Govt to use Sat mapping to resolve NE border disputes

NEW DELHI, AUG 1 (PTI): The Centre has decided to demarcate boundaries of the North Eastern states through satellite imaging to settle inter-state border disputes that are often becoming a cause of concern and sometimes even leading to violence. Two senior government functionaries said the task has been given to the North Eastern Space Application Centre (NESAC), a joint initiative of the Department of Space (DoS) and the North Eastern Council (NEC). The NESAC helps augment the developmental process in the Northeast region by providing advanced space technology support. The inter-state border disputes have come under fresh focus recently after five Assam Police personnel and a civilian were killed in clashes along the AssamMizoram border. The idea for demarcation of inter-state boundaries through satellite imaging was mooted by Union Home Minister Amit Shah a few months ago. Shah had suggested roping in NESAC for mapping the inter-state borders and forests in the Northeastern region and coming up with a scientific demarcation of boundaries between states.

Kohima traffic regulation for NLA session D I M A P U R , AU G 1 (NPN): In view of the 8th session of the 13th NLA session scheduled to be held on August 3 and 5, Kohima police has issued traffic advisory for the said period. No vehicle including two wheeler will be allowed to park by the roadside from 6 a.m. onwards on August 3 and 5 at the following routes till the end of NLA session-- From BSNL telephone exchange till Classic Island, from Raj Bhavan till Classic Island and from Classic Island till Assembly Secretariat via Razhü Point/Highschool Junction. Heavy vehicles will not be allowed to ply in Kohima town during Assembly Session, from 6 a.m. till the session is over. All loading and unloading of goods in Kohima town should be completed by 6 a.m. during Assembly session. Kohima police warned that defaulting vehicles will be towed away and the charges borne by the vehicle owners.

The Shillong-based NESAC is already using space technology for flood management in the region. Since there will be scientific methods in the demarcation of borders, there will no scope for any discrepancy and there shall be better acceptability of the boundary solutions by the states, the government functionaries said. Once the satellite mapping is done, the boundaries of North Eastern states could be drawn and the disputes could be resolved permanently, they said. The major objectives of the NESAC are: to provide an operational remote sensing and geographic information system-aided natural resource information base to support activities on development, management of natural resources and infrastructure planning in the region. applications services in the region in education, health care, disaster management support, and developmental communication. The other objectives include taking up research in the area of space and atmospheric science and establishing an instrumentation hub and networking with various academic institutions of the region. Also, to enable single window delivery of all possible space-based support for disaster management and to set up a regional level infrastructure for capacity building in the field of geospatial technology. Shah, who as NEC chairman also heads the NESAC society, had, at the NEC meeting on January 23 this year at Shillong, suggested that the NESAC deploy the same technology to map inter-state borders in the North East and scientifically work out their demarcation.

State Covid-19 caseload nears 28k mark; 4 more die D I M A P U R , AU G 1 (NPN): Nagaland’s cumulative Covid-19 caseload on Sunday neared the 28000 mark after 73 fresh Covid-19 positive cases were reported. Kohima reported the highest number of fresh cases at 39, Dimapur-17, nine in Mokokchung, three in Phek, one each in Kiphire, Longleng, Mon, Tuensang and Wokha, taking the total caseload to 27945. Further, four more patients succumbed to the infection-- two in Dimapur and one each in Kohima and Tuensang, pushing the death toll to 570 (including 14 non-Covid deaths).

WC,NNPGs questions credibility of Core Committee on Naga issue; oppn-less govt DIMAPUR, AUG 1 (NPN): Working Committee (WC) of the 7-member Naga National Political Groups (NNPGs) through its media cell, has slammed the recent developments in Nagaland regarding constitution of the core committee on Naga political issue and formation of an opposition-less government. WC reminded that till a few weeks back, both ruling and opposition were at each other’s throats with multiple accusations on “all proven thefts and robberies of developmental projects and public welfare schemes” in public domain. However, it said all these “are now

wiped clean” after they have come together for an “opposition-less government.” WC also hit out at the Core Committee on Naga Political issue comprising of all legislators with whom it had met on July 20,2021. WC said it was unfortunate that some elected members were unaware of their constitutional duties to the state they belong to and people they represent. WC also said as elected members owe allegiance to the Indian constitution, they ought to exhibit it by rule. Furthermore, WC said “most Naga legislators are more concerned for the welfare of Manipur state

citizens or indulge in disturbing the sovereignty of Myanmar.” It reiterated that the Naga issue and solution should be left to Naga negotiators who are negotiating for all Nagas under different Indian states including Myanmar. WC reminded state legislators that the government of India under prime minister Narendra Modi officially appointed the Interlocutor to negotiate with Naga political parties to solve the “Indo-Naga political issue.” WC said when the official position and status paper of the government of India and WC,NNPGs was in the hands of legislators,

State govt issues ‘Unlock 4’ guidelines with more relaxations D I M A P U R , AU G 1 (NPN): High Powered Committee (HPC) on Covid-19 decided to continue with existing lockdown measures with further relaxations and reopening of more activities from August 2 to 18. This followed a review meeting held on July 31 where the views of health & family welfare (H&FW) department were taken, along with proposals by various District Task Forces (DTFs). As per the new guidelines under “Unlock 4” issued by chief secretary J Alam, the timing for open-

ing of shops will be from 6 a.m. to 6 p.m., while the duration of night curfew has been further reduced and will be from 8 p.m. to 4 a.m. Ta k e aw a y s / h o m e delivery outlets will be allowed to open and function, except during the curfew hours. Buses will be allowed to ply with up to 50% occupancy and subject to both drivers and attendants being fully vaccinated against Covid-19, or should have taken the first dose, and 15 days should have passed since taking the first dose. The order ruled that if none

of the two criteria were fulfilled, then the driver/ attendant should carry a negative report of Covid-19 test taken through either RT-PCR/TrueNat or CBNAAT, with the swab taken for testing not earlier than 15 days. Inter-district bus service/taxi service too has been allowed, subject to similar conditions enumerated above for drivers and attendants. Additionally, passengers too should be either fully vaccinated against Covid-19, or should have taken the first dose, and 15 days should have passed

since taking the first dose. Govt modifies vaccination order for employees

DIMAPUR, AUG 1 (NPN): In pursuance to the July 28, 2021 order by the High Court in case no. PIL 6/2021, the State home department has modified its earlier order and ruled that salaries of employees who did not take a single dose of vaccine against Covid-19 would not be stopped beyond July 31. Further, the department has also ruled that employees at civil secretariat in Kohima and directorates who were yet to take the first dose of vaccine against Covid-19 and were required to produce Covid test negative report by getting tested every 15 days

Districts hit by 2nd wave may not see intense 3rd wave: ICMR PUNE, AUG 1 (AGENCIES): Districts that were severely impacted by the second Covid wave may not see an equally intense third wave, an analysis by the Indian Council of Medical Research (ICMR) has said. Experts from the top science body said states should conduct district-level heterogeneity assessments-that include variations in spread and population-- to plan public health measures based on local data. Samiran Panda, senior epidemiologist and head of

ICMR’s Epidemiology and Communicable Diseases Division, said states like Maharashtra should look into district-level heterogeneity to formulate region and population-appropriate responses. “Talking about a third wave across the entire state may not be helpful as all districts didn’t experience the second wave uniformly. We need district-level infection control and management programmes,” he said. He said this also means that districts that didn’t ex-

perience an intense second wave may now have a significant number of vulnerable people. “It is essential to have

vaccination saturation among priority groups in these districts. It’s also important to create an environment that’s not conducive

MOKOKCHUNG, AUG 1 (NPN): A massive landmass of residential area at lower Artang Ward, below Nagaland Christian Residential School, is on the verge of facing a massive landslide due to incessant rains. Speaking to Nagaland Post, Nungsangmar, a resident of the area, said the entire neighbourhood suddenly woke up just after midnight due to the eerie rumbling and cracking sounds, accompanied by shaking of their houses. Finally, when the shaking stopped, he and his family members gathered began checking the area. They then

These houses had developed cracks on floors, walls, retaining walls, foundation, etc. Another resident remarked that if the landmass went down in the form of landslide, all the four houses, an electrical tower and the road would be washed away, thereby completely cutting off over 40 households living below. Till the filing of this story, the residents said that they were yet to inform the authorities concerned on the matter.

In a short speech, Sarah congratulated the founders of the home for initiating a noble mission of catering to the needs of destitute senior citizens. She further acknowledged the caretakers and staff of the home, who had been rendering their services to the senior members of the society. Sarah noted that at a time when Covid-19 pandemic had disrupted the normal lives of everyone the recently launched helpline

for senior citizens was a much needed initiative. She added that the helpline will be able to provide guidance, information, emotional support and direct field intervention for the older section of the society. Sarah assured that the department will try to make its services accessible to help older people in distress. Pointing out the senior citizens deserve to live with dignity and that they needed outmost care, support and empathy, Sarah urged everyone to make concerted efforts towards the wellbeing of elders in the community. Giving a brief history about the home, pioneer and managing director of senior citizens’ home, Neithonuo Liegise said the same was founded and formally established on August 1, 2005. Its primary vision was

to provide quality healthcare and love to the needy senior citizens, who did not have any children or family to look after them or in cases where they were neglected by their families, Neithonuo said. She added that the home strived to provide secured shelter, proper nutrition and healthcare to all its residents. Neithonuo also gave a detail insight into her 16 year journey and attributed all her achievements so far as God’s blessings. She disclosed that GSWS plans to continue serving senior citizens sincerely and positively and to provide them with better facilities and start with recreational and resource centre for them in the State. years old, in a short speech urged the government to ensure that eligible senior citizens were given pension under the Senior Citizens’ Pension scheme provided by the government. He pointed out that while many government officials were earning lakh as monthly salary, there were numerous senior citizens who do not even earn a single rupee in a year. He urged the government to give extra effort in locating incapacitated senior citizens from the more than 1,000 villages in the State and provide them with the said pension and help mitigate the difficulties faced by them on a daily basis. He also presented a special number with the MD of the home, Neithonuo Liegise. Earlier, the programme chaired by GSWS secretary Kavini Theünuo began with an invocation by Central Baptist Church, Bayavü, Kohima, pastor-Neichalie Chadi. Shah speaks to Assam-Mizoram CMs

GUWAHATI/AIZAWL, AUG 1 (IANS): Union Home Minister Amit Shah on Sunday spoke to the chief ministers of Assam and Mizoram and requested them to resolve the interstate border issue amicably through meaningful dialogue. Following the Home minister’s call, the two chief ministers agreed to resolve the border crisis through discussions. After holding the telephonic conversation with Shah, Mizoram chief minister Zoramthanga tweeted: “As per the telephonic discussion with Union Home Minister and Assam Chief Minister, we agreed to resolve the Mizoram-Assam Border issue amicably through meaningful dialogue. “In the meantime, in order to prevent any possible escalation of the situation, I request the people of Mizoram to avoid posting sensitive messages and make judicious use of their social media platform,” he said. According to officials, Sunday’s telephonic discussion cooled the “scorching situation” that arose following the July 26 border clash and firing that left six Assam policemen dead and around 100 security personnel and civilians of the two states injured. Though no fresh incident has since then happened along the 164.6-km inter-state border between Assam and Mizoram, tension has been prevailing, and no “normal” movement of people and vehicles has taken place between the two North Eastern states in the past one week.

The Central government has deployed eight companies of Central Reserve Police Force (CRPF) comprising around 800 para-military jawans led by senior officials along Assam’s districts of Cachar, Hailakandi and Karimganj and Mizoram’s Kolasib, Mamit and Aizawl districts.

No plans for CBI probe in border clashes: Centre

The Centre has no plans to order an inquiry by a neutral agency like the CBI into the recent fatal clashes along the AssamMizoram border but is trying to defuse the situation as early as possible in a peaceful manner.

Two senior government functionaries said the Central government does not want to take any decision that may further escalate the ground situation. They said the Central government wants a peaceful resolution of the current border dispute between Assam and Mizoram and Union Home Minister Amit Shah is in regular touch with the two Chief Ministers -- Himanta Biswa Sarma (Assam) and Zoramthanga (Mizoram). Asked whether a neutral probe agency like the CBI will be given the task to probe the July 26 clashes which killed five Assam police personnel and a civilian, the two functionaries said so far no decision has been taken in this regard. Besides, there has been no formal request from either of the state governments for a probe by a neutral agency, they said. “Both the state governments are cooperating and the central government is assured that there will be no more border flare-ups,” one of them said.

Assam blocking vehicles carrying medical supplies: Mizoram health min AIZAWL, AUG 1 (PTI): Mizoram Health Minister R Lalthangliana claimed on Sunday that medical supplies, including COVID-19 test kits, were being blocked from entering the state from Assam due to the imposition of blockade in the Barak Valley region following the border dispute. Assam, however, said that no organisation is currently staging any blockade in the state. Mizoram is currently battling the second wave of the pandemic and is one of the most affected states in the country. Lalthangliana alleged that vehicles carrying COVID-19 related materials like test kits and medicines were stranded on NH-306 in Cachar district of Assam. “As per our information, a state-sponsored economic blockade has been clamped in Assam. Vehicles carrying consignments of essential commodities and life-saving medicines are stranded in the Dholai-Lailapur area in

R Lalthangliana Assam. We will approach the Centre again to take the initiative for resumption of movement of traffic,” Lalthangliana told PTI. Seven people, including six Assam Police personnel, were killed and scores injured in an armed clash along the MizoramAssam border on July 26. Meanwhile, Mizoram chief secretary Lalnunmawia Chuaungo said the state government has strong faith in the Centre and will send another letter to the Ministry of Home Affairs (MHA) seeking its intervention for immediate resumption of traffic movement from Assam.

According to the chief secretary, about 95 per cent of essential supplies come to landlocked Mizoram through Assam via NH 306, which is the lifeline of the state. The Mizoram Home Department had written to the Union Home Ministry twice in three days between July 28 and July 30 seeking its intervention to lift the alleged economic blockade clamped by people of Barak Valley, and restoration of railway tracks damaged by miscreants in at least three locations in Assam. Kolasib Superintendent of Police (SP) Vanlalfaka said on Sunday that no vehicles, except those of security forces, have entered Mizoram from Assam since the boundary clash. The police officer claimed said that there is no restriction on traffic movement on the Mizoram side and a handful of vehicles are entering Assam every day. At least 70 vehicles left for Assam on Saturday, he said.

Tension has continued at the border areas of the two northeastern states after the violent clash that took place near Vairengte town in Mizoram’s Kolasib district on July 26, leaving at least seven people from Assam, including six police personnel, dead. Talking about the investigation, Sarma said that in the case of loss of lives, a probe has to be conducted by either the Central Bureau of Investigation (CBI) or the National Investigation Agency (NIA), adding that the “families of the dead will want a closure.” “So, it will be better that the case is investigated not by Assam or Mizoram Police but by a third party,” the CM said. According to Sarma, if Mizoram Police wanted to “arrest him”, he would be “fine with it”. “I will not seek an interim bail…I don’t mind getting arrested to protect my officers,” the Chief Minister said. Reiterating his readiness for talks, the CM said discussions could be held with Mizoram in either Silachar, Aizwal or Delhi. “We have no issue with it,” he added.

COVID-19 positivity above 10 pc in East Khasi Hills SHILLONG, AUG 1: The COVID-19 positivity rate in East Khasi Hills district, which includes Meghalaya capital Shillong, continues to be above 10 per cent with very high number of daily cases, even as the Centre has advised 10 States, including Meghalaya to ensure proper implementation of containment measures in affected areas. East Khasi Hills District Magistrate, Isawanda Laloo has said that in order to safeguard the district from an “uncontrollable surge in COVID-19 cases”, containment measures would continue to be in place till further orders. Night curfew will continue to be in force 7 pm to 5 am daily, an order said, adding that total curfew will be promulgated on Sundays in

the district, that had 2,309 active cases as per the latest official count. “Inter-District movement as well as movement to and from Shillong Urban Agglomeration is not permitted without valid passes. Private vehicles plying without passes will be liable for penalties,” the order read. All shops are required to indicate vaccination status of their staff in the shop premises, Laloo said. “Central Gover nment offices and State Government offices are permitted to function at 30 percent strength. All Banks and Post offices are permitted to open with limited staff. Banks shall close by 4 pm and post offices shall close by 2 pm,” the order said. Public Transport in

Sikkim reports 206 new COVID-19 cases, 1 fatality GANGTOK, AUG 1 (PTI): Sikkim’s COVID-19 caseload rose to 26,754 on Sunday as 206 more people tested positive for the infection, while one more fatality pushed the state’s coronavirus death toll to 345, a health department bulletin said. West Sikkim registered the highest number of new cases at 100, followed by East Sikkim (65), South Sikkim (37), and North Sikkim (4). The Himalayan state now has

3,454 active cases, while 22,686 people have recovered from the infection, and 269 patients have migrated to other states thus far. The recovery rate among the coronavirus patients in the state stands at 85.7 per cent. Sikkim has tested over 2.02 lakh samples for COVID-19 thus far, including 1,640 in the last 24 hours, the bulletin said, adding that the positivity rate stands at 12.5 per cent.

Arunachal logs 266 new COVID-19 cases, 3 fatalities ITANAGAR, AUG 1 (PTI): Arunachal Pradesh reported 266 fresh COVID-19 cases, which pushed the tally to 48,122, a senior health official said here on Sunday. The COVID-19 death toll in the frontier state increased to 229 with three more persons, including two women, succumbing to the infection on Saturday, State Surveillance Officer (SSO) Dr Lobsang Jampa said. Arunachal Pradesh currently has 3,954 active COVID-19 cases, he said. The total number of COVID-19 recoveries in the state rose to 43,939 as 451 more people recuperated from the disease on Saturday, Jampa said. The COVID-19 recovery rate in the state now is 91.31 per cent while the active percentage stands at 8.22 and the positivity rate at 5.07 per cent, the SSO said. Meanwhile, State Immunisation Officer (SSO) Dr Dimong Padung informed that a total of 8,54,772 people have been administered COVID-19 vaccine doses so far in the state since the inoculation drive began in January this year.

Grenade lobbed at cop’s house in Manipur

IMPHAL, AUG 1: Wife and a son of an officer of Manipur police were injured after suspected militants attacked the residence of the police officer in the border town of Moreh with hand grenade late on Saturday night, officials said on Sunday. Reports said that the suspected militants lobbed a hand grenade at the house of L Premjit, a sub-inspector (SI) at Moreh, Manipur’s town at the Indo-Myanmar border around 8pm. The SI is currently posted at Moreh police station.The suspects also fired some rounds near the house, the report said. The grenade that exploded in front of the veranda of the house inflicted injuries on the wife of the SI, L Babita and their minor son. They were immediately rushed to the nearby hospital. The six-year-old son was discharged after medical treatment as he sustained minor splinter injuries while the wife has been shifted to a hospital in Imphal with serious injuries. She sustained shrapnel injuries on her legs and chest.

The hacking of phones belonging to journalists, doctors, lawyers, activists, ministers and opposition politicians “seriously compromises” the effective exercise of the fundamental right to free speech and expression, it said. Over 7800 PILs on violation of fundamental rights NEW DELHI, AUG 1 (PTI): Over 7,800 Public Interest Litigations (PILs) regarding the violation of fundamental rights have been filed in various high courts across the country since 2019, according to government data. While some high courts have not maintained a separate record of such PILs, data of some other HCs was available without a year-wise breakup. The data was shared by the government in Rajya Sabha last week as part of a written response to a question on the details of PILs filed particularly regarding the violation of fundamental rights in the Supreme Court and various high courts during the last two years and the current year. Between 2019 and July of this year, 7,832 PILs were filed regarding the violation of fundamental rights across high courts.

NEW DELHI, AUG 1 (PTI): The cumulative COVID-19 vaccine doses administered in the country has crossed 47 crore with 60,15,842 doses being given in the last 24 hours, the Union health ministry said on Sunday. More than three crore balance and unutilised COVID-19 vaccine doses are still available with the states and union territories and private hospitals to be administered. About 49,49,89,550 vaccine doses have been provided to states and UTs so far, through all sources and a further 8,04,220 doses are in the pipeline. Of this, the total consumption, including wastage is 46,70,26,662 doses (according to data available at 8 am Sunday). Pegasus: SC to hear pleas on Aug 5

NEW DELHI, AUG 1 (PTI): The Supreme Court is scheduled to hear on August 5 the pleas, including the one filed by senior journalists N Ram and Sashi Kumar, who have sought an independent probe by a sitting or a retired judge into the alleged Pegasus snooping matter. According to the cause list uploaded on the apex court website, a bench comprising Chief Justice N V Ramana and Justice Surya Kant would hear on August 5 three separate petitions seeking probe into the reports of alleged snooping by government agencies on eminent citizens, politicians and scribes by using Israeli spyware Pegasus. On July 30, the top court had said it would hear next week the plea filed by Ram and Kumar in the matter. Senior advocate Kapil Sibal, appearing for the senior journalists, had told the court last week that the plea needed an urgent hearing in view of its wide

agaland’s High Powered Committee (HPC) on Covid-19 has taken its fourth decision on relaxation of the Lockdown-II on July 31. It may be recalled that total Lockdown was announced throughout Nagaland w.e.f. May 14 to 21. On June 3, the first order for Unlock-1 was made. The fourth Unlock was announced on July 31,2021 where shops were allowed to open from 6 a.m. to 6 p.m. and curfew hours reduced from 8 p.m. to 4 a.m. Gradual unlock has been decided on the basis of improved situation or significant decline in Covid-19 cases. Presently covid-19 cases in a day are well below double-digit figure as against triple digits during May-June. Four out of eight states in the north-east have double-digit Test Positivity Rates(TPR). TPR below 5% is an indicator that the disease is under control. TPRs of Mizoram, Manipur and Sikkim are higher than Kerala’s 12%. Kerala is presently facing a huge spike of covid cases. Manipur’s Imphal East and Thoubal’s seven-day TPR stand at 30.8% and 22.7%, respectively. In Nagaland the TPR is 11.07% as on July 31,2021. Of 12 districts TPR in Kohima is highest at over 10% while it is over 5% in Dimapur, WOkha, Mokokchung, and Phek districts. The TPR in Peren, Zunheboto, Kiphire, Tuensang, Mon and Longleng is below 5%. The north east states are witnessing more covid positive cases as against the declining trend in other states with the exception of Kerala. Lockdown in all north eastern states are under various stages of Unlock. In some states measures have been tightened while in most states, there has been some relaxation. High TPR means there is very less testing done such as in Nagaland. The daily cases in Nagaland do not reflect the ground reality as many with symptoms prefer self-treatment with standard protocols. This is also reflected in death rate which is also high. In Nagaland, Unlock-3 has allowed reopening of educational institutions, offices and some restrictions on public gatherings. As stated, the need for unlock cannot be debated as society cannot go on under indefinite lockdown. However, if unlock is to be done with this view only, then it defeats the very purpose of resumption of normal life and economic activities if it cannot guarantee protection and safeguard of the lives and livelihood. As stated often in this column, the only way to prevent further spread of the virus is when individuals get tested and vaccinated. Somehow, the government’s best intention of doing what is medically recommended against covid-19 was taken to court. While the court has struck down the government notification for compulsory testing and vaccination for government employees; in another PIL it has ruled that teachers and non-teaching staff can opt for mandatory testing for covid every fifteen days if they are not willing to get vaccinated. Under such circumstances where TPR is considered very high and a matter of concern; continued blatant violation of Covid SOPs and obstinate vaccine hesitancy that threatens the safety of others; the decision to Unlock further is a bit premature at this juncture. The state can ill afford to face another spike in covid cases if the threat posed by the above mentioned are ignored or taken lightly. It must also be understood the concern comes in the wake of high Case Fatality Rate (death cases) in the north east caused by the deadliest Delta Variant of the coronavirus.

The low growth is likely this year as well due to severe purchasing power erosion of the people, who are inflicted by job, income losses, high prices and critical debts. The nation is going through a difficult phase as is indicated by the personal debts of Rs 27.86 lakh crore debts, which they are finding difficult to repay. However, the inter-State boundary between Assam and Nagaland has never been surveyed or demarcated clearly as disposed by the Surveyor General of India in the honorable Supreme Court in the course of litigation process on the ‘Civil Suit No. 2 of 1988’. Owing to these glaring facts, there has been intermittent clashes, fights and even war between the people of two States since the Statehood of Nagaland in 1963 over the land. 2. The First Schedule of the Constitution of India, in entry No. 16 with reference to the State of Nagaland, refers to The territories specified in Sub-Section (1) of Section 3 of the State of Nagaland Act, 1962. The above mentioned Sub-Section (1) of Section 3 with reference to the formation of the State of Nagaland provides that: As from the appointed day, there shall be formed a new State to be known as the State of Nagaland comprising the territories which immediately before that day were comprised in the Naga Hills Tuensang Area and thereupon the said territories shall cease to form part of the State of Assam. 3. Section 2(e) of the State of Nagaland Act, 1962 Act provides that: Naga Hills Tuensang Area means the Naga Hills Tuensang

Area specified in Part B of the Table appended to paragraph 20 of the Sixth Schedule to the Constitution, comprising the areas which at the commencement of the Constitution were known as the Naga Hills District and the Naga Tribal Area. 4. Points No. 1, 12 and 13 of the 16 Points Agreement of July 1960, between the Naga Peoples Convention and the Government of India for the establishment of a separate Naga State provides that: “The Name: The territories that were hitherto known as the Naga Hills Tuensang Area under the Naga Hills Tuensang Area Act, 1957, and any other Naga areas, which may hereafter come under it shall form a State within the Indian Union and be hereafter known as the Nagaland.; Re-transfer of Reserve Forests: All the Reserved Forests and other Naga areas that were transferred out of Naga area will be returned to Nagaland with a clearly defined boundary under the present settlement; Consolidation of Contiguous Naga Areas: The other Naga tribes inhabiting the areas contiguous to the present Nagaland be allowed to join Nagaland if they so desire. 5. The State of Nagaland was created of the territories under the NHTA Act without the inclusion of any other Naga areas as claimed in Point No. 1. 6. With reference to Points No. 12 and 13, during the deliberation on the 16 Points Agreement, as the Central Government expressed its inability to decide nor accept them at that moment, on the insistence and wishes of the Naga delegates, it was placed on record representing as follows: “The facts that the Naga delegates were referred to Articles

3 and 4 of the Constitution of India for transfer of areas from one State to another, namely the Reserved Forests and the contiguous areas inhabited by the Nagas, and that it was not possible for the Government of India to make any commitment in this regard at that stage immediately prior to the formation of the State of Nagaland”, the Government of India remains obligated to the wishes of the Naga people to give effect to the relevant Points No. 1, 12 and 13 of the 16 Points Agreement”. In the light of the above facts, the Government of India may be requested to act as per its own commitment and enact necessary amendment in Section 3 and 4 of the State of Nagaland Act, 1962 by invoking the Constitutional provisions of Article 3 and 4 of the Constitution of India to effect re-transfer of Reserve Forests and amalgamate all the Naga territories back to the State of Nagaland and fulfil the above mentioned clauses of Agreements in letter and spirit. From inception of Statehood in 1963 till date, no successive Government of Nagaland had ever consider this pertinent question to be raised to the Government of India. We would therefore strongly request your authority to consider for adoption of Resolution in the august house of Nagaland Legislative Assembly demanding the Government of India to introduce and enact necessary amendment to this effect so that all the past wrongs can be righted for the Naga people in particular and for greater posterity of all. ir, the conduct of CESE 2019 examination is a much awaited exam to be conducted by the Nagaland Public Service Commission. And a notification by the Commission for the same is a welcome. I sincerely thank you and all your support staff for the prompt decision just as the conduct of exam was allowed by the government. It shows sincerity and a sense of service by your office for the public. At the same time, i would like to draw your kind attention on issue that candidates feel aggrieved. That sir, the notification for the exam is on a very short notice. Candidates are left with only 15 days for the exam!! Mention may also be made that the Civil Service Mains Exam 2019 was conducted within a short time much to the disappointment of the candidates. We are concerned

that this has become the norm. And we want to end it. Such short notice by the Commission put candidates to much inconvenience and has been a contentious issue and an irritant among aspirants since the past. Candidates require a prior information or a clear cut exam calendar. This will give certainty about exams date and at the same time ensure a Just, Fair and an Equal level playing field for all. Mention may be made that a prior information of atleast 1 month for conduct of exam date has been the demand of candidates since long past. Very recently also the PSAN (An association of civil service aspirants) has strongly advocated for this. Infact, the need for such an exam calendar has been long felt and attempts made through the PnAR department

We are also thankful that the NPSC has in 2018 acceded to the demand of the aspirants for postponement of Civil Service Mains exam in 2018 by a month time. To reiterate the point once again, candidates cannot prepare on guess work regarding when examinations will be conducted. Precedence and common sense cannot be a justification for examinees to be prepared anytime. There has to be an official guideline, a seal of formality. The premier recruiting agency, the UPSC, has a yearly calendar and expects can-

didates to prepare for the examination in advance. The Nagaland Public Service Commission also has to come up with a clear cut yearly exam calendar or atleast give a prior information of 1 month for conduct of exam and not a short notice like the recent one. Sir, this exam has been fraught with many back and forth decision all without a definitive timeline for the conduct of the exam leaving candidates in the dark. And finally, when a date has been fixed, it is too sudden giving candidates very little time to take the exam. The employees of the centrally-sponsored Agriculture Technology Management Agency (ATMA) scheme has almost been lying on deathbed due to pending of salaries for 3months since the state government has failed to release it from April 2021.When the country is under various lockdown restrictions and local agriculture production is taking a trend the ATMA staffs are directed to perform their duties of disseminating front lines technologies to the farming society in different parts of the state yet are left unpaid.The new extension reforms or the ATMA district was started during the year 2005-06 to be responsible for all the technology dissemination activities at the district level. Though the technology is disseminated continuously from the staffs employed but the fuel to keep the machine running has been kept away.The trend of not getting monthly emolument is happening since 2019 and was worst during 2020 continuing to the present year. If agriculture technology is the main key to solve unemployment and also to increase local agriculture produce in the state then, why the very scheme that disseminate the information to the farming section is half heartedly run???? It should be kept in mind that the staffs of ATMA Nagaland too has a family and household to run. When the employees can put everything aside and perform their duties with pending salaries so too the government can help out by oiling the machine on time and keep the machine running to which even the local farmers in the state will agree too. Maruti Suzuki sells 1.62 lakh vehicles in July

NEW DELHI, AUG 1 (IANS): Maruti Suzuki India sold a total of 1,62,462 units of vehicles in July 2021. During the same period last year, the company sold 1,08,064 vehicles. In a statement, the company noted that while the domestic sales in July 2021 is better than that of July 2020, a comparison is not meaningful because July 2020 had a much lower base due to pandemic-related disruptions. Total sales for last month include domestic sales of 136,500 units, sales to other OEM of 4,738 units and exports of 21,224 units. Sales of its light commercial vehicle Super Carry stood at 2,768, up from 2,232 units sold during the same period last year. NEW DELHI, AUG 1 (PTI): GST taxpayers with a turnover of over Rs 5 crore can now self-certify their annual return, instead of a mandatory audit certification by chartered accountants, the CBIC has said. Under the Goods and Services Tax (GST), filing of annual return -- GSTR9/9A -- for 2020-21 is mandatory for all registered businesses, barring those with an aggregate annual turnover of up to Rs 2 crore. Besides, taxpayers with a turnover of over Rs 5 crore have to submit a reconciliation statement in form GSTR-9C. This statement was required to be certified after an audit by a chartered accountant. This ‘leafy’ solution to diabetes has many takers

Birds’ brain may hold clue why they outlived other dinosaurs

S researchers have discovered a new bird fossil which showed that a unique brain shape may be the reason why the ancestors of living birds survived the mass extinction that claimed all other known dinosaurs 66 million years ago. A team from the University of Texas at Austin, the US, discovered the fossil, which is nearly 70 million years old and has a nearly complete skull -- a rare occurrence in the fossil record that allowed the scientists to compare the ancient bird to birds living today. The team published the findings in the journal Science Advances.

ovid-19 cannot enter a person’s DNA, say Australian researchers refuting claims of SARS-CoV-2, the virus that caused the infectious disease, integrating its genetic material into the human genome. The study, published in the journal Cell Reports, showed there was no evidence of Covid-19 -- or the Pfizer or AstraZeneca vaccines -- entering DNA. The claims have led to “scaremongering” and people should not hesitate to be vaccinated, said researchers from University of Queensland. The research confirmed there was no unusual viral activity and the Covid-19 behaviour was in line with what was expected from a coronavirus. “The evidence refutes this concept being used to fuel vaccine hesitancy,” said Geoff Faulkner, Professor at the varsity’s Queensland Brain Institute. “We find no evidence of SARS-CoV-2 integration suggests such events are, at most, extremely rare in vivo, and therefore are unlikely to drive oncogenesis or explain post-recovery detection of

The ‘Rocketman’ hitmaker has taken the decision to move some German dates of his Farewell Yellow Brick Road Tour that were meant to take place in September to 2023 as he isn’t able to have 100 per cent capacity shows yet in the country and wants to wait until he can have a full crowd back. The 24-year-old Zverev, yet to win a Grand Slam, was in imperious form during the final which lasted an hour and 19 minutes. He also became the first German male tennis player to win a singles

He held his serve until breaking again at 5-3 to take the first set. Zverev’s domination

Olympic hockey: India enter semifinal after four decades, to take on Belgium TOKYO, AUG 1 (IANS): With a brilliant performance from a young team that lived like a family during the pandemic and played as a single unit in Tokyo, India made it to the medal round of the Olympic Games men’s hockey tournament after a gap of 41 years, beating Great Britain 3-1 in the quarterfinals on Sunday. It was Super Sunday for India as the team coached by Australia’s Graham Reid rode on a scintillating performance by goalkeeper PR Sreejesh to outwit Great Britain in the fourth and final quarterfinal, setting up a last-four clash with reigning World Cup winners

Belgium. Australia take on Germany in the other semifinal. Victory over Belgium will put India in the final for the first time since the 1980 Moscow Olympics when they beat Spain to win their eighth and last gold medal in Olympics hockey. A defeat against Belgium will keep them in the hunt for the bronze medal. Forwards Dilpreet Singh, Gurjant Singh, and Hardik Singh scored for India while Sam Ward reduced the margin off an indirect penalty corner. But India have to thank their defenders and goalkeeper Sreejesh for the victory as they absorbed the pressure from Great Britain -- especially in the fourth quarter when skipper Manpreet Singh was shown the yellow card for a desperate tackle -and thwarted repeated attempts from the British forwards. Earlier, India started off well and went into the

lead in the seventh minute after Great Britain had earned the first penalty corner of the match in the third minute. Amit Rohidas rushed forward to cut down the space, which did not allow the rivals to take a clear shot. India took control of the first quarter and scored when Dilpreet capitalised on a superb move and pass by Gurjant to slam the ball past the goalkeeper. India dictated the pace, dominated the midfield, and goalkeeper PR Sreejesh stood like a rock, denying the British goals off penalty corners as well as their forward Sam Ward, who looked threatening on a couple of occasions.

Sreejesh was the best Indian player in the first half as she denied the British forwards on several occasions. Gurjant Singh made it 2-0 in the second quarter with another superb field goal, his third in the Tokyo Olympics so far. Great Britain picked up the tempo in the second quarter and created a number of chances, always looking to Sam Ward to provide the final push towards the goal. But with the Indian defence, manned by Amit Rohidas, Rupinder pal Singh, Harmanpreet Singh and Sumit blocking, tackling and thwarting the rivals, Great Britain found the going tough.
