State’s 3rd BSL lab in Tuensang

KO H I M A , AU G 2 8 (NPN): Nagaland got its third Bio Safety Laboratory (BSL)-- integrated molecular diagnostic and research laboratory (BSL-2 Lab) at Tuensang, which was inaugurated by Health & Family Welfare (H&FW) minister S Pangnyu Phom on Friday. Speaking on the occasion, Pangnyu expressed happiness at the successful setting up of the laboratory after the BSL-3 laboratory at Kohima and BSL-2 laboratory at Dimapur. Urging people to own responsibility of public property, he remarked that it was now up to the citizens how they make best use of the facility. Congratulating the people of Tuensang and all those involved on successful completion of the setting up of Nagaland’s second BSL-2 laboratory, Phom said in spite of all the hurdles like the lockdown and remoteness of the area, construction of the laboratory could finally be completed. (retd) Shokin Chauhan, who officially took charge as the chairman of the Ceasefire Monitoring Group (CFMG) on August 29, 2018, has completed his tenure. Lt. Gen. Chauhan, former director general (DG) Assam Rifles, took over from D.K. Pathak, IPS (retd) whose tenure ended on August 9, 2018. According to reports, the Home ministry was looking for Chauhan’s replacement. CFMG chairman is tasked to ensure the implementation of the agreed ceasefire ground rules.
JEE, NEET: Review petition filed in SC
NEW DELHI, AUG 28 (AGENCIES): A review petition has been filed in the Supreme Court against the August 17 order dismissing the petition to postpone NEET-JEE Main 2020 exams. The review petition was filed in individual capacity by the states of West Bengal, Jharkhand, Rajasthan, Punjab & Chattisgarh. Advocate Sunil Fernandes has filed the petition. The petition urges the Supreme court to reconsider its order. It further adds that in a situation when classroom teaching has been suspended, conducting such a large scale exam shows ‘non application of mind’.

Fisher Scientific Inc and its executive Hiranya Thakuria, for having successfully put up a state-of-the-art facility in a remote comer of Nagaland. He also appreciated the State government, High Powered Committee headed by chief minister Neiphiu Rio for their unceasing support during the process of setting up the laboratory. According to him, the BSL-2 laboratory at Tuensang will not only cater to the entire district, but also other neighbouring districts like Longleng, Mon, Kiphire and Noklak, even as he expressed confidence that the people of Tuensang along
with the district hospital authorities and CMO would do justice to the project. Describing the State’s ongoing battle against COVID-I9, the minister said it has so far been a learning experience as new things about the virus are being learnt each new day. He elaborated on how the State government has developed standard operating procedure (SOP) to contain spread of the virus. Mentioning that one of the strategies to combat the virus was increasing the testing capacity, he said the BSL-2 laboratory was meant not only for testing samples
for COVID-19 but could also be used to diagnose other diseases like TB, HIV and Hepatitis B & C, all of which have a very high prevalence in the region. He admitted that rapid spread of COVID-19 has put normal life out of gear, but clarified that its mortality rate was low as compared to other diseases. He also claimed that compared with rest of India, Nagaland was doing relatively better in containing the virus. With the facilities now in place, Phom hoped that viral load of various diseases could be studied within the State, instead of sending samples outside for the purpose. He also lauded the frontline workers for putting up a good fight to ensure that the citizens are safe. He recalled the difficulties faced in setting up BSL-2 laboratory at Tuensang as this required comprehensive and detailed outline of the scientific framework with pre-requite manpower, space and funding, even as one of the important prerequisites was specifying the need for engineering control to accomplish the desired task within the timeframe.

SSR case: Follow norms of coverage, PCI advises media
New Delhi, Aug 28 (AGENCIES): Concerned over excessive coverage given by media on the Sushant Singh Rajput case, media watchdog Press Council of India (PCI) issued an advisory Friday that took a dim view of the media coverage. PCI said the media should observe the norms of journalistic conduct drafted by the PCI. Further the PCI advised media to not conduct their own parallel trial or foretell the decision to avoid pressure during investigation and trial. “The council has noted with distress that coverage of the alleged suicide by a film actor by many media outlets is in violation of the norms of journalistic conduct and, therefore, advises the media to adhere to the norms…” the advisory said. The PCI was constituted in 1966 to serve as a watchdog for newspapers and news agencies of the country, with powers to censure outlets for violations. It however does not have any jurisdiction over television news channels, which have been covering the case on (Cont’d on p-6) almost 24x7 basis .
NPF forms 14-member PAM on Naga issue the Government of India for “final inking”. The former chief minister further said that PAM would continue to carry out the mission as facilitator. He said that since NPF was no longer “part and parcel” of JLF, the newly formed PAM would function independently. Zeliang said that the JLF was defunct without the opposition party. Zeliang pointed out that during “opposition-less” government the forum was known as Nagaland Legislators Forum (NLF). However, with opposition and the ruling party together, he said the forum was known as JLF. “There is no more JLF because without the lone opposition party how can they use the name JLF. Ruling PDA alone cannot use the name JLF, they should call it the PDA Legislators Committee or PAC created in 2018,” said Zeliang. (Staff Reporter)

Aug 21 case: Inquiry committee submits report to state govt Staff Reporter
D I M A P U R , AU G 2 8 (NPN): The 3-member panel constituted by the state government to probe into the August 21 alleged assault on a doctor in Dimapur by IRB personnel, has submitted its report/findings to the state government. Confirming this to Nagaland Post, principal secretary Home, Abhijit Sinha said that the government had received the panel’s report and the same will be examined. Nagaland In-service Doctors’ Association had asserted that they will stand by the 3-point charter of demands put forth by its Dimapur unit. Earlier, NIDA president, Dr. Ritu Thurr said that the association would decide its next course of action only after getting to know the report of the inquiry committee.

NEW DELHI, AUG 28 (NPN): Jal Shakti Minister Gajendra Singh Shekhawat, who held a video conference with the chief minister of Nagaland Neiphiu Rio on Thursday, expressed his concern over the slow progress of progress of Jal Jeevan mission (JMM) in the State and poor fund utilization and urged the State to fasttrack the implementation. Shekhawat joined the video conference from the hospital as recently he was tested COVID positive. According to an official statement, Nagaland was allocated a budget of Rs. 56.49 crore for the year 2019-20, but the State could not utilize the full amount. Under the State share, State could spend only Rs.4.67 crore against the mandatory matching State share of Rs.5.65 crore. The al-
location for Nagaland has been increased to Rs. 114.09 crore in 2020-21 and with opening balance of Rs. 32.95 crore. Nagaland has an assured availability of Rs. 147.04 crore of Central funds for JJM. With matching State share, the State will have Rs 163 crore during 2020-21 for implementation of JJM. So far this year, only 2,950 households have been provided tap connections against a target of 1.47 lakh. At Thursday’s video conference, various aspects of the mission in the State were discussed at length. Rio assured to provide household tap connections to rural households of the State in an expeditious manner. Under 15th Finance Commission Grants to rural local bodies, Nagaland has been allocated Rs.125 crore; 50% of this amount is mandatorily to be utilized on drinking water supply and sanitation. The union minister urged the State for planning to be done at village level and Village Action Plan (VAP) of every village is to be prepared by

D I M A P U R , AU G 2 8 (NPN): COVID-19 active cases in Nagaland dropped to 929 cases on Friday with 2858 recoveries made so far from the dreaded virus. On Friday, 21 fresh cases were reported from across the state, taking the tally to 3805 cases till August 28 with 929 active cases, 2585 recovered, 9 deaths and 9 migrated.
According to Health minister, S. Pangnyu Phom 10 new cases were detected in Kohima, 7 in Dimapur, 2 in Zunheboto and 1 each in Wokha and Mon. The state also reported 115 recoveries as on August 28-- 110 in Dimapur and 5 in Kohima. Further, out of the 3,805 cases, the distribution across various categories of people include 1,623 cases
Khango-led NSCN (K) refutes kidnapping charges NGBF reacts to NSCN (I-M) D I M A P U R , AU G 2 8 (NPN): Khango-led NSCN (K) has refuted the allegation of the arrest of its two cadres by Dimapur police on charges of kidnapping an employee of SymBios Creations Pvt. Ltd., Dimapur on August 26, 2020 and sought to provide “actual sequence of events” for “public consumption and in the interest of justice.” Khango-led NSCN (K) through its MIP stated that one Mughaka Sumi on August 25, 2020 had lodged complaint with the “NSCN authority in connection to duping/cheating case related to purchase of Motorcycle.” Accordingly, MIP said “an investigation was initiated and the culprit Rohit Choudhary was found at Mid-land colony” on August 26 and taken to “working office for further inquiry and thorough clarity.” MIP said its cadres were
“completely ignorant” of Rohit’s employment in the SymBios. It said that a lady manager of SymBios also personally had gone to West Police Station to withdraw the FIR “citing the incident as mere misunderstanding and mis-information”. MIP said that while the problem was being sorted out, the “Dimapur Ao youths came to the Police station in mob, took away the lady manager without allowing her to complete the formalities and forcibly registered the FIR as kidnapping offence.” MIP maintained that Rohit was found to be guilty of selling the motorcycle with fake/forged documents and not innocent or a victim of kidnapping” working for SymBios. It therefore, urged DAYO, BAN and ALT to “ascertain the facts before rushing to the media accusing the organisation of criminal conduct.”
ASTD and ACAUT condemn
Ao Senso Telongjem Dimapur (ASTD) and ACAUT Nagaland have condemned the alleged kidnapping of an employee of SymBios Creation Pvt. Ltd, Dimapur by the cadres of Khango-led NSCN (K) on August 26. In a press note, ASTD president L Wati Jamir and general secretary K Mar Lemtur said that when Nagas were “prayerfully yearning for a fruitful solution” such “callous and dastardly act by NSCN-K (Khango) have totally curtailed the sentimental faith and emotional aspirations of the people of Nagaland in general and the Ao community in particular”. ASTD said such “barbaric and cowardice act” of any such group/organisation had no room in a civilised society and must be totally condemned by all.
Further, ASTD reaffirmed earlier resolution by all Dimapur-based Ao civil society groups that “in the event of any untoward incidents or wrongful or fallacious eventualities that might happen to any of our Ao bonafide citizen/ members, it shall leave no stone unturned to bring the perpetrators into justice”. ASTD urged the law enforcing authority to thoroughly investigate into incident and award befitting punishment to those accused. The union has expressed appreciations to the personnel of west police station Dimapur led by ASI Vikishe Chophy for apprehending the perpetrators. MGNREGS, SBM, 15th Finance Commission Grants, CAMPA funds, Local Area Development Funds, etc. In Nagaland, out of 1,502 villages, 1,351 villages have PWS schemes, but out of 3.68 lakh households only 18,826 HH (5.1 %) have tap connection. The Union Minister urged to take up the work a campaign mode so that around 3.5 lakh households belonging to poor and marginalized sections of the society could be provided with tap connections in next 4-6 months. Nagaland has one Aspirational district i.e. Kiphire and the State was asked to expedite the works in the district to ensure tap connections to all households. Assuring the Nagaland chief minister of his full support to make the state a ‘100% FHTCs State’, Union Minister requested him to launch a campaign ‘Har Ghar Jal’ to make “every village” provided with 100% tap connections and achieve the goal much ahead of 2024.
D I M A P U R , AU G 2 8 (NPN): Nagaland Gaon Bura Federation (NGBF) has said that there is a tendency within NSCN (I-M) leadership to brand Naga leaders, tribes, organisations and other civil society groups as “anti Nagas and traitors” for not towing their political ideology which it said was a “mockery of Nagaland for Christ.” NGBF president Shalem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga termed such statements from NSCN (I-M) as contradictory to their frequent fasting programmes and prayer requests seeking cooperation from Nagas. NGBF said God-fearing leaders should not insist that their words and actions were final in the Naga context. It also reasserted that people’s voices and will are final and declared that
NGBF is opposed to dictates that stifled people’s sentiment. NGBF said Nagas did not oppose British occupation and Indian occupation only to finally be treated like “expendable humans at the hands of fellow Nagas.” NGBF also said that issuing statements such as “... any organization falling in line with RN Ravi is anti Naga ...” summed up the inconsistencies in the last 23 years of political talks between Government of India and NSCN (I-M). Recalling the killings post the Shillong Accord of 1975 and the split in NSCN in 1988 in which politicians, bureaucrats and civil society leaders were targeted, besides the fratricidal killings, NGBF pointed out that the wiping out of a generation of young local entrepreneurs was still very fresh in the memory of “our people”. India’s COVID tally climbs to 33,87,500
PTI adds: A record single-day spike of 77,266 COVID-19 cases pushed India’s virus tally to 33,87,500, while the recoveries surged to 25,83,948 on Friday, according to the Union Health Ministry data. The death toll climbed to 61,529 with 1,057 people succumbing to the diseases in a span of 24 hours, the data updated at 8 am showed. The recovery rate was recorded at 76.28 per cent while the COVID-19 case fatality rate has further declined to 1.82 per cent. There are 7,42,023 active cases of coronavirus infection in the country which comprises 21.90 per cent of the total caseload, the data stated.
Petrol price up for second day D I M A P U R , AU G 2 8 (NPN): State-owned oil marketing companies (OMCs) Friday increased petrol price for the second consecutive day across four metros by 10-11 paise while diesel prices continued to remain unchanged. According to IOCL website, price of petrol in Delhi was increased to Rs 81.94. After today’s rate revision, petrol price in Dimapur rose to Rs. 87.23 per litre while price of petrol in the state capital Kohima stood at Rs. 88.13 per litre. OMCs review rates of petrol and diesel on a daily basis and any changes are implemented at fuel stations with effect from 6 am. KO H I M A , AU G 2 8 (NPN): Minister of Agriculture & Co-operation G Kaito Aye Friday stressed on the need to improve agriculture sector so as to boost state’s aspiration for self-sufficiency. Addressing officers of the department of agriculture during a co-ordination meeting in Kohima, Kaito asked the department officials to collectively work for the welfare of the farmers. He also advised them to reach out to the “needy farmers”, interact and visit field and villages in order to improve the quality of farming while asserting the need to address “needs of the farmers” for sustainable farming. The minister also asked the officials to ensure that the farmers are benefitted with “oriented scheme programmes” and that no lapses occur in procedures. In a keynote address, APC & commissioner secretary, Y. Kikheto Sema suggested integrated sustainable farming for the growth of the farmers. Stating that the department can be the “guardian of the farmers” as 70% of

NBSE informs on availing CSSS DIMAPUR: Nagaland Board of School Education (NBSE) has notified all concerned as per the directive of the Ministry of Human Resources Development, National Scholarship Division, government of India certain steps needed to be followed to avail the Central Sector Scholarship Scheme (CSSS). According to DIPR report, the following steps are to be followed: Application for fresh as well as renewal of scholarship must be submitted through the National Scholarship Portal (NSP) on or before October 31, 2020. For submission, go to the portal http://scholarship.gov.in It has informed that Aadhaar seeding has been made mandatory for disbursement of all scholarships and that every beneficiary needs to have a separate bank account and get their Aadhaar number
linked with their bank account number. Principal/head of the institutions must register their institution first in the National Scholarship Portal (NSP) (http://scholarship.gov.in) and have been requested to inform their eligible students for CSSS to apply through the NPS portal within the time frame. The guidelines stated that the head of the institution must verify the application of the CSSS beneficiary students (new and renewal) before forwarding to the given portal. The beneficiary students must be advised to submit the application within the stipulated time notified in the portal. The beneficiary students/applicants in preceding years have been directed to check whether their given bank account is still active and Aadhaar linked.

Assam tackles cattle disease amid Covid-19
4 districts in Assam have reported lumpy skin disease in cattle. Guwahati/Kohima, Aug 28 (IANS): Amid Covid-19 and after African Swine Fever, Assam is now dealing with the Lumpy Skin Disease (LSD) in cattle, officials said on Friday. In view of the reported emergence of LSD in neighbouring Assam, the Nagaland government has sounded a high alert and asked the Chief Veterinary Officers (CVOs) of all districts to strictly monitor the occurrence of the disease. LSD is an infectious viral disease in cattle transmitted by arthropod vectors such as mosquitoes and ticks caused by the Poxviridae family virus characterised by fever, multiple nodules

on the skin and enlarged superficial lymph nodes with mortality ranging from one to three per cent. The disease, however, causes huge economic losses in the form of a drop in milk production, reduced skin quality and restriction of trade and movement. The LSD cannot transmit from cattle to humans. An Assam Animal Husbandry and Veterinary Department official said the incidence of LSD was first reported in June. At present, cattle in four Assam districts -Cachar, Karimganj, Hailakandi in the Barak Valley (in southern Assam) and Kamrup in the Brahmaputra Valley are affected.
Deputy Director (incharge) of the Animal Health Centre of the Guwahati-based Regional Disease Diagnostics Laboratory Prodeep Gogoi said though the infected cattle often recover within two to three weeks, there is a reduction in milk production in cattle for several weeks. Gogoi requested Assam’s Animal Husbandry and Veterinary Services Department to do clinical surveillance of the susceptible cattle population for nodular skin lesions along with the recording of morbidity and mortality data in the LSD-suspected areas. The Animal Husbandry department, in a statement in Kohima, said it has also instructed all district officers to issue a red alert to all check gates within their jurisdiction for the control of the disease and suspected animal movement. The Chief Veterinary Officers of Peren, Dimapur, Wokha, Mokokchung, Longleng and Mon districts have been asked to send a report on the disease outbreak.

Shillong, Aug 28: Meghalaya Urban Affairs Hamletson Dohling on Friday submitted the report of a sub-committee to relocate Dalit Sikhs from Sweeper’s Lane to the High Level Committee headed by Deputy Chief Minister Prestone Tynsong. The sub-committee or the consultative committee headed by Dohling had held several meeting with stakeholders – Hima Mylliem, Khasi Hills Autonomous District Council - to finds ways to relocate the residents of sweeper’s colony from their present location. “We have received the report and now more or less the issue that we discussed form one meeting to the other has almost reached its final stage,” Deputy Chief Minister Prestone Tynsong, who is also the chairman of the High Level Committee, told reporters after a meeting. He informed that the High Level Committee will hold another round of meeting and compile the report of the sub-commit-
tee and then send it to the State government. “Hopefully we would be able to finalize everything and submit the report to the Government to take necessary action,” the Deputy Chief Minister said. The issues to relocate the residents of Sweeper’s Lane, known to the local people as Them Metor is located in the commercial area of Shillong near Ïewduh, one of the busiest markets in the northeastern states, have led to wide speared violence in the State Capital in 2018 after a minor scuffle between the residents and a local bus driver and his relatives. The scuffle took a communal turn and over the next few months there were cases of violence and the district administration had to clamped curfew to prevent the situation spiraling out of hand. For more than two decades, several indigenous Khasi civil society groups have demanded that the Meghalaya government re-locate Sikh residents living in Them Metor since British times, claiming most of them are “illegal settlers”.
Correspondent IMPHAL, AUG 28: Manipur chief minister N Biren Singh on Friday laid foundation stones for 375 surface minor irrigation schemes, 550 ground water irrigation schemes and 151 infrastructure projects to be taken up in different districts through video conference in a function held in Imphal’s City Convention Centre. The projects are to be taken up with financial assistance from the Union ministry of Jal Shakti and the Union ministry of minority affairs at a total estimated cost of Rs 647 crores. Deputy commissioners of different districts unveiled plaques of foundation stones in their respective sites on behalf of the chief minister. Addressing the occasion, Singh claimed that the BJP-led coalition government has been able to take up various key developmental works within a short span of around three and a half year. Projects such as Go to Village, Go to Hills, Meeyamgi Numit and Hill Leaders’ Day had enabled

the government to identify the people’s needs and wishes, he added. The chief minister said that he had instructed concerned officials and agencies to complete all projects whose foundation stones were laid today by August next year. Maintaining that there is need for enhancement of irrigation facilities to be self reliant in food production, Singh said the state government had revived 250 defunct lift irrigation schemes when the state faced drought last time. Though the minor irrigation department was a little known department in the past, it has started playing a key role in enhancing irrigation facilities ever since the new government had come, he further
claimed. Singh also said that out of the 151 infrastructure projects for which foundation stones were laid today, many residential schools, working women’s hostels and medical facilities were included. Stating that people spend huge a huge sum in children’s education, the chief minister expressed hope that people need not send their children to Imphal or outside the state for education once these residential schools start functioning. The chief minister added that a guest house for the village chiefs of different districts of Manipur would be constructed at an estimated cost of around Rs seven crore inside Royal Palace complex, Imphal. He also informed that Barak and Makru bridges along Imphal-Jiribam highway would be completed by December this year. Earlier in the day, the chief minister also laid the foundation stones for river lift irrigation schemes with lined canal and a working women’s hostel at Kyamgei Mamang Leikai in Imphal East district.
More COVID-19 cases detected in Meghalaya after random sampling

DIMAPUR: Security forces on August 22 apprehended one “arms dealer” near Kholeboto in Zunheboto. A press release by PIB (Defence Wing) stated that based on specific intelligence regarding presence of arms dealer in the area, the security forces along with police representative launched an operation and apprehended the individual. Education department on reducing syllabus
DIMAPUR: Directorate of school education has informed that SCERT, Nagaland has reduced the contents in the subjects English Reader, English Grammar, Mathematics, Science, Social Sciences, Hindi, Life Skill Education and Nagaland Heritage Studies for classes 1 to 7.
According to DIPR report, the department has informed that the notification was in pursuance to the decision taken by the government to reduce 20% of the syllabus for classes 1 to 8 in consideration of COVID-19 pandemic. The department has directed all concerned to take note that
the reduced syllabus prepared by SCERT contains subjects of class 8 as well. In regards to content reduction for class 8, the department informed that schools shall follow content reductions notified by Nagaland Board of School Education vide Letter Nos. NBE-3/AdTB(10) 2020/567 Dated,
May 22, 2020 and NBE-30/ Ad-VIII 2020-21/569 Dated, May 23, 2020. It has been informed that copies of the revised syllabus can be downloaded from department’s website ‘https:// education.nagaland.gov.in/’ and that the revised syllabus comes into force with immediate effect.

Litmus test for democracy
F
ive states are scheduled to go for assembly elections and amidst the current pandemic and in light of the recent objections by several states against holding of JEE and NEET examinations in September, the question on whether or not to hold elections since the situation is not fully normal but nevertheless this will have to be weighed by the Election Commission of India. The term of the Bihar legislative Assembly comes to an end on November 29 and the polls are likely to he held sometime in October-November. While the BJP is prepared for the polls as it enjoys a huge advantage in terms of resource, manpower and most important, undeniable dominance over all the public institutions; the opposition is still in disarray, divided and lack all the needed resources to fight an awesome opponent. This unpreparedness was aired by former Union minister and United Democratic Alliance (UDA) convenor Yashwant Sinha, who echoed the voices of a number of political leaders seeking postponement of the Bihar assembly polls in the wake of the Covid-19 pandemic. Other states which are scheduled to go to the polls next year include- Tamil Nadu by May 24,2021; West Bengal by May 30,2021, Assam by May 31,2021 and Puducherry by June 8,2021 It may be recalled that earlier, the ECI panel decided to defer eight bypolls - seven assembly and one Lok Sabha seat - citing floods and the COVID-19 pandemic. The six-month deadline to hold these eight bypolls was ending on September 7. The remaining 49 bypolls are due after September.Which way the ECI will take will also depend largely on how the centre ultimately ‘convinces’ the poll body. While the BJP is ruling in Assam and shares power with the JDU in Bihar; the AIADMK, a BJP ally, is ruling in Tamil Nadu; the Trinamool Congress, a staunch anti-BJP party is ruling in West Bengal while the Congress along with DMK share power in the Union Territory of Puducherry. The assembly elections in these states is more crucial for the opposition since it would be a massive boost if they manage to retain their states and wrest at least Bihar from the BJP. In Assam, the BJP is on a strong wicket and has managed to engineer large-scale desertions from the Congress mainly owing to the influence of former Congress stalwart and present finance minister of BJP, Dr.Himanta Biswa Sarma. The only factor that could upset the BJP in Assam is, if the ‘grand alliance’ of Congress and AIUDF and possibly some recently formed regional parties, manage to prevent splitting of anti-BJP votes. In consideration of COVID-19 pandemic, the ECI is open to the concept of a combination of virtual and physical campaigning and this could also be implemented in other elections if they are held amid the pandemic. Virtual campaigning would require efficient connectivity as well as at least 80% of people having mobile phones. However, according to TRAI (Telecom Regulatory Authority of India), only a little over half the population has a mobile phone and only 34 percent has a smartphone. The polls, are going to be a test for opposition parties, if they can do well and for the ECI to regain confidence of the voters by ensuring a truly free and fair poll.

We hear it said that a person’s life will suffer if he doesn’t pray, but I question that. What will suffer is the life of the Son of God in him, which is nourished not by food, but by prayer. When a person is born again from above, the life of the Son of God is born in him, and he can either starve or nourish that life. Prayer is the way that the life of God in us is nourished. Our common ideas regarding prayer are not found in the New Testament. We look upon prayer simply as a means of getting things for ourselves, but the biblical purpose of prayer is that we may get to know God Himself. “Ask, and you will receive…” (John 16:24). We complain before God, and sometimes we are apologetic or indifferent to Him, but we actually askHim for very few things. Yet a child exhibits a magnificent boldness to ask! Our Lord said, “…unless you…become as little children…” (Matthew 18:3). Ask and God will do. Give Jesus Christ the opportunity and the room to work. The problem is that no one will ever do this until he is at his wits’ end. When a person is at his wits’ end, it no longer seems to be a cowardly thing to pray; in fact, it is the only way he can get in touch with the truth and the reality of God Himself. Be yourself before God and present Him with your problems— the very things that have brought you to your wits’ end. But as long as you think you are selfsufficient, you do not need to ask God for anything. To say that “prayer changes things” is not as close to the truth as saying, “Prayer changes me and then I change things.” God has established things so that prayer, on the basis of redemption, changes the way a person looks at things. Prayer is not a matter of changing things externally, but one of working miracles in a person’s inner nature.

Nagaland Gaon Bura Federation reacts to NSCN (I-M) T he Nagaland Gaon B u r a Fe d e r a t i o n (NGBF), the hereditary Custodians of Naga customs, traditions in the present state of Nagaland, puts on record the following matters for posterity in the face of alarming and malicious media publications on Indo-Naga political issues. The NGBF observes the following: 1. In the last twenty three years of Indo Naga Peace talks, the GBs of Nagaland have stood for and supported inclusive, acceptable and honorable solutions for all Nagas irrespective of boundaries. After the signing of FA 3rd Aug. 2015 between GOI and NSCN (I-M) and Agreed Positions between GOI and WC, NNPGs on 17th Nov. 2017, time and again the NGBF has appealed to all the negotiating parties to bring home honorable and acceptable political solution to our people. The NGBF has met Prime Minister of
India Shri Narendra Modi in New Delhi and GOI interlocutor Shri R. N.Ravi a number of times for early settlement of Naga problem. 2. There is a perpetual tendency within NSCN (I-M) leadership to brand Naga leaders, tribes, organizations, other civil societies as anti Nagas and traitors for not towing their political ideology. This is a mockery of Nagaland for Christ. The statements contradict frequent fasting programs and prayer requests seeking cooperation from Nagas. God fearing leaders should not insist their words and actions are final in the Naga context. The people’s voice and will is final. NGBF is opposed to dictate that stifles people’s sentiment. Nagas did not oppose British occupation and Indian occupation to finally be treated like expendable humans at the hands of fellow Nagas. 3. Post Shillong Ac-
cord in 1975, rampant killing among Naga national workers ensued in Eastern Nagaland. After the split of NSCN in 1988, the fratricidal killings spilled into present Nagaland state. The brazen assassination attempts on politicians, bureaucrats, civil society leaders and wiping out of a generation of young local entrepreneurs is still very fresh in the memory of our people. Today, leaders or groups with such tendencies must rethink. Our children have come of age. Wounds of the past must be allowed to heal and not flare. 4. On the issues being raised against GOI interlocutor Shri R.N Ravi, NGBF observes that the demand for replacement of interlocutor is unjust and untenable due to the fact that he is also the GOI interlocutor with other negotiating groups. The status paper is with the tribal leaders and organizations. The transparency and practical aspect of the negotiations between GOI
and WC, NNPGs, without compromising Naga history, identity and political right in all Naga areas, being communicated to the tribes and public at the grassroots level has found favour with the people. In recent days, the NSCN (I-M) statements have described 14 tribes, NTC, NGBF, CNTC and other civil societies as planted by R.N Ravi and tutored by him has deeply hurt the sentiment of the Nagas. R.N Ravi was first seen by Nagas on TV having a warm handshake with Mr. Th. Muivah on 3rd August 2015. After twenty years of peace talks, the GOI had no option but to invite all other Naga Armed groups to the negotiating table. Just like the NSCN (I-M), all the groups had different ideologies and policies and owe their origin to the very first undivided NNC. The only role the Naga civil societies particularly the NTC, NGBF and Churches played was bringing sworn

They are frustrated because they can’t go and meet their friends in the school anymore, they can’t go to church to attend Sunday schools/ can’t go to mosque to learn the Quran, and they can’t go outdoors to play with fellow friends, no family outings, no social gatherings, not visiting relatives/ friends, no religious festivals etc. Another area of frustration was that many cannot join the online classes because their parents cannot afford to buy smart phone so they feel themselves inferior to other children. It effect in their behavioural patternthey are becoming irritable, angry, and sad and depressed for minor reasons. Those who somehow could afford the smart phone are unable to handle the smart phone and also the new method of teaching on “online.” Many children have lost interest in attending the classes from their own poor home where there is no study environment. Despite all efforts to make digital learning accessible for all the children, there are still numerous issues that pose as obstacles for instance- pen drive is of no use without a computer/laptop, YouTube without smart phone with internet facilities, TV programme with no TV set. Sometimes power cut is an issue. Therefore, to reach out to all section of the people in the society government functionaries should continue to find out the means to accommodate all children. In every human society, there will be poorer section of the people. In the Bible we find so many passages that have concern for poor. In Proverbs 31: 8-9, King Lemuel’s mother instructed her son to be always sensitive for the cause of the poor and destitute. In verse 8, 9 she said “speak out for those who cannot speak, for the rights of all the destitute ... defend the rights
of the poor and needy”. The king represent the people who are at the top, those who make the policy, and the one under whose authority it is implemented. They are to “speak out” for those “who cannot speak”. Here, “Who cannot speak” is in reference to anyone who for any reason is unable to plead his/ her own cause. He/she may be tender age, lowly status, ignorant, and timid or a person with disability. These people will perish if left unaided, sure to be utterly ruined. In this text king Lemuel’s mother advised her son to open his mouth freely, readily, boldly and intrepidly and plead for such persons. In our pandemic situation, unless someone or some persons of wisdom, power and authority interpose on behalf of all the children of the poor families, those children’s life will be in danger of ruin. I felt that there is an urgent need to address this “serious issue” in all levels. axation- Does it not sounds synonymous with Nagaland? The place where income tax is not applicable but every other tax under the sky is levied. In an attempt to outdo other parallel governments, the state government instead of working for the welfare of its people decided to impose the Covid cess abrasively. Barely one month after the nationwide lockdown was imposed to contain the spread of Covid-19. The state government wasted no time to impose Covid cess in the state. The Covid cess came into effect on 28 April, 2020 burdening the common people by levying Rs. 6 on Petrol and Rs. 5 on Diesel respectively. This is in addition to the Value Added Tax (VAT) which is already collected by the state as its share. Starting 2014, there has been a continuous drop in crude oil prices. Today it has dropped to a record low of $34/ barrel. The last time crude oil was purchased at such cheap price was in 2004 when Petrol was priced at Rs. 35.71/- and Diesel at Rs. 22.74/-. For the general understanding of all, it is imperative to know the breakup of fuel prices. Currently, the base price of petrol is Rs. 24.95/ litre as per the Indian oil corporation website. The Central share which is in the form of Excise duty is Rs. 32.98/litre on petrol and Rs. 31.88/litre on Diesel. This is an increase of over 270% in excise duty since 2014. During the UPA-II just before demitting the office, the excise duty was capped at Rs. 9.48/litre on Petrol and Rs. 3.56/litre on Diesel. The price of crude oil was also as high as $140/barrel in 2014. After that comes the VAT or the Value Added Tax which is the state’s share. Currently VAT is levied at over Rs.
17/litre on petrol and diesel. However, it depends from state to state. Then comes the dealer commission, freight charges et cetera. All these add up to the exorbitant fuel prices which the citizens have to bear the brunt. The Central government has collected a staggering 2 lakh crore rupees from the excise duty in the last six years! Drawing inference from the above statistics, it is not rocket science to comprehend that the state government is simply imposing tax over tax on its gullible citizens. I will not feign ignorance by demanding the government of immediate accountability from the funds received for the post-devolution revenue deficit grant which many consider it as Covid-19 fund. That is entirely a different subject and will be taken up in due course of time. With little or no welfare schemes of the state government the citizens have had a harrowing time during the total lockdown. The situation is no better even now. The relief rice under the NSDMA were also in some instances distributed under the name of the ministers of the ruling dispensation and the same did not reach the intended target. The present government seems to be completely cut off from reality devoid of any empathy for its suffering citizens. The decision of the state government on Covid cess has added more woe to the misery of the common people. Now that the state government has decided to charge the returnees for food and other expenditures, it has no moral authority to continue sucking the blood of its innocent citizens lest it like to liken itself with the gruesome analogy of Stalin and the chicken. Today Nagas are struggling for national identity; however many young Nagas are still ignorant, some confused, some wrongly brained washed about the history, identity and lineage of the Naga ethnic group. Early study of foreign history and education might also be the cause. Nevertheless midway historical propaganda should not propagate less we lost our genuine identity in the process. To keep our identity alive and to form our substantial nation as unique and original; truth must be accept and told. We young generations have the right to know a clear undisputed historical account of our origin and existing lineage. Real patriotism and nationalism spirit of any person for a given nation should come from one’s original sense of belongingness and bear responsible towards that particular unique identity formed by its blood relation, culture
and tradition. Any other given argument or claims of patriotism and nationalism outside of culture and traditional relation is a mere emotional expression or a conditional set of role to be played under political situation. Individual, group or regional interest can be a dangerous element to the spirit of nationalism and that is what it’s slowly crept into the mind of young Naga generation today. While excelling and prospering in life, losing of one’s own intrinsic cultural knowledge in fact is a great lost. Losing of one’s originality may also lead to identity crisis. Had we failed to contain and preserve our cultural and traditional identity within ourselves today, our rich culture and tradition may be sparingly found only in the museum and library tomorrow. Had we failed to retain the originality of our identity with honesty and sincerity, our future generation may
probably have a fake and deficient historical account and may face identity crisis. Educational department has introduced and integrated our folklores and histories in the school syllabus to learn about our own. However unless an individual posses a knowledge and acquired a trait personally it may at last inscribe into a degree certificates alone. Likewise every young people know at least a church choruses and hymns, a folk song of our own tribe can also be learned. Simple yet foremost initiation can be diligently start speaking mother tongue or native language with families in the home and to homogeny tribal folks. Tribal Hohos and other tribal organization can emphasis more on promoting and preserving indigenous culture and practices, they are amiable and have better opportunity to organized and promote indigenous ethos than the government organization has. Exorbitant rate of meat in Dimapur

Since the inception of national lockdown due to the Covid-19 pandemic, butchers in Dimapur have taken immense advantage by selling meats at exorbitant rates. Unlike other non tribal people, most Nagas crave for meat despite the exorbitant illegal rate charged by the butchers. In this regard, Dimapur Municipal council (DMC) have fixed rates of certain items twice or more, however, no heed has been paid on DMC’s fixed rate. As regular consumers of meat, the public has left with no other option than purchase it for consumption. Therefore, I would like to appeal the concerned authority to come up with more stringent laws and actions to curb the menace of illegal rate charged by butchers and other vegetable vendors in Dimapur. She was summoned by the central agency to appear before its probe team on Friday around 10.30 am, the official said. house in suburban Santacruz, where the probe team is stationed, he said. Before Rhea Chakraborty’s arrival, Rajputs friend and flatmate Siddharth Pithani and manager Samual Miranda had reached the DRDO guest house to join the investigation, the official said. Over 1,700 citizens demand FIR against Suresh Chavhanke NEW DELHI, AUG 28 (AGENCIES): More than 1,700 citizens — including prominent journalists, film directors, lawyers and civil society members — have written to seven chief ministers Friday, demanding that an FIR be registered against Sudarshan News Editor-inChief Suresh Chavhanke for spreading ‘hate speech’, reports The Print. The petition demands action against Chavhanke after he posted a teaser of an alleged exposé of the “infiltration” of Muslims in the civil services, in what he termed as “bureaucracy Jihad” on Twitter Tuesday. It appeals for “appropriate action” against Chavhane and Sudarshan News “under the prevailing law for this grotesque assault on India”. The petition has been signed by eminent personalities like directors Anurag Kashyap, Kabir Khan, Vikramaditya Motwane; senior journalists Meenal Baghel, Deepal Trivedi, Sagarika Ghose, Priya Ramani, Natasha Badhwar, Paranjoy Guha Thakurta; and activists such as Aakar Patel, Biraj Patnaik, Avinash Kumar, Piya Chakraborty, among others.
They wrote to Maharashtra CM Uddhav Thackeray, Rajasthan CM Ashok Gehlot, Punjab CM Amarinder Singh, Kerala CM Pinarayi Vijayan, West Bengal CM Mamata Banerjee, Chhattisgarh CM Bhupesh Baghel and Jharkhand CM Hemant Soren. It added that he also violated Sections 153A (promoting enmity between different groups on grounds of religion), 153B (imputations, assertions prejudicial to national integration), 504 (intentional insult with intent to provoke breach of the peace) of the Indian Penal Code and Section 67 of the Information Technology Act, which penalises sharing obscene material online. “These words mirror the hate speech that has been historically seen to precede social unrest and violence. They have no place in a progressive and peaceful society,” the petition notes.

NEW DELHI, AUG 28 (AGENCIES): The Union government has moved a proposal to amend the Representation of the People (RP) Act 1950 to give legality to its March 6 order setting up a Delimitation Commission for Arunachal Pradesh, Manipur, Assam and Nagaland, reports The Indian Express. The Law Ministry had notified the Delimitation Commission for the four northeast states and Jammu and Kashmir on March 6. Former Supreme Court judge Justice Ranjana Prakash Desai is its chairperson, and Election Commissioner Sushil Chandra is the EC’s representative on the panel. It may be recalled that, SK Mendiratta, who served with the EC for over 50 years, had red-flagged this in a letter to the three election commissioners in June. Section 8A of the RP Act 1950, introduced by Parliament in 2008, states that delimitation in the four
northeast states, when held, would fall within the EC’s remit. Hence, any delimitation exercise in Arunachal, Manipur, Assam and Nagaland by the new Delimitation Commission would be “declared void by the courts” and, subsequently, result in “wastage of huge precious public funds”, Mendiratta had written in his letter. The poll panel had forwarded the message to the Law Ministry for consideration. According to sources, the Law Ministry, in consultation with the Ministry of Home Affairs (MHA), has agreed to amend the RP Act 1950 to permit the Delimitation Commission to conduct the exercise in Arunachal Pradesh, Manipur, Assam and Nagaland. The amendment would provide a legal basis for the March 6 order. The Law Ministry had also reached out to the EC this month for comments, and the latter is learned to have okayed the proposal.

Chizami village under Chizami block has access to 26 basic amenities, which was the highest in the district followed by Meluri village under Meluri block with 25 basic amenities. The village with the least basic amenities was Shurhoba village under Phek block with only 9 out of 40 amenities.

China builds 5G infra along Line of Actual Control New Delhi, Aug 28 (IANS): As India and China continues to be in a border dispute deadlock, Beijing has started laying fibre optics cables and installing other equipments for Fifth-generation wireless technology -- commonly known as 5G -- along the Line of Actual Control (LAC). The Chinese People’s Liberation Army troops were also found constructing barracks and other structures near the Pangong
Lake. The intelligence agencies flagged that construction for 5G was noticed near Demchok area, one of the disputed sites at LAC, in the first week of August. This is to inform all the students and Educational Institutions that: 1. The Online Scholarship application for all the three Schemes viz. Post Matric Scholarship-ST, Nagaland Merit & Research Scholarship and NEC-Merit Scholarship for the academic session 2020-21 shall be live (active ) from 7th Sept. 2020 till 30th Nov. 2020 via Common Scholarship Portal https;//scholarship.nagaland.gov.in. 2. Applicants studying within Nagaland are to submit the hard copy of their online submitted application along with necessary documents to their respective institutions for necessary verification/compilation and onward submission to the Directorate of Higher Education by the institution. 3. Applicants studying outside Nagaland are to submit the hard copy of their online submitted application along with necessary documents including Part B to the Office of the Directorate of Higher Education. 4. The last date for submission of hard copies for Merit & Research Scholarship, Annexure IV format of Post Matric Scholarship-ST (within Nagaland and NEC-Merit Scholarship (Renewal only) by the Applicants/Institutions/Colleges/Universities to the Directorate of Higher Education shall be 11th Dec.2020. 5. The last Date for submission of hard copy of online Scholarship application for students studying outside Nagaland to this office will be 11th Dec. 2021. 6. The mandatory Annexure IV format of Post Matric Scholarship (within Nagaland) to be filled up by the Institutions/Colleges/Universities can downloaded in the directorate’s website www. highereducation.nagaland.gov.in 7. Request for proposal (RfP) for Appointment of Program Management Agency (PMA) for assistance in Implementation of Animal Husbandry Infrastructure Development Fund (AHIDF) The share of livestock in agricultural sector GDP growth has been increasing faster than the crop sector in the past decade because of the raising demand for livestock products propelled by income, population growth and urbanization. The livestock sector plays an important role in the socio-economic development of rural households. It contributes about 4.2 percent to the Gross Value Added (GVA) and 28.8 percent to the Agricultural Gross Value Added. The sector has been fraught with challenges which have hampered sector's growth. These have included but not been limited to lack of health & breeding infrastructure, non-optimal network architecture and limited processing & marketing infrastructure. To address these challenges the Government of India recently announced Rs. 15,000 crore Animal Husbandry Infrastructure Development Fund ("AHIDF") to develop infrastructure for dairy processing, meat processing and animal feed processing. The broad contours of the AHIDF are set out below: Proposed Beneficiaries: • Farmer producer organizations (FPOs), MSMEs, Section 8 companies, private companies and individual entrepreneurs Broad contours: • Beneficiaries are required to contribute margin money @ 10% in the case of Small Enterprises, 15% for Medium Enterprises and up to 25% for other category of enterprises of the total project cost. The balance would be the loan component to be made available by scheduled banks. • 3 per cent interest subvention will be given to eligible beneficiaries. • Two-year moratorium period for repayment of loans with six years repayment period • A Credit Guarantee Fund of Rs. 750 crore to be managed by National Bank for Agriculture and Rural Development (NABARD) to provide credit guarantee to the projects which are covered under the MSME defined ceilings. • The guarantee coverage would be upto 25 per cent of the credit facility. DAHD intends to on-board a Programme Management Agency (PMA), for a period of 3 years to assist and support DAHD and State Governments / UT Administrations in the management of AHIDF. The PMA will be responsible for continuous engagement with the DAHD. State Governments/UT Administrations and other agencies being hired to implement and monitor the AHIDF. The salient features of the project, eligibility criteria and prescribed formats for submission can be accessed in the RfP document uploaded on the website : http://eprocure.gov.in and http://dahd.nic.in. In a press release, NRMSATA 2016 finance secretary Amos Seb and Kohima district convenor Vitseituo stated that RMSA2016 teachers have not been paid for nearly five months despite several representations and appeals to the authority concerned. NRMSATA 2016 reminded the state government that the Gauhati High
Court, Kohima Bench had given in its judgement order for contempt of court dated May 19, 2020 stating that “in case, the petitioners have any grievance they are given the liberty to come back before this court”. In this regard, RMSA2016 teachers questioned as to why the government and the department was not following the Court’s direction in releasing the salary of their teachers whereas other batches of teachers under Samagra Shiksha (SS) have been paid. They said that sidelining a particular batch of teachers was “total discrimination” on the part of the government”.

New Delhi, Aug 28 (IANS): Prime Minister Narendra Modi on Friday said that the Pradhan Mantri Jan Dhan Yojana (PMJDY) launched six years ago on this day has been a game-changer. “Today, six years ago, the Pradhan Mantri Jan Dhan Yojana was launched with an ambitious aim of banking the unbanked. This initiative has been a game-changer, serving as the foundation for many poverty alleviation initiatives, benefitting crores of people,” the Prime Minister tweeted. PMJDY under the National Mission for Financial Inclusion was launched initially for a period of four years (in two phases) on August 28, 2014. It envisages universal access to banking facilities with at least one basic banking account for every household, financial literacy, access to credit, insurance and pension. The scheme has provided a platform for the three social security schemes --Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY) and Pradhan Mantri Mudra Yojana (PMMY).
New Delhi, Aug 28 (IANS): Upping the ante against the Centre, hundreds of Delhi Congress workers on Friday staged a protest outside the Ministry of Education demanding postponing NEET and JEE exams. Delhi Congress unit workers led by city unit chief Chaudhary Anil Kumar assembled near Shastri Bhawan here, which houses the Education ministry and raised slogans against the Narendra Modi government. However, they were detained by the Delhi Police and taken to Mandir Marg police station. Former Congress President Rahul Gandhi took to Twitter and wrote, “NEET-JEE aspirants’ safety should not be compromised due to the failures of the government. Government must listen to all stakeholders and arrive at a consensus.” Congress General Secretary Priyanka Gandhi Vadra also took to Twitter and wrote, “The govt cannot ignore the voices of the students appearing for NEET, JEE exams and those of their concerned parents. ACAUT: Against Corruption and Unabated Taxation (ACAUT) Nagaland has described as “unfathomable” the incidences of extortions and the recent report of alleged kidnapping of an employee of SymBios Creations Private Limited on August 26, 2020 in Dimapur. ACAUT Nagaland through its media cell said that a time when everyone should be joining hands and working toward the revival of the economy and society, there were “still elements that would not stop at anything for their greed and material gains, completely devoid of humanity and suppression of their instinct for compassion”. ACAUT said it “vehemently condemns this basest of human character displayed by the actions of these few individuals”. During the hearing, the apex court had asked the UGC if there was a certain situation in a state, could it override the state government and take a position on the schedule of the exams. The verdict of the apex court has come on a bunch of petitions challenging the UGC directive to universities across the country to conduct final year exams by September 30. On August 18, in a marathon hearing which lasted for close to four hours, the apex court had heard the final arguments from a battery of senior advocates appearing for various stakeholders, including Arvind P. Datar (for Maharashtra government), Jaideep Gupta (for teachers from West Bengal), K.V. Viswanathan (Delhi government) and the Advocate General for Odisha and West Bengal, while Solicitor General Tushar Mehta appeared for the UGC.

New Delhi, Aug 28 (IANS): The Supreme Court on Friday said the University Grants Commission’s guideline for conducting the final year university examination before September 30 is correct, and states and universities cannot promote students without holding exams. A bench comprising Justices Ashok Bhushan, R. Subhash Reddy and M.R. Shah said: “We, thus, conclude that the State Disaster Management Authority and the State Government has no jurisdiction to take a decision that the students of final year/terminal examination should be promoted on the basis of earlier years assessment and internal assessment whereas the UGC guidelines dated July 6 directed specifically to conduct final year/terminal semester examination.” The top court rejected the petitioners’ contention that promoting students thus on earlier assessment would in no manner lowering the standard of education. Israeli warplanes strike Hamas targets in Gaza
Gaza, Aug 28 (IANS): Israeli warplanes on Friday struck military facilities of the Islamic Hamas movement in Gaza in response to the firing of six projectiles into southern Israel. Hamas security sources told Xinhua news agency that the Israeli warplanes targeted a training facility that belonged to al-Qassam Brigades, the military wing of Hamas, south of Gaza city, with no injury or damage reported. Meanwhile, an Israeli army spokesman also confirmed the strikes on the facility and held Hamas movement, which rules the Gaza Strip, fully responsible for the projectiles’ attack. Israeli Radio reported that the projectiles landed on unpopulated areas in southern Israel, causing no injury or damage. No one claimed responsibility for firing the projectiles from Gaza into southern Israel. A tit-for-tat escalation of tension has been going on in the Gaza Strip between Israel and Gaza militants since August 6. Tension was started when unknown masked young men launched hundreds of incendiary balloons into Israel. In response, Israeli army warplanes and artillery have been attacking posts, sites, and military infrastructure of Hamas. Egyptian and Qatari mediation had so far failed to defuse the growing tension, where Hamas leaders insist that their condition to restore calm in Gaza is to lift an Israeli blockade that had been imposed on the Gaza Strip for 13 years.

Islamabad, Aug 28 (IANS): Pakistan Prime Minister Imran Khan has said that allowing his predecessor Nawaz Sharif to leave the country was a “mistake” and that his government “regretted” the decision. In a wide-ranging interview to ARY News on Thursday night, Khan hinted that he was pressurised into sending Sharif abroad, saying that the reports presented to his government suggested that the Pakistan Muslim League-Nawaz’s (PML-N) supremo was severely ill, reports Dawn news. Kabul, Aug 28 (AP): Roadside bombs struck two vehicles carrying civilians in separate attacks Friday in southern Afghanistan, killing at least 14 people, including three children, and wounding three others, officials said. The spokesman for Kandahar province’s governor, Bahir Ahmadi, said the blast in the first attack in Spin Boldak district killed 13 people and was so strong that officials were having difficulty identifying some of the victims. A second bomb exploded Friday in the afternoon on the same road hitting a truck. The driver was killed and three children were wounded, Ahmadi said. He said the victims were on their way to a wedding ceremony. Provincial council member Yousuf Younosi said the two roadside bombs killed 19 civilians. The discrepancy between the two numbers could not immediately be accounted for. No one immediately claimed responsibility for the attacks but both the Taliban and Islamic State group affiliate are active in the area. Ahmadi accused Taliban insurgents of placing the bombs. But Taliban spokesman Zabiullah Mujahid denied the insurgent group was responsible for the attacks saying the area used to be a battlefield and the bombs were likely from that time.

Wellington, Aug 28 (AP): New Zealand's government and its foreign spy agency are getting involved after cyber attacks disrupted trading on the nation's stock market several times this week. The attacks have affected the private company NZX which hosts the mar-
ket, halting trading for up to several hours at a time. Finance Minister Grant Robertson said Friday that ministers had asked the Government Communications Security Bureau intelligence agency to help stop the attacks. “We as a government are treating this very seriously,” he said, add-

COVID strikes Indian Premier League CSK player, multiple staff members test positive
New Delhi, Aug 28 (PTI): A current India cricketer is among multiple members of the Chennai Super Kings contingent who have tested positive for COVID-19, forcing the IPL franchise to extend its quarantine period in Dubai and causing upheaval ahead of the event starting September 19. The franchise is yet to issue a formal statement but a league source told PTI that the number of positive cases could be between 10 and 12. “Yes, a right-arm medium fast bowler, who has recently played for India in white-ball cricket, along with a few staff members have tested positive for COVID-19. The number could be as high as 12,” the senior IPL source said on conditions of anonymity. The development has forced the Mahendra Singh Dhoni-led side to extend the quarantine period till September 1. While there is panic in the BCCI’s rank and file after this but it is understood that for the time being, there is no imminent threat to the league, shifted out of India this year due to the pandemic. Although AFC had earlier indicated that marquee competitions, namely the AFC Champions League (ACL), AFC Cup, and the AFC U16 and U19 Championships, which were slated to be hosted at a centralised venue will stick to the schedule, they have been forced to rethink their decision. The apex governing body of football in Asia is already mulling over the decision to postpone the AFC U16 Championship to 2021. And now the Competition’s Committee is also deliberating whether it would be safer to call off the AFC Cup 2020. It must be noted that they have already announced their decision to postpone the remaining rounds of the 2022 World
