NEW DELHI, AUG 22 (PTI): Centre has prepared a draft policy proposing compulsory genetic screening of all pregnant women to prevent inherited disorders such as thalassemia and sickle cell anaemia, along with putting in place advanced facilities for comprehensive care of such patients. The policy advocates for provision of medicines, including iron chelating agents, leukocyte filters and infusion pumps free of cost to the poor patients. In line with ‘Make in India’ initiative, the draft policy also advocates for promotion of manufacture of the equipment and chemicals in the country and “waiver of GST and custom duties to reduce cost of treatment for the affected families”. Titled “Policy For Prevention and Control of He-

moglobinopathies – Thalassemia, Sickle Cell Disease and variant Hemoglobins In India”, the draft note has been put up on the website of the health ministry seeking comments and suggestions from various stakeholders till August 30. The UAE, Qatar and Maldives have all pledged assistance to India for relief, rehabilitation and reconstruction in the state. But high-level sources said that while India was extremely grateful for the offers, its own resources would be used to rebuild Kerala. India will say “thank you” but “no thank you” as internal resources are mobilized. This does not, however, extend to private contributions pouring in from all over the world, given the huge diaspora from Kerala. Sheikh Mohammed bin Rashid Al Maktoum, the UAE’s prime minister, offered almost Rs.700 crore to Kerala. In a press release issued by its president Sao Venuh and general secretary Haisoliabe Ndang, NRMSATA 2016 said, in response to its seven-day ultimatum demanding release of four months’ salary, a consultative meeting was called by school education principal secretary involving RMSA officials and its office-bearers on Monday. The association claimed that in the meeting, both the principal secretary and RMSA mission director maintained that the controversial office

A condolence note from the chief minister stated that late Visebi Dolie was a well known senior citizen and one of the most revered patriarchs from Khonoma village. According to the chief minister, he was renowned for his simplicity and wisdom and people used to seek his advice on various issues of importance. Deputy PD, Akam Zeliang, highlighted the concept of farm schools while the farm teacher thanked ATMA Peren for opening the farm school at his farm.

3 suffocates to death in silk town building fire Guwahati, Aug 22 (PTI): Three members of a family were suffocated to death and left three others in a critical condition after a major fire broke out in the ground floor of a building in Kamrup district of Assam, police said today. The blaze that broke out in the wee hours also destroyed 10 shops located at the commercial building in the silk town of Sualkuchi. Smoke from the fire went up to the third floor residence where the family members were sleeping, police said. The building owner Lohit Kakoty (75), his eldest daughter Kabita Mahanta (32) and her 18-month old son Mayun Deb Mahanta died of asphyxiation.

Committee clears Police on quality of bullet proof jackets Guwahati, Aug 22 (PTI): The one-man enquiry committee to probe the quality of a set of bullet proof jackets has given a clean chit to the Assam Police in its final report, according to a source. The Assam government had constituted the inquiry committee headed by Additional Chief Secretary Kumar Sanjay Krishna following the death of Sub Inspector Bhaskar Kalita when bullets fired by ULFA (I) terrorists during an encounter on May 4 at Bordumsa pierced through his bullet-proof jacket. “The enquiry report was submitted to the chief secretary on August 10. It evaluated all quality aspects of the batch of jackets under question and it found that the products were as per standards and there were no deviations,” a source in the Home Department told PTI. The Assam Police had received 1,560 bullet resistant jackets in January 2013 after a prolonged tender process, which began in June 2010, and were distributed to the personnel in all districts in the subsequent months. After Kalita’s death, his family members, opposition parties and a few social activists raised questions about the quality of the jackets procured by the force and a batch was in dispute. In the beginning of the probe, Krishna randomly picked five jackets of the same batch from Jorhat and Tezpur and sent them to the Central Forensic Science

IMPHAL, Aug 22: Five labourers sustained injuries after an under construction Bailey bridge collapsed in Manipur’s Jiribam district on Wednesday morning. The 160 feet span double decked reinforced Bailey bridge being constructed over a river to connect Borobekra village with Guokhal village in Jiribam district collapsed at around 8 am. Police said the under construction bridge collapsed while seven labourers were working on the bridge. Five of them sustained injuries while the other two jumped into the river water and escaped unhurt. Among the injured five, Kh Dono Singh (35) of Guokhal village and Thoiba Konsam Singh (27) of Lamthei Khunou sustained critical injuries. Godavari flows above danger mark

BHADRADRI, Aug 22 (AGENCIES): As the Godavari continued to flow over the second flood warning level of 48 feet and inched towards the danger mark of 53 feet at Bhadrachalam on Tuesday night, the official machinery has been put on high alert in the flood-prone areas spread in seven mandals of the district. The water level of the river crossed the second warning mark of 48 feet at 4 pm, prompting the authorities to issue the flood alert all along the course of the river in Charla, Dummugudem, Bhadrachalam, Pinapaka, Manuguru, Aswapuram and Burgampadu mandals. With the release of

huge volume of flood waters from Taliperu and other dams in upstream areas, the water level of the river is likely to cross the danger mark on Wednesday morning, official sources said, quoting the Meteorological Department data. The officials have deputed additional staff at the flood control room (08743232444) to constantly monitor the situation arising out of the flood threat. Sectoral officers have been deputed to monitor the flood control measures and the personnel of the National Disaster Response Force (NDRF) have been kept on the standby to tackle any exigency, official sources

They are focusing on shifting people in the floodprone areas to safer places. Paddy fields in thousands of hectares have been inundated in both the districts. The loss caused to roads and bridges is yet to be assessed. According to official statistics, 3,175 people have been shifted to 32 relief camps arranged in different parts of East Godavari district. Crops in an extent of 17,000 hectares have been badly hit. Tribal mandals such as Maredumilli, Chintooru and Vara Ramachandrapuram are the worst-affected with roads and bridges bearing the brunt. A few tribal hamlets still remain cut off from the rest of the world. In West Godavari district, Jalleru, Erra Kaluva and Kolleru are in spate. Standing crops in hundreds of hectares have been inundated.

AAP prominent face Ashish Khetan quits party; sources cite bitterness New Delhi, Aug 22 (PTI): Aam Aadmi Party leader Ashish Khetan announced his resignation from the party today, a week after another key face, Ashutosh, made his exit, pushing the party grappling with dissidence and discontent into further uncertainty. Sources in the party said Khetan had sent his resignation to AAP chief Arvind Kejriwal on August 15, the day Ashutosh announced that he quitting the party. They said Kejriwal is yet to accept the resignations of Khetan and Ashutosh. “For the past two years I have been plagued with self doubt and the question of whether I wanted to continue in electoral politics. Early this year I made my decision to quit active politics after much deliberation and in consultation with family and close friends,” 46-year-old Khetan said in a Facebook post. “However, since both the party and the government were beset with a series of crises, I waited for an opportune time to formalise my decision. I had also informed the party leadership about my decision, on more than one occasion,” he said. Chandigarh, Aug 22 (PTI): Haryana Health Minister Anil Vij today launched yet another salvo against cricketer-turned-politician Navjot Singh Sidhu, accusing him of “behaving like a Pakistani agent.” “Navjot Sidhu (is) behaving like agent of Pakistan in India,” tweeted the outspoken senior BJP leader, keeping up his attack on Punjab minister Sidhu. Vij had earlier slammed Sidhu for attending the swearing-in of his friend and former cricketer Imran Khan as the prime minister of Pakistan. He had termed Sidhu’s participation in the ceremony as an “act of disloyalty” towards India, “not to be endorsed by any patriotic citizen.” Asked to clarify his fresh allegation against Sidhu, Vij said, “The way Sidhu is defending himself for hugging the Pak army chief, the way he is raising questions on some of our prime ministers’ visit to Pakistan, the way Imran Khan is coming out in his support, the way Sidhu is heaping praise on Pakistan... this all indicate he is behaving like agent of Pakistan in India.” Vij demanded asked the Congress to clear its stand on Sidhu’s visit to Pakistan. Kota, Aug 22 (PTI): Three people were killed in rain-related incidents in 24 hours as moderate to heavy rains continued to lash parts of Kota, Bundi and Baran districts of Hadoti region. The opening of Kota barrage on the Chambal river last night created a flood-like situation in the region following which 45 people were evacuated from low-lying areas in Anantpura area here. Udalal Gujar (38), a resident of Jalodi village of the Bundi district, was swept away by strong current of water into an overflowing rivulet while he was grazing cattle, Station House Officer at Dabi Police Station Budhi Prakesh Nama said. The body was fished out and handed over to his family members after postmortem this afternoon, the SHO said. In another incident, 42-year-old Satyanarayan Saini, a resident of Maliyo ki Badi in Laxmipura area in the Bundi district slipped into an overflowing rivulet at around 12.30 pm today. The rescue operation was immediately initiated, but he was dead by the time he was fished out, a police official at Talera Police Station said.

Odisha offices to display signboards in Odia language Bhubaneswar, Aug 22 (PTI): The Odisha government has issued a direction to all offices and state-run institutions to display signboards in Odia language prominently apart from other languages, within a fortnight, officials said today. The direction was issued at a high level meeting chaired by Development Commissioner R Balakrishnan here yesterday. Balakrishnan asked the General Administration and Public Grievance Department to issue suitable instructions to all government departments and agencies accordingly, they said. Balakrishnan also directed the Labour & ESI department to ensure enforcement of display of the signboards prominently in Odia in all the shops and commercial establishments. The Department of Housing and Urban Development was also asked to launch a special drive for display of boards in Odia in all ULBs, said officials. The meeting also decided to launch an online portal to receive complaints from the general public about non-display of such signboards in Odia language. During the meeting, the officials appreciated the efforts made by some shops and establishments in changing their signboards to Odia.

ebates and PIL over the maintainability of the controversial Armed Forces (Special Powers) Act 1958 has been on for several decades over which attempts were made to make it “more humane” by removing some of the clauses considered “draconian”. It was therefore quite unprecedented that over 300 Army personnel have petitioned the Supreme Court, seeking legal protection while carrying out counter-insurgency operations. The reason for this unusual step is, of course, the prosecution of defence personnel by the civil agencies, notably recent court directives relating with fake encounter killings in Manipur. This issue has always divided two schools of thought- one that is convinced that unless AFSPA was in force, the army won’t be able to have a free hand to go all out in tackling militants. The other school of thought believes that the main problem with AFSPA is that it totally insulates the uniformed personnel from being held accountable for various act of omission or commission . It may be noted that the AF(SP) Act 1958 has been in force in Nagaland since 1958 under varying degrees. The Act is considered a necessity by the armed forces in order to operate against underground groups across the north east. The Act comes within the enabling provisions of Section 3 of the Armed Forces Special Powers Act (AFSPA). The Act is meant to facilitate counter-insurgency operations by the Indian army in Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura(though the latter has revoked the Act from the state). The Act also provides overriding powers to the armed forces by which any officer even down to the level of an NCO can order any action during operations which may even mean curtailment of the fundamental rights of any citizen through detention and even result in death. After providing such draconian powers, the Act then insulates the armed forces from being taken to civil court without the nod from the Central government. The AFSPA is a symbol of legalised repression for Nagas who had faced untold tragedies since the 50s throughout Nagaland (then Naga Hills district and Naga Hills Tuensang Area). The Justice Jeevan Reddy Committee had submitted its report in 2005 wherein it had recommended the repeal of the Act. Perhaps it may have been debated but the question why is the Armed Forces(Special Powers) Act in force only in the north east states and Jammu and Kashmir, when there have been many violent Naxal incidents in several states, claiming the lives of hundreds of central paramilitary and police forces? The AFSPA has not been promulgated in Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Andhra Pradesh-Tamil Nadu border and Telangana despite Naxals/Maoists killing hundreds of central and state security personnel during the past many years. Be that as it may, the Congress and other parties were more inclined towards reviewing of the AFSPA and enact a less draconian Act while the BJP is seen as being totally inclined towards retaining the Act in its current form so as to enable the Army to operate unhindered while aiding the civil government. Under the cover of AFSPA 1958 untold atrocities were perpetrated across Nagaland and those responsible have evaded responsibility from being prosecuted for heinous crimes. Instead ,it is unfortunate that there are people who vehemently defend the act that should have no place in a civilised democracy.

As the ban on import of fish into the state was temporarily imposed, price of the local fish skyrocketed even as the fish lovers thronged the few markets ready to splurge double-theexisting rate. Flatly, supply-demand equilibrium was further disturbed in spite of the unofficial hike in price for local fish. Fruit is the next highly regular sector to have been tested positive for calcium carbide. Though not hardly hit as much the fish sector had been, fruit vendors largely disappeared from the scene until the time local women vendors partially took the front in meeting the market demand with local fruits (with their limited means). Uncovering the presence of carcinogens in fishes, fruits and foods did moderately have an effect on the market and bear an influence on the behaviour of the consumers. Closely happening result is the underline ideal that few dedicated farmers did, though inadequate, sustain the core demand of the consumers by networking their produce to the market. Ensuring continuity of market by the concerted effort of the hardworking farmers merit our reconsideration on the feasibility of reviving principally ignored traditional knowledge system as well as propagation of indigenous crops and fruits in regaining our lost battle in trade and commerce. Traditionally, wet terraced fields were developed in close proximity to the perennial water sources to fundamentally serve two

reasons – (a) to ensure the supply of rice and (b) for inland culture fisheries. No incident of importing snails and fishes from urban market to meet the consumption requirement of the rural inhabitants was heard until recently. On the reverse, rural areas had been playing host to commonly consume aquatic products in the state whereby people flocked to such areas during vacation to relish these special gifts. Sadly, overall productivity was not augmented even after Fisheries Department intervened with assistance for development of fishery ponds, supported by distribution of species of fish deemed favourable to our climate. The rationale for such low production is twofold. Firstly, the flow of perennial rivers and streams or other water sources is drastically reduced to the extent of drying up, partly due to anthropogenic activity including mismanagement of water sources and partly due to the effect of climate change. Such have direct ramifications on the wet terraced fields and fishery ponds as they suffered loss of its fertility. Secondly, excessive trawl for waterborne edible insects and bugs, apart from fishes and snails, has denuded sparsely available water bodies of its rich diverse resources beneath. Despite facing conspicuous limitations due to the combined effects of climate change and utter mismanagement of water sources, the Nagaland State Water Policy, 2016 gave an insignificant importance in rejuvenating drying up erstwhile flourishing wet terraced fields that sustained the need of our people (especially of indigenous aquatic product requirements) for centuries. Traditional ecological knowledge in double management of rice by simultaneously culturing and harvesting water-based edible bugs, fishes and snails need restoration. It is a two-way traditional approach in reinforcing our local economy. Local knowledge, in this attempt, may have to synergize with government initiatives. Apiculture is another area in which the principles of Native Science may be invoked. The hives of bees and hornets are collected following an adventurous hunt in unearthing the nests, and are then reared in the backyard. In spite of the insufficient systematic database on the exact number of species of bees and hornets endemic to our state, Indigenous Knowledge on apiary has names of upto 27 bees and hornets in Sakraba Village under Phek District. It is stated that apiculture requires less labour as the bees themselves provides 80 per

cent of the labour service leaving a mere 20 per cent manual work for the owners. A larvae-full big hornet’s (locally called fide) hive may cost anywhere between rupees five to ten thousand in the market or, so to say, a full-set nest may fetch close to rupees fifty thousand. Investing time and energy on apiary may not only prove adventurous for the off-work youths but it also possess a high potential to generate handsome income in strengthening rural economy. According to the Nagaland Bee and Honey Mission (NBHM), more than 3000 beekeepers in 502 villages produced 402 metric tonnes of honey in 2014, generating a total income of Rs 10 crores. The State Government need to upgrade the existing policy on escalating honey production so as to also accord primary importance to the propagation as well as ensuring the availability of hornets and bees round-the-year with local knowledge and scientific intervention. The State has a large collection of plants as well as wild vegetables. Almost all wild leaves /stems in our widely-spread forests possess either nutritional, medicinal, aromatic and aesthetic values or for other domestic applications. For instance, the Japanese Knotweed, or simply knotweed, that grows aplenty in jungles is locally known for its unique characteristic as fatreducing agent. Wood worms grow near to the settlement areas can be collected, dried and clubbed to be used during sanitation drive. Flowering plants like orchid, blumbego tibetica, cherry et al have dual benefits – as floral bed in the wild and as pollination ground for bees. Neem, gooseberry, castor, etc. have both medicinal and aromatic values. All the above mentioned plants neither need much tending nor much labour as they can survive and carry as much distinct value naturally existing in the wild. The state has high demand for horticultural products. Presently, most fruits available in the market are being supplied from other states. Years of efforts have, nevertheless, resulted in continuous poor yield excepting few and far bountiful harvest in between. Of late, it is observed that our farmers have been stealthily switching over to the horticultural crops alongside jhuming, supplying primary requirements of fruits to the people whilst generating stable income as freelance vendors. Local fruits such as pineapple, pear, peach, guava, cucumber, banana, mango, orange, apple, lemon, etc. can comparatively result in higher harvest locally and can simultane-

But while I am all for Christianity and the progression of the gospel, I can honestly say that the way some Christians act breaks my heart. It’s something that keeps me up at night. This is my everyday struggle____ I am not really sure what it’s derived from. Maybe it’s the ‘’God hates fags’’. Picket signs being somehow justified by inter predation of biblical text,or the extreme judgement that comes from most self-proclaimed cross bearers when someone in the public eye fails. Regardless, I have a really hard times liking some fellow Christian. I sometimes wonders ‘’ God..!!! why do you allow these people to represent you ?? I often wonder why Pastors/priest choose to bash the failure of public figures and use them as examples for sermon illustrations, or why Christian bloggers think it’s OK- to spew personalised hatred towards someone for sake of CLICKS. or better yet, why some churches find themselves bashing one another all because “they are just not like us”. I understand we’re all entitled to an opinion, but that doesn’t mean our opinions have to be shared with cruelty and rashness. It can all be done in love and sincerity. And while i understood that not all Christians have chosen to act this way, there is a great percentage of them that do. It’s disheartening. However, local women vendors need to be supported by easy access to credit and loan, right to safe vending outlets as well as security of their consignments. Excess production of tomato with almost nil government intervention in disposing of the surplus in a village under Mokokchung District recently serves as a perfect instance of government’s apathy towards the plights of our humble entrepreneurs. Farmers in Nagaland do need help from the government in ensuring low transportation cost, secured networks of market, better storage facility and a sound capital by virtue that they don’t claim for loan waivers as their counterparts have been doing in the mainland. It has been reported that antibiotic drugs are being administered on livestock population, especially chicken, to gain weight. China and India are two international markets that have records for high use of antibiotics in chicken. According to the Bureau for Investigative Journalism, chickens raised in India have been dosed with some of the strongest antibiotics known to medicine. Andhra Pradesh and Telangana are two identified destinations from where chickens are then destined to other prospective markets throughout India. Consuming antibiotic injected chickens ensure continual existence of antibiotics in our body which eventually blunts the effective-

ness of drugs designed to cure or prevent infection in our body. This renders ineffectual treatment for serious illnesses like pneumonia and tuberculosis, and hampers recovery in post-operative surgery. We cannot rule out the presence of antibiotics in fowl population that packed our markets posing a direct threat to our overall health. Rearing chickens (including wild birds), raising livestock in a humble farm attached to our fields and in our backyard had previously been exercised by our predecessors as a part-time job by almost all; and savings on consumption of poultry products and less spending on healthcare were its celebrated dividends. Therefore, indigenous practice of poultry, raising livestock such as cattle, pig (local breed) et al may generate supplementary revenue while concurrently combating the risk of exposing ourselves to antibiotic resistant bacteria. Reinforcing the hypothetical statement of the Hon’ble MP (Rajya Sabha), it may be iterated that by way of consuming carcinogeniccoated fishes and fruits imported from other states, we not only contract deadly disease in due course but have been consequently incurring a huge loss by spending our hard savings for consumption combined with the cost of medication as a result of our preferred lifestyle. For once, we use to utter boastful statement that we have been independent and remaining self-reliant throughout the historical stages. This need to be instantly decoded into deeds. The present scenario depicts an immediate need for an alternative intervention as we are presented with a collateral opportunity to re-monopolise trade and commerce (with indigenous solutions) that we casually let outsiders frequented our commercial spaces. In the process, application of the Traditional Ecological Knowledge on dual management of rice and waterborne bugs /fishes/snails in wet terraced fields, augmenting existing apiary by propagating species of bees, hornets and flowering plants, management of horticultural crops alongside jhuming, raising livestock, and sustainable harvesting of ecosystem services including freshwater for domestic, agricultural and commercial uses, exploitation of Consumptive Use Value, aesthetic, medical and aromatic plants, timber, faunal resources and other non-forest produce may bail our state out of the present dilemma we encumbered ourselves with. In the past inequality has been manifested and measured in diverse formats. Whatever may be the means and methods of measuring inequality, widening of inequality has always been the core factor be it income inequality, gender inequality and what not, and now we are in an epoch of digital revolution. Digital revolution has totally been transforming the world in which we live. People per se look at the transformation and thus are dumbfounded. It is fascinating and appalling, but subtle. In such a context, we should be mindful about the widening gap that the digital revolution is creating. Researches in information and communication technology in India, like elsewhere is widening inequality than expected. Many thought that information and communication technology in sum the digital technology would act as equalizers, but a number of reports convey that the ground reality something different, grave and

deeper. We should take it as a wakeup call and act appropriately. Technology is changing the world in such fashions that makes us to wonder where we would be ending up, if such sorts of revolutions go on. Human tendency when it comes to inquiry particularly scientific does not stop, but keeps moving on to greater heights and shall never cease. Precisely because of these reasons we should be mindful because of the fact that as we keep move to greater heights in scientific know-how and technological innovations, the gaps between human beings are widening leading to inequality. Whatever may be the advancements in human endeavor, equality ought to be the central principle in which humans will have to be pitched, because if any advancements that fosters good for a few and deters many shall never be called as beneficial to everyone. Ethical principle of ‘common good’ is such an equalizer that should always be invoked and applied. Human tendency has always been to enable the rich and powerful and in the process sidelines others who are greater in numbers. Over and above,

those who control technology acquire power that automatically enlarges that status, position and wealth. This is why a tiny percentage of people and families control disproportionate wealth and money. Those who can control communication and information via technology know how to sift information and thus communicate in select ways to their advantage. Human tendency has always been to control others. This is why we always search for mechanisms that could be used to control others. One used to wonder whether this tendency has pushed people or keep pushing to get into invention more and more. Innovations ought to be for public good and also for common good. Maximum number of people should be benefitted through the Apps and certainly not creating a wide gap between and amongst the populace. Therefore, one should be mindful to the growing and widening gap between those who happened to be the beneficiary of information and communication technology and those who have been pushed out. Political blame game floods Kerala

T H I RU VA NA N THAPURAM, AUG 22 (PTI): As the operations to rescue those stranded in rain-ravaged areas in Kerala near completion, a political war erupted today with Congress-led UDF Opposition and BJP blaming the state government for a “man-made disaster”. Training its guns on the Left-led state government, Leader of Opposition in Kerala Assembly Ramesh Chennithala demanded a judicial probe into the circumstances that led to opening of shutters of 40-odd dams at a time in the state. “The government had no idea which areas would be submerged when nine dams across the Pamba river, 11 dams in the Periyar in Idukki and Ernakulam districts and six across Chalakudy river in Thrissur were opened,” he said. Though there was an increase of 41.44 per cent rainfall this time, the flood situation worsened not because of the downpour, but due to the opening of shutters of 44 dams at a time without giving prior warning, the Congress leader alleged. “It was a man-made disaster,” Chennithala said. BJP state president P S Sreedharan Pillai also blamed the Pinarayi Vijayan government for the deluge and said there was “lack of foresight” on

However, Kerala State Electricity Board (KSEB) chairman K P Sreedharan Nair denied the allegations, saying there was no lapse on part of the board which owns the dams and that they were opened only after enough alerts were issued. There is no point in blaming the board for opening the dams as most of the rivers were overflowing due to heavy rains, he said. Terming the charges as “baseless,” Dam Safety Chairman C N Ramachandran Nair said, “Everyone knows water was rising in the reservoirs and rivers were in spate. Now the allegations are being levelled only for the sake of blaming somebody”. ment and said the flood was not caused merely due to excess rain. “This was caused by human blunder. The Kerala government could have prevented it, but did not have the foresight to do so,” she said in a Facebook post. Even as the controversy played out, Kerala turned its attention to cleaning of houses and public places which were damaged in the unprecedented rains that lashed the state. As people left camps, many found mud and slush up to six feet level in front of their houses and interiors. Fridges, television sets and other electronic equipment were all lying upside down in the turbid waters. Many children lost their books and certificates. Many people lost their Aadhaar and ration cards. “We will have to start afresh. Right from the beginning,” a woman lament-

ed. Another major problem being faced by those returning home is the severe drinking water shortage as the wells are contaminated with muddy water. Piped water supply is yet to begin in many places. In a show of unity, a group of Muslim youths cleaned temples in Malappuram and Wayanad districts. According to the Disaster Management State Control room, 231 people have lost their lives and 32 are missing in flood-related incidents since August 8. Nearly 14.50 lakh people belonging to 3.91 lakh families are still lodged in 3,879 relief camps across the state. The largest number of people in relief camps was in the worst-hit Ernakulam district with 5.32 lakh of them in 850 camps. Though water has started receding in some places, areas near the river banks and Kuttanand in Alapuzha continue to be under water. More than 3,000 squads under health and local self-government departments have started the process of cleaning houses and public places, official sources said. Chief Minister Pinarayi Vijayan has said most of the stranded people have been rescued and searches would continue in isolated houses to find if more persons were trapped.

Saradha scam: CBI to question four Bengal IPS officers

Kolkata, Aug 22 (IANS): The CBI has written to the West Bengal police chief wanting to question four senior IPS officers in the state, including Kolkata Police Commissioner Rajiv Kumar, in connection with the multicrore Saradha chit fund scam, an agency official said on Wednesday. The letter sent to state’s Director General of Police Virendra by the Central Bureau of Investigation (CBI) mentions city police chief Rajiv Kumar, Additional Commissioner Vinit Goel, IG (Rail) Tamal Bose and former state CID chief Pallav Kanti Ghosh for questioning. All three of them were members of the Special Investigation Team (SIT) formed to probe the ponzy scam before the CBI took over the case. “CBI is probing the case under the direction of the Supreme Court. The agency has already questioned many people directly or indirectly associated with the case. “It is possible that the slueths might need to talk to these officers for certain clarifications required to take the investigation forward as they were part of the initial investigating team,” the CBI official said.

NEW DELHI, AUG 22 (IANS): Supreme Court has ruled that the larger public interest of health and medical care would prevail over the right to voluntary retirement by the doctors as medical services are part and parcel of right to life itself. Right to retire as a fundamental right can’t be supreme then the right to life, said the bench of Justice Arun Mishra and Justice S. Abdul Nazeer in their judgment pronounced on Tuesday. “When services are required, denial of voluntary retirement is permissible under the rules applicable in the State of Uttar Pradesh”, the ccourt said. Pakistan claim that its security forces arrested Jadhav from its Balochistan province in March, 2016 after he reportedly entered from Iran. India denies all charges. India moved the ICJ in May last year against the verdict. The ICJ halted Jadhav’s execution on India’s appeal pending the final verdict by it. New Delhi, Aug 22 (Agencies): The finance ministry has turned down Rs 300-billion fund-infusion proposal for Air India in the absence of a clear turnaround plan. The civil aviation ministry had sought the package to wipe out the debt obligation of the stateowned airline, defaulting on salary disbursements and payments to vendors, Business Standard reported. The finance ministry has instead asked the airline to transfer its non-core assets and subsidiaries to a special purpose vehicle (SPV). New Delhi, Aug 22 (IANS): Budget passenger carrier SpiceJet on Wednesday said it will launch six new daily direct flights on both domestic and international routes from October. “SpiceJet is the first airline in the country to introduce a daily direct flight on the GuwahatiPatna route. “The airline is also introducing daily direct flights on the domestic sector of Hyderabad-Guwahati and the international route of Hyderabad-Bangkok,” the airline said in a statement. According to the company, the inaugural fare on the domestic routes starts from Rs 3,099 and the international route of Hyderabad-Bangkok for the “to and fro journey” from Rs 9,999 and Rs 8,299, respectively.

During the resolution process, the extensive audit of bankrupt companies has thrown up financial irregularities in several cases. In June 2017, the Reserve Bank of India (RBI) had identified 12 stressed accounts, each having more than Rs 5,000 crore of outstanding loans and accounting for 25 per cent of total non-performing assets (NPAs) of banks for immediate referral under the Insolvency and Bankruptcy Code (IBC). In August, RBI had sent a list of 28 more firms to lenders for resolution by December 2017. “These accounts also have some firms from the second list and those where later banks filed cases in NCLT (National Company Law Tribunal),” said a bank executive aware of the developments. The NCLT benches handle banks’ bad debt resolution under Insolvency and Bankruptcy Code (IBC).

New Delhi, Aug 22 (Agencies): In order to expand the reach of National Pension System (NPS) and encourage independent and effective distribution channels, the pension fund regulator has notified new norms for Point of Presence (PoP), Financial Express reported. The new norms replaces the 2015 regulations. The PoPs are the principal distributive points for NPS and they will be responsible for receiving and processing all subscriber requests. They will receive filled application form along with Know Your Customer (KYC) documentation and

fraudulent activities including diversion of funds. Indian banks are facing mounting non-performing assets (NPAs) or bad loans, especially at PSBs, which have reached over Rs 8 lakh crore. In addition, several banking frauds have been unearthed, including the Rs 14,000 crore scam at PNB, carried out allegedly by diamond jeweller Nirav Modi and his associates. A senior government official confirmed the development and said that some discrepancies have been pointed out in the case of a steel maker and a real estate firm among 10-12 companies. “There were some inputs and lenders who have been asked to provide transaction details of last five years. If required, banks will also undertake forensic audit,” he said. Earlier this month, SFIO arrested Singal for alleged diversion of Rs 2,000 crore, raised through loans from state-owned banks. “Similar modus operandi has been used by other promoters also,” said another government official, adding that there have been intelligence inputs on associate companies being used for similar transactions.

The rating agencies are, however, overwhelmed by the task which would involve scrutinising thousands of bank statements in judging a company’s debt servicing capability. “Agencies have told the banking regulator about the enormity of the exercise – the sheer logistics and time it would involve, that credit rating firms are not auditors. But, RBI is insistent,” said a banker. The rating companies may have to use special software for analysing bank statements. While the RBI directive pertains to rating of bank loans, any adverse action on a bank debt rating immediately influences ratings of other tradable securities like bonds and debentures floated by the company to raise funds. RBI gives rating agencies the accreditation to rate loans (of Rs 10 crore and above), money market instruments like commercial papers, and non-fund based banking facilities such letters of credit. Loan ratings are crucial for banks because unrated loans attract higher risk weightage (as per accounting and regulatory norms) and impairs banks’ capital.

NEW DELHI, Aug 22 (PTI): In a stern warning to bankers, the Finance Ministry has asked chief executives of public sector banks (PSBs) to check all NPA accounts exceeding Rs 50 crore for fraud or they could face criminal conspiracy charges, according to official sources. This missive comes in the light of arrest of Bhushan Steel’s erstwhile promoter Neeraj Singal by the Serious Fraud Investigation Office (SFIO) for allegedly siphoning off funds. The sources said that bankers could be held accountable under Section 120B of Indian Penal Code if they fail to report fraud in an account which is later unearthed by investigating agencies, sources said. If the investigating agencies find diversion of funds in those defaulting accounts, bankers may be liable to face criminal proceedings, the sources said, adding that this advisory is like an extra precaution to keep bankers from getting into legal tangles. The Reserve Bank of India (RBI) has directed rating firms to scan bank account details — capturing the flow of fund in and out of a company — in assessing its ability to repay loans. Many companies, it is widely believed, would be reluctant to part with such information which are shared with an external agency only when banks or regulators order a forensic audit of a borrower’s books. A rating agency tracking such data on money flows could be in a position to red flag possible diversion of fund through subsidiaries, shell companies or other parties. Understandably, any evidence of suspicious fund movements could put a company under rating watch and raise its cost of borrowing from banks and financial institutions, said a person familiar with the decision. About 25,000 companies are rated in the country, of which half are estimated to be below investment grade.

Islamabad, Aug 22 (PTI): The Pakistan People’s Party and Pakistan Muslim League-Nawaz have agreed to field a joint candidate against Imran Khan’s Pakistan Tehreek-e-Insaf party’s nominee in the Presidential election to be held on September 4, media reports said Wednesday. The decision was taken after the PML-N rejected the PPP nominee Aitzaz Ahsan, a senior party leader and top lawyer, as the presidential candidate on the grounds that the latter announced its decision without consulting the Opposition parties. The PML-N has expressed reservations over the nomination of Ahsan, who had spoken against jailed former prime minister and supreme leader of PML-N Nawaz Sharif and his wife Kulsoom’s ailment. The country kicked off its Army 2018 military expo this week just weeks before it’s scheduled to conduct the Vostok-2018 war games in a show of force which will include China and Mongolia. The expo, held at a shooting range just outside of Moscow, featured Russia’s latest fighter jet, the Su-57, the Kinzhal hypersonic weapon and the

show of its physical military capabilities, the country has been accused of ramping up its cyber attacks. On Wednesday, Microsoft said it had uncovered new Russian hacking efforts targeting US political groups ahead of the country’s midterm elections. The company said a group tied to the Russian Government created fake websites appearing to spoof two American conservative organisations: the Hudson Institute and the International Republican Institute. Three other fake sites were designed to look as if they belonged to the US Senate. It’s likely the network of fake sites are used for phishing attacks, designed to trick victims into installing malicious software. The Russian Foreign Ministry said that Microsoft’s report reflects a “witch hunt” in the US. The revelation of new hacking efforts comes just weeks after a similar Microsoft discovery led Missouri senator Claire McCaskill, who is running for re-election, to reveal that Russian hackers tried unsuccessfully to infiltrate her Senate computer network.

Danny Boyle bails out from James Bond directing

T

he shock announcement that Danny Boyle has pulled out of directing the next Bond film has got the world speculating on the reasons behind his departure. The official explanation provided is “creative differences�. But there could be more to it than that. Was the schedule too tight? The release date too inflexible? Or were Boyle’s ideas too radical for the producers behind the venerable screen franchise? We may never know. Yet the thoughts of another British director who turned his back on Bond might offer some clues. Back in 2006, Roger Michell was in negotiations to direct the 22nd official instalment in the series - the film that was eventually named Quantum of Solace. The Notting Hill director was well placed to helm the Casino Royale follow-up, having previously worked with Daniel Craig on 2003’s The Mother and 2004’s Enduring Love. Plans for what was then known as Bond 22 were already in motion well before Casino Royale Craig’s first outing as Bond - opened in cinemas. There were even hopes his second film might be

ready for release by the end of 2007 - a mere 12 months on from Casino’s November 2006 debut. Speaking in 2012, Michell said the abbreviated schedule ultimately proved too great a hurdle for him to continue. Michell revealed his discussions with Bond producers Barbara Broccoli and Michael G Wilson eventually reached a tipping point. “It got to the point where they were saying to me, ‘I know we don’t have a script yet, but would you mind starting to storyboard the action sequences?’ “And I was saying, ‘what action sequences?’ Basically I freaked out. “I thought ‘I can’t do this, this is no good.’ So I regretfully said, ‘I just don’t feel comfortable doing this.’ “What’s annoying is they very sensibly put it back a year because they realised that they didn’t have enough time. But even after a year, it wasn’t

Craig went on to make another two Bond films, 2012’s Skyfall and 2015’s Spectre, both of which were directed by Sam Mendes. Another film-maker whose interest was reportedly rebuffed was Quentin Tarantino, who revealed in 2004 he had once hoped to make a black-and-white version of Casino Royale set in the 1960s. “I’m annoyed that the James Bond producers never called me to talk about it,� he later said. “They should have at least had the courtesy to have coffee with me.� Boyle got further than either of his fellow Oscarwinners, having directed Craig in the Bond-inspired short shown during the 2012 Olympics opening ceremony. Twitter, FB remove hundreds of accounts tied to Iran, Russia

acebook and Twitter have removed hundreds of accounts originating in Iran and Russia that were designed to mislead people across multiple Internet services in the Middle East, Latin America, Britain and the US. While Facebook has removed 652 pages, groups and accounts for “coordinated inauthentic behaviour� that originated in Iran and Russia, Twitter suspended 284 accounts, many of which originated from Iran. “We’re still investigating, and we have shared what we know with the US and UK governments. Since there are US sanctions involving Iran, we’ve also briefed the US Treasury and State Departments,� Nathaniel Gleicher, Head of Cybersecurity Policy at Facebook, said in a statement on Tuesday. “Working with our industry peers today, we have suspended 284 accounts from Twitter for engaging in coordinated manipulation. Based on our existing analysis, it appears many of these accounts originated from Iran,� Twitter said. These campaigns created networks of accounts to mislead others about who they were and what they were doing, according to

Based on FireEye’s tip, Facebook started an investigation into “Liberty Front Press� and identified additional accounts and Pages from their network. “We are able to link this network to Iranian state media through publicly available website registration information, as well as the use of related IP addresses and Facebook Pages sharing the same admins,� Facebook informed. The first “Liberty Front Press� accounts were created in 2013. Some of these attempted to conceal their location, and primarily posted political content focused on the Middle East, as well as the UK, US and Latin America. Beginning in 2017, they increased their focus on the UK and US. Accounts and Pages linked to “Liberty Front Press� typically posed as news and civil society organisations sharing information in multiple countries without revealing their true identity, said Facebook. In a press statement, KGSU said that Mughato has brought laurels to the state on many occasions but has been out rightly denied the award due to “manipulation” and “favouritism” by the selection committee. The union said that Mughato deserved the award being the recipient of Governor’s Gold medal 2015, state coach award 2013, best coach award (national) 2008 and best coach award (international) 2012-2014. In this regard, the union has appealed to governor to take up the matter on top priority so that corruption, manipulation, favouritism and ism should be removed from the Naga society.

Sarnobat strikes gold in 25m pistol event

Palembang, Aug 22 (PTI): Rahi Sarnobat became the first Indian female shooter to win a gold at the Asian Games, achieving the rare feat after a nerve-wracking 25m air pistol finals here Wednesday. The 27-year-old held her nerve to pip Thailand’s Naphaswan Yangpaiboon in a heart-stopping contest after both were tied at 34 points following 10 series of five shots each, taking it to a shoot-off. Both found the target four times in the shoot-off, leading to another shootoff where Rahi shot three and the Thai two, ensuring a historic gold for the Kohlapur-born shooter.

She is also the sixth Indian to shoot a gold at the Games, joining Chaudhary, Jaspal Rana, Randhir Singh, Jitu Rai and Ronjan Sodhi. Her 34 in the finals also ended up as a joint Games Record. The talented Manu Bhaker cracked under pressure to finish sixth in the finals. The 16-year-old had a remarkable morning as she had shot 593 to equal the Games qualification record. Rahi had sneaked into the finals in seventh place, shooting 580.

Rahi, who had become India’s first pistol shooter to win a gold in World Cup back in 2013, had suffered a serious elbow injury last year. Realising that she needed a tweak in her technique, Rahi roped in Munkhbayar Dorjsuren, a two-time world champion and Olympic medallist from Germany. “I had to change her technique and I also worked on her a lot on the mental aspect of the game. She was already a high-level shooter and needed some tweak in her game. It was a close final but I had prepared her for the shoot-off,” Dorjsuren, who moved to Germany

from Mongolia, told PTI. The Mongolian-German coach also knows the legendary Gabriele Buhlmann well. Buhlmann had coached Abhinav Bindra to India’s only individual Olympic gold in 2008. Rahi is a double gold medallist at the 2010 Delhi Commonwealth Games and had a bronze in the 25m pistol pairs event at the 2014 Incheon Asian Games. In the women’s Rifle 3 Positions event, Anjum Moudgil and Gayathri Nithyanandam failed to qualify for the final. Moudgil had a great start to the qualification but flopped in the standing series to bow out of the competition.

Nottingham, Aug 22 (PTI): India’s cornered cricketers produced a fantastic collective performance to outclass England by 203 runs in the third Test to keep the five-match series alive, here today. Needing only a wicket on the final morning, India completed the formalities in only 2.5 overs as England were all out for 317, well short of the mammoth

victory target of 521 runs. India now trail England 1-2 but more importantly got some breathing space after a heart-breaking defeat in Edgbaston, followed by the debacle at the Lord’s. The final wicket was taken by Ravichandran Ashwin, who dismissed James Amderson (11), caught by Ajinkya Rahane.

The heartening aspect was the kind of domination shown by the Indian team in what can easily be termed as a complete performance under Virat Kohli’s captaincy outside the sub-continent. While openers KL Rahul and Shikhar Dhawan were solid if not spectacular, the new ball bowlers Ishant Sharma (2/32 and 2/70) and Mohammed
