SC notice on Nagaland Lokayukta NEW DELHI, AUG 21 (AGENCIES): In a major development, the state government has approached the Supreme Court to arbitrate on the actions of its own Lokayukta, Justice Umna Nath Singh, who it claimed to have made several “arbitrary demands”. Supreme Court Friday agreed to hear a plea filed by Nagaland government which has raised questions over the functioning of Lokayukta in the state. A three-judge bench of Chief Justice of India SA Bobde and Justices AS Bopanna and V Ramasubramanian issued notice after Advocate General for the State KN Balgopal made submissions on behalf of the state. Issue notice returnable two weeks, the court stated in its order. As reported by Bar and Bench- a news protal, the Supreme Court sought Nagaland Lokayukta’s response in state government plea calling for cessation of
his powers and functions. The petition also prayed for the Court to direct the Lokayukta to assign all the pending matters before him to the Upa-Lokayuktas. This was in addition to a prayer seeking an order to prohibit the Lokayukta from exercising his powers and functions as per the Nagaland Lokayukta Act of 2017. The state government claimed that since April 2019, the Lokayukta had fallen short of the standards that were expected from a person holding his position. Moreover, his unreasonable demands and “capricious behaviour” made it untenable for him to continue in the post, it is averred. Lokayukta Justice Uma Nath Singh, who is former Chief Justice of the Meghalaya High Court, also made a request to the chief secretary of the state government for relaxation of Section 4(2)(c) of the Nagaland Lokayukta Act in order to facilitate his engagement as an arbitrator in an arbitration matter. The provision makes it impermissible for the Lokayukta to hold any other office, the plea explained. Elaborating on other “arbitrary demands” made

Early this month, local Military Intelligence officials received input of suspicious activities in a godown near Kashigaon, Achronda Road, under the Partapur police station. During the investigation, the MI sleuths learnt that the facility stored large number of illegally printed books of NCERT. MI shared the input with local STF of UP Police. A joint team of the three agencies raided the facility at about 2.30 p.m. on Friday. A massive number of illegally printed books for almost all classes starting from Class I were recovered during the raid. KO H I M A , A U G 2 1 (NPN): NPF leader L. Imkong Imchen said the remarks in the Independence day message from the Nagaland Governor RN Ravi that Nagaland was the “worst performing State in the country” was a fact which cannot be denied. While clarifying to Nagaland Post that it was his personal opinion, Imchen said the governor, as constitutional head of the State, had every right to make such an observation. Imchen maintained that the governor as “a fatherly figure had every right to give his advice to the State Cabinet and even the opposition”, which must be accepted. Imchen said even though the PDA government didn’t take lightly to the comment and claimed
by Singh, the petition stated that not only did he sought permission to function online from Delhi, but also made a request before the chief secretary for accommodation, among other things. The petition stated that the Lokayukta was personally informed that the requests could not be acceded to, considering that the same would require amendment to the statute. Subsequently, a communication dated June 6, 2019, purportedly sent from the office of the chief secretary, came to light, which claimed that the chief secretary approved of these demands, even though he did not have knowledge of the same. The June 6 letter was later withdrawn owing to the chief secretary’s lack of knowledge of the communication being made. It was also proposed that an inquiry be made into how the “misleading letter” was sent. The Lokayukta then “started showing his ire”, the petition said, by issuing notices to various honest officials. Justice Singh’s unreasonable requests also included a demand for the presence of the Commissioner of Police at Dimapur airport at
that the government was making every effort to take the state forward, the governor’s remark cannot not be denied. It may be mentioned that Ravi had, in his Independence Day message stated that Nagaland was the 16th State of the Indian Union, the second oldest State in the North East and was endowed with one of the finest of human and natural resources. Ravi said that for quite some decades since its birth, Nagaland had raced ahead of several other States in the region despite odds. The Governor, however, said unfortunately “today it has the dubious distinction of being the worst performing State in the country, including in the North Eastern region, on almost all significant indicators of human development”.
the time of his arrival and/or departure every time, which is in clear deviation from the security protocol and the Y plus security detail accorded to the Lokayukta, the petition stated. Meanwhile, in a press note, Advocate General Nagaland, KN Balgopal said the Lokayukta had made request for being allotted the chief minister’s former bungalow which was converted into a V.I.P guest house. He also insisted upon writing to the authorities for avoiding frisking at the airport which was also not allowed. Balgopal said that the Lokayukta, in a complaint case, directed the chief minister to conduct an enquiry against the deputy chief minister and to file a report in his court overlooking the fact that the chief minister was not an investigating authority. In yet another case, Balgopal claimed that the Lokaykta had alleged that the Law department was a danger to the government because some officer of the Law department in an internal note questioned his authority in interfering with service matters of an employee retired in 2009, adding the list was endless.

WHO chief hopes pandemic ends within 2 years LONDON, AUG 21 (AP): World Health Organisation chief Tedros Adhanom Ghebreyesus Friday said he hopes the world can end the coronavirus pandemic in less than two years-less time than it took for the 1918 flu pandemic to be stopped. Describing COVID19 as a “once-in-a-century health crisis”, he said that while globalisation had allowed the virus to spread quicker than the flu did in 1918, there was also now the technology to stop it. “We hope to finish this pandemic (in) less than two years, especially if we can pool our efforts,” he said during a press briefing. WHO’s emergencies chief Dr Michael Ryan noted that 1918 pandemic hit the globe in three distinct waves and that the second wave was the most devastating. But he said it didn’t appear COVID-19 was following the same pattern.

He was referring to the controversy generated after a Wall Street Journal (WSJ) report claimed that Facebook’s content regulation policies favoured the BJP. The WSJ report sparked a widespread debate in India, raising serious questions over Facebook’s content regulation practices. The report claimed that Facebook India’s Public Policy Head Ankhi Das had told staff members that punishing violations by BJP politicians would damage the company’s business prospects. Mohan said the policies at Facebook are “ever-evolving to take into account
the local sensitivities, especially in a multicultural society such as India”. “An example is the inclusion of caste as a protected characteristic in our global hate speech policy in 2018,” Mohan said. The Facebook India chief said that the employees represent a varied political spectrum who have either served in many administrations or have political experience and take immense pride in being active contributors to public service. “Despite hailing from
diverse political affiliations and backgrounds, they perform their respective duties and interpret our policies in a fair and non-partisan way. The decisions around content escalations are not made unilaterally by just one person; rather, they are inclusive of views from different teams and disciplines within the company,” he elaborated. Amid the debate, BJP’s IT cell chief Amit Malviya has claimed that Mohan worked with the Planning Commission during the UPA era. According to Mohan, there is no place for hate speech on Facebook but they need to do more. “We know this work is never over, which is why we will continue to invest in our efforts to

Faction-ridden alliances
C
ongress in Assam has already kick-started its election campaign for the 2021 assembly election and has already declared formation of a ‘grand alliance’ of anti-BJP and secular forces. The Congress hopes be the early bird and win ‘big’ with 80 seats. In the 2016 assembly election to the 126-member house in Assam, the Congress under three-time chief minister Tarun Gogoi won 26 seats of 78 it held(one resigned and later contested and won on BJP ticket); the BJP won 60 over five it held; NDA ally, the AGP won 14 over 10 it held; Bodoland People’s Front(BPF) retained all 12 it held; while the All India United Democratic Front(AIUDF) of Badhruddin Ajmal won 13 of 18 it held. The current ruling NDA coalition in Assam-BJP,AGP and BPF- with 86 seats, will tested in the 2021 elections on its performances and pressing issues such as the Citizenship, NRC and illegal immigrants issues. New political parties could also emerge after the All Assam Students’ Union (AASU) and Krishak Mukti Sangram Samiti (KMSS) - two leading forces of the anti-CAA movement - finalised plans to float political parties to contest the 2021 assembly polls. As of now, there could be three main contenders- NDA (BJP,AGP,BPF); Congress, AIUDF and the nascent AASU-KMSS. Over two crore voters will decide the fate of the alliances. The cracks within the Assam Congress seem to have widened following former chief minister Tarun Gogoi’s announcement that the party was ready for an alliance with the AIUDF ahead of the 2021 assembly elections. Several Congress leaders believe that the Hindu electorate across the state would vote against the party if the AIUDF is projected as a partner. Soon after the public announcement, senior functionaries, including leader of the Opposition Debabrata Saikia, veteran leader Pradyut Bordoloi, Bhupen Borah, Rana Goswami and Abdul Khaleque held a separate meeting in which they decided to send a formal request to the party high command, seeking change of APCC chief Rupin Bora. Even before 2019 Lok Sabha polls there were serious differences within the Congress over the party’s alleged “secret understanding” with the AIUDF. In 2006 Gogoi distanced Congress from AIUDF and joined hands with the BPF led by Hagrama Mohilary, which won ten seats. This strategy worked for the Congress, and Gogoi became chief minister for the third time in a row. BJP led alliance in Assam has set a target of winning 100 assembly seats in 2021 assembly. BJP is also not without its internal divisions with former Congress leader and Gogoi confidante and present finance minister Himanta Biswa Sarma, chief minister Sarabananda Sonowal and Speaker Ranjit Dass. BJP ally AGP is also hit by internal fissures over the CAA. Party members in Guwahati had demanded the resignation of party president Atul Bora, working president Keshab Mahanta and senior leader Phani Bhusan Choudhary for their tacit support to the BJP over the CAA. The AGP now has two factions- one led by Atul Bora and the other by former chief minister Prafulla Kumar Mahanta. The AASU which has been the backbone of AGP, has decided to pull out all its members from AGP and float its own party. The BPF is also unhappy with BJP and has decided to go it alone for the Bodoland Autonomous Council election. Internal divisions within alliances aside, the question is whether the pandemic will come in the way of holding elections in 2021.
DailyDevotion The Ministry of the Unnoticed
Blessed are the poor in spirit… —Matthew 5:3 The New Testament notices things that do not seem worthy of notice by our standards. “Blessed are the poor in spirit….” This literally means, “Blessed are the paupers.” Paupers are remarkably commonplace! The preaching of today tends to point out a person’s strength of will or the beauty of his character— things that are easily noticed. The statement we so often hear, “Make a decision for Jesus Christ,” places the emphasis on something our Lord never trusted. He never asks us to decide for Him, but to yield to Him— something very different. At the foundation of Jesus Christ’s kingdom is the genuine loveliness of those who are commonplace. I am truly blessed in my poverty. If I have no strength of will and a nature without worth or excellence, then Jesus says to me, “Blessed are you, because it is through your poverty that you can enter My kingdom.” I cannot enter His kingdom by virtue of my goodness— I can only enter it as an absolute pauper. The true character of the loveliness that speaks for God is always unnoticed by the one possessing that quality. Conscious influence is prideful and unchristian. If I wonder if I am being of any use to God, I instantly lose the beauty and the freshness of the touch of the Lord. “He who believes in Me…out of his heart will flow rivers of living water” (John 7:38). And if I examine the outflow, I lose the touch of the Lord. Who are the people who have influenced us most? Certainly not the ones who thought they did, but those who did not have even the slightest idea that they were influencing us. In the Christian life, godly influence is never conscious of itself. If we are conscious of our influence, it ceases to have the genuine loveliness which is characteristic of the touch of Jesus. We always know when Jesus is at work because He produces in the commonplace something that is inspiring.

Post-mortem
Remembering the soldiers of the Burma Campaign, 1944 S econd World War ended in 1945 and the end of the world war led to a new beginning globally. Narrowing down the second world war theatre to the Burma Campaign; Burma, Imphal and Kohima have also been impacted by the world war fought in these respective regions. When we look into the history of the Burma Campaign, the Japanese Imperial Army advanced into Burma with the intention to cut off the supply line with China. Confident about their abilities, the Japanese Imperial army were on the winning side till the Imphal region. The fate of the Japanese soldiers in the battle of Kohima unexpectedly turnaround from victory into defeat. The Japanese soldiers who survived and went back home barely recovered from the horrors of the Burma campaign. They chose to remain silent and not talk about this event. Instead, they bear the feelings of loss, grief and guilt within themselves. The battle of Kohima and simultaneous battle of Imphal saw troops from both sides suffer deplorable inhumane horrid conditions. This is what the course of war does to the people who stands on behalf of their nation. This implies not only to the second world war but other decisive wars as well. The victory of the British allied force was indeed a celebrated moment.
T
However, the survivors also had their own share of grief over the loss of their comrades and the cruelty of war. The people of Burma, Imphal and Kohima were free from their temporary invaders after the war was over. The people of these regions begin to live a new normal life with least news of their former invaders. This war has also impacted the Naga society in certain areas. Most prominently, we see how it has impacted the minds of the people in understanding nation building and independence. Similarly, we understand that there has been a transition in the Naga society through this event. The Naga war veterans recalls their experiences with mixed emotions; laughter, fascination, pain, grief and most importantly their survival. To have survived is the biggest relief for any survivor. The idea or concept of nation building was much learned through this event by the Naga political leaders. The Nagas participated in the first world war as labour corps and the second world war was witnessed in their own land. This exposure imbibed sense of community togetherness and identity consciousness.Though it was a war not invited by the Nagas, the two super power nations of the 1940’s created a historic event for the Nagas. The transition
from conservative tribal livelihood to western civilization is because of such unexpected event which none could ever imagine in their wildest imaginations. The British as well as the Japanese were temporary invaders whose chase for power and supreme authority influenced the Naga people that they were also no less than their invaders and it prompt them to consider themselves as an abled community. However, herein lies a problem that despite all these tributes and the recognition that the battle of Kohima and Imphal as the fiercest battles in British war history, the importance of the battle of Kohima does not loom large in the histories of World War II. For the Nagas, who hoped that they will be free from superior authority, this dream was terribly shattered when the British empire left India for good and giving way to India which the latter attained her Independence on 15th August, 1947. Is it not relevant to mention this that during the need hour, the Naga population adhered to complete loyalty towards the British in defeating their opponent. Then, why is it that we were left unattained and uncared? These voices have been lingering on in the hearts of the people and the atrocities and sufferings in the name of freedom still remains conflicted.
Is war a good or bad thing? Practically, war is evil yet, it is inevitable because sometimes the call for war seems to be the only solution for a nation. The evolution of Just War theory by Middle Ages Roman and Greek philosophers and later supported by Christian theologians specifies condition for judging if it is just to go to war, and conditions for how the war should be fought.Coming from the experiences of former Japan’s Imperial soldier, war is nothing else other than killing. Any soldier with utmost allegiance and patriotic fervor desires to serve his nation. However, when one is met with such horrible crises where you are either killed or kill someone else, it jeopardizes the concept of humanity. War crime is also another impact of war. During the Second World War the murder of several million people mainly Jews by Nazi Germany, and the mistreatment of both civilians and prisoners of war prosecuted by the belligerent powers for a range of legitimate and illegitimate reasons. Robert Gilpin offers the most comprehensive definition of hegemonic war. It involves “a direct contest between the dominant power or powers in an international system and the rising challenger or challengers,” and the “participation of all the major states and most
of the minor states in the system.” The fundamental issue at stake is the nature and governance of the system”; hence hegemonic wars are unlimited in their ends and in their political economic and ideological consequences. Hegemonic wars are unlimited in their means as well as their ends and expand to encompass the entire international system. The second world war is identified as general war or hegemonic war. The problems of the post-war never can be resolved without the sense of peace and reconciliation. Post-war conciliatory gestures by the Japan government is commendable. The Japan government initiated the search for the remains of former Japanese servicemen. The team known as Japan Association for Recovery and Repatriation of War Casualties (JARRWC). This team have been covering the Burma, Manipur and Nagaland regions as part of the search operation. Also, initiative undertaken by Japan government, people to people contact between Japan and the people of Nagaland and Manipur since 2017 has been an impactful policy. The Kohima Educational Trust/Kohima Educational Society which was founded by the British Kohima war veterans have been consistently offering monetary help towards the education of Naga students
besides other commendable activities. The Burma Campaign Society is committed to restore friendly relations between Japan and United Kingdom through sharing of information’s, imparting education and mutual sympathy. Over the years, many war veterans and their descendants of the Burma Campaign have visited Kohima and Imphal and to honor the sacrifice of the forgotten soldiers and also express sincere gratitude to the local inhabitants for their service during the war. Akiko Macdonald, Chairperson of the Burma Campaign Society wanted to stand where her father stood at the Kohima battle in 1944. She practically traced her father’s footsteps and walked through the battle site where his father fought which was a highly emotional and heart pinching remembrance. The definition of war weighs high and it is difficult to predict the cost of war, it could be more if we do not learn lessons from the past. Reconciliation is a hope for peace and no war. This article was published in YeningHunba, a journal for peace and reconciliation studies by 2nd World War Imphal Campaign Foundation. Students attend neighbourhood classes in Tripura Mnp COVID death toll rises to 20
Agartala, Aug 21 (PTI): On its first day, over one lakh school students in Tripura attended neighbourhood clases in open places maintaining social distancing, a state minister said. The state government has started neighbourhood classes for students, who do not have television sets or mobile phones, the minister said on Friday. A total of 1.25 lakh students attended the classes on the first day on Thursday, Education minister Ratan Lal Nath said. Under this system, a teacher will teach a maximum of five students by strictly maintaining social distancing. Every student must carry a mask and sanitise his hand before and after classes. Students from class 3 to class 12 participated in the neighbourhood classes in the school ground or in an open space near the educational institution, the
Students attend a class in an open area in the wake of coronavirus pandemic, in Agartala, (PTI) minister said. “Schools and various other educational institutions remained closed for the past five months (due to COVID-19 pandemic) hampering the education of the students. We have formed
committees with representatives from all political parties and organisations and on the recommendations of these committees, steps are being taken to teach the students. “We have also asked
the teachers not to pressurise any student to attend the neighbourhood classes if their parents are not willing,” Nath said. After the lockdown started from March, the state government had introduced
virtual classes through cable TV networks and android phones to engage the students in the process of learning. But a survey conducted by the state Education Department showed that all students did not have access to phones and TV. The initiative will help students who could not take the benefit of the digital initiatives being run by the School Education Department, the minister had said. The survey conducted by his department in all the eight districts showed that 29 per cent (94,013) of the 3.22 lakh students did not have mobile phones and around 44 per cent (1.42 lakh) of the students did not have access to television, Nath said. “Since these students can’t avail our ongoing classes, we have decided to start neighbourhood classes with a 1:5 teacher student ratio, mostly in remote areas,” Nath said.

Hyderabad, Aug 21 (IANS): All nine persons trapped after a huge fire at an underground hydroelectric power station in Telangana were killed, officials said on Friday. All the efforts by rescue workers to save the trapped employees at Telangana State Generation Corporation (TS Genco) plant at Srisailam canal’s left bank in Nagarkurnool district were futile. The rescue workers recovered the bodies of five victims. They were identified as Assistant Engineers Mohan Kumar, Uzma Fatima, and Sunder, Divisional Engineer Srinivas Goud and Mahesh, an employee of a battery company. Efforts were on to trace the bodies of the remaining persons. The rescue personnel including those from the Central Industrial Security Force (CISF) and the National Disaster Response Force (NDRF) were battling thick smoke to retrieve the bodies. Some rescue workers have also reportedly become ill during the rescue operation. E a r l i e r, p e r s o n n e l from the NDRF and experts from the Singareni Collieries Company Ltd (SCCL) joined the rescue operations. The fire, which broke late on Thursday, was brought under control by the firefighters. A short-circuit is believed to have caused the fire at unit one of the underground power house. Of the 30 persons reported to be present at the spot, 15 escaped to safety through a tunnel while six were rescued by rescue personnel. They were admitted to a local hospital. One of the survivors said the sparks were first noticed on a panel. “This was followed by series of explosions. There were utter chaos and we all ran out for safety,” he said. Biden accepts prez nomination
Democratic presidential candidate Joe Biden hugs his wife Jill Biden after his speech on the fourth day of Democratic National Convention. (AP/PTI)
Washington, Aug 21 (IANS): Former US Vice President Joe Biden has formally accepted the Democratic Party’s presidential nomination to take on incumbent President Donald Trump in the November 3 election. His acceptance speech came on the last day of the four-day Democratic National Convention on Thursday night, which also marked 33 years since he
made his first bid for the White House, reports ABC News. “It’s with great honour and humility, I accept this nomination for president of the United States of America,” the 77-year-old said while speaking from a mostly empty event centre in his hometown of Wilmington, Delaware. “It is time for us, for we, the people, to come together. take, united we can and will overcome this season of darkness in America. We will choose hope over fear, facts over fiction, fairness over privilege.” “I’m a proud Democrat and I will be proud to carry the banner of our party into the general election.” “But while I’ll be a democratic candidate, I will be an American president. I’ll work hard for those who didn’t support me, as hard
for them as I did for those who did vote for me. That’s the job of a president, to represent all of us, not just our base or our party. This is not a partisan moment. This must be an American moment.” Biden also said that Trump has “cloaked America in darkness for much too long” and has unleashed “too much anger, too much fear, too much division”. If Trump is re-elected, Biden said, “(Coronavirus) sases and deaths will remain far too high. More mom and pop businesses will close their doors and this time for good. Working families will struggle to get by and, yet, the wealthiest 1 per cent will get tens of billions of dollars in new tax breaks”. The “assault on the Affordable Care Act will continue until it’s destroyed”, he added. Trump has “failed in his most basic duty” to protect Americans from the virus, said the former Vice President. Biden also took a moment during his nomination acceptance speech to thank former President Barack Obama saying, “You were a great president.”
HK mass COVID testing to begin on September 1 HONG KONG, Aug 21 (Agencies): Hong Kong leader Carrie Lam said on Friday that mass testing of residents for coronavirus in the Asian financial hub will begin on September 1, as she warned people not to be complacent despite a steady fall in the number of new infections. The testing, which will be done with the assistance of a 60-person team from the mainland, is the first time Chinese health officials have assisted the special administrative region in its battle to control the pandemic. The testing will be voluntary and take around two weeks to complete, Lam said. “There will be a substantial boosting of the testing capacity in the public and private sector, a more than 10-fold increase.” Hong Kong had seen a resurgence of locally transmitted cases since the start of July but the daily number has fallen from triple digits in recent weeks to low double digits. Since late January, over 4,600 people have been infected in Hong Kong, 75 of whom have died.
Russia to let Alexei Navalny fly to Germany for treatment Moscow, Aug 21 (AP): Russian doctors gave a dissident who is in a coma after a suspected poisoning permission to be transferred abroad for medical treatment, a senior physician said on Friday. The reversal came after more than 24 hours of wrangling over Alexei Navalny’s condition and treatment. Navalny, a 44-year-old politician and corruption investigator who is one of Russian President Vladimir Putin’s fiercest critics, was admitted to an intensive care unit in the Siberian city of Omsk on Thursday. His supporters believe he was poisoned and that the Kremlin is behind it. His family and supporters wanted him brought to a top German medical clinic, but his physicians in Omsk said he was too unstable to move, even after a plane with German specialists and advanced equipment arrived. Navalny’s supporters denounced that as a ploy by authorities to stall until any poison would no longer be traceable in his system. A
Alexei Navalny
senior doctor in Omsk said the team did not believe he was poisoned. The German doctors later examined Navalny and said he was fit to be transported. “I understand he’s still unconscious, but they’re used to such special assignments and they say very clearly he can fly and they want to fly him,” film producer Jaka Bizilj, of Cinema For Peace, told The Associated Press after being in contact with the German doctors. The Russian medical team then relented and deputy chief doctor of the Omsk hospital Anatoly Kalinichenko told reporters on Friday that he would be allowed to leave.
The flight was scheduled for Saturday morning, Russia’s RIA Novosti news agency reported, citing airport officials. Earlier, a Kremlin spokesman Dmitry Peskov denied the resistance to the transfer was political. He said he wasn’t aware of any instructions to stop the transfer and that it was purely a medical decision. “It may pose a threat to his health,” Peskov said. Navalny’s wife told reporters that hospital staff and men she suspected were law enforcement agents didn’t let her speak to the German specialists, who she said were brought into the facility in secrecy, through a back door. Navalny fell ill on a flight back to Moscow from Siberia on Thursday and was taken to the hospital after the plane made an emergency landing. His team made arrangements to transfer him to Charite, a clinic in Berlin that has a history of treating famous foreign leaders and dissidents and insisted that the transfer is paramount to saving the politician’s life.
Pandemic could cause poverty to Scant progress in EU-UK trade negotiations: Barnier surge by 100 mn, says World Bank
Washington, Aug 21 (Agencies): The coronavirus pandemic may have driven as many as 100 million people back into extreme poverty, World Bank President David Malpass warned Thursday. The Washington-based development lender previously estimated that 60 million people would fall into extreme poverty due to COVID-19, but the new estimate puts the deterioration at 70 to 100 million, and he said “that number could go higher” if the pandemic worsens or drags on. The situation makes it
“imperative” that creditors reduce the amount of debt held by poor countries at risk, going beyond the commitment to suspend debt payments, Malpass said in an interview with AFP. Even so, more countries will be obliged to restructure their debt. “The debt vulnerabilities are high, and the imperative of getting light at the end of the tunnel so that new investors can come in is substantial,” Malpass said. Advanced economies in the Group of 20 already have committed to suspending debt payments from the
be resolved and even where there is a broad understanding between negotiators, there is a lot of detail to work through,” Frost said in a statement. “Time is short for both sides.” After 46 years of membership, Britain became the first country ever to leave the EU on January 31. The two are now negotiating a new partnership, to be effective from 2021. Disagreements over state aid rules and fishing quotas have so far thwarted a deal, which the EU says must be in the making in time to be approved at an October 15-16 summit of the bloc’s 27 national leaders to enable ratification this year. Beyond the biggest stumbling blocks, differences
also linger in discussions on migration, security, disputesettling mechanisms, human rights guarantees and other areas. Barnier sounded downbeat on Friday, however, saying he was “disappointed and concerned” because British Prime Minister Boris Johnson had told the EU he wanted to speed up the negotiating process over the summer. “This week, once again, as in the July round, the British negotiators have not shown any real willingness to move forward on issues of fundamental importance for the European Union,” Barnier said. “A n d t h i s d e s p i t e the flexibility which we have shown over recent months.”
GOVERNMENT OF NAGALAND TRANSPORT DEPARTMENT
He said negotiations too often appeared to be going backwards rather than forwards and so, at this stage, an agreement looked
unlikely. “On the European side, we are very concerned about the state of play in our negotiations. The clock is ticking,” Barnier said.

poorest nations through the end of the year, and there is growing support for extending that moratorium into next year. But Malpass said that will not be enough, since the economic downturn means those countries, which already are struggling to provide a safety net for their citizens, will not be in a better position to deal with the payments. The amount of debt reduction needed will depend on the situation in each country, he said, but the policy “makes a lot of sense.” The World Bank has committed to deploying $160 billion in funding to 100 countries through June 2021 in an effort to addresses the immediate emergency, but even so, extreme poverty, defined as earning less than $1.90 a day, continues to rise. Malpass said the deterioration is due to a combination of the destruction of jobs during the pandemic as well as supply issues that make access to food more difficult.
BRUSSELS/LONDON, Aug 21 (Agencies): British and European Union negotiators made scant progress towards a deal on future ties in talks this week, they said on Friday, and both sides voiced concern that time is running out to reach an agreement before an endyear deadline. “Those who were hoping for negotiations to move swiftly forward this week will have been disappointed,” said EU’s chief negotiator, Michel Barnier. His British counterpart David Frost said a deal on post-Brexit relations was “still possible” and was still London’s goal but would not be easy to achieve. “There are ... significant areas which remain to

No Arjuna for Sakshi and Mirabai
Sakshi Malik
New Delhi, Aug 21 (PTI): The Sports Ministry on Friday decided against bestowing the Arjuna award on former Khel Ratna winners Sakshi Malik and Mirabai Chanu, pruning the list to 27 but accepted an unprecedented five recommendations for the country’s highest sporting honour this year. Last week, the Justice (retd) Mukundakam Sharma-led selection committee had recommended 29 names for the Arjuna Award to the Sports Ministry. The list also included
Rio Olympics bronze medal-winning wrestler Sakshi and 2017 weightlifting world champion Mirabai, but the decision on bestowing the Arjuna on them was left to the discretion of Sports Minister Kiren Rijiju. This was due to the fact that they had already won the Khel Ratna, the country’s highest sporting honour. The strange decision to include their names raised eyebrows and attracted criticism. While Sakshi won the Khel Ratna in 2016 for her
Mirabai Chanu
bronze in Rio, Mirabai was bestowed with the prestigious honour in 2018, after her exploits at the world championships the previous year. The five Khel Ratna winners for this year would be star cricketer Rohit Sharma, wrestler Vinesh Phogat, Paralympic gold-winner Mariyappan Thangavelu, TT player Manika Batra, and women’s hockey team captain Rani Rampal, the ministry confirmed in a formal press release. In a first, the awards will be held virtually on
Marseille revoke PSG shirt ban for CL final
Paris Saint-Germain fans in team’s jersey.
Marseille, Aug 21 (Agencies): A ban on Paris Saint-Germain football shirts in Marseille’s city centre has been revoked just hours after it was imposed to avert clashes between rival fans during Sunday’s Champions League final. PSG face Bayern Munich in Lisbon on Sunday evening, attempting to become only the second French winners after Olympique Marseille, who clinched the biggest prize in European club football
in 1993. Marseille’s police prefecture on Thursday had announced a ban on “the presence of PSG supporters or people presenting themselves as such and behaving as such” around the historic Old Port — only to revoke it the next morning. The ban was supposed to apply from 3pm local time on Sunday afternoon to 3am on Monday, with the evening match scheduled in between. Tensions between fans
of the two clubs are so strong that the French interior ministry regularly issues travel bans for away fans when the clubs meet. Justifying its initial ban, the police said “there is strong animosity on the part of some Marseille residents, supporters or not, toward the PSG team, in contradiction with any sporting spirit”. The aborted order followed incidents during the broadcast of Tuesday evening’s Champions League semi-final, in which PSG beat RB Leipzig. The police said gatherings of more than 250 people took place in Marseille and there were two assaults on people wearing PSG shirts, including “attempts to intimidate them in order to interrupt the broadcasting of the match”. French authorities are also wary of possible unrest in Paris, where 36 people were arrested following Tuesday’s semi-final when jubilant fans clashed with police on the ChampsÉlysées.

The criteria for the awards takes into consideration the athletes’ performances over a four-year period. A weightage of 80 per cent is given to athletes winning medals at various international competitions with the remaining 20 per cent left to the discretion of the panel members. Paddler Manika Batra’s recommendation for the Khel Ratna raised
doubts as she has not won anything of note since the Arjuna award on the back of her exploits at the 2018 Commonwealth Games in Gold Coast. During this period, her world ranking has slipped to 63, but the ministry decided against rejecting her recommendation. The recommendation of Rani Rampal also raised questions even though she helped the Indian hockey team secure a berth at the Tokyo Olympics, besides leading the team into the final of the 2018 Asian Games in Jakarta, where it lost to Japan 1-2. The sports fraternity, though, lauded the Arjuna recommendation of Winter Olympic Games legend Shiva Keshavan, who has represented India six times in the luge event at the Games from 1998 to 2018. Keshavan has won innumerable medals for India at the international level and has several world and Asian records to his name. With the sports ministry pressing for recognition to indigenous sport, the Arjuna Award list also included an athlete from kho-kho (Sudhakar Sarika Kale).

The Dutch coach said in his presentation on Wednesday that he wanted Messi to stay, although he did not show as much reverence to the player as some of his predecessors. Koeman said he “did not know if he needed to convince Messi to stay” although he did call the Argentine the best player in the world and said he would be happy if he chose to remain at Barca. IPL 13: Malinga to miss initial games
Pursuit for record spurred Djokovic to compete in US Open
Colombo, Aug 21 (IANS): Mumbai Indians seamer Lasith Malinga will not be available for the initial stages of the Indian Premier League (IPL) 2020 due to personal reasons. According to a report in ESPNcricinfo, the Sri Lankan bowler will not be travelling to the UAE with the Mumbai Indians squad as his father is ill. The lucrative T20 league, scheduled to be played across three venues in Abu Dhabi, Dubai and Sharjah, will be held from September 19 till November 10. “It is understood Malinga’s father has been ill and may require surgery in the coming weeks. The fast bowler wants to be by his side and will be training in Colombo,” the report said. Last year, Malinga was in the middle of things as he helped the franchise get to their fourth IPL title with a scintillating last-over finish. He has played 122 games in the IPL, picking 170 wickets at an average of 19.80. The 36-year-old last featured for Sri Lanka in a T20I during the home series against West Indies in March this year.
Belgrade, Aug 21 ( Ag e nc i e s ) : N ova k Djokovic decided to travel to New York for the US Open amid the COVID-19 pandemic because the 17-times Grand Slam champion did not want to pass up on the opportunity to close in on Roger Federer’s record tally of 20. Federer will not be at Flushing Meadows this year after he took the year off to recover from a knee surgery while defending champion Rafael Nadal joined a number of top seeds in refusing to travel to the U.S.. “I cannot say it’s the main reason why I’m here, but it’s one of the reasons,” Djokovic told The New York Times, adding that he came very close to skipping the tournament as well. “I have to think about myself and my health and my fitness and whether my team is OK to be here. Once that was checked, then I, of course, also felt responsible as a top player to be here, it’s important for our sport to keep going.” “I want to play... That’s why I’m here. I’m personally not afraid of being in a

risky, dangerous health situation for myself. If I felt that way, I most likely would not be here.” Djokovic came under scrutiny in June when he hosted the ill-fated Adria Tour in Serbia and Croatia, which was scrapped when many players and staff, including himself, tested positive for COVID-19. The 33-year-old Serbian said he felt the criticism had turned into a “witch hunt”. “I don’t think I’ve done anything bad to be honest,” Djokovic said. “I do feel sorry for people that were infected. Do I feel guilty for anybody that was infected from that point onward in Serbia, Croatia and the region? Of course not. How can you blame one individual for everything?”
