Retired bureaucrats, army officers move SC Durgs worth over Rs. 150 cr seized in Mnp

NEW DELHI, AUG 17 (AGENCIES): Retired military officers and bureaucrats on Saturday filed a petition in the Supreme Court, challenging the Presidential order by which Article 370 was abrogated, saying that the order was constitutionally invalid. The petitioners have also challenged the Jammu & Kashmir Reorganisation Bill. The petitioners include former Air Vice Marshal Kapil Kak, Retired Major General Ashok Mehta, former IAS officers Hindal Haidar Tyabji, Amitabha Pande and Gopal Pillai, and former member of the Home Ministry’s Group of Interlocutors for J&K Radha Kumar. The petition has been drawn by advocates Arjun Krishnan, Kaustubh Singh and Rajalakshmi Singh and settled by Senior Advocate Prashanto Sen. Terming the presidential order on abrogation of Article 370 as constitutionally invalid, the petition states that a presidential order under “Article 370(3) of the Constitution requires the Constituent Assembly of Jammu and Kashmir to recommend a presidential notification under Article

August 23: NH calls for meeting of tribe hohos D I M A P U R , AU G 1 7 (NPN): Naga Hoho has convened a meeting of all tribe hohos at Hotel Metsuben, Mokokchung on August 23, 2019 at 5pm to deliberate over the report of search committee and finalise its way forward. NH through its communication cell stated that on the expiry of Naga Hoho tenure for 2013-18, a search committee was set up to nominate/elect the new team of office bearers and to reach out to the dissociated tribe hohos for strengthening of NH. Accordingly, it said the search committee worked tirelessly for the last eight months in the interest of Naga people and had submitted its report to the office of the Naga Hoho. Stating that every Naga citizen was well aware that the time has come to be united, the NH said Nagas’ aspiration to hammer out political settlement and live in peace lay in cohesive efforts of all rank and file. “This is the defining moment to forgive each other and prepare for our future by crucifying narrow tribalism, regionalism, groupism and egoism,” it stated. NH therefore, requested all the tribe hoho presidents/representatives/ interested individuals to attend the scheduled meeting.

Article 370 370(3) declaring that Article 370 shall cease to be operative”. “ T h e Ja m m u a n d Kashmir Constituent Assembly no longer exists and thus could not have made a recommendation to that effect,” the petition states. The petition describes the amendments “as striking at the heart of the principles on which the State of J&K integrated into India, especially as they had no affirmation/sanction from the people of J&K which, according to the petition, is a constitutional imperative as far as the State of J&K is concerned.” Speaking of the amendments, the petition states that the alteration which says that the “legislative assembly of J&K doesn’t have the power to alter state’s

relationship with India on account of Article 147”, it said, “has the effect of undermining the very basis on which the state of J&K had integrated into India”. The petitioners have said that the decision to abrogate the provisions under Article 370 which has been effectuated “without ascertaining the will of the people either through its elected government or legislature or public means such as referenda, violates the basic principles of democracy, federalism, and fundamental rights”. “The unconstitutionality of the act is further exacerbated by the fact that this declaration had been made with the concurrence of the Governor [Satya Pal Malik] at a time when the state of Jammu and Kashmir was

under the President’s rule,” the petition read. The petitioners also said that the brazen unconstitutionality of the act is unprecedented. Challenging the division of the state into two union territories, the petition states that downgrading the status of J&K and creating two union territories could not have been exercised without the consent of the state of J&K. The petition stated that, “The principle of pluralistic federalism would be set at naught if one of the two parties to the federal relationship (i.e., the Union) can unilaterally amend the terms of their relationship, without even passing through the rigours of the amending process under Article 368”. “The distribution of power between the Union and the (erstwhile) State of Jammu & Kashmir reflected that matters of national importance in which a uniform policy is desirable is retained with the Union of India and matters of local concern remain with the State of Jammu & Kashmir. Thus, with the State of Jammu & Kashmir, the quasi federal structure of the Constitution of India continues, but with

certain differences. These have been on account of historical developments already explained hereinabove and in fact many states enjoy a special relationship in view of the peculiar facts and circumstances relating to that State. This is reflected in Article 371-A to 371-J which provide a special status, in different respects, to the states of Nagaland, Mizoram, Manipur, Maharashtra, Karnataka, Sikkim, and others.” “By the impugned acts, the respondent has sought to completely destroy the very basis on which the (erstwhile) State of Jammu & Kashmir had been integrated into India and, in the process, has also jeopardized the quasi federal balance envisaged by the Indian Constitution,” it said. The petitioners argued that the principle of pluralistic federalism would be set at naught if one of the two parties to the federal relationship (i.e., the Union) can unilaterally amend the terms of their relationship, without even passing through the rigours of the amending process under Article 368 (Amendment to the Constitution).

PMEGP a mental harassment NSCN (I-M) ‘lieut’ held for most applicants, says BAN in Aboh murder case DIMAPUR, AUG 17 (NPN): Following several complaints by successful Prime Minister’s Employment Generation Programme (PMEGP) applicants, the Business Association of Nagas (BAN) said it was surprised to learn how the individuals had to undergo mental, physical and financial harassment by various banks even after clearing the selection process conducted by the government. A meeting in this regard was held with the 24 aggrieved applicants on Saturday, organized by BAN here at Hotel Saramati. Citing a case, BAN said a female applicant was asked by a private bank to deposit Rs 10 lakh as collateral for a Rs 15 lakh project. In another case, a government undertaking bank made a pregnant lady run from pillar to post and in the end refused her the financial assistance, it added. It also pointed out that a youth, with a brilliant idea, after receiving a notice that he was selected for the loan, made a trip to Delhi to get industry experience. However, after he came back, the bank declared

that his project was ‘not feasible’, BAN stated. BAN said it failed to understand why applicants were made to go through a lengthy process of project making, interview, entrepreneurship development programme etc. only to be shown the door by the banks. “Our youths may not be technically sound but today’s generation have shown positive entrepreneurial spirit and dedication,” said BAN, adding that they should be given a chance. Though past beneficiaries may have defaulted and created NPAs, BAN said the present generation should not pay for the sins of the past. Since this was a Prime Minister’s scheme, that holds great promise and can empower many upcoming entrepreneurs, BAN advised the authorities not let it be downgraded as just another lowly government scheme. Assuring that it would take the matter with authorities concerned, BAN said it was committed to help genuine applicants of the scheme, so that they get what they deserve.

and efforts of the KCCI. Meyase pointed out the need to rope in all stakeholders for the implementation to be successful. NH and NMA react to NDPP’s clarification Organizations flay killing of NSCN (I-M) member DIMAPUR, AUG 17 (NPN): Reacting to the clarification issue by the National Democratic Progressive Party (NDPP) to its objection on the chief minister’s statement at the JLF meeting, the Naga Hoho (NH) and Naga Mothers Association (NMA) said NDPP tried to clarify that NH and NMA had made the allegations against the chief minister based on hearsay. In a joint statement, NH and NMA said it appreciated the initiative of NDPP in admitting the unpalatable statement made by the leader of the state in the Joint Legislators Forum meeting. They said that there has been no breach of trust since the JLF meeting was not a confidential one, with many others including a non-Naga present. F u r t h e r, N H a n d

NMA said that the nonNaga junior advocate was given the responsibility to speak on Article 370 and Art 371 A for a long time. This has raised questions on the lack of trust by the state, on the professional knowledge of eminent Naga advocates and Judges, who would have been equally competent to speak on the same Constitutional provisions before the elected Naga legislators, they stated. NH and NMA asserted that their objection was not only on the allegation of being unmandated, but also on the chief minister’s claim that the NPGs had lost confidence on these organisations, which was defamatory and false. Therefore, the claim that the chief minister had expressed his concern to strengthen these organisations in larger interest was

based on wrong hearsay, they said, adding that was not what was conveyed to the audience at the meeting. NH and NMA reminded that the Naga Hoho was constituted as the apex body consisting of all Naga tribes, that has been working for unity and fraternity among the Nagas. Despite efforts to destroy it, they said NH maintains its responsibilities and will continue to do so, till the next team takes over. They also reminded that the Naga Mothers’ Association which was formed in 1984, was not based on tribe constituents but on voluntary membership of adult Naga women from different tribes and background. They said NMA continues to work with tribe women organisations affili-

ated to it and other women from different tribes, in protection of women’s rights, peace work and running the NMA Cradle Ridge Centre, Seithogei which is the only Centre in the state, looking after HIV positive orphaned children of both sexes, for decades. T h e r e f o r e, N a g a Hoho and Naga Mothers’ Association asserted that they remain committed to building peace and working for the larger interest of the Nagas. “The years of commitment and contributions of the Naga Hoho and the NMA is on record, and cannot be wiped away by vested interests or the State on vague reasons or defamatory allegations. The days ahead will reveal the true intentions of a State that professes peace and unity, but seeks its own glory,” they stated.

D I M A P U R , AU G 1 7 (NPN): Several organisations have condemned the killing of a senior NSCN (I-M) functionary, ‘major’ Toishe Yeptho, by unidentified masked gunmen in Dimapur on Friday. NSCN (I-M) through its MIP said Nagas in general and the organisation in particular were shocked at the dastardly act of killing ‘maj.’ Toishe Yeptho when Nagas were “still in upbeat mood having just celebrated the ‘73rd Naga Independence Day across Nagalim.” “Such a manner of cowardice by the killers is condemned in the strongest term by NSCN,” MIP stated, adding that “wicked are the enemies when they choose to strike at the time when the Nagas were at the threshold of making a deal with the Government of India to end the seven decades of Naga political struggle.”

According to MIP, late ‘maj.’ Toishe left behind a record of having given his best in the service of the Naga nation and his name shall be recorded in the pages of the Naga history. MIP conveyed condolences to the bereaved family, and prayed that Almighty God give them strength and courage to face these hours of heavy burden. CNTC: Central Nagaland Tribes Council (CNTC) has highly condemned the killing and said that whoever was responsible for “such kind of abominable act” should be condemned by all and severely punished. CNTC through its media cell stated that such type of “horrendous act” upon one’s own brothers brings only doom and curse to the society. At a time when every Naga was craving for peace, CNTC said “such

inhumane killing of a person who is son, a husband and father sows only seeds of hatred and bitterness amongst ourselves.” CNTC maintained that it was time the Nagas “shed the practice of killing and annihilating in our midst and stand united for peace, progress and prosperity in our land.” Further, CNTC has demanded that the authorities properly investigate the matter and bring those responsible to justice. It also appealed to for every group and faction to maintain peace and harmony CNTC has condoled the death and conveyed heartfelt sadness and condolences to wife, children and relatives. SPYF announces state-wide protest Chakmas in NE, B’desh observe ‘Black Day’ on Aug 18 against defections of SDF

Agartala/Aizawl, Aug 17 (IANS): The Chakma tribals of northeast India and Chittagong Hill Tracts (CHT) of southeast Bangladesh on Saturday observed a “Black Day” to protest the non-inclusion of non-Muslim dominated CHT in India during the partition in 1947, a leader of the agitating tribe said. The Chakma National Council of India (CNCI) is spearheading the agitation in four northeastern states -Tripura, Mizoram, Assam and Arunachal Pradesh -- where approximately four lakh Chakma tribals, mostly Buddhist, have been living for decades. CNCI Assistant General Secretary Shanti Chakma told the media in Agartala that the Chakma people in CHT (of Bangladesh) are also observing the “Black Day” through numerous functions. Comprising three districts -Bandarban, Khagrachari and Rangamati -- around 800,000 Chakma tribals are living in the mountainous

region, bordering India and Myanmar. “Besides, in important cities of India -- Kolkata, New Delhi, Mumbai, Bangalore -- the day was observed with the initiative of the migrant Chakma students and the Chakma people living there,” Shanti Chakma said.

Suspense over M’laya Speaker’s post lingers SHILLONG, AUG 17 (AGENCIES): United Democratic Party (UDP) senior working president, Bindo Mathew Lanong has said that they are ready to wait for the MDA meeting to take a consensus decision on the Speaker’s post, reports The Northeast Today. “If the late president of the party, Dr Donkupar Roy was alive, the post of Speaker would have remained with us,” Lanong told over telephone from Williamnagar here on Friday. According to him, the untimely death of Dr Donkupar has created this peculiar situation. “But now we are ready; we have to wait,” he said. When asked that there was no agreement as such that the Speaker’s post should go to the United Democratic Party, he said that let us not talk about the agreement. “We are not concern how the post was given to us. Why should we go into details. Our main contention is that the post of Speaker was given to late Dr Donkupar and we would like that this would

remain with the party,” he added. Earlier, Meghalaya Chief Minister, Conrad K Sangma had stated that the decision on the Speaker post will have to be decided by all the partners in the MDA. “When it comes to the Speaker’s post it cannot be an individual decision,” Sangma had stated adding that each and every partner in the MDA will have their own opinion on the issue. Deputy Chief Minister, Prestone Tynsong had stated the decision on Speaker’s post is not the prerogative of the United Democratic Party. When asked if there was an agreement that the UDP will get the Speaker post, Tynsong had said that when they had formed the MDA Government last year, late UDP president, Dr Donkupar Roy had offered himself for the post. “Being the senior most leaders, we were all happy when late Dr Donkupar made the offer. But there was no agreement as such on the post of the Speaker,” he said.

To observe the “Black Day”, the tribals held rallies, seminar, demonstrations and other events. He said that despite huge protests and ignoring the repeated appeals of the Chakma people, the Bengal Boundary Commission headed by British lawyer Cyril John Radcliffe an-

nounced the inclusion of 98.5 per cent non-Muslim dominated CHT with the then East Pakistan (now Bangladesh). The CNCI leader said: “Nehru Ji (former Prime Minister Jawaharlal Nehru) once publicly acknowledged in the aftermath of the partition of

the country, that moving the CHT to East Pakistan was a grave mistake. If Nehru ji’s remorse was true and sincere, then in his lifetime why did he not raise this issue in the international forum and why he did not arrange for remedy?” Another Chakma leader Romel Chakma said that both in erstwhile East Pakistan as well as in present Bangladesh the tribal population (mostly Buddhist with some Hindus) in CHT have been suffering immensely. “With forced and gover nment-sponsored resettling of the Muslim population from the plain lands by successive Bangladesh governments the tribals who constituted 98.5 per cent of the population in 1947 have now been reduced to a minority. Their land is being taken away, people are being killed and tortured frequently while womenfolk are also being persecuted very often,” he claimed.

He informed that the people brought SKM in the power and kept SDF in the opposition in this election. However, he added that due defection another party which hardly gets 1.62% of votes became the main opposition party in the assembly. Sharma alleged that horse-trading of legislators

He also state that the election process took huge amount of money and hard work but if the people’s representatives would not respect the people’s mandate then there was no use of the election and representative should be selected through tender or auction. Restrictions on movement of people eased Landline services partially restored in Kashmir

SRINAGAR, AUG 17 (PTI): Restrictions on the movement of people were eased and landline phone services restored in some areas of Kashmir Valley on Saturday, even as stringent security arrangements remained in place, officials said. They said the restrictions have been relaxed in 35 police station areas of Kashmir, while 17 telephone exchanges, out of the total 96, have been made functional. More than 50,000 landline phones were operational now, the officials said, adding that the services will be restored in other areas in a “calibrated manner”. Security forces continued to man barricades on the roads but allowed people to move after checking their credentials, they said. Government spokesperson Rohit Kansal said primary schools across the Valley will reopen on Monday and government offices

will also be fully functional from then. Some shops in the Civil Lines area opened on Saturday morning, the officials said, adding that there was increase in movement of private vehicles. The officials said land-

line services were restored in some areas of Srinagar like Civil Lines, Cantonment, airport, Raj Bagh and Jawahar Nagar, but remained suspended in most parts, including the commercial hub of Lal Chowk and Press

Enclave. They said 20 more exchanges will be operationalised soon. The restoration of exchanges had enabled landline services in Budgam, Sonamarg and Manigam areas of central Kashmir. In north Kashmir, the services have been restored in Gurez, Tangmarg, Uri Keran Karnah and Tangdhar areas. In south Kashmir, the landline services have been made operational in Qazigund and Pahalgam areas. There was increase in movement of private vehicles in the Civil Lines areas and other district headquarters of the Valley, the officials said, adding that some inter-district cabs were also seen plying in Dalgate area of the summer capital. Most of the business establishments, including fuel stations, remained shut. Addressing a press conference, Kansal said the relaxations have been

eased out in 35 police station areas. “The endeavour is to make at least half of the exchanges in the Valley functional by today evening and by tomorrow evening, all of the exchanges, barring few in the vulnerable areas, would be made functional,” he said. Kansal said in Jammu region, landlines and mobile phone services are functional and mobile internet services with some functionality in at least five districts have been restored. Low-speed (2G) mobile internet services have been restored in five districts of Jammu region and restrictions relaxed in 35 police stations in the Kashmir Valley, state police chief Dilbag Singh said on Saturday. On a question of release of detained political leaders, Kansal said such a decision would be taken by local authorities based on the law and order situation in their respective areas.

Extensive security measures in K’taka following input of possible terror attack BENGALURU, AUG 17 (AGENCIES): A thick security blanket has been thrown across major towns and cities of Karnataka following intelligence inputs about a possible terror attack, police sources said on Saturday. With heavy deployment of police personnel at every nook and corner of prominent places in the state, extensive checking was carried out using metal detector and sniffer dogs. Police sources said the alert was sounded Friday night asking all police officers to be vigilant and directing police to be pres-

ent everywhere following intelligence inputs about a possible terror attack. There was intelligence input that a group of terrorists was planning to create terror and panic in the country, the sources said. Security has been strengthened at all important installations and public places such as bus stands, railway stations, temples, markets, malls and government offices. Besides Bengaluru, vigil has also been tightened in Hubballi-Dharwad, Kalaburagi, Raichur, Chitradurga, Mangaluru, Davangere, Udupi, Mysuru and

Tumakuru. Police personnel were seen searching bags and frisking passengers at the railway stations and bus stands on Saturday. Multi-layer security arrangements were witnessed at important temples in the state. Devotees were frisked before being let inside Udupi Krishna, Kukke Subrahmanya and Ranganatha temples at Srirangapatna and Chamundi shrine in Mysuru, Police said tight security helped them in nabbing an eight-member gang in Mangaluru, which were planning a heist on Friday night.

NAGPUR, AUG 17 (PTI): Union Law Minister Ravi Shankar Prasad said on Saturday that Article 370, which gave special status to Jammu and Kashmir, had become a platform to “shield” terrorists and their patrons. “The government’s decision on Article 370 was taken in the interest of the nation as well as the common people of Jammu and Kashmir,” Prasad told reporters on the sidelines of the inauguration of the 17th all India meet of state legal services authorities in Nagpur, Maharashtra. “We should understand that it was a temporary provision and removed in the interest of the country,” Prasad said. “We always strive for protection of the country and for the people of Jammu and Kashmir. We want Jammu and Kashmir to progress.” The Centre had on August 5 announced abrogation of provisions of Article 370 and decided to bifurcate the state into Union territories -- Jammu and Kashmir, and Ladakh -- hours after Kashmir was placed under a total clampdown. “Article 370 had become a platform to shield terrorists and their patrons, but we finished this. It is for the development of Kashmir,” Prasad said. “The Prevention of Corruption Act, Prohibition of Child Marriage Act and law to stop manual scavenging were not applicable there. Which Kashmir was this?” the minister asked. Prasad said the administration in the state would take a call on further measures after taking into account the situation. On a query over Pakistan Prime Minister Imran Khan’s statement that India is preparing for a Balakotlike strike in Pakistan-occupied Kashmir, Prasad said: “We don’t have to take notice of what they are saying.” “But a strong reply will be given if any action is taken by Pakistan. Under the leadership of (Prime Minister) Narendra Modi, India is alert about its protection and appropriate reply will given to any terror activities,” he added.

OPINiON/EDITORIAL

Nagaland Post Vol. XXIX NO. 252 Dimapur, SUNDAY, AUGUST 18, 2019

Next: anti-conversion bill

F

resh from its success with the criminalisation of triple talaq and abrogation of Article 370 that guaranteed J&K's special status, the Centre is preparing a bill to control religious conversion which is likely to be introduced the bill in the next session of Parliament. According to some media reports, sources in the BJP said that they have already started preparing for a draft bill and that the government is confident of getting it passed in the Rajya Sabha despite not having sufficient numbers. Currently, Arunachal Pradesh, Odisha, Madhya Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh and Jharkhand have an anti-conversion law but a similar kind of legislation does not exist on the national level. The object of anti-conversion has been innocuously renamed as “Freedom of Religion Acts” enacted to regulate religious conversions. Penalties for breaching the laws can range from monetary fines to imprisonment, with punishments ranging from one to three years of imprisonment and fines from Rs.5,000 to Rs.50,000 Indian rupees. One of the rights guaranteed by the Indian Constitution is the right to Freedom of Religion as enshrined under Article 25,26,27 and 28. As a secular nation, every citizen of India has the right to freedom of religion i.e.right to follow any religion. According to this fundamental right, every citizen has the opportunity to practice and spread their religion peacefully. On the other hand, when VHP and Bajrang Dal and RSS organise “gharwapsi”(homecoming) to “re-convert” Christians and Muslims to Hinduism under threat or coercion, they are immune from the law. If there are evidence or proof of fraud or allurement being used to make one person change his or her religion, then this should be dealt with through filing of criminal FIR. The ‘Freedom of Religion’ Acts are primarily aimed at conversions to Muslim and Christian religions. In particular, these Acts legitimise various reactions to conversions to Christianity. When viewed from the population of various religions in India, it defies reason or logic for those propagating antiChristian conversions. The population census of 2011 reveals that Hindus form 80.5%; Muslims form 13.4 %; Christians form 2.3 %; Sikhs form 1.9%; Buddhists form 0.8% ; Jains form 0.4% and others form 0.6% of India’s population. On the other hand, statistics show that the population of Christians is decreasing from its peak of 3% during the fifties to 2.3 % of the total Indian population today.Christians form over 80% in Nagaland, Mizoram and Meghalaya while around 41% are Christians in Manipur; 30.6% in Arunachal Pradesh; 3.74% in Assam and 3,2% in Tripura. The so-called Freedom of Religion Bill will legitimize statesponsored harassment on one hand and also provide a handle for communalists to terrorise Christians. The history of Christianity in India goes back to a few decades after the birth of Christ, and there is evidence of Syrian Christians having established themselves in Kerala before 100 AD. The Hindutvawadis lie when they claim that the British in 1800s came to India and later “Christianised India”. If this was so, then Christianity would have been more than 25 % of the population today. Christian missionaries have been carrying out charitable works in India for centuries and it is not only a travesty of truth but injustice, to accuse them of undertaking humanitarian works to make the beneficiaries to change their religion.

DailyDevotion Are You Discouraged or Devoted? …Jesus…said to him, "You still lack one thing. Sell all that you have…and come, follow Me." But when he heard this, he became very sorrowful, for he was very rich. —Luke 18:22-23 Have you ever heard the Master say something very difficult to you? If you haven’t, I question whether you have ever heard Him say anything at all. Jesus says a tremendous amount to us that we listen to, but do not actually hear. And once we do hear Him, His words are harsh and unyielding. Jesus did not show the least concern that this rich young ruler should do what He told him, nor did Jesus make any attempt to keep this man with Him. He simply said to him, “Sell all that you have… and come, follow Me.” Our Lord never pleaded with him; He never tried to lure him— He simply spoke the strictest words that human ears have ever heard, and then left him alone. Have I ever heard Jesus say something difficult and unyielding to me? Has He said something personally to me to which I have deliberately listened— not something I can explain for the sake of others, but something I have heard Him say directly to me? This man understood what Jesus said. He heard it clearly, realizing the full impact of its meaning, and it broke his heart. He did not go away as a defiant person, but as one who was sorrowful and discouraged. He had come to Jesus on fire with zeal and determination, but the words of Jesus simply froze him. Instead of producing enthusiastic devotion to Jesus, they produced heartbreaking discouragement. And Jesus did not go after him, but let him go. Our Lord knows perfectly well that once His word is truly heard, it will bear fruit sooner or later. What is so terrible is that some of us prevent His words from bearing fruit in our present life. I wonder what we will say when we finally make up our minds to be devoted to Him on that particular point? One thing is certain— He will never throw our past failures back in our faces.

Post-mortem

A moment to reflect on Treatment of Dhansiri River, Dimapur - A vital requirement T

H

udson river, New York, Sienne river in Paris, Thames in London, Nile in Cairo, Brahmaputra in Guwahati, Potomac in Washington, Dhansiri in Dimapur and the list goes on in most parts of the world. Civilizations have grown around either the sea or rivers. Unfortunately Dhansiri happens to be amongst the most polluted rivers in India as per national survey. We are getting so much from nature and the river but are we doing anything to preserve it or conserve it? proper conservation and treatment can change Dimapur and the adjoining areas and improve our lives tremendously. I remember discussions with senior leaders of the state including the then and present CM Nagaland and also the JICA(Japanese) representatives for funding and also some renowned firms for consultancy and preparation of DPR, pursuing for external funding and implementation thereof. However it could not materialize before my retirement. I wonder if this is on the radar of the present Government, Unfortunately nothing seems to have taken off till now. Bureaucrats like me before and after will retire from service but the longing for improvement of our society and the conditions will remain. Let me highlight the vision I had in this regard for the people to reflect and also hopefully attract the attention of people in authority. Dimapur the commercial capital of the state has hardly

anything to offer to the visitors. Too much of sand mining is taking place in a completely disorganised manner- in fact the sand mafia is having a field day and there is connivance of the brother’s in arms as tax is being collected on every truckload. On top of that there are other organisations involved in collection of various fees. All these are at the expense of the common people. To top it pollution on the river is rampant. On the one hand there is dumping of solid garbage and on the other all sewers/ drainages lead to the river. The result is a dangerously polluted river. Something has to be done before it is too late. Possibilities: The river can be revived and can be the lifeline of the city. These are some of the suggestions that can be offered: 1. The river needs to be revived with embankments on both sides. Water needs to be treated and pumped back in order to maintain the volume. 2. All sewerage or drain pipes need to piped and taken to the treatment plants. Dumping of any garbage must be prohibited. 3. It could be used for navigation both upstream and downstream for tourists/transportation of merchandise. 4. Waterfront parks/cafes could be developed. This could generate substantial employment. 5. Lifting of sand or gravel will automatically stop if suffi-

cient volume of water is maintained throughout the year. Government could study the technical aspects and the Technical personnel could visit successful projects in India and abroad and take it up even though it may have been delayed. This would change the face of the commercial capital and even the outlook of the people. As wisely said “ better late than never”. Surely financial resources could be availed if pursued properly. What is most importantly required is the strong political will and cooperation of the people. As the honourable Governor has also spelt out in his speech on 16th August 2019 during the civic reception, “ he was pained to see Nagas still struggling for basic necessities like good road, power , health and education when we see the rest of the country were moving with fast pace of growth and development” In fact while travelling through some of our neighbouring states like, Arunachal, Meghalaya, Sikkim, Manipur, Assam and also some other parts of the country it is encouraging but painful to see where we stand at this juncture. Let us pray to God for deliverance of Nagas from despair to hope and from darkness to light. What we require is to change our mindset, come together and forge ahead. H. K. Khulu IAS (Rtd), Purana Bazaar, Dimapur

he state of Nagaland is one among the few states in India which struggle to generate sufficient electricity on its own. Shortage of power is one of the major impediments to industrialization and economic development in the state. The season of continuous load shedding in Nagaland every year is the most treaded season of the year. The untold hardships and inconveniences that come with this season is something that nobody likes to recollect. This periodic Dark Age in Nagaland not only causes problem to the general public but also causes huge lose to the business community. It has been observed that Nagaland spends around 250 crores annually to meet its growing power demand. According to official sources, out of the 250 crores , the total revenue collected from the consumer does not exceed Rs 120 crore. This information alone evidently depicts a clear picture of the power crisis in the state. Thus even after 50 years of attaining statehood, Nagaland is still the lowest power producing states in India. All these become more unacceptable since Nagaland has huge potential to generate enough power supply to the entire state and beyond. A brief review of the current power status in the state clearly indicates that the daily requirement of the state at peak hour is 165 M.W/ off peak hour 100 MW. Whereas the existing four power projects in the state is able to produce only 89.93 MW daily. The crisis is likely to worsen as the daily power consumption in the state will reach 250 MW by 2020 and 400 MW by 2025. Thus the state is heading towards a mega power crisis if it does not take up concrete steps to counter the challenge that is ahead of her. Presently the state is in a long term agreement to purchase power from C.P.S.U Generation Utilities from NEEPCO, NTPC and NHPC to meet the immediate requirements. This arrangement however is not the solution

to the increasing power demand in the state The proposal made by the Planning and Co- ordination and land revenue minister on 7th Oct. 2018 to draw up a plan to construct a 24 MW hydro electric project at Tizu valley under Phek district is a positive initiative towards power selfsufficiency in the state. It is also worth mentioning that Kiphire district alone has the potential to generate 150 MW of power which can solve much of the energy requirement of the state. Another step to advance power and boast energy security is to install the Grid Connect Rooftop Photo Voltaic (GRPV). This solar panel installation will benefit the consumers by delivering Energy at houses, institutions, hospitals etc. The ‘made in Nagaland’ mini generator Hydroger could well be another source to answer the plight of the people especially in the far flung areas. This mini generator is capable of generating 3 KW of power from running water from any source. In fact the indigenously built Hydroger has successfully lighted up many hamlets across north east India. The Nagaland Empowerment of People through Energy Development (NEPeD) has successfully installed the Hydroger at an army camp in Jammu and Kashmir’s Leh Ladakh region. This alternative source of energy holds vast potentials for community-owned small hydro power generation in villages across Nagaland. Therefore the state government needs to take up and implement various projects to tap the immense power potential in the state. Prioritizing energy and power security of the state will go a long way in bringing about economic development and industrialization. This will also bring an end to the periodic ‘Dark Age’ in the state which is the cause of many untold hardships and sufferings for the people of the state. Sungit Jamir, Changtongya Town

Subjective feelings or God’s Written word India’s 73 years of without-Brit transitioning:

N

othing in the world is more important or more valuable than the truth. History is filled with an account of people who chose to accept torture, death rather than deny the truth. The testimonies of the Christian martyrs throughout history were valiant warrior for the truth. They fought for the truth by proclaiming it in the face of fierce opposition, by living lives that gave testimony to the power and goodness of truth, and by refusing to renounce or forsake the truth no matter what threats were made against them. Every true Christian should know and love the truth, because only truth can liberate people from the bondage of sin and give them eternal life (John 8:32). There is no hope of salvation apart from hearing and believing the truth about Christ the only savior. All Religious experiences are not works of the Holy Spirit. Some of these experiences are produced by unholy spirits. (I John 4:1; Matthew 7:21-23) To think of one living without personally participating in life is absurd. Physical life presupposes experience. Likewise, to speak of spiritual life is to assume experience, or personal participation, in the spiritual life realm. For instance, the new birth is not simply a theological concept to be discussed, it is an undeniable truth experienced by every true Christian. The scriptures are replete with instances of God's people experiencing emotions and feelings in relation to their faith. David, upon bringing Ark in Jerusalem, rejoiced with dancing in the street, the lame man of Act 3, upon being healed, leaped with joy as he walked through the Temple praising the name of God, Israelites, upon hearing Ezra magnify God, shouted in unison “AMEN, AMEN” Isaiah, upon seeing the Lord high and lifted up, fell upon his face and worship, Stephen, as he died at the hands of assassins, saw the Glory of Christ and was filled with the peace and joy of God as he entered his presence. These examples, along with numerous others in scripture, verify one aspect of the experiential nature of Christianity. The emotions and feelings of God's children are real. No one who believes the Bible can reasonably deny this fact. Though emotions and subjective feelings are part of the Christian experience, they are not the totality of that experience, and they are not to be trusted as infallible rules and guides in discerning truth. Satan is a master deceiver. A chief device he uses is spiritual impression. We are warned of this in 1 John 4:1. Where we are told “Beloved, Believe not every spirit, but try the spirits whether they are of God, because many false prophets are gone out into the world”. Many Israelites felt like Korah was right and they joined him in his rebellion against God and Moses. They late joined him in judgment as God slew them for their rebellion. At the foot of Mt. Sinai, the Israelites followed their feelings. They began to fear because of Moses's absence. Trusting their emotions, they built a Golden Calf and bowed down to worship it. God made them drink the god they had created. The people of Israel trusted their feelings rather than God's clear word. Since day one of Church history, Christian have found it necessary to resort wave after wave of relentless assaults from countless enemies in the truth wave. But the most determined enemies and the most serious threats have always come from within the visible Church herself. Satan uses three tools to attack the Church today - Sentimentalism, Sensationalism and Enthusiasm. Sentimentalism confuses fussy, subjective

feelings with the voice of Holy Spirit. It deceives a person into following tradition rather than the clear word of God. Sentimentalism blinds a person to the fact that the Old-Time Religion of today is quite often the heretical modernism of a past century. Sensationalism confuses outward demonstration of power with the work of the Holy Spirit. It spellbinds people into believing that all signs and wonders are accurate measures of truth. Again, the word of God takes second place to experiences. Enthusiasm like Sentimentalism and Sensationalism, serves to bind those given up to it. Unstable members of a congregation begin to look for enthusiasm of worship rather than truth. A preacher who can stir emotions is considered filled with the Spirit while a sound expositor of the Bible truth is considered dead and dry Emotional enthusiasm becomes the standards by which all religious experience is measured, Therefore, to them the word of God becomes inconsequential. It is easy for a Religious person to trust experience over the written of God. It is a lot simpler for the preacher to say “God told me”, than it is for him to prayerfully study Bible. Jeremiah wrote to man like this “They speak a vision of their own heart, and not out of the mouth of the Lord”. (Jeremiah 23:16). Likewise, it is easier for a Christian to trust his or her feelings than to accept the responsibility of searching the Scriptures. Individually they can stand and testify that God has shown them certain things even though those very things violate God's word. Following raw emotion in contradiction of God's Written Word, they identify themselves as rebels rather than spirit-filled saints. Though a person claims to be obeying the Holy Spirit, when he follows his subjective feelings in opposition to scriptures, he is obeying an unholy spirit. A Christian does not have to wonder through life, tossed to and fro by his fleshy emotions and subjective feelings. God has given him a sufficient and authoritative guide. That guide is the written word of God. The Bible is sufficient and authoritative because of its Author. Though men were the instruments used to pen the Scripture, the Holy Spirit is clearly revealed as the true author of the Bible. Being God, the spirit cannot deny himself nor speak falsely. Therefore, what he has been pleased to give through the scriptures is as infallibly authoritative as if God were to speak personally audibly from the Heavens. The written word of God reveals every things a person needs in this life to walk with God and please him Indeed, it is the Christian's sufficient guide. Such has been the testimony of the people of God throughou the ages. Psalm 119 is beautifully penned praise of the word of God. The Psalmist David confesses confidently, “your word is a lamp unto my feet and a light unto my path” (Psalm 119:105) the written word of God was David's guide. The Holy Spirit abides within every born again believer. He is the believer's comforter and teacher without question he utilizes the means of inward impressions to direct those within whom he abides. Never however, does the Spirit of God work contrary to the written word of God! Therefore, the person who lightly regards the doctrine of the Holy Scriptures, regardless of his profession does not have a proper relationship with the Author of the Scripture. eing an Indian means being underrated since the tag of developing India spews blunt visuals of under achieving mojo. This doesn't go in that the advanced nationals genuinely mete out confirmation bias against Indian on professional or at an average podium (yes, there have been reports on attack and abuse on alien-immigrant Indians from extreme conservative nationals and other racial intolerant indigenous). But, it mostly remains true for the part a talent would go less noticed in front of their eyes because primarily major people expect an aestheticaptitude-skill which are disconnected from the objects that define the rhythm and vibes of time and place and its potential incorporations to up-level productivity in new transfused equations — basically, the whole reason, point and meaning/why they are engaging on — other than stay engaged on the flow salvaging marginal profits or exponential loss. Then again, the expectations are traded from a closed shell disattached from any leaps in the commuted frequency. (God forbid no leap/jump is made, like ever!!) I stumbled upon a Bollywood movie starred by the iron-fist-with-a-suave Sunny Deol a few years back. In one climate, Sunny requests a hall receptionist to give him a quick pass as his [Sunny's] grandfather was among one who walked side by Gandhi during the years of nationalistic movement in British India. What reply followed was one that would leave the chauvinist appalling prolly, but it has definitive intellectual intrigue and a bold acclamation. The reply went something like this: for why should his grandpop's participation hold any significant merit, besides, it would have been far better had the Britishers stayed. The resigning of the Brits have made India more

entrapped in complex puzzle of problems. India has not actively emblemed advancement culture in the developmental trajectory. In pinch essence: the British arrived, reconstructed networking complexes and facilities etc. from otherwise mix-contemporary infrastructural-system templates, starting from the 17th (16th) centuries, left a faint imprint of quaint modern era, before exiting. The Indian system made extension of its cities on that line of architectural fractals and the dynamics of economic and political mishaps that ensued. In addition, few exceptional quadrants achieved on certain planks both on state and private habitats. Presently though, as India advances on certain fly boards, the fight on corruption and de-modernity changes brick by layers. Efforts are made: some vocationally related, also some effort existing priorly just not put to use, then we learn of course to fill the inherent bits of comprehensive probability. To unveil the whole layer is to journey, encounter and do so. The road is long ahead but with speed, analytic apprehension and reckoning, with flat tyres and minimal jolts (seldom on equation) from the road bumps every once in a while, to only resurface — citizens has all powerful tools today to accurately chart the right way. The accuracy selection helps to identify clearer images that humans have a knack to instinctively conceive and "these" reflections has no internalized connection with reality (rightfully sensibly) as surprising it sounds. Of course there are agencies within the structure that obstacle growth. Meanwhile the high and low gap in societal environs exist, apart from errors that hangs on the system, the rogue agencies effect demented dispositions (not leaving environmental complications meanwhile) to leave behind prominent projects on

development compromising stability. Our ideal citizenmodel role to progress should be deliberated and given steps, the rest time we just live a total life of freedom, that which we have reckoned and achieved. The central mainland has in parts gradual rise of metropolitan cities but the rural territories (for some, most part of the states) have declining ratio of growth with current trends, south shows steady rate of growth with level focus on local adherences, east and north are entrenched in insurgency and internal battle against traditional culture conflicting with geyser eruptions of modernity. By the 70's most colonial westernized contracted nations were freed, the upside being a significant dispersal of methods in erstwhile traditionally rooted fibre was introduced. Had India being a part of British thus long, with Space Age and New Age engulfing the political length, and breath of knowledge — liberal rights movements on its monumental brink — perhaps.. just perhaps, our political system could have absorbed more light on things. Fortunately with the availability of the internet of things, our oracular prospects can be enhanced without the basic blunt overview of analysis, but covering the whole micro-macro aspects wholly for accuracy and less off chance to fail. We may not meanwhile have reached the point to obtain definitive answers for high and low problems in the polisocio tapestry, but with correct undertaking of measures, some interchangeable or intermittent conditions could be made feasible to serve common interests. Until such arrival, the best we can hope for is to invigorate citizen rights for profound political and economic etc. impacts on India. Yangli Naga Purana Bazar, Dimapur (Free thinker: researcher)

Reader’s Post Sir,

Unsightly water pipes

There is need for the concerned authority to check the water pipes that hang from poles and even touching electric poles in some areas. Not only are these water pipes very unsightly to look at, especially in an aspirant smart city but they can be very dangerous for passersby on the road. It is true that Kohima faces a lot of water shortage problem and people tend to arrange for their own source of water supply through private arrangements and therefore the ugly hanging pipes. There must be some solution to these problems and hopefully it will be rectified soon. Markumzuk Ao, Agri Colony, Kohima

SRINAGAR, AUG 17 (AGENCIES): As the unprecedented security lockdown and communications blackout in Jammu and Kashmir is pared down, the government is zeroingin on its long-term strategy to prevent any fallout from the massive changes made to the state earlier this month. Key political leaders from the state were taken into detention, phone and internet lines snapped and curfew-like restrictions were imposed as the central government on August 5 removed Jammu and Kashmir’s decades-old autonomy and decided to split the state into two union territories. According to sources in the Jammu and Kashmir administration, the plan to prevent a breakout of violent protest involves tactics to handle four specific groups in the state. The first cluster of people, dubbed “movers and shakers” by government functionaries, “appear harmless, move among the intelligentsia, gather intelligence but are seen inciting violence”. This could be a

reference to the Hurriyat or mainstream politicians of Jammu and Kashmir. They will be detained and released as the government sees fit and the policy of house arrests will continue, sources said. The second section is that of stone-throwers and violent protesters, mostly teenage boys. The government has adopted a strategy of “community bonds” that involves 20 family members and acquaintances signing a bond that they will ensure they do not do it again. The third category is terrorists. The administration feels that the army will take care of the border and Line of Control across which terrorists are pushed through by Pakistan. The

government also plans to review border security in Punjab and Jammu. The fourth group of people are influencers such as religious leaders. Sources say, the government will identify and monitor religious leaders who are seen inciting violence and fanning unrest. Authorities will deal harshly with any such person and immediately arrest them. Jammu and Kashmir has been on the edge for over two weeks now, since the government began evacuating tourists and pilgrims, and putting around 400 political leaders including former chief ministers Farooq Abdullah, Omar Abdullah and Mehbooba Mufti under house arrest.

NEW DELHI, AUG 17 (PTI): Disqualified Aam Aadmi Party legislator Kapil Mishra and party women’s wing chief Richa Pandey joined the BJP on Saturday. Speculations about Mishra joining the Bharatiya Janata Party were doing the rounds since he started criticising AAP supremo and Delhi Chief Minister Arvind Kejriwal after being removed as a minister in May 2017. He grew close to many Delhi BJP leaders and often shared stage with them. Jaju, who is the incharge of the Delhi BJP, said Mishra had expressed his desire to join the party when Kejriwal sought “evidence” of the surgical strikes. Taking a dig at the chief minister, Mishra said the AAP chief was seen with Congress leaders like P Chidambaram, Kapil Sibal and NCP’s Sharad Pawar, against whom party volunteers once faced police lathis while protesting. The former minister said he would work to end the “negativity” in Delhi by helping the BJP win the assembly polls due next year. Earlier this month, Assembly Speaker Ram Niwas Goel had disqualified Mishra under the anti-defection law after he campaigned for the BJP the during Lok Sabha election.

Terming the occasion an “emotional moment” for him, Mishra accused the AAP of taking a Uturn from its principles and anti-corruption stand of the ‘India Against Corruption’ movement, from which it was born. “I was feeling helpless for the past few years due to the murder of the anti corruption movement, lies and manipulations of the party I was in,” Mishra said. “Joining the BJP, I feel like a man who has finally reached the shore.” Welcoming Mishra and Pandey into the BJP fold, Tiwari said: “I hope they will serve Delhi by following the policies of PM Narendra Modi and philosophy of Deendayal Upadhyaya and Syama Prasad Mookerjee.”

DIMAPUR, AUG 17 (NPN): Naga Mothers’ Association (NMA) has vehemently condemned the August 7 incident that took place at Project Colony, Zunheboto town where youth and womenfolk were allegedly beaten up by the personnel of 32 Assam Rifles. In a press release, Naga Mothers’ Association described as “shocking and intolerable” the alleged beating up of the mothers (Sumi Totimi Hoho) and said that Naga society cannot accept such act. Naga Mothers’ Association also strongly criticised the “high-handedness and the excess of the security forces” and stated that such “despicable incidences” was highly condemnable. It has asked the concerned higher up to immediately intervene and take action instead of covering up. Expressing its resentment, Naga Mothers’ Association also urged the security forces to ensure that respect and welfare of human life was upheld, saying the “supreme objective for every human life is accountable.”

and flames were seen billowing out from the affected building of the premier health institute. Sources said the fire spread to the Emergency Lab in the department of Lab Medicine, which is adjacent to the Microbiology department’s virology unit, where electricity work was going on for some time and cable and wire being used were kept, they said. The fire moved downward to the first floor -- and also upward to the third and the fourth floor of the building, they said. Some parts of the fifth floor was also affected, they added. “The fire was brought under control within two hours,” said a fire department official. Patients’ samples come to the virology unit and Lab Medicine department for testing. Sources said it is suspected that a large number of samples and patient records have been destroyed as the virology unit has been completely gutted. However, there was no casualties and the cooling process is underway, a fire department official said.

insisted on a young leader for the post. “The mixture of old and the new is good for the party. There may be difference of ideas but the goal is the same,” he said. Chowdhury, a five-tme MP from the Beharampore Lok Sabha seat in West Bengal, however, conceded that the party needed to undertake measures for increased public acceptability. He said the political narrative, currently driven by the BJP’s “communal agenda”, will change. “We need to increase our acceptance. It is the Congress which is fighting against the BJP, both ideologically and politically. Right now the narrative of communal politics may seem dominant, but it won’t be permanent. Things will change. There are more pressing issues like jobs, food, and livelihood,” he said. Chowdhury said abrogation of provisions of Article 370 granting special status to Jammu and Kashmir has set a “dangerous example”, and will lead to “greater interference by the Centre” in governance of states.

NEW DELHI, AUG 17 (PTI): A fire broke out at the teaching block of the AIIMS here on Saturday, destroying samples and medical reports and forcing evacuation of some patients, though no one was injured, officials said. Patients from some floors of the AB ward, close to the Microbiology department where the blaze started at around 5 pm, were evacuated along with those in operation theatres above it as the smoke spread, they said, adding the fire was doused within two hours. A Delhi Fire Services Department (DFS) official said 22 fire tenders were rushed to the site after they received a call. The Microbiology department’s virology unit on the second floor of the teaching block has been completely gutted, sources said. Delhi chief minister Arvind Kejriwal tweeted, “I appeal to everyone to maintain calm and allow the Fire Services personnel to do their work.” A fire department official said there was no casualty in the blaze. Chowdhury, a member of the Congress Working Committee (CWC) - the highest decision-making body of the party - however, noted it would be tough for someone from outside the Gandhi family to run the party. “It would indeed be difficult for someone from outside the Gandhi family to run the party. In politics, too, there is brand equity. If you look at the present BJP, without Narendra Modi and Amit Shah, will it function smoothly? The answer is no. “In our Congress party, too, the Gandhi family is our brand equity. There is no harm in it. No one else in our party has the charisma

which they have. It is a hard reality,” he said. Sonia Gandhi, 72, was appointed the interim Congress president barely 20 months after she had voluntarily relinquished the post in favour of son Rahul, who refused to continue as the party chief after the humiliating 2019 general election defeat. Chowdhur y lauded Rahul Gandhi’s decision of owning responsibility for the party’s defeat, and said the “noble step” was worth emulating by other leaders. He said the result could have been different had Rahul Gandhi been declared the joint opposition candidate for prime ministership, as the BJP had turned the general election into a presidential-style contest. While speaking about the alleged tussle between the Congress’s old guard and the young leadership represented by Rahul Gandhi, he said, the current party leadership was a mix of the old and the new. The party’s old guard was said to have prevailed upon the new in bringing Sonia Gandhi back to the helm, while Rahul Gandhi

and mass support a national party like the Congress has. He said Sonia Gandhi was reluctant to helm the party once again, but yielded to the request of senior Congress functionaries when the organisation was facing a “crisis” after Rahul Gandhi’s resignation. “Sonia Gandhi has led the party in times of crisis. It was due to her leadership in difficult times that the Congress was able to form the government twice in 2004 and 2009,” Chowdhury said. The Congress leader from West Bengal said while Sonia Gandhi heads the party as interim chief, efforts are underway to elect a new party president.

KO L K ATA , AU G 1 7 (PTI): The leader of the Congress in Lok Sabha, Adhir Ranjan Chowdhury, has said it will be tough for any leader from outside the Gandhi-Nehru family to run the party, as it has “brand equity”. He also said the revival of the Congress largely depended on the weakening of regional parties that lack ideology, and claimed that the country was headed for “bipolar politics”. Chowdhury said only a party like the Congress, with its “strong” ideological mooring, and pan-India presence, can counter the “communal juggernaut” of the BJP. “The way regional parties are functioning, they will lose their importance in the days to come. Their losing importance means the nation will head towards bipolar politics. “When there is bipolar politics, we would again come back to power. So, the future of the Congress is bright,” Chowdhury told PTI. Responding to a question, he said regional parties lack ideological motivation

Biegun will travel to Japan from Aug 19 to 20 and Seoul from Aug 20 to 22 to meet with officials there to discuss the denuclearisation on the Korean Peninsula, said the department in a statement on Friday, Xinhua reported. The US envoy’s trip came amid tensions on the peninsula following Pyongyang’s short-range projectile launch earlier on Friday, the sixth of its kind in the past three weeks and seen as a protest against the ongoing US-South Korean military drills.

A total of five Memorandums of Understanding (MoUs) was signed between India and Bhutan in the presence of Prime Minister Modi and Bhutanese Prime Minister Dr Lotay Tshering here. This is Modi’s second visit to Bhutan and the first since his re-election in May this year. Prime Minister Modi also inspected a guard of honour during his ceremonial welcome at Tashichhodzong Palace, Bhutan. “Traditional Chipdrel

Security force sources and witnesses in Gaza said the bombings took place against Hamas installations.

Jerusalem, Aug 17 (IANS): Israel on Saturday struck Hamas targets in the Gaza Strip after a rocket attack on its territory, the military said. “A rocket was launched from Gaza at Israeli civilians earlier tonight. The rocket was intercepted by the Iron Dome before it could reach its target,” the Israeli Defence Forces (IDF) said on Twitter. “We just responded with strikes on Hamas’ underground infrastructure in Gaza,” it added. Security force sources and witnesses in Gaza told Efe news that the bombings took place against Hamas installations, one of them in the east and another in the centre of the Palestinian enclave, which has predominantly been governed by

Hamas since it took control in 2007 when it expelled the Palestinian National Authority. The sources said no reports of injuries have been recorded in either of the strikes and added that three rockets were launched, not one. Two were alleged to have been intercepted by the Iron Dome and the third possibly fell into a field in Israel, without causing harm. No Palestinian group has claimed responsibility for the attacks. Tension in the area has escalated since Thursday, when two Palestinian teenagers stabbed an Israeli guard near Jerusalem’s Old City. One of the teenagers was shot dead by police, and the other was seriously injured.

The Hong Kong Professional Teachers’ Union held a rally at Chater Garden in Central.

Hong Kong, Aug 17 (IANS): Thousands of teachers took to the streets of Hong Kong on Saturday despite heavy rain in a show of solidarity with young protesters, as the city braces for an 11th weekend of demonstrations sparked by the now-shelved extradition bill. The Hong Kong Professional Teachers’ Union, organiser of the event themed “Safeguard the next generation, let our conscience speak”, held a rally at Chater Garden in Central before a march to Government House, the residence of Chief Executive Carrie Lam, the South China Morning Post reported. The march was among three demonstrations planned on Saturday

that have been approved by police. Saturday’s rally comes after thousands of students on Friday night gathered at Chater Garden to call for the US and Britain to help the city fight for democracy. Earlier on Friday, Secretary for Education Kevin Yeung Yun-hung sought to discourage secondary school students from the boycott of classes. But a survey has found that thousands of them backed the protests against the bill, which would have allowed the transfer of fugitives to jurisdictions with which Hong Kong has no such agreement, including mainland China, where critics say fair trials are not guaranteed.

India’s Ambassador to UN extends ‘N Korea’s Kim supervised new weapon test again’ hand of friendship to Pak journos U n i t e d Nat i o n s, Aug 17 (PTI): India’s Permanent Representative to the UN Ambassador Syed Akbaruddin in a symbolic gesture shook the hands of Pakistani journalists, extending his “hand of friendship” to them as he addressed the media after the UN Security Council held closed consultations on Kashmir. The informal closed consultations, requested for by permanent member China, lasted over an hour Friday after which Beijing’s Ambassador to the UN Zhang Jun and Pakistan’s UN envoy Maleeha Lodhi made remarks to the media at the Security Council stakeout one by one. The two left without taking even a single question from the reporters present. Following the remarks

by China and Pakistan, Akbaruddin came to the UN Security Council stakeout to give a statement on India’s national position on Kashmir and Article 370. Unlike the Chinese and Pakistani ambassadors, he stayed back after his remarks and told the large gathering of UN reporters that he will take questions from them. “I’m ready if any of you are willing to ask any questions. I

will take them.” Akbaruddin said he will answer five questions, “five times more than both my predecessors who came here.” He gave the first three questions to Pakistani journalists. When a Pakistani journalist asked that will India agree to have a dialogue with Pakistan, Akbaruddin responded, “that there are normal diplomatic ways when countries deal with each other. That is the way to do it. But using terror to thrive and push your goals is not the way that normal states behave. No democracy will acknowledge or accept talks when terror thrives. Stop terror, start talks.” A senior Pakistani journalist at the UN asked “when will you begin a dialogue with Pakistan.”

Seoul, Aug 17 (AFP): North Korean leader Kim Jong Un once again supervised a “new weapon” launch, state media said Saturday, complicating efforts at denuclearisation ahead of next week’s visit to Seoul by the US envoy to Pyongyang. Friday’s launch was the North’s sixth test in recent weeks as it protests the annual US-South Korea military exercises which Pyongyang considers rehearsals for invasion. Defence officials in Seoul said Pyongyang fired what appeared to be two short-range ballistic missiles Friday, that flew some 230 kilometres (140 miles) before splashing down in the sea between the Korean peninsula and Japan. A report by the official Korean Central News Agency said the tests had a “perfect result”, which helped “cement bigger confidence

Trump asks Imran to reduce tensions Houthis claim drone strikes with India through bilateral dialogue on Saudi Aramco oil refinery Washington, Aug 17 (PTI): US President Donald Trump on Friday conveyed the importance of India and Pakistan reducing tensions through bilateral dialogue during a phone call with Prime Minister Imran Khan, the White House said. The phone conversation between Trump and Khan took place before the close-door-consultation of the 15 members of the UN Security Council on Kashmir. The White House readout of the call was issued after the meeting concluded at the UN headquarters in New York. “The President conveyed the importance of India and Pakistan reducing tensions through bilateral dialogue regarding the situation in Jammu and Kashmir,” Deputy press secretary Hogan Gidley said in a statement. The White House said Trump spoke with Khan to “discuss regional developments” and to follow up on latter’s visit to Washington, DC, last month. “The two leaders further discussed how they will continue to build on the growing relationship between the US and Pakistan and the momentum created during their recent meeting at the White House,” Gidley said. In Islamabad, Pakistan Foreign Minister Shah Mehmood Qureshi said Khan took the US President “into

Jaka rta , Au g 1 7 (IANS): Seven people including two children were killed and four others went missing as a ship caught fire in waters off central Indonesia’s Sulawesi province on Saturday, officials said. The incident happened in waters off Bokori Island in Konawe district, said Yusuf Latief, who is head of communication for media at the national search and rescue office. “The incident started with appearance of fire in the engine room. The crews of the ship tried to extinguish it but failed. The fire kept getting bigger. Consequently, passengers jumped into the water,” the official told Xinhua news agency over phone. The fire was extinguished by another ship. A total of 61 people survived the incident and they were rescued by local sailors, Latief said. The cause of the fire is not clear, Yusuf said, adding that an investigation into the incident will be conducted. confidence” regarding the UN Security Council meeting at the UN headquarters after the Indian government revoked the special status to Jammu and Kashmir. “Prime Minister Khan conveyed Pakistan’s concern on recent developments in Kashmir and the threat they pose to the regional peace,” Qureshi was quoted as saying by the state-run Radio Pakistan. The Foreign Minister said the conversation between the two leaders was held in a “cordial environment”. They also agreed to remain in contact over the Kashmir issue, he said. Qureshi said Pakistan has contacted four of the five permanent members of the UN Security Council and are “also trying to contact French President so that his country understands our position”. The rare closeddoor consultations on Kashmir by the Security Council ended without any outcome

or statement from the powerful 15-nation UN organ, dealing a huge snub to Pakistan and its all-weather ally China to internationalise the issue, which an overwhelming majority stressed is a bilateral matter between New Delhi and Islamabad. Sources familiar with the consultations told PTI that China was pushing for an outcome or a press statement to be delivered after the consultations by Poland, the President of the Security Council for the month of August. However, majority of the 15 members said there should not be any statement or outcome issued after the consultations and their will prevailed, leaving China to come out and make a statement in its national capacity followed by Pakistan. Briefing the media following the conclusion of the UNSC meeting, India’s Permanent Representative to the UN Syed Akbaruddin said India’s position was and remains that matters related to the Article 370 of the Constitution are entirely an internal matter of India and these have no external ramifications. On August 5, India revoked Article 370 of the Constitution removing the special status to Jammu and Kashmir, and also bifurcated the state into two Union Territories -- Jammu and Kashmir, and Ladakh.

Sanaa, Aug 17 (IANS): Yemen’s Houthi rebels claimed they launched multiple bomb-laden drone attacks on Saturday on an oil refinery of Saudi Aramco, the Saudi Arabian oil company, according to a media report. “Ten drones carried out the attacks against alShibah oil refinery of Saudi Aramco in the eastern part of the kingdom,” Houthirun al-Masirah TV reported, describing it as “the biggest attack” against Saudi Arabia since the start of war. Saudi Arabia was yet to confirm the alleged attack. The Houthis have re-

cently stepped up drone attacks on Saudi Arabia, but most of the drones were intercepted by the kingdom’s air defence systems, according to Xinhua news agency. In May, a Houthi drone attack damaged two oil pump stations of Saudi Aramco, according to the Saudi authorities. Saudi Arabia has been leading an Arab military coalition against Iran-allied Houthis in Yemen for more than four years in support of the exiled internationally-recognized government of Yemeni President AbdRabbu Mansour Hadi.

while the manoeuvres are taking place. The KCNA re por t came after Pyongyang called South Korean President Moon Jae-in “impudent” for hoping to resume interKorean talks while con-

tinuing military drills with Washington. Plans to resume working-level talks between the North and Washington appear to have stalled since an impromptu June meeting between leaders of the two countries. But US President Donald Trump, who has been playing down Pyongyang’s tests, said last week that he had received a “very beautiful letter” from Kim. He also agreed with Kim’s opposition to the war games -- albeit for financial rather than military reasons. Stephen Biegun, the US special envoy for North Korea, will travel to Japan and South Korea next week for talks on denuclearising the North, the Us State Department said Friday. The North has said nuclear talks would be “strictly” between Pyongyang and Washington, refusing to hold separate dialogue with the South.

Bundesliga: Bayern held by Hertha B e r l i n, Au g 1 7 (Agencies): A brace for Robert Lewandowski was not enough to save Bayern Munich from making a spluttering start to the new Bundesliga season as the reigning German champions were held to a 2-2 draw at home to Hertha Berlin on Friday. Lewandowski insisted that visitors Hertha had been “lucky” after he saved a point for Bayern with a second-half penalty. Hertha, who finished 11th last season, cancelled out Lewandowski’s opener with two unusual goals to take a surprise lead in the first half and ultimately deal an early blow to Bayern’s title defence. “We didn’t play badly, and they barely had a shot. They were lucky,” Lewandowski told ZDF. “It wasn’t a false start to the season. We were the better team and should have won,” said coach Niko Kovac. Despite winning the domestic double last season, Bayern opened the season under pressure after a 2-0 defeat to Borussia Dortmund in the German Supercup two weeks ago. Questions over Kovac’s tactics and relentless criticism of the club’s transfer policy had also unsettled Bayern in the build-up, but

they looked sharp early on as Joshua Kimmich and Serge Gnabry probed and prodded on the right wing. The duo finally broke Hertha on 24 minutes, as Kimmich set up Gnabry to send a fizzing cross towards Lewandowski, who prodded home at full stretch from close range. With Bayer n completely in control, Hertha struck twice in quick succession to turn the game on its head. The equaliser arrived with a dollop of good for-

tune on 36 minutes, as a hopeful long-range effort from Dodi Lukebakio deflected off Vedad Ibisevic and wrong-footed goalkeeper Manuel Neuer. Three minutes later, Hertha took the lead in curious fashion after Marko Grujic clashed heads with new Bayern signing Benjamin Pavard. While Pavard pulled up holding his head, Grujic managed to chase down the loose ball and round Neuer before himself collapsing to the turf.

Both players were quickly back on their feet, and Grujic was in the spotlight again when he pulled down Lewandowski off the ball on the hour mark. The resulting penalty, given by VAR, was coolly converted by the Polish striker to bring Bayern back on level terms. Lewandowski, Gnabry and Corentin Tolisso all came close as Bayern pushed for the winner late on, but Hertha held on to take a well-earned point back to the capital city.

7 Russian weightlifters banned for doping M O SC OW, Au g 1 7 (Agencies): Another seven Russian weightlifters have been provisionally suspended for doping violations, joining five compatriots already banned from the sport earlier this week. The Inter national Weightlifting Federation said on Friday the seven had been charged based on data from the Moscow anti-doping laboratory. The announcement come days after the IWF said five other Russian weightlifters had been provisionally suspended. The latest batch include Dmitry Lapikov and Nadezhda Evstyukhina, who had Olympic medals from the 2008 Beijing Games stripped for doping. “There is no certainty that there won’t be more suspensions,” the president of Russia’s weightlifting federation, Maxim Agapitov, told RIA news agency. The World Anti-Doping Agency is in the process of analysing data retrieved earlier this year from the Moscow laboratory and submitting the results to international sports federations.

Concinnati, Aug 17 (Agencies): Novak Djokovic wore down Lucas Pouille after an even first set, dispatching the Frenchman 7-6(2) 6-1 in a Cincinnati Masters quarter-final in Ohio on Friday. The match was much closer than when the pair met in the Australian Open semi-finals in January, when Djokovic conceded

C i n c i n nat i , Au g 17 (Agencies): World number one Naomi Osaka will “probably” defend her U.S. Open title, even if it means defying her doctor’s orders, she said after retiring from the Cincinnati Masters with a knee injury on Friday. Osaka was trailing American Sofia Kenin in the third set of their quarter-final in Cincinnati when she sought treatment on her heavily-strapped left knee. After briefly returning to play, the Japanese star retired with Kenin leading 6-4 1-6 2-0. Osaka’s withdrawal comes after Serena Williams, the woman she beat in a tumultuous final at Flushing Meadows last year, pulled out of Cincinnati with back problems. The injury has also loosened Osaka’s grip on the top ranking, with world number two Ash Barty poised to reclaim it if the Australian makes the final. “I really don’t know what’s going on with my leg right now,” Osaka told

Novak Djokovic returns a shot to Lucas Pouille during their Cincinnati Masters quarter-final match.

Perhaps the only concern for Djokovic with the U.S. Open looming in less than two weeks was a sore elbow which required brief treatment by his trainer late in the match. “I managed to finish the match, had a little bit of tightness in my elbow but hopefully everything will be fine for tomorrow,” Djokovic said in an on-court interview. He will have less than 24 hours to recover for a semi-final against Daniil Medvedev, who continued his recent hot form, ousting Russian compatriot Andrey Rublev 6-2 6-3 in barely an hour. Medvedev, a careerhigh eighth in the rankings, faced only one break point. He has made two finals in the past two weeks, losing to Nick Kyrgios in Washington and Rafa Nadal in Montreal. In other quarter-final action, Frenchman Richard Gasquet continued his comeback from groin surgery by defeating 11th seeded Spaniard Roberto Bautista Agut 7-6(2) 3-6 6-2.

Arsenal beat stubborn Burnley 2-1

Arsenal players celebrate after scoring a goal during their EPL match against Burnley at the Emirates Stadium on Saturday.

L O N D O N, Au g 1 7 (Agencies): Pier reEmerick Aubameyang grabbed the winner as Arsenal overcame a stubborn Burnley to maintain their winning start in the Premier League with a 2-1 victory at the Emirates Stadium on Saturday. It was the first time in 10 years that Arsenal have won their first two league

games of a season and manager Unai Emery was delighted with the team’s performance. “We can be happy. Our idea, our gameplan on the pitch was knowing it was going to be tough because we need to adapt,” the Spaniard told reporters. “A lot of moments we couldn’t impose our gameplan because they pushed

and their gameplan was a struggle for us.” Alexandre Lacazette put the Gunners ahead in the 13th minute collecting a low corner from Dani Ceballos and showing great strength to turn marker Erik Pieters before driving through the legs of Burnley keeper Nick Pope. Bur nley responded well, however, and drew

KOHIMA AUG 17(NPN): Perizie colony emerged as the champions of the first Amity Cup 2019, an inter-colony penalty shootout tournament, held at IG Stadium, Kohima on Saturday. Perizie colony defeated Upper Bayavü-A 4-1 in

the final shootout to win the cup. The champions received a cash prize of Rs.10, 000 while runners up team Bayavü-A received Rs.5000. Vizovor Liezietsu of Perizie Colony was named the best goal keeper and received Rs.1000. The tournament was jointly organised by the

colony youth organisations under Kohima Municipal Council Ward-1 (High School), Ward-2 (Bayavü) and Ward-3 (North Block). Altogether 32 teams from 11 colonies of the three wards took part in the tournament. Earlier, Khriehu Liezietsu, MLA graced the occasion as the special guest.

level two minutes before the break when a low effort from Dwight McNeil fell to Ashley Barnes in the box and the Clarets striker kept his composure to claim his third goal of the season. Emer y brought on club record signing, 72 million pound ($87.47 million) winger Nicolas Pepe at the break and the home side put Burnley under real pressure. Pope did well to keep out efforts from Aubameyang and the hugely impressive Ceballos and it was that pair who combined for the winner. Ceballos won the ball in the Burnley half and fed the Gabonese forward who burst goalwards before cutting inside and beating Pope with a fine drive. Substitute Lucas Torreira had a chance to make it 3-1 in stoppage time but the Uruguayan midfielder’s shot from inside the penalty area was blocked by Pope. Burnley continued to push for an equaliser but Arsenal hung on to close out the win.

Domingo, who earlier served as the South Africa coach, will start his stint with the Bangladesh team from August 21. His first assignment will begin with the lone Test against Afghanistan from September 5, which will be followed by an ODI tri-series involving Zimbabwe as well.

Coutinho set to join Bayern on loan

Deepa Malik to get Khel Ratna

M ad r i d, A u g 1 7 (IANS): FC Barcelona have reached the “principal of an agreement” to loan Brazilian midfielder Philippe Coutinho to German giants Bayern Munich. Barcelona’s Director of institutional and Sporting Relations confirmed the news while speaking to TV cameras on Friday prior to Barca’s first game of the new Liga Santander season away to Athletic Club Bilbao for which Neymar was left out of the starting 11 and not included among the substitutes. Coutinho joined Barcelona from Liverpool in the summer of August 2017 to help cover for the loss of Neymar to PSG, but injury limited his appearances in his first season, while in his second season he struggled to convince coach Ernesto Valverde despite making 22 league starts. Coutinho’s destination is slightly surprising given that he has been mentioned as forming part of a deal for Barca to bring Neymar back from PSG this summer and the fact he is going to Bayern Munich either means PSG want other players (such as Ivan Rakitic and Nelson Semedo) in part exchange for Neymar or that the deal isn’t happening.

New Delhi, Aug 17 (PTI): Paralympics silver medallist Deepa Malik was on Saturday nominated for the country’s highest sporting honour - the Rajiv Gandhi Khel Ratna award - along with Asian and Commonwealth Games champion wrestler Bajrang Punia. The name of 48-yearold Deepa, who won a silver in the shot put F53 category in the 2016 Rio Paralympics, was added for the Khel Ratna by a 12-member selection committee on the second day of the two-day meeting. World No. 1 wrestler in 65kg, Punia was nominated for the country’s top award on Friday by the panel headed by Justice (Retd) Mukundakam Sharma. Six-time world champion and Olympic bronze medallist boxer M C Mary Kom rescued herself from the meeting to avoid conflict of interest as her personal coach Chhotelal Yadav was in contention for the Dronacharya Award. The committee also picked 19 sportspersons for the Arjuna Award, including the likes of cricketers Ravindra Jadeja and Poonam Yadav, track and

Sri Lanka’s Dimuth Karunaratne plays a shot on day four of the first Test match against New Zealand.

Both openers were slow off the blocks with the first boundary coming in the 22nd over. Karunaratne was the first to reach halfcentury with a cut shot off William Somerville. It was the Sri Lankan skipper’s 23rd Test fifty. Thirimanne reached his sixth half-century with a flick for four off Ajaz Patel. After a series of low

scores, he was under pressure to post a decent figure and the half-century will have saved his place for the next Test in Colombo. A bat pad chance off Thirimanne when he was on 29 fell just short of short leg fielder Tom Latham. But the luckier of the two openers was Karunaratne, who was put down twice. Latham spilled a chance

at short leg when he was on 58 off the bowling of Patel and in the very next over B.J. Watling missed a stumping chance off Somerville. The duo went onto establish the highest partnership by a Sri Lankan opening pair in the fourth innings. The previous best was 110 by Roshan Mahanama and Chandika

field stars Tejinder Pal Singh Toor, Mohammed Anas and Swapna Barman, footballer Gurpreet Singh Sandhu, hockey player Chinglensana Singh Kangujam and shooter Anjum Moudgil. As per guidelines, to be eligible for the award, a sportsperson should not only have had good performance consistently for the previous four years at

the international level with excellence for the year for which the Award is recommended, but should also have shown qualities of leadership, sportsmanship and a sense of discipline. The panel also nominated three names for the Dronacharya Award, including former badminton star Vimal Kumar, and three for the Dronacharya Award (lifetime category).

Bilbao stun Barca in La Liga openenr BILBAO, Aug 17 (Agencies): Aritz Aduriz’s late stunning scissor kick gave Athletic Bilbao an openingday 1-0 win over Barcelona in La Liga. Last year’s league champions were stunned by the late goal from the 38-year-old, which condemned them to defeat in their opening game for the first time since 2008, having already had to deal with the absence of Lionel Messi and first-half loss of Luis Suarez to a calf injury. The visitors had twice struck the woodwork before half-time when Suarez fired against the post after intercepting a backpass and his replacement, Rafinha, later forced Simon to tip his rising effort onto the crossbar. Athletic were worthy of the point they looked like they would pick up with Inaki Williams twice testing Marc-Andre ter Stegen, before Aduriz scored one of the goals of his career to give the Basque side a first league win over Barca since 2013. A Messi-less Barcelona looked nervous with their gameplan for a good 15 minutes while Athletic Bilbao

Sri Lanka set up final day thriller against Kiwis Galle, Aug 17 (Agencies): Sri Lanka’s batters set the stage Saturday for a thrilling final day, reaching 133 without loss at stumps on day four as they chased 268 to beat New Zealand in the first Test in Galle. Openers Dimuth Karunaratne and Lahiru Thirimanne were involved in a record opening stand of 133 runs and benefited from some sloppy fielding by the tourists. It leaves Sri Lanka needing a further 135 runs to record their first win in the World Test Championship. Karunaratne was unbeaten on 71 off 168 balls with two boundaries while Thirimanne was on 57 having faced 132 deliveries and hit four fours. They were in no mood to withdraw to the dressing room but bad light ended play 34 minutes before schedule. Batting fourth in Galle is not the prettiest thing for batsmen and the highest successful run chase here is 99. But this track held together and there weren’t any demons for batsmen making life difficult.

Mahanama and Hathurusingha had posted 102 in 1992 at SSC against the late Martin Crowe’s side. Earlier, resuming from the overnight score of 195 for seven, New Zealand posted 285 with Watling top scoring with 77 runs. He was well supported by the tail with William Somerville hitting his highest score in first class cricket -- 40 not out. Lasith Embuldeniya finished with four wickets while Dhananjaya de Silva claimed three. Brief scores: New Zealand 249 (Ross Taylor 86; Akila Dananjaya 5-80, Suranga Lakmal 4-29) and 285 (BJ Watling 77; Lasith Embuldeniya 4-99) lead Sri Lanka 267 (Niroshan Dickwella 61; Ajaz Patel 5-89) and 133/0 (Dimuth Karunaratne 71*, Lahiru Thirimanne 57*) 134 runs.

set about finding a valuable opener. But for two fine Ter Stegen saves from Williams they would have got it, and the striker certainly should have done better when played in behind by Yuri Berchiche down the left, but he shot straight at the goalkeeper’s legs after cutting inside. Barcelona struggled to create chances but still came closest before the break. First a horror pass played blind by Unai Lopez set Suarez through, but the post denied the Uruguay striker with only Simon to beat. He would get no chance to rem-

edy that miss as he limped off injured before the break, but his replacement was a whisker away from opening the scoring moments before the break when his rising effort from the edge of the box was tipped onto the bar by Simon. The first half had been a relatively lively affair considering the scoreline, but the second struggled to live up to it. Ernesto Valverde introduced Ivan Rakitic at the break, but Barcelona still struggled to find a cutting edge against a home side increasingly willing to settle

for a point. But with less than 90 seconds to play, 38-year-old substitute Aduriz popped up with a stunning winner as he adjusted to meet Capa’s cross with a perfect scissor kick which caught Ter Stegen out and sent the San Mames into raptures, and Barcelona facing their first opening-day defeat in 11 years. Barcelona’s woes were compounded by the news that Suarez faces an unspecified length of time on the sidelines due to the right calf injury he sustained in the defeat.

FIFA bans former Nigeria coach over match fixing Lagos, Aug 17 (IANS): Former Nigeria national team coach Samson Siasia has been banned by FIFA for life following a matchfixing probe. FIFA, in a statement on Friday, said that the adjudicatory chamber of their independent Ethics Committee found that Siasia was guilty of having accepted bribes in relation to the manipulation of matches in violation of the FIFA Code of Ethics, reports Xinhua news agency. The former international played 51 times as a striker for the Nigerian national team and later coached various national youth sides. The case is the latest to emerge from FIFA’s longrunning investigation into the activities of Singaporean Wilson Raj Perumal, who FIFA has called a “known match fixer” and who has admitted such activity in several interviews. FIFA said Siasia was banned for life “from all football-related activities (administrative, sports or any other) at both national and international level”.
