Bangladesh Railway Minister Mazibul Hoque said Prime Minister Sheikh Hasina had announced a revival of all the pre-1965 railway connectivity with India. “We want very close connectivity between our two friends (India and Bangladesh) and more closer people to people relations.” Hoque, who came here on Sunday to attend the function, said Modi and Tripura Chief Minister Manik Sarkar had agreed to help Bangladesh to curb terrorism in the country. Prabhu in Dimapur to lay foundation stone Union minister of Railways, Suresh Prabhu, will arrive Monday to lay the foundation stone of Dimapur (Dhansiri)-Zubza new railway line project at Dimapur Railway Station at 10 a.m. Nagaland governor, P.B. Acharya, and chief minister, T.R. Zeliang, would be present. Later, the minister would also address the media. Traffic regulation: Dimapur Traffic Police (DTP) has once again reminded commuters of the traffic regulations that would be put in place in view of the visit of the union railways minister, to be enforced only on August 1 between 8:30 a.m.-12 noon. DTP said taxis and autorickshaws would not be allowed to park within the premises of the railway station while commuters have been advised to avoid Super-Market- Nagarjan Junction- Railway station route. Vehicles coming from Purana Bazaar area would not be allowed to enter the Town area via Old Dhansiri Bridge.

Kashmir remains paralyzed for 23rd day; death toll 49 SRINAGAR, JUL 31 (PTI): Normal life remained paralyzed in Kashmir for the 23rd consecutive day on Sunday due to separatist- sponsored strike as also curfew and restrictions in parts of the Valley where the death toll rose to 49 with one more youth succumbing to injuries sustained a week back. 17-year-old Ishfaq Ahmad Dar, who was injured during protests in Sopore town of Baramulla district on July 23, succumbed at SKIMS Hospital Soura Sunday morning. “According to SP Sopore, the said boy had fallen from a tree on July 23,” a police spokesperson said. He said an FIR with regard to spreading of rumours has also been lodged in Police Station Sopore. Meanwhile, curfew remained in force in five police station areas of capital Srinagar, Anantnag town, Pulwama town, parts of Baramulla town and Shopian town. Restriction on assembly of four or more people also continued in entire Kashmir which has been witnessing unrest ever since the killing of Hizbul Mujahideen commander Burhan Wani on July 8. “Curfew is in place in five police station areas of Srinagar city-- Nowhatta, Khanyar, Batamaloo, Safakadal and Maharajgunj,” a police official said. For improving Nagaland’s connectivity Staff Reporter Dimapur, Jul 31 (NPN): August 1, 2016 will be a ‘Red Letter Day’ for the state of Nagaland, when union railway minister Suresh Prabhu lays the foundation stone for the 123-kilometre (76 mile) long Dimapur-Zubza-Kohima new line project which has the status of a National Project. The railway ministry has initially sanctioned an amount of Rs 850 crore for the implementation of the 40-km line from Dimapur to Zubza. According to an official source, there will be 46 major bridges, 13 road over bridges, 21 road under bridges and 24 tunnels in the entire length of the line. The first phase of the construction would begin with laying 20-km tracks up to Chumukedima, out of which about five km would pass through the hilly areas. It is likely to be completed within a period of three years, out of the total estimated period of seven years for the full project, sources added. According to sources, the proposed railway link would connect 24 villages and towns through its route with the final halt at Thizama under Kohima district. T.R.Zeliang has renewed his demand on the Centre to include DhansiriKarong line as it would promise the best railway alignment for onward connectivity to

Imphal-Moreh and South East Asia. The Dimapur (Dhansiripar)- Zubza-Kohima railway line has been pursued over the past few decades as per the government of India’s policy of linking all state capitals by rail. With politics determining the course, Dimapur railway station has not been given its due by the central railway authorities. Though Dimapur is the second highest revenue earning station after Guwahati for the NFR, not even one long distance train has been introduced from Dimapur. The only train starting from Dimapur is Nagaland Express from Dimapur-Guwahati. Whereas 19 long and medium distance trains commence from Dibrugarh and another 21 long and medium distance trains commence from Tinsukia. The Jan Shatabdi Express was introduced to Dimapur by then railway minister Ram Vilas Paswan during 1996. It was meant to link state capitals. Since Dimapur being the only railhead of Nagaland, the Jan Shatabdi was to run between Guwahati to Dimapur. Within a short span, Jan Shatabdi extended gradually to Furkating, Mariani and till Jorhat. Today it is known as Guwahati-Jorhat Jan Shatabdi Express. Dimapur also has only one covered platform(No1)

while the other platform (No.2) is still without a roof for many years. Another dire need for promoting economic growth of Nagaland is the DimapurTuli-Naginimora railway line which could haul tons of coal and bamboo products. The two railway lines have been on the anvil for several decades. Improving the facilities at Dimapur Railway Station requires space but large portions have been encroached where religious structures have come up. It may also be mentioned that the government of India also has a policy to link all state capitals with airports. Former chief minister Neiphiu Rio continues to pursue the proposed ‘green field’ airport at Chiethu some 15 kms near Kohima, estimated at Rs.1231 crore . His successor, T.R.Zeliang however, has taken up another proposal for construction of an alternative ‘green field’ airport at Razaphema (around 67 kms from Dimapur) U n d e r t h e c e n t r e ’s ‘green field’airports , the cost for the Gangtok Pakyong Airport in Sikkim was projected at Rs. 358.36 crore by the Sikkim government. This was approved by the Airport Authority of India. Likewise, Itanagar airport in Arunachal Pradesh was estimated of cost Rs. 699.66 crore and was approved by the Centre.

In the current financial year, the investment will be more than Rs 7,000 crore,” Prabhu said here after flagging off the AgartalaDelhi weekly passenger train service. “Northeast India is a priority area for the central

government and Prime Minister Narendra Modi is personally giving special emphasis for the all round development of the region,” he said. “Increase of inter-state connectivity and connectivity between the region and the rest of the country are being given the highest priority. Available connectivity will boost the region’s economy,” Prabhu said. NPRAAF asks DoSW to clarify on deduction of GIA

DIMAPUR, JUL 31 (NPN): While appreciating Department of Social Welfare (DoSW) for clarifying certain points raised by it based on RTI queries, Nagaland Public Rights Awareness and Action Forum (NPRAAF) however noted that it was not satisfied with the clarification on anomalies and irregularities in the department. In a press note, NPRAAF information and publicity cell Sunday urged the department to come out with a clear picture on the issue of deductions of funds from Grants-in Aid (GIA) allotted to some NGOs. Though DoSW had clarified on the issue of “some NGOs maintaining multiple homes and thus availing multiple Grants-in Aid (GIA) and permissible 3 % of total project cost of any central/ state programmes”, NPRAAF however said the issue on deductions of GIA to some NGOs remained unclear as the issue was raised after its members physically visited the beneficiaries. NPRAAF claimed that the beneficiaries were allegedly made to sign receipts quoting higher amount of money, but were given only lesser amount. The forum said it has evidence and was willing for joint inspection if the department desires. NPRAAF said that the department in its earlier RTI reply stated that “individuals are not granted GIA or other monetary assistance.” (Cont’d on p-5)

IMPHAL, Jul 31: Family of an under trial prisoner, Thangminlian Zou alias Bobon (29), Sunday demanded a high level enquiry into the death of three prisoners even as Manipur Home minister Gaikhangam said a detailed report of the incident would be published soon. The two convicted, Yusuf (21) and Abdul Salam (22), and inmate Thangminlian Zou from Manipur’s Churachandpur district died in a mob attack inside Shajiwa Central Jail early on Saturday morning. While receiving the body of Zou, his wife Zohreitui raised many doubts on the incident and demanded a high level inquiry into it. The mother of a threeyear-old girl wanted to know on what condition her husband was lodged together with the two foreign nationals and how the duo received deadly weapons inside the cell. “Jail authority must clarify the reason behind the killing of my husband, why he was lodged together with two foreigners and how they

received deadly weapons,” she asked. According to Zohreitui, her husband’s head was badly smashed by deadly weapons besides severe injury marks on his chest and stomach. Zou was an under trail prisoner who was in the jail after arrest in 2013 in connection with a murder case registered with Churachandpur police in 2010 and his trial continued since July 25, 2014. “His case is a custodian death. Government must constitute a high level inquiry to know the truth of the incident,” Zohreitui reiterated her demand. The body of Zou was taken to his native village for performing last rites. Before handing over the body, post mortem was conducted in the presence of a magistrate with video coverage at JNIMS hospital, Imphal. The two foreign nationals had been arrested by police at Moreh, the border town, for entering Manipur without valid travel documents in 2013. They have been in judicial custody facing trial. Meanwhile, deputy chief minister Gaikhangam said

that his department will come up with a detail report on the circumstances that led to the Saturday’s deadly mob. “An inquiry has been initiated into the incident and I will meet you after two or three days with a detail report of the incident,” the deputy chief minister said.

No Saudis in Indian jails: Ambassador JEDDAH, JUL 31 (AGENCIES): Saudi Ambassador to India Saud Al-Sati has categorically denied Indian media reports that two Saudis were killed in prison violence in Manipur on Saturday. “No Saudi has been killed in any prison,” he told Saudi Gazette on the phone, adding, “There is not a single Saudi in any Indian prison.” The Saudi ambassador said that the foreign nationals were, in fact, Bangladeshis who entered India illegally. He said that the Saudi Embassy got in touch with the Indian authorities who confirmed that there were no Saudis in the prison.

NEW DELHI/GUWAHATI, JUL 31 (AGENCIES): With the monsoon trough moving toward northern parts of India, overflowing reservoirs and swirling rivers in combination with lightning strikes have claimed 89 lives over the last few days in Assam, Bihar and Odisha, displacing close to 68 lakh people and rendering tens of thousands homeless. The National Disaster Response Force and State rescue and relief teams evacuated people from the danger zones and moved them to camps. In Assam, which was the worst-affected on Saturday, more than two dozen lives were lost in the floods, and about 37 lakh people in 3,300 villages were displaced from their homes. Close to 80 per cent of the Kaziranga National Park, home to the one-horned rhinoceros, lay submerged. Soon, door-to-door screening of diseases NEW DELHI, JUL 31 (AGENCIES): In an ambitious bid to detect cancer, heart disorders and other non-communicable diseases as early as possible, the government is set to roll out a door-to-door screening programme in 100 districts with plans to include more districts at a later date. The programme will entail testing for cancer, diabetes and hypertension, which account for over 35% of deaths in India and 55% of premature mortality in the 30-69 year age group -- on a scale that has not been attempted before. “The Centre has already issued guidelines to states for the programme. Some of the states have also started submitting their proposals. We are targeting to roll out the programme in all 100 districts by the end of this year,” a senior official in the health ministry told TOI. First phase is estimated to cost around Rs 232 crore. The ‘Prevention, Screening and Control of Common Non-Communicable Diseases ‘ programme will be part of the flagship National Health

Mission. The Centre will fund 60% of the cost of the project, whereas states will bear the rest. In case of the north-east and hilly states, the health ministry will fund 90% of the project cost. The programme will be mainly implemented through ASHAs (accredited social health activists) and ANMs (auxiliary nurse midwife) in coordination with state authorities. ASHAs and ANMs will be given mini testing machines and equipment which can be carried to doorsteps or set up at health camps for collecting samples. The government has already set up similar testing facilities at district hospitals and NCD clinics. The government has already started training programmes for ASHAs and ANMs for conducting these tests. The move comes in the wake of rising burden of noncommunicable diseases posing a serious risk to the country’s population. According to the World Health Organisation’s latest assessment, 25% of Indians

are at risk of premature death from NCDs, the largest cause of death. The most prevalent NCDs in India are cardiovascular diseases, chronic respiratory diseases, cancer and diabetes. Experts say diabetes is of particular concern as it is increasing rapidly and is often related to other ailments like strokes and complicates treatment of other disorders. While 63 million Indians were reported living with diabetes in 2013, it is projected to grow to 101.2 million in the next 15 years. The NCD burden adds up to significant costs to the government and individuals who are saddled with high hospital bills. According to a report the Harvard School of Public Health, India could incur a cost of $4.58 trillion between 2012 and 2030 due to NCDs and mental health conditions. Of this, cardiovascular diseases ($2.17 trillion) and mental health conditions ($1.03 trillion) will account for the major economic burden. Of late, the health ministry has taken several steps in the direction including introduction of cardiac care clinics,

NCD clinics at the primary and secondary healthcare level. It has also launched schemes and programme making medicines for cancer and heart diseases available at discounted prices.

Expressing concern over pregnancy related deaths and other complications, Prime Minister Narendra Modi on Sunday said government hospitals and other facilities will provide free medical care to needy pregnant women in the country. During his ‘Mann Ki Baat’ address to the nation, Modi called upon doctors across the country to join in the government’s mission to provide free medical care once in a month to pregnant women in their areas. “The government of India has started a mission to help such women. Lots of doctors have already written to me, but we will need more,” he said, adding that on 9th day of every month pregnant woman will be checked and given medical aid at government hospitals free of cost.

The Indian Meteorological department (IMD) has forecasted heavy rain in the state till August 6 resulting in flood like situations in Mahanadi, Bansadhara and Rushikulya rivers. Prime Minister Narendra Modi expressed grief over the tragedy. “The unfortunate loss of lives due to lightning in Odisha is saddening. Deepest condolences to the families of the deceased,” the Prime Minister’s office tweeted on Sunday. “I hope those injured due to lightning in Odisha recover soon: PM,” PMO wrote. Tamil Nadu: In Tamil Nadu, flood alert has been issued in low lying areas near south Pennai river in Krishnagiri district. Heavy rain in Karnataka has led to an increased inflow of water into rivers and lakes in Krishnagiri and Salem districts of Tamil Nadu. Bihar: The flood situation in Bihar remained grim on Sunday, while in UP many rivers were flowing above the danger mark. A total of 52 tehsils of 20 districts and over

800 villages with over two lakh persons are flood affected. In Bihar, an estimated 27.50 lakh people have been affected in 12 districts, though no fresh casualty has been reported. The death toll in the state stands at 26. Rivers Ghaghra-Darauli and Gangpur-Siswan in Siwan disrict, Bagmati-Benibad in Muzaffarpur district, KoshiBaltara in Khagaria district, Mahananda-Dhengraghat in Purnia district and Jhhawa in Katihar district were flowing above the danger mark inundating 12 districts. UP: In UP, many rivers including the Ganga were flowing near or above the danger mark, creating floodlike situation in several villages. Light to moderate rain or thundershower occurred at a few places in eastern Uttar Pradesh and most places in the western region. All major rivers of Terai region continue to flow either above or near the danger mark due to continuous rain in upper Himalayan reaches and excess water release from barrages, said reports.

Petrol, diesel AR busts illegal detention price slashed centre; 6 held, 2 rescued

NEW DELHI, JUL 31 (AGENCIES): Petrol price, on Sunday, was cut by Rs 1.42 a litre and diesel by Rs 2.01 per litre, the third reduction in rates this month on global cues. Petrol price was last cut by Rs 2.25 a litre on July 16. Diesel rate on that date was reduced by Rs 0.42 a litre. Prior to that petrol price was cut by 89 paise a litre and diesel by 49 paise on July 1. Prior to the reductions in July, rates had been hiked on four occasions since May 1. Petrol prices in the four hikes had been raised by Rs 4.52 a litre and diesel by Rs 7.72 per litre. “The current level of international product prices of petrol and diesel and RupeeUS Dollar exchange rate warrant decrease in selling price of petrol and diesel, the impact of which is being passed on to the consumers with this price revision,” IOC said in a statement. Barring an exemption on April 16, when price of petrol was cut by 74 paise a litre and diesel by Rs 1.30, the upward trend in rates had been a phenomenon since March 17.

DIMAPUR, JUL 31 (NPN): PRO IGAR (N) in a statement has claimed that the 32 Assam Rifles busted an illegal detention centre, run by NSCN (I-M) in “Sitiki basa village, Dimapur” and rescued two abducted civilians. On July 30, PRO said after receiving inputs AR carried out a search where two “abducted individuals” were found “bound in chains were subjected to inhuman and despicable conditions”. The victims were identified as Raju Choudhary, resident of Khatkhati, KarbiAnglong and Nayan Bora, resident of Bokaghat, Golaghat. PRO said Raju, state president of an NGO-- Anti Corruption and Crime Investigation Front (ACCIF) having office at Purana Bazar, was abducted on May 2 and was detained for nearly three months. PRO said Raju was asked to pay Rs. 20 lakh for his release. According to PRO, the second victim, Nyan Bora, stated that he was abducted at Dimapur Railway Station on

June 18, 2016 after he arrived from Furkating to buy clothes for his brother’s shop. PRO said the victim disclosed that he was subjected to beating for one month and a demand of Rs Five lakh as ransom was made to his family for his release. PRO said during the search, six NSCN (I-M) cadres who were running the illegal detention centre were also apprehended— “sgt. maj. Kuhoto Sema, resident of Zunheboto; ‘lnc crpl’ Angam Pamei, r/o Tamenglong; ‘pvt.’Ashim Valui, r/o Ukhrul; ‘pvt.’ Akum Yim, r/o Kiphire; ‘pvt’ Lipisa Achumi, r/o Kiphire and ‘pvt.’ Aleng Tangkhul, r/o Ukhrul. PRO said that many incriminating documents related to kidnapping/ extortion were also recovered at the illegal detention centre. Meanwhile, the apprehended cadres along with the recovered items and rescued individuals were handed over to Diphupar Police Station in presence of the family members, Police representatives, PRO stated. DIMAPUR: Nagaland State Rural Livelihoods Mission (NSRLM) under the department of Rural Development has been conducting Community Resource Person Round (CRP Round) in nine intensive blocks at nine districts of Nagaland. In Mokokchung, Block Mission Management Unit (BMMU), RD block Tuli, Mokokchung has been conducting first phase of CRP round in two villages, namely Merangkong and Wameken which falls under RD block Tuli, Mokokchung. The staff along with the community resource persons from resource block (RD block, Changtongya) have been engaged in the said villages for identification of existing SHG, sensitization and mobilization of the com-

munity resulting in formation of new SHG among the womenfolk of the village. Mission director and additional secretary, Athel Lotha and Chief Operating Officer (COO) Roland Lotha visited Wameken village on July 25 where the CRP Round had started since July 9. During the meeting with the stakeholders and SHG members, mission director stressed on the co-operation of the community for the successful implementation of the program. COO, Roland shared on the vision, objectives and program of NSRLM and also informed that NSRLM was the only government program for SHG in the country and the facilities to be provided to the deserving SHGs. The meeting was chaired

by block program manager, BMMU, RD Block, Tuli, Moatoshi and introductory session was led by SPM-FI (district in-charge) Sentinaro while welcome speech was delivered by council chairman, Wameken. Earlier, special song was presented by Molongtet SHG of Wameken village and Imolila shared her success story after joining SHG at Akhoya village. There will be nine CRP Round in each intensive block covering the villages that falls under intensive block from July 2016 till March 2017 where the formation of new SHG, bringing existing SHGs into NSRLM fold, bank account opening for the SHGs and nurturing of those SHGs would be continued. SCTE observes ‘World Nature Conservation Day’

DIMAPUR: State College of Teacher Education (SCTE) Kohima on July 27 observed “World Nature Conservation Day” under the theme “Seven billion dreams; one planet; consume with care” UNEP, with Chief Conservator of Forests (CCF) department of forests, ecology, environment and wildlife Subongnukshi (IFS) as resource person. Focussing on state environment, the resource person emphasized on conservation and pointed out the uniqueness of state flora and fauna and the methods of government methods that have been

adopted to conserve the flora and fauna. He called upon the student teachers to play their part responsibly as educators. Subongnukshi also pointed out that conserving the environment was rooted within oneself and that even before the government implemented such law, the locals took the initiative to the preservation of the environment. The programme was organized as a part of their yearly academic plan which aims to equip the student teachers with knowledge besides the regular curriculum.

DIMAPUR: Agriculture Technology Management Agency (ATMA) and Krishi Vigyan Kendras (KVKs) have conducted various kinds of trainings and demonstrations for the upliftment of farmers across Nagaland. KUHUBOTO BLOCK: ATMA Dimapur, Kuhuboto block conducted training and demonstration on “Micro irrigation system” and “System of Rice Intensification” on July 25. Resource person for the programme were ATMA, Kuhuboto block ATM Ameto Yeptho, ATMA Kuhuboto block, ATM Yimobendang. Ameto spoke on “Micro irrigation system” where he presented his slide using pico projector, emphasizing on drip and sprinkler irrigation system. Yimobendang spoke on “System of Rice Intensification” where he also presented his slide with the help of micro projector or pico projector. In a separate programme, ATMA Dimapur, Kuhuboto block organized Block Farmers Advisory Committee (BFAC) on June 16, at ATMA training hall, DAO office. Altogether 27 farmers attended the programme. The programme appointed Zanehü Tunyi as farm teacher. Demonstration cum inauguration of farm school on ‘water harvest management’ KOBULONG BLOCK: ATMA, Kobulong block, Mokokchung conducted demonstration on low cost water conservation for seasonal crops and inaugurated a farm school on “water harvest management” at Yimchalu village on July 28 with SCA, Mokokchung, Longkaba as the resource person. He briefed on the importance of making low cost water conservation tank in the field and preserving the water especially for winter crops cultivation during winter season when there was scarcity of water. KUT supports ENPO & KTC on banning SRF

DIMAPUR: Khiamniugan Union Tuensang (KUT) has extended cooperation and support to Eastern Nagaland Peoples’ organization (ENPO) and Khiamniungan Tribal council (KTC) on the issue of banning Sovereign Republic of Freeland (SRF) within its jurisdiction in particular and the ENPO area as a whole. A press release issued by KUT president, M. Neolo and KUT executive chairman, N.L. Tangsoi informed that the in lieu of ENPO and KTC stand, KUT summoned all those persons within the community

The official said the modalities from the government side for the forthcoming talks would be finalised on Thursday next week in a meeting of senior home department and police officers chaired by state Home Minister R Lalzirliana. “We have received positive responses from the HPC (D) leaders of the state government’s peace overtures,” he said, adding the exact time and place for the talks would soon be finalised even as second week of August was proposed earlier. The negotiations between the state government and the Hmar outfit, led by its Chairman H Zosangbera, fizzled out in August 2013 over disagreement on the extension of the Suspension of Operations (SoO) which resulted in the arrest of several leaders of the militant group. Formed after the signing of an agreement between Mizoram government and HPC, the HPC (D) has been indulging in multiple violent and illegal activities in the state from across the border. The outfit has been demanding a separate autonomous district council under the Sixth Schedule of Constitution by carving out the areas adjoining Manipur. Dharmanagar is about 200 km from here. “The NFR has so far spent about Rs 2,016 crore to connect Agartala by rail by making two big tunnels through the Longtharai Valley and Atharamura Hills and constructing a record number of 233 minor and major bridges,” said an NFR engineer. The 1,962-metre Longtharai tunnel is the longest railway tunnel in eastern India. The NFR is now laying broad-gauge track for the 112km Agartala-Sabroom line by March 2018 and investing Rs 3,351 crore. Tripura Chief Minister Manik Sarkar said: “After the Indian Railways extends its line up to Sabroom, it would be very easy to connect with the Chittagong international sea port in southeast Bangladesh, which is just 75 km from the Tripura border town.” Prime Minister Narendra Modi during his visit to Dhaka in June last year has laid the foundation stone to construct a bridge over Feni river, adjoining Sabroom, to connect the town with Bangladssh’s hill town Khagrachari. This will open another railway link between the two neighbours after the existing Kolkata-Dhaka and proposed Agartala-Akhaura rail links. “After extending the railway line to Sabroom, Tripura and the entire northeast would be linked with Southeast Asia very easily,” Sarkar told IANS.

Meghalaya likely to withdraw NOC to UCIL to mine uranium

SHILONG, JUL 31 (AGENCIES): With protests against uranium mining in the state growing louder in the past few weeks, the Congress government in Meghalaya is likely to withdraw the permission it had given to Uranium Corporation of India Ltd (UCIL) way back in 2009. While CM Mukul Sangma has called a crucial state cabinet meeting on Monday, reports from Shillong said the government will review the decision of 2009 and “most likely” revoke it in the wake of mounting pressure on it from various quarters including traditional tribal bodies. “The gover nment is seized of the situation and a cabinet meeting has been convened on Monday to discuss the issue to arrive at a positive conclusion,” reports quoting chief minister Sangma said on Sunday. It also quoted Sangma as saying that any decision to

let UCIL begin uranium mining would be taken only after taking all sections of people on board. The decision to permit UCIL to start uranium mining in the West Khasi Hills district was earlier taken by a previous Congress-led government headed by DD Lapang in August 2008, in which present chief minister Mukul Sangma was a deputy chief minister. The then government, which issued permission to UCIL to start pre-development works like roads to the mining site, setting up health centres and schools for the local people, had also agreed to lease out 422 acres of land for 30 years to UCIL to carry out mining. In November 2009 however, the same government had shelved the UCIL’s pre-mining development activities and instead constituted a 33-member Joint Committee on Uranium Mining in Meghalaya (JCUMM) to examine various issues related to the likely im-

pact of the mining. The issue suddenly came up again when UCIL, on July 2 floated a tender notice seeking EOI from Indian companies, JVCs and/or consortiums for providing consultancy services for obtaining some pending statutory clearances apart from obtaining permission for several related activities “leading to successful opening” and subsequent “uninterrupted operation” of the project. It has also sought services for conducting public consultation and forest land diversion apart from setting up roads and other infrastructure for the project. As student groups, opposition political parties and tribal organisations strongly reacted to UCIL’s attempt to resume uranium mining, chief minister Sangma went on record indicating that the PSU would be held responsible for any law and order problem emanating from it.

Embankment Protection panel to be set up in Assam

GUWAHATI, JUL 31 (PTI): A protection committee to avert breaches in any embankment in flood-hit Assam will be set up with Chief Minister Sarbananda Sonowal issuing directions to Chief Secretary V K Pipersenia in this regard. The Embankment Protection Committee comprising engineers, experts, youth organisations, NGOs, clubs and socio-cultural organisations will help averting breaches in embankment with timely intervention, an official release said. Sonowal asked the Water Resources Department to go for thorough inspection of the condition of around 1,200 embankments covering a stretch of 5,000 km so that strengthening and repairing of the old ones could be carried out. The release said the chief minister directed officials to submit project estimates within August so that revetment of the embankments can start from September onwards. He also asked DGP Mukesh Sahay to ensure police patrolling round the clock in flood affected areas so that anti-social elements cannot

Meanwhile, Pipersenia, Sahay and Principal Chief Conservator of Forest Darash Mathur announced to contribute a week’s salary towards the Chief Minister’s Relief Fund for the flood-hit people. Officers from the rank of Commissioners and Secretaries will also donate one-week’s salary for the flood affected people, the release said. Pipersenia appealed to officers and employees of all the departments to contribute generously towards the floodaffected people of the state. Later in the evening, Kaliabor Sub-Divisional Officer (Civil) Madhumita Bhagawati has been placed under suspension for causing “enormous embarrassment to the state government.” An official release said, “This photograph was sent to the official Whatsapp group by SDO (Civil) Kaliabor subdivision, under whose jurisdiction a part of Kaziranga falls. The Department was permitted to carry out the restoration of water supply work at the source on 15th July 2016. PHED Officer and their staff started the pipe line repairing at source and along the main gravity alignment. During the repair works, it was found that the pipe lines were blocked with stones and checking and removing these stones from the pipes has delayed the restoration works. However, with the consistent hard working of the department staff, the pipe lines were cleared and water supply was restored on 26.07.2016. The discharge of water reaching the town was measured on 27.07.2016 in the presence of all concerned representatives indicating a flow of 1,57,000 litres per day thereby relieving the consumers from water scarcity in the town. Dalits ‘threaten’ to show strength in 2017 Gujarat polls

We will celebrate our independence by hoisting flag in Una on August 15,” Sharma said. The suggestion was quickly accepted by the audience as well as leaders, who announced a “pad yatra” from Sarangpura area here from August 5 that will culminate in Una on August 15 after covering a distance of almost 380 KM. Among others, several Muslim leaders of Jamiat-EUlema also attended the rally to express solidarity with Dalits.

Death toll in J&K rises to 49; curfew continues SRINAGAR, JUL 31 (PTI): The death toll in the ongoing unrest in Kashmir Sunday rose to 49 as one of the injured persons succumbed at a hospital here even as curfew in some parts and restrictions in rest of the Valley continued as a precautionary measure. Ishfaq Ahmad Dar (17), who was injured during clashes in Sopore town of north Kashmir’s Baramulla district on July 23, succumbed at SKIMS Hospital Soura this morning, a police official said. Dar had suffered critical injuries during clashes that erupted a day after the killing of Hizbul Mujahideen commander Burhan Wani in an encounter on July 8. Curfew remained in force in five police station areas of the summer capital, Anantnag town, Pulwama town, parts of Baramulla town and Shopian town as restrictions on assembly of four or more people continued in entire Kashmir. “Curfew is in place only in five police station areas of Srinagar city -- Nowhatta, Khanyar, Batamaloo, Safakadal and Maharajgunj,” he said. Mobile Internet services continued to remain snapped in the Valley where the postpaid mobile telephony services have been restored across all networks. The incoming facility on prepaid connections has also been restored, but the outgoing calls are barred on such numbers. Meanwhile, normal life remained paralysed elsewhere in the Valley for the 23rd consecutive day today in view of the strike call given by the separatist camp. The separatist camp has extended the shutdown call in Kashmir till August 5, calling for march to Hazratbal shrine on Friday.

Violence cannot resolve any issues: Mehbooba

S R I NAG A R , J U L 3 1 (PTI): Amid the unrest in the Kashmir Valley, Jammu and Kashmir Chief Minister Mehbooba Mufti Sunday said violence cannot resolve any issue and dialogue is the only way forward. She also said there was an “issue in the minds” of the people and it needs to be addressed. “Mufti (Mohammad Sayeed) used to say bullets and grenades cannot solve issues. Gun has not changed anything. There is no way out other than dialogue,” Mehbooba told NDTV. Referring to the ongoing unrest in the Kashmir Valley, she said everyone should “feel the pain” of the future generation. “Those who have other ideology should also feel the pain of the younger generation getting affected. What do you want to achieve by this (violence)? What Azadi (freedom), what Pakistan or what India,” she said. Mehbooba said the security forces have been able to contain the situation but there was an issue in the minds of the people which needs to be addressed. “We brought in security forces and they contained the situation. But there is an issue which is in the minds. It has to be addressed,” she added. The Chief Minister also spoke about destruction of public property during the clashes after the killing of Hizbul Mujahideen commander Bhurhan Wani on July 8 saying it was a setback to development process. “Why attack police stations, court and other buildings. Another AAP MLA arrested NEW DELHI, JUL 31 (PTI): AAP legislator from Narela Sharad Chauhan has been arrested by police in connection with the suicide of a woman worker of the ruling party, taking the total number of arrested party leaders to 12. Chauhan and main accused Ramesh Bhardwaj were questioned by the crime branch of Delhi Police for several hours in the past four days in connection with the case. Besides Chauhan and Bhardwaj, five others including the MLA’s associates Amit and Rajnikant have been arrested last night, said a senior police officer. Bhardwaj was arrested by a police team from Sonipat on July 26. He was questioned for several hours in connection with the suicide of the woman, along with the local MLA of Narela. The woman had consumed poisonous substance at her home in North-West Delhi’s Narela and died during treatment at LNJP Hospital on July 19. The woman had filed a complaint against Bhardwaj for allegedly touching her inappropriately and a case of molestation was registered in June. The accused was arrested and later released on bail. On July 20, Delhi Police had registered a case of abetement to suicide and handed over the entire matter to a Special Investigation Team. The family members of the woman had claimed that she had gone into depression after her alleged molester Bhardwaj, an AAP colleague, was released on bail. She had also alleged that the accused was being protected by the local AAP MLA. The woman in a video recording had also levelled serious allegations against Bhardwaj, accusing him of pressuring her to “compromise” if she wanted to rise in the party and claimed himself to be “close to the local party MLA.

The Dalit leaders also announced a plan to organise a foot march from here to Una town in Gir-Somnath District, where four Dalits were brutally thrashed by cow vigilantes for skinning a dead cow. The trouble started when irate locals last evening gathered outside Zishan Qureshi’s house accusing him and his family members of cow slaughter, they said. The mob damaged Qureshi’s house but police reached the spot and brought the situation under control, police said. There were earlier reports that the mob tried to set afire the house but SSP Deepak Kumar denied that they made any such attempt. A case has been lodged against the family members for alleged cow slaughter, police said. Qureshi was today arrested, the SSP said.

NEW DELHI, JUL 31 (AGENCIES): BSP, CPI and NCP may get to retain their national party status for now, with the election commission mulling revision of norms for such recognition of a political party to allow for a review under the election symbols (reservation and allotment) order after two consecutive polls rather than the prevailing five-year assessments. “It is but fair to review recognition of a party as national or state party on the basis of two consecutive polls, given the revolving door electoral politics in many states. This would take care of dismal performance clocked by a ruling party on account of anti-incumbency vote,” an EC functionary pointed out. “Rather than reviewing recognition of a political party every five years, it is better to give them time covering the entire cycle of 10 years to adjust for anti-incumbency. If they fail to fulfill the criteria over

On DoSW’s claim, that the pending of payments to NGOs were due since the beneficiaries were not coming forward, NPRAAF asked the department to inform the beneficiaries on any GIA available for them since without being informed, the NGO would not have the knowledge of such sanctioned benefits. To substantiate its claim, NPRAAF cited an instance, where a certain children home expressed surprise to find its name mentioned as a beneficiary of Rs 80, 000 in the RTI document. Thereafter only, the particular children home went and claimed the amount from the department, NPRAAF said. F u r t h e r, N P R A A F pointed out several other instances, where the amount of GIA given to beneficiaries did not match in the RTI replies.

The forum said “in Annexure – I, a certain NGO was shown as a beneficiary of Rs 2 lakh, however, in the A.P.R receipt, the same beneficiary was shown to have received Rs 1.5 lakh only”. “Another NGO was shown as a beneficiary of Rs 1 lakh but the A.P.R receipt showed that the beneficiary received only Rs 80,000”, NPRAAF said.Therefore, NPRAAF said it welcomed any joint sitting and verification with the DoSW to sort out the issues.

Wish list for Dimapur

D

imapur occupies an esteemed position as the commercial capital of Nagaland reflecting the spirit of enterprise and also home to several thousand tribes, both from within and beyond and communities who make the city truly cosmopolitan. It is the gateway of Nagaland and also offering opportunities that could literally transform the economy of the state. Being everything to everyone also naturally invites or raises hopes of high expectations. In order to facilitate trade and commerce, the crucial role that connectivity plays cannot be ignored. Dimapur is well connected with mainland India through a network of road, rail and also air. With rising population, and increased trade and economic activities, travel to and from Dimapur has not met the desired level. Unlike surface communication (road) where movement is not dependent on central or state agencies; both rail and air travels depend totally on central agencies. The centre has to provide airports and aeroplanes and railway tracks and trains for transportation and travel. Both rail and air travels are the crucial modes for promoting business and commercial activities. Air connectivity to and from Dimapur has suffered a lot due to various factors and chief among which has been the step motherly treatment meted out by the civil aviation ministry. Dimapur airport is among the oldest in the region though civil air services started operation since the mid-seventies when certain states in the region such as Mizoram, Manipur and Meghalaya were not air-linked by regular Indian Airlines service. Today, volume of passengers has suffered after flight operations were drastically reduced and erratic which drove many to take flights from Guwahati. Even today, many air travellers prefer to fly from Guwahati for convenience of departure and arrival. Air India operates five flights and daily flight by Indigo. However, while Indigo and Air India both stopover at Kolkata, the arrival time is such that Dimapur passengers are not given the option for convenient schedules onwards. The demand that at least three or four flights be via Guwahati from Delhi is long pending. Travel and transportation by rail to and from Dimapur sharply highlights the insensitivity of the railway authorities. First, Dimapur facilitates travel of thousands each day, to various parts of India. Secondly, Dimapur railway station is the second highest revenue earner of the NF Railways. However, NF Railway has not taken any concrete steps to facilitate travel for the passengers. This newspaper has been airing the view that NFR introduce at least five long distance trains from Dimapur to cater to demands but it has fallen on deaf ears at Maligaon, the NFR headquarters. As the second highest revenue earner, Dimapur should have been rewarded with improved facilities, more quotas and more trains but they do not figure at all. Take the case with Jan Shatabdi which is meant to link state capitals. Though Dimapur is not a state capital, yet it remains the only railhead and so the Jan Shatabdi was to link Dimapur and Guwahati. However today, Jan Shatabdi links Guwahati with Jorhat. This has robbed passengers of Dimapur of quota and stoppage time. Railways also have to demolish encroached areas since more space is needed to improve facilities at Dimapur railway station. Unless the railways reclaim its lands, there would be no scope for future development and as a consequence, it is the travelling passenger who is deprived.

ndia needs to be on the caution. It should be preparing for a futuristic change in the economic, trade and diplomatic policy. Brexit, though appears to be far-fetched thinking, may mark the beginning of fall of European Union and collapse of Euro. It may also be the reprocessing, if not undoing, of globalization that former UK prime minister Margaret Thatcher had projected as the TINA ( there is no alternative) factor, as the Soviet Union started collapsing in 1980s. It has important lessons. India should desist from becoming a bureaucracy-oriented democracy. Europe today is revolting against the Brussels bureaucracy, which is imposing rules and laws, on the democratically elected governments. Brexit is the first major onslaught on that process. India needs to rethink about a Goods and Services Tax (GST). (Instead it should have a uniform tax rate). It empowers the central tax bureaucracy, weakens the states and is likely to create a convulsive situation. The central system is likely to overwhelmingly create a situation, where tax oppression is bound to increase.

These are the provoking actions to the Government for a better society. In no where the Nagas as a whole are the enemies to each other. All are contributing for a better Naga society. When NSEE_II result is published in the media, the mind set of society is perplexed and compared as technical & professional study manipulation if it is happened is same to that of backdoor appointments by the authorities of the government. The impact of professional studies is worse because the power of society lay on those professionals after their completion of their studies. Let us be fair enough to analyze the NSEE-II result in selecting the MBBS and BDS aspiring candidates: 1. As per the notification in the media, the result of the NSEEII is tentatively to be available in the website on 9th July (Saturday) 2016. It is not so, and the result of the same is known to elite group of society on Sunday through offline. The official NSEE-II selection list is published in the media and website on 15th July 2016. What is the technical difficulty of knowing the NSEE-II result for public knowledge instead of off-line result. Why leak out to few privileged class? The online and offline differentiation in the computer age is now clearly known to the Nagas who have computer knowledge. 2. Speculation also sometimes comes true in Nagaland situation. The force behind the screen might be a multifaceted one and the controlling authority might have a tough time to drag the whole system based on the universal truth.

When politicians and bureaucrats pouch their heavy weight in selection list, the borderline candidates are sometime discriminated but it never effects the toppers in the result list. That advantage of politicians and bureaucrats exploring the situation is right and no one have a say on that. Because, the controlling authorities are also human beings and fall-short of perfectness. 4. In the past years, the student community has dug –out several anomalies in the technical study results and remedial measures were taken at the right time. A glaring example is the die-hard Ao lady who fought her rights on the basis of tooth and nail which shook the government and she retained her seat and pursued with her further studies based on truth. 5. In the past years because of the shortage of qualified Naga candidates for various lines of technical studies, non- Naga candidates were accommodated in Nagaland state quotas. This is our state’s loss and in particular the student community who are the backbone of our society in the near future. Nagas who are pursuing various technical lines witnessed such anomalies and they are in utter surprise to experience the half truth of Naga elders mentality. 6. The words dubbing, tempering, manipulating and maneuvering the situation etc. are not new words in the Naga society. Each and every intellectual person can give proper and befitting justification of our stand points without base on the truth. But the truth

shall reveals sooner or later. The state quota of MBBS seats in the past year sometime reached up to 49 seats. With intervention of Supreme court decision there is no more entrance examinations conducted by the respective Medical college for admission. As such the MBBS seats for Nagaland state should be increased to some extent. When the central policy of ‘LOOK EAST POLICY’ to ‘ACT EAST POLICY” is in its full implementation stage, Nagaland state should not be deprived of this previledges. All the qualified candidates who have crossed the cut off 288 marks must be accommodated in MBBS seats. The rest backward tribe quotas as when necessary can be adjusted as per the direction of the administrative notification as mentioned in category wise and other directive principles. 7. In the past there was a clash policy between the Technical Education department and other NGO bodies in allotting the higher and professional studies. As such a good number of already admitted candidates were withdrawn back due to non-payment of institutional required fees. This is nothing but a policy paralyses and conflicting plans between the two bodies trying to overtake each other and ultimately the student’s community become the victim of the policy paralyses. By now the Technical department must be aware of the problem and have clear picture to accommodate the aspiring candidates if qualifying cut-off marks is fulfilled. The state Government of Nagaland should have clarity in their mind the seat allotment of MBBS & BDS instead of playing blame game and take advantage of the situations in their favor for playing favoritism and nepotism. In the computer stage of life of Global society nothing can be hidden to solve the problem when we refer back to the original Hard Disk copy and analyses in the super computer machenism available in some institution or place. To wipe

out all type of corruptions the RTI, FIR,etc are very much available in our democratic country. Above all the student community has got a supportive back of Naga unique culture and tradition of solving the problem and to ascertain the truth. There is no worriness in our mind. Be bold enough to face the reality of the situation and firmly relay on the truth. Let the welfare of the Naga student community be the final law of this land so as to maintain the equality of life without creating previledge or unpreviledge classes in our day to day dealings. 8. The ENCSU is rightly questioned the justice of the selection board by way of retaining the back-ward quota of 45% which is equal to 7 MBBS seats. The selection Board is also rightly enterpreted the selection of MBBS seats for the backward tribes by slashing the 3 three backward tribes based on their merit list. But the bond of contention is the merit list of asprirants candidates is broken after accommodating three BT candidates and restart again the merit list to accomodate the advanced tribes such as Angami and lotha candidates. It seems the four MBBS seat which are rightly reserved for BT is somehow given to them as there is no BT qualifiying candidates who crossed 288 cut-off marks. The three candidates are already adjusted. The remaining 4 four seats is rightfully adjusted to the general merit candidates. Who knows after the sending out to respective Medical Colleges the four general merit candidates may forwarded under BT tags for admission. If it is not done so the board has justification. The best is keeping in mind the eligible BT qualifying candidates under the 7 MBBS seats(BT quota) and if necessary push down the merit list for more adjustment and let the merit list is not distorted in its publication of NSEE-II result 2016. Nagaland Congress (NC) supports intensive revision of Electoral Roll

he essence of democracy is people’s power; ultimate power bestowed on the people specifically in the selection of Representative to the Legislature through constitutional process of election. Democracy is therefore, synonymously identified as people’s government and the welfare of the people becomes first and last responsibility of elected government. People’s choice to extend or withdraw support to the government, political party in power or leadership depends on the accomplishment or failure of the elected government to fulfil this objective. Such is the power of the electorates, the fate of democracy lies in the hands of the electorates. Quite contrary to the spirit of democracy the electorates in Nagaland largely abused their voting power in choosing their representative not on the strength of his principle or capability and integrity but purely on how much cash, material or brute force can be applied. Election from village to municipal level, from students’ union to hoho level up to State Assembly is characterized by same evils; they differ only in degree. Election has become such an expensive thing for contesting candidates and easiest means for making fast money by the electorates during election both of them intentionally decided to manipulate E-Roll to the extreme to serve their respective purpose. The candidate inflated the figures multiple times in his village/town to enhance his vote bank beyond imagination and the voters holding multiple/bogus voters’ list to demand cash or kind from each contesting

candidate. It is an organized manipulation with full involvement of village council/ municipal authority, enumerators, political parties and contesting candidates. The failure, rather routine attitude of Election Authority towards visibly unrealistic ERoll without enforcing stringent measure at appropriate time has really hampered democratic election process for many years in the past. Given this fact tempered free, factual E-Roll is a MUST. A positive step towards this objective is the intensive process being undertaken by Election Commission of India (ECI) to bring about factual E-Roll. The attention of Nagaland Congress (NC) is drawn to the efforts of the Election Department in Nagaland headed by Mr. Sanjay Kumar, IAS, the CEO to rectify the enormous anomalies in E-Roll. However, it may be noted with seriousness that E-Roll conducted on the basis of existing census is still questionable for reasons specified above. Census 2001 was therefore, challenged and rejected by State Government for extreme abnormality, nay distortion of population reality because sheer intention was to inflate E-Roll for election purpose. Census 2011 recorded a reverse order of population in most districts in the State and this fact endorses our contention that E-Roll must be likewise reviewed drastically to bring it down to reality. The Election Authority must also consider the fact that over and above highly inflated census figure there will be instances where E-Roll is higher or equivalent or above the 60:40 ration of E-Roll and Census figures. For instance, a

rich man opened a farm in the outskirt of a Village somewhere in Nagaland where two persons were posted to man the farm and against this farm a ghost population of 400 odd was registered in the Census. Similarly, most of the villages have unrealistic census figures as there used to be competition between the villages to have the bigger population size than the other. With the kind of the spirit of competition, the national ceiling prescribed for decadal growth at 22 % is never adhered to. Besides, multiple entries in census enumeration is rampant. These manipulations are done at the behest of mostly the rich and the powerful. Another area of grave concern is the presence of floating population in Nagaland. There is cross border registration as citizens as well as voters in the State of Nagaland. These people hold dual citizenship in two or more states. During elections these category of people used to participate in more than one State as voters. This practice is illegal besides creating nuisance to law abiding citizens. The NC appreciates the Election Department for detecting and deleting several lakhs of multiple and bogus voters in the State but there are still more of such kind and NC appeals the Department not to compromise with any force on this matter. The NC also appeals the local self government and concerning citizens of Nagaland to give full cooperation to the Department so as to bring about tempered free, factual E-Roll in the State. India is on the threshold of building a new economy. The EU remains one of its biggest export destinations. A fall or splintering of Europe or weakening of Brussels would lead India to rethink its strategies. Its cost on diplomacy may increase. It is too early to predict but India has to start the process of building up bridges with individual countries in Europe. Modi has partially started that process with his visits. European countries or the US with Donald Trump want to build walls. India has to learn to penetrate it. One hopes European dream does not become a nightmare. But India must be ready to accept the impending changes in robust way to take the advantage of emerging situations.

Rejoinder to ‘NPRAAF finds anomalies in the department of Social Welfare’

I

n response to the allegations levelled by the NPRAAF against the department of Social Welfare as appeared in local dailies on July 4, 2016, the department is constrained to issue the following rejoinder to the allegations. No deductions in any form have been made at source by the department. And if any staffs are found indulging in such illegal practices of the department will initiate disciplinary action against the erring official/staff. Under the RTI Act every department is mandated to disclose information. The department has so far been complying. If there are such instances/cases where disclosures had been denied individuals/group may take up the matter with competent authority with supportive proof. All the registered NGOs seeking GIA are verified through the District Welfare Offices and basing on their verification the State Level Selection Committee for GIA recommends their inclusion for receiving the GIA. Some registered NGOs are maintaining multiple homes and if the State Level Selection Committee finds them befitting and deserving of GIA then only the grant is provided to the NGOs under multiple schemes. Details as under: 1) Ebenezer is maintaining a Children Home as well as an Old Age Home in Dimapur. (2) Caring Neighbour Ministry is maintaining an Old Age Home in Mokokchung and a Children Home in Dimapur. For the implementation of any Central/State programmes 3% of the total project cost is permissible for administrative expenditure. Setting aside Rs. 50,000/- for office expenses come up to only 1.1% of the total amount GIA released. Therefore, earmarking the amount for such expenses shall not be issued. No GIA is withheld by the department and pending payments if any is due to the NGOs not coming forward to claim the GIA. The department would further like to clarify that the amount of Rs. 5,00,000/- available under State Plan during 2013-14 was primarily earmarked for prevention and rehabilitation of drug abuse not confining to voluntary organizations alone. On the recommendation of the National Commission for Protection of Child Rights, the State Level Selection Committee had duly endorsed the recommendation made to an individual whose case was deserving and befitting. Problems faced by DBs in Dimapur

a) Dimapur being the commercial headquarter of Nagaland faces many problems to be solved by the administration with the active participation of the DBs and customary courts, but at present there is only a handful of regular Dobashis. Most of the DBs in district headquarter Dimapur are casual as well as fixed pay appointees because of which the day to day problems cannot be carried out smoothly. b) The casual appointees are not allowed to enjoy yearly increment as that of the other casual appointees in other district and some sub-station in the same district. c) Though the district requires more DBs, there is no new post creation and whenever some posts are vacated due to retirement or death, in such cases the senior or experienced person serving as casual or fixed pay categories should be regularized in the vacancy. Where as in July 2015 an interview for one post of DB was conducted in the absence of competent authority (DC).The interview was only for namesake, out of syllabus questions were prepared and random marks were given to the person that has been selected beforehand (back door appointment). Thus being a customary court the post be given to the most experienced senior person. d) Dimapur being a part of Nagaland, almost all the cases are to be judged according to our Naga customary laws and practices. Therefore, non-locals (non-Nagas) should not be given the privilege of appointment as DB or GB, because they do not know our Naga customary laws and traditions, but in areas dominated by non-locals they should be represented in local self-government as a council member. I hope and pray that my personal observation and experiences during my tenure as a DB under the district administration Dimapur be addressed as a given problem for the citizens of Dimapur and surrounding areas and the competent authority will take up these matter seriously and do justice to safeguard our rights. AR apprehends NSCN (K) member DIMAPUR: Joint team of 9 and 32 Assam Rifles along with Nagaland Police nabbed one NSCN (K) civil wing cadre identified as ‘leacy’ Asopa Yimchungar (43) son of Thuvikiv Yimchungar resident of Noklak village under Tuensang at Dimapur. According to AR, a specially constituted team tracked the cadre and nabbed him near Supply Depot, Dimapur on July 26. One 7.65 mm pistol, “three rds”, one magazine and one register with details of tax collection from vehicles was seized from his possession. AR said during the initial questioning, the cadre revealed that he was an active member of NSCN (K) ‘civil wing’ since March 2014 and had been working independently at Dimapur to collect tax on orders from town commander.

New Delhi, Jul 31 (PTI): Overseas investors have infused over Rs 12,600 crore into country’s equity markets this month, making it highest inflow in four months on rising hopes of passage of the GST Bill in the Rajya Sabha and expectations of better corporate earnings. Besides, foreign portfolio investors (FPIs) have invested Rs 6,845 crore in the debt markets during the period under review. Experts are hopeful that the Goods and Services Tax (GST) Bill will be passed in the Upper House of Parliament. The Bill is likely to introduce in the Rajya Sabha this week.

New Delhi, Jul 31 (PTI): Having announced capital infusion of Rs 22,915 crore in PSU banks, the Finance Ministry has asked them to submit plans for raising resources through markets, including public offers and sale of non-core assets. “With the infusion, the financial strength of the banks will get a boost. This can be then leveraged by the banks to raise funds from the markets which is looking up,” sources said. Banks were advised to submit funds raising from market at a meeting of chief financial officers of public sector banks (PSBs) with senior finance ministry officials to discuss the capital allocation recently. Under Indradhanush roadmap announced by the ministry last year, the government will infuse Rs 70,000 crore in PSBs over 4 years while they will have to raise a further Rs 1.1 lakh crore from the markets to meet their capital requirements in line with global risk norms Basel-III. “Improved valuations coupled with value unlocking from non-core assets as well as improvements in capital productivity, will enable PSBs to raise the remaining Rs 1,10,000 crore from the market,” Indrad-

The government’s move to introduce the requirement for companies comes against the backdrop of instances where people have been duped by way of fraudulent activities, including through online platforms. Tweaking the rules for incorporation of companies, the government has also put in place stricter conditions for conversion of unlimited liability companies into a company limited by shares or guarantee. The corporate affairs ministry has amended the rules for incorporating a company under the Companies Act, 2013. Ahead of Rajya Sabha considering the biggest indirect tax reform measure since independence, the government has met a key opposition demand of scrapping 1 percent additional tax on inter-state movement of goods. It has also agreed to compensate states for any revenue losses for five years. “The tax process/system under GST would stand simplified with the government’s decision to do away with 1 percent additional tax on interstate supplies. “...Tax would have resulted in a cascading tax on interstate supplies, resulting in an otherwise not so pure GST and would have also driven companies to consider the same while making warehousing/ logistics decisions,” said Mahesh Jaising, Partner, BMR & Associates LLP. Austin, Jul 31 (AP): A shooting in a crowded entertainment district of downtown Austin today set off a chaotic scene, leaving one woman dead and three others wounded and police searching for a suspect. Austin Police Chief of Staff Brian Manley says police received reports of gunshots in the crowded entertainment area shortly after 2 AM (local time). Police arrived to find a chaotic scene and five people shot. Manley says a suspect began firing into the crowd after an initial disturbance. He said woman was pronounced dead at the scene, and three other women were taken to University Medical Center Brackenridge with gunshot wounds. Officials described those transported to the hospital as serious, but said their wounds were not considered

life-threatening. Manley said another victim declined to be transported to the hospital. “It was a very chaotic scene,” Manley said. “A lot of people running in different directions with all the gunshots coming out.” He said officials are trying to determine who the suspects are, and he did not rule out that a suspect might be one of the people transported to the hospital. Police originally reported an active shooter scene in the area, but Manley said two separate incidents caused the confusion. He said there was another confrontation in a nearby parking garage and that a shot was fired there. Houston, Jul 31 (PTI): The hot air balloon that caught fire mid-air and crashed in central Texas killing all 16 people on board may have struck high-voltage power lines before hitting the ground, authorities said today as they probed the deadliest balloon accident in US history. Federal Aviation Authority officials said the balloon carrying 16 people caught fire before crashing around 7:30 am in pastureland near Lockhart, 48 km south of Austin, in an area often used for balloon landings, a public safety official said. The Caldwell County Sheriff ’s Office said nobody on board survived. Caldwell County Judge Ken Schawe was quoted by CNN as saying that it looks like the balloon collided with a power line before catching fire and crashing to the

ground. An official with the Texas Department of Public Safety said that investigators believe the hot air balloon struck power lines and caught fire. This is the preliminary working theory, he said. “First I heard a whoosh,” Margaret Wylie, who lives near the crash site, told CNN affiliate TWC. “And then a big ball of fire (went) up. I’d say it got as high up as those lower electric lines.” The 16 deaths make the balloon accident the deadliest on record in the US. Previously, the highest number of fatalities in a single US hot air balloon crash was six in 1993 in Colorado. S R Nathan Singapore, Jul 31 (PTI): S R Nathan, a former Singapore President of Indian-origin today suffered a stroke and is in a critical condition in the ICU. 92-year-old Nathan suffered a stroke early this morning and is in critical condition in the Intensive Care Unit at Singapore general hospital, the Prime Minister’s Office said in a statement. Nathan was Singapore’s sixth and longest-serving president, had earlier suffered a stroke in April last year. Following that his family said he was recovering and undergoing therapy. Nathan was in office for

two terms from 1999 to 2011 and officially stepped down as President on August 31, 2011 after announcing that he would not seek a third term in office. He was succeeded by President Tony Tan Keng Yam. After stepping down, Nathan took up appointments as Distinguished Senior Fellow at the Institute of Southeast Asian Studies and at the Singapore Management University’s School of Social Sciences. Prior to becoming President, he held key positions in the civil service, in security, intelligence and foreign affairs. He was appointed as Singapore’s High Commissioner to Malaysia in 1988 and later Singapore’s Ambassador to the United States of America from 1990 to 1996. He also served as Singapore’s Ambassador-at-Large, and later pro-chancellor of the National University of Singapore. After a two-minute freefall, Luke Aikins landed dead centre in the 100-by-100-foot net yesterday at the Big Sky movie ranch on the outskirts of Simi Valley. As cheers erupted, Aikins quickly climbed out, walked over and hugged his wife, Monica, who had been watching from the ground with their 4-year-old son, Logan, and other family members. “I’m almost levitating, it’s incredible,” the jubilant skydiver said, raising his hands over his head as his wife held their son, who dozed in her arms. “This thing just happened! The most serious incident occurred on Saturday at the Marina da Gloria, the starting point for sailing events, where waves partially destroyed the main ramp for sailors to access the water. Over 80% of tickets sold for Rio Brasilia, Jul 31 (IANS): More than 80 per cent of the tickets available for the Rio Olympics have been sold, organisers said on Saturday. Fans have spent 1.03 billion reais ($320 million) on tickets, representing 96 per cent of the target set by the Rio 2016 organising committee, Xinhua news agency reported. Some 6.1 million tickets were made available for the Games. According to organisers, ticket sales revenue is expected to make up 16 per cent of the cost of running the Olympics, which run from August 5 to 21. The figures were presented in a report to the International Olympic Committee during its last meeting with organisers before Friday’s opening ceremony. The report also included an update on unfinished construction work at the Olympic village, which prompted some delegations to delay their arrival. “Everything is on track,” Rio 2016 president Carlos Nuzman said. “All Games have problems. The forecast is that within three, four or five days, we will correct a lot of things,” he added.

The Prime Minister also expressed satisfaction over the fact that India, this time around, was able to send a strong contingent of 119 sportspersons to the Rio Olympic Games. “India has been associated with the Olympic Games for over 100 years but only this year we were able to send 119 sportspersons to Rio,” he said, adding that the entire contingent was prepared well and government took special care of their training. “We allotted special budget for their diet and training this time around,” he said, adding that players were asked where and under whom would

they like to be trained, and all arrangements were made accordingly for every selected individual with government spending from Rs 30 lakh to Rs 1.50 crore on a player. Modi said that care has also been taken to provide good Indian food to the visiting contingent. Speaking about how a player needs time to settle down in new conditions of a host country, he said the sportspersons need time to come out of the jet lag and that is why India sent its contingent to Rio well in advance. The Prime Minister also urged people to start preparing about the next Olympic Games, to be help in Tokyo in 2020, saying every district of the country must send a sportsperson to the international games. “Our government will do everything to support and prepare sportspersons for next 2020 Olympic Games in Tokyo,” he said.
