KOHIMA, AUG 1 (NPN): State capital, Kohima has been hit with its worst calamity in recent memory, where landslides, mudslides and sinking of land continue to pose serious threat to citizens, forcing many families to move out of their houses in some areas. Condition of the main road to Civil Secretariat, Sonoru worsened on Wednesday morning, making it difficult to ply even light vehicle. Further subsidence narrowed the road, posing a huge threat to commuters. The condition of road near Soul Harvest Church also turned from bad to worse, affecting three families. According to an affected person Vira, cracks occurred inside the church and their houses forcing some family members to take shelter outside. Sinking cracks have also emerged in a large area in Para-medical from the riverbed till the main highway. lies were living in houses that suffered minor damages. And mud continued to slide towards the river, making life difficult for residents of the area, which also has a church in the vicinity. Massive landslides also occurred in Old Minister Hill. Though arrangement has been made for one-way traffic, there is every possibility of more landslides occurring in the area, if the rainfall continues. Supply Colony also faced the same

D I M A P U R , AU G 1 (NPN): Flash flooding in several parts of Dimapur Wednesday following heavy and long spell of rain has sparked concerns about in-

The areas include Burma Camp, Sachu Colony, Burma Camp, Zeliangrong village, KK Angami Colony, Midland, Railway Colony and Netaji Colony. In Bank Colony, the water levels from the storm water drain behind Eastern Bible College entered the classroom and classes were called off for the day. City College of Arts and Commerce in SM Colony and SM High School in Netaji Colony also bore the look of a lake as they were closed for the day. According to DIPR report, East police colony was also badly flooded. However, casualties have not been reported. DIMAPUR, AUG 1 (NPN): Landslides and flood triggered by heavy rains have hit several parts of the state. Wokha: Massive landslides which occurred at Sanis-Moilan road and Baghty division road under Wokha district have been cleared. According to DIPR, around 25 families in Ruchan village, eight families in Liphi village and nine families in Renthan village, under Bhandari were affected by flood. Kiphire: Around 17 landslides have occurred in
between Akash bridge and Meluri. DIPR report stated that two excavators were pressed to clear the road. It further said that 25 meters of road was washed away, three (3) kms beyond Meluri. Also in the 6 km and 8 km mark, there were two major landslides, which will take two-three days to clear. DIPR stated that Kiphire was completely cut off and the district administration has informed about shortage of diesel. Another road, Kiphire to Tuensang was blocked near Yahi bridge.
A massive landslide was also reported between Seyochung and Sitimi town. Kiphire to Kohima road has been completely cut off at various locations due to landslide, DIPR added. Tobu: Landslides have totally cut off Tobu-Mon road and Tobu-Tuensang road. According DIPR report, the people of Tobu subdivision were suffering from shortage of food items. Several terrace cultivation fields were washed also away and some houses were damaged under 55 Tobu A/C.
IMPHAL, AUG 1: Normal life in Manipur came to a grinding halt on Wednesday due to general strike called jointly by three leading civil society organizations (CSOs) and supported by various other organisations. United Committee Manipur (UCM), All Manipur United Club Organization (AMUCO) and Committee of Civil Society Kangleipak (CCSK) gave strike call in protest against Centre’s alleged intention to extend Article 371 (A) to Manipur. According to reports collected from various sources, the strike evoked good response from the people across the valley districts even though there was little impact in the hill districts. The strike was by and large peaceful, except people in large numbers taking to the streets and blocking the roads by making human chains, catching fire, stretching log and piling stones and debris. At some places, strike supporters shouted slogans denouncing Centre’s alleged intention. There was report of brief tension along Imphal-Moreh section of NH-102 at Singjamei area in Imphal after strike supporters blocked even the movement of ambulances and media persons even as they were relaxed from the purview of the strike. At some places in Thoubal and Bishnupur districts, besides blocking the roads, local youth clubs and women bodies organized sit-in protest showing solidarity to the cause of the CSOs. State government took up security measures to prevent any untoward incident during the strike by detailing large number of security personnel at sensitive areas, particularly in the twin Imphal districts. The strike that commenced July 31 midnight was due to end Thursday midnight.

Expressing pain and concern over the “emergency-like” situation in the state due to landslides and floods, ABCC has requested all its members to extend help to the affected people. ABCC executive director, Rev. Dr. V. Atsi Dolie in a statement said that though it may not appear unusual to many people in other parts of the world, accustomed to harsh treatment by nature, but for Nagaland it was unusual and developing to an “emergency-like” situation. He also expressed pain over the loss of lives, some of which were still missing. Meanwhile, ABCC con-
gratulated the government, NGOs, social organizations, village authorities, etc., for responding to the crisis efficiently and doing all that they could to minimize hardship and inconveniences. NCSU: Nagaland Contractors’ & Suppliers’ Union (NCSU) has appealed to all its bona fide members and all its eleven district units to come forward and extend humanitarian services to the affected people. In a press release, NCSU president, Pele Khezhie, and general secretary, John Kath, appealed to all the contractors especially those who have machineries like Excavator/JCB, Dozer etc by way of extending free service, manpower, cash and kind. “We will look forward for your kind co-operation for the interest of our people which will remain a source of inspiration to our union fraternity,” NCSU stated. KU appeals regarding Mon District Hospital BJP reconstitutes state team DIMAPUR: Konyak Union (KU) on July 27 submitted a representation to the minister for Health and family welfare regarding requirements and suggestions for District Hospital Mon. According to a press release from KU president Manlip Konyak and general secretary Honang Konyak, in the representation, the KU said that the sanctioned amount of Rs. One crore which was exclusively earmarked under Special State Plan for procurement of equipment for District Hospital Mon (DHM) should be duly executed with proper & thorough consultation with the Hospital Management Committee (HMC). It also asked for intensive caution so as to avoid any anomalies & irregularities. The union also asked that an Intensive Care Unit (ICU) be immediately installed at the hospital since it was a necessity in tune with the Indian Health Standard norms “No op-
eration without ICU”. In the representation, the union expressed profound gratitude for the up-gradation of DHM to a 100 bedded facility but also pointed out some necessities. In accordance with the norm that every 100 bedded hospital should have a nursing school, the KU asked that the department should ensure that the completed nursing school and hostel building should be manned with sufficient tutors and students. The union further said that DHM is being sustained with only eight doctors and up-grading to the 100 bedded building would be illogical if the number of doctors is not increased. The KU, therefore, asked that the number of doctors be increased to 22. In addition, with the up-gradation, the department would also be required to deploy 60 nurses for efficient running of the 100 bedded hospital. The union further demanded that the 14 casual
workers, appointed during the MSF period, be absorbed into the facility and also appealed for the creation of 20 additional posts for casual workers. In the press release, the union stated that the notion of Mon district being a “remote” area, which “State Govt policy makers had always considered such evil tagging through utmost absorption,” had been upheld for long. This has given rise to a “state of stagnancy whereby the actual purposes & avenues were left un-absorbed, un-explored and unfurnished.” The union pointed out that Mon district is situated at a strategic and advantageous location bordering Assam & Arunachal, and two districts of Nagaland (Tuensang & Longleng) and Myanmar in the East. It asked the concerned minister & department consider the “most popular maxim ‘Medicine knows no borders’” and fervently appealed to them to consider the union’s plea.

JD(U) state unit wants NRC-like exercise
DIMAPUR: Janata Dal (United) Nagaland state unit on Wednesday said that the party has decided to put up an agenda in the next meeting of the Peoples Democratic Alliance (PDA) for carrying out a similar exercise of updating the NRC in Nagaland in the form of thorough electoral revisions or any other methods that could be appropriate and deemed fit with December 1, 1963 as the cut-off date and year. JD (U) Nagaland through its media cell recalled that a massive electoral revision exercise was conducted by the Naga Students’ Federation (NSF) some decades back. However, it said due to various reasons, a successful conclusion could not be reached. “Nevertheless, a beginning was made and an awakening bell was sounded,” the JD(U) unit stated. It, however, cautioned that indigenous rights and privileges of Nagas and other rightful non-Nagas based on the cut-off date and year should not be misused by any individual or authorities so as to accommodate other nonindigenous people. The JD(U) unit also asserted that indigenous inhabitants of Nagaland should not allow any outsiders to infringe upon their rights under any circumstances.
RMSA teachers threaten class boycott
DIMAPUR: Nagaland RMSA Teachers Association (NRMSATA) 2016 batch has threatened to stop going to work over the non-release of four months’ salary. In a press release, NRMSATA-2016 president, Sao Venuh, and general secretary, Haisoliabe, said it was unbecoming of the government to not pay the salary of teachers until they resort to agitation. With prices of commodities soaring, they said it has become very difficult to survive with meagre fixed salary that too without being credited for several months. Asserting that it has become impossible to carry out our duties on an empty stomach, NRMSATA-2016 appealed to the government to pay salaries at least for the sake of the students if not for teachers’ sake. The aggrieved teachers expressed dismay that in spite of the famous catch phrase “change is coming”, nothing has changed for them. “Our salary has not increased a single paisa since our appointment in 2016 and even worse, we are not paid for 4 months straight,” they said.NRMSATA-2016 has, therefore, cautioned that the teachers would have to stop going to work if their salary was not paid at the earliest. DIMAPUR: Power department has informed consumers that power supply to Mon district has been disrupted due to fault in 66KV transmission line between Naginimora and Tizit as a result of incessant rains. A press release by PCCF (Wildlife) & chief wildlife warden (CWW), Nagaland, Satya Prakash Tripathi stated that during the keynote address, the CWW gave a presentation on “the importance of forest and wildlife”. He also spoke about the community reserves notified in Longleng and highlighted the policies of the state
government and the MoEF & CC, GoI, New Delhi for addressing the problem. He appealed to the community to protect forests and wildlife and declare their forest a community reserve. He also asked them to contact forest officials immediately in case of damage to their crop/ properties/human life. Tribal parties demand NRC in Tripura Ag a rta l a , Au g 1 (IANS): Different tribalbased political parties in Tripura, including the ruling BJP’s junior partner Indigenous People’s Front of Tripura (IPFT), are demanding a NRC in the state. CM Biplab Kumar Deb, however, said that everyone in the border state had valid documents and there was no demand for a NRC. Besides IPFT, the Indigenous Nationalist Party of Tripura (INPT) and the National Conference of Tripura (NCT), all tribal-based political parties, have undertaken protests demanding a citizen’s register on the lines of the NRC in Assam. The IPFT, which has eight members in the 60-member Tripura Assembly, has two ministers in the 9-member council of ministry headed by Chief Minister Biplab Kumar Deb. He said NRC was necessary for the protection of the indigenous tribals and genuine citizens of India.

IMPHAL, Aug 1: National Investigation Agency (NIA) has arrested the driver of Congress legislator Yamthong Haokip in connection with a case related with the missing arms case. Thokchom Diamond Singh was arrested from his house in Imphal’s Kwakeithel Mayaikoibi late Tuesday in a follow up action after two days of raid at the residence of the sitting legislator in Imphal’s Mantripukhri on July 30 and 31. On Wednesday, the driver was produced in the special NIA court at Cheirap Court Complex, where the court remanded him to three-day in NIA custody. Meanwhile, according to highly reliable sources, during the raid on Tuesday, the NIA team led by a DIG recovered one more pistol and a suitcase containing full of gold biscuits. The raid was conducted as a part of the investigation of the missing arms and ammunition case from the 2nd Manipur Rifles (MR) garrison armoury. Besides arresting five suspects including two personnel of 2nd battalion Manipur Rifles and a militant, Manipur government had suspended four senior officers of the state police including an IPS officer from their service.

Shillong, Aug 1: Following the successful conduct of National Register of Citizens (NRC) in Assam, Meghalaya’s powerful Khasi Student’s Union (KSU) on Wednesday demanded that a similar exercise be conducted in this mountainous state so that people of doubtful antecedents will be flushed out of the state. “The KSU after observing the NRC exercise conducted in Assam which based March 24, 1971 as the cut-off year, wishes to propose to the Meghalaya government to expedite a similar exercise so that people of doubtful antecedents will be flushed out of the state,” KSU President, Lambokstarwell Marngar demanded. A delegation of the KSU met deputy chief minister, Prestone Tynsong and submitted a petition emphasizing the need to expedite a similar NRC exercise in the state. Marngar said that Tynsong has promised that the issue would be taken up for discussion in the cabinet besides stating that the government would put in place mechanisms to address influx problem including setting up of entry and exit points in various parts of the state to detect illegal immigrants entering Meghalaya. Noting that the first mass migration of outsiders into the regions of the
present Meghalaya was in 1971 during the Bangladesh Liberation War, Marngar said “The migrants mostly refugees of Bengali origin were from the then East Pakistan. Since then, the small state of Meghalaya had been witnessing excessive and unabated influx of migrants from different parts of the South Asian sub-continent especially Bangladesh, Nepal and people from mainland India.” “If such a trend continues unchecked, then there is a likelihood that Meghalaya will become like Tripura or Assam whereby indigenous communities are reduced to minorities within their homeland,” he added. Proposing 1971 as the cut-off year to segregate genuine and non-genuine residents of the Meghalaya, Marngar said, “If such an exercise is implemented in Meghalaya then it would be able to segregate the genuine and the non-genuine residents of the state and also will contribute immensely to the continuous survival of the indigenous communities of the state.” Marngar feared that 40 lakh people in Assam who failed to find their names in the NRC, may infiltrate into Meghalaya which shares a 900 kilometer long border with Assam even as the union pointed out to the fact that there is a lack of stringent mechanism to curb and combat the menace of influx.

G u wa h ati , Au g 1 (PTI): The flood condition in Assam worsened today with two more persons losing their lives, while nearly 60,000 people are affected by the deluge across five districts. According to Assam State Disaster Management Authority (ASDMA), one person each died in Dhemaji and Golaghat districts in the flood related incidents. With this, the total number of persons losing their lives in the flood this year across different parts of the state rose to 38, including three in landslides. ASDMA said over 58,600 people are affected at present in Dhemaji, Lakhimpur, Golaghat, Sivasagar and Charaideo districts. Till yesterday, over 47,800 people were affected at in three districts across the state. As per the report today, Golaghat is the worst affected with over 24,000 sufferers, followed by Sivasagar with almost 17,500 people affected in the deluge. Currently, 168 villages are under water and 3,139 hectares of crop areas have been damaged, ASDMA said. ASDMA said authorities are running 47 relief camps and distribution centres in three districts, where 10,575 people are taking shelter at present.

K o l kata , A u g 1 (IANS): Sikkim will soon have an advance warning system against landslides that would enable authorities to safely evacuate people before disaster strikes, experts said here on Wednesday. The system, being installed by the Amrita Vishwa Vidyapeetham, ranked India’s eight best university by the ministry of union human resource development’s National Institute Ranking Framework for 2018 -- and co-funded by the ministry of earth sciences, targets the Sikkim-Darjeeling belt, which is among the world’s most prominent “landslide hotspots”. The new IoT (Internet of Things) system for landslides, that is being put in place, is custom developed for Himalayan geology, said
Maneesha Sudheer, Director, Center for Wireless Networks and Applications, Amrita Vishwa Vidyapeetham. Sudheer, Awho spearheads landslide research at the university, said the system consists of over 200 sensors which can measure geophysical and hydrological parameters like rainfall, pore pressure and seismic activity. “It will monitor a densely populated area spanning 150 acres around the Chandmari village in Sikkim’s Gangtok area. This area has seen landslides in the past, the first one being reported in 1997,” she said. The system collects real-time, continuous data from the sensors, performs basic analysis at the Field Management Center (FMC)

New Delhi, Aug 1 (PTI): Chief Election Commissioner O P Rawat on Wednesday said that the NRC and electoral rolls are “very different”. With 40 lakh people failing to get their names on the draft National Register for Citizens (NRC) in Assam, the poll panel told PTI that an exclusion from this list would not automatically result in their removal from the electoral rolls as registration of voters is decided by the election laws. He said the NRC is just one element that affects the electoral roll and quoted provisions of the Representation of the People Act, 1950 to say that anybody can register as an elector if that person is a citizen of India, is above 18 years of age on January 1 of the year of enrolment, and is ordinarily a resident of the constituency in which enrolment as a voter is sought. “These three conditions have to be fulfilled with documentary evidence and that person can be enrolled in the electoral roll,” he said. Giving an example, Rawat said there can be a person who has not applied for the NRC in Assam but may be living

14 more deaths in UP rains; toll rises to 106

(PTI) Lucknow, Aug 1 (PTI): Fourteen people were killed and seven others injured in rain-related incidents in different parts of Uttar Pradesh in 24 hours, raising the death toll to 106 since the last week, official sources said today. According to reports, two people were killed each in Farukhabad and Bahraich while one each in Kheri, Raebareli, Lucknow, Kanpur Dehat, Barabanki, Sitpaur and Sultanpur. Over 100 people were injured, officials said, adding more than 80 heads of cattle died and 600 houses were damaged due to rains since the last week. The death toll has reached 148 since July 1, they said. Most of the deaths occurred due to wall and house collapse, uprooting of trees, electrocution and caving in of land, officials said. Chief Minister Yogi Adityanath has directed senior officials of all the districts to alert people and asked them to undertake extensive tours of the af-
fected areas and identify dilapidated buildings and get them vacated, a government spokesperson said here. He also directed officials to provide immediate financial and medical assistance to people severely affected by rains. Meanwhile, an SUV plunged 15-20 feet after a service road caved in alongside the Agra-Lucknow expressway today following heavy rains, prompting the state government to order a probe. No one was injured in the accident, officials said. According to Relief Commissioner Sanjay Kumar, 148 people were killed in rain-related incidents in the state since July 1. “During this period, 122 persons were injured, while 177 cattle also died and as many as 1,185 houses damaged,” he said. According to the Met office, more rain and thundershowers are likely at most places over the east and at many places in the west Uttar Pradesh tomorrow. Moderate to heavy rain
and thundershowers occurred at most places of the state today, it said. According to a Central Water Commission report, the Sharda river was flowing above the danger mark in Paliakalan (Lakhimpur) and near the mark at Sharda Nagar (Kheri), while the Ghagra river was above the red mark at Elgin Bridge (Barabanki) and at Ayodhya (Faizabad). While the water level of the Ganga river was rising in Kanpur Dehat, Kanpur, Raebareli, Garhmukteshwar, Mirzapur, Fa f a m a u ( A l l a h a b a d ) , Ghazipur and Ballia, the Yamuna was flowing above the danger mark in Mathura. Rail blockade in Bengal in protest against NRC draft K o l k ata , A u g 1 (IANS): Thousands of members of the All India Matua Mahasangha on Wednesday squatted on the railway tracks in various stations in West Bengal, disrupting train services for hours over Eastern Railways Sealdah division in protest against the exclusion of 40 lakh people from Assam’s draft of National Register of Citizens (NRC). The rail blockade began even before 8 a.m. at New Barrackpore station in the Sealdah-Bonagaon section and quickly spread to around 30 stations in North 24 Parganas and Nadia districts. Commuters were greatly inconvenienced as the agitation continued in most of the stations till a little while after noon. An Eastern Railway spokesman said the blockade was lifted around 12:10 p.m., following which normalcy
was gradually restored. The Mahasangh, a representative body of the Matua community, comprising primarily low-caste Hindu refugees from Bangladesh, has alleged that the NRC was a ploy by the Bharatiya Janata Party to “drive out Bengalis from Assam”. The community commands nearly a crore votes in various Southern Bengal districts and plays a crucial role in determining the electoral fortunes in at least 74 of the state’s 294 assembly seats. New Delhi, Aug 1 (PTI): The CBI will soon be conducting an exhaustive forensic examination of the Muzzafarpur shelter home where minor girls were allegedly raped by officials of the centre, officials said today. They said a team from CFSL will soon be sent to Muzzafarpur to reconstruct crime scenes and collect forensic samples from the centre. The statements of the victims will be used to reconstruct the crime scene and develop a timeline which will be used to prosecute the accused, they said. The agency may also take help child psychologists to record the statements of the girls, some
of them as young as seven years, the officials said. Over 30 girls were allegedly raped at the centre run by one Brajesh Thakur, chief of the state-funded NGO. The agency will also record statements of doctors and forensic specialists, used by the local police during its probe, and collect evidence from them, they said. The alleged sexual exploitation of the girls was first highlighted in an audit report submitted by the Tata Institute of Social Science (TISS), Mumbai, to the state’s Social Welfare Department in April. An FIR was lodged on May 31 against 11 people, including Brajesh Thakur, the owner of the NGO

Women staff members of the shelter home and Brajesh Thakur, who ran the NGO, were among those who were arrested by the local police in connection with the case. During the probe by local police, two types of epilepsy injection were recovered from the centre. If administered to a healthy person, these injections would render him unconscious. It was apprehended that this injection might have been used on the inmates to sexually abuse them, the sources from local agencies had said.

Doklam dispute resolved through ‘diplomatic maturity’: Sushma New Delhi, Aug 1 (PTI): The India-China face-off over Doklam was resolved through “diplomatic maturity without losing any ground” and status quo has been maintained, External Affairs Minister Sushma Swaraj said today. Swaraj told the Lok Sabha that the main objective of the informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping at Wuhan was to ensure mutual comfort, mutual understanding and mutual trust between the two leaders and all the three objectives have been achieved. “We have resolved the Doklam issue with diplomatic maturity without losing any ground. There is no change in the status quo (on the ground). There is not an iota of change. The face off at sight has been resolved on August 28, 2017,” she said during the Question Hour. A bad cure
fter the final draft of the National Register of Citizens (NRC) which was published on July 30,2018 in Assam, out of 3.29 crore citizens, 2.89 crore names have been accepted while the remaining 40 lakh names are in a state of limbo. Some have gone as far as to describe the 40 lakh people who do not find their names on the NRC as “ stateless” and deportable. The NRC was set up in 2005 by the then UPA government as a consequence of the Assam Accord signed during Rajiv Gandhi’s tenure with the Assam students (AASU) who had turned the state upside down over the issue of illegal immigrants or aliens in the state during their agitation years from 1979 to 1985. The former AASU leaders-turned politicians occupied power from 1985 to 1989 and again from 1996 to 2001. They came to power after receiving people’s mandate to implement the Assam Accord. However, the former student leaders, who had received the backing of Rajiv Gandhi, himself then also a young man in his prime; did not devote themselves to the tough challenge of implementing the Accord to detect and deport aliens, excepting mouthing rhetoric. The issue remained unresolved till it was revived by the AASU in 1999 when the then NDA government agreed in principle to update the citizen’s registry. However nothing was done and in 2005 the Supreme Court struck down the Illegal Migrants (Determination by Tribunal) Act, popularly known as the IM(DT) Act enacted after the 1985 Assam Accord. This then paved the way for updating NRC in Assam. It may be recalled that the government of India had instituted the process of the NRC in 1951 to determine who was an Indian citizen and who was not. It is remarkable and emblematic of the nature of citizenship in the country that the Supreme Court, in a directive to the Assam government in 2014, ordered for an updated NRC to be completed in the state at the earliest. This updating of the citizens registry is happening for the first time post-1951 in any part of the country. It will be updated to include names of those persons (or descendants) whose names appear in the NRC of 1951 and those in any electoral rolls or legally admissible documents issued upto the midnight of March 24, 1971. Anyone who has documents dated after this date will be considered a non-citizen and is liable to be expunged from the country. One of the major tools for the NRC process has been the method of determining citizenship through ‘legacy data’. The legacy data has been divided into two lists of documents, which contains the NRC of 1951 and electoral rolls up to midnight of March 24, 1971 in List A and documents such as birth certificate, land documents, board/university certificates, bank/LIC/PO documents, circle officer/ GP secretary certificates, ration cards and any other legally accepted document in List B. Today, 40 lakh people that included not only Bangladeshi muslims but also an equal number of Hindus from Assam or those who have returned back after residing in other states for decades but who are not from Bangladesh. So many such persons also do not find their names in the NRC. Among the 2.89 crore whose names are included, are large numbers of suspected illegal immigrants. It is unfortunate, that in the end the NRC has become a cure that is worse than the disease.

But don’t wait sulking spiritually and feeling sorry for yourself, just because you can’t see one inch in front of you! Chitambaram chaired, in its Report presented to the Rajya Sabha on 19th July 2018 on the Security situation of the Northeast among others, published in local daily on 26 July 2018, said: (quoted) “it was the WW II that united the numerous Naga Tribes and clans and converted them to modern guerilla fighting machines, providing them with arms and ammunition left behind by the Japanese army to wage their armed struggle for sovereignty. Nagaland also blamed the policies of British that prevented the Naga Tribesman to mingle with the greater Indian society”. Such highest-level Reports have tremendous impacts and consequences on the development Policies of the Government that would affect the whole country and the people immensely. There are inaccuracies, assumptions and irrelevancies in the Report on Naga Hill and the Naga Tribesman. A few of the important ones are: i. The WW II united the numerous Naga Tribes and Clans. ii. The WW II converted Nagas to modern guerilla fighting machines with arms and ammunition left behind by the Japanese army. iii. Nagaland blamed the policies of British that prevented the Naga Tribesman to mingle with the greater Indian society. I. The claim that the WW II united the Naga Tribes and Clans, if it were true, would have as well, united the various Castes, Races and Divisions of India without the Indian National Congress movements. It is not understandable how the battle of Kohima would unite the Naga Tribes and Clans. It was not a War between the Naga and Japan. It was a war of the Whiteman with Japan. Most importantly, the WW II never overran the whole of Naga Hills District in the way it overran most of Europe and Asia, and continued for several years. In Naga Hills, there was only one isolated battle of Kohima that lasted only for 3 months that ended in the defeat and retreat of the invading Japanese forces. The Battle of Kohima did not extend to other parts of the Naga Hills District. The battle confined around only the British HQ of Kohima and there simply was no reason of connection for uniting the whole Naga tribes already under one peaceful District of British Admin-

istration. The burden of sudden violent deaths and massive destructiveness of a modern battle from gunfire of automatic rifles, machine Guns from far distances and bomb blasts rained down from the Air, fell on the Naga and nonNaga communities in and around Kohima only. The great majority of Tribes only heard the story from hearsay in their remote villages surrounded by trackless jungle. II. Did the single battle of Kohima, -exaggerated as World War II- converted the whole Nagas tribes into a modern guerilla fighting machines with arms and ammunition left behind by a section of retreating Japanese Army? There is an interesting perception of an old veteran of Kohima Village, Lt, Vimedo Rutsa, when asked by some Authors of a possible Book on why the Japanese lost the Battle said: “the Japanese lost Kohima battle because they did not bring their Tiffin”. Most Naga read with elation the interesting story that the Naga turned into “moder n guerilla fighting Machines with the leftover arms and ammunitions of the Japanese, to wage their armed struggle for sovereignty”. Such stories are attractively speculative fairy tales of armchair Writers not known to reality on ground! Most Authors, of books from the West who took part in the Kohima battle and on the wider WW II, narrated the difficult overstretched support line of the Japanese War Materials from Burma. The Lack of food, of Ammunitions run out and the great importance of Native population support for the Allied forces, were the main reasons for the Japanese debacle in the battle of Kohima. The bountiful war materials of the allied forces left over the entire battleground with -unexploded bombs, missiles, rockets, live bullets in Boxes or strewn on the ground and in trenches and CGI Sheets of burned out houses perforated like Iron Nets with bullets, broken down vehicles scattered here and there, testify the dominance of the Allied Forces. It was however, not many to find Japanese Rifles, its short bayonet of unusual hard steel, Swords, split-toe rubber shoes with footprints different for different Grades of Officers, small cooking pot and ladle-in-1, pickaxe and hoe-in-1 and few live Japanese bullets. The Japanese soldiers could not use British bul-
lets because their Rifles were of .22 Bore and that of the Allied were different. Even the few Naga who, after the War, found the few abandoned Japanese rifles had to sawn-off the barrel from the breech, to fit it in with vehiclesteering-wheel pipe and make BL 12 bore Gun for hunting. Let me not embarrass anybody by mentioning from where and how the gun toting, gun-loving Naga guerrillas obtained their Arms and their Kalashnikovs. They have already taught most of the Armed Groups of the Northeast from where and how to! In 1983, 39 after the battle, the Kohima Village Baptist Church decided to have a bigger Church building in the Village at a more central place, which in pagan times was part of a much-feared abode of unknown Ghosts. Very early in the mornings, the members would gather at the site, have prayer and dig the mount side for the foundation of the building. Living in the city far off from the Village, this Writer with his wife and small children one morning went to the site to contribute their share of the work. When the small family reached the spot at 8 AM, the crowd had already done their share early in the morning and had left the site empty and quiet. Alone, the family of six –7 years old eldest daughter, two smaller boys including the youngest one-year-old toddler, without prayer, enthusiastically started to dig the ground in pleasant earnestness, and in about an hour, were gladly tired when they dug out a rusty Japanese Rifle characteristically long, unwieldy and unhandy but very accurate 77.5 cm (30 Inches and a half) long barrel. The normal two pieces wood stock of the rifle and other parts were all Termite and rust eaten, and gone. I thought the bore could be .275, smaller than prohibited 303 of the British, and to find out exactly, I got a .22 shot at home put it in the muzzle and it was surprisingly fitting. The Rajya Sabha Report that the Naga “converted to modern guerilla fighting machines, with arms and ammunition left behind by the Japanese army to wage their armed struggle for sovereignty”, is a very interesting imaginative work of rare Art, good reading to the Naga, but devoid of reality and depth. It indicates the Rajya Sabha Standing Committee ignorant of the
Cause/Effect of the battle on the Naga outside the battleground. There were no Post Offices, News Papers, Telegraph wires or Wireless communications lines between the Tribes or the Villages surrounded by trackless jungles abounding in ferocious wild animals and in the remote jungles of the State, to unite all the Tribes and clans. Had the Committee included at least an MP of the Rajya Sabha from Nagaland State or from the Northeast, the Report could have much relevant, sounder, more weighty, deeper and nearer the Truth. The Northeast and the Mainland worlds are different and if the mainland cares about the northeast enough, it would have at least a backbencher from the Area in relevant Central Bodies! The Northeast also has the right to be in relevant Central Committees that concerns their area and their people. I hope Home Minister Rajnath and Prime Minister Modi have acute Ears and would hear. III. The Re por t that, “in 1873, the British introduced the inner line system that prevented the people from the plain from entering the Nagainhabited areas and Nagaland blamed the policies of British that prevented the Naga Tribesman to mingle with the greater Indian society”, is very True. However, the British did not prevent the Naga from going out and mingle with people of the outside. In fact, the East India Company Authority, in pursuance of their policy, opened Salt market ‘Hauts’ in the plains and even recorded the increasing number of Nagas that went down every year to Dimapur to barter trade with the outside. This encouraged some of the enterprising Nagas even to go alone as far as Cambay in Gujarat to buy Cornelian Stones in great demands among all Nagas. The overwhelming majority of Naga today say the Innerline Regulation is welcome and very necessary in picking out unknown, unwelcome immigrants freely entering Nagaland. Nagaland today encourages others to come to Nagaland and the State has relaxed the System to attract Tourist and Investors for easy entrance to the State. eople for Democratic Rights (PDR) is astonished at the supposed “factually incorrect” response on fish production in the state. PDR had said that fish production increased to 8605 MT during 2016-17 as against 8220 MT in 2015-16 as per Nagaland Economic Survey 2016-17. PDR had also clearly stated that the fish production stood at 8220 MT during 2017-18 and that data was attributed to the then Secretary, Fisheries Depar tment who said “the total fish production of the state is 8200 MT which covers about 30% of the total requirement of fish consumption in the state” as published in a local daily on 18 April 2018. For the decline in fish production, PDR had never quoted the Annual Administrative Report 2017-18. The only thing quoted by PDR out of the Administrative Report was the gap between demand and supply. If the fish production during the last financial year stood at 8990.5 MT as stated by the Director of Fisheries & Aquatic Resources, then it proves that either the Secretary or the Administrative Report had provided incorrect data. Whichever is wrong, why did the Department not take any corrective measures to rectify the misinformation to the public? Whom should the public believe was giving the correct data; the Secretary, who is the Administrative Head of Department or the Administrative Report? As for the potential fishery pond culture covered in the state, the PDR said 4000 hectares have been covered so far basing on what was said during a programme on ‘Recent advances in development of aquaculture and fisheries’ under Rashtriya Krishi Vikas Yojana 2016-17 organised by Department of Fisheries at Hotel Japfu, Kohima on 23 August 2017 and subsequently published in the local dailies. However, if the Director says that the current potential area developed stands at 3375 hectares, then, it reflects that the developed area has been reduced from 4000 hectares in 2017 to 3375 hectares in 2018. As for the output production not commensurating with the amount released, PDR had also mentioned that there have been many projects “prior to 2017-18 and crores have been invested” and did not say that the funds released during 2017-18 specifically did not commensurate with the output. The production not commensurating with the funds received was said taking into account crores
of rupees released to the Department over the years even before 2017-18. PDR heartily welcomes the position of the Department for joint verification of projects, however, the Department is urged to keep all records ready regarding state/ central schemes/projects since inception of the Department so that a clear picture can be brought out regarding performance of the Department. Advising the PDR to ascertain facts from the Department before making it public is most absurd. What is more to ascertain when facts were extracted from official documents that have already been made public and statements of the Depar tment’s officers who spoke during the Department’s own official programmes were referred to as already published in local dailies? The Department may, perhaps, conduct orientation programmes for its officers on providing correct data/ records during its official programmes in the future. Records/data provided by the Director contradicts with the statements of the Department’s own officers thereby confusing the public as to which officer is providing the “factually” correct data. Some of the funds released during 2016-17 It would be meaningless to go on mentioning all funds released and received during all the previous financial years. However, PDR would mention only an instance or two regarding funds released during 2016-17: 1. Rs 2.05 cr was released on 17 March 2017 by the Finance Department under Blue Revolution Project. 2. Rs 1.20 cr was released on 24 March 2017 for implementation of Fishery Project at Lamhai Dunki village at Peren District under NEC (2nd instalment) 3. Rs 50 lakh was released on 18 March 2017 for Livestock cum Fish Farming at Suruhuto village, Zunheboto. While some fishery activities funded by centre/state may be individually owned, it is the responsibility of the Department to see that such projects are properly monitored and then assist the beneficiaries of all logistical assistance to see that success is achieved and that public money do not go waste. Any project being individually owned is not free from public and departmental scr utiny as long as such projects receive financial assistance out of the public exchequer. Mumbai, Aug 1 (IANS): The Reserve Bank of India on Wednesday warned of a global currency war on rising trade tensions and said it did not want to add to the risk profile of India’s growth as it hiked its key lending rate by 25 basis points to 6.5 per cent. “We already had a few months of turbulence behind us and it looks like that this is likely to continue. For how long, I don’t know. But the trade skirmishes evolved into tariff wars and now we are possibly at the beginning of currency wars,” RBI Governor Urjit Patel said at a press conference after a meeting of its monetary policy committee. Lately, a slew of trade protectionist measures initiated by major economies led by the US has impacted international business sentiment and resulted in retaliatory tariff wars. Further, there is also a fear of China devaluing its currency to boost its exports at the cost of other countries. “Given this we have to ensure that we run a tight ship on the risks that we control to maximise the chances of ensuring macro economic stability and continuing with the growth profile of 7 per cent to 7.5 per cent going forward. Pure gold (99.9 per cent purity) also eased by the same amount to close at Rs 29,815 per 10 grams as against Rs 29,825, previously. Silver (.999 fineness) fell by Rs 70 to conclude at Rs 37,870 per kg compared to Rs 37,940 earlier. Globally, gold was stable near one-year lows early today on a stronger dollar, as the market waited for signals on the direction of US monetary policy from a Federal Reserve meeting later in the day. Spot gold edged down to USD 1,223.08 per ounce in early European trade, close to a one-year low of USD 1,211.08 reached on July 19. US gold futures were lower at USD 1,231.80 an ounce.

American retail giant Walmart tops the latest Fortune listing, while Indian Oil jumped to 137th position, from its 168th rank last year. “The world’s 500 largest companies generated $30 trillion in revenues and $1.9 trillion in profits in 2017. Together, this year’s Fortune Global 500 companies employ 67.7 million people worldwide and are represented by 33 countries,” Fortune said. The Mukesh Ambaniled RIL, whose main oil and gas business has been supplemented with the addition of telecom player Jio, was the top private company from India as its ranking improved by 53 places to 148, from being the 203rd last year. New Delhi, Aug 1 (PTI): GST collections rose to Rs 96,483 crore in July, from Rs 95,610 crore in the previous month, on improved compliance post implementation of the eway bill. As many as 66 lakh businesses filed returns last month, making it the highest number of monthly GSTR3B filed since the rollout of Goods and Services Tax (GST) in July last year. “The total gross GST revenue collected in July 2018 is Rs 96,483 crore... This is broadly on expected lines,” a Finance Ministry statement said. In the current fiscal, the month-wise revenue mopped up from GST stood at Rs 1.03 lakh crore in April, Rs 94,016 crore in May and Rs 95,610 crore in June. As many as 60.47 lakh returns were filed in April, 62.47 lakh in May, 64.69 lakh in June. “GST revenue collections are improving after implementation of e-way bill which is a major tool under GST to curb tax evasion. “However the government is still short of average

WASHINGTON, Aug 1 (PTI): The US has designated three Pakistanis linked to the LeT, the outfit responsible for carrying out the 2008 Mumbai attack, as global terrorists to shut down the terror group’s financial network and curtail its ability to raise funds to carry out violent terrorist attacks. LeT commander Abdul Rehman al-Dakhil was named as a Specially Designated Global Terrorist (SDGT) by the Department of State. Separately, the US Department of the Treasury’s Office of Foreign Assets Control (OFAC) took action yesterday to disrupt the LeT’s fundraising and support networks by designating two of the group’s financial facilitators, Hameed ul Hassan and Abdul Jabbar, as Specially Designated Global Terrorists (SDGTs). A longtime member of the US designated Foreign Terrorist Organisation (FTO) and Lashkar e-Taiba (LeT), Dakhil was an operational leader for LeT’s
London, Aug 1 (Agencies): A passenger plane has crashed in the capital of Mexico’s Durango state, just moments after take-off, BBC reported. All 103 passengers and crew on board the Aeroméxico flight survived the crash but 97 of them are injured. State Governor José Rosas Aispuro said the plane was hit by a gust of wind, which caused a sudden descent. Its left wing then touched the ground and two engines came off. Most of the passengers were able to walk away before it caught fire. Further, as of early 2016, Hassan worked with his brother, Muhammad Ijaz Safarash, and Khalid Walid to transport funds to Pakistan on behalf of the LeT. The Office of Foreign Assets Control (OFAC) previously designated Safarash and Walid as Specially Designated Global Terrorists for their association with the LeT in March 2016 and September 2012, respectively. Additionally, Hassan has an active Twitter account, which identifies him as the leader of the 2008 Mumbai terror attack mastermind Hafiz Saeed-led Jamat-ud Dawah in Pakistan-occupied Kashmir. According to the Treasury, Jabbar is a financial facilitator for the LeT and
distributes salaries for the terrorist group. He has worked in the LeT’s finance department since around 2000. Additionally, as of mid-2016, Jabbar distributed funds on behalf of the Falah-eInsaniat Foundation. In December 2001, the Department of State designated the LeT as a Foreign Terrorist Organisation. The LeT was also added to the UN Security Council’s Sanctions List in May 2005. Jamaat-ud Dawa was designated as an alias of LeT pursuant in April 2006 and was added to the UN Security Council’s Sanctions List in December 2008. In November 2010, the Department of State amended its designations of LeT to include the alias Falah-e Insaniat Foundation. In March 2012, the UN amended its Sanctions List to recognise the Falah-e Insaniat Foundation as a front for LeT.

Sydney, Aug 1 (IANS): If people cannot adapt to future climate temperatures due to global warming, deaths caused by severe heatwaves will increase dramatically in tropical and subtropical regions, followed closely by Australia, Europe and the US, warns a study. For the study, published in the journal PLOS Medicine, the researchers developed a model to estimate the number of deaths related to heatwaves in 412 communities across 20 countries for the period of 2031 to 2080. “Future heatwaves in particular will be more frequent, more intense and will last much longer,” said study leader Yuming Guo, Associate Professor at Monash University in Melbourne, Australia. “If we cannot find a way to mitigate the climate change (reduce the heatwave days) and help people adapt to heatwaves, there will be a big increase of heatwave-related deaths in the future, particularly in the poor countries located
Copenhagen, Aug 1 (IANS): A Danish ban on garments covering the face, including Islamic veils such as the niqab or burqa, went into force on Wednesday. With 75 votes in favour and 30 votes against, the Danish Parliament adopted the act on May 31. The legislation said “anyone who wears a garment that hides the face in public will be punished with a fine”, Xinhua news agency reported. The government said it was not aimed at any religion and does not ban headscarves, turbans or the traditional Jewish skull cap. Moreover, it allows people to cover their face when there is a “recognizable purpose” such as cold weather or complying with other legal requirements, for example using motorcycle helmets under Danish traffic rules. Violation of the law will result in a fine ranging from 1,000 Danish kroner ($150) to 10,000 kroner (about $1,504) for repeat offenders.

Islamabad, Aug 1 (IANS): The presidential polls in Pakistan will likely be held in the first week of September and the Election Commission has started the preparations for the purpose, the media reported on Wednesday. President Mamnoon Hussain’s five-year term is due to expire on September 8. According to the Constitution, the indirect election to the office of the President is held no earlier than 60 days and no later than 30 days before the expiration of the term of the incumbent President. If the presidential election cannot be held because of the dissolution of the National Assembly, then it should be held within 30 days of the general election. The presidential elections were scheduled to be held on August 8 but the Electoral College could not be finalised, ECP sources told Geo News. The new assemblies will not be functional till August 10, they said. The poll body will issue the final schedule for the presidential elections after completing the electoral rolls. Members elected to the national and provincial assemblies will get to vote in the presidential elections. Pakistan on July 25 held its general election in which former cricketer Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) emerged as the single largest party. The Pakistan Muslim League (Nawaz) of former Prime Minister Nawaz Sharif and Pakistan People’s Party headed by Bilawal Bhutto Zardari were second and third respectively. ‘Strawberry Fields’ to reopen tourist attraction for Beatles fans

he location that inspired The Beatles‘ classic ‘Strawberry Fields Forever’ is being turned into a tourist attraction in Liverpool. As The Mirror reports, John Lennon‘s sister Julia Baird buried a time capsule on the site of the Strawberry Field children’s home in the Woolton area of their native Liverpool, as work began to make it accessible to the public and reminiscent of the singer’s time their as a young boy. “The plans to open Strawberry Field to the public for the first time,” said Julia, “so people can see a unique exhibition about the home, how and why the song was written by John, and allow visitors to explore the grounds as John did as a child – is very exciting.” The site has been empty since the children’s home closed in 2005. n order to curb digital addiction among adolescents, the France government has voted in favour of a ban on the use of smartphones during school hours. The decision will come into effect next month when the new school session starts in France, an official statement said. The lawmakers from French President Emmanuel Macron’s centrist LREM party and its allies gave final approval to the bill, while lawmakers on the left and right abstained from the vote, calling the law a “publicity stunt” that would change nothing, reported Le Monde. Education Minister Jean-Michel Blanquer had previously said that the ban is a matter of public health because children are not playing during breaks anymore. According to Blanquer, the move may also encourage other countries to implement the same rule for the betterment of the young students. “It sends a message to French society as well

IOA seeks medical report of athletes, team officials
New Delhi, Aug 1 (PTI): The Indian Olympic Association has sought medical fitness report of all the athletes and team officials who are scheduled to take part in the Asian Games, including details about their smoking and drinking habits. The IOA in a recent letter to all the NSFs, whose athletes are scheduled to compete in the Asian Games, asked them to submit a medical assessment report of all the athletes and team officials by August 10. In the sample medical assessment form, there were columns to be filled about questions regarding habits like smoking and drinking, with clear questions about ‘number of cigarettes per day’ and ‘number of glasses per day’ It is, however, not clear whether these questions on smoking and drinking habits are meant for athletes or team officials. It is likely that these questions are meant for team officials.

In a short service held at the residence of late Paul Rutsa at Kohima village under the aegis of NAC and Nagaland Motorcycle Club, riders from four north eastern states and from other states paid their rich tributes to the departed soul. New Delhi, Aug 1 (Agencies): The BCCI will bear the entire cost of the cash-strapped North Eastern states’ Ranji Trophy debut, which has been mandated by the Supreme Court-appointed Lodha Committee, a couple of whom will play their home games at neutral venues due to lack of infrastructure, DNA reported. It has been reliably learnt that Sikkim and Arunachal do not have grounds that will match up to requirements of first-class cricket and will play at neutral venues in neighbouring states.
The BCCI will be providing all the six states with their accreditated NCA coaches, physios and trainers (men’s, boys age group, women, girls’ age group). Normally the BCCI units pay for their support staff but for NE states, the parent body will make an exception. “BCCI has assured that all the state teams will be provided with coaches. Ashwin (4/60) registered his best figures in Test cricket across South Africa, England and Australia as the hosts lost six wickets for 69 runs in the final session of play to find themselves in
a precarious position after opting to bat. Joe Root (80 runs off 156 balls, 9x4s) scored an unbeaten 41st Test half-century, but the English innings completely got derailed after his dismissal. At stumps, Sam Curran was batting on 24 with James Anderson for company. In the final session of the day, India didn’t begin well with England progressing as Jonny Bairstow (70 off 88 balls, 9x4s) brought up his 18th Test half-century off 72 balls. In doing so, he
put on 105 runs with Root for the fourth wicket. Root and Bairstow got their runs off only 138 balls as England crossed 200 in the 62nd over and were looking set for a strong total before things unravelled in the most odd fashion. It was the 63rd over of the innings when Virat Kohli’s direct throw ran out Root as he tried to come back for non-existent double. Root also became the quickest batsman to 6,000 Test runs in terms of time from his debut when he reached the landmark. Root got to the landmark in five years and 231 days of his Test career, surpassing former England captain Alastair Cook’s mark of five years and 339 days.

KOHIMA, AUG 1 (NPN): Velukho Rakho scored a hat-trick as 10-man Khriekesa FC Meriema beat United FC 4-1 in the ongoing 2nd edition of the Kohima Football League at Kohima local ground here on Wednesday. Khriekesa FC were reduced to 10 men after Kekhriengulie Usou was sent off the field for foul play in the second session. The tournament is organized by Kohima Town Club (KTC). Khriekesa FC, which finished fourth in the first edition, drew the first
blood, when Velukho Rakho scored a stunning freekick in the 14th minute. United 16 pressed hard for equalizer but without much success. They finally restored parity through Longkhoi’s strike with eight minutes remaining to the first session. Earlier, in the 5th minute, United FC16 should have taken the lead had Longhoi converted the spot-kick. The first session ended in 1-1 draw. After the breather, Khriekesa FC came back strongly by scoring three more goals to earn three crucial points even thought they played the second half with only 10 men.
Velukho Rakho netted his second goal again through a free-kick in the 78th minute. He scored his third through a spot kick in the 89th minute to become the second player to score a hat-trick in this edition. The fourth goal was scored by Vimelie in the added time (90+2). Velukho Rakho and Ruokuovolie Phewhuo of Khriekesa FC Meriema received yellow cards for foul play.

London, Aug 1 (IANS): Asian champions India powered past lower-ranked Italy with an easy 3-0 victory in a playoff here on Tuesday to set-up a quarter-final against Ireland in the Women’s Hockey World Cup. World No 10 India produced a good all-round display and were helped by goals from Lalremsiami (ninth minute), Neha Goyal (45th) and Vandana Katariya (55th) at the Lee Valley Hockey and Tennis Centre. India had to be alert against world No 17 Italy, who had defeated higherranked sides South Korea and China to qualify for the playoffs. Even though the European outfit conceded 12 goals against the Netherlands in their last game, both Italy and India were guarded against each other. It resulted with the match opening up with a slow tempo during the beginning moments of the first period. But India created a glorious opportunity in the ninth minute as Navjot Kaur
won the first penalty corner of the match. The resulting flick was taken by Gurjit Kaur and her fierce strike was deflected away by the first rusher.
