KOHIMA, AUG 29 (NPN): Former minister and chairman Nagaland Peace Centre (NPC) Netsutso Theyo (N. Theyo) passed away on Thursday at around 8:40 p.m. at Oking Hospital Kohima after a brief illness. Born in May 1937, late N.Theyo hailed from Thenyizu village of Phek district. He was 82 and leaves behind seven(7) children and 27 grand children. His wife predeceased him in 2017. Family sources informed that the send-off service will be held on August 30 at 10 a.m. at Chakhesang Baptist Church, Kitsubozou, Kohima after which the body will be buried at Thenyizu village. Late N. Theyo was the first Christian from Thenyizumi village. He was also a former minister and a member of the First Nagaland Legislative Assembly.

Currency in circulation soars 17% to `21 tn M U M B A I , AU G 2 9 (PTI): Despite the many an effort to shift to digital payments and usher in a digital payment economy, the currency in circulation has jumped by a hefty 17 percent to Rs 21.10 lakh crore as of March 2019, the Reserve Bank says in its annual report for 2019. The demand for the Rs 500 bill, which is the second highest denomination after the Rs 2,000 note, has soared the highest and now accounts for over 51 percent of the value of currency in circulation, says the report released Thursday. “The value and volume of banknotes in circulation increased by 17 percent and 6.2 percent to Rs 21.10 lakh crore and 1,08,759 million pieces, respectively, in FY19,” the report says. It can be noted that one of the objectives of the note-ban of November 8, 2016 rendering as much

The RBI’s note printing cost has come down marginally to Rs 4,811 crore in FY19 from Rs 4,912 crore in FY18, reflecting normalisation in operations post-demonetisation. The report says after disposing the demonetised notes, the efforts are now on disposing off the soiled notes of smaller denominations which have piled up. However, over 21,000 fake pieces each of the newly introduced Rs 500 and Rs 2,000 notes were found in the reporting year. The Reser ve Bank will introduce varnished banknotes of Rs 100 denomination on a field trial basis to increase the life of the banknotes and also look at ways to make them disabled-friendly in FY20.

NEW DELHI, AUG 29 (PTI): Union Human Resource Development Minister Ramesh Pokhriyal Nishank launched a web portal ‘Shagun’, which links over 15 lakh schools across the country, to provide all information on school education. The schools have been geo-tagged and all the data provided by them can be accessed through this portal. Shagun is an important initiative and through this portal, more than 2.3 lakh educational websites can be integrated, Pokhriyal said. According to HRD officials, there will also be a third-party verification of the information provided by schools and websites of 1,200 Kendriya Vidyalayas, 600 Navodaya Vidyalayas, 18,000 CBSE-affiliated schools, 30 SCERTs, 19,000 organisations affiliated with NCTE among others are integrated with the portal. “Report cards of 15 lakh schools will be available on the newly created junction. The portal seeks to connect approximately 92 lakh teachers and 26 crore students...,” the official said.

DIMAPUR, AUG 29 (NPN): Nagaland Governor, RN Ravi, Thursday met with the Minister of Road Transport & Highways, Nitin Gadkari at Transport Bhavan, New Delhi. According to a Raj Bhavan statement, a review of the status of 14 road projects under NHIDCL in Nagaland was taken during the meeting with special focus on Dimapur-Kohima four laning project. Gadkari assured that all possible measures would be taken to ensure completion of the projects on time. Governor Ravi would periodically review the status of the projects with all concerned including the senior officials of NHIDCL to monitor the progress. DIMAPUR, AUG 29 (NPN): Niuland Area Citizen Forum (NACF) Thursday strongly decried poor condition of road between 4th Mile Junction to Niuland Town, saying the road stretch has almost become unmotorable due to negligence for years. In a press release, NACF president Kakishe Shikhu Achumi, and information and publicity secretary Soul Kiho pointed out that the road, which connects many villages under Ghaspani-2 and Ghaspani-1 assembly constituencies, was also used by Ralan area commuters. During emergency road diversion, the forum also said the road was used as a bypass from Dimapur to Kohima via Zadima. “The roads here are in terrible conditions due to negligence for many years,” NACF said, adding that the potholes on the road were a major cause of concern. The forum asserted that Niuland being ADC Hqs has many government offices and educational institutions and most of the staff commute between Dimapur and Niuland on a daily basis. Therefore, it urged the responsible department/ministry to intervene and take concrete measures at the earliest.

The state police on Thursday appealed to the people not to believe in rumours as some elements are trying to create confusion. The government has ensured adequate safeguards for people, whose name may not appear in the final NRC, it said. “Safety of citizens is our top priority,” the Assam police tweeted. The force also issued a five-point advisory stating that persons whose names are not in the NRC will not be declared as foreigners and can appeal to the Foreigners Tribunals. The time limit for doing so has been increased form 60 days to 120 days and the government will provide legal aid through

D I M A P U R , AU G 2 9 (NPN): Kohima Municipal Council (KMC) has clarified that it has not authorised any individual or group for the sale of non-woven poly propylene carry bags in Kohima and that such activity was unauthorized, nonpermissible and illegal. In a notification, KMC administrator Kovi Meyase stated that certain individual/group reportedly selling “non-woven white poly propylene bag” in Kohima in the guise of having been authorized by KMC. It stated that those non-woven white carry bags were made from poly propylene, which was a thermo plastic polymer and therefore not plastic free. Therefore, in line with the government ban from all single-use plastic, KMC said non-woven white carry bags also fell within the category (Full text on p-6) of banned plastic items.

CFTT seeks clarification from BSNL DIMAPUR: Consumer Forum Tening Town (CFTT) has asked Bharat Sanchar Nigam Limited (BSNL) to clarify as to why the company has not been able to remedy the “network crisis” in Peren and Tening. In a press release, CFTT president, A Sibo Zeliang and secretary, Ditalabo Rentta, reminded the company that during the protest staged by Tening Students Union (TSU) on February 8, 2019 against bad connectively, the company assured to connect the two stations by installing direct line fibre optic cable within 45 days. Despite its assurance, Consumer Forum Tening Town lamented that BSNL has not initiated any work to address the network problem. NIA arrests JMB operative from Agartala AGARTALA, AUG 29 (IANS): In a breakthrough in the Jamaat-ul-Mujahideen Bangladesh (JMB) India Bengaluru module case, the National Investigation Agency (NIA) on Wednesday said it has arrested one of its operatives from Agartala, reports The Northeast Today. A senior NIA official said JMB operative Najir Sheikh aka Patla Anas, 25, a resident of Murshidabad in West Bengal was arrested from Agartala on Monday. The official said he was produced before Chief Judicial Magistrate in Agartala on Tuesday and was brought to Bengaluru on transit warrant. According to NIA, Najir last year was staying in Bengaluru along with other members of JMB such as Jahidul Islam, Nazrul Islam, Asif Ikbal, Arif and others. An NIA officer said Najir Sheikh and his associates from JMB were actively involved in raising funds by committing dacoities in Bengaluru. “As part of conspiracy they had set up their hideouts at various places in Bengaluru and made preparations to carry out subversive activities by procuring material and equipment for making IEDs,” he said.

IMPHAL, Aug 29: Manipur health services authority sounded a dengue alert in the state after more than 100 patients including six students of Sainik School, Imphal tested positive for the disease. Director of state health and family welfare department Dr K Rajo said that the six students staying in the boarding of Sainik school at Pangei in Imphal East district were confirmed suffering from dengue after a series of tests was conducted. Informing that more than 100 patients from across the state, mostly from the valley districts were tested positive for dengue, he sounded the dengue alert saying that dengue is spreading in the state, particularly in the valley areas. He stated that patients after being confirmed of mosquito-borne disease, were treated in hospitals in Imphal and the department was monitoring the patients. He added that the six students of Sainik School Imphal who tested positive were also treated at a hospital in Imphal. The six students were found suffering from the disease when a medical team

Barring AASU, all major political parties, including BJP, Congress and AIUDF, have expressed fear that names of many genuine Indian citizens might be left out while those of the illegal foreigners may be included. Fogging has been doing in different areas and chemically treated mosquito nets distributed as immediate control measures. The measures had already started since the detection of cases of Japanese encephalitis as the disease spread through mosquitoes just like the dengue, he said. According to the health official, so far JE has claimed five lives in the state and 232 patients who tested positive for the disease were currently treating in government and private hospitals in the state.

Stop crying unnecessarily over Kashmir: Rajnath to Pak LEH, AUG 29 (PTI): Pakistan should stop “crying” unnecessarily over India’s decision to end special status of Jammu and Kashmir and instead focus on dismantling terror infrastructure operating from its soil, Defence Minister Rajnath Singh said here on Thursday. As tension between India and Pakistan escalated over the Kashmir issue, Singh said Islamabad does not have any locus standi on Jammu and Kashmir and it must stop interfering in India’s internal affairs. In his first visit to this strategically key region after the government’s historic decision on Jammu and Kashmir, the defence minister said Pakistan should now focus on gross violations of human rights in PakistanOccupied-Kashmir including in Gilgit-Baltistan. “I want to ask Pakistan when was Kashmir with you that you keep crying about it. Kashmir is part of India and nobody has any doubt about it,” he said. Pakistan is our neighbour. We and our prime minister want cordial relations with Pakistan. We are for resolving issues through dialogue. But how can talks take place when you keep trying to destabilise India by using ter-

tion of provisions of Article 370 was an internal matter of India. “When we made a law to make Ladakh a separate Union Territory then we not only respected the public sentiment here but also gave a solution to the problems of the people,” Singh said. “Our prime minister has made it clear that localised solution will be brought in for India’s strategic areas,” he said. Earlier this month, the government had revoked Jammu and Kashmir’s special status under Article 370 of the Constitution and divided the state into two Union Territories -- Jammu and Kashmir and Ladakh. A bench of Justices R Banumathi and A S Bopanna also extended interim protection from arrest granted to Chidambaram till next Thursday. The former Union minister offered before the bench to remain in the custody of Central Bureau of Investigation (CBI) till Monday. The court refused to comment on it after solicitor general Tushar Mehta said that extension of remand can only be done before the Central Bureau of Investigation court. The bench also directed the Enforcement Directorate to place before it in a sealed cover the material which the probe agency wanted to produce for the court’s perusal. The top court said it will decide on the question whether it should look into the documents placed before it by the Enforcement Directorate in a sealed cover. Reviving the Maharaja

F

or the ailing Air India, the government’s proposal to sell the famous Maharaja also rekindles the sadness of the fate that has befallen the most loved face in international airlines. The Maharaja fell to bad days due to mind boggling and lunatic decisions of several governments. Among them was the merger of Air India with Indian Airlines. The merger hastened the rot that set in when after 1999, successive civil aviation ministers piloted Air India to its descent by appointing corrupt bureaucrats in the airlines and gradually merging the national airlines with the domestic airline(Indian Airlines). Being a government carrier proved more of a curse than a boon as Air India has to cater not only to the innumerable VVIPs but also tens of lakhs of government employees who are eligible for holiday travel cost by air and this too has to be booked by Air India. Former chief executive of Air India Mr Jitendra Bhargava wrote on how Air India reached a point of no return under then chairman V Thulasidas who acted as ‘His Master’s Voice’ to the then minister Praful Patel, who took decisions that severely damaged the national carrier. Bhargava also mentioned about objections raised by V.Subramaniam, then additional secretary and advisor in the ministry of civil aviation against the disastrous fleet acquisition under Praful Patel in 2004. He was removed at ‘lightening speed’ and transferred to the ministry of rural development the day he asked for some data at a board meeting. Sumbramaniam raised questions on the mind boggling purchase of almost triple the number of aircraft required by Air India and the huge cost in running it and why lucrative and money making routes were “given away” to a private airlines supposedly favoured by a Praful Patel. Now it has been left to the present Modi government to bail out the sick airlines with no option but to sell it to regain some of the huge money pumped into it. The first attempt failed and so the Modi government has change the rules. Air India, which is surviving on a Rs. 30,000 crore taxpayer-funded bailout, has failed to maintain its market dominance as a slew of carriers including InterGlobe Aviation and SpiceJet started to offer ultra-cheap, on-time flights more than a decade ago. The airline has total debts of $8.4 billion and posted losses of more than Rs. 7,600 crore last year, according to provisional estimates. This is the first time the government will relax rules for strategic disinvestment, meant to prevent asset stripping. The rules were framed to safeguard the government following the disinvestment of Centaur Hotel, Mumbai, where the Comptroller and Auditor General (CAG) had pointed out irregularities in the sale process. The changes would allow a potential buyer to go for a stake sale of the airline immediately after acquiring it. The revised norms would also enable merger or reverse merger of Air India with any existing business of the buyer.At least 95 per cent stake of Air India will be up for sale while retaining 5 per cent for the employee stock option (ESOP). A clause enabling bidders to merge and reverse merge Air India with their current business would help a potential suitor like Tata Sons, which has two airline companies- Vistara and Air Asia India. It remains to be seen if the Maharaja will rule the skies again under a new owner.

When you are on the mountaintop, it’s easy to say, “Oh yes, I believe God can do it,” but you have to come down from the mountain to the demon-possessed valley and face the realities that scoff at your Mount-of-Transfiguration belief (see Luke 9:28-42). Every time my theology becomes clear to my own mind, I encounter something that contradicts it. As soon as I say, “I believe ‘God shall supply all [my] need,’ ” the testing of my faith begins (Philippians 4:19). When my strength runs dry and my vision is blinded, will I endure this trial of my faith victoriously or will I turn back in defeat? Faith must be tested, because it can only become your intimate possession through conflict. What is challenging your faith right now? The test will either prove your faith right, or it will kill it. Jesus said, “Blessed is he who is not offended because of Me” Matthew 11:6). The ultimate thing is confidence in Jesus. “We have become partakers of Christ if we hold the beginning of our confidence steadfast to the end…” (Hebrews 3:14). Believe steadfastly on Him and everything that challenges you will strengthen your faith. There is continual testing in the life of faith up to the point of our physical death, which is the last great test. Faith is absolute trust in God— trust that could never imagine that He would forsake us (see Hebrews 13:5-6).

Modiji, the Naga people continue to repose their faith in you as Prime Minister and we believe that your government will bring to an early conclusion the much expected solution to the Indo-Naga political issue without delay. The appointment of the Government of India’s Interlocutor, RN Ravi as the new Governor of Nagaland, is we believe, a demonstration of the sincerity of our Honourable Prime Minister and your continued focus and priority to resolve the Naga issue. This memorandum further takes note that, with the appointment of RN Ravi in his dual role as Interlocutor and Governor, the peace process has now come closer to the Naga people. The signatories would therefore like to thank the Government of India for this timely and judicious step as we believe this will help ‘bridge’ existing ‘divides’ and ‘build’ ‘confidence’ within the community for the success of the proposed negotiated political solution. Concrete steps with

new modalities required Given the complex nature of the Naga peace process, whose outcome will have a bearing on the contours of peace in the North East region, and also the reality of corresponding talks taking place with the National Socialist Council of Nagalim since 1997 and with the Working Committee of the 7 NNPGs from November 2017 onwards, some kind of modality to consult, converge and conclude the peace talks has to be found. As such the recent declaration of the Governor of Nagaland and also the Interlocutor RN Ravi in public that the Honourable Prime Minister wishes to conclude the peace talks within 3 months is very encouraging. The seriousness of Prime Minister Modi to conclude the talks within a timeframe is in tune with popular support of Naga masses to see an end to the present negotiations spanning two decades. While whole-heartedly welcoming the recent pronouncement of the interlocutor, there’s but a certain air of apprehension given the trust deficit and points related to technicalities of the discussion between the GoI and one of the negotiating groups. Under the circumstances, the next logical and immediate step of unveiling the broad contours of the proposed agreement and convergence of the Naga political groups before an agreement is signed is not happening.

A Way forward: Appointing a Group of Naga Interlocutors A humble suggestion that the signatories put forward, for removing the roadblock as stated, is for the Government of India to immediately appoint a Group of Naga Interlocutors to mediate for early conclusion of the peace talks and to help avoid the risk of negotiations breaking down. This memorandum believes that appointing a Group of Naga Interlocutors will help facilitate a sustained dialogue – even beyond the solution – among a larger pool of stakeholders in a climate of transparency and mutual trust, which in turn will help in the successful outcome of the Indo-Naga peace process. • This Group of Naga Interlocutors will be selected on the basis of their wide acceptability and their ability to unify the Naga socio-political divide. • The Group of Naga Interlocutors will work alongside RN Ravi, the Government of India’s Interlocutor. • The Group of Naga Interlocutors will not negotiate but help mediate with the Naga Political Groups on the one hand and also work with the larger Naga civil society in facilitating the way forward. • The Group of Naga Interlocutors will have the placating effect in offsetting any negative connotations related to the peace talk. The perception of a Naga

Settlement which is acceptable and honourable will find its larger audience with the constitution of the Group of Naga Interlocutors. • If and when required the Group of Naga Interlocutors will also hold sustained people-to-people dialogue with neighbours in order to promote peace and understanding in the region. Conclusion It will be a bold and visionary step on the part of Prime Minister Narendra Modi to appoint such a Group of Naga Interlocutors. It is strongly suggested that this initiative must come from the Prime Minister. At the dawn of political agreement

he Appointment of Shri. R. N. Ravi, the interlocutor of Indo-Naga peace talks, as the Governor of Nagaland has sent mixed reaction across sections of the Naga society. Many perceived Ravi’s appointment as a calculated manoeuvre to lay the grounds for the final solution and to oversee its implementation, should it come to that. However, the NSCN (IM), the principal organisation representing the Nagas in the peace talks, have taken offence in Ravi’s assuming a twin role as the interlocutor and the Governor, on the ground that it would reduce the peace talks to the governor level. The NSCN must have its reason for this discomfort. Initially, the talks were to be held unconditionally in third countries at prime ministerial level. But over the course of time these principles have somehow changed or eroded one by one. The unconditional clause became not so unconditional when the NSCN were pressurised to negotiate for a solution within the ambit of the Indian constitution on the basis of shared sovereignty. The talks that were initially held in foreign country was also gradually shifted to New Delhi. And now with the interlocutor assuming the role of the state governor, it is perceived that talks have been downgradedto that of the governor’s table. However, on the brighter side, the position of India with the Nagas have also changed. In the Nehru era, when the Naga revolutionary movements were at its heights, India used its brute military force to subjugate the Nagas, and the revolutionary leaders were branded as secessionist even terrorists. The use of the term ‘secessionist’ with reference to Naga national workers is rarely heard now, even though such usages are common in other parts of the country. This could be due to the implicit acknowledgement of the Naga peoples’ right for self-determination. The outlaw and terrorist tag were removed to pave way for the political negotiations. The uniqueness of the Naga history and culture was also recognised. And in the words of RN Ravi, as stated in an interview with

the Nagaland Post, “[the] government of India is respectful of Naga unique history, their rights and identity and have taken significant steps to accommodate the wishes and positions of the Naga negotiators”. So, while on the one hand, Nagas might felt betrayed due to the change in the terms and conditions of the political talks, the government of India has also yielded to some of the basic demands and aspiration of the Naga people. Hence, from the larger political point of view this is a progress in itself. However, the important question is, are we inching towards a lasting political solution or a lasting negotiation? These are issues that requires carefully consideration by the negotiating parties. Because prolonged negotiation could further dilute the terms of the negotiations, weaken the trust and respect between the negotiating parties, erode the confidence of the people and could breed factional feuds and unlawful activities. RN Ravi has recently conveyed the intention of the Prime Minister to conclude the negotiations in three-month time, further asserting that there are no reasons why it can’t be concluded. He has also reiterated that all substantive issues have been resolved barring the Flag and the Yehzabo, which to him are just symbolic in nature. On the contrary, the NSCN asserts that the Flag and Yezhabo are the core demands of the Naga people. Hence, unless there is congruity on these issues, solution may not be forthcoming this soon. Further delay could, however, escalate the conflicts. The sounding of urgency to conclude the political negotiations is good news. However, the people do not know how to react because the contours of the proposed agreement have not been spelled out, barring the few wispy points mentioned in the framework agreement. The people are not even sure whether it will be solution or settlement. If we observe Ravi’s statements carefully, he uses the word ‘agreement’ and ‘settlement’ more often than the word ‘solution’. While the word solution and settlement

could be used interchangeably, it has different connotations. The Merriam Webster dictionary defines the word ‘solution’ as an action or process of solving a problem. On the other hand, ‘settlement’ is defined as an act of bestowing or giving possession under legal sanction. Is Ravi, a shrewd diplomat, already hinting at something? Irrespective of the nature of the agreement that are being discussed behind closed doors, the current socio-political environments are favourable for both sides to secure a fair deal. Unlike the past, both over ground and underground Nagas have soften their stance on the issue of sovereignty keeping in mind the current political and economic realities. In addition, almost all major Naga political groups are included in the peace talks. On the other hand, we have a prime minister who is not only eager to solve the Naga issue but also have the numbers in the parliament to push through any required legislation. This is a rare opportunity that cannot be missed. Ravi, in an interview with Nagaland post published on 23rd August 2019, stated that “no political settlement is possible without appreciating the contemporary realities. To that end, the NSCN have conceded on some of the very core issues like sovereignty and integration. However, there must be other practical difficulties for the NSCN to accept a deal without the Flag or the Yehzabo. First, the Naga flag is not just a symbol, it is a manifestation of the covenant of God with the Naga people, and the flag has become a symbol of pride and identity for the Nagas. Secondly, it would be difficult for the Naga negotiators to accept a half-cooked meal because that would be going against the very principles which they have uphold all these years. When the NPC signed the 16-point agreement in 1960, the signatories were considered as traitors for selling out the rights of the Nagas. Eventually, Imkongliba Ao, a leader of the NPC was assassinated. Again, when a section of the NNC signed the Shillong Accord, whereby the

signatories agreed (or perhaps were coerced) to accept the constitution of India, factional feuds erupted and many lost their lives. It is also rumoured that during the negotiations in the mid-1960s, Indira Gandhi offered anything but without sovereignty, but the offer was rejected, because the position of the Naga national leaders at that time was for all or nothing. These are some of the practical difficulties that the Naga negotiators have to retrospect objectively while trying to secure a deal. Nonetheless, as the Naga public are not aware of the details of the negotiations, it is difficult to assess how Nagas would react to any proposed agreement. It is also not clear whether the proposed agreement would unite or dissect the Nagas. But one thing is certain. Keeping in mind the opposition of some neighbouring communities, there could be turmoil. In the past, Nagas have waged a war with Assam,

this time it could different. But the learned negotiators from both sides must already have a policy in place to avert such situations. India has adequately hinted on rehabilitating the armed Naga cadres post solution, but has not stated anything about demilitarising the region. The presence of military personnel every nook and corner of the region instil fear and intimidation, and only reminds the Nagas of the atrocities committee by the Indian army in the past. That must go too. Armed conflict does not suit each other interest. The catchword “with India, not within India” must respect the civil, political and human rights of the Nagas in the contemporary world. On bad roads

I would like to state that the quality of road construction has been of poor quality as the road constructed can hardly withstand a year or two. It is the plight of the general commuters who has to bear up with these ill constructed roads as the price of essential commodities has risen exponentially owing to difficulty in transporting those commodities to towns and villages. The NGOs and the general public should come together and apprise the situation to the department concerned and the politicians of our state since these are the basic necessities for the development of town and cities of our state. The government should take up this matter with utmost priority. The awareness among the public should grow more to pressurize the government in taking up the matter with urgency only then the chance of getting good quality road connectivity can be achieved. It is indeed encouraging to see the zebra line crossing at DC Court Junction which disappeared for a long time. The new traffic stand and divider between the roads has made traffic flow much smoother and will minimise accidents in that area. The particular junction has seen many accidents because vehicles would converge from four different directions. It would be of great benefit for public if the signage and the landmark indications are a little larger. Improvement is taking place indeed. Shah urges women to shun plastic bags

AHMEDABAD, AUG 29 (PTI): Union Home Minister Amit Shah on Thursday appealed to women not to use plastic bags to help protect the environment and suggested that they carry cloth bags, which are longlasting, for shopping. Shah said though the women may look somewhat “old fashioned” carrying the cloth bags, but such an initiative would help in saving the earth from plastic pollution. He said the Centre was also considering strong steps to stop the production of ‘single-use’ plastic. Prime Minister Narendra Modi has taken a resolve of Swachh Bharat (clean India). But, plastic is the “biggest hindrance” in realising that vision, he said addressing a gathering here. “That is why our PM, in his Independence Day speech, urged the citizens to take up a movement against plastic from October 2 (Mahatma Gandhi’s birth anniversary),” Shah said. “I urge all the women to stop the use of plastic bags while going out for shopping. Instead, they can carry a cloth bag, which would last for 10 years,” he said. “Though you would look somewhat old fashioned carrying such cloth

On the occasion, Chief Minister Vijay Rupani mentioned that the water level of the Sardar Sarovar Dam on the Narmada river has crossed 134 meters, just four metres short of its upper limit (of 138 metres). To this, Shah said the “struggle of three generations” would come to a logical conclusion when the dam would overflow after crossing the upper most limit in days to come. He said though the country as well as the world have not taken note of the newly-formed Jal Shakti Ministry, it would prove its importance in the coming days with concrete steps in conserving water. On the occasion, Shah urged the civic authorities to make sure that lakes in the city do not go completely dry. He also suggested the AMC to fill these lakes

using the Narmada river water, if needed. Referring to the 150th birth anniversary celebrations of Mahatma Gandhi, Shah said the BJP workers would take out ‘padyatras’(foot marches) in various Assembly segments of the state to spread the message and teachings of the Father of the Nation. “Gandhian values are eternal. His teachings on village empowerment, khadi, cleanliness and nonviolence are still relevant. When we are celebrating Gandhiji’s 150th birth anniversary, every citizen should make one resolution, which would ultimately benefit the nation,” he said. Shah, who represents Gandhinagar Lok Sabha seat, is also scheduled to attend a meeting of ‘Disha’, formerly known as the District Development Coordination and Monitoring Committee, in the state capital later in the day. Disha is an initiative for the effective implementation of the central schemes at local level. Shah would conclude his visit by attending the 7th convocation ceremony of the Gandhinagar-based Pandit Deendayal Petroleum University, before leaving for Delhi in the evening.

7 Former minister N. Theyo passes away

He was the vice president of the Nagaland Pradesh Congress Committee (NPCC-I) from 1983 to 1995, and its president from June 1995 to June 1997. He was also a member of the All India Congress Committee (I) from 1983-93. Elected from Chozuba-II A/C. Late Theyo was appointed as deputy minister in-charge of electricity in May 1966. He was inducted as minister for Transport and communication, community development, tribal development, blocks and town and country planning in 1972.

He successfully contested the elections form Chozuba-II constituency as a candidate of the Nationalist Party, which was later renamed as the Naga Nationalist Organisation (NNO). He was appointed as Deputy Minister for PWD and Electricity in May 1966. He was also the youngest candidate in the 11 member, three-tier cabinet that was headed by the late T.N. Angami, who had taken charge after Mr. Shilu Ao, the first Chief Minister of Nagaland. He was elected again in the by-election of 1971 as a NNO candidate from Chozuba II constituency , and was appointed Cabinet

Late Theyo was also the general secretary of the ex-Parliamentarians Association of Nagaland, a lifemember of the Indian Red Cross Society, Nagaland Branch. MUMBAI, AUG 29 (PTI): The Bombay High Court on Thursday said it knew that Leo Tolstoy’s ‘War and Peace’ was a literary classic and that it didn’t mean to suggest that all the books seized by Pune police in the Elgar Parishad-Koregaon Bhima case were incriminating. The observation by Justice Sarang Kotwal came a day after media reports said he asked accused Vernon Gonsalves to explain why he kept “objectionable material” like a copy of “War and Peace” at his home. The purported remarks also stirred up thousands of reactions on Twitter. The hashtag #WarAndPeace has been trending on the social media platform during the day. The court’s latest comments came after the coun-

sel for Gonsalves informed it that none of the books seized from the activist’s residence last year were banned by the government in accordance with CrPC provisions. Justice Kotwal said, “You have made your point about the books not being banned. Besides, yesterday, I was reading the whole list from the chargesheet. It was written in such poor handwriting. EJC threatens road blockade

On July 17, the ICJ ordered Pakistan to undertake an “effective review and reconsideration” of the conviction and sentence of Kulbhushan Jadhav and also to grant consular access to India without further delay. One of the conditions put by Pakistan reportedly was the presence of a Pakistani official when Kulbhushan Jadhav is allowed to meet Indian offi-

cials as part of the consular access. India did not agree to the condition, making clear its position that the consular access must be “unimpeded” and should be in the light of the judgement by the ICJ. Pakistan claims that its security forces arrested Kulbhushan Jadhav from the restive Balochistan province on March 3, 2016 after he reportedly entered from Iran. However, India maintains that Kulbhushan Jadhav was kidnapped from Iran where he had business interests after retiring from the Indian Navy.

PANAJI, AUG 29 (PTI): Goa Chief Minister Pramod Sawant on Thursday asked his escort vehicle personnel to help clear the traffic jam on a road connecting North Goa district to Panaji where his own convoy was briefly stuck. Sawant, who was on way to Panaji, left behind one of his two escort vehicles with an instruction to the personnel to leave the spot only after the road blockade was cleared. He was travelling from his residence at Sankhalim village in North Goa to the state capital when he got stuck in the traffic jam around 9.30 am, the Chief Minister’s Office said. The entire road was blocked due to an accident involving a huge truck-trolley near Old Goa, leaving several office-goers stranded. The chief minister asked the personnel of his escort vehicle to help the traffic police clear the road blockade, CMO said.

ISLAMABAD, AUG 29 (AGENCIES): Nearly six weeks after Pakistan promised consular access to Kulbhushan Jadhav, Islamabad on Thursday said that it is in contact with India on the issue. However, the meeting which was scheduled for 3 pm on August 2 did not materialise amid differences between India and Pakistan on the terms of the consular access to Kulbhushan Jadhav. MUMBAI, AUG 29 (PTI): The number of cases of frauds reported by banks saw a jump of 15 per cent year-on-year basis in 201819, with the amount involved increasing by 73.8 per cent in the year, RBI’s annual report showed. In FY19, banking sector reported 6,801 frauds involving Rs 71,542.93 crore as against 5,916 cases involving Rs 41,167.04 crore reported in 2017-18. Among bank groups, PSBs, which constitute the largest market share in bank lending, have accounted for the bulk of frauds reported in 2018-19. It was followed by private sector banks and foreign banks. In the reporting year, state-run banks reported 3,766 cases of frauds worth Rs 64,509.43 crore as against 2,885 cases involving Rs 38,260.8 crore. The report said that the average lag between the date of occurrence and its detection by banks was 22 months. “The average lag for

New Delhi, Aug 29 (IANS): Digital payments in India are witnessing thriving growth with a compound annual growth rate (CAGR) of 12.7 per cent in the number of non-cash transactions, global advisory KPMG said on Thursday. A KPMG report said that the mobile payment revolution in the country has led to a boom in the number of merchants adopting digital payments with close to 1.5 million digital payment acceptance locations in 2016-17. US disagrees with G7 aid offer to tackle Amazon fires

Washington, Aug 29 (IANS): The US government has said that it did not approve the offer of $20 million in aid to Brazil made by the G7 member nations to fight the devastating wildfires in the Amazon rainforest. “We didn’t agree to a G7 initiative that failed to include consultations with (Brazilian President) Jair Bolsonaro,” Garrett Marquis, the official spokesperson for the White House National Security Council, said in a Twitter post on Wednesday. “The most constructive way to assist with Brazil’s ongoing efforts is in coordination with the Brazilian government,” he said. “The US stands ready to assist Brazil in efforts to combat fires in the Amazon.”

Islamabad, Aug 29 (IANS): Pakistan Foreign Minister Shah Mehmood Qureshi has made it clear that no decision has yet been taken to close the country’s airspace to India, Dawn news reported. Talking to reporters during a visit to the National Database and Registration Authority (Nadra) on Wednesday, he dismissed as “speculative” all reports on the issue. “A decision to this effect will be taken after due consideration and looking into each and every aspect of the move through consultation,” Qureshi said. On August 2, the US government withdrew from the Intermediate-Range Nuclear Forces (INF) Treaty it had signed with Russia during the Cold War, and invited China to join a “new era” of arms control, which would include other countries with strong military power. Djokovic str uggled with both his serve and backhand during a 6-4 7-6(3) 6-1 win over Argentine Juan Ignacio Londero and later said his left shoulder had been bothering him for weeks with the pain getting worse during the match. “I’ve been experiencing some days of higher intensity of pain, some days less. BCCI CoA looking to cut state associations’ share in revenue

New Delhi, Aug 29 (IANS): The Committee of Administrators (CoA), in a bizarre move, is now looking to cut down on the state associations’ share in the revenue generated by BCCI. The committee asked Chief Financial Officer Santosh Rangnekar to meet audit agency Deloitte to discuss the same and chart out a fresh plan that will then be handed to the fund disbursement department of the board. A BCCI functionary explained the whole process that has been put in place to ensure that the move sees the light of the day. “The current share is at 70-30 with the board getting 30 per cent. But one of the CoA members has proposed

that the state associations’ share should be reduced. And that is why the meeting to discuss the same was planned. It is still a work in progress and it hasn’t been passed. “ “A presentation on the same is to be done by Deloitte to the CFO and he will then put it forward to the fund disbursement department,” the functionary said. A senior state association official said that the committee needed to understand that all these policy decisions would be looked into when the office bearers takeover post fresh elections. “If this is true it is just another act in the theatre of the absurd that has been the par for the course these

New Delhi, Aug 29 (PTI): Paralympic silvermedallist Deepa Malik on Thursday became the first Indian woman para-athlete and the oldest to be conferred the Rajiv Gandhi Khel Ratna award but training commitments kept co-awardee Bajrang Punia away from the ceremony at the Rashtrapati Bhawan here. Malik, who won a silver medal in the shot put F53 category in the 2016 Rio Paralympics, was joint winner of the top honour with Asian and Commonwealth Games champion Punia, who is in Russia to prepare for the upcoming World Championships in Kazakhstan. Malik became only the second para-athlete after double Paralympic gold-medallist javelin thrower Devendra Jhajharia, who received the recognition in 2017, to have won the prestigious award. Prominent absentees from the event apart from Punia, were cricketer Ravindra Jadeja, Asian Games gold-medallist shot-putter Tejinder Pal Singh Toor, and silver-winner quartermiler Mohammed Anas, all of who were picked for the Arjuna award this year. Jadeja is currently on national duty with the Indian Test team in the Caribbean, while Toor and Anas are competing in the national inter-state athletics meet in Lucknow right now. The National Sports Awards are given on August 29 every year to commemorate the birth anniversary of hockey legend Major Dhyan Chand. While the Khel Ratna award carries a prize purse of Rs 7.5 lakh, the Arjuna awardees are given Rs 5 lakh each along with citations.

KO H I M A , AU G 2 9 (NPN): The Department of Youth Resources and Sports gave away cash award to meritorious sports persons in commemoration of National Sports Day and Fit India Movement at Indira Gandhi Stadium, Kohima on Thursday. Altogether 210 recipients including four coaches received an amount totalling Rs.50 lakh for the year 2016-17 and 2017-18. Starting from 2016-2017 & 2017- 2018, there were altogether 311 medal win-

ners (gold- 83, silver- 93, bronze- 135) from 14 disciplines at the national and international level. The department is also making necessary arrangements for ‘Cash Awards to Meritorious Sportspersons for the year 2018- 2019. Speaking on the occasion, Er. Zale Neikha, advisor, Youth Resources and Sports said ‘National Sports Day’ and ‘Fit India Movement’ were clubbed into one programme and to commemorate the occasion, cash awards were given to excellent sportspersons.

National Sports Day is observed every year in India to spread awareness about the importance of sports and games in the life of every individual, said Neikha. He also lauded the department of Youth Resources and Sports for their relentless and tireless efforts in organising the 1st ever ‘National Sports Day’. Junior State coach (football) Ruopfu Meyase received the state coach award for 2016-17, while three state coaches – football coach Kevilebei Paphino, archery coach Neisevotuo Terhase and athletic coach D. Awala Walling received the awards for 2017-18. According to the department sports policy regarding the award, coaches who produce national and international level will be awarded the coach award, said one of the aggrieved coaches. “I feel the coach’s award should be purely on performance not favouritism or nepotism” he said. Kohima , Aug 2 9 (NPN): The 32nd edition of Nagaland State Taekwondo Championship organised by Nagaland Taekwondo Association (NTA) got underway Thursday at IG Stadium, Kohima. Kohima District Taekwondo Association (KDTA) with 21 medals (8 gold, 8 silver and 5 bronze) is leading the overall medal tally on Day 1. Dimapur is in second place with 20 medals (8 gold, 9 silver and 3

bronze) while Phek and department of Youth Resources and Sports are in the third place with 15 medals each. However, Mon and Longleng District Taekwondo Association are yet to secure any medal. A total of 10 teams Dimapur, Mon, Tuensang, Kiphire, Longlen, Peren, Kohima, Phek – and one each from Department of Youth Resources and Sports and Police department are participating in the championship. The championship will conclude on Friday.

Ishant is currently tied with legendary skipper Kapil Dev at the second spot in the list of most wickets taken by an Indian outside Asia. Both Ishant and Kapil have 155 wickets to their name in 45 Test matches which they have played till now outside Asia. If he manages to take one wicket in the upcoming Test, he will become the sole second place holder in this illustrious list. Legendary leg-spinner Anil Kumble tops the chart with 200 wickets to his name in 50 matches.
