DIMAPUR, AUG 24, (NPN): In the post-ban on imported fishes due to injection of the harmful formalin chemical, local fish suppliers are doing a roaring business in trying to meet the ever growing demand. The state government in the month of June 2018 banned the import of fish from outside the state, following the detection of formalin in fish imported from Andhra Pradesh. According to an official bulletin, all heavy vehicles have been directed to take AmguriMariani road for travelling to Mokokchung till the repair work on the road was completed.

When Nagaland Post visited New Market and Super Market to find out prices of different varieties of fish, it was found that the prices had significantly increased ever since a blanket ban was imposed earlier in June this year following reports of formalin being found in fish. New Market, which is otherwise bustling with activity, wore a deserted look on Friday afternoon as there were barely seven to eight fish stalls, as most stalls were unoccupied. Prior to the ban, fish

was mainly imported from Andhra Pradesh. Today, fish vendors get their supply from local fish suppliers either from within Dimapur but mostly from neighbouring Assam. Before the blanket ban was imposed, a kilo of small sized fish used to be sold for around Rs 100 to 150 per kg. After the ban, the same size is being sold for Rs 200 to 220 per kg. On Friday, the rate shot up to Rs 260 to 320 per kg. At New Market, live Eel was sold in pots at Rs 400 per kg. Similarly, Catla fish was sold at Rs. 260 a kg,

common carp at Rs 320 a kg and small sized fish anywhere between Rs 240 and RS. 320 per kg depending on the breed. In Super Market, the price of a kilo of smaller fish was Rs 180, which was comparatively much cheaper than New Market. When asked how the prices were determined, a vendor in New Market said that these depended on the rate at which they were procured from the suppliers of Assam. The vendor also said there was a huge demand for fish and that their stocks were sold out every day.

Cong accuses BJP of politicizing Vajpayee’s death D I M A P U R , AU G 2 4 (NPN): Nagaland Pradesh Congress Committee (NPCC) Friday accused BJP of politicising the death of former Prime Minister Atal Bihari Vajpayee and insulting his memory. In a statement issued by its media cell, NPCC said the act of immersing Vajpayee’s ashes in some selected rivers across the country was turned into a political circus by BJP and to a greater extent by its Nagaland unit. Pointing out that the last rites were generally performed by family members for peace of the departed soul, NPCC accused the Prime Minister Narendra Modi and BJP of usurping the last rites of the former Prime Minister and using it for petty political gains. Having consigned Vajpayee into political oblivion after the 2004 electoral defeat and rendering his po-

litical thoughts and actions irrelevant through divisive agenda and hate politics, the Congress alleged that BJP’s sudden affection for the former prime minister after his demise was just a ploy to extract some cheap political mileage. Hitting hard at BJP State unit, NPCC said the party’s activities, particularly by its State president, in their eagerness to please their communal masters by following and observing rituals that were alien to “our way of life” was an insult to all right thinking Nagas. While Nagas had been struggling for the past seven decades to protect “our unique history”, the all-out attempt by State BJP to assimilate into a new alien culture as dictated by their high command was a severe assault on the aspirations of Nagas and their future, Congress added.

The party asserted that respecting others’ beliefs and culture should not be at the cost of compromising “our very own” belief and culture that formed the core foundation of “our existence” as individual and as tribe. The zealous conduct of the State BJP president in propagating the Hindutva culture of RSS in the State that was even despised by majority of the Hindus across the country, therefore, needed to be condemned, it stressed. Pointing out that Congress remained the only barrier against the onslaught of Hindutva forces in Nagaland, the party also appealed to people from different walks of life to come forward and join hands to prevail upon the present situation of helplessness created by elected leaders who had allegedly compromised everything for the love of power and money.

KOHIMA, AUG 24 (NPN): Braving heavy downpour, hundreds of students from the State Capital responded to the Naga Students’ Federation’s (NSF) call for a public rally against influx of illegal immigrants into Nagaland at its office premise here on Friday. Before marching to chief minister’s residence to submit a memorandum, NSF leaders addressed the gathering. In his address, NSF president Kesosul Christopher Ltu said a series of representations, memorandums and reminders were served to the State government, but the latter had failed time and again, compelling citizens to seek solution on the street. He said the rally was being organised to submit another memorandum as a reminder to the State government to act on the issue. Alleging that government machineries had failed to monitor implementation of ILP, Ltu said check gates remained ineffective and there was no record of how many people entered or left the State. He said some were staying in Nagaland even without ILP, adding that some Nagas were acting

An order issued by PK Tripathi, Secretary Appointments Committee of the Cabinet & Establishment Officer, stated that the extension would come with effect from August 25, 2018 until further orders. The Government had in August 2014 appointed Ravi as the official Interlocutor and Government of India Representative for Naga Peace Talks. A 1976 batch IPS officer of the Kerala cadre, Ravi retired as Special Director in the Intelligence Bureau in 2012.

Include Dimapur under ILP ambit: NSF

NSF has demanded that Dimapur district be brought under ILP ambit as per the provision for extension of the inner line provided in the Bengal Eastern Frontier Regulation (BEFR), 1873. In a memorandum addressed to the chief minister, NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, pointed out that the federation and its units have been conducting extensive verification to check influx of illegal immigrants and ILP defaulters in various districts. They said it was found that ILP was not being prop-

erly implemented and the influx of Illegal Immigrants was posing as the biggest demographic threat to the indigenous inhabitants. NSF cautioned that lack of stringent implementation of the BEFR, 1873 and the exclusion of Dimapur district from preview of ILP have made the Dimapur district a safe haven for illegal immigrants. Further, NSF maintained that “overwhelming population with questionable identities” inhabiting Dimapur district was evident since most of them did not possess any documents of their identification proof. NRMSATA indefinite class boycott from Aug 27

DIMAPUR, AUG 24 (NPN): Nagaland RMSA Teachers’ Association (NRMSATA) 2016 batch Friday announced that indefinite boycott of classes would be launched starting from August 27, 2018. In a press release, NRMSATA-2016 president, Sao Venuh, and general secretary, Haisoliabe Ndang, informed all its members to strictly adhere to the association’s directives, failing which they would be dealt with severely. The association has also asked teachers on study leave to inform their substitutes to follow its directives. NRMSATA 2016 has also convened a meeting of its central executives and district convenors on August 28, 2018 at 10:30am at TU building Kohima. NRMSATA has informed all its members to be mentally and physically pre-

pared as the agitation was expected to intensify. NRMSATA stated that class boycott call has been made after the state government failed to respond to the clarification it sought on the office memorandum (OM) regarding reduction of RMSA teachers’ salary. The association stated that the government, instead of responding, has gone ahead to intimidate the RMSA teachers of 2016 batch with its order. According to NRMSATA, the OM stated that reduction of salary was a directive of the Ministry of Human Resource Development (MHRD) as a policy of the merger of SSA and RMSA into Samagra Shiksha Abhiyan (SMSA) – an integrated scheme for school education. However, it said the SMSA draft document clearly states that Central share under the scheme

would be restricted as per the prevalent fund sharing pattern: primary teachers – up to Rs. 15000 per month; upper primary teachers – up to Rs. 20000 per month and secondary teachers – up to Rs.25,000 per month. It said the draft document also states that the salary structure would be determined by the state norms for salaries. NRMSATA said fixation of Rs. 25000 per month for secondary teachers, therefore, did not indicate the actual salary, but simply the fund sharing pattern. Further, the association claimed that as per project approval board meeting minutes for Nagaland state Rs. 10171.12 lakh was estimated for the salary of teachers as per the norms of the scheme and the balance amount was to be met by the state out of its own resources. D imapur , Aug 2 4 (NPN): Taking a serious note of the report in Nagaland Post which disclosed the crippling effects of extortion, thefts and threats on the firm involved with construction of 4-lane road along NH 29, the chief minister convened an urgent meeting Friday in Kohima with top officials of the administration, law and enforcement including officials of the firm involved in the construction work. An official source told Nagaland Post Friday, that the state government was peeved at ECI Engineering & Construction Company Ltd. for choosing to rush to the media instead of bringing the matter to notice of the departments involved. It may be mentioned that the firm M/s ECI Engineering & Construction Company Ltd., was awarded the works for the 4-lane

from Chathe river bridge (Patkai college junction) to Piphema. A senior employee of the firm had contacted Nagaland Post on Thursday to reveal about the extreme difficulties faced by manual labourers in certain sections by miscreants. ECI ECC clarifies: After the meeting with the state government , the firm’s business development coordinator P.L.Rao issued a clarification that a “particular section of labourers” involved in protection work were “affected by the incident” to the extent of slowing down the work. Rao also maintained that all other works such as earth works, highway works and road maintenance were continuing. He also reiterated that the firm has “harmonious relations with all sections of public, local authorities, NGOs, youth leaders, village chairman and GBs”. Rao said all of them were helping the firm in complet-

ing the work and also lauded the district administration and police for “tremendous support and guidance”. NSF for security: Reacting to the report Naga Students’ Federation (NSF) said it was concerned over the halting of 4-lane project works due to regular threats for money, thefts of several vehicles and assault on labourers. NSF general secretary, Imtiyapang Imsong, said “such act of anti-social elements” harassing and threatening the workers was “totally unacceptable.”It reminded that the public and travellers were facing untold hardship due to the condition of the highway owing to ongoing work for 4-lane. NSF appealed to the law enforcing agencies to provide sufficient security for smooth functioning of the project and also demanded necessary action to probe into the report of threat and award befitting punishment to the perpetrators. NDPP Dimapur gift motorcycles

D I M A P U R , AU G 2 4 (NPN): National Democratic Progressive Party (NDPP) Dimapur region on Friday, gifted a motorcycle each to the traffic and power departments at Town Hall, Supermarket, Dimapur. Speaking at the program, NLA deputy speaker and MLA, 5 Ghaspani-II AC, Zhaleo Rio lauded NDPP Dimapur region for the social service initiative. He hoped that such initiatives would be eye openers for other A/Cs to extend their help and work for the welfare of society. Zhaleo mentioned that though the bikes may not be big or costly, he hoped that in terms of utility services, it would prove important

and reinforce existing logistics. Calling upon the party workers, Zhaleo said as party workers, when they realized the importance of social services, they should also understand the problems of the departments such as direct from line power hooking and traffic congestion etc. Citizens should also be the first to follow the norms and extend a helping hand to the department for better assistance and service, he said. He also thanked NDPP Dimapur region for

extending their assistance and also expressed gratitude to the present government for launching flying squad highway patrolling to assist the public. Power de par tment SDO (2) Akito Sema, while lauding the NDPP Dimapur region for helping the department through their gesture, lamented that the department, with limited resources, many a time was at the receiving end of public anger. He also shared the problems that the department faces such as transformers failing and appealed to the public to not use standard incandescent light bulbs as it consumes more power than Compact Fluorescent Lights (CFLs) and Light-Emitting Diode (LED) bulbs. Akito also assured the party workers that with the bike, the department would continue to provide better services to the consumers. The program was followed by the keys handing over ceremony. The program was chaired by NDPP Dimapur region secretary N Samuel Lemtur and invocation prayer was pronounced by Unity colony fellowship, DSBC prayer convener Qhutoli Chishi. A press release from NCF Hyderabad stated that UESI vice president, L.T Jeyachandran was the speaker for the occasion while secretary Nagaland Missions Movement, Rev. Andrew Semp, launched the souvenir magazine. Rev. Dr. L. L. Kikon, one of the founding members and the first chairman of NCF Hyderabad, graced the occasion and exhorted the gathering. NCF pastors and representatives from 13 cities across the country

CAPF asks for immediate help

DIMAPUR: Due to the incessant rainfall for the past few days, the roads within Chessore area have been completely cut off due to landslides and “diverted depth drain.� Taking cognizance of the “pathetic situation,� the Chessore Area Public Forum (CAPF) has called for immediate exigency help from the concerned authority at the earliest. Stating this in a press release, CAPF president, Kiumukam and secretary, R. Akhum said that the road via Chessore -Tuensang (via Helipong and via Kuthur NREGS roads) and Chessore - Huker roads have been witnessing major landslides cutting off the communication to major hub districts of Tuensang and Zunheboto. CAPF said that the aforementioned roads were the prime roads for the area people in terms of transportation of food commodities and for commuters. However, the recent incessant rainfall completely wrecked the roads which have adversely affected the denizens and they have been facing untold hardship.

The competitions held on the first day were: solo song, group dance, solo classical dance, group song, debate in English and Hindi, Hindi poem recitation, English elocution, Sanskrit shloka recitation, including a creative writing competition, on the spot painting and project exhibitions. The camp will culminate on August 25 with theatre, quiz and spellingbee competition.

NIA arrest Manipur MLA in missing arms case

IMPHAL, Aug 24: Congress MLA from Manipur Yamthong Haokip, one of the 11 accused in the missing arms case was arrested by the National Investigation Agency (NIA) on Friday. He was produced before a special NIA court in Imphal and remanded to judicial custody for 15 days. NIA has been probing the case pertaining to theft of 56 pistols and 58 magazines from the Director General (Police) pool armoury located within the premises of 2nd Manipur Rifles Battalion, Imphal. These weapons went missing between 2016 and early 2017. “Yamthong Haokip was arrested today (August 24, 2018) for his involvement in procuring police pistols illegally and distributing

them to different terrorist groups to wage war against the State,” the NIA said in the statement. Earlier, the sitting legislator was arrested by a NIA team from New Delhi where he had gone for further medical treatment. Considering his medical condition, the court ordered Haokip to be admitted in the security ward of JNIMS hospital after complying necessary procedures. In his prayer for granting judicial custody, the IO of the case accused Yamthong Haokip, the MLA of Saikul A/C of Kangpokpi district received several consignments of 9mm auto pistols missing from the 2nd MR garrison armoury. Arunachal CCI clears projects worth over Rs 700 crore Itanagar, Aug 24 (PTI): The Ar unachal Pradesh Cabinet Committee on Infrastructure (CCI), under the chairmanship of Chief Minister Pema Khandu, has cleared projects worth more than Rs 700 crore, an official statement said. In a discussion on infrastructural needs across the state yesterday, the CCI approved among others the proposal of constructing a ‘Directorate Complex, Itanagar’ to house all directorates under one campus to increase efficiency, ensure security of government employees and reduce unwarranted

expenditure. It also decided to allocate fund for creation of basic infrastructure for the newly created districts in the next budget. The committee has decided to restrict the contingency charges of project cost from the existing 3 per cent to maximum 1.5 per cent. The CCI also decided that to have a uniform system for revision of project costs, all departments would submit such proposals to the planning department which would get it vetted by a committee of chief engineers constituted by the government.

The accident took place at Changangei near Imphal Airport along Tidim Road (Imphal-Churachandpur road) last night, around 10.30 pm. Seriously injured Laishram Santosh Singh (27) from Bishnupur town, who was driving the car, was stated to be in critical condition. The deceased have been identified as Thokchom Premjit (29) and Kangabam Bony Singh (23) both from Changangei Uchekon and Sagolshem Rakesh Singh (30) of Mayang Imphal.

Meghalaya lifts ban on import of fish Shillong, Aug 24 (PTI): Fish traders Friday resumed full-scale business across Meghalaya, a day after a 30-day ban on fish import was lifted by the state government. The food safety authorities had enforced a ban on sale, storage and distribution of fish from Assam, Andhra Pradesh and West Bengal following detection of formalin in imported samples. Formalin, a toxic solution of formaldehyde, is chiefly used to preserve biological specimens. The prohibition was initially imposed for 15 days on July 23, but was later extended till August 22 in view of the “fear psychosis” among the consumers, Food Safety Deputy Commissioner S N Sangma told PTI. “The government has decided not to extend the ban any longer but would keep a close eye on the quality of products being sold to the consumers,” Sangma said. Of the 92 samples tested at a Assam-based laboratory before July 23, 12 tested positive for formalin, Food Safety Commissioner P W Ingty said. “The government will take a stricter call on the matter in case of fresh detection of unsafe chemicals in fish in the days to come,” he said.

Two rapes in Assam; 4 arrested Goalpara/Morigaon (Assam), Aug 24 (PTI): A 19-year old woman was allegedly gangraped in Assam’s Goalpara district and a minor girl was raped by a 60-year old in the state’s Morigaon district on Thursday and four persons have been arrested in connection with the two cases, police said Friday. The woman was allegedly gangraped by her friend and three others on Thursday night in an agriculture field at Tukura Part-III village in Goalpara district, according to its superintendent of police Amitabh Sinha. During investigation it was found that the woman had come to Tukura with her friend, who hails from Barpeta district and were then taken by another person to his maternal uncle’s house in the village for Eid celebrations. In the night the two men along with two others of the same village allegedly raped the woman, the SP said. In the other incident a 10-year-old was allegedly raped by a 60-year-old man in a remote Charbori Nigam village in Morigaon district, the police said. Local people lodged a complaint with the police, who arrested the man.

Mamata welcomes SC’s verdict on Panchayat poll

Ko l k ata , Au g 2 4 (PTI): As the Supreme Court rejected pleas by opposition parties for cancellation of panchayat polls in over 20,000 uncontested seats in West Bengal, Chief Minister Mamata Banerjee said today the verdict has quashed a “false propaganda” aimed at defaming the state government even as the BJP said voters will have the last word against “violent” means of the ruling party. While the ruling party, Trinamool Congress, demanded that the opposition parties should apologise to the people of the state for making baseless allegations, the CPI (M) said the apex court verdict “has not justified or nullified the violence” that took place during the elections. The CPI(M) and the BJP had alleged that West Bengal did not witness a free and fair election as their candidates were stopped from filing nomination papers. The TMC had, however, rejected the charge while contending that not a single candidate approached any court with the grievance that he or she was stopped from filing nomination papers. In an order passed today, the Supreme Court turned down the pleas of the CPI(M) and the BJP seeking cancellation of elections at uncontested seats. It, however, took note of allegations and said the aggrieved candidate may file election petitions to challenge panchayat polls in courts concerned. The court held that the 30-day limitation period for filing election petitions, which has expired, would now commence from the date of notification of panchayat poll results.

Earlier, the court had directed the West Bengal State Election Commission not to declare and notify the results in the wake of allegations of large-scale violence and alleged obstruction of filing nomination papers. Hailing the supreme court verdict as a “victory of democracy and of the people”, Chief Minister Banerjee slammed the BJP, the Congress and the CPI(M) for “defaming” the state through false propaganda and alleged it was a planned move by the three political parties to gain political advantage. Speaking to reporters at the state secretariat here, she said the three parties had deliberately resorted to a false propaganda. “I think it is a victory of democracy and victory of the people. I want to dedicate it to the people of the country”, she said. The BJP said it accepted the verdict and would fight the TMC democratically. “We accept the verdict of the Supreme Court. We’ll fight against TMC democratically in the next Lok Sabha elections. The people of the state will have the last word,” state BJP president Dilip Ghosh said.

New Delhi, Aug 24 (PTI): There are 12 cases of alleged sexual harassment before its various internal complaints committees, Air India (AI) has informed the Women and Child Development Ministry. Minister for Women and Child Development Maneka Gandhi reviewed the progress of cases of alleged sexual harassment in Air India and Air India Express in New Delhi yesterday. She met Air India CMD Pradeep Singh Kharola and officials of Ministry of Civil Aviation. Air India has informed the Women and Child Development Ministry that there are 12 ongoing sexual harassment cases before its internal complaints committees, a WCD official said. In the meeting, it was also pointed out that there were a number of cases forwarded by WCD Min-

istry pertaining to private airlines to the Ministry of Civil Aviation, the ministry said in a statement. It was reported last week that Maneka Gandhi had summoned Kharola to seek explantation behind the delay in completing probe in a sexual harassment case based on complaint of an air hostess of the national carrier against its senior executive. The victim had also met Gandhi, following which the ministry had sought a report from Air India in the case by June. However, WCD officials said the report would be “completed shortly” and refused to divulge details of the inquiry due to its “confidential matter”. After reviewing the cases and the progress of work done by the Internal Complaints Committees (ICC) yesterday, Maneka Gandhi said that along with the cases of sexual harassment, some women employees tend to file complaints of administrative nature in the garb of sexual harassment. “It is important for the ICC to very quickly dispose of these cases. This will enable the woman, if she has a genuine grievance, to explore proper administration/legal mechanisms for redressal. It will also enable the ICCs to focus on the actual cases,” she said.

ED chargesheet against Lalu, family New Delhi/Patna, Aug 24 (AGENCIES): Enforcement Directorate has filed a chargesheet against former Railway Minister Lalu Prasad, his wife Rabri Devi, son Tejashwi and other accused persons in connection with the IRCTC hotels’ maintenance contract money-laundering case. Among those arraigned are also Prasad’s close aide and parliamentarian P. C. Gupta, his wife Sarla Gupta, Lara Projects LLP, and 10 others. The agency has alleged misuse of official position by Prasad and IRCTC officials in granting sub-lease of the rights of two railway hotels at Puri and Ranchi to Sujata Hotels, owned by the Kochhars. It was allegedly in lieu of 358 decimal of prime land in Patna transferred to one Delight Marketing Company in February 2005. Delight Marketing was owned by Gupta’s family. The land was transferred at a consideration much less than the then prevailing circle rates. “The company possessing that valuable chunk of land gradually got transferred to Rabri Devi and her son Tejashwi by way of share purchase at nominal prices,” the ED alleged. Jharkhand HC dismisses Lalu’s bail plea

Jharkhand High Court on Friday rejected the plea for the extension of the provisional bail to ailing Rashtriya Janata Dal chief Lalu Prasad and asked him to surrender by August 30. Prasad’s lawyer pleaded for three months extension of his bail on medical ground but the court turned it down. Convicted and jailed in fodder scam cases, Prasad is now undergoing treatment at a super-speciality hospital in Mumbai. A Bench of Justice Aparesh Kumar Singh observed that Prasad’s health condition was not lifethreatening. “The treatment for post-fistula surgery could be availed at

the Rajendra Institute of Medical Sciences (RIMS),” the Bench said. Prasad, recently, had an operation for fistula at Mumbai’s Asian Heart Institute and had got an infection. His advocate Prabhat Kumar informed the court that “doctors have advised him three more surgeries for prostate, removal of stone from kidney and cataract.” “The court asked Prasad to get the present treatment at RIMS in Ranchi and he can make a fresh application for provisional bail for the three surgeries, when the time comes”, Kumar told journalists in Ranchi.

ED questions Chidambaram in Aircel-Maxis PMLA case New Delhi, Aug 24 (PTI): The ED again questioned former finance minister P Chidambaram for about six hours today in the Aircel-Maxis money laundering case, officials said. Sources said Chidambaram’s statement was recorded under the Prevention of Money Laundering Act (PMLA) after he appeared before the investigating officer (IO) of the case at the Enforcement Directorate’s office here. The questioning went on for about six hours, they said. While the CBI has

filed a charge sheet in this case involving the politician in July, the ED is expected to file its own prosecution

complaint within the next fortnight. It is understood that the agency wanted to put a fresh set of questions to him regarding the deal and hence had asked him to appear. The agency had earlier recorded statements of officials who were in FIPB when this deal took place, and it is understood that Chidambaram would have been confronted with these versions. Some specific queries on the circumstances and procedures adopted by the now-defunct Foreign Investment Promotion

Board (FIPB), while giving approval to the Aircel-Maxis deal during his tenure, were put to him earlier. His son Karti has also been questioned by the ED in this case twice. Chidambaram, after a similar questioning by the ED in this case in June, had said that what he told the agency was already recorded in government documents. He also said that there is no FIR, yet a probe had been initiated. “More than half the time taken up by typing the answers without errors, reading the statement and

signing it!,” he had said in his tweet. The Aircel-Maxis cases pertains to grant of Foreign Investment Promotion Board clearance to firm M/S Global Communication Holding Services Ltd in 2006 for investment in Aircel. The Supreme Court had on March 12 directed investigating agencies -- the CBI and the ED -- to complete their probe into the 2G spectrum allocation cases, including the Aircel Maxis alleged money laundering case, in six months.

fter all that had been floated and suggested with regard to holding of simultaneous polls to both the state assemblies and parliament, the chief election commissioner O.P.Rawat had on Thursday made it categorically clear, that there was no such possibility anytime soon. This means that the possibility could only arise if there is a constitutional amendment to the election law in future. Rawat also said a legal framework is needed to be in place for holding simultaneous polls. “The lawmakers will take at least a year to frame a law that can be enforceable. This process takes time. As soon as the Bill to amend the Constitution is ready, we (the Election Commission) will know that things are now moving),” Rawat said. There has been some speculation in the recent weeks that Assembly polls in Madhya Pradesh, Chhattisgarh, Rajasthan and Mizoram due this year end may be deferred and held simultaneously along with the Lok Sabha elections, scheduled for April-May 2019. While the term of the Mizoram Assembly ends on December 15, the terms of Chhattisgarh, Madhya Pradesh and Rajasthan assemblies will end on January 5, January 7 and January 20, 2019, respectively. “Koi chance nahi” (no chance at all), Rawat told a select media meet in Aurangabad when asked if it was feasible to hold simultaneous Lok Sabha and state Assembly elections in the near future. This issue of holding simultaneous polls is not a new proposal. It has been talked about in the past but the Modi government has been seriously considering the proposal. Simultaneous elections to the state assemblies and parliament used to be held till the late 60s but after political instabilities, the cycle was broken. According to observers, frequent elections hamper long-term policymaking besides being cumbersome and expensive. Political parties were divided on the issue of holding simultaneous Lok Sabha and Assembly elections during consultations with the Law Commission of India. As many as nine parties expressed their reservations while four parties supported the move. Had the Modi government worked on the proposal by 2014 or 2015 then there would have been enough time to set the framework. It would need some changes in the election laws which only parliament can enact. The reason given in the past was that if states were occupied with assembly elections, Zilla Parishad elections, Panchayat elections, or municipal elections almost every year, then there would be no time for focussing on development. It was felt that a system was needed to enforce simultaneous elections in which the legislative process to unseat a government by legislators would have to be put in place by means of a “constructive no-confidence” This means that no opposition party would be able to table a no-confidence motion unless it has the capacity to also simultaneously form a new government. The fundamental instrument of the no-confidence motion would thus be effectively taken away and ensure some forced stability. According to some analysts the “one nation, one election” will only serve the interests of those who want to solidify centralisation of an already overly centralized union. If implemented such a plan will do a grave disservice to the federal character of India as envisaged by the founders and therefore, a bad idea which should be rejected.

We talk about prayer as if God hears us regardless of what our relationship is to Him (see Matthew 5:45). Never say that it is not God’s will to give you what you ask. Don’t faint and give up, but find out the reason you have not received; increase the intensity of your search and examine the evidence. Is your relationship right with your spouse, your children, and your fellow students? Are you a “good child” in those relationships? Do you have to say to the Lord, “I have been irritable and cross, but I still want spiritual blessings”? You cannot receive and will have to do without them until you have the attitude of a “good child.” We mistake defiance for devotion, arguing with God instead of surrendering. We refuse to look at the evidence that clearly indicates where we are wrong. Have I been asking God to give me money for something I want, while refusing to pay someone what I owe him? Have I been asking God for liberty while I am withholding it from someone who belongs to me? Have I refused to forgive someone, and have I been unkind to that person? Have I been living as God’s child among my relatives and friends? (see Matthew 7:12). I am a child of God only by being born again, and as His child I am good only as I “walk in the light” (1 John 1:7). For most of us, prayer simply becomes some trivial religious expression, a matter of mystical and emotional fellowship with God. We are all good at producing spiritual fog that blinds our sight. But if we will search out and examine the evidence, we will see very clearly what is wrong— a friendship, an unpaid debt, or an improper attitude. There is no use praying unless we are living as children of God. Then Jesus says, regarding His children, “Everyone who asks receives…” (Matthew 7:8).

Dog Lovers - Clean Lessons in ‘tehzeeb’ your Doggie Doo! from Atal Bihari Vajpayee T E ulogies have been written about the “tehzeeb” -- a Urdu word translating into etiquette -- politeness and political culture of former Prime Minister Atal Bihari Vajpayee, who died on August 16. Apparently Vajpayee -- during his term as Prime Minister 19992004 -- was not happy with the US pressure on India to join the Iraq war. So he invited the opposition party leaders for breakfast to his house. After the initial chitchat, the opposition leaders were keen to know why they were invited. Vajpayee told them about the US pressure on India, to which the leaders said that they will oppose it and the people’s agitation was already on. Vajpayee replied that he is not hearing the noise of an agitation! The opposition leaders immediately understood the drift of the conversation -- that they had to double their efforts to raise public opinion against US so that Vajpayee could use it to stall the pressure. Contrast this with the present dispensation where a direct onslaught has been launched on the opposition to create fear. We somehow have lost the tehzeeb in the present political and other discourses. Former Defence Minister K.C. Pant, a very dear friend of mine, told me of another instance of such tehzeeb. Sarvapalli Radhakrishnan, the second President of India,

wanted another term. He said that Rajendra Prasad got it so should he. Jawaharlal Nehru, the Prime Minister, was not keen on this. Naturally, Radhakrishnan was unhappy and used to complain about it and threatened to return to his teaching career. Nehru sent Maulana Abul Kalam Azad to placate Radhakrishnan. Azad was a very cultured person and a doyen of the Independence movement. Azad engaged Radhakrishnan in small talk but Radhakrishnan was angry and knew the purpose of Azad’s visit. So he retorted that he was not interested in a second term and would go back to teaching. To which Azad asked politely: In which university? Radhakrishnan got the message. A similar story about the wit and tehzeeb of Pandit Govind Ballabh Pant was told to me by Sunder Lal, a former Member of Parliament of the Congress Party. Sunder Lal was the youngest MP in 1952 and remained an MP till 1986, the year he died. I think the incident was in the early 1950s when Uttar Pradesh was facing a tremendous drought, especially in the eastern part from where Raj Narain came. Raj Narain was quite a hooligan and believed in creating a ruckus in the assembly and was among the first to create the shouting brigades that we see today in Assemblies and in Parliament. At that time he was an MLA and Pant was the state’s Chief Minister. During one of the debates, he

created a ruckus in the Assembly by shouting at the top of his voice and stating that a great famine was taking place in his constituency and farmers are dying, whereas the Chief Minister was unconcerned and was only interested in his chair and hobnobbing with industrialists. Pant rose to answer Raj Narain and said he had known him for a long time and as a socialist and follower of Jai Prakash Narayan and Ram Manohar Lohia he had great regard for him and his sincerity. Then he said politely but firmly: “I also know that had the situation been really that grim, Raj Narain being a very committed worker, would not be sitting here in the assembly but tending to his poor farmers.” The assembly erupted in peels of laughter and Raj Narain quietly sat down. Such wit and tehzeeb, which was also the Vajpayee’s hallmark, is missing in the present parliamentary debates. I think one of the reasons of why we have lost the art of debate and discourse is that we do not teach children debating skills in school. I wish the youngsters are taught, cajoled and inspired by great discourse and debate. This is thought by the ignoramuses, to prevent their dogs from biting people. Of course, dogs do take friendly nips at unsuspecting victims every once in a while, even as the RULE is on, thanks to the good dog lovers who believe in full freedom for their dogs. One remembers an incident some years back when the KMC started shooting stray dogs and one bitter dog owner complained, in the local dailies, that his dog that got shot was on the street only to clear its bowels. Of course, the Prime Ministers’ ‘Swachh Bharat’ had not been invented then. A few months back the concerned Government Agency again notified against dogs being let loose. However, our streets and lanes are as dirty as ever. Now, the question is why, and by whom? The larger filth is created by us, the Ultimate of Creation. However, a smaller but deadlier part (ooh … the odour.. the aroma .. the stench .. the fumes … ugh!) is contributed by dogs; their excreta (doo-doo) to be more specific. Of course, this is not to be generalised, as I personally know some people who have many dogs but their homes and neighbourhood

are clean. This also holds good for the vast majority of animal lovers who keep their pets under controlled conditions for the benefit of a clean society. But there is this lot, including seemingly educated people who think it is cool to park their dogs (some even on leashes) in the middle of our narrow streets to clear out their bowels. I am not a faecal expert but I guess everybody, except those involved in the trade, would attest to the fact that dog faeces are as filthy as that of humans. Then why should the human race alone use the toilet? I would not like to dwell on the matter any longer; this subject is a proven appetite killer. Oh Government, please also include man’s best friend in the Swachh Bharat program! The colony councils too have to tone up and ensure your colonies/wards are cleaner without the … you-know-what! A Personal Note: Dear Dog Lovers (the ones without Civic Sense in their dictionaries), ensure your doggie doos (deliberate attempt at providing the Oxford Dictionary with a new word) it is within the confines of your own homes, away from public sight, or transfer them out of civilisation for our appetite-sake. Consumption economy & infrastructure: Two sides of same coin

D

riven by rising incomes and steady growth, consumption patterns of e-commerce, mobile data, entertainment and consumer goods will see an uptick in India. World-class infrastructure is needed to enable these rising levels of consumption. Essentially, consumer-driven businesses and infrastructure are two sides of the same coin and have a symbiotic relationship. As mobile data usage increases and the data-dependent economy gathers momentum, the corresponding infrastructure must keep pace to ensure seamless transition into a more digital world. Growth in the digital world implies the growth of both wireless and fibre infrastructure to eventually enable a hassle free 5G ecosystem in India. Better and faster data speed that can allow digital services requires better

connectivity through both a greater number of telecom towers and more fibre infrastructure. This need for more telecom towers and fibre in India will require significant infrastructure investments from the various players in the telecom ecosystem. Incumbent companies in the tower and fibre space may not always be able to use their capitalconstrained balance sheets to fund the infrastructure expansion. Thus, a funding gap emerges. This funding gap creates an opportunity for capital-rich investors to tap into a growing and dynamic investment opportunity through innovative financing mechanisms. There are the three main components of the Indian telecom market where investors can make fortunes: (1) The consumer-facing telecom business, (2) the telecom tower business and (3) fibre business.

And these three different markets offer investment opportunities for a diverse group of investors. Beyond the financial aspects of tower and fibre expansion, policies such as the “Right of Way” rule that enables expedited infrastructure creation deserve attention. Laying fibre requires telecom operators to deal with a myriad set of rules and charges that can at times be a severe impediment to infrastructure creation. Greater clarity around such policies for greater consistency and rational pricing which makes economic sense are required to promote investments in fibre and telecom tower expansion, investments so critical for the data consuming customer. Beyond data speeds, e-commerce in India needs greater connectivity through the integration of backend infrastructure with front-end businesses.

For e-commerce to realise its full potential one cannot view e-commerce as being distinct from data speed, logistics, transportation and data storage. For e-commerce to reach the next 200 million active users we require greater logistics infrastructure (independent from the e-commerce vendors), more fulfilment centres, efficient and modern warehousing, and more cost-effective transportation. The entire ecosystem needs to be developed and financed effectively. It may be underscored that creating the entire consumption economy driven ecosystem requires different kinds of balance sheets at play. For instance, investors who undertake technology risk to drive the front-end e-commerce businesses aren’t focused on creating infrastructure at the backend and vice versa. In general, investors

In defence of the right to freedom of expression

veryone knows that freedom of expression is a cornerstone in a democracy. Everyone also knows that the world is full of lies. Therefore, it is absolutely necessary to safeguard “freedom of expression” so that the lies of the world can be exposed through the right to freedom of expression. When we talk about the lies of the world, we must understand how these lies are presented to us through the media. Now, a clear lie is not difficult for anybody to detect and denounce. But when a lie is mixed and interwoven with some truths, it becomes very difficult to separate the lies from the truth. As for the busy general public who have no time to scrutinize public statements, they eventually accept “mixed up lies and truth statements” as facts when it is repeatedly stated over a long period of years. This is particularly true, when such statements are backed by powerful State political machineries like the Armed Forces Special powers Act etc. In the context of our national struggle, some of our guilty political leaders and their helpers

have become great experts in this voluminous deception game of mixing the truth with lies in order to justify their mistakes. Here, it is a herculean, as well risky task, to separate these lies from the truths and re-present the facts to the general public. Such a re-presentation of the true facts requires thousands of hours of research and interviews to finally separate the truth from the camouflaged lies. However, a most frustrating thing for a researcher is when an Editor of a public media (or Newspaper), denies the researcher, the right to freedom of expression because the Editor does not subscribe to the writer’s point of view even if the article is backed up with facts of dates and names. In such a case, the “Editor,” who should be a champion for freedom of expression, has become a “Blocker” to freedom of expression. In this context, a well informed Editor may totally disagree with an article written by a member of the public. Such an Editor may even be able to present a thoroughly opposite version of the article based on facts. But the editor concerned, still owes the

member of the public, his right to freedom of expression. This is more so because the public columns in any Newspaper always caries a disclaimer stating that whatever is written in the column does not necessarily carry the approval or policy of the Paper concerned. For quite a long time, our local Newspapers have been accommodating and featuring many controversial articles in their Newspapers. The general public (including me), are very grateful to all the editors for upholding the principle of freedom of expression. But I have written this article because some of our local papers are not featuring articles that they do not agree with. Here, all writers are aware of the fact that an Editor of a paper has an obligation not to publish an article or point of view that could lead to public disorder. Writers are also aware that every Editor has his own schedule to publish any article according to his own timing and sequence. It is essential to create an environment that allows different balance sheets to invest, operate and exit investments. A financial ecosystem that provides investors with the right financial instruments, secondary market liquidity and high corporate governance will be vital. For great consumer-facing companies to be created, exceptional infrastructure is required. For infrastr ucture businesses to be financially sustainable and for investors to be willing to invest for long periods of time, the Indian consumer-driven growth story must deliver results. Therefore, both consumerdriven businesses and infrastructure must develop in tandem.

For both investors and policymakers, it is essential to keep in mind that the quantity of infrastructure is vital but so is its quality. For example, while high-speed data is crucial to enable a digital economy, it is also critical that there is the consistency of data speed. Only when quantity and quality with regards to infrastructure converge can the end-consumer get access to high-quality services. As consumption and incomes grow in India, the coming decades have the potential to unleash significant economic growth. To truly maximise the economic value of the consumption-driven boom, it is essential that both front-end companies and back-end infrastructure get attention. The Dimapur District Football Referee Association (DDFRA) expressed utter shock and pain over a recent controversy where a Governor Gold Medalist and State Coach, Mughato Sumi was denied Dr. T. Ao Award. The Association pointed out that, Mughato Sumi besides receiving Governor Gold Medalist in 2015 has also won best coach award on five occasions, both National and International. Under his guidance the state football team won Subroto Cup 4 (four) times. The Association is saddened to see “such a deserving” stature of Mughato Sumi who has brought much laurels both to our state and country being denied what is “DUE” to him in our own state which should never be repeated in the days to come. The Association further urged the government of the day to revive the history of our “forgotten heroes,” who has brought much laurels to the state and nominate them in different categories of awards in the days to come. The Association reminded the likes of Mr. C. Akum Ao who has represented state and India in football. He played in Dhaka, Bangladesh (1983), West Indies Tour (1984) etc, played a total of 7 (seven) matches representing India and scored 3 goals. Besides, there are few more players who deserved to be recognized. The association urged the government to look into the matter in order to encourage and inspire the “younger generation” if at all the government of the day is concern and looking for a positive changes in the field of Sports. Kerala toll at 417; people return home

T h i ru va na n thapuram, Aug 24 (IANS): Kerala Chief Minister Pinarayi Vijayan on Friday put the number of dead in rains and floods at 417 as hundreds began returning home from relief camps, still leaving 8.69 lakh people in 2,787 shelters. Vijayan told the media that the deaths began since the monsoon rains started on May 29 but 265 of the casualties were reported from August 8 when torrential downpour triggered the worst flooding in the state in nearly a century. Another 36 people were missing, he said, and urged those battered by the floods to submit on the Kerala government website details of the losses suffered by them. Some 7,000 houses were destroyed in the fury and around 50,000 had been partially damaged. Vijayan’s comments came as more and more people began quitting the relief camps, which at one time totalled more than 3,000, to restart lives in their previously waterlogged homes. camps were said to be in Alappuzha, Chengannur, Paravur, Changnacherry, Chalakudy and parts of Pathanamthitta district. In Kottayam, several camps wound up. At one centre at the CMS College, people were treated to an Onam ‘sadya’ -- the traditional feast served during Kerala’s most important festival. The main Onam festival falls on Saturday but Kerala will at best see subdued celebrations. The government has cancelled the official festivities and diverted the Rs 39 crore meant for it for relief work. “We were treated well by the camp managers. We do not know what our fate will be when we return as we have nothing except

Madhu said that 4,000 people from the capital district would spread over across various flood ravaged places to engage in cleaning exercises starting on Saturday. In Chengannur, many homes was spruced up. “My daughter’s marriage was fixed for the first week of next month. Now we have to start all over again as we have decided to postpone it,” said a distraught father near Chengannur. Some voluntary agencies have begun counselling sessions in the relief camps. On Friday, two government officials were arrested in Wayanad for embezzling relief materials. Another person was similarly caught in Chengannur. A person engaged in relief work told IANS that in several camps some political parties were diverting the relief materials to areas of their interest. Congress leader

Kerala Chief Minister Pinarayi Vijayan on Friday said that the reported aid of Rs 700 crore from the UAE for the flood victims was intimated to the world by the leaders of the two countries. The Kerala unit of the Bharatiya Janata Party said earlier that the United Arab Emirates did not announce the $100 million aid for the state and asked Vijayan to reveal his source. Vijayan told the media that the offer of aid was made by the ruler of the Emirates to Prime Minister Narendra Modi. “Both these r ulers themselves intimated this to the world. The issue now is whether to accept or not. My view is it should be accepted,” he said. Elaborating, Vijayan said the news was conveyed to him by Middle East businessman M.A. Yusuf Ali. “I did tell you this earlier too. The Chief Minister also told journalists to read a tweet by Modi on the subject.

7 Two arrested in railway recruitment scam

Mumbai, Aug 24 (PTI): Mumbai police have arrested two men for allegedly being part of a railway recruitment racket. The probe in the case had started on the instructions of Railway Minister Piyush Goyal, a senior police officer today said. The racket may have been operating from multiple locations in the country, said Deputy Commissioner of Police Abhishek Trimukhe. Rufus Dabre (38), a resident of Vasai in neighbouring Thane district, and Manjeetsingh Chilotre (46), resident of suburban Malad in Mumbai were arrested in the case yesterday. Chilotre was nabbed from Delhi, said an officer of the Mata Ramabai Ambedkar Marg Police Station here where the offence has been registered. The railway minister had received an e-mail a few days ago which said there was a scam in the recruitment of Grade C and Grade D employees, the police official said. The hiring process is conducted by the the Railway Recruitment Board, he added. On Goyal’s instructions, his personal secretary Pravin Gedam lodged a complaint with city police on August 20.

New Delhi, Aug 24 (AGENCIES): Minister for Civil Aviation Suresh Prabhu has sought a detailed report from aviation regulator DGCA on the grounding of A320 Neo planes due to snags in Pratt and Whitney engines. In the meantime, the Directorate General of Civil Aviation (DGCA) has submitted preliminary details on the status of planes grounded and said that nine A320s – seven of IndiGo and two of GoAir -- are on

ground of the total 60 A320 Neos with PW engines with these two airlines. The regulator has also pointed out that the groundings are due to combustor distress but ruled out safety concerns. “There are no safety concerns as such distress is found during routine scheduled boro scope inspections of these engines,” the DGCA informed the Ministry adding that it is in touch with the manufacturer and no additional measure is required on the issue.

Ko l kata , Au g 2 4 (IANS): Raising concern over rising non-performing assets (NPA), West Bengal Finance Minister Amit Mitra on Friday said the banking sector is facing a “serious crisis” on the macroeconomic front. He also said that credit availability to micro, small and medium enterprises (MSMEs) is getting “squeezed” as many public sector banks are restrained from aggressive lending as part of prompt corrective actions. “It is discomforting for any professional to see massive rise in NPAs. In fact, NPAs have gone up systematically from March 2014,” he said while addressing the “Banking Summit” organised by the Indian Chamber of Commerce here. According to him, the NPAs in the banking sector went up to around Rs 10.25

New Delhi, Aug 24 (Agencies): India’s rural wage growth has slumped from an average of 11% in the financial years 2013-15 to a mere 0.45% in the financial years 2016-18, due to the negative impact of demonetisation, a report said. An analysis of 25 different occupations in rural areas by India Ratings showed that rural wage growth slumped to decimal points from double-digit in last three years despite government support. India Ratings noted that even as there were efforts to hike rural wage and support rural employment scheme, they merely ended up shielding nominal wages from falling post demonetisation. “While these measures may have helped shield the nominal wages from falling, they did not provide the necessary impetus to strengthen real wage growth and reduce rural distress in a significant way,” the report said.

Mumbai, Aug 24 (PTI): India’s foreign exchange reserves fell by USD 33.2 million to USD 400.847 billion in the week to August 17 mainly due to fall in foreign currency assets, according to RBI data. In the previous week, the forex reserves had witnessed a drop of USD 1.822 billion to USD 400.881 billion. The reserves have been declining in the past few weeks as the Reserve Bank is selling the US dollar to contain depreciation in the rupee, which is frequently testing the 70-level against the American unit. The rupee opened today at 70.24 a dollar and closed at 69.91. The Indian unit had hit an intra-day low of USD 70.40 on April 14, 2018. In the week ended August 17, foreign currency assets, a major component of the overall reserves, dipped by USD 60.2 million to USD 376.205 billion, as per data. Expressed in the US dollar terms, foreign currency assets include the effect of appreciation/depreciation of the non-US currencies such as the euro, pound and the yen held in the reserves.

Lima (Peru), Aug 24 (Agencies): A powerful 7.1 magnitude earthquake struck Peru’s border with Brazil today, the US Geological Survey said, but national authorities said there were no initial reports of casualties or damage in the sparsely populated region, AFP reported. “So far no damage or victims have been reported and monitoring continues,” said Peru’s National Institute of Civil Defense (INDECI). The US agency said the quake hit at a depth of 609 kilometers (380 miles) on Peru’s eastern frontier with Brazil. Jorge Chavez, the civil defense chief, said the depth of the quake had caused its force to dissipate, blunting its impact on the surface. “The depth has made it so there is no surface damage,” he said on RPP radio. The boxers began their campaign too and it was day of mixed results for them. Veteran Manoj Kumar (69kg) eased into the pre-quarters but Commonwealth Games gold-medallist Gaurav Solanki (52kg) went out with a stunning opening-round loss.

Manoj prevailed 5-0 over Bhutan’s Sangay Wangdi to make the last-16 stage and set up a clash with Kyrgyzstan’s Abdurakhman Abdurakhmanov. However, Solanki was beaten in a unanimous verdict by Japan’s Ryomei Tanaka, the 21-year-old India’s defence all over the place against the southpaw.

Defending champions Ziekiezou SC opened the scoring in the 5th minute through Keviphretuo Kire. 4 minutes later, Keneinguzei Pienyii scored the second goal. Neikethozo Yhome scored the third goal in the half hour mark and Vilhoubeituo Yhome scored the fourth goal in the 45th minute to end the first half with a scoreline of 4-0.
