participation was also required. He mentioned that the health department had discussed with Chümoukedima EAC on initiating certain social measures by collaborating with GBs and village councils. Kinimi said Nagaland Development Outreach, in collaboration with the health department, had called for observing one dry day in a week whereby all containers around the house like flower pots, flower vases, tyres, buckets, etc, were emptied and dried. The CMO said while the health department would continue playing its role in curbing the spread of the vector-borne disease, every household too should collectively participate in controlling dengue breeding ground in their surroundings. For combating dengue, only government intention would be futile, he added. Meanwhile, Urban Vector Borne Disease Scheme (UVBDS) assistant director Kikolul Khieya mentioned that around 20 staff was on the field studying the mosquito presence across eight colonies in a week
and also studying presence of Aedis Aegypti larva. He said, as per the study, the container index was very high, confirming failure of the community and public to prevent dengue outbreak. He stressed public had to extend cooperation by cleaning their surroundings. Dimapur district vector borne officer Dr Imtiwabong Aier said no cases of death had been reported till date and urged people not to panic but maintain cleanliness. When contacted, EAC and Chumukedima administrator Thejavizo Nakhro claimed that in collaboration with health department awareness programmes and campaigns were being conducted with youth, mother, church and business communities, complemented by mass social work. Agreeing that something ought to be done to control the spread of disease before it became an epidemic, Nakhro remarked that everyone needed to be aware about dengue breeding grounds and keep the surroundings clean.
He said, if anyone was found having dengue symptoms, he or she should be immediately rushed to the hospital for treatment and that those who tested positive should undergo the ELISA Test at District Hospital in order for confirmation. About ELISA IgM test, DHD blood bank in-charge Dr Temsu said it was a standard test adopted under National Vector Borne Disease Control Programme (NVBDCP) for detecting IgM antibody to dengue virus. He explained that IgM antibody appears from third to fifth day of illness, peaks at two weeks and becomes undetectable after two or three months. This test kit is manufactured and quality controlled by National Institute of Virology, Pune, the country’s premier viral institute and issued free of cost for use in national programme. ELISA IgM dengue test is used as standard test in national programmes. Temsu said in Nagaland ELISA test was only available at SSSL DHD, which was manned by NVBDCP and was free of cost.

Political slug-fest over GDP data NEW DELHI, AUG 21 (AGENCIES): An official report that suggests India recorded the highest growth under the Congressled UPA has vanished from the website of the Union Ministry of Statistics. It was “a draft”, the ministry now says of the report that has deeply embarrassed the government and triggered political sparring. The back series data on Gross Domestic Product (GDP) was prepared by the Committee on Real Sector Statistics set up by the National Statistical Commission and released on the ministry’s website. It reappeared buried in the “drafts” section with an added note, saying this report should not be quoted. Comparing the growth rates between the old series (2004-05) and the new series based on 2011-12 prices, the report said a
record 10.8% GDP was recorded in 2010-11 under the Manmohan Singh government. “Truth has triumphed. The back series calculation of GDP has proved that the best years of economic growth were the UPA years 2004-2014,” tweeted P Chidambaram, who was Finance Minister in the Congress regime. Chidambaram said the average growth rate under the UPA-1 government was 8.87 per cent, during which it also clocked double digit growth of 10.08 per cent in 2006-07. In the UPA’s second term, it was 7.39 per cent, he said, citing the GDP data. Chidambaram also accused the current government of losing the economic momentum because of “demonetisation, flawed implementation of GST and tax terrorism”.
The BJP hit back, with party spokesperson Sambit Patra saying, “Headline figures do not subvert the fact that Congress-led UPA rule was marked by reckless lending, macro-economic instability, high inflation, policy paralysis and highest corruption”. Joining the debate, Union minister Arun Jaitley said the policies of the UPA to promote growth led to macro-economic instability. During the UPA regime, “fiscal discipline was compromised and the banking system was advised to go in for reckless lending, notwithstanding the fact that it would eventually put the banks at a risk. And yet when the UPA moved out of power in 2014, the last three year record, even in terms of growth, was less than modest,” Jaitley said in a Facebook post.
being established with a campus area of 18 acres. He said the college was nearing completion and would soon have separate administrative and academic blocks, separate hostels for boys and girls, library, laboratory with lab/office equipment and furniture. Former parliamentary secretary for higher education Deo Nukhu laid the foundation stone of Wakching New Model College, which is located about 30 km away from Mon district headquarters, on June 27, 2015. The college is being established under RUSA, a national higher education mission under the Union Ministry of Human Resource Development. Detail project report of the college was estimated at Rs 12 crore in 2015.

South Tura by-poll campaign ends JNIMS doctors call ceasework strike
Meghalaya CM Conrad Sangma on the last day of campaign on Tuesday.
TURA, Aug 21 (Agencies): The curtains have finally come down on over three week long campaign that was dogged by extreme temperatures, weather as well as verbal, for the prestigious South Tura constituency where Meghalaya Chief Minister Conrad K Sangma is pitted against three other opponents, including the Congress. Campaigning came to a close at 5 PM on Tuesday.
The last day of campaigning was by and large a low key affair as the candidates changed poll tactics, replacing public rallies with door-to-door campaigns hoping for a closer bonding with the voters, according to ST report. Both, the Congress candidate Charlotte W Momin and Independents John Leslee K Sangma and Chris Kabul A Sangma, spent the last day of campaign visiting homes and appealing to
voters to cast their precious vote in their favour. The NPP and Chief Minister Conrad K Sangma also visited several homes in different localities to seek peoples’ support before heading down for a last campaign rally at Rishipara locality near the Tura main market. Despite the verbal spates between the candidates and their parties at the campaign trail, yet, this election has been by far the
most peaceful in recent times with no untoward incidents having been reported from any place. Barring minor complaints on use of loud speakers and allegations of money distribution, there have been no reports of any violence even as security remains tight across the South Tura constituency. Security has been tight across the poll bound constituency with checking of vehicles and frisking of passengers, raiding of illegal liquor dens and intensified night patrolling. Five sectors under two security zones have been set up, each manned by a gazette officer with sufficient force, police officials informed. Four additional companies of central paramilitary force, three from the Indo-Tibetian Border Police and one from the CRPF, have arrived for deployed in South Tura for the election, informed West Garo
Hills district police chief Dr MGR Kumar. Besides the existing district force, two state police battalions on deployment elsewhere in Garo Hills have also been closed for election duty in Tura. “We are conducting naka checking at all entry and exit points to the constituency and deployment of adequate force at sensitive areas and locations have already been done. Foot patrolling is also taking place at the sensitive points,” said the district SP. Meanwhile, campaigning has also ended in Ranikor constituency of South West Khasi Hills, which goes to the polls simultaneously with South Tura. The campaign in Ranikor is being seen by many as a close fight between Martin Danggo of the NPP, Pius Marwein of the UDP, Jackuish K Sangma of the Congress and P N Syiem of the PDF.
Doctors of JNIMS hospital staging protest at JNIMS campus in Imphal on Tuesday.
Imphal, Aug 21 (PTI): Functioning at the state-run Jawarharlal Nehru Institute of Medical Sciences (JNIMS) was affected after over 100 senior resident doctors (SRs) Tuesday launched an indefinite ceasework over “anomalies” in rules. A senior official of the hospital, who refused to be quoted, said the normal functioning of the hospital was affected by the ceasework and admitted patients were being looked after by nurses. The doctors did not at-
tend the Out Patient Department clinics and patients had to return, the official said. The anomalies in rules are depriving the SRs from being promoted to Assistant Professors as the administration is going for direct recruitment to those posts, Resident Welfare Committee Spokesperson S Bikramaditya said. There were at least 77 SRs who are being deprived, he said claiming that there is no established scheme for career advancement of the SRs and the JNIMS authorities
had repeatedly been ignoring their demand on this. What triggered the doctors’ agitation appeared to be an advertisement for direct recruitment of Assistant Professors. Terming this as “unacceptable”, Bikramaditya demanded cancellation of the advertisement. JNIMS Director Bhimo said as per existing rules, recruitment should be based through open advertisement and the question of giving preferences to SRs is not included in the rules.
AAPSU detects over 2000 ILP violators in Arunachal
Itanagar, Aug 21 (PTI): The All Arunachal Pradesh Students Union (AAPSU) Tuesday said it has detected over 2000 Inner Line Permit (ILP) violators across the state during a drive taken up after publication of the complete draft of the NRC in neighbouring Assam on July 30. The list of such violators was given to the police in various districts, following which they have been taken out of the Arunachal Pradesh’s boundary into Assam, All Ar unachal Pradesh Students Union general secretary Tabom Dai claimed.
Admitting that they have received such lists from the apex body of students’ associations in the state, police sources said, without elaborating, that they were on the job. “Altogether 2205 Inner Line Permit violators were detected during the two-day Operation Clean Drive from August 17. The drive has been suspended temporarily and it will resume soon,” the AAPSU general secretary said. Dai said these people were staying in the state without valid ILP which is mandatory for outsiders for entry into Arunachal Pradesh.
Sikkim in the dark on Doklam stand-off: Chamling
Gangtok, Aug 21 (PTI): Sikkim Chief Minister Pawan Chamling has said that during the Doklam stand-off with China, the state government was kept in the dark by the Centre. He said neither the central government nor the Army had informed him anything about the situation. “Even during such tense times, whatever I heard and saw on the standoff was from television and newspapers,” Chamling told a group of visiting journalists from West Bengal here yesterday. He said that there was a fear psychosis among the people of Sikkim on the Doklam issue. The Sikkim government’s stand was to do everything in its capacity to uphold the sanctity and security of the nation, the chief minister said. Troops of India and China were locked in a 73day stand-off in Doklam from June 16 last year, after the Indian side stopped building of a road in the disputed area by the Chinese
Army. The stalemate ended on August 28. Responding to a question about Sikkim-West Bengal relations in the context of separate statehood demand in Darjeeling, Chamling said he had spoken to Chief Minister Mamata Banerjee on more than one occasions and assured her of working together to maintain peace in the hills. Chamling, the longest serving chief minister in the country, said the two states have agreed to share each other’s resources in sectors such as tourism and industry. He said the focus of his government is to ensure qualitative development through scientific, environment-friendly and sustainable methods. Some of the steps taken by the Sikkim government towards environment conservation has resulted in a four per cent increase in forest cover, the chief minister said. Chamling also said the state is working towards enhancing the quality of education in Sikkim.
Left supporter killed in Tripura
Agartala, Aug 21 (Agencies): In shocking incident, a senior citizen Abdul Kadir (65) who was a member of All India Agricultural Union and a supporter of Left Front was brutally murdered in broad day light on Tuesday at Panisagar while he was seated inside a tea stall. The accused of the murder Shyamal Nath has been arrested. CPI(M) has claimed that Shyamal Nath is an activist of BJP and this murder was politically motivated. Abdul Kadir is a fifth Left Front activist who has been murdered since the BJP-IPFT government came into power. According to TNT, CPI(M) State Secretary Bijan Dhar said, “Today morning Abdul Kadir who was a member of All India Agricultural Union and a supporter of Left Front was killed in broad day light by some Shyamal Nath who is an activist of BJP. Shyamal Nath’s elder brother is also accused of killing one Forest Ranger two or three years ago. The murder was politically motivated. We condemn this killing. A delegation from our party will go to the victim’s house tomorrow and then we will decide our future course of action”. K Y M C
When contacted, Capital SP Harsh Vardhan said, “We are on the job. The police are checking the Inner Line Permit documents of the people after the (complete draft of the) NRC was published. We are taking action.” The Arunachal Pradesh Police have also detected 2,333 Inner Line Permit violators across the state since the publication of the complete draft of the NRC in Assam. Papum Pare district accounted for the maximum number of 663 violators, police sources said. These figures were shared by the Director
General of Police S B K Singh in the state cabinet meeting on August 10. The students’s body, however, expressed disappoin tment with the government over the Inner Line Permit. “The state government has failed to detect ILP violators. They act only when they are detected by the AAPSU,” Dai alleged. Chief Secretary Satya Gopal said the state government has issued directives to the SPs to remain alert on possible infiltration of illegal migrants into the state. The police have start-

Stating that around 3,300 agar trees will be planted in the surroundings of Island village, he asked the villagers to wholeheartedly nurture the trees till its maturity. Replying to queries of the villagers, he said the villagers can earn from Rs 30,000 to Rs one lakh per tree within a span of seven-eight years. He said that the mass agar plantation will help in providing sustainable economic development in the

state. It may be mentioned here that the agar plantation was launched by Manipur chief minister N Biren Singh at Langol Reserved Forest, Luwangshangbam in Imphal West district on June 24, 2018 under an initiative of the government to provide alternative livelihood to the villagers of the state. The plantation drive
is being carried out in the state following MoU signed with the Government of India and Government of Laos during the last year’s Manipur Sangai Festival. Government of Laos will provide maintenance fund, necessary treatments for the trees and a market place for the agar trees planted in the state.
Principal chief conservator of forests, Kereilhouvi Angami and head of forest Force (PCCF & HoFF), officials of Thoubal forest division and locals of the area attended the programme. The state forest department has so far conducted the plantation drive in Chandel, Ukhrul and twin Imphal districts.

A day after the opposition CPI-M urged the Bharatiya Janata Party (BJP) government to contribute funds to the flood-ravaged Kerala, the Tripura government on Monday night said that it will donate Rs 1 crore. “The council of ministers in its meeting today (Monday) decided to donate Rs one crore for the relief of the flood-affected people of Kerala,” Education and Law Minister Ratan Lal Nath told the media . The Communist Party of India-Marxist (CPI-M) on Sunday urged the BJP-
led government in Tripura to donate funds to the flood-hit people in Kerala, pointing out that no saffron partyruled state has yet donated any amount to the southern state. CPI-M central committee member Bijan Dhar said, “Some non-BJP ruled states and many organisations and individuals have come forward to help the state (Kerala), which was hit by one of the worst natural catastrophes of the century.” Dhar, also the secretary of the Tripura state committee of the Left party, said that the CPI-M would launch an 11-day long fund collection drive on Tuesday across the state to help the affected people of Kerala. M e a n w h i l e, M i z oram Chief Minister Lal Thanhawla Tuesday wrote

Locals of Kergao under Porompat police station of Imphal East stormed the house of the alleged accused Md Rohit alias Rajesh (29) son of late Md Riyajuddin of Khergao Tuesday forenoon. Md Rahid was arrested by police on Monday afternoon in connection with murder of 26-year-old Pukhrihongbam Memi Chanu of Ekou Bazar, Imphal East who was murdered and thrown into the river. The dead body of the girl in a gunny back was recovered from Iril River on August 17 last after she went missing on August 14. Police suspect she was murdered after being sexually assaulted and robbed. During the course of investigation, police pointed out Md Rohit alias Rajesh
(29), the boy friend of the girl as prime accused of the heinous crime and arrested him from his house Monday afternoon. On the other hand, residents of Ekou Bazar where the deceased girl hailed from, in a public meeting convened Tuesday, demanded that the culprit should be hanged till death within 48-hour. The meeting formed a joint action committee to press the state government to translate into action the demand put forwarded by them. While setting the 48-hour deadline, the meeting resolved not to accept the dead body of the girl until and unless a positive response is received from the government. The dead body of the girl is lying at JNIMS morgue. “No ritual ceremony will be performed until positive response comes up from the concerned authority,” Kh Dharmen, the convener of the JAC against Brutal Killing of P Memi Chanu told reporters after the meeting.

of Rural Development. The visiting officials would learn how better success could be achieved in executing the rural flagship job scheme,” he added. During the Left rule in Tripura, until 2015-16 fiscal, the state had occupied the top spot in the entire country for seven consecutive years in providing jobs under the MGNREGA. In 2015-16 FY, average days of employment provided per household was 94.46. In the current financial year (2018-19) so far, the Bharatiya Janata Party government has provided 14.21 days per household while in the last fiscal (201718) it was 33.68. The MGNREGA, which is considered a pioneering rights-based legislation in the world, was
introduced in February 2006 by the then Congress-led United Progressive Alliance government. It mandates 100 days of work in a financial year to at least one member of each rural household -- but this has never been achieved in any state. The scheme aims to generate rural assets and create rural infrastructure like roads, ponds and water reservoirs. The average wage rate was Rs 161.87 per day per person in the last financial year. The opposition Communist Party of India-Marxist (CPI-M)-led Left Front leaders are constantly saying that there are huge crisis of food and rural jobs in the interior and tribal dominated areas in the state. Former Tripura Chief Minister and
CPI-M politburo member Manik Sarkar said that for the past five months the lives and livelihood of the common people are at stake as the jobs for the poor and tribals under MGNREGA and the Tripura Urban Employment Programme, launched by his government, had dwindled. “When people are dying in the absence of rural, urban jobs and other scheme-based works, BJP activists and the partysponsored goons continue to attack opposition party supporters, their homes and assets, including destroying 54 rubber gardens and poisoning a huge number of fishing ponds. “Over 2,500 opposition party members and supporters, including 125 women
were injured in the hundreds of attacks by the ruling party activists,” Sarkar told the media here on Tuesday. A fact-finding team comprising farmers and political leaders, including Narmada Bachao Andolan (NBA) activist Medha Patkar, said: “An undeclared Emergency-like situation prevails in Tripura ever since the BJP-IPFT alliance won the Assembly polls on March 3. Law and order has collapsed.” Patkar visited the state earlier in August. BJP leader Pratima Bhowmik has, however, rubbished the observations saying that there has been no political violence in Tripura in five months. She has also claimed better performance of MGNREGA during this period.

Love over hate
ven as the massive floods in Kerala have killed nearly 400 people and 6,61,887 people reported to be in relief camps (the total number is yet to be ascertained) and even as the state government has been pleading for urgent fund assistance to the tune of Rs.2500 crore of which the centre had sanctioned Rs.600 crore the flood waters have begun to recede but Kerala is still reeling under the impact of the severest calamity ever faces in a century. Innumerable houses have collapsed in landslides or been washed away by floodwaters over the past month, when Kerala has been devastated by one of the worst floods in a century. Officials say the number of houses fully damaged may cross 75,000. While all these painful events of the past few weeks faced by the people of Kerala are also felt across the world, the shameful episode of rubbing salt to injury by divisive and political opportunists in their comments was most condemnable. Acting with compassion, respect and empathy for the suffering are the hallmarks of humanity. Yet, every now and then, people of vile and bigoted mindsets rear their heads like ugly little pimples, laying bare their inherent apathy. Along with the rise of social media, such hate has become easy to channel and easier to get away with. At times the comments from various sides has only led to inflammation of communal sentiments. The comments were seen either seen in various social media including tweeter. Amid all the destruction, loss and the mad rush to rescue people stuck on rooftops and even inside their flooded homes, some people claimed that the calamity was spurred on by ‘Malayalis who ate beef’. According to them, ‘God’s Own Country’ spurned the gods by eating beef. Another tweeted “Don’t donate to Kerala. More than half the state is Muslims and Christians. Let them suffer for what they are doing to Sabarimalai.” Recently appointed to the Board of Directors of the Reserve Bank of India by the Centre, Gurumurthy faced flak for writing on Twitter that the Supreme Court’s decision to allow women entry into the Sabarimala temple had caused the floods because Lord Ayyappa might have been angered by the judgement. Another person , identified as Sandeep Singh who asked donations be given to Sewa Bharati (an NGO founded by late Balasaheb Deoras of RSS) tweeted that by “contributing to Kerala chief minister’s fund for Kerala Flood Relief, chances r that most of it will be used for Muslims, Christians and to convert Hindus. Donate to Sewa Bharati.” Such hate-filled, bigoted and shocking comments came from those who align their minds with the communal organisations and their agenda. However, India is not made up of those who spew venom and hatred against others. Despite of the nation-wide call by Sangh Parivar allies to refrain from making donations to the Kerala flood disaster relief fund, a temple trust in the state decides to donate its entire treasury collections to the rehabilitation project. Keezhillam Kaniyasseri Vishnu temple of Eranakulam made a socially opposite move by signifying that it doesn’t identify itself with the sectarian sangh parivar politics. The head priest Anil Divakaran Namboothiri officially handed over the entire fund to the relief move, says a report. This is what has kept India united and hopefully more such bravehearts will overcome hatred with love.
DailyDevotion The Ministry of the Unnoticed Blessed are the poor in spirit… —Matthew 5:3 The New Testament notices things that do not seem worthy of notice by our standards. “Blessed are the poor in spirit….” This literally means, “Blessed are the paupers.” Paupers are remarkably commonplace! The preaching of today tends to point out a person’s strength of will or the beauty of his character— things that are easily noticed. The statement we so often hear, “Make a decision for Jesus Christ,” places the emphasis on something our Lord never trusted. He never asks us to decide for Him, but to yield to Him— something very different. At the foundation of Jesus Christ’s kingdom is the genuine loveliness of those who are commonplace. I am truly blessed in my poverty. If I have no strength of will and a nature without worth or excellence, then Jesus says to me, “Blessed are you, because it is through your poverty that you can enter My kingdom.” I cannot enter His kingdom by virtue of my goodness— I can only enter it as an absolute pauper. The true character of the loveliness that speaks for God is always unnoticed by the one possessing that quality. Conscious influence is prideful and unchristian. If I wonder if I am being of any use to God, I instantly lose the beauty and the freshness of the touch of the Lord. “He who believes in Me…out of his heart will flow rivers of living water” (John 7:38). And if I examine the outflow, I lose the touch of the Lord. Who are the people who have influenced us most? Certainly not the ones who thought they did, but those who did not have even the slightest idea that they were influencing us. In the Christian life, godly influence is never conscious of itself. If we are conscious of our influence, it ceases to have the genuine loveliness which is characteristic of the touch of Jesus. We always know when Jesus is at work because He produces in the commonplace something that is inspiring.

T
he ruling Bhartiya Janata Party (BJP) is well entrenched in six of the seven northeastern states, something not imaginable when partition was discussed. Fakhruddin Ali Ahmed, then a top Congress leader, once admitted that for the sake of votes, the Muslims from neighbouring countries like East Pakistan, now Bangladesh, were brought to Assam. He said that the Congress did it purposely because “we wanted to retain Assam.” This created a serious problem for the people of the state. Since then the issue of infiltration has loomed large in the northeast, especially in Assam. But then the process to check illegal migration in the northeast, which began during the British Empire, remains unfinished despite various efforts made at the national and state levels. Consequently, a large scale migration impacted the social, economic, political and environmental which led the people of the northeast voicing concerns. When the Immigrant (Expulsion from Assam) Act 1950 was passed in Parliament, allowing only those people who were displaced because of civil disturbances in East
Immigrants or vote banks?
Pakistan into the region, the deportation of people caused much antipathy in West Pakistan. Subsequently, an agreement was signed between Prime Minister Jawaharlal Nehru and Liaquat Ali Khan, which allowed the return of those people to India deported in 1950. During the India-China war in 1962, there were reports that some infiltrators with Pakistani flags were seen on the borders, resulting in the Assam Plan which New Delhi adopted to prevent infiltration from Pakistan in 1964. But the continuing atrocities in East Pakistan in the early 70s led to an unchecked entry of refugees into India on large scale. The Indira Gandhi-Muji-ur Rahman Agreement in 1972 redefined the status of illegal immigrants in India as it declared that all those who had come before 1971 were declared non-Bangladeshis. The Assamese resented the agreement and launched an agitation, leading to Illegal Migrant (Determination by Tribunal) Act coming into force in 1983. The Act was meant to detect and deport illegal migrants through tribunals. But it could not resolve the perennial
immigrant problem in the northeast. Soon after, when the Assam Accord of 1985 was accepted, it fixed the cut-off date to determine illegal migrants in Assam as March 25, 1971, the day Bangladesh was born. The accord mentioned that all those migrants who had come and settled in the state on or before this date shall be regarded as citizens and Kuldip those illegal migrants who are found to have arrived in the state after this date are to be expelled in accordance with the law. The rebel groups, coming under the umbrella of AASU, launched a militant struggle against the centre seeking to revoke the accord and instead enact a law that deported all illegal immigrants irrespective of their time of immigration. However, there was no respite for the locals as the immigrants were clandestinely provided with ration cards and their names were included in the voters’ list. The growing clout of the Bangladeshi immigrants made the situation in Assam worse. In fact, the overall Muslim population in the region has grown to over 40 per cent now, according to an
estimate. Ultimately, the Supreme Court had to intervene to set aside Act in 2005. In its judgment, the apex court declared that the Act “has created the biggest hurdle and is the main impediment or barrier in the identification and deportation of illegal migrants.” However, the infiltration from Bangladesh remains Nayar unchecked and illegal immigration continues to be a sensitive issue, exploited by vested political interests. A decade of agitation by northeast rebel groups, both peaceful and violent over the illegal foreign national issue, has not brought concrete success. Unfortunately, the BJP government at the Centre is bent on bringing an amendment to the Citizenship Act of 1955 which will enable the religiously persecuted migrants to obtain citizenship thus distinguishing them on communal lines. The majority of the people of Assam are against the proposed amendment since it goes against the spirit of the Assam accord which states that all illegal migrants from Bangladesh after 25 March 1971 would be deported.
The Centre should, instead, initiate measures to address some of the pending inter-state issues, especially the boundary dispute of Assam with Nagaland, Mizoram, Arunachal Pradesh as well as Meghalaya. All these states, except Arunachal Pradesh, were carved out of Assam at some stages. Similarly, Manipur also has a boundary problem with Mizoram and Nagaland but they are not as prominent as that of Assam. Yet, the region is united on many important issues like harassment of people from the northeast, particularly the student community in some parts of the country, including in the national capital. The feeling is of neglect by the Centre and the lack of sincerity which is telling upon the states. They want more involvement of the government in the development of the region. No doubt, the BJP government has introduced several measures for the development, trying to connect with the people of the region emotionally. But then the Armed Forces Special Power Act (AFSPA) has been a sore point. The Centre has gradually lifted the act from
many parts of the region but it can do much more, taking into consideration the ground situation which has improved considerably. Illegal migration will remain a security challenge for India if no adequate measures are taken, including checking and deporting illegal migrants. The ruling BJP must always remember that the northeast is a plural society devoid of much communal violence unlike the Hindi heartland. Hence, it is paramount that the Centre should concentrate more on the development and good governance rather than trying to impose its Hindutva philosophies. Wi t h t h e ge n e r a l elections due next year, the BJP cannot afford to ignore the problems the northeast is facing. Of the 25 Lok Sabha seats from the region, Assam has the highest seats with 14 members. With BJP faring badly in the recent by-elections and many regional parties looking to go it alone in the coming elections, winning every seat will be important for Prime Minister Narendra Modi. After all, he and the party know well that the political loyalty in the northeast can change very fast.
Post-mortem The ‘Indo – Naga’ political talk
B
y the grace of God I have personal experiences of the political trauma since the beginning up to now as I am 97 years now. Though I am a mere ordinary man, in the exercises of my personal conviction as a Naga, for five times I was in Police and Military custody and I was summoned by two factional governments of the Nagas to their respective okings for my press statements. Whether success or failures I do not blame the leaders because God has been doing anything at any time according to his own will. Though Phizo was not the first President of NNC, he was the pioneer leader of the Naga Nationhood and he played his role as the leader of the Naga Independence Movement as far as he could. He was successful as the movement gained momentum throughout Naga
inhabited areas. The Nagaland Federal Government was set up on March 22, 1956 and a Ceasefire Agreement between the Government of India and Nagaland Federal Government was declared on September 6, 1964 and political talk was started but it came to a fiasco. After a lapse of 30 years, talk between the Government of India and NSCN(I-M) was started which continues inconclusive up to now. The talk took more than 20 years and now it depends on the Government of India whether to expedite it or not and it is a matter of fact that the Nagas are impatient and frankly speaking if some ones from among the Nagas take an alternative decision and slip away the whole set will be disturbed and a great political crisis will crop-up. According to my observation this is true. Rev. L. Suohie Mhasi

he apathy of the state government on the growing issue, pertaining to land encroachment in educational institution will severely ramify into manifold issue from different pocket of Nagaland. While timely intervention is the need of the hour. The concern authorities should not bring the usual dilatory policy just to deflect attention, as in the cases of giving mere assurance, lest the incipient issue grow bigger. The menace of rampant land encroachment however is not confine only to educational institution, many department in our state is never free from such encumbrance. The allotted land is either encroached by the owner or the state government such issue crop up when government failed to facilitated the needs of the land owner or when state government override the sole purpose of the land for their own vested interest. The recent imbroglio on land encroachment at K.S.C Jotsoma is one instance that conspicuously projects the state government insou-
ciant attitude toward the plight of student community. When the interest and welfare of the student are put on hold their future remains at stake, who is to be blame here? The govt, student, teachers or the parent! No parents send their children to college/school to participate in vandalizing properties, discontinuing classes, strike or protest .Neither was it a part of their curriculum nor was endorsed by their teacher. The lackadaisical attitude on the parts of the state machinery invite all sort of activities detrimental to students community as they resort to threat, a better option to awake the govt. Needless to mention the state govt concern for student welfare, even scholarship are never disburse on time, and much to the consternation of the student leaders the Govt. awake and response only when intimidate with bandh, protest, strike etc, if this trend continue to become the only channel, the only sources, and the only platform whereby our plight and grievances has to be address, then delivering

The conundrum on K.S.C.J could have been conciliated amicably, had the govt being pragmatic enough while deliberating on the pros and cons with the aggrieved parties, the magnitude of this issue could have simmer down. The core-issue being land encroachment must not turn the other way round as rejoinder clarification, or for that matter ultimatum serve to each other will not resolve the matter. Nirav, Mehul’s illegal bungalows to be razed
M u m b a i , Au g 2 1 (IANS): At least 160 illegal bungalows belonging to top celebs, including absconding diamantaire Nirav Modi and his uncle Mehul Choksi on Raigad sea coasts, will be demolished for alleged violations of norms, Maharashtra Environment Minister Ramdas Kadam said on Tuesday. He issued the directions after chairing a review meeting of the illegal constructions dotting various picturesque beaches in Raigad district. “There are around 151 illegal bungalows on or near the beaches in the Murud stretch and another 121 in Alibaug, violating Coastal Regulation Zone rules, not adhering to sanctioned plans and other regulations,” Kadam said. Of these, 111 bungalows, 61 in Alibaug and 50 in Murud -- both prime beach destinations -- belong to locals or fisherfolk, which would not be disturbed for the present, he added. Many of the other outsider illegal occupants have secured stay from various

After the police verification of documents, the government is hopeful that the NGT will expeditiously clear them within the next 2-3 months, and the defaulters also face a fine of Rs 100,000 or a five-year jail term. Besides Modi and Choksi, some other prominent owners of these lavish bungalows include industrialists, leading businessmen, film and television personalities and others. The Raigad collec-
torate has informed that Modi’s bungalow is in Kihim and Choksi’s in Awas village and will be razed for violating Coastal Regulatory Zone norms. Since their bungalows are attached by the Enforcement Directorate after their names came up in the Punjab National Bank (PNB) fraud in February, the collector has sought the ED’s clearance for the demolition plans. Recently, the Bombay High Court had pulled up the government over the delays in taking action against the illegal bungalows of Modi, Choksi and others.

SC asks Centre to make Planning dept refutes PDR allegation new law for political parties (From p-1)
New Delhi, Aug 21 (IANS): The Supreme Court on Tuesday asked the government if it can direct the Election Commission to include in the symbol order a clause that a political party is liable to lose its recognition if it fields candidates with criminal antecedents. “Why can’t we exhort Parliament like the Law Commission does to address the problem? Why can’t we take clue from Section 33A of the Representation of People Act and direct the Election Commission to include in Symbol order a stipulation to bar people with criminal antecedents from electoral fray?” the court asked. “Without asking the legislature (to make a law), you are asking the Election Commission (to insert addition qualifications),” Attorney General K.K. Venugopal said. The top court, he said, could exhort Parliament to enact a law to bar the people with criminal background from the electoral fray, but any expansion of the Symbols Order that would have a bearing on the recognition of political parties would be ultra vires.
The five-judge constitution bench comprising Chief Justice Dipak Misra, Justice Fali Nariman, Justice A.M. Khanwilkar, Justice D.Y. Chandrachud and Justice Indu Malhotra is hearing a plea by NGO Public Interest Foundation seeking to bar people from electoral politics against whom charges have been framed by trial courts for heinous offences. The Election Symbols (Reservation and Allotment) Order, 1968 says that a party would be recognized as a national party if it has fielded candidates in any four or more states, in the last general election to Lok Sabha or the legislative assembly and has secured 6% of the valid votes polled in each of the four states. Besides this, the party has to secure four seats in the Lok Sabha from either one state or all the four states. Informing the court about the presumption of innocence till an accused is convicted, Venugopal said excluding a person, charged with a criminal offence yet not convicted from the election fray would amount to adding another disqualification.
Yechury demands Rs 2k cr, 17 lakh ‘fake’ voters found in MP: Cong GST relaxation for Kerala
New Delhi, Aug 21 (IANS): CPI-M General Secretary Sitaram Yechury on Tuesday demanded hiking of monetary central assistance to Rs 2,000 crore for rehabilitation work in Kerala post devastating floods besides seeking relaxation in the GST in order to allow the state to raise more funds on its own. In a letter to Prime Minister Narendra Modi, Yechury said with their homes and possessions gone, lakhs of people are staring at an uncertain future in Kerala and that “massive resources” would be required for the rehabilitation of these people. “You have sanctioned Rs 500 crore central assistance, but this is grossly inadequate in the light of the extensive damage that has been caused. I would request you to increase this amount to Rs 2,000 crore,” Yechury said in the letter. He also reminded the Pirme Minister of the assurance given in Parliament that
Sitaram Yechury (file)
provisions in the Goods and Services Tax (GST) would be made for states facing natural calamities. “You will recollect that during the discussion on the GST Bill, I had raised concerns in Parliament on how the state government could raise resources required to meet such natural disasters. The Central government had then assured that such provisions would be made when such circumstances arise,” he said. “Though no such provisions were provided, now is the time to redeem the assurance from the government on the floor of the House and allow the state government of Kerala to take required measures by
relaxing the concerned GST provisions,” he added. The CPI-M leader also asked the Prime Minister to waive the duties on the relief materials/ money being sent by various Malayalee organisations from abroad. Yechury also urged Modi to release funds under various central schemes such as Pradhan Mantri Awas Yojana for building homes, and asked the Indian Army’s Engineering Corps and the Border Roads Organisation to assist the state government in reconstructing bridges and roads. “In order to rebuild the communication networks, it is urged that the Central government agencies like the National Highway Authority of India and other central agencies be asked to deploy their resources and personnel,” Yechury said, urging the Prime Minister to consider his proposals “with the seriousness that they merit”.

Bhopal, Aug 21 (PTI): Opposition Congress in Madhya Pradesh alleged here today that over 17 lakh fake voters were found during a scrutiny of electoral rolls across 53 assembly constituencies in the state. The state Congress also submitted a memorandum to the Election Commission today, urging it to remove the names of these voters from the electoral rolls. Shobha Oza, chair-
person of MP Congress’s media cell, told reporters that the scrutiny done by a private agency hired by the party, found 17.15 lakh duplicate and fake voters across 53 assembly seats in the state. “In the memorandum submitted to Chief Electoral Officer (CEO), the state Congress urged him to remove the names of these duplicate and fake voters. We have also submitted a CD comprising the names of these duplicate and fake voters,” she said. Final publication of the electoral rolls in Madhya Pradesh is scheduled on September 27. People can submit their objections and suggestions about the voters’ list till August 31. Elections to the 230member Madhya Pradesh Assembly are scheduled to be held by the end of this year.

The statement further clarified that Rs 1 crore was allocated to the planning & coordination department for works executed under evaluation by the finance department to reduce procedural delays and avoid lapse of funds as the amount was allocated
at the fag end of the financial year 2017-2018. Accordingly, the planning & co-ordination department could complete the formalities and drew Rs 1 crore on March 31, 2017 and disbursed to the evaluation department on April 30, 2018 and actual payment receipt had been obtained, the statement claimed. CIHSR files FIR against fake video (From p-1) It claimed that the child had a cancerous tumour on the right eye, which had not been treated for a very long time. The hospital alleged that while investigations were being done and discussions for further treatment were going on, this video was created and circulated by a third party. “We do not know the intention behind making such a claim, but it is baseless and uninformed,” the hospital asserted. Stating that a complaint had been lodged with the police and that it believed that the culprit and the source of this
video would be found soon, the CIHSR management further appealed to the public not to be misled by the “fake video”. Cautioning that such similar videos were likely to be generated in the future too through social media to malign individuals and organisations, the hospital urged the public to remain vigilant and responsible by not forwarding such videos. CIHSR further hoped that the police would be very strict in tracking these videos and impose heavy penalties to deter frivolous people from creating chaos in the society.

In a report ‘Banks - India: Government aid will give capital relief to public sector banks but stress will remain’, Moody’s said to maintain capital buffers at regulatory levels, the banks will have to keep loan growth modest, at 5-6 per cent. “This means the government has little choice but to increase capital support if it seeks faster loan growth to support economic expansion,” Anbarasu said.

Moody’s said the PSBs’ external capital needs will not grow much further after fiscal 2019 because the banks’ profitability will gradually improve as credit costs moderate in tandem with progress in an ongoing balance-sheet cleanup. “Our analysis shows that the capital injections will only be enough to enable all the banks to achieve Common Equity Tier 1 (CET1) ratios of at least 8 per cent by March 2019, satisfying the 2.5 per cent conservation buffer on top of the 5.5 per cent minimum under Basel III norms in India and giving

New Delhi, Aug 21 (Agencies): Moody’s Investors Service on Tuesday said the government’s plan to provide more capital support to public sector banks in current fiscal will restore capital adequacy and improve loan-loss coverage at many lossmaking banks, but stress will persist. The government plans to provide Rs 65,000 crore of new capital for public sector banks (PSBs) in the year ending March 2019 (fiscal 2019) after infusing Rs 90,000 crore in the prior year. Of the Rs 65,000 crore, the government allocated Rs 11,300 crore to five banks in July. “The large-scale recapitalisation plan, which was meant to improve capital buffers and loanloss reserves and also support sufficiently strong loan growth, will now be just enough to shore up

helped the rupee to stay afloat for the second-day after rebounding from its life-time low. It has gained a solid 33 paise against the dollar yesterday. Enjoying a strong recovery momentum, the rupee resumed higher at 69.69 from Monday’s close of 69.82 at the inter-bank foreign exchange (forex) market. Taking fresh directional impetus, the local unit touched a session’s high of 69.53 before retreating sharply to hit a low of 69.92 in late afternoon deals. However, overcoming the market volatility, it managed to settle with positive bias at 69.81, showing a mere one paisa gain. The Financial Benchmarks India private limited (FBIL), meanwhile, fixed the reference rate for the dollar at 69.66 and for the euro at 80.24.

Mumbai, Aug 21 (PTI): The rupee Tuesday erased all its early strong gains and eventually ended just a paisa higher at 69.81 against the US dollar due to fag-end demand for the greenback from importers amid lacklustre local equities. Despite a firm start, the domestic currency showed signs of fatigue and succumbed to renewed dollar pressure even as market participants stayed away from taking fresh positions ahead of a trading holiday. The release of the latest FOMC meeting minutes and the key speech by the Fed Chair Jerome Powell at the central bank symposium in Jackson Hole also largely weighed on the forex front. The Indian unit built on overnight positive momentum, climbed to an intra-day high of 69.53 before cooling off. A broad-based US dollar sell-offs predominantly

Mumbai, Aug 21 (PTI): Gold prices strengthened at the domestic bullion market here Tuesday on sustained buying from stockists and retailers amid higher global cues. Silver prices surpassed the Rs 37,000 level by gaining Rs 100 due to increased offtake by industrials units. Standard gold (99.5 per cent purity) jumped by Rs 125 to close at Rs 29,540 per 10 gram from Monday’s closing level of Rs 29,415. Pure gold (99.9 per cent purity) also gained by a similar margin to close at Rs 29,690 per 10 gram against Rs 29,565. Silver (.999 fineness) rose by Rs 100 per kg to close at Rs 37,010 from Rs 36,910 previously. Globally, gold rose to a one-week high as the dollar weakened after the US President Donald Trump criticised the federal reserve for raising interest rates. A weaker dollar generally boosts the price of dollar-denominated gold. Spot gold was 0.3 per cent higher at USD 1,193.51 an ounce in an early trade. Elsewhere, spot silver climbed 0.6 per cent to USD 14.79 an ounce.

Replying to a query, Kumar said nearly all states (excluding four) have signed MoU with the Centre for implementing Ayushman Bharat Healthcare Scheme. “I met West Bengal chief minister Mamata Banerjee, she is also willing to come on board,” he said. Kumar also stressed on the need for the government and the private sector to work in consonance to bring exports at the centre of economic activity to take advantage of external demand conditions. He also suggested revisiting safeguard and anti-dumping duties to boost export growth and set targets to improve India’s export share in the global market. Kumar said the government should be complimented for improving the investment climate in the country which has now become more rule driven.

under the current circumstances, tightening fiscal and monetary policy at the same time would be asking for trouble. “If the public expenditure had not happened in last four years then what would have happened?,” he asked. He also suggested that India should not boast of being a big economy while negotiating trade deals as the country’s per capita income is still low. The Niti Aayog vice chairman predicted that India will be in better position while negotiating trade deal when the country starts growing at 9-10 per cent He said Niti Aayog will soon come out with development agenda for ‘New India 2022’. “We would like Planning Departments of state governments to work as State Niti Aayog,” he said. European Union do not give much importance to fiscal deficit. “We must shift debate out of fiscal deficit. Countries like USA, China and European Union don’t give (importance) to it... We need to move from that single, one number (fiscal deficit). “Nobody is playing by rules, so we should learn to play as it suits our requirements,” he said. He pointed out that at a time when private investment is low, then the aggregate demand can be brought up by public spending. He said however that some revenue expenditure can be just be brought to zero. The main worry, he added, is trade deficit. “I think it will be much better to try and push exports, as our share in world trade is low.Even our share in services sector in world trade is lower than China’s,” he noted. New Delhi, Aug 21 (PTI): Niti Aayog vice chairman Rajiv Kumar Tuesday said that he was more concerned about the rising trade deficit than the falling rupee, and called for efforts to push exports. He also said that there is a constituency which benefits from strong rupee but it needs to be put on the back foot. “I don’t believe in strong r upee... Rupee should remain in its natural value, some countries depreciate their currency deliberately, this is wrong. It will be very difficult for India to try and push up the rupee,” Kumar said at an event organised by industry body CII. “There is a constituency that benefits from strong rupee...The constituency should be put on back foot,” he added. The rupee on August 16 had slumped to life-time low of 70.32 on strong demand for the US dollar. Imran bats for India-Pak dialogue
Islamabad, Aug 21 (PTI): Pakistan and India must engage in dialogue to resolve their differences, including on the Kashmir issue, and start trading to normalise ties, Pakistan’s new Prime Minister Imran Khan said Tuesday. Khan on his Twitter account said the best way to alleviate poverty and uplift the people of the subcontinent was to resolve the differences through dialogue and start trading. “To move forward Pakistan and India must dialogue and resolve their conflicts including Kashmir,” Khan tweeted. His tweets came as he defended cricketer-turnedpolitician Navjot Singh Sidhu, who is embroiled in a controversy after attending Khan’s oath-taking ceremony on August 18. The Punjab minister was slammed by the Opposition and earned the displeasure even from his own Chief Minister Amrinder Singh over his decision to visit Pakistan and hug its Army chief General Qamar
Imran Khan Javed Bajwa. Khan on Sunday said that Pakistan would work to have “best relations” with all its neighbours and hold talks to normalise ties. Earlier, in his address after leading his party to victory in the general elections on July 25, Khan had said Pakistan is ready to improve its ties with India and his government would like the leaders of the two sides to resolve all disputes, including the “core issue” of Kashmir, through talks. “If they take one step towards us, we will take two, but at least (we) need a start,” he had said.
He had said good India-Pakistan relations will be beneficial for the entire region and suggested to increase trade ties between the two neighbours. Bilateral trade witnessed a slight drop in 2016-17 to USD 2.28 billion, with exports from India at USD 1.83 billion and imports from Pakistan to India at USD 456.33 million. The imports from Pakistan have shown a gradual declining trend since 201213, when it touched USD 541.87 billion, according to official figures. The data reveals that the official trade between

Trump ‘most likely’ to meet Kim again
Vienna, Aug 21 (AFP): The UN’s nuclear watchdog said it had not seen any indication that nuclear activities in North Korea have stopped despite its pledges to denuclearise. “The continuation and further development of the DPRK’s nuclear programme and related statements by the DPRK are a cause for grave concern,” said a report by the International Atomic Energy Agency (IAEA), referring to North Korea’s official name. The report, published late yesterday, by the director general of Yukiya Amano is to be submitted to an IAEA board meeting in September. In 2009 Pyongyang expelled IAEA inspectors from its Yongbyon nuclear site and has since refused to allow IAEA inspections on its territory. The watchdog has stepped up monitoring through open source information and satellite imagery, it said. “As the Agency remains unable to carry out
verification activities in the DPRK, its knowledge of the DPRK’s nuclear programme is limited and, as further nuclear activities take place in the country, this knowledge is declining,” it said. Between late-April and early-May, there were indications of the operation of the steam plant that serves the radiochemical laboratory at the Yongbyon site, according to the report. However, the duration of the steam plant’s operation was not sufficient to have supported the reprocessing of a complete core from the experimental nuclear power plant reactor, it added. North Korea’s leader Kim Jong Un and US President Donald Trump held a groundbreaking summit in Singapore in June. At the meeting the pair struck a vague agreement to denuclearise the Korean peninsula, but there has been little movement since. Before this, Kim met South Korean President Moon Jae-in in April for their first summit.
Washington, Aug 21 (IANS): US President Donald Trump has said it is “most likely” he will meet North Korean leader Kim Jong-un again following their historic summit in June, according to a news report. Trump was responding to a question during an interview with Reuters at the White House on Monday about whether the two were planning another meeting. “It’s most likely we will, but I just don’t want to comment,” he was quoted as saying, offering no details on the timing or venue, Yonhap news agency reported. “I like him. He likes me,” Trump said. “There’s no ballistic missiles going up, there’s a lot of silence ... I have very good personal relations with Chairman Kim, and I think that’s what holds it together.” At their June 12 meeting in Singapore, Kim committed to work toward the “complete denuclearisation” of the Korean Peninsula in exchange for security guarantees from the US.
Australian PM survives leadership challenge
Canberra, Aug 21 (IANS): Australian Prime Minister Malcolm Turnbull has survived a challenge to his leadership by a senior government colleague. Tur nbull defeated Home Affairs Minister Peter Dutton in a party room ballot in Canberra on Tuesday, BBC reported. The prime minister won the vote 48-35, Liberal Party whip Nola Marino told reporters. Turnbull had brought on the vote himself in a bid to resolve speculation that his leadership was under threat. He has faced pressure over successive poor poll results, losing a key byelection in Queensland, and a revolt over energy policy by conservative MPs within his party. On Monday, Turnbull attempted to blunt conflict within the government by
Beijing, Aug 21 (AFP): Malaysian Prime Minister Mahathir Mohamad confirmed during a visit to Beijing Tuesday that three China-backed projects totalling USD 22 billion will be cancelled until his country can find a way to pay its debts. The projects include a railway connecting Malaysia’s east coast to southern Thailand and Kuala Lumpur, and two gas pipelines. “I explained to (the Chinese leaders) why we can’t have the ECRL (East Coast Rail Link),” Mahathir told Malaysian reporters at the end of his five-day visit. “It’s about borrowing too much money, which we cannot afford, we cannot repay, and also because we don’t need those projects for Malaysia at this moment... our problem now is how to solve our financial deficit.” Mahathir is trying to reduce Malaysia’s national debt, which has ballooned to some USD 250 billion. After meeting Premier Li Keqiang yesterday, Mahathir said he believed
South Korea operates around 80 guard posts near the DMZ, while North Korea has about 160.
Seoul, Aug 21 (Agencies): North and South Korea have agreed to close some guard posts along their border on a trial basis, Seoul’s defence minister told parliament Tuesday amid a rapid diplomatic thaw. The Demilitarized Zone that has divided the peninsula since the end of the Korean War in 1953 is, despite its name, one of the most fortified places on earth, with the areas on either side of it bristling with minefields and barbed-wire fences. Song Young-moo said the South would withdraw around 10 guard posts as
part of confidence-building measures following the landmark summit between North Korean leader Kim Jong Un and the South’s President Moon Jae-in in April. “What it means is that we will first withdraw one or two guard posts and gradually expand it,” Song told lawmakers, adding the North would take reciprocal measures. “The North and South agreed to withdraw guard posts that are closest to each other,” he added. “The closest is about 700 metres away and we will begin withdrawing guard posts that are within one
kilometre.” A defence ministry official told AFP the issue was still being discussed and declined to clarify whether the posts would be physically removed. The 1950-53 conflict ended with an armistice rather than a peace treaty, leaving the two Koreas technically at war. The DMZ, designated as a buffer zone, bisects the Korean peninsula and is about four kilometres (2.5 miles) wide. It includes a Joint Security Area around the truce village of Panmunjom, where negotiations take place.

tries are unable to compete with rich countries just in terms of open free trade”. The USD 20 billion rail project was contracted with China’s largest engineering firm, China Communications Construction Company, and mostly financed by a loan from the ExportImport Bank of China. Malaysia’s finance ministry said in July that 88 percent of the cost of two gas pipeline projects costing 9.4 billion ringgit ($2.32 billion) had been paid to the Chinese contractor despite only 13 per cent of the work being completed. One pipeline is in Malaysia’s Sabah state on Borneo island and the other runs from Malacca in peninsular Malaysia to the northern state of Kedah. I n M ay M a h a t h i r shelved separate plans to build a high-speed railway between Singapore and Malaysia which had been agreed several years ago, saying it was too costly.
Despite the threat to revise China-linked contracts, Mahathir sought to strengthen business ties with Beijing during the trip. China is the top trading partner of Malaysia, which is home to a substantial ethnic Chinese minority. Relations were warm under the previous government of Prime Minister Najib Razak, and Chinese investment in the country surged as Beijing signed deals for major infrastructure and construction projects. But critics said there was often a lack of transparency and the terms, such as interest rates on loans, were unfavourable to Malaysia, fuelling suspicions about Najib’s real motives. Najib and his cronies are accused of plundering billions of dollars from a sovereign wealth fund, 1MDB. Najib, who has been charged over the scandal, denies any wrongdoing.

Rio de Janeiro, Aug 21 (IANS): Two soldiers and five civilians have been killed in a military raid here in Brazil. Around 4,200 soldiers, supported by 70 policemen with the aid of armoured vehicles and helicopters carried out the searches in the congested neighbourhoods called favelas. According to the Joint Command of the military seven were killed in the operation in three favelas in the north of Rio (Alemao, Penha and La Mare), home to more than 500,000 people. The operation is part of President Michel Temer’s military intervention ordered in February to deal with security and violence that plagues the Rio de Janeiro State, Efe news reported. On August 17 and 19 the military carried out an anti-narcotics operation in the favela of Alemao. Violence in Rio is endemic and claimed 6,731 lives in 2017.

New Delhi and Islamabad accounted for only about 0.31 per cent of India’s total global commerce. India had accorded the Most Favoured Nation status to Pakistan in 1996. A Pakistan Cabinet decision of November 2, 2011 to reciprocate remains unimplemented. Pakistan substituted in March 2012 a ‘positive list’ of a little more than 1950 tariff lines, permitted for import from India, by a ‘Negative List’ of 1209 lines that cannot be imported from India. The India-Pakistan ties nose-dived in recent years with no bilateral talks taking place. The ties between the two countries had strained after the terror attacks by Pakistan-based groups in 2016 and India’s surgical strikes inside Pakistanoccupied Kashmir. The sentencing of Indian national Kulbhushan Jadhav to death by a military court in April over espionage charges last year further deteriorated bilateral ties.

SC concerned over missing children
New Delhi, Aug 21 (IANS): The Supreme Court on Tuesday said that it was “very distressing that more than two lakh children were ‘missing’ from government-run shelters homes, suggesting that there should be Central and state-level committees to monitor and prevent the incidents of physical and sexual abuse of children living in such homes. A bench of Justice Madan B. Lokur, Justice S. Abdul Naseer and Justice Deepak Gupta was told by a lawyer assisting the court that as per data available from 2016 to March 2018, there were more than two lakh children missing from the shelter homes. The bench told the Centre: “It makes us very sad that children are treated as numbers. Are you aware of the situation? It is very distressing.” As per the 2016-17 data of Childline India Foundation and Ministry of Women and Child Development March 2018 data, over two lakh kids are missing. Advocate Bala Subramanian, representing the Centre, told the court that the difference in number might be due to data infla-

tion or survey errors. Reading the report that contained data, the amicus curiae told the bench that as per 2016-17 data of Childline Foundation there were 4,73,000 children in shelter homes across the country. As per March 2018 data of the ministry, there were 2,61,557 children in the homes, making a difference of over two lakh children, the lawyer told the court. The bench said possibility was that either two lakh children are missing or shelter homes gave inflated figures to get funds. The court took note of the data of Childline Foundation collected through survey, as per which there were 9,589 shelter homes
in the country. Out of these, 5,764 were not registered, but children have been living in them, revealed the data. More that fifty per cent of these shelter homes are overcrowded, stated the data, adding that 97 districts in the country have no homes for children. In these shelter homes, corporal punishment and other disciplinary punishments are prevalent, which also include withholding of food and abusive language, the court noted. The bench said it wanted a committees be set up at the Central level and in each states and Union Territories. These cane be headed by a retired apex court or high court judge to monitor the incidents
that come to light such as the ones in Muzaffarpur in Bihar and Deoria in Uttar Pradesh. The Central government’s counsel said he will take instruction from the government on the issue. The bench also took into note that there are around 50,000 children who are potentially free for adoption, but due long waiting list, parents (who wants to adopt children) have to wait for at least four years. The bench also slammed West Bengal government for having only two functioning Child Welfare Committee (CWC) in two districts. “Our of 23 district, how can it (CWC) work only in two districts?,” asked the bench, at which counsel appearing for the state replied that CWC will start functioning in 4-5 more districts in a few weeks. Not satisfied with West Bengal’s response, the top court said: “Report says there is a lot of trafficking going on. If trafficking is going on, then children need lots of attention.” The court is hearing a PIL filed on the basis of a 2007 newspaper report on

The Opposition demanded resignation of Chief Minister Nitish Kumar for the collapse of law and order and imposition of the President’s rule in the state. The National Commission for Women has taken cognizance of the incident and directed the Bihar police chief to submit a report. S.K. Singhal, Additional Director General (police headquarters), said 15 persons have been arrested on the basis of video footage of the incident. “More arrest will follow,” he added. “It was not a case of mob lynching at all. The police have been investigating it. None of the culprits would be spared,” Singhal said. The ADG said the incident took place after the body of a youth was found on railway track in Bihiya town in Bhojpur district, about 90 km from Patna, on Monday.
Delhi govt to enhance quality of education in schools
New Delhi, Aug 21 (IANS): Delhi Chief Minister Arvind Kejriwal on Tuesday said that his government will call a summit of NRI teachers to help make Delhi educational institutions world-class and the capital a “knowledge centre”. The Aam Aadmi Party (AAP) supremo, who was accompanied by Deputy Chief Minister Manish Sisodia, was speaking at the inauguration of the second phase of Indraprastha Institute of Information Technology (IIIT) Delhi campus in Okhla.
He then presented a challenge to all the universities in Delhi and IIIT-Delhi to make it to the “top universities in the world” and said that the Delhi government will support the universities in reaching the list. He assured the students

object and left her to die. Manoj Singh said that the charge sheet was filed on July 12, and the trial held from July 30 to August 8. The prosecution presented 37 witnesses during the proceedings. The final arguments were heard on August 14, and the judgment reserved for August 21. Additional district and sessions judge Nisha Gupta pronounced them guilty in the morning and passed the judgment that afternoon. Deputy director (public prosecution) Bapu Singh Thakur said the cour t awarded the death sentence to Irfan and Asif on the basis of strong witnesses and scientific evidence. According to Thakur, the victim – despite being just eight years old – categorically testified that she had been raped by the two accused. Drops of blood found on Irfan’s clothes and innerwear were confirmed as the victim’s through a DNA test. Police also found hair samples at the scene of the crime, which – when put through a DNA test – were identified as that of Irfan and Asif. Besides CCTV footage showing the victim following Irfan down a road, independent witnesses also placed the two accused in the vicinity that day.

his government will increase the capacity of higher education institutes in Delhi so that more students from the city could get admission here. “In Delhi, we have a shortage of higher education institutions. Almost 2.5 lakh
pass 12th standard every year and our higher education institutes only have the capacity of 1.25 lakh. This is a severe capacity shortage which even renders the toppers helpless. This is not acceptable and we are trying to fix this,” he said.
Private airlines need to deal with issues on their own: Prabhu
New Delhi, Aug 21 (PTI): Amid Jet Airways facing turbulent times, Civil Aviation Minister Suresh Prabhu has made it clear that private airlines have to deal with issues facing them on their own and the government’s role can only be at the policy level. The minister’s comments come at a time when the airline industry is grappling with tough times as high oil prices and stiff competition are crimping the profitability of carriers. When asked about the current situation at Jet Airways, Prabhu said, “We are not aware about their position.” The full service carrier, which has been flying for over 25 years, is facing financial woes. Earlier this month, it also deferred the announcement of June quarter results. The airline’s share price has taken a beating in recent weeks. “We are not aware about their (Jet Airways) position. As far as private airlines are concerned, they will have

to deal with whatever issues they are dealing with. At the Ministry of (Civil) Aviation we can only deal at the policy level,” Prabhu told PTI in an interview. Jet Airways is facing financial stress and on August 9 the company held off from announcing the unaudited financial results for the June quarter. The airline’s board is scheduled to meet on August 27 to consider and approve the unaudited financial results for the first quarter ended June 30. The carrier is also under the scanner of markets regulator Sebi for alleged disclosure lapses. Shares of the airline
tumbled nearly 4 per cent today after reports that the Ministry of Corporate Affairs Ministry is looking into alleged fund diversions at the carrier. In a regulatory filing, Jet Airways said it “has not received any communication from the Ministry of Corporate Affairs in this regard”. About the overall situation in the airline industry, the minister said that whenever the fuel prices go up, the airlines get badly affected because it is a variable cost and cannot be absorbed into business model immediately. “Now, we will have to work on it. Not only India but globally. Some of the global airlines are facing serious problems. We have no control over the oil prices. One of the things we are trying to pursue is to put the ATF (Aviation Turbine Fuel) into the GST,” he said. The Civil Aviation Ministry has been working on efforts to bring jet fuel under the Goods and Services Tax (GST) regime.

Sidhu defends hug; Imran comes to rescue
Chandigarh, Aug 21 (PTI): Punjab minister Navjot Singh Sidhu today stoutly defended hugging Pakistan’s army chief in Islamabad, and slammed the BJP’s “double standards”, reminding it of peace visits to Pakistan by Atal Bihari Vajpayee and Narendra Modi. He said hugging Gen Qamar Javed Bajwa at the swearing-in ceremony of Pakistan Prime Minister Imran Khan was an “emotional response” on learning that Sikh pilgrims may now be allowed to visit the Kartarpur shrine across the border. “Why are there double standards?” he said at a press conference here. “The then prime minister Atal ji went there with a message of friendship. Thereafter, the Kargil War took place. Five hundred twenty-seven Indian jawans attained martyrdom. Will you blame him?” he said. “Then, Modi sahib went to Pakistan without even any official formalities and hugged former Pakistan PM Nawaz Sharif. Will you not call him a patriot?” he said, referring to Prime Minister Narendra Modi’s surprise visit to Lahore in 2015. The cricketer-turnedpolitician also asked the BJP why the Indian High

Publicise ‘No homework’ rule: HC orders CBSE
Madras High Court (file)
C h e n na i , Au g 2 1 (AGENCIES): The Madras High Court, on Monday, ordered the Central Board of Secondary Education (CBSE) to publicise the ‘No homework till class 2’ rule in newspapers and other media. According to reports, Justice N Kir ubakaran passed the order on a plea seeking direction to order CBSE to follow only the textbooks and syllabus set by the National Council for Educational Research and Training (NCERT). In its submissions to the court, the CBSE said that as per its bylaws, schools affiliated to CBSE must comply with its regulation of not giving homework for students up to class 2. It also stated that the Board had already given circulars to the schools emphasising this point twice -- in 2004 and in 2016.
The CBSE said that after the court’s order on May 29 regarding the reduction of bag load of students, it had again stressed on the importance of following the rule. On May 29, the Madras High Court had prohibited all schools affiliated to the CBSE from giving homework to students in classes 1 and 2 and had directed the board to conduct surprise checks in schools with flying squads. It had also directed the schools not to use textbooks that are not in line with the syllabus prescribed by the NCERT. The court had earlier said that no school should force upon children any subject other than language and mathematics in classes 1 and 2. Further, it said that schools that do not follow these orders should be disaffiliated from the CBSE.

peace and goodwill between the two nations”. “This is the high point of my life,” Sidhu said. Earlier at the press conference, the Congress leader said it was an “emotional” moment for him when the Pakistan army chief told him about the possibility of Islamabad allowing access to pilgrims from Dera Baba Nanak in Gurdaspur district to Kartarpur Sahib, about three kilometres away. Sidhu said the general had met him with “enthusiasm” when he spotted him in the front row at the Islamabad ceremony. “Immediately, he told me they were making efforts to open the corridor from India’s Dera Baba Nanak to Kartarpur Sahib,” he said.
No expenditure incurred on PM’s fitness video: PMO
This, Sidhu said, was being done to mark the 550th birth anniversary of Guru Nanak Dev. “This thing said by Gen Bajwa was an emotional moment for me and the result (the hug) was for everyone to see. After that brief meeting at the gathering, I had no meeting with Gen Bajwa,” the minister said. “Should I have turned my back on him?” he said, adding that his response was just “human reaction”. Sidhu said he wanted to clarify that his Islamabad visit was not “political” and just in response to “a warm invitation from a friend”. “That friend who went through immense hard work and struggle in life. The one who reached a position which is respected and holds the capability of changing the fate of crores of people,” he said. The Punjab minister said crores of pilgrims have been waiting to pay obeisance at Kartarpur Sahib, the place where Guru Nanak Dev spent 18 years. Sidhu also sat next to President of Pakistan occupied Kashmir Masood Khan. SC scraps NOTA option for Rajya Sabha polls
New Delhi, Aug 21 (AGENCIES): Supreme Court on Tuesday scrapped the use of ‘None Of The Above’ (NOTA) option in the coming Rajya Sabha elections. A Bench, led by Chief Justice of India (CJI) Dipak Misra held that the NOTA option is meant only for universal adult suffrage and direct elections and not polls held by the system of proportional representation by means of the single transferable vote as done in the Rajya Sabha. The Bench had reserved for judgment on a petition filed in 2017 by Gujarat Congress leader Shailesh Manubhai Parmar to do away with the ‘NOTA’ option in Rajya Sabha elections. The petition was filed in connection with the Rajya Sabha election in which Congress leader Ahmed Patel was contesting. The CJI even then indicated that the court may indeed rule against the two circulars issued by
An electronic voting machine with the display of NOTA at the bottom. (file)
the Election Commission of India (ECI) on January 24, 2014 and November 12, 2015, giving the Rajya Sabha members the option to press the NOTA button in the Upper House polls. Attorney General K.K. Venugopal had completely lent the government’s support to the public interest litigation petition filed by Parmar, represented by senior advocate A.M. Singhvi and advocate Devadatt Kamat,
that NOTA in indirect elections, such as in the Rajya Sabha, would lead to horse-trading, corruption and use of extra constitutional methods to defeat a party candidate. Singhvi argued that the system of NOTA makes the system of proportional representation by means of single transferable vote nugatory and otiose. The ECI cannot sanction the
use of NOTA by way of mere circulars, which have the effect of overriding the provisions of Article 80(4) — proportional representation by means of the single transferable vote, the provisions of Representation of People Act, 1951 and the Conduct of Election Rules, 1961. Singhvi said the circulars negated the entire purpose of open-voting brought about in 2003 to further party discipline and adherence to party’s choice of candidate in the elections to the Rajya Sabha. Advocate Amit Sharma, for the ECI, countered that a person, along with a right to vote, had the right not to vote. Parmar had argued that NOTA would be a “recipe for corruption”. He raised the concern that MLAs could defy party whips and invalidate their votes by opting for NOTA.

It said the videography was done by the cameraman of the PMO and that nothing has been procured for the video. “Here are moments
from my morning exercises. Apart from Yoga, I walk on a track inspired by the ‘panchtatvas’ or five elements of nature - Prithvi, Jal, Agni, Vayu, Aakash. This is extremely refreshing and rejuvenating. I also practice breathing exercises. #HumFitTohIndiaFit“,” the prime minister had tweeted along with the video. In the video, the PM was seen doing the exercises and yoga, wearing a black jogging dress. He was also seen balancing himself while walking on a narrow, circular track.
Delhi HC’s direction to poll panel gives breather to OPS New Delhi, Aug 21 (AGENCIES): Delhi High Court on Tuesday told the Election Commission not to decide on former AIADMK spokesperson K.C. Palanisamy’s representation, seeking an election to the post of General Secretary of the AIADMK by primary members, till September 13. A bench of Justices Hima Kohli and Rekha Palli gave the direction on a plea moved by Tamil Nadu Deputy Chief Minister O. Panneerselvam challenging an August 10 High Court order that asked the poll panel to decide on Palanisamy’s representation in four weeks. The Counsel appearing for Panneerselvam argued that the August 10 order was passed without hearing his side. The Counsel also contended that Mr. Palanisamy had not disclosed his expulsion from the party in his petition before the court. As Palanisamy was not
represented by anyone during the hearing, the bench listed the case for hearing on September 13 while directing the lawyers of Panneerselvam to ensure that a copy of their petition is provided to Palanisamy. On August 10, a single bench of the High Court asked the poll panel to decide on the representation by Palanisamy who has sought to annul the amendment to the bylaws of the AIADMK carried out through a resolution on September 12, 2107. The former AIADMK MP said that the post of general secretary of the party fell vacant after the demise of Jayalalithaa in December 2016. He pointed out that at the meeting of general council of the AIADMK in September last year, the party made Jayalalitha the eternal general secretary of the party and abolished the post of general secretary.

battle ends in 11 dead, 5 missing in Italy flash floods Greece’s modern-day Hours-long Kabul; 2 terrorists killed ‘Odyssey’ is over: Tsipras AT H E N S, Au g 2 1 (Agencies): Prime Minister Alexis Tsipras hailed the end of a “modern-day Odyssey” on Tuesday after Greece emerged from nine years of bailouts, saying it should never forget the harsh lessons learned under tight financial supervision by its creditors. “This is a day of liberation,” Tsipras declared, standing on a hilltop overlooking a bay on the Ionian island of Ithaca. His decision to give a post-bailout speech on the island was laden with classical symbolism: in Homer’s epic poem, Odysseus, the King of Ithaca, returned home from the Trojan war after a 10-year voyage lost at sea. Looking sombre, Tsipras said, “We will not commit the affront of ignoring the lessons of the bailout on Greece. We will not let oblivion mislead us.” And he added: “We will never forget the cause, or the people who led our country into bailouts.” Greece’s third bailout deal ended on Monday after international creditors had bankrolled the country in return for tough reforms and austerity monitored
Alexis Tsipras
by their inspectors since 2010. Tsipras, a leftist elected in 2015 promising to tear up bailouts, was forced instead to accept a loan package that August to stave off bankruptcy and the prospect of the country being ejected from the euro zone. It was the nation’s third since 2010, and the country has altogether received 288 billion euros (£258.6 billion) from creditors, making it the biggest bailout in history. Dressed casually in a white open shirt and slacks, Tsipras drew frequent analogies with the Odyssey, in which the hero was called to deal with the Cyclops, sirens and unruly suitors plotting to take his place - a
dig at the opposition New Democracy party, which is leading in opinion polls. “Ithaca will once again be identified with the end of a modern-day Odyssey,” he said. “Three and a half years ago our people took a historic decision. To take the helm away from those who led it to the rocks, and to give it to new captains,” Tsipras said, referring to the election victory of his Syriza party. Former prime minister George Papandreou, who applied for the first bailout from Greece’s euro zone partners and the International Monetary Fund in April 2010, also drew on the Odyssey analogy at the time. More bailouts followed in 2012 and 2015 saddling the country with debt equivalent to 180 percent of its annual economic output, despite relief on repayments of its official debt and a writedown of bonds held by private creditors. In return for the debt relief, Greece will have to maintain primary budget surpluses - excluding debt repayments - in the coming years, and further cuts in pensions may be made in 2019.
Kabul, Aug 21 (AFP): Hours-long battle in the Afghan capital involving insurgent rocket attacks and military airstrikes ended Tuesday with the death of two militants, authorities said. The assault came as President Ashraf Ghani was making a speech marking the first day of the Islamic Eid al-Adha holiday, days after he offered the Taliban a conditional three-month ceasefire. It was not clear who carried out the attack. “Two attackers were involved. The enemy was firing mortars,” General Murad Ali Murad, commander of Kabul’s garrison, told a press conference. They were killed and at least six civilians or security force members were injured, he said. Police said the attackers used rockets, several of which landed in at least two areas of Kabul around 9:00 am. During the battle an Afghan army helicopter swooped in low near the Eidgah Mosque in a central district and fired a rocket at a militant position, sending a plume of dust into the sky. Shoppers who moments earlier had been buying livestock for the Eid feast sprinted for shelter as cars
swerved in the road to flee the fighting. Blasts and gunfire could be heard as security forces cordoned off the area. The mosque is near the presidential palace where Ghani was making his speech, which was being aired live on Facebook when the attack began. The president can be seen pausing as multiple blasts are heard in the background, some sounding nearby, before stating: “This nation is not going to bow to these rocket attacks.” The attackers appeared to be in a building behind the mosque, which was partially destroyed in another attack several years earlier and is not believed to have been in use for Eid. Footage aired during the attack on Tolo News showed black smoke emanating from the area near the mosque while fire trucks and security vehicles rushed to the scene. Interior ministry spokesman Najib Danish confirmed that militants had taken over a building near the mosque and fired several rockets. Danish later told Tolo the militants were using rocket-propelled grenades and mortars to target parts of the city.
Rescuers carry a hiker from Raganello creek.
Rome, Aug 21 (Agencies): At least 11 people have been killed in southern Italy when they were washed away over rocks by a raging white-water creek in a deep mountain gorge that swelled suddenly after heavy rain upstream, officials said. The civil protection department said 23 people were rescued and about a dozen others were hospitalised after surviving the flash rush of water in the narrow gorge in the Calabria region. The 11th victim died in hospital. At least five people were missing but the total could be more because not all had entered the gorge with official guides and registered. Rescue squads worked
through the night with spotlights, and helicopters took off a first light to survey the area. The nationalities of the dead and injured were not immediately known. Six of the victims were women and five were men. Most tourists and trekkers who visit the area, in the country’s deep south, are Italian. In some places the Raganello creek, part of the Pollino National Park, is at the bottom of a narrow, one-kilometre-deep gorge in the mountain. Rescue teams used ropes to descend the sides of the mountain to reach the site. “This gorge filled up with water in a really short space of time and these people were catapulted out
like bullets. They ended up some three kilometres down the valley,” said Carlo Tansi, head of the civil protection department in Calabria. Tansi said the gorge was only about four metres wide in some places, increasing the speed of the water and making the rescue more difficult. “It is really difficult terrain, filled with obstacles because of the (geological) formation of the area,” said Eugenio Facciolla, the chief prosecutor of the provincial capital, Cosenza. He said rescuers working under spotlights were trying to locate areas where some people may have survived by ending up on small patches of shore or tiny islands in the creek.
unveils Speed of Rohingya return up to B’desh: Suu Kyi Three injured in London shooting firstIranindigenous
Singapore, Aug 21 (Agencies): Aung San Suu Kyi Tuesday said it was up to Bangladesh to decide how quickly Rohingya refugees would return to Myanmar, appearing to blame Dhaka for the delay. More than 700,000 Rohingya Muslims fled Buddhist-majority Myanmar to Bangladesh after a brutal military crackdown on the stateless minority almost a year ago. The two countries last November signed a deal to repatriate them but it has stalled. Many fear returning to a place where villages were burned to the ground and where they say security forces murdered, tortured and raped members of their communities. Bangladesh insists the Rohingya are on its soil temporarily but has not forced them back. In rare public remarks on the crisis, civilian leader Suu Kyi said in a speech in Singapore that Myanmar has been ready to receive
Aung San Suu Kyi Rohingya returnees since January 23 as agreed in the memorandum of understanding. “It’s very difficult for us to put a time frame on it by ourselves unilaterally because we have to work with Bangladesh in order to do that,” she told an audience in a lecture organised by the ISEAS-Yusof Ishak Institute and entitled “Myanmar’s Democratic Transition: Challenges and Way Forward”. “Bangladesh would also have to decide how
quickly they want the process to be completed,” Suu Kyi added. Since the repatriation was signed the two countries have wrangled over details, including the way refugees are described on ID cards in Bangladesh. Rohingya living in the crowded camps over the border in Cox’s Bazar insist on safety guarantees and citizenship rights before returning to Rakhine state in western Myanmar, where the United Nations says conditions are not ready for their return. Calls have mounted for Myanmar’s military to be held responsible for the campaign, in which thousands are estimated to have died, and the US has sanctioned two army brigades and several commanders who oversaw the expulsion. But Myanmar says it was simply defending itself and bristles at international calls for justice, arguing that the world does not understand the problem.
Suu Kyi, a Nobel laureate once under house arrest by the junta that ruled for decades, has seen her global reputation crumble since coming to power for failing to speak up for the Rohingya. “We who are living through the transition in Myanmar view it differently from those who observe it from the outside and who will remain untouched from its outcome,” she said, appearing relaxed and jocular. She also blamed Rohingya insurgents and avoided criticism of the military. “The danger of terrorist activities which was the initial cause of events leading to the humanitarian crisis in Rakhine remains real and present today,” she said. “Unless these security challenges are addressed, the risk of communal violence would remain.” The Rohingya are seen as outsiders in Myanmar but consider Rakhine their homeland.

fighter jet
Tehran, Aug 21 (IANS): Iran unveiled its first fighter jet “Kowsar” at a ceremony marking the National Defence Day here on Tuesday. The fighter jet has been designed and manufactured by Iranian engineers and will be used as a defensive tool for the country, Iranian President Hassan Rouhani said. The jet, however, was by no means a threat to the region but for sustainable peace, he was quoted as saying by official news agency IRNA. “Iran’s preparedness for defence does not mean warmongering but signifies a durable peace,” he said, adding that Tehran never invaded its regional neighbours and will never do so. The Kowsar fighter jet made its first flight during the ceremony, marking the anniversary of Iran’s military industry in the presence of Rouhani, Defence Minister Brig. Gen. Amir Hatami and other senior military officials.

Upon news that it was canceled after only a few months, Trump Jr. quoted her and added: “Well, seeing as she’s off the air already I guess she #nailedit.” Wolf grabbed headlines in late April due to the jokes she made during the Correspondents’ Dinner in Washington, D.C. The team included Richard Elphic from NASA’s Ames Research Center in California’s Silicon Valley. “M3 collected data that not only picked up the reflective properties we’d expect from ice, but was also able to directly measure the distinctive way its molecules absorb infrared light, so it can differentiate between liquid water or vapor and solid ice,” said
the researchers. Most of the newfound water ice lies in the shadows of craters near the poles, where the warmest temperatures never reach above minus 250 degrees Fahrenheit. Previous observations indirectly found possible signs of surface ice at the lunar south pole, but these could have been explained by other phenomena, such as unusually reflective lunar soil. (IANS)
Young bands should look at Aerosmith:
G
uns N’ Roses guitarist Slash has praised Aerosmith, calling the legendary Boston rockers “a good example of what rock and roll is all about.” Slash first got to know the members of Aerosmith when the band took Guns N’ Roses on their first arena tour in 1988. More recently, Slash and his band The Conspirators (with singer Myles Kennedy) supported Aerosmith on the North American “Let Rock Rule Tour” in 2014. Speaking to HardDrive Radio during a press junket for his upcoming solo album, “Living The Dream”, Slash said: “Aerosmith is the kind of band that young bands need to look at, ‘cause they’re one of the last real ones around. There’s such a natural feel that they have and just a certain kind of swagger that just comes with the combination of
people. And everything they do is what’s coming out of their instruments — it’s not taped or phoned in. So it’s definitely a good example of what rock and roll is all about.” Slash previously cited Aerosmith as a key influence on his direction as a guitarist after hearing “Rocks” as a teenager. “It really became my band,” he told Rolling Stone in a 2014 interview. “It was
really sexy, grooving, hard rock, riff-based shit with an out-of-control singer. It had so much angst and soul to it. It’s really the band that pointed me in a direction when I started playing guitar.” On that 1988 tour, Aerosmith watched as GN’R grew into a confident arena rock band of peers. “Slash doesn’t make any bones about the influence we had on him,” Aerosmith guitarist Joe Perry told Rolling Stone. “They turned into a great, great band. They sure made their mark.” Slash will release his fourth solo album and third with his band The Conspirators, “Living The Dream”, on September 21. He and The Conspirators will hit the road next month as well, with Slash also touring again with Guns N’ Roses in November. (Blabbermouth)

ineteen former Misses America are now calling on leaders of the organization to step down amid allegations from reigning beauty queen Cara Mund that she was subject to bullying. Mund, who was Miss North Dakota before earning the coveted Miss America title in Atlantic City, N.J., claimed in a letter to former pageant winners Friday she had been bullied, manipulated and silenced by leaders within the organization since receiving the crown — allegations top officials have vehemently denied. In a Sunday statement posted on Twitter, Miss America chairwoman Gretchen Carlson said she was “surprised” and “saddened beyond words” by Mund’s accusations. She added that she has since reached out to Mund to discuss her concerns. “Cara, let me be clear: We, as an organization, are very proud of you and all you have accomplished,” Carlson wrote, in part. “You are smart, caring and ambitious. As a Brown graduate, you aspire to go to law school and one day run for

Governor [sic] in your home state of North Dakota. You embody the mission of Miss America.” “I also want to be clear that I have never bullied or silenced you,” she continued. “In fact, I have acknowledged to you and your parents many times that the organization understands the frustrations of serving during a change-filled and stressful year.” It surely was not what you expected. We’ve acknowledged your grievances, and taken many steps to try to make your experience a good one.” Carlson previously hosted “The Real Story” and co-hosted “Fox and Friends.” She left Fox News in 2016, the same year she filed a sexual harassment suit against late Fox News
CEO Roger Ailes. The suit was settled in September 2016. On Jan. 1 of this year, Carlson, a former Miss America winner herself, announced her new role as chairwoman after crude emails from the organization’s executives, some involving vulgar comments about the pageant’s previous winners, surfaced. The scandal led to the resignation of CEO Sam Haskell, COO and President Josh Randle and board chair Lynn Weidner. “Honored to move this iconic program forward with so many amazing volunteers,” Carlson tweeted at the time. Mund, however, has expressed the shift in leadership hasn’t resulted in any real improvements. The 24-year-old beauty queen says she continuously has been left out of interviews, not invited to meetings and called by the wrong name. At times, Mund claimed pageant handlers ridiculed her clothing choices and chided her for wearing the same outfits too often. (FoxNews)

In the darkest and coldest parts of Moon’s polar regions, the team led by Shuai Li of the University of Hawaii and Brown University for the first time directly observed definitive evidence of water ice on the Moon’s surface. NASA’s Moon Mineralogy Mapper (M3) instrument M3, aboard the Chandrayaan-1 spacecraft -- launched in 2008 by the Indian Space Research Organisation -- was uniquely equipped to confirm the presence of solid ice on the Moon. “Learning more about this ice, how it got there, and how it interacts with the larger lunar environment will be a key mission focus for NASA and commercial partners, as we endeavour to return to and explore our closest neighbour, the Moon,” said the findings published in the journal Proceedings of the National Academy of Sciences. James Milner sends Wayne Hennessey the wrong way from the penalty spot to put Liverpool ahead on Monday night.
season. It was a fairly quiet first half until the 23rd minute when Naby Keita nicked the ball around Andros Townsend before taking a few strides and releasing a superb long pass for Salah. The forward
tried to chip over Hennessey but under pressure, he sent the ball flying high into the crowd. Palace went close 90 seconds later when Townsend fired a curling effort towards goal but it smashed off the top corner
of the crossbar. Wilfried Zaha attempted to net the rebound but it hammered off the back of Joe Gomez before going behind for a corner. Liverpool opened the scoring just before halftime through Salah, who
was tripped in the area by Sakho, with referee Michael Oliver instantly pointing to the spot despite protests from the defender. Milner dispatched coolly past Hennessey. The second half began at a pace, with Salah
rounding the oncoming Hennessey in the box early on but failing to chip home before Keita fired the cutback from his team-mate just wide. At the other end, Alisson was called into action eight minutes after the restart as Luka Milivojevic curled a free-kick his way, but the Brazilian made a leaping save. With 15 minutes to play, Crystal Palace went down to ten men as WanBissaka was given his marching orders. As Salah raced towards goal, the 20-year-old caught him around the ankles just outside the area and was shown a straight red card. Liverpool pushed for another as the game drew to a close and made the breakthrough in the 93rd minute. After clearing a Palace corner, Salah burst down the field before laying the ball off to Mane. He continued the run, shrugging off a challenge from Patrick van Aanholt and rounding the oncoming Hennessey before slotting home.

Asian Games: Shooters grab three medals India grab first Sepaktakraw medal J a k a rt a , Au g 2 1 (Agencies): India grabbed their first ever medal in Sepaktakraw at the Asian Games 2018 on Tuesday as they were defeated by Thailand 2-0 in the semi-finals. Even though India failed to advance to the final and assure themselves of a silver, the bronze medal was an untouched territory and India will surely be happy with their performance in
the multi-sport event at Jakarta and Palembang. India began their campaign with a 2-1 win over Iran but lost their second match 2-0 against Indonesia. However, since Iran had lost both their matches, they were eliminated and India advanced to the semifinals, assuring themselves of a bronze medal. While the men’s team came out with an inspired
performance at the Asian Games, the women’s team were not able to take an inspiration from their performance and lost all three of their group games. India women opened their campaign with a 3-0 to Korea after which they showed a bit of intent before going down 2-1 against Laos. On Tuesday, they lost 3-0 to Thailand, failing to make it to the semis.

Ja k a rta , Au g 2 1 (IANS): Indian shooters Saurabh Chaudhary and Abhishek Verma bagged the gold and bronze medals respectively in the Men’s 10 metre Air Pistol final in the ongoing 2018 Asian Games here on Tuesday. Saurabh, 16, clinched the gold after producing an Asian Games record score of 240.7. It was India’s third gold medal at the ongoing Games. Abhishek, 29, stood third scoring 219.3 to take India’s medal tally to seven. He had finished sixth during the qualification round. Tomoyuki Matsuda of Japan secured the silver with 239.7. He and Saurabh pulled away for
the gold medal battle with points of 220.1 and 220.5 respectively as Abhishek was eliminated with 219.3 points after eight series. Matsuda, 42, was leading the charge going into the ninth and final series having led after each of the series. But in the final series, he came up with first shot score of 8.9 to blow his chances as Saurabh overtook him with a 10.2 in his first shot of the series. In the second shot of the series, Matsuda scored 10.3 but Saurabh did well with 10.4 to seal the title. Last Eng wkt stand delays India win
Indian players celebrate after taking a wicket on Day 4 of third test against England.
Nottingham, Aug 21 (PTI): Jasprit Bumrah produced a hostile spell of fast bowling to put India on brink of a comprehensive victory before the final England pair delayed the inevitable on an engrossing fourth day of the third Test. Coming back from injury, Bumrah (5/85 in 29 overs) wreaked havoc with the second new ball after stiff resistance from Jos Buttler and Ben Stokes as England barely survived at 311 for 9 in pursuit of an improbable target of 521 runs. This was Burmrah second five-wicket haul in only fourth Test match. England will need another 210 runs on the final day which is impossible as the question is when would India take the final wicket on the fifth day to pull one back in the series. The last pair of Adil Rashid (30 batting) and
Jimmy Anderson (8) played nearly six overs and will pray that fickle English weather come to their rescue. Flamboyant strokeplayers Buttler (106) and Stokes (62) curbed their natural instinct to added 169 runs in 57.2 overs in a show of grit and application. However things changed dramatically after skipper Virat Kohli took the second new ball and Bumrah got Buttler and Jonny Bairstow (0) off successive deliveries. Bairstow, coming out to bat with a finger fracture also expected an incoming delivery but it straightened after pitching to knock back the off-stump. Lord’s Test centurion Chris Woakes (4) got lethal short ball that reared up and he tried to fend it awkwardly as Rishabh Pant timed his jump to perfection to snap the chance.
Hardik Pandya (1/22) having a dream Test match then removed the stodgy Stokes who was squared up as KL Rahul took his third catch of the innings. Bumrah’s penchant for bowling ‘no-balls’ then prevented him from completing his five-wicket haul after Adil Rashid was caught by Kohli in the slip cordon. The TV replays showed that Bumrah had overstepped. However he completing the well deserved milestone when Stuart Broad (20) edged one to Rahul for his fourth catch. Earlier, England were reduced to 84-4 at lunch as Ishant Sharma (2/70) took two quick wickets in the first hour. Brief scores: India329 & 352-7 dec (Kohli 103, Pujara 72; Rashid 3-101) England- 161 & 311-9 (Buttler 106, Stokes 62; Bumrah 5-85)
