Kerala experiencing a catastrophe of a lifetime; over 300 dead in floods

T H I RU VA NA N THAPURAM, AUG 17 (AGENCIES): Kerala’s most savage monsoon in a century has killed 324 people over the last nine days, Chief Minister Pinarayi Vijayan has said, issuing a fresh rain alert for the battered state. Nearly 2 lakh people have been displaced. The state, battling floods and landslides, plunged deeper into crisis today, with hospitals facing shortage of oxygen and fuel stations running dry. Vijayan told the media that the situation arising out of unprecedented floods and subsequent havoc caused by turgid rivers and gushing waters in Kerala continues to be “grave”. Since August 8 when the rains began pounding the southern state, around 2.40 lakh persons have been lodged in 1,568 relief camps across Kerala. Hundreds of defence personnel, National Disaster Response Force (NDRF) teams, helped by more than 20 helicopters, mounted search and rescue operations. Fishermen along with their motorboats too joined the humanitarian efforts.

More helicopters were pressed into service on Friday to fly sorties for rescue and relief. Defence Minister Nirmala Sitharaman sanctioned the extra choppers, as people marooned in Chengannur and Chalakudy could only be airlifted to safety. Waters from the Periyar river and its tributaries kept many towns in Ernakulam and Thrissur districts submerged. The worst affected include Paravur, Kalady, Chalakudy, Perumbavoor and Muvatupuzha. Thousands of people are still perched on highrise buildings waiting to be rescued and taken to relief

camps. Over 50,000 people are lodged in the Ernakulam and Thrissur camps alone. Intensity of rains, however, decreased in several districts since Friday morning, leading to decrease in water level in three big dams in Idukki district. MUMBAI, AUG 17 (AGENCIES): A section of Air India pilots have threatened to stop operations if their flying allowance dues are not paid immediately. Alleging that while the salaries and perks of other employees are paid in full albeit with a delay, the same for the pilots and cabin crew are “ignored”, despite the fact that flying allowances of these two licenced categories of employees form a major chunk of their salaries. “…If the flying allowance is not paid immediately, we may not be available for flying duties,” Indian Commercial Pilots Association (ICPA) said in a communication to Air India’s director of finance Friday. “Since the company has paid the salary, the pilots will report to the office for any office duty of their expertise other than flying duties,” it added. According to a source, flying allowance are paid after two months. “As a rule, flying allowances for the month of June should have been paid on August 1, but they remain unpaid even till today,” the source said. ICPA warned the Air India management that it expects a positive confirmation on the matter, “failing which we will be forced to direct our members not to report for flying duties and only management should be held responsible in case of any disruption of flights”.

GUWAHATI, AUG 17 (AGNCIES): Myanmar-based NSCN (K) on Friday impeached its chairman Khango Konyak, an Indian-origin Naga, and elected the outfit’s founding chairman, late Shangwang Shangyung Khaplang’s nephew, Yung Aung as the new ‘acting chairman’ of the organisation, the Times Of India (TOI) report stated. Indian intelligence agencies see this development as a bloodless coup by Myanmarorigin Naga member of NSCN (K) to throw out an Indianorigin Naga leader. According to TOI, the outfit in a statement said that it was unanimously resolved to impeach Khango “to save the party from further breakdown and confusion.” The outfit has given Khango a safe passage to go wherever he likes without any harm. Aung, 45 years old, studied in Manipur till his graduation and is known to be an expert in martial arts and polo. Khango has left the NSCN

(K) headquarters in Sagaing region of Myanmar along with some of his loyalists. Few top leaders of Indian-origin are believed to have gone with Khango, the report stated. When Khaplang, a Hemi Naga from Myanmar, died in June last year and the leadership was passed on to Khango Konyak, a Naga from India, it gave Indian government hopes of breakthrough with the outfit, the only Naga outfit which is outside the peace process, as it tries to work out an all-inclusive solution to the Naga political problem. Indian security forces believed that would always be easier to talk to the leadership of Indian origin than that of Myanmar. NSCN (K) abrogated the ceasefire with the Indian government in 2015. Apart from Khango, the outfit’s powerful army commander, Niki Sumi, is also an Indian-origin Naga. The NSCN (K), which is based in Myanmar, wants an

agreement with the Myanmar government to cover ethnic Nagas living in India who are known as western Nagas. Those in Myanmar are locally known as Eastern Nagas but the outfits believe that both belong to one Naga territory despite the international border dividing them. NSCN (K) has a ceasefire agreement with Myanmar since April 2012 and has refrained from clashes since 2000. Recently the Myanmerse government has made it clear that it would not allow NSCN (K) to sign the national peace agreement if does not give up its demand for separation. According to TOI report, the NSCN (K) impeachment statement said that Khango was found guilty of grabbing absolute control of powers and functions without collective leadership, non-distribution of powers and functions exposing a one-man-government policy, which was completely in violation of the party’s constitution and discipline.

ENCSU backs ANCSU on land encroachment issue State Finance dept submits memorandum to 15th FC DIMAPUR, AUG 17 (NPN): Expressing anguish over the “current imbroglio involving the student community”, the Eastern Nagaland College Students’ Union (ENCSU) said it has unanimously decided to back the movement initiated by the All Nagaland College Students Union (ANCSU). ENCSU through its media cell maintained that ANCSU’s stand was genuine and should be pursued for the sake of students, adding that it would not allowed future of the students and the fate of Nagaland to be compromised. Also, expressing dissatisfaction over the manner in which the state government handled the whole issue, the ENCSU alleged that some government officials and politicians with vested interests were “toiling to divert the actual cause.” Further, the union reiterated that grievances raised

by ANCSU was genuine and in the interest of student community and the state at large. The union said the land encroachment issue was taken up in total consensus and coordination with the ENCSU. The union said they were equally concerned since land encroachment issue was not only confined to Kohima Science College, Jotsoma, but also various colleges across the eastern Nagaland. As such, the union said ANCSU and ENCSU would raise the land encroachment issues of all the government institutions. In this regard, the union has demanded that the state government prevent land encroachment of all the government colleges in Nagaland to avoid any untoward consequences in future. ENCSU termed as “unfortunate” that JVC instead of using elderly wisdom to correct/guide/advice the student community “resorted to cheap intimidation and threats siding with vested interest individuals and parties.” The union said ANCSU/ENCSU had never been against a particular group/ village or community in the past and had always been about the student community including students from Jotsoma village. ENCSU, therefore, asserted that “such unqualified statement” was totally uncalled for and “definitely not in tune with the past actions of the JVC.”

‘Will not accept scholarship on installment basis’

2017-18 to the students, the Eastern Nagaland College Students’ Union (ENCSU) Friday said it would not accept disbursement of scholarship on installation basis unless the responsible department come out with official notification from the Ministry of Tribal Affairs. In a press release, ENCSU president, M Longre Chang, and general secretary, Wangnei C Jessuhu, alleged that Post-Matric Scholarship for 2016-17 was misused by state government and delayed for many months until the union intervened leading to disbursement on instalment basis. Demanding the release of scholarship at one go, the ENCSU urged the department and the government to understand the problem faced by students and accordingly work for the welfare of students. The union has also appealed all the responsible students to remain alert.

KOHIMA, AUG 17 (NPN): As per the instruction of 15th Finance Commission (FC) to submit reports and memorandums in advance, the State finance department headed by its secretary Y Kikheto Sema submitted its report to the FC in New Delhi on Thursday. Kikheto told Nagaland Post that the recommendation of the 15th FC was important as it would decide the fate of State’s financial position from April 1, 2020 to March 31, 2025. He said State had prepared and submitted its report on “Statements Relating to State Finance”, “Topic Notes Relating to State Finances”, ‘Schedules & Notes Relating to Local Bodies” and a State memorandum to 15th FC secretary Arvind Mehta. According to Kikheto, Mehta expressed his happiness at the timely submission of report by the State and agreed to accept any “supplementary memorandum” from the

State, if needed. The finance secretary said the department was likely to submit supplementary memorandums to the FC as it had agreed to accept them. He said the FC was tentatively scheduled visit the State in the last week of November this year and that the State government was preparing to warmly welcome the team. Kikheto was accompanied by deputy secretary (budget), finance department, K Metha. Finance Commission is a constitutional body that makes recommendations to President of India regarding a) distribution of the proceeds of taxes between the Union and States and b) determination of principles that should govern grantsin-aid of revenues of the States out of the Consolidated Fund of India and sums to be paid to the States by way of grants-in-aid, etc. The recommendations of the commission are generally accepted by the Union government as well as the Parliament. Zeliang has expressed grief and pain to learn of the demise of former Prime Minister of India, Atal Bihari Vajpayee, who passed away on August 16 at AIIMS, New Delhi at the age of 93. In a condolence message, Zeliang described late Vajpayee as a brilliant statesman, who dedicated his service for the nation. He remember late Vajpayee as a leader who understood the pain and suffering of the Naga people and said that his love and concern for the Naga people in particular would be ever remembered. Zeliang said that Vajpayee was the first Indian Prime Minister who declared that “Naga history is unique” which became the foundation stone for the Indo-Naga peace talks leading to the signing of the Framework Agreement on August 3, 2015. Zeliang stated that the declaration created a new hope for both the GoI and the Naga people to secure a final agreement based on the unique history of the Nagas. Speaking at the discussion program, Dr. Visier Sanyu narrated how his grandfather had to run to the jungle with nothing but a chicken in 1879 when the British burned down his village, Khonoma. Two generations and almost a century later, Visier also had to experience the same when he had to run to the jungle carrying his brother when the Indian Army razed his village to the ground in the mid 1950s. He said he had been reluctant to tell

his story for many decades but decided to muster up the courage and tell it to let it be remembered and also since speaking about it was a therapeutic experience. He also said that there were ways to forgive. Dr. Visier stated that the book was not anti India but was about an indigenous community of people who were trying to survive in the post colonial era, trying to preserve their culture and identity. The discussant, Dr Parmod Kumar, in the

book discussion, also said that the book was important as it was not just the story of an individual but of a larger society’s experience. The book discussion generated lots of responses and questions from the audience which Dr. Visier answered. The event ended with a vote of thanks from NSA secretary, Dr Lungthuiyang Riamei. Correspondent MOKOKCHUNG, AUG 17 (NPN): An ‘UPCHAR Nagaland Telemedicine Center’, under the aegis of ‘Upchar Seva’ (Affordable Healthcare made Accessible), in partnership with Sakaar Seva Samiti, was launched on Friday, at the Yimlang Salang, Ungma village. While delivering her speech, Ojungsangla, who is from a healthcare NGO based in Patna, described the root purpose of the UPCHAR seva as being to reach the unreached in

the remotest corners of the Nation with the sole aim to deliver affordable healthcare at their doorsteps with the aid of technology. She said that UPCHAR was being launched to provide wellness centres in remote areas, offering diagnostic & referral services to the patients, communicating system for OPD and DATA sharing with health expertise. Ojungsangla said that the UPCHAR (UTS), in association with the clients, plan to identify PHCs for telemedicine setups on the basis of internet connectivity and patient loads.

She added that UTS would find, train and support local entrepreneurs to help the telemedicine centres at the PHCs. Moreover, she said that the consultancy provided is cost free, saving time and money of poor patients and affected families. DIMAPUR: Minister for Public Health & Engineering Department (PHED), Jacob Zhimomi formally inaugurated the new office building of the Executive Engineer PHED, Longleng on August 15 during his visit to the district to grace the Independence Day celebrations as special guest. According to a DIPR report, in his inaugural speech, Jacob Zhimomi asserted that no government had a magic wand to transform the state overnight and redress all its problems. He stated that the PDA was a very new government and like any other government, planning and execution to provide proper facilities to the people of the state would take time. ENSF appeals on immigration DIMAPUR: Eastern Naga Students’ Federation (ENSF), pointing out that Eastern Nagaland does not have any inter-district check post set up at present, has appealed to the government to set up an Inter-District Check Post immediately, along with CCTV, to monitor the movement of unknown persons. A press release issued by ENSF president, Sepili Sangtam and social and cultural secretary, Luntsuba Merr stated that the immediate response and efficient measures taken up by the district administrations to counter/prevent the entry of illegal immigrants in the aftermath of the National Register of Citizens (NRC) drive in Assam was praiseworthy and appreciated. According to the release, the federation had been working tirelessly to check the influx of illegal Immigrants and with the publishing of the final draft of the NRC, it said, all stake holders should come together for the future of the Nagas. The federation endorsed and empowered all its federating units -- Konyak Students’ Union, (KSU), CCSU, YAA, USCC, PSC and KSU -- to monitor and coordinate with the District Administration for effective implementation and execution of the same. It also directed all its federating units to immediately cross check all the Non-Local Registration Card (NLRC) holders

The Nagas should be “ever ready to defend its land, rich culture and traditions� it stated. Eastern Nagaland in particular has been and is a safe corridor, ENSF said and opined that it required continuous protection, calling for practical and effective governmental response before it became a state-wide problem. Citing these reasons and circumstances, ENSF strongly appealed to the district administrations and the government to immediately initiate protective mechanisms. It also expressed appreciation for the district administrations of Mon, Tuensang, Kiphire and Longleng for their efforts on the issue of illegal immigrants in Eastern Nagaland and called upon its six federating tribal units to assist and monitor the district administration within the Eastern jurisdiction.

North Lakhimpur, Aug 17 (Agencies): When Sainul Islam, 21, a resident of North Assam’s Lakhimpur district, started throwing up, running a temperature and complained of a headache recently, his family rushed her to the mini-primary health centre in the area, Northeast Now reported. The district has been at the centre of an acute encephalitis syndrome outbreak. At least seven Japanese Encephalitis (JE) death cases have been confirmed this year in the district so far. Acute encephalitis syndrome is a condition of brain inflammation caused by both bacterial and viral infections. It is accompanied by fever, headaches, seizures, disorientation and vomiting in people, and if not treated quickly can result in death. JE virus has been responsible for most cases of acute encephalitis syndrome in India and South Asia. When a blood test was run on Sainul, he tested positive for Japanese encephalitis. In spite of treatment in the hospital, he did not survive.

IMPHAL, Aug 17: After the end of the 24-hour bandh in Zeliangrong areas in Manipur, the Zeliangrong Civil Organizations Friday has set a 96-hour deadline to the Centre and state governments demanding the arrest of NSCN (I-M) functionaries allegedly involved in the abduction and detention of the ZYF and Zelinagrong students. The civil organizations served the ultimatum after the 24-hour bandh in Zeliangrong area concluded last midnight. Serving the ultimatum to the Union home minister and Manipur chief minister, the Zeliangrong bodies warned that the failure to fulfill their demand within the deadline, they will be compelled to launch different intense forms of democratic agitation particularly indefinite ban of national projects construction works in Zeliangrong areas. It also warned that the Centre and Manipur government will be held responsible in the event of any untoward consequence that may arise during the intense forms of agitations. On the other hand, in connection with torching of vehicles along NH-37 during the 24-hour bandh, Manipur government has suspended two police officers. The two sub-inspectors of Keithelmanbi police station and Jiribam police station have been placed under suspension as state home department has initiated an investigation into the incidents, an official source said.

A special committee to study the guidelines of ILP has also been formed by the DGP and the committee has been instructed to submit the report within 21 days. DGP also said NRC final draft of Assam has been put on top of Mizoram police agenda and strong security measures have been adopted in the border. Following the release of NRC final draft on 30 July by Assam government, neighbouring states have strengthened security along the border. Mizoram government has reinforced police forces in the border ever since the NRC list was released in Assam. Fearing influx of illegal immigrants from Assam, Mizoram DGP Srivastava said police are conducting day and night patrolling in Zophai, Phaisen and Saiphum police check gates and also security personnels have been deployed in Vairengte and Bairabi police station along Assam-Mizoram border.

Madan B Lokur (file) New Delhi, Aug 17 (PTI): The Supreme Court today said that solid waste in Delhi is a “very serious problem” and asked the Lieutenant Governor (LG) to constitute a committee to deal with the issue. A bench headed by Madan B Lokur, while stressing that assistance of people of Delhi was required to deal with the problem, said the committee to be set up by the LG should consist of experts from the field, members from the civil society as well as Resident Welfare Associations (RWAs). The bench, also comprising Justices S Abdul Nazeer and Deepak Gupta, said the committee should also deal with the issue related to cleaning up of landfill sites at Ghazipur, Okhla and Bhalswa. Additional Solicitor General Pinky Anand, appearing for the office of LG, told the bench that she would discuss this issue with the LG and get back to the court within a week. The bench posted the matter for August 27. The apex court had earlier this month said that Delhi was facing an “emergency situation” due to mountains of garbage. The LG had earlier told the court that his office was regularly reviewing and monitoring garbage disposal plans and action of municipal bodies.

Properties at seven locations in Muzaffarpur were raided, including a hotel belonging to the main accused Brajesh Thakur and residences of a few of his friends and relatives, they said. The central probe agency also raided the residence of Madhu Kumari, said to be closely involved with Thakur’s NGO activities. She has been absconding. The agency raided Thakur’s home in his ancestral village Panchdaha in Muzaffarpur district. Indian foundry units use sensors and reclaimed sand in production C h e nna i , Au g 1 7 (IANS): One of the emerging trends in the Indian foundry industry is that some players have started using sensors and data analytics to optimise the use of materials and also reclamation of used sand, said an official of industry body, the Institute of Indian Foundrymen. He also said the industry is also looking at putting up a common sand reclamation or recycle unit for the benefit of small players while bigger units have their own systems. “The use of sensors enables the casting manufacturer to optimise the use of resources and cut waste. For instance there is a metric

As a result there will be standardisationn in the use of inputs,” Sanjay Shroff, Vice President, The Institute of Indian Foundrymen, told media here on Friday. Agreeing that foundry units in Tamil Nadu faced difficulty in getting sand, Shroff said units are now going for reclamation-recycling of sand used in casting production. “Through a process of washing, heating and others, the used sand are cleaned of bonding agents and reused in casting production. The recovery is about 70-80 per cent,” Shroff said.

Beloved poet and gentleman

I

t was the end of a journey spanning some 76 years for one of India’s most loved politician, poet , a gentleman and former prime minister Atal Behari Vajpayee who passed away in New Delhi’s AIIMS at the age of 93 on August 17,2018. Vajpayee was born on December 25, 1924, in Gwalior, Madhya Pradesh to a schoolteacher, Krishna Bihari Vajpayee, and Krishna Devi. Today, his birthday is celebrated as ‘Good Governance Day’. Atal Bihari Vajpayee was one of India’s most charismatic leaders who led the nation through several crises and held together a tenuous coalition with his inclusive politics. Vajpayee began his political career as a freedom fighter, with his first brush with politics as part of the Quit India movement of 1942. As a student, Vajpayee had briefly been inclined toward communism. However, he changed track after he was won over by the appeal of the Rashtriya Swayamsevak Sangh (RSS). Later, influenced by Syama Prasad Mookerjee, Vajpayee in 1951 joined the Jana Sangh. Vajpayee, who joined the Rashtriya Swamsevak Sangha (RSS) in 1947 rose through ranks to become a stalwart of the BJP and was the first non-Congress prime minister to complete a full term in office. Seen as a moderate face of BJP, Vajpayee’s first became prime minister in 1996, leading a shaky coalition whose members were suspicious of the BJP’s right-wing politics. It lasted for 13 days and collapsed after losing a vote of no-confidence. Finally, the NDA with Vajpayee as PM returned to power in 1999 and was voted out in 2004. A 10-time MP of the Lok Sabha, Vajpayee announced his retirement from politics in 2005 after his BJP-led NDA lost the election to the Congress and its alliance partners. Vajpayee was also a member of the Rajya Sabha twice. After the 2004 defeat, Vajpayee blamed it on the horrific communal pogrom in Gujarat ruled by BJP under then chief minister Narendra Modi, where thousands were butchered. Vajpayee was also blamed for failing to get rid of Gujarat Chief Minister Narendra Modi. Though an RSS, Vajpayee projected a humane side in being a friend of all those in need. He was accepted by all sides of the political spectrum that some within BJP even called him as “half a Congressman”. Vajpayee didn’t mind because such words didn’t bother him. He had a very big heart which could accommodate any such criticism. He was compared as the second Nehru because of his open and liberal attitude yet steadfastly adhering to the ethos of Hinduism. His popularity across political lines could be attributed in large measure on his ability to accommodate diverse views and respect for rivals. It is reported that Nehru encouraged Vajpayee in many ways as he saw in the young Jan Sanghi , qualities that could make him a future prime minister. And what a prophecy it was. The present BJP is in sharp contrast to that which Vajpayee and Advani built and won power thrice. Vajpayee cannot be appropriated by the BJP in the death because he lived and died as an Indian for all Indians. The nation has lost a great soul and a good human being and the vacuum created will be very difficult to fill for a very long time.

He simply said to him, “Sell all that you have…and come, follow Me.” Our Lord never pleaded with him; He never tried to lure him— He simply spoke the strictest words that human ears have ever heard, and then left him alone. Have I ever heard Jesus say something difficult and unyielding to me? Has He said something personally to me to which I have deliberately listened— not something I can explain for the sake of others, but something I have heard Him say directly to me? This man understood what Jesus said. He heard it clearly, realizing the full impact of its meaning, and it broke his heart. He did not go away as a defiant person, but as one who was sorrowful and discouraged. He had come to Jesus on fire with zeal and determination, but the words of Jesus simply froze him. Instead of producing enthusiastic devotion to Jesus, they produced heartbreaking discouragement. And Jesus did not go after him, but let him go. Our Lord knows perfectly well that once His word is truly heard, it will bear fruit sooner or later. What is so terrible is that some of us prevent His words from bearing fruit in our present life. I wonder what we will say when we finally make up our minds to be devoted to Him on that particular point? One thing is certain— He will never throw our past failures back in our faces.

Controversy: Naga headgear or Modigear?

I

t does not surprise me when the honorable Prime Minister of India, Mr. Modi wear Naga headgear. He is the political head of the country. The head can wear any hat. But it surprised me more as to why Nagas treat their own traditional attires so casually that it can be given to any person anyhow in any place. The recent controversy that arose with the remark of Mr. Shashi Tharoor must find its root cause in Nagaland. The Nagas are kind enough to present all their traditional items to outsiders. The constant giver must equally bear the responsibility. Is it necessary to give Naga headgear or other traditional attires to political leaders (NonNagas) all the time? Is it obligatory to transport Naga’s traditional attires to outsiders (outside the State) to appease different political gods? The amount of Headgears, Spears, Shawls, etc. that most Naga politicians and leaders take along with them to Delhi are good enough to prove the worth of our identity. They are not wrong in themselves. But we need not make it a habit. Adding to this bundle, the long and numerous Naga political talks are often accompanied with Naga headgears, Shawls and other traditional attires. Ask the central ministers as to how many Naga traditional items they have received so far. This will tell the worth of our culture and identity. The fruit of our foolish actions is almost ripening. The one who sows should be courageous enough to face even bad harvest. Who brings about desecration of our sacred attires? We have become the first cause with the latter bringing greater disaster upon it. We need not blame others for the wrong usage or silly remarks if we cannot keep sacred what belongs to us. What is sacred can lose its value due of its casual usage and unceasing presentation as gifts. Most

he Naga Council Dimapur (NCD) have rightly raised its concern on the ongoing footpath construction works which is being carried out in Dimapur pointing out it has several flaws in the quality and design. That the workmanship is poor and the materials used are of inferior quality, to which the Urban Development Department have made a prompt and a positive reply to better itself and make necessary improvements .Such concern and voicing out by our NGOs is the need of the hour as today our state, despite of being flooded by myriad of uncountable organisations have failed miserably in doing their assigned responsibilities or have fell short of people’s expectations while still many have diverted from their very purpose and intention of why they were formed in the first place .Most NGOs and civil societies today instead of being a watchdog have become lapdogs of powers that be. We hope to see the Naga Council Dimapur take such matters of public concern in the coming days with high expectations. The positive reply by the Urban Development Department is also praiseworthy and we all need to learn from this small gesture between these two concerned bodies. We Nagas have enough of bickering and squabbling on anything and everything. Positive criticisms with positive feedbacks are required greatly in our midst today. After every negativity comes some positivity, the cycle goes on and on and in a modern society various priorities has to be adapted to the changing times, keeping road safety measures in this matter. The Dimapur Municipal Council for one and the Urban Development on the other have taken up the matter of sidewalks and the footpaths on a war footing around the town immediately since the change of guards took place both in the state as well as in the Municipal set-up took place which is

The Nagas strongly assert that our tradition and customs are our identity. We believe that traditional attires are the marks of our identity. Great occasions like Students’ conferences and religious conventions held across the State are marked by the beautiful colored traditional attires. The beauty of Nagas is not only physical appearance; it also resides in the traditional dresses. Non-Nagas can either appreciate or despise our traditional attires. Mr. Modi may have the highest appreciation for it. There were days when traditional attires and ornaments were taken cared of sacredly. Lots of ‘taboos’ were laid upon to preserve its sanctity. Women were asked not to touch certain ornaments worn by men. Young boys were refrained from wearing certain attires reserved for elders. Such sacredness kept the community alive. We take pride in wearing what should be worn. And we bring condemnation by wearing what should not be worn. Most Christians think that traditional practices or attires are animistic or paganistic in nature. To be Christian does not mean that traditional sacredness should be outdone. We can find Christian God even in our traditional practices. Our God does not reside only in the traditional practices of the Israelites. He is fully in our Naga culture. He does not take pleasure only in foreign dress, He is found in the sacred traditional attires of the Nagas. God is present in Nagaland as well. The Naga headgear on the head of the honorable Prime Minister, Mr. Modi may look awesome or hilarious. It depends on the onlookers. Beauty depends on the beholder. It may be

truly laudable. Modern concept footpaths have become an indispensable part of town and city life too. Of course we can never expect our footpaths in par with highly developed countries when our most basic necessities like good roads or proper supply of electricity are like crying for the moon. But atleast safe and comfortable footpaths to walk upon should be provided to every citizen. Forget about good roads, it seems like a distant Utopian wishful thinking around here because even the footpaths and the sidewalks were in the most dilapidated conditions which posed a very high risk of being injured to the unsuspecting pedestrian and one can be maimed, especially the little children and the school going students or even adults while walking around the town. Broken drain slabs in many areas of the town were in need of urgent repairs or replacements. Some days ago, even around my locality i witnessed the old broken slabs and drains covered with tiles which looks quite attractive on the outside but pose a high risk for pedestrians as in many instances these old and weak drain covers break and give away injuring the pedestrians or falling inside the drains.There are still many areas in the town where footpath drain covers are found lacking which are proving to be very risky for the public. There are still little stretches of paved pathways which are in dire need of repairs with broken covers, large cracks and gaping holes which are all a pre-prepared out for a readymade death trap or a snare for some serious injury to the unsuspecting pedestrian. Well if not death, certainly a twisted ankle or breaking a bone or two in your body from these worn-out shoddy footpaths of the state’s most fast growing urban sprawl. I believe many of you too must have experienced the same if you are someone who gets down from your cars and

outlandish and hilarious for Mr. Shashi Tharoor. The same can be magnificent for others. What if the Chief Minister of Nagaland appears on the stage with dhoti and turban? Will it be glorious? It may be awful to many Nagas. The same was with those who saw Mr. Modi in Naga Headgear. Today, some Nagas condemn the remark of Mr. Shashi Tharoor not because they truly love their tradition and culture but because of political affiliation. And this is ‘more outlandish and hilarious’ than the remark itself. Did Mr. Modi become a Naga at an instant by wearing Naga headgear? Even if he wants to become a Naga, I am sure no Naga tribe will take him because Nagas are very strict with illegal immigration and ILP. Can Mr. Modi wear Naga headgear as per the Naga customs? Article 371a (i and ii) which speak about religious or social practices, and Naga customary law and procedure respectively may have better implication. Implications speak better than explanation. Those Nagas who strongly assert the rights and privileges contained in Article 371a should know who Nagas are rather than interpreting them fancifully from time to time. We cannot please people all the time in all the places. Nagas are too kind and generous. But generosity can diminish our true identity and kindness can turn us to slaves. Recollect the great battle of ULB election in Nagaland. It was so bitter because some Nagas want to be more Nagas than the rest of the Nagas. They want to preserve Nagas’ culture and tradition at the cost of others life (not their own life). Most people strongly object the interference of central Government in the traditional practices and customs of the Nagas. Yes, we must preserve our cultural heritage. But when it came to the issue of Naga headgear on the head of Mr. Modi, the protectors

of Naga customs and traditions became speechless. They found it difficult to say anything against Mr. Modi for whoever is not with him is against him. We even interpret our rights and privileges with numerous colours. Many wolves put on sheep’s clothing to survive under the mercy of the central Government. The same wolves will change their cloths when another party take over the central government. We change from time to time because we believe in ‘Change.’ For Nagas, the statement of ‘Change’ is really changing. “Change was coming, change is coming, and change will be coming till the end of the world.” This is why Naga headgear can be worn by a Non-Naga. This is the change which is not wrong by itself. In the course of years, it will be worn by masons and carpenters to protect themselves from heat and rain.Vegetable vendors will wear the same for safety because there are less marketing sheds. Only then Nagas will realize that Mr. Modi gave the best example for all Indians. The sheep has the right to follow the Shepherd. Some Nagas suddenly became culturally sensitive overnight. It is so encouraging to see protestors demanding apology from Mr. Shashi Tharoor. If Nagas could truly continue this sense of protecting their customs and traditions, I believe Nagaland will become truly a ‘Heritage State.’ All the same, let us not pretend to be the sole protector of our rich culture. We need to be true to our culture and tradition before proving our worth in front of others. Footpath notes

sometimes walk around the streets of Dimapur town. Though the town is growing rapidly in terms of high-rise colourful private buildings, glitzy showrooms, latest international eateries, newest models of sleek and sleazy cars and SUVs adding to the town’s ever congestion of the traffic snarls it has miserably failed in terms of providing even the most basic required public utility infrastructures like a proper roadside drainages and footpaths. What is of more concern in today’s context is the pitiful condition of the broken slabs on the footpaths and in respect to the sanitation aspect too. But even as the glamorous and the flashy showrooms are appearing on every side of the roads it is setting a contrasting backdrop for the garbage thrown into the open portion of the roadside drains. Due to the big gaps and holes and unrelenting throwing and dumping of wastes by those nearby residents and traders, a considerable amount of wastes makes its way to these drains around the town which as a result remains chocked and water remain stagnant. During the monsoon season there is drainage flood as a result water finds its way into the streets and into people’s homes which is more hazardous to our health and environment. In fact, roadside drains system must be intended to confiscate water efficiently off the road and make it safe for vehicles and other road users besides preventing structural damage to the road. However, the system here is altogether quite different. It is also to be mentioned that most of the town dwellers or pedestrians normally throw all kinds of wastes in the drains without slabs. Most of the shopkeepers sweep the front portion of their shops and throw away all the dust and dirt into those drains. As a result, drains without slabs are almost packed with garbage with foul odour emanating

from it. Here the roadside drains without slabs are being efficiently utilized for dumping rubbish and many take pleasure in dumping all kinds of garbage in the drains. No matter how best the municipal give its effort, there won’t be any desirable change unless we change our way of life. Most of our drains usually get blocked as the garbage thrown in them lead to overflowing of water on the roadsides. Due to the town’s unplanned arrangements, the new ones and old structural landmarks donning the old town’s landscape have developed on unplanned lines alongside the narrow roads with now no scope for any expansion or broadening the existing narrow roads. Even the little spaces the pedestrians have, one have to squeeze, push and shove through which are occupied by vendors of all kinds and hues. As a result the Dimapur town remains clustered with no remnants of expansions in the existing sidewalks or footpaths. Though we feel pity for the poor footpath vendors who are earning their livelihood by selling their items, occupying all the sidewalks and pavements and the little spaces we have in the footpaths by these vendors have raised a concern for many pedestrians as well as shops too. They should be adjusted to other open spaces like near the state stadium or behind the supermarket where there are enough wide open spaces for them as well as car parking too. It is to be noted that way back in the past, these vendors have been shifted to other places like the NST central workshop near the tata parking but they come back to this clock tower area after sometime. So the same old practice should be checked. Some may feel these footpath vendors are convenient for many people who are busy and saves them time and distance of going to the markets but they are wrong. These vendors cause a lot of congestion on all sides. They cause not only traffic

ndia celebrates its 72nd Independence Day with great pomp and gaiety across the the length and breadth of the country, yet how many Indians, specifically the Bhakts know that Christians played a pivotal role in India’s freedom struggle, in education, health care and medical facilities, also in preserving and restoring the major sweet Indian languages through the works of translation of the Bible. The majority of the people of Central India perceive Christianity as a religion of the Whites; the Europeans / British since India was under the British Empire, but have they realised or tried to find out? Many have the view that those who are Christians have been lured to Christianity through greed or have received hefty sums of money or material benefits and so, they have converted to Christianity. This may be true to a miniscule percentage bent on financial and material gain , but the vast majority do not adhere to such practice. There are many write ups found in the print media and electronic media that spread hate propaganda, stating that Christianity started in India by the British. Even some accuse Mother Theresa and Sonia Gandhi for starting and spreading Christianity in IndiaChristian terrorists, a concocted view to mislead the ignorant fanatics. The British didn’t start Christianity in India or for that matter , the Portuguese, the French or the Dutch. They became the facilitators in the spread of Christianity in India since they had the power and the authority that time at their disposal. This evident in Tribal inhabited areas in Jharkhand and North East India. Christianity started way back in 52 AD, when Thomas, one of the twelve Apostles of Jesus Christ landed on the shores of Kerala, that’s approximately 2000 years ago and not by the British as alleged by many. It’s an Asian religion with its roots in Jerusalem. The British or for that matter the Europeans were converted to Christianity by the Romans 1000 years ago and that proves to show that Indian Christians are older than the British/ Europeans - a proud legacy of Apostle Thomas who lies buried in St. Thomas Cathedral Basllica, Chennai in Tamil Nadu. Its main problem has been that when the Dimapur town was first conceived over centuries ago, perhaps no one had ever visualized that it would one day acquire various distinctions and such important commercial hub and a rising educational centre for the whole state. What has been a shortcoming since the early days are the narrow roads and streets which cannot be widened beyond some limits because solid buildings have been constructed on both sides of the roads. The numerous big upcoming buildings housing trendy outlets with broken slabs of the footpaths in-front of these colossal buildings and upcoming alluring mega structures around the town with the stench portray quite a contrast of how we live. The state’s premier commercial hub, Dimapur has been ex-

panding in fits and starts with discernable developments taking place wherever the roving eye gazes upon but has also much to expect from the denizens concerned. The growing density of population with the rapid urbanisation is increasing by leaps and bounds which needs to be addressed with very proper study and planning. The DMC and the Urban Development Department despite of their many good works at the same time should use all its resources at hand providing provisional measures to enable people to walk around freely and healthily in a positive atmosphere without the nuisance of some sick smell from those uncovered drains and also without the fear of being injured from those gaping holes and broken slabs of the town’s footpaths and sidewalks. Deteriorating Nagaland roads & light

Sir,

Roads in Nagaland are not deserved to be called Highways. All the roads have the same quality and maintenance with the only differences as District, State or National Highways. Every sensible ministers, bureaucrats or public recognized the deplorable roads of Nagaland, however none of us move forward to make it a real Highways; Nagaland will have the best roads when it take steps like in papers and words. On the other hand, Nagaland has been staggering under darkness as if there has been no power department in the state. There have been series of reports for up-gradation or improvement of transformer, however, adequate provision of electricity to the entire tiny state of Nagaland has become the dream of all inhabitants. In a small state like Nagaland government after government have all failed to redress the grievances of the denizen. In this connection, I would like to appeal the concerned ministers, departments, authorities or individual to sincerely work for the common cause, which had not existed in the past. We are not Tarzan to commute in the present road condition neither early man to live with wooden burning Lamp/light or kerosene lamp in this 21st century. Michael Patton, Notun Bosti, Dimapur

AG suggest cases for live-streams

New Delhi, Aug 17 (IANS): The Attorney General has recommended that matters of national security, protection of confidential or sensitive information, or those which may provoke sentiments, arouse passions and provoke enmity among the communities should be excluded from the proposed live-streaming of the top court proceedings Mentioning the eight categories of cases including matrimonial matters, cases of sexual assault and rape, cases involving juveniles requiring the protection and safety of the private life of young offenders, and those requiring witness protection, Attorney General K.K. Venugopal has in his recommendations said these should be kept out of the live-streaming. He has also sought laying down the criteria to determine which category of cases would come within the ambit of matters of constitutional and national importance requiring their live-streaming. The Attorney General’s “comprehensive recommendations” were handed over to the bench of Chief Justice Dipak Misra and Justice D.Y. Chandrachud which the court asked him to consider further as senior counsel Indira Jaising suggested audio recording of the court proceedings and maintaining their archive, and the top court having its own channel on the lines of Lok Sabha and Rajya Sabha TVs. Seeking to prohibit the use of the feed for any commercial, promotional, light entertainment, satirical programmes or advertising, Attorney General Venugopal has recommended that the “live streaming or the webcast of the proceedings should not be reproduced, transmitted, uploaded, posted, modified, published or re-published to the public” without prior “written authorisation” of the top court. Any unauthorised usage of the live streaming or webcasts would be “punishable as an offence under the Indian Copyright Act, 1957, the Information Technology Act, 2000 and any other pro-

vision of law in force”. It has favoured application of contempt to such proceedings coupled with prohibitions, fines and penalties. Recommending that the live streaming of the top court’s proceedings would start as a pilot project from Court No. 1 presided over by the Chief Justice of India, the Attorney General has said that the success of the pilot project would determine whether or not the live streaming should be introduced in all the courts of the Supreme Court and in courts pan India. It says that the court must have the power to “limit, temporarily suspend, or disallow filming or broadcasting, if in its opinion, such measures are likely to interfere with the rights of

the parties to the fair trial or otherwise interfere with the proper administration of justice.” Suggesting the introduction of case management techniques to ensure that “matters are decided in speedy manner and lawyers abide by the time limits fixed prior to the hearing”, AG has recommended that the top court should lay the guidelines, on the lines of Court of Appeal in England, for having only two camera angles, one facing the judge and the other the lawyer. The camera should not focus on the papers of lawyers. The Attorney General recommendations say that the live streaming of its proceedings in the cases of constitutional and national importance would make the concept of open court hearing more meaningful as it would be accessible to the people living down south in Kerala and in Northeast who otherwise are not able to travel to the national capital on every hearing date due to constraints of time and place. He has said that this would help in decongesting the court room which are otherwise packed with litigants, lawyers, law students and interns. The suggested recommendation by the Attorney General is in pursuance to a plea of Jaising, who had moved the court seeking live streaming and video recording of court proceedings of cases of national importance with a bearing on a large section of people.

Rajiv assassination case: SC to hear convict’s plea New Delhi, Aug 17 (PTI): The Supreme Court today said it would hear in October a plea by one of the convicts in former Prime Minister Rajiv Gandhi assassination case, regarding the status of probe by the CBI-led Multi Disciplinary Monitoring Agency (MDMA) into conspiracy behind the murder. The MDMA, set up in 1998, has been investigating the larger conspiracy behind Rajiv Gandhi’s assassination on the night of May 21, 1991 at Sriperumbudur in Tamil Nadu by a woman suicide bomber, identified as Dhanu, at a poll rally. Fourteen others, including Dhanu herself, were also killed in the blast. Gandhi’s assassination was perhaps the first case of suicide bombing which had claimed the life of a high-profile leader. The MDMA, which was established on the recommendations of Justice M C Jain Commission of Inquiry that had probed the conspiracy aspect of Gandhi’s assassination, is headed by a CBI official and

The matter today came up for hearing before a bench of Justices Ranjan Gogoi, Navin Sinha and K M Joseph. “We will have to hear it,” the bench said, adding that the case would be listed for hearing in October. 45-year-old A G Perarivalan, who is serving life sentence, had earlier moved the apex court seeking suspension of his jail term till the completion of the probe by the MDMA. On March 14, the top court had dismissed Perarivalan’s plea seeking recall of the May 11, 1999 verdict upholding his conviction in

the case. The cour t had asked the MDMA to file a report with regard to the status of a letter rogatory sent to Sri Lanka for examining one of the accused Nixon alias Suren, who is lodged in Colombo jail. Recently on August 10, the Centre had told the apex court that it does not concur with the Tamil Nadu government’s proposal to release seven convicts in the Rajiv Gandhi assassination case, saying remission of their sentence will set a “dangerous precedent” and have “international ramifications”. On January 23, the apex court had asked the Centre to take a decision within three months on a 2016 letter by the Tamil Nadu government seeking its concurrence on releasing the seven convicts. The letter, written on March 2, 2016, had said the state government has already decided to release the seven convicts, but it is necessary to seek the Centre’s concurrence as per an apex court order of 2015.

The RBI requires banks to maintain a minimum level of capital with it, which is measured in terms of capital to risky assets ratio and the common equity tier (CET) 1. This ensures that banks do not lend all money they receive from depositors and acts as a buffer in the event of a run on the bank. The gover nment is of the opinion that banks should be allowed to keep CET-1 at 4.5 percent of total risk-weighted assets (RWA), as opposed to the prevailing minimum requirement of 5.5 percent. According to Basel-III norms, the minimum CET-1 requirement is 4.5 percent of RWA. The PCA framework was first adopted in 2002, but was later updated in 2017. Under the old regime, the net NPA ratio had to be in excess of 10 percent to trigger the PCA. At present, even if the net NPA ratio breaches the six percent mark, PCA norms will be enforced. The next revision to the PCA framework is set to happen in 2020.

New Delhi, Aug 17 (Agencies): The government has petitioned the Reserve Bank of India to water down the Prompt Corrective Action (PCA) framework which imposes strict regulatory curbs on public sector banks to ensure their financial health. Cash-strapped banks have been struggling to expand their lending base on account of the central bank’s directive aimed at keeping their stressed assets in check. The RBI had tightened PCA norms last year, adding to stress in the sector. Banks’ bad loan provisioning rose after the regulator’s asset quality review in 2015-16. In February, the central bank issued a circular to the effect that it was tightening norms to be followed in identifying and stressed assets. The government wants the RBI to review all three aspects of the PCA framework, namely net non-performing assets, minimum capital requirement and profitability criteria. At present, it can impose sanctions on banks for not meeting either of these three clauses

New Delhi, Aug 17 (PTI): The government has put on hold the draft that proposes red-labelling of packaged food products containing high levels of fat, sugar and salt, FSSAI CEO Pawan Kumar Agarwal said Friday. In April, food safety regulator FSSAI had come out with the draft of Food Safety and Standards (Labelling and Display) Regulations 2018 that propose mandatory red-label marking on such packaged food products. “Our pre-draft was ready and sent to the health ministry. Since there were concerns expressed by some stakeholders, we have kept it on hold for the time being and a group of experts has been set up to look into the issue of labelling once again,” Agarwal said. He was addressing a national consultation on the draft regulation organised by the CUTS International. The expert panel will be headed by B Sesikeran, former director of National Institute of Nutrition

According to the Reserve Bank of India (RBI) weekly statistical supplement, the overall forex reserves plunged to $400.88 billion from $402.70 billion reported for the week ended August 3. India’s forex reserves comprise of foreign currency assets (FCAs), gold reserves, special drawing rights (SDRs) and the RBI’s position with the International Monetary Fund (IMF). Segment-wise, FCAs -the largest component of the Forex reserves -- receded by $1.94 billion to $376.26 billion during the week under review. Besides the US dollar, FCAs consist of nearly 2030 per cent of major global currencies.

Mumbai, Aug 17 (PTI): The aggregate fiscal deficit of the states is likely to moderate to 2.8 per cent of GDP, 20 bps higher than the budgeted target, on the back of the states likely achieving a zero revenue balance to GDP ratio in FY19, said a report. Accordingly, the outlook on the finances of the states in FY19 is stable, India Ratings said in its report. The agency has revised downward the aggregate debt/GDP estimate to 24.4 per cent for FY19 from its earlier estimate of 25.8 per cent. The states have budgeted debt/GDP at 24.3 per cent for FY19, marginally higher than 24 per cent in FY18. It estimates the states’ aggregate revenue receipt to grow 13.9 per cent in FY19 from the previous year. The estimate is marginally high-

Chief Executive Sundar Pichai told staff that though development is in an early stage, providing more services in the world’s most populous country fits with Google’s global mission. The report highlights its increasing military capability, including defence spending estimated at $190bn (£150bn) - a third that of the US. China has not yet commented on the report. n Australian teenager pleaded guilty to charges of hacking into Apple’s secure systems and said that he was a fan of the technology giant and hoped to work there one day, the media reported. The 16-year-old boy is facing criminal charges after the technology giant called in the Federal Bureau of Investigation (FBI). “The teen, who cannot be named for legal reasons, broke into Apple’s mainframe from his suburban home on multiple occasions over a year because he was such a fan of the company, according to his lawyer,” The Age reported late on Thursday. The teenager, who studies in a private school, reportedly stored the saved information in a folder titled “hacky hack hack”. He was able to access authorized keys, view customer accounts and download 90GB of secure files before being caught. “The teen’s defence lawyer said his client had become so well known in the international hacking community that even mentioning the case in detail could expose him to risk,” the report added. K a r a c h i , Au g 1 7 (Agencies): Former Pakistan batsman Nasir Jamshed has been banned for 10 years by an anti-corruption tribunal for his part in the spot-fixing scandal that engulfed the Pakistan Super League in 2017, the country’s cricket board (PCB) said on Friday. Jamshed, who played 48 one-day internationals and two tests, was suspended from all forms of cricket in February 2017 for violating the PCB’s anti-corruption code and handed a one-year ban in December for failing to co-operate with the ACU’s investigation. PCB’s legal advisor Taffazul Rizvi said Jamshed was the “lynchpin” in the scandal. “The tribunal has reached the verdict that the PCB’s multiple charges against Nasir Jamshed have been proved and he was banned for 10 years,” Rizvi told reporters. “He will not be allowed to be involved with cricket or cricket administration even after his period of ban is over.” Jamshed did not participate in the first two editions of the PSL but was alleged to have played a major role in the spot-fixing scandal that engulfed the Twenty20 tournament last year.

NE United bring back Avram Grant Guwahati, Aug 17 (Agencies): NorthEast United FC have re-appointed Avram Grant as an ‘Advisor’ to the club for the 2018-19 season of the Indian Super League (ISL) with immediate effect.
