In the nearly 80-minute speech, Modi devoted much of the time in presenting the report card of his government and also touched on a host of burning issues including the situation in Jammu and Kashmir, crime against women, legislation on instant triple talaq, state of the economy and the farm sector. “When 125 crore people move towards achieving a goal, there is nothing that cannot happen. In 2014, the people of the country did not just stop at forming the government. They moved together towards nationbuilding and are continuing to do so,” he said. Modi said negative reports about India, delayed reforms, fragile economy and red tape were the terms often used for the country under the United Progressive Alliance (UPA), while it is now being looked at as a multi-trillion dollar economy, offering red carpet welcome to investors. “India was earlier a sleeping elephant which has woken up now and started running,” said Modi, who was wearing a saffronand-red, Rajasthani-style turban. On Kashmir, Modi said, “We will move forward by embracing people and not with bullet and abuse (Goli and Gaali).”
KOHIMA, AUG 15 (NPN): Nagaland chief minister Neiphiu Rio on Wednesday reiterated that the Naga Political issue was the PDA government’s top agenda and extended support to the demand of Naga people for integration of all contiguous Naga-inhabited areas, for which Nagaland Legislative Assembly (NLA) had passed resolutions on four occasions. He claimed that his government had been supporting the “legitimate and democratic right” of the people consistently. Speaking after unfurling the tricolour at Civil Secretariat Plaza here on Wednesday on the occasion of the India’s 72nd Independence Day, Rio also appealed to the neighbouring States to appreciate the history and democratic rights of the Nagas in the spirit of mutual respect to live together as good neighbours under an environment of harmonious coexistence and brotherhood. an early and final settlement to the Naga political issue. Stating that political negotiations were going on for the last 21 years, he said there was no problem that was insurmountable with collective will of the people. He exuded confidence that the dream for a developed Nagaland would become a reality one day where economic independence and stability, quality education and state-of-the-art healthcare facilities would be the parameters and indicators of progress of the State and its people. Dwelling on the recent calamities triggered by incessant rainfall across the State, Rio said Independence Day was being celebrated at a time when
the State was ravaged by unprecedented heavy rains and landslides, causing widespread damage to life, property, roads and bridges. He also mourned the loss of 10 precious lives and acknowledged the prompt response of all stakeholders, including the government departments, Association of Off-roaders Nagaland (AON) and people from all walks of life, for their prompt action in making roads and highways operational without much delay so that supply of essential commodities was not disrupted. He said restorative works had been initiated and urged all people to be aware of the imminent
disasters that could occur due to unplanned development and encroachment on to drains, especially in urban areas. Rio referred to the visit of Union minister of state for home Kiren Rijiju and officials of National Disaster Management Authority (NDMA) and National Disaster Response Force (NDRF), all of whom reviewed the situation on August 5. He expressed his gratitude to the Central government for responding to the distress call of the people of Nagaland and deputing two Indian Air Force helicopters to transport essential commodities to areas that were cut off totally.

speech after the NDA came to power in 2014, Modi said people were ignoring news about this region earlier. “Now, when we read about the North East in the papers, we see villages getting electricity, highways and railways being constructed. New job opportunities have been created and educational institutes are coming up,” he said. In a press release, NRMSATA2016 president Sao Venuh, and general secretary, Haisoliabe Ndang, cautioned that failure on the part of the government to meet its demand within the stipulated time, the association would be compelled to call for total boycott of classes from August 24, 2018 onwards. NEW DELHI, AUG 15 (AGENCIES): For mer Prime Minister Atal Bihari Vajpayee is critical and on full life support. His condition has sharply deteriorated in the last 24 hours, AIIMS said this in a statement issued late in the night on Wednesday, hours after Prime Minister Narendra Modi visited the ailing BJP stalwart. Modi reached the hospital at around 7.15pm. He spent around 10 minutes meeting the treating doctors and inquiring about Vajpayee’s health and left thereafter.

Patton, who graced the 72nd Independence Day celebrations at DDSC Stadium here, reminded that TA/ DA allowances for police personnel were enhanced with the implementation of 7th ROP, that ensures higher emoluments when they are deployed on duty within and outside the state, he said. Patton stated that government has also enhanced the ex gratia payment to the next kin of personnel of Assam Rifles, armed forces, CRPF and Nagaland police in incidents involving fatalities, non-fatal disabilities or injuries. Correspondent KOHIMA, AUG 15 (NPN): Keen on resolving the ongoing agitation by the All Nagaland College Students Union (ANCSU), the state government has been working on the issue despite the ultimatum by ANCSU to fulfil their demands before August 20 or else no government vehicle would be allowed to ply across Nagaland from August 20 Reliable sources informed Nagaland Post that the government was seriously considering the demands of the ANCSU and was keen to resolve the matter at the earliest. On the demand to set up separate nodal cell for scholarship, it was learnt that a committee was set up to study the case and its report was expected within a week. On receipt of the report, the government will take steps to streamline the system. On land encroachment at Kohima Science College Jotsoma , sources said the deputy commissioner Kohima had been entrusted to conduct survey in May and it would take another 30/40 days. Without the survey, the government would not be able to take any decision, the sources said. All these were explained during the meetings held with the students on various occasions so their threat to prevent movement of vehicles had taken the government by surprise, the sources said.

JVC seeks clarification from ANCSU president
DIMAPUR, AUG 15 (NPN): Jotsoma Village Council (JVC) has issued a three-day ultimatum on All Nagaland College Students Union (ANCSU) president Katho P. Awomi to clarify as to, on what basis and under what authority, had he made the threatening statement on August 14 at a meeting with chief minister, deputy chief minister and chief secretary. According to JVC chairman Mego Nagi and JVC secretary Pfüdolhoulie Rino, Awomi on August 14, had purportedly threatened to “dismantle” the DD Kendra, PHED Water Reservoir and the RCEMPA Music Academy Hall and “shift the Kohima Science College out of Jotsoma village jurisdiction”, if the three buildings could not be dismantled. JVC also alleged that the “same person” had issued a statement which was also
reported in the local media on April 24,2018, that the above three buildings would be vandalised. JVC said it could not understand as to why the ANCSU president “is targeting Kohima Science College Jotsoma or to shift the college out of Jotsoma Village jurisdiction, when land encroachment exists in all government colleges in the state”. JVC said it has taken the statement of Katho P.Awomi, JVC not only as an insult and a direct challenge on the village but also “an insult to the Hon’ble chief minister and other officials present in the meeting.” JVC has therefore, asked the All Nagaland College Students Union president to respond within three days from the date of the issue of the press release failing which it should not be held responsible for any untoward incident arising out of the issue.
India to connect NE with Chittagong port: Madhav ECI capable of holding LS, four state assembly polls together in Dec: Rawat B E I J I N G, AU G 1 5 (AGENCIES): India has unveiled a major plan for the development of its North Eastern states by connecting them with Bangladesh’s Chittagong port and invited for the first-time limited Chinese investments which were shunned till now due to security concerns in the border areas. Senior cabinet ministers from Assam, Tripura and Nagaland-- the states governed by the BJP and its allies-- accompanied by BJP general secretary Ram Madhav visited the southern Chinese city of Guangzhou last weekend and met Indian and Chinese businessmen. “There, we had an interaction with the Indian community who are exporters,” Madhav told the Indian media in Beijing on Wednesday. “Later, we had a session with Chinese groups
like e-bike manufacturers, software and hardware firms,” he said, adding that they interacted with ministers and showed interest to explore the opportunities. Madhav outlined a plan prepared by the BJPled government for the development of North Eastern states by providing the landlocked region direct access to Bangladesh’s Chittagong port instead of shipping the goods all the way from Mumbai and Chennai ports. “North-East is a special focus area for our government. So we are connecting Tripura with Chittagong port which is about 90 miles,” he said. Through Chittagong port entire North East is connected with ocean trade, he added. “Right now goods to North East are to be taken by rail and road from Mumbai or Chennai through
Kolkata to Guwahati. If we are going to connect to Chittagong port, it will be an excellent connectivity,” he said. The Chittagong port is the busiest seaport on the coastline of the Bay of Bengal. Madhav said North East connects with five countries, Bangladesh, Bhutan Nepal, Myanmar and China through Tibet. He said India is developing Bangladesh, Bhutan, India and Nepal (BBIN) sub regional hub and even invited Chinese to use North East to access Indian Ocean through Chittagong. “We have not attempted connecting North East with China. Our vision was that they are natural neighbours. North East has huge boundary with China... “South West China can use North East as hub to go to Indian Ocean through Chittagong. We have not explored much. We only
thought through Sikkim we can give access to China to the Indian Ocean through Kolkata port. But this (Chittagong port) is also an excellent opportunity,” he said. But challenges remain as China claims Arunachal Pradesh as part of South Tibet. “We have issues in Arunachal Pradesh, that is a challenge,” he added. For its part, China is promoting Bangladesh, China, India, Myanmar (BCIM) as part of its Belt and Road Initiative (BRI). Madhav said India is developing North East as a trade hub. “We are developing it as a hub for trade. That concept should sit in the minds of business here. They should not look North East as market. You set up market in Guwahati which can access entire Bangladesh market,” he said. In that context, the visit of the ministers is crucial, he said.
NEW DELHI, AUG 15 (PTI): Election Commission was capable of holding the Lok Sabha elections and polls to four state assemblies together in December if the parliamentary elections are advanced, Chief Election Commissioner O P Rawat said Wednesday. But Rawat emphasised that the question of advancing Lok Sabha polls is “hypothetical and totally speculative as the term of the House is not ending in the next six months.” He also said the polls in the states will have to be held before December 15 and the paper trail machines which EC will get in October and November cannot be used and would create “severe constraints”. While the term of the Mizoram Assembly will
end on December 15, the terms of Chhattisgarh, Madhya Pradesh and Rajasthan assemblies would end on January 5, 2019 January 7 and January 20, 2019, respectively. Asked whether the required electronic voting machines (EVMs) and paper trail machines would be ready if the LS polls are held in December along with those of four assemblies, Chief Election Commissioner said while all the required EVMs would be in place by September end, paper trail machines would come in November end. The Chief Election Commissioner explained that out of 17.5 lakh paper trail machines, 16 lakh would be in place before November. The remaining 1.5 lakh paper trail or voter verifiable paper audit trail
(VVPAT) machines would be delivered by the end of November. “There would be a serious constraint on the reserves. Instead of 135 per cent (reserves), will have to go for 130 per cent, if the situation arises,” Rawat said about VVPATs. Rawat said there have been delays in the delivery of paper trail machines as the Technical Experts Committee appointed by it analyses the technology stabilisation issues in the initial batches and incorporates essential design improvements. “This ensures we don’t face the problems later,” he said. Over 11 per cent of the 10,300 VVPAT machines across 10 states had developed faults and had to be replaced during the May 28 bypolls. K Y M C

DIMAPUR: With the rest of the country, Nagaland celebrated Independence Day on August 15 with celebrations organized in various districts and subdivisions. Following are reports of the celebrations from across that state. All the reports excluding the first four were sent by the Department of Information and Public Relations (DIPR). Mon: The 72nd Independence Day at Mon headquarter was celebrated at Local ground, with Paiwang Konyak, minister for Transport, Civil Aviation & Railways, Land Resources as the chief guest. Speaking on the occasion, the chief guest spoke about the Naga political issue and various measures taken up by the government. He also drew attention to the integration of Naga inhibited area and said that the PDA government supports the desire of the Naga people for the integration of all contiguous Naga inhabited areas. While appealing to the negotiating parties, especially the GoI to expedite the process and respond to the voice of the people by bringing a political solution at the earliest, he reiterated that the present government was committed to pave the way for an alternative arrangement that may arise from the political agreement. The chief guest unfurled the flag and took salute from 20 marching contigents. The parade was commanded by Dy. SP Mayang Jamir. Other highlights of the day were special numbers by Government Wangkhao College, Ahngjong Mission High School, Drill and Choreography by Green Mount School, Mon, GHSS Mon Town ‘D’, Don Bosco Higher Secondary School, Mon, Cultural dance by Watsu Telongjem, Mon Town and Women Cultural Society Mon Town. He informed the people gathered that 2019 would mark the 75th anniversary of the Battle of Kohima and to commemorate the milestone and to promote war tourism, a committee has been constituted to study and implement how the state could best use this significant aspect of history to contribute towards the economic progress of the present and future generations. Assam and Nagaland. He reflected upon the conservation work done by the people of the state, whereby the state has been recognised as the World Capital of Falcons and even received the country’s biodiversity award in 2018. He appealed to the ministry, elephant experts, Wildlife Institute of India, and other stakeholders to come forward and join hands with the Nagaland Forest department in addressing the issue by providing financial and technical assistance.
DIMAPUR: NSCN/GPRN (Reformation) celebrated the 72nd Naga Independence day on August 14, with its vice-president, Akato Chophi as the chief guest. NSCN/GPRN (R) through its MIP stated that the chief guest in his speech said that “Naga Unity” was a pre requisite for the goal of a political solution. MEGHALAYA: Chief Minister Conrad Sangma on Wednesday urged people of the state and non-governmental organisations to build a society which is inclusive and progressive for one and all. Thousands of people gathered at the Polo ground witnessed a ceremonial parade. An Indian Air Force helicopter hovered over the sprawling parade ground showering rose petals. Making his maiden address to the people as the Chief Minister, Sangma said that his government is committed to the ideals of peace and prosperity and all round development of the State. “Peace and prosperity can be ensured the only when law and order is maintained. This fundamental aspect of administration has been given utmost priority by government,” he said. “One of the focus areas of governance is maximize agriculture and horticulture potentials of the state and bring all round benefits for all state holders. It will generate employment and boost the income of the people,” he told the gathering.Noting that Tourism is another priority area of the government, Sangma said, “There is a huge potential for promoting eco-friendly tourism in Meghalaya. While spelling out remarkable achievements of BJP-led governments both at the Centre and state, he said that the NDA government at the Centre had made outstanding progress in diplomatic relations with different countries apart from bringing many developmental and economic changes. Passing of OBC Bill 2017 and National Sports University Bill, 2018 were among the latest positive developments of the Central government, he added. The state government was also putting all its effort to maintain corruption-free and transparent administration in the state, he said. The chief minister also said that Manipur government will strive hard to bring about development by fighting corruption and creating employment opportunities for the youth. “With the setting up of an Anti-Corruption Cell, 310 corruption related cases has been taken up so far,” he said. Assam rejected move to shrink area under AFSPA: Report
New Delhi, Aug 15 (Agencies): According to a parliamentary standing committee report tabled in Parliament last month, the Centre wanted to reduce the areas under the Armed Forces Special Power Act (AFSPA) in Assam but the State government did not concur, The Hindu reported. Over the past two years, the Union Home Ministry has proposed reducing the areas under AFSPA in the northeast, only to face stiff resistance from the Army and the Defence Ministry. On Tuesday, over 300 Army officers moved the Supreme Court challenging registration of FIRs against
them for operations in areas where AFSPA is in force. The parliamentary committee headed by former Union finance minister and senior Congress leader P. Chidambaram in its report tabled on July 19 said with improvement in security situation in most northeast States, “the Government should consider gradually reducing the area under AFSPA, especially in the States of Assam and Meghalaya.” As per Section 3 of the AFSPA, it can be invoked in places “where the use of armed forces in aid of the civil power is necessary.” AFSPA empowers Army and Central forces personnel de-
ployed in “disturbed areas” to kill anyone acting in contravention of the law, arrest and search any premises without a warrant and provide cover to forces from prosecution and legal suits without the Centre’s sanction. The parliamentar y panel report said there was some difference of opinion between the Government of India and the State government with regard to the areas to be declared as “disturbed areas.” The committee also noted that the State Government has notified the whole State as disturbed on the plea that it was not the right time to reduce the area under AFSPA.

Chennai, Aug 15 (PTI): Embroiled in a succession war with his estranged brother M K Alagiri, DMK working president M K Stalin today said he would “not be cowed down” by any flutter and vowed to overcome any challenges emanating from within or outside the party. Stalin made the remarks in a letter to his partymen. “I was raised by Kalaignar; (I) will not be cowed down by (any) flutter. I will overcome any challenges being created from within and outside the party with the help of the dear supporters of Kalaignar,” he said. His remarks come at a time when Alagiri, expelled by DMK patriarch and their father M Karunanidhi in 2014 at the height of his fight with Stalin over establishing supremacy in Tamil Nadu’s main opposition party, has raised a banner of revolt. The DMK’s first family had presented a united face when Karunanidhi was fighting for his life at a city hospital. Alagiri was present at the hospital and was also seen at Karunanidhi’s funeral. On Monday, days after Karunanidhi’s death, Alagiri claimed all loyal party workers were with him and that the DMK would “dig its own grave” if it did not take him back. In his letter, Stalin also

national Rule of law supreme: PM on rape cases New Delhi, Aug 15 (PTI): Asserting that the rule of law is supreme for his government, Prime Minister Narendra Modi today called for giving wide publicity to the cases in which rapists were awarded the death sentence, saying it would instill fear in people with “demonic mindset”. “The country, our society need to be rid off this demonic mindset,” he said during his Independence Day address from the Red Fort. “The rule of law is supreme for us and there can be no compromise with this,” he said. Modi said the society needs to feel a million times more pain a rape victim endures. He spoke about fasttrack trial of rape cases in Madhya Pradesh and Rajasthan where the convicts were condemned to death within days and said such cases need to be given wide publicity to deter people from committing such crimes. “The more the publicity, the more the fear it will instill in people with demonic mindset,” Modi said. He asked people to inculcate values and respect for women in their children. The prime minister referred to the elevation of two women as judges of the Supreme Court. “Now, in a first, there are three women judges in the top court,” he said.
Ashutosh quits AAP; Kejriwal refuses to accept New Delhi, Aug 15 (IANS): Senior leader Ashutosh jolted the Aam Aadmi Party (AAP) on Wednesday by quitting it citing personal reasons, but AAP convenor and Delhi Chief Minister Arvind Kejriwal refused to let him go. Ashutosh, who joined the party in 2014 after being a journalist for 23 years, took to Twitter to announce he was quitting and thanking the party for its support. “Every journey has an end. My association with AAP which was beautiful/ revolutionary has also an end. I have resigned from the party (and) requested (it) to accept the same,” he tweeted. “It is purely from a very very personal reason. Thanks to (the) party (and those) who supported me throughout. MP ‘role model’ in dealing with rape cases: CM Bhopal, Aug 15 (PTI): Madhya Pradesh Chief Minister Shivraj Singh Chouhan today said the state has become a “role model” in dealing with rape cases of minors and 10 accused in such offences have been awarded the death sentence. The earth needs to be rid of such “demons”, he said after unfurling the national flag at the Independence Day function in the Motilal Nehru Stadium here. The state had last year approved the provision of capital punishment for those found guilty of raping girls aged 12 or below. “One thing saddens us is that on one hand we are hiring girls in police (department) for their empowerment, and on the other, demons are taking birth who rape innocent and minor girls,” Chouhan said. “The demons are a curse on the earth. We have to free this planet of them,” he asserted. He said MP is the first state to pass a bill for hanging rapists of minor girls. “Madhya Pradesh has become a role model by awarding death sentence to more than 10 such offenders,” he said, adding 50 special courts have been set up in the state to conduct trials in rape cases. At least 10 rapists of girls aged 12 or below have been awarded the death sentence by various courts in the state since February this year.

The state recorded 2,479 rape cases of minor girls, followed by Maharashtra and UP with 2,310 and 2,115 such cases respectively, the NCRB report said. MP recorded the highest number of rape cases (4,391) in 2015 too, according to the report. Chouhan said Madhya Pradesh has initiated a slew of measures for women’s empowerment. “After panchayat, pro-
visions have been made for reservation to women in government jobs,” he said. Women are getting 50 per cent reservation in teaching jobs and 30 per cent in various other fields, except the Forest Department, he said. Chouhan also said 500 additional seats have been created in MBBS courses to overcome the shortage of doctors in the state. Efforts are on to improve the health services in MP, he said, adding medical colleges will be opened in Datia, Vidisha, Khandwa and Ratlam districts. Also, sanctions have been granted to open two more medical colleges in the Seoni and the Chhattarpur district, he added.
NPCI blames Cosmos for malware attack M u mb a i , A u g 1 5 (IANS): The National Payments Corp of India (NPCI) on Wednesday held the Cosmos Cooperative Bank Ltd’s “own IT environment” responsible for the unprecedented cyber loot which left the Pune-based bank poorer by Rs 94.42 crore. In a statement here, the NPCI’s Head Risk Management, Bharat Panchal, said: “The NPCI’s systems are fully secure and this particular issue has occurred within the (Cosmos Bank’s) own IT environment. “This has happened due to malware-based attack on the bank’s IT system which has caused a fraud. Under the attack, maximum transactions have been reported from outside India.” He reiterated that the systems of NCPI - the umbrella organisation for operating retail payments and settlement systems in India - “were absolutely secure and it was continuously monitoring the situation arising out of the Cosmos

The Indian banking industry went in shudders on Tuesday after the Cosmos Bank admitted that it had fallen victim to an international group of hackers who siphoned off a total of Rs 94.24 crore in two cyber attacks on August 11 and August 13. In the first cyber hit, the bank lost Rs 80.50 crore through multiple ATM swipes in 28 countries. In the second malware assault, the hackers gobbled up Rs 13.92 crore by initiating SWIFT transfers. Cosmos Bank Chairman Milind A. Kale said that after the malware attack
on the critical communication system between various payment gateways was hacked, the hackers’ gangs were informed simultaneously in 28 countries and they immediately started the withdrawals, in many cases small amounts of around $100, to avoid rousing suspicions. He said normally, the Core Banking System (CBS) receives debit card payment requests via its ‘Switching System’. But during the malware attack, a proxy switch was created and all the fraudulent payment approvals were passed through the proxy switching system. Kale said the bank’s own servers and other systems were inspected annually by the Reserve Bank of India Audit and System Audit and the bank was ensuring all the measures for data security and this security system was fully operational. Banking experts and industry players fear this could be a ‘pilot run’ unless the authorities take it seriously.

ealth care is a very crucial issue anywhere and its quality is also weighed heavily by the effectiveness of the system. Funding for health care in the north east is quite substantial and it remains among the priorities of the various state governments. The government of India has been allocating a lot of funds for health care. When compared to other Northeastern states, Nagaland fares very badly in terms of primary healthcare services utilisation. An earlier report by the National Family Health Survey 2016 highlights the dismal state of maternal and child healthcare in Nagaland. The state has the lowest proportion of pregnant women (25%) who have received antenatal care in the first trimester of pregnancy. Even Bihar(35%), which has a poor reputation in delivery, surpassed Nagaland by 10% points. A ranking of the North eastern states on key maternal and child health and healthcare indicators invariably placed Nagaland at the bottom of the list. Nagaland is ranked the lowest among all of Northeast in case of institutional delivery and full immunisation coverage. Unlike other Northeastern states, Nagaland has registered no gains from India’s flagship National Rural Health Mission (NRHM) between 2006 and 2016 even after being a focus of the programme. Instead, large scale corruption was alleged to have taken place under National Rural Health Mission(NRHM). In institutional delivery(2016) Mizoram tops the list , followed by Sikkim, Tripura, Manipur, Arunachal Pradesh, Meghalaya, Assam then Nagaland. Even in Full Immunisation programme(2016) Sikkim tops the list followed by Manipur, Meghalaya, Tripura, Mizoram, Assam, Arunachal Pradesh and Nagaland at the bottom of the list. Nagaland has spent huge sums on health but on the ground much is left to be desired. An indicator of a likely remedy against poor infrastructure has been the recent Memorandum of Understanding (MoU) signed between the government of Nagaland with Tata Trusts for providing a comprehensive cancer care in the state in order to build public healthcare system to make cancer care accessible and affordable. The Northeast India is recorded to have the highest prevalence of 16 forms of cancer in both male and female, and Nagaland figures among the top of the list. However, patients from Nagaland had to go outside the state for treatment due to lack of cancer care services in the state. The MoU was signed between the Health & Family Welfare department and Tata Trusts from Mumbai, for a partnership to set up the Nagaland Cancer Care Foundation(NCCF). According to official sources, the collaboration will build on the public healthcare system to make cancer care accessible and affordable. The proposed NCCF will be a three –tier model of treatment delivery where the present Naga Hospital Authority(NHA) will be developed including building capabilities in district hospitals at Mon, Mokokchung, Phek and Tuensang. These district hospitals will be offering confirmatory diagnostics and follow up treatment besides palliative care for convenience of patients. The NCCF will provide latest medical facilities so that prevalence based treatment can be provided at par with latest globally accepted treatment standards. As per the MoU, the Tata Trusts will also convene a diverse group of oncologists from renowned institutions globally and cancer hospital to attach to the National Cancer Grid. As Nagaland has the highest per capital burden of cancer in India, the collaboration between the state and Tata Trusts will certainly be a win-win situation.

The answer to Nicodemus’ question, “How can a man be born when he is old?” is: Only when he is willing to die to everything in his life, including his rights, his virtues, and his religion, and becomes willing to receive into himself a new life that he has never before experienced (John 3:4). This new life exhibits itself in our conscious repentance and through our unconscious holiness. “But as many as received Him…” (John 1:12). Is my knowledge of Jesus the result of my own internal spiritual perception, or is it only what I have learned through listening to others? Is there something in my life that unites me with the Lord Jesus as my personal Savior? My spiritual history must have as its underlying foundation a personal knowledge of Jesus Christ. To be born again means that I see Jesus. “…unless one is born again, he cannot see the kingdom of God ” (John 3:3). Am I seeking only for the evidence of God’s kingdom, or am I actually recognizing His absolute sovereign control? The new birth gives me a new power of vision by which I begin to discern God’s control. His sovereignty was there all the time, but with God being true to His nature, I could not see it until I received His very nature myself. “Whoever has been born of God does not sin…” (1 John 3:9). Am I seeking to stop sinning or have I actually stopped? To be born of God means that I have His supernatural power to stop sinning. The Bible never asks, “Should a Christian sin?” The Bible emphatically states that a Christian must not sin. The work of the new birth is being effective in us when we do not commit sin. It is not merely that we have the power not to sin, but that we have actually stopped sinning. Yet 1 John 3:9 does not mean that we cannot sin— it simply means that if we will obey the life of God in us, that we do not have to sin.

T was August 12, 1947, three days before India became free. My father, a practicing doctor, summoned us, three brothers and asked what our programme was? I told him that I wanted to stay in Pakistan just as the Muslims would in India. My elder brother, who was studying medicine at Amritsar, intervened to say that Muslims would ask the Hindus to vacate the house in West Punjab just as the Muslims living in East Punjab would asked to leave. I asked how that could be possible if the Hindus did not agree to quit. He replied that we would be forcibly ousted. This was precisely what happened. On August 17, two after independence some Muslim gentlemen came to us and made the request to leave the house. I asked one of them where do we go? He gave the keys of his house at Jalandhar and said that we would not have to do anything because his house was well furnished and ready for occupation. We declined the offer.
But after they left, all of us sat around the dining table to decide on the future. I told them that I was staying back in Pakistan and they said they would be going to Amritsar and come back once the disturbances were over. We agreed that the scenario, however dismal, we could be back, at the most after a month. My mother remarked when she was locking the house that she had a strange feeling as if they we were not coming back. My elder brother agreed with her. I packed one traveler and a shirt in a blue canvas bag and parted saying that we would meet at our maternal uncle’s place at Darya Ganj in Delhi. It also wants to have peace because it’s their men who have to fight the war and all that it entails. The sticking point is that the decision in India is taken by the elected members of parliament and unlike Pakistan, where the army has the last word. That’s where the problem comes. Whether or not Imran Khan will be able to convince the army top brass to allow the people to have there is difficult to imagine. New Delhi should make an effort. But it has adopted a harsh stand not to negotiate with Islamabad until Pakistan stopped providing shelters to the terrorists and punishing those who were instrumental in Mumbai blasts. Imran Khan should take the initiative, keeping in view India’s demands for any cordial relations between the two countries.

he influx of illegal immigration into Nagaland is a very sensitive issue as we all know. It is sensitive as it deals with those people looking for survival under compelling circumstances and yet for some looking for greener pasture. Whoever is the illegal immigrant, he is not alone but he has the backing of his community, his nation including international human rights organization. The unregistered people out of 40 lakh now in Assam will flock to different destinations as and when the NRC draft list is finalized by the end of this year. The weakest and most complacent State in NE will be the destination target of these unregistered people. Nagaland’s border with Assam is so porous that any number of people can come without the notice of the administration. Worst is Dimapur being outside the purview of ILP, the administration has no power to restrict anybody from entering into the commercial town by road or by train. When any outsider reaches Dimapur, it is easy for anyone to go to any District in Nagaland. Thus, Dimapur has been the natural major depot for onward distribution of unwanted population to the rest of other Districts in Nagaland. Of all, Nagaland is no less equipped with protective constitutional provisions than any State else in the country from prevention of intrusion point of view. Despite of having these provisions, Nagaland remains to be the most accessible for any migrant including illegal immigrants as of now. For sure 40 lakh will not come to Nagaland but when part of those people intrude into our small land in their thousands or in few lakhs, Nagaland will be swarmed. To allow unqualified people to enter into Nagaland is simple and easy as the administration has been doing so over all these years. It is well known fact that the certificate issuing authorities for ILP and Indigenous Certificate tend to abuse power by commercializing their positions. It is learnt that some of the issuing authority used to have syndicate with brokers who used to sell such certificates to seekers. It is also well known fact that many village authorities mostly in plain sector have the tendency to issue Permanent Residential Certificate(PRC) and Temporary Residential Certificate(TRC) rampantly to almost strangers. Some of those village authorities may be doing so out of sheer ignorance, but the rest of all those authorities are responsible for the presence of lakhs of outsiders in Nagaland due to greed and lack of sense of responsibility. The system of administrative monitoring being in total disarray, the brokers are capable of preparing number of ILP documents for new entrants with fake names. For instance, on the way from Dimapur to Kohima, the new entrants are instructed by guide to remember their new names when intercepted by anybody as it has to tally with name entered in the ILP. In the meeting of CSOs on 8.8.2018, a youth leader divulged that those brokers have even official seals of the issuing authority to be used as per their convenience. This being the prevailing situation, it
is very easy for the syndicate to manipulate the existing laws at will. Nagaland therefore stands as the weakest of all in NE and definitely the citizenship deprived people earmarked Nagaland to be their prey. Thus, outsiders entry into our land is simple. Yet, when we tend to deport them from Nagaland, it becomes very intricate. It becomes legal and constitutional. Deportation involves both internal and external pressures including intimidation from sympathizers of illegal intruders. It is therefore imperative that we handle the issue of prevention, detection and deportation of illegal immigration with care. Our actions and reactions have to be within the parameters of the law. The strategies of all those who involve in the drive have to be synchronized. The State Govt. has to come into action with effective and comprehensive measures to monitor and tackle the menace without any complacency. As of the present, few organizations are making noises on the issue. I hope Nagaland Govt. will not become spectator to all these activities undertaken by civil societies. In case, the State Govt. lacks interest and determination to man the issue, anytime anything can go overboard which can become more intricate to manage. Even prior to unregistered 4 million in Assam posing threat to Nagaland, we always have limitations in disposing off the illegal immigrants from Nagaland. When a defaulter is deported from any place to Dimapur, the next day the defaulter returns to his desired location with fresh entry permit. The fact is that Dimapur is the dumping ground.
Therefore, what the civil societies are harping on placing Dimapur District under the purview of ILP is definitely imperative. Soft peddling of the State Govt. with the proposition will fetch negative results. In my opinion, any public organization or the State machinery handling the issue in question or trying to do so may have to be in low profile. Whatever may be the initiatives, it has to be action oriented. At the very moment, I observe that publicity of ILP drive is louder than actual action on ground. Also, no organization must try to convert the initiative of ILP drive into fund drive. In the past we came across that certain private organization made a mockery of our laws and henceforth we must not repeat the mistake. We have to know that what we do to illegal intruders here in Nagaland will fetch boomerang. We have to admit that Nagaland cannot survive without the cooperation of our good neighbors. It will be unfortunate for any initiator to look for popularity mileage at the cost of our survival. Should we give more importance to publicity, we may have to swallow bitter pill ultimately. Over and above, Nagaland will be sandwiched between the issue of illegal immigration and anti-Nagaland factor. It is therefore most advisable for the competent authority, i.e., the Govt. of Nagaland, steps in to shoulder its responsibility instead of becoming the fringe of NGOs as protecting and safeguarding the citizens and the territory of Nagaland is the primary duty of the established Govt. The Federal Government of Nagaland (FGN) recognizes the fact that the Indo-Naga conflict remains unresolved due to the invasion and continued occupation of our land by India and Burma. 2. The Federal Government of Nagaland has not entered into any agreement with India other than the 1964 Ceasefire Agreement which became effective on 6’ September 1964. This International Ceasefire Agreement was signed between the Federal Government of Nagaland and the Government of India through the Nagaland Peace Mission. 3. On the part of FGN, knowing
the fact that too many lives were lost due to the armed conflict in a period of almost ten years from 1954 to 1964, we gave our consent for a Ceasefire and are upholding the same till today. However, the successive leadership of the Indian government continued to pursue a violent policy rather than peacefully resolving the conflict. The policy of the Naga National Council is Non-Violence and the FGN is still holding to that policy. In the light of these historical and political facts, the FGN reiterates that the long drawn Indo-Naga conflict is not an Indian internal Law and Order problem. Nagas are not secessionists or insurgents. The conflict is an international conflict of invasion by India and Burma. Nagas are only defending the Naga Nation. Therefore the conflict can only be resolved from an international level. The Naga National Council and the Federal Government of Nagaland are the only two nationally mandated institution and established Government of the Naga people to uphold the historical and political rights of the Naga Nation. Hence, the NNC and FGN do not, and will not; recognize any factions or organisations that may commit Naga
citizenship to any other country. The NNC and FGN stand to protect Naga sovereignty and independence. Coming to the question of so called integration of all Nagas territories under one single political umbrella, it is hereby made clear to all concerned, that Nagas were an integrated nation even before the official proclamation of their Federal Republic on March 22, 1956. In this connection, Nagas have always been an integrated nation occupying a continuous (**I think this should be read as contiguous though it is written continuous in his speech) Naga territory throughout all the aeons of human history. These two facts of Naga anthropology and geography form the basis of Naga nationhood. Therefore, the NNC and FGN will consider any acts of integrating Naga territory under the constitution of any foreign country as acts of treason against the nation. In conclusion, in the present fast changing world where many small nations have become members of the UN, we Nagas also can be confident of a new dawn in our history. Freedom of India automatically endorses my citizenry that emboldens my freedom and thus entails basic rights—dignity, equality and fraternity. However, a swift rewind to what happened at the time of our independence continues to remind us and brings back to our memory about those huge number of innocent people who had lost their lives and many others had to flee to different places to save their lives—safety and security. The history of our Independence on the hand amplifies freedom from the imperial power, while on the other brings back to our memory that a big number of people lost their lives and many rendered homeless. This is indeed the history of India during independence and the narratives of our Independence in brief. In the last 71 years, India did make great strides in many spheres particularly in infrastructure, communication, agriculture, industries, economy, science and technology. Nevertheless, there have been sporadic communal tensions resulting in massacres. Tensions arise out of religious fundamentalism, tribalism, ethnic and caste tensions, lingual and xenophobic tendencies. India continues to manifest rays and traces of communal and religious fundamentalist tendencies not sporadically, but quite regularly. In recent times lynching of the Muslims and Dalits on frivolous reasons and the rise of Hindu fundamentalism based on polarization politics is spreading across the country at alarming levels. Institutions of governance that are supposed to emulate integrity and accountability plummeting. Bus service a dream comes true
The bus service from Dimapur to Chumukedima and within Dimapur town in some locations has certainly brought a great deal of joy to the citizens of Dimapur. It is not always possible for everyone to commute in private vehicles, autos and taxis. Majority are common people like me who cannot afford to shell out three to four hundred rupees on auto fare to go to Chumukedima. I recall that such a suggestion for bus service was made long back but it could not work out. This time around it has to become reality and every section of society must cooperate towards this dream becoming into reality. However, the bus routes need to be well chalked out because our roads are very narrow and crowded. The bus stops need to be at very strategic points with waiting sheds for the passengers. Surely there will be special provision for ladies, pregnant women, sick patients and PwDs and must be strictly complied. Once the buses start plying many people are going to be benefited. RBI puts 200 stressed accounts under scanner
NEW DELHI, Aug 15 (PTI): As part of its effort to contain rising non-performing assets (NPAs), the RBI has started scrutiny of 200 large accounts to assess level of stress and provisioning done against them by respective banks. Reserve Bank of India (RBI) is examining as to whether banks have followed prudential norms in respect of these stressed assets, a senior public sector bank official said. It is also assessing classification, provisioning and debt recast in respect of those loans, the official added. This is a part of regular annual inspection of book of the banks that the central bank undertakes each year after the closure of the financial year, another official said. Some of the accounts include Videocon, Jindal Steel and Power, the official added. This exercise comes at

a time when gross NPAs in the banking system has risen to around Rs 10.3 lakh crore, or 11.2 per cent of advances, compared to Rs 8 lakh crore, or 9.5 per cent of total loan, as on March 31, 2017. Following the annual inspection of the last year, many lenders, including Axis Bank, Bank of India and Yes Bank, were caught for under-reporting of NPAs. The lenders started reporting divergences since June last year for having under-reported NPAs in FY16. This was followed by a second round of disclosures, starting October, of under-reporting in FY17 by a few lenders. In most cases, this led to a shooting up of NPAs and an ensuing jump in provisions against dud assets. This eroded their bottomlines, and led to a sell-off in the stock causing erosion of wealth for investors.

UNITED NATIONS, Aug 15 (PTI): An “invasive pest”, recently detected in India that devours more than 80 different plant species including many staple crops, could threaten the food security and livelihoods of millions of small-scale farmers in Asia, the Food and Agriculture Organization (FAO) has warned. Fall Armyworm pest was recently detected in India, marking the first time it has been found in Asia after wrecking havoc in Africa. The Food and Agriculture Organization (FAO) fears it is “highly likely” to spread, with southeast Asia and south China most at risk. The UN agency is offering its expertise to farmers and Governments in the

The fear is that Fall Armyworm, which can fly 100 kilometres at night, could chomp through crops yearround, given the region’s “favourable” climate. Though native to the Americas, Fall Armyworm has been on the march across Africa over the past two years, affecting millions of hectares of maize and sorghum. It was first detected in Nigeria in January 2016. Two years later, it had spread to practically all of sub-Saharan Africa, with the exception of 10 mostly northern countries and territories. The FAO took immediate steps to tackle the insect in Africa and to support countries in mitigating the damage it caused. The agency has supported more than 30 projects on the continent to fight the pest, which can eat dozens of crop species, including maize, rice, vegetables, groundnuts and cotton.

A c c o r d i n g t o Fox News, the report by U.N. experts, delivered to the Security Council and released this week, included startling findings about both terror networks. The report found that while ISIS had been defeated militarily in Iraq and most of Syria, it had rallied in early 2018 and still had approximately 20,00030,000 members in the two countries. Jerusalem, Aug 15 (IANS): Israel on Wednesday reopened the key Kerem Shalom crossing with Gaza, which had remained closed to commercial imports and exports for over a month. The closure came into force on July 9, in response to the wave of incendiary balloons and rocket attacks fired at Israel from the coastal enclave. “The Kerem Shalom crossing will be reopened this morning for full activity,” the Israeli Defence Forces said in a post on Twitter. “In addition, the designated fishing zone off the Gaza Strip will be expanded to nine nautical miles.” The restrictions had severe economic consequences for Gaza, as only humanitarian aid was allowed through the crossing. A spokesman for the Palestinian Businessmen Association in Gaza said 95 per cent of Gazan industry had been shut down due to the closure of the crossing.

Kabul, Aug 15 (Agencies): At least 48 people have died after a suicide bomber targeted an education centre in a minority Shia area of western Kabul, in the latest assault in Afghanistan’s war-weary capital, The Guardian reported. “We can confirm the attack was caused by a suicide bomber on foot. The bomber detonated himself inside the education centre,” said a police spokesman, Hashmat Stanikzai.
The health ministry said 48 people had died, with another 67 wounded. There was no immediately claim of responsibility. The Taliban quickly denied involvement. In a separate incident a Taliban attack on an Afghan military outpost in the northern province of Baghlan killed up to 44 policemen and soldiers. K a r a c h i , Au g 1 5 (PTI): At least three persons were killed and over 35 others, including children and women, injured in various incidents of aerial firing and firework displays by the revellers during Pakistan’s Independence Day celebrations, media reports said Wednesday. A large number of residents came out on the streets of Karachi on Monday night and as the clock struck 12, they started celebrating the 72nd Independence Day by resorting to aerial firing and bursting firecrackers, police said. During the celebrations, 22-year-old Salman Shakoor, who was part of one such the revelry near Five Star Chowrangi in North Nazimabad area, was hit by an exploding firecracker, The News reported. Apart from Shakoor, a 21year-old man was also hit on his face by the rogue firecracker. Both were rushed to a hospital but Shakoor died during treatment. In another incident, a 26-year-old Sarmad Shabbir lost his life due to awry fireworks. Shabbir, who had come to Pakistan from Dubai on a holiday, was hit on his head by a firecracker and died during treatment, the Express Tribune reported.

Genoa, Aug 15 (Agencies): Italian authorities on Wednesday increased the death toll in the Genoa bridge collapse to 39, after more bodies were recovered in the rubble, Fox News reported. Genoa’s prefect office announced the updated figure Wednesday as a rescue team continued its searched through tons of slab of broken roadbed, smashed concrete chunks and twisted steel for other survivors. Italian media reported 3 children among the fatalities. At least two people were missing. Shortly before noon Tuesday, about a 260foot stretch of a highway broke off from the 150-foot high Morandi Bridge during a storm. The collapse sent dozens of vehicles plunging into the depths below. The break sent huge slabs of concrete plummeting into two warehouses, some railroad tracks and a riverbed below the bridge. Officials said no warehouse personnel were inside, since it was closed for summer holidays.

Islamabad, Aug 15 (IANS): Pakistan Tehreeke-Insaf (PTI) leader Asad Qaiser was elected as the Speaker of the National Assembly or the lower house of the country’s Parliament on Wednesday, beating PPP stalwart Khursheed Shah, who was fielded by an alliance of the opposition parties. Qaiser received 176 votes to be elected to the speakership, whereas Shah got 146 votes. The election took place through a secret ballot. A total of 330 votes were cast, out of which 322 were accepted and eight were rejected, Dawn online reported. ootage posted online has captured the brilliant moment that 457 guitarists gathered in Sydney to play the AC/DC classic ‘Highway to Hell’ as part of a world record attempt. The huge group came together on Sunday at the Sydney Guitar Festival as they attempted to break the record for most people playing the same song at the same time on electric guitar. Perhaps unsurprisingly,
the epic performance looks set to break the previous record of 368, which took place in India in 2013. However, it’s yet to be verified by Guinness World Records – which could take up to six weeks to declare the record. During the performance, each guitarist had their own battery powered amplifier, while Australian band The Choirboys provided vocals and drums for the performance.
Spokesperson Tatiana Merchant told the Associated Press: “They were tiny amps but they got the sound happening. “It was such a great atmosphere.” The AC/DC performance comes as rumours continue to emerge about the future of rock giants – who are believed to be recording a new album. It seems that the classic line-up could be getting together once more after ex-frontman Brian Johnson and former drummer Phil Rudd were spotted in Vancouver, where the rock icons have recorded all their albums over the last two decades. Santiago to host 2019 Copa Libertadores final
Rio de Janeiro, Aug 15 (IANS): Chilean capital Santiago has been chosen as the host city for next year’s Copa Libertadores final, South American football’s governing body CONMEBOL has said. The November 23 match at Estadio Nacional will mark the first time that the decider of the continent’s top club competition will be played over a single leg, reports Xinhua news agency. “Finals over one leg provide a great opportunity for clubs to improve their sporting infrastructure, organization of events, security and comfort for fans,” CONMEBOL president Alejandro Dominguez said on Tuesday. Santiago beat rival bids from Lima and Montevideo, according to CONMEBOL. The Copa Libertadores final has until now been played over two legs in a home-and-away format. CONMEBOL’s executive committee voted to adopt the single-match format in June, bringing the Copa Libertadores in line with the UEFA Champions League.

which are sown will bear fruits.” She said that those who got the chance to attend the coaching camp were lucky because many young boys and girls didn’t get the opportunity. Sebastian, who coached the youngsters, is a UEFA registered Grade-A coach specializing in working with athletes under-18. He has previously worked in clubs such as Karnby IK and FC Rosengard and has also been associated with Sporting Lisbon, and
is currently working in Sweden. He is a member of ‘Soccer Competition’, a German based scouting and agent Company that specializes in scouting young talent. Altogether 78 participants from 11 districts attended the coaching camp out of which 29 were girls.
LaLiga matches in India for free on Facebook New Delhi, Aug 15 (Agencies): All the 380 matches of Spain’s topflight football league will be broadcast live for free on Facebook in a landmark deal, it was announced on Tuesday, DNA reported. In a first-of-a-kind agreement, LaLiga and Facebook announced that the hugely popular social media platform will become the official home for all the LaLiga Santander matches in the Indian subcontinent. The three-season deal commences with the 2018/19 campaign kicking off on August 17. The viewers in the Indian subcontinent will now be able to watch the likes of Lionel Messi, Gareth Bale and a host of La Liga stars on Facebook. The matches will be available for free to people on Facebook in India and other seven neighbouring countries of Afghanistan, Bangladesh, Bhutan, Nepal, Maldives, Sri Lanka and Pakistan. The Facebook community in the eight countries will be able to watch LaLiga Santander coverage on a live and on-demand basis via multiple devices.

NEW DELHI, AUG 15 (Agencies): India will be banking largely on their shooters, wrestlers and boxers to deliver gold at the Asian Games in Indonesia to better the 57-medal mark they achieved in Incheon four years ago, Reuters reported. India, who struggle at the Olympics despite their population, have done reasonably well in the quadrennial continental event, only twice finishing outside

J aka rt a , Aug 1 5 (IANS): The Asian Games flame arrived in the Indonesian capital of Jakarta on Wednesday with a torch relay run planned to circle around the city before being handed over to President Joko Widodo on Independence Day on August 17. The Asiad flame entered Jakarta through East Jakarta-West Java province’s border town of Bogor earlier in the day in a ceremony which featured the torching of a mini cauldron with the historical flame in Jakarta eastern municipality. Through a series of relay runs, the flame was scheduled to pass through landmark places and tourism spots in each of Jakarta’s east, south, north, west and central municipalities, reports Xinhua news agency. The Asiad flame’s cross-nation relay began from Yogyakarta province on July 18. The flame was lit in India’s Dhyan Chand Stadium in New Delhi that hosted the first Asian Games in 1951. It arrived in Yogyakarta airport after being flown from New Delhi on July 15.

New Delhi, Aug 15 (Agencies): Former Real Madrid star forward Cristiano Ronaldo’s stunning bicycle kick against Juventus in the Champions League quarterfinals was included in the nominations for the UEFA Goal of the Year, The Indian Express reported. Apart from Ronaldo, England international Lucy Bronze and Elliot Embleton’s strike was also included in the shortlist of 11 goals announced by UEFA on Tuesday. The
goals have been selected from each of UEFA’s main competitions, over the past 12 months. Bronze’s selected effort was a volley for Lyon against Manchester City, while Embleton’s nominated strike came in a European Under-19 Championship group stage match against Turkey. Ronaldo’s stunning bicycle kick in April had seen his former club Real pick up a 3-0 win over the Serie A Champions. The
