Pres Kovind praises COVID warriors appreciates ‘super-human efforts’ in containing coronavirus pandemic NEW DELHI, AUG 14 (PTI): President Ram Nath Kovind on Friday appreciated the “super-human efforts” in containing the magnitude of the coronavirus pandemic in the country and said these are “worth emulating” by the wider world. In his address to the nation on the eve of the 74th Independence Day, the president complimented the COVID warriors and said the nation is indebted to doctors, nurses and other health workers who have been continuously on the forefront of the country’s fight against this virus. “All corona warriors deserve high praise,” Kovind said in his televised address. He said it is very reassuring to note that the central government, while anticipating the tremendous challenge, responded effectively and well in time. “For a countr y so vast and diverse with high population density, meeting this challenge requires super-human efforts,” the president said. I-Day celebration in Nagaland to be low-key affair KOHIMA, AUG 14 (PTI): The 74th Independence Day celebration on Saturday will be a low-key affair in Nagaland without customary march-past and only a handful of dignitaries have been invited for the function in view of raging Covid-19 situation in the state, official sources said on Friday. In order to maintain minimum gathering, there would be no more than 100 attendees at the main function. The measures have been taken in consonance with the central government’s directives to avoid large congregation. The state government has notified that only very senior bureaucrats and a few heads of departments will attend the programme at the main venue, director I&PR department Limawati Ao said. The government has directed AHoDs to hoist the national flag in government offices and institutions at 6 a.m. keeping in mind COVID guidelines. While chief minister Neiphiu Rio will be present at the main celebration at the Secretariat Plaza, deputy CM Y Patton will unfurl the tricolour in Dimapur.

D I M A P U R , AU G 1 4 (NPN): With 154 fresh COVID-19 cases being reported from across the state, the tally as on August 14 stood at 3322 cases-- 2110 active, 1198 recovered, 8 deaths and 6 migrated. According to Health

minister, S. Pangnyu Phom 84 fresh cases were detected in Kohima, 58 in Dimapur, 10 in Zunheboto, 1 each in Mon and Wokha. As per the severity of symptoms, 2106 cases are asymptomatic 2 mild and 3 moderate.

India’s COVID-19 cases cross 24L NEW DELHI, AUG 14 (PTI): India’s COVID-19 caseload surpassed 24 lakh on Friday after 64,553 more people tested positive and the recoveries rose to over 17 lakh, the Health Ministry said. With 17,51,555 people defeating the disease, the recovery rate has surged to 71.17 per cent. The caseload increased to 24,61,190, while the death toll climbed to 48,040 with 1,007 people succumbing to the disease in 24 hours, the ministry data updated at 8 am showed. The fatality rate has declined to 1.95 per cent. There are more than 6.60 lakh active cases, which is 26.88 per cent of the total. India had crossed the 20 lakh mark on August 7.

DIMAPUR, AUG 14 (NPN): Dimapur police issued new traffic regulations for nonessential vehicular movement within Dimapur town and NH-29 till Chumukedima town with effect from August 17-31 and appealed to all citizens to extend cooperation. In an order, Commissioner of Police (CP) Dimapur, Rothihu Tetso, informed that the Odd-Even system for vehicles in Dimapur will continue but restriction would not be enforced on Sundays. It also stated that the category under essential services as notified earlier would be exempted. Further, government servants on bona fide duties and vehicles involved in providing essential services/involved in COVID-19 related duties would be exempted on production of relevant documents and valid ID proof. Two-wheeler would also be exempted from the new traffic regulations. All heavy vehicles, except those engaged in four-lane construction works with valid permit, would be restricted from plying within the town area and highway area from 9 a.m. to 3 p.m.

DIMAPUR, AUG 14 (NPN): Christian Institute of Health Sciences & Research (CIHSR) 4th Mile, Dimapur has announced the reopening of all its services starting August 17, 2020. CIHSR director Dr. Sedevi Angami in a public notice informed that all the areas, which were affected by the COVID-19 virus, have been sanitized and ready to be re-opened.

Dr. Sedevi said that all the staff, who were infected by COVID 19 and have recovered, would be allowed to work again at patient areas. Only non-infected or staff recovered would manage patient interface sections of the hospital, he said. Dr. Sedevi also informed that all precautionary measures were in place to prevent further transmission within the hospital.

We do not say Government of India has rejected them, but let us finalise them at the earliest time”. Muivah also said that the Nagas would co-exist with India sharing sovereign powers as agreed in the Framework Agreement and defined in the competencies but would not merge with India. In his message on the occasion of 74th Naga Independence Day, Zhimomi said after more than 50 rounds in three years, negotiations had concluded with unresolved matters to be pursued and settled through democratic political process. He claimed, “We have touched, negotiated, sorted out and documented all negotiated points for posterity.” Recalling that the Government of India (GoI) and WC, NNPGs, of which GPRN/NSCN is an integral part, had on November 17, 2017 signed the “Agreed Position” that reinforced the political and historical rights of the Nagas to selfdetermine their future in consonance with their distinct identity, the ato kilonser said all apex Naga tribal bodies, GBs, legislators and intellectual groups were on board and proved to be a constant source of strength. Mentioning that the status paper was with the apex Naga civil societies and would exist for a

thousand years, Zhimomi asserted that the WC, NNPGs had the courage to listen to the people and pursue practical approach to resolve the Indo-Naga issue. DIMAPUR: Various Naga political groups (NPGs) and student bodies celebrated the “74th Naga Independence Day” at their respective headquarters on August 14, 2020. Dimapur: GPRN/ NSCN observed the 74th Naga I-Day at council headquarter Khehoyi designated camp with strict compliance to health guidelines and advisories. DIMAPUR: Lotha Public Organization (LPO) has vigorously endorsed the Naga Hoho and Naga Mother Association criticising R.N. Ravi, the Interlocutor of Naga peace talk for erecting trust deficit in the Naga peace process, even after 23 years of Indo-Naga political talk have passed through six successive Prime Ministers of India. In a press release, LPO through its media cell stated that India being the “largest democracy” on earth and having “great culture”, the

entire world look at India with great respect. “Therefore, polarising a small Naga nation and subjugating their rights to self determination will only develop a mockery before the globe”, LPO added. It asserted that the prevailing Indo-Naga ceasefire signed between the GOI and NSCN on July 25, 1997 is the standing evidence of Nagas goodwill towards India to live in peaceful coexistence. Manipur Speaker accepts resignation of 6th Cong MLA

IMPHAL, Aug 14: Speaker of Manipur Legislative Assembly Y Khemchand on Friday accepted resignation tendered by Congress legislator Paonam Brojen as member of the state Assembly On acceptance of the Congress legislator’s resignation, the 60-seat Manipur legislative Assembly now has 13 vacant seats, which has led to the reduction of effective strength of the Assembly to 47. Brojen was among the six Congress legislators who tendered resignation as members of the state Assembly on August 10 last after the one-day monsoon session of the state Assembly. A day after the six Congress MLAs tendered their resignation, the Speaker accepted the resignations of five of them while putting on hold the resignation of Paonam Brojen stating that a disqualification against him was pending

with the Speaker’s tribunal. The Speaker’s tribunal, after a hearing on the disqualification case filed against Brojen today, dismissed the disqualification petition stating that there was “no evidence” to prove that he (Brojen) joined the BJP. The state Congress filed a disqualification petition against Brojen after he allegedly joined the BJP even though he was elected to Congress ticket in the election. Even though he was not disqualified from being a member of the state Assembly, the Speaker of Manipur Legislative Assembly accepted his resignation of a Congress legislator. Speaking to reporters after Friday’s tribunal proceeding, Speaker Y Khemchand said that the disqualification case against Brojen was pending after an order of the High Court of Manipur stayed the pronouncement of the final judgment of the case. The stay period of the High Court has ended, hence

he pronounced the judgment, Khemchand said. The Speaker added that with the acceptance of the resignation of Brojen, the effective strength of the 60-member state Assembly has reduced to 47 as 13 seats now lay vacant. On August 11, the Speaker had accepted resignation of five Congress legislators; Okram Henry Singh, Oinam Lukhoi Singh, Md Abdul Nasir, Ngamthang Haokip and Ginsuanhau. Earlier, the Speaker had disqualified the five Congress legislators including Th Shyamkumar who had joined the BJP even before administering oath as member of the state Assembly after general elections to the state Assembly in 2017 to become a cabinet minister. Three legislators of the ruling BJP had also resigned as members of the state Assembly ahead of the election for the lone Rajya Sabha election from Manipur in June this year.

Northeast Human skulls, bones found in Mizoram

AIZAWL, AUG 14 (PTI): Several human skulls and bones, believed to be more than a century old, were on Friday found while clearing the debris of a landslide from a road in Mizoram’s Mamit district, police said. Skulls and bones of 12 adults came down the hill during the landslide that blocked the TuidamKawrte Road near the Tripura border, deputy inspector general (northern range) Lalbiakthanga Khiangte told PTI. The skulls and skeletal remains were found inside earthen pots, and believed to be from the late 1800s, he said. Khiangte said these are believed to be of Mizo chiefs from that period, during which the practice of burying earthen pots containing skulls and bones after cremation was followed. He said that a sub-divisional police officer from Kawrtha was sent to the spot. “I have instructed the SDPO to collect the skulls and skeletons and bring them to the Kawrtha police station,” he said.

Sarma said at a plasma donation camp organised by the BJP here. On June 29, Bharat Biotech had announced that it had successfully developed ‘Covaxin’ in collaboration with Indian Council of Medical Research (ICMR) and National Institute of Virology (NIV). “They (Bharat Biotech) have started the process to have GMCH as one of the centres for Phase-II testing of the vaccine. “It is almost 99 per

cent sure that GMCH will participate (in Phase-II trials),” Sarma said. At present, paper work is going on between Bharat Biotech and Gauhati Medical College and Hospital (GMCH), he added. The Drugs Controller General of India granted permission to Bharat Biotech for Phase-I and II human clinical trials after it had submitted results generated from pre- clinical studies, demonstrating safety and immune response.

Relook at COVID-19

N

ations across the world have used every strategy to combat the rampaging COVID-19 virus through lockdowns, imposing certain restrictions on travel, shopping only to accept that the rampaging COVID-19 virus is unstoppable. India went into a national lockdown from March 25,2020 which was extended through four phases till May 31,2020. From June 1,2020, the nation went into Unlock mode and currently, the country is in Unlock 3.0 till August 31,2020. Lockdown was imposed on the premise that it will afford the government in achieving three key objectives. First, to break the chain of the spread of the virus to prevent it from multiplying. Second, to buy time to allow the country’s health system to prepare itself for the oncoming onslaught of infected people and not be overwhelmed by the disease. Third, to re-engineer human behaviour and prepare people to wash their hands regularly, wear masks, and maintain social distance at all times. However, the lockdown hasn’t quite broken the transmission chain of COVID-19 as cases have shot up exponentially from 564 cases on March 24 to over 24 lakhs down the line five months as on August 14,2020. Thus while cases have gone up, the economy, employment and development have come down. It is not to mean that lockdown has been an abject failure. What has compounded the problem in tackling the virus has been the bureaucratisation of the entire focus and strategy. This is also evident in Nagaland where efforts to contain COVID-19 has focussed more on material preparedness and less on health care for the sick and getting people more involved in taking individual responsibilities. The number of COVID-19 cases in Nagaland which began with three cases in April has in four months of lockdown in various phases, shot up to 3322 as on August 24,2020. Despite the best of efforts to contain COVID-19 through quarantines and contact tracing, the numbers have not decreased and presently there are more cases where those infected had no travel history and no known source of contact. However, it is not a debate on whether there is local transmission or community transmission of COVID19 or somewhere between the two. As commented earlier in this column, since April, the government took up the strategy and planning based largely on central guidelines. This was reflected in the formation of at least three or four COVID-19 committees with the most recent being the High Power Committee(HPC) headed by the chief minister as convener, deputy chief minister as co-convener and others such as - minister of health & family welfare, state chief secretary as member-secretary along with two legislators as spokespersons. It has been suggested in earlier reports in this newspaper, that a core COVID-19 panel should have been in place involving virologists, epidemiologists or immunologists to provide guidance to the state government for planning and implementing its strategy. What is seen today is that the government, in particular, the department of health & family welfare is needs sufficient medical doctors and staff. However, experience is also a key factor and in this, there is a need for partnership between the government and the private hospitals, institutions and private practitioners at least in Dimapur and perhaps Kohima. Hopefully the state government will consider this as COVID-19 cases rise and more people fall sick.

Until now I have not been able to reveal this to you, but I’m revealing it to you right now.” When the Lord disciplines you like that, let Him have His way with you. Allow Him to put you into a right-standing relationship before God. “…nor be discouraged when you are rebuked by Him.” We begin to pout, become irritated with God, and then say, “Oh well, I can’t help it. I prayed and things didn’t turn out right anyway. So I’m simply going to give up on everything.” Just think what would happen if we acted like this in any other area of our lives! Am I fully prepared to allow God to grip me by His power and do a work in me that is truly worthy of Himself? Sanctification is not my idea of what I want God to do for me— sanctification is God’s idea of what He wants to do for me. But He has to get me into the state of mind and spirit where I will allow Him to sanctify me completely, whatever the cost (see 1 Thessalonians 5:23-24).

74th Naga Independence Day speeches

Th. Muivah, Ato Kilonser, Government of the People’s Republic of Nagalim Dear countrymen, On this historic national Independence Day, I greet you all in the precious name of our Lord and Savior Jesus Christ! As mandated, a negotiating team led by me had series of talks with the representatives of the Government of India from the position of our unique history. It took a long time for us to make the Indian leaders understand and admit what the unique history of the Nagas is. The Indian negotiators acknowledged that the Nagas have the history of sovereign independence. They are also well informed of the historical fact that the Nagas have neither been a party to the Union of India nor to that of Burma. Our forefathers fought back all invaders with total patriotic commitment in defense of our sovereign country – our people, land, history, identity, culture, politics and religion. They fought back the British imperialist forces with available arms for decades and finally declared our independence on August 14, 1947 on the eve of lapse of the British power. In 1950, the Constituent Assemble of India invited the Nagas to join the Union of India, but it was rejected by the Naga people. They had also rejected the offer of joining the Union of Burma. This historical fact was reaffirmed by subsequent conduct of plebiscite in 1951, where 99.9 % of the Naga people voted in favor of sovereign independent Nagalim, which is still fresh in the memory of many older people today. Thereafter, the Government of India under the leadership of the then Prime Minister of India, Mr. Jawaharlal Nehru sent thousands of Indian armed forces equipped with the diabolic law called the Armed Forces (Special Powers) Act, 1958 (AFSPA) to subjugate the Nagas with brute force where they committed the horrible crimes of human rights violations – mass tortures, mass rapes, summary executions, massacres,

mass detention in concentration camps, destruction of houses, Churches, schools, villages and forests. But the Nagas survived from the onslaught of the Indian aggressors. Applying ‘the carrot and stick policy’, the Government of India tried to hook the Naga issue through the deception of an autonomous Nagaland state within the Indian constitution carving out of Naga ancestral domains. But it was rejected by the Naga people knowing that it was nothing but a political bait. Realizing the futility of subduing the Nagas with military might, the post Jawaharlal Nehru leadership sent feeler to the Naga leaders for political dialogue. Accordingly, the first ceasefire agreement was signed on 6th September, 1964. Talks were held at the Prime Ministerial level in Delhi, but it ended in a failure in 1967 on account of rigid stands taken by both sides. There was no meeting point, and no party worked out for it. Meanwhile, Mr. Suisa Rungsung, a Member of Tatar Hoho, worked out a personal proposal for a kind of solution which was transitional to final goal, but it was turned down to be regretted later. Consequently, confrontations between the two forces resumed. The Government of India, under its scorchedearth policy tried to suppress the Naga national resistance movement and ultimately imposed the infamous Shillong Accord in 1975. However, reaffirming the national decision, the Naga national assembly condemned the Shillong Accord and thus saved the national issue. The Indian colonialism did not stop there. The Government of India through its intelligent agencies engineered Khaplang’s abortive political coup in 1988 where hundreds of Naga patriots were butchered. But by His grace, the Nagas survived again from the barbarous offensive campaigns of the collusion forces of India,

Burma, Khaplang and other collaborators launched against them for a period of two decades. After thirty years of armed confrontations, the Indian military generals and political leaders stated, “Military solution is not possible, it is not law and order problem of India, the Naga problem is political which calls for a political solution”. The Congressled government under the leadership of the then Prime Minister Mr. PV Narasimha Rao officially invited us for a political talk in Paris, France. He said, “We have invited you for political talks because the people are with you, the issue is with you and you have proved yourselves”. In the heart-to-heart discussion, it was mutually agreed that talks will be held on three terms – ‘talk without condition, at the Prime Minister level and in third countries’. In order to create a conducive atmosphere for talks a ceasefire agreement became imperative. Therefore, the second ceasefire agreement was agreed upon and signed on 25th July, 1997 and it was announced in the Indian Parliament by Mr. IK Gujral, the Prime Minister of India that Ceasefire between the Government of India and NSCN (National Socialist Council of Nagalim) would come into effect from 1st August, 1997 whereas Mr. Isak Chishi Swu, the Chairman of NSCN announced it in the General Assembly of UNPO (Unrepresented Nations and Peoples Organization) at The Haque, Netherlands. The Prime Minister of India also said, “NSCN is not a terrorist Organization”. The Milan agreement of November 18, 2002 says, “NSCN is not a banned Organization”. On the issue of ‘Ceasefire without territorial limit’ that was protested by a mob in Imphal, Manipur state, Mr. Atal Bihari Vajpayee, reaffirming the Bangkok agreement dated 14th June, 2001, clarified it in unequivocal term at the Osaka meeting stating, “Wherever there

is fighting, there is ceasefire. Ceasefire is everywhere”. Mr. Swaraj Kaushal, the former emissary of GoI stated, “Ceasefire is not only in Nagaland, it is also in Delhi, even in Paris”. After a long and intensive discussions the unique history of the Nagas was finally recognized by the BJP-led NDA government on July 11, 2002 during the tenure of the former Prime Minister of India late Mr. Atal Bihari Vajpayee. Late Mr. Isak Chishi Swu and I came to India on official invitations consecutively for three times in 2002, 2005 and 2010 by Government of India for expediting the negotiations with more seriousness in frequent consultation with the Prime Minister of India. In the talks, we have clearly spelled out the political stand of the Nagas. Nagas are not asking for sovereign Independent Nagalim from India. Nagas have been a free and sovereign independent people from time immemorial. Ours is a case of aggression on Nagalim by India and Myanmar. It is the Naga national resistance movement against aggressors where all Nagas of all ages, genders and status except a few traitors are involved. The Naga people have neither accepted the Union of India nor her constitution at any point of time. History will ever speak of that fact. We will not accept them today and even in days to come. We have also told them that Nagas and Indians are two poles apart in terms of history, race, identity, culture, language, geography, political concept and faith. Except for the common security and common commercial interests we have nothing in common. Nevertheless, we said we must work out a common ground for a meeting point so that we may co-exist together as two entities. No doubt, all the Indian interlocutors understood this reality and acknowledged the position of the Nagas. In 2010, during the tenure of Prime Minister of India Dr. Manmohan

Singh’s Congress-led UPA government, the Government of India through its interlocutor, Mr. RS Pandey proposed a ‘Non-paper’. The non-paper says, “Coexistence of the two entities and shared-sovereignty of the two entities”. After series of intensive discussions basing on the principle of the proposed ‘co-existence and sharedsovereignty’, the Framework Agreement was arrived at and officially signed on the 3rd August, 2015. The Government of India through the Framework Agreement recognizes the sovereignty of the Nagas. The agreement also says, “Inclusive peaceful co-existence of the two entities sharing sovereign power”. By ‘inclusive’ it means all Naga in different administrative units and political camps are to be included in the agreement. Co-existence of the two entities is self-explanatory. It means the two peoples and nations will co-exist. Political and legal experts admit the terms ‘co-existence’ and ‘shared-sovereignty’ apply to two entities, not one entity. The Nagas will co-exist with India sharing sovereign powers as agreed in the Framework Agreement and defined in the competencies. But they will not merge with India. We are not asking for Naga national flag and constitution from the Government of India. Recognize them or not, we have our own flag and constitution. Flag and constitution are ingredients of our recognized sovereign entity and the symbols of Naga nationhood. The Nagas must keep their flag and constitution. On 31st October, 2019 talk, Mr. RN Ravi said, “We respect and honor your flag and constitution. We do not say Government of India has rejected them, but let us finalize them at the earliest time”. We reiterated our stand stating we see no honorable solution without flag and constitution. We must know where our salvation line is. Our political salvation lies in clinging to our national

principle and saying no to the dictation of the enemies. Clinging to our principle, our people said no to the Union of India. They also said no to the 16-point agreement and the Shillong Accord that have made the issue alive thus far. And they will say no to any agreement that betrays the national principle, and that imposition of Indian will upon the Nagas will never be acceptable to the Naga people. Nonetheless, taking the sovereign right of the Nagas and the security and commercial interests of India into account, we have condensed our discussions to the mutually agreed Framework Agreement and worked out competencies to be finalized. Indeed, the Nagas are for a political solution. Finally, I salute all the martyrs and revolutionary patriots in the field. I take this opportunity to give thanks to all the Naga people, civil societies, namely, the Naga Hoho (NH), the Eastern Nagaland Peoples’ Organization (ENPO), Naga Mothers’ Association (NMA), the Naga Students’ Federation (NSF), Naga People’s Movement for Human Rights (NPMHR), the Churches in Nagalim, the United Naga Council (UNC), Women’s organizations in Manipur state and others for their unflinching support for the cause and unceasing prayers during this crucial time. I give my congratulations to the UNPO for the recent successful conclusion of the first virtual General Assembly held from July 31 – August 2, 2020. Nagalim too was a part of this historic endeavor and it will continue to do so in the future. The resolutions adopted at the Assembly is highly appreciated and it should be honored by the world communities too. I wish to reiterate that the Naga people stands in solidarity with the struggling unrepresented nations and peoples around the world. I wish you all a happy Independence Day! KUKNALIM!!

he majestic mountains and hills, sandwiched between India and Myanmar, the home of indigenous Nagas for thousandsof years is purposefully created by Almighty God and given to Nagas. No power on earth can usurp or deprive the Nagapeople of the historical and political right over their ancestral Land. There is no ambiguity in this truth! On 14th of August, 1947, We Nagas under the political roof of NNC declared our Independence from the British, a day ahead ofIndia. This was a political necessity because despite rendering great service with utmost loyalty to Great Britain in both the first and the second World Wars, Nagas realised that the Britishers were leaving occupied Nagas homeland at the mercy of chaoticIndian subcontinent which was struggling to stand on its own feet; that Great Britain left the occupied Naga areas to fendfor themselves with no political future or structure was unacceptable and unthinkable to the politically conscious Nagas. The nationalists under the leadership of NNC merged both British occupied areas and free Naga areas to become onepolitical entity. Thus, the spirit and essence of Naga nationhood was complete.On this auspicious day, I remember the thou-

sands of Naga freedom fighters, the pioneering visionary leaders andfollowers over the decades, many of whom are buried in unmarked graves in foreign lands. I salute them all. We willrecommit ourselves to the task of fulfilling their vision. Today, ever y Naga knows who we are and how our people sacrificed and suffered in the bitter past for more than sevendecades. Past must help the Nagas move forward not drag the Nagas into abyss. It is time to collectively plan a better future for our younger generation. Let us be practical and lay the first bricks for future Nagas. Nagagenerations must be given a space to grow and compete with the best in the world. We cannot burden our young men andwomen with monotonous fairytale stories that satisfies one’s ego only. We must equip them with practical lessons to helpthem shape their own future with appropriate political structure in place. Honourable and acceptable Indo-Naga politicalsolution is the only answer. On the 17thof Nov. 2017, the WC, NNPGs and GOI, to which the GPRN/NSCN is an integral partner, signed the ‘Agreed Position’which entrenched the political and historical rights of the Nagas to self determine their future in consonance with theirdis-

tinct identity. It was agreed that the Nagas and Indians would work out the details of a relationship based on inclusive,enduring peaceful co-existence with due regard to contemporary political realities. Based on this “Agreed principle” all contentious issues have been negotiated and resolved in principle. WC, NNPGs and GOI talks was never kept inside a cold storage at any point of time. With utmost confidence and trust, all apex Naga tribal bodies, GBs, Legislators, intellectual groups were on board and proved to be a constant source of strength. The status paper is with our apex Naga civil societies and it will exist for a thousand years. WC had the courage to listen to the people and pursue practical approach to resolve the Indo-Naga issue. Bengaluru, Aug 14 (IANS): The recent Bengaluru riots occurred at breakneck speed, erupting in less than three hours of the derogatory message being put up on social media, a police official said on Friday. “Naveen posted the derogatory message around 6 p.m. and by 9 p.m. the riots erupted,” Central Crime Branch (CCB) Deputy Commissioner of Police (DCP) Kuldeep Jain told IANS. The government machinery was already strained with battling the Coronavirus pandemic, and the riots caught them unawares. On Tuesday night, hundreds of people ran amok after Pulikeshinagar’s Congress MLA Akhanda Srinivas Murthy’s nephew P. Naveen posted a derogatory message on social media. The mob pelted stones, injuring 60 policemen, and committed acts of vandalism and arson in DJ Halli, KG Halli, Pulikeshinagar and Kaval Byrasandra areas. “As soon as the news reached the police, cops from nearby police stations rushed to the spot,” said Jain. Police Commissioner Kamal Pant himself rushed to the riot-affected areas to monitor the situation and so did other senior police officials and personnel.

DC Tuensang informs: DC Tuensang, Kumar Ramnikant has issued an order that in view of the increase in number of COVID-19 cases in the neighbouring district of Mon and as measures to check inflow of unregulated traffic, entry into Tuensang via Taithung nula is hereby allowed only for procurement of essential goods and for medical emergencies under the following conditions: Entry for procurement of essential goods and commodities shall be allowed only on Monday to Thursday between 6 a.m. to 10 a.m. All such entries shall be permitted only on the production of valid travel permits issued by competent authority; For medical emergencies entry shall be allowed any day / time of the week. DC Kiphire on food charges at QCs: In pursuance to the state government August 4 SOP, the DTF Kiphire has decided the following guidelines in all the quarantine centers in the district with effect from August 18. All quarantinees shall pay for their mess expenses/fees which have been fixed at Rs.370/- per head per day. The mess shall be inclusive of lunch, afternoon refreshment and dinner; all advance payment for seven days shall be made to the control room (DC office) by parents/guardians at the time of depositing the bedding/toiletries for the quarantines; any returnees/ patient discharged from the quarantine centres / COVID care centres/COVID-19 Hospital for the home quarantine shall arrange their own transportation to go home. DC Kohima on sealed areas: In view of the detection of COVID-19 cases, DC Kohima, Gregory Thejawelie, has demarcated several locations as “Sealed Area” in Kohima Village (P-Khel), Lower Kenuozou, Merhulietsa (Para Medical), Officer’s Hill and Upper Agri Colony, in order to contain the spread of the disease/infection and for necessary contact tracing. New Delhi, Aug 14 (IANS): The Covid-19 pandemic has cast its shadow over the 74th Independence Day celebrations across the country. Keeping in mind the required precautions, this year many crucial changes have also been made at the venue at Red Fort in Delhi for Saturdays event. The event will be limited to presentation of the Guard of Honour to the Prime Minister by the armed forces and the Delhi Police, unfurling of the national flag, accompanied by playing of the national anthem, and firing of a 21-gun salute, a speech by Prime Minister Narendra Modi, and release of tricoloured balloons at the end. “No presence of schoolchildren would be there this year, only the cadets of the National Cadet Corps would attend the celebrations at the Red Fort,” said a senior police officer. Because of the Covid19 guidelines and extended precautions this year, only 20 per cent of VVIPs and other participants will be able to witness the speech of Prime Minister Modi live compared to previous years. Till last year, close to 10,000 people used to attend the function to witness the address by the Prime Minister.

Gehlot govt wins trust vote in Rajasthan Assembly

(PTI) Jaipur, Aug 14 (IANS): The Ashok Gehlot government in Rajasthan won the motion of confidence by voice vote during the special Assembly session convened on Friday. The special session was adjourned for two hours when it got underway on Friday. As soon as it started at 1 p.m., Rajasthan Parliamentary Affairs Minister Shanti Dhariwal moved a motion of confidence, which was accepted by Speaker C.P. Joshi who allotted a threehour slot for debate. After a lengthy debate, the Gehlot government won the confident motion by voice vote. The state Assembly has now been adjourned till August 21. The Gehlot government is now safe for

at least six months, as the Opposition can’t move a noconfidence motion within the next six months. It may be mentioned here that on Thursday, BJP’s Leader of Opposition Gulab Chand Kataria had said that his party will move a noconfidence motion against the state government in the special Assembly session. However, the saffron party dropped the idea as soon as the Congress moved the motion of confidence on Friday. The Assembly session came a few days after the patch up between Gehlot and rebel party leader Sachin Pilot, marking a happy ending to the over a monthlong political uncertainty in the state. There may be bombardment at this border, but we will be the armour and keep everything safe.” He also said, “We had raised our concerns with a ‘doctor’. Now all of us stand here unitedly after receiving ‘treatment’.” Pilot said that many facts will come to the fore in the coming days. “Whatever had to be said has already been said. Now when we are in the House, we will have to leave many things behind,” he said. Earlier, Parliamentary Affairs Minister Dhariwal said that Amit Shah could not succeed in Rajasthan. SC holds lawyer Bhushan guilty of contempt against judiciary

New Delhi, Aug 14 (PTI): The Supreme Court on Friday held activist-lawyer Prashant Bhushan guilty of contempt for his two derogatory tweets against the judiciary. A bench headed by Justice Arun Mishra said it would hear on August 20 the arguments on quantum of sentence to be awarded to Bhushan in the matter. A contemnor can be punished with simple imprisonment for a term which may extend up to six months or with a fine of up to Rs 2,000 or with both. The apex court had on August 5 reserved its verdict in the matter after Bhushan had defended his tweets, saying they were against the judges regarding their conduct in their personal capacity and they did not obstruct administration of justice. On July 22, the top court had issued a show cause notice to Bhushan after initiating the criminal contempt against him after taking note of a petition. While referring to the tweets by Bhushan, the apex court had earlier said these statements are prima facie capable of “undermining the dignity and authority” of the institution of the Supreme Court in general and the office of Chief Justice

of India in particular, in the eyes of the public at large Senior advocate Dushyant Dave, appearing for Bhushan in the matter, had said, “The two tweets were not against the institution”. Bhushan has made immense contribution to the development of jurisprudence and there are “at least 50 judgments to his credit”, Dave had said, adding that the court has appreciated his contributions in cases like 2G scam, coal block allocation and in mining matters. Referring to the ADM Jabalpur case on suspension of fundamental rights during the Emergency, the senior advocate had said that even “extremely uncharitable” remarks against the judges were made and no contempt proceedings were made out. In a 142-page reply affidavit filed in the matter, Bhushan had stood by his two tweets and had said the expression of opinion, “however outspoken, disagreeable or unpalatable to some”, cannot constitute contempt of court. Bhushan, in the affidavit, has referred to several apex court judgements, speeches of former and serving judges on contempt of court and the “stifling of dissent” in a democracy and his views on judicial actions in some cases.

Pranab Mukherjee continues to be on ventilator support New Delhi, Aug 14 (PTI): The condition of former President Pranab Mukherjee remains critical but has not worsened, his daughter Sharmistha Mukherjee said on Friday. Doctors attending on the 84-year-old former president at the hospital said his condition remained unchanged on Friday morning. Mukherjee was admitted to the Army’s Research and Referral Hospital in Delhi cantonment on Monday and was operated for the removal of a clot in the brain. He had also tested positive for COVID-19. “The condition of Hon’ble Shri Pranab Mukher jee remains unchanged this morning (14 August 2020). He is under intensive care and continues to be on ventilatory support. His vital parameters are presently stable,” the hospital said in a statement. The former President’s daughter took to Twitter after the medical bulletin, saying his condition has not worsened. “Without getting into medical jargons, whatever I could understand from the last two days is that though my dads’ condition continues to remain very critical, it hasn’t worsened. There’s little improvement in his eyes’ reaction to light,” she said.

ITBP recommends gallantry medals for its 21 Galwan heroes New Delhi, Aug 14 (IANS): Paramilitary force ITBP has recommended names of 21 of its men for gallantry medals for showing exemplary courage during the face-offs between the troops of India and China in May-June this year in the Galwan Valley in eastern Ladakh. These men from the mountaineering specialist force, Indo-Tibetan Border Police (ITBP), have won the laurels for bravery exhibited during the Chinese aggression in the Galwan Valley along the Line of Actual Control (LAC) which began on May 5 this year. On June 15, as many as 20 Indian soldiers and an unknown number of Chinese troops were killed in a violent clash in the Galwan Valley. “The ITBP troops not only effectively used shields to protect themselves but also responded fiercely to the advancing People’s Liberation Army (PLA) troops and brought the situation under control,” the ITBP said. With professional skills of the highest order, ITBP men fought shoulder

Kathmandu, Aug 14 (PTI): Nearly 40 people were missing after powerful landslides buried dozens of houses in central Nepal’s Sindhupalchok district on Friday, according to media reports. The landslips descended from uphill Lama Tole at 6.00 am, The Himalayan Times reported. Security personnel were carrying out rescue operations. Speaker of the House of Representatives Agni Prasad Sapkota had reached the spot and was inspecting the damages and rescue works, the newspaper said. Sapkota’s press coordinator Shreedhar Neupane said over 30 houses were buried and 37 people were missing. The number of missing may increase after a final count. Neupane said one of the survivors had suffered broken legs and arms. Ten of the rescued were airlifted to district hospitals in Chautara. Casualties, if any, and property loss was yet to be ascertained, said Deputy Superintendent of Police Madhav Prasad Kafle.

EU to intensify efforts with US to resolve aircraft dispute Brussels, Aug 14 (IANS): The European Union (EU) will intensify its efforts with the US to put an end to the aircraft dispute, the bloc’s Trade Commissioner Phil Hogan said. “The EU will intensify efforts with the US to find a negotiated solution to ongoing trade irritants. I will continue my engagement with US Trade Representative Robert Lighthizer. A resolution of the aircraft dispute should be our focus,” Xinhua news agency reported citing Hogan as saying in a tweet on Thursday. He reacted to Washington’s decision to retain tariffs on aircraft manufacturer Airbus and European products over what the US claimed to be non-compliance with World Trade Organization (WTO) decisions. The US government announced on Wednesday that it has decided to maintain its 15 per cent tariffs on Airbus aircraft and 25 per cent tariffs on other European goods, despite moves by the EU to resolve a long-standing dispute over aircraft subsidies. Los Angeles, Aug 14 (PTI): Scientists have found the likely order in which COVID-19 symptoms first appear, an advance that may help clinicians rule out other diseases, and help patients seek care promptly or decide sooner to selfisolate. According to the study, published in the journal Frontiers in Public Health, the likely order of symptoms in patients with COVID-19 is fever, followed by cough, muscle pain, and then nausea, and/or vomiting, and diarrhea. “This order is especially important to know when we have overlapping cycles of illnesses like the flu that coincide with infections of COVID-19,” explained study co-author Peter Kuhn, a professor of medicine and biomedical engineering at the University of Southern California

LISBON, Aug 14 (Agencies): RB Leipzig stunned Atletico Madrid, with a 2-1 victory in their Champions League quarter-final on Thursday, to reach the competition’s last four for the first time in their club’s short history. With two minutes of normal time remaining, United States midfielder Tyler Adams snatched victory with a deflected shot from outside the box to set up a semi-final clash with Paris St Germain. The German side had taken the lead in the 51st minute with a header from Spanish forward Dani Olmo but a disjointed Atletico were shaken into life when record signing Joao Felix came off the bench, earning and scoring a penalty to level in the 71st. Atletico, runners-up in 2014 and 2016, looked more likely to score the next goal but it was the club founded only eleven years ago who were left celebrating in front of the empty seats of the Estadio Jose Alvalade.

As with all games in this ‘final eight’ mini-tournament, there were no fans to witness the drama but it was clear from the outset that Leipzig felt at home among European football’s elite. Andreescu opts out of US Open New York, Aug 14 (IANS): Defending champion Bianca Andreescu has withdrawn from this year’s US Open Grand Slam. “After many discussions with those closest to me, I have made the difficult decision not to return to New York this year,” Andreescu said in a statement posted on Twitter on Thursday. “I have taken this step in order to focus on my match fitness and ensure that I return ready to play at my highest level.” The US Open is currently scheduled to be held behind closed doors from August 31 to September 13 with the Cincinnati Open being held at the Flushing Meadows before that from August 22. However, due to rising COVID-19 cases in the country, tennis stars have been apprehensive about participating in the tournament.

Lexington, Aug 14 (Agencies): Serena Williams survived another scare to beat older sister Venus 3-6 6-3 6-4 on Thursday in the latest instalment of their reluctant on-court sibling rivalry to reach the quarterfinals of the inaugural Top Seed Open in Lexington, Kentucky. Serena had to rally back from a set down and 4-2 final set deficit to prevail in a thrilling battle. With the win, Serena improved to 19-12 in career head-to-head meetings with Venus. Top-seeded Serena was locked in early in the final set as she earned a quick break to go ahead 2-1 before Venus grabbed momentum

by taking the next three games and moving closer to her first victory over her sister since 2018 at Indian Wells. But Serena found her way back and eventually used a fierce backhand winner to get to 5-4 before going on to serve out the match on her first match point. Serena made a fast start to the match and had break point chances for a 3-0 double break lead but Venus stormed back with a fivegame win streak and then closed out the opening set with a powerful serve. In the second set Serena broke Venus with an inside-out backhand winner to pull ahead 4-2 and then closed out the frame with ease to force the decider.
