradesh-based activist. The first three months of this financial year, when the Railways had to suspend all its regular passenger services due to the coronavirus travel restrictions, the national transporter’s revenue was in the negative -- Rs 531.12 crore in April, Rs 145.24 crore in May and Rs 390.6 in June (all in negative), the RTI reply said. “The minus figures are being shown due to the fact

that the value of refunds is more than the value of tickets booked,” said Railway spokesperson DJ Narain. An official explained that due to the suspension of services, tickets booked for travel in April, May and June were offered refunds, while fewer tickets were booked during these three months due to the restrictions. The Railways has cancelled all regular passenger services indefinitely. In the first quarter of the 2019-20 fiscal, the Railways had earned Rs 4,345 crore in April, Rs 4,463 crore in May and Rs 4,589 crore in June. The Railways has said that due to the pandemic, it is envisaging a loss of around Rs 40,000 crore this financial year. “Passenger revenues of Railways are naturally expected to be low this year due to suspension of most of the services due to COVID19 pandemic,” Narain said. However, freight traf-

fic seems to have recovered somewhat since the Railways has been the preferred mode of transportation for ferrying essential during these months. In April 2020, the freight earning was Rs 5,744 crore, in May it was 7,289 crore and in June the number stood at Rs 8,706 crore. In the first quarter of last fiscal year, it earned Rs 9,331 crore in April, Rs 10,032 crore in May and Rs 9,702 crore in June. Narain said the Railways’ freight operations during the last two weeks are higher than the last year’s corresponding figures for the same period. “This is a very encouraging and positive sign for the things to come,” he said. A concerted effort by railway officials and better management practices will ensure that revenue lost in passenger segment is significantly offset by an outstanding freight performance, Narain said.

Book titled ‘The Destiny’ released in Kohima

DIMAPUR: eBook titled “the destiny” written by senior journalist Oken Jeet Sandham was released by Nagaland Press Association (NPA) president, H Chishi at the Tibet Kitchen on August 12. According to a press release by organisers, Sandham said that he wrote the book on his wife Aneile Kenye who was discharged from the ICU, Naga Hospital Authority Kohima (NHAK) on March 30, 2020, after staying there for more than 10 years. While sharing about his wife’s stay at the hospital, Sandham said that the outbreak of COVID-19 changed the course of their life and that her discharge from the ICU, NHAK on

March 30, 2020 brought her the destiny to unite himself with his children. He further added that this turn of event influenced him to write a book on her. Appreciating the author for writing on his wife, Chishi recalled his association with the author for more than two decades and said that the author’s patience and perseverance while his wife was in the ICU for more than a decade exhibited in many ways. NEW DELHI, AUG 12 (PTI): The Supreme Court is scheduled to hear on Friday a plea which has sought a direction to the Centre to appoint a commission, headed by a retired apex court judge, for inquiry into the alleged mismanagement of the COVID-19 pandemic in the country. The petition has alleged that the Centre failed to undertake timely and effective measures for containing transmission of the virus and an independent inquiry by a commission, appointed under the Commissions of Inquiry Act 1952, was essential to inquire into the “lapses”. As per the cause list uploaded on the apex court

website, the plea, filed by six petitioners is scheduled to come up for hearing on August 14 before a bench headed by Justice L Nageswara Rao. The petition, filed through advocate Prashant Bhushan, has claimed that the Centre’s response to the pandemic and its “deleterious impact” on the lives and livelihoods of the citizens is a “definite matter of public importance and warrants appointment of a commission” under section 3 of the Act. The plea has claimed that the nationwide lockdown, which had commenced from March 25, and the manner in which it was implemented has had

a “devastating impact” on jobs, livelihood and the overall economy. It alleged that the nationwide lockdown, which was announced on March 24, was “arbitrary, irrational and without due consultation with experts or state governments”. It alleged that the authority has also failed in drawing up national plan and issuing guidelines for providing minimum standards of relief to vulnerable sections of the society under the Disaster Management Act 2005. The plea alleged that there was delay in ensuring adequate supplies of personal protective equipment for safety of healthcare workers during the pandemic.

NPF to boycott one-day NLA session (From p-1) Thereafter, leader of opposition TR Zeliang had on July 25 proposed to the speaker extension of the session “by a few more days wherein the second day of the session can commence in the month of August as deemed convenient post recess.” However, when this suggestion too was not accepted, Zeliang wrote to the governor seeking extension of the business session to three days on August 1. He was admitted to the hospital in Delhi cantonment on August 10 and was operated for removal of a clot in the brain. "Shri. Pranab Mukherjee's health condition continues to remain critical. Presently he is haemodynamically stable and on a ventilator," a statement from the hospital said. The condition of the former president had worsened on Tuesday and he had not shown signs of improvement, the doctors attending on him said. BENGALURU, AUG 12 (PTI): Three people were killed after police opened fire to quell a mob that went on a rampage in a city locality irked over a social media post allegedly put out by a Congress legislator’s relative, with the Government terming the violence as a “well-planned act.” “Three people have died (in police firing),” Bengaluru Police Commissioner Kamal Pant told PTI. Further, 110 people have been arrested in connection with the rioting at Pulakeshi Nagar here. Scores, including around 50 policemen, were injured in the violence that erupted on Tuesday night and continued till the wee hours of Wednesday, apparently triggered by the online post. By naming the 55-yearold lawyer and moderate Democratic politician from California as his vice presidential candidate, Biden made history by selecting the first Black woman to compete on a major party’s presidential ticket. Harris, whose father is from Jamaica and mother an Indian, is currently the Senator from California and has been described as a trailblazer by Barack Obama, the first Black-American president. Biden, 77, made the announcement in a text message to his supporters on Tuesday, ending days of suspense. It came about a week ahead of his virtual Democratic National Convention that would formally nominate Biden as the party’s candidate for the November 3 presidential election, challenging incumbent President Trump, a Republican. “Joe Biden here. Harris held the first event of her 2020 presiden-

tial campaign in Washington from the campus of Howard University, from which Harris earned an undergraduate degree in 1986. While she supports broader immigration overhaul legislation, she also contends that the deferred action for immigration enforcement against some immigrants could be substantially expanded even without congressional action. Harris batted for H-4 work visas which mainly impacted Indian spouses. During her presidential bid, she advocated for a proposal to direct the Department of Homeland Security to provide retroactive work authorisation for immigrants who came to the US as children often referred to as Dreamers. M O S C OW, A U G 1 2 (AGENCIES): Russia said on Wednesday the first batch of its Covid-19 vaccine would be ready for some medics within two weeks and rejected as “groundless” safety concerns aired by some experts over Moscow’s rapid approval of the drug. President Vladimir Putin said on Tuesday that Russia had become the first country to grant regulatory approval to a COVID-19 vaccine, after less than two months of human testing. The vaccine has not yet completed its final trials. Only about 10% of clinical trials are successful and some scientists fear Moscow may be putting national prestige before safety. “It seems our foreign colleagues are sensing the specific competitive advantages of the Russian drug and are trying to express opinions that in our opinion are completely

groundless,” Health Minister Mikhail Murashko said on Wednesday. TEHRAN, AUG 12 (AP): Iran’s president and foreign minister lashed out on Wednesday at a revised proposal by the US that would extend a UN arms embargo on Iran indefinitely, the latest in the Trump administration’s maximum pressure policy against Iran. The US on Tuesday circulated the revised draft at the UN, seeking to gain more support in the 15member Security Council where veto-wielding Russia and China have voiced strong opposition. The revised draft, which eliminated some provisions from the earlier version that diplomats said went beyond the extension of the arms embargo, may be put to a vote as early as Friday. COLOMBO, AUG 12 (PTI): Sri Lanka’s new Cabinet, including four members of the powerful Rajapaksa family, took oath on Wednesday with President Gotabaya Rajapaksa retaining the key defence ministry while the finance portfolio went to newly-elected Prime Minister Mahinda Rajapaksa after their party won a landslide victory in parliamentary elections last week. President Gotabaya administered the oath of office to the 28-member Cabinet which is two less than the 30 allowed by the Constitution. He also appointed 40 state ministers.
