Don’t be distracted by contentious issues: Prez mitment, who contributes to society by being true to a professional ethic, be it the doctor’s ethic, the nurse’s ethic, the teacher’s ethic, the public servant’s ethic, the factory worker’s ethic, the business person’s ethic, the ethic of those who have to care for ageing parents - each of these and many others are in their own way upholding the values of freedom. “I would argue that every Indian who does not jump the queue and respects the civic space and rights of those ahead in the line also lives up to the principles of our freedom struggle. It’s a very small gesture. Let us try and abide by it.” Kovind said the freedom that came at midnight on August 14-15, 1947 was the result of years and decades and centuries of sacrifice and valour on the part of India’s ancestors and freedom fighters. “They could easily have compromised and settled for some personal benefit, but they did (Cont’d on p-11) not”.

SC to hear plea against AFSPA dilution on Aug 20

NEW DELHI, AUG 14 (IANS): In the midst of the BJP’s push for “One Nation, One Poll”, the Election Commission on Tuesday appeared to rule out simultaneous polls to assemblies and the Lok Sabha given the present logistics and constitutional provisions. Chief Election Commissioner O.P. Rawat said, however, the commission would continue to deliver its responsibility of conducting polls whenever the term of a state assembly comes to an end. “On the issue of One Nation, One Poll, the commission had given inputs and suggestions in 2015 itself. Logistics arrangements with reference to 100 per cent availability of voter verified paper audit trail (VVPATs) will be a constraint,” Rawat told the media. He also said if the term of some state assembly needed to be curtailed or extended then a constitutional amendment would be required. Other requirements of additional police force and polling personnel was also needed. “The commission will continue to deliver its re(Cont’d on p-5) sponsibility of conducting

NEW DELHI, AUG 14 (IANS): Supreme Court will hear on August 20 a plea by a group of serving Army officers against the dilution of Armed Forces (Special Powers) Acts (AFSPA) that gives immunity to military personnel from prosecution for actions in disturbed and insurgencyhit areas. A bench headed by Chief Justice Dipak Misra agreed to hear the plea after advocate Aishwarya Bhati sought an early hearing. The petitioners have sought specific guidelines to protect military personnel from criminal proceedings for bona-fide actions done in the discharge of official duties in areas infested with insurgents and witnessing proxy wars against India. Drawing a distinction between routine policing and military operations in disturbed areas, they contended that absolute protection for bona-fide actions of soldiers in extraordinary situations is imperative to enable them to carry out their duties effectively and efficiently.

NEW DELHI, AUg 14 (IANS): Asserting that India was at the cusp of achieving many of its long-awaited goals, President Ram Nath Kovind on Tuesday said “contentious issues and extraneous debates” should not distract the people. In his address to the nation on the eve of 72nd Independence Day, he referred to various issues and said these may have held true 10 or 20 years ago or even earlier to some extent but “even so we are at a juncture in our history that is different from any period that we have so far experienced”. “We are at the cusp of achieving many of our long-awaited goals. Universal access to electricity, the elimination of open defecation, the elimination of homelessness, the very elimination of extreme poverty is achievable and attainable. We are at a pivotal moment. Let contentious issues and extraneous debates not distract us,” he said. Kovind said if freedom was defined in narrow politi-

cal terms, then August 15, 1947 marks a closure. “But freedom is a broader concept. It is not fixed and finite. Freedom is a constant and relentless endeavour. Even decades after 1947, each one of us can contribute in the manner of a freedom fighter. We can do so if we expand the frontiers of freedom and of opportunity for our fellow Indians and our beloved India.” Referring to the resolve of various sections in nation building, Kovind said that the reality was that every Indian who does his or her job with sincerity and com-

Governor Acharya calls for public support to Naga peace process

D I M A P U R , AU G 1 4 (NPN): All Nagaland College Students’ Union (ANCSU) on Tuesday threatened to prevent movement of all government vehicles across the state from August 20, if their demands were not fulfilled. This was disclosed in a statement by ANCSU president Katho P Awomi and general secretary Vimeyiekho Vitso who also maintained that the college students consider or accept any verbal assurances. They said even if the meeting with the chief minister was inconclusive, the students were asked to attend regular classes. ANCUS also asked the college authorities to conduct all necessary examinations and activities within this week. During such time, ANCSU urged upon the government respond to their demand and give a written assurance in order to avoid confrontation. ANCSU has warned that in case the government failed to accept its demands within a week, it will be compelled to prevent movement of government vehicle and ignoring it would be at the government’s own risk. ANCSU further called upon all college students to be prepared to take part in the agitation.

DIMAPUR, AUG 14 (NPN): Nagaland Governor, PB Acharya has appealed to all sections of Naga people, particularly tribal hohos, civil society groups, NGOs, youth and hard-working womenfolk and farmers to come forward and support the ongoing Naga peace process with a spirit of understanding, brotherhood and unity. In his Independence Day message, the governor also hoped that people’s efforts would help Nagaland in scaling new heights of development, which would contribute significantly to the progress and prosperity of the nation. Commenting that Nagaland had indeed progressed in the last 54 years, he remarked that “our farmers” with organic produce have an opportunity of becoming members of cooperative movement and thereby become empowered financially and get a better price for their produce. He said the agro-climatic conditions in Nagaland provided commercial opportunities for agro-based and forest-based industries, horticulture, food processing, mining, tourism and handloom and handicrafts. NLRBA objects to paid parking on NL road DIMAPUR, AUG 14 (NPN): Nyamo Lotha Road Business Association (NLRBA) has objected to the decision of the Regional Transport Authority (RTA) Dimapur to initiate paid parking of Rs. 10 per hour for all categories of vehicles along Nyamo Lotha Road in Dimapur. In a press note, NLRBA general secretary, Khekishe Aye, pointed out that at present autorickshaws were allowed entry only for specific hours making it difficult for common people to shop at NL Road. On top of that, it said if the vehicles were charged Rs 10 per hour for parking then that would affect the business along the stretch. Further, NLRBA stated that for businessmen, who arrive early morning and park their cars until late evening, would have to pay at least Rs 120-150 per day for parking tax, which it maintained would take a toll on their daily expenses.

elections whenever the term of state assembly comes to an end,” Rawat said. The Chief Election Commissioner’s remarks come amidst the push by the BJP for simultaneous parliament and assembly elections over which the party President, Amit Shah, wrote a letter to the Law Commission on Monday. There was speculation that the ruling party could aim at limited simultaneous polls by either advancing the Lok Sabha polls along with assembly polls in states like Maharashtra and combine them with elections in Madhya Pradesh, Rajasthan and Chhattisgarh later this year. Or in the alternative, the year-end polls in Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram could be postponed till the Lok Sabha polls next year.

Congress dares PM to dissolve LS

Amid talks of simultaneous polls, the Congress has dared Prime Minister Narendra Modi to dissolve the Lok Sabha early and announce general elections along with polls in four

states where the terms of the assemblies end this year. Congress general secretary Ashok Gehlot Tuesday said postponing the upcoming state assembly elections and conducting these with Lok Sabha polls in 2019 is “not possible” under the Constitution or the law. He said elections in Mizoram, Rajasthan, Chhattisgarh and Madhya Pradesh will have to be conducted before the terms of these assemblies end. “There is only one way of holding simultaneous elections. The prime minister should dissolve the Lok Sabha and hold polls along with the four state assembly elections,” Gehlot told a press conference. Gehlot said the ‘one nation, one election’ slogan is just a gimmick to deflect attention of people from government’s failures. On the other hand, Congress legal cell head Vivek Takha said the party will move court if the government attempts to postpone upcoming state assembly elections. “This cannot be done without a constitutional amendment,” he said.

Re falls to historic low

M U M BA I , AU G 1 4 (AGENCIES): Reversing all its early gains, the rupee on Tuesday collapsed to a life-time low of 70.09 against the US dollar, falling 16 paise amid fears that Turkish economic crisis could lead to a global financial meltdown. This is the biggest single day fall for the rupee in the past five years. Previously, the rupee had dropped 2.4 percent or 148 paise in a single day in August 2013. The ongoing currency turmoil in Turkey has dampened investors’ sentiments globally.

KOHIMA/DIMAPUR/ MON, AUG 14 (NPN): Various Naga political groups (NPGs) Tuesday celebrated “Naga Independence Day” with patriotic fervour at their respective headquarters. Besides, Chakhesang Public Organization (CPO) and Naga Students’ Federation (NSF) also commemorated ‘Naga Independence Day’ at CBCK, Cezo Mepu, Billy Graham Road, Kohima and Dimapur Naga Students’ Union (DNSU) office Di-

mapur respectively. NNC, FGN the only ‘nationally-mandated’ institutions: Metha Addressing the 72nd Naga Independence Day celebration function held at Peace Camp, Chedema on Tuesday, the Federal Government of Nagaland (FGN) Kedahge ‘gen. (retd)’ Viyalie Metha asserted that Naga National Council (NNC) and FGN were the only two “nationally-mandated institutions” and established government of the Naga people to uphold the

Y.Wangtin Naga

historical and political rights of the Naga nation. He said NNC and FGN did not and would not recognise any faction or organisation that might commit Naga citizenship to any other country. Metha affirmed to stand in protecting Naga sovereignty and independence. Commenting on the issue of integration of contiguous Naga areas, Metha remarked that “Nagas were an integrated nation even before the official proclamation of their Federal Repub-

lic on March 22, 1956”. In this connection, he said Nagas had always been “an integrated nation occupying a continuous Naga territory throughout all the aeons of human history.” Kedahge said that NNC and FGN would consider any acts of integrating Naga territory under the constitution of any foreign country as “acts of treason against the nation.” In her presidential message, NNC president Adinno Phizo said the national foundation was laid by her organisation and, with the national foundation in place, Nagas had been able to uphold “our right up to this day.” Whether others acknowledge it or not, Nagas have a unique history because they never entered into any treaty that has bound them in any legal connection to any other country, she claimed.

Earlier, Metha unfurled the Naga national flag which was followed by the anthem. The cadres were presented with awards of recognition while various cultural troupes presented folk songs and dances on the occasion. Final solution as and when God is pleased with us: Khole NSCN (I-M) vice president ‘Gen. (Retd)’ Kholi, in his speech on the occasion of 72nd Independence Day, has asserted that final solution to the Naga political issue “will come as and when God is pleased with us.” Kholi’s speech was read out by NSCN (I-M) Kilo Kilonser, Hukavi Yepthomi, during the 72nd Independence Day held at Council Headquarters (CHQ) Hebron on Tuesday. Stating that Naga political struggle began with God and would be accomplished with God, NSCN (I-M) vice

president said they had done what they could in all these years of political negotiations with the Government of India, and there was not much to be done now. He, therefore, called upon the Nagas to examine their lives and see whether or not God finds reasons to be pleased with them. “Let us remind ourselves of the Gospel truth that, with God everything is possible, and that God is the answer to every problem of a believer,” he said. Reiterating that Naga history and political rights have been acknowledged and recognized by the government of India, Kholi, however, said the problem that still remained to be resolved was the danger of self-destruction. “Nagas are bound to perish together until and unless we realize that our greatest enemy is within ourselves in the form of egotism, jealousy, selfishness, hatred, self-righteousness

etc,” he remarked. (Full text on P-6) Naga Plebiscite will be basic foundation of any political solution: Neokpao In his 72nd Independence Day speech, GPRN/ NSCN president, “Gen. (Retd.)” MB Neokpao, asserted that the Naga Plebiscite of May 1951 would be the basic foundation of any political solution. Stating that the essence and spirit of Naga plebiscite was duly acknowledged by the government of India, Neokpao said “It is with this strength that we signed an Agreed position with the GOI on 17th Nov 2017.” Further, he stated that the November 17, 2017 Agreed position document bears testimony that the two entities, firmly retaining the essence of Naga plebiscite of 1951, were determined to take the “Indo-Naga” issue to a logical conclusion. Speaking at the occasion, Manipur Governor Najma Heptulla maintained that thousands of tourist visit France to witness the war memorials of the Western Front every year. She observed that similar number of tourists would also come to Imphal if the Government develops the capital city of Imphal as a tourist destination. The project which covers two sites – Kangla Fort in Imphal and Khongjom

– was taken up at an estimated cost of Rs 72.22 crore under the Union Ministry of Tourism. In the World War-II, two fiercest and significant battles were fought – one in the Western Front i.e. in France where Hitler was defeated and another in the Eastern Front i.e. in Imphal/Kohima, she said. Moreover, Indian Army flag was hoisted for the first time on the Indian soil at Moirang during World War-II. The Governor also said that she had written to the Prime Minister to include

Imphal in the list of iconic cities of the country. “There could be no other city in the country having so much of historical and cultural importance and many sporting talents,” she justified. In terms of connectivity, Heptulla said that several airline companies had introduced direct flights between Imphal and New Delhi. In his address, chief minister N Biren Singh appealed to the people of the state for creating an environment conducive for the growth of tourism sector. Stating that there is a strong need to realize that tourism

is one sector which could be heavily relied on to boost state’s economy, Singh said that development of tourism would also generate employment and create better livelihoods for the people. He added that the state government had submitted new proposals for potential projects which can be taken up under Swadesh Darshan 2018-19. These include development of infrastructure for Eco and Ethnic Park at Loktak Lake, adventure sports and eco-tourism at Mapithel and eco-tourism facilities at Sadu ChiruKangmong-Kanto.

He expressed hope that the newly inaugurated project would attract huge number of visitors to the State generating lots of revenue and income. Stating that 2017 was a very good year for tourism sector of the country, the Union minister said that the sector was now contributing over 7 per cent of the GDP of the country and 12.36 per cent in employment. “India is now one of the fastest growing tourism economies of the world,” he added. Gogoi slams Modi for silence Supreme Court to hear petition Tripura HC allows INPT to hold rally over rape case against Minister challenging dilution of AFSPA

Guwahati, Aug 14 (IANS): Former Assam Chief Minister Tarun Gogoi on Tuesday questioned Prime Minister Narendra Modi on his silence over the rape case against Union Minister Rajen Gohain. “The Prime Minister talks about ‘Beti bachao’. However, we need to save our daughters from BJP leaders. How can the railway passengers feel safe when the Minister of State for Railways (Gohain) is involved in rape,” Gogoi told the media. “A case stands registered against the Minister but Modi and the Bharatiya Janata Party are silent over the issue,” Gogoi said, adding that crime against women had increased across the state during the two-year BJP rule in Assam. “There should be a thorough inquiry into the rape charge but unfortunately the Assam Police is also

silent. Why does the Minister not deny that the voice on an audio clipping of a phone call is not his,” Gogoi tweeted on Tuesday. A woman from Nagaon district had on August 2 lodged an FIR against Gohain for allegedly raping her and her sister on the pretext of providing them jobs. The woman had later submitted a letter to police that she wanted to withdraw her complaint. The case against Gohain was however registered. An audio recording had later gone viral on Whatsapp, wherein the Minister

reportedly threatened her husband with dire consequences. Lok Sabha MP from Silchar and All India Mahila Congress chief Sushmita Deb also slammed the Minister. “How can he continue as the Union Minister? He (Gohain) must resign till the inquiry is over. The audio clipping also makes it clear that he has misused his powers to silence the complainant and her family,” Deb said. Deb also warned of a statewide agitation against Gohain if the victims were not given justice. “For now, we are not undertaking any major protest since work related to the National Register of Citizens is on and Section 144 of the CrPC has been imposed. However, if no action is taken against Gohain, we will launch a mass agitation,” the Congress leader added.

New Delhi, Aug 14 (Agencies): The Supreme Court on Tuesday, 14 August, agreed to hear a petition, filed by a group of over 350 armymen, challenging the dilution of AFSPA. The petitioner claimed that the prosecution of army personnel and security forces for encounters against insurgents will endanger the “national security”, The Times of India reported. A bench led by Chief Justice of India Dipak Misra agreed for an urgent hearing of the case on 20 August. The AFSPA, over the years, has courted controversy, for the near immunity that it grants to the security forces against prosecution for “excesses” committed during an operation. The forces have the power to prohibit a gathering of five or more people in an area, to use force, and to even open fire, after issuing a warning, if they find a person in violation of the

IMPHAL, Aug 14: On the eve of Independence Day celebration, an IED (Improvised Explosive Device) was found planted by the roadside along ImphalUkhrul on Tuesday. Official sources said that the IED was detected by a convoy of 17 Assam Rifles Tuesday evening, around 5.30 pm. After the suspicious object was detected, the troops prevented all kinds of vehicles from passing through the area. Bomb experts from Assam Rifles, and personnel of state police bomb detection and disposal squad rushed to the spot to defuse and remove the IED safely. Effort was on to defuse it till the time of filing this report. Police suspect the IED was planted by insurgents with an intention to target the security forces. The detection of the IED is at a time when security across the state has been beefed up in the backdrop of boycotts called by various insurgent groups. Meanwhile, security measures have been tightened in the state capital as well as district headquarters of Manipur where Independence Day functions will be held. In Imphal, state police continued to conduct mopping operation at various places.

law. Not just that, the forces can also arrest a person; enter or search any premises without any warrant. Advocate Aishwarya, representing the army personnel in the case, told The Times of India that “AFSPA immunity was vital for soldiers to undertake operations against insurgents, armed with sophisticated weaponry.” In July this year, the Supreme Court had questioned the CBI over the slow pace of the investigation into the alleged extra-judicial killings at the hands of security forces in Manipur, reported The Indian Express. The apex court, had in 2016, directed the government to investigate every case of extra-judicial killing, including in the areas where AFSPA was in force, according to Livemint. A year later, the court rejected a curative petition, filed by the government, to review its 2016 verdict.

AGARTALA, Aug 14 (IANS): In the first major setback for the BJP government in Tripura, the Tripura High Court on Monday, rejecting the state government’s decision, allowed a tribal based party to hold a demonstration here in support of their demands including introduction of the NRC. One of the oldest tribal based parties - the Indigenous Nationalist Party of Tripura (INPT) - had sought permission from the police to hold a demonstration in Agartala on June 28, but the police refused to give consent forcing the party to move the High Court, which allowed it to organise the sit-in demonstrations. “After June 28, we applied to the Tripura Police twice to allow us to hold the demonstration on July 7 and between July 15 and 19. But the state police denied permission citing law and order problems,” INPT President Bijoy Kumar Hrangkhawal told the media.

Assam Director General of Police Kuladhar Saikia Tuesday said a multi-layer security arrangement has been put in place across parade grounds after receiving inputs of militant movements on the eve of Independence Day. “We have got inputs of militant movements in few districts, mostly the border ones with other states. The police has identified the vulnerable areas and extra emphasis have been given on those locations, he added. “I

of the Citizenship (Amendment) Bill, 2016, which was introduced in the Lok Sabha in July 2016 to amend the Citizenship Act, 1955. The INPT is also demanding more power to the Tripura Tribal Areas Autonomous District Council (TTAADC), which has jurisdiction over two-thirds of the state’s 10,491 sq km area, home to over 12,16,000 people, mostly tribals. The TTAADC is a constitutional body first set up in 1982 under the seventh schedule of the constitution and later upgraded in 1985 under the sixth schedule of the constitution. Debbarma said that BJP-IPFT alliance government “wanted to destroy democracy in Tripura”. “For the first time in Tripura, a recognised political party was disallowed to hold a political programme and forced to go to the court to get justice. Democracy was upheld after the decision of the High Court,” he stated.

After four hearings of our petition, the High Court Chief Justice Ajay Rastogi today (Monday) allowed us to hold the demonstrations. We are yet to finalise the fresh date of our agitation.” Hrangkhawal while briefing the media on Monday said that the Chief Justice while giving his verdict told the state government’s lawyer that “government can not hold back the fundamental rights of an organisation and individual”. “The Chief Justice has referred several judgments of the Supreme Court on the same issues.” The tribal leaders said they would organise the demonstration within this month in support of their 3-point agenda, including introduction of the National Register of Citizens (NRC) in Tripura and withdrawal

scam in Kerala cops grill Bishop for 9 hours GujBitcoin could be worth

T h i r u v anan thapuram, Aug 14 (AGENCIES): A priest in Jalandhar accused of raping a nun was questioned by the Kerala police for over five hours. The questioning which began Monday night continued till early this morning. A 46-year-old nun from Kerala had alleged that Jalandhar Bishop Franco Mullackal sexually abused her 13 times between 2014 and 2016. She went to the police only after the Bishop filed a counter complaint, accusing the nun and her family of threatening and blackmailing him. On Monday, the Kerala police told the High Court that the Bishop repeatedly raped the nun for almost two years, between May 2014 and September 2016 and confined her in a convent in Kerala. But, after questioning the Bishop, the police said there are discrepancies in the dates mentioned by him and the nun. The Bishop is likely to be questioned again. His mobile phone and other evidences submitted by him have been taken for further examination. “After verifying his part of the story, further steps will be taken. This is an old case so we are collecting more evidence,” police officer K Subhash said. Several mediapersons from Kerala were allegedly

Bishop Franco Mullackal (file) assaulted by a group of private security guards at the Bishop House in Jalandhar ahead of the questioning. Forty eight days after Bishop Franco Mullackal was booked for rape, he is yet to be arrested. The Bishop has claimed innocence and said he is a victim of vendetta for taking disciplinary action against the nun. The investigating officer’s statement of fact before the court, accessed by NDTV, says, “It is revealed that the accused Bishop Franco committed unnatural offence and committed rape repeatedly on different dates from 05/05/2014 - 23/09/2016 - against her (nun’s) will and consent, by abusing his dominance over her as bishop of Jalandhar after confining her in the guest room of the convent.” The nun, in her statement, has told the police and the magistrate that she was sexually assaulted by Bishop Franco first on the night of May 5, 2014. She

New Rlys timetable: Antyodaya, Uday, Tejas Express trains on cards New Delhi, Aug 14 (PTI): In a good news for passengers, railways is all set to introduce more of its niche trains -- Antyodaya Express, Uday Express and Tejas Express -- likely in the next 12 months, according to the new timetable to be released tomorrow. In a statement, the railways today said that its Trains at a Glance (TAG), the railway publication, will include a new Antyodaya Express, a train with all unreserved and general coaches, and two brand new Tejas Express trains, India’s first semi-high speed fully air-conditioned trains. Two new Uday Express trains -- the AC chair car double decker trains have also been included in the timetable. “Since these five new

trains have been included in the new timetable, it is expected that they will be introduced soon,” an official told PTI. The railways, which has already introduced 23 Humsafar Express trains, 10 Antyodaya Express, one Tejas Express, one Uday Express, has now incorporated them in the new TAG. The statement also said that to avoid criss-cross movement at important stations, the terminals of important trains have been changed. In the current financial year, terminal of 23 trains have been shifted, the statement said. The idea was to decongest its terminals, an official said. A “terminal” or “terminus” is a station at the end of a railway line. Trains

arriving there have to end their journeys (terminate) or reverse out of the station. Among them, 12 trains are in the Northern Railway, five in the North Central Railway, one each in the East Central Railway and the North Western Railway and four trains in the South Central Railway which have been shifted. In January this year, a Niti Aayog report on railways had suggested decongestion of railway terminals, saying that trains, both passenger and freight, undergo substantial waiting just short of major terminals. Railways has also shifted 20 trains to adjacent terminals, thus streamlining operations at terminals by avoiding reversals, which keep the tracks engaged contributing to delays.

said she was raped multiple times after that, all the way till September 23, 2016. On Monday, the police provided the court with the status of the case, including the statements of three top catholic priests, two Bishops and a Cardinal. The police was responding to a petition by Kerala Catholic Church Reformation Movement seeking speedy investigation in the case. The police told the High Court that a lookout circular had been issued last month to prevent the Bishop from flying out of India. “The statement of the doctor who conducted the medical test on the survivor was also recorded in which she says there is evidence of sexual assault,” the police told the court. Police have also questioned and recorded the statements of several other nuns who lived in the same convent as the survivor. These nuns, police say, were aware of what the happenings. Police have also questioned the father of a nun, who wrote a letter to him saying, “My life is in danger and if anything happened to her, Bishop Franco is responsible for her misery.” Rejecting allegations of laxity or indifference, the police said the statements of a woman in Delhi, who is also the prime witness in the case and her husband, were taken on August 3.

Rs 500 cr: CID

Ahmedabad, Aug 14 (PTI): Investors in Gujarat may have lost over Rs 500 crore in an alleged fraudulent scheme floated by the promoters of BitConnect, a cryptocurrency platform which shut down earlier this year, police today said. Director General, Criminal Investigation Department (CID) Ashish Bhatia said that many of the victims were yet to come forward. We have received only one complaint of Rs 1.14 crore at present. Many victims told us they want to lodge complaint but they have not come forward. They might be having the fear of Income Tax department (questioning the source of money). So we do not have the exact figure,” Bhatia told PTI. “Many from Gujarat, mostly from Surat, had invested in the scheme. If we add up the money extorted by Shailesh Bhatt, the figure may come to over Rs 500 crore,” he said.

ment. Addressing a gathering of student leaders and members of Naga Students’ Federation (NSF) at Dimapur Naga Students’ Union office, Dimapur on Tuesday to commemorate the 72nd Naga Independence Day, KSU general secretary Donald V Thabah remarked that while rest of the country had been celebrating Independence Day since 1947, people of the Northeast were still struggling for their right to self-determination. In his solidarity message, Thabah recounted the sacrifices made by earlier generations, but he said he was saddened that no one knew the history of Nagas’ struggle for selfdetermination. Citing an instance, he said, as Jallianwala Bagh tragedy was a part of history, the injustice and atrocities committed on the Nagas in their quest for self-determination too should be part of school curriculum. The KSU leader recounted the gross violation of human rights during “Operation Blue Bird” at Oinam, a Poumai Naga village in Manipur, where villagers were subjected to inhuman treatment and extra-judicial killings, and where even churches were not spared. He said incidents like those in Oinam

should be a part of history. Talking about the attitude of “mainlanders” towards the Northeast, he pointed out that while the Northeast made an attempt to understand mainland India’s culture, the former hardly knew the region’s people and their culture. “They (mainland India) want us to assimilate and that is unacceptable,” he asserted. To prove his point, Thabah expressed his displeasure at the recent comment on Naga headgear by Congress MP Shashi Tharoor. He said it proved that people from mainland India knew very little of the Northeast, adding it was unacceptable that a symbol of culture was labelled “hilarious and outlandish”. Urging the gathering to stir up the spirit of Naga nationalism, the KSU leader remarked: “Log drums were beaten earlier to announce new developments like an attack from the enemy. Now, they are being beaten to echo into the ears of people and invoke in them the spirit of Naga nationalism, brotherhood amongst various tribes, sacrifices for homeland and to etch a better future generation.” Thabah ended his ad-

dress by reaffirming that NSF and KSU would continue to strive for brotherhood and strengthen the bond existing between the Khasis and Nagas. Earlier in the programme, NSF president Kesosul Christopher Ltu thanked KSU for being part of the celebrations and reminded those present that the struggle for Naga sovereignty was the bounden duty of everyone, including the students and youth. The programme was chaired by NSF general secretary Imtiyapang Imsong and invocation was pronounced by pastor of Calvary Baptist Church, Burma Camp, Neikholie Wetsah. The other highlights of the programme were unfurling of the Naga national flag and felicitation of office-bearers of both KSU and NSF. Ex-national workers: Ex-national workers of Mangmetong celebrated 72nd Naga Independence Day Tuesday at Mangmeton village. At the programme, the Independence Day speech was delivered by I. Tia Imchen, Kilonser cum Caretaker CAO, Ao region while MBA Pastor I. Lolen Imchen shared the Word of God. One minute silence in memory of the departed souls was also observed on the occasion.

NLRBA objects to paid parking on NL road

(From p-1) It also stated that a commuter who stops only for a few minutes would have to shell out Rs 10, adding this would discourage the commuter to make a stopover along the stretch and instead opt for charge-free parking area elsewhere and shop there thereby affecting business activity at NL Road. Describing RTA reason for initiating paid parking as “irrational”, the association the reason goes on to reflect that the traffic personnel deployed were not capable of ensuring smooth traffic and proper parking at the said road stretch. It also contended that if at all parking tax was to be levied, why not the whole of Dimapur but only NL Road. “Is NL Road the only road where random parking and rush traffic is prevalent?” NLRBA queried. In the light of the above, the NLRBA has appealed to the RTA to cancel the notification on paid parking as it would affect the business activity along NL Road. It asked RTA to rather appeal the traffic personnel to ensure smooth traffic and proper parking “without creating unnecessary monetary burden on the public.”

SC to hear plea against AFSPA dilution on Aug 20

(From p-1) The officers sought a court direction that “protection of persons acting in good faith under the AFSPA is sacrosanct with the sovereignty and integrity of the nation” and that “no prosecution, suit or other legal proceeding shall be instituted, except with the previous sanction of the Central government....” They further averred that it was the Army alone which is familiar with the dynamics of these operations, and was capable of probing into allegation of criminality, misuse, abuse, or of excessive use of power by men in uniform. “Civil police or even the Central Bureau of Investigation can’t even be expected to be in the know of complete picture,” they claimed. The petition by Col Amit Kumar and others is rooted in a spate of complaints and FIRs against military personnel deployed in disturbed areas of the northeast and trouble- torn Jammu and Kashmir and the same being entertained by courts.

(From p-1) the damage of bridges at Nagarjan and Purana Bazaar are during last monsoon. While stating that the area has become a thoroughfare, Yeptho also expressed concern about the safety of the lives of the villagers and the commuters.

Chatterjee’s body was last evening donated to the anatomy department of the SSKM hospital here by his family members. The veteran leader passed away at the age of 89 following multiple organ failure. “The body has been embalmed to protect it from decomposition. Before that, a surgeon from the plastic surgery department retrieved Chatterjee’s skin, which could benefit not just medical students, but also patients with burn injuries,” Dr Asis Ghoshal, head of the anatomy department at the hospital, said. Much like his mentor and former West Bengal chief minister Jyoti Basu, Chatterjee had pledged to donate his body in early 2000 at the age of 73. Basu passed away in 2010 at the age of 95. Ghoshal said the former speaker’s corneas were donated to the Priyamvada Birla Aravind Hospital. “Every part of Chatterjee’s body will be used for education and research programmes. We are preserving his bones and organs as per norms,” he added.

that he has been a victim of a media trial for the last two years without any evidence or charge sheet. While the attack, which took place in the national capital’s high security zone outside the Constitution Club at a short distance away from Parliament and just two days before Independence Day, has already raised questions about security cover of the city, Khalid launched a no-holds-barred attack on the government in a Facebook post and said he always got a “callous response” whenever he sought security from Delhi Police in the last two years.

In the post, he also tagged a picture in which he is seen with journalist Gauri Lankesh, who was shot dead last September in Bengaluru. “With the repeated death threats against my life, and having seen the assassinations of one activist after the other in the last few years, I somehow knew that someday a gun may be turned against me too,” he wrote. “Dhabolkar, Kalburgi, Pansare, Gauri Lankesh… the list of assassinations has been ever-growing. But can I say that I was ready for this? Can anyone ever say that they are ready for such an eventuality for real? No,” he said. Khalid said the fact that he was attacked by an armed assailant in one of the most “high security” zones of the national capital two days before Independence Day proved how some people felt they enjoyed impunity under the current regime. He said he did not know his attackers but they were not the real culprits.

New Delhi, Aug 14 (PTI): A day after being attacked by an unidentified assailant here, JNU student leader Umar Khalid today alleged the real culprits were people breeding an “atmosphere of hatred, bloodlust and fear” from their seats of power and those providing a complete impunity for “assassins and mob lynchers”. On a day when the Delhi Police handed over the case to its special cell, which incidentally is already probing an old sedition case against him and two other students, Khalid also referred to the ‘Tukde Tukde’ hashtag being prefixed to his name when it was the BJP leaders who “openly support those who say they will do “tukde tukde” of the country (break the country into pieces) if a certain movie is released”. Khalid, who has often been target of the right-wing trolls on social media platforms with allegations of being anti-national ever since some anti-India slogans were allegedly chanted at an event in JNU, also alleged

The good and bad

DailyDevotion The Discipline of the Lord My son, do not despise the chastening of the Lord, nor be discouraged when you are rebuked by Him. —Hebrews 12:5 It is very easy to grieve the Spirit of God; we do it by despising the discipline of the Lord, or by becoming discouraged when He rebukes us. If our experience of being set apart from sin and being made holy through the process of sanctification is still very shallow, we tend to mistake the reality of God for something else. And when the Spirit of God gives us a sense of warning or restraint, we are apt to say mistakenly, “Oh, that must be from the devil.” “Do not quench the Spirit” (1 Thessalonians 5:19), and do not despise Him when He says to you, in effect, “Don’t be blind on this point anymore— you are not as far along spiritually as you thought you were. Until now I have not been able to reveal this to you, but I’m revealing it to you right now.” When the Lord disciplines you like that, let Him have His way with you. Allow Him to put you into a right-standing relationship before God. “…nor be discouraged when you are rebuked by Him.” We begin to pout, become irritated with God, and then say, “Oh well, I can’t help it. I prayed and things didn’t turn out right anyway. So I’m simply going to give up on everything.” Just think what would happen if we acted like this in any other area of our lives! Am I fully prepared to allow God to grip me by His power and do a work in me that is truly worthy of Himself? Sanctification is not my idea of what I want God to do for me— sanctification is God’s idea of what He wants to do for me. But He has to get me into the state of mind and spirit where I will allow Him to sanctify me completely, whatever the cost (see 1 Thessalonians 5:23-24).

Vol. XXVIII NO. 249 Dimapur, WEDNESDAY, AUGUST 15, 2018

s India celebrates its 72nd Independence Day on August 15,2018 there are many issues that assume importance as they reflect on the hits and misses in the journey through the decades. India has achieved tremendous progress in various fields during the seven decades and is among the fastest growing economies in the world. Business and technology are not alien to Indians who have proved that after the great economic liberalisation in 1991. Even as India celebrates the tremendous achievements made in various fields, there is more than just the success stories. India also has many failures, contradictions and paradoxes. What is troubling today is the failure of the elected and those in high positions to cut the tentacles of an insidious culture of narcissism that tends to reproduce itself through media simulations, self-advertisement and a fairly developed propaganda machinery. The politics of creating divisions in society and an anti-dialogic milieu where dissent against homogeneity is condemned as anti-nationalism. This has created a divided and fearful society who live in an environment that is constantly being bombarded with hate and intolerance. It is indeed an India whose cherished ideals of democracy and guarantee of life, liberty and justice has been hijacked . India was and will always remain a nation formed by diversity. If there is any attempt to tamper or tinker with the rich nutrient of diversity, then unity will be impoverished and it will spell doom . Mahatma Gandhi, who inspired and led the Quit India movement did not merely see a free India but an India that was the voice and hope of every race and religion. The first prime minister, Jawaharlal Nehru steered India through difficult years by synthesising his concept of modernity with Gandhi’s spirituality. Though Gandhi differed with Nehru in some areas, yet he had great faith and trust on the latter. Recently and very strangely, a revered religious leader had claimed that had Jinnah and not Nehru been prime minister, partition would not have taken place. It was a very shocking and illogical hypothesis because Gandhi and Nehru were on the same page. Partition was unavoidable because Jinnah was determined to be the prime minster even if it meant partition of India. Even if Gandhi wanted to make Jinnah prime minister he had no ability to make it happen. Jinnah and Nehru saw no way but partition and so it happened. Had there been a united India sans partition, then by today, the muslim population would have been rising towards 50% of the population due biological growth. People of India continue to ask whether they have real freedom from caste discrimination; freedom from the communal tensions; freedom from the corruption; freedom from all those corrupt, criminal politicians; freedom from basic problems like poverty and unemployment? Violence against women is rising and ghastly incidents of violence and rapes are reported almost daily. Reports on sexual abuse of children has revealed shocking conclusions. Perhaps the most dangerous development has been the spread of the communal cancer. After so many years of independence, Indians are still struggling to stop communal violence. Though a large group of Indians strive for peace and harmony in the country, there are few groups, parties, organizations with sectarian interests working in India to divide and rule the country. This is the blot on India’s democracy.

Nagaland Post, Dimapur WEDNESDAY, AUGUST 15, 2018

Speech of Gen. (Retd) Kholi read by Hukavi Yepthomi, Kilo Kilonser, NSCN/GPRN My beloved countrymen, First of all, I am thankful to the Almighty God, the refuge of Naga people, for His divine providence that has sustained us this far, helping us to withstand forces of our enemies within and without. Secondly, I extend revolutionary greetings to all the national workers young and old for your contributions to the Nation. I also pay homage to Naga martyrs who had sacrificed their lives as ransom for the freedom of Nagalim. Their supreme sacrifices shall be an inspiration to the younger generations, and the Naga history will ever cherish them. On this day, in 1947, the Naga people declared Independence from the British colonialists one day ahead of Indian independence. This was the result of the right and timely decision of the visionary Naga leaders of the time. I have great respect for those national workers who serve the nation with their fullest commitment and selfless sacrifice. I thank and appreciate the Naga Army, irrespective of position and status, who have been defending the Nation from various kinds of forces without any reservation. In the noble service of the Nation, whoever has volunteered, whether young or old, contributing whatever one can for the cause of the Naga Nation is appreciated and honored. I want every national worker to revive and rededicate the revolutionary

spirit with efficiency and commitment that is most essential for the rebuilding of a nation. The NSCN should be reminded that our political struggle began with our people and it shall end with the people. Our revolution is of the people, for the people and by the people. However, beware of those false organizations and individuals trying to barter Nagas’ rights for personal fame and glory. I am thankful to all the civil society organizations, churches, prayer groups, and well-wishers from all over Naga areas and outside whose prayer support and contribution in various manners have sustained our national cause till today. May God bless them abundantly always! The Naga history will ever remember them. I would appeal to them to continue rendering their invaluable services and prayer support until Indo-Naga political solution comes finally. We began our political struggle with God and we shall also accomplish it with God. We had done what we could in all these years of political negotiations with the Government of India, and there is not much to be done now. Final solution will come as and when God is pleased with us. Therefore, countrymen, it is high time the Naga people examine our lives and see whether or not God finds reasons to be pleased with us. Let us remind ourselves of the Gospel truth that, with God everything is possible, and that God is the answer to every problem of a believer.

Countr ymen, by the grace of God, our position in terms of our history and political rights has been acknowledged and recognized by the GoI, and now our future is secured and protected from external forces. But, the fact of the problem that still remains to be resolved is the danger of self-destruction. Nagas are bound to perish together until and unless we realize that our greatest enemy is within ourselves in the form of egotism, jealousy, selfishness, hatred, selfrighteousness etc. We have to overcome this if we are to survive as a nation. I want all the national workers to remember that all have come to serve the Nation, and not to ask the Nation to serve us. We will honor and respect the history and the rights of other peoples and Nations. We are also ready to understand together with our neighbors on issues of each others’ history and rights provided they come with rational and realistic approach and are prepared to appreciate the history and the right of the Naga people in its right perspective. We do not want to live in hostility with our neighbors, but a peaceful coexistence with our neighbors and peoples respecting each other’s history and rights is what we want and, this, we want our neighbors to appreciate, because at the end of the day Naga political solution will be beneficial to them too. Lastly, I wish everybody a very happy Independence Day. KUKNALIM!

Gen (Retd) Viyalie Metha, Kedahge FGN Dear fellow countrymen, As we gather today to celebrate our 72nd Independence Day, let us all give thanks to God who has preserved our nation through all the past 71 years of trials and adversities. And today, as all our national leaders and workers along with the public gather again to celebrate our Independence Day, we proudly recollect all our fallen comrades who have sacrificed their lives for our national cause. They have indeed forever etched our nation’s identity in the annals of world history. Also, looking back at all our achievements in the past 71 years, I wish to reiterate the following facts for all future generations of our people. 1. Based on the historical facts of having inhabited our native land for over two thousand years, we declared our independence on 14th August, 1947. Even prior to this formal declaration, we Nagas had always existed as a free country owing no allegiance to any foreign nation or Government. And though 30% of our territory came under British administration for a short period of 68 years (i.e. 18801947), we never signed any treaty of capitulation with the British Colonial Power. Also prior to the British departure from their South Asian Empire in 1947, we had clearly told to the British that we would remain sovereign as before. This was done through the submission of the Naga Memorandum to the British Simon Commission on January 10, 1929. 2. As for the declaration of our independence on 14th August, it is a universal fact that the declaration of any nation’s independence is the exclusive prerogative right of that particular nation. Here, no nation needs another nation’s permission to declare their independence over their own territories. In conformity to this International norm, we Nagas also declared our independence over our own territories on August 14, 1947.

3. Therefore, it should clearly be understood by all perpetrators of aggression on Nagaland that Nagas are not demanding their independence from any other country or countries. On the contrary, it is the bounden duty of the neighbour countries as well as the UNO to recognize the Nagas’ declaration of their independence. This bounden obligation is more so, because all necessary information about Naga history, geography and political stand were furnished to the concerned countries in a series of memorandums before the declaration of Naga independence. The lists of some of these memorandums are as follows: a. Memorandum to the Simon Commission on Jan. 10, 1929. b. Memorandum to the British Cabinet Mission in April, 1946. C. Memorandum of the case of the Naga people for self-determination and an appeal to Her Majesty’s Government on March 17, 1947. As for our independent territories, our Nation’s Yehzabo (Constitution) had clearly states that: “The territory of Nagaland shall comprise of all the territories inhabited by the Nagas from time immemorial.” (Yehzabo Art.1) In conformity to this declared territory which is true by all historical records, the Federal Government of Nagaland does not recognise any other artificial boundaries drawn across our lands by any other countries or governments. All these facts and timely actions taken on our part, stands as irrefutable testimony to our collective wish to be a sovereign and independent country. We have also taken solemn oaths before God and man that we would never forsake these historical and political actions undertaken by us. These oaths were taken through historic national events like the National Plebiscite of May 16, 1951 and the Lakhuti resolution of April 27, 1955. (To be concluded)

Adinno Phizo, President, Naga National Council, Nagaland Ladies and Gentlemen, Today is the 72nd Nagaland Independence Day. And as we gather here, we are thankful to Almighty God for guiding our people in all difficult situations which were unprecedented. The national foundation was laid by the Naga National Council. Without a foundation, one cannot build a house, but with our national foundation in place, the Naga people have been able to uphold our right up to this day. Whether others ac-

knowledge it or not, Nagas have a unique history because they never entered into any Treaty that has bound them in any legal connection to any other country. The conflict between Nagaland and India is a case of a clear illegal invasion by India. Nagas are not Indians and Nagaland is not Indian Territory that is the simple fact. On our part we say, Urra Uvie (Our Country belongs to us). Indians cannot blame the American Baptist Mis-

sionaries or Great Britain for the troubles in Nagaland. Nagas are matured enough in dealing with outsiders. The invasion and occupation of Nagaland by India started in 1954 and the war was fought till the International Ceasefire Agreement was signed between the Federal Government of Nagaland and the Government of India. This ceasefire commenced on September 6. 1964. But till today, India’s Armed Forces are still occupying Nagaland with

eizing the opportunity of 72nd Naga Independence Day on 14th Aug 2018, I am saluting the Naga men and Women who stood by the tiny Naga Nation against all negative windblown in all sides for more than six decades. I also want to salute all fallen souls who sacrificed their precious lives for Naga nation, whose sacrifice does not go in vain. No less respect and salute to all comrades who sails together against all thicks and thins to save the God given rights of the Nagas from the jaws of mighty forces. More worthier salute to all leaders of NNPGs, particularly convener and co-conveners for their selfless sacrifices in coming together, compromising all their differences and difficulties to pursue the genuine issue. Coming together of six Naga Revolutionary groups under NNPGs and form a single platform was nothing but fulfillment of the aspirations of the Naga people for unity among Naga Revolutionary Groups. I on behalf of NSCN/GPRN-Reformation thank and gratitude to our honorable convener Mr.N.Kitovi Zhimomi for his shrewdness in leading six different Naga Revolutionary groups who has different approaches and ideologies. The Naga National Poilitical Groups signed its “WORKING AGREEMENT’ with GOI on 17th Nov 2017 which stood taller

than any other political agreement so far signed between the Nagas and GOI, because through this agreement, the GOI officially recognizes the Historic and Poitical rights of the Nagas and their distinct identity to determine their future. However, the NNPGs and GOI have jointly worked out a formula for peaceful co-existence between the two entities and likely to ink final deal before autumn season of Indian parliament, provided the situation and time favours us. The Nagas must thank Mr. Narendra Modi, Hon’ble Prime Minister and Mr. R.N Ravi, the interlocutor , Naga peace talk for their understanding of genuine Naga issue. TheNaga people must unitedly move forward to hammer out the best solution during this present Government tenure. The Naga people are not lost people and their History cannot be erased because on this day, the 14th August 1947, our great leaders have boldly declared our Naga Independent in day light and sent its cable to United Nation Organisation (UNO) who officially acknowledged our independence and accordingly informed GOI. Let us thank our living God that He leads us and make our political history indestructible and inherited our undisputable rights to be ours forever and ever. Kuknalim.

the power of the so-called Armed Forces Special Power Act. 1958. During the war with India, many of our people suffered and died but their sacrifices will not go in vain. With perseverance our people overcame in fighting with the Indian armed forces and survived. Nagas are not demanding anything from India. The Naga stand is not a “Political Movement” either. Nagas are simply defending their country. The only say by Nagaland to

India is to leave Nagaland in peace. Nagaland was a selfsufficient country before trouble started by India. The village people though illiterate, knew the seasons and times of the year. They knew the exact timing of where and when to plant and harvest. They also knew when to work and when to rest among the community: People were well fed, healthy and happy. Now we have many educated people and we hope they will do their part

in developing the country and welfare of the people. We are confident that they will not spoil the country but develop it into a beautiful land. Praise God for His immeasurable love to the Naga people. Let every Naga love our country and love one another. Let us all be truthful to God because one might be able to deceive man, but no one can deceive God. May peace come to Nagaland soon. God bless Nagaland: Urra uvie.

Gen. (Retd.) M.B Neokpao, President, GPRN/NSCN Beloved Naga Brothers and sisters, I give all Glory and Honor to our Heavenly Father, the Author of Naga Nation and our sustainer; in his alone shall we place our faith and future of our people. 14th August 1947 shall eternally be etched in our history as this day marked the Nagas as a politically conscious entity and a decisive people. This day distinctly separated us from of our neighbors who were mostly immersed in social, economic and spiritual pursuits while we Nagas, in unison, blew a trumpet of political freedom from colonial powers. This fact of history must be acknowledged by our friends and neighbors. I pay homage to all the departed freedom fighters and salute their indomitable sprite. We celebrate this triumphant declaration because of their valour. A prolonged conflict like ours cannot be resolved through piecemeal solution. There have been agreements in the past which did not have the approval and consent of the Naga people. 9 point Hydari Agreement 1947, 16 point memorandum, Shillong Accord 1975 etc. all failed to silence the Naga. A political problem cannot be solved through economic considerations. All agreements of the past ere one dimensional and did not fulfill the political aspiration of the Nagas. The last four decades has turned Nag homeland into a feuding land as a result of division and fratricidal conflict. In the last ten years the Naga civil societies, Churches, Tribal Hohos, Nagaland GBs, Mothers, Student bodies etc. have played a crucial role in bringing a sense of normalcy in our land.

Today, a positive breeze is blowing in our land. The Naga National Political Groups (NNPGs).as desired by the Naga, have formed a working Committee (WC) and having been officially invited by the GOI for a political dialogue, the 17th Nov. 2017 Agreed position document bears testimony that the two entities, firmly retaining the essence of Naga plebiscite of 1951, are determined to take the Indo-Naga issue to a logical conclusion. The political world is constantly evolving the geo-political landscape is constantly changing and so are the spheres of influences and relationship among nation. The very definitions of independence and sovereignty have taken new meanings. WC, NNPGs has made it clear to the GOI that 1947 remains a historic day. The Naga Plebiscite of May 1951 will be the basic foundation of any political solution. It is with this strength that we signed an Agreed position with the GOI on 17th Nov 2017. The essence and spirit of Naga plebiscite is duly ac-

knowledged by GOI. The right to self determine our future is entrenched while on our part due consideration must be given to contemporary political realities. GPRN/NSCN believes in equality and brotherhood among the NNPGs. It is our endeavor that future Naga generations would build on what we achieve today. The GOI and WC have in principle agreed that there would be clear definitions over competencies where no nither Indian parliament or constitution shall infringe upon. This means there is no ambiguity in the present negotiations between the WC,NNPGs and the GOI. W3e are confident that WC, NNPGs and GOI are in a right path. We will not go for publicity stunt. Fact, truth and practical pursuit give us confidence that we can give our younger generation a political future and identity that they can be proud of. At this hour, I urge our people to remain positive and stay strong in our resolve. GOD BLESS NAGALAND

Improvement in environment

It was good to read in the paper that Dimapur has so far only 47 cases of dengue which is very heartening. The amount of social work, cleanliness drive and awareness held over the past one year has certainly brought immense improvement in our environment. Let us continue to keep hygienically clean colonies and eliminate dengue. Mhonbemo Ovung, Lotha Colony, Dimapur

Hackers loot Rs 94 cr from Pune Bank

PUNE, AUG 14 (IANS): The banking sector was rattled again when hackers siphoned off a whopping Rs 94.42 crore from the Cosmos Cooperative Bank Ltd - the second oldest and second biggest cooperative bank in India - to foreign and domestic bank accounts, officials said on Tuesday. Shockingly, the Cosmos Bank admitted that it was “cyber-attacked twice, first on Saturday and again on Monday” - with ATM withdrawals taking place in at least 28 countries, according to an FIR lodged by a senior official with Chaturshringi Police Station. The police complaint said the first attack took place on August 11 between 3 p.m. and 10 p.m. and the second on August 13 around 11.30 a.m., affecting its headquarters on Ganeshkhind Road. “We have appointed a professional forensic agency to investigate this malware attack. It will submit its report in the next few days regarding the modus operandi of this and the exact amounts involved,” Chairman Milind

Cosmos Cooperative Bank Ltd. (file)

A. Kale told the media. He said that normally, the Core Banking System (CBS) receives debit card payment requests via its ‘Switching System’. But during the Malware attack, a proxy switch was created and all the fraudulent payment approvals were passed through the proxy switching system. On Saturday, around Rs 78 crore was withdrawn through ATMs located in 28 countries through 12,000 Visa Card transactions, Kale added. These were transferred out of the country, including bank accounts in Hong Kong. Another amount of Rs 2.50 crore

from 2,849 transactions was transferred within India, details of which were being investigated by the police. The cyber attack came to light on Saturday when the bank noticed “unusual repeated transactions taking place through its Visa and Rupay Debit Card Payment System”, Kale said. As soon as these suspicious transactions were reported, the bank reacted by clamping a shutdown on its Visa and Rupay debit card payment systems pending investigation. A police officer said that during those hours, some unknown persons hacked into the

ATM Switch (servers) at the bank’s headquarters and acquired the sensitive data of its Visa and RuPay debit card customers. However, in a fresh attack on Monday (August 13), the hackers initiated SWIFT transactions and transferred Rs 13.92 crore to the accounts of a company, ALM Trading Ltd, with Hang Seng Bank, Hong Kong. The amounts were soon withdrawn from that bank. Kale pointed out that since the Malware attack was on the Switch System which is operative for the payment gateway of Visa/ Rupay debit cards and not on the Cosmos Bank’s CBS, “the customers’ accounts and their balances are not at all affected. “None of the fraudulent transactions is debited to any customer accounts and will not be debited in future too. The Savings, Term Deposits and Recurring accounts of the depositors are totally safe,” Kale assured, urging customers not to panic.

Litigants can now file cases in SC online through app

New Delhi, Aug 14 (IANS): The Supreme Court on Tuesday launched a number of applications including e-filing that will help litigants and lawyers file cases and submit documents online in the apex court, thus doing away with the need for physical presence. With the launch of e-filing application, convicts and undertrials can directly approach the Supreme Court by filing petitions, documents online from more than 16,000 subordinate courts, said Justice Madan B. Lokur, incharge of E-Committee of the Supreme Court. Chief Justice Dipak Misra and Law and Information Technology Minister Ravi Shankar Prasad launched the applications which included e-filing, e-payment options, National Service and Tracking of Electronic Processes (NTSEP), Supreme Court Legal Services Committee (SCLSC), and user manual and awareness guide for services offered under the e-Courts programme.

38 lakh Bengali-speaking persons left out of draft NRC, says Mamata

Ko l k ata , Au g 1 4 (IANS): Upping the ante on her opposition to the draft NRC in Assam, West Bengal Chief Minister Mamata Banerjee on Tuesday claimed that 38 lakh Bengali-speaking persons -- both Hindus and Muslims -- were left out of the list. “Unfortunately, most Indian citizens left out of the draft National Register of Citizens (NRC) in Assam speak Bengali (language)... out of over 40 lakh persons left out, around 25 lakh are Hindus and 13 lakh Mus-

lims who speak Bengali,” she told reporters here. “People not included in the list are being branded as either infiltrators or refugees by Bharatiya Janata Party leaders and harassed,” the Trinamool Congress chief

said, adding that people’s freedom cannot be snatched in the name of NRC. Showing documents of persons left out of the NRC even though residing in Assam for several years, Banerjee asked: “Are they infiltrators or refugees, or Indian citizens? According to an agreement inked in 1971, people who had come to India till March 24 that year (1971) are very much Indian citizens. The name of a freedom fighter’s grandson is also missing.”

‘Bankers face ‘culpable homicide’ charge in farmers’ suicides’ Pune, Aug 14 (IANS): Taking serious note of massive deficits in crop loan targets, a Maharashtra farm panel on Tuesday warned banks that if any farmer commits suicide, the concerned officer shall be charged with ‘culpable homicide’. Va s a n t r a o N a i k Sheti Swavalambi Mission (VNSSM) Chairman Kishore Tiwari told top bankers at a review meeting with the State Level Bankers Committee (SLBC) to clear their set crop loan targets by August 30 for the current Kharif season.

K Y M C

This year, the state has set a target of total Rs 43,873 crore as Kharif crop loans to the farmers, of which PSBs will give Rs 24,253 crore, district cooperative banks Rs 13,193 crore and the rest shall be disbursed by by private or rural banks, he explained. “We were shocked to learn that the public sector banks have disbursed hardly 30 percent and the district cooperative banks disbursed around 63 percent of the crop loan targets for the current Kharif season 2018-19,” Tiwari told IANS after the meet-

ing.

He asked the SLBC to clear the Maharashtra government’s plans to extend fresh crop loans to farmers as the state wants to bring around 80 percent debt-trapped farmers under the banking system to arrest suicides in 14 worstaffected districts. “Against their target of Rs 24,253 crore for the current Kharif season, the PSBs have disbursed barely Rs 7,492 crore and the DCCBs have given out Rs 82,81 crore (against a target of Rs 13,193 crore), mainly due to the hostility of the banks and their offi-

cials who seem to be ‘antifarmers’,” Tiwari said. This is a matter of grave concern as the noncooperative attitude of the bankers further hampers the government’s proposal to give fresh loans to previous defaulters, he pointed out. Chief Minister Devendra Fadnavis had announced the agriculture loan write-off covering farmers between 2001 and June 2017. But after 14 months, confusion continues to prevail in finalizing the online lists of beneficiaries on account of the bank-

ing bureaucracy, Tiwari alleged. Tiwari issued a deadline of August 30 to the PSBs to wipe out their current season Kharif crop loans targets, failing which the responsibility for any farmer’s suicide would be pinned on the concerned banks and their officers. An estimated 1,200 farmers have ended their lives in different parts of the state since January this year, prompting the National Human Rights Commission to send a notice to the state and the Centre seeking an explanation.

Sebi panel suggests consent route to settle violations M U M B A I , Au g 1 4 (Agencies): A Sebi panel headed by a former Supreme Court judge on consent mechanism has suggested that all securities law violations, including insider trading and front running, should be settled through consent. However, violations by wilful defaulters and fugitive economic offenders should not be settled through consent. Currently, serious offences such as insider trading and front running cannot be settled through consent mechanism. More grave cases can of course attract not only higher settlement amounts but other remedial actions,” said Sandeep Parekh, founder of Finsec Law Advisors. In the review, the second since the system of consent order was introduced in 2007, the committee has proposed sweeping changes, it has suggested that Sebi may not settle a case which has market wide impact, or could

cause loss to a large number of investors and can affect the integrity of the market. Sebi has sought comments from the public by September 1 on the committee’s recommendation and final regulation will be put in place after taking into consideration views of all stakeholders. “The Committee believes that the settlement process should not be used as a platform for forum shopping. Accordingly, the committee recommends that an application shall not be filed for the same alleged default again, if the earlier application was rejected. Such a step will ensure that the settlement process is taken seriously by an applicant. Further, the committee believes

that this recommendation would ensure that the Board’s time will not be misused or wasted by nongenuine applications,” the penal has said. The two-member panel has also suggested adding a new provision on settlement with confidentiality. The Settlement Regulation do not have a provision for settlement with confidentiality. All settlement orders contain details of the applicant and are published on Sebi website. There is no explicit provisions for an applicant to voluntarily provide information to the regulator relating to the fraudulent and unfair trade practices and other serious defaults that would assist it in dealing with any inquiry, inves-

tigation, inspection, and audit. “Confidentiality is multi-faceted and depends on the nature of assistance provided to the board. There will not be any public disclosure unless such disclosure is made by the applicant himself or agreed to by the applicant in writing,” the panel said. “If the assistance is in nature of a clue or information, such as indicating the relevant bank account details, phone numbers or any other information which can be independently proven the information pertaining to the applicant will not be revealed either to the public or during the relevant proceedings to the accomplices who are charged by the board,” it added.

New Delhi, Aug 14 (PTI): Wholesale inflation eased to 5.09 per cent in July on account of cheaper food articles, especially fruits and vegetables, government data showed Tuesday. The wholesale price index (WPI) based inflation was recorded at 5.77 per cent in June. In July 2017, it was at 1.88 per cent. The wholesale inflation in food articles category was (-)2.16 per cent in July as against (+) 1.80 per cent in the previous month, the Commere and Industry ministry data showed. Although,

available trends suggest a month-on-month pick up in the prices of vegetables, sugar, milk, pulses and cereals in August 2018, primary food articles may continue to record yearon-year disinflation in the ongoing month,” said Aditi Nayar, principal economist, ICRA. For non-food articles, the inflation during the month under review increased to 3.96 per cent as against 3.81 per cent in June. For fuel and power and manufactured products, it increased at a faster pace of 18.10 per cent and 4.26 per cent, respectively. The rise in inflation in these categories was in line with the trend in prices of certain commodities, Nayar further said.

while the Reserve Bank of India had sufficient foreign exchange reserves, its intervention in the currency market may not be of much help as of now, as the weakness in the rupee was a result of global factors. RBI’s foreign exchange reserves were at USD 402.70 billion in the week ended August 3, down USD 1.49 billion over the preceding week, latest data released by the central bank showed. RBI’s stated position is that it does not seek to target a particular level for the rupee’s exchange rate against the dollar, and uses its reserves to ease volatility in the currency market. Meanwhile, SBI Chairman Rajnish Kumar said all currencies have weakened against the dollar, but the

Indian currency has not weakened very much in comparison to other currencies. “I feel that it (rupee) should stabilise between 69 and 70 because if you look at the numbers for investment which is coming into the country -- investment in bonds, investment in equities -- this level has become attractive for foreign investment,” Kumar said. B Prasanna of ICICI Bank said the rupee is the victim of a contagion effect impacting all Emerging Markets (EMs) triggered by the Turkish crisis. “The gradual pace of depreciation witnessed till the 69 figure levels are a result of the Yuan depreciation and the current account deficit worsening sharply from 0.6 per cent of GDP in FY’17 to an expected deficit close to 2.5 per cent of GDP this year, stemming from surging oil prices and worsening of the already negative basic Balance of Payment (BoP),” he said. He opined that on a medium term basis, the rupee will need to depreciate further to keep up with the inflation differentials with other trading partners.

Mumbai, Aug 14 (PTI): Budget carrier SpiceJet posted a net loss of Rs 38.06 crore in June quarter, on higher fuel cost, weak rupee and a one-time provisioning of Rs 63.5 crore. The Gurugram-based no-frills airline had posted a net profit of Rs 175.2 crore in the same period last year. Its net income rose 20 per cent to 2,277.80 crore in the reporting quarter, compared with Rs 1,886.30 crore in the year-ago period, the airline said in a regulatory filing. SpiceJet is the second domestic carrier to have announced earnings for June quarter so far. Earlier rival IndiGo also reported a whopping 97 per cent erosion in net profit to Rs 27.8 crore, from 811.10 crore in Q1 FY18. The third listed carrier, Jet Airways, has deferred its June quarter earnings indefinitely amid liquidity crunch. SpiceJet’s fuel bill rose to Rs 812.40 crore during the quarter, against Rs 534,30 crore in the period year-ago. The company has taken a provision of Rs 63.5 crore as an exceptional item on account of an arbitration award that

New Delhi, Aug 14 (PTI): Attributing the fall in rupee value against the US dollar to “external factors”, Economic Affairs Secretary Subhash Chandra Garg said Tuesday that there is nothing to worry about as long as the depreciation is in line with other currencies. The rupee crashed to record low of 70.09 during the day on global concerns over Turkey’s economic woes which have impacted various emerging markets amid the US dollar gaining strength against other currencies. “Rupee is depreciating due to external factors...nothing at this stage to worry,” Garg said adding external factors may ease going forward. He said that even if the rupee falls to 80 per dollar, “it will not be a concern provided all other currencies depreciate in the same range”. The Indian currency, he said, is still better as compared to certain other currencies. In the current financial year, which began on April 1, the rupee has depreciated around 6.7% against the US dollar. Garg also said that

35 killed in Italy motorway bridge collapse

GENOA, Aug 14 (Agencies): At least 35 people were killed when a motorway bridge collapsed in torrential rains on Tuesday morning over buildings in the northern Italian port city of Genoa, Italy’s ANSA news agency cited fire brigade sources as saying. A 50-metre high section of the bridge, including one set of the supports that tower above it, crashed down in the rain onto the roof of a factory and other buildings, crushing vehicles below and plunging huge slabs of reinforced concrete into the nearby riverbed. “People living in Genoa use this bridge twice a day, we can’t live with infrastructures built in the 1950s and 1960s,” Deputy Transport Minister Edoardo Rixi said on SkyNews24, speaking from Genoa. Within hours of the disaster, the anti-establishment government which took office in June said it showed Italy needed to spend more to improve its dilapidated infrastructure, ignoring EU budget constraints if necessary. “We should ask ourselves whether respecting these (budget) limits is more important than the safety of Italian citizens. Obviously for me it is not,” said deputy

Prime Minister Matteo Salvini, who leads the rightwing League which governs with the 5-Star Movement. Helicopter footage on social media showed trucks and cars stranded on either side of the 80-metre long collapsed section of the Morandi Bridge, built on the A10 toll motorway in the late 1960s. One truck was shown just meters away from the broken end of the bridge. Motorist Alessandro

Megna told RAI state radio he had been in a traffic jam below the bridge and seen the collapse. “Suddenly the bridge came down with everything it was carrying. It was really an apocalyptic scene, I couldn’t believe my eyes,” he said. Transport Minister Danilo Toninelli told Italian state television the disaster pointed to a lack of maintenance, adding that “those responsible will have to

pay.” But Stefano Marigliani, the motorway operator Autostrade’s official responsible for the Genoa area, told Reuters the bridge was “constantly monitored and supervised well beyond what the law required.” He said there was “no reason to consider the bridge was dangerous.” Restructuring work was carried out in 2016 on the 1.2 km-long bridge, first completed in 1967. The

motorway is a major artery to the Italian Riviera and to France’s southern coast. Autostrade, a unit of Atlantia, said work to shore up its foundation was being carried out at the time of the collapse. But the head of the civil protection agency, Angelo Borrelli, said he was not aware that any maintenance work was being done on the bridge. Borrelli said there were 30-35 vehicles on the bridge when the middle section came down, including three lorries. He said 13 people had been hospitalized, including five in a critical condition. Some 200 firefighters were on the scene, the fire service said, and Sky Italia television said four people had been pulled from the rubble. Police footage showed firemen working to clear debris around a crushed truck, while other fireman nearby scaled some of the huge broken slabs of reinforced concrete that had supported the bridge. The government has pledged to increase public investments and lobby the European Commission to have the extra spending excluded from EU deficit calculations.

Imran Khan vows to address pressing issues facing Pak Islamabad, Aug 14 (PTI): Pakistan’s Prime Minister-in-Waiting Imran Khan Tuesday said he was greatly optimistic about the country’s future despite the “grave economic crisis” and issues like corruption, as he vowed to realise the vision of the nation’s founding fathers. In his message on the occasion of Pakistan’s Independence Day, the Pakistan Tehreek-e-Insaf chief tweeted, “14 Aug 2018: On this Independence Day I am filled with the greatest optimism. “Despite our grave economic crises, due to corruption and cronyism, I know if we are united in our resolve, we will rise to the challenge and Pakistan will become the great nation envisaged by our Quaid and Iqbal,” he said, referring to the vision of Muhammad Ali Jinnah and Allama Muhammad Iqbal, the founding fathers of Pakistan. Khan is set to be swor n-in as Pakistan’s Prime Minister on Saturday. His Pakistan Tehreeke-Insaf with 158 seats has emerged as the largest party in the National Assembly. In another tweet,

Imran Khan Khan posted a picture of his ancestors with Jinnah and Iqbal at the Round Table Conference in London in 1932. “In this historic picture of Quaid-i-Azam and Iqbal, at the Round Table Conference in London 1932, my khalu (husband of his mother’s sister) Dr Jehangir Khan and my mother’s chacha (uncle) Zaman Khan (Zaman Park named after him) were also present,” Imran said. Pakistan celebrated its 71st Independence Day today. Khan’s first and foremost challenge is the tot-

tering economy. The fiscal deficit between imports and exports has reached a historic high, around USD 35 billion that speaks a lot about Pakistan’s trade policies, stagnant export base and the liberal imports policies, the Express Tribune reported. In his tweet, Khan also mentioned the issue of corruption and cronyism, apparently referring to the jailing of former prime minister and Pakistan Muslim League-Nawaz supremo Nawaz Sharif and members of his family in a corruption case.

Hong Kong independence talk held Car crashes into barriers outside UK Parliament; 3 injured

Hong Kong, Aug 14 (IANS): A pro-independence activist delivered his highly anticipated speech here on Tuesday amid government pressure and protests by pro-China groups. Andy Chan, founder of the Hong Kong National Party, addressed a packed house at the Foreign Correspondents’ Club (FCC) and tens of thousands who were on a live Facebook feed, equating Hong Kong’s position under China to its former colonial past, reports CNN. “We were once colonised by the Brits, and now we are colonised by the Chinese. Where is our right to determine our own future?” said Chan, who also warned that Hong Kong could follow the path of Tibet and

US keen to strengthen ties with Pak: Pompeo Washington, Aug 14 (PTI): The US hopes to further strengthen ties with Pakistan and work with its people and government to advance shared goals of security, stability and prosperity in South Asia, Secretary of State Mike Pompeo said Monday. Wishing the people of Pakistan on the country’s 72nd Independence Day, Pompeo, in a statement, said for more than seven decades, the relationship between the US and Pakistan has “rested on the strong foundation of close ties between our two peoples.” “In the years ahead, we hope to fur ther strengthen these bonds, as we continue to look for opportunities to work with the people and Government of Pakistan to advance our shared goals of security, stability, and prosperity in South Asia,” he said in the statement.

Xinjiang, where China has recently been accused of imprisoning hundreds of thousands of Uyghur Muslims. “By virtue of its historical, geographical and cultural difference, Hong Kong is a truly separate entity from the so-called Chinese nation,” Chan said. The FCC said it received “representations” from the Chinese Ministry of Foreign Affairs (MOFA) in Hong Kong, though it did not elaborate on what was communicated. Hong Kong’s Chief Executive Carrie Lam said she “regretted” the FCC’s decision to host Chan, while her predecessor, CY Leung, repeatedly called for the event to be called off.

In a statement on Tuesday, China’s MOFA called Chan’s speech an “abuse of freedoms of press and speech”, and accused the FCC of endorsing his views. Protesters outside the club waved the Chinese flag and displayed banners warning of a “conspiracy to split Hong Kong from China” and calling for the implementation of an antisedition law. Prior to his speech, Chan told CNN that he was surprised by the amount of pressure which had been brought to bear on the FCC, an elite institution which has had a presence in Hong Kong since the 1940s and frequently hosts politicians and dignitaries.

Major landslide...

(From p-1) the village and another that cuts through it – and the landslide occurred from above, pushing down the debris down and completely blocking the former. Village Council and Kigwema Youth Organization informed this correspondent that there was erosion on the road that cuts through the village and was gradually sinking, making it impossible for medium and heavy passenger vehicles to ply. The village authorities of Kigwema, including youth leaders, inspected the affected area to take stock of the situation. Those who have affected the most are farmers from neighbouring villages, who regularly ferry their produce to sell in the local markets of Kohima, besides students of Kigwema and Mima villages. It has been informed to this correspondent that the district disaster management authority had been alerted, but other than site inspection no other steps had been initiated till Tuesday.

(From p-1) Meanwhile, according to the governor, every Indian was now proud of being an Indian, and he credited Prime Minister Narendra Modi for this as India’s reputation had improved worldwide. Acharya claimed that common man had been given better privileges, which had led to his social and economic empowerment. He pointed out that Government of India had introduced a number of welfare projects that had empowered the people of the country. He said the Prime Minister had brought transparency to the system through legislative and institutional changes and had given this country “scam-free” governance. The quality of life in villages had improved with better roads, electricity, affordable rural housing, toilets and gas connections, he added.

Mentioning that Government of India was developing market architecture in the country’s agricultural sector, he said the farmers could benefit even more if the Centre and the State governments come up with joint decisions upholding the spirit of cooperative federalism. He said the healthcare delivery in India was now uniquely poised to undergo a change at all stages— prevention, diagnosis and treatment — with the launch of Ayushman Bharat, National Health Protection Mission. In this regard, he said Nagaland government and Tata Trusts, Mumbai had signed a memorandum of understanding recently to implement a programme for providing comprehensive cancer care in the State. Acharya said the new idea of Rajyapal – Vikas Ke Rajdoot or Catalytic Role of Governors as Agents for Change in Society – in the recently-concluded

Conference of Governors discussed how governors could be catalytic agents for change in the society. Under this, he claimed to have motivated all the five universities, Indian Red Cross Society, Bharat Scouts & Guides, Rajya Sainik Board and North East Zone Cultural Centre, of which he is the ex-officio head. They have to reach out to strengthen the society and be the nodal agents to identify and motivate the beneficiaries of Central and State government flagship programmes, he stressed. He claimed to have called upon these institutions to adopt villages and constitute teams to visit identified villages to interact with targeted beneficiaries of the flagship welfare schemes/projects during his interactions with them. “The need of the hour was to reach out to the un-empowered sections along with our constitutional responsibilities,” he added.

Don’t be distracted by contentious issues: Prez Dimapur city bus service from Sept (From p-1) “Their commitment to India - to a free, sovereign, plural and egalitarian India - was absolute. It was my privilege to honour these freedom fighters on the anniversary of ‘Quit India Day’ on August 9 in Rashtrapati Bhavan.” The President said after four years India would be marking the 75th anniversary of Independence and in less than 30 years the people would celebrate the 100th anniversary of India as a free nation. “The decisions we take today, the foundations

we lay today, the projects we undertake today, the social and economic investments we make today - whether for the immediate future or for the medium term - will determine where we stand. The pace of change and development in our country is rapid and appreciable. And as per our civilisational traditions, it is driven by our people, by civil society and by a partnership between citizen and government. Its focus, again in keeping with the essence of Indian thought, is on a better life for the less

fortunate,” he said. He also referred to the beginning of commemoration of the 150th birthday on Mahatma Gandhi on October 2 and said Gandhi did not just lead India’s freedom struggle. “He was and still is our moral compass. In my capacity as the President of India, I have been fortunate to have travelled around the world, particularly to a few countries of Africa. Everywhere, across continents, Gandhiji is mentioned, cherished and remembered as an icon for all humanity. He is the embodi-

ment of India,” he said. Recalling Gandhi’s cleanliness campaign along with his wife Kasturba in Bihar’s Champaran even in the middle of struggle for freedom, the President quoted him as saying: “Struggle was not just for political power but for empowering the poorest of the poor, educating the uneducated and ensuring the right to a dignified life.” He also referred to Gandhi’s principle of non-violence and said each Indian should adopt his ideas and maxims in everyday work and conduct.

New Delhi, Aug 14 (PTI): The Kashmir issue is now merely an “excuse” propped by the Pakistan Army to remain in control, said former RAW chief Vikram Sood, who described the neighbouring country’s army as the “largest corporate” entity running a range of enterprises from “fertiliser to bread factories”. Speaking at the launch of his new book, “The Unending Game: A Former R&AW Chief ’s Insights into Espionage”, Sood has said that any peace talk with Pakistan, which by default thinks of India as an enemy state, will be “futile”. “Kashmir is now an excuse for the Pakistan army to remain in control in Pakistan. “It is now the largest corporate sector in Pakistan. It owns land, owns properties, runs fertiliser factories, runs bread factories, runs atta (wheat flour) factories... It also runs international logistic cell which supplies goons all over the country...(and) heroin,” he has said. Pakistan, where general elections were held on July 25, will see cricketerturned-politician Imran Khan taking the oath as the country’s prime minister this week. Having handled things

covertly all his life, the former officer was -- for a change -- open about his opinion about Pakistan, which he said was a country or a state just “in name”. “I see very little hope that Pakistan’s mindset will change in foreseeable future. So anybody who talks of peace with Pakistan, well these are nobel thoughts we should all have them. But if you ask me if we can happily exist as neighbours I think not,” he added. With that, Sood was quick enough to clear that nothing of this means that “we (RAW) are into the business of making war”. He said when the Research and Analysis Wing (RAW) are talking about war they “are trying to find out what the other chap is doing”. “We are no jihadi forces trying to disrupt lives elsewhere. We (RAW) are always finding ways to

avoid war. We are providing our ministries and our defence personnel information so that they are aware and prepared to handle the situations,” he said. Underlining the major differences between the RAW and ISI (Pakistani intelligence agency), Sood said while the RAW is a “service provider” to policy makers, the ISI is a part of the force that drives Pakistan’s country’s foreign policy and is like “clandestine core of their army”. “We don’t make policies, we don’t make suggestions like this should be done or that has to be done. It is the ISI which provides its country strategic weightage in India and Afghanistan. So you have to accept these things when you talk about peace and tranquillity with Pakistan,” he explained. Union Minister Smriti Irani, who was also in the discussion panel along with former NSA Shivshankar Menon and former foreign secretary Kanwal Sibal, among others, while congratulating the author for the book, stressed a lot on the prevailing threat of cyber-security in the times we are living in. “People presume that surveillance is about catching you talking to somebody for a particular length of time.

Cong, BJP leaders in Gujarat switch sides Ahmedabad, Aug 14 (PTI): Former BJP MLA Shamji Chauhan and exmayor of Rajkot Ashok Dangar joined the Congress today, claiming “injustice” is being meted out to OBC communities under the BJP rule in Gujarat. They were inducted into the Congress by state unit chief Amit Chavda and AICC in-charge of the Gujarat Congress Rajiv Satav at a function at party headquarters here. Both hail from OBC communities. Chauhan belongs to the politically influential Koli community, while Dangar, who was the Rajkot mayor from 2000 and 2003 - when the Congress was ruling the civic body - hails from the Ahir community. Dangar later joined the BJP, from where he resigned today. Chauhan was elected from the Chotila assembly seat in Surendrangar district in 2012 on a BJP ticket. He resigned from the BJP in November last year after being denied ticket from the same seat for the assembly polls held in December.

The nodal officer will issue directives to the police stations in his zone to be alert and keep a close watch on elements who can possibly create mischief. The officer will hold at least one meeting a month with the local intelligence department and issue directives to identify and stop mischief makers and curb circulation of provocative literature. The officer is empowered to take action against groups aiming to create disturbances in the society. He will also tackle provocative and baseless messages on social media which endanger peace in the society, the order said. Elements who use social media to spread violence with false messages will be booked under section 153(A) of the IPC (which deals with promoting enmity between different groups).

New Delhi, Aug 14 (IANS): The Delhi High Court on Tuesday issued notice to the Delhi Police and the state government on a plea seeking action against the illegal sex rackets in the national capital in the garb of massage parlours. A bench of Chief Justice Rajendra Menon and V. Kameswar Rao asked the city police and the Delhi Government to file a response on the plea and listed the matter for further hearing on November 27. The court was hearing a plea filed by Ateet Bansal through his counsel Abhishek Yadav and Mishika Singh against the illegal sex rackets that are rampant in Delhi in the garb of massage parlours. “Every year, hundreds of illegal immigrants stay back beyond the visa permit and engage in illegal flesh trade to earn quick money, owing to the ‘massage’ business being highly lucrative. However, the police, even after repeated tips, has been unable to take any action against the offenders,” the petitioner said.

Yet, very few Koli MLAs have been given key posts in the government. “Koli MLAs are not allowed to become even district or taluka presidents of the party. I am joining the Congress because of the BJP’s failure to do justice to the community,” said Chauhan. The former MLA maintained he has not joined the Congress out of any expectation of getting a ticket for the 2019 Lok Sabha polls. Meanwhile two Congress leaders from Gujarat’s Banaskantha district today joined the ruling BJP accusing leaders of the opposition party of engaging in “infighting” instead of addressing people’s problems. anaskantha district panchayat member Balkrishna Jirala and district Congress general secretary Hareshbhai Vyas were inducted into the BJP, along with 80-odd supporters, in the presence of the ruling party’s state general secretary K C Patel and Rajya Sabha MP Shambhunath

Tundiya. The induction function took place at Sri Kamalam, the BJP’s headquarters in Gandhinagar. Expressing confidence in the leadership of Prime Minister Narendra Modi and BJP national president Amit Shah, Jirala said, “The country is changing rapidly under the leadership of Narendrabhai Modi and Amitbhai Shah and is achieving new heights of development.” “Instead of addressing the problems faced by the people, Congress leaders are engaged in infighting,” he added. The development comes on a day when former BJP MLA Shamji Chauhan and ex-mayor of Rajkot Ashok Dangar joined the Congress. Both hail from OBC communities. Chauhan belongs to the politically influential Koli community, while Dangar, who was the Rajkot mayor from 2000 and 2003 - when the Congress was ruling the civic body - hails from the Ahir community.

Karunanidhi’s death, dismissing any challenge from his brother M.K. Alagiri who revolted on Monday claiming that party cadres were with him. An emergency meeting of the Executive Committee called at the DMK headquarters here with a single agenda - to pass a resolution condoling the death of former Tamil Nadu Chief Minister Karunanidhi - gave a strong message that Stalin was the leader, who would succeed his late father as DMK President. The meeting was chaired by Stalin, who is also the Leader of the Opposition in the Tamil Nadu Assembly. After the passage of the condolence resolution that praised Karunanidhi and listed his numerous achievements, party leaders including Duraimurugan, T.R. Trump signs $716 bn defence authorization bill Al Qaeda seeking ‘opportunistic Washington, Aug 14 (IANS): US President Donald Trump signed into law the $716 billion annual defence policy bill, the earliest in the year the bill has become law in more than four decades. “The National Defense Authorization Act (NDAA) is the most significant investment in our military and our warfighters in modern history, and I am very proud to be a big, big part of it,” Trump said before signing the bill on Monday. “It was not very hard. You know, I went to Congress, I said let’s do it, we got to do it. We’re going to strengthen our military like never, ever before, and that’s what we did,” he said. Trump signed the bill during a visit to Fort Drum, New York, where he was joined by Vice President Mike Pence, Deputy Defence Secretary Patrick Shanahan and the Joint Chiefs of Staff Joseph Dunford, reports The Hill. This year’s NDAA authorizes about $639 billion for the base budget of the Pentagon and defence programmes of the Energy Department. It also allows for another $69 billion for a war

fund known as the Overseas Contingency Operations (OCO) account. It fulfils several of the administration’s priorities to bulk up the military, including adding 15,600 troops across the Army, Navy, Air Force and Marine Corps. The bill also follows the administration’s request for 77 F-35 fighter jets and goes beyond the its request for Navy ships, authorizing a total of 13 new vessels. “We will replace aging

tanks, aging planes and ships with the most advanced and lethal technology ever developed, and hopefully we’ll be so strong we’ll never have to use them,” Trump said. The bill also gives troops a 2.6 per cent pay raise, the highest in nine years, The Hill reported. On Monday, Trump made no mention of the bill’s namesake. With the NDAA signed into law, Congress now turns its attention to pass-

ing a defence spending bill to make the dollar amounts authorized by the NDAA a reality. The House passed a Pentagon spending bill in June, while the Senate is expected to start considering its version as soon as this week.

China to assess new US defence act

China’s Commerce Ministry said on Tuesday it will comprehensively assess a new US defence act that

strengthens the role of a key committee tasked with reviewing proposed foreign investment, and called for fair treatment of Chinese investors. US President Donald Trump signed a $716 billion defence policy act on Monday that authorises military spending and includes watered-down controls on US government contracts with China’s ZTE Corp and Huawei Technologies Co Ltd. In a short statement, China’s Commerce Ministry said it had noted the inclusion of CFIUS in the act and would “comprehensively assess the contents”, paying close attention to the impact on Chinese firms. “Chinese and US companies have a strong wish to deepen investment cooperation, and the potential is enormous,” the ministry added. “The governments of the two countries should listen to the voices of the companies, and provide a good environment and stable expectations,” it added. “The US side should objectively and fairly treat Chinese investors, and avoid CFIUS becoming an obstacle to investment cooperation between Chinese and US firms.”

attacks’ in India: UN report

U n i t e d Nat i o n s, Aug 14 (IANS): The Al Qaeda in the Indian Subcontinent (AQIS) is looking to carry out opportunistic attacks, but has low operational capability in India, according to a UN report. “AQIS is relatively isolated owing to increased security measures within the wider region, but the group continues to seek security gaps for opportunistic attacks,” according to the report by the Analytical Support and Sanctions Monitoring Team for Al Qaeda and the Islamic State (IS) released on Monday. “The group, Al Qaeda’s newest affiliate, is ideologically inclined to carry out attacks inside India but its capability is believed to be low,” the report said. AQIS was formed in 2014 and was led by Asim Umar, who is said to be an Indian belonging to the Pakistan-based Harkat-ulJihad al-Islami, which was itself an Al Qaeda sponsored organisation. Al Qaeda in Arab Peninsula (AQAP) was entrusted with carrying out propaganda for AQIS along with other Al Qaeda

groups, the UN team’s report said. For the South Asia region, the report said that Al Qaeda posed a longer-term threat, even though the IS was seen as an immediate threat. It said, “Al Qaeda still maintains a presence in South Asia. It adapts to the local environment while trying to embed itself into local struggles and communities. It is closely allied with the Taliban.” Quoting a UN member nation it did not identify, the report added that although the IS “posed an immediate threat, Al Qaeda was the ‘intellectually stronger group’ and remained a longer-term threat”. It also said that Al Qaeda leader Ayman alZawahiri and Osama bin Laden’s son, Hamza, were reported to be in the Afghanistan-Pakistan border areas. But the report asserted that Islamabad had taken steps to reduce terrorismrelated activities near the border. “In Pakistan, extensive counter-terrorist operations are reported to have led to

a reduction in the number of terrorists and terrorist training facilities, and in the quantity of locally available explosive material in the Federally Administered Tribal Areas. Some of the terrorists were displaced across the border into Afghanistan,” it said. The report said that members and leaders of the Tehreek-e-Taliban Pakistan have joined the IS and make up a majority of its cadres in Afghanistan estimated to number between 3,500 and 4,500. Globally it noted that “while there was as yet little evidence of a re-emerging direct global threat from Al Qaeda, improved leadership and enhanced communication will probably increase the threat over time, as will any rise in the tendency, already visible in some regions, of ISIL supporters to join Al Qaeda”. The UN team’s assessment of the AQIS capability in India was similar to that made separately in 2017 by an independent terrorism expert, Mohammed Sinan Siyech of the International Centre for Political Violence and Terrorism Research in Singapore.

Vetsel phones, the BBC reported. Erdogan termed Washington’s measures as an “economic attack from abroad”. Russia, Brazil, Argentina, South Africa and Mexico also saw their currencies fall over the last week. He said that Turkey was taking measures to stabilize the economy and should not “give in to the enemy” by investing in foreign currencies. R u s s i a ’s Fo r e i g n Minister Sergei Lavrov, who was visiting Ankara, branded the US sanctions an “illegitimate policy” on Tuesday. He accused Washington of seeking an unfair competitive advantage in global trade.

Since January, the Turkish lira has lost more than 34 per cent of its value against the dollar, pushing up the price of everyday items. In a televised speech earlier, the Turkish President called on citizens to exchange foreign currency and gold for lira, calling it an “economic war”. However, there may be a small respite for the flailing currency, which gained slightly in value after days of dramatic falls. Turkey’s central bank has promised to provide banks with liquidity. The country’s Finance Minister will seek to reassure around 1,000 international investors in a teleconference scheduled for Thursday.

Up to 100 cars set ablaze in Sweden rampage

A person walks past burned cars parked at Frolunda Square in Gothenburg.

Gothenburg, Aug 14 (Agencies): Groups of youths set fire to cars as they went on the rampage in the Swedish city of Gothenburg and a few surrounding towns Monday night. Sweden has seen a rise in violence in areas with high unemployment and other social problems and Monday’s disturbances echoed rioting in the capital Stockholm in 2013, although it was unclear what triggered the latest rampage. Mounting public concern about gang-related and other violence has become a central issue in campaigning ahead of a national election

next month. Police said that up to 100 cars were either set fire to or vandalised in Gothenburg, Sweden’s second-biggest city, and in nearby towns such as Trollhattan, an industrial area with high unemployment, and Falkenberg. Police did not say what might have spurred the violence, confirming only that gangs of youths were involved but did not say how many people. Swedish towns have seen sporadic violence on a smaller scale in mid-August in recent years at the end of the school summer break. “We believe that up to

100 cars have been burned or damaged,” police spokeswoman Ulla Brehm said. “They were organised and prepared.” A handful of cars were also burned overnight in Stockholm. “It seems ver y organised, almost like a military operation,” the Prime Minister Stefan Lofven said in an interview on Swedish radio, but did not say who might have organised the violence. “Society is always going to react strongly to this kind of thing,” he said. The violence echoed rioting by hundreds of youths

in Stockholm and some of its poorer suburbs in 2013, sparked by the police killing of a 69-year-old man wielding a machete in a suburb of the capital, which prompted accusations of police brutality. Law and order is a key issue ahead of the general election on 9 September after a spike in gang violence in Sweden saw more than 40 people shot dead last year. Despite economic growth that has for years been the envy of most of Europe, Mr Lofven’s Social Democrats, the bigger party in the current minority coalition, are on track for their worst ever election result, according to opinion polls. As well as rising violence, voters are worried about a creaking welfare system, falling school results and the effects of a surge in immigration that saw around 160,000 people seek asylum in Sweden in 2015. The concerns have benefitted the populist, antiimmigration Sweden Democrats who could become the second-biggest party in parliament after September’s vote.

Migrants rescued by the ‘Aquarius’ on Friday.

Since June, Italy’s new far-right Interior Minister Matteo Salvini has regularly turned away rescue ships operated by foreign NGOs, accusing them of playing into the hands of people smugglers. On Saturday, he said the Aquarius would “never see an Italian port” again, accusing it of encouraging smugglers and migrants to take to the water in the knowledge that they will be rescued. Malta’s government defended its decision to turn away the Aquarius, saying it was “neither the coordinating nor the competent authority for such a rescue” and had “no legal obligation” to provide a place of safety. The government of Gibraltar also announced late

Monday that the ship would no longer be allowed to operate under its maritime flag after being registered on the British overseas territory in 2009. The increasingly hostile stance reflects hardening public opinion towards migrants in Europe following the arrival of hundreds of thousands of people fleeing war or poverty in Africa and the Middle East. For years, Italy pleaded with its EU partners for help with a massive influx of arrivals that has seen 700,000

people land in the country since 2013. The new Italian policy of turning back charity boats sparked a furious row among EU members in June, which was resolved when Spain, under a new Socialist government, offered to take in the Aquarius passengers. A Spanish government source told AFP on Monday that the country did not intend to repeat the gesture by allowing the Aquarius to dock in Valencia, saying that “it is not the safest port” for the ship.

Mai m ana, Aug 14 (IANS): At least 17 Afghan soldiers were killed after Taliban militants overran an Army base in the northern part of the country following a three-day intense fighting, officials said on Tuesday. The clashes started last Saturday after hundreds of Taliban militants stormed and besieged Camp-eChenayeeha base in remote Ghormach district of Faryab province in which about 106 Army soldiers were stationed, Xinhua news agency reported. The Taliban attack in the north coincided with clashes in southeastern province of Ghazni, which lies on the main highway linking Kabul with the south. Hundreds of people have been killed or injured during clashes there since last week. Heavy clashes and airstrikes were reported on Tuesday as fighting in the city entered the fifth day. The UN Office for the Coordination of Humanitarian Affairs has warned that residents of Ghazni were struggling to access basic services and medical care.

A n k a r a , Au g 1 4 (IANS): Turkish President Recep Tayyip Erdogan on Tuesday warned that his country would boycott electronic goods from the US, after Washington imposed punitive sanctions on Ankara over the latter’s refusal to extradite a jailed American pastor. Tensions between the two countries have escalated over US pastor Andrew Brunson, who was arrested in Turkey nearly two years ago over terrorism allegations. Washington doubled tariffs on steel and aluminum imports last week following Turkey’s refusal to extradite him. The impasse led to the depreciation of the Turkish lira, which lost 25 per cent of its value in August and impacted on other countries’ currencies as well, including the Indian rupee, as investors feared the lira’s wobbles could spread to developing nations. “If (the US) has the iPhone, there’s Samsung on the other side,” Erdogan said, referring to Apple and its South Korean competitor. He added that Turkey also had its own Venus

PARIS, Aug 14 (Agencies): European countries faced pressure on Tuesday to resolve a fresh standoff with the operators of the migrant rescue ship Aquarius which is stranded for the second time in the Mediterranean carrying 141 people. France said it was in touch with other EU nations to “rapidly” find a port where the Aquarius could dock after it was refused entry by Italy and Malta, the two countries closest to its current location. The Aquarius, which was left stranded with 630 migrants on board in June after being turned away by Rome and Valletta, resumed rescue operations off the Libyan coast last week. In a statement late on Monday, French President Emmanuel Macron’s office voiced disapproval of Italy’s “very tough political stance” - milder language than two months ago when he accused the populist government of “cynicism and irresponsibility”. The 141 migrants on board the Aquarius were picked up on Friday in two separate operations and are in a stable condition, the French charity that operates the Aquarius, SOS Mediterranee, said. Tove Ernst, a spokesman for the European Commission, said Monday that it was in contact with “a number of member states” to find a “swift resolution” to the standoff.

Cohen’s ‘Who Is America’ Do left-handers make better musicians? Collaborative short film pranks didn’t trick everyone I made in India, Pakistan S

“M

atched!”, a digital short film collaboration between India and Pakistan, celebrates the Independence Day of both the nations. Indian digital platform Arre joined hands with Pakistan’s digital entertainment brand Teeli to co-produce, co-write and co-create the short, filmed across New Delhi and Karachi. The idea was an experiment to engage with shared cultural values like food, language, and social relationships, rather than the politics that has shaped the current narrative. “Matched!” captures the unlikely friendship be-

tween an Indian girl from Amritsar and a Pakistani boy from Lahore, made possible through a dating app. What happens when two people who only associate India with Bollywood and Pakistan with Coke Studio, strike a conversation, is what the movie explores. From script, production, and post-production, teams on either side worked on Skype over a period of two months, with the purpose of exploring how to overcome barriers with digital content. The attempt was to deliver a joint expression of two neighbouring nations. Sharan Saikumar, Cre-

ative Director, Arre, said in a statement:”’Matched!’ is a product of the digital age. It suggests that even though our countries and politics may falter, as people we can always be true.” Digital content has made borders irrelevant, according to Gul Zaib Shakeel, Head Writer, Teeli. “It has shown and shared the thrilling, mundane and honest things that our regular lives are all about. The fact that content from either side of the border resonates with the other is testament to how truly similar we are at the core. This is what the video is about,” Shakeel said. (IANS)

acha Baron Cohen’s satirical seven-episode Showtime series “Who Is America?” has made headlines for tricking celebrities and politicians including Ted Koppel, Roy Moore, Joe Arpaio and more. But not everyone Cohen has tried to dupe fell for the liberal comedian’s antics. In fact, many of his marks easily saw through the now-decades-old act, and avoided becoming Cohen’s punchline. Former Trump campaign manager Corey Lewandowski was able to avoid becoming a mockery when invited onto Cohen’s Showtime series. Lewandowski kept to his talking points as Cohen continuously prodded him with ridiculous questions, such as asking him about the far-right conspiracy theory that PBS is owned by the “Rastafarian lobby.” “I wouldn’t know anything about that,” a cool Lewandowski said. Cohen posed as “Billy Wayne Ruddick Jr,” a rightwing conspiracy theorist and “citizen journalist.” He also asked the former Trump staffer to speak on a variety of sensitive topics such as his stance on neo-Nazis and if Trump is racist. “I had the privilege of standing and sitting next to candidate Trump — and now the president— for

thousands of hours over my tenure running his campaign. Never, ever, ever did I ever hear him utter a racist word in his life. Ever,” Lewandowski said. Rep. Matt Gaetz (RFla.) also didn’t fall for the comedian’s tricks when he was interviewed by Cohen, in character, as an Israeli anti-terror expert named Col. Erran Morad. Cohen as Morad was trying to convince Gaetz to endorse a fictional program called “Kinderguardians,” which would arm America’s children to help prevent school shootings. “You want me to say on television that I support 3 and 4-year-olds with firearms?” Gaetz asked Cohen. “Is that what you’re asking me to do?” Cohen replied, “Yes.” “Typically, members of Congress don’t just hear a story about a program and indicate whether they support it or not,” Gaetz said. Gaetz spoke to “Fox & Friends” about being on the show, and said he was skeptical because his mother taught him to be that way. “Good makeup artistry, good acting by Sacha Baron Cohen,” Gaetz said. “They catch members of Congress at the end of the day, a little frustrated, a little tired. And I think they got some of my colleagues to say things they likely regret.” (FoxNews)

t’s an oft-wheeled-out old wives’ tale that left-handers are more creative – one that doesn’t quite stand up to scientific scrutiny. But take a cursory glance at the annals of musical history, and you’ll see countless influential musicians whose handedness is the mirror image of the norm. With today (August 13) International Left Handers Day, the date and the evidence both beg the question – is there something in the blood of lefties that makes them more musically inclined? The science suggests that those who exercise their left hand as much as their right are technically ‘inconsistently handed’, which lends them to “prefer obscure styles of music” – a trait that’s ideal for any budding musician looking to push boundaries. The icons speak for themselves, too. Take Jimi Hendrix, for example – a famed left-hander whose influence on modern music needn’t be repeated yet again. Kurt Cobain, too, made his southpaw guitar a key factor in Nirvana’s longstanding iconography. And, of course, there’s Paul McCartney, whose mirror-image bass playing is etched into the memories of anyone who’s so much as glanced at a Beatles performance. Lesser-spotted lefty Phil Collins’ kit is set up backwards, too. Less obvious? David Bowie, who was

famously left-handed, but chose to play a right-handed guitar. Perhaps he was trying to save the pennies – a lefty guitar is more expensive, after all. It’s a trait that both Paul Simon and The Bee Gees’ Barry Gibb can boast, too. Travel back further still, and there’s yet more evidence to suggest the lefties have got something up their sleeves. Albert King and Otis Rush, two of blues’ most pivotal figures, were both left-handed, and both played right-handed guitars re-strung and flipped over. Even further back, some writings suggest that – even back when such things were seen as demonic – a little fella called Mozart was a lefty. In underground genres like punk and metal, too, the cliche stands up. Trace the roots of heavy metal right to the source and you’ll

find Tony Iommi, a revered left-hander and a man often single-handedly pinned as the creator of metal; his riffheavy work in Black Sabbath defined a generation of headbangers. Rancid guitarist Tim Armstrong, meanwhile, perfected the choppy threechord punk aesthetic, which has packed out Warped Tour crowds and sweatbox venues ever since. All of these musicians are more than just additions to an arm-long list of icons – they’re integral innovators, whose works have pushed music forward in ways that countless other, right-handed musicians have failed to follow. While it would be trite to diminish the talents of the countless musicians whose dominant hand falls in line with the norm, there’s little denying the influence lefthanded musicians have had on musical history. Long live the southpaw. (NME)

Godsmack to experiment NASA to send submarine to Sean McAllister defies new style in upcoming album seafloor next week: Report film censors over 15 rating record and this new sound, we wanted to make sure we had the new production and everything; we wanted to kind of revise everything, and that’s what we’ve done. So I think people are gonna be really excited to see this, because us and Shinedown coordinated this tour to be able to have two big shows but two different looks, and I think we really did a good job in accomplishing that.” Godsmack and Shinedown recently unveiled a second North American leg to their upcoming coheadlining tour, adding a string of fall dates to the two bands’ itineraries after initially hitting the road together this summer. The new dates begin on September 21 in Greenville, South Carolina, ending for now on October 11 in Portland, Oregon. Asking Alexandria will take over in the opening slot for Like a Strom and Red Sun Rising, who are splitting the summer concerts. (Blabbermouth)

ASA is set to send a submarine to the seafloor near Hawaii on August 20 in an effort to find an environment analogous to water worlds like Jupiter's moon Europa and Saturn's moon Enceladus, the media reported on Tuesday. Taking a closer look at the Earth's seafloor might help the space agency to send a submarine to the outer solar system to explore the waters of other worlds for life, the popularmechanics. com reported. On August 20, NASA will send the submarine SUBSEA, short for Systematic Underwater Biogeochemical Science and Exploration Analog, to a volcanic vent Loihi -- a seamount off the coast of the Big Island of Hawaii. At Loihi, the submarine it will take observations at subcentimeter resolution of the topography, environment, and inorganic chemistry. Vents on the seafloor can reach hundreds of degrees as upwelling volcanic

material meets the ocean water. Although this dark, oxygen-poor environment might seem like a harsh place for life, organisms from bacterial colonies to thermophilic worms to heat-tolerant crustaceans can thrive by these volcanic vents, something scientists once thought was impossible. In space, it's possible to find little volcanic vents on the ocean floor of Europa, which is larger than Pluto, or Enceladus, which is a small moon believed to have a porous core of hot rock. The rocky cores of these worlds heat up due to gravitational interactions with their much larger home planets, possibly producing volcanic activity on the ocean floor similar to Earth. Both moons are prime targets for future NASA missions and eventual ocean exploration. "Everything that we do has bearing on how we think and how we design these future missions," Darlene Lim, principal investigator of SUBSEA and scientist at NASA, was quoted as saying. (IANS)

director is defying film censors by letting under-15s watch his documentary for free in protest at its 15 rating. Sean McAllister is angry that the British Board of Film Classification (BBFC) has made A Northern Soul a 15. The film follows Steve, who struggles to make ends meet as he tries to take his hip-hop bus to children in Hull. The BBFC said it was a 15 because there were too many swear words for a 12A, but McAllister said it had been judged on its “raw depiction of poverty”. In response he’s giving under-15s free tickets to screenings in Hull this week. “An honest depiction of our times has somehow been censored, because the guy is far from offensive, he’s far from aggressive in any way at all,” the director told BBC News. “He’s an inspiration of hope, a gleam of light in dark times for kids who have very little.” In the film, Steve Ar-

But McAllister, who was nominated for a Bafta for his last film, A Syrian Love Story, argues that Steve’s language is “credible and real” and “culturally embedded within how he speaks”. for “When Legends Rise”, Erna said: “It’s really just a matter of, ‘What can we do on this record? Where do we wanna go with this? What do we wanna try? What do we wanna mess with?’ And ultimately, we just start writing music, and we try to keep it unique as much as we can, we try and not to write the same record every time — that kind of thing — but we do have a certain sound, a signature kind of sound that we’ve established over the years, and we wanna make sure we don’t branch too far from that. But at the same time, we need to be able to explore some different textures; otherwise, it gets boring for us too.” Along with changing up the Godsmack sound, the band went ahead and revamped its live show in time the group’s current U.S. co-headlining tour with Shinedown, which kicked off last month. “We stripped everything down and rebuilt it,” Erna said. “When we had this new

‘I would have left if Conte stayed’

1st DEATH ANNIVERSARY

Lo n d o n, Au g 1 4 (Agencies): Chelsea winger Willian has revealed he would have left the club had Antonio Conte remained in charge. Willian won the 201617 Premier League under Conte but he endured a difficult relationship with the Italian, revealing earlier this month that he found him difficult to work with. The Brazil international was linked with a move away from Stamford Bridge this summer but he opted to stay and has revealed that he would have moved on had Conte not been sacked. “No chance. No. I’m here because I want to play for Chelsea. I will only leave if Chelsea want me to go,” Willian told the London Evening Standard when asked about whether he would have stayed if Conte had not been sacked.

Modric was the main image on the Real Madrid official website as the squad arrived in Tallinn, the Estonian capital, on Monday night ahead of the rival clash on Wednesday. Modric remains a target for Inter Milan but it is understood that the chances of Real president Florentino Perez letting Modric leave for the Nerazzurri are decreasing. The will of the Croatian has not changed and he continues to want the switch to Inter, and will maintain this position with Real and Perez until the Serie A window closes on August 17. Djokovic wins; Murray falls in Cincinnati

Kronu takes charge as NCA president Correspondent

(L) Novak Djokovic returns a shot to Steve Johnson. (R) Andy Murray was beaten in the first round of Cincinnati Open by Lucas Pouille.

Cincinnati, Aug 14 (Agencies): Novak Djokovic overcame home favourite Steve Johnson, Stan Wawrinka beat Diego Schwartzman and Andy Murray was eliminated in the first round of the Western & Southern Open in Cincinnati. Tenth seed Djokovic faced a tough opponent in American Johnson, needing nine match points to advance to the second round 6-4 7-6 (7/4). On the back of his third-round defeat at last week’s Rogers Cup, the Serbian took until the 10th game to break his world

number 33 opponent, but kept up the pressure to take a 3-0 lead in the second. Johnson refused to be beaten, however, breaking Djokovic’s serve twice before the former world number one rallied to even the score at 4-4. A mammoth final three games ensued before Djokovic hit a cross-court forehand to seal the victory. Britain’s Murray failed to reach the next round after being beaten 6-1 1-6 6-4 by Lucas Pouille, who took the opening set in just over 30 minutes.

Murray showed some fight in the second set, breaking Pouille in the first game and going on to level the match in convincing style. But he could not edge ahead and Pouille held his serve in the 10th game of the final set and claim a deserved victory. Meanwhile, wild card Stan Wawrinka erased any worries about his recent knee surgeries, beating Diego Schwartzman 6-2 4-6 6-3 to set up a roundtwo match against Kei Nishikori, who overcame Andrey Rublev 7-5 6-3. American Sam Querry upset ninth seed John

Isner despite 38 aces from his countryman and two hard-fought tie-breaks. Isner triumphed in the first tie-break of the second set but Querry was able to fight back with an impressive ace game of his own – hitting 26 in total – and claiming 87% of his first-serve points to triumph 6-4 6-7 (5/7) 7-6 (7/5) after two hours and 10 minutes on court. There were also wins for Denis Shapovalov, who defeated Frances Tiafoe 7-6 (8/6) 3-6 7-5, and Benoit Paire, who dismissed David Ferrer 6-2 6-2.

Kohima, Aug 14 (NPN): Minister for planning & coordination and land revenue, Neiba Kronu Tuesday took charge as president of the Nagaland Chess Association (NCA) at a function held at Red Cross conference hall, Kohima.
